‘Time to restore confidence in GECOM’ -says Datadin, supports move to dismiss Lowenfield, Mingo, Myers

By Richard Bhainie CONSIDERING what occurred after polling day on March 2, 2020, the removal of Chief Elections Officer (CEO), Keith Lowenfield; Deputy Chief Elections Officer, Roxanne Myers and Returning Officer for Region Four (Demerara-Mahaica), Clairmont Mingo is imperative if public confidence in the Guyana Elections Commissions (GECOM) is to be restored, People’s Progressive Party Civic (PPP/C) Member of Parliament, Sanjeev Datadin, has said.

Datadin made this point while appearing on a Facebook programme, ‘Let’s Talk Politics’ with host Edward Layne, on Tuesday, while discussing the motions tabled for the GECOM trio’s dismissal.

The composition of GECOM, as described by Datadin, entails the com-

mission itself, which he described as the “upper level”, comprising of the chairperson and six commissioners, three from each major political party.

Below the Commission is the secretariat, headed by the CEO, then the Deputy Chief Elections Officer (DCEO) and Returning Officers (ROs) for the various regions.

The PPP/C nominated GECOM Commissioners, Sase Gunraj, Manoj Narayan and Bibi Shadick, tabled three motions, dated June 1, 2021, seeking the “immediate dismissal” of Lowenfield, Myers and Mingo from the commission.

They cited a gamut of reasons pertaining to breach of functions, duties, responsibilities and obligations, to support the motions.

“We all witnessed what happened after the March 2 elections, we all saw what happened and transpired

from then; we all saw the players; we all saw the events, and we all saw the attitude and level to which people were willing to defeat the will of the Guyanese electorate and the will of every voter in the country,” Datadin said.

Regarding the series of events which transpired following polling day, he is of the opinion that it is about time the commission makes a decision pertaining to the actions of the secretariat and their employees, which will be done through the motions for dismissal that were tabled.

“It is now for the commission itself to decide on whether these persons should continue in the employ and be paid by the government and by the State to perform functions which

they so poorly performed in the five months that followed the March elections,” he said.

Datadin expounded on the importance of holding the secretariat accountable and responsible, noting that for there to be local government elections scheduled for this year, as well as general and regional elections in four years, the issues within GECOM must be addressed.

“We can’t go with the same horses that ran that race, we know how those horses run and that does not work, that does not work for democracy that does not work for the people of Guyana,” he posited.

The filing of the motions is considered the first step towards GECOM deliberating upon the removal of Lowenfield, Mingo and Myers. Subsequent to the motions being filed, Chairperson of GECOM, Justice (ret’d) Claudette Singh, wrote to the trio, providing them with 14 days each to reply and show cause as to why they should not be dismissed.

Once the responses are submitted, they will be debated upon by the members of the commission before a vote is taken. The outcome of votes will determine whether or not Lowenfield, Mingo and Myers are dismissed.

With three nominated commissioners each from the two major political parties, the ultimate success of the motions for dismissal moved by the PPP/C-nominated commissioners rests with the vote of the Chairperson.

“This is the elections commission, in my view, getting itself organised, getting itself back on the foot-

ing that it should always have and the footing that it had before hereto these events. And we need to bring back public confidence. The public has no confidence in these individuals and we should have persons who enjoy the confidence of the public,” Datadin said.

On the other hand, the Private Sector Commission (PSC), which served as one of the accredited observers for the March 2, 2020 General and Regional Elections, has said that it is “pleased to welcome the motion tabled” for the removal of the GECOM trio.

“The Private Sector Commission has already pointed out that, since August 2, 2020, our country has already begun to progress and prosper from the political stability in place… from a whole host of new development expenditure, private and public.

“And it becomes critical now that GECOM cleans up its act, that urgent election reforms are pursued by the government and public confidence is restored in the integrity and trust of our election machinery and process,” the PSC stated in a release.

The GECOM trio came in for harsh criticisms from the public for their alleged conduct at the March 2, 2020 General and Regional Elections. They have since been charged, and are currently before the courts.

Lowenfield is faced with three counts of misconduct in public office, and three counts of forgery; while Mingo was charged with four counts of misconduct in public office, and Myers with two counts of misconduct in public office.

To this end, the administration has intensified its distribution of food and sanitary supplies to bring relief to flooded households and persons who have been relocated to shelters.

AN EYE-OPENER Meanwhile, Colonel Craig said that even though 2005 was a major eye-opener, some of the measures taken after the floods were not sustained. He pointed specifically to the fact that the effects of heavy rainfall and high tides have been exacerbated by poor maintenance of drainage components in certain regions.

Craig also pointed to the need for Guyana to invest in programmes and policies that seek to reduce and mitigate the impact of climate change.

“Key for us in Guyana is that we are living in a time when the whole world is affected by climate change, and we must start to take adaptation measures,” Craig said.

He noted that in addition to increased floods and the intensity of rainfall, high winds and earthquakes being experienced in Guyana are all worrying effects of

On Wednesday, Prime Minister, Brigadier (Ret’d) Mark Phillips, visited the National Gymnasium on Mandela Avenue, Georgetown, where truck-loads of supplies are being packaged for distribution by ranks of the Guyana Defence Force (GDF), with critical support from civilian volunteers.

The Prime Minister, accompanied by Director-General of the Civil Defence Commission (CDC), Lieutenant Colonel Kester Craig, expressed appreciation to those involved in the important exercise.

Subsequent to the 2005 floods, as a solution mechanism, the Northern Relief Channel was constructed at Hope/Dochfour, East Coast of Demerara. This $3.6 billion infrastructure is said to be the reason for Region Four being spared from the devastating floods.

Authorities, including President, Dr Irfaan Ali, have committed to ensuring similar projects are replicated throughout the country, to safeguard residents in

the shelters will remain activated. “…until they can return to their homes.”

Although he could not report on the COVID-19 surveillance, testing and vaccination efforts in the flooded regions, Craig related that shelter managers have been ensuring strict adherence to national health protocols.

He related too that so far, the CDC has been able to adequately respond to the demands for flood-relief items; however, increased support is still needed.

Asked what role the CDC will be playing in rectifying infrastructural challenges, Craig said that this can be done via the National Disaster Risk Management platform, which meets to identify risk reduction and mitigation efforts.

No outbreak of water-borne diseases ―dispatched health teams report amid floods in several regions

MINISTER of Health, Dr. Frank Anthony, has said that there have been no reports of an outbreak of water-borne diseases, despite severe flooding countrywide.

“There are three things we are looking for right now: water-borne diseases, we are looking for people with skin rashes and we are also on the lookout for leptospirosis. I have heard from some persons in the media that they were saying that we have outbreaks of dengue.

“We haven’t had any outbreaks of that in any of the regions so far. Up to this morning [Wednesday] we have had a call with the Regional Health Officers of all the different regions and they haven’t reported any outbreaks of anything, and they have been constantly monitoring,” Minister Anthony said during Wednesday’s edition of the COVID-19

update.

The minister said health teams have also been dispatched to flooded communities to provide additional support. He said several sanitation items have been distributed to flood-affected residents in Region One to ensure people’s safety.

Special teams were also deployed to Region Two (Pomeroon-Supenaam), which is severely flooded.

“They have been assisting some of the residents in distributing bleach so that you can add bleach to your water to make sure that the water is safe. We have also been distributing oral rehydration salts to the various health centres just to make sure that they have adequate oral rehydration salts.

“So, in case we have persons, especially young children, with diarrhoeal disease that we can replace that with the appropriate fluids,”

Dr. Anthony said.

The minister also noted that at least two health centres in the region are inundated and the operations had to be transferred to another location.

“In Siriki and Dredge Creek, our health posts in those two communities have

and creams to various regions. In anticipation that children might get diarrhoeal diseases, we have sent in the ORS (oral rehydration salts) and bleach to help to purify water.

“So, we are anticipating and ensuring that supplies are closer to the point of usage and so that’s what we are doing. But so far, we haven’t had any major … health complaints,” he affirmed.

$2.3B Eccles-Mandela highway on course for November completion ―despite inclement weather

By Richard Bhainie DESPITE the inclement weather conditions over the past few weeks, Minister of Housing and Water, Collin Croal, is optimistic that the four-lane highway from Mandela Avenue, Georgetown to Eccles, East Bank of Demerara, will be completed by November of this year.

Works on the $2.3 billion highway commenced on April 14, 2021 and was initially scheduled to be finished by December 10, 2021; however, speaking with the Guyana Chronicle on Tuesday, Croal said that he is “pushing” for completion by November, 2021.

The minister is hopeful for the completion of the highway in spite of the difficulties which may arise due to the recent heavy downpours.

He acknowledged that there may be some “inconveniences,” but he is optimistic that the contractors, who were awarded the project, will work in a manner to meet the deadline.

The project is divided into six lots: Lot one – Eccles, EBD; Lot two- Agricola; Lot three – Rome; Lot four – Houston South; Lot five – Houston North and Lot six – South Ruimveldt, and was distributed among six different contractors. The combined total of the winning bids to construct the four-lane highway is $2,356,914,515.

The contractors awarded are: Lot one – GuyAmerica Construction Inc; Lot two – a joint venture among MT-

SUL Construcoes Limited, M&PA Investments Inc. and Consturora Cobra Eireli; Lot three – Puran Bros. Disposal Inc; Lot four – Joint Venture between Collin Talbot Contracting Services and Eron Lall Civil Engineering Works; Lot five – Aronco Services Inc and Lot six – JS Guyana Inc.

Croal related that due to the nature of the contracting firms, given that they are all of large capacity, he does not expect them to “drag out” the project as smaller contractors often tend to do.

The four-lane highway, which comprises a dual carriageway of two lanes each, will have a jointed reinforced concrete pavement.

The Housing and Water Minister confirmed that stockpiling, among other works, were being conducted; however, difficulties may arise due to rainfall which would have affected the soil condition.

nects Caneview Avenue and Aubrey Barker Road, that it is imperative that trucks and other machinery traversing the thoroughfare to access the four-lane highway project, may cause some damage to the road.

The minister acknowledged that residents, who reside along David Rose Street, had previously complained of the dire state of the road due to trucks and machinery traversing. In response, the minister has committed to maintaining the road during and after the project.

Once completed, the four-lane highway will aid in reducing the traffic congestion along the East Bank of Demerara corridor.

Restoring confidence in GECOM THE motion tabled by the Government-nominated commissioners for the immediate removal of GECOM’s Chief Elections Officer, Keith Lowenfield; Deputy Chief Elections Officer, Roxanne Myers and Region Four Returning Officer, Clairmont Mingo, is a step in the right direction in light of plans to host Local Government Elections this year.

During the period March to August 2020, Guyana, sister Caricom nations and nations further afield witnessed one of the most brazen attempts yet in the modern-day world to rig a national election. Thankfully, the brutal assault on democracy failed to bend the will of the people, and eventually buckled to mounting international pressure led by the US, Britain and Canada.

During those dark days, many independent personalities and stakeholder groups also played a key role in ensuring that an illegitimate government does not occupy the seat of

power again.

When the drivers of the attempted elections heist realised the towering mountain before them and quitted their evil scheme, calls mounted from various quarters here and abroad for the enablers at GECOM to face the law for their despicable actions and to be removed from the elections body.

Lowenfield has since been charged with three counts of Misconduct in Public Office and three counts of Forgery, while Mingo has been charged with four counts of Misconduct in Public Office. Myers is also facing two counts of Misconduct in Public Office.

Many persons then, including stakeholder groups, had also suggested that given the gravity of the charge and the compelling evidence against the GECOM trio, GECOM Chair, Justice (r’td), Claudette Singh should have taken steps to ensure their removal from the elections body.

However, the GECOM

Chair, in December last year, had told the Guyana Chronicle that such decision lies with the entire commission and not just her, while pointing out that the commission cannot act hastily and that the law must run its course.

It should be noted that at the time the A Partnership for National Unity+Alliance For Change (APNU+AFC) had filed two election petitions seeking to overturn the legitimate declaration by GECOM that the People’s Progressive Party/Civic (PPP/C) won the March 2020 elections.

Those two petitions by the Coalition, which were widely viewed as having nothing more than nuisance value, have since been thrown out by the court. The recent move by the government’s nominated commissioners against the GECOM trio is the first time the matter has been formally put before the commission. Back in December last year, the GECOM Chair had pointed out that the issue would require serious

deliberations and discussions and had noted that “wherever the axe falls, we will have to work with it.”

The matter is now before the commission and many Guyanese at home and in the diaspora, as well as the many others who followed the action by the three named elements and others at GECOM during the 2020 elections, will be eagerly looking forward to the pronouncements flowing from the deliberations of the commission.

While Guyanese await the pronouncements from the commission, it would be worthy of mentioning that days before the motion was filed by the Government-nominated commissioners seeking the immediate dismissal of Lowenfield, Mingo and Myers, Lowenfield, through his attorney, had attempted to block the release of the Statements of Poll and the Statements of Recount from being handed over to the Commissioner of Police and the Director of Public Prosecutions, but his efforts failed.

The Statements of Poll and the Statements of Recount contain the authentic number of persons who voted in the March 2 elections and, when added region by region would give an accurate count of the total number of persons who voted in those elections.

Guyanese will recall that the vote count was going well until it came down to Region Four. During the count of votes for Region Four, there were several stoppages including Returning Officer, Clairmont Mingo becoming ‘sick’ before recovering to read numbers from spreadsheets; first at the Ashmins Building and then at GECOM, which were widely denounced as fictitious by local stakeholders and the international community.

This development followed a series of court actions and defiance by Lowenfield, who finally, after five months, presented a report that contained a verified count of votes cast in the March 2, 2020 elections.

He had previously presented

before the commission several reports that contained numbers that were heavily criticised as fraudulent.

The actions by some of the actors at GECOM, aside from the clarion call for their dismissal and prosecution, also point to the need for reform at GECOM to ensure greater transparency and accountability by senior officers of its secretariat as recommended by several international organisations which observed the elections, notably the European Union and CARICOM. Undoubtedly, this is necessary since the unsavoury actions by these elements have done significant damage to the image and credibility of the elections body, and importantly too, they should not be administering its affairs as the country heads into Local Government Elections.

The saving of democracy in 2020 was a clear and resounding message that elections-rigging will never be tolerated in Guyana again.

Response to retired Professor of Business & Economics, Dr. Ganga Ramdas Dear Editor, PLEASE permit me to respond to retired professor, Dr. Ganga Ramdas, who wrote a letter in the print media on June 2, 2021 that appeared in the Kaieteur News with the caption… “How much taxes should Exxon and the oil companies have paid?”

The retired professor’s analysis is unfortunately inherently weak with very poor analogies to substantiate the learned professor’s argument. Dr. Ramdas failed to acknowledge that the fiscal regime which Exxon enjoys, inter alia, the Production Sharing Agreement (PSA) – though outside of the normal (national) fiscal regime which other companies are sub-

jected to – is so designed to cater for the nature of the industry. That is to say, it is a new industry for Guyana, one that is highly capital intensive, the scale of investment activities is many times larger than Guyana’s GDP: wherein, for example, Exxon’s projections for Guyana is US$60 billion over a period of 30 years – which is equivalent to 8.5 times 2020 GDP (inclusive of the oil economy) and 15 times Guyana’s non-oil GDP using 2018 real GDP. Dr. Ramdas argued that should Exxon pay taxes on its share of profit oil – by applying the tax rate to companies involved in commercial activities of 25 per cent, “the oil companies should have paid

approximately $62 million in taxes” contending that this is a revenue loss for Guyana. To put his argument into perspective, he implicitly argued that the taxes paid by pensioners and other companies subject to the normal income taxes applied to commercial and non-commercial firms in Guyana, contributes towards building the infrastructure that exist, such as airports, roads, hospitals etc., which everyone utilises and that effectively, the oil companies are using our airports and roads etc., for free by virtue of being exempted from paying corporate taxes. This is a very misleading and non-contextual reasoning

by Dr. Ramdas, to say the least. To support this view,

let’s understand the PSA and Guyana’s true potential profit share during cost recovery and post cost recovery.

Having said that, let’s look at some analysis using Liza Phase One project alone. Liza Phase One has a production capacity of 120,000 barrels per day, total investment cost of US$4.3 billion, and comprise of 450 MMbl. (See table on page 7) Dr. Ramdas does not seem to comprehend that because of the 75 per cent cost recovery threshold, the recovery period for these investments will be very short. Liza phase One in the above illustration for example, using an average price per barrel of US$45 at an annual production

capacity of 43.8 million barrels of crude, the investment cost of US$4.3 billion will be recovered within three years using the payback method. With the Net Present Value (NPV) investment appraisal method and a discount rate of 10 per cent, the investment can be recovered within four years. As such, from the Liza One alone, Guyana can earn over US$2 billion in the first five years and up to US$6 billion within 10 years – taking the post recovery period into the equation. In other words, Guyana’s projected earnings from the Liza One development alone over the first decade is equivalent to 120 per cent of current GDP; 3.5 times current level of total public debt

and five times government’s revenue using 2019 figures.

The highest cost is usually the development cost and, therefore, when the development cost is recovered, the operating cost is typically minimal since the infrastructure to extract the crude is already in place. To substantiate this view with reasonable certainty, a perusal of Exxon’s 2018 annual report confirmed that total operating cost was just about 27 per cent of total revenue.

Hence, this means that in the post recovery period, profit share will be greater, assuming for example, that operating cost will be 30 Continued on page 7

From Page 6 per cent of total revenue, then effectively there will be 70 per cent of revenue for profit share of which 50 per cent is Guyana’s share. Consequently, Guyana’s profit share can be as much as 35 per cent post recovery period plus two per cent royalty resulting in a total take of 37 per cent; up from 14.5 per cent during the recovery period in the first three to four years for Liza Phase One development alone; and greater than the 25 per cent corporate tax applicable to companies involved in commercial activities. Then there is Liza phase Two and many other FPSOs and development fields that will be operationalised over the

decade.

Dr. Ramdas is also incorrect to assert that the oil companies are using the existing infrastructure for free, given the aforementioned analysis. Further to note, the revenues earned from Guyana’s oil resources will, in fact, be utilised to propel Guyana’s transformational development and in particular – infrastructure and education as alluded to by His Excellency, the President of the Co-operative Republic of Guyana. It should be noted as well that the administration of the day is keen on implementing a strong local content policy, which will ensure that Guyanese firms, professionals and the people at large – are given maximum benefit in the sector as well as the opportunity to participate in

the emerging sectors. When more local firms participate in the sector, capitalising on the emerging opportunities as well as in the value chain and other sectors, the firms perform better – enjoy increase profits and in turn, pay more taxes – to put this simply.

It is against these backgrounds, that the analysis put forward by Dr. Ramdas is far from being credibly sound and robust – ignoring the ‘country and global contexts’ altogether.

THE Guyana Power and Light Inc (GPL) has launched an investigation to determine the root cause of the Demerara-Berbice Interconnected System (DBIS) shutdown that occurred on Tuesday, June 1, 2021.

On Tuesday, June 1, 2021, GPL’s Kingston Power Plant experienced a significant loss of generation which trigged a shutdown of the DBIS. During restoration efforts, there were two un-

successful attempts to restore the system at 11:23 hours and 11:51 hours, respectively.

The generating units were subsequently returned to operation at approximately 12:13 hours, restoring incremental service to customers in Demerara and Berbice.

All areas were repowered at approximately 14:00 hours. Subsequent to the repowering of all areas, the generating units at the Kingston Power Plant tripped again at ap-

proximately 15:00 hours and 16:12 hours, respectively.

The sudden loss of generation affected service to some customers in Georgetown, East Bank of Demerara and West Coast of Demerara. These areas were repowered at approximately 16:36 hours.

An investigation into the generator-trip at 16:12 hours revealed a fault in the plant’s emergency shutdown system. The fault was subsequently

Self-confessed killer sentenced to 4 years

TWO years after the fatal stabbing of 19-year-old Clive Osborne during a brawl at Supenaam, Essequibo Coast, Richard Harrychand, was, on Wednesday, sentenced to four years behind bars for the crime.

In May, Harrychand was arraigned before Justice Navindra Singh at the Suddie High Court for the capital offence of murder. However, he opted to plead guilty to the lesser count of manslaughter.

He confessed that, on June 2, 2019, at Supenaam, he unlawfully killed Osborne.

On Wednesday, Justice Singh, after considering the mitigating and aggravative factors, sentenced Harrychand to four years’ imprisonment.

The state was represented by prosecutor, Tiffini Lyken, while Harrychand was represented by Lachmi Dindayal.

The Guyana Chronicle had reported that on the day in question, Osborne was at a bar with his friends when he was confronted by Harrychand, who was armed with a knife. Harrychand stabbed Osborne several times to his

abdomen, chest and forehead and then made good his escape. Osborne attempted to run out of the bar but collapsed on the roadway.

He was picked up in an unconscious state and rushed to the Suddie Public Hospital where he was pronounced dead on arrival.

Harrychand was later arrested. He told police that Osborne’s death stemmed from an old grievance involving his younger brother. He also handed over the murder weapon to the police.

Crime down by 21 per cent in Region Three

DIVISIONAL Commander of Region Three (Essequibo Islands-West Demerara), Errol Watts, has said that crime in the region is down by 21 per cent.

This, he said, is due mainly to efforts by the police to strengthen its ties with the community policing groups in the region.

Watts made the comments on Tuesday evening, when he appeared on the radio and online show “The Police and You,” hosted by Deputy Director of Communications at the Guyana Police Force, Stan Gouveia.

During the show, Watts was questioned about crime in the region, tint on vehicles, how allegations of misconduct against police officers are investigated, efforts to foster better relationships with the community, as well as a recent incident which is said to have occurred at the Vreed-EnHoop Stelling.

Touching on the crime rate, Watts said: “The crime situation in Region Three is extremely quiet. We recently had one incident in Parfaite Harmonie, and that is one in

the longest time. Before that, we’ve had no serious crimes in the region for the past two or three weeks and we are continuing to work harder to ensure we keep a pulse on what is happening in the region.”

We will engage the public, and we are going to continuously engage the private sector. We have started to do brochures with crime-prevention tips to distribute in Region,” Watts said.

In highlighting ways in which citizens in the region can do their part to help contribute to a safer environment, he said that they should first desist from walking around carelessly with large sums of money, without appropriate security.

He also noted that residents need to be sensitised and informed about the bad effects of the indiscriminate use of alcohol, since a number of murders in the region stem from alcoholism.

Woman allegedly caught with cannabis-stuffed chickens gets $200,000 bail A 40-year-old shopkeeper, was, on Wednesday, released on $200,000 bail for allegedly trafficking cannabis in frozen chickens.

Jenette Gravesande of Best Village, West Coast Demerara, appeared before Magistrate Crystal Lamber at the Bartica Magistrate’s Court and pleaded not guilty to the drug- trafficking charge.

She denied that, on May 29, at 70 Km Police Checkpoint, Region Seven, she had 565 grammes of cannabis in her possession for the purpose of trafficking.

Magistrate Lambert released Gravesande on $200,000 bail

and adjourned the matter until June 23.

The Guyana Chronicle had reported that on the day in question, 11 bulky parcels of cannabis, stuffed in frozen chickens, were seized by the police during a routine stop-andsearch exercise at 70 Km Police Checkpoint.

Reports indicate that the items were seized in motor lorry, GZZ 3698, which was being driven by a 46-year-old resident of Cornelia Ida, West Coast Demerara. The driver was transporting Gravesande, along with 11 other passengers at the time.

Police said that a cooler belonging to Gravesande was searched and the bulky parcels wrapped in plastic and foil wraps were found with cannabis.

Gravesande was arrested and under caution she, allegedly, told the police: “Officer, I buy this weed from a girl to go and sell.”

Water receding slowly in Pomeroon River communities

THE month of June has brought some hope for the Region Two administration, as the glimpses of sunshine and the continuous operation of more than a dozen pumps and five mini-excavators, have resulted in water receding in several Pomeroon River communities.

The floodwaters have been on the land for several days, largely due to continuous heavy rainfall and high tides. The absence of heavy rain in the last few days has seen the water slowly receding from villages such as Kabakaburi, St Monica and Karawab, which are among the hardest hit. The water level in Karawab was approximately four feet several days ago.

Although the water is receding slower than expected, regional officials and flood-affected residents are thankful and remain hopeful that with an ease in the rainy weather, the water will drain off quickly.

Regional Executive Officer (REO), Devanand Ramdatt, told the Guyana Chronicle that regional officials are working around the clock to ensure that relief efforts reach flood-affected communities. He said the Ministry of Finance has approved $6.7 million for the purchase of more fuel so that pumps can remain in operation. Ramdatt said the National Drainage and Irrigation Authority (NDIA) have repaired the four pumps that were rendered inoperable due

to mechanical issues.

“We have been doing our part, we are in the fields interacting with residents and making the necessary recommendations. We will not give up. We are with the people on the grounds and we will ensure that necessary interventions are made to assist in the flooding situation,” Ramdatt said.

Twenty pumps are currently in operation in various locations across the region and have managed to drain some of the water from the land.

According to Regional Vice-Chairman, Humace Oodit, there is no flooding on the Essequibo Coast; however, several communities inland remain underwater.

erstown, and Somerset, and Berks. Another mini-excavator was deployed to Three Friends and Devonshire Castle to assist in the clearing of several outfalls. Oodit told this publication that the three other mini-excavators which belong to the region, were deployed to various communities to assist in improving the drainage network system.

The mini-excavator that is in the Good Hope/Pomona Neighborhood Democratic Council (NDC) is being used to clear several outfalls.

Plans are in place to relocate a small mobile pump at Devonshire Castle to La Union on the Essequibo Coast to assist in providing better drainage to rice farmers in that village and neighbouring communities.

Speaking generally on the flooding situation in the region, Oodit said the water is receding and teams of regional officials are currently visiting communities. He said the high tides have severely affected the Pomeroon River, as several cash and livestock farmers have been left counting their losses.

Meanwhile, a regional team re-visited the Pomeroon River on Wednesday to meet with residents of Karawab, St Monica, Kabakaburi, Abrams Creek, Siriki, Jacklow, Aberdeen, Hackney, and Lilydale.

The team included Ramdatt, Oodit, and Prime Minister Representative in Region Two, Arnold Adams.

The regional administration intends to send 40 black tubes to the Pomeroon River to assist in the revetment and drainage works. The tubes will be installed when the water recedes.

According to the information reaching the Guyana Chronicle, Pomeroon farmers continue to make requests to government through the Ministry of Agriculture for there to be block drainage.

The farmers believe that this can help alleviate flooding and protect their livelihoods.

“If we get help to ensure we do block drainage this

will help us. High tide after high tide we have been experiencing this, as soon as we get lil money it gone.

We need to catch ourselves

and save,” a farmer from Jacklow said.

This newspaper was informed that water has receded from the rice lands and along the Essequibo Coast.

Thus far, over 1,650 food hampers were distributed in various parts of the Pomeroon River and Charity. The regional team will also be visiting Bethany, an Amerindian community, on Friday. Toshao of Bethany, Sonia Latchman, had reported flooding in her community.

Rice farmers from the Essequibo Coast have lauded the regional administration for their prompt action in helping to drain excessive water from their fields.

NGSA mock exams set for June 9, 10

Pupils preparing to write the 2021 National Grade Six Assessment (NGSA) will be administered their first mock examinations next week, specifically on June 9 and 10.

Unlike previous years, pupils will have the option of sitting the exams from the comfort of their homes, at school or not doing it altogether.

Considering the flood situation in several regions, the Ministry of Education has also noted that affected pupils will have the option of writing the exams at a later date.

A second mock exam is also planned for July, ahead of the official examinations which is scheduled for August 4 and 5.

The ministry is also working on a solution that would allow pupils to take the paper

one aspect of the mock examinations online, using a provided platform.

“The first mock examination will be treated as a practice examination for students and a diagnostic examination for teachers who have not seen their children for over a year.

The Ministry of Education is hopeful that the second mock examination can be held in schools under strict examination guidelines to provide all pupils with the examination experience before sitting the NGSA in August in their respective schools,” the Education Ministry said.

According to the ministry: “The pupils have the option of writing the first mock examination in school under strict

COVID-19 protocols or have the examination papers uplifted from their respective schools, completed at home and returned to the school to be marked by the teacher. Additionally, parents can decide that their child will not write this examination at all.”

Additionally, pupils will not be required to wear school uniforms during the mock exams, should they opt for the option of writing it in the classrooms. However, pupils will be required to be appropriately dressed with no witing printed on their clothing.

Parents, guardians and teachers of the NGSA pupils were brought up to scratch on these developments over the past few days during a number of virtual stakeholder meetings held with the Minister of Education, Priya Manickchand.

During respective meetings, the minister met with stakeholders from each of the 11 education districts.

“They were engaged in separate Zoom meetings and told of what the ministry has done and how their children will be assisted to write the NGSA on August 4 and 5, 2021, and the mock examinations to be held on June 9 and 10, and in July, 2021,” the ministry said.

The NGSA exam is considered a critical assessment for pupils, as it is used to determine their placement in a secondary school. Pupils are assessed in the core areas of Mathematics, English, Social Studies and Science.

Like with the 2020 sitting, the pupils are currently affected by school closures brought on by the COVID-19 pandemic and have been learning virtually from home over the past few months.

Due to the situation, over the past few months, the ministry has executed several initiatives to assist the Grade Six pupils and teachers as they prepare for this year’s examination.

These initiatives include creating a consolidated curriculum, launching the NGSA Booster Programme and a Quiz Me Platform available on the ministry’s website.

The Education Ministry has also distributed study packages containing notes, textbooks and workbooks to each pupil in the public school system, to help each child prepare.

All the materials contained in the package are also available on the ministry’s website at: www.education.gov.gy. The ministry has also collaborated with Digicel and GTT to have its website zero-rated, so that there is no charge to persons data when accessing resources.

According to the ministry, over the coming days, each pupil will receive a care package containing face masks, vitamin support, hand sanitisers and stationery items to be used when writing the two-day examination.

Teachers are also expected receive care packages as well, which will contain face masks, face shield, vitamin support and hand sanitiser.

Third trial into Rubis accountant murder commences June 10

THREE men, on Wednesday, pleaded not guilty to the brutal murder of Jason Cort, the Rubis accountant who was shot and killed by bandits at his Meadowbrook Gardens home in 2015.

Stancy Rodney, 30; Linton Eastman, 33, and Clifton Gibson, 33, pleaded not guilty to the charge which read that on June 17, 2015, at Meadowbrook Gardens, Georgetown, during the course of a robbery, they murdered Cort.

The state is being represented by prosecutor Lisa Cave while the defendants are being

represented by attorneys-at-law Glen Hanoman, George Thomas and Melville Duke.

The trio will stand trial for the capital offence before Justice Sandil Kissoon at the Demerara High Court. A jury was empanelled to hear the case come June 10.

In 2020, the case was aborted twice in the interest of justice by Justice Brassington Reynolds.

According to reports, on the day in question around 22:30hrs, Cort was shot to the chest when gunmen invaded his home before making off

with his licensed firearm, mobile phone and Nintendo game.

Cort had just returned home from an outing with his girlfriend. She was also at home at the time of the incident but was unhurt. It was reported that the bandits took Cort’s licensed firearm, cellphone, gold band, chain, ring and an Xbox console.

One person from the community had indicated that after hearing the loud explosion and looking outside, they observed persons scaling the fence of Cort’s home and fleeing up the road.

GWI says due process followed in firing of employees ―possible placement at other agencies being explored

IN confirming that 76 employees were issued termination letters on Monday, effective from June 30, the Guyana Water Inc. (GWI), in a statement on Wednesday, noted that due process was followed prior to the decision, and all of the 76 employees will receive their severance benefits by the end of June.

The company noted that the 76 employees are part of a total of 157 persons who are listed to be sent off as part of GWI’s restructuring plans and rationalisation of the staffing establishment.

Those who are to be sent off, will receive their letters within a three-month period.

“We wish to clarify that under the Termination of Employment and Severance Pay Act, a total of 157 staff are listed to be sent off as part of our restructuring plans and rationalisation of the staffing establishment.

This is to ensure the efficient and productive management of our daily operations,” GWI noted in a statement.

Drainage systems in Mocha being enhanced

―as community experiences flooding

MINISTER of Housing and Water, Collin Croal, has given Mocha farmers his assurance that issues of blockage and water accumulation in the area will be resolved within 24 hours.

He made this commitment during his visit to Block ‘E’ Mocha, East Bank of Demerara, on Wednesday, following complaints by the farmers in the area.

According to Croal, farmers claimed that the blockage was caused by the ongoing roadwork undertaken by the Ministry of Housing and Water, through the Central Housing and Planning Authority (CH&PA).

“I came to see it firsthand, and what we’ve assured now is that we will be

putting some more tubing for the passage of the water,” Croal informed those assembled at the site in Mocha.

He related that the Minister of Public Works, Bishop Juan Edghill, has donated five EGB tubes, which are integrated polybutylene pipes for hot and cold water plumbing and heating systems.

He further said that the contribution will assist with the drainage of water that has accumulated at Block ‘E’, where the farming area is.

“The site that we just visited has the necessary drainage, but they say it’s insufficient, so we’re putting additional [systems in place] to allow for drainage,” Minister Croal assured residents of Mocha.

Deputy Director of Projects at CH&PA, Intakab Indarjeet, explained that the heavy rainfall has caused water levels in the canals and on the land to rise significantly.

“Although we would have put in some temporary tubes to alleviate that issue, it seems a bit inadequate. So, what we’re going to do is, we’re going to increase the capacity by placing in more tubes to allow that water to drain out. That will be done within 24 hours,” he said.

He later added that the current heavy downpour would not hamper the installation of the pipes.

“We can work within a 24-hour period. The most it should take is three to four hours for installation,” Indarjeet related.

Another resident, Awad Williams, said the new bridge is an indication of great progress, and by doing this, the government will ensure that the community has sturdy and long-lasting infrastructure.

Regional Chairman of the Regional Democratic Council (RDC) of Region Three, Sheik Ayube and Regional Executive Officer, Jagnarine Somwaru also welcomed the initiative.

Last year, President Ali charged the GDF to play a greater role at the community level, to advance the country’s development.

Five more COVID-19 deaths added to May toll

THE number of COVID-19 deaths recorded for May has risen again, a press statement released by the Ministry of Health, on Wednesday, has indicated.

While it was previously reported that 92 deaths occurred as a result of COVID-19 in May, the addition of five deaths recorded for May 31 have now pushed that total to 97.

According to the ministry, the latest reported fatalities are a male, 65, from Region Six (East Berbice-Corentyne); a female, 54, and a male, 68, from Region Seven (CuyuniMazaruni); a female, 90, from Region Three (Essequibo Islands-West Demerara), and a female, 65, from Region 10 (Upper Demerara-Berbice). There have now been 396 overall deaths recorded for COVID-19 in Guyana.

Meanwhile, 143 new cases of COVID-19 were recorded after 952 tests were conducted on Tuesday, June 1, 2021.

Of those, Region One (Barima-Waini) recorded three; Region Two (Pomeroon-Supenaam) 11; Region Three (Essequibo Islands-West Demerara) 12; Region Four (Demerara-Mahaica) 50; Region Five (Mahaica-Berbice) four; Region Six (East Berbice-Corentyne) 13; Region Seven (CuyuniMazaruni) three; Region Nine (Upper Takutu-Upper Essequibo) 28; and Region Ten, 19.

The newly infected persons were 56 males and 87 females. To date, there are 19 persons in the COVID-19 Intensive Care Unit (ICU), 97 in institutional isolation, 1,718 in home isolation, and four in institutional quarantine.

Taxi, minibus drivers operating at Demerara Harbour Bridge to be relocated DISCUSSIONS aimed at minimising traffic congestion and allowing easy access to the Demerara Harbour Bridge were, on Wednesday, conducted by Minister of Public Works, Bishop Juan Edghill.

According to a statement from the Public Works Ministry, the minister met with minibus and taxi operators, who transport passengers across the Demerara Harbour Bridge, on the tarmac at Peter’s Hall, East Bank Demerara.

In explaining the reason that influenced the meeting, he said that he preferred to speak with the operators, as opposed to implementing policies that would put taxi drivers and minibus operators at risk of losing business.

During the course of the meeting, a proposal was made for bus drivers to relocate to the parking lot (opposite the Demerara Harbour Bridge Head Office), while

The statement detailed, however, that one driver informed the minister of his concern that passengers may be unable to see or locate them once they have been relocated.

Edghill, in response, assured the assembled drivers that commuters would be notified of the relevant changes, and would be able to find drivers and operators at their new locations.

He related that the changes being made were absolutely necessary at this time, but ensured operators that the necessary infrastructure will be established to make operating from their new locations comfortable.

This will include asphalt paving of the locations, adequate lighting, and proper drainage.

Guyana gets over $207M in protective equipment --through collective effort of World Bank, PAHO/WHO and Canadian government

By Mesha Sealey GUYANA’S capacity to tackle the COVID-19 pandemic has been boosted with a donation of $207 million in personal protective equipment (PPE) and infection prevention equipment from the Pan-American Health Organisation/World Health Organisation (PAHO/WHO), the Government of Canada and the World Bank.

The large number of protective equipment were presented to Guyana’s Health Ministry at their Materials Management Unit (MMU), located at Diamond, on the East Bank of Demerara.

Specific items which were donated to the health ministry are face shields, goggles, masks, isolation gowns, protective coverings for the feet, sanitising liquid, detergent, among other things.

Health Minister, Dr. Frank Anthony, described the donations as ‘substantial’, and acknowledged that the equipment displayed at the handing over ceremony represented only a fraction of what the ministry actually acquired.

“What we are looking at is using the donations that we’ve received, and getting it out as fast as possible to our health quarters so that they can get busy with the job of preventing COVID-19. So, as fast as we get those things, we’ve been sending them out to the different regions. In no small way, the protective equipment that we have received would have helped to protect our healthcare workers,” the minister said.

cially now, as Guyana faces its deadliest wave of COVID-19 to date.

“I understand that the most recent data shows that between April and May here in Guyana, there have been over 6,000 new cases, and the most deaths that have been seen since the start of the pandemic. I think that just underlines that we’re not done yet,” he said.

He noted that although the Health Ministry is doing well in the fight against COVID-19, there is still much work to be done. He called for persons to take personal responsibility as it pertains to following the guidelines set out by the Health Ministry, and taking their COVID-19 vaccine.

“So, this is part of an overall CAD$5 million commitment to PAHO to support preparedness, research, and response in the Caribbean, of which Guyana is a beneficiary.

I want to recognise that the

needs are still great, and the Canadian support may not meet all of them. However, we hope this support will help to contribute in bringing us one step closer to ending this deadly pandemic,” Berman related.

He reasoned that the only way to fight against COVID-19 is through co-operation. To this end, he said that the Canadian Government, hand-in-hand with the World Bank and PAHO/WHO, is prepared to help Guyana in any way possible, and stand “very much in solidarity” with the country, in the face of the pandemic.

World Bank Operations Officer, Hubert Adrian Forrester, stated that the World Bank’s Pandemic Emergency Financial Facility is just one of the bank’s many responses to support countries as they tackle the impacts of the COVID-19 pandemic.

With the support of PAHO

and Global Affairs Canada, the organisation has been able to assist in the procurement of essential supplies for healthcare facilities and workers. The grant also financed the equipping of the Health Emergency Operations Centre, and key points of entry at the borders, ensuring the setup and functionality of essential services.

MORE HELP “The cash grant is only part of the support that the World Bank provided to Guyana to tackle COVID-19. In November last year, we approved a US$7.5 million project to support the Ministry of Health’s efforts to enhance national systems to prevent new cases of COVID-19, detect existing cases, and support contact tracing, quarantine, isolation, and the general efforts to treat those infected with COVID-19,” Forrester detailed.

He added that a US$1 million grant will also be finalised in the coming weeks, to support further health system strengthening, combining approaches similar to that of the WHO, and conducting analyses and assessments to ensure that the system can respond to future health threats.

“We’re actually now finalising support to the country’s vaccine efforts, including support for purchasing and deploying vaccines, to ensure that we meet the threshold necessary to achieve herd immunity,” he said.

“What this shows is that the World Bank is here for the long run. We are committed to Guyana, not just through the COVID-19 crisis, but to support the recovery. Our efforts are to rebuild our system to show we are stronger, more resilient. I have no doubt that this mission is important to all of us, including our partners at PAHO and Global Affairs Canada, and the hardworking team, of course, at the Ministry of Health Guyana,” the operations officer related.

Resident PAHO/WHO Representative, Luis F. Codina, expressed his gratitude to Canada and the World Bank for their continued support to PAHO/WHO and the Ministry of Health.

He noted that although the materials were classed as “infection prevention,” they are offer critical protection to those on the frontline in the continuous fight against COVID-19. He added that aside from the PPE, PAHO/ WHO also provided training for essential workers, information for civilians, and capacity building for laboratories.

“And I think that this is not so close to finished, all of our work, in terms of the pandemic. We know that… We have

to maintain all of the health measures, and the security measures, and also be vaccinated... So, from PAHO/WHO, we are very proud to be here, and we are with Canada, the World Bank, and, of course, the health minister, to support the fight against the pandemic, COVID-19,” he said.

Minister Anthony underlined the integral role of healthcare workers, moreso frontline workers, in the fight against COVID-19, noting that having those persons properly equipped is “of utmost importance”.

“You would recall that at one time, we had various challenges getting PPEs. Now, I think that we have been able to alleviate those types of problems… So, on behalf of the government of Guyana, we would like to thank the government and people of Canada, and, of course, the World Bank, that helped us to procure these things,” he related.

Aside from the PPEs, Minister Anthony explained that considering the need for patients to be hospitalised for COVID-19, PAHO/WHO has also assisted in procuring a number of oxygen concentrators, devices that concentrate the oxygen from a gas supply (typically ambient air) by selectively removing nitrogen to supply an oxygen-enriched product gas stream.

“These types of equipment are life-saving, because somebody who needs oxygen… if we can give it to them in this format, then it really works,” the minister said.

The Ministry of Health has been working with PAHO/WHO since September 2020 to tackle several issues, including the ongoing fight against COVID-19, and HIV and AIDS.

Akawini gets free high-speed Internet

LESS than a month after Regional Chairperson, Vilma De Silva, announced that Amerindian communities in Region Two will have access to government’s free Wi-Fi, National Data Management (NDMA) technicians have successfully installed internet connections at Akawini in the Lower Pomeroon River.

De Silva, during a recently held Regional Democratic Council (RDC) statutory meeting, informed councillors that residents and learners will have full access to the service.

The chairperson told the councillors that technicians from NDMA were in the region to conduct assessments in the Amerindian communities.

The technicians from NDMA in the community of Akawini in the Lower Pomeroon checking the Internet connectivity.

She said the request for Internet connectivity was made by the regional administration after several residents complained about not being able to access the free service. She emphasised that parents were predominantly affected since many of them cannot afford to

purchase data for their children to attend online classes.

De Silva said she is happy that some of the region’s rural residents can now access the Internet free of cost. She used the opportunity to commend the NDMA for sending their technicians to install the

service. She noted that despite the rainy conditions, the technicians were in the fields working to ensure the residents of Akawini got connectivity.

Meanwhile, an elated Rudolph Wilson, the Toshao of Akawini, said residents of School Island and the environs would be able to connect to the Internet. Wilson said learners in his village will be able to benefit from online classes and that the service will also benefit parents who encountered difficulties while attempting to conduct research for their children.

According to the toshao, the Internet service will ensure that residents are aware of what is happening in other parts of the country and around the world.

Wilson said approximately $2 million of the $10 million that was received from the Ministry of Amerindian Affairs, went towards the establishment of an Information Communication Technology (ICT) hub in the community.

He commended the efforts of the Prime Minister’s Office and the regional administration for representing his commu-

This newspaper was told that the Industry and Innovation Unit of the Office of the Prime Minister and NDMA are responsible for all government Wi-Fi and V-SAT connections.

The technical team from NDMA will be visiting other communities later this week to set up more Internet connections.

Harrinand Persaud is new THAG President

HARRINAND Persaud, the Chief Financial & Marketing Officer of well known businesses such as King’s Hotel and Residences, King’s Jewellery World, and Bistro Cafe and Bar, has been elected the new President of the Tourism and Hospitality Association of Guyana (THAG).

Persaud, who also holds senior positions at King’s Duty-Free, Lehr Incorporated and Starr Computers, was elected on Friday last, when THAG hosted its 27th and 28th Annual General Meeting (AGM).

Body of missing Brazilian miner found in Mazaruni River

THE body of a 37-year-old Brazilian gold miner was, on Tuesday, found floating in the Middle Mazaruni River.

The miner, Allesandro Foss, was reportedly left on Saturday to “look over” a dragger (water dredge), which is located in the Middle Mazaruni area, near Pappyshow Landing.

But on Tuesday, around 11:00 hours, a report was made that the victim was missing for about three days.

According to the police, further enquiries revealed that the victim’s boat was discovered drifting in the river.

As a result, a party of policemen embarked on a search for the man and discovered the victim floating face down in the Middle Mazaruni River, close to Surinamo Landing.

His motionless body was removed from the water and same was examined for marks of violence, but none

was found.

The man was escorted to the Bartica Regional Hospital, where he was pronounced dead on arrival at 20:00 hours.

He was then placed in the Bartica Hospital mortuary, where an autopsy will be conducted, as investigations continue.

Miners, loggers urged to take necessary precautions ―in light of heavy rainfall

THE Ministry of Natural Resources has urged all miners and loggers to take extreme precautions in their operations and use of hinterland infrastructure, amid the intense weather conditions.

The ministry through the Guyana Geology and Mines Commission (GGMC) and the Guyana Forestry Commission (GFC) is cognisant that such conditions will pose great challenges and impact the natural resources sector and its productivity.

As such, the ministry is urging all stakeholders to exercise caution and observe all necessary safety practices in keeping with sustainable logging and mining guidelines to prevent accidents.

While the current weather conditions pose a threat to the sector, the ministry and its agencies remain committed to developing the sector responsibly while achieving its targets.

Exxon contributes $10M to CDC for flood relief

EXXONMOBIL Guyana has made a contribution of more than $10 million to the Civil Defence Commission (CDC), as part of support for residents affected by flooding across Guyana.

President of ExxonMobil Guyana, Alistair Routledge, handed over the cheque to Director-General of the CDC, Lieutenant Colonel Kester Craig, at their headquarters on Wednesday.

“The magnitude of this flood and how it continues to affect so many people across Guyana is truly sad to see. We recognise that there are so many needs at this time, and we are pleased to support the efforts of the Civil Defence Commission in bringing much-needed relief to those affected,” Routledge said at the handing over cer-

emony.

ExxonMobil Guyana has supported training for the CDC’s Voluntary Emergency Response Team (VERT), which Craig said is instrumental to the agency’s response efforts.

The CDC head pointed to other areas of support over the years, such as the CDC’s oil spill response capabilities, and labelled ExxonMobil Guyana a “true partner”.

ExxonMobil has since responded, expressing their pride at being part of a broader group of businesses that have come forward to help the country during this difficult rainy season.

“We wish the CDC and the government every success in their efforts to provide relief,” ExxonMobil said.

Brothers on trial for murder of Brazilian miner

THE trial into the 2016 murder of Brazilian gold miner, Nandinho De Costa Souza, who was found with his throat slit in his Fish Creek, Cuyuni River camp, commenced on Wednesday, before Justice Navindra Singh at the Essequibo High Court.

Brothers, Phillip Williams and Fidel Williams, pleaded not guilty to the offence which alleged that, on February 9, 2016, they murdered Souza. A 12-member jury was empanelled to hear the case.

The state is being represented by prosecutor Tiffini Lyken while attorney, Lachmi Dindayal, is on record for the brothers.

The case was adjourned until June 3.

In March 2021, the case was sent for retrial after a jury was unable to arrive at a verdict. The case was before Justice Gino Persaud at the Essequibo High Court.

According to reports, Souza, called “Vandam” of Boa Vista, Brazil, was found next to a sluice box, and a quantity of gold was missing. The victim, who reportedly owned two land dredges, was reportedly last seen washing down the sluice box with one of the men suspected of killing him.

Man accused of stealing $75,000 remanded

SEON Douglas, called “Uncle”, who allegedly stole $75, 000 from a woman, was, on Wednesday, remanded to prison by Chief Magistrate Ann McLennan during an appearance at the Georgetown Magistrates’ Court.

The Palm Street, Werk-en-Rust resident pleaded not guilty to the simple larceny charge.

It is alleged that Douglas, on May 29, 2021, at Albert Street, Georgetown, stole $75,000 cash belonging to Lauren Dundas.

The prosecutor objected to bail due to the seriousness and gravity of the offence.

The Chief Magistrate later ordered that Douglas be remanded to prison.

The matter was adjourned until June 23, 2021.

GCCI supports move to hold ‘recalcitrant’ GECOM officials accountable ―says electoral reform should be pursued urgently

THE Georgetown Chamber of Commerce & Industry (GCCI) has said that it is pleased with continued developments to hold the recalcitrant officers of the Guyana Elections Commission (GECOM) accountable for their alleged partial and perverse actions during the protracted March 2, 2020 General and Regional

Elections.

Currently, Chief Elections Officer (CEO), Keith Lowenfield; Deputy Chief Elections Officer, Roxanne Myers and Returning Officer for Region Four (Demerara-Mahaica), Clairmont Mingo, are before the court for allegations related to electoral fraud.

M o r e s p e c i f i c a l l y, Lowenfield is faced with

three counts of Misconduct in Public Office, and three counts of Forgery, while Mingo was charged with four counts of Misconduct in Public Office, and Myers, two counts of Misconduct in Public Office.

The GCCI, an accredited observer to the recent elections, said that it witnessed several acts of obfuscation,

and open defiance to the instructions of the commission and the courts, by agents who are duty-bound to uphold the law.

“Their open defiance and abdication of their statutory responsibility placed Guyana in a precarious situation where attempts at subverting the will of the people could have placed our country in

the league of pariah states,” the GCCI recognised.

It is imperative that these reforms are undertaken to ensure that the inalienable rights of every citizen of Guyana are protected, and that our democracy – a pre-condition

Conway shines on debut for New Zealand (ESPNCRICINFO) - An unbeaten hundred from New Zealand’s debutant opener, Devon Conway, set the platform for the visiting side as the return of Test cricket to Lord’s was marked by a day of hard yakka in the field for England.

Conway’s day began with a wait of three full overs before he faced a ball.

(BBC) - England’s countdown to the Euros continued with a narrow win over Austria at Riverside Stadium - but they suffered an injury setback as Liverpool defender Trent Alexander-Arnold limped off late on.

Manager Gareth Southgate saw his experimental side secure victory when Arsenal teenager Bukayo Saka crowned a fine move with an angled finish for his

first international goal after 56 minutes.

Southgate, who named his 26-man squad for the Euros on Tuesday, picked a side with an unfamiliar look as players involved with Manchester United, Chelsea and Manchester City in the Europa League and Champions League finals were not selected, so he will be happy to come out with a win - but it was not a convincing display.

England survived scares when Everton defender Ben Godfrey, making his debut as a substitute, sent keeper Jordan Pickford scrambling to retrieve a wayward backpass, while the keeper touched Marcel Sabitzer’s shot onto the bar.

Depay helps Netherlands draw with Scotland in Portugal (BBC) _ Depleted Scotland continued their Euro 2020 preparations in positive fashion, despite Memphis Depay’s late free-kick denying them victory over the Netherlands in Portugal.

Shorn of seven players due to COVID-19 precautions, Steve Clarke’s side defied any early concerns when Jack Hendry drilled in to cap a fine start.

Depay swept home a composed first-time shot to level, then arced in a stunning set piece in the final moments after substitute Kevin Nisbet scored with his first touch to restore Scotland’s lead.

Clarke’s side had looked set for a confidence-boosting victory in the absence of John Fleck, who returned a positive COVID-19 test, and David Marshall, Stephen O’Donnell, Nathan Patterson, Grant Hanley, John McGinn and Che Adams, who were left at the training camp in Spain as a precaution.

But instead they move on to Sunday’s friendly with Luxembourg after a 2-2 draw in the Algarve.

Scotland had chances to extend their lead just after the opener, as Lyndon Dykes and

Kevin Nisbet scored within a few minutes of coming on to put Scotland back in front.

Kieran Tierney - a constant threat despite playing as the left centre-back in a three-man defence - both went close.

And debutant David Turnbull was inches away from curling in a third goal moments after Nisbet had turned in Andy Robertson’s pinpoint cross, following a sweeping counterattack.

Hendry’s opener was also a sign of Scotland’s adventure, as the centre-back found himself in space on the edge of the box to fire in his first international goal after good pressure high up the pitch

3-0 by France (BBC) - Neco Williams’ early red card meant Wales had to toil for more than an hour with 10 men as they were beaten 3-0 by France in their first friendly in preparation for Euro 2020.

The visitors’ already daunting task of facing the world champions on their own turf in Nice was made even more onerous when Liverpool youngster Williams was sent off just 25 minutes into the match, after a VAR check deemed his handball had illegally impeded a goal-bound effort from Karim Benzema.

Benzema, making his first international appearance for almost six years, had his penalty saved by Danny Ward, who then

Interim Wales boss Robert Page was aiming to manage his players’ workloads before their opening fixture against Switzerland on June 12, meaning important first-team figures such as Aaron Ramsey and Ben Davies only appeared as second-half substitutes in Nice.

Despite the gulf in resources between the sides, Wales had acquitted themselves well before Williams’ dismissal, with Daniel James forcing France keeper Hugo Lloris into an early save.

However, as soon as referee Luis Godinho showed Williams a red card after checking video replays on the side of the pitch, Wales faced an almost impossible task.

Ward led the response to that setback by ruining Benzema’s return with a superb save low to his right from the Real Madrid striker’s resulting penalty.

France were already on top and their numerical advantage strengthened their grip on the game to the extent that it felt like a glorified training session at times.

They took the lead in the 35th minute, Ward doing well to save Rabiot’s deflected shot but then powerless, as Mbappe followed up to volley in.

When the Paris St-Germain forward’s flick set up Griezmann to score a wonderful second French goal two minutes into the second half, it looked like the game might become an exercise in damage limitation for Wales.

Even in the face of intense French pressure, though, the away side still carried a threat as Juventus midfielder Ramsey offered a reminder of his creativity with a through ball for James, who had another shot saved by Lloris.

France were still eager to add to their lead, with Benzema in particular wanting to mark his return with a goal. Although his fine shot on the turn cannoned off the post, it fell kindly for Dembele to fire into an empty net.

The result will have no bearing on Wales’ fortunes at Euro 2020. The players who remain from their momentous run to the Euro 2016 semi-finals will note that historic campaign was also preceded by a 3-0 friendly defeat, against Sweden in Stockholm.

Williams’ red card and its impact on the contest in Nice will have been frustrating for Page and his players but, with another friendly to come at home against Albania on Saturday - which Williams must sit out before being available again - they know these encounters are mere warm-up exercises for the serious business of tournament football.

Adams lauds young WI players ahead of Hero CPL 2021 CRICKET West Indies (CWI) Director of Cricket Jimmy Adams threw his support behind the young Caribbean stars who have yet another opportunity to showcase their skills in the 2021 Caribbean Premier League (CPL).

There are additional developmental opportunities for some of the best young West Indians in the ninth edition of the CPL, which takes place in St Kitts later this year.

Each CPL franchise will have to field an Emerging Player a minimum of five times during the tournament, ensuring that these players get at least some competitive playing experience and the opportunity to train with some of the best players and coaches from across the Caribbean and around the world.

The list of 12 retained and drafted players includes recent West Indies Men’s Test and T20I debutants Joshua Da Silva and Kevin Sinclair who will feature for the St Kitts & Nevis Patriots and Guyana Amazon Warriors respectively.

At a relatively young age, these two players have notably risen through the CWI development ranks in the last 18 months since featuring for the victorious West Indies Emerging team in the 2019 CG Insurance Super50 Cup. Four of the Emerging Players will be experiencing the CPL for the first time: Joshua James, Kirk McKenzie, Kadeem Alleyne and Leonardo Julien.

Under-19 Cricket World Cup, held in South Africa in 2020, and now have a chance to develop their white-ball skills with the Jamaica Tallawahs.

Yesterday, CWI’s Director of Cricket, Adams, congratulated the selected players for their success and encouraged them to continue their work.

“CWI is extremely happy for the 12 Emerging Players who will participate in this year’s CPL tournament. The Emerging Player programme is now a focal point of our elite player pathway and the CPL plays a critical role in exposing these young players to elite players and high level competition. “We have no doubt that the experience gained by these young players will be a significant factor in establishing the next genera-

tion of international players within this format of the game.”

Reflecting on the third year of the CWI and CPL c o l l a b o r a t i o n , C W I ’s High-Performance Manager Graeme West explained his thoughts.

“The Emerging Player Programme underlines the growth and strength of the CWI and CPL partnership.

In a year where the running of high-performance activities for our talented young players has been challenging, CPL will provide the 12 emerging players with a great learning and development opportunity.”

ICC leaning towards UAE hosting of T20 World Cup (ESPNCRICINFO) - The ICC is leaning towards moving the 2021 men’s T20 World Cup to the UAE, and has even shortlisted another venue in the Middle East - potentially Oman - as a co-host in case the tournament is moved out of India.

ESPNcricinfo understands that on Tuesday the ICC Board granted the BCCI time until June 28 to decide whether or not they can host the event, after receiving a request from the Indian board president Sourav Ganguly.

Internally, however, the ICC Board is understood to have concluded that it would be safer to host the tournament in the UAE, while allowing the BCCI to retain the hosting rights.

“The ICC Board has requested management focus its planning efforts for the

ICC Men’s T20 World Cup 2021 on the event being staged in the UAE with the possibility of including another venue in the Middle East,” the ICC said in a media release on Tuesday. “A final decision on the host country will be taken later this month. The Board also confirmed that the BCCI will remain the hosts of the event regardless of where the event is played.”

On May 29, Ganguly told the BCCI members at a special general body meeting that the board would seek additional time to decide whether India was able to host the T20 World Cup. The biggest concern is the situation of the COVID-19 pandemic in India, which is currently battling a second wave. Health experts are predicting a third wave during the winter - the 16-

team event is scheduled to be played between mid-October and November 14. Currently, India is only behind the USA on the list of countries with the highest number of infections.

India also is on the red list of several countries which have barred all travel to and from the country. Recently, the BCCI was forced to postpone the eight-team IPL after a number of COVID-19 positive cases during the second leg of the tournament in Delhi and Ahmedabad.

For the tournament, BCCI had initially proposed nine venues. But an ICC team, meant to land in India in late April for an inspection tour of the venues, had to cancel their plans due to the second wave of the pandemic.

Internally, the ICC’s teams have been nervous

about the amount of travel that would be involved with multiple venues. Travel was identified as one potential point of exposure for teams during the IPL. The other concern for the BCCI, a longstanding one, concerns the tax waiver sought by the ICC from the Indian government to host the global tournament. Despite getting several extensions from the ICC over the past few years, the BCCI has still not been able to resolve the matter.

There are significant sums at play in this. The BCCI would need to pay close to 43% tax to the Indian government from the estimated revenue it derives from hosting the event, a tax bill of nearly INR 900 crore (US $125 million). In the last two meetings with its members - the state associations

- the BCCI got the nod to pay that tax as long as India could host the tournament.

The BCCI has to give a final response to the ICC on the tax exemption by midJune. With just under five months remaining to the T20 World Cup, the ICC is increasingly anxious especially because if the tournament were to be held in India and then suspended, they would have no window to complete the tournament.

On Tuesday, some of the 16 directors attending the ICC Board meeting are believed to have asked Ganguly how things in India would change in a month.

Ganguly’s response was the COVID situation in India was getting better by the day. The majority of board members, ESPNcricinfo understands, were willing to approve shifting the World

Cup on Tuesday itself, factoring in that the situation on the ground in India is not likely to dramatically change come the end of June.

The BCCI is not unaware of this, which is why its top leadership was in Dubai on Monday to hold discussions with the Emirates Cricket Board and the local government about moving both the IPL and potentially the T20 World Cup to the UAE. In the case that both tournaments are hosted in the UAE a total of 76 matches would have to be played across a span of two months on three grounds.

To mitigate the risk of the pitches at the main venues - Dubai, Abu Dhabi and Sharjah - getting weary, the ICC has earmarked another country - which could be Oman - to cohost.

Guyanese wins World Archery Gender Equity Committee’s logo competition GUYANESE Shere e d a Yu s u f w a s crowned winner of the World Archery Americas’ Gender Equity Committee logo competition.

The competition commemorated International Women’s Day 2021 and received a large number of entries from across the Americas.

The panel commended the participants for their creativity and beautiful submissions and as M r s Vi d u s h i P e rsaud-McKinnon, the Chair of the WAA’s Gender Equity Committee,, noted they

considered several criteria for the successful Logo.

It must have encompassed promoting Archery as a sport for everyone; men and women in the Americas.

Further, the Logo design must express equity, archery, inclusion, the Americas all together under one depiction.

In this regard, the panel unanimously decided upon the winner of what will be the International entity’s future Logo which uses similar colours of WAA to show the linkage.

The winning logo easily met the criteria.

It is composed of a map of the Americas overlaid by a circular design of four arrows and bow depicting the diversity but oneness in the Americas.

There is a tiny hand-print in multi colours as a dot on the “i” to not just add artistic flair but to demonstrate that everyone is entitled and treated the same regardless of origin, race, creed ethnicity or personal circumstance - reiterating the theme that we are one: Yusuf from Guy-

ana who was thereby awarded bragging rights in addition to a presentation from World Archery Americas of a US$100 000 monetary prize.

Yusuf indicated she was “shocked and happy” that her humble effort was so well received.

President of Archery Guyana, Mr Mohamed Khan, expressed delight at this news, stating that he is enthused at the women putting Guyana on the world stage and extended congratulations to Ms Yusuf.
