The Broadcast (Amendment) Bill 2017 was piloted

by Prime Minister . Moses Nagamootoo. who has ministerial responsibility for public information. Staunch resistance from the political opposition proved futile after more than eight hours of legal, moral and sentimental debate emerging from both sides of the House.

On Saturday. PPP Member of Parliament. AnilNandlall. told the media at a press conference at the Office of the Leader of the Opposition on Church Street that there are several options which can be pursued by any member of the public whom he noted has a right to receive public information.

Nandlall said that such person or persons who may be aggrieved by the bill can obtain a conservatory order to stop the act from taking force "on the grounds that it is unconstitutional. " He said the individual can also ask the court to strike down each provision in the act which may be deemed unconstitutional and in addition, seek damages for breach of constitutional rights. He said such moves would "have the impact of stopping the act from taking effect."

Nandlall said that in discussion with broadcasters recently, such legal recourses were provided to the private broadcasters. A lot of them expressed an interest." he said.

The 2011 Act was introduced by the then PPP government in 2011. Section 18 (1) (i) of the Act states that the Guyana Broadcasting Authority, which regulates local broadcasting, shall require operators to carry public service announcements free of charge. The Act further states BACKTOKHOOLfPECUL

The Act did not put a cap on how long or how frequently such announcements were to be aired. This was left up to the discretion of the government. However, one of the amendments seeks to rectify this by putting a daily cap of up to one hour on the broadcast time for public service announcements. This has since been rejected by several private operators, who contend that it is an imposition on their air time.

Defending this particular amendment was Minister of Public Telecommunications.

Trinidad and Tobago has similar legislation which requires up to tw o hours air time for PSAs. In addition, those two hours of programming are not to be interrapted by commercials. The amendment to the Guyana Act does not have such a provision.

He immediately sought to refute claims by Nandlall that consultations were not held before the amendments were proposed. PM Nagamootoo clarified that consultations were held in 2011.

If there are valid contentions to engage the attention of the judiciary, then the judiciary should adjudicate on such matters." PM Nagamootoo told Nandlall.

He also noted that these amendments are features which seek to "enlarge" the Act and "put flesh on it," since the government is seeking to improve and embellish the existing law.

At the end of his presentation, a government-backed, 33-member vote trumped the 23 dissenting voices on the western side of the house.

discovered A GUYANA Defence Force (GDF) patrol on a reconnaissance mission Saturday morning discovered what appears to be an illegal airstrip.

Reports are that the illegal runway was found by the ranks five miles west of Santa Fe in the North Rupununi.

The GDF on its Facebook page noted that a patrol reported that the road in the area (trail) appeared to have been converted for use by an aircraft.

Additionally, the army said that there were 12 abandoned camps, several dugout trenches, and one chainsaw and aviation fuel, among other items found.

The army said the alleged find represents the challenges faced by the security forces in the hinterland as over the past few years, pointing out that several illegal aircraft were seized by the State.

The authorities are conducting a thorough investigation.

In September last year, a plane which originated from Columbia and which was being used to transport drugs, was discovered near the village of Yupukari in Region Nine. Upper Essequibo-Upper Takutn.

Reports had also indicated that the area where the aircraft was found was under the radar for the illegal drug-trafficking trade.

Tillerson and Russian Foreign Minister Sergei Lavrov meet this weekend at a regional forum in Manila, their first face-toface talks since President Donald Trump reluctantly signed into law sanctions that Russia said amounted to a full-scale trade war and ended hopes for better ties.

The sanctions, which passed both houses of Congress by overwhelming majorities despite Trump's objections, in part target the Russian energy sector, with new limits on US investment in Russian companies.

In retaliation, Moscow has ordered Washington to cut 755 of its 1,200 embassy and consulate staff in Russia and is seizing two U.S. diplomatic properties there.

Speaking to reporters on Tuesday, Tillerson held out hope for better ties.

"There's been no belligerence," he said of his dealings with Lavrov. "I think he is as committed as I am to trying to find ways that can bring this relationship back."

Analysts and former US officials were skeptical that much progress is likely any time soon on areas such as reducing the violence in Syria's civil war or calming the conflict in eastern Ukraine, let alone reversing Russia's annexation of Crimea.

IntellectStorm Marketing Director Ronson Gray (DPI, GUYANA) - Payments.gy is a mobile payment platform developed by six young Guyanese from IntellectStorm, in collaboration with the Guyana Telephone & Telegraph Company (GTT's) Mobile Money Guyana (MMG).

"Payments.gy is not simply an app. Payments.gy is a revolutionary platform for Guyana." IntellectStorm Marketing Director Ronson Gray told the Department of Public Information (DPI). The app designed off of MMG will however be using the merchant side of the MMG to build a platform that allows users and businesses to access a multitude of services.

Gray explained that the app caters for persons selling on the comer to multi-billion purchases. "... If you are a business and if you are a user or customer, it's just a safer and easier way for you

to make purchase." he said.

This app is dual-authenticated Gray said, meaning once it is downloaded, persons will have to sign up by offering a user name and password that get you into the app. Any payment transaction that the client may wish to process will still require verification with a PIN similar to MMG. The PIN number will protect customers and their documents with which they signed up.

Persons will have to deposit their money at any MMG agent, to be able to make purchases.

The six developers: Rowen Willabus. Tristan Thompson. Daraul Harris. Carl Handy. Amrita Ramnauth.

Mohini Sugrim. and Davendra Narine from personal experiences taught it best to use the MMG app to develop it locally, so that businesses will be able to benefit more.

The app will officially be launched August month-end.

Whereas with Road Runners, the software now creates a direct link with Restaurants, and Fast Food entities, so customers will now be able to order from the business and pay for delivery. Both the business and Road Runners will both receive a notification; hence the payment time is reduced.

Parliament AS part of its ongoing efforts to sensitise citizens about Parliament and its functions, Parliament Office has organised the third annual sitting of the Youth Parliament which is scheduled for Thursday, August 10, 2017.

This announcement was made by Speaker of the House. Dr. Barton Scotland. during the final sitting of the august Assembly for this season on Friday. He said that between August 6 and 12. a series of activities related to the Youth Parliament have been organised, with the actual sitting being held on the 10 th.

Many have pointed to our relative lack of the requisite skills needed in that regard, while others have expressed concern over our ability to ensure that Guyana gets its fair share of the returns.

There has also been some back and forth over the government's decision not to make public the details of the contract signed with Exon Mobil. The government has assured the nation that despite some challenges, it has the situation under control.

What is however clear is that once Exxon begins to pump the oil, the Guyanese

economy and society would be seriously altered. The experiences of other developing societies in this regard are of course worth studying and should be noted. But in the end, Guyana should chart its own course; we must look at our situation and determine what is ultimately best for us.

Mistakes would inevitably be made and some in our country would be disappointed, for it is impossible to overcome in short order all the challenges we face.

But one of those challenges that is most critical is in the area of governance. This is an area of our national life that has caused much anxiety since decolonisation. At the heart of the problem has been our inability to craft a national consensus around a national

vision. Put another way, we have been unable to overcome the political fracture caused by our ethnic diversity. Time and time again, this has been our undoing in the face of local and global economic challenges. In fact, many scholars and commentators have concluded that therein lies the root of our persistent socio-economic underdevelopment.

As we prepare to face the might of Exon Mobil and the complexities of an oil economy, we can ill-afford to be saddled by our current political divisions. There is absolutely no way in which that condition would benefit our country. So, it is imperative that our political leadership get their act together. The buck stops there.

It is most disheartening to open the newspapers every day or view the electronic media and witness the lack of charity and civility among some of our leaders. The Government cannot govern in isolation from the concerns of the Opposition, although the latter treats every government action as an occasion for the dissemination of doom. Only last week. President David Granger commented how difficult it is to get the cooperation of the Opposition at every level of Government. He noted that the resistance by the Opposition does not exist only at the level of central Government, but also regionally. "I have been to some meetings and the regional chairman won't come to meet me, the Ministry of Communities has had semi-

We have been doing this for decades with the same result, yet some of our leaders seem oblivious to this fact.

Yes, arriving at consensus in a historically polarised society is not by any means an easy undertaking, but it is not impossible if leaders muster the political courage and maturity.

This is what is seriously lacking among our leaders.

How many times have we not in these columns

stressed the need for greater social cohesion ? Such aspiration is not novel—we have been talking about it since 1961. Yet, that is where it stops. The coming oil economy necessitates such. Constitutional reform is most critical in this regard. The constitutional reform process has begun in the National Assembly. Both sides of the political divide must muster the strength to deal with this question in a mature manner. If we miss the boat again, the consequences would be brutal.

on May 16, 2011 and the following day, received a reply advising us that the government will try to assist as soon as they could.

Three years passed without any assistance being rendered and another letter was sent to the prime minister on September 18, 2014. Unfortunately, no reply was received.

Electricity is one of the most needed utility services for infrastructural development. What I do not understand is how the road running parallel to ours has electricity all the way to the backlands. GPL would have had to pass our entrance in order to provide electricity to those

I AM writing this letter with the hope that some assistance from the new APNU+AFC government could be rendered to our Yarrowkabra housing group.

Eighteen years ago, I along with some friends and business associates applied for some house lots in Yarrowkabra and we were given 18 lots at the front of Yarrowkabra, opposite the Sky Lark Resort, for which we were very grateful. We spent hundreds of thousands of dollars to clean the land.

During that time, we tried to get some help from the

then government, however, no help was forthcoming.

After being relocated and given the same 18 house lots at the back of Yarrowkabra, we were able to build seven houses (three completed and four incomplete), with no assistance from the government with regard to the provision of infrastructure and some group members began to lose interest and the work slowed down drastically. A few years ago, the secretary of our group was advised to write to the then Prime Minister Mr. Samuel Hinds to seek assistance with regard to having electricity provided to the area. She sent a letter

Elementary to politics is the art of keeping disillusionment from creeping into the psyche of the people and Jagdeo failed miserably at that. His fatal combination of elements included greed, his natural thirst for unlimited power, the influence that totalitarianism played in his formative political life (his Russian experience), his willingness to govern and operate extra-judicially. his underlying, anti-nationalistic belief that race politics could keep him in power because of local demographics, and many other deadly attributes that have no place in progressive politics.

He was suddenly and surprisingly confronted with the chaos that that combination brought and the dread that Guyanese everywhere began to feel. Hence their disillusionment with him and the PPR Because of him the PPP as a political parly has lost its way. and that all began, much

Our group comprises enterprising citizens of this country who are trying to do something for ourselves. This is something that would

The PPP must also explain to all Guyana how it (as a political party purporting to represent all Guyanese) could have sat around and allowed the monstrous Roger Khan, the lawless NICIL. the hydro hasco at Amaila and the many other embarrassments that are all in the public record to be wrought upon this nation under the Jagdeo administration.

His designer wardrobe included items from Gucci.

Authorities also seized $258,000 worth of shoes, belts, pants, glasses, belts, hats and bags from his Atlanta storage unit, the Baltimore Sun reported.

They also took £1.1 million in jewellery from his condo in Studio City. California. and $741,000 in cash ~ some hidden in speakers and tool boxes ~ from his Maryland home.

After sending Smith to prison for 25 years, the judge handed $6.7 million of Smith's assets over to the federal government, including a condo in downtown Baltimore. $1.6 million in jewellery and cars.

Authorities say he blew millions of other dollars earned from drugs on clothes, parties, vacations and his large entourage.

His lengthy sentence came after the Drag Enforcement Administration had spent two years investigating Smith, who authorities called 'Mr Big.'

Authorities photographed the massive piles of cash that Smith had stockpiled at the time of his arrest 'Garnett Smith, simply put. is one of the largest cocaine and heroin dealers to be prosecuted in Baltimore in recent history.' prosecutors wrote to a judge ahead of the sentencing, the Sun wrote.

Smith had pleaded guilty to conspiring to distribute and possession with intent to distribute cocaine.

After his arrest, he allegedly tried to hide his investments and worked to get some of his assets liquidated or hidden, authorities said.

He also had a condo at this downtown Baltimore apartment block and spent

thousands on designer clothes, hotels and jewellery. In his defence, he simply said he was 'a work in progress.'

'Smith carefully laundered his drag money, utilised friends and relatives as title-holders on cars, established multiple aliases to conduct financial transactions. and created businesses which functioned to disguise the source of his wealth.' prosecutors wrote to the judge.

He made the money selling cocaine he shipped from California, hiding it in compartments in vehicles that

were then loaded on to car carriers.

It was a slick operation ~ with his workers using new cell phones on every trip.

But in 2011. Arkansas state troopers stopped one of the shipments and seized over $2.3 million.

Afterward. Smith found a new supplier, resumed his cocaine shipments and started trafficking heroin, prosecutors said.

But an SUV was stopped in Texas, where authorities found a stash of heroin in a compartment. Authorities used one of Smith's middlemen to deliver it to Smith, arresting him when he opened the compartment.

'Smith will now spend the prime of his life in prison and will not be eligible for parole until he is a senior citizen.' said Gary Tuggle. the head of the Drug Enforcement Administration's Baltimore office.

In his sentencing. Smith, who has previous arrests for drags and paraphernalia possession, apologised and said he is not the monster he was made out to be.

'I'm a work in progress,' he told the court.

INSPECTOR Prem Narine, one of the officers attached to the Criminal Investigations Department (CID) on Friday maintained that Andriff Gillard and Nizam Khan, the duo accused of plotting to kill President David Granger, ought to have been kept in custody for at least 72 hours.

Narine. during his second appearance before the Commission of Inquiry (Col) into the matter, during cross-examination by attorney Glen Hanoman. said given the nature of the offence, incitement to commit murder as recorded in the station diary, both Gillard and Khan ought to have remained in custody.

The two men were released on bail less than 24 hours after their arrest.

Asked whether the decision to release the duo goes against his personal policy to lock up persons arrested.

Narine replied. "It can't go against my policy.. .1 didn't make that decision."

During his evidence-in-chief. Narine said it was Commissioner of Police Seelall Persaud who had instructed him to release the men.

"It is my policy to keep persons in custody until instructed to release them. It is not against the law." said

"You are wrong... the laws prevent you from keeping people beyond 72 hours, it doesn't allow you. "said the attorney, who suggested that it is a very backward tool to keep people in custody because a serious allegation is made and it is not in keeping with modern principles.

"I don't see it that way sir." replied Narine. who noted that on March 29. sometime in the evening he received a call from the police commissioner who told him bail should be granted to his (Seelall's) friend Imran Khan, his brother Nizam Khan and Gillard.

He told the commission that he did not take contemporaneous notes of his conversation with Persaud. but he reported immediately what he was told by Persaud to head of the Major Crimes Unit. Assistant Superintendent Mitchell Caesar.

"The reason you may want to mislead this tribunal is because you don't want to take responsibility for giving bail to a man alleged... you want to put this on someone else.. .you realised it would be political suicide for you to take responsibility for this bail decision." suggested Hanoman.

Narine rejected the suggestion. noting that "I don't regard that decision as anything political" causing the attorney to suggest even further that such a decision might affect his promotion.

"Whatever decision I made. I am a professional and I stand with my decision. I don't make it because of political interference. I am a policeman...as a result. I have never lied to this commission and I don't intend to." declared Narine.

Hanoman then put it to Inspector Narine that he did not relay the exact words uttered by the commissioner of police when he was called, but gave it his own interpretation. "I reported to Mr. Caesar and this commission, the words to the effect meaning the same thing the commissioner meant when he spoke." said the policeman, who accepted that Persaud did not use the word 'instruct' in his utterance, but his words used amounted to an instraction.

"From my 17 years as a police officer. I have never had any of my senior officers instructing me...they would basically tell me what they want me to do.

The Inspector was then asked why he felt it necessary to speak with Caesar after speaking with the Top Cop. He said he believed that instractions should not have come from Persaud given that he was on leave.

"That was my belief and that's why I spoke to Caesar." said Narine. who noted that it was when Caesar told him to put Khan on bail that he facilitated same.

"You know when Mr. Persaud is on leave he is still the commissioner of police?" asked the attorney to which Narine responded in the affirmative.

"Do you agree with me that the primary issue

during that conversation related to Imran Khan?" asked Hanoman. to which Narine replied. "It started with Imran Khan, but that wasn't the primary reason."

He told the commission that when Persaud called him. he was asked what was happening in relation to Imran and Nizam Khan.

As a result. I told him what was happening and what was reported to me. which was that Imran Khan was behaving in a disorderly manner before he [Narine] arrived at the station.

"Let me suggest to you that you told Mr. Persaud on the phone, that this chap Gillard. is bare lie he talking." said Hanoman. Inspector Narine vehemently denied the suggestion, stating that it

Minister Trotman recalled that when the coalition administration took office in 2015. it recognised that some changes were

This month, as we commemorate victory over slavery, a brutish system that ended not because of docility, but because of the rebellious tenacity of my forebears who not only made the trade not worth the while economically, but also impossible to sustain because they were not going to give of their labour and be treated as sub-humans.

I do not carry my sixfoot-three-and-a half inches frame oblivious of the broad and strong shoulders I stand on. the indomitable spirit I am the beneficiary of. and the seriousness of the responsibility bequeathed to me to build on my inheritance and secure a much better world than I have inherited. Had my ancestors given up. thrown in the towel, cowered in the face of adversity or stay docile.

tation. which became the village of Litchfield. there resides a rich story of my ancestor's purchase. Cudjoe saved enough money in 1838 ~ after four years of amelioration (1834-1838). where in the transition to freedom there was some form of wage labour, though miserly ~ to purchase this village single-handedly. The system back then was against any one person acquiring so much land.

In Cudjoe's wisdom and determination for ownership, for that is what it was. he mobilised a group to join him in the acquisition of securing the transport, though it was his money that bought the plantation. While recorded history tells us that the first village purchased was Victoria. East Coast Demerara. the process of acquisition of land

by Cudjoe started before Victoria's. Litchfield was distributed among the persons whose names appeared on the transport.

As I write this column. in front of me is the copy of the layout of the village of Kingelly which great, great, great, great grandfa-

ther Cudjoe bought. This is the village that was bought after he pioneered the village movement in West Coast Berbice with the purchase of Plantation Litchfield. For the purchasing of Kingelly. Cudjoe commissioned a survey that was done in February 1868 by William Chalmers, where 32 lots were assigned to 32 persons on the southern side of the public road. Among that group was my great, great, great grandfather Edwin Semple. He is both of my mother and father's. Stephen Lewis, lineage. Cudjoe kept for himself the northern side of the public road, stretching across the entire village. The northern side of this land, by transport, remains in his name.

In 1964 the heirs of Cudjoe committed a survey of this land, with a view of transporting it. This was challenged in the court primarily by persons who came here as indentured servants and squatted in the village. To date, progress has not been made to ensure the rightful heirs can appropriate the land for their

I can speak of the village of Kingelly from a vantage position, but I know there are many other cases of this nature that are plaguing the personal purchases of villages by African ancestors.

The Commission of Inquiry into ancestral lands that has been put in place by the David Granger/Moses Nagamootoo administration holds out some hope to having what can become a volatile situation resolved amicably. As a proud Black man I am ever conscious of the false claims made that my people are lazy, violent, without ambition, stand or fought for nothing, have achieved nothing, are of criminal minds, cannot handle money, and would amount to no good. The stories of many families from slavery have shown none of these allegations are representative of us as a single race, but that of some aspects

of human characteristics present in every race. At the same time. I call on my race to stand up you mighty people, have none belittle you. nor stray from your proud path of straggles and achievements.

The journey for human dignity and respect is far from over and you cannot let up or give in now.

We must return to being our brothers and sisters' keepers and stand against any form of discrimination and misconduct, be it committed on us by our race or another, or our race doing it to ourselves or others. We must build on the formidable legacy of our ancestors, where right is right and wrong is wrong.

Diaspora THIS past week, the National Assembly approved funds for the proper setting up of the State Assets Recovery Agency (SARA). It has been a long and slow process.

In the meantime, Guyanese have become very literate about government corruption. More than most Caribbean countries, in Guyana corruption has become a major political issue. The very parties which are now in office educated the public about the linkage of corruption to their impoverished condition, to ethnic dominance and to the criminalisation of the State.

The government has no choice, but to follow through on its promise to correct that wrongs committed under the previous administration—its success or failure will be judged largely on that issue. In this regard, while the criticisms of the SARA bill were good—public debate of important matters are necessary for a democratic culture and practice—the critics should also take into consideration the fact that it is a very popular initiative among the section of the population that was most hurt by the misappropriation of State assets. The political and sociological aspects of asset recovery and anti-corruption are equally important as the legal and economic aspects.

I am against setting up an authoritarian state structure, but the business of stamping out corruption and recovering stolen assets require an empowered agency.

If some investors will stay away from Guyana because of SARA, then they must be suspect in the first place. If I must make a choice between stamping out corruption and chasing away a few investments. I will choose the former.

That is why I am squarely behind the SARA initiative, despite some of the concerns. In the end. the country benefits.

My colleague. Dr. Clive Thomas. has become the butt of the criticisms of SARA because he has undertaken something that may hurt some of the economic and political elites, but would help the working classes of Guyana. The

criticism that Thomas has abandoned the working class is pure partisan rhetoric. Asset recovery is potentially good for improving the condition of the working class.

Asset recovery would increase the government's revenue base and could mean more resources for education, health care, better infrastructure and improved wages.

The latter is crucial to decreasing corruption at the lower levels.

Treating with the diaspora I presented a paper at the recent University of Guyana (UG) Diaspora Conference where I sought to both critique our current approach to diaspora engagement and suggest some ways in which we can begin to think differently about the subject. I think there is need for a new approach to the diaspora that conceptualises our overseas brothers and sisters as an integral part of the Guyanese nation. We must change the narrative of "us" and "them" on both sides. There is a critical mass of Guyanese who live partly abroad and partly at home and others who make several short trips per year. If we begin to employ the narrative of "us" more, then we are likely to have a new thinking and new policies that reflect that mindset.

It is foolish to have more than half of your people living abroad and ignore their skills and other resources, just because they do not live at home permanently. Small countries such as ours, with their limited access to the skills and resources needed to compete in an uneven world as far as development is concerned, must draw on all their energies whether they physically reside in Guyana or abroad. With the coming of the oil economy, we would be challenged to find skills and resources to serve our needs and interests. Although it would be ideal if persons return permanently, one does not have to live in Guyana permanently to contribute in a meaningful way.

Of course, those who live abroad need to resist the temptation to behave as if they are "better" than those who live here. They should not demand nor should they

be afforded more privileges that those citizens who live here. But having said that, they would be more inclined to return or to invest resources if there are incentives at the level of policy.

In that regard. I wish to make two suggestions for consideration. First. I propose that each government ministry should have a "diaspora section." I know the Foreign Affairs Ministry already has such a section, but it should be expanded to other Ministries. There is a popular view that there should be a Ministry of Diaspora Affairs.

But I think that is too narrow.

My second suggestion is much more controversial, given its association with a bad period in our history. I do believe that the time has come for a reconsideration of overseas voting. Over 90 countries allow overseas voting in one form or the other. Given the increased migration globally, this makes sense. I think the problem for us in Guyana was not the concept of overseas voting, but that it was used as part of the rigging machinery of that time. So. in an era of fair elections, the meaning changes. I would propose that if we go that direction, as I think we should, it would bring overseas Guyanese more emotionally attached to Guyana.

Voting is perhaps the most significant aspect of citizenship.

Guyanese who live abroad can now come home to register and vote.

So. if we go the route of overseas voting, we would be merely allowing them to vote where they are located. Perhaps we can begin with some form of weighted voting. whereby for example, tw o are three overseas votes are equivalent to one local vote. In that way. you control for the perception and reality that those who do not live here all the time should not have equal rights and privileges.

I know that the immediate response to this subject would be partisan—whether it would benefit one party or the other. That, of course, is not my motivation. I am guided by a desire to bring our sisters and brothers residing outside

of Guyana into the national mix in a substantive way. This matter, however, would have to be subject to wide-ranging discussions both in and out of Guyana and may even have to be subject to a referendum.

Checking executive power Guyana has a very strong executive branch. In fact, one can reasonably argue that there is a form of executive supremacy. But I do not believe that there has been a pattern of abuse of power by this executive. There have been instances of over-reach and bad policy, but these, to my mind have not amounted to abuse of power.

In terms of checks on executive power, despite institutional and political obstacles, there has been some degree of checks on executive power.

In an institutional sense, executive power can only be checked by the oversight of the other tw o branches of government—the legislative and judicial branches. In our present circumstances, where the governing coalition controls both the legislative and executive branches, it is difficult to have any effective oversight of the executive by the legislature. To be fair, there is some room for oversight in the sectoral committees by the opposition. and the PPP has been doing a very good job at that level. But ultimately when things get to the floor, the ruling coalition uses its majority to get its way.

There are two impediments to more effective oversight by the legislature. First, there is not enough separation of powers. We need to move away from the system whereby the entire cabinet sits in parliament, even when a cabinet member is not an elected member.

This is a very counter-productive and obsolete arrangement. We are basically asking the executive branch to oversee itself.

The second impediment has to do with a political culture that is grounded in party loyalty or voting along party lines. It means that MPs do not vote their consciences or on the perceived feelings of their constituencies. So. there is hardly likely that a MP of the ruling coa-

lition or for that matter of the PPP would vote against his or her party in parliament. From the ruling coalition's standpoint, the fact that it has only has a one-seat majority makes it even more impossible for such a scenario.

We. have however, seen instances where the judicial branch has pushed backed against the executive—the most recent instance being the chief justice's ruling on the GECOM impasse. This is good for democracy since the courts are the final arbiter of the law. When one takes into consideration that we have had political interference in the judiciary, it is remarkable that the court is still prepared to act independently.

The other area of oversight that is very encouraging is that of Civil Society. We have always had a very vocal, if not vigilant. Civil Society in Guyana. The problem has been the partisan bent of our Civil Society organisations, whereby some organisations tend to be more vocal when one or the other party is in power. But I think they have generally done a good job at oversight of this government, even if I think better can be done.

The recent development where the WPA. a member part of the coalition, has begun to be critical of government action is good for oversight of the executive. We are not a culture that welcomes internal criticism, but I think that the government can ill-afford to ignore oversight from within.

The coming on stream of integrity legislation and anti-corruption initiatives would also go a long way towards checking executive power. But ultimately, constitutional reform is the most effective way of reducing the powers of the executive which is itself a formal check on the enormous power of the executive.

The companies in a release said this decision is due to absence of progress in efforts to secure payment of amounts totalling in excess of $300M.owed them by the Georgetown City Council.

"Our decision to communicate this information directly to the citizens and institutions in and around the capital city of Georgetown who will be affected by any suspension of waste-disposal services derives from our awareness of the likely implications of such action.

Indeed, it is our wish that a change in the circumstances that led to our decision to withdraw our services in the first place can come about quickly, thereby significantly minimising the impact of the

action that comes into effect tomorrow (today)." the companies said.

The two companies had returned to work on Wednesday. July 12. following four days of an earlier suspension of service on July 7.

The companies said their return to work was contingent on an understanding reached with the municipality that a meeting would be held shortly thereafter to discuss the execution of plans to make a payment to the service providers.

Up to this time, the companies said, notwithstanding assurances given to by Minister of Communities Ronald Bulkan that the way had been cleared for such a meeting, the municipality has shown no inclination to meet them.

City Hall's indebtedness to the two waste-disposal companies dates back as far as 2015.

"Additionally, neither its promises to make payments nor the time frames asso-

ciated with those promises can be relied upon. Further, engagements between City Hall and us on the matter of the outstanding debts are customarily characterised by insensitivity on the part of the municipality's bureaucrats and disrespect for the two companies and a shocking level of indifference in response to our appeals for their understanding of our situations. It is not uncommon for City Hall to give assmances and then cynically torpedo their own assurances when the time comes for honouring said promises draws near. A point has been reached where we have no faith in their promises." the two companies said.

Previous withdrawals of service by the tw o companies have led to the short-term recraitment of inadequately equipped replacements. That approach has had its own negative consequences.

His son. Collie Mickle. told the Guyana Chronicle that his 82- year-old father had left his Bara Cara home to hunt for wild animals as he had been doing for over 50 years.

"It was his source of income apart from farming." the younger Mickle said.

On Monday, just before 11: OOhrs. the octogenarian who sired over a dozen children. left his home paddling his wooden boat, but not before informing his young friends that he was going to "see meat fuh shoot."

However, his niece Claudia Amsterdam became worried after he did not return home later that day. The following day she made checks

Collie Mickle said his father's body was found partially submerged and about 30 feet from the boat. His father's shot gun and ammunition were not in the boat.

The body was transported to New Amsterdam on Friday evening and is currently stored at the Arokium Funeral Home. A post-mortem will be conducted on Monday.

MISS World Guyana 2017, Vena Mookram, has launched the 'vigor sweet' initiative as part of her beauty with a purpose campaign.

The project is expected to save the lives of many Guyanese citizens by aiding in the prevention of diabetes, said Mookram at the launch at Cara Lodge on Friday.

The beauty with a purpose programme is a registered charity and non-profit organization. It has allowed her to make a big difference in the lives of her fellow Guyanese.

"The name 'vigor sweet' is a powerful combination of the Guyanese slang 'sugar' which is used to describe diabetes, coupled with the word 'vigor' which is used to represent health and physical strength." said the beauty Queen who used the unique phrase to capture the attention of Guyanese.

Persons who will participate in the project are expected to be decked out in the colour blue.

Her intent to eradicate diabetes stemmed from the fact that her family has a

history of the disease.

Aside from Mookram's family, studies show that a large number of Guyanese suffer from diabetes; hence the need for more awareness of the issue.

Based on figures from the international diabetes federation, three years ago 61.800 persons were affected by diabetes in Guyana.

The Civil Defence Commission's (CDC) global health report states that diabetes is the fourth leading cause of death in Guyana, while the Caricom Health Commission last month stated that Guyana has the highest diabetic rate in all of the Americas, which consist of North. South and Central America.

With the high prevalence of diabetes still an issue. Miss Mookram's main goal was to educate the public on how to prevent and treat this disease. "Education is the only way that we can reduce the rate." she said.

NATURE AND SCOPE OF THE POSITION The Human Resources Manager is required to strengthen GuyOil's capacity to sustain and develop its human resources, through effective coordination, management and implementation of the following activities: Selection and Recruitment of staff with potential for growth Management and advice on compensation and benefits, including medical insurance Coordination of a proactive performance management system Promotion of relevant and sustainable education, training and developmental programmes Continuous review of opportunities for organisational development in order to design and adapt strategies, and implement systems to respond to changing business environments Maintenance of a comprehensive communication structure within the organisation Employee Counselling, Coaching and Mentoring Maintenance of Employee files and records Conduct of exit interviews The Incumbent is also required to ensure: that policies regarding the engagement, orientation and termination of employees are effectively implemented; that training and development of employees for current and future needs are sustained; and that systems and programmes are well coordinated for the continuous and effective monitoring of individual development, and team building.

The Human Resources Manager in overseeing the human resources development process must review recommendations for suitability for mobility (upward and/or lateral) based on assessed performance; provide educational and material support relevant to particular employee needs - in the form of workshops, manuals, and employee handbooks; and facilitate the selection and contracting of external trainers, facilitators and related programmes.

The Incumbent must also ensure that GuyOil operates a computerized Human Resources Records System to maintain statistical and related documentation concerning all employment, i.e. recruitment, acting appointments, promotions, transfers, training and development, compensation and benefits, discipline, accidents and tenninations.

The Incumbent must also monitor the Company's Health, Safety and Environmental Programme for its efficacy and compliance with relevant laws.

The Human Resources Manager must determine, on an annual basis, the Major Job Objectives of the Work Programme of the Human Resources Department, which must be developed in relation to each activity for which a budget must be formulated and must identify and discuss with subordinates, the 'Key Results Areas' to be used as determinants of their performance results on a quarterly and annual basis.

QUALIFICATIONS AND EXPERIENCE * Post Graduate Degree in Human Resources Management, Business or equivalent/related discipline. Computer literacy is a requirement.

Specialization in Human Resources Management and Administration is preferred. â&#x20AC;˘ Previous experience in Human Resource Management, employment law, compensation, organisational development, employee relations is preferred. Familiarity with training models and systems is a necessity.

Active communication with Human Resources Management Networks and organisations would be beneficial.

NATURE AND SCOPE OF THE POSITION The Inventory and Procurement Manager is responsible for the management of GuyOil's Inventory and Procurement Systems in respect of: Petroleum products including Mogas, Gasoil, Kerosene, Jet Fuel and Fuel oil * CASTROL Lubricants and Lake Asphalt Products * Vehicles, pumps and spares * Computers and IT related items ÂŽ Stationery and other consumables for in-house use The Incumbent must coordinate the purchasing and maintenance of adequate inventories of fuels and lubricants at all Terminals and Depots with the Marketing and Sales Manager and liaise with other Heads of Divisions/Departments to formulate plans and programmes to enable GuyOil to have efficiently and economically managed Inventory and Procurement Systems.

The Inventory and Procurement Manager directs and controls the purchasing, shipment, storage and distribution of all fuels and lubricants and ensures that replenishment cargoes are economically programmed, timely and adequate to meet projected market requirements.

The Incumbent coordinates all overseas and local purchases of machinery, spare parts and materials required by GuyOil. The Inventory and Procurement Manager oversees all shipping and customs activities associated with the importation of products and materials from all supply sources as well as those related to InterTerminals/Depot transfers.

QUALIFICATIONS AND EXPERIENCE Bachelor's Degree in Mechanical, Electrical or Chemical Engineering along with training or experience in Business Administration .Knowledge of Inventory Management Policies, procedures and evolving practices. Knowledge of computer systems, including database management is important for the position. * Minimum of 5 years inventory management experience in the Oil and Gas Industry, of which at least 4 years would have been in senior or lead positions on major project implementation. Ideal experience would include tendering and negotiation in at least one Oil and Gas Project.

Registration closes today for Guyana Cup horse race meet field to win By: Brian Homewood LONDON (Reuters) - Ethiopian Almaz Ayana destroyed the field to win the 10,000 metres at the World Championships on Saturday, finishing around 300 metres clear of her rivals in her first race of an injury-plagued season.

The Olympic champion began pulling away from the field after 10 laps, sweeping past back markers who were made to look sluggish in comparison.

She finished in 30:16.32 seconds, well outside the world record she set when she won in Rio last year but still enough to win by an astonishing 46.37 seconds, by far the biggest margin in championship history.

Ayana's compatriot Timnesh Dibaba, the former world and Olympic champion, added to her impressive collection of medals when he took the silver with Kenya's Agnes Tirop in third.

"I am very happy to win this title, much more than when I won the Olympic gold because I have been sick this year and didn't expect it. In fact,

Tallawahs lose by 12 runs to Barbados Tridents A dramatic batting collapse by the Jamaica Tallawahs middle order, instigated by some accurate bowling from the Barbados Tridents was key to the Tridents emerging victorious by 12 runs in third match of the 2017 Hero Caribbean Premier League.

Despite losing Kumar Sangakkara in the first over of their run-chase the Tallawahs appeared on track to chase down the Tridents first innings total of 142 with Lendl Simmons anchoring the innings.

The one day event is billed for August 13 at the Rising Sun Turf Club on the West Coast of Berbice.

This year the Guyana Cup has been switched from the Port Mourant Turf Club, with the intention of attracting more Georgetown-based turfites, according to Mohamed Jr. However, Mohamed Jr. disclosed yesterday that a large number of horse racing stables have already confirmed their participation, and according to information as of Friday evening, 80 of the country's top horses gained entry for the day's event.

He further indicated that the feature B Class and Lower event has already attracted a full entry of twelve animals with two new horses. Isn't He Perfect from the Poonai Phamacy Stable and Vera's Finally from the Jum-

bo Jet Stable, added to the already impressive line-up, making the event very competitive as both animals recently ran in the United States and are in peak condition.

The feature event, which is open to all imported and Guyana bred horses three years and older, rated B Class and Lower, will go for a distance of 1600m and has a top prize of $2M. The main supporting race is the E3 and Lower, which will be contested over 1100m and has a winner's purse of $1.2 million.

Other races on the day include the G1 and Lower (1400m), H2 and Lower (1400m), Two-year-old Guyana Bred (1100m), Three-year-old Guyana Bred and II and Lower (1400m), J2 and K Lower (1400m) and L and Lower Non-winners (1400m).

Walton played a lone hand for the second half of the Warriors' innings but could only take his side to a moderate 123 for 7 in their allotted quota. Patriots suffered a top-order collapse in reply but Carlos Brathwaite revived the hopes and Jonathan Carter helped the team get across the line with an over to spare.

Swepson. who was part of the Test squad in India earlier this year but did not make his debut, has taken 41 wickets at 32.82 in his 14game first-class career.

RAUL Leal returned one hour 17 minutes 56 seconds to win the feature 35-lap event of the Massy Groups of Companies' sponsored 14th edition of the Seven Seas 11-race cycle programme that was held in the National Park yesterday.

Leal was among a group of five cyclists that were among the over 30 starters but after the 25th lap of the 35-lap event. Leal, along with Jamal John. Alonzo Ambrose. Shaquile Agard and Deoraj Garbarran. broke from the pack and were never caught again.

THE National male U-15 team will depart Guyana today for Trinidad and Tobago en route to Florida, for the CONCACAF U-15 Boys championship from August 13 -17.

During their five-day stay in Trinidad and Tobago, the team will be engaged in three practice matches against youth teams on the island as well as have Golden Jaguars' Assistant Coach. Charles Pollard, who is based in Trinidad, work with the players on defensive organisation.

Technical Director of the Guyana Football Federation (GFF). Ian Greenwood, said the team had a very

successful camp, stating "the squad's pre-toumament camp in Guyana is coming to an end after an extremely successful and productive period. The players throughout the various encampments have shown professional attitude both on and off the field at all times."

As part of the activities during the encampment period. the team benefited from sessions facilitated by the Ministry of Social Cohesion on sexual offences and gender-based violence.

By Stephan Sookram IT rained goals on Friday evening; fifteen to be precise, as the Petra organized Corona Invitational tournament continued at the Georgetown Football Club Ground (GFC) with a triple-header.

Beacons were the team to get the slaughter fest going with a 7-0 drabbing of Black Pearl FC in the opening game.

Darian Dickson blasted open the gates for the Beacons side in the 17th minute and the eventual winners never looked back; Quasan Me Aulay and Kimba Braithwaithe each netting in the first half.

The scoring continued in the second half with Me Aulay and Dickson scoring in the 47th and 50th respectively while Patrick Joseph and Keifer Brandy in the 76th and 81st sounded out the deal when the whistle went for the final time.

The second game featured Pele and Flamingo in an age old rivalry, but it was the youth of the Pele side that saw them take the three points.

Stephon Hussain opened the scoring in the 27th and allowed Thairys Payne to add the second as the half ended 2-0. On the return.
