Several roads for upgrades next year … $2B budgeted to tackle hinterland, other roads

A TOTAL of $2Billion will be invested in the hinterland on the construction, rehabilitation and maintenance of a number of roads, dams and trails in 2019, according to the Public Infrastructure Minister David Patterson.

In 2019, Minister Patterson said the ministry has prioritised the Wainaina, Yakarita and Bartica-Potaro roads, Karasabai to Kato, Ituni to Kwakwani, Kwakwani to Orealla and the Linden-Lethem roads.

Minister Patterson in a televised interview on NCN, explained that next year some $2.9Billion will be spent on miscellaneous and urban roads in all of the 10 towns and

Neighbourhood Democratic Councils (NDCs) throughout the country. The total amount reflects a 33 per cent increase when compared to 2018.

“We are pleased with the increase. Over the years we would have done a total assessment of all the roads, and so the extra 33 per cent will result in a lot more roads being done this year. Persons have been complaining that they need roads, street lights, drainage playfields and community centres. We heard them, and I would like to call my budget ‘I heard you,’ that’s my theme, since we are going to go to each and every community that has requested roads.”

efit include Lima Sands and Suddie in Region Two; South Ruimveldt Gardens and Park, Lodge, East and West Ruimveldt, Albouystown and Charlestown and Agricola in Region Four; Angoys Avenue, Region Six; Hopetown, Region Five; Mahdia in Region Eight; Lethem, Region Nine; Mabaruma, Region One, and the Parika/Goshen road in Region Three, just to name a few.

Additionally, the ministry will also be collaborating with the Central Housing and Planning Authority (CH&PA) to construct and rehabilitate roads in developing housing schemes including La Parfaite Harmonie, Diamond, Herstelling, Grove and Prov-

idence.

The ministry will also be taking over the responsibility from the Guyana Gold and Diamond Miners Association and the Guyana Manufacturing Association (GMA) to maintain the roads under their management. “We will ensure that we keep all of these trails passable for the economic activity of these agencies in 2019,” Minister Patterson assured. “We have a full programme for 2019, and I will be reviewing the projects myself and confirming that they will reach the intended inhabitants,” Minister Patterson emphasised.

One of the transformational projects the government will be pushing next year is the commencement of the East Coast to East Bank (Ogle to Diamond) road linkage. This

project is being funded by the Government of India at a cost of approximately $25.2Billion (US$120M).

According to Minister Patterson, the initial stages of the project catered for a single-lane road, however, after a further assessment was conducted it was decided that a four-lane road will be more feasible. As part of the project, several communities will also be linked including Aubrey Barker Road, Eccles, Mocha and Diamond.

Further, the 2019 budget also included sums for a study to be conducted on a road from Diamond to the Soesdyke-Linden highway.

Minister Patterson made it clear that the East Bank bypass road is not a new project because it was in discussion for a number of years, but

The sum of $38.5Billion has been budgeted for public infrastructure in 2019, a 10 per cent increase when compared to 2018.

Seventy-two per cent of the total will be pumped into capital projects, while the remainder will go towards maintenance and repairs.

No more parties on Kingston shore …gov’t clamps down on promoters for lawlessness, noise –events organisers to gain approval or use alternative venues

By Lisa Hamilton THE Ministry of Public Infrastructure has ordered the immediate cessation of the use of the Kingston foreshore for events and activities likely to generate noise above permissible levels.

Failure to comply with the directive will result in legal action being taken, the ministry affirmed on Sunday, in a public notice published in the media.

“This Ministry of Public Infrastructure wishes to notify members of the public that approvals will not be granted for the use of the Kingston Foreshore– between Fort Groyne and Camp Street—as a venue for entertainment, social and other events which are likely to generate noise above the permissible levels specified in the ‘Guidelines for Noise Emission into the Environment.

“This includes all events involving the use of loud audio and video systems, including those installed in motor vehicles and events characterised by crowd-generated noise,” the notice stated.

tels–the noise levels---we’ve been [receiving] a lot of complaints. The only events we’re going to consider are those without [music] boxes, like if persons are going to have any promotional activities or awareness campaigns and those kinds of things,” he said.

In the guidelines for Noise Emission into the Environment, noise is defined as “unwanted sound which may cause or tend to cause an adverse psychological effect on human beings and

includes vibration”.

The unit for measuring noise is the decibel (dB) which describes the sound pressure level or intensity of sound.

In the standard residential areas, the noise level allowed is 75 dB in the day and 60 dB in the night; in the industrial areas 100 dB during the day and 80 dB at night, while and commercial areas are allowed 80 dB in the day and 65 dB at nights.

Superintendent Errol Watts, the year 2017 saw 417 reports of noise nuisance cases countrywide and over 300 reports already for 2018.

Last December, contention arose when the Marriott Hotel moved to erect private-property signs on the hotel’s adjacent beach area, in objection to a Christmas Eve beach party held at the location. However, the signs were subsequently removed as Commissioner of the Guyana Lands and Surveys Commission (GLSC) Trevor

Benn confirmed that the hotel’s foreshore is the property of the government.

Taking a similar stance, the notice continued: “All approvals granted by the ministry for such events have been annulled. The organisers for such those events, having been duly notified of the annulment of their approvals, are advised to use alternative venues and operate in conformity with applicable regulations for use of public spaces.”

Applications by persons

and entities – including government agencies – desirous of using any section of sea or river defence reserve, must be made to the Sea Defence Board for approval. Meanwhile, the Sea Defences Act Chapter 64:02 of the Laws of Guyana, was cited as the basis on which those in breach of the same could be pursued by the law.

“Members of the public are reminded that no unauthorised use of any sea or river defence reserve will be permitted…failure to comply with this requirement will result in legal action against the violators involved,” the notice said.

In November, the Ministry of Public Security in collaboration with the Environmental Protection Agency (EPA) hosted a training course in Noise Management with members of the force to build their capacity and ability to address the current challenges. There, Public Security Minister Khemraj Ramjattan had stressed that police officers must ensure, that they enforce the existing laws regarding noise nuisance which continue to result in an array of social difficulties.

G20 sealed landmark deal on WTO reform by ducking ‘taboo words’

BUENOS AIRES (Reuters) - Many delegates from the world’s 20 largest economies arrived at a summit in Argentina this week determined to clinch an agreement to reform the global trade system, pushed to a breaking point by tensions between the United States and China.

To do so, they had to bow to U.S. and Chinese demands to drop some of the pledges that have become hallmarks of the Group of 20 industrialized nations, which represents twothirds of the global population.

But they left with a communique committing for the first time to reform the dysfunctional World Trade Organization (WTO), the body supposed to regulate global trade disputes.

“A number of words that we used to have always in G7 and G20 summit communiques became kind of taboos,” a European official said on Saturday in the midst of the negotiations. “We have American taboos and Chinese taboos.”

To force reform at the WTO, Trump’s team has blocked new appointments to the world’s top trade court, which is rapidly running out of judges, meaning it will be unable to issue binding rulings in trade disputes. He has even threatened to withdraw the United States from the global body.

Is it achieving its intended objectives? In a lot of areas it’s falling short,” said the U.S. official, who asked not to be identified because of the confidential nature of the talks.

The final statement said the group supports the “necessary reform of the WTO to improve its functioning”, allowing U.S. officials to claim a victory.

While there were no details of the proposed reform, many delegates hailed a breakthrough in committing Washington to global solutions.

“For the first time China and the United States agreed to engage on the WTO,” said one delegate closely involved in drafting the communique.

“Given Trump’s earlier threats, to end up with the G20 saying it would work together on WTO reform is interesting.”

After the G20 talks ended, Trump and his Chinese counterpart Xi Jinping agreed over dinner on Saturday to a ceasefire in their trade conflict, calling off higher U.S. tariffs that were to go into effect on Jan. 1. “The spirit wasn’t adversarial,” said the delegate closely involved in the G20 drafting, adding that perhaps because of the fallout after APEC, officials at least tried

to work things out.

Delegates worked until 6:30 a.m. on Saturday, the final day of the summit, watering down language on migration and refugees in the face of resistance from the United States and others, European and Argentine officials said.

And they still had not tackled one of the thorniest issues: climate change.

“That was what they discussed (Saturday) morning till noon,” an Argentine government spokeswoman said, just hours before the communique was made public.

In the end, members agreed to disagree. The United States reaffirmed its commitment to withdraw from the Paris Climate Accord as it had at the previous G20 summit in Germany last year - while other members said they would fully implement it. Veteran negotiators were phlegmatic about the difficulties in agreeing on a text. “There is always at least one overnighter in sessions like these,” said the delegate closely involved in the drafting, adding “sometimes it was tough to find the right word to stick to the middle ground.”

CARICOM Climate Change Centre breaks ground for multi-purpose facility in Belize

BELMOPAN, Belize,CMC – The Caribbean Community (CARICOM) Climate Change Centre (CCCCC), in collaboration with the Governments of Belize and Italy, have broken ground for the construction of a Community Multi-purpose Emergency Centre (CMEC) at the Victor Galvez Stadium, in San Ignacio, Belize.

The project, “Reducing the Carbon Footprint of San Ignacio and Five Surrounding Villages in the Cayo District,” is being implemented as a collaborative effort by the Government of Belize and the CCCCC, with financial support from the Government of Italy.

CCCCC said approximatley 25,000 residents in San Ignacio and surrounding villages are expected to benefit directly from the project on completion. The project includes replacing existing street lighting in San Ignacio with more efficient Light Emitting Diode (LED) lights and the building of a multi-purpose facility for use as a disaster shelter and a community center, CCCCC said.

Project Manager Joseph McGann said that the project aims to build the recipient communities’ resilience to climate change and climate variability, “which has led to increased intensity of extreme meteorological events in the form of hurricanes, floods and droughts.” “These events have had profound negative impacts on national economies of Small Islands and Coastal Developing States (SIDS), threatening the survival of the most vulnerable populations and communities in these States, including Belize,” CCCCC said.

With the implementation of the project, it said the Government of Belize, aims to quantify the benefits to be derived from the reduction of Greenhouse Gas (GHG) emission, through the use of more efficient lighting systems; and reduce the vulnerability of rural communities to the impacts of extreme weather and other disaster generating events. “We are extremely grateful for this collaboration with the Government and People of Italy,” said Dr. Omar Figueroa, Belize’s Minister of Agriculture, Fisheries, Forestry, Environment and Sustainable Development.

CCCCC said replacement of streetlights is expected to reduce energy consumption within the project area from 150W to 60W, per lamp, a 60 per cent reduction in energy use; reduce emissions by 184 metric tons of CO2 per year; and result in some US$40,000 savings, “which can be used for the benefit of the communities.”

Centre (CMEC) will provide the residents of five rural communities and the town of San Ignacio with a central self-contained centre that can be used both as a shelter in the event of a weather-related and other emergencies, and for other community social and sporting purposes and events, CCCCC said. It said the five rural communities to be served by

renewable energy system, a rainwater storage system; an emergency communication system to ensure its continued operation during a major weather or other disaster event.

Tackling The Noise Nuisance ADDRESSING a one-day training seminar for 49 police ranks on Noise Management, convened by the Environmental Protection Agency (EPA), Minister of National Security Khemraj Ramjattan opined that “noise pollution can lead to all sorts of social ills.”

He further stated that persons can be prosecuted under the Environmental Protection Act and Noise Management Regulations; he even went as far as advocating harsh penalties for those found guilty.

This signals government’s intention to finally crack down on a problem that has become part of the plethora of social ills, though not in the highest order of the most prominent ones.

For a precise and clear understanding of noise nuisance, one should perhaps

begin with an understanding as to the meaning of “noise.”

This is defined as “unwanted sound,’’ but is seen as morphing into becoming a noise nuisance when it begins to increase its amount of sound that in the process causes discomfort that affects one’s life in a significant manner.

This is beyond more than simple annoyance, with potential health implications in the process.

An example of the kinds of noise that amply fits into this category includes those that are caused from industrial buildings; house and car alarms that sound for long periods; the playing of car stereos; revving of engines; loud music for lengthy periods; and drilling and hammering.

All these are known to occur in Guyana, particularly given the pervasive socio-cultural changes in the

last two decades.

Those of a mature age will remember when for example, loud speech was swiftly reprimanded, especially when it emanated from the very young. And a reminder not to be too noisy because there were persons living in the apartment below was all too common in by-gone years.

There were rpm record players and Juke boxes that were the suppliers of music at neighbourhood birthday parties and dances. But these music systems were played at reasonable levels, with the music coming to an end at the stipulated hour as permitted by law; and there was always a police patrol to ensure compliance.

In the cases of a neighbourhood death, there were constant reminders within households to either play the radio at very low sound, or

keep it off. It was indeed an era when citizens exercised a natural consideration for each other; and when good camaraderie and reasonableness existed in communities and among neighbourhoods.

Nowadays, it would seem that once there is a written permit for any socio-cultural event at which there will be music--whether weddings, bar-b-ques, birthdays, community events, in any cultural form--this becomes a given for ear- deafening decibel sounds that are known to rattle window panes; cause ear discomfort; reverberations to the chest, putting at risk particularly those with cardiac challenges. And these are known occurrences within neighbourhoods; those responsible do not take into consideration that despite lawful permission, they still have a moral obligation to ensure that

their music is played at moderate levels. This should be a reminder also for the owners of music carts that often play their music at very disturbing levels; especially when traversing residential areas and advertising for sale.

The same applies to motor cycles very late at nights and early in the mornings, particularly at week-ends, that race through the quiet morning at unreasonable noise levels through neighbourhoods. Even the drivers of motor vehicles are guilty of playing their music systems at levels that often cause many a sleeping citizen to startle-- even babies, too.

And this has not taken into consideration the many days or months of incessant noise coming from construction sites that makes daily life a living nightmare for those residing in proximity.

Indeed, there is a noise nuisance in Guyana, and it is a national problem that has been perennial; it causes much discomfort to citizens, particularly the aged and the very infirm, many of whom have to re-locate temporarily to escape the often thunderous boom from musical boom boxes, from hours/ days of celebratory events.

The fact of a reported 417 cases in 2017 and more than 300 for the current year, underlines its endemic nature which must finally be confronted by the law. It was good that those police officers were taken on a nocturnal exercise as part of their training that provided a practical understanding of what such a problem is. It, together with the law, must therefore be their guide, as they pursue those guilty of such an unfair behaviour.

Let’s celebrate the democracy afforded us with success Dear Editor, IN March 2016, Guyanese were given an opportunity to vote in the first Local Government Elections (LGEs) after a 22-year hiatus. This year, citizens were afforded the opportunity to participate in the elections again; twice in three years, a historic feat.

These elections allowed thousands of young people like myself to cast their votes in the local polls. It not only allowed us to vote, but to participate in the process. Youths became mayors, town clerks and held other key local government posts.

It was amazing, to say the least, to

see youths going from door-to-door campaigning, sharing their visions, and more importantly wanting to be part of the management of their constituencies.

For the first time in just three years all our hinterland regions now have towns, providing equal opportunities to all to be part of the local government system. The local government system is intended to be a major institution for the transferral of power to the people for the purpose of socialist development.

All local government activities must be aimed at improving people’s living standards, as well as their cultural and environmental conditions. During the past three years we have seen many levels of

development by virtue of the local government system. The people have a voice, democracy is alive. ??Additionally, the Local Government Commission is up and running and the Guyana Association of Municipalities was resuscitated.?Becoming the first Mayor of Bartica and having participated in three internal elections in three years, is testimony to the strengthened democracy we now enjoy in this beautiful country of ours, Guyana.

This however, is no surprise to me since the People’s National Congress Reform (PNCR), the largest partner in the coalition government, constantly holds regional party elections. These elections allow the party’s members

to elect leaders to manage the party’s local groups. I wish to take this opportunity to congratulate all our new mayors and their deputies and most importantly the hundreds of young people who are now part of the local government system.?We are now servants of the people. Let’s celebrate the democracy afforded us with success.?I close with the words of Abraham Lincoln: ?”As I would not be a slave, so I would not be a master. This expresses my idea of democracy.”

Dangerous deception and rabid political lies debunked Dear Editor THERE was a time and up to the period before he ascended to the Presidency, as a puppet of his master, that well- known political deceiver and effortless liar, Bharrat Jagdeo, I used to believe that Donald Ramotar was one of the better humans within the People’s Progressive Party/ Civic (PPP/C).

However, time and events have comprehensively proven me wrong. There are not any excuses, or mitigating factors that are there to contradict or disprove such a view. In fact, it needs no repetition that his presidency saw the continued hand of his political handler Jagdeo, as the country descended further into the dark chasms of state criminality, unparalleled not only in Guyana’s history, but in the CARICOM membership. His party’s defeat at the 2011 polls, at which it lost its parliamentary majority for the first time in its political existence, signalled the beginning of the end of his party’s once seemingly invincible hold on political power. The 2015 defeat, in which his undemocratic action of proroguing parliament rather than engage the then parliamentary opposition in a no-confidence vote, signalled his political demise, as far as being an influential party-political grandee.

There should have been lessons learnt by this former president and party elder, especially given the very serious damage that he and his predecessor have done to this country, particularly with regard to their role of entrenching institutionalised racism as part of this country’s social dynamics during their over two decades reign in office.

Therefore, at least for one who has served at such a level, the least that could have been expected were honest acceptance as to what occurred during their collective stewardship, and contributions towards avoiding those mistakes again and advising on the future.

But not Donald Ramotar! In his very frequent letters which have become a politician’s text book and guide for dangerous lies, political deceptions of all kinds, and misleading information that are designed to distort the truth, towards creating a more than false impression of the current government and its stewardship. What is so unfortunate about such written criminality is that it has been

given a home in sections of the private media, a refuge that continues to facilitate the sanitisation of Ramotar and his fellow political cabal.

The lies are politically desperate and grow frantic by the day, since they are always designed to whip up racist sentiment so as to keep the party faithful in line, as well as to constantly degrade both the current administration’s performance and achievement since taking office in 2015.

I believe in democracy and therefore believe in the right of expression, except that it must be responsible, truthful and not be twisted for dangerously selfish ends as in the missives that Ramotar continues to pen. Though this letter will spotlight the most recent of this daily, disgusting, filthy mindset of this well-known PPP/C chieftain, it will give at least three basic examples of his continuous, high mischief recently in the media print.

Particularly letters to their favourite media sanitising the Stabroek News, a favourite shelter of political rest and refuge for a clique of effortless liars, Ramotar stated what amounted to an understanding that the many criticisms of the then APNU coalition were responsible for the targeting of Chinese businesses by robbers.

This is to impute a political hand. This is an egregious lie that was debunked by law enforcement which concluded that Chinese commercial spots were the victims of opportunistic criminals, and not any orchestrated strategy. In fact, Ramotar has a chronic track record of linking the People’s National Congress (PNCR) to crime and criminals without ever providing any evidence.

However, he has conveniently forgotten about Roger Khan, the notorious drug lord whose death squads during the PPP/C’s term of office commenced an unchecked, murderous rampage which left a bloody trail of bodies all over the city and its environs.

In fact, the convicted criminal Roger Khan, now serving time in a United States slammer, had advertised publicly and repeated at his New York trial that he had been combating crime on behalf of the then government.

This was one of the early big lies for and on behalf of the PPP/C, since this very narco- criminal and three of his dangerous cohorts had been intercepted by army personnel

in the Good Hope area, in an armoured vehicle, in which an arms cache and a computer triangulating device for tracking cellphone calls had been found. Not only were these criminals not sanctioned by the court, but that their illegal arms and device were returned to them. I am certain that the public has not forgotten that it was a serving PPP/C minister of government, Leslie Ramsammy, whose signature is on the document that ordered that high-tech device. It is only right that Jagdeo and Ramotar be asked to give an account for that bloody period of this country’s history.

Editor, this brings me to Ramotar’s latest slew of high public mischief, “Guyanese has lost confidence in this gov’t,” in Stabroek News of November 26, 2018. Again, there are so many lies, as is expected, in his missive that I have questioned myself as to whether it is worth my good time to respond to all of the dangerous, brazen, offensive and bold deceptions that such a discredited leader and his party has the temerity to continue unload on this nation.

Here are some samples of the principal lies that Ramotar uttered in that letter. * “For the first time we have seen the government boycotting the National Assembly” This lie is so naked that it would rank in the first 10 of the most dangerous indices of national political lies. Since the government decided that it would request an official postponement for a meeting with all of its MPs. This is quite understandable in the circumstances, which gave rise to the request. One is certain that the Clerk of the National Assembly would have communicated with every MP, informing them about the re-scheduling of the House’s sitting.

Compare this official and orderly approach by the current government to the more than shameful and disrespectful manner in which Ramotar as President, treated the then combined opposition MPs when the latter reported to the Assembly for debate on its no-confidence motion brought against his government. Ramotar, unknown to the opposition MPs had already prorogued the House, thus avoiding a debate, and a vote! * “In just three years, thousands of jobs have been lost.

The biggest blow was on the

sugar industry. Working people have fallen into really hard times. Some are facing starvation”.

This particular issue of GuySuCo is what would have defined the moral mentality of the PPP/C – as a party that is prepared to lie on a shameless scale, even to risk the destruction of truth and in the process, induce racial incitement.

It is incredulous, and unbelievable that a former president who sat on the board of GuySuco for close to two decades, and who would have been part and parcel of politically, self-serving deliberations and decisions that would finally bring this once great national industrial giant to its knees, is now uttering the deception that can only cause utter amazement to Ananias and Sapphira for its sheer shameless audacity where lies and whitewashing are concerned. In any other jurisdiction, Ramotar and his political clique would have been criminally indicted for their role in the destruction of GuySuCo. Any Fifth form economics/ business student would have taken similar action as the government’s, in the current case of GuySuCo. Ramotar needs to be reminded that government has finally paid all severance to the sugar workers, which means that he and party will no longer be able to continue to use those workers mercilessly for narrowly selfish political ends. Just in case that Ramotar

and his clique are struck by convenient amnesia, there have been many social amelioration programmes that have been preparing and benefiting sugar communities and their workers for employment and other socio-economic opportunities after sugar. Ramotar, must be reminded that no one is starving, since a reported 10,000 workers are still employed.

Redundant workers have been and are continuously being re-skilled through the Alternative Livelihoods Programme, established through the Small Business Bureau and GuySuCo. Others are now employed under various arms of the Ministry of Agriculture.

In fact, during the difficulties of the 1980s, it was the same tale of citizens “starving” and “falling down” in the streets of Georgetown that the PPP/C, ironically in opposition at that time also, had helped to orchestrate. Yet, visitors from the Caribbean, especially, were commenting on the abundance of fresh foods that was dumped daily around the city’s two biggest markets.

On the question of thousands of job losses – I wonder where in the national economy this has taken place, since no other sector, apart from sugar, has experienced any such reduction of employment since 2015. At least, not the 30,000 that another precipitous political liar has been spouting around. In fact, Jagdeo and Ramotar, and the PPP/C should

give an analytical breakdown as to this figure. In total, 4,283 workers were laid off from the Skeldon, Rose Hall and East Demerara sugar estates.

How could such number of jobs have been lost without impacting on the current market economy? Further, it goes to reason that had so many jobs now reported as losses since 2015 been created prior, then there would not have been that reported 45% unemployment rate existing among young Guyanese, long before 2015.

Did these jokers ever create half the number of jobs that they are now bleating as having been lost.

We must now examine another “thousands” figure that Ramotar has put to the number of corrupt instances. This is to supplement his political boss’s ridiculous, dishonest and astonishing claim of the coalition government being the most corrupt in the history of the Caribbean. Of course, this is to continue to conjure its filthy pitch of a country in socio-economic turmoil, in attempts to justify his party’s call for a no-confidence motion.

But this is vintage communist strategy, the Stalinist brand, of which Ramotar would have inculcated very well; except that it has made him into a political liar and a disseminator of dangerous political falsehoods.

Budget debate opens today

THE debate pertaining to next year’s $300.7B budget opens today with several speakers including Ministers Dominic Gaskin, Dr Roopnaraine and opposition MP Irfaan Ali slated to speak.

Fresh after being charged with 19 counts of fraudulent disposal of state lands, Ali, a PPP frontbencher is expected to open the debate for the opposition and will be followed by Minister Gaskin.

Ali is on record as saying that by the end 2018, the balance of payment deficit is projected to increase by US$127M or 239 percent to US$180M, when compared to 2017.

Ali in his comments on the budget thus far spoke about what he called “tanking foreign exchange reserve” and his contentions that by the end of 2018, the balance of payment deficit is projected to increase by US$127M or 239 percent to US$180M, when compared

to 2017. He also spoke about the current account deficit projected to increase by US$228M or 97 percent to US$463M. To finance this deficit, he claims US$104M will be sourced from the Bank of Guyana Net Foreign Reserve.

Gaskin for his part has expressed satisfaction with the $2.61B allocated to his ministry, even as he relayed his confidence that Budget 2019 would mostly benefit the younger, middle-income population.

The figure allocated to the ministry represents a 19 per cent increase over the 2018 figure and forms part of the total $300.7 B budget. Gaskin labelled the 2019 budget estimate as “progressive, responsible and one that showcases government’s commitment to improving the lives of all Guyanese.” “The reality is that all of the initiatives and

programmes put forward by the various ministries are important and are geared towards the development of our country; but I don’t believe at any point we can satisfy everyone. What I can assure you is that the Ministry of Business will make optimal use of the allocated funds in a way that will ultimately benefit the Guyanese people,” he stressed.

One of the areas the minister of business was intent on highlighting included the increase of the income tax threshold to $65,000, which he said would have its greatest impact on persons on the lower end of the salary scale. “It will translate to more disposable incomes in the hands of all taxpayers,” he emphasised. On his list of approval too was the raising of the threshold for filing Property Tax Returns, along with the reduced rates, whereby fewer persons will

now be required to file returns.

These changes are which he pinpointed would mostly benefit younger, middle-income persons by removing what he said has always been a burdensome requirement. Having responsibility for tourism as well, Gaskin also expressed his pleasure at seeing the decision to give the Upper Demerara-Upper Berbice region special consideration for tax credits for profits and investments in tourism. The region now joins the Barima-Waini; Cuyuni-Mazaruni; Potaro-Siparuni and Upper Takutu-Upper Essequibo which are already benefiting from these incentives. In addition, in a release to the media on Tuesday, the business ministry noted that the historic budget will also allow exporters to the CARICOM area to benefit from allowances. These were previous-

Bandits steal $2M from Charity Post Office

… after torching combination lock on safe

POLICE in `G’ Division (Essequibo Coast, Essequibo Islands) are continuing their investigations into an alleged robbery which happened on Saturday at the Charity Post Office.

According to information reaching the Guyana Chronicle, approximately $2 million belonging to pensioners went missing. It was observed by the postmistress that the safe that contained pensioners’ money was torched and the money

missing.

She told the police that she counted and secured $2.3M in the post office safe, which was secured by a combination lock.

The postmistress reportedly told police that the place was broken into in the wee hours of Saturday morning. The perpetrators allegedly gained entry through a window at on the side of the building, after which they torched the combination lock on the safe.

Residents living in the Charity area said that the post office is in a deplorable condition and does not have proper security. The doors are reportedly secured by bolts and padlocks, while some of the old wooden-framed windows are secured by internal grills.

At the time of the robbery there were reportedly no security guards at the building. No one is in custody thus far for the burglary.

Woman kills husband during row A YOUNG businessman, Victor Roberts, was killed on Sunday afternoon during an argument between him and his reputed wife who stabbed him in the region of the heart.

The incident took place at Prince William Street, Plaisance, East Coast Demerara. The police in a statement said that the incident took place around 13: 00hrs. Based on information reaching the Guyana Chronicle, the couple had been sharing a relationship for some time and they have one child. Reports are that the couple frequently had fights. On Sunday there was another round of argument and the woman picked up a knife and stabbed the 38-year-old Roberts who

ran out of the yard and collapsed on the roadway.

An alarm was raised, the police were summoned and they took the man to the hospital where he was pronounced dead on arrival. During a visit to the crime scene, the police returned with the female suspect as she walked investigators through the paces of what actually took place that led to the stabbing incident. This is not the first time that the woman inflicted a stab wound on the man based on the information, this newspaper received.

According to a relative who spoke with this newspaper some time ago, the woman and the man had an argument and she stabbed him in the lower abdomen and he had been hospitalised

for a prolonged period. However after he became well and was able to leave the hospital he opted not to give any evidence against the woman and the matter was struck out. At the scene on Sunday, family members gathered mostly in their church clothing as they were attending church when they received the information and news about the stabbing incident.

Police detectives who turned up at the scene could be seen combing the area for what is suspected to be the murder weapon. Up to press time it was unclear if the weapon was recovered.

The police are said to be continuing their investigations into this matter.

15 housing units in Linden to be ready for Christmas …contractors completing ‘finishing touches’

FIFTEEN Lindeners will be spending their Christmas holidays in their spanking new housing units, inclusive of two bedrooms flats and elevated houses, located in Phase Three Amelia’s Ward.

Contractor Michael Bonds from Michael Bonds Construction noted that the houses should be ready in the next two weeks, as merely the finishing touches are presently being done.

He is also pleased that the houses were completed within the timeframe of 120 days and described the process as very smooth with no hiccups with the Central Housing and Planning Authority (CHPA). “The process was very smooth, even with payment, our payment was on time and everything was done accordingly and with high expectations,” he said. The project spearheaded by CHPA also allowed for a positive

spin-off, since not only the over 80 Lindeners who were employed by the four contractors benefitted from employment but the busy environment also attracted hucksters, food and beverage vendors amongst others.

Central Housing and Planning Authority (CHPA) commenced construction of 15 of 60 housing units in Phase Three, Amelia’s Ward. Construction commenced after access roads, electricity and water supply were made available in the area. Thirty of the 50, will be flat concrete houses which will cost $5.3 M and the other 30 will be concrete houses on stilts and will cost $6.3 M. $100, 000 of the respective costs will go towards payment for the land.

Thirty four Lindeners have since prequalified at commercial banks for the units. Priority was given to

youths and government workers.

Two of these are Registered Nurse Abigail Thompson and Mechanical Engineer attached to the Regional Democratic Council, Nigel Newton. They were given letters to the respective commercial banks to obtain funding.

Thompson told the media that she is a mother of two and applied eight months prior to pre-qualifying. “Don’t give up, apply once you reach the age you might be selected.

It makes me feel honoured to be selected today, to own my own home soon,” she said, as she encouraged other youths to do the same.

In 2019, CHPA will be commencing similar construction in Wisroc Scheme.

AFC says all Guyanese must share equally …says Min Lawrence has worked tirelessly for betterment of citizens

AMID the public outcry over statements recently made by Chairperson of the People’s National Congress Reform (PNCR) Volda Lawrence the Alliance For Change says its position on equality is well known, noting that it believes in and espouses equal opportunities for all Guyanese, regardless of gender, ethnicity, religion, political persuasion or sexual orientation.

“The AFC believes that all Guyanese are entitled to share equally in the benefits of the state.” Lawrence, during a PNCR regional conference last week reportedly told members of the PNCR that “the only friends I got is PNC, so the only people I could give work to is PNC.” In a statement issued on Sunday, the AFC said it is in a coalition with A Partnership for National Unity based on the CumMinister of Natural mingsburg Accord. In the Resources, accord, “we jointly subRaphael Trotman scribe to pursue a common vision and pathway that put Guyana and all Guyanese first, without a resort to discrimination or favouritism in any form. We look to President David Granger, in particular, to articulate that vision on behalf of government and his party; and most recently this was done at the Biennial Delegates Congress of the PNCR,” the AFC statement read.

The AFC then quoted its chairman Raphael Trotman as saying that “The chair [Lawrence], I as leader have known and worked closely with for 25 years has never shown racial or political partisanship, but in fact has worked tirelessly, as politician and as a minister of government for the betterment of people of all walks of life and all backgrounds.”

Lawrence, in a statement following the release of the recording at the conference said she stands by her views on the issue of jobs and unemployment, that measures are being put in place for the young and industrious to be afforded the opportunity of becoming self-employed or gaining meaningful employment. Lawrence also said she stands by her views that comrades (PNCR members) must educate and position themselves to be in the 20% bracket that will be afforded government contracts.”

“Cde Lawrence also stands by her views that we must become bi-lingual as the world is now smaller and Guyana [is] fast becoming a haven to people from countries near and far. Cde. Lawrence emphasised that if the coalition wants to remain in power after 2020, we must take better care of all Guyanese. Cde. Lawrence has called for absolute unity, stating categorically that there is no more Joe’s camp or Basil’s camp, but one camp, led by His Excellency David Arthur Granger.”

Lawrence also, according to her statement, called for an end to the complaining, saying “if we project negativity then we would not be able to influence others.”

She noted that government has made it possible for everyone to get a chance at succeeding in their endeavours by giving small contractors 20 per cent of government contracts, noting that the playing field is now level for all Guyanese.

Daughters Need Their Fathers

FATHER-DAUGHTER relationships are an important part of a girl’s journey from child to adulthood.

A father can play a vital, meaningful role in his daughter’s development, her sense of security and well-being.

Many fathers do not realise that the rapport they build with their daughters, if it is caring and encouraging, can make a positive impact in her life.

The relationship between father and daughter is the first male connection that a

girl will have; therefore, if her father sets good examples and is a good role model, his daughter will no doubt bear these characteristics in mind when she is choosing a partner in the future.

Girls need their fathers to be wholly involved in their lives and not just there in the background to either discipline them or ‘spoil’ them.

Fathers should be attentive to whatsoever ‘interests’ their daughters may have and help them to progress in that area: be it sport, or a hobby, art or

music. They can encourage their daughters by providing materials or supplies and by researching and discussing information to enhance their daughters’ knowledge and ability in their chosen area.

By sincerely playing an active role, fathers will boost their daughters’ self-esteem.

Girls need to see their parents sharing a healthy relationship (even if their parents are separated). Fathers should always respect the mothers of their children and vice versa. Gestures of care, consideration and affection between mother and father can help a girl-child feel secure and loved. When a girl witnesses physical or emotional abuse in her parents’ relationship, she may believe this to be the norm and accept the same in her adult relationship(s). So fathers beware: your actions, deeds and words are being evaluated, analysed and could make a big difference to the type of decisions your daughters will make in the future.

When fathers develop an open relationship with their daughters from the start, girls are able to ask their fathers’ advice; they can speak openly to their father about anything --even boys. Fathers should listen

to their daughters’ opinions and ideas, without shouting or interjecting. They can guide their daughters by asking questions and by helping them to form their own sensible solutions. By keeping an open mind, level head and calm demeanour, daughters will recognise and share a mutual respect with their fathers, which should last a lifetime.

Too many men believe that being a father means you have to be stern and insensitive, unaffectionate and devoid of emotion. But fathers should be approachable, lovable, understanding and fun. They should enforce discipline and boundaries, together with their partners, within reason: but not to the extent where their daughters fear them or find it necessary to hide information from them.

A father can build his daughter’s confidence by loving her unconditionally.

Unconditional love means not talking down to your daughter or admonishing her (if or when she does something bad); so that she feels like a failure or she needs to hang her head in shame.

Children make mistakes and they are known to do senseless things, it is all a

part of growing up. A few choice words from father to daughter should be enough to let her know that she needs to do better; or she should know better and to clarify what is expected of her in the future.

Fathers can make their daughters feel beautiful by highlighting the positive and caring traits in their daughters’ nature: Show them the beauty they possess on the inside; girls do not have to live up to anyone else’s concept of beauty but their own; so teach them to be themselves and to love themselves--as they are loved by their parents.

When daughters are doing well fathers should commend them, especially when they are sharing or/and being thoughtful of others. Being fair, honest and tidy, considerate and productive are beautiful characteristics for a father to teach and instill in

his daughter.

Holistically, a father’s role is just as important as a mother’s and has equal influence on a girlchild.

Their presence when positive and effective can produce a confident and self-assured young woman. If you are a father, how seriously do you take your role? CAL delays flights in and out of Guyana … due to removal of Fly Jamaica wreckage

SCORES of passengers booked to travel with Caribbean Airlines were left stranded for hours at the Cheddi Jagan Internatinal Airport after the airline delayed several scheduled flights on Sunday without informing them.

The Guyana Chronicle was told that the situation was the same in Trinidad and Tobago for flights of that airline coming into Guyana. Reports are that passengers were not given a reason for the cancellations. However, a passenger reported that the reasons mentioned by staff at the airport were related to the removal of the Fly Jamaica aircraft which overshot the CJIA in November. However, sources at Air Traffic Services told the Guyana Chronicle that the airport is open to all flights and was never closed. It was noted that on Sunday

evening an Aruba Airlines flight departed the airport and that flight crew had made no reports pertaining to removal of the aircraft affecting its operations.

On November 9 the Fly Jamaica Boeing 757 aircraft ran off the end of Runway24 at the CJIA during an emergency landing. The had crew reported earlier during departure for Toronto , Canada, that the aircraft was experiencing a hydraulic problem. After returning to the airport, the aircraft ended up at the edge of the runway minutes after declaring an emergency. It sustained major damage, including the right wing and the fuselage.

The incident is being investigated by the Guyana Civil Aviation Authority(GCAA).

‘Beware of unscrupulous building contractors … warns CCAC and scammers’ Director Dawn Cush

GUYANA has no legislation which governs the behaviour of building contractors and this Director of the Competition and Consumer Affairs Commission (CCAC), Dawn Cush, believes should be addressed soon.

With the absence of such legislation, she told the Guyana Chronicle that anyone, even those without ample qualifications, can become or pose as a contractor to the eventual detriment of citizens.

She also noted that while the Guyana National Bureau of Standards (GNBS) has developed a Building Code, this has not yet been given the necessary legislative power for enforcement. “There’s no legal definition of a

contractor and there’s no law governing contractors, so it appears that anyone with some knowledge of building homes is considered a contractor,” Cush said.

The commission is in the process of developing a Homebuilder’s Roadmap to guide consumers in the process of home-building but, in the meantime, Cush noted the dangers that can befall persons who are not thorough or wise during the process.

She stated: “Don’t’ get me wrong. We have good contractors and we have bad contractors. Long ago it was architects who would design a home.

When an architect designs a home, that architect is somebody who is certified after a period of study so

they would build the home in such a way where you would get breeze coming in; you wouldn’t have sun in your bedroom, but some contractors don’t build houses like that [now].

Most of the homes are like a square box [and this] wouldn’t bring out the best in the homes.”

Apart from houses which have collapsed, causing deaths, Cush said that there are even social media scams which now seek to swindle the ill-informed out of their hardearned money.

Thankfully, she noted that these efforts –some to sell three-bedroom homes as cheaply as $2.5M --have not been successful to the commission’s knowledge on a large scale.

Inquest into toddler death to conclude soon A CORONERS’s Inquest into the death of 10-month-old Aiden Anderson who was killed in a motor vehicle accident in 2015 along the Soesdyke-Linden Highway is coming to an end before Principal Magistrate Sherdel Isaacs-Marcus at the Providence Magistrate’s Court.

An inquest is a judicial inquiry in common-law jurisdictions, held to determine the cause of a person’s death. In Guyana, a sitting magistrate acts as a coroner who then empanels a jury, after which he/she conducts the inquiry.

Principal Magistrate Isaacs-Marcus presides over the case with a three-member jury to determine whether the driver, Mohamed Ali, is criminally responsible for Anderson’s death. On Friday, Police Constable Delon Mentore was the final witness to be called.

The magistrate noted

Aiden Anderson that on December 19 she will give her summing up of the evidence and the jury will decide.

A horrific accident on the Soesdyke-Linden Highway on the afternoon of September 20, 2015, had left 10-month-old Anderson dead and a relative in a critical condition.

According to reports, the vehicle in which they

were in travelling, a Toyota Tundra, suffered a blowout, resulting in the vehicle toppling several times. The baby was rushed to the Diamond Diagnostic Centre, where he died.

The driver of the vehicle, 29-year-old Mohamed Ali, of Bush Lot, WCB, also sustained injuries and was admitted at the Georgetown Public Hospital Corporation (GPHC).

The baby’s mother, Alana Hackett, of Diamond, East Bank Demerara and her nephew, Ameer Mohamed, were also inside the vehicle at the time of the accident; however, they suffered minor injuries.

According to reports, the family was at the time heading to visit a relative at Long Creek when tragedy struck around 15:00hrs in the vicinity of Kuru Kururu.

“The Homebuilders Roadmap is intended to provide consumers with the relevant knowledge when they decide to invest in building a home.

ana is to see every person living comfortably in their own home. She then gave further advice that persons must ensure they are able to afford a house before building to avoid foreclosure.

“I feel every Guyanese should have a piece of land. Every Guyanese should be able to own their own home and a home that is suitable to them.

It could be a simple home, you don’t have to build a five-storey home; and what is the most important thing is that you’re able to afford the mortgage,” she said, advising: “You have to be able to afford a house before you build a house.”

Rahaman’s Park Christmas Tree lights up the way to GT IT has been touted as the national Christmas tree, and standing at about 70 feet tall it illuminates the entrance to Georgetown, ushering in the Christmas season.

At the lighting up of the tree on Friday night, Minister of Business Dominic Gaskin who also has responsibility for tourism, said that the tree has become a part of the Guyanese celebrations of Christmas, and he expressed his profound gratitude to the Rahaman’s family for their continued efforts to organise the event, and to ensure that every single year, no matter what happens, that a trees goes up at the spot. He said: “I believe that even though there is an arch about a mile or so ahead, at Christmas, this spot becomes the real entrance to Georgetown when [the tree] is lit up.”

REO terminates Supply Health Centre contract …demands repayment from contractor for monies received THE Regional Executive Officer (REO) for Regional Democratic Council Region Four Ms. Pauline Lucas has terminated the contract for construction of the Supply Health Centre and has demanded the repayment of funds paid over thus far.

This was disclosed by the REO during the recent statutory meeting of the RDC. Lucas told councillors that while she has terminated the contract which was issued to contrac-

tor Navin and Sons, she has also instructed the contractor to repay the region monies for the foundation and columns that he had done. “I wrote to him outlining the results of the recent tests that were done and indicated to him that he would have to redo the foundation at his own cost. However, he indicated to me that in his view nothing was wrong with the foundation and therefore he saw no need for the foundation having to be redone,”

she said.

The REO continued, “I have therefore written to the Ministry of Communities outlining the issues and thereby seeking the advice on the way forward. As such, the ministry wrote me and accepted my recommendation of terminating the contractor with the contractor tasked with repaying the region,” Lucas is quoted in a release from her office.

Addressing added concerns with regard to the re-advertisement of the same contract, APNU+AFC councillor Amarnauth Chickan questioned whether it would be done on the same footprints of this one; he expressed grave concern over it being executed in the footprints of the last one, or if it would be done somewhere else. He said, “… because just looking at some photographs today of the current foundation, I don’t think it’s appropriate enough; and therefore a new site should be

selected. I am very concerned as I would like to know if this contract would be newly built,” councillor Chickan stated.

Chickan however voiced his disapproval for the site to be used again, stressing that he is recommending that the engineers for the project do a detailed assessment of the area, properly detailing and identifying where and what should be used. “I believe that our engineers should go out and examine the areas properly, so that a decision can be made about the site,” Councillor Chickan said.

The Supply Health Centre was regarded as one of the major health projects for the department in 2018.

Businessman David Adams is Mahdia’s first mayor

BUSINESSMAN and APNU councillor David Adams was on Friday elected the first mayor of the town of Mahdia in the Potaro-Siparuni region.

During council elections, Juewayne Mendonca-Burrowes , who is also an APNU councilor, was elected deputy mayor.

“I am humbled by the confidence that persons placed in me to be the first mayor for Mahdia,” an ecstatic Adams told the Guyana Chronicle. He said that he is optimistic that the council has the best interest of the town at heart and that the group will work towards a common goal.

Adams said that subsequent to the council’s elections on Friday, all parties pledged to work together.

He said among the immediate plans of the

council is the addressing of water-supply issues in the town, as well as infrastructural work within its mandate. He noted too that the establishment of a learning resource centre is one of the priority projects on the council’s agenda.

Regarding its social mandate, Adams said the town council will also address the issue of teenage pregnancy, which he noted is prevalent in central Mahdia and other constituencies within the town.”We have that as a priority,” he said.

Other members of the town council are APNU councillors Juan Hunter and Alicia Mootoo; Alliance For Change (AFC) councillors Harley Joseph, Amanda Solomon and People’s Progressive Party (PPP) councillor Roopram Ramphal.

Travis Chase shoots attacker

HGP Nightly News journalist Travis Chase, early Sunday morning shot and injured a man during a confrontation in Kitty, Georgetown police have confirmed.

According to the police reports, Chase, 31, allegedly shot Jimmy Ramgobin, 28, a labourer of Sandy Babb Street, Kitty who is presently receiving medical attention at the Georgetown Public Hospital (GPH).

Police investigation revealed that around 04:30hrs on Sunday, Chase arrived with his girlfriend in front of her Newtown, Kitty home, in

his vehicle, and observed Ramgobin in front of the yard.

Chase reportedly exited his vehicle and approached Ramgobin, who allegedly attacked and began hurling bottles at him (Chase), from a bag he had in his possession.

Pensioner hit by container truck died of multiple injuries –autopsy THE pensioner who was killed last Wednesday while cycling along the East Bank of Demerara (EBD) Public Road died as a result of multiple injuries about the body, according to an autopsy.

Seeram Seecharran, Dead: Seeram 64, of Herstelling, EBD, Seecharran was crossing the road in the pouring rain when he collided with the container truck, GWW 7629, with trailer, TKK 4726.

He was heading to Georgetown when the accident occurred.

The driver is currently in custody assisting with the investigation.

Reports indicate that Seecharran was heading in the same direction with the truck when he suddenly attempted to cross the road and ended up in the path of it.

The police said the fatal accident occurred at 08:45hrs when heavy-duty vehicles are not supposed to be traversing the East Bank corridor, in keeping with the traffic rules. Reports indicate that the truck driver swerved to avoid a collision but the right, front side of the vehicle came into contact with the pensioner.

The elderly man was thrown off his bike and landed on the road surface where he received injuries about his body. Subsequently, the motor lorry then collided with the Christmas tree. The cyclist was pinned under the truck for a while before he was taken to the Georgetown Public Hospital where he was pronounced dead on arrival.

A breathalyser test was conducted on the driver which showed no traces of alcohol.

New doctors’ quarters, health post for Region Seven … gov’t allocates $95M to improve healthcare THE health sector in the Cuyuni/Mazaruni Region is set to receive a major boost in 2019, with government channeling some $95M to improve the health services in the area.

In its 2019 budget presented last week by Finance Minister Winston Jordan, the government allocated funding for the construction of living quarters at Kamarang, a health post at Puruni, a doctor’s quarters at Kaikan and extension of the Kamarang District Hospital.

Provisions were also made for the purchasing of new equipment for the hospital and health posts, such as incubators, foetal monitors, examination and delivery beds among other things. The allocation also covers funding for vehicles, ATVs and boats and engines, so as to have land and water transport readily available for patients.

Speaking with the Guyana Chronicle, Regional Chairman Gordon Bradford said that he has not yet had the chance to thoroughly go through the budget to speak on it extensively, but he, however, has knowledge of the proposals that were made to the government for developments in the region.

In relation to the health sector, Bradford said that it is within their vision to take health care delivery to the people. “The region is committed to providing the best health facilities for the people and, we are working towards making better provisions to serve or to meet the health need of the people, especially those in the hinterland communities,” he said.

The hinterland communities and riverine areas, Bradford said, suffer most due to inaccessibility to proper health care. This is one aspect, he said, they wish to work diligently towards changing, so that everyone in the region can have equal opportunity of being in the best health.

To address this, he said that they will be working towards having health centres in each community, with community health workers to tend to the people. Doctors are also identified to be placed in the communities to serve, to avoid persons from travelling afar to receive proper health care. The budget allocation, he said, will go towards meeting the needs and the vision of the region. For this year the Regional Democratic Council (RDC) saw the completion of two doctor’s quarters, one at Phillipai, Upper Mazaruni and the other at Isseneru, Middle Mazaruni.

The two doctor’s quarters cost approximately $10M. In addition to the two doctor’s quarters, the RDC also helped to maintain the health post at Phillipai and the hospital at Kamarang.

‘Develop policies to make migration more rational’

THERE are factors which push and pull persons to migrate and as a result Director of Strategic Initiatives at the University of Guyana (UG) Dr. Fitzgerald Yaw has said that policies should be developed in Guyana so that migration can be made more rational.

Speaking during a panel discussion at the third annual Global Migration Film Festival organised by the International Organisation for Migration (IOM), Yaw stated clearly: “People are always going to move,” and later added: “We have to look to develop policies to make migration more rational.”

Yaw bemoaned the fact that goods can move more freely between countries, but people do not have that much freedom. He also drew attention to the fact that in countries such as Guyana, people emigrate in search of economic opportunities--

whether to northern countries, or even to neighbouring countries.

“We have to look at policies where people go to other countries, work for a while and come back… We have to put measures in place so that if people work outside for a while, they can still contribute [to social security schemes],” he posited.

At the festival, the documentary ‘Bushfaller’ was screened. The movie explored migration in Africa where persons contended with movement to metropolitan countries (to Europe specifically), to achieve some economic gain. Other push-and-pull factors were explored too, and the film

even touched on modern-day slavery-- that is, human trafficking.

Yaw noted that as evidenced in the movie, there are some push/pull factors which cause people to move.

And this is not peculiar to Guyana, where he noted that emigration occurs when persons want better economic opportunities.

The International Labour Organisation (ILO) Director for Decent Work in the Caribbean, Claudia Coenjaerts, told the Guyana Chronicle recently that the portability of social security schemes should be examined in the Caribbean, where persons can access social services in whichever Caribbean country to which they travel.

In this context, Yaw contended: “[Migration] is a complex issue, but it’s solvable.”

“I think this is an interesting time in Guyana because Guyana has traditionally been-- or at least since independence-- a country of emigration; and I think now that we’ve seen that’s changing a bit,” Natiello said.

He explained too that when oil revenues start to flow into the country and the country undergoes further development-- particularly to its infrastructure-- more people will be coming to Guyana to look for work.

And he did not necessarily mean members of the diaspora or foreign ‘experts.’

The officer noted that people do not always migrate to Europe or North America; in fact, he related, “There is a lot of South- South migration and I think Guyana will start to see more of

this where it will get more inflows [of people] from its neighbours.”

To contend with this inevitable occurrence, he too noted that there must be measures to manage migration. “Migration is not a problem to be solved, it is a reality to be managed,” he said, noting that it must be managed so as to reduce its negative effects and maximise its benefits.

The IOM is a body that provides technical assistance to governments, so that they can craft migration policies and better assist migrants.

As such, Natiello noted: “We try to reduce the negative aspects of migration and our desire is that people don’t have to migrate out of desperation... they migrate because they want to, or because they have an opportunity; not because they have to or because there are these vast economic disparities.”

Robotics tapped to promote literacy eligible to represent Guyana in the international robotics competition.

This programme is also expected to spread across Guyana in 13 libraries, representing five main branches and eight rural centres in five regions, as efforts are being made to bridge the gap between Guyanese youth

STEM Guyana has teamed up with the National Library to promote literacy among children and young a d u l t s a c ro s s G u y a n a through the use of robotics and technology.

On Saturday morning, STEM Literacy Clubs were launched simultaneously at the National Library in Georgetown and at the Bagotville, West Bank Demerara branch of the National Library.

Speaking to the audience of children and a few teenagers, Chief Librarian of the Georgetown Library Emily King posited: “In order for you to understand all the concepts of Science, Technology, Engineering and Mathematics (STEM), you have to know how to read.”

She underscored that reading is a critical component of personal development as it is needed in every aspect of life. She highlighted that unfortunately many children are not motivated to read as much as before.

Cognisant of this, King said that the programme is going to be run in two parts: Encouraging literacy and providing exposure to robotics.

Through this “Reading and Robotics” programme, participants will be required to obtain a library membership, and will all be encouraged to read for 15 minutes before they begin work on their robot building, programming and scratch coding sessions.

“Literature is a compul-

sory element, King stressed, “We want to build your minds so that you can become effective and build our country.”

Also speaking at the launch in Georgetown, library representative Lesa Gilgeous noted that the partnership with the library and STEM Guyana is focused on “developing literacy in a diverse way”, since it is known that many young persons are amazed by robotics.

The programme will target three age groups: 7-10 years, 11-14 years and 15-18 years. After three months of learning and preparation, students will compete in the International Youth Robotics Competition qualifier national tournament in 2019 and make themselves

Gov’t moving to regularise seawall ads

THE Ministry of Public Infrastructure has commenced regularisation of the placement of advertisements on the concrete seawall with special preference to be given to ads of positive advocacies.

On Sunday a notification of the requirements for the publishing of such ads and notices between the Georgetown and Ogle seawall was published in the newspapers for public knowledge.

It stated that all individuals or entities desirous of publishing advertisements or awareness notices on the wall, are required to pay the applicable fees and comply with the requirements outlined in the Guidelines for Sea Defence advertisement. These guidelines were developed by the Sea Defence Board and approved

by Cabinet, Chief Sea and River Defence Officer at the Public Infrastructure Ministry Kevin Samad told the Guyana Chronicle on Sunday.

He stated that the fees to be enforced will vary depending on the visibility of the ad and its dimensions. However, in

recent years, there has been much irregularity in the payment of fees for these ads while some persons were placing them without permission.

“They haven’t been paying, so it’s something we’re trying to regularise. The Cabinet has approved a fee there,” Samad began. “The enforcement wasn’t strong enough, so we’re trying to regularise all those things; a lot of folks weren’t aware.

There was a period where there was an absence of a fee, so a lot people probably weren’t aware that there’s a fee, they were just going and paint.”

According to the notice, a copy of the guidelines inclusive of applicable fees can be obtained from the Works Services Group on Fort Street, Kingston, Georgetown. It further stated: “Individuals and private entities interested in publishing notices on the seawall in the locations defined above are required to submit a written application to the Chairman, Sea Defence Board, Fort Street, Kingston, Georgetown. The application should provide sufficient information on the reasons

Samad explained, too, that some ads take preference depending on the message they have to offer to the wider public. “Of course, we have consideration for awareness campaign ads [in the case that] a ministry or their departments wants to have awareness campaigns such as domestic violence, child abuse, environmental-awareness messages and so forth. We’ll simply waive the fees for those kinds of things,” he said.

Before long, the ministry hopes to get this act of regularisation underway as the sea walls remain visible to the thousands who travel daily or utilise the location as a common hangout spot. “We’re going to allow folks to come in because we’ve done a walk through and we have an inventory of all those who have ads there; so we anticipate that in probably a month, two months or so, if some folks don’t come in we still have to contact them.

We have no choice,” Samad said.

Accident victims urged to follow through with court cases

SUPERINTENDENT Linden Isles and officials from the Guyana Road Safety Council (GRSC) recently visited road- accident victims at the Georgetown Hospital (GPH) as part of activities to mark Road Safety Week.

The visit is a way for police and road safety officials to sympathise with road- accident patients and ensure that they are satisfied with police investigations into their matter.

The team consisted of mostly traffic ranks and officers from the Cops and Faith Community Network; they were accompanied by GRSC coordinator Ramona Doorgen and Chairman Shahab Hack and visited all the accident patients at the hospital and had brief chats with them.

Isles, while visiting the victims, ensured that traffic ranks checked on the status of investigations and to ensure that justice is served. He also advised accident victims follow through with their cases and encouraged them to make sure that they get their

benefits from the relevant insurance companies. Road Safety Week was held under the theme, “Stop accidents before it stops you.” For this year alone, there are 103 recorded death son our roads.

On Thursday, a total of six victims were visited, including Parsaram Seepersaud. On October 14, 2018, Seepersaud was struck down along the Mahaica Public Road in the vicinity of KK Gas Station by a speeding police vehicle.

“The driver was not paying attention,” Seepersaud told the traffic chief from his hospital bed after coming out from surgery a few hours before.

“Since this man [the officer] knock me down he left me on my own… he never came to me a night, I had to beg this man to come to talk to the police,” he injured man stressed.

Traffic Chief Isles assured Seepersaud that he will be looking into his matter personally to ensure that justice takes its course.

Meanwhile, another road accident victim Jaikaran Per-

saud was stuck down while crossing the Annandale, East Coast Demerara Public Road last December.

Persaud told Isles about his case as he explained that the driver of the vehicle in the accident had begged him to drop the matter and had agreed to help him with the hospital expenses.

However, when he came out of the hospital and driver charged his mind and told him “let the matter pass thought the court.” Consequently, the driver was sentenced to three months imprisonment while Persaud was left struggling with a financial burden and injuries to his left hand and foot. The traffic chief upon hearing Persaud’s story advised him to get the police report and take it into the driver’s insurance company and get compensation for his injuries.

In another case, truck driver Mohammed Kalamadeen suffered several injures resulting in him being confined to a hospital bed with several broken bones. Isle assured him that the police will

“We need to remember the five Cs in driving: care, courtesy, consideration, caution and common sense,”

Isles said, as he urged persons to pool their efforts to prevent road accidents.

Wilder retains WBC title after draw with Fury (REUTERS) - AMERICAN Deontay Wilder retained his WBC heavyweight title after a thrilling split decision draw with Britain’s Tyson Fury at Staples Center in Los Angeles on Saturday, leaving both fighters talking up a rematch.

The hard-hitting Wilder knocked Fury down twice, including a brutal right-left combination that sent the towering Fury to the canvas in the 12th in what initially looked to be the end of the fight.

But the ‘Gypsy King’ willed himself to his feet and held on to send the fight to the judges, who rewarded him for controlling much of the fight behind his long jab, precise footwork and slippery defence.

Arjen Robben to leave Bayern at season’s end BERLIN (Reuters) Dutch winger Arjen Robben said on Sunday that he will leave Bayern Munich at the end of the season after a decade of success at the German champions.

The 34-year-old joined the Bavarians in 2009 and instantly formed a formidable attacking partnership with Frenchman Franck Ribery, who is also likely to leave at the end of the season.

“I can say that this is my last year (at Bayern) and it is good like that,” Robben told reporters after a meeting with fan groups. “I have taken the decision, personally, that this will be my last year.

“I think it is the right

Russell, Powell give Northern Warriors T10 Glory

Shakib calls whitewash ‘redemption’

(ESPNCRICINFO) NORTHERN Warriors sealed T10 League glory in Sharjah on Sunday night, thanks to a 22-run win over Pakhtoons.

The Warriors had Rovman Powell (61*) and Andre Russell (38) to thank with the bat while Chris Green (2-11) and Hardus Viljoen (2-24) starred with the ball to deny Shahid Afridi, his thousands of fans, and the Pakhtoons a first T10 title.

A public holiday celebrating the UAE’s 47th National Day and free entry to the north stand of the ground made for a packed Sharjah stadium in full party mode.

Some Afridi stardust guaranteed a stream of yellow-clad Pakthoons supporters too, the man who has been Sharjah’s main draw for over two decades once again showing his pulling power.

The result was a stadium swarming with fans both inside and out as hundreds sprawled across the roads surrounding the ground. And while a roaring crowd welcomed the two protagonists for the showpiece, many more chose the road’s partitions as a vantage point with their eyes fixed on the big screen that broadcasts back out to the stadium’s surrounds.

Inside the ground, both teams were more than worthy finalists having topped their respective groups in the opening stage of the tournament and then finished at the top two in the final league table.

They had avoided each other until Saturday’s first eliminator, which saw Pakhtoons advance to the final with a 13-run victory that meant the Warriors had to see off Bengal Tigers in the final qualifying match.

It proved to be the case, despite Afridi (17) briefly threatening to send Sharjah into delirium with a rescue act that was abruptly ended by the tournament’s leading wicket-taker Viljoen.

Those same fans that earlier flooded the entrances in their droves in the hope of seeing Afridi lift the trophy, headed for the exits in similar volume with the writing on the wall.

Pakhtoons would go on to fall significantly short as Northern Warriors became the second T10 League champions following on from the rebranded Kerala Knights’ inaugural triumph.

2018 was good – Woods (REUTERS) - THE 2018 season had been “incredible”, Tiger Woods said on Sunday after completing his final round of the year.

Speaking at the Hero World Challenge in the Bahamas, Woods said his desire was as strong as ever but acknowledged that his middle-aged and much-operated-on body was not able to do all the things his younger self could.

“The desire hasn’t changed. It’s just the body is sometimes unwilling to respond to what the mind wants,” the 14-times major champion told Golf Channel.

“That’s just part of the injuries I’ve had and the ageing process and trying to deal with that and compete.”

It was at the World Challenge 12 months ago that Woods returned to competition, more than seven months after having two discs in his lower spine fused.

Nobody knew at the time how his back would hold up to the rigours of a full schedule but it came through better than even he expected.

Woods contended several times, including at the Brit-

ish Open and PGA Championship majors, before he ended a five-year victory drought by winning the Tour Championship in September.

“It was an incredible year, to go from where I was at this

point last year to where I am now,” he said.

“I’m so blessed and so thankful to have the opportunity to have everything turn my way.”

Woods finished second-last in the 18-man field at the World Challenge, an unofficial event he hosts at Albany on the island of New Providence.

He said he had been feeling under the weather for much of the week.

“Hosting the event and trying to play well, I haven’t done a very good job of playing well but it was nice to finish off on that back nine and actually do something positive,” he said after picking up four birdies over the final nine holes.

Though his playing is done for the year, Woods cannot relax just yet.

He is scheduled to leave later on Sunday for Australia for promotion.

Bangladesh captain Shakib Al Hasan

CMC – BANGLADESH captain Shakib Al Hasan has commended his teammates for bouncing back from a below par performance four months ago against the West Indies to record a convincing series win.

Bangladesh wrapped up the two-Test series against the visitors with a massive innings and 184-run victory inside three days at the Shere Bangla National Stadium here Sunday to win 2-0.

The hosts also won the first Test by 64 runs.

Back in July on their tour of the Caribbean, Bangladesh lost the two-match Test series 2-0 in a disappointing showing, which included being bowled out for 43 in the first Test match in Antigua, the lowest Test total since 1974.

Despite bouncing back to win the ODI and T20 series, Shakib said he had challenged the team to produce a better showing at home.

“We never expected such a performance in the West Indies. We held discussions after the Test series defeat there, and then came back strongly in the ODIs and T20Is. “Since we didn’t do well in the Tests [there], we had this opportunity to do well at home. We wanted people to at least understand that it was a performance in their home conditions, and see that we could do the same in our home conditions,” Shakib said.

“I would thank my teammates and the coaching staff for believing that it was possible. I was quite demanding of my players in this series. I wanted a lot from them. I think everyone contributed in their own way, but I saw everyone really wanting to contribute to the win.”

Shakib said the fact that the ninth-ranked Bangladesh side thoroughly dispatched the eighth-ranked West Indies was equally satisfying.

“This is the first time we enforced the follow-on in more than 100 Tests in 18 years, which is definitely something special,” Shakib, who has been involved in ten of Bangladesh’s 38 innings defeats, said.

“We haven’t done this against smaller teams, so to do it against a higher ranked side is an achievement.

We obviously had a lot to prove after losing to them in that manner [in July]. I think we have done that at least at home.”

Shakib also praised his batsmen for making the most of good batting conditions in the first two days of this Test.

Mahmudullah struck his third Test hundred, a bloody-minded 136 that spanned over six hours, while debutant Shadman Islam, Liton Das and Shakib himself struck half-centuries.

“Our batsmen have done well on good wickets. Both sides [Bangladesh and Sri Lanka] made plenty of runs in the Chittagong Test in January. Afterwards, we have played mostly on tough wickets, at home and in the West Indies. Even the opposing side didn’t reach 500. It is not right to blame the batsmen all the time.

“In this game, they believed in the plan put in front of them. We no longer prepare flat wickets on which we are expected to score 500 and draw the game. We try to win every game, and this changed mindset has taken us to a better place as cricketers,” Shakib said.

Brathwaite believes windies were not mentally prepared CMC – FOLLOWING the West Indies’ dismal performance in the just concluded two-Test series against Bangladesh, the team’s captain, Kraigg Brathwaite, has admitted that the batsmen were not up to the task mentally.

The West Indies crumbled to an embarrassing innings and 184-run defeat to Bangladesh on Sunday to lose the two-Test series 2-0.

It was the first time they had lost a Test series to Bangladesh in Bangladesh.

After watching the home side amass 508 in their first innings, the Windies were then dismissed for 111 and 213 in another dismal batting

performance.

“It was very disappointing. Our bowlers did a good job, but the batting let us down. Some of the shots weren’t the best. Most of the games we were 30-odd for three. It put the batting order under a lot of pressure.

It wasn’t good for us at all.

I can’t blame the wicket.

Some of the shot selection wasn’t good at all, especially yesterday evening,” Brathwaite said.

“Test cricket is a mental game. Five-hundred on the board with the ball spinning on the first day; we could have had some talks. Mentally, we probably weren’t there, especially yesterday when we lost

five wickets quickly. We have to do better as batsmen, even myself. We can’t consistently be 30 for three. We have to hold up our hand and do the job; simple.”

He said although the pitches in Bangladesh were drier than those in India, the conditions were not to blame for his team’s performances.

“I think the pitches here were a little drier, but we didn’t carry out the shots at the right time. We just didn’t get anything together with the bat.

“We planned for spin here. We had a lot of spin sessions in the nets. We probably weren’t 100 per cent.

Test cricket is never easy.

You can’t blame fielding. It

is tough, but we have to get better,” Brathwaite insisted.

The 26-year-old was appointed to lead the team in the absence of Jason Holder, who was forced to return home due to injury.

But he too had an abysmal series with the bat, scoring only 22 runs in four innings. In the previous tour of India last month, Brathwaite made only 26 runs in four innings.

“I am very disappointed.

I didn’t have a good series in India, so I was looking to lead the batting, but it didn’t happen. I have to keep strong and try to lead the batting in the next series [against England in July],” he said.

OPEN MALE FINAL On the court, Hikers looked the better team, with better passing and execution. The home side took the lead in the fifth minute of the game with Aroydy Brandford finding the back of the net; but despite controlling the possessions, Hikers found themselves temporarily trailing a few minutes later.

Former Guyana player, Jerazano Bell, who now plays for the QPCC, led the charge for the visitors.

He scored the first of his three goals in the seventh minute with a diving shot at the mouth of the box, then 30 seconds later he lifted a ball away from the reach of

keeper Jason Hoyte.

The 2-1 lead by the visitors was soon erased after Jamarj Assanah fired in two successful strikes in the ninth and 10th minutes before Devin Munroe added another three minutes later.

The score did not change for the rest of the first period and for most of the second.

It was not until the last three minutes of play that the game got exciting. QPCC decided to play an extra player and sub their keeper and the goals came. First, it was Bell with a slick touch from an outside-of-the-circle pass, before a defence breakdown by Hikers left Jordan Vieira with space.

In sudden death, Hoyte made two good saves while Assanah and Brandford found the back of the net to ensure a Hikers’ victory.

In the female final, GCC defended their title. Marzana Fiedtkou in the fifth minute, Sonia Jardine in the 15th minute and Gabriella Xavier in the second period were on target for the winners.

Kristin Thompson and Anya Sealy scored for the visitors, who were trailing 2-1 at half-time.

Old Fort won the Over35 battle with a 4-3 victory over defending champions, QPCC. Dwight Sullivan, Askufo Simon and John Abrahams had carried the home team to a 3-1 lead by the break before Solomon Eccles sealed Old Fort’s victory in the second period.

Over the five-day festival, 54 games were completed.

CARIBBEAN light welterweight champion Colin `Superman’ Lewis has been named captain of the Guyana team to participate in this week’s Caribbean Boxing Championship.

The gangly 25-year-old was selected on Saturday by the team of coaches preparing the 32-member Guyana side for the upcoming event.

Lewis is the nephew of Guyana’s first world champion Andrew `Sixhead’ Lewis and is the national champion of his division.

The 2016 winners, Hikers, won their eighth overall title after a thrilling 2-0 sudden-death shootout over defending champions, Queen’s Park Cricket Club (QPCC), in the Male Open final after the teams battled to a 4-4 tie at the end of regulation time.

Meanwhile, the GCC and Old Fort teams claimed 3-2 and 4-3 victories respectively over the Ventures and QPCC in the Female Open and the Over-35 finals.

David Dick made batting look easy after his teammates had restricted the Diplomats for 106 in 19.4 overs. The opener

scored 44 as his team raced to 107-5 in 14 overs.

Only two batsmen reached double figures for Diplomats earlier in the day. Reliable opener Claudius Anthony Fraser struck three fours and a six in a score of 25, but his only support came from H. Blackman who produced a similar score of 25 (3x4s).

GNIC’s opening bowler, Jeremiah Benjamin, fin-

ished with two wickets, including that of Fraser, while off-spinner Ryan Shun and leg-spinner Clairmont Duesbury cleaned up the middle and lower order.

SIX wickets from 11-year-old leg-spinner Riyad Latif and a half-century from lower order batsman, Jeffery Blair, spurred Transport Sports Club to an easy win over Malteenoes Sports Club when action in the Georgetown Cricket Association (GCA) Friends of Cricket 100 overs U-17 tournament continued on Saturday at the MYO ground.

Transport won the toss and batted and although Shamar Yearwood played his part with the bat, his top order teammates fell short. By the ninth over, the eventual winners were in serious trouble at 35-5, but DeAndre Linton, batting at number seven, added a sixth-wicket partnership of 51 with Yearwood who made 44 (7x4s, 1x6). Linton with 48 (6x4s, 2x6s) and Nabeel Ali (4), who played a good supporting role, then added 37 for the seventh wicket before Blair, batting at number 10, took over.

Blair, known more for his right-arm fast bowling than his batting, frustrated his opponents as he belted three fours and an equal amount of sixes in an unbeaten score of 52.

Seventeen-year-old fast bowler Kester McAllister led Malteenoes’s attack with 4-49 from 8.2 overs, while Mervyn Permaul supported with 2-37 from nine overs.

Needing to score 191 for victory after bowling out Transport for 190 in 38.2 overs, Malteenoes rebounded after losing two quick wickets. Permaul and Tathesh Shivrattan wrested back some control, but they had no answer for Latif, who destroyed the middle and lower order.

Permaul, who scored 44 (5x4s, 1x6) became a victim of Latif, while Shivrattan was run out for 26.

In total, Latif, who took five consecutive wickets, picked up six wickets for 11 runs from six overs as he helped to restrict Malteenoes for 112 in 27.1 overs.

KRYSTOL Chanderban and Deion Nurse replicated their performance in Barbados last year to retain the best junior lifter in the female division and best overall lifter in the Master’s category respectively when they competed at the Phillips and Springer Classic Caribbean Championships over the weekend.

Chanderban, who contested the 59 kg category, finished fourth overall in the female division, while Nurse, who participated in the open male 94 kg class, also placed fourth.

Initially, the Guyana Amateur Weightlifting Association (GAWA) had earmarked a large team to send to Bridgetown, but due to work and school commitment, were forced to trim the team to three persons, given that the duo travelled with Sean Cozier.

Prior to the competition, Nurse had told the Guyana Chronicle that he was optimistic about retaining the title.

The championship was televised live on Flow TV. Last year a larger team registered three first-place finishes, one second place and one third.

TTTC to close off 2018 with ‘Play to Conquer’ Juniors THE Titans Table Tennis Club will close off its 2018 Calendar of activities with a ‘Play to Conquer’ Junior tournament on December 16 and 17 at the Cliff Anderson Sports Hall (CASH).

The top junior athletes are all expected to participate with the exception of Jonathan Van Lange and Krystian Sahadeo who are on a one-month tour of the USA. The likes of Thuraia Thomas, Jasmine Billingy, Kaysan Ninvalle, Jomal Nichols and Isaiah Layne are expected to ‘duke it out’ for top honours across the U-18, U-15, U-13, U-11 and U-9 categories respectively.

BUDDY’S Gym athlete Runita White enhanced her growing reputation as the premier Junior and Overall powerlifter locally by winning the female section of the Guyana Amateur Power Lifting Federation (GAPLF) National Seniors 2018 Championships.

She bettered Natoya Robinson in the ‘Clash of the Female Titans’ category, winning the 84+kg Junior category and the best overall Female lifter of the day.
