By Ariana Gordon COMMISSIONER-General of the Guyana Revenue Authority (GRA) Godfrey Statia has issued a stern warning to medium and large-scale miners to desist from tax evasion.

Speaking with miners who operate within Region Seven on Saturday, Statia made it clear that smallscale miners do not pose as many problems for the Revenue Authority.

He explained that no one is exempt from paying taxes and submitting their returns to the tax office, noting that the GRA is not imposing an “unnecessary burden” on miners to keep records of each transaction done.

This, he said, is a very important task.

“A particular group of people have been getting rich on the backs of small miners,” said Statia who emphasised that “everybody needs to pay their tax.”

He committed to working with the Guyana Geology and Mines Commission (GGMC) and the Ministry of Natural Resources to ensure that all categories of miners understand their obligations under law as it relates to payment of taxes to the GRA. The Commissioner-General told the miners gathered that officers will be dispatched to all mining communities to ensure that miners no longer take advantage of the tax system.

“I want you to pay your rightful tax. Taxation is an investment in your country’s progress, we have grown accustom to everything being free; we have become lawless and it is time we put some semblance of order into the financial accounts.”

The GRA boss noted that many medium and large-scale miners whom he termed as “big miners” have complained about the need to keep records, but noted that at every meeting held with those miners, all were equipped with modern technological devices such as iPads.

He disclosed that based on analyses done, 30 per cent of all gold that has been produced was not sold to the Guyana Gold Board and noted that with the introduction of new tax measures which includes an increase in tributors’ tax from 10 per cent to 20 per cent as well as the payment of two per cent tax, that problem would be curbed.

The Cliff Anderson Sports Hall (CASH) rocked with the screams of celebrations as Cort was announced the winner, beating out eight competitors. Her performance earlier in the evening had been met with resounding applause.

“It’s an overwhelming feeling,” said a joyful Cort following the announcement of her win. She was able to garner 272 out of the maximum 300 points, to take the title and the $350,000 grand prize.

Paul “Chris P” Clarke, whose song “2017 Budget” drew quite a few laughs from the sizeable crowd and that was enough to see him hold the second-place spot with 245 points and a $200,000 cash prize .

He also copped “The

Most Promising Junior” award which carried a $75,000 cash prize. Third place saw a tie, and with 227 points apiece, Ryan Jagnarine and Niomi Alsopp both walked away with the $125,000 prize.

Jagnarine sang “Simply the Best,” which hinted at the exploits of a “pope” whose scandal made headlines last year, while Alsopp’s song “Gun Crime” was also well received.

Meanwhile, Cort is now set to represent Guyana in Barbados at the upcoming inaugural Caribbean Junior Monarch Competition, which is set to be a part of this year’s CARIFESTA celebrations.

She will compete with 11 other competitors from across the Caribbean.

Immediately following her win, she signed a contract guaranteeing her participation. Signing on behalf of the coordinators of the event was Chad Blackman, Legal and Regulatory Affairs Advisor.

Attempted murder/suicide rocks Bush Lot A FIFTY-TWO-year-old man is clinging to life after ingesting a poisonous substance moments after severely chopping his ex-wife and her new lover.

The man, identified as Narine Parmaloo, called “Dread,” was said to have been imbibing with his exwife and mother of their three children, Nesha Parmaloo, and her new lover identified as “bruk up” at the time of the incident.

Reports indicate that the chopping started after an argument broke out between Nesha and “Bruk up.”

This publication was informed that Narine went into his house and came out with a cutlass and chopped “Bruk up” on his hand, face and head before turning to Nesha, whom he chopped in the head in the region of the temple.

The source revealed that Nesha Parmaloo left her husband shortly before last Christmas and went to live with “Bruk up.” This did not go down well with “Dread” and he threatened to kill her, but later attempted to kill himself when on Wednesday he ingested a quantity of pills.

He was discharged from hospital on Saturday. More details in Tuesday’s edition.

PAHO to sign new pact with Guyana –– director for three-day visit

DIRECTOR of Pan American Health Organisation (PAHO), Dr. Carissa Etienne, plans to visit Guyana to meet with high-level government officials and sign a new strategy for technical cooperation in health.

Her visit will include working meetings and courtesy visits with Prime Minister, Moses Nagamooto, First Lady Sandra Granger and Minister of Public Health, Volda Lawrence and her staff.

by PAHO Chief of Staff, Dr. Merle Lewis and PAHO/ WHO Representative in Guyan, Dr. William Adu-Krow.

According to a release by the organisation, a top subject for discussion will be the reconstitution and relaunch of Guyana’s National Non-communicable Diseases Commission, which PAHO/WHO considers especially important since non-communicable diseases (NCDs) account for 70% of deaths in Guyana.

Other subjects that are expected to be discussed include universal health coverage and health financing, tobacco control legislation, health systems strengthening,

human resources in health, and the health of women, adolescents, and older adults.

During her visit, Dr. Etienne is also scheduled to meet with Vice President and Minister of Foreign Affairs, Carl Greenidge; Minister of Finance, Winston Jordan; and Deputy Secretary-General of the Caribbean Community Secretariat (CARICOM), Dr. Douglas Slater, among others.

During her visit which concludes on February 8, she will also pay a visit a health centre.

The Country Cooperation Strategy (CCSs) that is expected to be signed is a mutually agreed instrument to guide PAHO’s work in the country.

PAHO CCSs, which are developed with each PAHO Member State, are aligned with country priorities and also with the work plans of the World Health Organisation (WHO), PAHO, the United Nations and other collaboration platforms, which facilitates an inter-sectoral approach to priority health problems.

The agreements also incorporate core PAHO principles such as the right to health, equity, solidarity and diversity. Guyana is one of

eight “key countries” where PAHO places greater emphasis on its technical cooperation to ensure that equity gaps are closed.

Dr. Carissa Etienne, a native of Dominica, was elected Director of PAHO in September 2012. From March 2008 until November 1, 2012, Dr. Etienne served as Assistant Director-General for Health Systems and Services at the WHO in Geneva, Switzerland.

Prior to that, she served as Assistant Director of PAHO from July 2003 to February 2008. She led five technical areas: Health Systems and Services; Technology, Health Care and Research; Health Surveillance and Disease Management; Family and Community Health; and Sustainable Development and Environmental Health.

During her tenures at WHO and PAHO, Dr. Etienne led the efforts to renew primary health care and to strengthen health systems based on primary health care, promoting integration and improved functioning of health systems.

Beware of fraudsters, FFTP urges public FOOD For The Poor (Guyana) Incorporated (FFTP), on Sunday said it has not authorised anyone to collect funds on its behalf for housing purposes.

The non-government organisation in a release said it has received reports that persons have been fraudulently collecting monies from unsuspecting persons and promising them houses on behalf of the organisation.

“The general public is therefore notified that no one is authorised to collect funds on behalf of FFTP for housing purposes. The public is advised that houses provided by FFTP are free of cost for those extremely poor families who meet the required criteria,” the FFTP said.

Members of the public are asked to contact FFTP on the following telephone numbers; 218-1553, 2181544, 218-5087, 218-4963 and 218-4965 or the nearest police station if approached by anyone soliciting funds for housing purposes on behalf of FFTP.

THE police are investigating the murder of a 42-yearold labourer who was stabbed to death at Owen Street, Kitty, Georgetown, early Sunday morning following an altercation outside the Blue Martini NightClub.

Dead is Sunil Singh, 42. Another man, Charles Valenzuela, a bartender at the nightclub was also stabbed during the melee.

According to police sources, Singh was stabbed when he attempted to part a fight which began after three male patrons attempted to enter the club after it was officially closed for the night.

Reports are that police ranks visited the club earlier and informed the management of the curfew time.

Shortly after, the three patrons arrived and were told

by Valenzuela that the club was closed. An argument ensued and Valenzuela was stabbed by one of the men in his left arm.

During the altercation, Singh intervened and the man who assaulted Valenzuela dealt him a blow to his head.

Singh ran away north into Railway Street, Kitty and was pursued by the suspect who caught up with him and fired several stabs at him.

He was stabbed in the vicinity of his right rib cage and was rushed to the Georgetown Public Hospital by public-spirited citizens. The man was pronounced dead on arrival.

Several persons have been questioned as the police investigates the incident.

Fighting discrimination

IN this global village few, if any, do not know United States’ President Donald Trump issued an Executive Order on 27th January which restricts immigration from seven Muslim countries, suspends all refugee admission for 120 days, and bars all Syrian refugees indefinitely.

While the Trump administration argues it is not a ban and some close to it have said it is, that society has accepted it as a ban and is calling it so.

During the presidential campaign, Trump promised to build a wall on the Mexico border. He made clear his disapproval of his predecessor’s, Barack Obama, Syrian Refugee Policy and what he described as his failure to refer to and treat harshly with terrorists in the Middle East.

The saying if America sneezes every one catches a cold is not without some merit. Where societies in the

Caribbean, particularly Guyana and Trinidad and Tobago, have significant Muslim populations, should restriction extend beyond the identified region, the probability of reaching our shores or hindering travel to those who visit those countries are likely to impact.

That having been said, one should not lose sight that sovereign nations, which include established borders, have a right to determine their immigration policy and demand that their immigration laws be respected.

The world is paying attention to the ban. Guyanese, resident and abroad, have taken to social media and the streets to discuss and condemn it. Some even called for a protest against it in front of the U.S. Embassy in Georgetown.

Though the animation may give rise to speculation whether such is driven by

self-interest, being caught up in the hype given the world has mobilised and people are in the streets protesting day and night, is left to be ascertained.

In the meantime, it cannot be denied that acts of discrimination, wherever and whenever they occur and to whom they are directed against, are retrogressive steps, and go against the grain of humanity, where all ought to be treated with dignity and respect.

The belief in the fundamental principle of equality will see mankind desirous of building bridges, not walls.

When we reach out to others in the spirit of humanity, it helps in building relations from which can emerge strong communities, united and focused in achieving common goals.

As Guyanese express concerns with Trump’s Order and a Federal Judge on Friday, 3rd February put a temporary

stay on it, which the White House said it will challenge, we have our own walls to tear down and build our own bridges. Guyana remains torn because the divide-and-rule policy of the enslavers and coloniser still informs how we treat with each other.

Internally, where institutional structures are not only absent to bring about the needed spaces and assurances for equality to prevail, those required by laws are non-functioning, and forces in society still prey on our ethnicities to advance self-serving causes. Condemning the Executive Order when there exists evidence that we too are falling short makes a mockery of the condemnation.

As a region, the Caribbean Community (CARICOM) cannot boast of being non-discriminatory to its members. There still remain designated bench-

Essequibians cannot afford increase in landline rates Dear Editor, I READ carefully what the CEO of Guyana Telephone and Telegraph Company ( GTT) has said in Sunday 2/5/2017 Stabroek News and promises faster Internet by June 2017,and he is hoping for an increase in landline rates. We wouldn’t mind paying for the service if it will improve. For decades, customers, including myself, have been paying for a service which does not compensate for our hard- earned money, and most of all no one would listen and address our complaints here on the Essequibo Coast.

For the past six months, I have made several complaints to the branch here at Anna Regina that my Internet and landline telephone are not working properly; to date, no one has found the time to come and look at it, although I am living just a stone’s throw away from the exchange.

(GT &T) will have to get its act together, because when I dial a number on my landline telephone, all I hear is a recorded voice “this number is temporarily disconnected or you cannot reach the destination.”

When I call the same number with my GT&T cellphone, I am connected to the person at the other end. This has been going along for years; the Internet sucks almost every day and night, the speed we are getting here and paying for on the Essequibo Coast is unbelievable. At times we cannot upload a page or a picture, but we are paying 14 per cent VAT without any improvement to the service.

This thing can be really frustrating, especially when I have to submit my weekly broadcast relay report on the performances of the National Communications Network Inc. operation here in Region Two, to the Georgetown head office.

Because of the slow Internet and no telephone service, I am unable to send

my report to catch the 08.00 am meeting with the CEO and the engineers. Sometimes I have to wait until the speed improves then I will get to send it, by that time the meeting is finished.

This service is really hampering my work too as the Essequibo Chronicle Correspondent, I cannot get to send my article via email with pictures; I cannot even communicate with my bosses.

If you go to any Government or private offices, especially the banks, GRA, GWI, GPL,NIS,GTM Clico, etc etc, you cannot do any business because the systems are down and you have to go home, no matter how near or far you come from, your entire day is wasted.

I heard of sad stories that people from as far as Supenaam , Charity and the Pomeroon River, sat at the offices without food, hoping that the Internet would be restored and the system would be up so they can do their transactions, only to be told to come back

another day. The Essequibo Chamber of Commerce should speak out against GT&T’s poor service after all, the business sector is being affected too.

At this time, it is unfair to ask for an increase. Most of the people here on the Essequibo Coast depend on rice-farming and already they are being saddled with low prices for their produce and cannot make ends meet, plus they have an abundance of taxes to pay.

Many lost their crops to flooding and had to leave their land abandoned; some took out their little savings or borrowed money from the banks to go back to the land. All the businesses here depend on rice, I think general ly the whole country is going through a great depression, however, when there is prosperity, people who are using the service will pay the increase.

Parents should be checking on their children Dear Editor, LATELY, a lot of videos have been surfacing on social media with schoolchildren involved in sexual activity. The videos are clear with their faces, mostly of the girls and in their uniforms.

It is disturbing, because everyone is just talking and forwarding to the next person.

These children are involved in oral, anal and vaginal sex and one video saw one girl looking as though she was under the influence of something.

They are also engaged in unprotected sex. These girls are having sex with schoolboys and even out-of-school youths. They are doing it in and out of school. They do not seem to care about pregnancy and sexually transmitted diseases.

I am calling on parents, teachers, school welfare, the Ministry of Education, and Ministry of Social Protection to step in and get these children back on track.

Is sex education part of the school curriculum? Are parents speaking to their children about puberty, hormones, sex? Are they speaking to them about condoms?

Are they showing them videos of people infected with STDs? Parents need to start checking their children’s phones and taking them for medical check-ups.

Security guards or different teachers need to start walking around the school after hours to see what is taking place. These children who are going to lessons until late at night, how sure are parents that these children are doing so.

It is disturbing. It is hurtful. It is shameful.

I do not mean to shame any school, but it can be happening in all schools.

Are we raising a generation of porn stars? When will the ministry intervene?

What are these parents doing? What is wrong with this young generation? And we ask why they are not doing well in school and blame the teachers. No, it’s not the teachers. These children are focusing on the wrong issues and are so consumed with sex that nothing else seems important.

Our young people need help and they need it now!

As the applicant for these concessions and

the owner of the Sleepin chain of hotels, I reject this impression as false and malicious.

The veritable truth is that the Government of the day offered a regime of concessions for investments in the hotel and hospitality sector. As far as I am aware, these concessions were available to all investors. To benefit from these concessions, one had to comply with a long and elaborate process involving Go-Invest, the Ministry of Finance and the Guyana Revenue Authority; similarly, one had to satisfy certain laid-out requirements. The process contained certain checks and balances, which allowed the three aforementioned agencies to check, verify and authenticate the information provided by the investor.

I applied for the concessions, utilising the required procedures; the information that I provided

was checked, verified and authenticated by the relevant agencies and I was granted the concessions for which I had applied.

In fact, the concessions to which the article referred are not the first concessions granted to me as a hotelier. In 2005/2006, I was invited by the then Government to apply for concessions which I did, and they were granted and utilised in the expansion of the Sleepin International Hotel, located at Brickdam, Georgetown.

At that time, Guyana was preparing to host its leg of the International Cricket World Cup in 2007 and the country was in dire need of hotel accommodation.

Significantly, Guyana continues to benefit from the investments which I have made, utilising those concessions. The Sleepin chain of hotels has an international reputation of providing affordable accommodation in a quality environment with warm,

competent and cordial staff. It provides employment, at this point in time, for over a 100 Guyanese families and it contributes millions of dollars, annually, in taxes.

Unlike concessions and facilities granted to other hotels, the Sleepin chain never benefited from any movable or immovable asset from the State.

In the circumstance, Kaieteur News should be promoting the Sleepin chain of hotels rather than seeking to damnify it. Needless to say, Sleepin Hotel is the subject of the leading advertisement on the online edition of Kaieteur News.

Dear Editor, A POSSIBLE solution to the parking dilemma is to allow businesses to have reserved spots for loading and unloading, and customer reserved spots.

Also, the encouragement of bicycle usage within the busiest parts of the city would allow for better traffic flow. One could argue that these issues should be more important to the City Council, especially given the drop in retail income and the resulting VAT, which could produce a loss that surpasses the income gained from VAT on meters for parking.

In addition, such a business-friendly approach will prevent the alienation of the business community and parents of students, where

meters have been placed in front of schools.

In a time when incomes for the populace are under pressure, it is prudent to be taxpayer-friendly and be in sync with the voters and their needs.

After all, the main purpose of the City Council is to serve the populace and provide basic services.

If not having such a programme as the parking meter VAT income will hinder the provision of such basic services, the City Council should make this clear in a town hall meeting and allow the community they serve to work with them to find alternative solutions.

By Alva Solomon PERSONNEL at the Guyana Office for Investment (Go-Invest) have misplaced the files relevant to Chinese company Zhanghao Shipyards Inc. The company, which was granted concessions to the tune of $82.4M to engage in value-added activities, may have breached its investor agreement with Go-Invest.

This was revealed recently following the release of a forensic audit report last week on an audit which was conducted by Nigel Hinds Financial Services, of Go-In-

vest operations.

According to the report, dated September 30, 2016, the company, which is based at Coverden, East Bank Demerara, was incorporated in 2013, with the principal object of establishing a shipyard to build and repair local and foreign registered vessels.

The report stated that the investor applied for concessions related to their principal activity and was granted concessions in October 2013.

The auditing firm noted that the investor benefitted from concessions to the value of GY$82.4M to engage

in value-added economic activities.

“However, all evidence suggests that except for building a model vessel, the investor is in breach of the IA entered into,” the auditing firm said.

The vessel, which was built with a capacity to ferry 200,000 tonnes of logs and six crew members, was launched in 2014 and was expected to be used by a sister company of the manufacturer which operated logging concessions at the time.

According to the auditing firm, its attempts to garner additional information on the agreement signed be-

tween the Chinese shipyard company and Go-Invest was stymied since the entire file on the shipyard could not be found by Go-Invest staff.

Later in the report, the auditing firm noted that an examination of the files of four investors including Zhanghao Shipyards Inc has revealed that Guyana did not benefit from concessions granted to these investors for more than G$2B since the investors all breached their investor agreements minus sanctions.

Among its recommendations, Nigel Hinds Financial Services said Go-Invest should ensure that it appli-

cations are properly filled, processed and filed.

In addition, the firm noted that concessions recommended for exemptions should be monitored to ensure Go-Invest database can provide the Ministry of Business with the necessary data to provide information on economic activity and the preferred areas of investment by investors.

The firm added that all concessions recommended

by Go-Invest should be reconciled with the related exemptions granted by Guyana Revenue Authority (GRA).

Reports are that the minibus driver was overtaking a vehicle at the time

when he observed another heading in the opposite direction attempting to turn into the entrance to Parfait Harmonie.

SOME family behaviour can be seen as a traditional ‘way of life’ that is passed down from generation to generation. It is accepted by children without question, (because they are too young to know any better) who in turn pass the same traits on to their children when they become adults.

Today on 4 minutes for change we highlight two such behaviours. Both can have long-term effects on children and their adult relationships.

LACK OF AFFECTION There are parents who

fail to show their children any love or affection. They never praise their children or make them feel special in any way. Giving attention, love and affection are a few factors required for a rounded childhood.

When you ask grownups why they do not hug their children they usually say something like, ‘that is not how I come up… my parents never hugged me or showed me any affection, or ‘I am not accustom…’. This could be a valid reason or an excuse depending how you look at it. A valid reason: If an adult was not shown af-

fection as a child they might feel disingenuous (fake) attempting to portray and share those emotions with their children. An excuse: The universal language is love: set aside your pride or fears.

Get to grips with the fact that it is natural to show some love and affection to your children, everyone needs it.

When parents give words of encouragement and show affection it really does boost a child’s morale and self-esteem. Children are confident and perform better at school when they feel loved and appreciated.

DOMESTIC VIOLENCE Children should never have to witness domestic violence. But some adults think it is okay to have violent episodes and confrontations in earshot or in front of their children.

Adults fighting and hitting one another is not ‘normal’ behaviour and when children are raised in this type of environment they tend to portray the same actions towards their peers and then as adults with their partners.

And so the negative cycle continues without anyone stopping to question whether a Man beating up on his Wife

(or vice versa) has long-term negative effects on the children and family.

Children actually grow up believing that hitting another person is the way to resolve arguments or conflict: or a way of showing their anger or displeasure about a situation. Luckily, some adults, who witnessed domestic violence as a child, make the conscious decision to never hit their children or their partner due to the ordeal they witnessed as a child. And some children, who were denied affection, grow into adults who make a point of surrounding their children with all the love and attention they can give, based on what they ‘missed out on’ during their developmental years. These are adults conscious of the effects that their parents’ be-

haviour has had on them and they have no wish to pass on the same trauma to their offspring.

No one can predict the type (or extent) of the damage that parents cause children when they grow with domestic violence or with the lack of affection, but we can work towards making better childhoods for our children: Childhoods filled with love and caring, nurturing and sharing, kisses, hugs and positive parenting. Let’s do it… starting today.

Cevon’s cleans up after illegal dumping

In fact at the said time, a Guyana Forestry Commission truck was dumping boxes at the location and when asked by this publication the reason for such an act, the driver responded, “is not me dumping, is them send me to dump”.

The Council will be implementing stricter policies to avoid illegal dumping in the town.

Ramkarran: high fees choking parking meters PUBLIC Commentator, Ralph Ramkarran, is encouraging the ‘Movement Against Parking Meters’ (MAPM) group to support the parking meter project, but only if less sophisticated, more affordable parking is implemented by the Georgetown Mayor and City Council ((M&CC).

Ramkarran expressed this view on Saturday on his weekly blog, “The Conversation Tree.”

With a current charge of $58 for 15 minutes, he said it is difficult to understand how the M&CC and Smart City Solutions (SCS) – the company contracted to operate the meters - could have failed to appreciate that Guyanese would not be able to bear such a heavy burden for parking.

Motorists can evade the charges by walking or parking outside the metered zone.

Ramkarran reasoned though that more modest fees, such as $40 an hour, eight hours a day, with a minimum of half an hour for $20, perhaps for an extended area, would be affordable and acceptable in the Guyanese economy.

He noted that while this

would still be a “burden on many,” the City Council and SCS would have found more takers.

Ralph Ramkarran And should the rates be reduced and the City Council decides to implement a less sophisticated parking system in a wider area, he said that MAPM should support it.

“Who knows? The City Council might earn far more than the 20 per cent it was expected to bring,” he said.

The contract between the Council and the company states that the former will receive 20 per cent of all revenues generated from the metered parking system, while the latter will

receive the remaining 80 per cent.

IN SYMPATHY, BUT… Ramkarran pointed out that newspaper reports indicate that many people have no objection to paying for parking, since many are in sympathy with the City Council’s need for resources and to regulate the streets.

“No one doubts the dire need of the City Council for resources. Its current income from rates and taxes is inadequate to maintain even the basic services it now provides. The City Council has had to rely on the help of the Central Government in the past and continues to do so,” Ramkarran said.

However, he noted that MAPM’s current strategy to seek a reduction in the parking fees will not work.

He reasoned that a reduction to a sum that is affordable is not likely to be possible for SCS’s sophisticated operation.

He said that there is need for far higher charges than are affordable by most of the driving public, to make a profit.

“And if a profit is not

made, the project will fail,” Ramkarran said, adding that one sign that it might not bring the expected return is the City Council’s announcement that rates and taxes will be increased by 10 per cent.

Having arrived at this conclusion, he said that MAPM’s strategy should therefore be to mobilise as many people as possible to park outside the metered area.

He noted than in Georgetown’s small city, the walk to work or to do business is only 15 minutes.

“Facebook and demonstrations have to be supplemented by local organising and sustained legwork,” he said, in obvious reference to a social media movement which has gained much traction.

In examining the movement against parking meters, Ramkarran said that it took a while for resistance to develop, and when the reality of the charges hit home, it triggered the formation of the MAPM, led by some prominent citizens.

Weighing in on a protest against the meters on Friday outside of City Hall, the political commentator said that the demonstration showed that big business, middle-class employees, vendors and taxi drivers were all represented.

He noted too that a major concern appeared to be the dramatic reduction in retail trade for stores, shops and vendors and this should certainly invite Government’s concern.

Meanwhile, Tow Clerk Royston King has refuted claims by the Private Sector Commission (PSC) that there was a lack of consultation regarding the implementation of the meters.

In an advertisement published in the newspapers on Sunday, the Town Clerk said “in the very first instance when the Mayor and City Council and Smart City Solutions (SCS) sought to consult with the PSC, the commission refused to meet and has consistently continued to refuse to meet.”

King also said that quick canvassing of a number of businessplaces on Robb and Regent Street quoted in the media as claiming losses, revealed that proprietors had not spoken to the media.

Accusing the PSC of also making this claim, the Town Clerk called for the commission to present an audited sales analysis demonstrating a decline comparable with sales at the same time of the year in previous years. He asked that variables such as the introduction of new taxes, and the decline in the rate of exchange of the Guyana Dollar to the U.S. dollar be taken into account.

Stricter monitoring of Linden butcher shops

By Vanessa Braithwaite COUNCILLORS of the Linden Regional Democratic Council (RDC) are of the opinion that the butcher shops operating in the mining town are not properly monitored and their transport and operating practices do not meet standards required for safe consumption.

This issue was brought up during the statutory meeting held last Thursday where several councillors used the opportunity to voice their concerns on the matter.

Councillors expressed disappointment in the way the bulk meat is being transported to shops. According to the councillors, it is often times done on the backs of the butchers, in wheel-

barrows, and in go-carts, uncovered and exposed to whatever bacteria may be in the atmosphere.

Councillor Gordon Callender spoke about the setting on the Mackenzie Wharf and noticed butchers transporting their beef uncovered in dirty wheelbarrows to their butcher shops.

The wharf is located in proximity to the market’s dump site and that environment is infested with flies.

This, he said, is an urgent matter to address as the health of consumers is at stake.

Regional Chairman, Renis Morian, who also spoke on the issue, said some years ago, a fellow councillor noticed beef lying in a boat and when checks were made, it contained tuberculosis.

Councillors have called for stricter monitoring of butcher shops in Linden Regional Health Committee Chairman, Dr Gregory Harris, told the Council that the matter was raised several times at public health meetings and a recommendation was made to address the situation.

It was recommended that a monitoring unit be set up on the Linden Soesdyke Highway at ‘Millies Hide Out’, the junction where Linden starts, to facilitate stricter monitoring of meat entering the town.

Councillors also recommended that the meat be transported in a more “civilised way” to avoid exposure to any form of airborne bacteria.

They had previously called for an abattoir to be re-established in the town as this would aid in the monitoring process.

The Regional Chairman reiterated that the recommendations should be forwarded to the Linden Mayor and Town Council, since it is under that Council’s remit and not that of the RDC. In an invited comment, Senior Environmental Health Officer attached to the Mayor and Town Council, Crystal Drakes, told the Guyana Chronicle that the Council’s Environmental Department works along with the Vet-

erinary Health Inspector attached to the Linden Hospital Complex, to monitor butcher shops in Linden.

She said however, the team is not often aware of when the meat is being transported to the shops and its inspections are done some time after.

“In terms of the transporting of the meat, many times when they bringing it in we are not aware of the day and time and so we will work as early as today pertaining to that to see how best we can monitor them when they are transporting it. She revealed however that there are not many cases where meat is condemned but they are willing to hold consultations with the RDC to fill any loopholes in the process.”

Drivers could lose big monthly on parking meters ... rates higher than most areas in NYC

CONSUMERS are losing up to $36 on every parking meter card purchased, and could possibly lose up to $1.4M a month even as the parking rates remain higher than most in New York City – a city with an economy more than 517 times that of Guyana.

The metered parking system, introduced by the Georgetown Mayor and City Council (M&CC) last year, is a simple one.

Between the hours of 07:00 hrs and 19:00 hrs, if drivers wish to park in any of the demarcated spots, they are required to purchase a parking meter card, which is then used to pay for parking via the parking meters.

The prices for the cards vary from $570 to $11,400.

These prices are inclusive of the recently adjusted 14 per cent Value Added Tax (VAT). Finance Minister Winston Jordan on Monday said that VAT should not be charged on the cards.

However, they are still being charged.

Meanwhile, the rate for parking is $50 for 15 minutes and an additional $8 (16 per cent of $50) for VAT – taking the total to GYD$58 for 15 minutes or $232 per hour.

But even though VAT has been reduced to 14 per cent, $8 (or 16 per cent) is still being charged.

Assuming an individual wishes to park for four hours a day, they would be losing $72 on their cards for that day, $360 a (five-day) week, and $1,440 a month. Should this be applied to 1000 drivers, it means that they would collectively be losing $1.4M per month.

This loss to consumers was acknowledged by Kit Nascimento, Consultant for Smart City Solutions (SCS) and National Parking Systems (NPS) – the private companies contracted by the Georgetown M&CC to manage and operate the parking meters. The companies receive 80 per cent of the total revenue generated from paid parking while the Council receives the remaining 20 per cent.

When asked if consumers would be losing money on the cards, Nascimento responded in the affirmative, reasoning that “it is standard operating procedures around the world”.

However, according to the New York City Government website, while there

“The admirable initiative of the Ministry of Public Health to support teen mothers must be applauded; praise must also be given to the inclusion of young fathers in support groups that have been, and are being established, in different locations throughout our country,” Mrs Granger said, adding: “The dedication and commitment of the doctors, nurses and other staff of those centres will be a key factor in determining the success of this initiative.”

For Minister of Social Protection, Ms Amna Ally, the launch of the initiative is testimony to the administration’s high level of commitment to the nation’s youth.

“I would like to categorically state that we must never grow weary of continuously highlighting the importance of investing in our children; we can and must seek to create and establish strategic policies and programme-oriented goals that facilitate the development of their full potential, especially their health and well-being,” Minister Ally said.

Minister within the Ministry of Education, Ms Nicolette Henry, spoke on the importance of safeguarding adolescents.

EMPTY SPOTS Since becoming fully operational, citizens have rejected the metered parking system, with countless parking spots remaining vacant on a daily basis. This has even prompted Town Clerk Royston King to issue a statement asking citizens to support the initiative, which he believes will benefit the City.

Simultaneously, there is a “Say no to parking meters in Georgetown” movement calling for citizens to “starve the parking meters”. Several protests by this movement have been planned.

Additionally, an online petition introduced on Thursday has already received more than 300 signatures of citizens who reject the parking meters.

The petition states that most of the fines and measures which will be instituted, once the by-laws are approved, are “too high” in

cost and have “unfair” penalties.

Should an individual fail to pay for parking while occupying a parking spot, his/her vehicle would be wheel-booted, and they will have two hours to pay a release fine of $8,000 + VAT. If the individual tries to remove or interfere with the immobilisation device, that person could be fined $100,000 or spend three months in prison.

After two hours of being immobilised, the vehicle would be towed and this would attract a towing fee of $12,000.

If the vehicle is damaged during this process, the individual will not be compensated by the M&CC. Impoundment fee is $7,000, and each day the vehicle remains impounded, an additional $7,000 will be charged.

Should an individual fail to pay these fines within 90 days, the M&CC can sell the vehicle at a public auction.

Persons providing false or inaccurate names to wardens or City Constables run the risk of being placed before a magistrate and could be fined up to $50,000.

Ming continues F4 podium run in Mexico

CALVIN Ming continued his dominance this weekend in Mexico, producing three podium finishes and extending his lead in the FIA NACAM F4 Champioships.

After the fire last weekend, Ming’s RAM racing car was stripped, rebuilt and tested during Friday’s

practice before Saturday qualifying where he put down a time of 48.702 time, pipping his competitor Moises de La Vara, who was .160 of a second off the pace He returned later in the afternoon to race from flag to flag, finishing 3.2 seconds ahead of the second-placed team RPL motorsport duo of Jose Sierra

and Luis Alfonso Perez respectively, producing consistent drives throughout.

The race which lasted for just over 25 was run for 30 laps over the 1.8 kms course which features 13 turns, and mins.

Race two had its own hiccups with fifth-placed starter Sierra finishing first with Ming, who started sixth finishing second and

Santiago Lozano third.

The race started in damp conditions with the cars utilising the ‘slick’ tyres and before midway through, most of the pack including the then front runners were forced to the pit as the rains came down.

However Sierra and Ming opted to continue on the slicks and were rewarded with podium

finishes.

De La Vara took Race three ahead of Ming, with Alfonso Alvarez finishing third.

Ming told Chronicle Sport, “another good weekend for me and team RAM racing in Mexico.

One first and two second-place finishes only extends my run in the championship and I’m glad. Special thanks to my team who set up the car this weekend.”

Ireland move closer to Test cricket status IRELAND could be g r a n t e d Te s t c r i c k e t status in April after a meeting of the In ternational Cricket Council (ICC) board in Dubai.

An agreement has been made to include them and Afghanistan in future plans.

At the meeting, the ICC also agreed the principle of a nine-team Test league, to be run over a two-year cycle, probably starting after the 2019 World Cup. Decisions will be made at the next ICC board meeting in April.

In addition, after the

controversy of the recent India-England series, the ICC has agreed in principle to use the decision review system in televised World Twenty20 matches from October.

The ICC has been discussing ways to revamp the Test structure for some time.

It is unclear if Ireland and Afghanistan would be able to play Tests straight away or would have to wait for the new structure of Test cricket to begin.

Ireland made their one-day international debut in June 2006 when they played En-

gland, while Afghanistan’s maiden ODI was three years later.

Taylor, Boult inspire NZ to ChappellHadlee series win

(REUTERS)-Trent Boult took career best one-day figures as New Zealand completed a tense 24run win over Australia in Hamilton yesterday to regain the Chappell-Hadlee Trophy with a 2-0 series victory.

Boult took 6-33 as Australia, who only needed to square the series to retain the trophy, were dismissed for 257 on the final ball of the 47th over as they chased New Zealand’s 281 for nine.

The home side’s innings had been built on Ross Taylor’s 16th ODI century with Dean Brownlie adding his maiden half century in his first ODI innings in more than two years.

Stand-in captain Aaron Finch (56) and Travis Head (53) had put Australia on track for victory but the visitors lost quick wickets after good partnerships before Boult returned to run through the tail.

“I think the collective bowled really well and we managed to take wickets throughout and put pressure on them,” man-of-the-match Boult said.

“It was a good series and great couple of games and we’re happy to have (the trophy) back.”

New Zealand won the first game at Eden Park by six runs but the second in Napier on Thursday was abandoned without a ball being bowled due to an unsafe, wet outfield.

Marcus Stoinis, whose 146 not out in the first game almost single-handedly clinched victory for Australia, looked like being the key wicket again on Sunday when he was well set on 42 with his side 198-6 in the 40th over.

The 27-year-old, however, did not quite get hold of a flighted delivery from left-arm spinner Mitchell Santner and holed out to Jimmy Neesham at long on.

Pat Cummins (27) and Mitchell Starc (29 not out) threatened to get the visitors home with a 51-run partnership in five overs before Boult struck with three wickets.

Super Over in place for Champions Trophy … ICC announces a raft of changes following their latest round of meetings in Dubai

A Super Over may be used in one-day international cricket for the very first time after the International Cricket Council(ICC) announced the method will be implemented in the case of a tie in the semi-finals and final of the Champions Trophy this year.

The ICC has announced a raft of changes that will be implemented following their latest round of meetings in Dubai, while cricket’s major figures have also revealed details of some in-principle agreements that could make significant changes to the structure of international cricket.

A Super Over has been available in the case of a tie in previous ICC finals, but never before for other knockout matches.

In previous ICC events, the event of a tie in a quarter- or semi-final meant the side that finished in the higher position during the group stage of the tournament would progress to

the next round.

This was famously the case when the 1999 World Cup semi-final between Australia and South Africa at Edgbaston finished in a tie, with the Aussies advancing to the final having finished ahead of the Proteas in the Super Six stage of the tournament The tie-breaker method is commonly used in Twenty20 matches when scores are level at the end of the match, but it has never before been implemented in a 50-over international.

The ICC also announced a Super Over would be available in the semi-finals and final of the 2017 Women’s World Cup, which will be held in the UK after the Champions Trophy.

It was also confirmed that the Decision Review System (DRS) will be available for all televised matches during the Women’s World Cup, as well – for the first time – both men’s

and women’s World T20 tournaments going forward.

They also agreed to a consistent use of DRS in all international cricket matches.

A system of demerit points for poorly-rated pitches and grounds will be introduced, similar to the points system used for players when they breach the ICC’s Code of Conduct. A venue will be suspended for a period of 12 months if it accumulates five demerit points, while 10 points will lead to ban of two years.

And it was confirmed that the final of the 2020 Women’s World T20 to be held in Australia will be played on March 8 (International Women’s Day).

Cricket Australia chairman David Peever said the meetings had been very successful.

“Cricket Australia is very pleased to see the progress made by the Chief Executives’ Committee on the structure of the game, with

India are the reigning Champions Trophy winners // Getty its latest proposals around new Test and ODI leagues, and I am confident that these will be welcomed by the ICC Board when they are presented in more detail at the April meeting,” Peever said in a statement.

“We are also pleased to see their agreement around the use of DRS technology in all international cricket, and the creation of a medical advisory committee, which will provide an opportunity for the sport to consider such issues as player concussion and heat policies.

“And we are delighted to see that the women’s World T20 final, in Australia in

2020, will be held on International Women’s Day, March 8.

Given that this will be a Sunday that year, we are sure it will be one of the great events on the sporting calendar.”

Third Powell century brings Leewards Hurricanes another victory ST JOHN’S, Antigua, (CMC) – Left-hander Kieran Powell stroked his third hundred of the Regional Super50 to surpass 400 runs for the tournament as Leeward Islands Hurricanes returned to their winnings ways with a dominant 105-run victory over Kent Spitfires here Saturday night.

Powell, using his usual free-scoring approach, raised his half-century in the 20th over off 59 balls and then used another 50 balls to reach triple figures, bringing up the landmark in the 36th over.

He lost Hodge in the 17th over brilliantly caught

by Coles off seamer Darren Stevens and Bonner to Tredwell in the 34th, before he finally perished 19 balls later in the 37th over.

Arsenal and Liverpool have faltered in recent weeks to slip out of title contention behind runaway leaders Chelsea but United have found some momentum and now trail the fourth-placed Gunners by two points and the Reds, who are fifth, by one.

After a poor start to the season United have gone under the radar in their 15-game unbeaten run. Led by master tactician Jose Mourinho and a squad of adaptable players it is the Old Trafford side’s tactical flexibility that is aiding them.

TTOC’s Lewis elected CANOC boss Guyana Beach Football squad leaves on Thursday for Bahamas TRINIDAD and Tobago’s Brian Lewis has been nominated unopposed to the post of Caribbean Association of National Olympic Committees (CANOC) chairman.

Lewis, who also serves as head of the Trinidad and Tobago Olympic Committee (TTOC) will complete the term of Barbados’ Steve Stoute who resigned from the position in October of last year.

Lewis had served as interim chairman pending ratification of the position at Saturday’s CANOC Extraordinary General Meeting in Barranquilla, Columbia on Saturday.

THE Guyana Beach Football squad wrapped up their preparations over the weekend ahead of leaving for the World Cup championship to be held in the Bahamas.

The squad played a series of warm-up matches during their training sessions and will wing out for Bahamas on Thursday Speaking to Coach of the Guyana team,Abdulla Hamid on Friday,he said the team is about 85 per cent ready for the task of representing Guyana as they had been in training since August last year.

Hamid said he expects to see a competitive Guyana team but warned the players on Friday evening: “If we are going to get injuries, we will go short so we have got to be careful,”he said as the session ended.

He said they have been watching videos on what to expect from the game officials and opposing teams, while they were encamped

Pride pull off dramatic two-wicket win over Jaguars to ease into semi-finals CAVE HILL, Barbados, (CMC) – A sterling effort by Guyana Jaguars proved fruitless in the end as unbeaten Barbados Pride pulled off a dramatic two-wicket win in the last over to ease into the semi-finals of the Regional Super50 here yesterday.

Defending 187 in a low-scoring contest at 3Ws Oval, Jaguars rallied to take the game into the last over before succumbing to their third defeat with three balls remaining.

Pride seemed assured of victory at 119 for two in the 36th over but Barbadian left-seamer Raymon Reifer and fast bowler Ronsford Beaton scythed through the innings, triggering a collapse which saw six wickets tumble for just 61 runs.

With Pride needing six runs from the nerve-wracking last over bowled by Reifer, Jomel Warrican (two not out) got a single off the first delivery but Carlos Brathwaite (11 not out) failed to score off the second ball.

However, the West Indies

Twenty20 star then cleared the ropes at long off with the third ball, to hand Pride an emphatic victory – their sixth on the trot in the competition which booked them their spot in the final four.

Reifer led the Jaguars attack admirably with four for 46 while Beaton claimed two for 41.

The victory took Pride to 28 points while Jaguars, who

started the tournament with two defeats but rebounded to win their next three games, remained on 13 points.

Sent in earlier, Jaguars suffered a serious batting failure and could only muster a lowly 186 all out off 50 overs.

Veerasammy Permaul, batting at number nine, top-scored with 32 while opener Rajindra Chandrika struck 30 and wicketkeeper Anthony Bramble weighed in with 29.

Ashley Nurse continued his wicket-taking form with three for 28 while fellow off-spinner Roston Chase (221) and seamer Jason Holder (2-42) finished with two wickets apiece.

Jaguars appeared to be cruising when Chandrika and Assad Fudadin (18) put on 58 for the first wicket before the rot set in and they lost seven wickets for 61 runs to slump to 119 for seven in the 37th over.

Chandrika was fluent in his 43-ball knock which included six fours before he was bowled by Nurse in the 14th over and the left-handed Fudadin followed in the next

over, caught at extra cover off Chase.

Captain Leon Johnson, who made 21, added 26 for the third with Chris Barnwell who scored six before he was run out at 86 for three in the 23rd over and with just one run added in the next over, veteran left-hander Shiv Chanderpaul was caught and bowled by Nurse for one.

With the innings collapsing, Permaul and Bramble combined in a 42-run, eighth wicket stand which helped Jaguars scrape past the 150-run mark.

and fired into the far corner of the net.

For Egypt coach Hector Cuper it was more disappointment. Having lost five finals in club football, including Europe’s elite Champions League competition twice, he is now an unlucky loser again at international level.

But for Cameroon’s young Indomitable Lions it was a moment of unexpected triumph in a tournament the country will host in two years’ time as defending champions.

‘STAG Elite League’ second half rescheduled

THE second half of the Stag Elite League, originally scheduled to begin yesterday with the League Leaders Tournament, has been rescheduled to February 26, March 1 and 5, 2017 respectively.

The Guyana Football Federation (GFF) in a release yesterday said this became necessary to enable clubs that have acquired new players during the recent transfer period a chance to adequately prepare for the tournament, while facilitating the promotion of the league.

The transfer period, which concluded on January 31, has seen a number

of players being moved to various clubs across the country, with Fruta Conquerors FC acquiring the highest number of transfers.

The League Leaders tournament will feature a double-header on February 26, which will pit Victoria Kings FC against Buxton United FC, while GDF plays Fruta Conquerorss FC (Playoff # 1 and #2).

PEPSI Hornets were too hot to handle on the field of playas they carted off the Inaugural Guinness VII’s rugby championships Saturday night last at the National Park field.

The Pepsi side outclassed their Yamaha Caribs counterparts, as they put them down 29-10 in the decider, running the tournament undefeated by disposing of the Police Falcons and the Guyana Defence Force among others.
