Audit Office finds...

CJIA access road project fraught – blames MPI for not with irregularities ‘effectively’ managing it THE Auditor-General’s report on the construction of the new access road to the Cheddi Jagan International Airport (CJIA) has found that there was unauthorised work on the construction of 2.5 kilometres (km) of roadway from the Timehri Police Station to the terminal building at the CJIA. That aside, it has also found that works were not completed according to contract specifications, in that only 1.7km of the required 2.5 km of roadway was constructed from the Timehri Police Station to the intersection of the road that leads to the airport.

The contract for this particular stretch of road was awarded to the local firm, BK International. And though it did not deliver by some 0.8km, there was no reduction in the contract sum for the reduced scope of work, the audit said.

By the auditor’s calculation, if the sum of $618.426M was approved to construct 2.5 km of roadway, then it would have cost the ministry $247.370M per km to construct the road.

“Using this established cost of $247.370M per km, the cost of constructing 1.7km should have been $420.529M. By paying $615.647M to construct only 1.7km of road, or $362.145M per km, this resulted in an increased cost of $195.118M or $114.775M per km,” the report tabled in the National Assembly Thursday stated.

As at September 2016, there were several outstanding works to be completed and according to the Audit Office, at the completion of its fieldwork on September 15, 2016, 0.30 km of roadway in front of the Timehri Police Station, the Guyana Defence Force (GDF) and the Guyana Telephone & Telegraph (GT&T) remained incomplete.

Also, the placing of concrete barriers, erecting of sign poles, road markings and signs were still to be completed.

OVERPAID That aside, the report said BK International was overpaid sums totalling $76.620M for materials cost not recovered, full retention fees not deducted, and advance payments not fully recovered.

This, the report stated, is in addition to the overpayment resulting from only constructing 1.7 km of road.

“The contractor was paid amounts totalling $72.133M for materials on site during the period October 11, 2011 to June 6, 2013. We observed that only the sum of $19M was recovered from payments to the contractor, leaving an outstanding amount of $53.133M to be recovered,” the report added. The balance of $2.778M on the contract sum has been deemed inadequate to recover the outstanding balance.

The ministry only retained the sum of $45.767M as retention fees. Retention

fees were not deducted from four payments totalling $119.787M. “This resulted in the contractor being overpaid the sum of $11.979M, as a result of the ministry’s failure to retain this amount as retention fees in keeping with the requirements of the contract.”

Meanwhile, the contractor received two advance payments totalling $145.143M, representing 23.5 per cent of the contract sum, although the contract agreement stipulated only a 20 per cent mobilisation advance. The advance was required to be completely repaid prior to the time when 80 per cent of the accepted contract amount less provisional sums, has been certified for payments. The total amount paid on the contract amounted to $615.647M. This included $20.563M, which was paid to the GT&T for the removal of the junction box. However, the full advance was not recovered, even though $595.084M or 96 per cent of the contract sum was paid to the contractor. The ministry recovered only $133.635M, leaving a balance of $11.508M still to be recovered.

REFUTES ALLEGATIONS ON The contractor has since refuted allegations that he was overpaid. In a statement to the media on Friday, BK International’s Chief Executive Officer (CEO), Brian Tiwarie said, “The reports are not correct…We categor-

ically deny any claim of our company being overpaid. In fact, up to now the Ministry of Public Infrastructure owes money to the BK International Inc. for the said road project.”

Tiwarie said that the road diversion caused serious disruptions with GTT cables and, in an attempt to have the work completed at an early date, damage was caused to the cables.

Meanwhile, as it relates to the unauthorised works, the audit office said that an approved variation was not observed for three new items totalling $31.545M that were added to the original bill of quantities. “We noted that the contractor was paid sums totalling $46.111M for the new items. In the absence of an approved variation, we conclude that the amount represents unapproved works performed by the contractor.”

In addition, the Audit Office said it could not ascertain the reason for varying the Engineer’s Estimate to

include the additional works or why an extra $14.566M had been paid.

It was also observed that the needs assessment and feasibility studies for the construction of the new access road were not done, and according to the Audit Office, the aforementioned is critical to assess whether the ministry had achieved its objective and whether the selected choice was the most economic one.

Moreover, it was found that the ministry failed to frequently monitor and supervise activities related to the construction of the road.

“We saw no evidence of proper monitoring and supervision by the Works Services Group (WSG) of the works carried out on the construction of the road, as regular monthly reports from the ministry and contractor were not presented.

“As a result, we must conclude that there was no proper project administration by the WSG,” the report stated.

EXCESSIVE DELAYS In addition, there were excessive delays by the ministry in addressing problems identified by the contractor, especially for the relocation of the GT&T’s junction box that was an obstacle in the path of the roadway.

That matter was settled by a court order on April 30, 2014, and by virtue of the court ruling, the ministry and the contractor were required to pay 50 per cent, or $22.329M of the removal

cost. It should be noted also that the invitation to tender was not widely advertised, and as such it is believed that fully qualified contractors could not have been aware of the invitation to tender, which was only published in the Guyana Chronicle newspaper.

The report noted that it was the responsibility of the Ministry of Public Infrastructure to manage the construction of the road in an “economic and efficient manner that ensured the works were in compliance with international best practice and the relevant laws, regulations and authorities.”

“Our findings revealed that there were serious challenges in the pre-tendering and contract administration and controls stages, which affected the scope of the work and timelines. As a result, we conclude that the ministry did not effectively manage the project for the construction of the new access road.”

It should be noted that the construction of the new access road from the Timehri Police Station to the terminal building at the CJIA was in keeping with the four-lane expansion project, and the expansion of the airport.

The works were slated to be completed within one year from its commencement on 12 July 2011; the access road remains incomplete. The construction of the road was initiated by the People’s Progressive Party (PPP) government.

Bolstered Libyan coast guard intercepts packed migrant boat TRIPOLI (Reuters) - Libya’s European-backed coast guard on Saturday turned back more than 150 migrants trying to reach Italy by boat, amid its heightened efforts to block such crossings of the Mediterranean.

The migrants, packed into a single rubber boat, were intercepted off the coast between the towns of Al Khoms and Garabulli, east of Tripoli, after traveling through the night.

The boat was close to an Italian coast guard ship pa-

trolling in international waters when they were cut off and taken aboard a Libyan vessel, dashing their hopes of reaching Europe.

The rubber boat was being rocked by heavy waves and the motor had cut out.

“We were shouting, ‘they are blocking us, they are blocking us’. We were crying, pleading for help,” said Patrice Emani, a 27-year-old from Mali.

He said he was making his second attempted crossing from Libya. He was detained in the western Libyan city of Zawiya earlier in the year, but his family paid for him to be released.

The captain of the Libyan ship that returned the migrants to Tripoli port, Colonel Abdelhamid Adengouz, said they had been

rescued from drowning in rough conditions, with cooperation from Italy.

“The migrants were saved from death,” he said.

“There was an Italian ship present that helped us.”

A large majority of migrants traveling to Europe by sea depart from western Libya, where people smuggling has flourished amid lawlessness and a collapsing economy.

But there has been a sharp drop in departures since July due to armed factions preventing boats from leaving parts of the coast and increased activity from Libyan coast guard units which have received training and technical support from Italy and the European Union.

Human rights groups

have criticised European policy, saying no migrants should be returned to a country where they face widespread abuse.

After migrants are brought back to Libya, they are registered by international agencies before being taken to overcrowded detention centers. Some are offered the chance to return home, while others languish in detention or seek a way out.

Most of those intercepted on Saturday were from West African countries, including Mali, Guinea, and Nigeria, and some were from Bangladesh. All but one were male.

They said they had paid between 1,500 and 3,000 Libyan dinars ($176-$353 at unofficial market rates) to make the crossing.

Saudi king sacks top ministers, gives more power to Crown Prince RIYADH (Reuters) - Saudi King Salman appointed two new ministers on Saturday to key security and economic posts, removing one of the royal family’s most prominent members as head of the National Guard and boosting the kingdom’s young crown prince.

The king also announced the creation of a new anti-corruption committee chaired by Crown Prince Mohammed bin Salman, which Al Arabiya TV said had already detained 11 princes, four current ministers and 10 of former ministers. The suspects were not named.

The cabinet reshuffle saw Prince Miteb bin Abdullah replaced as minister of the National Guard by Khaled bin Ayyaf, while Economy Minister Adel Fakieh was removed in favour of his deputy Mohammed al-Tuwaijri, according to a royal decree carried by state-run media.

Prince Miteb, the preferred son of the late King Abdullah, was once thought to be a leading contender for the throne, before the unexpected rise of Prince Mohammed two years ago.

He had inherited control of the National Guard, an elite internal security force built out of traditional tribal units, from his father, who ran it for five decades.

Prince Miteb was the last remaining member of Abdullah’s branch of the family to hold a position in the upper echelons of the Saudi power structure.

The move consolidates Crown Prince Mohammed’s control of the kingdom’s security institutions, which had long been headed by separate powerful branches of the ruling family.

Prince Mohammed, the king’s 32-year-old son, already serves as defense minister and was named heir to the throne in a June reshuffle that sidelined his older cousin, Prince Mohammed bin Nayef who had also served as interior minister.

He has been responsible at the same time for running Saudi Arabia’s war in Yemen, dictating an energy policy with global implications and behind the plans for the kingdom to build a future after oil.

Prince Mohammed, who has pledged to go after graft at the highest levels, will now also head up the new anti-corruption body, which was given broad powers to investigate cases, issue arrest warrants and travel restrictions, and freeze assets.

Brazil’s young Indigenous musicians rap for land rights RIO DE JANIERO (Thomson Reuters Foundation) - The opening ceremony of Brazil’s World Cup in 2014 also marked the kickoff of a campaign by teenager Werá Jeguaka Mirim to fight for indigenous land rights through his rap songs.

He had been selected, with three other children, to free a peace dove at the ceremony, but in an unsanctioned move, Werá also held up a red-and-black poster reading “Demarcation Now!”.

The poster was hidden in his underwear, the suggestion of indigenous leaders from his Krukutu community of some 300 indigenous people in Brazil’s biggest city, Sao Paulo.

“After this I started to see that the indigenous fight (for land demarcation) is very important. This act made me become a real activist,” the 16-year-old told the Thomson Reuters Foundation.

Werá, who had already written indigenous tales and poetry, started to compose rap songs just a few months after the opening ceremony and rebranded himself as Kunumi MC, the first solo indigenous rapper in the country.

“These songs are helping to raise awareness about land demarcation even among indigenous people,” Werá said.

The demarcation of land for Brazil’s 900,000 aboriginal people is controversial. While the formal ownership of land by the country’s some 300 indigenous tribes has been shown to preserve cultures and the rainforests where many of

them live, plans to allocate new lands for indigenous communities have been on hold for months.

Indigenous leaders are concerned that political moves will put an end to their claims. Some powerful rural lawmakers have proposed changes to the land demarcation process, including the opening up of indigenous reserves to mining companies.

According to data from advocacy group Catholic Indigenist Missionary Council (CIMI) in October, there are 33 proposals threatening indigenous rights before the National Congress.

Of these, 17 are tied to land demarcation, including a proposal to allow the exploration of natural resources in indigenous land and a new framework for the land demarcation process, CIMI said.

One of the most controversial proposals is to transfer to the National Congress from the federal government all decision-making responsibility tied to indigenous land demarcation.

The proposal, known as PEC 215, became the name of one the songs of Sao Paulo-based indigenous rap group Rap Oz Guarani.

“Our land doesn’t get us dirty/ what makes us dirty is your papers/ your laws, vanity and your cruel hatred/ children want to grow, young people want to live/ so why are you destroying our nature?” the song says.

The group’s first song “Jaraguá village warrior” was related to a repos-

session order filed three years ago by a lawmaker against the rappers’ indigenous community.

“Here in the community indigenous warriors cannot talk about their difficulties. The rap is something that has strengthened the indigenous fight a lot,” said the group’s founder, 18-year-old Jefersom Karai Xondaro.

“Today we are considered young leaders because of the rap.”

CHALLENGING PREJUDICE Brazil’s oldest indigenous rap group, Brô MCs, fights for similar causes in the city of Dourados, in Mato Grosso do Sul state in the country’s central-west region.

“Many families are growing and the Dourados reserve is getting small,” Kelvin Peixoto, 26, told the Thomson Reuters Foundation. “We have to fight for the land that belongs to us.”

Through rap songs, Peixoto and three other indigenous musicians, along with a non-indigenous woman on backing vocals, also challenge racial prejudice.

“White people only know Indigenous’ history from books. They don’t see the Indigenous as evolved people,” said Bruno Veron, 23, one of the band’s members. “The indigenous of today is a thinker too.”

All the Indigenous rappers use Facebook and YouTube to promote their songs, concerts and events - hoping their protests will reach the ears of Brazilian lawmakers.

In Brô MCs’ case, their music has made an impact beyond Brazil’s borders, with the song “Red Land” played at the Berlin film festival as the soundtrack of a Brazilian film.

“Red land of spilled blood/ from the massacred warriors in the past/ farmers, mercenaries, landowners/ several died defending their land/ in the village where I live there has been a war already,” the lyrics read.

The rap groups sing in two languages: their native Guarani and Portuguese in order to reach a broader audience as possible.

Werá says land demarcation is a priority for the future of Brazil’s indigenous people. He also wants to bring “schools to indigenous communities; health posts too because many indigenous died in the past because of diseases.” he said.

Preserving the indigenous way of life equates to preserving the forests in which they live, which brings benefits to all.

“The Indigenous’ cause is very important because we’re doing good for everyone,” he said. “We’re bringing oxygen.”

When freedom to protest threatens the country’s collective integrity WE have editorialised about the potential threat of the PPP’s proposed plan of non-cooperation with the government to the integrity of the country.

Our objection to the PPP’s plan is not informed by a desire to stifle protest and resistance. To the contrary, we wish to register our commitment to free speech and general respect for the right of dissent and to eschew any attempt by the state to crush such rights. One of the lessons of slavery and colonialism is the extent to which the denial of freedom messes with the collective mind of a people. It is therefore, incumbent upon post-colonial societies to ensure that independence always confirms to the promotion of freedom, including the freedom to disagree with the government of the day.

But freedom cannot be construed in isolation from the general well-being and security of the larger collective. In other words, the freedom of the individual and individual groups to act and intervene in the politics, economics and the larger social process of the society should not be at the expense of the general good. This is an overarching consideration that must be at the centre of any national pact and must inform political action. Freedom is indispensable, but freedom without limits militates against the very notion

of freedom.

This past week, we witnessed where freedom without limits can take us. PPP members of parliament felt that it was within their right to unfurl placards in parliament and proceed to deliberately interfere with the presentation of the President. The outcome was that the President’s right to be heard by the highest elected body of our country was denied by the right of the PPP to protest what they see as the government’s high-handedness.

The question that needs to be asked is this: how can perceived denial be turned back by counter-denial? There is a school of thought that posits that resistance to the denial of freedom cannot be equated with the vey denial of freedom. The issue, then, is whether the nature of the PPP’s actions is disproportionate to the charges it has levelled against the government.

We answer that question in the negative. The PPP’s quarrel with the government is over the interpretation of the constitution regarding the appointment of the GECOM chair. The two sides have interpreted the constitution differently and the PPP has decided to challenge the president’s interpretation in the courts.

The government has not sought to block this move towards judicial review as

authoritarian governments usually do. If that were the case, the PPP’s actions in parliament would be justified.

While the PPP members were demonstrating inside, scores of its members mounted a similar protest outside. That protest action was not closed down by the police—nobody was beaten or arrested.

One must, therefore, ask why the PPP thought that it needed to take the protest inside the House and in many respects, engage in mob behaviour. From all reports, the protestors were better behaved that the [dis}honourable members inside.

The PPP has had access to the media, including this newspaper, to air its objection to the president’s decision. We have not heard any complaints of censorship or the denial of media coverage. Yet, the party would consider turning the parliament into a street-corner political spectacle that flies in the face of political decency.

The irony is that the record of this government as far as upholding the tenets of civil liberty is far more superior that the PPP’s when that party held office.

That it has decided on its current course is most baffling to those who proceed from the view that the PPP is committed to a stable and cohesive polity. The party seems to be giving credence to the widespread view that it is driven by a chronic

need for returning to power at all costs, including poisoning the political environment in the most wilful and destructive manner.

We come back to the question of freedom to protest perceived and real wrongs by government. We feel that the PPP has undermined its own case in this regard.

A responsible party should only resort to such extreme and desperate actions when all other doors are closed. As we have pointed out above, this is not the case.

What example are the senior members of the party setting for younger members? What example are they setting for the country? Are they signalling to the country that unprovoked mob behaviour is a norm to which we should aspire?

Have they so lost faith in our institutions that they are prepared to destroy their integrity?

No, this is not the Guyana that we should aspire to. We have always disagreed politically, but in a democratic environment, despite its areas of imperfection, one expects better from a party that is almost 70 years old.

While such action may receive applause from loyal followers and sycophants, in the end it diminishes the party of Cheddi Jagan and takes Guyana to another place of shame.

Prevention is better than the cure Dear Editor WE wish to respond to the claims of Sherlina Nageer and friends who published a letter to the editor titled “Government should halt HPV vaccination programme, there are better options” to the Stabroek News dated 03/11/2017.

Before we do, we’d like to acknowledge the importance of the letter’s latter points, with the exception of the call to “stop the HPV vaccines campaign”. Indeed, poor public health and sexual education, as well as dysfunctional facilities, can hinder or stall efforts in delivering quality healthcare to the Guyanese people.

However, we would like to clarify the listed concerns put forth by the authors which, intentionally or not, erroneously convey the impression that the vaccine is more dangerous than helpful: Concern One: “ Most HPV infections go away on their own, without treatment, and do not result in cancer . In the United States, where the prevalence of HPV infection is significantly higher than in Guyana, only about 3.4% of all HPV viruses were associated with cervical cancer .”

This is a misleadingly framed statement.

Yes, it is true that not all HPV viruses are associated with cervical cancer and that figure may well be 3.4%. According to the World

Health Organisation, there are more than 100 known strains or types of HPV infections and most are harmless. However, there is no need for 100% of the viruses to be carcinogenic for it to have a deadly impact. Out of over 100 strains, two, the HPV16 and HPV18, carry the highest risk of cervical cancer and are directly responsible for 66% of reported cases of cervical cancer in the U.S. (‘ US Assessment of HPV types of Cancers ’—a work collaborated by over 20 expert independent U.S. medical institutions and universities).

In Guyana, where cervical cancer claims an estimated 71 lives annually, 62% of all reported cervical cancer cases involve HPV 16 and 18 (ICO HPV Information Centre Human

Papillomavirus and Related Diseases Report Guyana July 2017).

Fortunately, the HPV vaccine Gardasil is extraordinarily effective at preventing infection against the HPV 16 and 18 strains.

Furthermore, while HPV may be more prevalent in the U.S, according to the Pan-American Health Organization, in 2002, the incidence and mortality rates of cervical cancer in Guyana was 47.3 and 22.2 per 100,000, while the incidence and mortality rates in the U.S. were 7 and 2.3 per 100,000, respectively.

Organisation otes that early treatment programmes in developed countries prevent up to 80% of cervical cancers. ” The WHO goes on to note that, “In developing countries, limited access to effective screening means that the disease is often not identified until it is further advanced and symptoms develop.

In addition, prospects for treatment of such late-stage disease may be poor, resulting in a higher rate of death from cervical cancer in these countries.” And further, that some 270,000 women die each year from cervical cancer — of which 85% of women are from developing countries. (See ‘ WHO—Human Papillomavirus and Cervical Cancer ’).

There is no argument from us that greater access to screening (and treatment) is needed nor that the vaccine alone is the best or even a stand- alone preventative option. What’s more, even if the vaccine is administered, screening must still occur afterward. However, it hardly needs mentioning that Guyana is far from a developed country and lacks sufficient resources (human, time, financial, not to mention political will) to have as effective a screening infrastructure as, say, the U.S. Better preventative measures demand better access to excellent healthcare services, and Guyana falls short of this.

At any rate, the WHO recommends vaccination for girls aged 9-13 years as the most cost-effective public health measure against cervical cancer. Furthermore, WHO advocates for a comprehensive preventative approach to prevent HPV-related cases of cervical cancers by “including components from community education, social mobilization, vaccination, screening, treatment and palliative care.”

Concern Three: “ Gardasil contains genetically engineered virus-like particles as well as aluminum, which have been proven to negatively affect immune functioning ” Firstly, the virus-like particles (VLPs) are not actual viruses. For vaccines to work as an immunization mechanism, they have to contain the protein subunit of a virus, not the virus itself .

When the protein subunit separates from a virus and its DNA, it would then be used as an antigen agent for immunization against that virus. Think of an antigen as containing the signature pattern of a virus-like behaviour.

The human body would recognize this antigen and stimulate a protective response.

Vaccines act as a means to strengthen the immune system by preparing it for a potential invasion of a harmful or deadly virus.

Despite being termed as VLP, there is no part of a virus or otherwise that gets included in a vaccine that is dangerous. That would defeat thepurpose of immunization.

Millions of people around the world have been immunized by vaccines of all sorts. This information can be accessed from any Biology text book on the topic of vaccination.

Secondly, Gardasil contains aluminum hydroxide (AH), not strictly aluminum. AH can also be found in medication for heartburn,

ulcers and antacid products. AH is used in many other vaccines.

AH acts as an immune responder in relation to vaccines.

There is no causal connection between Gardasil (or AH) and a weakening or dysfunctional immune system. (See Dr. EB Lindblad , ‘ Aluminum Compounds for use in Vaccines’ – 2004 ).

The statement is simply unfounded, and bears striking resemblance to a debunked article posted on ‘ Washington Times ’ dated 13/12/2014 which contains no objective source supporting their claims.

Lastly, since the Gardasil vaccine does not contain any actual HPV virus, it cannot be carcinogenic. (See ‘Review of Garda sil’ – 2010 by US National Library of Health).

The authors noted that whether the vaccine may prove cancerous “cannot be known yet though; many years have to pass first.” Many years have passed since the vaccine became available (in 2006) and over 270 million doses of HPV vaccines have been distributed. Safety studies have been conducted over these many years on several million persons, comparing the risks for a wide range of health outcomes. No link to cancer - or any other life threatening diseases - has been found.

Concern Four: “ The Japanese Health Ministry stopped recommending Gardasil vaccination for their citizens since 2013 and continues to maintain this position .”

According to Japanese newspaper Asahi, covering the matter, “ The Ministry of Health, Labor and Welfare is not suspending the use of the vaccination, but it has instructed local governments not to promote the use of the medicine while studies are conducted on the matter. So far, an estimated 8.9 million people have received the vaccination, out of which, 176 cases of possible side effects, including body pain, have been reported.” Note the sum difference among people who reported possible side effects compared with the total sum of those who received the vaccine. In other words, 0.0019% of cases reported side effects potentially caused by the vaccine. However, a national expert committee led a clinical review of data related to the 176 cases found no causal connection between the reported side effects and the Gardasil vaccine. Despite their conclusion, the Japanese Government still refused to resume the campaign. (See Dr. Eiji Yoshioka, ‘HPV Vaccination Crisis in Japan’— 2015) . This is a classic example of correlation not necessarily meaning causation. Furthermore, the WHO notes that “the mortality rate from cervical cancer in Japan, where HPV vaccination is not proactively recommended, increased by 3.4% from 1995 to 2005 and is expected to increase by 5.9% from 2005 to 2015.” In Japan, around 10,000 women die every year from cervical cancer.

According to Japanese physicians, this

number could likely be reduced if the government chose to restart their vaccination campaign. Worth noting is that the vaccine is still available for purchase in Japan which means the Government does not find the vaccine itself dangerous, but, more likely, just not worth the risk of (as yet unsubstantiated) claims that may serve to besmirch the Government’s image.

While we agree with the authors’ call for greater emphasis on screening for cervical cancer, we strongly encourage them to desist from spreading poorly researched or misleading stories questioning the safety or usefulness of the HPV vaccine. It is hardly an effective method of encouraging the Ministry of Public Health to revisit best cost-effective strategies for reducing the rate of cervical cancer in Guyana. Furthermore, it is irresponsible if it results in parents refusing to have their girls receive a potentially life saving vaccination given the existing challenges of accessing resources. Finally, it is just dishonest. The copious amounts of scientific and medical studies on millions of people undertaken by international experts which verify the safety and efficacy of the HPV vaccine abound in the public domain. A few anecdotes of adverse reactions, with no conclusive causal link to the vaccine, do not warrant the scaremongering, most especially from persons who claim to be committed to the health of women and girls.

We agree with Sherlina and friends regarding the need for the Ministry to improve

their public awareness programmes on HPV so that the public can understand the benefits of receiving the vaccine which causes minimum side effects, similar to many common medicines.

This outreach is especially needed in indigenous communities in which the rate of cervical cancer is highest in Guyana (American Journal of Obstetrics & Gynecology JUNE 2010).

The HPV vaccine administered by the Ministry is safe, effective and currently plays a very crucial role in Guyana’s fight against cervical cancer. As they say, prevention is better than the cure. The HPV vaccine can prevent up to 70% of cervical cancer cases. This method should not be reserved only for those who can afford it.

Finally, we recommend receivers of the HPV vaccine consult with their doctors immediately should they to experience any abnormal reaction - a very low probability of happening - which could be due to unforeseen allergies or other health complications.

PHANTOM OF THE OPERA ALMOST nearing midpoint in its first five-year term in office, the APNU+AFC coalition government has pulled Guyana from the abyss of an underground economy, pervasive corruption and political despair. The fight-back has created the contours of an orderly, law-governed and stable democracy that has given Guyana a fresh face among the world’s democracies.

This year, therefore, the resumption of the National Assembly provided theatre for the coalition to showcase the story of Guyana coming back. It gave the President an opportunity to deliver to the Parliament a message of stability and success.

But Opposition Leader, Bharat Jagdeo, one-time president, also wanted centre-stage and, like the Phantom of the Opera, he came back to haunt the House as the President started his Address.

What ensued was beyond reasonable expectation, and

defied otherwise acceptable rational, political conduct.

DAY OF SHAME November 2, 2017, was a day of shame in the history of Guyana’s multi-party, parliamentary democracy. It also marked the beginning of cheap political drama for live coverage of parliamentary sittings. The premeditated, planned disruption of proceedings by deployment of the opposition benches to collectively but discordantly howl, croak and groan to drown out the address by the President was aimed not only to show disrespect for executive authority, but to deface and mock at symbols of our democracy.

But the Hansard would show that His Excellency, President Arthur Granger, delivered another powerful address to the Parliament.

Granger, though provoked by the persistent dull drone of discordant voices, remained calm, composed, stately and confident, as a real leader

ought to be. Expectedly, the howls became screams as the President mentioned Guyana’s great prospects of producing oil and gas in commercial quantities, while simultaneously pursuing a green agenda.

FRESH MESSAGE OF HOPE For Guyanese listening to their President, this was a fresh message of hope, even if it were being repeated for a millionth time. But for the Phantom and his gloomy choir, every promise was a poisoned dart that stuck in the heart of his seemingly un-

attainable dream of returning to power.

That dart dug deep as the President spoke about the prudent management of the economy, which shows consistent but moderate, above 3% growth. He explained how the working people benefited from this growth by receiving an increase in the minimum wage of 50% in just over two years - from $39,000 to $60,000 monthly.

He reported that, at the same time, working people paid less in income taxes, and in taxes on goods and services with the reduction of the Jagdeo-imposed Value-Added Tax (VAT) to 14%.

In his wide-ranging presentation, President Granger told sugar workers that even though the Jagdeo regime had bankrupted their industry, the coalition government was able to pinch monies from wherever it could over the past months to give Guysuco $31 billion, so that workers could continue to receive wages and benefits.

SHAMELESS FACES At that point, the Jagdeoites started to hide their shameless faces behind placards that they had smuggled into the chamber. It was then that the cameras picked up the dunce slogans, Jagdeo himself haplessly hoisting one that protested the “deviding” of our people.

The President indeed had a hard task to pitch his voice above the babble, but Guyanese have heard from him that the economy is in safe hands; that confidence in it has resulted in some 240 investment projects worth $187 billion being in the pipeline; and more Guyanese and tourists are visiting Guyana, etc.

Indeed, there was something of interest and value in that address for everyone which should be read and shared. Teachers received 9,000 laptops, and schools were hooked up to free internet access. Countrywide, we are seeing the emergence of solar energy systems, starting in the three new towns.

On Thursday last, Da-

vid stood up stoically to the paper-placard Goliath and his horde. He ended on a high, optimistic note when he reminded us that we share a common home. “We yearn for a common destiny” and that e could apologise, and no more, to save his own proverbial skin from being flayed when his tgime comes to speak in the National Assembly.

“Guyana is a beautiful, blissful and bountiful country…” That was a class act.

DISRUPTIVE POLITICS However, while the message of optimism would ring melodiously in our ears, we must be conscious that opposition disruptive politics would also, like a bugle sounding the last call, haunt us throughout the remainder of this first term. Jagdeo would try to provoke retaliation. He would hope to harvest, like Gogol’s “Dead Souls,” victims of imagined repression. He would wish for martyrs.

That scenario ought to be understood and, notwithstanding opposition frolics, the nation’s business must go on, will go on. We must show that the pledge that our people made at independence to build a united nation, has not become a trifle in the obscene, opportunistic obsession of visionless political hustlers.

The Guyanese people would not allow them to open the wounds of our colonial past and to plant their virus of distrust and division.

In my long association with the working of parliament, I witnessed during 1965 opposition MPs walking into the assembly with black sashes across their bodies with the slogan, “free the detainees.”

That was in protest against incarceration of PPP activists at Sibley Hall. Speaker Alleyne ordered them to leave the House.

Then while Sase Narain was Speaker for an unbroken 20 years, he banned Cheddi Jagan, then opposition leader, from speaking for displacing the mace, and dislodging the collection of law books

on his desk. Then Opposition MP, Isahak Basir, was banned from the house when he threw a glass at Narain, which missed him.

LEGITIMATE PROTESTS I was a member of the civil liberties group with E.M.G “Coco” Wilson, who at one time chained himself to the gate of the parliament; then, in chains, slashed his chest with a razor blade - all to protest against the then dreaded National Security Act. Those were legitimate, isolated protests, in and around parliament. But except for one occasion when the then APNU+AFC opposition drowned out then Home Affairs Minister, Clement Rohee, after a no- confidence motion was passed against him, protests thereafter were confined to occasional PPP boycotts, walkouts and rigorous heckling.

I anticipate that disruption would become the midwife of the new political tactics under the nihilistic slogan; “All struggle; no unity.” For Bharat Jagdeo, this is familiar terrain, as he could unemotionally cast aside togetherness and unity, like a fake or broken marriage. Using fears of elections-rigging as a political jumbie, he would sow political discord, ethnic insecurity and economic instability. It would be his way of “deviding” Guyana.

This is the essence of the campaign of non-cooperation and civil disobedience that was initiated by the post-Jagan, opposition PPP. At best, it is a desperate campaign of infantile disorder.

It is clear that Jagdeo and his MPs were in contempt in the face of parliament; that once the Speaker had hit his gavel, the continuation of the growl was a disobedience of his order.

It may not be without merit that the Speaker would expect that Opposition MPs would purge themselves of their contempt before they could be heard on any issue at future sittings of the High Court of Parliament.

PPP/C says it’s ‘not concerned’ SUNDAY CHRONICLE November 5, 2017

– about being sanctioned for ruckus it caused in Parliament last Thursday THE opposition People’s Progressive Party (PPP) says it is unconcerned about any sanctions it may receive for disrupting the sitting of the National Assembly last Thursday.

This is according to opposition Member of Parliament (MP), Priya Manickchand, who told the media on Saturday at a press briefing that the PPP is not afraid of any upbraiding it may receive from the Speaker of the National Assembly, following its protest action on Thursday as President David Granger addressed the House. “And so we are not concerned about that at all,” Manickchand said.

Manickchand told the media that it is the party’s duty to speak out on matters of concern to it, and accused House Speaker, Dr Barton

Scotland of being “very convenient in his reprimands” in the past.

At various points during the president’s presentation, the racket being made by the opposition drowned out what he was saying, an action that has been strongly criticised in some quarters.

On Friday, Minister of State Joseph Harmon deemed the opposition’s conduct in Parliament the day before as unfortunate.

“We have to protect, and we want to ensure our national institutions and national leaders are given that level of civility and courtesy in public life,” Harmon noted.

He said the type of behaviour such as that displayed by the opposition in Parliament on Thursday should not be allowed to

“re-define who we are as a people.”

He said it was unfortunate, and that in his view and that of his colleagues in the government, the opposition’s behavoiur that day was a significant departure from the norm that is legitimate protest, which is quite legal.

The opposition, from all indications, was protesting the President’s appointment of Justice James Patterson to the post of Chairman of the Guyana Elections Commission (GECOM).

From the tone of the placards borne by Opposition Leader Bharrat Jagdeo and his team, the appointment of Justice Patterson is a clear indication that the government intends to rig the 2020 General and Regional Elections.

National Day of Villages set for Den Amstel THE Regional Administration of Region Three (Essequibo Islands-West Demerara) will be hosting a National Day of Villages celebration at the Den Amstel Community Centre Ground on Wednesday.

The event, which is being hosted in collaboration with the Ministry of Social Cohesion and the Ministry of the Presidency, will be celebrated under the theme, “Working in Harmony, Building Stronger Relationships for a Brighter Future”.

The activity will see villages across Region Three coming together for the second time to engage in a formal cultural programme,

which begins at 09:30 hrs followed by a tree planting exercise.

At noon, the fun is expected to continue with the commencement of games such as softball cricket, football, basketball, and dominoes.

“There will also be a cooking competition and a medical outreach,” said Regional Information Officer, Ganesh Mahipaul.

“It’s a day full of activities for all, and is definitely expected to attract a large gathering.

“The purpose of the activity remains in keeping with the policy of the Government of Guyana, and that is to promote togetherness,

unity and love among our people.”

As he went on to observe, “We understand perfectly clear that united we stand and divided we will fall, and on that note the Regional Administration sees it fit to host this activity.

Sports Clubs and all other interest groups are encouraged to participate as we learn more about each other’s culture and practices.”

All participating teams, he said, will be recognised with tokens of appreciation to enhance their team’s performances in the future. and prizes will surely be up for grabs for individual performances at the games.

Two in custody for allegedly drugging and raping two teens TWO suspects are in police custody for allegedly drugging and raping two 14-year- old high school students sometime on October 31 and November 1, 2017, in East Berbice, Corentyne.

The arrest came three days after the teens alleged that they were accosted by the two men on a bicycle who befriended them and enquired about finding a place to stay.

According to the mother of one of the victims, her daughter and a friend were sent home by their teacher on Tuesday following an

incident in school. However, while on their way, the teens were lured by the men in their late twenties, to a home in the upper Corentyne area.

The teens were then drugged and forced to consume alcohol and were then raped multiple times. According to one of the parents, her daughter, after finding out she was sexually assaulted, fainted and has since become depressed and suicidal.

“She taking it really hard.

She saying she don’t want to live, but we are here for her and have been very supportive. When I talk to her, she can’t recall what happen to

her after they reach by the house the men take them”.

The teens were seen on the public road late Wednesday evening by a female resident who realised they were too young to be on the road at that hour by themselves. Upon investigating, the resident observed that the teens seemed disoriented and traumatised. She reportedly took them to a nearby police station and then to the hospital where it was confirmed that the girls were sexually assaulted.

The alleged suspects were taken into police custody on Saturday.

GPHC needs boost of 30 doctors – calls for better remuneration package for nurses THE Parliamentary Sectoral Committee on Social Services has said that the Accident and Emergency Department of the Georgetown Public Hospital (GPHC) should be boosted by 30 doctors and nine nurses to ease the burden faced by the department. It is estimated that doctors at the department see about 100 to 200 patients per day.

The committee, chaired

by Member of Parliament Dr. Vindhya Persaud, had visited the GPHC on May 3, 2017.

Members of Parliament, Valerie Garrido-Lowe, Dr. Karen Cummings, Alister Charlie and Dr. Vishwa Mahadeo also form part of the Sectoral Committee on Social Services.

In its report to the National Assembly, the committee explained that in seeking to have an understanding of the operational procedures of the hospital, it was discovered that the A&E Department was faced with overcrowding and a shortage of staff.

Head of the A&E Department, Dr. Zulfikar Bux, had informed the committee that the unit was equipped with three Electrocardiograph (ECG) Machines, 18 monitors, and 18 beds which cater for approximately 60 to 100 patients.

At the time, the unit was staffed with 16 doctors who were assisted by nurses. According to Dr. Bux, the doctors see about 100 to 200 patients per day which include referrals, noting that the Triage Unit provides a 24-hour service and each shift has one doctor and one nurse.

“Overcrowding, shortage of staff, shortage of drugs, poor maintenance of equipment and inadequate space were among those highlighted,” the report stated, while

noting that these challenges affect the delivery of the quality of health care services provided to the public.

The Parliamentary Sectoral Committee on Social Services pointed out that in addressing the issue of shortages of doctors and nurses, Dr. Bux noted that the department had been striving to meet its full staff complement.

The shortage of nurses in the department has led to the development of the Residency Nursing Programme, since support from the nursing service has not been forthcoming.

But the shortage of nurses is not limited to the A&E Department, since there is a shortage across the entire country.

In response, the committee has recommended that the A&E Department be boosted with 30 doctors and nine nurses. Coupled with that, it has urged that the remuneration package for nurses be reviewed in order to retain them.

The committee has also called for the department to be equipped with a trained specialist or expert for the maintenance of its machines and equipment. Dr. Bux had noted that difficulties have been encountered in repairing the equipment on the basis that the country lacks qualified persons in that field.

Putting security systems in place to protect staff against unruly patients, expansion of the unit, and the inclusion of a lab in the department are among the other recommendations made by the Parliamentary Committee.

The hospital’s pharmacy was another area of interest.

During the tour, the committee was informed that there were shortages of drugs in the month of April, which included: immunoglobulin, midaz-

olam, forthane, lente insulin, aspirin and metoprolol.

It was explained that the department procures drugs upon checking the “Bin Cards” which determine the amount of drugs that are required on a quarterly basis.

The system helps to avoid expired drugs in the system by sending drugs to other facilities long before the expiry date.

Weighing in on the issue, GPHC Finance Director Ronald Charles noted that there was a procurement procedure that was being followed to procure the drugs. According to him, GPHC has four suppliers namely: IPA, Global, New GPC and Ansa McAL. However, if the suppliers do not have the drugs requested, then orders are made at other private facilities or overseas in order to meet the pharmaceutical needs.

It was on this note that the Parliamentary Committee advised that proper forecasting be done, noting that drugs should be pre-ordered 18 months prior to the expected date of need for medications.

Time to scrap the Carter formula …the political spirit that made it work is gone THE current Carter-Price formula was put in place as a stop-gap measure prior to the 1992 election. It was part of the negotiated settlement to ensure the resumption of free and fair elections. The central tenet was that the two major political parties were afforded equal representation on the commission and that the chair enjoyed the confidence of both sides.

It also broadened the selection of the chair to include an input from the opposition leader. Up till then, the selection was the sole power of the president.

Critically, while the formula broadened the process, the ultimate power of the president to make the final choice was left intact.

At the same time, the very partisan composition and equal representation of the parties on the commission meant that gridlock was built into the process.

This then enhanced the importance of the chair, who on pivotal matters is forced to take one side or the other.

So, in effect the process unwittingly transformed the chair into an appendage of one side or the other,

depending on how he casts his vote.

It should be noted that the Carter formula did not set out to fix the problem of partisan interference in the management of elections—it merely offered a framework for more inclusion in the process. In that sense, it assumed that both sides were committed to consensus— that was the only way the system could work. For the letter of the arrangement to have much teeth, it had to be accompanied by a spirit of consensus on both sides.

But in our politically charged environment, achieving and maintaining consensus are always a considerable challenge. In that regard, the Carter formula was a risky venture: its success was premised on a political value that, more often than not, is in short supply. Curiously, the formula eventually found its way into the constitution with the blessings of both the PPP and PNC. But, as is normal with these legal-constitutional matters, some things are not clearly expressed—they are left to interpretation. While seemingly retaining the ul-

timate power of the president to choose the chair, the constitution does not clearly say what happens if the opposition does not provide a list that the President finds acceptable. In other words, at what point can the president act unilaterally.

I think he can only do so if the system breaks down because the lists provided by the opposition leader violates the spirit of the constitution and that and the electoral system is threatened by the absence of a GECOM chair. As Gary Best, in his brilliant intervention, (Kaieteur News October 29, 2017) points out, there is no clear definition of the phrase “if the Leader of the Opposition fails to submit a list as provided for… “ He, however, submits that based on the substantive clause which lists two categories of persons— judges of various jurisdictions and persons who are fit and proper-- the phrase “a list as provided for” can only mean a list of six persons not unacceptable to the President and not the absence of a list being presented to the President. The chief justice seems to agree with Best’s interpretation.

The PPP, some political commentators and legal scholars are arguing differently: they are saying that once a list is provided by the opposition leader, the president is bound to choose someone from that list. For them, the constitution does not grant the president unilateral powers. But ultimate power to act unilaterally to break gridlock has to lie somewhere. If one accepts that logic, then the PPP and its allies are arguing for giving such power to the opposition leader, whose lists can limit the president’s choice with the latter having no veto power.

The point I am driving at is that the Carter formula does not say in expressed language where ultimate power to choose lies—it leaves it open to interpre-

tation. And in a politically volatile society like Guyana, that is a political liability.

My sense is that they enshrined the Carter formula in the constitution, not because it was perfect, but because it had worked for two elections and finding an alternative to it would have proved impossible at that time.

Further, I feel the parties went along with the choices since 1990, not because they were acceptable to both sides, but because they accepted the logic of the formula—that the party which holds the presidency would always have the advantage when it comes to the final choice. This, for me, is what his key here—an acceptance of the spirit of the system.

So fast forward to the present. The PPP lost power in 2015 and it said publicly that the GECOM chair was in collusion with the PNC commissioners to steal the election from them. This conclusion was drawn because the chair refused to bow to the PPP’s demands.

So, they mounted weekly pickets against him. That was a clear signal that the PPP wanted a chair who was going to be partial to them.

The president responded in a similar vein by drawing a line in the sand about who he thinks fitted the bill of “fit and proper.”

The two positions amounted to the removal of any commitment to consensus. In effect, the Carter-Price formula had broken down—the process was jettisoned before it started. The spirit that made the formula work was thrown out the window. So, the present outcome was inevitable—as the WPA contends, there could not be a nominee acceptable to both sides.

I say all of the above to show why the formula was risky from the beginning and why the changed political environment has rendered it unsuitable. The PPP accepted the formula when it had the ultimate power to choose. Now that it has lost power, it wants to give that ultimate power to the opposition leader. The Carter for-

mula, therefore, has become the victim of the changed political environment which arises out of the change in government.

For me, it is time to move on from that formula for two main reasons. First, the partisan composition of GECOM is a liability—it is a recipe for partisan manipulation of the process and ultimately gridlock, unless, of course, if the chair steps in. And whenever he did, his vote was deemed to be partisan. Although both sides were equally represented, they had confidence in the process only when the chair acted or voted in a manner consistent with their respective interests.

Second, the process for selecting the chair is too limited. To limit the selection of a contentious office to the leaders of the two contending sides, as is currently the case, is to make the selection part of the larger zero-sum politics. The selection process becomes part of the problem rather than a solution of the problem.

What is the answer?

If consensus cannot be achieved via the will of the political actors, it has to be engineered, however difficult that undertaking is going to be. I would, therefore, argue for a scrapping of a commission comprising direct representation of political parties and replace it with one made of citizens who are not directly affiliated to the political parties.

Next, I would broaden the selection process by removing the initiation of the list of nominees from the opposition leader.

Towards this end, I generally favour the recommendations of the 2005 Carl Dundas Report, which recommended a four-step process starting with a committee of eminent persons receiving nominations from political parties which then recommends names to a Parliamentary Select Committee which in turn makes representations to the full Assembly, which then, through a two-thirds vote, recommends the final nominee to the

President.

According to the Dundas Report, the Committee of Eminent persons should comprise the Chancellor of the Judiciary, the Chairperson of the Human Rights Commission, the Chairperson of the Ethnic Relations Commission and the Head of the Women and Gender Equality Commission.

I am not hard and fast on those organisations—we may want to consider some others such as the Bar Association, Transparency International, the University of Guyana, the Religious Community etc., even if some are non-voting members. But I would definitely include a CARICOM nominee as a non-voting member What I like about the Dundas model, which is used in countries such as South Africa, Namibia and the United Kingdom, is that it broadens the process and it forces consensus on the partisan actors. It removes the parties from the driving seat. By the time they come to vote on it in the National Assembly, the process would be far advanced. And crucially, I would remove the president’s unchecked veto power by clearly stating under what conditions he or she could reject the nominee thrown up by the process.

There will be cynics who would ask what happens if the parties don’t cooperate with the new system.

My answer is simple--they would first have to agree to the change, so there would be some level of investment in its success. Second, it is a much more democratic system than the one we currently have. Third, you don’t know if something works until you work it. Fourth, if and when that system outlives it usefulness, you find something better.

COI finds...

Parabara Toshao ‘has clear knowledge’ – of villagers’ involvement with illegal aircraft activities in the area

THE Toshao of Parabara, a Deep South Rupununi village, “has clear knowledge” of the involvement of residents there in the operations of an illegal aircraft, at an unauthorised landing strip in the area.

This is according to the findings of the Commission of Inquiry (COI) into the presence of an illegal, foreign aircraft in nearby Yupukari on September 13, 2016.

The report also points to residents of the entire Region Nine (Upper Takutu-Upper Essequibo), where both Parabara and Yupukari are located, being knowledgeable of the illegal air and ground operations, between September 2015 and October 2016. It said too, that in some cases, persons were even named by the

police as being intimately involved in the operations.

On Thursday, Minister of State, Joseph Harmon told the media during a briefing, that the COI report spoke to persons being complicit in the area.

He said the government has since examined how the police and military are structured in the area, and that changes were made, including at the senior management level, of the police stationed in the Rupununi.

“What we recognised,” Minister Harmon said, “is that there was a failure to really regularly communicate with the citizens of these communities; these far flung communities.”

He said that since the September 2016 sighting, the regional and district in-

telligence systems of communication have been activated.

Minister Harmon said the committees at reference meet monthly or fortnightly, and will have a collaboration of information which would be provided to a regional intelligence committee.

“So we have reinstituted that system,” he said, adding that there is regular communication between the committees and the villages.

According to the supporting documents of the report compiled by former Guyana Defence Force (GDF) Chief of Staff, Brigadier Edward Collins,it was stated that Senior Superintendent, Linden Denny had made several reports of the presence of aircraft at the villages of Achiwib, Ka-

toka, Mandakara, Munwar Savannah, Parabara and at Tampem.

The report states that at Parabara, the police received information that an aircraft had touched down one moonlight night last January, and that several fire spots were lit along the runway strip to provide landing to the aircraft.

A police report pointed out that several persons were involved in the maintenance and monitoring of the airstrip, located some seven miles from the village. The persons named are a man and his sons from the village of Karawadaru, located in the Deep South Rupununi.

The police reported, too, that the village captain has clear knowledge of his “people’s involvement in the

maintenance of the airstrip,” and that a farmer in the area has two secret camps in the bushes next to his farm camp, where he stores fuel and other equipment which he manages for the strip’s maintenance.

It was noted, too, that a member of the Karawadaru Village Council, who is also a member of a community policing group (CPG), is related to one of the persons who maintains the Parabara strip, and that he, too, has clear knowledge of all that is taking place.

Back in September, the South Rupununi Development Council (SRDC), under which 21 Wapishana villages in Region Nine fall, noted that the presence of several illegal airstrips at Parabara is one of several challenges

facing the Wapichan Indigenous group.

The Guyana Chronicle reported two months ago that a law-enforcement team was dispatched to the area to carry out an investigation following reports that several aircraft were seen landing at an illegal airstrip near the Parabara savannah.

According to reports from the area, on several occasions in recent months, aircraft were seen circling and later landing in the Parabara savannah, south of Lumid Pau. The COI report, released last week, provides names of several persons from remote villages and from the town of Lethem, who the police noted were involved in the illegal aircraft operations in the region.

It’s money well spent in Guyana’s best interests – gov’t says of close to $20M expended on PM’s travels abroad SINCE coming to office in 2015, the Coalition Government, through the Office of the Prime Minister (OPM), has invested close to $20M towards strengthening the country’s diplomatic and bilateral relations with friendly nations across the world.

Despite the opposition’s claims of wanton waste regarding the moneys spent on overseas travel for Prime Minister Moses Nagamootoo and other state officials over the period October 2015 to July 2017, the government is maintaining that it is moneys well spent, since the nation has been able to strengthen its diplomatic relationships across the globe, established new trade agreements and maintain a high profile within major international entities.

The OPM has released it’s response to questions raised, noting that, “Unlike the wanton waste and squandermania which took place under the previous administration… except where required by Government to do otherwise, the Honourable Prime Minister has made it a matter of principle to participate only in overseas events where air fares and accommodation are provided partially or fully by the sponsors.”

The response has noted that the PM’s travels were key to the country’s participation in State events abroad that were key to Guyana maintaining its national sovereignty and territorial integrity.

They were also critical from a business and investment standpoint.

One such instance was Guyana’s participation at the Summit of Open Governance Partnership (OGP), Mexico City, Mexico, during October 25 -29, 2015 to which a team consisting of Minister of Natural Resources, Raphael Trotman and Coordinator of the Department of Governance, Tamara Evelyn Khan, was led by Prime Minister Nagamootoo.

Following initial discussions, a trade agreement for the sale of Guyana’s rice to Mexico was forged.

To date some 70,000 tonnes of paddy have been shipped to Mexico, representing one-tenth of Guyana’s total production.

NEW RICE DEAL In addition to forging a new rice deal with Mexico, the Prime Minister used the opportunity to expose Venezuela for imposing the then trade embargo against

Guyana in furtherance of the false claim to our territory, the response noted.

Under the PetroCaribe agreement, Guyana supplied rice to neighbouring Venezuela, but before that deal came to an end, Venezuela in July 2015 issued a directive for Guyana to cease all paddy and rice shipments, in wake of Exxon Mobil’s significant oil discovery offshore Guyana.

Noteworthy, Prime Minister Nagamootoo was able to forge an agreement with the National Polytechnic Institute (IPN) for scholarships to Guyanese in petroleum engineering. IPN committed to a monthly stipend of US$1,000 for each Guyanese student who would take up scholarships. Guyanese students have since taken up places at the Institute.

Mexico also assured technical support for Guyana’s legal framework and disaster reduction for the oil and gas industry and a high-level delegation has since visited Guyana.

During September 30th to October 10, 2016, the PM attended, as Chief Guest, the (a) World Tamils Economic Conference (b) Convocation Ceremony of the Bharat University in Chennai, Tamil

Nadu; and (c) Delhi Law Society’s Conference on Environmental Law in Delhi, India.

The OPM expressed that, at all functions, the Prime Minister described the strategic location of Guyana as a Caribbean and South American state, and outlined business opportunities and incentives available for investors in the sub-region: Guyana, Trinidad and Suriname. Guyana has since received expressions of interest from Indian investors in the sugar industry, aquaculture, agro-processing and granite production.

SEVERAL ENGAGEMENTS Also during the years 2015 – 2017, the PM attended Argentina’s Presidential Inaugural Ceremony, in Buenos Aires during December 9-12, 2015; the Mercosur Summit in Paraguay during December 19-21, 2015; the launch of the Golden Jubilee Independence Anniversary of Guyana in Queens, New York during January 15-18, 2016; the 27th Anniversary celebrations of People of Indian Origin (GOPIO) and Global Convention in New York during June 24-26, 2016; and the State

Funeral for Mr Patrick Manning, late Prime Minister of the Republic of Trinidad & Tobago in Port-of-Spain in July 2016, all in keeping with strengthening international relationships, maintenance of contact with Guyanese in the Diaspora and international protocol.

The 17th International Conference of Chief Justices and Judges was also attended

by Prime Minister Nagamootoo in Lucknow, Uttar Pradesh from November 11 – 14, 2016.

The Honourable Prime Minister was Chief Guest at the Conference, and was invited to make several addresses. He spoke to the issue of the Rule of Law and respect for international law and placed therein, the government of Guyana’s stance which calls for a judicial settlement of Venezuela’s contention that the 1899 arbitral award is void.

BORDER CONTROVERSY To date, the issue surrounding the Guyana-Venezuela border controversy is being discussed at the level of the Good Offices Process through the Personal Representative of the Secretary-General, Mr Dag Nylander, with the hope of

reaching a resolution by the end of this year.

The PM was also in attendance at the funeral ceremony for Mr Fidel Castro, late President of Cuba in Havana from November 29 to December 1, 2016, and was guest of honour at the Indian Diaspora World Convention’s 100th Year of abolition of Indian Indentureship, Chaguanas, Trinidad and Tobago, March 2017 and at the 100th Anniversary Festival to mark an end to Indian Indentureship, Capesterre Belle-Eau, Guadeloupe May 19 – 22, 2017.

The latter event, which was organised by the Guadeloupe Chapter of the Global Organisation of People of Indian Origin (GOPIO), also saw Guyana having greater exposure in the French West Indies, where there are many buyers interested in Guyanese handicrafts, and tourism The Convention of the Federation of Tamil Organisations of North America was held in Minneapolis, Minnesota, USA, during June to 3 July, 2017. The PM attended as a Special Guest to this Business Convention which attracted some 3,000 business executives, artists, eminent scholars, legislators from Canada and USA, among other participants. The battle line has been drawn…who dares to cross?

TO the PPP’s credit, the intellectual authors behind the public mischief to blur constitutional requirements and duty to appointment, acting Chief Justice Roxane George-Wiltshire’s ruling, and the multiple tags being attached to Justice James Patterson to make him out as underserving to be appointed GECOM Chairman must see those in Freedom House jumping in delight.

The unfolding of events are sure to have exceeded the authors’ expectations, proving once again the potency of propaganda. If this devious tactic was meant to serve as a test run, given more than two weeks after it continues to attract headlines and remains a major conversation, it casts a shadow of what the future will likely portend. As a boy we played the game “send the fool on.” Watching this game being played with the nation’s politics and people’s psyche if not halted, does not augur well for our collective well-being.

The protest events in and around the National Assembly last Thursday confirms that Leader of the Opposition Bharrat Jagdeo’s threat to the government of his party’s intent of engaging in non-cooperation and protests will be supported by actions. Those placards, including Jagdeo’s that attracted the public’s atten-

tion and amusement with dividing spelt as “deviding,” brought into sharp focus how the table has turned.

As president he was intolerant of dissent and the police were conditioned to see their role in front of Parliament Buildings as not that of protecting the rights and safety of the demonstrators and passersby, but that of engaging in brutality and transgressing citizens’ rights. It is important to remind society as the current PPP leadership has the temerity to talk about democracy being under threat and the constitution being violated, positioning itself on a moral perch as guardians of, this group has no moral leg to stand on. It was under this leadership that the constitution was stomped on, and citizens’ democratic rights and freedoms taken away or curtailed.

As a sidebar to this conversation, but not of insignificance, though Article 161 (2) of the constitution requires that the List of Nominees for GECOM Chairman come from the opposition parliamentary parties, Jagdeo went outside this repertoire to include members of civil society.

The Guyana Trades Union Congress was among those invited. This aspect of consultation augurs well for Guyana and the citizens’ development. But it should be said that this act confirms that politicians, on both side

of the divide, only pursue such engagement when in the opposition or political wilderness.

When in government, as the PPP did and now being seen with the APNU+AFC, politicians no longer see value for or respect having different heads put together, or what the constitution calls “inclusionary” approach to decision-making (Articles 13 and 149C).

Shrewd politics should inform this government of the importance of fulfilling the people’s desire and its campaign promise to ensure the people’s involvement in the management of their affairs.

Where this government fails to respect this and the opposition embraces it, there will be, deservedly so, intensified pressure to comply, failing which any adverse consequence visited on this government it has only itself to blame.

Those barriers around Parliament Buildings were first placed during the Jagdeo administration and Clement Rohee as Minister of Home Affairs to deprive citizens-- particularly those with dissenting views -from expressing the right and freedom their supporters enjoyed on Thursday.

The continued presence and expansion of those barriers remain an indictment on the David Granger/Moses Nagamootoo Government, who when in opposition had brought a motion and

Sophia man killed during argument over woman A 24-year-old Sophia man succumbed to gunshot injuries he sustained on Friday night following an argument with another man.

Dead is Jamaul Munroe, 24, a labourer of ‘C’ Field, Sophia, Greater Georgetown.

According to the police, the shooting occurred at around 22:45hrs on Friday at what is known as ‘The Black-and-White Bridge’ in the said ‘C’ Field where he lived.

Initial investigations have revealed that Munroe was shot several times during an argument with the 19-year-old suspect, who was armed with a handgun, over a 32 year-old female shopkeeper of ‘D’ Field, Sophia.

Reports are that after the shooting, Munroe was taken to the Georgetown Public Hospital Corporation where he died while receiving medical attention.

Investigations are continuing.

voted for their removal, but cannot themselves respect their own vote and citizens’ incessant clamour to remove them. This kind of double-standards are not only disheartening, but is also helping the PPP to make its case the government cannot be trusted, and is making citizens become more disillusioned in their leadership.

It was Anil Nandlall who soon after the appointment of Patterson started the rumour that he, Patterson, was “never appointed chief justice in Grenada.” In the chaos, it became immaterial that the constitution never required the appointee to be a chief justice, picked up as a scandal of irredeemable proportions, became gospel, relayed, added to or distorted thousands of times over. Patterson was “appointed” to act as chief justice. Whether acting or confirmed, he held the instrument of that office.

Before he could have performed the duty he would have had to take an oath of the office and given the instrument to so perform. There is no equivalency to being appointed to a position/office in the Public Service to that of an elected office, such as being appointed to act as prime minister or president. The judiciary is staffed by Public Service rules, guidelines and conditions of employment which are dissimilar to that of elected office.

Both Patterson and the government failed in properly addressing the issue, thereby allowing the propaganda to snowball, morphing into all sorts of ugliness and the PPP’s goal post for seeking his removal from office changing ever so often, picked up or reported as credible or constitutional.

To Kaieteur News’ credit, it made efforts to elicit an opinion from the chairman, to no avail. When the media confronted him on Thursday on his way into the Parliament, the subsequent coverage the story received was proof positive of the effectiveness of propaganda.

The offence which Patterson expressed in the media on Saturday with regard to Kaieteur’s coverage became a case of “too late, too late, shall be the cry,” for his prolonged silence helped to add wood to the raging fire. We are witnessing a full-scale misinformation war. In this information age, misinformation or lack of information is detrimental, making professional competencies vital and important, but in this regard government continues to woefully fall short.

In the same manner there resides concern that should the court’s ruling go against the propaganda the nation is being fed, who handed down the ruling will likely face similar assault to their character and reputation.

And in this regard the initial response from President Granger to acting Chief Justice George-Wiltshire’s ruling helped to make a tenuous situation untenable, whether it was his intent or not. His statements were interpreted as disrespect for the supremacy of the judicature when it comes to adjudicating on the law, which also adds fuel to the propaganda and the suspicious lens through which the administration is being viewed on this matter. A word wrongly expressed (spoken or written) can lead to problems and in some cases, war. It is not an accident or folly persons would defer to making comments off- the-cuff, placing greater reliance in reading from prepared statements, including using a teleprompter, particularly in delicate matters.

In this midst of the propaganda and what has become clear battle lines drawn between government and opposition, we the people have to ensure sobriety is restored and good sense prevails to bring about our quest for good governance, protection of our rights and freedoms, and the enabling environment created for equal opportunities. As a trade unionist I continue to be alarmed at this gov-

ernment’s insistence or unconcern going down the path of “Do Nots,” making acceptable or less worse the egregious conduct of the PPP government.

The pursuit of good governance, from day one, should have seen in policy form documentation of the things those in leadership condemned the PPP for, and also what the society said they want from their government and voted for.

In 2017, society continues to hear the auditor general expressing concerns about non-compliance with the laws, over-payment, and non-submission of receipts for spending taxpayers’ money, some of which are being used to repay international loans. Constitutional bodies are still to be established and citizens’ right to be involved in the management and decision-making processes on matters that impact their well-being being treated with contempt.

There is so much ground being lost. Where on one hand the opposition has created a wildfire around a non-issue, allowing for it to regroup and refuel, we also risk in an environment of division and propaganda, government officials acting not in the interest of the people, and both sides playing to fears and insecurities for the self-serving agenda of a few. We the people should not be caught in the manufactured divide on either side. We must equally hold this administration’s feet to the fire to govern consistent with the Laws of Guyana, as we hold the opposition accountable for its stewardship when in government and presently.

Society needs the help of the media, now more than ever, and the voices of those unafraid to call a spade a spade, in order to protect, strengthen and advance our fledgling democracy. We the people must cross and thereby erase the battle line and demand that the politicians come to their senses.

Broken relationships and the plight of depression DEALING with the aftermath of a broken relationship, marriage or otherwise, might seem like a trite thing to address in a column. But it is precisely because it is so commonplace that we should be talking about it. The question is, though, how do we make the discourse a useful one and not just another clichéd relationship advice piece. We do this by considering the impact of the end of those relationships on a person’s life, the pain, the process of rebuilding and how that is shaped by mental wellness.

As a 30 something who has walked this path more times than I would like to admit, I’ve learned that there is very limited help for a person grappling with the effects of loss. Well-meaning loved ones and supporters will tell you in these moments of deepest loss that you will get over it, you are better off without him or her or the ever funny colloquial ‘the best way to get over a man is to get under another one.’

Barring the latter, they are right. A break-up, for whatever reason, no matter how painful is something most mentally healthy people can and will get over.

Of course, there will be feelings of pain and grief that are associated with any kind of loss, but most people will find ways to cope as they move through the stages of grief. A simple google search will point you in the direction of coping mechanisms like keeping yourself busy, allowing yourself to grieve, leaning on the support of loved ones, taking up a new hobby and an innumerable amount of self-care suggestions. For most people over time they will find the perfect formula to return them to that place of well-being, fulfilment and

happiness once again.

But what of those of us, whose break-ups were more like a trauma that has a long-lasting impact resulting in long-term effects on our mental health and the healthy conduct of our lives?

Recently, I was having a conversation with a good friend about how she smiles outwardly, but on the inside, there is a constant sense of pain that never leaves. This caused me to reflect on my most significant break-up and how it shaped who I am today. It was not one of those clean-break situations.

It was more like a death in the family, but instead of burying the dead, we mourned over the rotting carcass with no end in sight. And because we could not accept that it was over, I never saw the creeping depression, which slowly crept up and enveloped me over time.

It was impossible for me to determine whether my feelings were a normal and healthy reaction to something that is naturally painful to every one, or whether it was something more serious. According to a booklet published by the United States’ National Institute of Mental Health under the title, Depression: What you need to know,” depression is described as not just mere sadness, which everyone experiences from time to time.

It is the persistent occurrence of one or more of the following symptoms. ● Persistent sad, anxious, or “empty” mood ● Feelings of hopelessness, pessimism ● Feelings of guilt, worthlessness, helplessness ● Loss of interest or pleasure in hobbies and activities ● Decreased energy, fatigue, being “slowed down” ● Difficulty concentrating, remembering, making decisions

● Difficulty sleeping, early-morning awakening, or oversleeping ● Appetite and/or weight changes ● Thoughts of death or suicide, suicide attempts ● Restlessness, irritability ● Persistent physical symptoms As I struggled through my day-to-day existence, if I had seen this list at that time, I would have been horrified to see how many boxes I easily checked off. Looking back now, I remember feeling isolated and unable to define what I experiencing.

There are, as you know, very limited options for mental health in general in Guyana; therefore, the idea that anyone would seek such services for something as ‘frivolous’ as a break-up is a foreign concept to most Guyanese.

Add that to the fact that mental illness is associated with the ‘mad people’ stigma, it means that I could not identify what I might be dealing much less seek professional help for it.

While writing this column, I asked a friend who I know has been having a tough time as a result of her own relationship break-up, whether she had experienced any of the things on the list above without telling her that they were symptoms of depression and she said that she currently had all except thoughts of death or suicide, but that she had experienced those thoughts in the past. Her relationship ended three years ago. You can see, therefore, that without help, there is a lasting impact that can continue to have continuing effects on a person’s mental health and well-being.

So what do we do in the absence of the type of help that is needed? We find healthy, but too often unhealthy coping mechanisms.

For a period of between three to four years when I felt like I would never know what it is like to feel truly happy again, I quit my career and threw myself into theatre.

That outlet had been my passion since I was a child and returning to it felt like returning home. I wrote my pain and on stage I used it to tell stories with my body. I often say theatre saved my life. But I also had an unhealthy coping mechanism.

It was alcohol. I drank alone, I drank in social settings, I drank when something good happened and when I was upset. I am not sure when it crossed over from a social drink here and there to the point where I was regularly drunk. Alcohol abuse in Guyana is so common that unless your behaviour approaches that of a vagrant, who practically lives at a rumshop very few people, beyond those who are very close to you, will flag increased alcohol use as a symptom of something more serious.

An important question we must ask ourselves is, how many of the social ills we see today are as a result of limited options available to address how we cope mentally and emotionally with the trials of life, including heart break and the end of relationships for both married and unmarried couples? The Ministry of Public Health has flagged mental health as an important priority area.

According to an August release from the Department of Public Information, “It was highlighted that the mental health institute is working to ensure at least 50 percent of non-specialised health care providers in Guyana, are trained to address mental health issues. The unit has recognised that it would be more effective to identify and treat with mental illnesses at

the primary health care level.” This is heartening, because it seeks to mainstream mental health in the delivery of health care services.

However, when one considers the fact that many Guyanese shy away from going to the doctor unless they are very ill, it points to the need for national mental health education and awareness programmes, which allow all of us to be able to identify these issues in ourselves, or in our loved ones.

Education and awareness will also help us over time to overcome the stigma associated with these types of illnesses.

Without professional help, but with the support of my loved ones, I have learned to deal with my depression in healthier ways.

In fact, I feel like I have clawed my way back up to a more mentally sound place.

I am mostly happy, though

there are days when I feel like I am on the precipice of falling back into that state.

Thankfully, I have a loving circle of people around me, an understanding of what depression is and I have found a way to value personal happiness.

I will never know why a break-up had such a profound effect on me. Maybe, there were other facts from before that had impacted my mental wellness and the break-up was just the last straw. But understanding that it is a real thing and that I can get help for it, professional or otherwise, has been comforting. To all of you living with persistent sadness and anxiety, please know that you are not alone, don’t be afraid to reach out for help whether it is through your family, the public health care system, or your friends. You can and will get better.

Christmas comes early for Coomacka Mines – with commissioning of Digicel Guyana cell tower in community

THE days of placing wood in the ground to get signals are over for the residents of Coomacka Mines, thanks to Digicel Guyana which has now provided the area with a cell tower.

A commissioning ceremony for the newly built cell tower was held on Saturday morning, with Minister of Public Telecommunications, Cathy Hughes; Member of Parliament, Jermaine Figueira; Chairman of Coomacka, Dexter Harding; Chief Executive Officer (CEO) of Digicel Guyana, Gregory Dean and Head of Marketing, Jacqueline James in attendance along with residents.

Harding, in expressing gratitude, said the initiative will change the lives of not only the residents of Coomacka Mines, but those of nearby communities as well, such as Old England and Three Friends among others. Coomacka Mines is located in Region 10 (Upper Demerara-Upper Berbice).

ONE OF THE TALLEST With the tower being one of the tallest in Guyana, Dean noted that it would serve neighbouring communities and simultaneously improve links to communities afar.

He said in the next few weeks, additional improvements will be done across Guyana in terms of switching from 2G to 3G. The upgrades and improvements are expected to be completed by the end of this month.

“It is exciting for us to be doing these improvements and new services and we thank the community, especially Mr. Harding, for their support. We’re very happy with the work done in the community, the assistance we had in terms of getting the site up. Happy to get the service up and running,” Dean said.

Minister Hughes noted that she was truly grateful to Digicel for including the Ministry of Public Telecommunications in the commissioning ceremony and for becoming a very important partner in the government’s aggressive programme to make Information and Com-

In detailing the struggles faced by residents to communicate with their relatives and friends in and around Guyana, the chairman said that in the past, they had little choice but to improvise.

“I have recognised that in Three Friends, folks would have what we would call phone booths; they would cut open some bottles and they would put some wood down in the ground at strategic points and they would go to the phone booth I call it but they would have their cell phones, ‘cause, without that particular point, there is no signal,” Harding explained.

Dean told the gathering that the initiative was birthed out of several connection issues the company was having in a number of communities, and in an effort to improve the links, Digicel decided “to kill two birds

The Ministry of Public Telecommunications has commissioned 56 community ICT hubs along the coastland and in hinterland areas such as Mabaruma, Mahdia, Baramita and Annai.

“For the mothers and fathers and school-leavers, free internet is an inducement for you to surf the net. I want you to use it to find out what business opportunities may lie in store for you, to get creative with the fruits and vegetables that you grow in your communities, how you can sell your products online,” she posited.

She further noted that her ministry is ready to setup an ICT hub that will provide service and free internet access to the Coomacka and Old England communities and to work hand in hand with the residents.

“We will bring the computers in, we will make it available, we will provide the training that you will need,” Minister Hughes assured.

Residents of Coomacka, Elizabeth/Mariah and Old England such as Evona Charles, expressed how grateful they were for the initiative. Charles, who has been living in Elizabeth/ Mariah for 10 years, stated, “It would be helpful to me because I use Digicel phone and I use the internet because I’m a student nurse and that would make research easier for me using the internet.”

State Minister defends SOCU’s work – says capacity, competence being strengthened MINISTER of State Joseph Harmon has defended the work of the Special Organised Crime Unit (SOCU), amidst criticisms, particularly from the Chambers of the Director of Public Prosecutions (DPP), which brought the quality of the unit’s work into question.

In the statement attributed to the DPP Chambers and published in one of the dailies, it was noted that, “SOCU needs to focus on doing quality investigations before sending files to these chambers for legal advice, because charges are based on evidence and not wild recommendations.”

However, Minister Harmon on Friday made it clear that since assuming office, the coalition government has given SOCU the capacity to tackle organised crime, with the allocation of the necessary resources, training

and exposure to international best practices and advice. He said too that SOCU merely consisted of its Head, Sydney James and inadequate staff, when this administration took the helm of leadership in May, 2015.

“We are improving the competence and capacity of SOCU and in a lot of their investigations that are going on. It is not just that SOCU is not doing a good job, SOCU is gathering information and if in fact the persons who have the legal eye to see what it is that would stand up in court, allow it to go through, how could you blame the investigators?” the State Minister questioned.

Minister Harmon told the media corps that the investigators were doing their work which they were trained to do, that is, to provide information. However, he noted that it was

“SOCU has been complaining about it too that there are so many matters that they are finished investigating and it is not coming to the court as yet, but we have to be patient, because a number of these things require careful investigation,” he noted.

The State Minister gave the assurance that the SOCU will get additional international assistance to ensure that the cases can withstand cross-examination in the courts and allow the judges or magistrates to make judgments based on the evidence.

He noted further, “As you know, the magistracy, the judiciary, they are independent. We do not tell them what judgement they should give; what we do is present the evidence in court and ask that they look at it impartially and neutrally.”

YLAI Guyana, US Embassy to host first ever ‘Youth Innovation Camp’

HIGH school students from across Guyana will soon be given the opportunity to pitch their business ideas as the Young Leaders of the Americas Initiative Guyana Alumni (YLAI Guyana) gears up to host the country’s inaugural “Youth Innovation Camp”, in collaboration with the U.S Embassy here.

The three-day entrepreneurial boot camp billed for December 18-20 is designed to foster an entrepreneurial environment amongst youths in Guyana. YLAI empowers entrepreneurs and innovative civil society leaders to strengthen their capacity to launch and advance their entrepreneurial ideas and, effectively contribute to social and economic development in their communities.

In an interview with Guyana Chronicle on Saturday, Founder and CEO of Community Health Care, Abbigale Loncke, who was recognised by former US President Barack Obama for her outstanding work as a young entrepreneur, explained that in groups of three, high school students between the ages of 15 and 17 who are interested in

According to Loncke, though there is no limit on the amount of applications that can be submitted by schools across the 10 Administrative Regions, the teams will be short-listed after they have pitched their

business ideas. The Alumni will be selecting one team from each region.

“Our goal is to choose one team, which will be made up of three persons, from each region. So from all 10 regions we are looking to get one team and to bring them down to Georgetown to have the camp,” the YLAI 2016 participant explained.

The deadline for submission

is November 15, 2017.

After the YLAI Guyana Alumni would have selected its 10 groups, the parents of the 30 potential entrepreneurs would be contacted for permission to be granted for them to travel to the capital city – Georgetown – for the boot camp in December. It was noted that transportation, accommodation, and food would be provided for

all team members free of cost.

Once in Georgetown, Loncke said the potential entrepreneurs would be molded.

“We will help them to just redefine their pitch, look at how their business is going to be structured, look at the future of their business… and at the end of it we will have a pitching competition, where they will be pitching live to judges, with the hopes of winning some seed money to take to their business from idea to actually a functioning organisation,” she explained.

Loncke said because businesses will be birthed out of the camp, it is important to have the teams in groups of three.

“We need a leader of the group which is the CEO, that is the person who is going to spearhead the company, we need the operations officer, that person is going to be on the ground looking at the operations of the company and then we also need a financial officer who can really monitor the financial aspect of the company on a day to day basis,” she said.

Aside from the pitch

competition, Loncke noted that during the boot camp, the participants will engage in social activities while being taught how to cope with life as an entrepreneur, and the need to have a support base with like-minded individuals.

“We will have business trainers…individuals from the business community who are going to be doing one on one mentoring session and breakout sessions with the students,” the YLAI Guyana 2016 participant added.

Co-Founder of Intellect Storm, Triston Thompson, who is also an YLAI Guyana 2016 participant, noted that the “Youth Innovation Camp” is being funded by the U.S Embassy, but said that the private sector is free to lend support to the initiative. The Education and Business Ministries are reportedly on board.

Not at all encouraging –– visitors say of deplorable state of Linden-Rockstone roads

By Naomi Marshall THE deplorable state of the roads leading to Rockstone was the primary concern raised by patrons during the Region 10 (Upper Demerara-Upper Berbice) community’s 12th Annual Fish Festival.

Located just 14 miles away from the mining town of Linden, Rockstone is the home to Guyana’s largest fish festival. Though this year’s two-day festival attracted approximately 2000 persons from across Guyana, the appalling state of the roads was a major stumbling block.

While some sections of the main road leading from Linden to Rockstone have huge potholes, others are so eroded that navigating them would test the faith of even the most patient of persons.

He further stated that the Public Infrastructure Ministry has given its word that come next year, the road will have been repaired well ahead of the Fish Festival.

CPA launches ‘Mentorship Programme’ THE Ministry of Social Protection’s Child Care and Protection Agency has launched its Mentorship Programme, as part of its 2017 National Foster Care Month activities. The aim is to provide support for those children who will be becoming too old for the formal care system.

The programme was officially launched on Saturday at a Media Workshop at the Mirage Banquet Hall on Albert Street, Alberttown.

Currently, there are some 87 children who will soon reach the age of majority, which means they will be unable to receive assistance from the State care system. According to CPA Director, Ms Ann Greene, the programme seeks to provide a support service to ensure that those children have a place to call home when they leave State care.

“It is a process; we have to screen you, we have to do the background checks and all of that, so the launch is to get the persons to buy-in to the programme,” she said, adding: “We have to train you because you must know what is your role as a mentor, what are your do’s and don’ts.”

She is urging persons to come into the CPA Office, fill it an application and become a mentor to a child.

Outreach Entrepreneurial Skills Courses;Child Care Management; Elementary Cake and Pastry Making; Advanced Cake and Pastry Making; Elementary Food Preparation and Service; and Quick Breads and Yeast Dough Making.

The “Child Care Management Class of 2017” was the largest, with 38 students graduating, followed by ‘Elementary Cake and Pastry Making” with 16 graduates. Thirteen students graduated from the Advanced Cake and Pastry Making course.

In the Caribbean Certificate of Secondary Level Competence (CCSLC), the combined total of graduating students for years 2015, 2016 and 2017 was 29 persons, 11 of whom were male. 2015 had eight graduates, 2016 – six and

2017 – 12. Passes were drawn from: English, Mathematics, Integrated Science, Social Studies and one person with Spanish.

The Valedictorian was Shaquille Nurse who graduated from the Caribbean Certificate of Secondary Level Competence Caribbean Certificate Programme.

The AEA’s Mission Statement reads: The Adult Education Association of Guyana, Inc, M.S. seeks to provide through the non-formal system, the education and training which the Guyanese people need and desire, which has not been met by the formal system, to render them efficient participants in the development process of the nation.”

ACTO conference ends on high note –– with calls for conclusion to be employed

Ministry of Indigenous Peoples’ Affairs, Sydney Allicock and Minister within the Ministry of Indigenous Peoples Affairs, Valerie Garrido-Lowe along with the participants of the ACTO meeting THE Amazon Cooperation Treaty Organization (ACTO)’s traditional knowledge regional conference, ended here Friday evening, has been deemed a success by Minister of Indigenous Peoples’ Affairs, Mr Sydney Allicock.

The two-day discussion, under the theme “Regional Technical Exchange: Community Protocols and Access and Benefit-sharing related to Traditional Knowledge of Indigenous Peoples”, saw representatives from ACTO member-states, Guyana, Bolivia, Peru, Ecuador, Brazil, Venezuela, Columbia, and Suriname deliberating on matters regarding the organisation and the strategic agenda on Traditional Knowledge.

During the closing ceremony, Minister Allicock commended the participants for seeking to develop plans and programmes to promote and preserve traditional knowledge.

“You have had two good days of putting things together,” he said, adding: “I know you have enough work to do, and a new journey to embark on.

“It is a journey that is long awaited and I think today, I can see that we have a team that is going to move this forward in the right direction.”

He also urged ACTO member states to employ the information gathered and the lessons learned from other countries, as they’re the engine to unify the people, and bring the Indigenous Peoples together, because, “for too long our Indigenous Peoples have been in the dark, and now is the time to give them the opportunity to help in nation building.”

Noting that the Indigenous Peoples have been the keepers of the forest for decades, Minister Allicock said it is they who have protected Mother Earth and its nature, and it is the time they benefit from the resources Mother Earth has to offer.

Minister within the Ministry of Indigenous Peoples’ Affairs, Ms Valerie Garrido-Lowe added that Indigenous Studies programmes should be included at the University level so that Guyanese can benefit from honorary degrees in that subject area.

The Minister also noted that while the persons have been striving to maintain their cultural traditions, much more needs to be done.

“I think we should also look at legacy, what we want to leave for our younger generation and add to what already exists.

We the older folks can boast about what our ancestors left for us, the food, the craft, agriculture …We now need to look at how can we add to that, are we going to translate our languages and document them so that they can be stored electronically, are we going to go into green energy are these the benefit we want to leave with our people,” Minister Garrido-Lowe explained.

Minister Garrido-Lowe also applauded the participants for engaging in intense

consultations during the two-day meeting and urged them to make use of the outcomes.

ACTO is an inter-governmental body aimed at the promotion of sustainable development of the Amazon Basin. The Regional Technical Exchange was held under the theme ‘Community Protocols and Access and Benefit-sharing related to Traditional Knowledge of Indigenous Peoples’.

Jaguars beat Volcanoes to rattle off second straight win GROS ISLET, St Lucia, (CMC) – Guyana Jaguars made it a little messy in the end but rattled off their second straight win in the Regional four-day championship when they defeated Windward Island Volcanoes by seven wickets inside three days here Saturday.

The three-time reigning champions limited the hosts to 244 all out in their second innings, with frontline left-arm spinner Veerasammy Permaul claiming four for 53 and West Indies A fast bowler Keon Joseph picking up three for 53.

Nineteen-year-old seamer Sherfane Rutherford supported with two for 50 to end the match with an eight-wicket haul.

Former Test batsman Kirk Edwards top-scored with 54, Kavem Hodge got 44 while skipper Tyrone Theophile scored 37 and Shane Shillingford, 36.

Set a mere 39 runs for victory, Jaguars lost three wickets before stumbling over the line, to follow up their victory over Jamaica Scorpions in Georgetown last weekend.

Resuming the day on 54 for one – still 152 runs behind – Volcanoes suffered an early blow when Theophile fell in the day’s second over after adding a single run to his overnight 36, edging Joseph to Rajindra Chandrika at second slip with the score on 58.

The world has become intolerant of dishonest and corrupt sports officials

By Michael Benjamin THERE was a time when sports was regarded merely as worthwhile leisure activity with health-related bonuses. This has changed over the years and sports has since been transformed to serious business with superb health and financial bonuses.

Indeed, sports have the ability to lift the ghetto youth from among the proletariat, thus becoming millionaires while building character.

Unfortunately, the competitive nature of sports has created an unpalatable phenomenon and athletes worldwide have tainted the arena with illicit drugs to gain that winning edge.

This, coupled with corrupt officials, has cast a dark veil over sports and has seen corruption watchdogs around the world sniffing in every nook and cranny to detect and eliminate both scourges.

Anti-doping bodies have demonstrated utter impatience and zero tolerance with guilty officials and athletes alike, and have petitioned the respective world governing sports bodies to weed out such behaviors in order to clean up the respective disciplines, thus establishing a platform for youngsters worldwide to realize their true potential and magnify their earnings, devoid of such blights.

Football, undoubtedly one of the most popular disciplines, has had more than its fair share of scandals in the past and fingers were pointed at powerful officials, some with the secure belief that they enjoyed enough immunity to slip past the stringent scrutiny.

Take Sepp Blatter, for example; he incisively ruled

the roost as President of the world governing football federation (FIFA), even amidst whispers of corruption among the top echelon of the executive structure. Blatter served for 17 years as former FIFA boss, Joao Havelange’s top deputy, and after a close vote with Swedish rival, Lennart Johansson, ascended the power seat, following Havelange’s resignation in 1998.

The FIFA Presidency is a hot seat and Blatter inherited charges of corruption and was himself accused of contributing to such practices; he astutely brushed aside those allegations. The general consensus, after an inquiry, was that Blatter’s methods might have been clumsy, precipitated by an internal need for clarification. The report concluded that the findings of an internal probe did not lead to ethical or criminal misconduct.

The closest Blatter came to being sanctioned occurred when one of his top Lieutenant’s, General Secretary, Michel Zen Ruffinen, joined with other executive members and submitted a dossier, citing Blatter for malfeasance, conflict of interest and misuse of powers.

Blatter managed to pull the proverbial rabbit out of his hat and employed a confidentiality clause that protected him, and other executives, who were eventually exonerated. Conversely, Ruffinen ended up being the casualty and he was forced to ignominiously vacate his portfolio.

Blatter tightened his hold of the coveted post when he defeated African challenger, Issa Hayatou in the 2002 Annual General Meeting.

As though fate was intent on dealing him a cruel hand, Blatter was next hit by the collapse of FIFA’s marketing partner, Sports Company,

International Sports and Leisure (ISL), which claimed bankruptcy with a debt of over US$100 million. The wily Blatter survived and countered his detractors by releasing FIFA’ first code of ethics in 2004.

Two years later, in 2006, FIFA Vice President and Trinidad and Tobago Football Federation President, Jack Warner, was roped in, in a massive fraud involving the resale of tickets to the World Cup in Germany through a travel company controlled by his family. Blatter jumped to the defense of his trusted

lieutenant, merely expressing disapproval of the act. Accusations of flawed world cup bids, bribery and financial mismanagement had become alarmingly commonplace and surfaced again in the bidding process for the 2018 and 2022 World Cups.

The scandal hit the Caribbean in 2011 when Warner convened a meeting with Caribbean soccer bosses and FIFA presidential aspirant, Mohamed bin Hamam of Qatar.

It was at this meeting that several officials of the territorial Federations were accused of accepting bribes for votes; one of them, Ba-

hamian, Fred Lunn, proved to be incorrigible; he accepted his envelope containing $US40, 000, recorded the transaction and subsequently returned the money. His testimony helped to sink his other corrupt collegues.

While Blatter remained unscathed, more than three dozen of his officials of various Federations were either expelled or suspended by FIFA. Closer to home, GFF President, Colin Klass, was cited and received harsh sanctions following investigations that proved to be a death knell for Klass, who has since been totally ousted from the sport.

Meanwhile, the football empire was dismantled with even bigwig, Jack Warner, being cited for impropriety.

Blatter remained as slippery as an eel, being accused of much wrongdoing but skillfully managing to extricate himself from ‘corrupt’ accusations.

Time eventually caught up with him and in a May 2015 raid in Zurich, he was roped in along with 14 officials and other executives of FIFA’s executive committee; he later caved in and offered his resignation. He was later placed before the FIFA ethics committee, found guilty of ethics violations and debarred from taking part in any soccer-related activity for 8 years.

Recently, President of the International Amateur Boxing Association (AIBA), Dr. Chin Kuo Wu was served with a provisional and immediate suspension of duties after 11 members complained to the AIBA Disciplinary Commission of violations of AIBA’s statutes and codes.

These accusations are certainly not new, as in the

past Dr. Wu had been accused of assuming unilateral stances to keep his detractors in check. Members of the Caribbean Territorial Associations have had cause to

complain of Wu’s dogmatic, unilateral decisions.

The now defunct Caribbean Amateur Boxing Association yearly tournament had served as a unifying force among Caricom member states and had great benefits for pugilists of this territory. Dr. Wu then enacted draconian policies which proved burdensome to many countries in these parts and the tournament suffered an ignominious death.

President of the Barbados Amateur Boxing Association (BABA), Anthony Jones, had uttered disgust at Wu’s strategies that frustrated the organizers of the tournament who naturally threw in the towel. Love for the sport encouraged the heads of the Caribbean Associations to huddle and after discussions the Caribbean Development Tournament (CDT) was born.

Unfortunately, the tournament failed to receive the wholehearted blessings of AIBA and the territorial associations were forced to enact

strange measures and pooled resources to make it a reality.

One of the measures was that each country attending Caribbean-organized tournaments would have to contribute a fraction of the expenses to subsidize the cost of accommodation and meals.

The hardworking Barbadian, Kathy Harper Hall, was the lynchpin in the maintenance of Caricom unity through the organized tournaments, but could not be expected to carry the entire burden. It was then that the heads of the territorial associations came up with the Development tournament in Barbados, with Guyana clinching inaugural honours.

Meanwhile, GBA President, Steve Ninvalle, has earned a prestigious spot on the AIBA executive committee and is now in Dubai, United Arab Emirates, to attend a specially-convened meeting to discuss the matter and state the position taken by his regional colleagues.

This follows a recent meeting held in Guyana where regional heads had thoroughly discussed the issue before arriving at a collective decision on the way forward.

Ninvalle would be attending the Dubai forum with a clearly outlined mandate. It would be interesting to know what that mandate is and how the situation would flesh out. Whichever way it goes, one thing is certain; amateur boxing will benefit even if Wu ends up as the casualty.

There is now a new dispensation in sports and every individual, regardless of rank, will be held responsible and brought to bear. The world has become intolerant of sports executives that are corrupt and unconscionable.

The sooner this message is driven home, the better it will be for all concerned.

Man drives car onto pitch to halt Ranji game in Delhi NEW DELHI, (Reuters) - A man drove his car onto the pitch during the ongoing Ranji Trophy match between Delhi and Uttar Pradesh in a major breach of security at the Air Force Sports Complex in Palam.

Some 20 minutes before Friday’s scheduled close of play, the car entered the field through an unmanned gate and headed straight to the pitch, scaring away Delhi fielders and the two Uttar Pradesh batsmen.

Essequibo’s Dinesh Joseph ready to give back to cricket as a mentor PERHAPS he walked away from the game that he dominated too young, but the 38 year old Dinesh Joseph is eager to return on the field in a different role.

He is arguably Essequibo’s best batsman in history and his magnificent 110 against Demerara in 2000 remains a gem and it is one of only five inter-county centuries scored by an Essequibian.

In a recent exclusive interview with Chronicle Sport, the aggressive and technically correct opening batsman explained that due to frustration and the national selectors’ reluctance to believe in his ability, he decided to walk away from the game.

The former Essequibo captain was seen at the time as one of the best opening batsman in the country, yet he failed to attract the attention of the selectors despite his prolific scoring, both against

Demerara and Berbice.

The soft-spoken Joseph reminisced that he was inspired by former Essequibo middle order batsmen, Lennox Alves and Sarjoo Jainarine to play cricket and once he did so, the game became his lifelong achievement.

He disclosed that inter-county matches were extremely tough and competitive, yet he relished the challenges, including the pace of Reon King and Colin Stuart as well as the spin of Mahendra Nagamootoo and Gavin Nedd.

He further disclosed that having consistently scored at that level, he was convinced that he was capable of achieving great things at the national and even international level, once he was given a break. “I didn’t think that the selectors were looking in my direction, even though the statistics were there to show” he

He is also of the belief that Essequibo’s cricket needs persons of some intellect and knowledge of the game, since cricket in the County remains stagnant’, he disclosed.

Now that the Essequibo senior team has won the GCB Cricket Franchise League, he disclosed that more players from the county should be given the opportunity at the national level, based on their performance and ability.

Joseph who resides in Cotton Field on the Essequibo Coast, remains a treasure of Essequibo’s cricket and it is the hope that the Essequibo Cricket Board and other stakeholders will seek to positively utilize his presence and skill in advancing the game in Essequibo, especially within the school system.

Chanderpaul signs new one-year deal with Lancashire VETERAN Lancashire batsman Shivnarine Chanderpaul has signed a new one-year deal to remain with the county for the 2018 season.

The former West Indies international, 43, hit 819 runs in the 2017 County Championship, averaging above 50.

“I’m very excited to return for the 2018 season having thoroughly enjoyed last year’s campaign,” he said.

“The club is extremely ambitious and there is a group of hugely talented young cricketers in the squad.”

Mission-minded Holder embracing team over self as he turns 26 today

By Kevin T. Pile BRIDGETOWN, Barbados, (CMC) – Jason Holder stumbled across success earlier than most. He gathered his maiden Test hundred in only his fourth match and had been entrusted with the one-day captaincy by age 23, and with just 21 ODIs behind him. Just months later and two shy of his 24th birthday, Holder was handed the cherished mantle of the Test captaincy, with just eight Tests under his belt.

And while one would have understood the temptation to chase personal glory, the giant yet mild-mannered all-rounder has preoccupied himself with the concept of team, and the role of his abilities in the overall collective.

He is almost philosophical as he articulates his role as a young captain and his expectations of the teams he leads, and deliberately never disconnects his performances from that of his unit.

Holder turns 26 today and after 28 Tests, just over 1200 runs and a shade over 50 wickets, says he has found his footing in international cricket and now struck the right blend between leadership and player.

“When Clive Lloyd was chairman [of selectors], he told me it takes three years to understand Test cricket and I felt it strange at that time to understand it, but as I’ve played a lot more Test cricket, I’ve seen so many different things that it’s

clear to me that it probably would take you three, maybe four years to get attuned to actual Test cricket and the Test arena,” the unassuming Holder told CMC Sports in a wide-ranging interview prior to the start of the recent Zimbabwe series.

“It was very difficult at the beginning finding a routine and things that work.

I’ve done a fair bit of trial and error in terms of decision-making and ways I would like to push things down to the guys.

“I think I am managing it a lot better now and that’s with the help of the guys because they have been so receptive and open to things I’ve brought.” nd what he has brought has been a more disciplined approach in work ethic and an almost scholarly awareness of what team success comprises. He speaks about “the process” with a sense of religious fervour and the role of personal responsibility in team performance.

It should not be surprising then, that West Indies, despite their lowly international ranking and recent struggles, have shown glimpses of becoming the type of quality side the Caribbean has craved since the halcyon days decades ago.

Holder’s first Test in charge was a chastening experience, an innings defeat to Sri Lanka in Galle and he subsequently went 11 matches without a win.

That a young side with an average age of 26 and without a single player with

50 Tests could be making small but purposeful strides, is no accident. According to Holder, this success has come from a relentless focus on the process instead of the end result.

In addition, he said the current group of players, though relatively inexperienced, represented a special breed who had West Indies cricket at heart.

“There’s no point sitting down thinking about results.

You’ve got to do so many things in order to get a result and that’s the process,” he explained.

“And I just like to dial in on the process – what is required of each individual in order for us to get the team goals achieved – and everybody needs to understand their role and go out there and execute their role. I think that makes the job a lot easier.”

He added: “I must say the Test team is probably easier to manage where everybody is pushing towards the same goals. It’s not to say that’s not the same in the one-day team but this Test team I believe brings a new kind of feeling towards West Indies cricket, in my opinion.

“There’s a great sense of something to look forward to and I can feel it within the group, and I don’t think we’re that far off from clicking it. We’ve been together for a little while now so hopefully going forward, if we can stay together a lot longer, we can do some special things on the field.”

Despite the heavy respon-

sibility of captaincy, Holder has also recognised the need for personal development and has quietly gone about his business, carving out a niche as a genuine all-rounder.

His unbeaten 103 in Antigua two years ago came under tough circumstances on the final day of the opening Test, helping West Indies to a tense draw. He has gone on to add five half-centuries and now has six overall, and his 110 against Zimbabwe in the second Test in Bulawayo last week, was further proof of his immense ability with the bat.

While he averages 30 at the crease, his 52 wickets have come at 37 apiece, and with a single five-wicket haul to his name, Holder is anxious to correct this record.

However, he again stressed that team goals remained paramount, noting he was comfortable playing the role required by the team as situations dictated.

“It’s been a while since I scored a Test hundred and I would really love to end off the year at least scoring one.

It’s difficult to bat at number eight and get one but I don’t think it is impossible,” he pointed out prior to scoring his second hundred.

“But I just try to bat situation, I don’t really get too caught up with personal goals because you never know what situation you will be faced with in a game and I am a big believer in playing for the team.

“As captain, that is something I really want to push

Though the heavy workload associated with a busy international schedule has taken its toll, Holder said the sense of commitment to team has continued to drive him onto the field, regardless of small injuries from time to time.

“During tours you can get a bit of topping up done but there’s not much time to actually put your fitness together so I just try to make sure I’m ready for the next day,” he noted.

“I’ve been battling through some niggling injuries as well but nothing to keep me off the park. I just try to cross the [boundary] line every time and when I cross the line, I make sure I’m able to give a hundred per cent.”

Radicals, Team Mohamed bikes invade Giftland Mall

By Stephan Sookram RACING fans were treated to their first taste of the SR3 Radicals this weekend when Calvin Ming’s car was put on display at the Giftland Mall.

Freshly imported from Barbados, the Ming’s Products and Services (MPS) Radical was taken there as part of a build up to the November 11 and 12 event.

According to Guyana Motor Racing and Sports Club (GMR&SC) President, Rameez Mohamed, the event also serves to introduce the public to one of the feature events of the day.

“The SR3 Radicals are already receiving a great deal of interest from those people who have never seen the car live before. We think that it was a great idea to have it out here.”

never had the chance to be in the pit before and witness some of the team Mohamed’s Enterprise bikes before, so we’ve got those on display as well.”

“We really like the reception we are getting here for this meeting and we anticipate a big turnout. A lot of the big names are coming, Roger Mayers out of Barbados, Franklyn

Boodhram out of Trinidad and of course our own Kristian Jeffrey.”

Meanwhile, with one week to go, the club has produced a twenty-seven event program which will spread out over two days of racing.

The first day, November 11, will see qualification commencing from 10:00hrs with racing action occurring from 14:00hrs. Several of the local groups as well as the first radical demonstration will

take place there.

The following day, the Sunday, will see the CMRC event as well as several exhibitions, including a professional drifting display by two Trinidadians.

On Saturday, tickets will cost $1000 for adults and $500 for kids above 12 years. Children under -12 will be admitted free. On Sunday, adult tickets will cost $2000, kids 18-12, $1000 and kids under-12 free.

Braithwaite leads CSF Persaud and Sukhram in Championship in Australia the lead after day one

Guyana NRA’s top marksmen have the Golden Arrowhead flying high along the Gold Coast in Australia, with outstanding performances at the conclusion of Stage 1.

The championship has attracted all the top shooters in the world who will be representing their countries at next year’s Commonwealth Games, to be held at this very range. The depth of skills and experience of all these top shooters are remarkable.

After the smoke had cleared, the Stage 1 Aggregate saw five shooters ending with scores of 105. However, it was Braithwaite who prevailed with the highest V-bulls count of 14.

His 105.14 was ahead of Jim Bailey 105.13 (Aus); Peter Jory 105.12 (Gurnsey); Jacobus DuToit 105.12 (South Africa) and Jan Jonck 105.7 (South Africa).

Braithwaite shot scores of 35.7, a perfect

score with all shots being in the V-Bull at 300yds, 35.4 at 500yds and 35.3 at 600yds. It was an outstanding day for Braithwaite and Guyana.

Fullbore Captain Mahendra Persaud also had an outstanding day and is only one point behind shooting 104.6, with scores of 34.2 at 300yds, 35.2 at 500yds and 35.2 at 600yds.

The fullbore marksmen attended this Championship in preparation for next year’s Commonwealth Games and they had also participated in the Canadian National Fullbore Championships last August.

The Guyana Olympic Association (GOA) has been in the forefront of their preparation along with Secure Innovations & Concepts Inc. The CSF Championship continues with two more Stages and concludes on November 8.

By Rajiv Bisnauth ON a day when the weather was not too kind, 72 golfers converged at the Lusignan Golf Course, but at the end of day one of the Guyana Open Golf two-day tournament, defending male champion, Avinash Persaud, and 2014 champion, Christine Sukhram took the lead.

Persaud demonstrated his youth and adequate experience to finish the day with a gross 71, ahead of his sibling Avinda Kishore and Mohanlall Dinanauth, who closed the day on 74 gross each.

Speaking with Chronicle Sport after the day’s play, Persaud related that he is pleased with his performance, adding that it will definitely take another hard day’s work to defend his title.

Meanwhile, on the distaff side, which saw four locals battling for supremacy, defending champion Joaan Deo had a relatively challenging day, finishing third, with a gross 89.

But, despite that result, the 27-year-old said she is very much in the game.

back with an impressive second day and won. This year I’m seven shots from the lead; I’m a little behind, but still very much in the game. I will just have to do what I did last year and go out there and play my best golf tomorrow (today),” Deo told this publication last evening.

Meanwhile, 2014 champion Christine Sukhram is in the lead with a gross 82. Last year’s second place winner, Shaunella Webste, chalked up a gross 86 while Anasha Ally secured a gross 130.

The 28-year-old Sukhram said her game was somewhat indifferent, which eventually give her opponents some force.

However, she remains confident in reclaiming the title.

Today is the scheduled final round of competition, after which will be the presentation ceremony.

West Ruimveldt, Marian Academy to clash in COURTS Pee Wee final

By Stephan Sookram Marian Academy and West Ruimveldt Primary Schools will clash in the final of the COURTS Pee Wee football tournament following their wins in the semi-finals yesterday.

In the first semi, an Ian Daniels-double helped West Ruimveldt overcome Sophia in classic style at the Banks DIH Ground,Thirst Park.

Daniels opened the scoring in the 2nd minute before David Weeks responded by levelling up in the 5th.

It would take Daniel’s 46th minute strike to ensure a winner and the first spot in the final.

In game two, it was a tense affair with Marian Academy holding onto a 1-0 win over Enterprise. Malik Barker was the hero for the Georgetown side in the 4th minute.

Enterprise had several enterprising chances to level the game but they were off target, while Marian had more than a handful of

chances to carry their lead further.

Meanwhile, in the 1316 playoff, Tucville beat Den Amstel Primary 5-0 with Carlo Negus scoring a hat-trick while Ryan Greene and Samuel Tinch each scored one. St Ambrose won 1-0 against Goed Fortune Primary, thanks to an own-goal.

In the 9-12 division, Parfait Harmony won 2-1 over South Ruimveldt with Samuel Lemott and Joushe Daniels scoring. Mae’s Primary on the other hand lost 3-0 on penalties to F.E Pollard after regulation time played out to a stalemate.

In the 5-8 class, Redeemer lost 4-3 on penalties to Stella Marris after the game was tied at 1-1 during regulation time. Kevin George was responsible for Redeemer’s goal while Jamal France scored for Stella Maris.

School of the Nations lost 0-1 to St. Agnes Primary with Isiah Dundas on the scorecard.

West Ruimveldt (red) was in top form against Sophia for their spot in the final. West won 2-1.
