By Svetlana Marshall A tour of the Georgetown Public Hospital Corporation (GPHC) on Wednesday by the Parliamentary Sectoral Committee on Social Services could have gone awry when the Chairperson, Dr Vindhya Persaud broke with the agenda and visited the

hospital’s storage bond something which management said should not have happened as a visit to that facility was not part of the schedule.

The bond is currently undergoing major repairs and hospital officials said staffers were not informed of any visit by the PSC as this was not the arrange-

ment with Parliament. However, Persaud is contending that the committee had written to see the entire hospital “and I think we should have been allowed to see the entire hospital…”

The hospital’s bond has attracted some attention in recent days with claims and counter claims by the GPHC and New Guyana

Pharmaceutical Corporation over damaged drugs. Sources said this would have more than likely influenced Dr Persaud’s impromptu visit to the bond even though she knew it was not part of the committee’s visiting schedule. Dr Persaud is a Member of Parliament for the PPP- a party that is closely aligned to the New

GPC. Minister within the Ministry of Public Health, Dr. Karen Cummings and Minister of Indigenous People’s Affairs, Valerie Lowe, who are also members of the

arrival of the 14 bottles of soda lime.

But before Dr. Persaud could have wrapped up her discussion with Bullen, GPHC’s Chief Executive Officer (CEO) Allan Johnson, who was also a part of the tour, asked that the dialogue be discontinued so

Committee insisted that the Chair should have stuck to the agenda, contending that the bond was not among the units listed to be visited.

During the initial stage, the Chairperson of GPHC Board, Kesaundra Alves had announced that the tour would have been confined to four departments – Accident and Emergency, Surgical Outpatient, Cardiac ICU and the Pediatric Unit.

But despite their pleas, Dr. Persaud proceeded to the storage bond to have a firsthand look of the storage conditions there. The ministers had remained in the compound of the hospital.

During her discussions with the Acting Pharmacy Manager Yvonne Bullen, she was asked by Alves to proceed downstairs. Alves murmured that the hospital’s administration was not informed of the visit to the bond and the staff was not prepared. This, however, did not deter Dr. Persaud, who stated that the when Parliament wrote GPHC, the intention was not to visit sections of the hospital but the entire facility. “We can’t store six months’ supply here, maybe about two months. Because the building is wooden we have to be very cautious,” the Acting Pharmacy Manager told the head of the parliamentary committee during their brief interaction.

When the issues surrounding the damaged drugs were raised, the Acting Pharmacy Manager indicated that a fresh batch of paracetamol 500mg tablets were supplied by New GPC on Tuesday afternoon, even as the hospital await the

“It makes you wonder, why they don’t want you to see certain places,” she added. At the end of the tour, Alves acknowledged that the bond is not 100 per cent as it is currently undergoing remedial works. “I would say the bond is doing the best it could,” Alves told reporters while noting that plans are in place to raise its standards. Weighing in on the issue, Minister Cummings said too that the bond is undergoing remedial works, while pointing out that there are also the Sussex Street and Kingston bonds. Funds she said, have been budgeted for the rehabilitation of the Kingston Bond.

Funding security reform …Greenidge says UK funds for SSRAP by year-end FUNDS to advance the country’s Security Sector Reform Action Plan (SSRAP) may be disbursed to Guyana by the end of this year, Foreign Affairs Minister,Carl Greenidge told reporters on Wednesday.

Speaking at a news conference, Greenidge said during a state visit to the United Kingdom recently, the matter was discussed with his British counterparts and the likelihood of money being disbursed before the end of this year is high.

“I believe that I am (in) order in saying… that exercise

would be completed before year-end and there will be arrangements for some part of those funds to be disbursed before the end of the year.

I am fairly sure that that is the intention,” Greenidge told reporters gathered at the Ministry of Foreign Affairs’ conference room.

Since taking office in 2015, President David Granger signaled his administration’s intention to have the SSRAP re-introduced. Since signaling his intention, he met with former UK Prime Minister, David Cameron and British High Commissioner to

Guyana, Gregg Quinn on the matter.

The US$4.7B SSRAP which began in 2007,was scrapped in 2009 after the British Government had requested to have oversight of the programme to ensure that there was ‘value for money’.

The former People’s Progressive Party Civic (PPP/C) Administration had disagreed with the manner in which the British Government had wanted the programme to be run, and had stated that the British had sought to intrude upon Guyana’s sovereignty.

However, in its defence,

Forensic lab to conduct DNA testing by 2018 – Ramjattan ONCE the Guyana Forensic Science Laboratory is fully equipped with the necessary equipment and the staff are trained, it will be able to conduct DNA (Deoxyribonucleic acid) testing by 2018, according to Minister of Public Security, Khemraj Ramjattan.

As part of the lab’s qualification and certification process, it has to be fully equipped and the staff have to be qualified to conduct DNA tests which are internationally recognised. “DNA is the highest grade of investigation at the forensic level and the chemicals, the procedures in a DNA lab are very high quality; you do not want interfaces with the samples and the integrity of the items. You have to have very strong structures and we are now training the forensic lab technicians for

all of that. Then you have to have the equipment and we don’t have that yet,” Ramjattan told media operatives on Wednesday.

Minister Ramjattan said that the sponsors of that equipment want to be assured that the lab’s personnel are properly trained, and all other systems are in place before the equipment could be made available. “That is very important because you can have all of that coming in and it takes one good lawyer to demolish a case presented in court and then no juror ever believes that that DNA sample testing is proper…so I want to go cautiously to ensure everything is in place, the air conditioning unit, the refrigeration units and all of that before we proceed,” Minister Ramjattan said.

currently equipped to conduct testing including on currencies, forged documents, and ballistics, Minister Ramjattan said. Under the second component of the Ministry of Public Security’s Citizen Security Strengthening Programme (CSSP), there are provisions for improving the Guyana Police Force’s (GPF) Forensic Laboratory’s effectiveness towards preventing and conducting crime investigations.

This component is being funded at the cost of US$5.5M through the Inter-American Development Bank (IDB).

Apart from the procurement of equipment for the laboratory, the CSSP will facilitate local and overseas training, and training materials for laboratory staff and the GPF, in terms of crime investigation and evidence collection.

the British Government said the Government of Guyana had submitted a different proposal which had focused on police modernisation rather than a holistic approach to reform as was originally requested. The British’s intention was to build a workable basis for improving national security while reducing crime in Guyana by 2011.

Meanwhile, the Foreign Affairs Minister explained that while in the UK, the issue of crime and security was not heavily on the agenda during meetings with the private sector and diaspora but noted that emphasis was placed on security during meetings with members of the British government with the hope of having the programme restored.

“That security arrangement is to be reactivated and it is the mechanics of that that was part of the discussion,” said Greenidge. He reminded reporters of the presence of the British Security expert, Russell Combe,who is currently looking at getting the modalities in place. Combe, a former top UK military officer arrived in Guyana in January to assist with the implementation of the SSRAP which is part of a UK Funded initiative aimed at improving the security sector here.

Combe, a retired Lieutenant Colonel,has since briefed the hierarchy of government about his experience in security and his role in Guyana. The former UK military officer possesses global expeditionary experience, ranging from hands-on tactical level to the strategic political military interface. He is said to be proficient in the

assessment, operational planning and conduct of security operations in complex and multi-agency environments, with host nation police services and Non-Governmental Organisations (NGOs), whilst being mindful of corporate social responsibility and stakeholder engagements.

Additionally, Combe transitioned to risk and security management with the associated training and logistical requirements for the oil and gas sector in East Africa and

humanitarian operations with the Ebola Response Consortium in West Africa. He served as a team leader with a private security company in Mozambique and has considerable experience in austere, expeditionary environments and in the command and control of operational security in the field.

British High Commissioner,Greg Quinn last month said it is important that the Government of Guyana takes action based on the recommendations put forward by Combe who has been in Guyana for just over two months.

At the opening of a Risk and Liaison Overseas Network (RALON) Training for Guyana Immigration officers at the Guyana Police Force Training Centre, Eve Leary, Quinn said he is hopeful that the recommendations submitted by Combe would be acted upon and not placed on a shelf.

It is believed that with the implementation of the SSRAP, the country’s security sector will be significantly strengthened.

THE SHORTAGE of drugs, medical supplies and human resources continue to plague the Georgetown Public Hospital (GPH) but the government has maintained that these deficiencies do not affect the delivery of patient care.

The shortages were among issues raised during a tour of the facility by the Parliamentary Sectoral Committee on Social Services, led by Dr. Vindhya Persaud on Wednesday.

Parliament, Dr. Vishwa Mahadeo were among committee members present while GPHC

was represented by its Board Chairperson Kessaudra Alves; the Chief Executive Officer,

Allan Johnson and Director of Medical Services, Dr. David Samaroo. As part of the onsite visit, Accident and Emergency, Surgical Outpatient, Cardiac ICU and the Paediatric Units were among key areas visited.

At the Accident and Emergency Unit, Dr. Zulfikar Bux told the parliamentary officials that the department is faced with a serious case of overcrowding which is compounded by a shortage of both doctors and nurses. The hospital operates on a 24 hour basis.

He noted that the hospital not only treat patients from Georgetown and neighbouring communities but from across the entire country through a system of referral.

He said on any given day, the 18-bed department sees between 60 to 100 patients.

“The biggest challenge lies in the overcrowding. We have an 18 bed department, and at any point in time we would have between 60-100 patients in the department, so it is a very limited space in terms of taking care of patients,” he explained to the officials.

According to him, the hospital is currently working on a plan to tackle this issue.

But the situation he lamented is further compounded by the shortage of nurses and doctors. Given the quota of patients seen on a daily basis, Dr. Bux contended that the department would need approximately 30 doctors to deliver timely and efficient patient care, however it only

problem in the country, noting that similar problems existed at other hospitals visited.

“I think it is a serious shortage and certainly they have not been able to get a handle on it,” she posited.

“We have visited many hospitals and what we have found is that there are many doctors there who are enthusiastic, who are doing their work, who are working above and beyond the call, even here, and there are still drug shortages and at the end of the day we are not looking at anything more than making sure that the patients out there get the medication,” Dr. Persaud added.

According to her, a lot of the medications that are in short supply are critical for patients with certain diseases.

However, Minister Cummings objected, noting that though there maybe shortages within the system, the delivery of services at GPHC and other hospitals are not severely hindered.

“I think that we do have some shortages of course but it is not affecting care or the quality care that our doctors and nurses are giving to the patients;so of course we know where the gaps are, and we have made efforts and will continue to make efforts to address this,” she assured.

Based on the visit, the parliamentary committee will make the necessary recommendations and a report will be submitted to parliament.

DRUG SHORTAGE Over at the pharmacy, the Senior Pharmacist,Jenelle Welch disclosed that they are short of several drugs and medical supplies but explained that these drugs only ran out within last few days and weeks.

“It’s on and off, there are some stuff that’s not in supply right now but we still get medication coming from time to time,” she posited, while pointing out that the patient load ever so often is hard to keep up with.

“In terms of medication we don’t have immunoglobulin.

We don’t have midazolam, fortum;insulin not available for a few weeks,” she disclosed. The pharmacy is also out of aspirins, metoprolol and atorvastatin.

It was noted that the pharmacy would order drugs and medical supplies three months before they are exhausted but the procurement system is often a lengthy one.

Director of Finance, Ronald Charles said in times of emergency, the hospital would request needed supplies from four main primary suppliers which include Ansa McAL and New GPC. However, it was noted that there is an annual contract.

UN Good Officer to frequent Guyana …as border controversy mediation intensifies

MINISTER of Foreign Affairs, Carl Greenidge on Wednesday announced that as the mediation continues on the Guyana-Venezuela border controversy, UN Secretary General,Antonio Guterres’ appointed personal representative, Dag Halvor Nylander of Norway, would be “in and out of Guyana over the next few weeks quite frequently.”

The Norwegian envoy who dealt with the Colombian peace process has been assigned to try to settle the longstanding border controversy between Guyana

and Venezuela by the end of the year. If that process fails, then Guyana will be on its way to the International Court of Justice (ICJ) for

final settlement.

Speaking at a press conference held at his Ministry’s conference room, Greenidge who was accompanied by Director General, Ministry of Foreign Affairs,Audrey Waddle,said the border controversy remains on the front burner and noted that Guyana will abide by the decision of the UN Secretary-General to have another try at mediation this year.

“The dialogue with the partners at the international level takes place… the UN Secretary- General continues to dialogue with us through his personal representative

‘Team Change’ trying petition to remove Yarde “TEAM CHANGE”, the GPSU group that fought incumbent President Patrick Yarde at the recent union elections with the hope of removing him but lost in their bid, said it will petition workers to have Yarde remove from the post.

Gordon Nestor, a member of the team told Guyana Chronicle on Wednesday that his team refuses to accept Yarde’s victory at the union’s election and will not accept his presence at the GPSU. “We will circulate a workers petition from tomorrow (today) to have Yarde

unseated because of his track record that he left at the union,” said Nestor.

Team Change is aiming to have 500 members sign the petition which will then be submitted to the court.

Efforts to contact Yarde for a comment proved futile.

After the announcement of the result of the elections on Tuesday, the team held a press conference that evening to state that the results are unofficial and will not be accepted because the process was allegedly not transparent.

The results revealed that

Yarde gained 1,024 votes to defeat his challenger Gregory Gaspar, who managed 842 votes.

Polling stations were set up in eight regions across the country and gave 3,663 eligible members a chance to cast their ballots.

According to the elections result, Dawn Gardner will take the seat as first vice-president of the union after gaining 1148 votes; Trevor Daly as second vice-president with 1390 votes; and Samantha Fedee as third vice-president with 1089 votes.

A BUSINESSMAN, who was nabbed by police after stabbing a man with a knife in the vicinity of Parliament Building, was remanded to prison on Wednesday.

Denzel Wilson, 24, appeared before Chief Magistrate Ann McLennan on Wednesday, charged with attempted murder; he was not allowed to plead to the indictable offence. It is alleged that on May 2, 2017 at Hadfield and High Street, Georgetown, he wounded Ceon Wright with intent to

commit murder.

The unrepresented accused of Costello Housing Scheme, Georgetown told the court that he is unemployed and would ‘buy and sell’ items. Prosecutor Arwyn Moore told the court that on the day in question, Wilson saw Wright sitting outside of a general store at Hadfield and High Street and confronted him about giving information to the police about him [Wilson] being involved in criminal activities.

Wilson reportedly dealt Wright a slap to his face,

causing the man to run away. It is alleged that Wilson pulled out a knife from the waist of his pants and chased Wright after which he cornered him in the vicinity of Parliament Building. The accused dealt the man several stabs about his body and made good of his escape.

The victim was rushed to the Georgetown Public Hospital by the Guyana Fire Service ambulance and is still in a critical condition. Bail was denied and he was remanded to prison until May 25, 2017.

Greenidge disclosed too that the border controversy was also discussed with British Minister of State of the Foreign and Commonwealth Office, the Rt. Hon. Baroness Anelay of St. Johns DBE,during her meeting with President David Granger and other government officials on Tuesday.

He said among other issues, the Baroness and President Granger spoke of the challenges as it relates to the controversy. Guyana has long resolved that the only way to settle the controversy is by way of a juridical settlement at the ICJ. Baroness Anelay after departing Guyana will be visiting Venezuela and Trinidad. The Foreign Affairs Minister reminded that the Arbitral Award of 1899 was an award that arose

from United States’ pressure on Britain in 1895. It was reflected in a treaty of 1897 and the 1897 treaty was signed by the United Kingdom. “The award was accepted by the Venezuelan government just as it was accepted by representatives of the United Kingdom and in 1966 when the Geneva agreement was first signed,it was signed by Venezuela and Britain… in February of 1966.”

Greenidge noted when Guyana became independent in May, 1966 the agreement was signed. “So it (Great Britain) was the principal signatory to that agreement and in that regard it has a responsibility and a role. So that is why that arose and we spoke a little bit of what might be required,” he said in relation to the role the British Government has in the controversy.

Meanwhile, Guyana had

welcomed the announcement by the UN Secretary-General of the appointment of the Norwegian diplomat as his Personal Representative on the border controversy between Guyana and Venezuela.

“We welcome the appointment. We feel it’s a positive move. We are confident that the appointee can do his job and we will abide by the Terms of Reference and the conditions that have been laid down by the United Nations’ Secretary-General,” President David Granger had said.

He said too that the threats Guyana has experienced over the years to its territorial integrity have been a disincentive for foreign investors and noted that the move by the UN to try mediation once again is an indication that the matter will be resolved by the end of this year.

AN outlaw breed of drivers is fast becoming the new norm on our country’s roadways.

They are also reckless, dangerous and intimidating.

They make mindless and liberal contributions to the statistics on road fatalities, with injury, death, property damage,wailing,and broken-hearted loved ones in the backdrop.

They drive at breakneck speeds, indulge in reckless lane violations, run red lights and stop signs, become distracted by their mobile phones, drive under the influence of alcohol or drugs and are often impatient and inconsiderate.

According to statistics from the Police Traffic Department, the most prevalent cases for the years 20152017 show that speeding tops the list with DUI, breach of traffic light signals, and being an unlicensed driver among the other foremost incidents.

In 2015, there were 126 road fatalities, 128 in 2016, and 35 in the first quarter of 2017. With a population that is under a million, the country can ill afford to lose about 130 persons in traffic fatalities each year.

The recklessness being seen on our roads has brought into question the role and effectiveness of the various

agencies involved in road safety. These agencies are primarily engaged in traffic education and/or enforcement.

The law enforcement efforts tend to gather speed via campaigns but it is the considered view of informed observers that such determined attempts must be sustained and systematically conducted. Often one sees a motorist who has been pulled over for some breach, making a mobile phone call and usually it is to someone who “can help” by interceding and thwarting the course of justice.

The police must take a strong stand and summon the will and determination to outlaw such conduct. Offenders, regardless of their station in life and contacts, should all face the full force of the law.

There must be no untouchables; not even VIPs must be exempt.

It is also essential that an adequately researched and technically up-to-date programme of traffic engineering be launched. Traffic engineering is that branch of civil engineering that utilises engineering techniques to achieve the safe and efficient movement of people and goods on roadways.

It focuses mainly on research for safe and efficient traffic flow, such as road geometry, sidewalks and crosswalks, cycling infrastructure, traffic signs, road

surface markings and traffic lights.

Recent media reports have indicated that Government has been responding to calls by parents for improved road safety facilities along Woolford Avenue.

In that light, the construction of a pavement between Vlissengen Road and Albert Street has been completed and it is expected to be extended, sooner or later, to Camp Road, in order to accommodate pedestrians and minimise accidents. The avenue is frequently used by students of several schools and colleges, including the Government Technical Institute, North Ruimveldt Primary, Guyana Industrial Training Centre, St. Joseph’s High, North Georgetown Secondary, Critchlow Labour College and Texilla American University.

The Government has also announced its intention to construct three pedestrian walkways at Houston, Peter’s Hall near the Demerara Harbour Bridge, and Eccles, in addition to a vehicle bypass at Diamond, all in the heavily populated East Bank Demerara corridor. The new overhead pedestrian crossings will have features which will enable the elderly and persons with disabilities to have an equal opportunity to use the bypasses.

Traffic officers cannot be everywhere at all times

but in this age there is recourse to traffic enforcement cameras that could be mounted beside or over a road or installed in an enforcement vehicle to detect traffic regulation violations, such as speeding or going through a red light.

It may also be linked to an automated ticketing system.

Media reports have noted that errant drivers have been captured on surveillance cameras in Georgetown,but not much has been publicised on the effectiveness of this technology in ramping up local enforcement efforts against rampaging drivers.

Among our most vulnerable road users are pedestrians.

Globally, more than 270,000 pedestrians lose their lives each year on the world’s roads.

Persons, including children, leave their homes on any given day but never return.

However, many pedestrians are non-fatally injured and are left with permanent disabilities, causing much suffering, grief and economic hardship. Improvements in the trauma care services at our hospitals will go a far way in providing the urgent treatment needed to save pedestrian lives and deal with other casualties on our roadways.

Another challenge for our traffic department is the growing number of bikers who brazenly ride without safety helmets, ignore red lights and speed limits, particularly a

growing number of apparently ‘untouchable’ super bikers.

Many of them can be seen on Sunday afternoons in the new trend of ‘opening throttles’ on their way to the Linden Highway.

Amidst all the factors taken into consideration in curbing the lawlessness on our roads, attitude is everything.

Attitudes towards the road environment and driving can impact driving behaviour. Unfortunately, too many are displaying aggressive attitudes and behaviour when driving rather than use their vehicles in a socially-acceptable way.

The police are also facing worrisome incidents involving heartless hit-and-run motorists, use of ‘blinding lights’, head-on collisions through reckless overtaking, booming noise-nuisance music, and use of defective vehicles.

Perhaps, it is time to implement a more vigorous demerit point system, adopted to local needs, and managed by a duly constituted autonomous, legal body. A major step forward was taken just yesterday

with the significant and timely launching of the Guyana National Road Safety Action Plan 2017 – 2019. It details a number of ‘Success Indicators’, and a multi-stakeholder strategy, as everyone is urged to take a more active role to make our roadways safer and save “hundreds of lives”.

And highlighting our collective responsibility, Minister of Public Security,Kemraj Ramjattan told the road safety forum that “We need more civilian appreciation and participation in the (road safety) process since there is sometimes an uncaring response from the public.”

He severely reprimanded persons who sit idly in vehicles, especially minibuses and taxis, and remain mum while the driver is speeding and driving recklessly, and they don’t even make a report at a police station.

In the South Ruimveldt community there are signboards displaying a message that is relevant to all motorists: SLOW DOWN; THIS IS A NEIGHBOURHOOD; NOT A RACETRACK.

No industrial tribunal in place Dear Editor:

The parties in industrial relations,which are government, employer and trade union,are working within the Tripartite Committee to find a mechanism that can assist in expediting resolution to grievances.

Two areas that are currently being mulled are an industrial court or an industrial tribunal, where a determination is yet to be made as to the most applicable. As it relates to collective bargaining,this is a process used to resolve differences between employer and workers. It requires engagement between and among the parties in the industrial relations system to

work assiduously and finally arrive at an agreement. In the case of collective bargaining between the state agencies and trade union, particularly as it involves wages/salaries and working conditions, the imposition of these continue under the APNU+AFC government.

Engaging the unions, breaking off negotiations, and impositions of wages and salaries is not a feature of collective bargaining. For example, the public sector workers, both in 2015 and 2016, did not have the benefit of collective bargaining but rather wages and salary imposed. The absence of collective bargaining weakens the effectiveness of the

trade union movement by taking away its ability to be engaged in determination, through negotiation, on the true value of labour and seeks instead to impose what government or the employer thinks they deserve. Denial of collective bargaining takes away the right of the worker to determine the value of their labour. And history has taught us what the employer thinks is best for workers is not necessarily in their best interest.

In the market place of labour the denial of collective bargaining takes away the workers’ right to tell you what is the value of their labour. Government sets the tone for the industrial

relations climate in society and is expected to uphold the law of the land. When government fails to do so, it sets a bad precedence. It is no wonder employers such as the Bauxite Company of Guyana Incorporated can engage in exploitative acts against the workers. Since 1999,after a hard-fought battle by public service unions for a living wage, which culminated in the Armstrong Arbitration Tribunal that saw workers receiving the largest remuneration package in decades, there has been no collective bargaining in the sector. This struggle resulted in many workers being shot.

ident David Granger, in his address to the May Day Rally stated that collective bargaining was restored and an industrial tribunal established. I am not sure why the minister chose to make these statements but they are misguiding to the public. Collective bargaining has not been restored and there is still a quest of the trade union movement to have this new government commit to doing same. There is no tribunal in existence in Guyana. What is taking place is a tripartite discussion on the issue.

There is expectation that the minister who has responsibility for Labour will see the need for these two issues that are im-

portant to the industrial relations climate be addressed with some level of alacrity. It is for reasons like this, the trade union community, united in one voice, continue the call for a Ministry of Labour. Added to the concerns raised, the misleading information

by Minister Trotman highlights the challenges the media face to ensure that the public has accurate information that would help in their understanding of events in society.

Those law books and Nandlall’s explanations

Dear Editor: Assume that your child received physical injury after being given a sound spanking by a Prefect for arriving late at school one day. In defense, the Prefect said he was instructed or permitted to do so by the Head Teacher (HM). Even if the HM did confirm that reprehensible arrangement, the HM could be easily sanctioned by the Education Ministry with resulting disciplinary action being taken against the Prefect for inflicting such punishment that caused your child physical injury. If it became a Police matter, charges of Assault causing actual or grievous bodily harm could be filed.

In juxtaposition with the cited Prefect, the former Attorney General has implicated a former President as the giver of permission under some ‘oral’ agreement for him to be the beneficiary of Law books purchased with state funds.

The Law books in question

are (14 of) 15 Commonwealth Law Books/ Reports, paid for by the Ministry of Legal affairs (with YOUR tax-paid dollars) to the tune of almost $2.5 Million from 2012 to 2015. The supplier was a UK publisher.

The Law books were declared missing from the Legal Affairs Library when the APNU/ AFC Government assumed office in May 2015. Subsequently, the former Attorney General,Mr. Anil Nandalall declared that the 14 Law Books were in his possession. The 15th Law book, which was already paid for in March 2015, was received from the UK supplier in June 2016 and is now in rightful safe keeping of the Legal Affairs Library.

Controversy surrounding the custodian and ownership of those law books escalated after it became the subject of two main findings in the report of a Special Audit conducted by the Auditor General in January 2016. The Auditor General’s report was satisfactory, but contained a flaw; a flaw relevant

to storekeeping procedures.

The Auditor General’s report suggested that the Law books were not subject to storekeeping procedures. However, Section 18 of Store regulations of 1993 notes that “All goods purchased shall be taken to the store and shall be subject to store keeping procedures outlined in these regulations”. “The storekeeper shall make entries in the Goods Received Book in Form 4 and shall prepare goods received notes in Form 2, with appropriate remarks” Based on a response to the Auditor General’s report from the Ministry of Legal Affairs, the Law books in question were not taken to the Stores nor subjected to the relevant storekeeping procedures. They were instead delivered directly to the former Attorney General,Mr. Nandalall, in direct contravention of the Stores Regulations.

Although the Law books were indisputably purchased with public funds, it must be noted that the findings of the

Special Audit exposed an apparent breach in the payment procedure where the purchases were not done in accordance with such procedures governing the Fiscal Management Accountability Act of 2003. Such breaches raised suspicion that there may have been a collusion with, or circumvention of, the Head of the Budget Agency. The Ministry of Legal Affairs in its February 2016 response to the Auditor General also noted that it has no evidence of this (Law books) agreement between former Attorney General Mr. Nandalall and former President,Mr. Donald Ramotar.

It was based on the foregoing that the matter was given Police attention. Police action further intensified after the breach of a gentleman’s agreement by the former Attorney General to return the Commonwealth Law books. Criminal charges were then filed against him. All other facts and details will most likely unfold during the judicial hearings. In this regard the citizenry

should exercise greater patience and try to appreciate the intricacies of such investigations.

It is fair to say that the Police did not act ‘Ultra vires’ or above and beyond its powers by arresting Mr. Nandalall, as some seek to suggest through various missives. Mr. Nandalall held an entrusted position of the state and clearly abused the privileges and fiduciary responsibility so vested upon him by misappropriating the state’s assets (Law books bought with YOUR tax dollars) to his own use. The fact that Mr. Nandalall took the Law books discretely, without permission of the state, is a form of embezzlement and has resulted in the charge against him in the form of “Larceny by Bailee”.

It is also fair to say that slothfulness of some officials in handling this and other matters seem to be manifest in them taking “an abundance

of personal and juridical caution”, or by overwhelming intimidation of some who still wield fear and power,thereby causing timidity in decision making by those now vested.

From whichever angle one wishes to view this issue, in the discourse of common law jurisdictions, the principle of open justice is most frequently expressed in the form of an aphorism (pronouncement) attributed to Lord Chief Justice Hewart in his judgment in Rex v Sussex Justices Ex parte McCarthy 1923: (quoted) “It is not merely of some importance but is of fundamental importance, that justice should not only be done, but should manifestly and undoubtedly be seen to be done.”

High Court trial for man who attempted to kill wife

AN ANNA Regina New Housing Scheme, Essequibo man was committed to stand trial in the High Court by City Magistrate Judy Latchman for the attempted murder of his wife.

Ishwar Heeralall, 39, called “Buckman” was informed

by Magistrate Latchman on Wednesday that a Prima Facie case was made out against him for the indictable offence, which alleged that on July 31, 2016 at La Penitence Market, Georgetown, he unlawfully and maliciously wounded Wanita Heeralall, with intent to commit murder.

During the preliminary inquiry, several police officers and civilians were called to testify by police prosecutor, Shalon

Daniels.

Heeralall did not have legal representation but told the court that he acted in self-defense as he claimed that his wife had a knife in her bag and advanced towards him.

According to the man, on the day in question, he was at the La Penitence Market area with their son and had just bought a chopper when he saw his wife.

The father of five pointed out that his son saw his mother and held onto her hand but she pulled away.

As a result he told her, “look how long that child ain’t see you and you pushing away his hand.”

The man admitted that he and his wife had an argument and that she threatened him with the

knife when he used the chopper to prevent the blows.

“I can’t tell if it [chopper] spin out my hand and chop her,” Heeralall told the court.

Heeralall remains on $600,000 bail and has to report to Criminal Investigations Department at the Ruimveldt Police Station fortnightly; he also has to lodge his passport at the court.

According to reports, Heeralall chopped his estranged wife with a chopper while she was shopping in the La Penitence

Market.

Wanita Heeralall, 31, of Laing Avenue, Georgetown was rushed to the Georgetown Public Hospital with a fractured skull and several wounds about her body. Based on reports, Ishwar Heeralall came to the market and was walking around the area looking for her.

It was reported that he constantly harassed the woman and did not want to accept that she had moved on with her life.

President David Granger and Minister of State, Joseph Harmon on Wednesday separately held talks with Secretary-General of the Association of Caribbean States (ACS), Dr. June Soomer, the first woman to head the regional organisation, who assumed office last year.

She was accompanied by her Political Adviser, Ms. Tricia Barrow and Conference and Protocol Officer, Ms. Patricia Phillip-Boodoosingh. During her meeting with President Granger, Dr. Soomer updated the Head of State on some of the policy adjustments that are being made and projects that have been initiated under her

leadership. She also raised a number of concerns and the President said he will ask for those matters to be placed on the agenda for discussion at the upcoming Meeting of Heads of Government of the Caribbean Community (CARICOM) in July.

“Given the number of Anglophone Caribbean States in the ACS, I think we can play a more integral role…

There must be a mechanism in place for engaging the Anglophone Caribbean,” the Head of State said. The Secretary-General, who shared this view, noted that even though 14 of the 25-member body are CARICOM States, they have not been meaningfully involved in the

decision-making process and this is a status quo that she is working to change. “We are trying to make sure that the organisation, in its revitalisation, becomes more visible, more relevant and more strategic. This is why we need CARICOM to become more involved,” she said.

She also informed the President of a multi-million-dollar project to monitor sea level rise along the entire perimeter of the Caribbean Sea. This project is being executed in partnership with Korea, an observer member of the ACS. President Granger spoke of Guyana’s own push towards a green economy and said that he endorses fully, the Secretary-General’s

commitment to the environment.

Meanwhile, later in the day Dr Soomer met Harmon noting that she was pleased with the steps taken by Guyana to pursue a ‘green’ agenda in the fight against climate change, even as the country is preparing to embark on oil production. She noted that Guyana and the ACS share similar goals and that there is a wide scope for collaboration and opportunities for the country.

Minister Harmon noted that Guyana is always open to developmental initiatives and would particularly welcome projects in areas of ‘green’ development, climate change mitigation and adaptation and

land and water management.

According to the Ministry of Foreign Affairs, prior to becoming the Secretary-General of the ACS, Dr. Soomer served as Saint. Lucia’s Ambassador to the Organisation of Eastern Caribbean States (OECS) and the Caribbean Community (CARICOM) with responsibility for Diaspora Affairs from 2008 to 2015. Dr. Soomer, a native of Saint Lucia, made history in 1994 when she became the first woman to graduate with a doctorate from the Cave Hill Campus of the University of the West Indies.

Throughout her career, she has worked in the educational, financial and diplomatic sectors lecturing at the Uni-

versity of the West Indies, the University of North Carolina at Wilmington and the University of San Francisco. Dr. Soomer also worked at the Eastern Caribbean Central Bank in the Human Resources Department for 10 years.

Gov’t to tighten noose against ‘dangerous’ drivers

By Rabindra Rooplall PERSONS charged with causing death by dangerous driving will now have their licence suspended until the case against them has been dismissed, Public Security Minister,Khemraj Ramjattan said.

He made the announcement at the launch of the National Road Safety Action Plan 2017-2019 at the Pegasus Hotel on Wednesday.

Ramjattan said he will be submitting to Parliament an amendment to the law for mandatory revocation if a person is found guilty of causing death by dangerous driving.

“I have started the process that if you’re charged with causing death by dangerous driving, we are now going to, under the section where the minister has the power to disqualify those charged during the period of awaiting their trial, these drivers will be suspended,” Ramjattan said, adding that: “The power that I have is only prior to sentence being passed, and I can disqualify and suspend;if convicted,the magistrate or the judge will then deal with the case.”

He explained that the proposed amendment will cater for persons found guilty of causing death by dangerous driving.

“We should have, apart from imprisonment and fine,a compulsory disqualification.”

He said at his ministerial level there will be enhancement of the sector, particularly new policies with serious deterrents.

Ramjattan also called for more training for the police and members of the Road Safety Council in emergency services.

“We need more civilian ap-

preciation and participation in the process since there is sometimes an uncaring response from the public,” he added.

He chastised persons who sit in vehicles, especially minibuses and taxis,and say nothing when the driver is speeding and not even making a report to the police.

The minister also said relatives should not be in a vehicle and allow the driver to speed, worst yet if the driver is intoxicated.

“We are the ones at fault all the time but we care not and we go about with business as

if some other person is at fault or the Government is at fault,” he noted.

Minister of Communities,Ronald Bulkan said drivers should show more respect for the pedestrian crossing and those found wanting should be dealt with condignly by the police.

Bulkan called for a campaign to raise awareness on pedestrians’ rights to safety on the pedestrian crossing and said undertaking and driving out of one’s lane should never be tolerated.

“Paying attention to these

small things can help make an impact on the 50 per cent reduction of fatalities we are trying to achieve.”

Public Infrastructure Minister,David Patterson said road safety cannot be achieved in isolation and the Guyana National Road Safety Council’s (GNSC) push for a multi-stakeholder approach is commendable.

“People do not realise how a simple thing such as wearing a seat belt, driving a safe distance away from a vehicle, even being courteous to other road users could go a long way.

Many do not realise that putting on a seatbelt could make the difference between life and death,” Minister Patterson said.

Meanwhile, GNRSC Chairwoman Ramona Doorgen said an adequately funded lead agency and a national plan or strategy with measurable targets are crucial components of a sustainable response to road safety.

According to Chief Planning and Transport Officer,Kester Hinds, the effort of all stakeholders working together can make a dramatic difference in saving the lives of road users.

Constitution must expressedly guarantee

press freedom

– says GPA amid calls for more critical thinkers in the media

By Navendra Seoraj The Guyana Press Association (GPA) said it will lobby for press freedom to be expressedly guaranteed in the country’s Constitution.

The GPA made its intention known as it joins similar bodies the world over in observance of World Press Freedom Day 2017 held under the theme “Critical Minds for Critical Times”.

Freedom of the press is the right to circulate opinions in print without censorship by the Government. The

United States of America (USA) is one of the country that enjoys freedom of the press under the First Amendment to their Constitution.

Though time has changed and the press is no longer limited to print, there are still restraints to what is published, printed and posted by local media outlets.

Matters of press censorship and ways in which the local media fraternity can be enhanced were brought to the fore during a World Press Freedom Day discussion among journalists,

writers and well-wishers at Moray House on Wednesday.

GPA had pointed out to a United Nations (UN) team meeting with stakeholders on Constitution reform that expressed freedom of the press is absent from the Guyana Constitution.

Though their call has not gained traction as yet, GPA Executive Nazima Raghubir said whenever the consultation resurfaces again, the GPA will be advocating for the addition of press freedom to the Constitution.

“We want to make sure that freedom of the press is explicitly stated in the Constitution,” told the gathering of mostly journalists, who gave their full support to the GPA’s push.

English lecturer, Dr. Joyce Jonas, who also addressed the gathering, emphasised the need for more critical thinkers in the media.

“The local media needs to stop being a fan club… they need to be more assertive and ask relevant and necessary questions… enhanced investigative journal-

ism must also be something to look at,” Dr. Jonas said as she encouraged journalists to be objective in their reporting and not to self-censor themselves.

GPA President Neil Marks hailed the country’s veteran journalists for setting a “Code of Conduct” that somewhat governs the coverage of General and Regional elections in the country.

Marks said because of the reportage, there have been less violent elections and the trend of positive changes is one that needs

to be seen more often. The Government in its World Press Freedom Day message said the press in Guyana has the freedom and latitude to pursue, publish and broadcast whatever it wishes without fear of hindrance or harassment.

“The enabling environment for journalists has undergone progressive change in the past two years to allow for a strengthening of the conditions under which they operate,” the Government said.

Mora Camp residents want road fixed …bad weather compounds transportation woes

By Svetlana Marshall HEAVY rains in recent days, compounded by high tides, have forced children living at Mora Camp to resort to drastic measures in order to attend school on a daily basis.

They have had to remove their shoes and socks to tread murky waters and swamps in order to access the main public road, before travelling miles to arrive at their public schools.

During the dry season, the more than 25 children who attend nursery, primary and secondary schools in Central Bartica, would have to climb steep hills and cross creeks, using makeshift bridges, just to get to school, but according to Mark Harrop, the situation has gone from bad to worse with the heavy showers over the last

week.

“The hill is now washing away, so it is becoming difficult for the children to climb,” he said, adding that their makeshift bridges are now under water.

“Last week was the high tide, but now they have to put up with the high tide and the rain; and it is becoming more and more difficult for them,” he complained.

While some accompany their children to school through the murky waters on a daily basis, other parents have opted to keep their children at home, particularly the smaller ones.

FEARING THE WORSE Fearing that the situation would only get worse, Mark and approximately eight other concerned parents on Tuesday met with the Mayor

of Bartica, Gifford Marshall.

During that meeting, the concerned parents reiterated the need for bridges to be built across the creeks, along with a concrete step down the steep hill. They are asking, too, for mud dams to be built in the swampy areas.

Marshall later in the day told the Guyana Chronicle that the Council is working with the Ministry of Communities and the Ministry of Public Infrastructure to resolve the issues facing the children and by extension, the people of Mora Camp.

He said that while the Council is taking the residents suggestions into consideration, it would have to consult with the Guyana Lands and Surveys Commission, because the hill alluded to by the residents, falls within the boundaries of private lands.

He said that school-age children residing in Kalcoon Camp had faced similar challenges, but the Council was able to secure an engine and

With 21 houses in Kalcoon, and 23 in Mora, and with a population of approximately 160 persons, 60 of whom are children, these two camps need the track to be converted into a real road.

Public assistance list growing EFFECTIVE January 1, 2017, the Ministry of Social Protection’s Public Assistance has been increased from $6500 to $7500 and so is the list of persons being supported by the programme, Director of Social Services at the Ministry of Social Protection, Whentworth Tanner has said.

“The Social Services department can now accommodate a lot more persons, and we’re more focused on providing support to children especially those children who do not have the basic necessity to attend school on a regular basis,” Tanner explained to the Government Information Agency (GINA).

This programme is conditional and applicants have to fulfill certain requirements before they receive government’s assistance.

For example persons applying with a medical condition, have to provide a medi-

cal certificate and proof that they are attending a medical clinic regularly.

However, persons are supported to sustain themselves and to be able to contribute to the general development of the country.

Tanner noted that the persons receiving support must prove that they are making the effort to live a healthy lifestyle, and adhere to the doctor’s instruction.

“We do know that the national coffers are there to ensure that people are healthier and that they’re able to contribute on the economy’s overall development. There are many studies which show that there is a direct correlation between development, poverty alleviation and health so we are focused on that for persons applying for social assistance,” Tanner highlighted.

The social services department also plays a role to ensure that children attend school and clinics regularly.

Tanner pointed out that the different categories of Public Assistance are medical, temporary and economic public assistance. He explained that the medical is for persons with temporary health problems such as an accident that will prevent them from working.

The economic ones are given to persons who have economic problems and cannot sustain their families and the permanent public assistance is for persons with permanent disabilities such as paralysis. The Social Services Director noted that for the medical and economic category, a review of circumstances is conducted every six months, and for the permanent category, once every year. This is to ensure that the persons receiving public assistance are still eligible for it.

mented in Region Four, Georgetown, East Bank Demerara, and Regions Five and Three are moving apace and will be rolled out in other administrative regions shortly. The “at risk youths” benefit from training courses, as well as programmes which focus on remedial behaviour which is aimed at preparing them to become positive adults. Public Assistance is a temporary support instituted by the government to provide welfare services to low income families.

Ring bang radio coming soon A FRESH approach to airplay is what Guyana’s newest radio station, 92.1F.M. “Ring bang” radio is promising the public as it gears to launch in the coming months.

“Bringing you the latest hits and classics 24/7”, the station owned and operated by music sensations, brothers Rudy and Eddy Grant, is already drawing attention for its soothing flow and maximum exposure of local tunes; old and contemporary.

Rudy Grant told the Guyana Chronicle that he hopes to give Guyanese music access to fair airplay so that their talents could be recognised. He said that there is a lot of great music coming out of Guyana, but Guyanese themselves are not aware of who the artistes are because their music do not get adequate airtime.

“I try to give Guyanese music the opportunity it deserves.” Grant, who cur-

rently selects the music, was enthusiastic, saying that he plays, “what the people want to hear.”

He reminisced that during his stint at the National Communications Network (NCN), his program ‘Best by Request’ afforded him the opportunity to interact with people as they called in to request their favourite songs, allowing him to make a connection between the people and what it is they enjoy.

Grant said that the radio station plays American music, Jamaican music, Caribbean and all that is requested by the people. The station is most proud however to play the local music that is deserving of airplay. According to Grant, in many cases where local songs are played on radio stations they are played for short periods and aired less times.

Grant said what he does however is mix Guyanese

music with that of other countries to make the point of quality local music.

“I would put up our local songs against the foreign songs and there is no difference.” He said if you were to put up a song by Guyana’s own, the late Aubrey Cummings against one that is from America for example, people would not know the difference because the music is done well.

Pensioner found dead on EBD road POLICE are investigating the circumstances surrounding the death of Suresh Mangru, 70, of lot 35 Garden of Eden, East Bank Demerara (EBD).

His body was discovered about 04:30hrs Wednesday morning on the western parapet of Garden of Eden Public Road, some 400 yards from his home. The body bore injuries to the head and right side ribs, consistent with that of a vehicular accident.

Man remanded for allegedly beating mother A MAN who was allegedly seen beating his mother and had to be overpowered by a neighbour, has been remanded to prison by Magistrate Alex Moore at the New Amsterdam Court on Wednesday.

Businessmen accused of selling, buying foreign currency without licence TWO Chinese nationals were fined $30,000 for buying and selling foreign currency without a dealer’s licence in Guyana.

Qingtai Lin and Jie Xiang, who operate a store along Regent Street and Lacytown, Georgetown appeared before City Magistrate Fabayo Azore and denied the joint charge on Wednesday.

It is alleged that on March 28, 2017 at Georgetown, they bought US$50, without being the holder of a dealer’s licence in Guyana. According to reports, the police acted on information received and set up a sting operation.

On March 28, an undercover policeman went to the Regent Street and Lacytown business place with a US$50 which was bought by the two accused.

The rank revealed himself to the two Chinese businessmen and inquired if they had a dealers’ licence to which they responded in the negative.

The business place was search and US$1,030 was found.

The men, with the aid of a translator, apologised to the court for their actions. Magistrate Azore fined the men $30,000 each or 3 months imprisonment in default.

Hospital attackers to be charged -as cops beef up checks at WDRH

POLICE will institute criminal charges against family members who attacked West Demerara Regional Hospital (WDRH) employees and destroyed hospital property last Sunday night ‘D’ Division Commander Leslie James said Wednesday.

Police in the area on Wednesday interviewed Dr. Shonette Jack, who witnessed the entire 25-minute fracas in the WDRH Emergency Room Sunday, before charges are filed James said. He made the disclosure during a meeting at the WDRH boardroom with Public Health Minister, Volda Lawrence, several ranks of the Guyana Police Force (GPF) and senior Region three (Essequibo Islands/ West Demerara) officials.

James was forthright in the 90-minute meeting with Lawrence owning up to “several lapses” made by his ranks who he admitted “didn’t act promptly” to complaints made by WDRH staff who were verbally and physically attacked by an irate family demanding immediate attention for an injured member.

“What concerns me more is that three calls had to be made before assistance could be rendered to the (assaulted) staff. This is very, very worrying. This ought to be have been treated with urgency,” Lawrence told Regional and police authorities. She continued: “I will not allow anybody to run roughshod over my staff”.

Local Gov’t bodies get subvention MINISTER of Communities Ronald Bulkan said that 51 of the 65 Neighborhood Democratic Councils (NDCs) have already had the first half of their 2017 subvention programmes approved.

This translates to approximately $2 million for each of the 51 councils. The disbursement of the remaining 50 percent of the NDCs subvention would be dependent on the council meeting the criteria under the Fiscal Transfer Act. Minister Bulkan explained that under the Act, to be eligible for the remaining 50 percent, there are certain deliverables each council has to demonstrate.

Minister Bulkan also reported that eight out of the nine municipalities have had their subvention, which totals $146 million approved. The sole exception is the Georgetown Municipality, which “has been a bit tardy.” The issue of financing has been the Achilles heel of the local government system and the councils, in particular. Most local government councils with very few exceptions, do not have sufficient financial resources to undertake their annual work programme. The councils are largely dependent on Central Government subvention to execute these works.

In recognising this, in 2017 the administration increased the subvention to the local councils. From the amount of $3Million that was subvention

in the past was increased to $4 million per each NDC. It is however, expected that the local councils be self-financing (generate their revenue.)

The challenge with that though has been the issue of property assessment, which is the rate that a local council is legally authorised to exact from each property owner.

The dysfunctionality of this assessment regime has led to challenges in all of the councils not being able to earn the revenue that should accrue to them via their rates on properties. The government has been working to address this deficiency. Through the Ministry of Finance, earlier in the year, the Inter-American Development Bank (IDB) loan was approved for a technical consultancy to upgrade the capacity valuation office to

better provide the local councils to enhance and modernise their property assessment capability, and the property assessment system.

Minister Bulkan said that once this process begins, it will permit the local councils to increase their financing and allow them to become less dependent on Central Government. Of the 2017 Budget approved funding for the Ministry of Communities; a significant portion ($1.043Billion) covers the provision of subvention to the local councils.

The sum of $206Million covers the Municipalities, $264Million the NDCs, and $556Million the inclusion of an aspect of the Community Improvement Programme under the functions of the local councils.

ACTING Police Commissioner David Ramnarine has contended that road safety campaigns will only succeed when road users change their attitude towards the rules of the road.

He expressed these sentiments at the launch of the National Road Safety Action Plan 2017-2019 at the Pegasus Hotel on Wednesday.

The acting top cop said the Police Force is not short of manpower, breathalysers or radar guns but there is need for more compassionate and caring road users.

According to Ramnarine, human and economic loses are increasingly becoming endemic due to accidents. To help in stemming the number of accidents, the Police Force has strengthened the leaner/ driver examination in recent years.

It now has a strong civilian oversight with the introduction of the Cops and Faith Community network.

This examination is also supervised by invigilators from the religious community and the marking of the papers are also done by holy-inclined people in a bid to avoid discrepancies.

“We have taken it a stage further with collaboration with the GRA. Every certificate of competence issued by a certifying officer has to be verified by the traffic chief who sends a report to the commissioner and who collaborates with the GRA,” the acting top cop said.

But though collaboration with key stakeholders is increasing, the carnage on the roadways continues.

“There are too many people being killed on the roadways and in the midst of the carnage drivers appear to forget the five Cs once they enter a vehicle,” Ramnarine told the Pegasus gathering.

The five Cs are: Consideration, Commonsense, Caution, Courtesy, and Care.

Meanwhile, Traffic Chief Dion Moore said the majority of persons killed on the roadways are pedestrians, noting that they account for 34 per cent of all road deaths.

Passengers and occupants of motor vehicles account for 22 per cent, motorcyclists 15 per cent and pedal cyclists 14 per cent.

“We recognise that most of the accident occur during the period of 18:00hrs to midnight during Fridays through Mondays and the type of vehicles involved are private vehicles and the age of the drivers involved in fatal accidents fall between the ages of 25 to 33,” the traffic chief noted.

He said persons age 55 and older are largely responsible drivers. The National Road Safety Action Plan 2017-2019 envisions by 2020, there will be a 50 per cent reduction in fatal accident, and Superintendent Moore said all stakeholders will be onboard to make this target a reality.

“Road safety is not the police’s function or the minister’s function; road safety deals with persons acknowledging the importance of safety. There is a saying crime is not a must, but traffic is a must because persons must move from point A to B in order to survive,” he said.

Albion Estate Staff Club gutted by fire A FIRE believed to be electrical in origin, destroyed the Albion Estate Senior Staff Club in the wee hours of Wednesday. The building is located in the Albion Estate Compound, Albion,Corentyne,Berbice.

Reports indicate that the fire started at approximately 4:00hrs, allegedly from an electrical point at the Club located in

the upper flat of the two- story wooden building, which housed a bar, kitchen, conference hall, dining room and the guest rooms.

According to the security guard on duty, Alvin Indardatt, he was patrolling on the eastern side of the compound when he noticed smoke emanating from the middle section of the building. He said as he

ventured closer, he realised the building was on fire.

“At first I thought the smoke was from the factory. Is when I go up closer I see a set of smoke coming from the roof. I just hurry to the main gate and call the estate,” Indardatt said.

At the time of the fire, no one was inside the building. The fire tenders were

summoned and arrived in a timely manner and firefighters were able to save a section of the guest house.

When contacted, officials of the Albion Estate stated they were not in a position to comment on the matter but noted that they have suffered millions of dollars in losses. An investigation has been launched into the cause of the fire.

No ‘Ghost Teachers’ in Region 10 – REO

REGIONAL Education Officer (REO) of Region 10, Marcia Paddy has rubbished the findings of the Commission of Inquiry (CoI) into the state of education which alleged existence of “ghost teachers” in the system who are collecting money under false pretence in Upper Berbice River, Region 10.

Paddy expressed confidence that there are no ‘ghost teachers’. In a correspondence to the Deputy Chief Education Officer (A), Donna Chapman, the REO highlighted that the ‘ghost teachers’ labelled by the CoI are in fact teachers who are appointed to schools in the Berbice River and are on the pay roll but are attached to other schools in Region 10 for varying reasons.

Paddy detailed a list of 20 teachers, who are appointed to the schools in the Berbice River including Mt. Carmel Primary, De Veldt Primary, Sandhills Primary, Maria Henrietta Primary, Kimbia Primary, Calcuni Primary, St. Lust Primary, Gaetroy Primary and Weroni Primary. The status of these teachers range from Temporary Qualified Mistress/Master (TQM) to Assistant Mistress/Master (AM). These teachers, most of whom reside in Linden, are currently attached to nurs-

ery and primary schools in Linden such as the Coomacka Primary, Blue Berry Hill Nursery, St. Aidan’s Primary, Amelia’s Ward Primary and the Watooka Day Primary.

Four of the teachers who were appointed to schools in the Berbice River are attached to other schools in the Berbice River. Of the 20 teachers, only three are paid by cash while the others receive their salaries through the bank.

In explaining why the teachers have not taken up their respective appointments in the Berbice River, Paddy said that teachers have to attend the Cyril Potter College of Education in Linden and there are issues with accommodation and security.

“The accommodation at De Veldt was vandalized.

There was no electricity as a result of theft and teachers requested a transfer to St. Lust Primary,” the REO explained in her correspondence. Other reasons listed

by Paddy include the distance to the schools, teachers with medical problems, domestic issues, pregnant teachers and a teacher who delivered a baby via caesarean section.

SCHOOLS UNDERSTAFFED While these reasons where highlighted, the Regional Democratic Council of Region 10 had raised the

Pakistan fight back after Hope leads Windies defiance B R I D G E T O W N , B a rbados (CMC) – Stylish stroke-maker Shai Hope agonisingly missed out on a maiden Test hundred in an admirable West Indies batting effort, but a clatter of wickets late on the penultimate day here yesterday opened the door for Pakistan, setting up an intriguing finale to the second Test.

The Barbadian righthander struck an accomplished career-best 90, an innings that lifted West Indies to 264 for nine in their second innings – a lead of 183 runs heading into today’s last day of the Kensington Oval contest.

Hope’s knock underlined West Indies’ resilience over the first two sessions which saw them reach 197 for four at tea before a collapse in the final session saw the hosts squander the momentum they had carefully gathered.

Opener Kraigg Brathwaite struck 43, left-hander Vishaul Singh chipped in with 32 while Roston Chase scored 23, as West Indies battled hard on a wearing track.

Leg-spinner Yasir Shah once again proved the danger man, picking up six for 90 to post his 10th five-wicket haul in Tests, while enterprising seamer Mohammad Abbas claimed two for 57.

Wimbledon organisers unveil prize hike for 2017 championships

THREE former members of the Rose Hall Town Youth and Sports Club ( R H T Y & S C ) re c e n t l y made respective donations towards the Club’s 2017 list of activities.

Dominic Rikhi, Moonish Singh and Renwick Batson handed over donations to club executive and First Division captain Shawn Perreira.

Rikhi and Singh contributed financially towards the club’s ‘Say No/ Say Yes Campaign’ while Batson donated 20 pairs of coloured uniform worth close to US$1 000.

Rikhi, who handed over the donations, stated that the former members of

the club are grateful to the RHTY&SC for the role it played in their development on and off the cricket field.

The RHTY&SC, he stated, is the only organisation in Guyana where membership is free and where members are provided with everything free of cost to fulfil their potentials on the cricket field.

Additionally, less fortunate members are also assisted as necessary, so that they can complete their educational careers, while the club executives provide the necessary mentoring to enable players to stay away from a life of crime, drugs and alcohol.

Liverpool to name stand after ‘King Kenny’ Dalglish (REUTERS) - Liverpool great Kenny Dalglish is to have a stand named after him at Anfield in recognition of his contribution to the club as player and manager.

The Premier League club said the Centenary Stand would be renamed later this year, on a date to be determined, in the 66-year-old Scot’s honour to mark Liverpool’s 125th anniversary.

“It is testament to Liverpool’s history and status that we are not lacking in truly great individuals, whose names could easily grace a stand at Anfield,” said principal owner John W Henry in a

“But in Kenny Dalglish we have a person who carries such immense significance to the fabric of this club, so it feels somewhat incumbent on us to recognise this in a manner that is befitting to the man.”

Henry added that Dalglish, now a non-executive director, was unique having achieved “greatness” as a player and enjoying such success as a manager.

“However, Kenny’s contribution to Liverpool goes beyond goals scored, points amassed and silverware placed

in the cabinet,” Henry said.

“His values are Liverpool’s values – he represents what is best about this football club.”

Dalglish joined Liverpool from Celtic in 1977 and made 515 appearances, scoring 172 goals. He also served two terms as manager.

‘King Kenny’ won eight league championships, three European Cups, two FA Cups, five League Cups and one UEFA Super Cup in his career at Anfield.

He also played a leading community role in the aftermath of the 1989 Hill-

sborough disaster, attending funerals and meeting the bereaved after 96 Liverpool fans were crushed to death at the Sheffield stadium before an FA Cup semi-final against Nottingham Forest.

“The leadership and solace he gave to individuals, the club and city as it tried to come to terms with the trauma and tragedy of Hillsborough transcended sporting achievement,” said Henry.

“His name is synonymous with our club, with our home and the city of Liverpool. Now it will be as visible as it is palpable.”

Blairmont Blazers crowned Floodlight Reload champions BLAIRMONT Blazers were crowned champions when the Blairmont Cricket Club hosted the third annual fundraiser, the Blairmont Cup Floodlight Reload last Sunday at the Blairmont Estate ground.

The hosts whipped Cotton Tree Die Hard by 32 runs, in the one-day tournament, which was affected by the inclement weather. Inserted to bat, the hosts reached 968, after the tournament was reduced to eight overs-a-side.

The run chase started positively for the visitors, as they reached 32 without lost in two overs, but thereafter steady bowling from Waqar Hassan (3-24) and Kassim Khan (2-12), restricted Cotton Tree Die Hard to 55-5 after seven overs.

They eventually reached 64-5 when the overs expired.

Pooran Persaud stroked a 16ball 31, with three fours and two sixes in a losing effort.

Higuain double sends Juve close to Champions League final

(REUTERS) - Juventus striker Gonzalo Higuain struck twice as the Italian side produced a masterful all-round display to beat Monaco 2-0 in the first leg of their Champions League semi-final yesterday.

A youthful Monaco team had breezed through the tournament with free-scoring performances but they met their match on home soil against the experienced and ruthless Serie A champions.

Right back Dani Alves raced into the box and backheeled for Argentina striker Higuain to sweep home a clinical finish just before the half-hour mark.

The same two players combined again for the visitors’ second goal on 59 minutes, Higuain tapping in from close range from an astute cross by the veteran Brazilian defender.

Relying on their trademark counter-attacking style, the home side threatened when teenage forward Kylian Mbappe collected a Nabil Dirar cross and forced Buffon to show his class.

Bhiroog elected to head GHRA interim body

By Rajiv Bisnauth BUSINESSMAN Poonai Bhiroog will head a nine-member interim body to run the affairs of the Guyana Horse Racing Authority (GHRA) following an election held last Sunday on the West Coast Berbice.

The newly elected body replaced the previous administration which was inactive for a number of years, following the resignation of the-then president Vickram Ouditt who demitted office in February last year.

Other members of the executives are: Fazal Habibulla (First vice-president), Dennis De Roop, (Second vice-president), Mohindra Persaud (Third vice-president), Godwyn Allicock (secretary), Francis Chichester (treasurer) and Issac Dallo (assistant secretary/treasurer).

The committee members are: Nazrudeen Mohammed (Junior), Therbhuwan Jagdeo and Lakeram Sookdeo.

The Jockeys’ representative is Alan Padmore while Colin Elcock and Zaheer Sheriff are the trainers’ and horse owners’ representatives.

Meanwhile, Allicock in an invited comment yesterday indicated that the interim body will also be looking at the implementation of the long overdue horse racing legislation.

Over the years the work of the GHRA has been put on hold due to the lack of a critical piece of legislation that will legitimise its operations.

Dubbed the ‘Sport of Kings’, horse racing, since its resuscitation locally, has been operating under a legal document that was registered un-

der the Miscellaneous Deeds Act. But back in 2014, a key step to regularise the sport was taken when the-then Legal Adviser to the Guyana Horse Racing Authority (GHRA), Rajendra Poonai, handed over draft legislation on the sport to then Sport Minister Dr Frank

Anthony.

Nothing much was done by the previous administration with regard to the implementation of the legislation.

However, the present Government cannot escape their fair share of criticism since a copy of a horse racing legislation has been with the gov-

ernment for some time now.

In fact, an official from the GHRA has confirmed that the copy was handed over to the National Sports Commission late 2015.

Subsequently, Assistant Director of Sport, Brian Smith, confirmed earlier this year that NSC had indeed received the document which was sent to the Attorney General’s Chambers.

But the Attorney General Chambers remained sceptical about the status of the document.

The draft Guyana Horse Racing Authority Act, which will allow the sport to run more effectively and to deal with violators, includes: increasing the membership of the Racing Authority from nine to 15; including the Bush Lot United Turf Club as a member of the GHRA and implementing a two-year term for members of the Authority.

The legislation, which was championed by former GHRA president Justice Cecil Kennard, will also give the GHRA the power to schedule race dates for race meetings in the event that a club is unable to run off a race meeting.

PCB files dispute notice against BCCI Nastase not welcome at Wimbledon this year, say organisers

THE Pakistan Cricket Board (PCB) has sent a notice of dispute to the BCCI for not fulfilling the Memorandum of Understanding (MoU) the boards had signed in 2014 for fixtures between Pakistan and India during the period 2015 to 2023.

The Pakistan board claimed it incurred losses because the BCCI did not agree to a tour in December 2015, and though it did not disclose amounts, two series against India were worth $80 million in the board’s previous TV deal.

The PCB wanted to take a legal route but according to the ICC Dispute Resolution Committee’s terms of reference an ICC member should exercise Clause 5, which covers goodfaith negotiations, and make three attempts to resolve the dispute.

According to the terms of reference, the BCCI has seven days to respond to the PCB. A positive response will lead to a meeting between officials from both boards to try and settle the issue. A failure to find a solution would then result in the matter being referred to the ICC dispute resolution committee, which will form a panel to hear the case.

The PCB also confirmed Pakistan would not tour India in 2018 as scheduled in the FTP because the cycle of bilateral fixtures had to start with Pakistan as hosts.

The notice of dispute was sent to the BCCI after the PCB was encouraged by the ICC awarding six points to the Pakistan Women’s team because the BCCI had failed to establish “acceptable reasons” for not participating in a bilateral series, which was part of the ICC Women’s Championship.

The PCB and BCCI had signed an MoU in 2014, to play six bilateral series between 2015 and 2023. Four of those series were to be hosted by Pakistan and the six series included up to 14 Tests, 30 ODIs and 12 T20Is. The cycle was scheduled to start with Pakistan hosting two Tests and five ODIs at a mutually acceptable venue, but the BCCI did not agree to the series.

India and Pakistan have not

played a full series since the 2008 terror attacks in Mumbai, which the Indian government blamed on militants based in Pakistan. The teams last played a full series in 2007, in India. Pakistan, however, visited India for a limited-over series in December 2012, which was seen as a stepping stone to reviving cricketing ties between the countries.

The PCB and BCCI made an attempt to play in December 2015, with Sri Lanka as a possible venue for the series.

Leadership from both boards met in Dubai with ECB president Giles Clarke as mediator, but as the date approached the BCCI remained unresponsive towards PCB and the series was scrapped without official confirmation from India.

LOS ANGELES, United States (AFP) — The husband of late sprint queen Florence Griffith-Joyner has vowed to fight moves by international athletics chiefs which could erase her long-standing world records from history, the Wall Street Journal reported yesterday.

Al Joyner, the 1984 Olympic triple jump champion who was married to the sprinter from 1987 until her sudden death in 1998, said attempts to invalidate world records set before an as-yet-undetermined date were unfair.
