THE Guyana Defence Force's (GDF) mandate to support the infrastructural development of the country was boosted with a donation of equipment from the Chinese People's Liberation Army (PLA).

The items were officially handed over on Monday during a brief ceremony at the Coast Guard Ship Hinds.

Ruimveldt. where President David Granger said that this donation by the People's Republic of China is an important one as it further cements relations between the two countries. The donation consisted of 31 pieces of equipment including patrol boats, bulldozers, one excavator. water tankers, fuel tankers, tipper trucks, offroad ambulances and several other vehicles.

Brigadier Patrick West, during brief remarks, echoed the President's sentiments, stating that the donation is indeed appropriate as it will aid in the total transformation of the GDF into a body that effectively oversees total national events. "The GDF sees this donation as extremely significant since the type of

equipment included in this catchment includes machinery that can positively impact our third role for national development such as road and bridge building. It is notable that this equipment will, to a large measure, have the total effect of helping the Engineering Battalion and the Specialist Battalion of the Guyana People's Militia.which is our reserve force. And it helps to satisfy the vision of effective transformation for total national events." he said.

Mr. Cui Jianchun. said that the Government of China highly values the relationship between the two countries and that the People's Republic of China stands ready to further broaden and deepen the exchange and cooperation between the military forces of the two country. Minister of Public Infrastructure. Mr. David Patterson. who was also present at the ceremony, said that Government is very grateful for the donation. The Minister said that there are GDF engineers and equipment currently seconded to the Ministry, which help the Ministry to pioneer new roads and new frontiers and that opening up these new frontiers is in keeping with government's vision to create linkages to the hinterland. "With this equipment we will use them to push roads into the interior locations in our coast of connecting the coast to the hinterland." he said.

Apart from the donation, the PLA has also brought in a team of technical and military officers, who will provide training to GDF troops on the operation of the equipment. The team is headed by Senior Colonels Zeng Xianglin and Lu Ying who were present at the ceremony. Inspector General, Col. Nazrul Hussain and other senior GDF officers were also present at the handing over ceremony.

Signal Corps and Coast Guard of the GDF need to be recapitalised in order to more effectively control Guyana's airspace, land space, sea space and rivers and provide reliable communications in any weather and terrain. "The Guyana Defence Board, recognising the need to enhance defence and development took the decision, in 2015. to recapitalise the Force's technical corps." he said.

& PRESIDENT David Granger has called on Guyana's heads of missions overseas to vigorously pursue the nation's interests at various levels.

The Head of State made the charge on Monday morning at the Pegasus Hotel in Kingston where the country's Foreign Service representatives have gathered for a five-day conference. The event is being held under the theme: "Advancing Guyana's Diplomacy in the 21st Century."

Ambassador Audrey Waddell, Director General of the Ministry of Foreign Affairs, told the

gathering that there is need for adaptation to the changing external environment.

She said that last year the ministry made strides in advancing its foreign policy objectives as she pointed to establishment of a mission in Geneva , Switzerland,as well as upgrade of the consulate in neighbouring Trinidad and Tobago to a full- fledged diplomatic mission.

Customer finds ivisl RIGHTS activist, Ms Jean LaRose was on Monday robbed at gunpoint after making a transaction at a city bank.

LaRose. who serves as the Programme Administrator at the Amerindian People's Association (APA). shared her experience via a Facebook post following the incident.

According to her. she was "traced from the ATM [automatic teller machine]" by a man who pushed his way past three other customers in the line waiting to transact their business. She said that the man entered the room with the ATMs, but even after she had completed her transaction, he was still in the room.

"He was not at any machine when I noticed him. but appeared to be doing something just a bit off. I'm recalling all of this in hindsight." LaRose related.

She said that once she made her way out of the ATM. she drove off. and subsequently stopped to make a

"While reaching for my bag on the car floor after parking to make a purchase, a man pushed a gun at my temple and told me he was going to shoot me if I did not let go of the bag which I was holding on to." she recounted.

Fearful and terrified, she said she let go of the bag.

while the man continued pointing the gun at her and saying he would shoot her if she only screamed.

The woman said she did eventually scream when he hopped into a car that was parked just behind hers and drove off.

"Everything happened so fast! I'm still shaken!" Ms LaRose said, adding: "I'm posting this so you people can be even more careful."

She later told the Guyana Chronicle that all of her personal belongings, including her house keys, work information. various cards and an undisclosed sum of money were in the bag.

With the loss of these personal items. Ms LaRose said she's now left feeling very vulnerable.

She has since made a report to the police.

Ms LaRose, who has been a prominent leader in the Indigenous Peoples struggle for their rights, is also a former chair of the Board of Directors of the Guyana National Newspapers Limited (GNNL).

WHAT was supposed to be a normal lunch date for a group of high school students turned out to be a horrific experience when one of them reportedly found a dead roach in the Chinese food she was eating.

According to Chelsea (only name given), she and a group of friends purchased food from the Kamboat Chinese restaurant on Sheriff Street at around 12:30hrs on Monday as they normally do. She had ordered chowmein.

The student related that while eating the food, she noticed a dead roach, which appeared to have been cooked in the food.

"While eating. I noticed the roach in my food." Chelsea said, adding that her instinctive response was to vomit. However, the teen said she immediately spat, and tried to cleanse her mouth.

PRIME Minister Theresa May has laughed off journalists' questions about going to war with Spain following the Gibraltar Brexit row.

Mrs May said her approach to negotiations was "definitely jaw jaw".

On Sunday. ex-Tory leader Lord Howard said the PM would defend Gibraltar in the same way as Margaret Thatcher defended the Falklands in the 1982 war.

Spain's foreign minister said his government was "surprised by the tone of comments coming out of Britain".

"It seems someone is losing their cool." Alfonso Dastis told a conference in Madrid.

The current row was sparked by draft Brexit negotiating guidelines published by the EU last Friday, saying any decisions affecting Gibraltar would be ran past Spain.

THE media continues to be inundated with letters, commentaries and articles about the recent incident in the High Court involving Attorney-General, Basil Williams and Justice Franklin Holder.

We have so far heard both sides of what started out as an allegation, in that a death threat was made by Mr Williams to the judge, to now charges of contempt and disrespect for the judge and his court. Justice Holder himself has leveled the latter allegations against the Attorney- General.

Note must be taken in this entire exchange that the original complaint of the incident in the High Court came from Attorney-at-Law. Anil Nandlall who had made the outrageous claim that the AG had threatened the judge, forcing him to walk off the bench. This was later proven to be untrue, as the judge, in his own words, said that he left the bench when Williams uttered the words: "T can say what I want to say and whenever I want to say it; I have always been like that." Justice Holder went on to describe Mr Williams' behaviour as "insulting, disrespectful and calculated to scandalise and lower the authority of the court." He added that Williams' behaviour was highly contemptuous, and deserving of his being cited for contempt, in the face of the court. Justice Holder made no mention of any "threat", and although he referenced Williams' statement about a dead magistrate, he did not describe it as a threat.

Interestingly enough, when this information became public, the conversation suddenly changed from threatening behaviour to the AG's alleged contemptuous remarks, by which time Nandlall's mischief of sensationalising and politicising the alleged threat to the judge's life had

Editor-in-Chief already inflicted serious damage on the AG's person and the government.

It seems almost lost, in this whole episode, what Mr Nandlall had said and the blatant nature of it. That he could have scandalised the court of Justice Holder by falsely reporting something as serious as the AG threatening a sitting judge, and somehow come out unscathed tells us how some persons are judged in our society. Not only did Nandlall misrepresent the nature of what Mr Williams said, but his statement was also picked up by the Guyana Times, the Kaieteur News and the PPP Online blog. Citizens Report.

Soon after both the PPP and several of its MPs issued statements and wrote letters, a meeting of judges was convened.

Nandlall is no saint, as his own indiscretions, from being heard on tape soliciting a female for a family member, to threatening mayhem at the Kaieteur News, which latter ignominy earned him the nickname. "Chatree". are all well documented.

As former Magistrate. Mr Maxwell Edwards said in a letter in yesterday's edition of our newspaper. "Mr. Nandlall has transformed a first-aid matter into one now requiring intensive-care treatment and major surgery. Rightfully so. had the matter remained one of perceived 'disrespectful' conduct (the judge's version), or anecdotal assertiveness (the AG's version), citizens would have been mildly indifferent to this matter. But Mr Nandlall must not be allowed to succeed in his machinations and contrivance. And he would succeed, if what Justice Holder has complained of as 'egregious statement' but what seems more of a discourtesy

Dear Editor, The Guyana Agricultural and General Workers Union (GAWU) wishes to respond to a letter from the Guyana Sugar Corporation Inc (GuySuCo), which appeared in the April 01, 2017 Guyana Chronicle by the company's Senior Communication Officer, Ms Audreyanna Thomas.

We strongly hold and maintain that the Corporation's denial of redundancy payments, contrary to the laws of the land, and the GuySuCo's compulsion for the 3 00-odd workers of Wales Estate to take up work at Uitvlugt Estate is tantamount to forced labour. Our history books are replete with such examples during the sad periods of slavery and indentureship in the sugar industry. It was as a result of the sustained struggles of the workers in those times that the system of forced labour was abolished and the industry went through the reforms

I ahended the launch, symposium. cricket and parade in Brooklyn. There was an Indian float in the parade and it was wonderful to see Indians and blacks playing cricket together to celebrate our Independence.

This year something very bad has happened. Unity vanished. A little group of about 10 Guyanese from Brooklyn, has decided to put on separate Independence anniversary events, although the diverse Committee has a diverse, multicultural celebration planned. The private, group is mimicking the Commihee's 2017 celebration. They're using the Commihee's strategy to promote their events for the same dates like the commihee. Someone forwarded me a leher from the group.

Our Union will not repeat what is previously said about the non-wage benefits being championed by the Corporation's Officer, except to say that those benefits were not given because of the Sugar Barons benevolence, but were won through the hard fought straggles of the workers. Ms Thomas and GuySuCo may be enlightened by the Venn Commission's report recommendations and findings.

In order for workers to be paid they must first complete the tasks that they are given. This has been the general practice and still is the case in the industry.

Thus, we find the letter's reference to the target to be completely out of place and is another poor ahempt by the Corporation to mislead and deceive the public at large. The inability of the Corporation to reach its set targets is rudimentary and involves having an adequate quantity of canes in the fields. It is saddening for us

leadership to note that despite almost 400 years of cane cultivation in Guyana, the sugar corporation is having such difficulties in the fields. The leadership of the Corporation. it seems, is obviously lacking.

We see the talk about the provision of tools and personal protective equipment (PPE) as a red-herring to further stir the pot of confusion that the Corporation is brewing, as seen in recent times. The provision of tools and PPEs are in keeping with GuySuCo's obligations outlined in the Occupational Safety and Health Act. It is disturbing that on the first day of Safety and Health month 2017.

GuySuCo chose to make such incredulous assertions.

While GuySuCo speaks about injustices, isn't it an injustice to deny the workers their rightful, lawful entitlements? Isn't it an injustice to close estates and put at risk the livelihoods and well-being of thousands of ordinary, hard-working Guyanese?

Isn't is an injustice for the Corporation to re-establish its 'Other Crops' Division fully, well aware of the past failures and an absence of a comprehensive study on this occasion? And. isn't it an injustice for the Corporation to deny pay-rises to sugar workers for tw o years now; to deny Annual Production Incentive (API) for the first time in six decades; to arbitrarily withdraw long-standing conditions and benefits?

To charge our union with misleading our membership is a new low for GuySuCo and speaks to the desperation the Corporation's leadership has reached. The fact is that our union continues to provide principled leadership in the face of an unkind and uncaring Corporation, whose seeming intent is to roll back the gains the workers have secured during the years.

Dear Editor, I have observed that the KN Reporter, Brushell Blackman, has once again misled the public and in this case, he appears to have also misled the President of this country.

In two articles published in the Kaietem News on Thursday March 30th. and. again on Friday March 31st. Mr. Blackman has misinformed the public, stating that (1) the "PPPC will be submitting a list by the end of this week" and that (2) the opposition "found it difficult to find candidates, who could confirm to the criteria set out by President David Granger".

The March 31st 2017 article provided the President's response to the misinformahon published on March 30.2017.

The article states that "the Head of State said that if the opposition is unable to find suitable candidates that satisfy those criteria, he is willing to sit down and have discussions with the Opposition Leader.

For the public record, at the parliamentary opposition press conference on Wednesday March 29. 2017. where member of Parliament Bishop Edghill and 1 were present. I stated in my opening remarks (and these are from my notes used at the press conference): "Follow up on GECOM "Following the consultations with civil society bodies last week with the Leader of the Opposition, the Office of the Leader of the Opposition has been receiving nominations in keeping with the deadline of March 27th. Some organisations are still to submit claiming the difficulties of finding persons who can fulfill the criteria estabhshed by the President.

Even names that have been received may not fulfill all the criteria. And therefore the position of the Parhamentary opposition as expounded by the leader of the opposition is that the president has gone beyond the constitution and placed undue restrictions on the selection of the posihon of chairperson which the constitution itself did not contemplate. The focus of the constitution was on the integrity and independence of the post holder.

In the question period. 1 was asked how many nominations we had received. I stated that we had received submissions from about 14-15 civil society bodies, and. some had asked for more time, while others said they were having difficulties finding candidates

who could fulfill all the criteria. I gave an example of one of criteria, which calls for someone with wide electoral knowledge and judicial experience.

Mr. Blackman began his question by saying that the opposition was having difficulties finding a suitable candidate and 1 immediately corrected him and so did Bishop Edghill. I repeated that 1 did not say the opposition was having difficulties, but some civil society bodies had indicated that they were having difficulties, whilst others had made nominations. His was corrected twice during the press conference on this issue.

It is in this context that 1 pointed out that some of the civil society bodies had said during last week's consultation that "Jesus may not be able to fulfill the criteria". At which point. Bishop Edghill quickly pointed out that it was not him who had said that, but some of the other religious leaders.

In response to a question from Mr. Blackman about the submission of the list 1 stated that we would be examining the submissions of the civil society bodies by the end of this week and subsequently make our decision I never said we would submit a list to the President by the 'end of this week". I did say we would be submitting six more names to the President as we had previously stated at an earlier press conference.

The same reporter asked if the President rejected that list what would we do. Bishop Edghill repeated what the Leader of the Opposition had stated at a recent press conference that, "we would not speculate, we would cross that bridge when we came [come] to it".

I also reminded the media that the Leader of the Opposition had already submitted a list in compliance with the constitution, and, would be submitting another six names, as requested by the President. The fact that the Editor-in-Chief of the Kaieteur News, Mr. Adam Harris, was also present throughout the press conference, and allowed information to be published, which he knew was not true, makes one doubt once again the credibility of this newspaper.

Rasul. who owns SSS Minerals Trading Enterprise. appeared before Chief Magistrate. Ann McLennan and pleaded not guilty to the charges, which alleged that he is involved in a $956M fraud at the Guyana Bank for Trade and Industry (GBTI).

Magistrate McLennan ruled against the objections of the Prosecutor and released the 3 4-year-old businessman on $3M bail. The charges alleged that betw een March 21 and 22. 2017 at Bartica. with intent to defraud. he obtained the sum of $290M. $298M. $L38M. $45M. $89M and $96M from the Guyana Bank for Trade and Industry (GBTI) by falsely pretending he had cash in his account at Citizens Bank to honour the cheques he encashed.

Secure - Sir Shridath urges gov't

By Svetlana Marshall FORMER Commonwealth Secretary-General, Sir Shridath Ramphal feels it is imperative that Guyana secures its oil rights now before the decades-old standoff with neighbouring Venezuela enters a new phase.

Sir Shridath's warning comes in the wake of recent announcements of substantial oil finds here; the ongoing border controversy between Guyana and its western neighbour.

Venezuela; and the coming of age of the UN-brokered Good Offices Process, which was agreed between the two countries more than 25 years ago to find a peaceful solution to their centuries-old squabble.

In this regard, newly appointed United Nations (UN) Personal Representative on the border controversy. Mr. Dag Halvor Nylander. a Norwegian diplomat, is expected to arrive in Guyana next week to meet with officials here.

In an exclusive interview with this newspaper on the sidelines of the 2017 Heads of Missions conference on Monday at the Pegasus Hotel. Sir Shridath stressed that while the Good Offices Process would not have an immediate impact on oil explorations here, it is important to have the border controversy between Guyana and Venezuela resolved as soon as possible.

"Well, it wouldn't have an impact now... The oil is not now; production is years away.

"But what we should do now is prepare for it; and because it is not a good time economically, people are impatient, inevitably."

Sir Shridath said, adding: "But we have to prepare properly; we have to secure that oil. We have to get rid of the Venezuela issue, and we have to do all that, as

Additionally, Guyana is putting the necessary systems in place to become

The EITI is a global organisation of 51 member countries, which have subscribed to establishing, upholding and promoting the standards and tenets of good governance, transparency and accountability in the management of extractive industries. At its core the EITI promotes the belief that natural resources belong to the people and are to be extracted and managed on behalf of the people; both for current and future generations.

The MSG consists of a tripartite of government, civil society and industries stakeholders. Establishing a MSG is an important requirement of EITI.

This is the seventh time that the family has been robbed by bandits.

The bandits pounced on 64-year-old Mahadeo Shiwpal. along with his wife and daughter in front of their lot 36 Good Hope. East Coast Demerara home at about

THE United Nations (UN) Representative on the Guyana and Venezuela border controversy, Ambassador Dag Halvor Nylander is expected to arrive in Guyana next week.

This is according to Guyana's Permanent Representative to the United Nations. Ambassador Michael Ten-Pow. who spoke to Guyana Chronicle on the sideline of the 2017 Heads of Missions Conference. which opened here on Monday at the Pegasus Hotel. "Well we expect him at some point next week. I can't confirm the precise day or the programme."

COMMANDER of 'D' Division, Leslie James, on Monday confirmed that the Orthopaedic Technician fingered in a fraud case at the West Demerara Regional Hospital in Region Three was placed on bail.

"The matter is currently under investigation and will conclude shortly." the Commander stated, while noting that statements were taken from both the accused and the complainant following a confrontation.

A Senior Official attached to the Public Health Ministry's Secretariat, however. on Monday expressed the view that the police have taken a non-cooperative approach towards the Ministry, contending that information is being withheld.

As such, a Senior Office from the Ministry's Secretariat was on Monday dispatched to the West Demerara Hospital to query why the matter was not reported to the RDC and by extension the REO. It is alleged that an Orthopaedic Technician, attached to the Hospital, has impersonated an Orthopaedic Surgeon there and for a number of years, has been collecting monies from patients to conduct surgeries and other medical services.

The Orthopaedic Technician has reportedly been under the radar since 2010 for suspected fraudulent activities; however, the authorities there were unable to launch an investigation into the matter because affected patients were afraid to step forward.

It is alleged that the Technician, who carries the

same first name as the surgeon. has been charging patients for services rendered, while signing bogus receipts under the impression that he was the surgeon. For minor services, the Technician would charge patients $3,000. however, for surgeries and other major services the figures went well into the hundreds of thousands.

In recent days, the Technician has been reportedly demanding $400,000 from a woman, whose relative is required to do a corrective surgery for a fractured foot.

The woman, who hails from Kwakwani. Region 10. reportedly pleaded with the Technical, stating that she could only afford to pay $20. 000 but the Technician insisted on the $400. 000. = He allegedly explained that there are other practitioners who would have to be paid to get the surgery done. The matter is currently engaging the attention of the Public Health Ministrv.

Harvey Billey. 35. a Carpenter of Central Amelia's Ward.Lindcn.was on Monday 27th March 2017 at 22:501irs arrested by Ranks of Mackenzie Police Station who were on Mobile Patrol Duty, in the vicinity of Central Amelia's Ward Linden. He was observed riding a red bicycle and acting in a suspicious manner.

He was then stopped and a search was conducted on him during which seven grams of narcotics was found in his right pants pocket.

Meanwhile, Jumaine Arthur, 28, called 'Cut Belly',a vendor of 1088 Central Amelia's Ward,MacKenzie, Linden was arrested after police in a'cordon and search exercise'in the MacKenzie Market area found a quantity of cannabis which amounted to 20.8 grams. He was charged with Trafficking in Narcotics. On March 24,he appeared at the Wales Magistrate Court before Magistrate Clive Nurse and pleaded not guilty to the charge and was remanded to prison.

- accused threatened to kill family, released on station bail A 13-YEAR-OLD girl of Corentyne, Berbice was reportedly raped four times by her stepfather and is now living in fear after he threatened to kill her and her family.

The man was in police custody for some six days and was released on $100,000 station bail, pending advice from the Director of Public Prosecutions (DPP). This newspaper understands that the 43-yearold Carpenter allegedly raped the teenager four times betw een August 2016 and February 2017. The teen did not tell anyone about the first three instances but decided to tell her mother on February 23. 2017 after the incident occurred the fourth time.

According to the mother, her daughter told her she

cannot live in the house anymore and after she inquired the reason for such a decision. the teenager made the revelation. The teen pleaded with her mother not to confront the alleged rapist, since he threatened to kill the family if she told anyone.

The 40-year-old mother of four explained that when she confronted the accused about what her daughter related, he initially denied it and accused the teen of lying. However, when the mother continued to press the issue, the man reportedly whipped out a cutlass and threatened to kill her and the entire family.

-152 cases listed for April NINETEEN matters were disposed of in the last session of the Demerara Criminal Assizes, the Chambers of the Director of Public Prosecutions, (DPP) has reported.

The chambers said that the session officially ended with Justice Navindra Singh dispensing the gaol delivery Monday, bringing an end to the January 2017.Demerara Criminal Assizes which commenced on Tuesday 10th January. 2017.

The January 2017.Demerara assizes was presided over by Justice Jo-Ann Barlow and Justice Roxane George. S.C. who had continued with one matter from the October 2016 Criminal Assizes. The DPP office noted that there are 152 cases listed to be heard during the April Session of the Demerara Assizes when it opens today before Madam Justice Jo-Ann Barlow and Justice Navindra Singh.

According to the DPP. a total of 140 cases were listed to be heard during the Assizes;however only 19 matters were presented.

Of these 19 matters that were presented, eight of them were for the offence of murder, one for the offence of manslaughter, five of them for rape of a child under 16 years, two cases for the offence of attempt to commit murder with alternative counts of dis-

LIVING IN FEAR Meanwhile, with tears streaming down her face, the woman told the Guyana Chronicle that she and her family are living in fear since the man is walking freely on the streets.

"One time he threatened saying he gonna chop me up and put me in a septic tank and nobody would know." the mother said. She related that her daughter detailed the first time the man raped her.

According to the mother, her daughter said she was in the shower when the step-father attempted to force his way in but she managed to push him away; however he later made his way into her bedroom where he forced her to have sex.

"She told me when he came in the bedroom she begged him not to do it but he told her its ok he did it to her older sister and two of his daughters, even as she pleaded with him to stop."

The teenager is visibly traumatised and according to the mother, she [the daughter] is suicidal, since she blames herself for what happened.

"I told her I believe you and we will get through this. She's a really bright girl and in class she wasn't concentrating. I had to go into school a few times... she tell me 'mommy I gonna kill myself when she had to help me clean the cut."

The mother accused the police and the Child Care and Protection Agency of not taking the issue seriously and called on the relevant authorities to ensure justice is served.

CITY Hall on Monday morning had dialogue with a number of business persons from Georgetown to discuss why it has become necessary to charge a separate fee for their commercial waste disposal.

But business owners are not happy about the increase and made their feelings known at the meeting.

"We have our expenses too. You're killing those who are trying to comply but not going after those who are delinquent (in their payments of taxes)." the Bourda businessman, who claimed to be up-to-date with his payments of rates and taxes, said.

Mayor Patricia ChaseGreen lamented that City Hall cannot afford to keep up with the weekly amount

of $1.8M that has to be spent weekly to clear commercial waste only. As such, the municipality, through its Solid Waste Management Department, headed by Mr. Walter Narine. has scheduled a series of meetings to talk with businesses on the way fonvard regarding garbage disposal.

Deputy Mayor Lionel Jaikarran. in brief remarks, said he was disappointed at the low turn-out at the meeting in view of the fact that an invitation was placed in the press and on social media.

The Mayor said the refusal of businesses not to show constitutes gross disrespect

for the council. When decisions are made, she observed that it is the same individuals who complain that they were never consulted.

"They're too disrespectful to the council! They're accustomed to the lawlessness over the years and they want to remain like that." she charged.

Chase-Green said the City Council is at the moment cash-strapped and has reached its "boiling point." where it simply cannot afford the cost to remove commercial waste. She referred to the building at the comers of Regent and King Streets, which formerly housed the Acme

Although the waste here has increased significantly, the fee being charged has remained the same, she noted.

Though there have been talks of the implementation of a new fee for commercial waste. City Hall officials have remained mum on just how much they are proposing to charge. Notwithstanding, the mayor threatened that

should businesses refuse to pay the new fee. City Hall will have to resort to using the law to discipline them.

"Businesses want to use every little space in front of them but doesn't want to pay the council anything." ChaseGreen said. Mr. Walter Narine offered that Georgetown represents 30 percent of the country's population and has another 10 percent passing through each day. He appealed to businesses to keep waste receptacles on their premises and not only for their benefit, but for that of their customers.

He called attention to the practice of businesses that sweep dust into the drains thus resulting in a host of problems that have to be cared for by City Hall. This, he noted, is notwithstanding the fact that many businesses do not remit their rates and taxes to the council in a timely fashion.

King noted that even if citizens pay all of their outstanding taxes, the council will still fall short of enough money to cover everything it has to do.

"We can no longer ask businesses to pay one flat tax; one property tax that has to cover garbage. Those who use more of the city's resources must pay more. It's only fair."

King said the implementation of a new fee is in order, because the service of waste disposal is a very expensive one that the council cannot afford at the moment.

"We do not have the money to sustain what we've started," he noted, while referring to all the clean-up works that council has done in the past. Meanwhile, the businessman mentioned earlier, urged City Hall not to pressure the business people, but to maximise the use of its resources.

He reportedly strangled her until she became unconscious following an argument. after she had told him she wanted to migrate to the US. It was then that he decided to bury her in a garden aback of his yard at Mibicuri North. Black Bush Polder. Relatives also noted that Lilwantie suffered years of physical abuse from Balack. The couple had lived together for 20 years and had four children together.

LIVING WITH A MURDERER Meanwhile, 21-year-old Oma Devi Nathoo. the new lover whom Balack befriended a mere two months after he would have committed the dreadful act. was also present at the Whim Magistrate's Court in support of the victim.

In an interview with this newspaper, the young lady said the man should face the full brant of the law. noting that she too could have suffered the same fate. She said that after she learnt of the murder, her life became a "horror story."

According to Nathoo. she only decided to move in with Balack after he told her that the wife migrated to the U.S. Nathoo wore the dead woman's clothing and wedding ring.

"His mother doesn't live far away from us;he would come around and talk. His mother and me family a gree good. He does come by we house and we does go by them house.so we get to know each other." she said.

The young lady admitted that she loved him and tried to live as his wife, but his attitude changed towards her a month after she moved in.

"He start behave different. Very controlling and passionate, he don't even like me talk to my parents, he get upset...plenty time he does even threaten me.

Nathoo was initially taken into police custody but was released after Balack reportedly confessed to the crime. When she learnt of his confession. Nathoo said she felt "sick in her stomach."

"I was upset. I was frightened. I couldn't believe I was living with a murderer and the fact she(the victim) was right there all the time [buried in the back yard], made me miserable; I was trembling."

With the support of her family. Nathoo said she would move on but will not forget what she endured.

"I can't sleep, I can't eat after all this. I don't think I can have feelings for anyone anymore. I will move on with my life.

I have my family who are very supportive and I am sorry I didn't listen to my mother first because she never wanted me to go.

She never approved of me going to live with him...I really sorry what happened to her [Lilwantie].

'value-for-money'

- to address drug shortage, procurement issues THE Auditor General (AG), Deodat Sharma, was on Monday ordered by the Public Accounts Committee (PAC) to launch a "Value for Money Audit" into the drug procurement practices and shortages across the country.

A Value for Money Audit is an independent, evidence-based investigation, which examines and reports on whether economy, effectiveness and efficiency has been achieved in the use of public funds.

The order to conduct the audit was issued by Acting PAC Chairman, Bishop Juan Edghill, during a sitting, where presentations were made by Regional Executive Officers (REOs) of Regions One (Barima-Waini), Two (Pomeroon-Supenaam) and Seven (Cuyuni-Mazaruni).

Edghill recommended that the audit be conducted in light of the numerous discrepancies uncovered in the report submitted by Region

One's REO, Mr Leslie Wilburg, about $3.395M being spent to procure drugs and medical supplies in 2015.

Initially, the Region had budgeted for over $43M for the purchase of medical supplies, but a warrant was subsequently issued by the Region in November 2015 to the Ministry of Public Health for $40M to purchase dings and medical supplies on its behalf.

The Ministry, having been unable to execute the purchase as requested, failed to send financial returns to the Region for the unexpended sum.

According to Wilburg, the Region is yet to receive a financial return, a claim that was immediately refuted by PAC member, Ms Pauline Sukhai, who pointed out that the Region did in fact receive the financial return in 2016.

by Sukhai's timely reminder,

REO Wilburg subsequently confirmed that the Region had indeed received the financial return, but had blundered by not stating when the $40M was returned to the Consolidated Fund.

Meanwhile, when questioned about the remaining sum from the 2015 allocation, Wilburg said that $3M of the remaining $3.395M was spent to purchase emergency drugs.

Doing so, he said, will ensure that regions are getting value for their money, and that all monies are properly accounted for when it comes to the procurement of drugs and medical supplies.

charged with smuggling cigarettes into prison THE reputed wife of convicted drug lord, Barry Dataram, appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrate's Court on Monday, charged with smuggling contraband into the Mazaruni Prison.

Anjanie Boodnarine, 21, of 79 Patentia Housing Scheme, West Bank Demerara, pleaded not guilty to the charge, which alleged that on March 31, 2017, she smuggled a pack of cigarettes for Dataram.

The mother of two was represented by Attorney, Adrian Thompson, who explained to the court that his client was given a parcel to taken to her husband, but did not know what was inside.

The Magistrate released Boodnarine on $150,000 bail and transferred the matter to the Bartica Magistrate's Court for April 28, 2017.

According to reports, Boodnarine was reportedly in the process of attempting to sneak in a quantity of cigarettes in a sealed packet of 'cheese stick' when she was caught by prison officials during a mandatory check of the contents.

Dataram is currently serving a five year sentence at the Mazaruni Prison for cocaine possession, and an additional

Brianna Lyston left her competitors in her wake to win the 200m race in the Caribbean nation, clocking a time of 23.72 seconds - almost within tw o seconds of the senior world record set

by Florence Griffith-Joyner at the 1988 Olympics.

Lyston, who attends St Jago High School in Spanish Town, St Catherine, finished 0.88 seconds ahead of her nearest rival Oneika McAnnuff to win the 200m final, and she showed she's not bad at shorter distances either.

The budding speed merchant also won the 100m

dash on Thursday night in her Under-13 age group at Class Four level, winning the final in 11.86 seconds.

It is little wonder she is being immediately compared to the exploits of her all-conquering compatriot Usain Bolt.

Despite Lyston's tender age. her potential as an elite athlete has been known for some time, with her first coming into national prominence as a 10-year-old.

The short-distance runner posted 42.41 seconds in the 300m at the Caribbean Union Teachers Championships in Trinidad and Tobago in 2015 - over a second faster than the time clocked by the winner of the boys' race.

By Brian Homewood ZURICH, Switzerland (Reuters) - The governing body of global athletics (IAAF) said yesterday it had suffered a cyberattack that it believes has compromised information about athletes' medical records.

The IAAF said in a statement the hacking group known as Fancy Bear, which has been linked by western governments and security experts to a Russian spy agency and blamed for some of the cyber operations that marred the 2016 U.S. election, was believed to be behind the attack of medical records in February. The hack targeted information concerning applications by athletics for Therapeutic Use Exemptions (TUE). the IAAF said.

Athletes who had applied for TUEs since 2012

have been contacted and IAAF president Sebastian Coe apologised.

"Our hrst priority is to the athletes who have provided the IAAF with information that they believed would be secure and conhdential." Coe said in the statement. "They have our sincerest apologies and our total commitment to continue to do everything in our power to remedy the situation."

TUEs are issued by sports federations and national anti-doping organisations to allow athletes to take certain banned substances for verihed medical needs.

The IAAF said that data on athlete TUEs was "collected from a file server and stored on a newlv created file".

"The attack by Fancy Bear, also known as APT28, was detected during a pro-

Private security firms and U.S. officials have said Fancy Bear works primarily on behalf of the GRU. Russia's military intelligence agency. Fancy Bear could not be immediately reached for comment.

The group and other Russian hackers were behind the cyberattacks during the U.S. presidential election last year that were intended to discredit Democratic candidate Hillary Clinton and help Donald Trump, a Republican, win. according to U.S. intelligence agencies. Russia has repeatedly denied the allegations.

...Coach Law savs Carlos axing will aid his development (CMC) — West Indies head coach Stuart Law said yesterday Carlos Brathwaite's dropping from the one-day side to face Pakistan will afford the talented all-rounder the chance to further improve on his weaknesses and return a stronger player.

The 28-year-old Brathwaite was left out of the 13-man squad to face Pakistan in a three-match series starling here Friday, and will now head to the Indian Premier League to take up his contract with Delhi Daredevils.

"We just thought the opportunity was there for Carlos to go away and work on a few aspects of his game, mainly his fitness and bowling - getting back to bowling how he wants to bowl so he has been left out

for those reasons," the Australian said.

"It just coincided that the PL was there and we had no cricket after this ODI series and he hasn't been part of the last Test series so the selectors gave him the option of going to lire PL. which I think is a good thing.

"He can get to talk to guys like Rahul Dravid and learn how to play spin and he'll get plenty practice with all the net bowlers who are available He should be able to work on his fitness and work on his bowling."

By Tamica Garnett KENISHA Phillips of the Guyana Defence Force returned Onasha Rogers to her second-fiddle position in the youth 100m and 200m, after she dominated the Lindener last Saturday.

However, it was a good day for Linden's Chantoba Bright as she cleared season's best jumps in the triple and long jump events.

Last Saturday's Super Champs track meet at the at the National Track and Field Centre in Leonora, saw the athletes from Guyana's CARIFTA Games team take on the other clubs, and several of the athletes from the 12-nian team gave promising performances.

Overall Lindeners continued to shine in the competilion. with Phillips being the only Georgetown athlete to produce a SB. After losing to Rogers

Chantoba Bright two weeks ago at the AAG Classic H, Phillips seemed intent on making her comeback. For the girls' Under-17 100m she dashed to an 11.84 seconds SB, overtaking the 11.98 seconds from Rogers, who is also on the CARIFTA team, also clocked an SB time.

In the 200m she won that race in 24.64 seconds to the 24.80 seconds from Rogers.

Christianburg's Compton Caesar continued to rule the men's 100m. though he clocked 10.59 seconds last Saturday. It was good enough to overshadow the 10.64 seconds from GDF's Rupert Perry.

He and Upper Demerara's Daniel Williams took the top two spots in the men's 200m clocking 21.51 seconds and 21.82 seconds respectively.

Jeffrey, Persaud sweep field at National IT was an exceptional day for both Kristian Jeffrey and Kevin Persaud when the Guyana Motor Racing and Sports Club ran off its first National Race of Champions.

Jeffrey, piloting his Mitsubishi Evolution and Persaud, aboard his Kawasaki ZX6-R thrilled the crowd in the Group four and Supeibike classes respectively at the South Dakota Circuit In the Superbike class, it took Persaud little time to stamp his authority on the pack, demoting John Bennett on three occasions to second and Ravi Singh to third in the last race.

Persaud opted to start at the back of the pack, moving into the lead three laps later and eventually coasting to a clean sweep of the Superbike class.

It was almost a carbon copy in Kristian Jeffrey' s case, with the driver only having to the fight off the challenges

of his father in the first race before taking the other tw o easily.

"This was a great warm-up for me as I head to England to compete in the Radical series this year. I want to thank my mechanics for ensuring that I

had a trouble-free day." Jeffrey said.

KARACHI, Pakistan (CMC) — Spin legend Iqbal Qasim has backed Pakistan to beat West Indies in their three-Test series starting later this month, and end their long drought of having never won a series in the Caribbean.

The former convener of selectors said several players expected to be picked in the Test squad had much to prove and argued this would augur well for the Misbah-ul-Haqled unit.

"I always say this whenever a new series is starting - both teams have even oppor-

Pakistan have historically struggled on Caribbean tours and have managed just five wins in 23 Tests, without a single series win.

Their last two tours of West Indies - in 2005 and 2011 finished in 1-1 draws.

However. Pakistan are coming off a strong 2-1 series victory over West Indies in the United Arab Emirates last October, a torn that saw a monumental unbeaten triple hundred from opener Azhar Ali in the day/night opening Test in Dubai.

Veteran Younis also managed his 33 rd Test hundred during that series and now

lies 23 runs short of 10 000 rans in the longest format, while Asad Shafiq also got among the runs.

Iqbal pointed out that Azhar and Shafiq especially would be motivated to extend their form against West Indies.

"Azhar has a point to prove after being relieved of ODI captaincy. He would be more focused than ever before and continue from where he left off during the last series against the West Indies since he is a fighter," noted Iqbal.

"The same applies to Asad because he is another

batsman who is raring to go after being omitted from the ODI format. As for Misbah there is a personal incentive for him to sign off in grand style.

"He has regained form that deserted him in New Zealand and Australia with two centuries (in domestic cricket) for Faisalabad recently."

Pakistan face West Indies in the opening Test at Sabina Park, April 22-26, in the second Test at Kensington Oval from April 30 to May 4 before travelling to Windsor Park in Dominica for the final game May 10-14.

Stories by Rawle Toney A NEW-LOOK West Indies team arrived in Guyana yesterday, ahead of their three-match One Day International (ODI) series against Pakistan at the Guyana National Stadium. The three ODIs are scheduled for April 7,9, and 11, with matches set to bowl off from 09:30hrs.

Given their recent run of form. West Indies are under pressure to bring their 'A' game, in order to avoid the indignity of having to qualify for the next World Cup in 2019.

The ODIs will be crucial, since the top eight teams in the ICC ODI rankings at the end of September 2017 automatically advance to the 2019 Cricket World Cup in England.

Pakistan are currently ranked eighth on the ICC ODI rankings table, the last automatic-qualification spot, with 89 points while West Indies are five points behind them in ninth position with 84 points.

If West Indies fail to get into the top eight spots by September. they must participate in the 2018 ICC World Cup Turn to page 23

PAKISTAN fielding coach Steve Rixon said that his side will be using the upcoming One Day International Series against the West Indies as preparation for the June 1-18 ICC Champions Trophy which will be played in England.

The Guyana National Stadium at Providence w ill be the venue for three ODIs between the West Indies and Pakistan, starting Friday April 7. while matches w ill be played on Sunday. April 9. and Tuesday April 11.
