‘We’re not for sale’ … coalition confident of defeating no-confidence motion … dismisses rumours of PPP vote-buying

By Lisa Hamilton IN the face of rumours that a member of the coalition will be ‘bought out’ by the opposition to win the no-confidence motion laid against them in Parliament, Minister of Public Health Volda Lawrence responded by saying: “we’re not for sale”.

On Friday, Lawrence termed the circulating report as a “fallacy” even as other members of the government stated that the coalition

remains “united and strong” In the National Assembly, the A Partnership for National Unity/Alliance For Change (APNU/AFC) Government has the majority with 33 seats while the PPP holds one less. Also addressing the rumours, Prime Minister and acting President Moses Nagamootoo stated: “A minority cannot assume that it could succeed in the Parliament. It cannot assume that speculatively that the alliance is divisive.

The alliance is cohesive, it is united, it is strong and we

are holding together!”

Minister of Public Infrastructure David Patterson later added: “The Speaker has to rule and whatever the Speaker rules, bring it on.

We’re ready to defend our record. Every single member of the government side, every single Member of Parliament will get up there and defend the record and vote resoundingly ‘no’ to this no confident motion.”

Idle rantings Noting that they remain

unfazed by Jagdeo’s motion, Lawrence declared: “The idle rantings by Mr. Jagdeo will not scare any member of the coalition.”

She further addressed the opposition leader stating: “I want to indicate to him that this coalition, what we have shown is that we are willing to investigate any matter which comes before us in regards to discrepancies or for which anyone would have broken the law.

And we have shown that in

the several Commissions of Inquiry (CoI) that we have had.”

She continued she stated further that, in comparison, under the People’s Progressive Party’s PPP’s) Administration there were no CoIs. She added: “We can point to many, many instances of corruption. As a matter of fact, under the Jagdeo Administration corruption was the bread and butter of this country.”

PRIME Minister Moses Nagamootoo has dismissed the no confidence motion filed by the opposition as politically insensitive given President David Granger’s state of health; and he says the motive is to stir up the “fever of divisiveness” in the country.

At a news conference on Friday hosted by the coalition at Congress Place, Sophia, Nagamootoo stated that the move by the People’s Progressive Party/Civic (PPP/C) Leader is “childish” and ill-motivated.

“It is very insensitive, the timing of a motion of no-confidence in government at a time when the sitting President is out of the country receiving medical attention. It is insensitive!”

“Where is the Guyanese compassion?

Where is the Guyanese attitude of caring, of showing concern?” the prime minister asked, adding: “So I believe that it was a politically insensitive and childish move.”

The prime minister also criticised the comments made by Jagdeo at his most recent press conference where he posited that whether the PPP wins the motion or not, the country will benefit as the opposition will be

able to point out the coalition’s wrongdoings.

These remarks, Nagamootoo believes, are proof that the opposition leader is ill-motivated in the tabling of the motion.

“It [the motion] has other motivations to breathe disaffection in the country to be able to stir the fever of divisiveness that the PPP

invested in the communities because I know, I come from Berbice, [and] the level of ethnic division and hate…that they have sown in that community, they have to now find a ‘fig leaf’ to cover their shame of what they did during the campaign. So, they want to show that they have a moral obligation out of these elections ---that there was some sort of a referendum in the Local Government Elections---so that they can move to say ipso facto the government should resign,” Nagamootoo said.

He then added: “This is not Donald Ramotar, this is Granger and Nagamootoo. They will be no surrender.”

The prime minister also added that the Speaker of the National Assembly holds the ultimate decision on whether the motion is admissible, especially at a time when the House is moving towards consideration of the budget estimates. “It has to be examined in the face of that. What is the political work of this no-confidence motion,”? he queried. Similarly, Minister of Foreign Affairs and Prime Minister (ag) Carl Greenidge referred to the no-confidence motion as “opportunistic” and one which seeks to take advantage of the President’s absence.

He further rebutted the claims of the opposition that the motion was made in the interest of the nation, stating: “Mr. Jagdeo has claimed that it is in the national interest when it is for the nation to make that decision; and it cannot be in the national interest to, knowingly, lay before the house a motion which simply seeks to take an opportunity to sow division within the nation.”

“We are, at this point in time, looking at the national budget, a very important budget; it is the last budget before the elections of 2020 [it is] important to all of us for the things it needs to address and here is an attempt by the leader of the opposition arguing that it is in the national interest.”

AMID comments that it is no longer a viable political force, Chairman of the Alliance For Change (AFC) Khemraj Ramjattan has assured that despite challenges at the recent Local Government Elections, the party has not been wiped out and continues to maintain its 10 per cent base of voters.

“The bottom line is that we have maintained our base which has always been about a 10 per cent of the votes in this country…this very annoying, false set of analysis that we are ‘wiped out’, well you know where it’s coming from. It will always come from there and they want to take the propaganda space to talk about the ‘demolition job’ that might have happened.

It has not happened,” he asserted.

CAN’T CONCOCT FIGURES Prime Minister and Elder Statesman of the AFC, Moses Nagamootoo then added that the opposition ought not to “concoct figures” to fit their political views or use racial tactics as these continue to damage the vision of social cohesion the coalition holds for the country.

“What is irreplaceable in the analysis is that if you call it ‘the 10 per cent party’ it is still a credible force in Guyana and you have to reckon with it,” he began.

He stated further: “The fact of the matter is that ethnic voting has been evident in these elections as we have had in past elections and the plight of the sugar workers had been made into a racial and a political football and unfortunately, we have to grapple with the issue of the divisiveness which ethnic polarisation

can cause.”

In addition, Ramjattan stated that the AFC will be doing its own investigation on why it would have underperformed in certain areas. “We have also been analysing why in Berbice we might have underperformed to the extent. But then, we had to make very, very hard decisions, one of which was sugar and we feel that the sugar decision is absolutely correct because it would have dragged the entire economy,” he said, adding: “Indeed, a lot of sugar workers are in Berbice and in Canje; Corriverton; and Whim and in all those areas we are going to have some follow-ups.”

PUT ASIDE POLITICAL BIAS Meanwhile, the coalition congratulated all citizens and political groups

who participated in the LGEs even as they urged citizens to put aside political biases as they work together to develop their communities.

“It is now time to shed political partisanship and join hands and unite in working together for the development of our communities. The successful candidates now have an opportunity to participate and to lead in the process of the renewal of the communities and to continue the reversal of the decay that has beset many of our NDCs as a result of the near collapse of the Local Government system during two decades of neglect,” he said.

The prime minister then reaffirmed central government’s commitment to working with all elected municipals and neighbourhood democratic council bodies to improve the lives of citizens countrywide.

Meanwhile, Minister of Foreign Affairs and Prime Minister (ag) Carl Greenidge vowed, too, that the coalition remains steadfast in its commitment to local governance and democracy. “These Local Government Elections were a clear demonstration of the democratic renewal that has been ushered in by the APNU+AFC administra-

tion. The results, more than anything else, represent a victory. A victory for democracy and for the people of Guyana,” Greenidge said.

He stated further that the elections saw all major municipalities remaining under the coalition's governance while victories were recorded in several NDCs. They both thanked the Guyana Elections Commission (GECOM) and its staff for their efficient execution and supervision of the election ensuring it was “free, fair and credible”.

Trump ordered to restore Saudis say intelligence officer, not MBS Acosta’s press pass --who gave order to kill Khashoggi

A JUDGE in Washington DC has ordered the White House to return CNN reporter Jim Acosta’s press pass after it was revoked by the US Secret Service.

The judge’s order says that the pass must be reinstated, as a CNN lawsuit against Donald Trump continues.

Mr Acosta’s press pass was taken after he clashed with the president during a news conference earlier this month.

The judge said the White House decision likely violated the journalist’s right to due process and freedom of speech.

Speaking outside the court, Mr Acosta praised the decision and told reporters, “Let’s go back to work.”

The White House has yet to comment on the ruling.

The ruling forces the White House press office to temporarily return Mr Acosta’s “hard pass”,

the credential that allows reporters easy access to the White House and other presidential events.

Mr Acosta’s lawyer called the ruling “a great day for the First Amendment and journalism”.

Mr Acosta was barred from entering the White House a day after he had a heated exchange with President Trump during a news conference on November 8.

During the news conference, a White House intern tried to take the microphone from Mr Acosta as he attempted to ask the president a follow-up question.

In a statement, White House spokeswoman Sarah Sanders claimed that he had put “his hands on a young woman” during the exchange, during which Mr Trump called the reporter “a rude, terrible person”.

CNN sued to have Mr Acosta’s pass restored, and their lawsuit was joined by other media groups, including conservative-leaning Fox News.

Judge Timothy Kelly, who

was appointed to the bench by Mr Trump last year, said Mr Acosta’s constitutional rights outweighed the White House’s right to have an orderly news conference, the Washington Post reported.

He also criticised the Trump administration’s decision, saying that the process was “so shrouded in mystery that the government could not tell me... who made the decision”.

He also called Mrs Sanders statement claiming that Mr Acosta had inappropriately touched an intern “belated efforts [that] were hardly sufficient to satisfy due process”.

But in court documents, the White House argued that the decision was made in order to preserve White House decorum, and did not claim impropriety towards the intern.

Judge Kelly added that the White House is required to restore his White House access, but is under no obligation to call on him during questions. (BBC)

SAUDI Arabia’s public prosecutor has concluded that an intelligence officer ordered Jamal Khashoggi’s murder, and not Crown Prince Mohammed bin Salman.

The officer was tasked with persuading the dissident journalist to return to the Gulf kingdom, a spokesman said.

Khashoggi was given a lethal injection after a struggle in the Saudi consulate in Istanbul on October 2, he added.

The public prosecutor has charged 11 people over the murder, and is seeking the death penalty for five of them.

Their cases have been referred to a court, while investigations into another 10 people suspected of involvement continue.

The US treasury department later imposed economic sanctions on 17 Saudi officials who it said had “targeted and brutally killed” Khashoggi, who lived and worked in the US, and had to “face consequences for their actions”.

They included Saud al-Qahtani, a former adviser to the crown prince who the

treasury department alleged was “part of the planning and execution of the operation” that led to Khashoggi’s murder; Maher Mutreb, who it said had “co-ordinated and executed” the operation; and Mohammed Alotaibi, the Istanbul consul-general.

Secretary of State Mike Pompeo said the sanctions were “an important step in responding to Khashoggi’s killing”, and vowed to “continue to seek all relevant facts, consult Congress, and work with other nations to hold accountable those involved”. At a news conference in Riyadh on Thursday, Deputy Public Prosecutor Shalaan bin Rajih Shalaan said Khashoggi’s body was dismembered inside the consulate after his death.

The body parts were then handed over to a local “collaborator” outside the grounds, he added.

A composite sketch of the collaborator has been produced, and investigations are continuing to locate the remains.

Mr Shalaan did not identify any of those charged with the murder.

Police arrest Cuban refugees

--protesting outside UN buildings

Cuban refugees encamped outside UN House on Chancery Lane in down-town Port of Spain earlier in the week

PORT OF SPAIN, Trinidad, CMC – At least 75 Cuban nationals who have been camped outside the United Nations buildings here, are due to appear in court after they were arrested by police during an early morning exercise on Friday.

A police statement said that the Cubans, who have been protesting outside the buildings in support of their applications for asylum, were removed from the premises and bussed to a police station just on the outskirts of the capital.

It said that the Immigration Division “is processing the individuals regarding their legality for being in this country,” and that under the Summary Offences Act, the Cubans would be charged “with obstruction of the free passageway”.

The statement said that the Cubans are due in court later to answer the charges.

Earlier this week, the United Nations High Commissioner for Refugees (UNHCR) said it had “registered carefully” the concerns of the more than 100 Cuban nationals.

“The group has been in contact with UN personnel, notably with UNHCR, the UN

Refugee Agency. The concerns of this group have been registered carefully, and UNHCR is working to help with their immediate needs and to provide practical information on how best to convey their circumstances to the appropriate authorities in Trinidad and Tobago,” the UNHCR said in a statement.

It said that the United Nations, as a matter of principle, respects the rights of all people to peaceful protest. “Similarly, refugees and asylum-seekers are required like all people to abide by the laws of the country that hosts them, and to refrain from any action that could put at risk the safety of UN personnel or their ability to perform their duties.”

On Tuesday, the Trinidad and Tobago government described as “very complex” the situation involving the Cuban nationals, with the Minister in the Ministry of the Attorney-General, Fitzgerald Hinds saying the country is faced with “this unsightly situation with them gathering in large numbers there, and that now raises the issue of being robbed, that raises the issue of obstructing the passageway and breaching domestic laws...

“So all of these issues

complicate the matter. But be assured the Minister of National Security, Stuart Young, and the government (are) on top of the situation, and doing all that we can in keeping with the law and our international obligations.”

The Cubans say they want their applications for asylum expedited by the UNHCR, and that they are prepared to go to any country. They said some of them have been here for the past three years awaiting assistance.

The group members say they have fled Cuba because they have been persecuted for “being peaceful opponents to the totalitarian regime of the Castro brothers”.

On Monday, they tied themselves to the gates of the UN buildings but untied themselves when police arrived, and unlike the previous occasion in December last year when eight of them were arrested and charged with wilfully obstructing the free passage of people on a public road, none were detained.

In September, Magistrate Sanara Toon McQuilkin dismissed the charges against the group after prosecutors were not ready to begin the case, for the third time.

Retrenched Bajan workers to benefit --from UWI’s Entrepreneurship Clinic THE University of the West Indies, Cave Hill Campus will soon bring on stream an Entrepreneurship Clinic, which will aid retrenched workers in setting up their own businesses.

Pro-Vice-Chancellor and Principal of the UWI, Cave Hill Campus, Professor Eudine Barriteau revealed this on Thursday as she spoke during the opening ceremony for Research Week 2018 and the presentation of Research Week Awards, which formed part of the university’s activities in celebration of its 70th anniversary.

“I am very pleased to inform you that one of the ways in which this university is responding to the retrenchment exercise currently taking place as a result of the Barbados Economic Recovery and Transformation (BERT) programme, is the provision of an Entrepreneurship Clinic on Saturday that will offer free, professional advice to would-be and budding entrepreneurs,” Professor Barriteau told attendees gathered under the “Big Tent” on campus.

“Yes, the Cave Hill Cam-

pus will assist persons who have been retrenched and who have a business concept, and wish some advice as to how they may proceed to implement it. Even if you have not been retrenched, but want to start your own businesses, a volunteer team of professionals from our Faculty of Social Sciences will provide free guidance on starting your own businesses. And I thank them for this selfless act of giving back to the community,” she added.

“Accounting experts and others in our Department of Management Studies, our Department of Economics and the Student Economic and Empowerment Development (SEED) Programme will assist you in reviewing your projects and offering some of the best technical advice available,” she further revealed.

Barriteau meanwhile stated, “Because of rapid changes in domestic and regional job markets and the general tightening of the national economy we are witnessing daily, these programmes are particularly relevant. “However, I must add, life-long learning is now a required feature of 21st Century societies. Gone are the days when one could study or train for a career or job and pursue that occupation from 18 years to retirement.”

Moving CSME forward

T

HE 47th Meeting of the Council for Trade and Economic Development (COTED) currently being held in Guyana offers an excellent opportunity for advancing towards the goal of the Caribbean Single Market and Economy (CSME).

For too long progress towards CSME has been repeatedly paused or slowed. Deadlines for implementation of key aspects of the initiative have been missed, as some Caribbean Community (CARICOM) Member States appear to give rhetorical support to the undertaking, while doing little to bring it to fruition.

CSME, when implemented, will offer enormous benefits to regional economies and relations, and more effort must be put into realising full implementation.

CSME was first conceived in July 1990 at the 10th Meeting of the Conference of Heads of Government of CARICOM in Grenada. The document which launched the initiative in January 2006, the Grand Anse Declaration, committed the original six signatory States to work towards wider and deeper economic and other areas of cooperation. The document originally set a goal of 2008 for full implementation of the proposal.

The declaration envisioned and set out three objectives: 1. Deepening economic integration by advancing beyond a common market towards a single market and economy.

2. Widening membership in the programme, thereby expanding the economic influence of CARICOM; and 3. Progressive insertion of CARICOM into the

global trading and economic system by strengthening economic links with non-traditional trading partners.

Unfortunately, even though additional CARICOM States have since signed onto the initiative, progress has been slow, and none of those original objectives have been fully met, even after ten years beyond the original deadline.

Last September President David Granger lead a delegation including Minister of Foreign Affairs Carl Greenidge to the 9th meeting of the Prime Ministerial Sub-Committee on the CSME, which was held in Barbados. Having expanded the original objectives, the matters discussed included simplified procedures for regional travel, macro-economic cooperation and support, and means of addressing non-compliance with aspects of agreements. Before leaving for that meeting, Minister Greenidge expressed the hope that, “member States may be able to move forward and will come to a conclusion on a number of critical issues.”

At the COTED meeting now being held in Guyana, Chairperson Barbados’s Foreign Trade Minister Ms. Sandra Husbands noted that implementation of CSME is a challenging undertaking. However, Minister Husbands pointed out that despite that fact, the opportunities offered by CSME must be seized especially if CARICOM is to become economically resilient.

She stated that, “Economic resilience must be one of our priorities and win-win must be our goal. We need to organise our production activities and integration.

Alluding to relations between CSME States, Minister Husbands said, “We are not fifteen members haggling

and negotiating to create benefits for our countries, rather, we are sister territories striving to manage our resources and opportunities, to generate accelerated value which we share for our mutual benefit.”

Considering the slow pace of progress towards implementation, it is hoped that Minister Husbands’ pronouncements, being expressive of great hope and optimism, can be realised in the near future.

The CSME which is now envisioned – after many delays – to be activated in a multi-phased manner, has expanded its goals from mere economic cooperation; objectives now include free movement of skilled persons, harmonisation of policies, and consideration of a single regional currency. Additionally, technical cooperation in such areas as agriculture, tourism, energy, and diversified trade are also being contemplated.

While one may wonder if the expanded objectives are somewhat unrealistically optimistic, given that the narrow original goals are still to be met, there is reason for hope though. It is observed that governments are now giving CSME renewed and more frequent attention. However, in order for the benefits of CSME to be realised, there must be more than frequent meetings and discussions; there must be concrete actions such as the passage of enabling legislation. The obvious benefits of a single regional economy are obvious and the advantages are self-evident. It is therefore hoped that the pace of progress may be improved and objectives are met with increased efficiency to the benefit of all CARICOM citizens.

Too many pick-pocket robberies downtown Dear Editor,

HERE is a very disturbing trend of robberies in central Georgetown, particularly in the evenings by what appears to be a well-organised gang of young men.

On the evening of Thursday, November 16, 2018, persons were robbed in the vicinity of the Route 44 bus park, as well as the Stabroek area close to Demico. The known incidents took place just after 20:00hrs. This follows the observation of similar incidents by some persons who resorted to sharing their horrifying experiences on social media.

The method employed involves a snatcher, who snatches the victim’s possession then runs away, followed by a group of about five to 10 young men. The snatcher’s followers would pretend to be public-spirited citizens running to catch him, shouting “Catch him”. The gang subsequently regroups after the snatcher would have covered some safe distance. This gang, which is said to be known, continues

to operate with unfettered boldness. They seem to prefer the most populated bus parks, such as Routes 40, 44, 45 and 48, their targets being mainly unsuspecting passengers with earpieces/headsets on, persons with bags, and the feeble.

Even when there is police presence around Stabroek Square, the gang’s numbers alone seem to be a discouragement for the one or two unarmed police traffic ranks to intervene.

The gang operates at all hours, but prevails at night because of inadequate lighting around the areas close to bus parks, making it particularly challenging for victims or even some witnesses to provide reports with clarity of their identity to police.

Stabroek Market is iconic and an insignia of Guyana’s Capital City, Georgetown. It has been advertised internationally in tourist documentaries, magazines and other medium. The area surrounding it is a hub, where workers, merchants, students, visitors and others transit by their hundreds on daily bases.

How then does this area continue to be the most

unsafe place for persons to traverse? Of more irony is its proximity to the Ministry of Public Security, and the main precinct, the Brickdam Police Station.

I wish to make it categorically clear that this issue is not being highlighted with any political motive whatsoever; it seeks to obtain relief and safety for the wellbeing of all citizens, as well as prevent further distortion to the image of this country.

The relevant authorities are, therefore, urged to properly illuminate and purge the areas mentioned of all unwelcome and criminal elements. They are further encouraged to maintain active police patrols and presence on a 24-hour basis. Such moves will not only deter criminal elements but increase safety and rebuild public trust towards our security sector.

Gov’t MPs briefed on no-confidence motion

FRIDAY’s sitting of the National Assembly has been postponed on the request of the Government of Guyana.

The postponement, which was granted by the Speaker of the National Assembly Dr. Barton Scotland, was done to facilitate a special caucus of government ministers at the Ministry of the Presidency in light of the pending No-Confidence Motion.

Bharrat Jagdeo disclosed that he had submitted a no-confidence motion to the Parliament Office against the government because of a poor track record in office as was done in the case of former President Donald Ramotar, when a no-confidence motion was brought against his administration.

And while the deferral occurred without an explanation being offered to the opposition parliamentarians, Khan said this is nothing new.

“There is precedent, going back to 2011 and 2012 for the request for postponement.

Under the PPP government, four requests were made for postponement without explanation,” the Director of Public Information said.

The sitting of the National Assembly will now take place on Monday, November 19, and according to the Clerk of the National Assembly Sherlock Isaacs, all Members of Parliament have been formally notified.

On Thursday, Leader of the Opposition

(PNC/R), Volda Lawrence dismissed the no-confidence motion tabled against the government by Jagdeo, noting that the coalition is strong.

Reacting to the motion, Lawrence reminded that Jagdeo’s minority party in the House does not have the votes to successfully pass such a motion. In the 10th Parliament, a similar motion was brought against the PPP’s minority government led by Donald Ramotar by then AFC MP Moses Nagamootoo; but before the motion was allowed, the then President prorogued Parliament. He was heavily criticised by both citizens and the diplomatic community, forcing him to dissolve parliament and call fresh elections which he lost in May 2015.

“My fellow Guyanese, please do rest assured that the coalition government stands strong and united and is well prepared to withstand Bharrat Jagdeo’s idle rantings and no-confidence motion,” Lawrence said in a Facebook post Thursday evening.

On Friday, the coalition government addressed the press on the matter before its emergency meeting at the Ministry of the Presidency.

GECOM confirms ...

Less than 40% voted at LGEs

THE Guyana Elections Commission (GECOM) has pegged voter turnout for the 2018 Local Government Elections (LGEs) at 36 per cent.

Last Monday, 573,923 persons were deemed eligible to vote across 80 Local Authority Areas (LAAs), but according to GECOM, only 208,534 persons, or 36 per cent of the voting population, exercised their franchise to elect their local leaders.

“I find it very disturbing,” GECOM Chairman Justice (Ret’d) James Patterson said Friday as he reflected on the just-concluded polls.

He was at the time addressing a news conference in the company of the Chief Elections Officer (CEO) Keith Lowenfield; Deputy CEO (DCEO) Roxanne Myers; and Public Relations Officer, Yolanda Ward at GECOM’s Headquarters.

According to Justice Patterson, whilst there is an apparent “apathy” amongst the electorate, he is, however, optimistic that voter-turnout will get better with time.

During the March 2016 LGEs, the first in 22 years, approximately 507,633 persons were registered to vote in the mixed system of Proportional Representation (PR) and First-PastThe-Post (FPTP), but only 43 per cent exercised that franchise back then.

Statistical data provided

by GECOM for the 2018 elections has shown that of the 10 municipal towns, Linden had the lowest showing of voters. Of the more than 26,000 voters listed, just a meager 5,221 or 20 per cent of the voting population showed up to cast their ballots. Linden also recorded the lowest voter-turnout for the entire country.

Here in Georgetown, the largest municipality, voter-turnout was pegged at 24 per cent, with only 28,976 of the 119,374 voting population participating in the process.

With a voting population of 14,068, New Amsterdam also recorded a less-than-50-per cent voter-turnout. According to statistics, just 4,068 persons, or 29 per cent of the voter population came out to vote at this year’s LGEs in New Amsterdam.

The other municipalities with voting populations ranging from 10,804 to 1,243, also had less than 50

per cent of their populations voting, with the exception of Mabaruma, which recorded a 60 per cent voter-turnout, followed by Lethem with 52 per cent.

However, Mabaruma only has a voting population of 3,021, while Lethem’s stands at 2,612.

The other towns are Anna Regina (44%), Rose Hall (48%), Corriverton (42%), Bartica (40%) and Mahdia (36%).

POOR SHOWING In response to the extremely low showing at the just-concluded elections, Justice Patterson made it clear that the Commission was in no way to be blamed for that.

“GECOM cannot be blamed for voter apathy; we have done our best,” Justice Patterson declared.

He was stoutly supoorted by the CEO ans well as the DCEO, who both said that GECOM’s mandate is to conduct General and Regional Elections as well as LGEs, and that as such it is responsible for Civic and Voter Education. But that does not include explaining the importance of LGEs to local democracy, particularly where the management of municipalities and Neighbourhood Democratic Councils (NDCs) is concerned. That responsibility, they said, lies with the Ministry of Communities, the political parties and civil groups.

“As far as GECOM is concerned,” DCEO Myers explained, “our Civic and Voter Education focuses on the technical and the procedural aspects of how a voter should vote; what they should know technically; what voluntary groups and parties should know for Nomination Day and for the submission of symbols and those are the kinds of things that we focus on.

“When it comes to inspiration of the electorate or to treat with any sort of apathy, I don’t believe that that’s within our remit.”

She emphasised that there are two components to the Civic and Voter Education, namely the technical aspect, for which GECOM is responsible. The other, she said, is the responsibility of the Ministry of Communities, political parties, civil groups and individuals.

NOT BULKAN’S FAULT “No blame should be laid at Minister Bulkan,” she said. “This coalition did what it had to do in terms of voter education all across the country.

And we didn’t have to have Minister Bulkan going to the various regions.

“We had a cadre of trainers, and in all the regions, we’ve had this cadre taking the message; training the people in the various local.

But I must say that it is going to take some time for us to undo the 22 years that PPP had us under; and I’m sure in time to come, we are going to achieve that and you watch it, 2020-landslide!”

She also made the point that the poor showing at the recent elections was not centralised, but rather spread across the country in all then LAAs. “It is not only in Linden or Georgetown,” she said.

“It is across the country.

This country did not have Local Government Elections for 22 years, and it has been virtually wiped out.

“This coalition government reintroduced it in 2016; the people of this country have not yet grown accustomed to Local Government Elections.

“It is a hard task for us, because it is a long time; 22 years versus three years to break into the electorate that this local democracy will benefit them.”

Over at the GECOM Secretariat, the Chief Elections Officer said there is a lesson to be learnt from

the response to the Local Government Elections.

“I think the lesson to be drawn from this conduct is that we are operating with some laws that need to be reviewed, and no doubt our own recommendations will strive to ensure that, legislatively, there are some changes that makes the whole functionality pretty easy for all to participate meaningfully,” Lowenfield said.

But low voter-turnout

aside, GECOM officials said the elections were conducted in a free, fair, transparent and efficient manner. They also used the platform to thank their staff at the secretariat who contributed to the elections being well-run.

The Guyana Police Force was also singled out for safeguarding the ballot boxes and other election materials while they were being transported from location to location.

Five females escape from NOC

THE police in ‘G’ Division and staff attached to the New Opportunity Corps are currently searching for five females who escaped from the juvenile institution.

According to information reaching the Guyana Chronicle, when checks

were made it was discovered that the students had fled the dormitory.

A police source disclosed that they escaped after jumping the fence; they were serving time for various offences. An investigation has been launched.

Veterans urged to lobby for affordable housing and concessions

FORMER servicemen and women of the British Guiana Volunteer Force, the Guyana Defence Force, the Guyana People’s Militia, and the Guyana National Service were urged to lobby government to provide more affordable housing, tax waivers, and concessions for veterans.

This call was made by Chief-of-Staff (ag) Colonel Trevor Bowman during his remarks on the lawns of Base Camp Ayanganna in observance of Veterans Day on Friday.

He also offered that veterans, as well as serving troops, should “lobby” for a specialised veterans’ hospital which provides a “full range of

medical care and services.”

The acting chief-of-staff conveyed to the veterans, the best wishes extended by Chief-of-Staff, Brigadier Patrick West, who is on leave.

“We the serving members of the GDF honour our fallen comrades and salute those who have served in whatever capacity...Thank you all for your service to this nation,” he said. “Special thanks to our newest centenarian, WWII Veteran, Private Benjamin Durant who celebrated this milestone yesterday, and to Bombardier Gerald Stewart, also a WWII veteran who celebrated his 97th birthday this month as well,” he said.

$28.8M nursery school for Schoonord, La Parfaite Harmonie TWO of the fast-growing housing schemes on the West Bank of Demerara, Schoonord and La Parfaite Harmonie, will now benefit from easy access to nursery education with the construction of a $28.8M nursery school.

Since the two communities are adjacent to each other, the school, which is built in Schoonord, can easily be accessed by residents in La Parfaite Harmonie. Built to the tune of $28.8M and features seven classrooms. The school, which caters for over 100 students within its catchment area, has seven classrooms, a sizable kitchen, modernised sickbay, and a spacious staff room among other necessary rooms.

The contract was awarded to KP Engineering and signed at the Ministry of Communities back in June of this year.

Regional Executive Officer, Denis Jaikaran noted that through consultation the building of the school was envisioned.

“We held consultative sessions across this entire region and found that this project was most important for the people of Schoonord and La Parfaite Harmonie and more so it is in keeping with government’s policy of providing resources to our communities for an improved society through education,” said Jaikaran.

He further noted that over 5,000 residents live in the communities and will receive direct benefit from the school when it begins to function. Regional Education Officer, Annesta Douglas, when asked about the opening of the school, noted that preparatory works are currently ongoing which includes auxiliary and administrative staffing and provision of other necessary resources. She hinted that a January startup is envisaged.

GNBS, hospitality sector join forces

–– to help improve quality of restaurant services

RESTAURANTS across Guyana are set to benefit from a new agreement reached amongst the

Guyana National Bureau of Standards (GNBS), the Tourism Hospitality Association of Guyana

(THAG) and the Guyana Tourism Authority (GTA).

This agreement, Partners in hospitality are from left, Roxan Bourne, GNBS Senior Information Officer; THAG President Mitra Ramkumar; GNBS Head of Marketing and Communication, Syeid Ibrahim; and GTA Licensing and Training Officer, Davina Layne which was concretised on Wednesday as part of Tourism Month 2018, will result in the promotion and implementation of the National Standard for Restaurant: Code of practice for quality and management in the restaurant service (GCP17:2003). Through the implementation of the standard, it is anticipated that restaurants and other food establishments will generally improve the quality of service they offer to consumers.

Head of GNBS Marketing and Communication Department, Syeid Ibrahim said the Bureau will be embarking on a corporate marketing venture with GTA and THAG to promote and endorse the standard.

This, he said, will be done in a phased manner that will include reviewing the standard to fill the gaps, if they are any; making the standards available to all sizes and categories of establishments; offering technical support to establishments based on stipulated requirements; and the evaluation and possible certification of conforming establishments.

Ibrahim said that while it usually takes time for societies to adapt to standards and get used to them, restaurants here need to get their act together if they want to benefit from the coming economic revolution.

THAG President Mitra Ramkumar lauded the GNBS for taking this initiative, as he believes that it will yield the level of conformance businesses need to offer the best quality of service to their customers.

For that matter, he views the implementation of the Restaurant Standard as not only “making perfect Business sense” but something that will ultimately make

customers happier.

Ramkumar also believes that conforming restaurants will benefit significantly when the oil-and-gas sector really takes off, and has already given his word that THAG will see to it that the standard is implemented as each and every one of its members will be provided with a copy of the document. He said, too, that eventually, the offer will be extended to non-members as well.

Speaking on behalf of the GTA, Licensing and Training Manager Ms. Davina Layne, said that having quality tourism offerings is critical for customers to have value for their money, and at the same time have them desire to return to a particular restaurant because of a great service they had experienced.

Ms. Layne said that quality is key for any visitor to a food establishment, and having a standard, which was specifically developed to enhance the quality of service offered by restaurants, will guide them in consistently providing a good experience for those who indulge in the local cuisines offered by these establishments.

By adapting to best practices and following quality control measures, restaurants will be able to gain customers confidence, realize return visits by customers, grow revenues, increase efficiency and productivity and reduce overhead costs.

The GNBS will be offering the restaurant standard for sale at a significantly reduced cost to encourage all categories of restaurants to get onboard the new initiative, so that by the end of 2019 a large majority of these establishments will be in conformance

Farmer busted with over five kilos of cocaine

A 50-year-old poultry farmer of Smythfield, New Amsterdam, Berbice was arrested at the Moleson Creek Ferry Stelling at about 09:25hrs on Friday for possession of narcotics for the purpose of trafficking.

Police, acting on information received,

conducted a thorough search of the farmer’s vehicle which was Suriname-bound and found concealed therein, several packets of cocaine which weighed in excess of five thousand, six hundred (5,600) grams.

Police said that the suspect is being processed for court.

No mining, forestry permits issued to ministers … 12 new gold dealerships licensed

THE Guyana Forestry Commission has confirmed that no mineral or forestry licences have been issued to sitting government ministers, although clarifying that two junior minister have held mining interests prior to taking office.

In a statement from his office, Minister of Natural Resources, Raphael Trotman said both ministers have advised that they have relinquished all and any interest and control in said mining ventures.

Trotman’s remarks are contained in his written response to question posed by opposition Members of Parliament, Gail Teixeira and Irfaan Ali. Opposition Chief Whip Mrs. Teixeira had questioned the beneficial ownership or interest, whether direct or indirect, by Ministers of the Government, in any mining or forestry license. In response, Minister Trotman has Minister of Natural provided the Clerk of Resources, the National Assembly Raphael Trotman Sherlock Isaacs with a copy of a letter from the Guyana Forestry Commission; the agency responsible for issuing forestry licenses, which states that the GFC, “has not issued any forestry license to any minister.”

Meanwhile, a letter from the Guyana Geology and Mines Commission which was shared with Mr. Isaacs also shows that among many other persons, two junior ministers are recorded as having held mining interests which pre-date their assumption to public office as Ministers of Government. Minister Trotman was advised by both ministers that they have relinquished all and any interest and control in the said mining ventures.

In his question, Opposition Member Irfaan Ali asked Minister Trotman to provide the National Assembly with the number of licenses issued for the export of gold in the last three years, the names of the persons who were granted a license and the year it was granted.

The Clerk of the National Assembly has been provided with a copy of a letter from the Guyana Gold Board listing twelve dealerships which were granted license to possess, sell or export gold. “No minister in the present government was granted such a license.

The Guyana Gold Board is the authorising agency for issuing the license,” the ministry’s release stated.

The Ministry of Natural Resources said it and its agencies, the Guyana Geology and Mines Commission, Guyana Forestry Commission and Guyana Gold Board, remain committed to providing information to the National Assembly in the interest of transparency and public accountability, and cautions against rumour-mongering and wild hysterics which are irresponsible.

UG approves pay hike for staff

THE University of Guyana Finance and General Purposes Committee, on Wednesday unanimously approved the request of Vice-Chancellor Professor Ivelaw Griffith for salary increases at the rate of three per cent for all el-

igible UA staff and four per cent for all eligible UB staff, retroactive to January 1, 2018.

These increases will be paid to staff members of the University of Guyana

by Thursday, December 20, 2018, the institution said in a

release. “Considering the increases granted for 2017, this makes the combined increase over two years nine per cent for UA staff and 12 per cent for UB workers,” UG said.

According to Vice-Chancellor Griffith, “although the 2018 negotiations with

the unions never moved beyond differences over the agenda, I felt obliged to act on what we had planned all along to do; that is, to offer a salary increase for 2018.”

He further emphasised that, “the administration maintains the principled position that

performance will be a factor in this exercise, and that no academic staff with outstanding grades will be granted the increase.”

The university said as with previous salary increases, this salary adjustment requires finding money for the allowances that are pegged to salaries. “For example, housing allowances are tied to salaries at the rate of 20 per cent. Overall, the adjustment this year will cost the University G$ 81.34 million.”

The vice-chancellor noted that while the percentage increase is modest, it is guided by the principle of affordability; G$81.34 million is what the university can afford at this time.

Additionally, the increase is granted knowing that there is an understandable expectation by staff members for some form of financial relief for the year.

In making the announcement of the salary increase, the vice-chancellor took the opportunity to thank all staffers— in Estates Management, the Faculties and SEBI, the Registry, Library, Bursary, Centre for Information Technology, Software Development, Personnel, Institute of Distance and Continuing Education, Safety and Security, Berbice Campus, and the Vice-Chancellery, which includes the offices of the Deputy Vice-Chancellor—for their dedicated service to students and the university community as a whole, during the year. He highlighted the Universi-

ty’s 52nd Convocation held on Saturday, November 10, where 1,739 students graduated, as evidence of truly talented and caring members of the university family who go beyond the call of duty in their various units.

Last week the unions representing workers had warned that the University of Guyana administration had brought the university to the brink of another crisis as it refuses to engage the unions on issues of deep importance to workers.

The unions said they had been attempting to negotiate with the administration on a range of matters since February 2018. “These negotiations have gone nowhere.

Additionally, the unions are deeply concerned about the state of the university’s finances, and about the administration’s violations of the university’s statutes and procedures,” the unions had said.

The unions said after negotiations with the administration stalled because of the failure to agree on an agenda, the unions took the matter to the Department of Labour in August 2018. The administration did not agree to the conciliation meeting scheduled for 25th October 2018, but instead informed the Department that the negotiations were not stalled.

The unions have had to supply the written evidence to the Department of Labour regarding the lack of progress in the negotiations.

Inquest into death of suspected thief postponed THE Coroner’s Inquest into the death of 40-year-old Nigel Lowe that was scheduled to commence today, was deferred to December 3 due to a juror’s absence.

Lowe, of Block ‘A’, Joe Singh Entrance, Sophia, was allegedly known in his community as a thief; on May 8, 2013, he was battered and chopped to death by a mob of about 20 men. His lifeless body was then tied to a lantern post and covered with pieces of wood.

There are reports that he was beaten after an alarm was raised in the neigbourhood that he was stealing from a resident; however, there are no reports of anyone being charged in relation to his brutal death.

The inquest is an official judicial process that will determine the cause of his death. When the matter was called at the Sparendaam Magistrates’ Court on Friday morning, Magistrate Alisha George was informed that only two of the jurors were present.

The magistrate told the court that all three of the jurors have to be present before the hearing commences. Consequently, the hearing was then adjourned until December 3, 2018 at 14:00hrs.

Earlier last week, the Deputy Registrar of the Supreme Court published a notice in the daily newspapers for 13 witnesses to attend the hearing, and testify in the proceedings.

Of the 13 witnesses, three of them are police ranks: Detective Corporal Patrick Benjamin, of Cove and John Divisional Headquarters; Corporal Sohan Ramdat, of the Sparendaam Police Station; and Detective Corporal Kester Moriah of the Turkeyen Police Station.

The others are Jennifer Lowe, Viola Chisholm, Benette Hall, Sherry Punch, Lindo James, Clarence Layne, Michael Layne, Rohee James, Trayon Garnette and Tondica Tucker.

GIS group building interest in Geography

GEOGRAPHIC Information Systems (GIS) are designed to capture, store, manipulate, analyse, manage, and present all types of geographical data.

It allows users to visualise scenarios and understand relationships, trends and patterns in our environment by digitally linking information to maps, and displaying this information through maps.

Over the past few years the Central Housing and Planning Authority (CHPA) has been using the technology to assist in their development of housing schemes and projects across the country.

“We’re able to collect data, show where our house lots are, where our schemes are, how many persons live there, who has occupied, the level of occupation all of that and it helps us whenever we’re developing a new area to say what exists already. The services that exist will inform our designs, what do we put into our new design, do we need a new school, all of what exists will inform what our new design will comprise,” shared GIS Analyst at CHPA, Malini Jaikarran.

“We’ve actually used this information to monitor our infrastructure works, for example with the sustainable hinterland housing project, which we have in three regions. There’s another project that’s

coming on stream where we will be using the GIS and drone technology as well to monitor a section of the new IDB programme.”

Passionate about the technology and the doors it opens up, Jaikarran and a number of her colleagues have been advocating the celebration of GIS Day for the past five years. Internationally the day is officially observed on the second Wednesday of November.

Last Wednesday, in commemoration of the day, a ceremony was held at the University of Guyana (UG) Education Lecture Theatre (ELT), attended by a number of students from secondary schools, and the university.

Aside from advocating the GIS technology, celebrations of GIS Day is also used to garner interest in the field of geography.

“We realise the interest in geography is waning at secondary and at university level so we wanted to get people to start enrolling more for the geography programme. Because they’re thinking you can only do geography and then go teach, but there’s so much more you can do. At this year’s event we have a student talking about all the different careers you can get into once you study geography at university,” Jaikarran noted.

EXECUTIVES of the Guyana Public Service Union (GPSU) on Thursday called out the govern-

ment-appointed Interim Management Committee (IMC) of the Guyana Public Service Cooperative Credit Union (GPSCCU) to produce the evidence to

show mismanagement by the previous management team.

“It ought to be established what was being done wrong for you to have taken

action. As far as I’m aware, there was no justification for what was done,” said GPSU President Patrick Yarde, speaking before a gathering of some 200 members at the GPSU headquarters.

“It’s been [six] months, I think it is time to bring out all the fraud and irregularities. I do not believe that all that we were told is everything.”

Those present called for a protest outside of the GPSCCU headquarters on Hadfield Street, and a petition to be signed by members calling for the ousting of the IMC. This comes even as the IMC announced that they are in the process of paying out over $100 million in dividends to members.

The current IMC was installed at the GPSCCU last May by the Ministry of Social Protection, due to the “unsatisfactory” performance of the previous management team, which at the time was being led by Chairperson, Patricia Went.

Went was also present at Thursday’s GPSU meeting. The GPSU noted that they are currently engaging lawyers on the way forward. A major concern to those GPSCCU members gathered last evening was the processing time for loans, and the fact that members from as far as Linden and Berbice now have to come to Georgetown to process their applications, where as in the past those

services would be taken to those areas.

“Is two passage you have to pay,” cried a member from Linden, noting that after making their requests, members would have to travel back to the city to uplift their payments.

Members also complained about the need for too many guarantors-- as many as six-- which members have difficulties sourcing, before they can access their loans. Yarde said the previous management team was in the process of installing a system that would’ve done away with the need for guarantors, but never got a chance to implement.

Some members were not happy that the dividends to be paid will be 3 per cent, asking for a comparison with what was paid in the past. GPSCCU members have not been paid dividends since 2010.

The non-payment of dividends was one of the chief complaints by the ministry in their removal of the management team.

However, Yarde contends that the upheaval of the management team in essence has to do with their refusal to pay over some $49 million in retroactive contributions to the Audit and Supervision Fund for the years 2002 – 2013.

According to Yarde, while the credit union is mandated to pay over contributions to the fund, those payments have been a matter of contention for some years now, until in 2013 when the then Minister of Labour waivered all subse-

quent payments, save for an annual payment of $500,000 to the Guyana National Cooperatives Union Limited. However, the waiver did not start until 2013, and the Ministry of Social Protection is requesting monies owed prior to that.

However, Yarde argues that audits for 2002 – 2010 were already completed and accepted and should not now be amended to include monies owed to the Audit and Supervision Fund.

In 2017, Chief Cooperatives Development Officer, Perlina Gifth wrote to the GPSCCU auditors, Maurice Solomon and Company, requesting that they amend the 2011 – 2013 audits to include monies owed to the Audit and Supervision Fund. The AGM could not be held until the 2011 – 2013 amended audits were accepted by the management committee, and the money paid over. Yarde said the management team maintained that they were paying “not one cent”.

However, Gifth wrote to inform that approval for the 2014 – 2016 audits would only be given after the 2011 – 2013 amended audits were accepted.

The AGM could not be held until the audit was approved, and the dividends could not be paid over until the AGM was held.

However, since the IMC has taken over and paved the way for the paying out of the dividends, Yarde and company are now calling on the IMC to hold the AGM if they believe they have the backing of the members.

Hicken relieved of commander post

ASSISTANT Commissioner of Police Clifton Hicken has been reassigned to the post of Force Training Officer, leaving his most recent commander post in ‘B’ Division to another officer of the force.

The move was confirmed by a senior police officer and Hicken himself. Hicken on Thursday returned to work from annualised leave. He was at the time commander of ‘B’ Division—a move that was made after the appointment of Leslie James as Commissioner of Police and the appointment of four Deputy Commissioners of Police, one of whom now occupies the office Hicken held at Eve Leary prior to the appointments.

A senior police source indicated to the Guyana Chronicle that Hicken’s

movement could be seen as one which speaks of the confidence of the police top command as his new post, in addition to being regarded a one that fits into the administrative team of the force, also demands more as against a divisional commander or branch head.

Hicken has been serving the Police ‘F’ ‘D’ ‘A’ and ‘B’ Division as commander prior to being asked to hold the office of Assistant Commissioner Operations after the retirement of Christopher Griffith.

Commissioner of Police Leslie James, three weeks ago, went on records as saying during his divisional outreaches, that no department of the force would be considered a dumping ground for officers. There is a belief that once an officer

is asked to head the training school or projects office, it is a demotion.

James had also indicated that the new management team of the force will be working hard to revamp the present curriculum that presently obtains at the training school and that the force would be looking for a competent and strong individual who would roll out that aspect of the management team’s vision.

He stressed that it is his hope that once the trainees exit the training school and commence their duties; they should be able to interact with any member of the public at any level— something that is usually a challenge at this point with ranks now leaving the training school and heading into divisions to serve.

Man confesses to murder of Parika woman

THE police have been able to secure a confession statement from a 37-year-old man in the murder of 22-year-old Romeza Sukdeo whose decomposing remains were found in a clump of bushes on Sunday morning by a passing security guard.

Police sources indicated to the Guyana Chronicle that the man whose name was given as Naresh Ally known as ‘Little Robbery’ allegedly confessed to the crime. He was picked up shortly after the post-mortem on Wednesday which confirmed that the young lady was indeed murdered.

He reportedly told detectives that he and the young lady had gotten into an argument. He then strangled her and left her body in a clump of bushes.

Sukdeo had been battling substance abuse for the past seven years and repeated efforts by her mother to have to her give up that lifestyle and return home were futile.

The mother had indicated that the young lady once told her that should anything happen to her while she was on the streets, there are two particular individuals whom the police should go after.

When she was found dead, those two individuals were picked up but it turned out that it was not any of the two who killed the young lady and they also apparently had nothing to do with her.

The police are presently preparing the file to be sent to the director of public prosecutions for advice on the laying of possible charges against the suspect.

Werk-en-Rust woman remanded for ganja possession ROSLYN Barclay, 25, of Hardina Street, Werk -en -Rust, appeared before Magistrate Leron Daly in the Georgetown Magistrates’ Court on Friday, charged with possession of marijuana for the purpose of trafficking.

The charge alleges that on November 15, 2018, at Lot EE Hardina Street , Werk- en- Rust, Barclay had in her possession 650 grams of cannabis for the purpose of trafficking.

The woman, who was unrepresented by counsel, denied the charge that was read to her by the magistrate.

According to the particulars of the offence, the police on the day in question acting on information, went to the defendant’s house where a search was conducted on her person and on the house; but the narcotic was not found.

However, a search was then conducted in the defendant’s shop where the drug was found in a black plastic bag.

Police prosecutor Harris objected to bail on account of the seriousness of the offence; the magistrate upheld the prosecutor’s objection and bail was denied.

Barclay was therefore remanded to prison until December 14, 2018.

South Africa collapse to England

(ESPNCRICINFO) - ANOTHER crunch game, another heart burn for South Africa.

TWO nights after sensationally losing 9 for 28 against West Indies, South Africa collapsed from 55 for 4 to 85 all out, with Anya Shrubsole, Player-of-the-Final at last year’s World Cup, taking a hat-trick to hasten the end.

In the absence of Katherine Brunt, Natalie Sciver, who took the new ball, bowled an incredible 20 dot balls and finished with 3 for 4 to set up the game.

The pair had a combined contribution of 6 for 14 on the face of South Africa’s blockblock-slog approach to hand the advantage on a platter to England. The target hardly caused a flutter, England chased down the runs in just 14.1 overs to put themselves in an excellent position to make the semi-finals. All they needed was a West Indies win over Sri Lanka to get there.

limped to 3 off 15 in the first five overs. After plodding her way, she was out lbw playing all around a full Sciver delivery. The wheels truly came off when Marizanne Kapp and Dane Van Niekerk fell in the space of thee deliveries to leave South Africa reeling at 30 for 4 in the ninth over.

Van Niekerk’s wicket could count as a lucky break as it deflected off the bowler’s hand after Kapp drilled it straight back.

In all, South Africa played out 43 dots in the first 10 overs, lost too many wickets and then got into a tangle because they didn’t have enough batting depth. Chloe Tryon tried to provide a late lift by muscling two sixes and a four in her 27, but fell in trying to score runs amid a clutch of lower order wickets.

England also lost three quick wickets, but their pulsating start in pursuit of a small target left them with no hiccups, Heather Knight and Amy Jones seeing them through without much fuss.

St Lucia ground staff praised (CMC) – ENGLAND’S head coach Mark Robinson has heaped praise on the curator and ground staff at the Darren Sammy Cricket Ground for their excellent work which resulted in Group A matches of the ICC Women’s World T20 being played at the ground despite heavy rainfall.

Kiwis crumble under Pakistani pace (REUTERS) - PAKISTAN’S bowlers showed controlled aggression and intelligence to skittle out New Zealand for 153 on day one of the first Test in Abu Dhabi yesterday.

The Kiwis struggled to score on a dry pitch after winning the toss, and lost their last seven wickets for just 42 runs in the afternoon session, with skipper Kane Williamson’s 27th Test half-century reduced to a footnote.

New Zealand removed openers Imam-ul-Haq (6) and Mohammad Hafeez (20) before the close, but the day belonged to Pakistan who will resume on 59 for two, trailing by 94 runs with eight wickets in hand.

New Zealand’s openers Jeet Raval and Tom Latham survived the opening 10 overs before in-form pace bowler Mohammad Abbas had Raval edging to wicketkeeper Sarfraz Ahmed for seven runs.

Leg-spinner Yasir Shah, introduced in the 15th over, struck right away as Latham chipped one to Hafeez at mid-wicket.

(REUTERS) - ENGLAND captain Joe Root hit a brilliant century to put his team in a strong position in their quest for a series-clinching victory on the third day of the second Test against Sri Lanka yesterday.

Opener Rory Burns had earlier struck his maiden fifty as England, who lead the three-match series 1-0 after last week’s win in Galle, reached 324 for nine in their second innings at stumps, a lead of 278 on a pitch offering plenty of turn.

Wicketkeeper Ben Foakes, playing his second Test, further stretched England’s lead after the dismissal of Root for 124 and was unbeaten on 51 with James Anderson four not out when bad light and rain brought an end to the day’s play.

Root and Foakes added 82 for the seventh wicket, dampening Sri Lanka’s hopes of restricting England’s lead to a manageable target at Pallekele after reducing them to 219-6 at one stage.

“I would love to give it (head coach) to someone who has been close to the successes of the past, because I think the players are lacking that information.

“I won’t be singing my own praises, but if someone feels I can help … the CWI has ignored players like me over the years.”

By Brij Parasnath INDIA’S vice-captain Smriti Mandhana expressed confidence that her team will prevail against the mighty Australians, as they aim to maintain their dominance when the two unbeaten teams in ICC Women World T20 Group B clash at the Guyana National Stadium, Providence today from 11:00 hrs.

Those are positive wishes after India clinched the second semi-final qualifying spot from Group B when they registered a comfortable 52-run victory over Ireland in their third Group B match to make it three wins in a row on Thursday.

The Harmanpreet Kaurled Indian outfit will be brimming with confidence, just like their Australian counterparts, who also won their three previous encounters in commanding fashion and will also be highly optimistic for a positive outcome too.

Australia, the three-time champions (2010, 2012 and 2014) should be at full strength while India will probably miss the services of

veteran opener Mithali Raj, who limped off on Thursday with a suspected thigh strain to her right leg.

Apart from Lanning and Healy, the Aussies team comprises Beth Mooney, Rachel Haynes, Ash Gardner, Elyse Villani and Perry, who are all very good exponents of willow and will be the ones relied upon to maintain their unbeaten streak, as they head to Antigua for the crucial semi-finals.

Draught president wants more support to make game bigger in Guyana PRESIDENT of the Guyana Draughts Association, Jairam Ramdeen, is hoping for more support to take the game to new heights in Guyana.

After a successful two-day national championship in Georgetown, Ramdeen is optimistic that the sport can continue to grow and that interest can be reignited in certain areas if more systems are in place.

“If we have more funds, we can travel more, hold more tournaments and have more people playing the game.”

Ramdeen has already earmarked the indigenous community of Orealla in Berbice, but will also look to target other indigenous communities.

“If we can get the government and corporate entities to assist us, I think it will motivate more people to join.”

Golden Jaguars prepared, ready for French Guiana – Johnson

By Rawle Toney IN three days, Guyana’s Senior Men’s National team, popularly known as the ‘Golden Jaguars’, will play French Guiana in Cayenne in a crucial encounter in the CONCACAF Nations League Qualifier.

The new COCNACAF pathway-tournament to the ‘Gold Cup’, affords countries like Guyana, the best opportunity to qualify for the Confederation’s marquee Championship and as such, Golden Jaguars head coach Michael Johnson is adamant that his charges will deliver the ‘W’.

Guyana currently sit 11th on the 34-team table, having won their last game 8-0 away against Turks and Caicos, after opening their Nations League campaign with a painful 2-2 draw against Barbados at the Leonora Track and Field Centre.

French Guiana made their maiden CONCACAF Gold Cup appearance in 2017 but the French-speaking South American Nation has had a rocky start in their quest for a second appearance in 2019.

The side opened with a 0-1 defeat to St Vincent and the Grenadines, but rebounded to overwhelm Anguilla 5-0 in their second outing.

However, French Guiana are currently 16th on the table, and according to Johnson, with them (French Guiana) playing at home, the upcoming fixture’s end result will be critical for Guyana.

“We’re looking forward to the game,” Johnson said, whose team is now in Suriname where they’re encamped before making the journey to Cayenne.

“The guys are in good spirits since the Turks and Caicos game; general play was really good. As a team, as a squad, there’s stiff competition for place as well. We have one and two additions to the squad which always help; help us push the level of performance in individual players,” Johnson

Eighteen-year-old Dagenham & Redbridge’s midfield Elliot Bonds has received his

first call-up to the Golden Jaguars and will play alongside the likes of Walter Moore, Colin Nelson and Marcel Barrington who are all making a return to the National team. Bonds plays in England’s National League – the fifth tier of English football.

The squad includes USbased striker Emery Welshman, whose FC Cincinnati team will play Major League Soccer in 2019, along with Bury FC’s captain Neil Danns.

The top 10 will qualify for the 2019 CONCACAF Gold Cup, while the top six will qualify for CONCACAF Nations League A alongside the United States, Mexico, Trinidad & Tobago, Costa Rica, Panama and Honduras. Teams placed 7th to 22nd will compete in CONCACAF Nations League B. After the important clash with French Guiana, Guyana will play their final qualification against Belize at Leonora Stadium on March 23, 2019.

Abraham returns to action with Bodybuilding title in Canada AFTER a hiatus from the sport of bodybuilding, Canada-based Guyanese athlete Eustace Abraham returned to action.

In his return, he captured the Men’s Bodybuilding Overall Title at the Ontario Amateur Fitness Association (OAFA) inaugural Naturals and Great Lakes Classic 2018 championship last November 4 at the Earl Haig Secondary School.

Before carting off the overall title and prize, the

219-lb 47-year-old Abraham had won the Men’s Masters Over-40 and Men’s Heavyweight Open categories. The event was promoted by IFBB Pro, Jason Machovichi.

Abraham’s next challenge will be the Canadian Bodybuilding Federation Nationals Pro Qualifier in Montreal, next August. ”But the way I am feeling after tasting victory yet again, I might very well do some earlier shows,” he contemplated.

Alphonso continues impressive run THE Farfan & Mendes Junior Skill Level Tournament continued on Thursday night at the Georgetown Club courts with matches in eight of the nine categories being contested.

In Category A Michael Alphonso continued his impressive run with another straight sets victory, this time over Gianni Carpenter winning 11-3, 11-9, 11-4 while in Category B Nicholas Verwey was equally impressive as he disposed of Abosaide Cadogan with relative ease - 11-4, 11-6, 11-6.

Also in Category B Kirsten Gomes had a much tougher time needing four games to eventually beat Mohryan Baksh 11-4, 7-11, 11-7, 11-8.

In Category F, Grant Fernandes remained unbeaten after defeats over Matthew Spooner 11-3, 11-8 and Noah Rahaman 11-3, 11-4 and was crowned champion in this category.

Sunil Singh led the eventual winners with the bat. The opener set the tone with a century, which allowed the other batsmen to play their hands. And a few did, including Keon Morris and U-17 batsman Shamar Yearwood towards the end of the innings.

In reply to Transport’s mammoth score of 341-7, Ace Warriors were bowled out for 87 in 21.1 overs.

Singh showed preference for the boundary shots when Transport batted. He got solid support from Devaughn Nandan who rotated the strike well.

In his score of 110, the 23-year-old struck 13 fours and six sixes, while Nandan supported well with 38 (4x4, 1x6).

Despite the solid 179run start, the Ace Warriors wrested some control in the middle of the innings with
