GRADUATES of the Carnegie School of Home Economics and the Craft Production and Design Division were told on Thursday that their skills and talents are needed by Guyana as it seeks to transform itself sustainably.

Addressing the students, Senior Pastor at the Vreeden-Hoop Wesleyan Church, Dr. Marlon Hestick, posited: “You’re not just graduating people today but you are contributing to the national resources.”

their qualifications do not only gain them entrance into the workforce which will contribute to economic development, but they have a fundamental role to play in Guyana’s transformation, particularly in the wake of the emerging petroleum industry.

He stressed that Guyana is becoming a massive tourist destination and with persons flooding these shores because of this industry will require the students put their skills to full use.

Dr. Hestick also stated: “Our nation and the world are looking for pioneers.”

By Svetlana Marshall THE suspension of the issuing of Petroleum Prospecting Licences for the remaining oil blocks would be lifted in 2020, according to Director of the Department of Energy, Dr. Mark Bynoe.

“We have currently in place a moratorium on licensing right now because we need to understand the lay of the land,” Dr. Bynoe said while fielding questions during a press conference at the Ministry of the Presidency on Thursday.

He explained that while significant players such as Tullow, TOTAL, Anadarko and ExxonMobil are already in the deep water, there is much still to be done, noting that only a small portion of the Guyana Basin has been de-risked.

“Yes, Exxon has done some amount of appraisal and development work now going forward, but there are still significant areas in deep water that has not been de-risked. Near shore, very little or no activity; onshore, no activity at all… so in short, what we are aiming at is to look at what currently obtains and to build on that,” Dr. Bynoe explained.

Even so, the director of the Department of Energy said oil companies continue to signal their interest in acquiring

“We do understand that there is significant interest in Block ‘C’ but we are not anxious to allocate Block ‘C’,” Dr. Bynoe told reporters. He said while there is considerable interest in Block ‘C,’ such is not the case for shallow and onshore areas.

It was explained that during the period of suspension, the Department of Energy had initiated the process of revising the current legislative framework, in addition to the designing of a model contract that will be used for future Production Sharing Agreements (PSAs). It is intended that the moratorium would be lifted when the legislative framework is revised and a new model PSA is in place.

“Therefore, we do not envisage a possible licensing round maybe until early 2020, and that’s being realistic…,” Dr. Bynoe said.

The Department of Energy is also analysing the possibility of creating a package with requisite data that would give investors greater insight into the resource base, so as to generate greater interest in shallow and onshore exploration interest.

ExxonMobil’s affiliate, Esso Exploration and Production Guyana Limited (EEPGL) is the operator of the Stabroek Block, holding a 45 per cent interest, while Hess Guyana Exploration Limited holds 30 per cent interest and CNOOC Nexen Petroleum Guyana Limited holds 25 per cent interest.

The Canje Block, located offshore Guyana east of the Stabroek Block, is

also operated by EEPGL which holds 35 per cent interest, JHI 40 per cent interest and Mid-Atlantic 25 per cent interest.

The Kaieteur Block, located offshore Guyana to the north and adjacent to the Stabroek and Canje blocks, is also operated by EEPGL which holds 50 per cent interest. Ratio Energy Limited holds 25 per cent interest and Ratio Guyana Limited holds 25 per cent interest.

Tullow Guyana B.V and Eco (Atlantic) Guyana Inc are operators in the Orinduik Block. Eco (Atlantic) Oil and Gas Inc. has a 40 per cent interest in the Orinduik Block, while Tullow Oil has 60 per cent.

Meanwhile, in the case of Anadarko Petroleum Corporation, it was granted an exploration licence for the Roraima Block offshore Guyana in 2012.

Guyana is divided into two petroleum basins named Guyana and Takutu, respectively. The Guyana Basin is further divided into two basins, Onshore and Offshore.

According to the Guyana Geology and Mines Commission (GGMC), NABI Oil And Gas Inc. and ON ENERGY Inc. have concessions within Onshore Guyana Basin, located some 150 miles from Guyana’s coastline.

‘I won’t meddle when I am king’ –Prince Charles promises

LONDON (Reuters) - Britain’s Prince Charles said he will stop meddling in issues he feels strongly about when he eventually becomes king, saying he is “not that stupid”.

The heir to the British throne has long been outspoken on issues ranging from climate change and architecture to alternative medicine, and critics have warned that if he continued as sovereign, he would put the monarchy at risk.

Speaking ahead of his 70th birthday next week, the eldest son of 92-year-old Queen Elizabeth II said the role of monarch is completely different from his position as Prince of Wales.

Opposition saddened by referendum outcome –– as Grenadians vote against CCJ ST. GEORGE’S, Grenada, CMC – A senior member of main opposition National Democratic Congress (NDC), says that the party is “saddened and depressed” that Grenadians who participated in Tuesday’s referendum did not support having the Caribbean Court of Justice (CCJ), as the island’s Final Appellate Court.

“We are really saddened and depressed that today it is not our Final Court, but at the same time we have an obligation as citizens to defend our Constitution and to

ensure that any amendment in the Constitution meets the highest standard,” said Claudette Joseph, who said persons should vote “no” if they did not understand why they were voting.

“We would want to let it be known to our Caribbean brothers and sisters, especially the judges and administrators of the Caribbean Court of Justice, that the National Democratic Congress is, and has always been, in support of the CCJ becoming our Final Appellate Court,” said Joseph, who during interviews before Referendum

TnT Mirror closes after 36 years AFTER 36 years of publication, the bi-weekly TnT Mirror newspaper is closing its doors.

The paper put out its final issue, a weekend edition, Thursday.

“The death of a newspaper is a very sad thing,” wrote former editor Jeff Hackett.

He wrote of the closure of the Daily Mirror on September 2, 1966, and the founding of the TnT Mirror by

Thursday’s edition, the last in the jar, of the TnT Mirror Patrick Chookolingo in 1982.

Dawn Ford, Chookolingo’s daughter, said the paper was closed due to economic circumstances and the cost of newsprint.

Errol Pilgrim, in a Mirror column headlined Goodbye T&T, wrote, “Today, we say goodbye to TT in this our final issue of the Mirror, and express our sincere thanks and deep gratitude to those of you in the national community who identified with the challenging commitment of this newspaper to stimulate your thoughts, and inform your opinions purely in the national interest.”

“It’s indeed depressing that we have not only failed ourselves but the entire Caribbean because this is the second attempt at constitutional reform to make the CCJ the Final Court,” Joseph told reporters in a news conference at the Party’s head-

quarters on Thursday.

Acting Political Leader, Joseph Andall said that despite the two failed attempts he hopes that this is not the end of the road.

“We hope that this is not the end of the road for the CCJ, vis-à-vis Grenada; we hope also that its not the end of the road for general constitution reform for Grenada,” said Andall who during the educational campaign said that his party was in full support but days before the

referendum called for it to be postponed .

‘The lesson we learnt from this is that you cannot embark on such an enterprise by trying to do it alone… there is a need for a unified approach when embarking on something like constitutional reform,” Andall told reporters.

On Tuesday, 28 per cent of registered voters in Grenada participated in a referendum in which they voted against adopting the CCJ as

the island’s final appellate Court. At present, the final court is the London based Privy Council.

In the low turn poll, 12,133 voted against, while 9,846 voted in support of the Bill that will alter the constitution and make the necessary changes.

Prime Minister Dr Keith Mitchell has since said that he will not initiate another attempt at holding a referendum of this nature.

Cubans sleeping rough in POS

EIGHT Cubans are spending the night on the pavement along Chancery Lane, Port of Spain, after claims they were evicted from the Living Water Foundation in St Joseph because they were unable to pay their rent.

Speaking with Newsday Wednesday afternoon, one Cuban, Yanko Reves, said the group had slept on the pavement outside the United Nations Human Rights Agency (UNHCR) building for the past seven days, using a public washroom at the Queen’s Park Savannah a short distance away.

He said they had nowhere else to go, and were pleading with the UNHCR to expedite the process to have them sent to another country.

“We have been in Trin-

Villages and the birth of our nation NATIONAL Day of Villages, which was observed on Wednesday, commemorates one of the most significant aspects of our history and celebrates the resilience of our ancestors in their determination to build a nation.

Villages are collectively nothing less than the foundation of our country, and it is appropriate that Guyanese recognise that fact, and honour those who built that foundation. The great village movement, which spanned the decade between 1839 and 1848, shaped the way our country evolved and determined our form of government, including our system of local government.

The movement began when enslaved Africans were finally emancipated in 1838.

European planters, needing labour, tried to prevent the former slaves from leaving the plantations. But the former slaves were determined to build independent lives, and they left their former places of captivity, slowly at first, but the exodus soon gained momentum across what was British Guiana.

According to President Granger, the movement was driven by four major factors: the human desire for liberty and

happiness, the natural yearning for economic independence, the availability of large amounts of land, and the fact that the freemen had hoarded money. The former slaves could therefore use their coin to collectively and individually purchase land from planters, and set up the communities that we call villages. In that decade of the rise of villages, more than 6,075 hectares (15,000 acres) were bought for more than $1,000,000; serious money in those days.

Two general strikes directed against the plantations – in 1842 and 1848 – had a huge effect on the population of the newly established villages; by the end of the first strike the population had reached 15,906, and exploded to 44,443 by the end of the second strike. Thus, villages became an established part of the country’s reality, and as the residents started to plant their own crops and produce items for their own use and sale, village economies were born.

Our country’s first village is Victoria.

Then known as Plantation Northbrook, the land was purchased on November 7, 1839 by 83 pioneers who had saved their coins, put them in a wheelbarrow, and walked to Georgetown to pay for the plantation. They

named the new community Victoria, after the then Queen of England. The national significance of that date was recognised by the administration, and National Day of Villages is now observed every year on November 7.

Following the establishment of Victoria, the village movement rapidly expanded; by the end of 1856, about half of the population lived in a chain of villages, stretching from the Corentyne to the Pomeroon Rivers. Thus, the village movement shaped our landscape, defined our inter-community relations, and later, influenced the way that we chose to govern ourselves.

Guyanese owe a great debt to the men and women who decided to take charge of their destinies and establish the villages which we now call home. As such, we acknowledge their sacrifices, we honour their resilience, and thank them for the legacy which they have bequeath to us, nothing less than the Guyanese nation. The challenges that they faced were enormous. For example, from 1849 to 1861 the freemen were relentlessly persecuted by planters by the imposition of unbearable taxation,

and vandalism of their drainage and other village infrastructure. Their persistence, though, has given us a nation despite the odds being stacked against them.

At the ceremony in Essequibo Islands-West Demerara marking National Day of Villages 2018, Minister of Communities Ronald Bulkan delivered the feature address. The minister said that government is committed to reviving village economies. He stated that, “This administration has embraced a different approach to governance and to development.” He noted the theme of this year’s celebration, “Working in Harmony, Building Better Relationships for a Brighter Future.”

As Guyanese once again pay tribute to the men and women of that era who have molded the shape of our country, we remember their contribution to our way of life, particularly in the countryside. President Granger stated that, “The beginning of free village life was the catalyst for the infrastructural development of rural areas.

The construction of homes, churches, schools, burial grounds, bridges, and roads forever changed the pattern of settlement.”

LED headlamps fitted I am hoping that these long hours of on vehicles illegal waiting will be significantly reduced Dear Editor, OCCASIONALLY, I listen to the Guyana Police Force’s Road Safety morning radio programme on the Voice of Guyana. That Police PR is informative, educational and compliance focussed.

On November 8, 2018, the presenter focussed on the illegal use of LED headlamps (ultra-bright bluish lights) installed on vehicles by some motorists and the risks they pose to public safety. We all would have experienced the blinding effects of these lights, particularly from some oncoming traffic when travelling at nights.

While the police PR is good, I doubt that most of the targeted defaulters hear, pay attention or even care about such regulations and the risks their practices pose to others.

Some of them have the means to stay above the law period.

What might be more useful would be a collaborative approach with the Guyana Revenue Authority (GRA) to prevent the importation of those lights in the first place. The police deem LED headlamps fitted on vehicles as illegal, just like the possession and use of firecrackers (squibs) or narcotics, yet LED lights are sold openly in almost every store where automobile spares and accessories are available.

This is something engageable for the Ministry of Public Security in concert with the GRA. Guyana is a strange country – the cart always seem to be pulling the horse!

Dear Editor, CAN the Ministry of Social Services kindly advise old age pensioners ( both Old Age and National Insurance Scheme) also those persons who receive public assistance, as to the time and day when their pensions are due [so that] they can report to the post office on the same day such become payable.

It can be frustrating to have us waiting at the post office as early as 07:00hrs on pension days and not to be paid on most occasions until after 11:00 hrs. Then at 12:00hrs, the post master or pay clerk goes for lunch and resume payment at 13:00 hrs.

Remember, as we get older we try

to beat the weather by travelling in the cool of it. There are no reasons for me to believe that pensions cannot be made available at 09:00hrs at the post offices at the [two ends] of the Essequibo Coast – Charity and Aurora post offices. Pension to us must not be seen as a handout or gift; we have earned the right to receive same.

I had written about the inadequate seating accommodation at these offices, particularly on pension days, but it is good that I can say that has been addressed.

I am hoping that these long hours of waiting will be significantly reduced.

Youth killed after collision with cow A 25-year-old motorcyclist lost his life after colliding with a cow on the Number 55 Public Road, Corentyne, Berbice on Wednesday evening.

Dead is Ravindra Nazamoodin called “Akash”, a welder/fabricator of Number 57 Village, East Berbice Corentyne.

The incident occurred at around 21:10hrs as Nazamoodin was on his way home on his motorcycle bearing registration CF 5667.

According to his wife Neeta Devi Jairam called “Deana”, Nazamoodin left home on Wednesday afternoon to look for one of his workers to complete a job.

The young woman explained that he did not return home immediately but she received a call minutes after 21:00hrs informing her that her husband was involved in an accident and she must visit the Skeldon Hospital.

“I was only told he hit and cow so I packed a few clothes thinking that they will admit him but when I reach I couldn’t believe what I see, my husband lifeless body lay down and a stretcher,” Jairam related.

In tears, she described her husband as a very caring, willing and hardworking individual.

Magistrate dismisses charge against attorney Sohan

The shattered helmet belonging to Ravindra Nazamoodin proceeding south along the eastern side of the Public Road when he collided with a dark-brown cow and sustained injuries to

the head.

Nazamoodin was picked up and taken to the Skeldon Hospital where he was pronounced dead on

arrival. The animal that was hit was found the following day in the community. Due to the severity of the impact, Nazamoodin’s helmet was shattered.

When the Guyana Chronicle visited Nazamoodin’s home, family members were trying to come to grips with the tragic news. Many described the young man as “industrious”.

Police are working to ascertain the owner of the cow as they continue their investigation.

FORMER Magistrate Chandra Sohan was freed of an attempt to pervert the course of justice charge when Senior Magistrate Alex Moore upheld a no case submission by the defence - which included a battery of lawyers at the New Amsterdam Court on Thursday.

The prosecution was ordered to close its case by the Court, after they failed to produce substantial evidence although several police ranks including two Inspectors from the Special Crimes Unit at Police Headquarters testified.

According to attorney-at-law Mursalene Bacchus, the prosecution failed to advance evidence to prove that the defendant told anyone to give false evidence.

The complainant failed to testify although the case commenced in June last.

At his initial court appearance Sohan was released on self-bail. He was being represented by Attorney, Chandra Sohan attorneys: Sanjeev Datadin, Mursalene Bacchus, Horatio Edmonson, Arundranauth Gossai and Ryan Crawford.

Sohan was not required to plead to the allegation which stated that between on June 1 and 30, 2017 at New Amsterdam, Berbice, he willfully attempted to pervert the course of justice, that is to say he asked Zubair Ally to give false evidence before His Worship Rabindranauth Singh in the preliminary inquiry of the murder committed on Faiyaz Narinedatt, at the Springlands Magistrate’s Court.

In November 2016, Narinedatt’s battered body was found lying along the Number 70 Public Road, Corentyne, hours after an evening at the home of overseas-based Guyanese Marcus Bisram.

It is alleged that Narinedatt was beaten and dumped on the public road after he allegedly rejected certain advances from Bisram.

201st birth anniversary of Baha’u’llah

TODAY, November 9th 2018 would mark the two hundred and one (201) birth anniversary of Baha’u’llah, the Prophet-Founder of the Baha’i Faith.

The advent of Baha’u’llah marked for Bahia’s all over the world of all racial and cultural backgrounds the promised return of the prophets of old, the renewal of religion and the revelation of a new, divine, spiritual and social cycle destined to spread peace and unity around the globe. There are currently several millions of people of all racial and cultural backgrounds called Baha’is, in every country on earth, and who follow His divine and universal teachings, based on the oneness

of mankind.

Baha’is regard Baha’u’llah as the promised Lord of Hosts of the Jews; the reincarnation of Krishna and the Tenth Avatar to the Hindus; the fifth Buddha, named Maitreye, the Buddha of universal fellowship to the Buddhists; the return of Christ “in the glory of the Father” to the Christians; the return of the Imam Husayn to the Shi’a Muslims; the descent of the “Spirit of God” to the Sunnis.

Baha’u’llah fulfils the prophecies and promises of the world’s great Faiths, consumating and confirming all of the religious revelations of the past.

Baha’is see the appearance of Baha’u’llah as the return of the spiritual springtime, reviving the souls and establishing a new Faith,

a new reality and a new spiritual oneness among all humanity. In April 1890, Professor Edward Granville Browne of Cambridge University met Bahá’u’lláh in his prison cell in Akka, Israel and after his four successive interviews, Professor Browne wrote of his first meeting: “The face of Him on Whom I gazed I can never forget, though I cannot describe it. Those piercing eyes seemed to read one’s very soul; power and authority sat on that ample brow. No need to ask in whose presence I stood, as I bowed myself before one who is the object of a devotion and love which kings might envy and emperors sigh for in vain.” He was the first known Westerner who met Baha’u’llah Addressing mankind, Baha’u’llah stated,

“Ye are all the leaves of one tree and the drops of one ocean”. Bahá’u’lláh passed away peacefully as still a prisoner to the rulers of the erstwhile Ottoman empire on May 29, 1892.

Throughout Guyana there are several local Baha’i administrative communities and In Georgetown is the national administrative centre and National Assembly. There are to date several hundred Guyanese from all racial backgrounds who are Baha’is.

The Birth of Bahá’u’lláh is one of nine holy days in the Bahá’í calendar that is celebrated by Bahá’ís and during which work is suspended for Baha’is.

Guyanese, US pastors killed in Suriname car crash

A GUYANESE apostle and a missionary who is said to be from the U.S were killed in a car crash in Calcutta, Saramacca, about 56 minutes from the capital city of Paramaribo, in neighbouring Suriname on Thursday.

Dead is Patrick Tulsi, 73, an apostle of Living Water Fellowship of Corneila Ida, West Coast Demerara. The other victim was identified as a U.S Missionary called “Pastor Tim”.

Sources in Suriname told the Guyana Chronicle that the Blue Toyota Raum, bearing number plates PVV 3080, in which the pastor and missionary were travelling, was heading towards Paramaribo when it collided with a truck which was heading in opposite direction to Nickerie.

The vehicles were said to be speeding when the driver of the car lost control and swerved into the path of the truck. The truck driver drove to the corner of the road to avoid a head-on collision but

came into contact with an electricity pole while the car slammed into the side of the truck.

The impact of the collision ripped out the front axle of the car as it spun around and littered the roadway with debris before coming to a halt in the roadside drain.

The truck also came to a stop in nearby bushes.

Both the drivers of the truck and the car were reportedly flung out of the vehicles.

Persons who were on the roadway quickly rushed to the scene to render assistance, but the ‘men of the cloth’ reportedly died on the spot while the truck driver was taken to hospital for treatment.

The accident caused a halt in traffic as electrical wires and debris had to be removed from the road.

Lindener arrested for sexual activity with child

A 44-year-old man is in police custody after allegedly engaging in sexual activity with a six-year-old child. The perpetrator, identified as Selwyn Lancaster, was arrested on Tuesday night after the mother of the child filed a complaint.

Reports indicate

that the incident, which involved oral sex, took place at the home of the child’s mother. Lancaster is a friend of the mother of the child and would frequent the family’s home.

On the day in question, it is alleged that Lancaster visited the home and after having a conversation with the

mother in the yard where she was doing chores, he made his way into the house and then to the verandah area, where the six-year-old girl and her 10-year-old sibling were playing.

It was there Lancaster allegedly exposed himself to the younger child and reportedly forced the child to perform oral sex on him.

In 2011, Lancaster was accused of stealing clothing and haberdashery from a Chinese

Selwyn Lancaster garment store which was destroyed by fire in Linden.

Police said Lancaster was also a suspect in the alleged arson in which a Digicel Store was burnt down.

Commendable progress in reducing malaria –– but still more work to be done, says US Ambassador

NOTABLE progress has been made in reducing the prevalence of Malaria in Guyana, however, cognisant of the need to do more, the Ministry of Public Health in partnership with the Pan American Health Organisation; Global Fund to Fight AIDS, Tuberculosis and Malaria; and the U.S Government is working to in introduce rapid diagnostic tests and treatment for malaria.

The USAID’s Breakthrough Action Project is intended to provide social and behavioural change support at a time when myths surrounding Malaria remains a hindrance in the fight to eliminate the disease.

Malaria, according to the Pan American Health Organisation/World Health Organisation (PAHO/ WHO), is a disease caused by the parasite Plasmodium, which is transmitted by the bite of an infected mosquito.

On the sideline of a USAID’s Breakthrough Action Malaria Project Insights Validation Workshop at Cara Lodge on Thursday, THINK ACTION Representative, Rohan Doherty, said based on his interactions with persons in Regions Seven and Eight, there are many misconceptions and a clear lack of awareness of the disease.

MISCONCEPTION “So there are a lot of misconceptions around people thinking that malaria comes from water, and drinking dirty water… or you could avoid malaria by eating healthy foods, and being physically healthy,” Doherty explained. He said the

It was noted too, that while there are volunteers conducting testing in many mining communities, those at risk were unaware.

“A lot of people in the communities like miners, camp managers, and others, do not realise that these trained malaria testers are in the area. They don’t know that these people are in their communities, offering these services free of cost. So there is an opportunity there to raise that awareness, so that people can get tested for free,” he said.

U.S Ambassador Perry Holloway, during the opening ceremony of the workshop, explained that under the Breakthrough ACTION Malaria Project, programmes will be designed to increase access to testing and treatment for malaria among miners and the surrounding com-

munities.

Those initiatives will also identify the drivers of malaria transmission, and develop action plans to stop it. In addition to the ongoing project, the U.S Government is also supporting PAHO in its conduct of therapeutic efficacy studies.

Ambassador Holloway, noted that while Guyana has made “excellent progress” in reducing malaria, there is much more work to be done, and the ongoing projects are being designed to bring the numbers down.

Between 2000 and 2015, there was a 58 per cent reduction in malaria cases.

PARTNERSHIP APPROACH “The U.S Government is proud to partner in this workshop that will expand our shared understanding of experience from those most affected by this disease.

The intention is that

with technical and medical experts, and most importantly the participation and collaboration of the communities affected by malaria, we can create solutions to barriers that weaken malaria prevention efforts and delay testing and treatment,” Ambassador Holloway said.

He noted that as a collective, all stakeholders could help to develop tailored solutions to improve prevention and elimination responses in Guyana.

Minister within the Ministry of Public Health, Dr. Karen Cummings said Guyana remains committed to the fight to reduce and ultimately eliminate malaria.

“Of the 21 malaria-endemic countries in the Region of the Americas, Guyana is one of 18 which have committed to eliminating this disease by developing sustainably robust policies and strategies which are tailored to the needs of the country as well as

the identified communities with vulnerable populations such as those with miners and loggers who are engaged in activities of economic benefit, mostly in the four hinterland regions of Guyana inclusive of Regions One, Seven, Eight and Nine,” the public health minister said.

Alluding to the work of the ministry, Minister Cummings noted that the National Malaria Programme is in the process of implementing a range of innovative interventions that target the delivery of services at the community level. One such strategy is building the capacity of miners and loggers in testing and treating themselves for malaria.

“Though this may seem a simple exercise to roll out, its success is subject to the influence of key determinants such as the perceptions, knowledge, attitudes, and practices of the targeted personnel,” she posited.

Ministry of Public Health said conducting an analysis of the gaps that exist will help the ministry and its partners to decide on methods that would influence social and behavioural change.

Though the initiatives to root out malaria are predominantly funded by the government, she said the vision of a country free of malaria would not be possible without strong backing from the key partners like USAID, the Global Fund and PAHO/WHO. The ‘Insights Validation Workshop’ was organised by the National Malaria Programme of the Vector Control Services (Public Health Ministry) in collaboration with the USAID and Breakthrough ACTION Guyana, which is being implemented by the John Hopkins University of Baltimore, U.S.A. Breakthrough Action is currently being rolled out in Regions Seven and Eight.

Ex-fireman Minister Henry tours gets life special needs centre

–– for raping toddler two years ago

A SEEMINGLY calm Deon Aaron, 53, was on Thursday morning sentenced to life imprisonment by Justice Jo-Ann Barlow for the rape of a three-year-old child back in 2016.

Aaron was on October 24, 2018, unanimously found guilty by a mixed 12-member jury following hours of deliberations for the rape of a girl child under age 16, between March 1 and October 20, 2016.

The accused reportedly used his fingers to rape the victim, who was three years old at the time the act was alleged to have been committed.

The sentence was imposed by the trial judge in the Sexual Offences Court of the Demerara High Court.

Aaron, an ex-cop, fireman and security guard, will be eligible for parole after serving 20 years.

She also spoke of his seeming lack of remorse in spite of the testimony of the child, who is now five years old and who was entrusted in his care by her mother.

Justice Barlow also took into consideration the aggravating circumstances, and imposed the maximum penalty of life imprisonment.

Aaron, however, maintained his innocence on Thursday when he was asked whether he had anything to say.

In his plea of mitigation, Aaron’s lawyer contended that the probation report was in his client’s favour, as it was found that he’d never abused any of the children who were left in his care before.

But according to the victim in her impact statement, which she herself penned but was read in court by Blossom Inc. Counsellor Renasha Callendar: “What Uncle Aaron did to me made me sad; he’s a bad man and what he did to me made me cry. And I was hurt, and I cannot forgive him.”

In her probation report, Sueanna Noble told the court that residents of the villages in which the convict resided said it was out of character for him to do such a thing, since he was known to them to be a firm disciplinarian and the breadwinner of his family.

Aaron, she said, was not just father, but a grandfather as well, and comes from a close-knit family setting. He also had the benefit of both a sound primary and secondary education, and held several jobs.

MINISTER of Education Nicolette Henry on Thursday toured the special education facility located in the compound of the Cyril Potter College of Education (CPCE) and was updated on the progress of works.

The tour was part of a follow up to another tour she had at the facility earlier this year An initiative of the Ministry of Public Health, the Centre for Stimulation for Children, Youth and Adolescent with Special Education Needs Associated with Disabilities was commissioned in December 2017 and was handed over to the Education Ministry following the signing of a memorandum of understanding.

The facility comprises several classrooms, a physical rehabilitation room, a conference room, play area and training quarters. The CPCE was considered the most suitable location for the establishment of the facility that will train special needs educators.

The facility deals with some five students per week, ranging in age from 3 – 18 years old.

The students are usually sent from the National Centre for Education Resource Development

(NCERD) Special Education Needs (SEN) programme.

Aside from evaluation and diagnostic services, other services provided include: language and occupational therapy, physical psychological treatment, prevention, rehabilitation and social integration services with

a psycho pedagogical and socially inclusive approach.

The facility will foster the development of processes of prevention, diagnosis, early stimulation learning for life and social inclusion favouring access to culture, services and honourable employment.

Judge defers ruling –– in Bibi Shadick V State matter JUSTICE Gino Persaud said on Thursday that notices will be sent out on the date for his ruling in the matter of Guyana Elections Commission (GECOM) commissioner, Bibi Shadick and the State.

He made the announcement after hearing submissions on both sides of the bench in the Demerara High Court.

The case was heard in Court Two, where submissions were made by Anil Nandlall on behalf of Shadick, and Attorney-General and Minister of Legal Affairs, Basil Williams, on behalf of the State.

The ongoing matter brought before the court by Shadick and her counsel contends that Minister of Communities, Ronald Bulkan, had failed to issue an order for the holding of Local Government Elections (LGE) under the Local Democratic Organs Act Cap. 28.09, as well as against the chief elections officer for demarcating and re-demarcating constituencies’ boundaries without consultations with electors, stakeholders and political parties.

However, the attorney-general argued that the court has no jurisdiction to entertain the application by Shadick,

on the grounds that once allegations of irregularities and illegalities are raised after the election process has begun, the law requires that any such challenge must come after the elections are held and by way of an elections petition.

Nandlall, in the interim, filed an application in attempt to bar the minister from challenging the court’s jurisdiction.

This motion, however, was deemed “fallacious and without merit,” and was therefore ruled out by the judge.

By Svetlana Marshall IN rating the 2016 Petroleum Sharing Agreement (PSA) signed with Esso Exploration and Production Guyana Limited partner of U.S. oil giant ExxonMobil, Director of the Department of Energy, Dr. Mark Bynoe said while the agreement may not be excellent, it is not very poor.

“Contracts are (placed) on a spectrum and they range from excellent to very poor.

What we can say is that the current PSA may not be excellent but it is not very poor either,” Dr. Bynoe told reporters during a press conference at the Ministry of the Presidency on Thursday.

At the time, he was responding to the question of whether government would renegotiate the 2016 agreement in light of continued criticisms from both civil society and the political opposition over several aspects of the agreement, including the percentage of royalty.

Dr. Bynoe said that a review of the PSA with ExxonMobil has to be contextualized in terms of the volume of the investment, the risks taken, and the period in which the investment occurred.

“As a government we have already expressed the need to honour the sanctity of the contract and we will continue to do that, but contracts do evolve,” he emphasised while noting that government will continue to engage ExxonMobil to ensure that the value proposition to Guyana increases.

Weighing in on the issue, the Energy Department’s Oil and Gas Adviser Matthew Wilks said the renegotiation of contracts in the oil industry must be done on a mutual basis, noting that from the initial stage they are mutually agreed upon. “The success of Guyana is being based on Guyanese approach to contractual law which is sanctity to contract, generally, whatever contract there may be whether it is in the oil sector or outside of the oil sector,” Wilks told reporters.

Cautioning that investors are looking on, he said any unilateral decision with respect to a contract can be a deterring factor. “If you start unilaterally trying to change contracts, you frighten investors, and you only have to look at other jurisdictions where this has occurred for one reason or the other…

and you would see investors stop investing,” the Oil and Gas Adviser said.

Like Dr. Bynoe, he said when analysing a contract, consideration must be given to the time in which it signed, the level of investment, and the risk taken.

“When you are seeking or you look up opportunities to change the terms of the contract, you could only do that when the circumstance arises, and when it is mutual; you cannot force it,” he said.

While the government has not agreed to renegotiate the contract with ExxonMobil, the Department of Energy has initiated the process of designing a new model contract that will be used for future PSAs. Wilks said like any contract the model contracts are developed, based on the existing environment of a given sector.

“So a model contract that is used to attract investors from the onset of the petroleum industry is very, very different from a model contract as the industry matures, and very, very different from a mature industry.

So if you look around the world, you will see that model contracts evolve all the time, and all that is happening here, this is the right time to evolve the contract,” he told reporters.

In the case of the existing PSAs, Wilks said they have been very successful in attracting investments. Contracts, he emphasised, must be able to attract investors. “You can have the most advantageous contract for the government doesn’t mean that people would invest, and in fact in many locations, the experience is, is that you have to balance the contract. It is no use having the most aggressive contract in the world if no one invests,” he emphasised.

He posited that in other parts of the world, oil discoveries have been made, however, due to less than favourable investment climate, the resources of many countries have not been developed. “There are many locations around the world where oil is being discovered but it is not even on stream, and we have a very, very fast cycle time here, basically six years from discovery to first oil to first revenue.

“Uganda discovered oil in 2006 on shore, which is a much easier proposition than we are talking here, yet the oil isn’t even flowing today,” the Oil and Gas ad-

LEGAL FRAMEWORK In addition to designing a new model PSA, the Department of Energy is reviewing the current legal and regulatory framework governing the Petroleum Sector, including the 1986 Petroleum Act. According to the Director of the Department of Energy, based on the review, proposals for amendment and possible replacement of some existing legislation will

be made. “We are therefore cognisant of the fact of hiring of external legal assistance as one pillar to allow us to build a framework that is both robust and will ensure that the maximum net returns will be down to Guyana and Guyanese,” Dr. Bynoe said.

According to him, next Tuesday, first presentation on the current legislative framework and proposed changes will be presented to the department. It is anticipated that the process would be completed before the end of 2018.

Collaborative approach key to public safety –– says Public Security Minister Khemraj Ramjattan

AS the local economy continues to expand, the increase in demand for emergency and other services necessary for public safety can only be met through collaborative efforts.

This was the aim of the Guyana Fire Service (GFS) Stakeholder Consultation Forum held on Thursday at the Arthur Chung Convention Centre, Liliendaal, an event applauded by the

Minister of Public Security Khemraj Ramjattan.

“We have to ensure that we collaborate with the larger set of stakeholders and not deal with this thing in a compartmentalised way,” he opined.

“The MoPS sees the need for the transformation of all the units coming under it, the morphing of all those units into something better.”

The event was attended by various heads within

the Joint Services, namely Fire Chief Marlon Gentle; Director of Prisons, Gladwyn Samuels, Commissioner of Police, Leslie James and Guyana Defence Force (GDF) Chief of Staff, Brigadier Patrick West.

National Emergency Service Director, Dr. Zulfikar Bux was also present and spoke of some of the accomplishments of the National Emergency Medical Services (EMS) over the two

Dr. Bux talked of the extensive work that the EMS has achieved over the few years working with only just three ambulances. He related that the system is aiming towards a full complement of 25 ambulances to see basic Emergency Medical Technician (EMT) services across the country; in addition there are hopes of bringing onboard an aviation division to take similar services to the hinterland communities.

There is also the aim of hoping to see all members within the GFS being trained in first responder skills, in order to save lives in emergency cases.

The EMS is a collaboration between the Ministry of Public Health (MoPH), and the Ministry of Public Security (MoPS), particularly through the involvement of the GFS. The fire chief noted that the EMS is just one part of the GFS overall strategic plan to see proper emergency coverage for the country by 2021.

“It is hoped that the feedback from this consultation will strengthen us to move forward with this plan.

So that by the year 2021, there is a modern fire service, that the goals and objectives that this fire service sets out in its strategic plan is met, and that we are on the road to having the right emergency cover, the right fire protection cover and the right fire prevention methodology needed to protect us,” Gentle said.

MUCH WORK NEEDED Despite the improvements that have been made over the past few years, the country’s need for proper emergency services still requires much work.

The imminent oil and gas industry, the expansion at the Cheddi Jagan International Airport, and the con-

“As a country, we have started getting into circumstances vastly dissimilar to what we met in 2015. We must ask what are some of the new technical expert advice we must have. If the call is made that we have to meet certain fires in the oil and gas sector, are we ready?

Are we up there for certain planes landing in difficulty?

Ensuring minimum damage is done or no damage at all.

All of these things we have to start planning for,” he said.

A point of concern for the minister was the sizes of streets within many new housing schemes and their abilities to accommodate a fire engine, or having sufficient water within the community for fire trucks to use once they get there.

This means that there is an ever increasing need for the various stakeholders to continue to strive towards meeting these needs. The development is something that must be continuous.

“We must innovate; we must creatively draw up the plans for a future that will meet our demand. A number of us feel that if a certain set of requirements that we foresaw two years ago is happening now that then we can stop thinking but no. To be human, to be an excellent worker means that you always have to be thinking, it’s a never-ending process and that’s what evolves us,” Ramjattan stated.

But the only way this can happen is through partnerships.

“We have to cultivate a culture of wanting to think the solution and one way of thinking the solution is having collaborative efforts through stakeholders,” Ramjattan explained.

Guyana well underway to meet targets in Montreal Protocol … Minister Holder tells Ecuador summit

AGRICULTURE Minister, Noel Holder is currently participating in the 30th Meeting of the Parties (MoP) to the Montreal Protocol on substances that deplete the ozone layer in Quinto, Ecuador.

The MoP, which is being hosted by the United Nations Environment Programme (UNEP), aims to mobilise officials and other key stakeholders to engage in meaningful dialogue and update their counterparts on their country’s progress in meeting the target of phasing out hydrochlorofluorocarbons (HCFCs) by 2030.

While there Minister Holder, who is accompanied

by Chief Hydromet Officer (ag) Dr. Garvin Cummings, will be participating in a series of meetings and give presentations on Guyana’s progress thus far in its HCFC Phase out Management Plan (HPMP).

During Thursday’s session, Minister Holder presented Guyana’s case and said the need for sound management of our environment is now more urgent than ever before.

“Guyana, as a member of the global community, rose to the urgent call for collective action to better manage substances that destroy the ozone layer. More than two decades ago, Guyana embarked on this journey that, though not without challenges, has provided many lessons on good environmental governance to guide the implementation of other national environmental policies and other multilateral environmental agreements,” Minister Holder said.

In 2008, two years ahead of schedule, Guyana successfully phased out the use of chlorofluorocarbons (CFCs), one of the first groups of substances scheduled to be phased out under the Montreal Protocol. Guyana is currently in the second stage of the HCFC Phase out Management Plan to phase out the consumption of these ozone-depleting substances.

The call for viable, affordable and commercially available alternatives in the refrigeration and air conditioning sector is even more crucial for Guyana as government has committed to pursuing an accelerated phase-out of HCFCs, that is, to completely phase-out the importation of HCFCs by 2030.

Guyana is a party to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer.

In 1985, the Vienna Convention established mechanisms for international cooperation in research into the ozone layer and the effects of ozone-depleting substances.

On the basis of the Vienna Convention, the Montreal Protocol on substances that deplete the ozone layer came into force on 1st Jan 1989.

This protocol commits all parties to phase-out the use of ozone-depleting substances which contribute to the thinning of the ozone layer and consequently, allow larger quantities of harmful ultraviolet rays to reach the Earth.

Minister Holder, while congratulating the parties of Montreal Protocol on successfully negotiating the Kigali Amendment, explained that as a country that is vulnerable to sea level rise and which has witnessed the devastating effects of extreme climatic conditions, Guyana welcomes this amendment to the protocol.

“Guyana looks forward to meeting this new challenge in the coming years with the same enthusiasm and commitment that we have demonstrated in the previous and current phase-out programmes. We commit to ratifying the Kigali Amendment to the Montreal Protocol in the shortest possible time, while ensuring that national processes are fully satisfied,” Minister Holder said.

Since the enforcement of a ban on HCFC-based equipment in 2013, HFCbased air conditioners have been primarily imported into Guyana and remain the only commercially available alternative to HCFCs. Mobile and commercial refrigeration systems are integral to Guyana’s expanding agricultural sector for the supply of fruits and vegetables as well as fisheries and livestock products to the local, regional and international markets.

Minister Holder also stated that progress being made with zero ODP, low-GWP (global warming potential) technologies for domestic refrigeration that are also energy efficient is laudable.

“This development is well timed since Guyana, through our national Green State Development Strategy, has been taking steps to reduce our carbon footprint through the transitioning of the national energy sector to renewable energy and energy efficient technologies,” Minister Holder said.

The team is expected to participate in a number of key discussions with representatives from the Ozone Secretariat and Multilateral

Fund to access information on recent decisions of the Montreal Protocol and Multilateral Fund Executive Committee that will inform implementation in Guyana.

In an invited comment, Chief Hydromet Officer (ag) Dr. Garvin Cummings said that Guyana remains committed to the preservation of the ozone layer while

maintaining compliance under the Montreal Protocol.

“The successful phasing out of HCFCs, by 2030, requires that all the necessary information and tools to assist our local industry in transitioning smoothly from ozone-depleting technology to newer alternatives that are in keeping with our obligations under the Montreal Protocol and Guyana’s thrust for sustainable development becomes accessible,” Dr. Cummings

said.

Areas such as alternatives to ozone-depleting substances in various sectors and sub-sectors, the economic costs, implications and environmental benefits of various scenarios of avoiding high-global-warming-potential alternatives to ozone-depleting substances are also other key areas that will be discussed during the meetings.

fore Justice Priya Sewnarine Beharry. Defence counsel: Mursaline Bacchus and Arundranauth Gossai have since requested probation reports on the background of their clients before sentencing.

Meanwhile, at the time of the killing, the accused Shivnarine Jainarine known as ‘Sammy’ or Samuel, now aged 24 years, and Ryan Persaud, called ‘K.K’, now 23 years old, were both teenagers. They had resided at Tain, Port Mourant, and Lot 26 Williamsburg, Rose Hall Town, both Corentyne locations respectively. Jainarine and Persaud were indicted for the murder of 61-year-old Jagdat Ramcharran, which was reportedly committed between January 6-7, 2013 at the Iskcon Hari Krishna Mandir at Block 6 Williamsburg, Corentyne, Berbice.

Following the closure of the prosecution’s case, both men opted to make unsworn statements from the dock, where they maintained their innocence. Jainarine told the judge and the mixed jury that at the time of the incident, he was employed at PMU cane farm.

On May 16, 2013, he said he was at his sister’s home, at 2:30pm, where a police officer picked him up, before taking him to the seaside where he was allegedly beaten. Thereafter, he was taken to the Rose Hall Town Police Outpost where he was asked to sign a paper, but after refusing, he alleged that a corporal assaulted him with his gun and hit him on the knee, forcing him to affix his signature on the paper.

Following a murder charge on May 20, 2013, the accused claimed he was taken to the Black Bush Police Station lockups, where he spent three days, before being taken to the New Amsterdam Prison. He opined that the police ranks did not want the prison officials to observe the marks of violence about his body.

Meanwhile, co-accused Ryan Persaud, recounted that he was walking to church in Rose Hall Town, when a white Raum pulled alongside him. Looking into the vehicle, he saw, policemen

Sam, Ragnauth, and Junior. It was Ragnauth who exited the vehicle; he recalled scrambling his shirt, while asking who killed the watchman at Haribol Temple. But, Persaud denied any knowledge of the offence and as a result was held by his shirt and marched to the Rose Hall Town Outpost where he was further grilled.

Still denying knowledge, Persaud said a gun was cranked at his head, and, being afraid, he signed the paper in the presence of his mother who was subsequently summoned to the station. Afterwards he was sent away, but was accosted

by Ragnauth who told him he cannot go anywhere. Defence witnesses were Principal Magistrate Sherdel Isaacs Marcus, who recalled conducting the Preliminary Inquiry, and Woman Sergeant Karen Tyndall, Subordinate Officer attached to Whim Police Station and keeper of the Station Diary.

In his opening address, State Prosecutor Mr. Mondel Moore, said, the now deceased watchman was conducting his duties at the mandir when the two accused, along with others broke and entered the place of worship and during the course of committing a burglary, unlawfully killed Jagdat, a father of two. His body was subsequently discovered by a worshipper who had to scale the locked gate after receiving no response from Jagdat. The temple was ransacked and several items including a bell and a pair of gold slippers were missing.

During the trial which was punctuated with a lengthy voir dire, several witnesses testified including the Hindu Priest Seoram Terat, Worshipper Liludhar Kishundial, the son of the deceased Rabindra Jagddat, along with several police witnesses, including ex police detective Ragnauth.

In the meantime, a former co-accused Kevin Hintez had thrown in the towel in January and pleaded guilty to the lesser count of manslaughter and was sentenced to twenty years imprisonment.

Accused armed robber faces several charges A 30-year-old man was on Thursday remanded to prison after being slapped with three charges when he appeared in the Georgetown Magistrates’ Court.

Charles Stoby, who resides at Hatfield Street Lodge, Georgetown, appeared before the Chief Magistrate Ann McLennan and denied the charges. The particulars of the charge state that on October 22, 2018 at Gordon Street, Kitty, while being armed with a gun, he robbed Kester Johnson of one gold chain valued

$130,000 and other items bringing the total value to $ 536,000.

It is also alleged that on November 5, 2018, at Alexander Street, Kitty, Stoby had in his possession, ammunition without being a holder of a firearm licence at the time.

It was further alleged that on the same day, at the same location, Stoby had one 9mm pistol in his possession without being a firearm licence holder. Police Prosecutor, Simone Payne, objected to bail due to the seriousness of the offences and the fact that a gun was used.

Pomeroon women empowered

NINE women living in the Lower Pomeroon River, Region Two are now more empowered, having completed training in cosmetology, compliments of the Ministry of Social Cohesion, Department of Culture and Youth, Region Two. According to Culture and Youth Officer Herald Alves, the training sessions were organised by the Department of Culture and Youth, Region Two, with the aim of providing the women with future employment opportunities.

Alves said it was part of the department line of training programmes geared at engaging youths and to further develop their skills. “We want to ensure that those women who are not academically qualified have the requite skills needed to open a small cottage industry or to open

their own salon where they can earn and fend for themselves and families,� Alves said.

He said the Pomeroon area was selected, since it was observed that many females were unemployed.

He further explained that the Marlborough Youth Group provided the names for the women to be trained

and sessions were conducted.

They were educated on how to conduct pedicures, manicures and hairstyles.

The women also graduated from the course with a certificate. Alves said the same certificate can be used for employment purposes.

The women did a six-week training course which com-

menced in August and concluded in September.

Most of the women were thankful for the skills gained during the six-week programme and praised the Ministry of Social Cohesion and the Department of Culture and Sports for providing them with the opportunity.

Local MUA takes MakeupByTrisee to ‘Brooklyn Fashion Week’

HIS past year has been nothing short of a whirlwind for local makeup artist Tristell Manifold, also known as MakeupByTrisee.

Manifold recently returned from New York where she fashioned edgy and inspired looks for Annie Couture, Anarchy People, John Ashford, among other Brooklyn-based designers as part of “Fashion Week Brooklyn.”

“It was an experience that felt more like a dream than reality,” explained Manifold, while adding “and

while I learned several new tips and tricks from fellow artists overseas, most importantly I learned the importance of time management, as a makeup artist.”

According to the entrepreneur and creative artist, the atmosphere behind the scenes of the “Fashion Week Brooklyn” felt like a mix of a medical emergency room, a carnival and a mad artist’s studio. Yet it afforded her a distinct thrill to see the models walking down the runway and knowing that she perfected the makeup she applied.

“The energy in the air

was palpable – with anywhere from 14 to 26 hairstylists and makeup artists each trying to wrangle models into chairs, feverishly carry out artistic directives issued by the lead makeup artist or hair artist, while precariously seeking to maintain some level of calm and an upbeat attitude,” Manifold said.

The makeup artist continues to push the envelope by opening her MakeupByTrisee Studio and announcing the upcoming launch of a line of mink eyelashes all within a few short weeks of her return. “I am excit-

ed to share my affordable, stylish and glamorous 3D mink lashes. Trisee Luxury Minks, featuring four different styles, Eye Da Hoe, Viola Voss, Lulu Lease and Glamour Wispies, will hit the markets very soon,” Manifold said.

Manifold began her career in the makeup arts in late 2016 after noticing an absence of quality makeup services and beauty products in Guyana. Within months of debuting MakeupByTrisee, Manifold also began to offer courses to teach clients how to apply their own makeup.

“I’ve always wanted to be a teacher,” Manifold shared.

So, when the opportunity arose for her to share her skills with others, she produced a simplified makeup booklet and course outline which guides clients into creating their own natural and trendy makeup.

Interest in the courses quickly broadened and Manifold now offers at-home lessons in Berbice and Georgetown and is also available for bookings, where her customers can either have their makeup done in the comfort of their own homes or at her stylish studio.

As for makeup trends to watch, Manifold suggests that makeup enthusiasts try bold blue eyes, bright red lipstick, golden finishes, metallic lipsticks, halo eyebrows, and super daring lashes, “but not all at once though,” Manifold joked.

ate when it comes to racism is a conditioned, culturally imposed mental disorder, that can alter a person’s sense of reality and contribute to impulses that can override the individual human capacity of accountability and restrict the need to explore differences rationally, since it applies logic that envelopes either science, religion, folk tales or selective history to impact irrational and selective blame casually. Racism implies accusations in most cases to satisfy a discomfort with self, or as a rallying anthem. Evidently, this man-made affliction affects some human cultures more severely than others. But the fact is, that it is dangerous to the individual or group whose dogmas are not laced with similar venomous teachings, and are not directed by the same impulses, and

despite the irrational concept of Noah fathering the African, European, and Mongolian races of humanity. The biblical text originated from the Hebrews, who themselves in their original phenotype structure were Africans, constructing an African saga that of course involved Kush, Punt and Khemet. ix budding young ladies are going to step out tomorrow night at the Good Intent Centre on the West Bank and do their best to prove that they have what it takes to outdo their competition and win the inaugural Miss Culture West Bank Pageant.

Many of the girls are new to the little pageant, as a stepping stone to building their confidence and even moving on to bigger pageant.

“I decided to enter the pageant because I would like to gain experience and represent my village,” was Petal Heywood’s reason for being part of the pageant. The 19 year old hails from Good Fortuin.

She’s a little nervous, but very excited to get the ball rolling on her stint in pageants. Win or lose she does not plan to let this be her final go at pageantry. As a matter of fact, it’s her spring board for moving on to bigger pageants.

“Seeing as it’s my first pageant I’m excited to go and try out, but I’m still nervous to go on stage,” she expressed to The Buzz.

She’s particularly looking forward to the talent segment where she will show off her singing skills. Seventeen-year-old Kesia Richardson is also looking forward to the talent piece. She has a dramatic piece that will involve a dance.

An aspiring chef, Kesia entered because she wants to prove a point to all of those who think she doesn’t have what it takes to do pageantry.

“I‘ve always wanted to take part in a pageant but people would always say you can’t do this and you can’t do that, but I want to show them that I can do something that I really want to,” she declared.

Another novice to pageantry, Kesia says having sized up her competition she’s not too sure of how she’ll do but she’s ready to put her best foot forward.

The Miss Culture West Bank Pageant was conceptualised with the hope of giving young ladies on the West Bank a chance to embrace their culture.

“To know who they are, to know the surroundings they are living in, as well as to boost their self-esteem. The pageant is called Miss Culture West Bank so it will be based mostly on the culture side, aspects of our cultural background. We find that a lot of persons are straying away from their culture, so we want the young girls to get back to their roots,” explained one of the pageant coordinators, Colvin Andrews.

The pageant is expected to feature eight segments: the Introduction, the Village Presentation, Creative Wear, the Talent Piece, Evening Gown, Intelligence segment, and Final Question.

Caribbean designers receive expert business advice

During Barbados Fashion Week

merging and established Caribbean fashion designers benefited from expert advice and industry tips while participating in the recently concluded Fashion is Big Business Workshop, held during the International Fashion Festival - Barbados Fashion Week between 26-28 October, 2018.

The workshop, which was facilitated by the Caribbean Market Centre, featured a frank and open discussion with international fashion designers, buyers and industry experts. The Caribbean Export Development Agency (Caribbean Export) supported the participation of regional designers at this workshop , with funding from the European Union via the 11th EDF Regional Private Sector Development Programme.

Ouigi Theodore, founder of the Brooklyn Circus, a retro-urban fashion boutique and label was part of the discussion and he encouraged the designers to take advantage of the Caribbean’s unique style and to market their designs to this region’s diaspora.

Mr. Theodore, a Haitian who moved to Brooklyn, New York when he was eight, urged the designers to understand their culture and to recognise the strength of the Caribbean identity in the diaspora.

Insisting that they needed to go after that market, he pointed to the success of reggae and hip-hop in the black community as examples.

“You have to know what you do best and continue to do it best with the little you do have. I am a huge advocate of reggae music and hip-hop. They are about digging into their culture and representing… Many of those guys didn’t go to the best school, some can’t even read music but hip-hop is dominating the world, reggae is on the radio outside of Jamaica...

“There is a Haitian middle class who is not living in Haiti and it’s the diaspora. I am a representative of that middle class. What Haitian rapper, Wyclef Jean and guys of that generation did, was make it okay and cool to wave the Haitian flag. It is the same for you guys as Bajans. Rihanna has made it okay for you guys to wave

the Bajan flag and say I am from Barbados and I am proud to be Barbadian. But that is not enough, you need to be on the ground, go back and forth, bridge the gap and push your designs” Ouigi Theodore said.

Also speaking at the workshop was Sharifa Murdock, co-founder and owner of Liberty Fairs and founder of Envsn Festival. She agreed with Mr. Theodore

and urged the designers to be the first to represent their brand.

“If you have a clothing line, you have to be your first buyer and lead by example. Believe in your dream and your product,” she said, adding it was critical for designers to also create simple products that could maintain cash flow.

“What a lot of designers put on [the] runway is not

what they put in the stores because you have to find something people can wear.

If you have a couture line do something simple like t-shirts that is an easy sell.

All you have to do is produce things that can give people a memorable moment of your brand,” Sharifa suggested, while advising Caribbean designers to go after the tourist market by placing their work in local stores.

“There needs to be authenticity into your designs.

You guys are from the islands and no one takes the opportunity to really produce products for here. Everyone wants to go to the States but you have a big community here… and there is so much tourism,” she said.

The workshop’s moderator Ronny Oppong, a Global Retail Relations Director at Liberty Fashion and Lifestyle Fairs, agreed with the need for authenticity and gave some insight into customisation, which he noted was becoming more desirable among customers.

“We’ve done trade shows and noticed that buyers just love a unique piece of something that is specially for them, like something with their name on it. So if your style is couture, you can drape or cut a bunch of t-shirts in your signature style. That’s a piece of your craft, something customised,” he explained, noting that the investment for such a product was smaller so the end price would be more

Ms. Joseph addressed product placement and distribution. Asking the designers, “who do you sit next to?”

She said: “the worse answer you can get is that I am different and I don’t sit next to anybody.”

Stressing that research was required to effectively answer the question, the fashion consultant outlined, “It’s knowing who your brand sits next to based on your set up and your price point and then understanding what store that is. Everyone wants to be in a Barneys or Saks Fifth Avenue but that might not necessarily be where your brand needs to be. So it’s really being realistic and knowing what is right for your brand,” she said.

However, she did acknowledge it could be challenging to get into established stores and urged the designers to consider doing “pop up shops” – which is a short-term store or sales space.

Also imparting words of wisdom was Luam Keflezghi, an international buyer of ready to wear fashion.

Ms. Keflezghi cautioned the designers against waiting on “existing systems” to build their success, especially if they hoped to get people in the Caribbean to support their brands.

“Do not wait on existing systems to include you.

Create your own system, a pipeline to your audience. So for example, the tourists will come. You have to figure out marketing so they find out about you before they visit so when they get here, they come directly to you. To do that, you need to use Instagram and the internet to get people to plug into a system that you already created,”

she said.

Emphasising that these platforms needed to be professional, she told the designers their brands needed to be easy to find and constantly refreshed.

Channing Hargrove, a Fashion writer for Refinery 29 and owner of the blog Channing In the City, advised the designers to get strong marketing platforms, not only for promotion purposes but to generate sales.

“You need to have relationships with editors, writers and public relations experts.

Your photos should be strong on both social media and your website. You must also have a direct commerce link so people can click and buy immediately. If your website is not great and you don’t have a link to buy, you can’t get eyes on you and you cut out so many sales,” Ms. Hargrove pointed out.

The fashion writer also proposed that the designers used video and photos done by professionals as opposed to solely relying on their phone cameras.

Also sharing her perspective on the industry was Danielle Cooper, a fashion influencer and owner of the blog and podcast Shesagent. com.

She stressed that authenticity was really critical for designers. “Research, know your target audience and what is your niche. Guyana go down to Curacao 3-4 in spirited performance

IT was a spirited performance

by Guyana in their penultimate game at the CONCACAF U20 Championship, but Cecil Jackman’s own goal in the 32nd minute was the difference in Guyana’s 4-3 defeat to Curacao yesterday at the IMG Academy in Florida, USA. Head coach Wayne Dover made a change in his line-up from the previous game, sending goalkeeper Johnathan Vaughn to the substitute bench to make way for Jermain Cumberbatch, while Job Caesar, Ryan Hackett and Nixon Robertson made way for Chris Macy and Raushan Ritch.

Kelsey Benjamin continued his impressive form in the tournament, scoring in the sixth minute after burying his effort past a stretching Kevin Juliana in goal for Curacao, to give Guyana a 1-0 lead.

However, Guyana’s lead was short-lived, with Carolith Fermina equalising three minutes later for the men from Netherland Antilles.

Guyana continued their relentless pursuit of another goal, but while their attacking efforts were paying off, in the defensive third, men from the land of the ‘Mighty Kaieteur’ looked shaky and Curacao’s Meghon Valpoort, in the 26th minute, put his side up 2-1.

But things took an unexpected turn when Fruta Conquerors defender Cecil Jackman, in an attempt to clear a ball from a free-kick taken by Curacao, mistakenly headed it (the ball) in his own goal.

Nonetheless, the Guyanese

regrouped and Benjamin using his pace, once again made his way around the Curacao defenders and neatly slipped the ball to Thair Britton, who clinically finished just before the stroke at halftime to bring Guyana within one (2-3) at the interval.

Dover, in the second half, brought in Hackett and Caesar, taking out Nicholas McArthur and Kwai Marsh-Brown, in an effort to chase goals, but ten minutes (55th minute) into the second stanza, Jaron Vicario made it 4-2 for Curacao when he hammered home a shot that was too rich for Cumberbatch in goal for Guyana.

Meanwhile, Britton grabbed his second goal of the game in the 57th minute, thanks to a bit of luck. After chasing a ball in the penalty area, Britton was in the right place at the right time, as Juliana’s clearance attempt slammed into the back of the Guyanese and the ball, on the rebound, bounced past the Curacao goalkeeper.

Guyana never really troubled the Curacao defence thereafter, and would fall to their third consecutive defeat, having lost to Guatemala and Cayman Islands in their previous games played in the USA. The Jeremy Garrett-captained side will close their campaign at the CONCACAF event against El Salvador tomorrow.

Jennings returns to form with century (BBC) - Keaton Jennings ended his two-year wait for a Test century as England moved into a formidable position on day three of the first Test against Sri Lanka.

Jennings scored a brilliant 146 not out to allow England to declare late in the day on 322-6.

Sri Lanka closed on 15-0 and must bat the final two days for a draw or score a record 462 to win, to deny England a first away win in 13 Tests.

Jennings’ century was his first since his ton on debut in 2016.

He batted patiently early on, as England lost wickets in the morning session, before attacking after

reaching three figures for the first time in 22 innings.

The tourists had lost Rory Burns and Moeen Ali in poor fashion before lunch, with captain Joe Root also falling, but Jennings put on 107 with Ben Stokes, 77 with Jos Buttler and 61 with Ben Foakes.

The late contributions ensured Sri Lanka must make the highest successful run chase in Test history, at a ground where the highest winning chase is just 99.

(REUTERS) - INDIA cricket captain Virat Kohli was in the eye of a storm on social media yesterday after he suggested a local cricket fan relocate to another country for preferring to watch English or Australian batsmen.

The 30-year-old was reading out tweets when he came across one which described Kohli, currently the top-ranked Test batsman, as “overrated” and that Australian and English batsmen were more pleasing to watch than “these Indians”.

“I don’t think you should live in India then,” Kohli, who has 27.1 million followers on Twitter, said in a video posted on his new app to sell exclusive merchandise.

“You should go and live somewhere else, you know.

Why are you living in our country and loving other countries? I don’t mind you not liking me but I don’t think you should live in our country ... Get your priorities right,”

he added with a wry smile.

Also resurfaced his 2016 tweet in which he had congratulated Angelique Kerber on her Australian Open victory, declaring the German as his favourite women’s tennis player.

“Virat Kohli’s statement is a reflection of the bubble that most famous people either slip into or are forced into,” cricket commentator Harsha Bhogle tweeted.

Achievers Cricket Club, Blairmont Community Centre, Tucber Park Cricket Club, Rose Hall Canje Cricket Club, Albion Community Centre, Port Mourant Cricket Club, Rose Hall Town Poonai Pharmacy and Kendall’s Union Cricket Club are the sides set to do battle.

In the second of its kind to be organised by the BCB,. Rose Hall Town Poonai Pharmacy obtained first-innings points from Kendall’s Union while Port Mourant Cricket Club got the better of archrivals Albion Community Centre to

The Rose Hall Canje vs Tucber Park Cricket Club and Blairmont Community Centre vs Achievers Cricket Club matches were postponed for various reasons.

At the No.19 ground, Kendall’s Union batted first after winning the toss and scored 76 for 6 from their allotted first-innings quota of 25 overs, with M. Kashi 13 and G. Harris 13, being the top scorers. Extras contributed 39 runs.

Rampersaud Rampertab topscored with 20, while extras contributed 31. L. Deopersaud 3 for 13 and R. Nankoo 3 for 2 were the best bowlers for Port Mourant Cricket Club.

Batting a second time, Albion Community Centre reached 101 for 7. Damien Cecil struck the first half-century of the tournament. Albion declared with a lead of 75 runs but failed to bowl out Port Mourant who batted with discipline to end on 37 for 1.

The tournament continues this weekend with four matches.

Bacchus SC suffer mixed results on Suriname tour By: Elroy Stephney

IMAM Bacchus Sports Club of Affiance on the Essequibo Coast endured mixed fortunes on their three-day tour of Suriname which concluded last Sunday.

Their first T20 fixture was against Amar Shakti Cricket Club whom they defeated by 36 runs on Friday.

Batting first after winning the toss, Bacchus SC posted 160-7 from their allotted 20 overs, thanks to solid batting performances from former national Youth players Parmesh Parsotam 41 and Nathan Persaud 34 as well as a brisk 24 from Neiland Cadogan.

Former national Youth player Mahendra Boodram, who now plays for Suriname, claimed 2-25 from his 4 overs bowling off-spin, while Ravi Persaud supported with 2-31 from his 4 overs of medium-fast bowling.

In response, the hosts found themselves struggling from the inception, losing three early wickets in the first 6 overs of the power-play.

Captain Mahendra Boodram, however, kept his

composure to register a fluent half-century but in vain.

Guyana, St Lucia WITH just one day to go before the much-anticipated start of the ICC Women’s World T20 2018, fans in Guyana and St Lucia have received a major transport boost. The local organising committees and the ICC have put on free shuttles to get spectators to the matches and take them home.

The shuttles will start today, November 9, for the opening round of matches in Guyana. On the opening day India take on New Zealand at 11:00hrs followed by Australia vs Pakistan at 16:00hrs.

Home team Windies will play the day’s final match - the defending champs will start against Bangladesh at 20:00hrs at the Guyana National Stadium.

The opening day at the Darren Sammy Cricket Ground in St Lucia is tomorrow, when England face Sri Lanka at 16:00hrs. Shuttle services will be available to several rural communities or districts far away from the grounds.

“As we approach the start of the tournament the momentum is building and fans are really excited to see the teams in action. We have answered the call to get more spectators to the matches and make sure they have a wonderful time,” said Jennifer Nero, Tournament Director.

“We have a lot of supporters coming from the rural areas and far distances so we want to make sure they arrive on time for the start and return home in comfort.

IN their final tournament for the year, the Guyana Boxing Association (GBA) will host the Terrence Alli Open Championship at the National Gymnasium, from December 16 to 18.

According to president of the GBA, Steve Ninvalle, the Championship is a prerequisite for selection on the team to represent Guyana at the Caribbean Championship which will be held here from December 6 to 9.

The Guyana Defence Force (GDF) are the reigning champions, but as usual, stiff competition is expected from the Republican Gym, Forgotten Youth Foundation, Linden

and Rose Hall Jammers.

With Rose Hall Jammers’ Joel Williamson turning pro, there will be a new champion in the lightweight division and Jamal Eastman seems the likely candidate to stake claim to the title.

Eastman is the nephew of the ‘Battersea Bomber’ Howard Eastman and, like his uncle, has quick hands. At the Lennox Blackmoore National Intermediate Boxing Championships, Eastman stopped Andrew Griffith just one minute 47 seconds (1:47) into the first round of their lightweight clash and showed off his hard-hitting skills.

Pestano-Belle enjoyed US cricket stint

MARTIN Pestano-Belle scored over 500 runs for New York team, the Big Apple Cricket Club, during a five-month stint from May to October in the US. The GCC cricketer, who also plays cricket for Providence cricket team in the East Bank of Demerara Cricket Association, led the USbased club team to a 40-over competition win in the Eastern American Cricket Association after smashing 246 runs in 11 games.

played as a lower order batsman, scored two half-centuries including a top score of 94 and an innings of 68. The former national U-19 cricketer also grabbed seven wickets with his off-spin bowling.

Pestano-Belle was then ultra-aggressive in the Eastern American Cricket Association Division One T20 competition. He scored two centuries and helped Big Apple to the final. Unfortunately, they were beaten in the championship game.

In that competition, he scored 228 runs, including back-to-back centuries.

He scored 113 unbeaten runs and 106 runs. Pestano-Belle, who picked up six wickets during the 20-over competition, said that playing cricket in the US was a unique experience.

He said it was a bit challenging at first, especially playing on matting, but he adapted.

Overall, he felt that he learnt a lot from the experience.

Kenya fight back to beat Guyana 3-2 GUYANA won two games, including the Gorls’ singles and the Boys’ doubles, but fell to Kenya when the Li Ning BWF World Juniors Mixed team and Individual Badminton Championships continued yesterday in Markham, Canada.

The clash was Guyana’s best performance so far in the championships, after 5-0 losses to Singapore, Denmark and the USA and a 3-0 loss to Austria on Wednesday evening.

The young Guyanese team, the only Caribbean nation to qualify for the event, looked solid on day four.

Although Tyrese Jeffrey lost to Meer Solanki in the male singles, the game was competitive, as the Guyanese made several runs, and drew level at 14 in the first clash, but his opponent used his experience to win 21-17, 21-14.

Guyana captain Priyanna Ramdhani, the number

one-ranked female player in the country, drew the match even when she played Krisha Ghia. The-16year-old won 21-13, 21-13.

The Guyanese players were elated when Jeffrey and Akili Haynes carried them ahead 2-1 after a hard-fought victory against Urjan Omit Shah and Ujval Omit Shah in the Boys’ doubles. The Guyanese boys escaped with a close 21-19 win in the first game before a 21-16 win in the second clash.

Ramdhani and 15-year-old Jayde DaSilva, playing in her first international competition, could not close out Kenya when they competed in the Girls’ doubles.

The youngsters lost 21-11, 21-11, which forced a game five, but Haynes and DaSilva failed to get past Solanki and Patel and succumbed, 13-21, 9-21, which handed the African nation the win.

The Guyanese players are set to battle against South Africa when the competition continues today.

Barbados team arrives ahead of GMRSC Ignite REIGNING Group 4 and 2 Champions Mark Maloney and Mark Thompson and the rest of Barbados team arrived in Guyana yesterday for the Guyana Motor Racing and Sports Club’s (GMR&SC) Ignite.

The event, which forms the basis for the final round of the 2018 Seaboard Marine Caribbean Motor Racing Championship (CMRC), speeds off tomorrow and Sunday at the South Dakota Circuit at Timehri.

Champion in 2016 & 2017, Maloney will compete in Group (Gp) 4 where he is currently in fourth place; 52 points off leader; Guyana’s Mark Vieira (RX-8),.Four-time title winner Thompson will race in Gp2, accompanied by brother Kurt, who won the Gp2 crown in 2013. Neither of the Thompson brothers has any good chance of winning their Gp2 class with only 75 points from the three races to be competed.

Top points-scorer at the Williams Digicel International Race Meet at Bushy Park in September, Team Barbados moved from fourth to second in the Country standings with 618 points. While there is no chance of catching Trinidad & Tobago who have 1 299 points, the twin-island state is a shoo-in for a third consecutive title, while the Bajans have a realistic chance of staying second, ahead of Jamaica (526).

Barbados also arrived in last year’s final in second place but Guyana had overhauled their total to finish as runners-up to T&T by just three points. The fourth-placed Guyanese will again aim to build on their current total, but Barbados have a significantly higher cushion in the standings this time around, with an advantage of 422 points over the host nation, compared with 274 last year, while Jamaica will not be fielding a strong team.

In individual terms, Maloney (RX-3) won’t have a realistic shot at retaining his 2WD Gp4 title but since he is the Gp5 leader he has automatically won that class’ inaugural championship as it won’t be competed at South Dakota.

The GP4 battle will be one to watch this weekend with Vieira’s countryman and GP4 AWD defending champion Andrew King (RX-7) second and Quinian Lall (Mazda Miata) of Team CAMS third. These drivers will be joined by 2014 & 2015 champion Kristian Jeffrey.

Vieira was the highest points-scorer of the day at South Dakota last year; Maloney won the opening race but failed to finish the second outing when his engine’s kill switch malfunctioned before finishing second in race three.

Although Mark Thompson has an outside chance of claiming the Gp2 crown, it will call

for catastrophic bad luck for points leader, Trinidad and Tobago’s Marc Gill (Honda Civic) to not usurp the current champion Thompson’s spot. Gill, the only non-Bajan to have won Gp2 when he lifted the cup in 2015, does not have the strongest of records in Guyana but, for Thompson to succeed, Gill will have to retire from all three races with the defending champion winning them.

This weekend’s 27-race programme also features the final round of the Radical Caribbean SR3 Cup, alongside the GMR&SC’s National classes.

Leading the much buzzedabout Radical Cup is Mark Maloney’s brother Stuart, of Barbados, but he will face tough opposition from seasoned Guyanese campaigners Calvin Ming and Jeffrey who both missed the entire season due to racing commitments in North America and Europe.

On a night when juniors, seniors and women were rewarded for their outstanding performances during an eventful 2018 season, HACC were crowned the Elite League playoff champions while Tranzac captured the women’s championships during their first year of competition.

FOLLOWING the postponement of last Sunday’s round of matches due to the inclement weather, play in this year’s Hamilton Green 9-a-side Inter-Ward/Village KO Cup is set to resume on Sunday with 12 matches at the Den Amstel Community Centre ground.

With less than 24 hours before the event, the company has swooped in to sponsor the remaining races that had previously gone un-sponsored.

According to the club, the company has been an avid supporter of motor-racing locally, having chipped in at crucial times in the past.

A comment from the club officials stated that they continually have seen unwavering support from Mohamed’s Enterprise regardless of the event, and their input this time around is unquantifiable.

Santos, Police advance after wins SANTOS Football Club and Buxton United played to the third consecutive 3-1 result of the 2018 edition of the Turbo energy drink football tournament.

The tournament, which is for second division clubs, is being played at the Ministry of Education (MoE) ground.

IN a continued effort to encourage Guyana’s respective sports association to expand and capitalise on Sports Tourism, the Department of Tourism in the Ministry of Business yesterday hosted its third Sports Tourism Forum at the Guyana Olympic Association (GOA) headquarters at Liliendaal.

Held under the theme ‘Growth Points in Sports Tourism: Challenges and Solutions’, the forum was headed by Director General Donald Sinclair, along with

Trinidadian Andrew Welch, former head of Trinidad Hotels, Restaurant and Tourism Association.

The participants representing various sporting disciplines and the tourism establishment explored growth points and discussed the challenges and solutions that impact the development of a sports tourism sector.

With Guyana observing Tourism Awareness Month, Sinclair said the Department of Tourism is making special efforts to involve regions in the planning of

tourism.

Sports tourism, according to Sinclair, refers to travel which involves either observing or participating in a sporting event. He referred to the Caribbean Motor Racing’s (CMRC) final leg, which is set for this weekend at the South Dakota Circuit, as well as the ICC Women’s World T20 leg, hosted at the Guyana National Stadium as prime examples of some activities that will generate revenue for Guyana’s tourism sector.
