Lawmen vote today in historic LGE

MEMBERS of the Disciplined Services will today cast their votes at various polling stations across Guyana, ahead of the rest of the eligible electorate which votes on March 18.

Public Relations Officer (PRO) of the Guyana Elections Commission (GECOM), Tamara Rodney, in an invited comment, told Guyana Chronicle that the Commission is “good to go.” Some 6978 ranks from the Guyana Police Force (GPF), the Guyana Defence Force (GDF), the Prison Service and Fire Service will be voting today at the long delayed Local Government Elections (LGE).

The ranks will be voting at 19 polling stations across the country.

“Ballot stations for the Disciplined Services Ranks are located at their places of duty or deployment. These include 19 locations for the Guyana Defence Force, 5 locations for the Guyana Prison Service, and 4 for the Guyana Police Force,” a statement from GECOM has said.

Ms Rodney told this publication that all of the logistics are in place, and the Commission has sent all the necessary ballot boxes to interior locations on Monday morning. Those ballots arrived in Guyana on March 1.

She explained that the ballots were extracted, sorted and enveloped after arriving here on March 1.

“The ballot boxes should arrive there by now; they were sent this morning,” she added. Election day staff, Rodney noted, will be on call from 3:00am, so as to en-

sure that final checks and balances can be done before the open of polls at 6:00am.

Each ballot sheet for members of the Disciplined Forces is placed into two envelopes. The outer envelope bears the elector’s name along with the District and Local Authority Area in which he or she is required to vote. The inner envelope bears the District, Local Authority Area and the Constituency in which he or she is required to vote, GECOM stated.

“We are all set…we are good to go,” Ms Rodney said, noting that persons who are present in the line to exercise their franchise before 6pm will be allowed to vote after 6pm. “Once persons are in the line at 6pm, the time when the polls will be closed, then they will still get a chance to vote, because they were present in the line before the official time for the close of polls,” Rodney explained.

At the close of polls, all ballot boxes will be returned to GECOM, and kept in “the secured custody of the Chief Election Officer, under guard by members of the Guyana Police Force.”

The Ballots cast by members of the Disciplined Forces will be sorted by Local Authority and Constituency, to be dispatched to the respective Returning Officers for intermixing on Election Day, slated for March 18. The polling stations identified for the intermixing of the Disciplined Forces’ ballots will be gazetted, GECOM said in a statement on Monday.

LGE, after a two-decade hiatus, will be held under a new hybrid system of Proportional Representation (PR) and the First-Past-The-Post (FPTP). This new system allows for voluntary groups, political parties and individual candidates to contest for seats in the municipalities and NDCs. Only voluntary groups and political parties can contest in the PR aspect of the LGE. Voluntary groups and political parties can contest any or all of the seats under the Constituency component of the elections. The hybrid system is allowed under the new Local Authorities (Elections) (Amendment) Act 2009, which provides for LGE to be held in all of the seventy-one Local Authority Areas in Guyana, using the PR and FPTP systems.

Fifty percent, or half, of the number of councillors of each Local Authority Area will be elected through the Proportional Representation and component, and the other fifty percent through the FPTP component or Constituency Component.

Article 71 of the Constitution of Guyana states that local government is a vital aspect of democracy, and as such should involve as many people as possible in the tasks of managing and developing the communities in which they live. It is by virtue of Article 71 of the Constitution that 71 Local Authority Areas, comprising nine municipalities or towns and 62 Neighbourhood Democratic Councils (NDCs), have been established.

LGE was last held in Guyana in 1994.

By Leroy Smith THE perennial problem of lengthy delays in trials and magistrates’ tendency to remand suspects on first appearance are among some of the issues that could have helped spark the deadly fire at the Camp Street Prison last week.

This is according to Public Security Minister Khemraj Ramjattan, who said he had visited the penal facility some four months ago and spoken with some of the inmates, who had raised these issues with him. He expressed frustration that the concerns which the prisoners raised with him and a team were never addressed, although the ministry had sought to have those addressed. Seventeen prisoners were burnt to death and several others were injured when riot broke out at the penitentiary on Wednesday and Thursday last week.

According to Minister Ramjattan, during his visit to the jail, four months ago, he touched every corner of the New Capital ‘A’ Section of the prison, where he met with the prisoners, who raised several concerns with him. Top

on the list of concerns was the lengthy delays that they had to endure before going to trial. He said there was one young man -- who died in the fire –- with whom he had spoken, who had indicated his frustration at having waited almost ten years to have his trial started.

According to the Public Security Minister, during that meeting, the issues of denial of bail for some offences, nutrition, and the general condition of the prisons were also raised by the inmates, and the government had taken a decision to see how best those could have been addressed.

The minister noted that the issues of further remanding prisoners and remanding prisoners on their first appearance for certain offences were raised at the judicial level, since those issues contributed to overcrowding and overpopulation; but he said those concerns were taken very seriously by the judiciary, as he stressed that the executive has no control of the judiciary, which is a constitutional and independent arm of government.

Ramjattan said that at the moment he was not familiar with the final cost to renovate the damaged areas of the prisons, but he was quick to point out that in cases where emergency works have to be done, the sums are often more, as persons have to be pulled off from other jobs and items have to be procured immediately.

Among the works being done at the Camp Street Prison is the installation of steel plates and other more durable infrastructure at the facility.

Ramjattan also explained that, given the amount of monitoring and other works the officers at the facility were forced to do in light of the unrest, he was not sure that enough time was given to itemize everything that was damaged, and which has to be replaced.

Several reform proposals were ignored

HE BLAME GAME has started now that the dust from last week’s Camp Street Prison riot has begun to settle and work begins to get to the bottom of what happened and how it can be avoided.

With 17 prisoners dead during three days of standoff, it is unarguably the most horrific prison tragedy in recent times. What continues to baffle the citizenry is how the conflict escalated to the proportion it reached with trained and experienced prison officials on the ground.

Naturally, one would have expected that from the first sign of disturbance, prison officers would have shifted into high alert, identify the instigators and separated or transferred them.

There would have been a lock down.

prison officials, this did not happen. And to compound matters, officials of the prison had reported that the riot started after a raid was conducted and items which the prisoners should not have had were seized.

six years, it is evident that the breakdown did not happen overnight, but was the sum total of accumulated negligence in maintenance of proper order at the prison during this time.

In the past six years, along with other incidents, there were four fires -all similar in pattern — the burning of mattresses.

They happened in 2010, 2013 and twice in 2015.

Perhaps, no wonder, there was a riot in 2016, as the prisoners saw a lax environment and an ideal opportunity to vent their grievances the manner they did.

mer Home Affairs Minister Clement Rohee laid the blame of the Camp Street debacle at the feet of the Government. He contended that the Granger Administration must look at all the prison locations in the country and not only the Georgetown Prison.

Quite ironically, his statement came a day after the President had made a fact-finding mission to the Mazaruni Prison and spoke about the need for reform of the prison system. According to Rohee, “The informal, illegal networking among prisoners at the various locations are unimaginable and challenging, consequently they pose serious security risks to the country as a whole were they to be activated in a coordinated manner at the same time. To prevent any re-occurrence of this type the Granger coalition administration must pick up from where the PPP/C left off. The blueprint is there for them to examine carefully and to press ahead with implementation of the Strategic Plan for Prison

reform.”

One can hardly question the existence of the blue print to which Mr Rohee referred, but a problem must first be addressed by identifying the source.

The PPP in the last 15 years in power had acquired a notorious reputation for sloth, negligence and poor implementation of recommendations of reports it has commissioned.

A case in point is the report of the Disciplined Forces Commission. The report was submitted by Justice Chang to then Speaker of the National Assembly, Ralph Ramkarran in 2004, but six years after, there was a motion to have it approved.

The report of the commission as it relates to the Prison Service noted the growing size of the prison population, and the need to equally increase security personnel at the prisons.

Under Rohee as Home Affairs Minister, both the Mazaruni and Geogetown prisons were understaffed.

These two prisons are of noted importance.

The Commission had recommended that in a bid to ease the risk of over-burdening the Georgetown prison with too many high-security prisoners, some of these prisoners be transferred to the more commodious Mazaruni Prison after completion of its physical rehabilitation and structural expansion.

The Georgetown Prison was built to house 600 prisoners but at the time of the riot it had 984. The capital section of the prison has a capacity to hold 68 persons and it is not clear how many were housed there when the rebellion occurred.

The Commission also recommended that prisoners should engage in a constructive regime of activities geared to keep them beneficially occupied.

These include learning useful skills such as masonry, carpentry, joinery and agriculture.

In all, 28 recommendations were made for improvements mainly to the Georgetown, Mazaruni and New Amsterdam prisons.

It is not clear how many of these recommendations

were implemented and from all indications few were taken on board. Besides the Disciplined Forces Commission Report, there were several others done on the Prison Service.

A British team from the International Consultancy Group of the British Government Cabinet Office Centre for Management and Policy Studies in 2001 presented a report to then Home Affairs Minister Ronald Gajraj on prison reform based on a study it had here.

The report found that the criminal justice system did not offer adequate alternatives to incarceration; conditions for staff and prisoners were awful; prisoners’ basic human rights were frequently violated; the Georgetown Prison was worryingly overcrowded and there was little scope for constructive work to help prisoners to reintegrate in society.

It should be pointed out that the Board of Inquiry into the five prison escapees from the Georgetown Prison on February 23, 2002, noted that “The escape in our view could have been avoided if high-profile prisoners [had been] transferred to the Mazaruni Prison.”

While Rohee spoke about a ‘blue print’ being at the disposal of the Government and it is just for them to adopt, it should be noted that he shunned many of the recommendations for prison reform while he was Home

Affairs Minister in the former Government.

The current Administration has quite a lot of work to do and this was acknowledged by President Granger while on the recent fact-finding mission at the Mazaruni Prison.

“Our presence here is not just a gut reaction. It is a plan to ensure that there is a long term strategy. We are ensuring that the Guyana

Prison Service fulfills its mandate. We have to build a system in which persons who enter this service as inmates would have the best opportunities for rehabilitation and those who are incorrigible…would be prevented from bringing harm to society.”

Mr Granger was also quick to point out that had these changes been made over time, the

tragedy that occurred at the Camp Street Prison may not have happened. “What occurred in Georgetown ought not to have occurred had improvements been introduced to the Guyana Prison Service over a period of time…. Some of the measures, which could have corrected or could have prevented the events of last week, were not implemented,” he said.

Dr. Cheddi Jagan

THIS week, supporters of the late Dr. Cheddi Jagan will remember the man who was one of the principal leaders of Guyana’s Independence movement. In a Guyana divided by ethnic and party loyalties, Jagan’s name and political identity have come to be associated with one side of the divide. He was of Indian-Guyanese extraction and was the longtime leader of the PPP, but his importance to Guyana and the Caribbean reaches beyond those confines.

It is in that context that we feel our political leaders are better understood.

Dr. Jagan grew up politically with Guyana’s decolonization movement of the post-World War 11 era, but he was born three decades before, on March 23, 1917. As the son of indentured labourers, his early consciousness of socio-economic deprivation was formed by the experience of plantationhood, which shaped social relations for the majority of the Indian-Guyanese community. He would attend Queen’s College in Georgetown, and come into contact with the mostly African-Guyanese urban community. That experience would help to influence his later comfort with Guyana’s multi-ethnic character.

Like most brilliant students of his generation, further studies took him abroad; but unlike many who naturally proceeded to England, he instead went to the USA. The years there would have a lasting impact on the future Jagan. He studied dentistry, but it was as a student of politics that he would remember the USA. He became an ardent student and follower of Marxism at a time when that philosophy held sway among many young people who were concerned about colonialism, racism, imperialism, and the general condition of the poor.

Dr. Jagan also met his future wife and political soulmate, Janet Rosenberg, while studying in the USA. Armed with an ideology and a drive to make a difference in the lives of the downtrodden, Jagan returned to Guyana in 1943. After taking some time to familiarise himself with the politics of the then colony, and flirting with a few of the existing organisations, he and his wife, along with Ashton Chase and Jocelyn Hubbard, formed in 1946 a political organisation called the Political Action Committee (PAC), which began to comment on the politics of the day.

The following year, Dr. Jagan ran for, and won, a seat in the legislature -- an accomplishment that proved to be pivotal in his political evolution.

To understand the Jagan of those formative years, one has to get a sense of the political environment. The late

State violence

Dear Editor,

MY critique of state violence against citizens since Independence, including those who oppose the government, has understandably enraged opinions on both sides of our ethno-political divide.

The two opinions have one thing in common — they both contend that the state under their party’s watch was reacting to violence perpetrated against the state. That line is not new; these proponents may not realise that they are in fine company.

The Plantocracy said that the 1763 Rebellion and the 1823 Revolt were violence against the state.

In both instances, they proceeded to execute the “bad boys” in gruesome fashion.

Rodney, Koama, Waddell, Crum-Ewing and others were bad boys and girls, like Accabreh and Quamina, and were executed in similarly gruesome fashion. The Colonial Masters

referred to the 1930s Uprisings which struck the final blows for Anglophone Caribbean Independence as violence against the state. The Colonial State in Guyana suspended the constitution in 1953 and accused Burnham and Jagan of, among other things, fomenting violence against the state. The French Colonials, in the wake of the Haitian Revolution, exacted over $30 billion from the Haitians for violence against the state.

People have risen up against state and government excesses from the time “Noah was in short pants.” That human right is enshrined in some constitutions. Some call it a God-given right; others call it resistance. One may disagree with the method of resistance, but equating state violence with the resistance it engenders can only be put down to political posturing and/or maybe ignorance of the nature of states.

1940s was a significant period in Guyanese and Caribbean politics. After the famous popular uprisings of the 1930s and the subsequent reaction of Britain, the era of Limited Self Government was gradually introduced to the region. This included the introduction of Universal Adult Suffrage and the attendant limited participation of local representation in the Executive branch of government.

Jagan would use his voice in the legislature to intensify the agitation for full independence and for improvement of the lot of the poor.

In January 1950, the PAC was transformed into the People’s Progressive Party (PPP), whose leadership included the core of the country’s political leadership for the next three decades — Jagan and his wife Janet, Forbes Burnham, Sydney King (Eusi Kwayana), Ashton Chase, Martin Carter and Boysie Ramkarran, among others.

The PPP, in 1953, won the first election held under adult suffrage, and Jagan became Premier of the country. A collision of forces led to the overthrow of that government after a mere 133 days in office, the constitution was suspended, and the PPP was eventually split into two factions, mainly along ethnic lines.

When the constitution was restored and elections were held, Dr. Jagan’s PPP won two successive elections -- in 1957 and 1964 -- and he again became Premier. His politics during this period underwent significant change. He became more and more wedded to orthodox Marxism as a guiding philosophy, but on account of the country’s politics of ethnic division, he also embraced the politics of ethnicity. This sometimes uncomfortable duality would remain his overarching praxis for the rest of his life.

The loss of power, in 1964, to his archrival Forbes Burnham and his PNC party, coupled with the trauma of three years of ethnic disturbances and violence in the latter years of his rule, would banish Jagan to the political opposition for the next three decades, but did not diminish

We are in the process of cherry-picking which state violence to condemn; PPP diehards condemn PNC state violence, and PNC diehards condemn PPP state violence. Both sides deny there was state violence under their party.

That’s why Guyana’s politics is so messed up.

But some of us have the satisfaction of knowing that we pushed back against Government overreach and state violence under the PNC and the PPP, and will do so again if this current government walks that road.

In fact we are not waiting for the state to strike, we are urging vigilance now. When you go through the experience of standing up to all state violence, your conscience is clear, because you know that that scourge cuts across party and ethnicity.

Up till May 15, the WPA, to which I belong, did not have any control of the state; that is, they were

not part of government.

They now are. And if this government engages in violence against opponents and the citizenry at large, they -- the WPA -- would have to bear responsibility, and would have to contend with the voice of this member.

In the meantime, I continue to appeal to government and the country as a whole to stand against state violence.

Let me end with this: We have to critique the tactics and approaches used by opposition forces in their resistance to Government and state excesses over the years. I will have a lot to say when that time comes; but I will never excuse state violence by making the argument that the state resorted to violence because the opposition and the people rose up against its excesses.

his status in the country’s politics. He continued to preach working class liberation, Marxist transformation, and at times working class unity. His grip on the Indian-Guyanese community was shaken during those years, but was never loosened.

Some have contended that during this period he had made tactical errors, which in turn led to the consolidation of power by the PNC. What is not in doubt is that, despite his justifiable reputation as incorruptible, Dr. Jagan was a maximum leader in the mould of those of his generation. He and his wife controlled the PPP with an iron grip, entertained little dissent, handpicked the party’s leadership, and pandered to the politics of ethnicity.

When the PNC eventually lost power in 1992 and Dr. Jagan was returned to office, he was not the same uncompromising ideologue that many had cited as a severe weakness of his in the earlier years. Gone also were the party stalwarts of the 1960s. Many had left over differences with Jagan, and some had died. Jagan now led a party of mostly younger activists, who were not as politically grounded as the earlier cadre, and lacked Jagan’s idealism. His five years in office, 1992-1997, were not marked by any outstanding achievements; but when he died in March 1997, he left a legacy that has not been diminished two decades later.

Despite the degeneration of the party he helped to form, and which he always led until his death, his reputation as an able and tenacious leader has remained intact. We avoid the tag of Father of the Nation not because Dr. Jagan is undeserving of it, but because it reduces its subjects to demigods.

Dr. Jagan was a formidable force by all accounts, but he was not a demigod. He made his fair share of errors, but none can doubt his commitment to a free Guyana in which the poor and the powerless are lifted up.

Guyana can be proud that it gave itself and the world the gift of his life, his times, and his body of activism and work.

Relatives of ‘Camp St. 17’ want more money

THE government is offering the relatives of each of the 17 men who perished during the recent riot at the Camp Street jail $100,000 to help bury their dead; but the offer has been largely deemed woefully inadequate.

While some say they’d just as soon bury their dead on their own accord, others are saying the government needs to do better than that.

Paulann Gilkes, mother of 28-year-old Delroy Williams, one of the 17, is more concerned about the welfare of her other son, 27-year-old Leroy Williams, who’s also in the Camp Street jail. She said he has since told her he now wants to die, too, having had the horrifying experience of witnessing his brother burn to death.

As such, she’s calling on the relevant authorities to do whatever it takes to ensure that he receives proper medical care, because she cannot bear the thought of losing another child.

“I need to get him to go to the doctor or something; to get some checkup or something, because, when I talk to him the other day, he said that if he brother die, is best he die too. But I cyan lose two kids,” the bereaved woman said.

She said the mere thought of it is giving her a headache. “I need my other son to come out of there; I need my other son to get look after. My head is hurting me,” she said.

Another son of hers, Michael Williams, echoed similar concerns.

Said he: “My other brother, Leroy, saw Delroy burn to death! He told us he was calling fuh he, ‘Delroy! Delroy!’ and he ain’t hearing nothing…

“My other brother in there with trauma. My brother ain’t even speaking; he ain’t even eating, because he stand up and watch he brother burn to death!” a distraught Michael said.

NOTHING POSITIVE Of the family’s meeting yesterday with officials from the Ministry of Social Protection and the Guyana Prison Services’ Welfare Department, Michael Williams as good as said it was a waste of time.

“Nothing positive come out of it! They said that if we want to bury the family, they gon give us $100,000 to help out; and if we don’t want to bury the family, they gon bury it,” Michael said. He added: “Madame, a $100,000 cyan even buy a casket! I wasn’t expecting anything, because we already made up our mind to bury our brother.”

Besides, Williams says, he has every reason to believe that his brother was murdered; and though his family is prepared to bury their dead without the proposed assistance, they want justice.

“No justice! They murder them!” he shouted, adding that he’s seen footage on social media whereby surviving prisoners are saying what transpired on the day in question was plain murder.

chael Williams said. “We don’t want compensation, we want justice! We want those who murder them to be charged, to be put in front of the court just like how they said they did wrong and they was put in front the court!”

INSULT TO INJURY Onika Marques is one of those who said they’re dissatisfied with the $100,000 offer. She says what the government has done in essence is “to add insult to injury.”

Her nephews, Jermain Otto, 26, and Randolph Marques, 20, were both remanded on separate charges of murder. The latter was also sentenced to two years’ imprisonment after he and four other prisoners had escaped from the Georgetown Magistrates Court lock-ups in 2014.

Otto, a pork-knocker, was last year committed to stand trial, along with 21–year-old Travis McDougall, for the murder of businessman Ashok Raghoo, following a robbery in 2014 outside of the Botanical Gardens on Vlissengen Road, here in the city.

Autopsies performed on each of their bodies yesterday revealed that Marques died of suffocation while Otto was burnt to death, the woman told the Guyana Chronicle yesterday outside

the prison’s sports club on Camp Street, just across the way from the jail.

She pointed out that her family has lost two youths in the prison riot, and since they were in the government’s care when they died -- were killed in the fire -- it is unfair for the family to be given such a small amount of money for their burial.

“I think the President could have done something better,” Marques said, adding: “It is not fair what they call we out we house fuh tell we here today. We could afford fuh bury we family, but you gon watch we in we face and tell we y’all gon give we a hundred thousand?!”

She is concerned that when the families would have collected the cash, they would receive no other form of compensation, or justice.

“Now when we collect that $100,000, is finish they finish with we just so, yuh know! We don’t

want this! We want something better! I was expecting better than this would have come… Even self if the funeral cost a million dollars, come with half; you can’t just give we $100,000 and loose we in de wilderness like that! It is unfair! I ain’t satisfied with what they tell me at all up there! Is two of dem I lost in de fire; I’m not satisfied with that!”

Marques told the Guyana Chronicle that the families are anxious to hear about the outcome of investigations into the deaths of the prisoners, which prison officials told them have not yet been revealed by the police.

She said her sister, Kim Marques, Otto’s mother, resides overseas and has been hospitalised with high blood pressure after receiving the news of her son’s tragic death.

The single-parent mother of Shaka McKenzie cried bitterly yesterday as she told the press that $100,000

cannot bury her son.

The woman said McKenzie was charged with armed robbery in November last, and was remanded to prison after entering a plea of not guilty. He was accused of robbing Rishi Ramdani of a silver band, a Blackberry cellular phone, and $100,000.

McKenzie’s mother had on Friday told this publication at her home that she has no money to bury her only son, whom she had awakened from his bed and handed over to police when they visited her home late last year.

Crying throughout the conversation with the media, she said she is still in confusion, and scarcely understands what the officials who met the families of the dead were saying to them.

“Hundred thousand dollars could bring back me son, me first born?!

Keep up the fight for equal rights - Ally urges women MINISTER of Social Cohesion, Ms. Amna Ally, Sunday evening, charged Guyanese women to be their sister’s keeper and to continue to act and advocate for an end to inequalities as women’s rights are also human rights.

The Minister made this appeal to a packed audience, including First Lady, Mrs. Sandra Granger and Director of the Child Care and Protection Agency, Mrs. Ann Greene, at the Oxygen with Nicole (O2N) Guyana forum, which was held to commemorate International Women’s Day, which will be observed on Tuesday. The forum, held at the Pegasus Hotel, is a collaborative event between the Ministries of Social Cohesion and Social Protection, O2N Guyana and the Sonia Noel Foundation for Creative Arts.

Mrs. Dyer-Griffith recalled that the concept was birthed in response to the despondent atmosphere which hung in the air following the recently concluded 2015 General Elections in the twin island republic.

“I noticed and noted that the general tone of the nation was somewhat ‘heavy’, with varying degrees of discord. Having to operate in this type of environment sometimes felt suffocating, and as such, during a conversation with a friend, I [told] her that it felt like oxygen to be able to sound off ideas and share in a safe environment,” she said. Canadians donate to Sexual Offences & Domestic Violence Unit THE Ministry of Social Protection is a step closer to commissioning a Sexual Offences and Domestic Violence Unit to provide dedicated services to victims and persons at risk of such violence with a donation from the Canadian Government and people.

Canadian High Commissioner to Guyana, Mr. Pierre Giroux was at hand to present the Minister of Social Protection, Volda Lawrence with equipment and office furniture valued at Canadian $20,000 for the Unit, which will be housed at the Ministry’s Water and Cornhill Streets complex.

The High Commissioner said that Canada has always been supportive of these causes locally and this time around is seeking to make a tangible contribution, which he noted will provide a dedicated space from which victims of sexual and domestic violence could access help.

The ministry said in a release that in expressing gratitude on behalf of the Ministry and intended beneficiaries, Minister Lawrence noted that this donation has enabled the Ministry to fast track the much-needed initiative. She further noted that a Sexual Offences and Domestic Violence Unit will not only aid policy makers in their efforts to combat the scourges, but help to spread awareness about prevention and care to the wider population, including those living in the hinterland.

Through collaboration with the Canadians, the Ministry in December 2015 trained about 40 Amerindians in the provision of basic social services and to identify and report on social issues in their respective communities. Specifically, these persons will provide guidance on how to address sexual and gender-based violence. The rationale is that persons are more likely to trust people from the communities with sensitive issues since they know the dialects, norms and culture. The resource persons are expected to continue the sensitization process, over time, targeting not only their respective communities but those in the wider region.

AS THE ZIKA virus becomes more bothersome to Guyana’s populace and other parts of the world, another mosquito-borne virus which was recently discovered is yet to be identified by the Ministry of Public Health.

This was confirmed by the Minister of Public Health, Dr. George Norton during an interview with the Guyana Chronicle. Minister Norton revealed that the ministry was suspicious of a new virus coming into play and hoped that samples sent to the Caribbean Public Health Agency (CARPHA)

could give some confirmation.

Dr. Norton told members of the media on Friday that a large number of doctors had related varying symptoms that did not correspond with those of the Zika virus.

However he reiterated that they would only be able to identify or pronounce with some amount of certainty after laboratory tests were done.

But as that process was ongoing, the perpetual Zika virus continued to be inconvenient. Thus far, there were five confirmed cases and those

FAO training 22 in statistical data analysis - aims to enhance policy-making decisions

DUE to the lack of coordination, limited and scarcity of data within the Agriculture sector, the Food and Agriculture Organisation (FAO) of the United Nations (UN), has embarked on a training programme to enhance the statistical analysis capabilities of stakeholders within the Sector.

“The lack of coordination, limited and scarcity of data have been major contributors towards the downfall in decision-making within the agriculture sector,” said FAO’s representative to Guyana Ruben Robertson, as he emhpasised that the training would be indepth and would focus on the key areas of statistical data analysis as it relates to the agriculture sector.

Wi t h a w e e k - l o n g programme which commenced Monday at the Regency Suite, 22 persons from the various stakeholder organisations will undergo training from FAO’s regional and international statistical analysts.

Speaking to the gathering yesterday, representative from the Ministry of Agriculture, Denzil Roberts lauded the pro- FAO Representative Ruben Robertson during his gramme, highlighting address. that, “the training which is based on statistical data analysis for evidence-based policy-making, will indeed contribute towards the improvement in better policy-making decisions from the level of the Ministry.”

There has been a serious deficiency in personnel, as it relates to data analysis, as such by training the stakeholders it will enhance the capacity of decision-making and the efficiency of the personnel within the area of statistics.

The enhancement of statistical data analyst has been increasing in other sectors as well, for instance, with the Tourism industry recently announcing their increased interest in the collection of statistical data.

Meanwhile, Robertson disclosed that decision-making within the agricultural sector was difficult due to the lack of evidence.

As such once edified on the niches and tactical ways in statistical data analysis, the contributions from the stakeholders will prove beneficial not just to themselves but also when it comes to decision-making within the Ministry of Agriculture.

NEW TRANSMISSION Meanwhile, the Public Health Minister confirmed that there are suspicions of the Zika virus being transmitted by other mosquitoes aside from just the primary transmitter, which is the Aedes Aegypti.

report, “scientists in Brazil announced on Wednesday that they were able to infect another species, Culex

The Aedes Aegypti mosquito quinquefasciatus, with the virus in a laboratory, raising concerns that Zika could be carried by a species more prevalent than Aedes aegypti. They said much more research was needed to learn whether the Culex mosquitoes can transmit Zika infections.”

The report also indicated that in Brazil, Culex quinquefasciatus was 20 times more common than Aedes aegypti, researchers said.

Apart from being transmitted by a different mosquito, a BBC report noted that research revealed that the Zika virus kills the type of tissue found in the developing brain. It was able to destroy or disrupt the growth of neural progenitor cells, which build the brain and nervous system, in lab tests, the report stated.

The discovery, published in the journal Cell Stem Cell, adds weight to claims that Zika is causing brain abnormalities in babies. However, the US researchers caution this is not yet the conclusive link.

There have been more than 4,800 confirmed and suspected cases of babies born with small brains microcephaly - in Brazil.

It is widely thought that the Zika outbreak was to blame, but that has not been scientifically confirmed.

International Women’s Day takes on added significance.

The contributions of women to Guyana’s rich history

are too many to list. The influence of leaders like former President Janet Jagan, former Public Service Minister Dr. Faith Harding, and former Member of the National Assembly Sheila Holder is enduring and today Guyana is fortunate to have women lead in the Cabinet, in the private sector, and in civic society.

In the United States it wasn’t until 1920 that women were afforded the right to vote, and it was much longer for many African-Americans who suffered under Jim Crow laws, segregation, and racial injustice. Through the determined efforts of Elizabeth Cady Stanton, Susan B. Anthony, Rosa Parks, and so many others who saw participating in the democratic process as a right, not a privilege, women now comprise a powerful voting bloc. Today women hold twenty seats in the United States Senate, more than eighty seats in the House of Representatives, and there are

Sexual harassment of women must be tackled - Women lawyers IN KEEPING with the theme for this year, 'Gender Equality by 2030', the Guyana Association of Women Lawyers is encouraging Guyanese women to “keep their eye on the prize, and work together with all other women in the world to achieve this goal.”

Noting that equality is not an elusive dream, the association encouraged women in a message to mark International Women’s Day “that we must insist that gender equality be observed in every facet of our lives.”

The body said it is still a 'man's world', “even though we have made great strides in Guyana in having the law recognise our rights with respect to marriage, maintenance, division of property, and medical termination.

There is still, regrettably, a disconnect in achieving equal pay for work of equal value in all areas of employment.”

The women lawyers said there is still discrimination in the workplaces, as evidenced by the discriminatory rules applied to female constabulary members and pregnancy, and the nurses at the Linden Hospital who were denied maternity leave privileges as the law allows.

And sexual harassment is a cause for great concern, and needs to be addressed frontally by legislation and workplace protocols.

Importantly, the association noted, housework is still not acknowledged by “all of us, especially our menfolk, as being work. Hence a woman who is a mother and wife or caregiver in the home is still regarded as a 'housewife' or ‘homemaker’, and not worthy of mutual respect; while women who work outside of the home are still regarded as working housewives. Thus, after a full day's work, most, if not all women, (regardless of status), meet more than their fair share of chores, which ought to in fact be shared by all in the home, moreso because it is felt that the woman in the house will get it done regardless.”

According to the group, for some women, help with one major chore can go a far way to easing their never-ending burdens. “As recorded in an article by Melinda Gates about her live-in experience in Tanzania with a rural family, the assistance by the village menfolk with the fetching of water for two miles twice a day gave their wives breathing space to adequately nurse and care for the children, among other chores.” This, the association said, came about only after the wife of the family, Ms. Gates, who was staying with and other women in the village, threatened to strike because of the lack of support with this very important chore.

In this vein, it is noted that a recognition of the need for such assistance will allow women greater scope to contribute to their financial independence as they seek employment, establish businesses and strive to leadership positions in all spheres of activities including politics. “Thus, we call on all to ensure that women’s caring work is acknowledged and counted as being essential to the well-being of our families and communities and the development of our country.”

The GAWL said it is conscious of the fact that the cynics, mostly male, will scoff at their representations, and no doubt concur with the recent headline of a leading newspaper that we are "quarreling", when in fact we are standing up for justice and equality.

“We must, as women, speak up and represent ourselves, as no one else will do it for us. Remember, there is no such thing as men's work and women's work.

We must insist on mutual respect as there are some things we each do better naturally, but it does not bar either gender from supporting each other for the betterment of ourselves individually, our families and the society as a whole. Best wishes for a proactive and productive International Women's Day!”

President Granger meets with Guyana’s envoy to Cuba PRESIDENT David Granger on Monday met with Halim Majeed, who has been appointed to head Guyana’s Diplomatic Mission in Cuba.

The new ambassador departs Guyana for Havana today. In a brief comment, Majeed said that upon his arrival in Cuba, one of his first tasks will be to conduct a thorough evaluation of the work of Guyana’s embassy there, as well as the current status of the relations between the two countries, specifically examining

the various development programmes currently in operation.

President Granger, on several occasions, said that his Administration is interested in pursuing economic diplomacy by appointing a cadre of qualified and experienced professionals to advance Guyana’s strategic and national interests.

“The President would like to see our national interest being vigorously promoted, and he spoke about meeting with CARICOM ambassadors. His

instruction to me [is] to meet with all of the CARICOM and Latin American ambassadors, and as time goes by, to meet the diversity of ambassadors in Havana,” Mr. Majeed said.

He said he was also asked by the Head of State to strengthen the embassy and pay special interest to bilateral trade with Cuba.

“The President believes that Guyana and Cuba can resuscitate the old relations we had in terms of trade and development; so he wants me

GHRA warns against coercive control of women THE Guyana Human Rights Association (GHRA) has said that while women's rights remain the most urgent human rights priority, they remain subordinated to broader gender concerns, as reflected, not least, in the UN International Women's Day 2016 theme of “Planet 50-50 by 2030 – step It Up For Gender Equality.”

This lack of international intensity on women's rights stands in contrast with dedicated work done at ground level, which continues to reveal that the achievement of women's rights remains an uphill task, the GHRA said in a statement to mark International Women’s Day, being celebrated globally today.

“Education of women, for example, reflects progress in women's rights, but it has also exposed the degree of resistance to re-ordering of domestic gender roles, which the education of girls implies.”

The body said that in the Guyanese context, better educated younger women earning good salaries are no longer unquestioningly available for traditional domestic house-keeping, kitchen-gardening, minding fowls and parenting roles; nor are they helplessly subject to the whims of men and boys, dependent on them for money. They own cars and scooters, and 'phone in for taxis.

“However, this evolution of women's rights is not as acceptable or secure as we like to think. Coercive male control, or patriarchy, has always been the crucial gender battleground,” GHRA said,

adding that it remains pervasively manifest in everyday ordeals of checking cell ‘phones and interrogation over length of time spent out of the house or on Facebook, and control of women's earnings by partners.

The body said control is the commonest form of domestic abuse, whether by fathers, husbands, child-fathers, partners or brothers.

It also remains, according to recent studies, a huge risk factor for domestic homicide.

“Experts argue that the tactics of coercive control, even when extreme, can be effectively hidden. It is a pattern of behaviour that “includes intimidation, constant put downs, mind games, isolation from family and friends…the victim being forced to perform sexual favours in exchange for small basic items or liberties, such as access to sanitary towels.”

Moreover, GHRA said, control is not only a feature of settled relationships. It noted that a girl who, having told her boyfriend she is going out with the girls for a night and decides to cancel with the girlfriends because yet again he ‘forgot and came around anyway', is already being controlled.

“Coercive control is pervasive, and generates a wide range of psychosomatic illhealth and distress affecting women's behaviour in Guyana. This may well account for the widespread use (and abuse) of Valium and other sleeping pills, and (is) no doubt a factor in our suicide statistics.

“But controlling behaviour is not a crime in

Guyana, or most other countries. Providing evidence of such behaviour to satisfy criminal standards is likely to be particularly difficult.”

JEALOUSY The human rights body moreover related that extreme jealousy and possessiveness can be dressed up to look like care or concern.

The organization said that in a culture where police response is difficult to mobilise even with ample evidence of physical assault, “how are they - and juries - to be persuaded to engage in complex issues like coercive control?”

In addition to the police and the courts, the understanding and response to this problem in Guyana by social workers, healthcare staff, the media, and most particularly faith organisations, is nowhere close to adequate, the GHRA said. The body said that while the status of all women remains so vulnerable to domination and the coercive control of men, it is an illusion to believe that the rights of minorities, such as indigenous, migrant, trafficked, and disabled women, along with women vulnerable to sexual orientation discrimination, can be secured and protected.

“This is not to undermine the struggle to secure and protect rights of these minorities. It is moreso to guard against any untroubled belief that women's fundamental rights are so well-established that they can be submerged into generalities about 'gender' - for the next fifteen years.”

Ramjattan fires back as Rohee calls for him to be sacked GENERAL Secretary of the People’s Progressive Party, Clement Rohee, wants the David Granger-led administration to fire its Public Security Minister, Khemraj Ramjattan, over last week’s riot at the Georgetown Prison, which claimed the lives of 17 inmates.

At a press conference at the Party’s headquarters on Monday, Rohee, under whose watch there were numerous prison breakouts at Camp Street, New Amsterdam, and even at Mazaruni, said President Granger has “consciously overlooked the dismissal of Ramjattan as the Minister of Public Security of this country.”

“Lying at the feet of Ramjattan, and indeed the Granger administration, are seventeen -- not three -- dead bodies…Heads must roll for this unforgiveable and unforgettable episode,” Rohee said.

Under Rohee’s watch as minister, there were also three massacres which occurred in one year, claiming

the lives of 11 persons at Lusignan, 12 at Bartica, and nine at Lindo Creek.

Contacted by the Guyana Chronicle, Minister Ramjattan dismissed Rohee’s call for him to be fired. He noted that the Commander-in-Chief of the Armed Forces still has confidence in his abilities.

“If he wants, he can go to the Parliament and move a no-confidence motion against me, like what the Opposition did to him while he was Minister; because I am quite sure that if he was minister, last week the situation would have been worse,” Ramjattan told this newspaper.

The Minister said that, based on how things unfolded after the unfortunate incident at the prison, he is confident that the government had managed the situation to the best of its ability, and had transformed the issue, which would have further deteriorated if Rohee were still Home Affairs Minister.

Rohee, on the other hand,

General Secretary of the PPP, Clement Rohee made reference to a Bill which was tabled in the National Assembly in 2014, seeking to change the name of the Guyana Prison Service to the “Guyana Prison and Correctional Service.” That bill did not receive the support of the one-seat majority of the then APNU+AFC Opposition, and according to Rohee, the name change was to reflect the deep changes that were to come as a result of the implementation of the Strategic Plan for the Guyana Prison Service, led by a civilian composed Strategic

“The Granger administration must look at all the Prison locations in the country, and not only the Georgetown Prison. The informal, illegal networking among prisoners at the various locations is unimaginable and challenging; consequently, they pose serious security risks to the country as a whole, were they to be activated in a coordinated manner at the same time,” Rohee said.

He suggested that in order to prevent any recurrence of this type, the

Granger coalition administration must pick up from where the PPP/C left off; but he admitted that the PPP did not leave a perfect system in place.

“The blueprint is there for them to examine carefully and to press ahead with implementation of the Strategic Plan for Prison Reform….

The PPP/C had its challenges at prison locations around the country. The Party would be the last to say that it has left a perfect system in place, but at the same time it would be true to say that the challenges were not insurmountable, nor

without solutions.”

The remand section of the Georgetown Prison saw, last week, three days of rioting, which left 17 inmates dead and several others injured following a fire which they set at the penitentiary after prison officers had raided their cells and had found 19 cell phones and marijuana.

Several prison officers and joint services ranks were also injured during confrontations with the prisoners, who were protesting for better conditions in the prison system.

At the request of the prisoners, Minister Ramjattan and Minister of State, Joseph Harmon, visited the prison on Friday and met with the inmates, thus managing to quell the situation.

Deputy Director of Prisons, Gladwin Samuels, has since been sent on six weeks’ leave by the government, following allegations by the inmates that he had ordered that the 17 prisoners be burnt to death.

President Granger has also ordered a Commission of Inquiry into the prison deaths and riots.

THE European Union, in a message to mark International Women’s Day, has said that gender equality must be promoted: not only today, but every day.

It is also true that we must promote gender equality not just today, on International Women's Day, but every day,” the EU said in its statement.

According to the EU, since the very start of its European project, the European Union has been committed to achieving gender equality, both within its borders and across the globe.

“We are proud of what we have achieved so far. More and more women, both within the European Union and beyond, have equal opportunities in the world of work, and are leaders in every field, be it business, politics or education. It is essential that we continue our efforts to integrate equality for women and men into every one of our policies across the board, in each of our Member States and in the countries we work with. Also, within the Commission, we will continue our strong commitment to gender equality. Women are still paid on average 16% less than men for every hour worked; still make up less than a quarter of company board positions; and a third of women work part-time, notably because of care responsibilities that are not equitably shared with men.”

The European Union has said it relentlessly combats sexism, discrimination, gender-based violence, and inequality. It noted that recent EU legislation secures victims' rights, address-

es trafficking in human beings, and promotes equal treatment.

“Initiatives this year will include addressing the work/ life balance of parents and the participation of women in the labour market. The Commission just tabled a proposal to ratify the Istanbul Convention on combating violence against women; a clear signal that now is the time to step up our collective action.

In humanitarian emergencies, including the current refugee crises, the European Union strives to ensure that its humanitarian assistance responds to specific gender needs, in particular the vulnerabilities of migrant women.

“We are taking steps to empower women to fight for their rights and their equal access to economic resources, and to address all forms of violence against women and girls, especially trafficking, female genital mutilation, and early or forced marriage. Women, as key agents and drivers of sustainable development and sustainable peace, have a crucial role to play in a world so hard hit by conflict and inequality,” the EU stressed. “We stand together, today and every other day, committed to creating a world where our daughters and sons have equal opportunities.

GUYANA is a peaceful and complex society, where freedom of beliefs and religion promotes togetherness and teaches respect for each other, in spite of differences.

This sentiment was shared by President David Granger during his address at the Hindu celebration of Maha Shivaratri, hosted at the Cove and John Ashram, East Coast Demerara, on Monday.

Thousands from all parts of Guyana visited the ashram, attended their local mandirs, or stayed at home to offer their prayers as part of an annual observance.

In attendance at the ashram was Minister of Social Cohesion, Amna Ally; India High Commissioner, Venkatachalam Mahalingam; Justice Nandram Kissoon; Jailall Kissoon, special invitees, students of the Hindu College, and devotees.

In delivering a message on the occasion of Maha Shivaratri, President Granger said the Guyana Sevashram Sangha is an iconic institution that is celebrating its sixtieth anniversary, having being established by an act of the Legislative Assembly in 1956.

He said its genesis is integrally linked to the prop-

agation of Hinduism in what was called the West Indies, which is now known as the Commonwealth Caribbean.

“Hinduism, the great religion of the East, was first brought to our shores by the indentured immigrants from the sub-continent. It was the first Prime Minister of India, Jawaharlal Nehru, conscious of the needs of the Indian diaspora, (who) requested the Bharat Sevashram Sangha to send a mission to what was then the West Indies,” the Head of State explained.

He said the mission left in 1950 by ship, and arrived firstly in Trinidad and Tobago. The mission left Trinidad for Guyana in 1951, and Swami Vidyanandaji Maharaj, who was the founder of the national arm, was left behind in Trinidad, but sent an enthusiastic mission in Guyana amongst the local Hindu community.

Nevertheless, President Granger said the swami then arrived in Guyana on October 1955, and established the ashram in Cove and John on six hectares of low-lying land donated by Mrs. Resaul Maraj.

“The swami can be considered one of the pioneers of Hinduism in Guyana. He is also recognised for the establishment of what is known as the East Coast High School,

now known as the Hindu College. The college accepts students of all faiths, of all ethnic backgrounds; and the swami encouraged girls to have an education because he saw education as a means of empowering women, which is something I adopted,” President Granger asserted.

He said every Guyanese child should be in school, particularly girl children, because they become mothers and they teach their children.

Underscoring his support for schooling and education, President Granger said the Minister of Social Cohesion is facilitating the three Bs (Boats, Buses and Bicycles) Initiative, which assists children on their journey to school. He said such was the message of the swami 60 years ago, along with the college that was eventually founded, which gives poor children an opportunity for an education while allowing others scholarships to universities.

GOVERNMENT is considering transferring some of the inmates at the crowded Camp Street Prison to the Mazaruni facility, Public Security Minister Khemraj Ramjattan has said.

On Sunday, Ramjattan accompanied President David Granger and Minister of State, Joseph Harmon, to the Mazaruni Prison on a fact-finding mission, as described by the Ministry of the Presidency.

Minister Ramjattan told the Guyana Chronicle that the visit was very useful for him personally, as Public Security Minister, as it provided him with a personal and first-hand experience of what obtains at the location.

Describing the visit as a learning experience, Ramjattan said he was provided with the opportunity to see what arrangements are needed at Mazaruni. He explained that arrangements would indeed be made to transfer some of the prisoners from Camp Street to the Mazaruni Prison, and that decision also prompted the meeting with the officials of the Mazaruni Prison.

It was during that meeting that the ranks raised some concerns, such as increased meal allowances, proper housing accommodation for them and their families, risk allowances, and the need for more officers at the facility should the transfers take effect, Ramjattan explained.

The minister said that with those issues aside, the officers at the location did indicate that

everything else at the location was normal. He admitted that, with the new approach, there would have to be even more revenue allocation for the prisons system, to cater for these additional considerations; and while it would be a challenge initially, it would have to be done.

President Granger had said that the visit formed part of a long-term strategic plan to ensure that the Guyana Prison Service fulfills its mandate.

“Our presence here is not just a gut reaction,” the President said as he alluded to the worst prison riot in the history of Guyana, which unfolded last week and resulted in the deaths of 17 inmates at the Georgetown Prison.

He added: “It is a plan to ensure that there is a longterm strategy. We are ensuring that the Guyana Prison Service fulfills its mandate.

We have to build a system in which persons who enter this service as inmates would have the best opportunities for rehabilitation, and those who are incorrigible…would be prevented from bringing harm to society.”

During their tour of the Mazaruni Prison, the President and his team not only assessed the living conditions of the prisoners and the prison officers, but interacted with both parties.

Assistant Superintendent of Prisons and Officer-in-Charge of the Mazaruni Penal Settlement, Alexander Hopkinson, in a brief statement, disclosed that a total of

289 prisoners are confined at the location, with 24 of them being high-profile prisoners. He said a part of their routine includes farming, and he pointed out that four acres of land are currently under cultivation. Callaloo, thyme, pumpkin and ground provisions are among the foods being planted by the prisoners.

Some of the inmates are also engaged in joinery, he said. This was evident during the visit, as three of them were completing bed frames at the time. Though understaffed, he said, the prison officers have managed to maintain order. He pointed out that since the 1997 prison riot, there has been no other riot. However prisoners would have, in the past, escaped, but they were all subsequently captured. The staffing population is current-

There are 54 persons on staff, but the Officer-in-Charge is hopeful that the staff population could be increased to a maximum of 200. But this move, he said, would require additional living quarters for the prison officers.

It was also pointed out that sections of the prison

require renovation, in addition to the living quarters of officers. However, five living quarters are expected to undergo rehabilitation this year.

In addition to the concerns raised by Superintendent Hopkinson, other officers raised a number of administrative issues regarding ac-

cess to land, accommodation, and gratuity, among other things. They were advised to formally write the Officer-in-Charge on these issues, and he, in turn, would raise their concerns at the level of the Prison Service Commission and Public Security Ministry.

By George Barclay THE HEARING of a constitutional motion concluded yesterday at the Guyana Court of Appeal where the University of Guyana is appealing a Justice Chang decision that asked the university to review the examination marks by Applicant Clairmonte Cletus Cox. Decision has been reserved.

Cox, represented by a team of lawyers headed by Mr. Rex Mc Kay, S.C, had on August 14, 2013, applied to the Acting Chief Justice for certain prerogative reliefs.

In his Affidavit in support of his Origination Motion the applicant deposed that the University of Guyana was a

body corporate constituted and founded under section 3 of the University of Guyana Act, Chapter 39:02, with the Board of Governors as its governing body. In September 2000 he was admitted to a course of study at the University leading to a degree of Bachelor of Laws (LLB).

December 4, 2000, he entered into a loan agreement with the Ministry of Finance acting on behalf of the Government of Guyana (the lender for the sum of $300, 000 on terms and conditions set out in a written agreement) Despite his default in making repayment of that loan, he was allowed to attend classes for the final year and to write the

examinations in seven subjects.

According to Acting Chief Justice Chang in his decision, “He wrote two supplemental examinations, i.e. of Succession and Law of Insurance to the Assistant Registrar.

“But, on September 19, 2012, the High Court granted to him a Writ of Mandamas compelling the University to release to him his examination grades for the academic year 2002 / 2003. Seven months after the service of the writ of Mandamas was served on the University, his examination results were released to him.

“On May 7, 2013, pursuant to Rule 12 of the University Regulations, he applied to the Assistant Registrar for

examinations of the University within the prescribed time and demanded a review of the two subjects he had failed.

“On June 4, 2013 he received an e-mail from the Principal and Vice Chancellor of the Universitry rejecting his demand for a review and demanding that he pay all outstanding fees and penalties as a condition precedent to being granted the review.”

Chang went on to say ”The court therefore sees it fit to order that the decision of the University and the Principal and Vice Chancellor to refuse the applicant’s application for a review of his examination results of his two failed examination courses in the law

of Succession 313 and Trade Union Law 323 be quashed by Certiorari.

“The court also sees it fit to order by Mandamus that the University and the Principal and Vice Chancellor do review or cause to be reviewed the applicant’s examination marks in respect of the said two courses within one calendar month of the rendering of this decision.”

The University of Guyana appealed the ruling of the then Acting Chief Justice, which hearing by the Court of Appeal, headed by Acting Chancellor Carl Singh, concluded yesterday.

for the University declared, “The Chief Justice, in finding in favour of the Respondent, took matters into consideration which were not addressed by the parties and the Appellant was never given an opportunity to address those issues before an unfavourable finding to it was made.”

Attorney-at-Law Mr. Neil Boston, one of the lawyers representing Mr. Cox said: “In order for this appeal to succeed the Appellant must establish that the decision of the Chief Justice is vitiated by unreasonable, self-misdirection, irrelevant considerations or some other legal error, for otherwise no point of law arises.

Commissioners sworn in to probe prison riot

…Harmon says CoI separate from police investigations Minister of State Joseph Harmon has revealed that the Commission of Inquiry (CoI) into the recent disturbances at the Camp Street Georgetown Prison that claimed the lives of 17 inmates is separate from ongoing police investigations.

Harmon made the distinction following criticisms from President of the Guyana Bar Association, Christopher Ram, who had told the Guyana Chronicle that the Commission should not begin its work until the police have concluded their investigations into the matter.

The three-member Commission, who will conduct the CoI were sworn in yesterday at the Ministry of the Presidency and according to a release, Harmon said that the incident which took place at the Georgetown Prison has affected every Guyanese regardless of status.

The Commission of Inquiry will inquire into the circumstances, causes and conditions that led to the disturbances on March 03 which resulted in the death of

17 prisoners; the nature of all injuries sustained by the prisoners and determine whether the conduct of the staff of the Guyana Prison Service who were on duty on March 03 conformed with the Standard Operating Procedures of the Prison Service.

“This Commission of Inquiry should be done in a very speedy

fashion,” Harmon said, noting that even though it is not government’s intention to “put pressure” on the commissioners, the society at large is looking for answers very quickly.

Following the ceremony and a brief meeting with the Commissioners, Minister Harmon said that the initial time frame

of March 15 given to the Commissioners may not have been adequate. He said the date has been moved so as to ensure that a full and proper investigation is conducted and the findings are well documented.

“We have pushed that back because we have recognised that that timeline is not enough

for them to actually do a proper investigation so we have pushed that back for at least two more weeks. We expect that they should finish their work in about a month. They expect to take evidence from inmates from Georgetown and even from the other prisons. They will take from the relatives, prison officers and any other person, who in their view, can give evidence.”

He added that Guyanese must be assured and can be assured that the Commission will not be “hoodwinked” but will ensure that its mandate is properly fulfilled.

“The Commission has been given wide scope and the instrument they received, gives them as much power as High court Judge to summon witnesses and take evidence as you would in the High court and I want to give the assurance to the relatives of the deceased that they can come forward and give evidence to the Commission and the Commission has full authority to take their evidence into their recommendations to the administration,” Harmon said.

Minister Harmon expressed government’s congratulations

to the commission members on accepting the office and urged them to do their best and act in accordance with their oath so that there can be a proper report.

The Commissioners are to meet today to finalise the procedures and Terms of Reference (TORs). Following that meeting, the decision will then be made by the Commission as to when evidence will be gathered. “…After [the meeting], they will, in their own determination, decide at what point in time they will take witnesses… they have been given guidance so from tomorrow, the work will start. They will be at Department of Public Service. They will have to sit and work on their procedures, decide who are going to come, what they are going to do,” Minister Harmon said.

Those sworn in as Commissioners are Dale Erskine and Merle Mendonza. The Chairperson is James Patterson. On Thursday last, 17 inmates at the Camp Street Prison in Georgetown were burnt to death in a fire that 22 of them were allegedly responsible for starting.

The remaining five have allegedly suffered serious injuries.

Foreigners held, assisting cops A GUYANESE and two Brazilians were arrested on Sunday, March 6, 2016 in Region Nine (Upper Takutu-Upper Essequibo) following a raid by ranks of the Guyana Police Force (GPF) where a quantity of narcotics were found.

A press release stated that the officers conducted a search on a house in St. Ignatius, Lethem in Region Nine. As a result of this exercise a quantity of one kilogram 610 grams of marijuana was unearthed.

The three men were arrested and are presently in police custody assisting with investigations.

Convicted: Damario Cheslie magistrate Zameena Ali to three years’ jail after being found guilty of trafficking 526 grammes of cocaine.

Damario Cheslie was indicted for the offence which she committed on May 17, 2015 at the Ogle International Airport, East Coast Demerara.

According to reports, about 14:10 hrs on the day in question, Cheslie was about to board a LIAT flight destined for Barbados when she was intercepted by security officials at the airport. Upon checking her, officials found a condom with cocaine in her vaginal cavity.

The young Surinamese was rushed to the Georgetown Public Hospital and was subjected to an x-ray scan which found that the woman had several foreign objects in her stomach. She later excreted 42 pellets containing the illegal substance.

S H AW N T h o m , a 37-year-old remanded prisoner Sunday morning died while receiving medical attention at the Georgetown Public Hospital Corporation (GPHC) .

Last year Thom was shot to his right foot during an alleged confrontation with police after it was suspected that he was a member of a gang trailing travellers from the Cheddi Jagan airport into the city.

The father of three was remand since October last year when he appeared before city magistrate Ann McLennan for discharging a loaded firearm, being in possession of a gun and ammunition and also discharging a loaded firearm at off-duty police officer Prim Narine.

Last Friday, during the prison unrest at the Camp Street prison, Thom complained about feeling weak and was rushed to the GPHC. However, last Sunday Thom died at the hospital with officials unclear about the cause his death.

According to the police statement, a shootout followed and Thom was hit. Thom’s accomplices managed to escape, the vehicle was seized and an unlicensed .38 revolver with three live rounds and two spent shells were recovered.

The prisoner was also a former murder accused, freed of the capital offence which alleged that he murdered Lakeram Bishundial who was fatally shot during a robbery at Hope, East Coast Demerara on August 21, 2010. The case was dismissed after a judge upheld a no-case submission made on his behalf at his trial.

AFTER almost a year on the run, Shivanand Roopnarine, accused of stabbing his girlfriend to death, was yesterday charged for the capital offence when he appeared before Magistrate Zameena Ali at the Sparendaam Magistrate’s Court.

Roopnarine of School Street, Grove, East Bank Demerara was not required to plea to the charge which alleged that on April 19, 2015, he murdered his girlfriend Alisa McPherson in Sophia, Greater Georgetown.

The 21-year-old murder accused was remanded to prison and is expected to make his next court appearance on April 28.

He is alleged to have told investigators that he told her to leave the party with him but she refused so he took her to the back of the yard and stabbed her 41 times and left her to die.

The young man reportedly confessed that he threw the bloody knife over a fence.

Sharapova reveals failed drug test at Australian Open

LOS ANGELES, USA (Reuters) - Former tennis world No.1 Maria Sharapova said yesterday that she failed a drug test at the Australian Open due to a substance she has been taking the last 10 years for health issues.

The 28-year-old Russian, a five-time grand slam champion, tested positive for meldonium, which is used to treat diabetes and low magnesium, and was only banned by the World Anti-Doping Agency as of January 1.

"I received a letter from the ITF (International Tennis Federation) saying that I had failed a drug test at the Australian Open … and I take full responsibility for it," Sharapova told a news conference in a downtown Los Angeles hotel.

"For the past 10 years, I have been given a medicine

called mildronate by my family doctor … and it also has another name of meldonium, which I did not know.

"It is very important for you to understand that for 10 years this medicine was not on WADA's banned list and I had been legally taking the medicine. But on January the first, the rules have changed and meldonium became a prohibited substance."

Meldonium is used to treat chest pain and heart attacks, but some researchers have linked it to increased athletic performance and endurance. It is not approved in the United States but is available in Russia, Latvia and other countries in that region.

The stunning news came a day after Sharapova's management team said she was going to make a "major announcement," which had many speculating that she was going to announce her

retirement from professional tennis.

"I made a huge mistake.

I let my fans down and I let the sport down. I have been playing since the age of four a sport that I love so deeply," said Sharapova, a teenage tennis prodigy who became the third-youngest Wimbledon champion.

"I know that with this I face consequences and I don’t want to end my career this way. I really hope that I will be given another chance to play this game."

Sharapova, who has struggled with a series of injuries in recent years, has not competed since she lost to Serena Williams in the quarter-finals of the Australian Open in January.

"I was first given this medicine by my doctor for several health issues I was having back in 2006," said Sharapova, who according to Forbes earned $29.5 million in 2015.

I was getting the flu every couple of months. I had irregular EKG results.

"I had a deficiency in magnesium and a family history of diabetes, and there were signs of diabetes. That is one of the medications, along with others, that I received.

Chelsea team doctor demands public apology from Mourinho

(REUTERS) - Former Chelsea team doctor Eva Carneiro has called for a public apology from Jose Mourinho as part of her constructive dismissal and sex discrimination claim against the Premier League champions and the club's former manager.

Carneiro's barrister also said the club and the Gibraltar-born doctor were nowhere near agreeing compensation over her departure ahead of a hearing at an employment tribunal yesterday.

Lakers snap Warriors' seven-game streak (THE Sports Xchange) Jordan Clarkson scored 25 points and the Los Angeles Lakers stunned the Golden State Warriors 112-95 on Sunday at Staples Centre.

Jiwanram eyes level group one field

By Stephan Sookram WITH the days counting down to the first round of the Guyana Motor Racing and Sports Club’s (GMR&SC)National race of champions 2016, competitors are gearing for what is expected to be an interesting year.

One such competitor is Paul Jiwanram, the lone man who pilots the only Suzuki Swift in a Honda and Toyota dominated class.

However, this does not present a challenge to the driver who says that with the recent rule change at the group one level, the competition this time around will be tough.

The new rule changes for the group include the

tuning of engines’ Electronic Control Units (ECU), and the running of pump-gas which will be bought from a particular gas station on qualification and race-day.

“I’m very confident also with the new rules; it will be a very level playing field but I’ve still got to watch Azad Hassan, Daniel Doekie and Shameer Mohamed.

They are very experienced and it will come down to that,” said the group one driver.

According to the swift-master, work has commenced on his machine, and “there are just minor things that we have got to do to get the car running, It should be ready by this weekend and we are looking forward to this upcoming meet.”

He said that the idea is to ensure that drivers develop their driving skills and not rely on the ability of their cars for race wins.

ZURICH, Switzerland |(Reuters) - Recently-elected FIFA president Gianni Infantino was told yesterday that "women are part of the solution" to the problems that have plagued football's scandal-plagued world governing body.

FIFA executive committee member Moya Dodd also suggested to Infantino that women's football was an untapped asset as the federation looks to boost its revenues.

Infantino, elected last month to replace the disgraced Sepp Blatter, has yet to appoint a secretary general and was told by tennis great Billie Jean King that the post should go to someone with a proven record of supporting gender equality.

Infantino, attending a women's football and leadership conference held at FIFA headquarters, agreed that gender equality needed to be a priority for his administration.

The 45-year-old Swiss has inherited an organisation in turmoil after several dozen football officials, including a number who held high-ranking FIFA positions at the time, were indicted in the United States.

FIFA has passed a raft of reforms which include allocating at least six places on the new 36-member FIFA council, which will replace the executive committee, to women.

"I don't like to impose diktats or obligations but sometimes we need to have targets, and we need to work on having more women on the FIFA Council. It is a minimum of six, it must be more and they must be all on other committees," he said.

BRAND PROBLEM FIFA’s problems have made it tough to sign new sponsorship deals and it faces a $108M deficit for 2015, according to Suketu Patel of the independent audit and compliance committee.

Infantino promised in

his election campaign to increase revenue and Dodd said women's football could help achieve that.

"FIFA has a brand problem and women are part of the solution," Dodd told Infantino. "I’ve never heard a bad thing about the women’s World Cup, or about women’s football."

"FIFA has one big asset, the (men's) World Cup and we need more than one, and the women's World Cup is part of the answer," she told Infantino, who was sitting on the same panel.

Infantino added: "Women's football doesn't need charity, we have to focus on ensuring that the revenues grow to ensure it grows ... and it can stand on its own."

The conference began with an address by King who won 12 Grand Slam

singles titles, including six at Wimbledon between 1966 and 1975.

She also became a feminist sports idol when her 1973 defeat of self-confessed "chauvinist pig" Bobby Riggs set women's rights and tennis on the road to a modern game.

King said one third of FIFA managers hired in the future should be women and FIFA needed to appoint staff to create a commercial strategy for women's football.

"It's not just about women having a seat at the table, and being grateful. They need to have a voice too," she said.

Afterwards, King told reporters: “This is where you need bold leadership.

The CEO has got to be somebody who has a track record in gender equality."

Edghill defies the odds to win GTTA Juniors

IT WAS a memorable night for young Kyle Edghill as his roars of satisfaction filled the National Gymnasium just moments after winning the Under-18 division of the National Junior and Cadet Table Tennis Championships.

Edghill, showing true grit and class, outshone Shemar Britton 3-1 in a tense final of the Guyana Table Tennis Association-organised tournament Sunday evening, reducing the later to second place.

On his march to glory, the 2016 champion also had successful run-ins with Miguel Wong (3-0), Nicholus Romain (3-1), Sheldon Atherley of Bartica (3-0), Yeudistir Persaud (3-0) and Jamaal Nicholas (3-0). His only loss of the round-robin phase was to third-placed Elishaba Johnson (1-3).

Speaking to the media,

Kyle, the brother of female Caribbean Champion Chelsea Edghill, contended, “I got what I wanted,” adding, “I was just playing in the moment. I kept on focusing and going through with my game strategy.”

“I tried my best. I trained during the week and tried to get my game in order before I came here,” the national champion said.

Meanwhile,. president of the GTTA, Godfrey Munroe, contended that the tournament was a good one which yielded many positives for the sport, notably the introduction of the novices class.

Grove, fielding a side primarily made up of Under-18 players started the game scratchily but they found their range as the match progressed. Herstelling Raiders in their second season at the senior level looked a more experienced unit from the last competition when they placed 7th out of eight teams.

In the second half, Grove continued to dominate proceedings with Herstelling showing a few signs of brilliance which did not translate itself into goals.

Second-half substitute Kevin Dalton, who ended as the top goalscorer and MVP of the Under-17 League, showed his ability to score yet again with a well-placed header in the 70th minute that further strengthened Grove’s hold on the match, 3-0.

BUXTON United registered their first win of the STAG Elite League (Finale), after getting the better of the Georgetown Football Club (GFC) 3-2 last Sunday, at the Guyana Defence Force (GDF) Camp Ayanganna ground.

The Army also rebounded from their loss last week, to edge Pele FC 1-0 to keep their chances alive of finishing in the ‘top four’ of the eight-team league.

The Buxton/GFC game was seen as the ‘battle of the winless’, since both clubs failed to secure wins from their three previous matches.

Dellon Wright netted a double on the night, first scoring in the 19th minute to give the East Coast Demerara side a 1-0 advantage, but former National player Peter Parks equalised three minutes later with the scores being 1-1 at the halfway mark.

Linden Pickett’s goal in the 52nd saw GFC being placed in a good position to secure their first win in the second half of the league, but Buxton United showed resilience as Tyrone Harper (62nd) and Wright, who completed his brace in the 79th minute, brought home the victory for the lone East Coast side in the league.

The night’s second game lived up to all its hype, given the fact that Pele were without their talisman Gregory Richardson who missed his first of two games following a red card he received last weekend against his side’s scoreless draw against Buxton United.

Despite both having their equal number of chances, it was the Army who prevailed thanks to a goal from former Victoria Kings player Alden Lawrence in the 42nd minute.

Meanwhile, the STAG Elite League will continue tomorrow with an interesting double-header at the Tucville Community Centre ground.

pions Slingerz FC, will have their first meeting with rivals Alpha United in the opening game of the planned double-header from 18:00hrs.

Slingerz FC currently sit at the top of the league after securing full points (9) from their three matches played; compared with Alpha United, who managed two wins and a draw (seven points) to see them positioned in second place on the table.

THE Guyana Darts Association (GDA) held its monthly tournament at the Malteenoes Sports Club last Friday and the results were as follows: In the Luck of the Draw, Melissa Smartt and Sudesh Fttzgerald beat Anil Latchman Jr and Sr. The losing semifinalists were Nicholas Seetaram and Luis Ramirez-Merlano and Jamwant Bhupan and Victorine Chandro.

In the team event Luis Ramirez-Merlano, A. Singh and Anil Latchman Jr. defeated the team of Anil Latchman Sr, Delon Correia and Terence Joseph. The team comprising Fitzgerald, Smartt and Seetaram placed third.

DHAKA: The eight-team men’s qualifying round of the ICC World Twenty20 India 2016 begins today in Nagpur.

The ICC World Twenty20 2016 will be held at eight venues in the next 26 days. Sixteen men’s teams and ten women’s teams will go head-to-head to determine the world champions in the format with much entertainment.

Bangladesh men’s team left the capital for India yesterday while Bangladesh Women will depart Dhaka for India today to participate in the ICC World Twenty20 2016.

Although the Bangladesh men’s team will play in the qualifying round for a berth in final round, the Bangladesh women’s will directly play in the 10-team final round taking on hosts Indian on March 15 in Bengaluru.

Bangladesh Women were put in Group B of the World T20 with England, India, Pakistan and West Indies.

In the men’s compe-

tition, Hong Kong will play Zimbabwe at 15:30hrs (BST) while Afghanistan will face Scotland at 20:00hrs (BST) in Group B matches, both at Vidarbha Cricket Association Stadium, Jamtha in Nagpur.

Bengal Tigers will start their World Cup campaign against Netherlands in Group A opener of the men’s group at 15:30hrs (BST) at Himachal Pradesh Cricket Association Stadium in Dharamsala, while Ireland will play Oman at 20:00hrs (BST) at the same venue.

In the remaining group A matches, Bangladesh will play Ireland on March 11 and meet Oman on March 13, both at Dharamsala.

Eight teams, split into two groups will initially compete in the first round qualifiers for the two top spots of the groups to play in the 10-team final round, which will begin on March 15, both at Himachal Pradesh Cricket Association Stadium in Dharamsala.

It was also a bittersweet night for the teams from Linden, with the Victory Valley Royals winning 72-68 over Ber-

bice Rockers and Ravens blowing away the Amelia’s Ward Falcons 83-52.

Playing in the opening game, Royals had to endure several threatening runs by the Rockers, who ended the first period leading by two points (15-13).

Nonetheless, Royals, behind a superb performance from guard Trevor Profitt, rallied to outscore the Berbice team 23-13 in the second period, to lead 38-28.
