Christmas Kettles officially ‘boiling’

PRIME Minister Moses Nagamootoo, performing the duties of President, on Friday set the Salvation Army’s Christmas Kettles boiling with the first donation of $50,000, paving the way for others to make their generous contributions as well.

Referring to the donation as “A token for today,” the prime minister said he was given to understand that ad-

ditionally, “There’s a goodie in the budget for the Salvation Army, noting that the Big Lamp would shine at the right time.”

Government’s continued monetary support to the Salvation Army and more so, its annual subvention of $10 million to assist The Army’s Drug Rehabilitation Programme, was lauded by the Salvation Army at the forum.

The occasion was the annual launch of the Salvation Army’s Christmas Kettles

Appeal at the Georgetown Club.

It was a spirited programme which attracted hundreds, including members of the private sector, representatives of Marian Academy, Bishop’s High School, religious denominations and private individuals, all coming together with officers and members of the Salvation Army to help make the venture the huge success it was.

The prime minister commended highly, the work of the Salvation Army in Guyana, stating: “It’s a part of goodness; it’s a part of Godliness. He referred to the Bible’s teaching on doing good, pointing out, “Surely goodness and mercy shall follow me all the days of my life.”

“And so the Salvation Army is showing what the road to salvation is,” the prime minister said. And on this note, he alluded to the hundreds ravaged in the recent hurricanes to whom Guyana had reached out.

The prime minister commended the Guyana Private Sector Commission for supporting the humanitarian efforts.

Admonishing the gather-

ing that the kettles need their attention, Nagamootoo said, “It is not how much you give, but the spirit in which you give it, that will make that kettle shine…”

Meanwhile, Kirk Jardine, popular entertainer and former client of the Drug Rehabilitation Programme was emcee, and while injecting much laughter into the programme, told some very sobering stories about how he became hooked on drugs.

He told of his efforts at overcoming the addiction, while being at pains to admonish others not to fall into the same predicament.

Welcome and introductory remarks were delivered

by Divisional Commander, Major Matignol Saint-Lot and Divisional Director of Women’s Ministries Major Mireille Saint-Lot told the Christmas Story.

There was the Bishop’s High School Choir which rendered an awe-inspiring Christmas medley, whilst representatives of Marian Academy lent moral support.

The Guyana Police Force rendered a rich musical prelude, even as the Divisional, Youth Songsters, directed by administrator of the Drug Rehab Programme, belted out nostalgic Christmas carols and the Divisional Timbrellists showcased awe -inspiring pieces.

Representatives of the Drug Rehabilitation Programme did a skit in which they admonished adolescents and young adults to “Stay away from drugs,” warning that the scourge is very real.

THE Guyana National Broadcasting Authority (GNBA) has issued radio licences to five companies which were deemed “fully compliant” for 2016.

Among the companies that received radio licences were the National Television Network (NTN), I Radio Incorporated, the National Communications Network (NCN), Wireless Connec-

“We are still to issue licences for 2017, but we will be approaching that with a little care because as you know the amendment of the broadcast bill was assented to by the President on the 7th of September and came into law on the same day,”

“These licences reflect the period ending December 2016,” Sobers told reporters at the distribution ceremony at the GNBA’s headquarter on Friday.

The GNBA chairman also zoomed in on the new zoning provision that will create a level playing field for small and large broadcasters.

It was explained that in the past, some broadcasters would have had access to any part of the country, especially in some cases, areas where small broadcasters would operate but they all would pay the same base fee.

Those broadcasters who re-applied and complied were given the assurance that they will receive licences.

He explained that some have indicated by virtue of application, a disinterest in some frequencies that they have not used for years, so the National Frequency Management Unit (NFMU) will retrieve them.

In September, the Guyana Chronicle reported that local broadcasters had begun clearing their arrears with the GNBA with the aim of ensuring that they are compliant in preparation for possible licensing.

US General John Baker Freed From Confinement At Guantanamo Washington: A US Marine general who had been sentenced to confinement on the Guantanamo Bay naval base was freed Friday, two days after he had been found in contempt of military court.

Brigadier General John Baker, who heads up the defense teams at Guantanamo, had been ordered to spend 21 days confined to quarters at the US military base in Cuba.

He had refused to comply with a judge’s demands during a hearing in the case against Abd al-Rahim al-Nashiri, the accused mastermind of the attack on the USS Cole in 2000.The

unprecedented action drew quick scorn from critics, who said it illustrates the overall disfunction of the drawn-out military hearings against Nashiri and other high-profile inmates including the alleged plotters of the September 11, 2001 attacks.

Harvey Rishikof, a civilian lawyer and the socalled “convening authority” in the Nashiri case, needed to approve Baker’s sentence.

Just as lawyers in Washington were preparing to appeal to a federal judge for Baker’s release, Rishikof agreed to defer the punishment while he

considers the case.

At about 1:00 pm (1700 GMT), “Brigadier General Baker was served a letter notifying him that the imposition of the remainder of his sentence was delayed until the convening authority makes a final decision on the matter,” said military hearings spokesman Major Ben Sakrisson.

The general’s confinement stems from a dispute with the military judge in the Nashiri case, Air Force Colonel Vance Spath.

Baker had agreed to let Nashiri’s civilian defense team quit the case over a series of ethical conflicts and a lack of confidence

that their privileged conversations were in fact confidential.

But Spath ordered them to appear in person at the base or via video conference, the Miami Herald reported.

When Baker refused, Spath found him in contempt.

Michel Paradis, a civilian lawyer who works for Baker, told the Herald that Baker’s release was a positive step, but that the deferred sentence was worrisome.

“At any time, the [authorities] can re-impose the sentence on him,” Paradis told the Herald.

Warner appeals extradition hearing Former FIFA vice-president Jack Warner is seeking to have the extradition committal proceedings against him put on hold until he has an opportunity to appeal Justice James Aboud’s ruling, which cleared the way for the start of the magisterial proceedings.

Warner returned to the Port of Spain Magistrates Court yesterday, when attorneys for the U n i t e d S t a t e s t o l d a c ting Chief Magistrate Maria Busby EarleCaddle that Warner had filed an appeal which also includes an appli cation for the extradition proceedings to be put on hold.

Hearing of the application has been set for December 18, attorney Netram Kowlessar, of the Central Authority, told Earle-Caddle.

He suggested, and it was agreed to by Warner’s attorneys and the acting chief magistrate, for the matter to be adjourned for mention to a date in January, at which time they will be able to say whether the appellate court has granted the stay of the proceedings.

ceedings before the acting chief magistrate have been adjourned to January 16.

In September Aboud threw out Warner’s judicial review claim challenging his extradition to the United States, where he is wanted on charges for a series of fraud-related offences allegedly committed during his tenure as vice-president of world football’s governing body, FIFA. In his ruling, Aboud recognised that though there were minor inconsistencies between the Extradition Treaty and Extradition (Commonwealth and Foreign Territories) Act, the treaty was not part of the domestic law.

“Neither the Attorney General nor the magistrate is legally bound by any of its provisions.

“Every accused person is entitled to the due-process protections in our legislation,” he held.

Aboud said if a warrant of extradition was signed by the AG, it would be in accordance with domestic law, not the treaty.

“The officer who grants it is a judicial authority who will apply the domestic law and not the treaty,” he said.

Venezuelans wary of exit plan for country’s crisis With his country spiralling into a desperate financial crisis, Venezuela’s president has proposed restructuring its massive debt, leaving international investors wondering Friday whether they’ll be paid and some residents expressing doubt the socialist leader can improve their lives.

President Nicolas Maduro announced Thursday that the state-run oil company will make good on a $1.1 billion payment, then begin “refinancing and a restructuring” its debts. The country owes global creditors an estimated $120 billion, about

half in the form of dollar-denominated bonds.

Buying meat at a Caracas butcher shop, homemaker Ana Gonzalez, 41, said she has to scrape by to put food on the table for her family. She has no faith that Maduro’s government can rescue the country from its worst economic crisis ever.

“What he says is a lie...

With this government, nothing will change,” she said, standing at the counter. “It’s not possible to live like this.”

The oil-rich country racked up massive debt when global prices of oil

soared during the late President Hugo Chavez’s rule.

But a dramatic drop in the price of crude has ravaged the country that sits atop the world’s largest oil reserves.

Making matters worse, in August the Trump administration — a harsh critic of Maduro’s policies — levied financial sanctions that bar U.S. investors from lending to Venezuela.

It also blocks U.S. investors from negotiating with a list of the country’s top officials, including Vice President Tareck El Aissami, blacklisted by the U.S. as a major drug trafficker.

Maduro put him at the helm of the country’s negotiations with creditors.

El Aissami, in a national broadcast Friday, invited investors to the first round of negotiations Nov. 13 in Caracas. He said that Venezuela will continue to fulfill its commitments despite the “imperialist sanctions.”

Importantly, Maduro never mentioned the word “default” in his comments, said Russ Dallen, managing partner of Caracas Capital Markets and an expert on Venezuela’s economy.

It remains unclear, how-

ever, whether Venezuela can maneuver around the sanctions.

“President Maduro has surprised the world with yet another inexplicable solution to a dire economic situation,” said Andrea Saldarriaga Jimenez, of the Atlantic Council, a U.S. think tank.

“Time will tell if Russia or China are willing and able to jump in, and if U.S. companies, like Goldman Sachs, will work around U.S. sanctions to step in again.”

Venezuela for years has made good on its debt payments, drawing down scarce reserves at the cost of fore-

going imports of food and medicine, leading to shortages. Triple-digit inflation sparked a scarcity of cash making it difficult for residents to buy daily goods.

Stalin Gonzalez, an opposition lawmaker in Venezuela’s national assembly, said the congress will not recognize any financial restructuring without first holding a debate among lawmakers.

“This is a matter of national interest,” Gonzalez said. “The country needs to discuss, to know what is going to be done with the debt.”

Drug dealer and his spy cameras POLICE yesterday removed two illegal surveillance cameras which were placed on top of electricity poles in El Socorro, Trinidad, following a tip-off they received that a man, suspected of being a drug dealer, was installing the cameras to keep surveillance on his rivals and the police.

At about 10 am, 40 police officers from the North-Eastern Division Task Force and CID, led

by Senior Superintendent Surendra Sagramsingh and including Superintendent

Nazrudeen Pragg, ASP Michael Sooker, Inspector James and others went to several areas in El Socorro where with the assistance of a TTEC crew, the cameras were deactivated and taken down.

During the exercise, officers also went to the home of the reputed drug lord and removed two cameras from the property.

The drug dealer was not home at the time, but a female relative was on hand when the officers arrived. In all, eight surveillance cameras were found at the top of

electricity poles in several areas in El Socorro.

Other cameras were found, but because of muddy conditions left behind by major flooding last ek, the police and TTEC officials were expected to return to remove the rest of the cameras.

Police believe the drug dealer used this network of surveillance cameras to spy on rival drug dealers and also to monitor the movement of police officers on patrol.

Snr. Supt Sagramsingh said when he received in-

formation about the cameras he contacted TTEC General Manager Kelvin Ramsook, who informed him that it was illegal for anyone to place cameras on TTEC poles.

Sagramsingh later checked with the Police Service’s CCTV Unit to get a location of all police-owned cameras in the El Socorro area so as not to deactivate

the wrong cameras. TTEC manager Ramsook later told Newsday the utility will not tolerate the illegal use of its equipment, in this case, electricity poles.

ACP Surujdeen Persad commended members of the public who provided information to the police which led to the removal of the surveillance cameras. Up to press time, it was

not known if the police and/or TTEC would be pursuing charges against the reputed drug dealer for mounting the cameras on the TTEC poles.

A time-honoured principle desecrated

IN recent years, the international parliamentary community has increasingly articulated common democratic norms and standards relating to parliaments. The Inter-Parliamentary Union (IPU) adopted the Universal Declaration on Democracy in 1997, which in addition to outlining the key elements of democracies, notes that democracy “requires the existence of representative institutions at all levels and, in particular, a Parliament in which all components of society are represented and which has the requisite powers and means to express the will of the people by legislating and overseeing government action.” For parliaments and parliamentarians to meet these democratic standards, it is essential that parliaments build and maintain the public’s trust by conducting their work according to high standards of ethics A nation’s Parliament is its law-making institution, comprising persons elected by national vote. This gives these men and women the authority to not only represent the collective interests/concerns of the people, but also to make decisions in their name. Thus, the description -- representatives of the people.

Of course, such an environment has to have a body of laws which govern and guide its every procedure, particularly the conduct of its elected members. Overseeing this important state organ is the Speaker in whose person resides full authority.

This brief, immediately describes an environment that is to be treated with the utmost decorum and respect, because of the nature of the business that is discussed within its august chambers – the nation’s business.

Thursday, November 2, 2017 will long be remembered

when this utmost respect for the national Parliament was completely thrown out the windows of its sacrosanct chambers, by an opposition political party that in less than an hour ripped to shreds, every protocol governing the observance of parliamentary decorum to be applied during the President’s address, in those hallowed chambers to the nation.

This has become an annual feature of the nation’s President, David Arthur Granger at which forum, he gives a brief on the nation’s achievements, while outlining its legislative agenda. It must be reiterated that President Granger has addressed the Nationally Assembly more times than any other president.

It is no different to what is traditionally known as the Throne Speech, delivered personally to the British Parliament

by Her Majesty, Queen Elizabeth.

Such an occasion is absolutely very important, in whatever country, as it brings to the presence of the elected House, the Head of State/Government who is expected to outline government’s policy. In Guyana’s instance, in accordance with the nation’s constitution, the House becomes The Parliament only with the presence of the President.

Protocol demands, that irrespective of the political issues of the day, the Head of State/Government as presently embodied in the President of the Cooperative Republic of Guyana, must be accorded full respect, and honour when he is before the nation’s Parliament. But yesterday’s behaviour, by the opposition People’s Progressive Party/Civic(PPP/C), totally ignored such a time-honoured principle, and descended into the lowest of behavioural pits, in so far as parliamentary conduct is concerned.

Notwithstanding this opposition party’s disagreement with

the President, on the issue of his selection of the Chairman of the Guyana Elections Commission(GECOM), we hold the view that such conduct stunk in smell; was blatantly disrespectful to the person and dignity of the President, nationally offensive, and has brought Guyana’s Parliament to its lowest level of national shame. All in the presence of the diplomatic corps and other dignitaries present.

Observing a former President, Bharat Jagdeo’s face, as it bobbed in and out from behind a placard, has to be condemned in the strongest language possible.

But we should look at the role of the Speaker of the National Assembly. He is the referee in the House, in whose repose rests full authority to regulate the affairs of the National Assembly, Parliament, as it was during the period of the presidential address. This includes the conduct of parliamentarians.

That the Speaker was magnanimous needs no repetition.

He was over tolerant, but we see this in the spirit and letter of the coalition Government’s commitment to democracy. Even if in the latter mode, of the right to expression, yet he ought to have intervened within a short while of the commencement of the ruckus, stamping his authority, thus allowing the President to be able to address the Parliament in the manner that such occasion demanded.

This was great provocation, and we salute President Granger for the dignity and resoluteness displayed in the face of “yard fowl” behaviour that could have only been inflicted in those hallowed chambers by none other than Bharrat Jagdeo and cohorts.

Kudos for a commendable editorial Dear Sir, REFERENCE is hereby made to the above caption as it relates to: 01.11.17 publication in the Guyana Chronicle editorial captioned, “Reckless driving, excessive speed, boom boxes.” Sir, apart from “hitting the hammer on the nail” with exquisite and timely precision, of which both the GPF, Traffic Department and the Ministry of Culture & Education should take note. Since the lewd, non-understandable (in most instances), vulgar

and deafening music at times is beyond hearing!

Editor, but this “crass and unacceptable” behaviour being displayed by conductors and drivers isn’t extremely strange. Should a survey be undertaken randomly consisting of 200 conductors and drivers, in totality, via questionnaires, a safe and sure bet will entail at least 60% know absolutely nothing of a “Secondary Education”! So, in actuality, they don’t give a damn about the negative effects and influence the lewd and

vulgar lyrics will have on the young minds pursuing a secondary education.

Apart from being disgusting, down right stupid and sickening, the callous display emanating from the mobile discos, consciously or subconsciously, are products of two successive previous political administrations, towards ensuring that the “level of illiteracy among black urban youths maintains substantial growth”! Who (m) is responsible? Conductors, drivers and deejays.

Surely, this is “something

In relation to the elderly, most of them would object to overloading, obscene and vulgar lyrics, so they are left behind.

While the traffic ranks that periodically conduct “tint stripping on the spot, they can be instructed to strip minibuses of massive sound systems on the spot.

Moreover, 8”-16” base speakers, tweeters that are improperly wired and in excess, or failure to adhere, empty the travellers and drive to the nearest police station. It’s high time some semblance of comfort and decency be returned to commuters.

Chronicle donates to schools in Berbice THE Guyana National Newspapers Limited (GNNL) on Tuesday, October 31, made a presentation to the Alness Nursery School and the Lower Corentyne Secondary School in an effort to promote literacy and reading.

Alness Nursery was the recipient of a flat screen television set and DVD player to assist the school to show learning videos such as pho-

nics, reading, colours and counting to students.

Assistant Senior Mistress of the school,Judy Smart, expressed gratitude to the Chronicle and promised to utilise it for its intended purpose .She explained that the school was in need and as such, they reached out to Mr.Foster who was more than willing to assist.

A tune, not a fact - Min. Harmon dismisses PPP claims of plans to rig elections

MINISTER of State Joseph Harmon has dismissed claims by the People’s Progressive Party/Civic (PPP/C) that President David Granger’s appointment of retired Judge,

Justice James Patterson as Chairman of the Guyana Elections Commission (GECOM) was an attempt to rig the 2020 elections.

President Granger made the appointment of Patterson following a meeting with the Leader of the Opposition Bharrat Jagdeo on October 20, 2017, when the head-of-state informed the latter of his disapproval of a third list of nominees which was submitted to him.

Harmon firmly defended the President’s decision, contending that he believes the President acted within the constitution.

The President reportedly resorted to the proviso in the Constitution under Article 161: 2 which allowed him to act independently and appoint a person of the judicial category to be chairman of the elections body.

Jagdeo submitted three lists, all of which were rejected by the President because he did not find any of the nominees “fit and proper.”

The minister of state explained to the audience that according to the constitution, the candidate must be a person

who is qualified to be a judge of the High Court; should have been an attorney-at-Law for at least seven years; and in the absence of those two conditions, any other fit and proper person should be appointed.

Harmon contended that the President resorted to the proviso under Article 161:2 because Jagdeo’s nominations were restricting the President to pick someone who might favour him (Jagdeo).

Although President Granger did not give reasons for rejecting the list, the State Minister said it is not stated in the law for him to do so.

Chief Justice, Roxanne George-Wiltshire in a recent ruling had indicated that there is no legal requirement for the President to state reasons for rejecting a list, but it is her belief that in the furtherance of democracy he should.

“The law says one thing and the judge believes something based on democracy and these nebulous concepts on what is democracy,” said

Harmon, adding that is important to understand that the judge said there is no legal requirement.

Going forward, he said despite the criticisms and accusations from the opposition, they stand ready to deliver at any time and will continue do so when they are elected again in 2020, 2025 and even 2030.

“They will be in the opposition and it has nothing to do with the chairman of GECOM, it has to do with the decision the people has made to let the Government deliver and continue to deliver on their behalf,” he said.

Minister within the Ministry of Natural Resources, Simona Broomes, also reminded the gathering that they will continue to send strong signals of their commitment to improving access to education, healthcare and other necessities.

“Guyana is in good hands,” said the minister, pointing out that they are committed to enquiring what needs to be done in every village so that everyone can enjoy the “good life.”

City Council seeks gov’t bailout

By Telesha Ramnarine CITY Councillors on Thursday night voted in favour of a motion moved by Mayor Patricia Chase-Green to ask central government for more than $400M to bail the municipality out of its debt to its two major garbage contractors.

Town Clerk Royston King subsequently wrote to Communities Minister Ronald Bulkan seeking exactly $475,635,245 that will be used to pay outstanding balances to Puran Brothers Disposal Services and Cevons Waste Management, which date back to 2015.

The motion was seconded by Councillor Oscar Clarke and gained the support of some 20 councillors at an extraordinary statutory meeting at City Hall.

People’s Progressive Party (PPP)’s Khame Sharma walked out of the meeting, having refused to give his support.

The other PPP Councillor Bishram Kuppen said he was not at the meeting because he was notified of it only a few hours before hand.

“Plus, the one sheet notification had no details, except that the topic [would have been] about a resolution on garbage disposal and collection,” Kuppen told the Guyana Chronicle.

The contractors suspended their services since last August because the City Council was not keeping its side of the bargain to pay current amounts. The companies had agreed to wait for what was owing to them for 2015 and 2016.

Ever since then, the Council hired three smalltime contractors to work along with trucks belonging to the M&CC, but head of Solid Waste Management Walter Narine told this publication on Friday that a number of setbacks were being encountered.

According to him, contractor trucks as well as Council trucks have all broke down, resulting in a further interruption to garbage collection across the city.

Collection had already been reduced and the Council started working with an irregular schedule. There has been no collection in some quarters of the city for this

week owing to the disruptions caused by the trucks.

But Narine said work should have been completed on the trucks and hence they would have been back in operation. Residents still had no collection.

Contacted for a comment, Minister Bulkan told the Guyana Chronicle that M&CC’s request will be taken to Cabinet so that it can be examined.

Meanwhile, the motion said the request was in keeping with the municipality’s efforts to honour its responsibility to local communities and to the city as a whole, to prevent the spread of diseases associated with poor municipal waste management and to secure the integrity of the environment and the public health of the city.

The motion said in 2015, in anticipation of the nation’s Jubilee celebrations, the Council had embarked upon a massive clean-up campaign in all

local communities and had exhausted all of its available funds in the massive clean-up campaign.

It continued that the request was also to encourage the contractors to resume their operations to support the Council in the provision of the vital municipal service of garbage collection and disposal.

PPP behaviour in Parliament unfortunate

-- Min. Harmon WHILE pointing out the civil and courteous nature of Guyanese, Minister of State Joseph Harmon has put the opposition on notice that the populace will not be redefined by its behaviour.

Minister Harmon was at the time addressing members of the media at a post-Cabinet briefing on Friday at the Ministry of the Presidency.

He said that while the opposition may have attempted to make President David Granger’s address on Thursday to be inaudible, booklets on the information presented by the Guyanese head of state were already in circu-

lation in Parliament prior to his address.

He recalled that in May 2015, following the general and regional elections, there was a “swelling” of national pride.

“We have to protect and we want to ensure our national institutions and national leaders are given that level of civility and courtesy in public life,” Harmon noted.

He said the type of behaviour such as that displayed by the opposition on Thursday should not be allowed in Parliament to “re-define who we are, who [we] are as a people.”

that in his view and those of his colleagues in government that the behaviour by the opposition represented a significant departure from legitimate protest, even as he pointed out that protest actions are legal.

He said it was not a proper forum for the behaviour displayed, as he pointed out that persons were invited to Parliament for the President’s address.

Minister Harmon called on the opposition and all concerned to work together, to recognise civility and not “tear down national institutions and bring disrespect and disregard to such institutions.”

Similarly, the Alliance For Change (AFC) objected strongly to what it described as “vulgar” un-parliamentary behaviour by the PPP while President Granger addressed the House. In a statement, Friday, the party said the disruptive behaviour violated the Standing Orders and marked a descent into chaos.

The statement noted that it was the first time that “such gross disrespect was extended to a sitting President while he was addressing the Parliament and his citizens at large.”

“Of concern also was the disrespect shown to the highest members of the diplomatic community, representatives of regional and international organisations, members of the judiciary and other invited guests. It is clear that such uncouth behaviour in recent times has come to define the leader and members of the opposition who shamelessly embarrassed themselves and Guyana to the world.”

The party said it recognises the opposition’s right to protest, but finds the screaming and shouting in the Parliament Chambers“totally unacceptable,” while noting that the “tirade could not qualify as free speech that is protected by parliamentary privilege.”

On Thursday, Prime Minister Moses Nagamootoo slammed the People’s Progressive Party (PPP) for what he described as “disgraceful, awful and disgusting” behaviour during the opening session of the 71st Sitting of the 11th Parliament.

The opposition from all indications was protesting the President’s appointment of Justice James Patterson to the post of Chairman of the Guyana Elections Commis-

sion (GECOM).

The placards borne by Opposition Leader and former President Bharrat Jagdeo and his team, alleged that the coalition government by its appointment of Justice Patterson will rig the 2020 general elections.

Persons in the public domain pointed to the glaring spelling errors on some placards, including one which Jagdeo held up in protest Thursday.

But the PPP, notwithstanding the backlash from Thursday’s protest, remains resolute that there was no intention to tear down national institutions or bring disrespect to same. The party said the protest served to highlight what it believes to be “an egregious breach of the constitution by President David Granger, in unilaterally and illegally appointing a GECOM Chairman.”

“The PPP maintains that the protest actions were deemed to be the adequate response to highlight to Guyanese, as well as to the international community, the seriousness of the President’s unconstitutional action,” the party said in response to Harmon’s contention.

Kato Secondary to access World Wide Web KATO Secondary School is expected to be connected to the Internet soon as Government has allocated a sum of $23M for the provision of Internet services to the Region Eight (Potaro/Siparuni) school.

The sum was awarded to IMON Wireless Solutions Inc and the service will be provided to the school for a year-long period, Minister of State Joseph Harmon told reporters on Friday during a post-Cabinet media briefing.

He said the initiative is part of a wide project in which Internet services will be provided to a number of schools in outlying areas across the county.

According to Minister Harmon, “these schools in the hinterland are outside of the government’s e-network reach and require service providers to connect them by way of broadband satellite services.”

Minister Harmon listed

schools at Mabaruma, Port Kaituma, Bartica, Moruca, Aishalton, Lethem, Annai, Paramakatoi, Waramadong, Kwakwani and Mahdia which will receive Internet connectivity.

He said the broadband satellite service will be provided to the schools. The state has not indicated to the contractor which telecommunications company’s services to use.

According to Minister Harmon, a method had to be utilised to provide areas with connectivity where the e-governance services do not exist.

Meanwhile, on Friday Minister Harmon highlighted additional contracts which Cabinet “green-lighted’’ during its last two meetings.

These include contracts for the supply and delivery of one water ambulance for East Berbice-Corentyne, Region Six in which a sum

of $23, 100, 00 has been awarded to K and P Project Management Company; the construction of one business incubator centre at the Lethem Industrial Estate, Upper Takutu-Upper Essequibo (Region Nine) awarded to Vishal Construction to the tune of $271,378,359.00; the supply and implementation of equipment and service to upgrade the Guyana National Broadband Project of the Ministry of Public Telecommunications awarded to Huawei Technologies Company Limited to the tune of US$37,600; and the provision of nuggets learning servers, National Data Management Authority awarded to CBT Nuggets LLC to the tune of US$187,500.00.

In addition, a sum of $74,005,372.00 was awarded to NT Computeac for the implementation of a virtualised data centre at the National Data Management Authority.

Overpayment amounts to$81.6M –– 2016 Auditor General’s report

THE Auditor General’s report on the Public Accounts of Guyana and on the accounts of ministries, departments and regions for the fiscal year ended December 31, 2016, highlighted that there have been a number of overpayments on contracts, with specific reference to the ministries of Public Security and Public Infrastructure.

According to the report tabled in the National Assembly on Thursday, overpayments amounting to $82.658M were made on measured works on 98 contracts administered by ministries, departments and regions in 2016.

Of that amount, sums totalling $65.076M and $17.582M were in relation to regions and ministries, or departments respectively. Included in the sum of $65.076M were overpayments amounting to $45.265M or approximately 69 per cent in Regions One, Eight and Nine, while included in the sum of $17.582M overpaid on contracts in ministries and departments were amounts totalling $11.986M and $3.467M or approximately 68 per cent and 19 per cent for the Ministries of Public Security and Public Infrastructure.

Additionally, in the case of the Ministry of Public Infrastructure, there have been several instances of late and non-delivery of

items procured.

At the time of reporting, items valued $198.279M were not yet delivered though payments were made to the suppliers. Included in the sum were items valued at $109.851M or approximately 55 per cent which were in relation to the on-delivery of two trucks and three motion scales.

Moreover, the full benefits could not have been derived from items totally as $138.446M that were paid for in 2016 but delivered on various occasions this year. These items were purchased by the Ministries of Public Infrastructure, Public Health and Regions Three and Four and included one newborn haemoglobin system and one mobile car crusher, as well as furniture and equipment.

In the case of un-presented payment vouchers, 451 payment vouchers valued at $374.394M were not presented for audit, of which 433 valued $353.692M or approximately 94 per cent of the total value were in respect of Regions One and Eight.

“As a result, it could not be ascertained whether value was received for the sums involved, and whether it has been used for the purposes intended,” the report stated.

In the area of drug procurement and medical supplies, the Audit Office found that there were 15

inter-departmental warrants totalling $1.838B received by the Ministry of Public Health from the 10 administrative regions for the procurement of drugs and medical supplies.

“Financial returns from the ministry indicated that amounts totalling $1.435B were expended on the acquisition of drugs and medical supplies. Although drugs and medical supplies were received by the regional administrations, the costs were not stated on the documentation that accompanied the deliveries.”

Based on the aforementioned, the Audit Office could not ascertain the value of the drugs and medical supplies received by the 10 administrative regions, while the difference of $403M remained unspent, which included 100 per cent of warranted amounts for Region Eight and 71 per cent for Region Three.

Additionally, it was noted that there was the absence of stores records and according to the report, a number of vital control mechanisms to ensure proper accountability for stock were not in place at the drug bonds or stores of several regional hospitals, including those at Mabaruma, Oscar Joseph, Suddie, Canje and Lethem.

Thus far, investigations into the supply of dietary items for the Kato Breakfast School Feeding Programme, and the discrep-

ancies into pricing items in relation to 60 payments totalling $33.663M made to a particular supplier have begun.

Prices for items purchased were higher than that of similar items purchased by the region from other suppliers, the report noted.

That aside, the Audit Office has concluded an investigation into 23 trans-

actions at the Ministry of Public Security, whereby the receipt of goods and services on 20 transactions amounting to $21.129M could not be verified.

“This matter is currently attracting the attention of the Guyana Police Force,” the report stated, while noting that one employee pleaded guilty to the embezzlement of $0.918M and has since

repaid the sum.

Meanwhile, as it relates to the Guyana Revenue Authority, the report noted that a mere 20 per cent or 18, 337 of the 92, 326 self-employed persons filed Income Tax Returns totalling $4.045B. This represents non-compliance by 80 per cent or 73,989 of taxpayers in this category.

Ramjattan uneasy with sections of Slowe report

PUBLIC Security Minister Khemraj Ramjattan on Friday declared that he has “fundamental differences in opinion” as it relates to some content in the Paul Slowe led Commission of Inquiry (CoI) report into the alleged plot to assassinate President David Granger.

Speaking on the sidelines of the commissioning of the new 911 emergency system at the Brickdam Police Station, Ramjattan told reporters while Cabinet has not yet discussed the document, he has had the opportunity to peruse it and he does not find favour with

The Paul Slowe-led Commission also recommended that Senior Superintendent, Crime Chief Wendell Blanhum be replaced, citing poor leadership and questioning his role in the successes in solving crimes under his watch.

“I have looked at what was presented and I have some fundamental differences… but I am very glad that the CoI was held. It did bring out a number of things happening in our Police Force and it was a very useful exercise as every CoI,” said the public security minister.

Ramjattan declined to specify the differences in opinion he shares but stressed that the recommendations made by the CoI

were only recommendatory and only President David Granger can implement same as he deems fit.

“It is for the President to go on and do what has to be done but I am certain the President is going to go on and ask people like myself what I think, and I will tell him what I think,” the minister told reporters.

Back in July, President Granger ordered a CoI into the matter and retired Assistant Police Commissioner, Paul Slowe, was appointed the chairman of the Commission of Inquiry.

Slowe was tasked with inquiring into the persons, places, time, circumstances and events by and through which allegations and reports came to be made of an intention or plan to assassinate the President.

The commission was also required to submit findings and recommendations to President Granger. This was done in September.

Gov’t takes over debt from Atlantic Hotels Inc

AT the 71st sitting of the National Assembly on Thursday, the government announced that it has taken over nearly $4billion in debt from the Atlantic Hotels Incorporated (AHI).

Minister of Finance Winston Jordan, speaking with the Department of Public Information (DPI), said the government’s decision will ensure that Republic Bank Limited (RBL) continues to receive payments and save the Marriott Hotel from foreclosure proceedings.

“The reality here is that such a payment should have been made by AHI based on the monies they should have been receiving from Marriott Hotel, but because the Marriott Hotel is not

in a state to give AHI any monies and because AHI’s parent (company) NICIL (National Industrial & Commercial Investments Limited) is not in a state to give AHI any money, the Central Government is now forced to take over this debt, over US$17M”, he explained.

In addition, Minister Jordan said, situations like this one continues to drain the nation’s coffers of finances which can otherwise be used to improve the standard of living of all Guyanese.

“It is these kinds of transactions that take away a lot from the treasury and essentially rob public servants of money that should rightly go to them,” he noted.

Further, Minister Jordan added that the debt taken

over from AHI is just one example of the many such situations inherited by the current administration.

“This is not the only debt that we have taken over. We have taken over Guyana Sugar Company’s (GuySuCo’s) debt. All of the loans that were taken to build Skeldon. The loans from multilaterals, we are servicing those loans, you would remember that we took over five point something billion dollars owed to the NIS by the Berbice Bridge Company. Again, that is monies from an investment, which has not gone the way it should have, by the previous government.

Wales residents benefit from medical outreach THE Ministry of Public Health in collaboration with the Region Three Health Authorities recently hosted a medical outreach at the Wales Primary School, West Bank Demerara, from which scores of residents benefited.

The services provided at the medical outreach included blood pressure and random sugar testing, eye screening, visual screening using acetic acid screening for cervical cancer and a blood donation drive.

Also participating were the ear, nose and throat specialist and staffers from the Vector Control Service, who administered the filarial pills and engaged those present in sensitisation sessions on vector-borne diseases.

The Outreach commenced at 09:00hrs with remarks from the Minister of Public Health, Volda Lawrence. She commended the medical practitioners for their time and effort spent on weekends providing health screening and treatment at the various health outreaches held across Guyana.

“These workers aren’t here because they’re on duty, they are here because they care about the health and well-being of the people of Guyana,” she said.

She highlighted that while health centres and hospitals provide quality care, medical outreaches give Guyanese another option to access a medical check-up free of charge and at their convenience.

The minister told residents that systems are being put in place for the upgrade of the West Demerara Regional Hospital (WDRH). It is the hope that the hospital can operate on a 24/7 basis offering all services.

“Residents, you will no longer have to travel to Georgetown Public Hospital Corporation to acquire the necessary health care needed, we will fix that,” she said.

The minister also stated that Lymphatic Filarisis is very prevalent in Guyana. She urged those present to take the filaria pill and remain health conscious individuals.

Meanwhile, Ganesh Mahipaul, Regional Information Officer, explained that the purpose of the outreach is to bring health care to the people as opposed to people going to hospitals for medical services.

“We believe as an administration that if we are to see a healthy nation, then we need to reach our people and deliver the services to them,” Ganesh said.

The Regional Health Officer (RHO), Region Three, Dr. Ravendra Dudhnath, said the medical outreaches help to raise awareness on the many health issues affecting the Guyanese population.

FAO Food Price Index eases in October

GLOBAL food prices dipped in October, led lower by dairy products, averaging 27 percent below its all-time high reached in early 2011.

The Food and Agriculture Organisation (FAO) Food Price Index averaged 176.4 points for the month of October, down 1.3 per cent from September while still up 2.5 per cent from a year earlier.

The FAO Food Price Index is a measure of the monthly change in international prices of a basket of food commodities.

The FAO Dairy Price Index declined 4.2 per cent

during the month, marking its first drop since May. International quotations for butter and whole milk powder eased in October, as importers held back on purchases awaiting new supplies from Oceania, while low demand and ample intervention stocks in the EU pushed skim milk powder prices down.

The FAO Vegetable Oil Price Index also declined by 1.1 per cent from its September value, as key palm and soy oil prices eased in light of positive production prospects.

The FAO Sugar Price index declined 0.7 percent,

influenced by weakening in the currency of Brazil, the largest exporter, and on the back of prospects for larger beet crops in the EU and a bigger output in the Russian Federation.

The FAO Meat Price Index declined 0.9 per cent, as intensifying competition among pigmeat exporters, combined with sluggish import demand, drove international quotations lower.

The FAO Cereal Price Index edged up a notch, 0.4 per cent led by higher rice prices even as wheat quotations were generally lower.

'Walking Dead' zombie game seeks Pokemon-style success Finnish game studio Next Games said on Friday it will launch a new augmented reality smartphone game in the coming months based on AMC Networks’ hit TV show “Walking Dead”.

The game, in which players fight zombies that are superimposed onto the real world on smartphone screens, is tapping into the trend of augmented reality (AR) which gained mass adoption last year with the release of Niantic Inc’s Pokemon Go. Next Games said the “Walking Dead: Our World” game, which it hopes will mirror Pokemon Go’s success, will be available for test users on Apple’s App Store and Google Play in selected regions by January before a wider release later next year.

The TV show tells the story of a world overrun by zombies, and the new game will use AR technology to let players battle the zombie

characters in real world environments.

Based on the same show, Next Games has previously developed a mobile strategy game which has been downloaded by more than 16 million users.

“I have an optimistic view on (the new game‘s) potential.

I expect this game to reach similar levels of revenue to their previous game,” said analyst Jerker Salokivi at Evli brokerage, with a “hold” rating on the stock.

Shares in the company, which was listed in March, jumped more than 100 percent in August after the company released its first video trailer of the upcoming game.

FAO's latest estimates point to a 1.0 percent expansion in world cereal utilisation in the coming year, with world cereal stocks on course to set a new record level by the close of seasons in 2018.

Global stocks of rice and coarse grains are projected to hit record highs, while those of wheat already have.

Given the ample size of export supplies, competition among major exporters in the year ahead is expected to remain stiff, with expanding world trade volumes in maize, sorghum and rice offsetting an expected decline in wheat.

Prank callers to be prosecuted

PUBLIC Security Minister Khemraj Ramjattan commissioned the new 911 emergency system at Brickdam Police Station on Friday and warned that prank callers will be prosecuted for wasting the police’s time.

He said the system will have features that can allow location-tracking, SMS messaging and customised reporting.

“It is fine we have a nice 911, so we call up and when we call up the police station and they re-route back the call to Crabwood Creek or to Skeldon Police Station, they have cars or jeeps that will respond to the call,” he noted.

To back up the reports that the police receive, Ramjattan said that the Chinese Government donated 30 containers of assets to be utilised by the Guyana Police Force.

These include fleets of new vehicles, computers and ATVs that will aid the police in their response to

the 911 calls.

The minister highlighted that the vehicles include over 56 pickups, 20 buses and 25 All-Terrain Vehicles (ATVs) among a number of other vehicles and equipment.

“So, do not feel… because we will get a nice 911, we are then going to be stifled because we do not have the resources to back it up. Yes, we are going to get the resources because we will be deploying those and I have gotten from the assistant commissioner where and where they will be deployed,” Minister Ramjattan informed the gathering.

The call system is outfitted with a number of special features, including selective call transfers and automatic caller identification and the option to send a text message in case of the inability to make a call.

proaches. He thanked GTT and DIGICEL for their support and collaboration on the project.

Acting Commissioner of Police David Ramnarine was happy that the emergency

calling system was fixed and noted that the force had struggled and had tough times in the past trying to fix it.

Adding that the new system has features that will

allow for the re-routing of calls to police stations across the country, Ramnarine urged ranks trained to monitor the system to have the right attitude as the highest courtesy and quality of service are expected as the 911 emergency systems serve the population.

“Our attitudinal behaviour towards our work, towards colleagues, towards the members of the public, there is a huge gap and so I can only urge those of you who will be engaged in ensuring that the 911 emergency system… will be something meaningful, something useful, not something mirroring the challenges of the past, it must never be so,” the acting commissioner underscored.

He noted that the establishment of the 911 system constitutes part of the Guyana Police Force’s reform.

The commissioning of the Chinese-donated vehicles is slated for Monday, November 6, 2017, by President David Granger.

2018 budget to bolster security sector -Min. Ramjattan PUBLIC Security Minister Khemraj Ramjattan said the proposed 2018 budget for his sector will bolster the Guyana Police Force (GPF), the Guyana

Prison Service (GPS) and the Guyana Fire Service (GFS).

Funds have also been requested for informants in intelligence-gathering.

Ramjattan said focus will also be on overseas training for personnel, as the GPF seeks to have a full complement of ranks.

“We have asked also for the development of a Strategic Management Unit with more capacities and a coordinated system….

We also want an integrated system where the Ministry of Public Security can make verifications,” the minister noted.

He also said that the ministry plans to have more CCTV cameras in and around the city instead of having several policemen stationed

in an area or district.

The minister explained that the smart city surveillance technology will enhance law-enforcement effectiveness by providing up-to-date information, and supporting the development of proactive operational strategies and intelli-

gence-led tactics.

Crime and violence, Minister Ramjattan said, represent a major obstacle to human, social and economic development and peaceful co-existence for almost all governments in Latin America and the Caribbean region.

‘Razor-B’ refutes Night with Stars promoter’s allegations RANJINI Cassup, the manager of Jamaican Dancehall sensation “Razor B”, is refuting claims made by Seon Blades, promoter of last weekend’s ‘GTT Night with Stars’ at the National Park.

The “Bruk Back” and “Up in Deh” artiste Razor B, was schedule to perform alongside QQ, Pamputtae and Gage for the show which was organised by Blades’ New Level Entertainment, but in a series of unfortunate events, the artistes never took the stage.

Instead, after not receiving their agreed amounts as stipulated in their contracts, the artistes, more so QQ and Pamputtae, refused to leave the Tower Hotel.

Using their respective social media platforms, Eveana Henry (‘Pamputtae’) and Kareem Dawkins (QQ) blasted

the promoter for allegedly not living up to his end of the bargain, something that Blades in an article published in the November 2 Guyana Chronicle, denied.

Speaking to Guyana Chronicle on Thursday, Cassup, Razor B’s manager, stated that her artiste tried to work with Blades, despite his breach of contract.

In fact, Cassup was disgruntled that Razor B was cast in a bad light during his first trip to Guyana, especially after the artiste and manager tried to accommodate the young promoter.

“Razor B and his team pride themselves on professionalism, flexibility and deliver of top notch performances. Your article paints all artistes, including Razor B with same brush. This is inaccurate and unfair to Razor

who acted with professionalism as always,” Cassup told the Chronicle.

She further explained “Razor B gave Seon a 50 per cent discount on his usual fee to help the promoter make this show possible and not pressure him.

The balance of Razor B’s booking fee was due at the

hotel prior to the show; this was not received, not even in part. For Razor B this is for the love of music and his fans... not just money, but contracts and obligations have to be met once agreed.

Razor B and team did not receive their airline tickets or hotel confirmations until the day prior to the show (Razor’s contract clearly states that travel and accommodations details were to be pre-approved and sent 10 days prior to travel).

Cassup explained that the promoter was advised that Razor B needed to be back in Jamaica on Sunday October 29, but due to issues booking the artiste return ticket by the promoter Razor B was forced to cancel another show and issue refund to the other promoter.

“The full per diem (five

days) was due upon arrival – this was not received by Razor B or his team. The promoter insisted, instead, to purchase meals as it was cheaper for him. Razor B showed extreme flexibility given the circumstances,” Cassup said.

“Legally, Razor B has the right to sue for full balance of payment; three days of outstanding per diem for Razor and his Road Manager, as well as lost revenue due to the promoter’s inability to have Razor B back in Jamaica on the 29th, as agreed.

Razor has not currently exercised any of those options as he would like to ‘work with the promoter’ instead of adding to his already grievous situation.”

Recounting the event that unfold on the night of the show, Cassup said “the

promoter did not come to the hotel until after 11pm on the night of the show, he did not attempt to negotiate with our team for partial payment, which would have been considered if proposed, again given the circumstance.

Team Razor B has no ill-will against this promoter, other than the fact that he failed to meet contractual obligations and communicate his financial situation in advance or allow for negotiation with our management team on the night of the show.”

Meanwhile, Cassup said the artiste has agreed to do a discounted show (not free) “in order to help this young man re-coup his loss, this is not out of obligation in any way (but) it is simply to assist an entrepreneur trying to succeed in the promotion business.”

Reporter in trouble for defamatory Facebook post THE Commander of ‘A’ Division, Assistant Commissioner of Police Marlon Chapman, has obtained an order of injunction from the High Court against News Room reporter Leroy Smith for referring to him as a “SQUARE PEG IN A ROUND HOLE.” The post, which was published on Smith’s Facebook page on May 17, 2017, under the heading ‘ASSISTANT COMMISSIONER MARLON CHAPMAN IS A SQUARE PEG IN A ROUND HOLE,’ caused the commander to file a case against Smith for damages for libel, a retraction and apology from Smith and an injunction restraining him from further publishing similar words on social media or the Internet.

Smith’s Facebook post read “Assistant Commis-

sioner of Police, Marlon Chapman is a disgrace to the Guyana Police Force (GPF) and someone who is a sorry ass excuse for a police officer and more so a senior one of that [of] a commander.”

Smith further ranted: “The man should be sent to the Strategic Management Unit or Mounted Branch where interaction with people and the public is to a lesser extent… he is an ineffective police officer with a very low approval rating and carries little confidence among his peers. Chapman is the typical example of a square peg in a round hole.”

The reporter even pointed out in his post that the GPF made a huge mistake when they made him (Chapman) a commander and they (GPF) again made another mistake when they made him

commander of ‘A’ Division to “fill shoes he will never be able to.”

“The nation should however take comfort in the fact that he [Chapman] will never be the commissioner of police and given his very low approval rat-

ing and poor performance, it is only hoped that he never becomes as a deputy commissioner of police,” the post stated.

Smith in his post even suggested that the commander “should do the decent thing and resign.”

According to the court document shown to the Guyana Chronicle, the incident stemmed from an incident between the commander and a cameraman attached to the same news agency as Smith.

It is alleged that the cameraman approached the commander for a side interview and when the officer learnt that he was from the same news outlet as Smith, the commander allegedly responded “You are from that same place that batty boy Leroy Smith working. I am not talking to you.”

It was based upon the remarks made by the commander that Smith centred his Facebook rant against the commander.

During September, Attorneys Lyndon Amsterdam and Latoya Roberts, who represented the commander, were

able to obtain an injunction against Smith during a hearing before Justice Gino Persaud.

The court was informed that the parties had come to an agreement and the commander said he did not want any money from Smith.

Smith had agreed to apologise to the commander and retract his statement made on his Facebook page. He was also ordered to pay for the commander’s legal fees and refrain from publishing, disseminating, and circulating to the public and electronically publishing on the World Wide Web any discriminatory words against the commander.

Failure to comply with the terms of this order would result in Smith being held in contempt of court and be liable to imprisonment or have his assets confiscated.

No arrest in CANU drug bust FOLLOWING the discovery of over 147 pounds of cocaine found in several containers of white rice destined for Belgium last week, no arrest has been made as the Customs Anti-Narcotics Unit (CANU) continues its investigation.

On October 28, 2017, CANU and Container Control Programme (CCP) raided five 20 foot containers as it was docked at the John Fernandes Wharf Water Street, Georgetown which were loaded with white rice on behalf of SF Trading BV, Nederland.

Over 67 kilograms of suspected cocaine were uncovered randomly in sealed 45kg bags of rice.

A businessman, who is the alleged broker for the rice shipment was held

by CANU in connection to the drug finding but was later release.

Sick prisoner under guard AFTER being on the run for more than six years, Carlton Blake is finally in custody for his involvement in the murder of gold miner Cleveland Smithet.

Smithet was killed during an armed robbery along a trail at Five Star Backdam, North West District (NWD) in December 2011.

Blake, who was recent-

ly nabbed by the police, was scheduled to appear before Chief Magistrate Ann McLennan at the Georgetown Magistrate’s Court on Thursday, November 2, to answer to the charge of murder, but unfortunately, the accused contracted tuberculosis (TB.) The unrepresented man arrived with at the court with a mask over his face and was

placed in isolation. Although Blake made no appearance in the courtroom, a medical practitioner, who is treating him, addressed the court.

The practitioner explained that Blake has to undergo two years of treatment as a result of TB. The prisoner also suffers from kidney problems due to high blood sugar.

The chief magistrate or-

dered that Blake be admitted to the hospital and kept under police guard.

The magistrate further ordered that Police Prosecutor Arwin Moore seek further advise in the case and adjourned the matter until December 4.

According to reports, at about 08:00hrs on Tuesday, December 13, 2011 at Five Star Backdam, Cleveland,

37, of Kuru Kururu, Soesdyke/Linden Highway and his brother, Trevor Smithet, 39, were on their way out of the hinterland location, in the company of the owner of a mining operation, when they were held at gunpoint by two men.

The gunmen demanded gold and were given a quantity of the raw mineral but apparently not satisfied with

that, they shot Cleveland Smithet.

Trevor Smithet and the dredge owner began to run and the robbers discharged rounds hitting Trevor Smithet on his right foot and he fell.

The shooters then pursued him and dealt him several blows to the head and body while the dredge owner escaped.

CDB, Adaptation Fund to invest more in regional climate resilience programmes

AS super storms and adverse weather conditions pose increasing threats to the region, the Caribbean Development Bank (CDB) has pledged its continued commitment to work with key stakeholders, such as the Adaptation Fund (AF), to build climate resilience within its Borrowing Member Countries (BMCs).

Some of the bank’s measures include mobilising grant and concessionary financing for BMCs, increasing investment in climate resilience programmes, and strengthen-

ing technical capacity.

Speaking at a just-concluded workshop, co-hosted with the fund, and aimed at enhancing project development, Monica La Bennett, the bank’s vice-president (Operations), stated that tackling climate change in one of the world’s most disaster-prone regions is a matter of urgency.

It cannot, therefore, be business as usual, she said, referencing the recent catastrophic weather events that devastated some parts of the Caribbean.

“With governments having limited fiscal

space, it means a greater reliance on an entity like the Adaptation Fund. The challenge that countries face is the considerable effort taken to prepare full project proposals. As such, we want the Adaptation Fund to help us build the upstream capacity to get good projects out the door,” La Bennett said during the opening of the workshop, co-hosted by CDB and the fund.

The AF currently provides small-project formulation grants to National Implementing Entities (NIEs) accredited to the fund, to build capacity in

project preparation and design. Antigua received US$9.9 M to improve drainage, wetlands and climate-proofing infrastructure; Jamaica, US$3M to enhance smart and sustainable agriculture through improved water and land management and Belize received US$6M for a project aimed at restoring marine and coastal systems.

Antigua and Barbuda, Belize and Jamaica are, however, the only NIEs among the Bank’s BMCs. “We recognise that most of our BMCs may be at a disadvantage, since only three NIEs exist. Knowing the importance of capacity-building, we would ask the AF to consider allowing regional accredited entities to also access such funds and help support those countries that don’t have NIEs,” said the Vice-Pres-

ident (Operations).

Thirty-three participants from 13 BMCs participated in the two-day interactive discussions, which covered all aspects of the Adaptation Fund project cycle – from design, preparation and development to evaluation.

Attendees also discussed mainstreaming gender, environmental and social considerations into fund projects.

Staff from the CDB and the Adaptation Fund participated.

Complementing its partnerships with AF and other climate action partners, CDB is in the process of updating its Climate Resilience Strategy to define the scope of activities and direction for the period 2018 to 2025.

Under the new strategy, the bank will support climate resilience programmes in its BMCs to

meet their climate action commitments.

Since approval of its Climate Resilience Strategy 2012-2017, 58 per cent of projects financed have included climate change adaptation and/or mitigation elements in the climate-sensitive sectors of water, education, physical infrastructure (sea defences, drainage and roads) and agriculture.

Climate financing represented 13 per cent of total CDB project financing in 2015, while in 2016, the bank approved US$50M for projects with explicit climate resilience and sustainable energy actions.

This year, US$10M has been provided in technical assistance to build technical capacity and support climate-resilience initiatives at the regional and national levels.

Law backs unchanged squad for NZ tour

BULAWAYO, Zimbabwe (CMC) If West Indies head coach, Stuart Law, had his way, the 15-man squad which toured Zimbabwe would remain unchanged for the two-Test Test series in New Zealand starting later this month.

The Australian told reporters here that the current group, retained from the England tour last August, were developing nicely as a unit and to make any changes would be disruptive going forward.

“I’ve made it pretty open and pretty clear to the chairman of selectors (Courtney Browne) and the selection panel that I think that this group we have together is worth working with,” Law said, following the drawn second Test against Zimbabwe at Queens Sports Club here Thursday.

“It’s a short turnaround between now and New Zealand as well. To bring someone else in or a number of players in, I don’t

think would be a great move in the sense that we would have to start again with those players.”

West Indies beat Zimbabwe in the first Test by 117 runs at the same venue almost two weeks ago but were frustrated on Thursday in their bid for a clean sweep when the hosts batted the entire day to force a stalemate.

The Test win was their fourth in successive series, following a run of 11 matches without a single victory. They beat Pakistan in the final Test in Sharjah last November, trounced them again in Bridgetown in the second Test of the return home series in May before stunning England in the second Test at Headingley, last August.

Law, who took over the unit at the start of the year, said those results reflected a gelling of the current side and performances would only get better if the unit were kept together.

“The players we’ve got

here, we’re starting to make strides, we’re starting to go forward. We competed very well in England [and] we’ve now come to Zimbabwe away from home and won a series.” Law argued.

“I would think it would be great if we could keep the same group of guys together. Those guys who have struggled, in the next Test match they might be our heroes – they’ve got that type of ability.”

Top order batsman Kyle Hope is perhaps one of the players whose place will come under scrutiny. The right-hander managed 41 runs in six Test innings on the England tour, including scores of 3, 0, 0 and 1 in his last four outings.

The Zimbabwe series saw no change of fortunes for the 28-year-old as he scraped together 60 runs from three innings.

Wicketkeeper Shane Dowrich’s place had also come under the microscope following a poor England tour where he scored 24

runs from six Test innings and struggled with his glove-work.

He managed 11 and 12 in the first Test against Zimbabwe but then produced a maiden hundred in the second match, to ease the pressure.

With New Zealand expected to be a challenging series, Law reiterated the importance of resisting the “need to chop and change” at such an important time.

“It’s a fine line. I understand that some people out there are saying we need to chop and change and do this,” he stressed.

“But if we keep the same group together, we learn together and we start becoming one, we’ll start putting more results on the board.”

West Indies are expected to travel to a preparation camp in Australia, before heading to New Zealand for the series which bowls off with a three-day tour match on November 25.

THE International Cricket Council’s (ICC) carried out an inspection of the Guyana National Stadium, Providence, one of the venues earmarked to host matches during the 2018 Women’s T/20 World Cup, which will be hosted by Cricket West Indies (CWI).

The event will bowls off November 3-24 next year, will see a return to the Caribbean for the second time, with the first being in 2010.

The West Indies are current holders of the title.

ICC Media and Communication Manager, Sami Ul Hassan, explained that the officials are inspecting a total of 11 venues from the eight countries and will focus on the playing surface, broadcast, spectator and operational perspectives.

Upon completion of the inspections, the ICC team of inspectors will submit their reports to CWI who will make the final decision on which venues will be used for the 2018 tournament.

“The tournament is going to be extremely important to us (ICC) coming off the very successful 2017 50-over World Cup and the 2016 Women’s T/20 World Cup that saw packed stands,” Hassan said.

Ruchika Rana, Broadcast Production Manager of the ICC, told reporters, that all systems seems to be in place at the Providence facility to accommodate production of the magnitude required for the T20 World Cup, adding that next year’s event will be produced in Hi-definition (HD) and may see the inclusion of the

umpire decision review system (DRS) along with spider-cameras.

The ICC Women’s World T20 is the bi-annual international championship for International Cricket.

The event is organised by the sport’s governing body, the International Cricket Council (ICC), with the first edition being held in England in 2009.

For the first three tournaments, there were eight participants, but this number has been raised to 10 from the 2014 edition onwards.

At each tournament, a set number of teams qualify automatically, with the remaining teams determined by the World Twenty20 Qualifier.

Australia are the most successful team at the

World Twenty20, having won three tournaments, while the most recent tournament in 2016 was won by the West Indies.

Qualification is determined by the ICC Women’s Twenty20 international rankings and a qualification event, the Women’s World T20 Qualifier.

Until 2014, six teams were determined by the top six teams of the ICC Women’s T20 International rankings at the time of the draw and the remaining two places determined by a qualification process.

For the 2014 tournament, six places are determined by the top eight teams of the ICC Women’s T20I rankings, with the host country and three qualifiers joining them in the finals.

Colts and defending champions Jets battle in tonight’s final

Knowing that Rose can show up with devastating effect from three-point territory, the Ravens will not get things easy against this duo of Rose and Kanhai, but with Adrian Webster, Akini Wilson, Joel Webster playing inside and Nathan Saul in the back court, the game is expected to be a crowd puller.

The third place finisher will collect $100,000. The third place battle is between the current leading clubs from Linden in Victory Valley Royals and Georgetown’s Colts.

Guyana hockey teams off to CAC qualifier THE Guyana Hockey Board (GHB) has selected 16 females and 17 males to participate in the upcoming qualifiers for the Central American and Caribbean (CAC) Games 2018, being held in Kingston, Jamaica.

The qualifiers are being held at the Mona Complex in Kingston from November 5-12 and will feature both male and female competitions simultaneously.

As a result of the country’s absence from international outdoor competition recently, Guyana finds both its teams vying for the final two places in the CAC Games with those spots going to the top two finishers of the qualifiers.

The Men’s team last competed in international competition when they narrowly missed silver medals in the Pan Am Challenge held in Peru in 2015. In this qualifier, they will face challenges from hosts Jamaica, Puerto Rico, Guatemala and Panama.

The Women last competed in the CAC games of 2014 in Vera Cruz, Mexico, where they finished sixth of eight teams. Qualifier hosts Jamaica will be looking to avenge their penalty shootout loss

to Guyana at the last games, while Bermuda, Guatemala, Panama and Puerto Rico have also entered the competition.

National Sports Policy Camptown seeking 4th definitely needed consecutive victory

By Mike Da Silva IMAGINE seeking sponsorship almost countrywide and being made to go from place to place only to hear `no’ and be given the `royal run around’.

Frustrated is the suitable adjective that can be used to describe the state of mind of the cycling club administrators in Guyana.

The quartet of junior cyclists who were chosen to represent this dear land of ours at the Junior Caribbean Cycling Championships in Barbados, jetted off yesterday to the `Land of the Flying Fish’ to represent the Golden Arrowhead at this year’s Junior Caribbean Road Racing Championships.

However, garnering the funds for that trip was no easy feat and comes at great personal expense. Curtis “Chappy” Dey, Briton John, Nigel Duguid and Jonathan Ramsuchit, are the four juniors who will be seeking glory in Barbados.

President of the Trojan Cycling Club (PSL), Steve Ramsuchit revealed that despite receiving monetary assistance from some corporate sponsors it was not nearly enough to cover the expenses for the four cyclists.

He also pointed out that it was very frustrating, as often some companies would redirect him to their head offices in the capital city; being

based in Berbice it is sometimes challenging to make the long trip to Georgetown especially since sponsorship is not given.

Ramsuchit had to reach into his own pockets to ensure the trip to Barbados was on; however, the love of the sport is a motivating factor, thus he views this as a worthy sacrifice.

Government officials and administrators have repeatedly shied away from the possibility of a sport policy, this is something that should be integral to any nation looking to do well and be competitive on the international stage. Having examined at least three different National Sport Policies from countries around the world, a constant was found in those policies in that of sponsorship which

is integral to the continued development of sport in any country.

However, sponsorship is something that should be beneficial to all parties involved, this is where a National Policy would come in to critical play. A good partnership between the private sector, government and sport associations is vital to the advancement of sport.

That being said, one can only hope things improve and eyes are opened in the right places to the endless positive possibilities for sport in Guyana. should a policy be drafted.

Our young athletes won’t have to suffer and scrape to go out into the world as they seek not only individual honours but glory for the entire nation.

Venue change for tomorrow’s Horse Race meet THE Kennard’s Memorial Turf Club, Bush Lot Farm, Corentyne, Berbice is the new venue for tomorrow’s Action Charity Horse Race meet.

The event was originally billed for the Ryan Crawford Memorial Turf Club, but because of circumstances beyond the control of the organisers, another venue had to be sought.

All other arrangements remain the same and the six-race card will go ahead with over $2M in prize money along with trophies

for the respective winners.

The feature event is for animals classified `H’ and Lower and they will compete in a seven-furlong race with the winner pocketing $240,000.

The `J’ and Lower horses will contest a six-furlong race for the $170,000 first prize purse.

There will be a five-furlong event for horses classified `K’ and Lower and the winner will receive $120,000.

There is also a five-furlong event for animals clas-

sified `L1’ and Lower with a first prize worth $100,000.

The other events are for horses classified `L2’ and Lower and unclassified horses for a hefty sum in prize money.

THE Campbellville-based unit, Camptown, will be seeking a fourth consecutive victory tomorrow when they take on Santos in a fourth round fixture of the Guyana Football Association (GFA)/ Stag Premier League at the Georgetown Football Club (GFC), ground.

After edging Pele 2-1 on the opening day of the League (Oct. 15), then winning by a similar margin against Northern Rangers five days later, the Campbellville side subsequently edged GFC 1-0 to move to nine points in the points table, with a plus-three goal difference and are second in the league behind Police who also has nine points but with a plus-nine goal difference.

Police was down to play Beacons last evening, which means that the outcome of that game would determine who the points’ leader is, after tomorrow’s fixture between Camptown and Santos.

Camptown will be hoping

that Beacons stage an upset victory over the lawmen while at the same time, getting past Santos who is ranked third in the points’ table with six points and a plus- four goal difference.

Santos defeated Northern Rangers 3-0 in their opening game and Pele 2-0 in their second fixture, but suffered a shocking 0-1 defeat at the hands of Flamingo.

For tomorrow’s match, Camptown will be hoping that Richie Richards, Oriel Small and Shane Jones, the team’s marksmen, hold their form going into the game.

To date, Richards and Small have two goals to their names while Jones inked his name on the scorers’ sheet once.

For Santos, William Europe has three goals to his name, while Ryan October and Orin Yarde scored one goal each to date.

The feature game from 20:00hrs will see the bottom of the points’ table, Pele, who

is yet to register a single point after three outings, and with a minus-four goal difference, taking on host side, GFC, who has five points and a plus-one goal difference.

GFC secured a walk over from Flamingo on the opening day of the tournament and this earned them three points and two goals.

During the Second Round of matches, the Bourda based team played to a 1-1 draw against Black Pearl and for Round Three, they lost 0-1 to Camptown.

Pele on the other hand, lost 1-2 to Camptown, 0-2 to Santos and 1-2 to Riddim Squad.

The opening game tomorrow is scheduled for a 16:00hrs start and will see Northern Rangers, who has two points to their name from two losses, against Santos (0-3) and Camptown (1-2) and a 1-1 draw versus Santos taking on Flamingo who has three points with a minus-four goal difference.

Deo, Persaud confident of retaining title

Over 70 golfers confirmed for the two-day tournament

OVER 70 golfers from Guyana and other parts of the world, will converge at the Lusignan Golf Club (LGC) this week-end vying for top prizes at the Guyana Open Golf tournament.

The Guyana Open tournament is considered the premier golf tournament in Guyana since it attracts the largest field of competitors.

However, reigning Male and Female champions Avinash Persaud and Joaan Deo, have both signaled their intention in regaining their respective titles when the twoday tournament concludes tomorrow at the Lusignan Golf Course, East Coast Demerara.

The familiarity with the Lusignan Golf Course could seem a factor that could facilitate repeat success for both golfers, but for the 27-year-old, Deo, defending her Guyana’s Open title will certainly take desire concentration, determination and

the will to win.

Speaking with this publication yesterday, Deo, who is the two-time Guyana Open Women’s Champion, said she is prepared to defend her title at all cost.

“I don’t think it will be difficult to defend my title, but it will certainly take desire concentration, determination and the will to win, but I’m prepared to defend and ready to repeat,” she disclosed.

Undoubtedly one of the

best golfers locally, Deo is fully aware of the challenges she is expected to face from Christine Sukhram and last year’s second place finisher.

However, Deo explained that once she stays focus throughout the 36 holes over the two days and bring her best golf, she is positive in securing good scores, despite the change of format.

“I think it will be a minor setback. However, I have been playing well for the past few weeks. I have won the last two tournaments out of the three that I participated in, with low net scores and decent gross scores. I had an 83 on Sunday in the inaugural Silica Sandport Golf Tournament which is pretty much in contention for the gross championship this weekend.

According to Vice-President of the Lusignan Golf Club, Brian Hackett, the ladies format will be back to the original format where they play on the best gross for the championship, and play on best net for individual prizes.

On the other hand, the 26-year-old, Persaud, who enjoys the sport to its fullest, claimed his seventh Guyana Open title last year and intends to reach the same heights again, but acknowledged that the task will not be that easy.

Despite the challenges he anticipates, Persaud remains optimistic. He pointed out during the exclusive interview, that the venue is his home turf, adding that once he does the basics, and plays within his game limits, success will come his way.

This year’s activities will also include special participation in an inaugural Guyana Open Putting Contest which will see Queen’s

College, Bishops’ High and St. Roses High competing for the title.

The LGC is anticipating a large turnout of competitors on the nine-hole course, with keen rivalry in the Championship Flight (0-9 handicap), B Flight (10-18), C Flight (19-28) and Ladies Flight.

Tee-off time is 06:00hrs each day. Admission is free, and ‘early-bird’ fans will receive a free raffle ticket to win one of several gate prizes, compliments of the sponsors. To be eligible, fans must be in before 14:00hrs each day.

Another initiative taken by the LGC, will see the Guyana Motor Racing Club displaying several race cars for fans to inspect and take close-up photographs.

Meanwhile, Minister of Social Cohesion, with responsibility of Culture, Youth and Sport, Dr. George Norton is expected to declare the tournament open.

GROS ISLET, St Lucia, ( CMC) – Left-hander, Vishaul Singh, turned the page on his recent ordinary form for West Indies `A’ by stroking his seventh first-class hundred, as three-time reigning champions,Guyana Jaguars snatched the advantage on Day Two of their second round encounter against Windward Islands Volcanoes.

The visitors piled up 357 in their first innings on Friday at the Darren Sammy Cricket Ground to lead Volcanoes by 206 runs, with Vishaul gathering a typically-controlled 119, and wicketkeeper, Anthony Bramble, missing out on three figures with 90.

Sherfane Rutherford, batting at number eight, smashed an entertaining 51.

Left-arm seamer, Obed McCoy, grabbed three for 56 on his first-class debut while off-spinners Tyrone Theophile (248), and Shane Shillingford (2-67), along with pacer, Sherman Lewis (2-81) all claimed two wickets each.

Volcanoes then found themselves in early trouble when experienced opener Devon Smith fell without scoring, pulling a short ball from fast-bowler, Keon Joseph, to be caught square on the on-side by Rutherford, with only 10 runs on the board in the third over of the innings.

Theophile, however, counter-attacked, striking five fours and a six in a 46-ball unbeaten 36, putting on 44 for the second wicket with Kirk Edwards, who was not out on 12.
