By Lisa Hamilton EVEN in approximating that Guyana will receive around US$300M in the first year of oil production, Minister of Finance Winston Jordan clarified that at no time will this amount simply become the government’s splurging money.

On Wednesday at a press conference, Minister Jordan put forward the government’s official approximate figure, stating that the US$300M would come at 120,000 barrels of oil per day from Liza 1 alone.

However, he was quick to add that mechanisms will by then be in place to ensure that law and sound judgement safeguard the spending of the sharp increase in revenues. “It’s quite a sum [but]

remember when this money comes, it goes into the Natural Resource Fund or our Sovereign Wealth Fund (SWF). So it’s not available to the government yet; some of it would become available based on the legislation which is passed and when that legislation is operationalized, then there are rules for withdrawal from the fund. So, at no time will US$300M be available for the government to spend,” Jordan explained.

He stated further that with the SWF being highly scrutinised and even criticised, legislation will be “tight” regarding withdrawals from the fund.

He then explained what Guyana’s fiscal position will be like with the arrangement as: “Let us say you had a

fund that had in $300 and it had different rules and one of the rules said that the government can withdraw up to 50 per cent for economic development purposes. So 50 per cent, that $150 and that money will be withdrawn

and put into your Consolidated Fund. Now that $150, remember , is in foreign currency, so that foreign currency will go to Bank of Guyana and that will increase the reserves of Bank of Guyana and the Bank of

Guyana will then give us the equivalent in Guyana dollars and that will be deposited in the Consolidated Fund and now you do your spending.”

He said this, even as he reminded that the SWF is being created with three objectives in mind: stabilisation, inter-generational savings and economic development. Jordan said that although he cannot speak now to specifics, what he can confirm is that changes in general will take place for the better and that those long forgotten in society will be given due consideration.

“I foresee improvements in the social and economic status of Guyana. I foresee progressive improvements in the human, cultural and every other developmental aspects of the country. I know

that we have been through lean periods…certainly those who lived through the 80s would understand what it means about structural adjustment and to have incomes overnight turn into pennies because of the significant devaluations of what we’ve had.

“I know general managers today who are in their 80s, who are getting minimum pensions but who ordinarily should be getting a substantial pension as a general manager or as a former general manager; and that is what devaluation would have done…so I believe those people have to be treated with some dignity and we need to look at all other disadvantaged people,” he said.

THE National Assembly on Wednesday evening unanimously approved the sum of $2.4 billion in supplementary funds which will settle the final sum of severance payments to former Guyana Sugar Corporation (GuySuCo) workers.

This amount was part of a whole sum of $3,051, 000, 000 under the Ministry of Agriculture. Minister of Agriculture Noel Holder said the $2.4B will pay over 4,700 workers. He assured that payments will be made soonest, now that the funds have been approved.

Giving a breakdown of a total of $3 Billion, the minister explained that the sum will meet payments for increased expenditure for the National Drainage and Irrigation Authority (NDIA) in the sum of $600M; this comprises expenditure for D&I works assumed from GUYSUCO $350M and NDIA $250M. Minister Holder explained that this request is in keeping with the govern-

ment’s policy for the authority to assume responsibility for the drainage and irrigation duties that were once under the purview of GUYSUCO. Further, he said that the authority has increased operational and maintenance costs of machinery and equipment due to extensive and unplanned works resulting from the prolonged rainy season and 10 additional pieces of machinery, as a result of the court’s decision relative to NDIA versus GUYTRAC. Since 2015, the coalition government gave the industry some $38Billion in bailout funds, mostly to meet wages and debt repayments.

In February of this year, then Chief Executive Officer (ag), Paul Bhim said, “About 3,700 employees were issued with severance letters and the government had approved the partial payment of the severance of 50 per cent, but there was an adjustment to that because anyone with 500,000 or less was paid in full; so far, 1,400 ex-employees have received their

severance in full, with the remainder awaiting the remaining 50 per cent.”

Meanwhile, during a meeting at the Rosehall Primary School on October 14, President David Granger reassured that the government is committed to paying the remaining severance before the end of the year.

“At the beginning of the year, we said that severance would be paid in two parts.

One in the first half of the year and the second part in the second half of the year.

You received your first part and you will get your second part in the second half of the year. Sugar workers are going to get their severance and I say so. We are not going to deny sugar workers one dollar of their severance pay.

We are also going to work with the unions to make sure that the workers who cannot find employment on the estates are given a soft landing, that is, we will try to provide employment opportunities so that nobody has to suffer,” the President had noted.

This situation, he said, creates a “double dipping” in spending as City Hall has to pay its staff and the contractors According to Narine, even with the four trucks, City Hall would be unable to fully manage garbage collection in the city. However, with the trucks it would be able to save as much as $20 million per month.

Currently, as much as 90 per cent of the city’s waste management collection is handled by private contrac-

tors.

“To manage Georgetown, we would need at least 12 trucks,” Narine remarked But in the meantime, the city could still save money, only if the mechanical workshop repairs the trucks in a timely manner, Narine said.

“I would’ve vented my total disgust of the operation of the workshop. I think the workshop lacks proper management,” the solid waste director said, adding: “Had they [the workshop] been able to repair the trucks in a timely manner, money could’ve been saved by the council, a large amount and it is erroneous to have staff who could do the work and paying contractors, because they have the equipment and we don’t.”

The mechanical workshop is operated under the City Engineer’s Department.

In the meantime, while waiting on the trucks to be repaired, Narine said he tries as much as possible to find work for the staff, but the drivers were left with nothing to do.

IMPRUDENT SPENDING Narine also called out the council for imprudent spending.

“The problem with City Council is management. In my management training, the rule of thumb is you can’t spend what you don’t have. The council is run by a budget, if you stick to the

budget you don’t have a problem,” he said.

Narine was also bewildered as to why several revenue-generating recommendations that were approved by the houncil have not been implemented The MCC could have raked in as much as $72million to $80 million if they had implemented a recommendation to put in place a licence for garbage trucks, he told the CoI. “The MCC is authorised to license all vehicles hauling garbage in the city. One of my recommendations was to implement a licensing fee.

It was tabled at the statutory meeting; it was approved as the means of garnering more revenue for Council, but sadly no [it was never implemented],” Narine said He added: “Each department would’ve proposed new ways to garner income, but sadly many of those proposals were not implemented and that is what is baffling.”

Narine said he is saddened by how the effects of the imprudent spending has been felt by his staff.

“It’s sad. I have with me in my department a lot of single-parent mothers and to see the state they are in when I go to work, and they share their stories; it’s heart-rending, it’s really, really tough. A staff sat in my office and cried. We need to treat our employees better,” he said.

CCJ President disappointed in his fellow Vincentians

TORONTO, Oct 31, CMC – The President of the Trinidad-based Caribbean Court of Justice (CCJ), Adrian Saunders, said he had hoped that his elevation to that post would have united people in his homeland, St. Vincent and the Grenadines, in having the institution as the country’s final court.

Addressing a ceremony here to mark the 39th anniversary of political independence for St. Vincent and the Grenadines, Justice Saunders said that it is often an embarrassing situation for him to be explaining to his colleagues from around the world, the position of some CARICOM countries’ to the court that was established in 2001 to replace to the London-based Privy Council.

“I had hoped that with my elevation to the presidency of the CCJ, I would be able to get all parties in St. Vincent and the Grenadines to put aside their political differences and to embrace the court in its appellate jurisdiction,” Justice Saunders told the ceremony over the last weekend. Speaking at the event organised by the St. Vincent and the Grenadines Organisation of Toronto on the theme “Remembering Our Past – Focussing On Our Future”, the prominent region-

al jurist said, “if we are to advance as a people, politics and political tussles are important for a healthy democracy. “But there are eternal core human values that are overarching.

Truth, compassion, cooperation, caring, courtesy, empathy, hard honest labour …

These are values Opposition and Government alike and indeed, all the people, must promote,” he said.

The Ralph Gonsalves-led Unity Labour Party (ULP) is in support of the CCJ and in July said that the Eastern Caribbean Supreme Court had indicated that two-thirds majority support of lawmakers, rather than a referendum is needed to replace the Privy Council. Gonsalves said he is

willing to bring such a law to Parliament but would only do so if he has opposition support. However, the main opposition New Democratic Party (NDP), led by Dr. Godwin Friday has made it clear that it would not support a move to the CCJ. In comments earlier this year, Friday, an attorney, said that the electorate had rejected such a move when given a choice in a referendum in 2009, adding that Parliament should respect voters’ choices.

He, however, said that if another referendum is held on the issue, his party would rally its supporters in an attempt to vote it down. In his address, Justice Saunders said that there is another value that is paramount and is vital for the citizens of the Caribbean “with our fractured experiences of slavery and colonialism. “That other value is self-belief. A clear sense of ourselves. An understanding of our worth as human beings; an appreciation that we are not inferior to anyone and that we have the capacity to forge our own destiny,” he said.

Justice Saunders said his heart soars when he hears of Vincentians who excel regionally or internationally.

“Because that becomes for me a re-affirmation of our worth, our capacity,” he said, add-

ing that no one shrieked for joy louder than he did when West Indies cricketer Obed McKoy, a Vincentian, bowled Indian cricketer MS Dhoni last week. “It is, therefore, for me, a source of profound disappointment, that so many people in the region, including Vincentians who I assumed would know better, contrive to find excuse upon excuse to justify the anomaly that, after 40 years of political independence, we are content to have our laws ultimately interpreted and applied by a British institution, staffed with British judges all of whom reside in Britain.

“History will not be kind to those who argue that such a situation should continue,” said Justice Saunders, the third Caribbean national to head the Trinidad-based CCJ. He said this is no different than a man today wanting St. Vincent and the Grenadines to return to Associated Statehood status, or wanting to write O Level exams from Britain’s Cambridge University instead of the Caribbean Examination Council (CXC). “For me, it is like choosing Major Leith over Chatoyer,” he said, contrasting the Scottish soldier who served in the British Army, to St. Vincent and the Grenadines sole National Hero, who led a

Caribbean’s foreign trade will grow …as ECLAC projects 9.7% increase in the value of regional goods exports this year

The value of regional goods exports will rise 9.7% in 2018, registering a second straight year of growth after the notable decline seen between 2012 and 2016, according to the latest projections from the Economic Commission for Latin America and the Caribbean (ECLAC), released today in Mexico City.

This increase can be broken down into a 7.6% increase in prices and a 2.1% rise in volume, ECLAC indicates in its annual report International Trade Outlook for Latin America and the Caribbean 2018, presented at a press conference by the United Nations regional organization’s Executive Secretary, Alicia Bárcena. Despite the increase, the region’s export volume is seen growing by less than half the pace of shipments from developing economies as a whole which, according to World Trade Organization (WTO) projections, are seen expanding 4.6%, ECLAC warns in the publication, which analyzes the impact of divergent global growth and trade tensions on the region’s trade.

The region’s goods imports will also rebound in 2018 for a second straight year: their value is seen rising 9.5% but, in contrast to what is happening with exports, they will grow more in volume (4.9%) than in price (4.6%). The evolution of the region’s foreign trade in 2018, in addition to being a reflection of each country’s level of economic activity, will be determined by the structure of export and import baskets, as well as by the external demand of its main trading

partners. In South America, for example, the growth forecast for exports (10.2% in value) fully responds to an increase in commodities prices, especially for oil and minerals and metals.

A similar trend is seen in the Caribbean, where the expected sharp rise (12.1%) is strongly influenced by higher prices for the oil and gas exported by Trinidad and Tobago.

In the case of Mexico, the increase in volume and the rise in prices will contribute in similar proportions to the expansion of exports (a total of 9.5% in value). Lastly, in Central America, projected growth in shipments abroad (3.6%) can be fully explained by an increase in the volume exported, since the prices of the export basket will fall slightly (-0.8%), due to declines in products such as sugar and coffee. Manufactured shipments from Mexico and Central America are being favored by vigorous demand in the United States.

With regard to the main trading partners of Latin America and the Caribbean, shipments to China – made up almost entirely of raw materials and natural resources-based manufactured goods – are seen notching the highest increase (28%) in 2018.

This situation reinforces the region’s specialization in commodities exports, particularly in South America. In contrast, exports within the region and to the United States, which tend to have greater manufactured content, are seen growing at significantly lower rates (12% and 7.1%, respectively).

With regard to imports, it is

also those coming from China – which is the second country of origin for the region’s imports, after the United States – that show the most dynamism. These are composed nearly entirely of manufactured goods that compete with regional production in various sectors. The report International Trade Outlook 2018 explains that the backdrop to current trade tensions between the United States and China is the dispute for global economic and technological leadership, as well as the debate over the coexistence of different development patterns. According to ECLAC, in the short term these tensions could have a positive impact on regional exports, but a scaling-up of protectionism would entail serious risks for the global economy and, therefore, for the region as well.

“Regional integration is indispensable for making progress on the diversification of exports and on the transition toward a more knowledge-intensive export basket, considering the elevated industrial content of intraregional trade and its importance for SMEs that export,” Alicia Bárcena, ECLAC’s Executive Secretary, underscored. “It is necessary to intensify efforts aimed at building an integrated regional market given the context of slowed growth, net capital outflows and growing protectionism that the region faces, and which will likely worsen in 2019.”

In the report’s second chapter, ECLAC indicates that the region as a whole is a net exporter of minerals and metals, with 8%

participation in global exports in this sector. However, its shipments are characterized by a low degree of processing. The participation of raw materials in the region’s exports of minerals and metals (currently 37%) has nearly doubled in the last 20 years due largely to demand from China and the rest of Asia.

This situation is worrisome, the Commission says, because of the known problems associated with dependence on the export of raw mineral products, such as the vulnerability of exports, economic growth and tax income to price fluctuations; little value added or diversification toward new products and services; and diverse types of environmental harm.

Finally, the third chapter analyzes the potential of cross-border e-commerce for invigorating and diversifying regional exports. The region has rapidly increased its consumption of imported products through foreign-owned electronic platforms, but it has not increased its exports through this means to the same extent.

The participation of Latin America and the Caribbean in global cross-border electronic commerce is seen rising from 2.6% in 2014 to 5.3% in 2020, according to the report.

To promote electronic commerce in the region, ECLAC proposes forging the regional digital market; promoting digitalization and simplified financing for trade; modernizing customs offices and postal services; and reducing the costs of online cross-border payments.

The CCJ President said when he tries to explain to his colleagues from Asia, Africa and Latin America — as he is “sometimes obliged to do at judicial colloquia” — the “anomaly” of CARICOM nations not having replaced the Privy Council with the CCJ, “it ceases to be an anomaly.

“In the face of the disbelief expressed by my colleagues, it becomes an embarrassment because it is linked directly to our perception of ourselves and the level of confidence we have in our capacity to

take full responsibility for our own governance.” Justice Saunders said he addressed a graduating class at the Cave Hill campus of the University of the West Indies (UWI) earlier this month and he remained confident “that the ill-informed would become better informed.

“That the sceptical would become convinced. I look to the future and I remain confident that, as is the case with, for example, The Caribbean Development Bank, the Caribbean Examinations Council, and The University of the West Indies (to name just a few), the time will come when the CCJ also will be recognised as another of those Caribbean institutions whose vital contribution to the region can almost be taken for granted. “As we focus on the future, it is essential that we appreciate that we can and must rely on ourselves to forge our own destiny. We can and must build a stronger St Vincent and the Grenadines and an equally strong Caribbean Community,” he said.

Two CARICOM nations, Grenada and Antigua and Barbuda, will hold referenda on November 6 to decide whether to replace the Privy Council with the CCJ as their highest court.

Respecting the constitutional right to healthcare

RTICLE 24 of the Constitution of Guyana states: “Every citizen has the right to free medical attention and also to social care in the case of old age and disability.” That, of course, includes Guyanese who reside in the country’s vast hinterland.

In this regard, government’s stated commitment to closing the gap between the standard of living of hinterland residents and that of persons on the coast, is being made evident by the programmes and policy initiatives of the administration.

Addressing the need for medical infrastructure, last week government announced the awarding of a $41 million contract to build a state-of-the-art surgical operating theatre at the Suddie Hospital in the Pomeroon-Supenaam region.

This week, government has publicised a programme which pertains to the other side of the coin: the need for medical personnel in hinterland communities.

The APNU+AFC administration has revealed that 21 persons from the Barima-Waini region are now part of a six-month training programme that will qualify them to be Community Health Workers (CHWs). The training is the product of collaboration between the Ministry of Public Health and the Barima-Waini Regional Democratic Council.

Those CHWs, after training, will significantly improve the capacity of the region’s 47 health posts where they will be deployed.

Cummings has said that the goal of the programme is to have at least two CHWs at each healthpost countrywide. Dr. Cummings said too, “The healthcare worker’s role is pivotal in these vulnerable communities. As you are from this community the delivery of healthcare service will be optimised and culturally appropriate; and will help the patients and community members to buy in the necessary treatment.”

Alluding to the needs and realities of that particular region, the minister added, “The Barima-Waini region has not been doing so well as it relates to maternal and neonatal care, hence this training which includes healthcare workers from the three sub-regions is commendable.”

The training of CHWs in the Barima-Waini region, which commenced on Monday, October 22, follows a similar programme in the Upper Takutu-Upper Essequibo region which graduated its first batch of trained CHWs in April.

Those graduates are now serving residents of Guyana’s southern-most region, having been stationed at the various healthcare facilities in the Rupununi area.

Government’s commitment to honouring the constitutional right of citizens was emphasised by President David Granger in April during his delivery of the feature address at the opening of the inaugural Health Exposition at the Sophia Exhibition Site. The president iterated, “It is enshrined in the Guyana constitution that all citizens are entitled to free medical attention.” He added, “When we speak of a good life, we speak of universal access to inclusive and quality

healthcare. Universal access to public health coverage is a condition or a situation to which everyone could receive the public health services they need without incurring financial distress.” Alluding to his administration’s policy, His Excellency stated that, “The Government of Guyana is aiming to realise a state of affairs that ensures that citizens do not travel more than five kilometres in any direction to access primary healthcare. . . you should not have to leave your region for any form of medical attention.” He added that, Guyana’s health objectives are focused on three priorities: provision of universal access to healthcare; promotion of universal primary healthcare; and emphasis on preventative healthcare.

While the President made clear that government will follow through on its commitment, he pointed out that citizens must do their part in protecting their own health. He emphasised that unhealthy lifestyle choices such as excessive alcohol consumption, smoking, eating unhealthy foods, and not exercising, make people sick. He alluded to the high economic cost associated with taking care of persons who engage in unhealthy practices.

Guyana’s constitution enshrines into our local law the right that has been recognised by the World Health Organisation (WHO) for the last 70 years, and stated in the WHO’s own constitution. The fact that the administration is now recognising and making real that human right will certainly make life easier for all Guyanese in all of Guyana’s regions.

NE can understand Ganga Persaud still being loyal to his good ole party, despite having been made to depart the government under the circumstances which he did some years ago. He is still trying to convince his leader Bharrat Jagdeo that he can still be useful to its misleading causes.

To suggest that the sum of unspent money from the Ministry of Public Health that the auditor general has reported not to have been paid into the Consolidated Fund, but instead has been used to fund the PNC’s last biennial congress, as well as its current Local Government Elections (LGE) campaign is cheap propaganda. It is the type that is expected from Ganga Persaud and the PPP/C; it signals how desperate they are to score political points. This is the misuse of the spectrum that the state has granted to Persaud’s party, which in the process facilitates the dissemination of lies through Freedom Radio.

As far as has been gleaned from the Auditor General’s Reports, the understanding of lack of accountability as far as government accounts are concerned, and thus by extension, its public accounts being in a “mess’’, as Persaud has claimed, is false. In fact, this current administration is not swamped/overwhelmed by its ministries not paying over unutilised sums into the fund, as was the culture of Ganga’s party administration. It is not a practice on the part of the David Granger government.

Ah! Hah! Here is Ganga, openly admitting what such a state had caused in his party’s past administration: corruption, incompe-

tent government, and thieving. He is indulging in the well-known PPP/C tactic of reverse psychology, in seeking to attribute such a state to the current administration. Surely, Ganga must be aware that such a tactic has never fooled the people of this country, who have been fully au fait with the PPP/C’s intention to obfuscate and deceive.

Listening to Ganga’s main points on Freedom Radio, has only served to remind one of the desperate lies and outright misleading information that he, too, has inculcated in his strategy of opposition criticism of the government. He would have realised, also, that there are no mansions that are being built by the coalition ministers; assets being stolen and hidden in the accounts of friends and cronies, at home and abroad. Instead, taxpayers’ hard-earned money is being invested in the building of social infrastructure such as roads; improved lighting for communities; potable water; better sanitation facilities; and cleaner waterways, even for constituencies where PPP/C supporters reside. There have been progress since 2015, despite attempts by the PPP/C to stymie its advance by its strategy of non-cooperation.

Editor, I am certain that all will agree that Persaud is much too chronologically advanced to be spewing such horrible lies; more so, for a party that has inflicted so much harm onto this country. But in the words of Eric Hoffer, “We lie loudest when we lie to ourselves.”

HE above question is being debated strongly by the population. Some say “Yes.” Their reasoning is that homosexuals are people too like everyone else, so we should not discriminate against them. Others say “No.” They say that the Scriptures condemn that practice. They are right. Most of us know that God destroyed the city of Sodom mainly because of homosexuality. (Genesis 19:4, 5, 13, 24, 28) Romans 1:26, 27 tell us that women-with-women intimate relationships and men with men are NOT natural; they are contrary to nature. Clearly, God does NOT approve of homosexuality.

Romans 1:32 mentions that those who practise such, among other things, are “worthy of death.” But God is NOT saying we should kill lesbians or homosexuals.

God, through Christ, is the judge to deal with them.

Constituitional agencies get over 90% of budget requests …Min Jordan says fiscal space does not permit large allocations

THE current fiscal space does not allow the Finance Ministry to grant wholesale, budgetary proposals put forward by the various constitutional agencies, Finance Minister Winston Jordan has said.

Jordan made the statement Wednesday afternoon during a news conference at Parliament ahead of the 14:00hrs sitting of the National Assembly, which was set to consider estimates for the agencies. The Finance Minister explained that the Fiscal Management and Accountability (Amendment) Bill passed in the National Assembly in 2015 bolsters the financial independence of the various constitutional agencies.

As such, under the existing law, constitutional agencies are not required to consult with, or defend their budgets before the Ministry of Finance as was done prior to 2015. “All they are re-

quired to do, hopefully, is to follow the circular, because they are bound by the budget circular,” the minister said.

“The constitutional agencies have absolute freedom except when it comes to the determination of how much resources are available. The

constitution gives the power of that to the Minister of Finance not a constitutional agency,” Jordan explained.

Jordan said like every other agency, constitutional bodies are required to propose budgets, but the Ministry of Finance must recommend allocations based on the current fiscal space.

“Almost always, these budgets are wish lists. When you look at some of the budgets and you know the circumstances of Guyana with its absence of critical skills, the absence of critical resources…if you were to put together a decent procurement plan many of the projects they claim they would like to do would never get done,” he said.

HE Mayor and Councillors of the City of Georgetown wishes to address a specific issue that has appeared in several sections of the media, as it relates to the break and enter of the Municipal Archives located at the former City Constabulary Training Centre on Water Street, North Cummingsburg.

In the month of August, the Georgetown City Council embarked on a special programme to mark the 175th year of Georgetown’s elevation from the status of a town to a city.

The celebrations commenced on August 19, 2018.

The events leading to the celebrations necessitated research to locate historical information which was placed on letters, flyers, brochures, book markers and other memorabilia. The Municipal Archives was established to house historic documents including minutes, agendas and plans dating back to the colonial era.

This facility was specially established under the tenure of former Mayor of Georgetown Mr. Hamilton Greene to facilitate research and as a medium to preserve historic documents. Staff of the council would often use the facility to conduct research and to retrieve historical documents when the need arises. Also, external researchers from North America and the Caribbean have also benefited from the information stored at this facility.

On August 14, 2018, the keys to the archives could not be located and Town Clerk Royston King instructed three (3) staff members attached to the Town Clerk’s Office to

visit the archives and retrieve the historical books. Four books were retrieved in the presence of the security guard attached to the archives. The junior staff collected, four (4) bounded minutes; of 1843, October 9, 1842, May 4, 1843, and April 25, 1843. These were delivered to the Office of the Town Clerk by the junior officers as was instructed and these records are currently in the office of the town clerk.

The Municipal and District Councils Act Chapter 28:01(77) states: “The clerk shall be the chief administrative officer of the council of which he is the clerk and shall have the general responsibility of coordinating the whole work of the council. More specifically, the town clerk has direct responsibility for managing the records of the council.

The Municipal Archive which houses historical documents comes under the remit of the city administrator.”

The SIXTH SCHEDULE (5) of the Municipal and District Councils Act Chapter 28:01 states: “Subject to any general directions which the council may give, he shall have charge and custody of and be responsible for, all charters, deeds, records and other documents belonging to the council, which shall be kept as the council may direct.” The council wants to make it pellucid that workers were not involved in the removal of any financial records as was reported in certain sections of the media.

He made the statements even as the National Assembly was preparing to consider the budget proposals for Constitutional Agencies. “So when you come today, and you see me give my standard, it is not just a standard answer…It is an answer that says look, you have a salary of a $100,000 that’s all the

resources that you have, you would like to spend $150,000 but unless you see where the $50,000 is coming from, you have to cut your budget to suit your salary of a $100, 000,” he explained.

The minister added: “That is no different than when I get up and say the fiscal space does not allow me to entertain budgets of the magnitude constitutional agencies claim that they would like to spend in the upcoming year.”

He said the same can be said for budgetary agencies, noting that in 2017 there were requests for “couple billions of dollars,” when the government could only muster half or less than half of the requested sums. The finance minister assured the media that almost 90 per cent of the proposed budgets for the constitutional agencies have been approved.

N the annals of history, mad monarchs have been the focal point of fascination, and controversy for as long as there have been human rulers, from Nebuchadnezzar II of Babylon, to Joanna of Castile; and from Ivan the Terrible to Carlota of Mexico. Now in Georgetown it is no different, as the captivation of the citizenry with the bizarre stories of the ‘King and Queen’ of the city is hardly any different.

For some strange reason, the Queen well known for her pomposity and haughtiness is now considerably surprised and browbeaten at being upbraided by someone whom she may have considered to be one of her subjects in the city. How could this lady who is known to call on her Royal Police to throw councillors who disagree with her out of her chambers, and who is known to have threatened her predecessor with violence during the hearing of a no-confidence motion which she filed against him, not expect that one day the favour would have been returned to her? Will she now dismount from her high horse?

And why is the King, who like an almighty overlord chased vendors from pillar to post around the city; and who, superciliously using the forces of City Hall, blocked shipping containers from leaving city wharves unless they paid $25K; and who had persons arrested for cutting off clamps from their wheels in the notorious parking meter scam, now shaking in his boots at the inquiry?. Why the shaking, quaking and trembling?

Alexander the Great once said: “I am not afraid of an army of lions led by a sheep; I am afraid of an army of sheep led by a lion. I ask the chairman of that commission to keep up the good work. The old people here in Guyana used to say ‘Big tree fall down, goat bite he leaf.’ Did the King and Queen not think that a day of reckoning was coming? Did they not think that one day the Augean stables of City Hall would have been cleaned?

…Gov’t vows to protect citizens against bridge toll hike

MINISTER of Public Infrastructure David Patterson has once again come against the proposed toll increase of the Berbice Bridge Company Inc. (BBCI), stating that the move is in breach of the Berbice River Bridge Act 2006.

Patterson made the announcement when he read a statement during Wednesday’s sitting of the National Assembly, even as he called out the company for “threatening Berbicians and Guyanese as a whole” to unlawfully implement the toll increases. “The unilateral announcement by the Berbice Bridge Company Inc. is in breach of the Concession Agreement and Section 4 (1) Subsection 2 of the Berbice River Bridge Act 2006,” Patterson stated.

Part of the subsection gives only the Minister of Public Infrastructure the authority to determine the maximum amount of toll.

As such, the government contends that no other amount than that approved and gazetted by the minister can be accepted without his approval.

On October 16, 2018, the bridge company announced that, commencing November 12, 2018, it would be moving to raise

the bridge toll over three fold. The rates announced were: cars: G$8,040; pickups: G$14,600; 4WD: G$14,600; minibuses: G$8,040; small trucks: G$14,600; medium trucks: G$27,720; large trucks: G$49,600; articulated trucks: G$116,680; freight: G$1,680 and boats: G$401,040.

The company defended the move as being done to meet their operational costs and to off-set the company’s accumulated loss. In a counter press conference on the same day, Minister Patterson had assured citizens that the government will do all in its power to prevent increases. He added that his ministry would be seeking legal advice from the attorney-general’s chamber and that all options, including increasing the number of river taxis in service, would be explored.

In presenting a clear outline of the history of the bridge on Wednesday, Patterson said that the Berbice River Bridge Act 2006 was passed in the National Assembly and assented to in January, 2006 by former President Bharrat Jagdeo.

The concession agreement was later signed on June 12, 2006 for 21

years, while the bridge’s construction was officially completed and commissioned in December, 2008.

In a press release dated October 29, 2018, BBCI had listed the investors and their shareholder percentage in the bridge as follows: National Industrial & Commercial Investments Limited (NICIL) – 10.0 per cent; National Insurance Scheme (NIS) – 20.2 per cent; Hand in Hand Fire Insurance Co. Limited - 10.0 per cent; New GPC Inc. - 20.0 per cent; Queens Atlantic Investment Inc. - 20.0 per cent and Secure International Finance Co. Limited - 20.0 per cent.

Patterson noted that since the commencement of operations of the bridge, there has been only one request for toll increases under the seven years of the People’s Progressive Party (PPP) from 2008 to 2015. However, under the present administration, three toll increases, in 2016, 2017 and 2018, had been sought which were never approved.

in December 2015 to provide subsidies on the tolls charged. This has since seen, from January 2016 to date, a total of $465M in subsidies being provided and by the end of the contract period the government would have provided some G$1.8B in support.

In addition, on October 11, 2018, the BBCI and the Ministry of Public Infrastructure agreed that the latter would assume full responsibility for the maintenance and rehabilitation of the bridge’s 39 pontoons. Over the years, the state of the pontoons has been in breach of the Concession Agreement regarding maintenance and the BBCI has thus accepted this new offer.

The BBCI still claims debts in excess of G$6B and, with the request of

the government, the company’s audited accounts were provided to the Ministry of Finance as recent as Wednesday. “There has been a general outcry in relation to the proposed rates which will not only affect Berbicians, but all Guyanese. It is unconscionable which this coalition government cannot and will not accept under any circumstances,” Patterson said in his statement in the National Assembly.

Just days after the BBCI’s unexpected announcement, members of the public, along with groups such as the Central Corentyne Chamber of Commerce and the Berbice Chamber of Commerce, expressed their shock and outrage with the announcement.

With this in mind, Patterson stated: “While the

Ministry of Public Infrastructure is working assiduously along with other ministries of the government to find a reasonable and acceptable solution under the confines of the law, the Berbice Bridge Company Inc. has been threatening Berbicians and Guyanese, as a whole, to unlawfully implement and introduce the proposed oppressive increases in tolls on or before November 12, 2018.

“The coalition government has no intention of approving the toll increases proposed by the Berbice Bridge Company Inc. and assures the people of Guyana that in the interest of peace, order and good government, we stand ready to protect their legitimate right to a peaceful life in Guyana.”

Jordan restates PPP presided over drugs-money economy JUST two weeks ago the Private Sector Commission (PSC) had called on Finance Minister Winston Jordan to provide “empirical evidence” regarding his statements on the impact of the proceeds of drugs on the economy, but Minister Jordan in is no way prepared to withdraw his remarks.

In fact, the minister is surprised that the PSC, in the person of its acting chairman Deodat Indar, even bothered to write him when his remarks were not directed to the commission. Jordan, in a response to a Stabroek News editorial criticising the current government’s administrative capacity, had stated that much of the government’s current struggles come as a result of the shortcomings of the previous administration.

He expounded that, among other things, the People’s Progressive Party (PPP) left behind a “deformed and broken economy”, one which the present administration must now

work to fix.

On Wednesday at a press conference, Jordan revealed the sources of his stance on the issue, stating: “Before I said that there were two or three studies done by Professor Clive Thomas. The evidence had been produced by Professor Clive Thomas. Before I even said it in 2012, a similar statement was made by a high-level official of the PPP and it’s there, it’s reported in a number of newspapers. I went back, I researched it, and it’s on the internet. The name of the individual is there on the internet and everything.”

Continuing, the finance minister reiterated his position on the matter confidently saying: “I will tell you this much, where the economy is today is proof, positive, that the economy was being run by drugs, by significant input from drugs.”

Regarding the response he received from the PSC whereby the body said that it would be “grateful to be

briefed” “on the assertions made,” Jordan said that he is unsure why such correspondence came as the general private sector was not singled out. “I never referred to Private Sector Commission; I never referred to Georgetown Chamber of Commerce & Industry; I never referred to Guyana Manufacturers’ and Services Association; I never referred to any private sector organisation. I referred to some in the private sector who benefited significantly from nefarious activities,” he clarified.

However, in surmising how he viewed the situation, the minister continued.

“If, as ‘Bob’ says, ‘who the cap fits’ then that’s fine.

Because I was amazed, to be quite honest, when I got a letter from the gentleman asking me to provide proof to the private sector, I was amazed!” Jordan chuckled, adding: “So I’m doing budgets and all kinds of different things and I don’t really have time to waste.”

By Rabindra Rooplall THE Children’s Court was officially opened on Wednesday, with Attorney General and Minister of Legal Affairs Basil Williams, SC, saying government has a special responsibility to children as they are among society’s most vulnerable.

Williams represented President David Granger at the event which took place at the Georgetown Magistrates’ Court in the presence of members of the judiciary, magistracy, diplomatic corps and other invitees.

The United Nations Children's Fund (UNICEF) partnered with government and other stakeholders to bring the court into being; similar courts will be established in Berbice and Essequibo.

“As I noted on the 26th, April 2018, at the 87th Sitting of the 11th Parliament of Guyana and during the debate of the Juvenile Justice Bill, the way we treat our weakest members of society has always been a measure of our society. Indeed, it is considered a test of our humanity and civilisation,” the attorney general said.

He contended that there is no better way for a nation to demonstrate its respect for human dignity than by making appropriate provisions for the protection of its children and for securing their best interests.

He said establishment of the Children’s Court is a manifestation of the importance which the Cooperative Republic of Guyana attaches to the principle of the “best

interests of the child.”

The legal affairs minister explained that the “best interests of the child” is a cardinal principle of customary international law. Article 3 (1) of the United Nations Convention on the Rights of the Child, states: “In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative or legislative bodies, the best interest of the child shall be a primary consideration.”

The minister said Guyana has enshrined this principle within its supreme law, the ‘Constitution’ and in other legislation such as the Custody, Contact, Guardianship and Maintenance Act of 2011, the Protection of Children Act of 2009, the Adoption of Children Act of 2009 and the Juvenile Justice Act of 2018. He underscored that the Juvenile Justice Act of 2018 effects many of the provisions contained in the Guidelines for Action on Children in the Criminal Justice System, which was adopted by the Economic and Social Council of the United Nations.

Minister Williams said among the measures which can be utilised for ‘diversion’, under the Juvenile Justice Act, are: an oral or written apology; placing the juvenile under supervision and guidance; counselling and therapy; compulsory attendance at a vocational or educational institution; restitution; compensation; community service; and warnings or referrals.

That is in the hand of the constitutional office… A juvenile has the right to retain and instruct counsel; and under the act that young person can also get free legal advice,” Ramjattan said.

IMPROVING ACCESS TO JUSTICE UNICEF Representative to Guyana and Suriname Sylvie Fouet congratulated all the players for their role in improving access to justice for juveniles. She said UNICEF understands that there is a serious commitment that comes with a budget and in 2019, there will be support for expansion of the courts outside of Georgetown.

The UNICEF representative said the new court is expected to enable children to benefit from training and education instead of incarceration.

Chancellor of the Judiciary (ag) Justice Yonette Cummings-Edwards said the aim of the court and Juvenile Justice Act is for rehabilitation, education and reintegration into society.

The head of the judiciary said visiting the court when a child is in conflict with the law must be a last resort.

“The system is there to further the well-being of the children and therefore the best interest of the child shall be the paramount consideration when making decisions about the juvenile,” Justice Cummings-Edwards said.

An estimated $590M is expected to be procured for Guyana to run a child-friendly criminal justice system in accordance with the Juvenile Justice Act. Guyana’s Juvenile Offender’s Act was enacted in 1931; but in order for it to reflect international juvenile justice standards in accordance with the Beijing rules and the Riyadh Guidelines, extensive recommendations were made facilitating the Juvenile Justice Act 2018.

$77M approved for hike in sweeper/cleaners’ salaries THE National Assembly on Wednesday approved supplementary funds for the provision of security services in Regions Three and Four, as well as to cater for improved wages for sweeper/ cleaners at public schools.

A supplementary provision of $5.4M was approved by the National Assembly to meet payments for increased security charges to Kalibur Security Services from $300 per hour to $377, plus 14 per cent Value Added Tax. Minister of Communities Ronald Bulkan said this will cover eight locations within Region Four for the period October to December 2018. The supplementary provision was approved by majority vote.

Meanwhile, the sum of $3.7M was also granted to the Ministry of Communities under the Region Three regional administration and finance.

The funds granted are “to meet the payment of increased security charges for the provision of 24 hours security services within the West Demerara-Essequibo Islands region for the period October to December 2018.”

Minister Bulkan stated that the request for the supplementary provision is due to the increase in hourly rates from $300 to $330 plus VAT, Monday to Saturday, and $495 plus VAT on Sundays.

The minister explained that at the time of the 2018 budget,

there was a previous contract with Safeway Security, which catered for four facilities at hourly rates of $300. He further explained that the previous contract did not cater for 24 hours security for the administrative buildings.

The new contract with Sentinel Security which was awarded in November 2017, includes additional hours as well as the provision for security services for two additional buildings.

Sentinel Security provides 19 guards for six administrative buildings in the West Demerara region and costs a total of $19.9M for a 12-month period.

Meanwhile, security guards and sweeper /cleaners, under the educa-

tion sector in Region Four, will benefit from increased salaries following the approval of over $233M by the National Assembly. The sum of $156M will go towards the increase in security charges from $300 per hour to $377 per hour, plus 14 per cent VAT to secure 134 buildings within Region Four for the period October to December 2018.

Defending this amount, Minister Bulkan explained that this contract was awarded to Kalibur Security with a total of 512 guards at 127 locations.

“These are all government schools, no private residences. The contract was publicly tendered and approved by the National Procurement and Tender Administration

Board, after which an award was made,” Minister Bulkan said.

Meanwhile, more than $77M was approved for the increase in salaries for sweeper cleaners and caregivers of the May 25 Day Care Centre and payments of salaries for the caregivers of the newly opened Ann’s Grove Early Childhood Centre. Additionally, the government has sought extra funds to provide beefed-up security for public buildings in several administrative regions. These buildings include regional health facilities and schools, to guard against vandalism.

Over 90 Guyanese students placed on CXC Merit List

By Vishani Ragobeer SEVERAL Guyanese students who sat the CSEC and CAPE May/June examinations have made it on the Caribbean Examinations Council (CXC)’s Merit List for outstanding performances.

The Merit Lists for the Caribbean Secondary Certificate of Education (CSEC) and the Caribbean Advanced Proficiency Examination (CAPE) show the top 10 students in the Region for each subject offered by CXC. Though for both CSEC and CAPE, the list was dominated by students from Trinidad and Tobago and Jamaica, Guyanese students also secured some of the top spots.

Added to that, the Guyanese top performers did not only hail from the senior

secondary schools, but also from some junior secondary schools.

Students from the Mackenzie High School copped the top regional spots in Agricultural Science (Double award).

They were Gabriella Williams (3rd); Tevin Hercules (5th); Shiniah Layne (8th); Unique Bremner (10th); and Chelsea Tappin (10th).

Delano Roberts, from the Anna Regina Secondary School also copped 8th place; while Mohanee Motilal and Bibi Shalena Sookdeo from the St. the Joseph High and Saraswati Vidya Niketan School were placed 10th.

For the Single Award in Agricultural Science, Antoshaun Langevine of Hope Secondary and Kevin Somrah of Zeeburg Secondary placed second, while and Camecia

De La Cruz of Anna Regina Secondary secured second place.

Brandon Chanderban of Queen’s College topped the Region overall for English Literature (B), while Zane Ramotar, also from Queen’s College, copped the 10th position for English Language (A).

Though missing out from the top spots for the core science subjects, Guyanese students dominated Integrated Science.

Queen’s College students, Haema Dasrath (2nd), Daniel Baldeo-Thorne (4th), Mikayla DeFreitas (6th), Trisha Heeralall (6th) and Christian Pile (10th) were the top performers.

Sayyid Aabidi (4th) and Matthew Yusuf (10th), from Mae’s Secondary and Jonathan Jewram (6th) and Lat-

ifah Tashier (6th), from St. Rose’s High and the Zeeburg Secondary also scored top spots. Yusuf was also the only Guyanese to gain merit in the area of Human and Social Biology (HSB), placing sixth in the Region.

In the area of Office Administration, Harini Sookram of West Demerara Secondary (2nd), Loren Black of Marian Academy (7th); Hemanchal Persaud of Anna Regina Secondary; Trisha Heeralall of Queen’s College and Naton Hackett of St. Stanislaus College (10th), all secured top spots. Aaron Taylor of Diamond Secondary, who was placed seventh in the Region, was the only Guyanese student to secure a merit spot for Principles of Accounts (PoA).

In Principles of Business (PoB), the top candidates were Rebekeh Persaud (3rd) of St. Rose’s High School; Trisha Heeralall (5th) and Navindra Persaud (5th), both from Queen’s College; and Lennox Hopkinson (5th) of St. Stanislaus College.

RELIGIOUS EDUCATION Shakira Bolo from Anna Regina Secondary topped the Region for Religious Education with Aliyah Anthony of Bishop’s High School came in at sixth and Sayyid Aabidi of Mae’s Secondary at eight.

Aarti Hooblall and Navindra Persaud, both of Queen’s College, copped fifth place for Social Studies.

Selma Rodriguez from the New Guyana School emerged the Region’s best Spanish student, while placing for Guyana also was Ashley Valle (3rd) from the Marian Academy.

Bacchus also topped the Region for the second unit (Option A) of this same subject.

Students from Bishop’s High also made their mark on Financial Service, Unit I. They were Judo Alleyne (3rd), Rebekeh Bhupaul (6th), Theodore Adams (8th) and Shameena Mohamed (10th). And for Unit II of this subject, Shafeek Rayman of Queen’s College topped the Region.

In Law Unit II, Sherlyn Semple of New Amsterdam Multilateral earned third place, while Anadia David of Bishop’s High placed ninth.

“The door is open for us to receive from all heads of commissions information which, in working with us, can assist you working smoother if there is such a difficulty,” he said.

The aim of the WGCE is to promote national recognition and acceptance that women’s rights are human rights, respect for gender equality and the protection, development and attainment of gender equality.

THE Women and Gender Equality Commission (WGEC) in presenting its Seventh Annual Report to Speaker of the National Assembly urged the prompt establishment of the Human Rights Commission with the appointment of a chairperson and chief executive officer.

This is one of the first of some 19 recommendations within the report, which was handed over to Speaker of the National Assembly Dr. Barton Scotland on Wednesday in Parliament.

Delivering remarks, WGCE Chairperson Indranie Chandarpal stated that, since the last report, the commission has observed improvements which it attributes to the functioning of the Ethnic Relations Commission (ERC).

“We’re very pleased about that and we’re hoping since that commission is in place that the Human Rights Commission will be in place very shortly. All of us are aware that the Human Rights Commission has a role to play in all these rights commissions…and because of the slothful nature in having the Human Rights Commission in place, it is causing some difficulties in terms of getting things done,” she said.

As such, she addressed the Speaker: “We would like, perhaps, to urge the National Assembly and, through you sir, to encourage the

offices or the agencies that are responsible to move the process forward.”

Giving a sneak peek into the report which will become public once presented in Parliament, Chandarpal said that recommendations are also in place for a harmonised Code of Law on Women’s Rights.

“This should be one book that contains all the laws protecting women, but set out as a code and separate laws. The code should be harmonised with international law obligations and with other national laws to ensure that there are no gaps in the protection for women,” the WGEC chairperson said.

The report also suggests that certain amendments be made to legislation, which still allows discrimination against women.

Chandarpal also encouraged the media to ensure that further coverage ensues on the report, which would aid not only the commission in its work, but the rights and awareness of the rights of women countrywide.

WGEC Chief Executive Officer (CEO) Diana Swan-Lawrence in her remarks, referenced the Fiscal Management and Accountability Act (FMAA), which allows for the financial autonomy of constitutional entities to better serve the public.

However, she added that it is unfortunate that WGEC is unable to benefit fully

from the arrangement due to the human rights secretariat arrangement of 2010 still being in place.

“In the absence of the chairperson and chief executive officer, the Human Rights Commission Secretariat is managed by the finance and administrative officer who lacks the necessary experience and leadership for such an important office,” she said.

Swan-Lawrence also underscored the need for training in leadership for the private services and sector, to ensure that a cadre of competent individuals eventually becomes the successors.

“Thankfully under the offices of the Honourable Joseph Harmon, Minister of State and the Honourable Rupert Roopnaraine, Minister of the Public Service, Guyana has taken a significant role in the transformation of leadership development programmes,” she said, later adding: “I call on all public service ministries, public and private sector organisations to take full advantage of this essential training.”

In response, the Speaker agreed with the remarks made by Chandarpal, stating: “The press is indispensable, so we want the press to get it right and we want the press to also help us to get it right.”

He further stated that he is very pleased to receive the report as he endorsed

$30B GuySuCo bond strictly for infrastructure, operations

THE $30B syndicated bond, secured to recapitalize the Guyana Sugar Corporation (GuySuCO), would only be used for infrastructural development and general operational costs, Finance Minister Winston Jordan assured the National Assembly while maintaining

that feasibility studies were conducted ahead of securing the loan.

In his written response to a string of questions posed by Opposition Member of Parliament, Irfaan Ali, Minister Jordan informed the House that major infrastructural projects have been identified

for execution with finances from the bond.

“It was agreed and determined between NICIL and the Trustee that the net proceeds from the issue of the Bonds would be applied exclusively towards financing GuySuCo, in particular, to acquire two co-generation

plants to upgrade existing factories to produce plantation white sugar; to build storage and packing facilities; and to contribute to two years of general operational costs,” the finance minister explained to the House.

It was noted that while a percentage of the $30B bond would be used to offset operational costs, those expenses exclude the repayment of financing cost and other debt servicing commitments to financial institutions.

Amid concerns that no feasibility study was conducted by the National Industrial & Commercial Investments Limited (NICIL) before the bond was secured by the Special Purpose Unit (SPU), Minister Jordan stated that based on a plan submitted by GuySuCo to the government, feasibility studies were conducted for the proposed upgrades to the plants at Albion and Uitvlugt.

“Underpinned by a 10year supporting cash flow production, the plan, for the most part, spoke to upgrading 2 plants – Albion and Uitvlugt – to produce plantation white sugar and generate electricity using co-generation. For both of these interventions, feasibility studies were done,” the finance minister explained.

Maintaining that feasibility studies were conducted for both the co-generation and plantation white sugar plants, the minister stated that both studies reflect positive outcomes, based on current production inputs. The outcomes would improve as general efficiencies improve,

he added.

It was noted that the plan and feasibility studies can be made available at the behest of the agriculture ministry and GuySuCo’s Board of Directors.

Allaying the fears of some, the finance minister made it clear that the money would only be used for its intended purpose and would not cater for workers’ pension and or paying severance to ex-sugar workers.

“No funds from the bond would or could be used to pay pension liabilities. It should be noted that GuySuCo would have inflows from their operations; these can be used to finance this obligation,” he said.

Minister Jordan further added that “no funds from the bond would or could be used to meet severance payments,” explaining that “such payments would be met by way of a transfer from the central government to GuySuCo.” The balance of the severance payment is included in a supplementary provision to the tune of $2.451B. Shortly after securing the bond, Head of the SPU, Colvin Heath-London, had explained that the funds would be injected into the “Cane Producing Industry” to generate either new income or make other income streams more sustainable. “When we talk about new income, we are talking about plantation white sugar, we are talking about co-generation, different value-added types of sugar and molasses, looking at sugar-related juices and animal

feeds,” he explained.

GuySuCo is aiming to produce ‘Plantation White Sugar’ to sell in the local, CARICOM, and USA markets – a move that would see the corporation earning more and simultaneously displacing the importation of refined sugar regionally.

If Guyana, Jamaica and Belize – members of the Sugar Association of the Caribbean – could press the CARICOM Secretariat to impose the Common External Tariff, then extra-regional white sugar could attract a tariff of about 30-40 per cent. At the moment, brown sugar attracts a tariff of 40 per cent. Such a move would make Guyana’s plantation white sugar competitive Similarly, focus is being placed on co-generation at the three remaining estates – Blairmont, Albion and Uitvlugt. Albion and Uitvlugt Estates will be the first two to be equipped with co-generation facilities, Heath-London noted. The electricity produced will be sold to the Guyana Power and Light (GPL) to be supplied to the national grid.

While noting that the entire $30B will be pumped into GuySuCo, Heath-London posited that in the past, the corporation’s capital injections were made to the latter end of its strategic plans; however, under his watch, it will be done in the reverse. The bond secured earlier this year will be repaid within a period of five years.

Teen gets bail for cellphone robbery A TEEN was on Wednesday released on $100,000 bail after being slapped with two robbery under arms charges.

Tishan Welcom, 18, of Hadfield Street, Wortmanville, appeared before Magistrate Fabayo Azore in the Georgetown Magistrates’ Court. He denied the charges which alleged that on October 17, 2018 at Cornhill Street, Georgetown, while being in the company of others and armed with a knife, he robbed Bisnath Narine of one Samsung cellphone valued $ 90,000 and $20,000 cash.

It was further alleged that on the same day at the same location, while being in the company of others, he robbed Kiren Persaud of one Samsung S8 phone valued at $190,000 and $90,000 in cash. Police Prosecutor Rorrel Thornhill objected to bail due to the seriousness of the offence

and the fact that personal violence was used on both victims.

According to police facts, Narine and the accused are known to each other and on the day in question about 18:20hrs, the victim and his cousin, Kiren Persaud, were in the vicinity of Cornhill Street when the accused and his accomplices stuck them up with a knife and relieved them of their cellphones and the cash mentioned in the charge. As such, a report was made to the Brickdam Police Station and an investigation was carried. The police later caught the accused with the knife in his waist. He was positively identified by the victims.

The magistrate granted bail in the sum of $50,000 on each charge. The matter was adjourned to November 28, 2018.

Guyana preparing to render assistance to flood-hit T&T

MINISTER of Foreign Affairs Carl Greenidge said that plans are being put in place for Guyana to render assistance to Trinidad and Tobago which was recently hit by floods.

Greenidge, who is currently performing the duties of prime minister, was at the time responding to questions from People’s Progressive Party (PPP) Member of Parliament (MP) Gail Teixeira at the 98th sitting of the National Assembly on Wednesday.

Teixeira had stated that the opposition party has been receiving many calls from Guyanese living in Trinidad and Tobago, stating that they have been unable to obtain any advice or assistance in the midst of the crisis.

In response, Greenidge questioned the certitude of the opposition’s report, stating that government has a very active consulate on the island, along with a high commissioner with whom Guyanese have been in constant contact since the floods.

Providing an update, he said that since the floods the high commission has received one request for repatriation to Guyana and three other requests for financial assistance from Guyanese residing on the island.

Greenidge stated further that Minister of State Jo-

seph Harmon, through the Civil Defence Commission (CDC), is also in communication with authorities on the island and has relayed Guyana’s willingness to assist.

“As is normal in such circumstances, between our CDC and the Trinidad authorities, we are determining what needs they have… having heard of the damage caused by the floods, we were desirous of knowing exactly what assistance they need,” he said.

The Minister of Foreign Affairs said that there is a general agreement that the government will be requesting to provide assistance through the provision of food items, which will include fresh fruits and vegetables.

This, however, has not yet been specified by the island’s authorities.

Greenidge took the opportunity to remind the opposition that, in the recent past, Guyana did not fail to come to the assistance of its Caribbean neighbours, such as Barbuda and St. Maarten,

rocked by natural disasters.

In some cases, the government assisted with the transporting of several Guyanese back home.

When the opposition raised contention with the cost this would have incurred, Greenidge stated candidly that the opposition must make up its mind on whether the government should render assistance or not. Further questions were raised regarding the current

delay in assistance, to which Greenidge explained is as a result of the process that is required during cases of emergency.

“Let me remind you that we do have a framework governing cooperation between us and Trinidad and Tobago. A framework initially initiated in 1999 by the members on the other side and which we recently

renewed” Greenidge said, adding: “In cases of emergency throughout the Caribbean, whether in Trinidad and Tobago or in Antigua and Barbuda, there is an accepted framework. We don’t wake up one morning and send 500 tubes of toothpaste.

He shut down suggestions from the opposition that the island’s plight is being ignored. “This is not a case of abandonment or neglect of our obligations as member of CARICOM or of the failure of the consular services of Guyana to deliver assistance to Guyanese. I’d like to assure you things are in place and we are continuing to monitor the situation,” Greenidge said.

He added that most recently, President David Granger met with T&T’s Prime Minister Keith Rowley, when they discussed areas of further collaboration and assistance. This, he stated, is proof enough that Guyana is ever willing to assist.

Lawrence defends $409.4M HDM Labs contract …says information suggests gov’t received value for money PUBLIC Health Minister Volda Lawrence went head to head with members of the opposition – People’s Progressive Party/Civic (PPP/C) as she defended the multi-million contract awarded to HDM Labs Inc. for the purchase of pharmaceuticals, saying that the Public Health Ministry got value for its money.

The contract was awarded on August 31, 2017 by the National Procurement and Tender Administration Board (NPTAB) to the tune of US$1,891,443 or GUY $409.497M, and signed on September 8, 2017.

The auditor general in his 2017 Report, highlighted a number of unsatisfactory features; these included the lengthy time taken to deliver the pharmaceuticals. However, Minister Lawrence said while an investigation has been launched, at this stage it is believed that the Public Health Ministry got value for its money.

The supplier was required to supply the drugs two weeks after signing of the contract; as such, all items should have been delivered no later than September 22, 2017, but this was not the case.

“At this date, no items were delivered and delivery commenced in October 2017.

35% of the contract price were delivered. The supplier fulfilled his obligations under the contract in March 2018, that is, six months after the agreed delivery date,” the Auditor General Deodat Sharma stated in his report.

In response to the first 10 questions placed before the House, the Public Health Minister said initially a total of six companies were invited to tender. Minister Lawrence said the main criterion required that the suppliers must not have pending contracts that would

In response, the public health minister, while informing the House that she has in her possession shipping documents detailing the arrival of the pharmaceuticals in Guyana and the arrival at the ministry’s main bond, said the matter is being investigated. “…I must indicate that this is a matter engaging the Ministry of Public Health Permanent Secretary and Procurement Department; and at this time we will not be able to answer

that,” she told the House.

Nonetheless, Minister Lawrence assured the House that based on information received, her ministry has gotten value for its money.

“The policy of the ministry is that we ensure that whenever we expend public funds that we receive value for money,” she said, while emphasising that based on the information received, the public health ministry got its money’s worth.

Dr. Anthony then sought to question the information provided to the National Assembly by the public health ministry on the contract. He recalled that on July 18, 2018, Minister Lawrence informed the National Assembly that the contract was awarded to HDM Labs to the sum of $366.9M, but the Auditor General’s Report reflects the sum of$409.497M. The exchange rate employed by the auditor general must be considered, the public health minister said in her response, while pointing out that on August 29, 2017, Cabinet noted the award was in the sum of US$1,891,443. “We would have to establish the exchange rate that is being used,” she emphasised.

While apparently brushing aside the responses given by the minister, the Opposition Chief Whip said it is rather odd that the company has not enquired about outstanding money ranging in the millions.

“The company is owed over $169M by the ministry; why is the company not interested in being paid, or is it that this company has had several contracts with the ministry,” Teixeira queried Minister Lawrence clarified that HDM Labs have enquired on more than one occasion about the outstanding funds. “I have information via email in the months of April, June and August from the company to the Permanent Secretary of the Ministry of Public Health, enquiring about their payments,” she said.

According to the Auditor General’s Report, five cheques in the sum of $283.811M and representing 69% of the contract sum were processed for the supplier; one payment for $17.194M was paid on November 23, 2017, while three cheques for amounts totalling $223.710M were paid in 2018.

“Thus, the contractor was paid amounts totalling $240.904M of the contract sum. At the time of reporting, one cheque valued at $ 4 2 . 9 0 7 M re m a i n e d o n hand,” Sharma stated. The opposition’s chief whip also sought to determine whether HDM Labs had any other contract with the ministry at the time of the awarding of the contract; but Minister Lawrence refused to answer, on the basis that it was a new question being introduced.

‘Frugal OPM’ spends $21.4M of $109.2M allocation

The Prime Minister’s Secretariat has spent $21.4M of the $109.2M allocated on a range of programmes and initiatives including the launching of regional radio stations and constitutional reform activities.

Prime Minister Moses Nagamootoo, told the National Assembly that his Secretariat has been very frugal in the execution of its functions as he responded to questioned posed

by Opposition Member of Parliament Odinga Lumumba on Wednesday.

Prime Minister Nagamootoo disclosed that from the sum, $5M was used to facilitate constitutional activities. Last September, the Prime Minister’s Secretariat handed over $5M to the University of Guyana as funding for Constitutional Reform Education. The Constitutional Reform Education Project is being worked on by the Prime Minister’s Secretariat, the United Nations Development Programme (UNDP) and the University of Guyana (UG).

At the time, the parties had also released a joint report on the “Review of the Constitution of the Cooperative Republic in Relation to the Rights of the Children.”

That aside, the Prime Minister told the House that $5.5M was used by his Office for the launching of Regional Radio Stations–Aishalton, Orealla and Bartica in addition to training of regional radio personnel. A percentage of the money was also used to facilitate his outreach activities.

Approximately $4.6M was used for Supervisory Consultancy for the Regional Radio Project while $1.2M went to IT Service such as email and web services. The Prime Minister’s Secretariat also spent $1.4M to repair furniture at the Prime Minister’s Office and official residence, replacement and cleaning of curtains as well as carpets.

Events and functions hosted by the Prime Minister cost so far $1.6M while other minor expenses for the secretariat totaled $2.1M.

In three years PPP racked up $100M in medical expenses ALMOST $100M was spent by the former People’s Progressive Party/Civic (PPP/C) government covering dental and other medical expenses over a period of three years, according to Public Health Minister Volda Lawrence.

PPP Member of Parliament Bishop Juan Edghill, who now sits on the opposite side of the House, had pressed the public health minister for information on the medical and dental bills paid by the current government on behalf of Members of Cabinet, advisers and family members for the period June, 2015 to June 2018.

Minister Lawrence before responding to the question posed by Edghill, used the opportunity to flip back the pages of history to not so long ago when the PPP/C was in government. She told the House that approximately one year after entering office, the A Partnership for National Unity + Alliance For Change (APNU+AFC) government discovered that within a period of three years, the PPP had expended millions of dollars to offset medical and dental expenses.

“In 2012, from the public’s purse, some $37.138M (was) spent and then in 2013 $9.732M and then in 2014, Mr. Speaker some $47.2M,” Minister Lawrence informed the House.

She said based on an investigation conducted into the medical and dental expenditures of the PPP/C Government ministers, the figures did not include dental expenses. According to her, in 2012 the PPP/C Government dental expenses total $2.456M, in 2013 another $1.793M and in 2014, $84,999.

The Public Health Minister, based on the conduct of the previous government, the APNU+AFC government took a decision to seek out insurance companies that can provide insurance coverage for Members of Cabinet and other Ministers of Government, to avoid placing burden on

the public fund as was done in the past.

Under the current arrangement, the government is paying 50 percent insurance premiums for the Ministers of Government and their families, while the other 50 per cent is being deducted by Parliament from the ministers’ salaries, the public health minister explained.

However, at the moment, she was unable to indicate the particulars of the premiums. That information, she assured, would be provided at a later date.

The public health minister, however, told the House that the record would show that the APNU+AFC Government has not been placing undue burden on the public’s purse.

“Mr. Speaker, I am happy to report to this Honourable House that of June 2015, no request was made to the public funds for a medical coverage nor dental for any of our ministers. The same thing happened in 2016, again, there is a NIL, in June of 2018, there is a NIL; however for 2017 prior to us signing onto the insurance company, some $2.404M was spent,” Minister Lawrence told the National Assembly.

GTA and THAG partner to showcase Guyana for Tourism Awareness Month MINISTER of Business Dominic Gaskin during the launching of Tourism Awareness Month, said that Guyana is poised to become a leading sustainable tourism destination with emphasis being placed on our nature tours and cultural experiences.

He made the disclosure at the Ministry of Business, in collaboration with the Guyana Tourism Authority (GTA) and the Tourism and Hospitality Association of Guyana (THAG) on Wednesday morning, during the launching of Tourism Awareness Month, when a calendar of events was announced to create awareness and to promote tourism.

Minister Gaskin also stressed the need for awareness in the promotion of local tourism this month and all year-round, as well as for us to be aware of the benefits of tourism as an economic activity to our communities and ultimately to our nation.

He added that with increased visitor arrivals, more emphasis needs to be placed on boosting awareness of what we have to offer in our nature-based tours, and encouraged the media to assist in getting the message out.

Meanwhile, Director of the Guyana Tourism Authority (GTA) Brian Mullis, said that it is known that tourism is one of the fastest-growing ventures for economic growth and which provides social and economic benefits to its people.

Mullis added that THAG and GTA have partnered to provide

weekend getaways at an affordable price –some packages will be available year-round among other events, which will be broadcast via radio and other outlets.

He related that they will engage the University of Guyana students, launch the “I Love Guyana” campaign and “Destination Development”, Restaurant Week, their Scavenger Hunt and their annual awards ceremony.

He stated that being a land of diversity and of six peoples with a rich culture and heritage allows for the promotion of local tourism.

Ramkumar stated that they will also embark on exploring their culinary tourism in which businesses will participate and people can experience fine-dining at an affordable cost.

During this month, he noted that eco and sports tourism will take centre stage; and they will also seek to promote aerial and city tours as well.

In their quest to create more awareness, they will host a media familiarisation tour to eight resorts in the Essequibo River.

Also making remarks was Surujdai Seecharan from the Department of Tourism, who highlighted the importance of tourism in which all the regions will host activities to raise awareness.

This year’s Tourism Awareness Month is being celebrated under the theme: “Promoting sustainability and celebrating diversity.”

Miners in the way of Amerindian land titling …US$2.9M spent to date on project

TO date, approximately US$2.9M has been expended on the Amerindian Land Titling Project since 2014, Indigenous Peoples’ Affairs Minister Sydney Allicock informed the National Assembly, while indicating that the process of demarcating lands would become even more difficult, due to infringement of Indigenous rights by miners.

Minister Allicock, in a written response to questions posed by People’s Progressive Party/Civic (PPP/C) Member of Parliament Pauline Campbell-Sukhai, said though US$10.7M was allocated for the Land Titling Project, a mere US$2.9M has been expended.

Of that sum, approximately $1.4M--53 per cent of the expenditures --was spent

on demarcation, while 43 per cent was spent on three outputs: grievance Redress Mechanisms; Information Management/Communications; and Project Management.

Expenditure for contractual services, including implementing partners and facilities costs for all four outputs averaged 31 per cent between 2014 and September 2018.

In 2015, the village of Batavia was demarcated under the project, while demarcation for three villages – Tuseneng, Chinoweing and Paramakatoi were completed in 2016, Minister Allicock informed the House.

According to him, Four Miles is currently in the process of demarcation. “This is a total of five demarcations

being completed post-2015,” the Indigenous Peoples’ Affairs Minister stated.

However, he said that 10 villages have not been demarcated, because the villages have not given their consent.

That aside, 32 villages have further applied for extensions to their original demarcations, while approximately six villages have applied for recognition as village entities. Those will be demarcated accordingly.

In total, he told the National Assembly that 93 villages, including Four Miles, have been demarcated.

“It is important to note, in respect of demarcation, that as land titling progresses, each case will become more difficult and complex; this is especially given that mining concessions have

been provided over time that infringe on Indigenous rights, titles and interests.

Further, varied community goals, land grievances from other ethnic groups and any new land policies from the Guyana Lands and Surveys Commission (GLSC) will impede on the demarcation process,” Minister Allicock told the National Assembly.

The Amerindian Land Titling Project was launched in October 2013 with funds from the Guyana REDD+ Investment Fund (GRIF) under the Government’s Low Carbon Development Strategy to fast-track the Amerindian Land Titling process in Guyana within a three-year framework, but Minister Allicock said the country has requested another extension.

“On October 5, 2018, the United Nations Development Programme (UNDP) sent an intermediate extension request for December 31, 2018 to Mr. Bristol, Head, PMO, Ministry of the Presidency to allow time for this consultation,” he disclosed, while noting that his ministry is awaiting a response.

It was noted, however, that stakeholder consultations commenced on October 11, 2018 between the Ministry of Indigenous Peoples’ Affairs, UNDP, the National Toshaos Council and other

Indigenous Non-Governmental Organisations (NGOs).

“The extension will be determined at the end of the stakeholder consultations, including the extension timeline,” he posited.

Within the three-year framework, the Ministry of Amerindians Affairs now known as the Ministry of Indigenous Peoples’ Affairs, was expected to issue land titles and complete the demarcation process for all Amerindian villages that had submitted requests, including those that requested extensions; to strengthen existing mechanisms to deal with unresolved land issues; and improve the communication and outreach efforts.

However, the ministry was unable to meet the October 2015 deadline.

A three-year extension was subsequently granted, but that revised deadline was not met.

Mayor defends shutting down no-confidence motion against King GEORGETOWN Mayor Patricia Chase-Green is standing by her handling of the no- confidence motion that was tabled against Town Clerk Royston King earlier this year at a City Council Statutory Meeting.

The mayor reconvened her appearance before the City Hall Commission of Inquiry (CoI) at the Critchlow Labour College on Wednesday morning and continued her deposition.

The commission continued from where the mayor left off when she first appeared last week and was questioned about how she dealt with a no-confidence motion.

Justice (ret’d) Cecil Kennard had reproached ChaseGreen for not seeking independent legal advice when the motion was brought before the council by Councillor Sherod Duncan at a statutory meeting in March.

When the no-confidence motion was brought to the council, the town clerk pre-empted the arguing of the motion by tendering a letter from his personal lawyer, former magistrate Maxwell Edwards, stating that the council did not have the authority to tender a motion of no-confidence against him.

It stated that the motion could only be debated if cer-

tain aspects were amended.

However, Duncan stated that he would not be amending the motion and it was disallowed.

The mayor sought to defend her actions, noting that if she had procured legal advice from one of the council’s lawyers, the procedure would still have to be handled by the town clerk. “The town clerk under Chapter 28:01 is the person who all legal documents go to and come from. I on my own could not have sought the services of a lawyer,” she said.

In a surprising twist, however, the mayor then shared that she was later informed by the town clerk that Edwards was actually retained as a law-

yer by the council. However, she could not recall when she was told this by the town clerk, nor did she know whether Edwards was retained before or after the no-confidence motion’s legal advice.

She did recall, however, that the legal advice was questioned by a councillor on whether it was King’s personal legal advice or the council’s legal advice, to which King replied that it was advice from his personal lawyer.

The mayor also addressed the issue of why natural justice was not pursued instead of allowing the town clerk to sit in when the motion was being dealt with. “May I explain

that this is not the first motion coming against any town clerk; there were motions brought against former town clerks, and those town clerks sat in situ as town clerks and dealt with those motions. So I did not see it to have anything else, but the motion was not dealt with. If it was dealt with to be debated as a motion in the house, I would have asked the town clerk to recuse himself from the matter,” she said.

She also reminded that the decision to accept legal advice from King’s personal lawyer was not a unilateral decision, as it was put to a vote by the council.

“I [told] the council that

I have in my possession a legal advice from Maxwell Edwards on behalf of the TC, [and whether I] should read it. By majority decision of the council, I did read the advice.

Based on that advice there was a discussion on whether it should be accepted or not. The decision by majority of councillors was that we should not accept the motion,” she said.

Additionally, in the past, the mayor said no other mayor was held answerable for the actions of the entire council. “I’ve known of no other mayor that has been held accountable for motions not debated in the council,” she stated.

Contractor must redo Supply Health Centre project – Pauline Lucas REGION Four Regional Democratic Council’s Regional Executive Officer (REO) Pauline Lucas has declared that the halted Supply Health Centre project has failed, owing to the results of independent tests that were conducted on the foundation. As such, the contractor would be tasked with redoing the project.

This was the declaration of REO Lucas as she addressed several regional councillors in response to questions and concerns asked about the project, the Region Four RDC said in a release.

REO Lucas told the regional councillors that she had sought help from the Ministry of Public Infrastructure regarding testing of the foundation, as she wanted to be certain and therefore sought a second body. This, she said, resulted in her re-

questing the University of Guyana to conduct a test, which they did; however, the findings by the University of Guyana were completely different from those of the Ministry of Public Infrastructure.

Lucas, who was evidently upset with the contractor and his actions, revealed that the first test which was conducted by the Ministry of Public Infrastructure, had given the green light for the foundation. She said that a second test was done by the University of Guyana which showed that the foundation had not met the required PSI mark. “[The]Ministry of Public Infrastructure test showed that it was just above the PSI, which is 3500. However, I would have also been engaging the University of Guyana.

Minister Jordan rejects BBCI attempts to meet with him

MINISTER of Finance Winston Jordan has ruled the request of the Berbice Bridge Company Inc. (BBCI) through the Private Sector Commission (PSC) to participate in a meeting concerning bridge toll increases as “premature.”

In a letter dated October 29, 2018, the bridge company stated that efforts had been made to secure a meeting with the minister ; those efforts were, however, futile.

“It would be of great interest to the public to know that BBCI asked the Private Sector Commission to use its good offices to arrange an urgent meeting with the Minister of Finance on the matter of the toll adjustment; and that the Minister of Finance has refused to entertain the request,” the letter stated.

In a response on Wednesday, Jordan told the media: “I got a letter from the Private Sector Commission asking for a meeting; I sent a response indicating that the request was premature; that the matter was being handled by the Attorney-General’s Chambers.”

Since the revelation of the BBCI’s proposal to increase the bridge tolls, Minister of Public Infrastructure David Patterson had stated that the government would be seeking legal advice from the Attorney-General’s Chambers in moving forward.

Whether Jordan’s response was relayed to the bridge company prior to their construction of the letter is unknown; and as such, the minister commented: “If they didn’t communicate this to whoever or their principals or their representatives, I can’t be blamed for it.”

I think that we need to have other organisations’ results so that we can be extremely sure,” she said.

She noted that because of the disparity in the two sets of results, it warranted another test so as to be exceptionally sure as to the way forward. This time she opted for a joint test involving both the University of Guyana and the Ministry of Public Infrastructure, along with a representative of the contractor. She however said that the contractor did not send a representative.

She continued, “Again, that test showed that [regarding] the Ministry of Public Infrastructure tests, two of them were below the level and the other two while they passed were less that what the first test said.” Expressing concern over the financial resources which have to

He said in raising the bar locally, 12 local agents are being trained for a three-week period at Duke Lodge, while another batch of Guyanese will be assigned as lead agents and airport coordinator following specified training sessions to have them qualified.

Ramkumar told the gathering that as we make strides locally to promote tourism, we welcome an additional airline to Guyana, since he is of the belief it will further boost our tourism.

The launching of American Airlines came to fruition following cabinet’s approval for them to operate four flights per week on the Miami, USA to Georgetown, Guyana route.

Minister of State Joseph Harmon on May 22, 2018 told a press conference that Minister of Public Infrastructure David Patterson, had informed Cabinet that the scope of the airline’s application was covered under the air transport agreement between the governments of Guyana and the United States of America; and the Guyana Civil Aviation Authority (GCAA) had reviewed the airlines business proposal in the area of law, organisation, finance and market analysis and “found its submission to be satisfactory.”

Adding their voices to the condemnation of the contractor’s actions, several councillors expressed openly their support of the actions taken by the REO. Councillor Ali Majeed told his colleagues that he visited the site of the project and is concerned over the conduct and state of the compound, questioning whether the contractor has any prior experience with similar or such large projects. “I am truly disappointed in how these guys have had the place as this is certainly bothering me, because in my view they don’t have a sense of responsibility in executing such projects,” Majeed said.

Third man charged for attempted robbery at Bourda Market A THIRD man was on Wednesday charged with the attempted robbery at Bourda Market, which occurred one week ago.

Shyim Alison 21, of Pouderoyen, West Bank Demerara, appeared before Magistrate Fabayo Azore, faced with three charges

which he denied. The charges state that on October 21, 2018 at Bourda Market, Alison had in his possession six live rounds of ammunition without being a firearm licence holder at the time. It was also alleged that on the same day at the same location, he had in his possession

a .32 pistol without being a firearm licence holder at the time. It was further alleged that on the same day at Bourda Market, he attempted to rob Julian McAlmon.

Police Prosecutor Rorrel Thornhill objected to bail based on the nature and gravity of the charges.

Alison was granted $ 100,000 bail for attempted robbery and remanded to prison on the gun and ammunition charge. The matter was adjourned to November 28, 2018.

Reports indicate that an armed security guard, who was manning the Bourda

Market businesses, observed three men between Robb Street and North Road acting in a suspicious manner.

As he was approaching the men, one of the suspects reportedly whipped out a handgun and pointed same at the guard, who instinctively discharged his weapon several times at the gunman. The bandit, identified as a miner, collapsed a short distance away and an unlicensed .32 pistol with six live matching rounds were retrieved from next to him. He was taken to the Georgetown Public Hos-

pital where he was admitted.

Last week, Kester Arthur, 34, of Nelson Street, Mocha, East Bank Demerara and Rondel Cummings, 23, of Pike Street, Kitty, were jointly charged for the same attempted robbery and they appeared before Magistrate Dylon Bess. However, they were released on $75,000 bail each on condition that they report to the Alberttown Police Station every Wednesday. The matter was adjourned to December 6, 2018.

Businessman charged for gunplay outside Palm Court THE General Manager of a sound system was on Thursday released on $50,000 bail after he appeared in the Georgetown Magistrates’ court for discharging a loaded firearm.

Thirty-seven-year-old Safraz Khan of Campbeville appeared before Magistrate Fabayo Azore and denied the charge which allege that on October 28, 2018, at Main Street, Georgetown, he discharged a loaded firearm in a public place.

The man’s attorney, Glenn Hanoman, told the court that under the section of the law by which his

client has been charged, there is a no such charge.

As such, he made a bail application.

Police Prosecutor Rorrel Thornhill had no objection to bail but asked that conditions be attached.

Bail was granted in the sum of $50,000 by the magistrate on conditions that Khan report to the Brickdam Police Station every Friday. The matter was adjourned to November 28, 2018.

Fish vendor remanded for robbery A FISH vendor was on Wednesday remanded to prison after he appeared in the Georgetown Magistrates’ Court charged with robbery under arms.

Jonathan Ishmael, 28, of East La Penitence, appeared before Magistrate Fabayo Azore and denied the charge which states that on October 4, 2018 at Ramp Road, East Bank Demerara, while being in the company of others and armed with a knife, he robbed Rabindradat Seodath of a cellphone valued at $20,000 and $1,000 in cash.

Police Prosecutor Rorrel Thornhill objected to bail due to the seriousness of the offence. According to the police facts, on the day in question, the victim was walking along Ramp Road when the accused and

his accomplice, Mohamed Shafeek, rode up to him and asked for $200. While taking out the money, Seodath’s cellphone came out the same time and the accused, along with his accomplice, robbed the victim of his cellphone and $1000 in cash. The matter was reported.

The father of two was remanded to prison by the magistrate. The matter was adjourned to November 28, 2018.

On October 17, 2018, 39-year-old Mohammed Shafeek, who was an accomplice to the robbery, was sentenced to 36 months imprisonment by Magistrate Judy Latchman after pleading guilty to the same offence.

Corentyne family alleges police brutality …as cops search for drugs

A FAMILY of Williamsburg, East Berbice, Corentyne, is alleging police brutality following a police raid on their home on suspicions of drugs possession.

A c c o r d i n g t o A n g ela Harry, she was by her niece’s home which is located behind her property, when she was told that police ranks were at her home. She explained that she ventured over to find out about their visit when she was told they are searching for “drugs”.

This newspaper understands that the police patrol was acting on a tip off that drugs were being sold at the premises. The incident occurred Friday last at approximately 20:00 hrs. The woman further mentioned that she asked about a warrant but was told, “here is not America”.

She further related that the police went ahead and searched, even as she questioned the legality of the search. She said she then made her way back to her niece’s house, still enquiring and questioning. “I keep asking them for a warrant, but they still went ahead and search but didn’t find nothing .So I keep asking them questions and I say is one month now my son bicycle lost and still nothing yet.

Wha yall don’t look after that, and I was walking back to the back house when a male policeman grabbed me from behind and throw me to the ground and dragged me”.

She recalled at that point her 14-year-old daughter and a niece, Lezana LaRose, 23, came to her rescue and questioned why the policeman was beating her. Both the woman and teen were also allegedly manhandled by the ranks, which included two

males and one female from the Central Police Station patrol. Angela was then taken to the Rose Hall Outpost where she, along with her daughter and niece, was placed in police custody and they were released the following day on $20,000 bail each, charged with disorderly behaviour.

Meanwhile, as another niece intervened, she, along with her 16-year-old daughter, was also allegedly assaulted. Alisha Harry, 35, of Lot 44, Williamsburg, Corentyne, explained that after she saw the police assaulting her aunt and she cautioned them about it, noting that her aunt did not commit a crime, “they just start cuss up, saying what I gon do about it. I keep telling them stop, is a woman y’all treating suh. I gon bring she to the station, what she do. But one of them start cuss me and then he start hitting me. When the children try to help, them tek the gun and beating them with it, and throw we to the ground and shoot in the air. The whole neighbourhood come out, cause was only women”.

In tears, the woman said the police arrested her 16-year-old daughter and kept her in the lock-up overnight. She was released on $20,000 bail on Saturday

and was also charged with disorderly behaviour.

Meanwhile, the mother of five added that two days after the incident she was arrested and charged with damage to property. It is alleged she broke a window on the police vehicle. She was released on her own recognisance on Tuesday.

She also noted the incident has left her traumatized and suffering from bruises and pain across her body.

When contacted, Divisional Commander (Ag) Paul Langevine said he was not aware of the allegations. He, however, highlighted there is the Office of Professional Responsibilities (OPR) in Berbice where a report can be made and it will be investigated. Additionally, he encouraged the complainants to make an official report to the police and that his office is always open for dialogue.

A source revealed that an investigation has already begun by the Office of Professional Responsibility (OPR).

City Hall owes NIS $206M

THE Georgetown Mayor and City Council (M&CC) owes the National Insurance Scheme (NIS) over $206 million owing to non-remittance of workers’ contributions dating as far back as September 1994.

This is according to NIS Debt Recovery Manager Louis Bryant, who appeared before the City Hall Commission of Inquiry (CoI) at the Critchlow Labour College on Wednesday.

The debt includes both the principal as well as interest owed the scheme.

There were a few intermittent payments made during the period, Bryant told the CoI.

“Part payments would’ve been made [but] there are still outstanding monies. There had been payments made for some periods, but interest was not made for the period,” Bryant said.

Bryant submitted a number of documents into evidence, including demand notices that were issued to the council and the copy of a letter to the Local Government Commission (LGC), asking for its intervention into the matter.

It has been known for some time that the M&CC has not been remitting its employees’ NIS contributions that it has been deducting

from its employees’ wages and salaries.

Aside from NIS deductions, the MCC has also not been remitting employees’ pension and credit union deductions.

Appearing before the CoI some weeks ago, Guyana Public Service Cooperative Credit Union (GPSCCU) accountant Abeola Griffith, had testified that the union is owed over $46M in unremitted dues.

In August of this year, the City Hall workers had protested this situation.

Eco Champs make light work of Men’s Physique Champion Malteenoes in GCA U-17 cricket Campbell aiming for three-peat Stage of Champions III

GEORGETOWN Eco Champs recorded a 90run victory over Malteenoes Sports Club when the two teams met at the GNIC ground in the GCA/Friends of Cricket Hundred Overs U-17 tournament last Sunday.

Eco Champs were bowled out for 142 in 34.3 overs, while Malteenoes in reply could score only 52 runs in 19.1 overs.

The low-scoring game was the result of good bowling and a substandard pitch.

Eco Champs manager Neil Dhanraj told Chronicle Sport: “The pitch at the GNIC ground was not prepared and since both teams were already there along with umpires, we used a pitch that a softball match was played on last Saturday.

Due to a lack of preparation, the bounce was uneven with some bouncing high up off a good length and other times shooting through and keeping low.”

ALREADY establishing himself as one of Guyana’s premier male athletes in bodybuilding, particularly the Men’s Physique category, Emmerson Campbell had picked up gold at the previous two editions of the highly-touted Stage of Champions, which is Guyana’s only international bodybuilding championship.

The defending champion in the Physique category, Campbell is confident of copping the accolade for a third consecutive time.

In an interview with Chronicle Sport, he boldly declared; “Yes, I’m definitely going for the three-peat.

I’m very confident in my abilities because of my work ethic. I’m definitely not

preparing to place second regardless of who compete”.

Known for his rigorous training regimes and almost obsessive work ethic, he revealed; “I have been putting in the work to get the job done and I will do my best. In a subjective sport like this, you never know how things could shape out. All you have to do is show up at your best.”

Campbell brushed off any doubts about being worried ahead of the competition in his usual brusque way, “As always, I don’t worry about who is competing and who’s not. At the end of the day, I compete with the man in the mirror.

But I’m confident of winning again and I have put together a complete package to win. I have left no stones unturned.”

The Stage of Champions, now in its third year, is set for

Saturday night at the Theatre Guild in Kingston.

In addition to Campbell, foreign athletes, recently crowned bodybuilding and bikini champions, Kerwin Clarke and Chandini Khan, are expected to compete on stage which will offer fans an even bigger treat.

The show, which attracts international competitors because of the lucrative cash prizes on offer, is set to be of a higher standard than previous years.

Last year, the bodybuilding, physique and bikini champions took home $250 000, $100 000 and $100 000 respectively. The second- and third-place finishers in bodybuilding secured $130 000 and $100 000 while the first- and second-place in physique and bikini pocketed $50 000 and $25 000 in that order.

BRIDGETOWN, Barbados (CMC) – Professor Sir Hilary Beckles, the visionary behind Combined Campuses and Colleges, says the team’s success in the Regional Super50 has confirmed the programme as the “heartland of the West Indies cricket academy”.

CCC, known in the domestic 50-overs tournament as the Marooners, brushed aside multiple-time champions Guyana Jaguars by six wickets in last Sunday’s final, to lift the title for the first time.

“Our students have inspired the cricket world of the Caribbean and beyond, in both the execution of their victory and in the explicit display of high sporting values and principles,” said Sir Hilary, Vice-Chancellor of the University of the West Indies.

“At the outset I asked them to recognise they will be playing for a purpose and cause much bigger than themselves or their university – the resurrection of West Indies cricket performance culture.

“They gave me an assurance of agreement and did not depart from their commitment. The evidence is now clear; they constitute the heartland of the West Indies cricket academy.”

The West Indies High Performance Centre, which was based at UWI Cave Hill, served as the region’s cricket academy for seven years before it ceased operations last year.

Later that year, however, UWI launched their own HPC at the Cave Hill Campus, with Sir Hilary touting the need for players to be placed in “a learning environment, surrounded by books,

Old Fort Mustangs upset GCC Vintage on night 3 of GTT National Indoor Hockey

OLD Fort Mustangs created the first big upset of the competition by upstaging defending champs GCC Vintage in their veterans’ clash on Tuesday evening, at the Cliff Anderson Sports Hall, as the GTT National Indoor Hockey Championships continued.

It was a productive night for Old Fort as their men’s first division side Old Fort Lamborghini got the better of Saints by 2-0 and their female first division side Old Fort Team 2.1.2 edged the Saints ladies by 3-2.

It is not often that an Over-35 match takes centre-stage in a night of hockey but the performance of Old Fort Mustangs and GCC Vintage brought the crowd to their feet as the score moved back and forth in a match that was decided in the final minutes of play.

Old Fort’s Ivor Thompson, a former international player and MVP for Guyana, was first on the score sheet with a low penalty corner shot just two minutes into the game. Prolific marksman Askofu Simon then added to Old Fort’s lead one minute later to leave Vintage GCC stunned just three minutes into the game.

GCC, however, found their footing and seemed to take control of the match as they drew even through Alan Fernandes and Kevin Spencer by halftime, and Philip Fernandes put them up by one shortly after the resumption.

Vintage’s favour, Askofu Simon began showing glimpses of what was to come. While Simon scored in the 19th minute however, GCC’s Devin Hooper kept his team’s twogoal cushion by answering in the 24th minute. Down by 3-5, Old Fort then produced

goals, with the final one being in the penultimate minute of play to give Old Fort a convincing 7-5 victory.

Simon would finish as the leading scorer of the match with five goals to his name.

Guyana hosts successful ‘MAD’ Cricket … We are looking to bring back cricket through informal means – KJ Singh GEORGETOWN, GUYANA - In keeping with their corporate social responsibility, Cricket West Indies (CWI) hosted their first-ever Mothers and Daughters (MAD) Cricket in Guyana on Saturday, October 27, 2018 at the St Stanislaus College ground on Carifesta Avenue, Georgetown.

According to CWI Senior Project Officer, KJ Singh, Mothers and Daughters Cricket, which is an International Cricket Council (ICC) global initiative that promotes females in cricket, is running on the backdrop of this year’s Women’s World Twenty/20 (WWT20), which begins on November 9 at Guyana National Stadium.

The approximately twohour long event attracted just over 60 participants who were exposed to coaching in batting, bowling, wicket-keeping and general fielding drills from experienced local coaches. There was also zumba sessions for warm-up and cool down which seemed to be a big hit as well.

It was the first-ever MAD event in Guyana but came just one week after the initial rollout which took place in Antigua on October 20 that attracted approximately 100 participants.

St Lucia, like Guyana and Antigua, will also host WWT20 matches and will have their MAD event on November 3 in keeping with ICC and CWI’s mandate to have participation in all three WWT20 host venues.

grandmothers as they had wholesome fun through the medium of cricket.”

After the approximately two-hour long session, participants were quick to remark of the fun they had during the great activity and wished that it can be done more often and Singh was quick to respond.

Third annual NSC Special Schools Sports to run off today

THE National Sports Commission will run off its 3rd Annual Special Schools Sports today and tomorrow.

Special Schools from Region 4, 6 and 10 will participate in the event.

Day one of the competition will be held at the National Gymnasium commencing at 09:30hrs.

Disciplines will include 5-a-side football, limited overs cricket, bocce and table tennis.

Day two will see a track meet at the Guyana Defence Force ground commencing at 09:30hrs.

On day two also, for the first time ever, a swim meet will be run off at Colgrain Swimming Pool commencing at 09:30hrs.

The NSC is urging the public to come out in their numbers and support the event.

RESIDENTS of Laluni were last Sunday the recipients of cricket gear, compliments of the new doctor’s clinic and a visiting team of psychologists from the United Kingdom.

The gear also included clothing and shoes.

According to Satyendra Khemraj, managing director of the clinic, the promise was made during a previous visit to the area since there was evidence of an abundance of talent in the area.

The donors also pledged to provide further assistance in the future not only for cricket but other sports.

IN an effort to return to its former glory, the once powerhouse of cricket in Guyana, Young Warriors Cricket Club (YWCC) recently received top quality coloured clothing from Ravi Etwaroo of Cricket Zone, Bronx, USA. The uniforms were presented by Alfred Madray on behalf of the sponsor. He said that the owner of Cricket Zone USA continues to give back to his country of birth and is always generous. He continues to support young and talented cricketers in and out of the USA and takes pleasure in doing so.

He said that work was recently done on the outfield, minor repairs to the main pavilion, while plumbing and other maintenance have left undone.

Dhanai said that the club has a short but rich history producing several West Indies Under-19 cricketers, including Gajanand Singh, Richard Ramdeen and the

first-ever winning Under-19 World Cup Cricket captain for the West Indies, Shimron Hetmyer who has now graduated to the highest level.

He said that Hetmyer is only the second player from the East Canje area to play Test cricket for the West Indies after Leonard Baichan did so.

All systems in place for Guyana Open THE Lusignan Golf Club (LGC) premier golf tournament - the Guyana Open - is billed for November 3-4 at the country’s lone golf course at Lusignan, East Coast Demerara.

However, in an invited comment yesterday, the club’s Public Relations Officer, Guy Griffith, has revealed that all systems are in place for another successful tournament.

According to information received, the LGC has already confirmed participation from 100 golfers, both local and overseas.

The LGC is using the tournament to once again aid in the sport’s tourism drive, as the event will draw a wide cross-section of golfers and supporters from various countries.

For the first time, the

The Medal Play tournament will be played over 36 holes with action starting at 05:10hrs each day. Players will compete in three flights the A flight (0-9 handicap), B flight (10-18 handicap) and C flight (19-28 handicap).

FIFA boss says World Cup expansion possible for 2022

KUALA LUMPUR, Malaysia (Reuters) - FIFA president Gianni Infantino said yesterday that football’s governing body is looking into the possibility of increasing the number of teams at the 2022 World Cup and sharing the hosting rights of an expanded tournament with other nations in the region.

FIFA decided earlier this year to expand the 2026 World Cup, to be held in the United States, Canada and Mexico, to 48 teams from 32 while leaving the door open to raising the number playing in Qatar in four years’ time.

“We have decided to increase the number of teams participating in the World

Cup final tournaments from 32 to 48 and this will happen in 2026,” Infantino said in an address to the Asian Football Confederation’s annual congress.

“Will it happen in 2022?

We are looking at it. If it is possible, why not?”

Infantino said an expanded tournament would see Asia’s allocation rise to 8.5 places from 4.5.

“We have to see if it is possible, if it is feasible. We are discussing with our Qatari friends, we are discussing with our many other friends in the region and we hope that this can happen,” he added.

“And, if not, we will have tried. We will have tried because we always have to try to do things in a better way.”

Tiny Gulf state Qatar, which is home to just over 2.5 million people, was awarded the hosting rights in late 2010 and has been planning for a 32-team tournament since.

Infantino acknowledged that to increase the number of teams in 2022 would

require the cooperation of other countries in the region.

Qatar, however, has been in dispute with several of its neighbours since June last year, with Saudi Arabia, Bahrain, the UAE and Egypt cutting diplomatic, transport and trade ties, accusing Doha of financing terrorism. Qatar rejects the charges.

Infantino also reiterated his desire to expand the Club World Cup, the next edition of which will be played in the UAE in December, saying FIFA wanted to make it “a real competition”.

The forum is the first in a series of consultations, training workshops and planning meetings to revisit the National Sports Policy, which is in its fifth year.

Jamaica to revise national sports policy JAMAICA’s Sports Minister Olivia Grange revealed on Monday that her ministry is working with the Commonwealth Secretariat to develop a programme to measure the contribution of sport to Jamaica’s development.

The minister was speaking at a Stakeholder’s Forum organised by the Ministry of Culture, Gender, Entertainment and Sport at the Jamaica Pegasus Hotel at which she introduced Oliver Dudfield, Head of Sports Development and Peace at the Commonwealth Secretariat, the man who will lead the revision of Jamaica’s National Sports Policy.

(REUTERS) - Former Sri Lanka paceman and bowling coach Nuwan Zoysa was provisionally suspended with immediate effect yesterday after being charged by the International Cricket Council (ICC) with match-fixing.

The ICC said Zoysa was charged with three counts of breaching its anti-corruption code, including “fixing or contriving” aspects of an international match.

The 40-year-old was also charged with encouraging a player to influence the results of the game and failing to report “approaches to engage in corrupt conduct”.

Zoysa, who played 30 Tests and 95 one-day internationals for Sri Lanka between 1999 and 2007, has two weeks to respond to the charges.

Sri Lanka Cricket (SLC) said in a statement that Zoysa was being sent on “compulsory leave” with immediate effect as it begins work towards establishing an anti-corruption unit in the country.

The statement added that Sri Lanka’s Minister of Sports, Faiszer Musthapa, had assured the SLC that he will work towards introducing tough anti-corruption laws in Sri Lanka.

“Honourable Minister is constantly engaged with the SLC on this matter and is of the view that setting up a prudent anti-corruption mechanism in Sri Lanka is vital for the future of the game,” the statement said.

The SLC has been thrown into turmoil in recent weeks as the ICC continues to investigate corruption allegations in the island nation.

Former captain and selector Sanath Jayasuriya was charged with two counts of breaching the ICC’s anti-corruption code earlier this month. He denied any wrongdoing.

Last week, SLC’s chief financial officer Wimal Nandika Dissanayake was remanded in custody by the police for suspected financial misappropriation linked with awarding telecast rights to Sony TV.

India snub nothing to do with decision to quit, says Bravo PORT OF SPAIN, Trinidad (CMC) – All-rounder Dwayne Bravo has shot down suggestions his decision to retire from international cricket was influenced by his non-selection for the ongoing limited overs tour of India.

The 35-year-old last week announced he was quitting international cricket, as he prepared for Trinidad and Tobago Red Force’s semi-final in the Regional Super50 at Kensington Oval in Barbados.

“Not being selected in the West Indies team to go to India had nothing to do with my decision because I haven’t played for West Indies in one-dayers since 2014 and

in T20s since 2016,” Bravo told CNC3 TV. “So not being selected in the West Indies team – I’ve actually gotten accustomed to it now.”

Bravo made a rare appearance for Red Force in the just concluded Super50 but had little impact, scoring just 96 runs from five innings and picking up seven wickets at 24 runs apiece.

Red Force reached the semi-finals before they were upset by eventual champions Combined Campuses and Colleges Marooners.

After an initial group phase, the six group winners will advance to the qualification stage, where they will be divided into two groups of three teams. The two group winners plus the second-place finishers of the qualification stage will qualify for the FIFA U-20 World Cup scheduled for Poland 2019.

Additionally, the two group winners will advance to the tournament’s final to determine the regional champion.

GFF gifts Member Associations football ahead of Kool Kidz Grassroots programme

THE Guyana Football Federation (GFF) has presented footballs to two Member Associations in the lead-up to the national roll-out of the GFF-Kool Kidz Grassroots programme, scheduled for Saturday, November 3.

The presentation of 25 footballs for each association was made by GFF president Wayne Forde to Technical Development Officers of the

East Bank Demerara and East Demerara football associations respectively.

The balls were given to aid in the execution of the national grassroots programme, which seeks to, among others, expand the player population of children in the 6-12 years old age group across Guyana.

Presentation of similar equipment will be made to each Member Association later

in the week for the programme, which will be held in partnership with the Guyana Beverages Inc.,, and is scheduled to take place every Saturday in each of the nine Member Associations.

According to the GFF, GFF-Kool Kidz grassroots programme will feature fun football activities to effectively introduce children to the sport.

AFTER taking what seemed an unsurmountable lead, Halley’s 6 stumbled in the third and final leg of the Trophy Stall-sponsored three-way dominoes tournament which climaxed at the Everest Cricket Club pavilion on Tuesday night.

Entering the leg on 158 games, seven ahead of Marshall’s 6 and 21 clear of Dass’ 6, Halley’s 6 were relegated to the third position as the other two teams completely dominated the night’s proceedings.

In the end, Dass’ 6, who suffered two loves in the first sitting still managed to emerge winners of Tuesday night encounter with 82 games with Marshall’s 6 taking the first runners-up spot on 75 and Halley’s 6 in

the cellar on a disappointing 56 games.

This meant the overall scores read: Marshall’s 6 - 226 games, Dass’ 6 - 219 and Halley’s 6 on 215. It should also be noted that Marshall’s 6 came out tops despite not winning any of the three legs, quite a remarkable achievement.

Selwyn Prescott led the way for Dass’ 6 with the maximum 18 games while Hardyal supported with 16, Manniram Shew 15 and Peter Ramroop 15. For Marshall’s 6, skipper Vackacy Joe led with 16 games while there were 15 each for Brian Allen and Alex Culley.

Intikab Ali was the lone shining light for Halley’s 6 with 14 games. Skipper Rishi Dass and Prem Basant were

the two lovebirds for Dass’ 6.

Apart from copping the winning trophy, the three top players for Marshall’s 6 – Vackacy (43 games), Culley (39) and Allen (36) - were recipient of cups. Shew (45) and Prescott (43) collected for Dass’ 6 while Intikab Ali, with 47 games, the most by any player, was the leading player for Halley’s 6. Dexter Sue of Halley’s 6 received a prize for sharing the first love in the tournament.

The tournament was held in honour of former Guyana Chronicle senior sports reporter Frederick Halley who still freelances from Toronto, Canada and was vacationing in Guyana.

Forde throws down the gauntlet … All systems in place for South American 10K second leg on Sunday

By Rawle Toney CLEVELAND Forde is not known for being boastful or even much of a talker. However, yesterday the Medal of Service recipient threw down the gauntlet, signalling all intentions to take Sunday’s South American 10K Road Race second leg.

On October 28, in Suriname, Forde won the first leg of the prestigious South American event, clocking 33 minutes 52 seconds (33:52) in a race that saw Guyana’s Winston Missigher (33:53) finish second and Cleveland Thomas (33:54) cross the line third.

Forde is of the opinion that Sunday’s race is “going to be

very interesting, tough and close”, taking into account the conclusion of the first leg.

According to Forde, the matchup with Missigher and Thomas is “really competitive and that’s good; everyone is motivated and it’s good for the sport and we hope that this will also help for better times.”

Last year, Forde’s winning time in Guyana was 33:42, and when asked about posting an even faster time this year, Forde made it clear that on Sunday, it will not be about the ‘clock’, but rather running smart.

“Never underestimate the opposition,” Forde said, adding, “because while I might be looking at Missigher, it could

be someone else coming ahead of us, so it’s not just Missigher alone. Yes, he’s (Missigher) running very well right now, he’s doing his work, he towed the line, he waited for his time and that time has come and he’s representing well. It’s good for not him alone, but for others, it will help to lift the standards.”
