Solid waste director assures of weekly clearance –– even as garbage trucks may come on unscheduled days

By Telesha Ramnarine ALTHOUGH Solid Waste Management Director, Walter Narine continues to insist that residents in Georgetown are receiving at least one clearance of their garbage per week, many are complaining of receiving no clearance for two weeks and more.

The problem could be that some residents are sticking to the schedule and putting out their garbage only on the day marked for their collection. However, when the trucks run late on occasion, they cease collection in the area but return the following day, or even days later.

“But the truth is that before the end of every week, every group in Georgetown does receive a clearance,” Narine told Chronicle in an invited comment on Thursday.

Hence, residents may need to make their garbage

available for collection on days other than those originally scheduled.

“When we go the following day, we honk our horns and many residents respond.

But for those who pull in their bins; when the trucks pass the next day and they’re not at home, we don’t get to clear them.” The workers do not venture into people’s yards to remove garbage.

To compound the problem, the Haags Bosch Landfill Site, located aback Eccles on the East Bank Demerara closes at 20:00hrs each day.

“My problem is our ability to complete household collection in the groups. We most times have to leave off the work because if we don’t, then the landfill closes and we can’t keep the refuse in the truck overnight due to rodents, etc,” Narine explained.

At Monday’s statutory meeting, Narine reported how he has since written to Minister of Communities,

Ronald Bulkan for permission to have the opening hours at the site extended.

“We met with the Deputy Permanent Secretary (Jaigobin Saisingh) and Mr. Gordon Jilkes (Head of Sanitation Department at Communities Ministry) about two weeks ago and they promised to set up a meeting with us and Purans to discuss the way forward, but to date, that meeting has not happened.”

Puran Brothers Disposal Services is the contractor managing the site.

Narine said he is hopeful that the ministry will convene the meeting so that an amicable solution could be met.

tractors – Purans Disposal Services and Cevons Waste Management – pulled their services early in August, the M&CC had boasted that this new development has ‘opened their eyes’ to the possibility of providing the same services competently on their own, and that the money saved could be paid to the contractors to cover heavy, outstanding debts.

But Narine had said in a previous interview that areas such as Charlestown, Albouystown, Wortmanville and Werk-en-Rust, were producing significantly more waste than others and that twice-weekly clearance would have had to be changed to once weekly.

Student found with ice-pick THE Region Two Department of Education was this week lauded for its “shake down” initiative which unearthed an ice-pick in a student’s possession at a wellknown school on the Essequibo Coast.

Ban on death penalty remains –– Attorney General says any change requires widespread consultations

By Alexis Rodney THE thousands of online petitions for the restoration of the Death Penalty in Guyana may not bear any fruit at this time, as Attorney General and Minister of Legal Affairs, Basil Williams said there still needs to be widespread consultation on the issue.

There is a moratorium in place since 1997 and President David Granger himself has made it clear that he has no intention of taking anyone’s life. Human rights activists continue to be angered by judges here who hand down death sentences and have railed against successive governments for still having capital punishment on the law books.

Guyana is also party to the International Covenant on Civil and Political Rights (ICCPR). Article 6 protects the right to life. It does not make the death penalty illegal, but it imposes a treaty obligation on states to proceed to complete abolition

of the death penalty. President Granger made it clear last year that he does not intend to sign the order of execution of any prisoner, even though no concrete decision has yet been made as to whether his government intends to abolish the death penalty.

“I don’t have any intention of executing anyone… some members feel that the death penalty is a deterrent, some members feel that it is not a deterrent. But David Granger doesn’t have any intention of approving the execution of anyone.” The President had said back in 2016.

However, following the gruesome death of 13 year old Leonard Archibald of Brothers village East Bank Berbice last week, Guyanese took to social media requesting signatures to a petition calling on government to restore the death penalty. They deemed the acts allegedly carried out by the two accused Nicholas Christopher and Hillary

Edwards as inhumane and ruthless, stating that their actions must be met with death. The two men are accused of raping and killing the teen and dumping his body in the Berbice River between September 17-23.

They were charged with murder on Wednesday.

But according to Williams, there is still no formal decision taken in Guyana on the matter. “We have been saying there is still need for consultations. The position is there is a defacto abolition in Guyana by virtue of the fact that that we have not executed a person in almost two decades,” he told journalists on Thursday.

The question of the abolition of the death penalty he said is still something that will be engaging the government and people of Guyana.

Guyana has committed to join the worldwide efforts to abolish capital punishment, which is deemed inhumane and completely ineffective in deterring crime. Guyana has not abolished the

death penalty, but there is a suspension on its use, despite the fact that criminals are still being sentenced to death. Guyana’s last execution was back in 1997.

More than 100 countries have already made significant strides in abolishing the death penalty, either by law or by practice. According to statistics from a report compiled by Amnesty International, 140 countries have abolished the death penalty in 2014, by law or practice. This is significant given that when the organisation started its campaign against the death penalty in 1997, only 16 countries had abolished this punishment for all crimes. Seven countries that carried out executions in 2013 did not do so in 2014 – Bangladesh, Botswana, Indonesia, India, Kuwait, Nigeria and South Sudan.

Despite the remarkable progress, there was a recorded 28 per cent increase in the number of executions in 2014 when compared with 2013. There were 2466 death sentences in 55 coun-

tries in 2014, with a total of 607 executions. This figure excludes China, which executed more persons than the rest of the world combined.

The top five countries which still execute prisoners on death row are China, Iran, Saudi Arabia, Iraq, and the USA. Additionally, seven other countries resumed executions – Belarus, Egypt, Equatorial Guinea, Jordan, Pakistan, Singapore, and the United Arab Emirates. Three years ago, Guyana made a commitment to the United Nations to abolish the death penalty. Attorney General Basil Williams had recently recommitted Guyana to erasing capital punishment from its books.

Guyana’s laws state (without providing for alternatives) that an individual convicted of a capital offence “shall be liable to suffer death as a felon”.

In addition, legislation provides that murder and felony murder in the course of terrorism are “punishable

Probe launched into police inaction AN investigation has been launched into allegations that police in Berbice had largely ignored complaints by residents that the main suspect in the murder of Leonard Archibald was a child molester.

In a release police said the administration of the force has noted the concerns of Leonard Archibald’s relatives and other residents of Brothers Village, East Bank Berbice to the extent that the police in the district may not have acted professionally. The police said based on statements in the press and other expressions seem to suggest that reports were made against, at least, one of the suspects and that the reports were not properly and efficiently attended to.

In the circumstances, a Senior Officer is currently in that district conducting an investigation and it is expected that each and every citizen and relatives will take the opportunity to assist the investigator in his work. The officer is Assistant Superintendent Oswald Pitt and he can be contacted on cell phone number 661-5870 for the purpose of this inves-

tigation.

Two men were on Wednesday arraigned in the New Amsterdam Magistrates Court for the murder of 13-year-old Archibald. They appeared before Senior Magistrate Alex Moore. Alleged mastermind Hillary Edwards, 29, and Obediah Nicholas Christopher, 19 years, both of Brothers Village, East Bank of Berbice, were not required to plead to the capital offence, which was laid separately against them.

Particulars of the charge stated that between Sunday, September 17, and 23, respectively, they unlawfully killed Leonard Archibald.

Attorney-at-law Arun Gossai, who held the brief for Senior Attorney Mursaline Bacchus, reminded the court that his client Obediah Christopher was a stray offender and as such requested an early hearing.

The other defendant Hillary Edwards was unrepresented by counsel.

Archibald was laid to rest on Tuesday. President David Granger in a message said he is deeply saddened to learn of the teenager who was allegedly

raped and then dumped into the Berbice River, where he was found dead a few days after.

The Guyanese head of state said: “Leonard went missing last week on his way home from a party. His lifeless body was discovered two days ago. The teen, who has been described as a helpful and willing child by his mother, was a student of the Overwinning Primary School.”

President Granger extends sincere condolences to his mother, Ms. Abigail Archibald, his siblings, other relatives and friends.

At the church service, Region Six Chairman, David Armogan described the incident as the most gruesome and cruel act of a man against a man. “This act, which perhaps the systems of slavery did not know such cruelty, has sent shock waves around the country and our region must not be known for this kind of behaviour,” he warned, while noting that the act must be condemned by every right-thinking Guyanese. “Our region should be peaceful, where people are free to walk around and move as they like.

I do not believe it has to do with parents or the child. I be-

lieve they did what they could have done to protect, but in the circumstances there was a depraved mind. If we had taken precaution [sic] after the previous incident, then we could

have avoided a re-occurrence, but we did not do that.

Maybe we are all at fault, the neighbourhood too…we need to take back our community,” Armogan stated.

While this language is ambiguous, under Article 19 of the Criminal (Offences) Law, courts may not substitute punishments not specifically stated for death-eligible offences, so courts appear to have no discretion in sentencing.

Article 164 of the Criminal (Procedure) Law provides that when a person is convicted of an offence punishable by death, “the Court shall thereupon pronounce [the] sentence of death.”

Ministry of Foreign Affairs working to improve inter-agency collaboration

THE Ministry of Foreign Affairs has been working to improve inter-agency collaboration with entities such as Go-Invest; the Ministries of Business, Public Health, and Public Security and the Guyana Revenue Authority.

According to Head of the Diaspora Unit, Ministry of Foreign Affairs, Michael Brotherson,“the idea is for us to further streamline mechanisms to help us deal more efficiently with activities relating to the Diaspora, such as Philanthropy; Trade and Investment; Remigration; Consular services; Tourism; Expertise; and Information sharing.

Brotherson made the disclosure during remarks at Wednesday’s Consultative meeting on Guyana’s Draft Diaspora Engagement Strategy, held at the Winter Room, Centennial College Event Centre, Scarborough, Toronto, Canada.

ering, which included Guyana’s High Commissioner to Canada, Clarissa Riehl; Acting Consular General to Toronto, Candida Daniels; the International Organisation for Migration (IOM), Regional Coordination Officer for the Caribbean and Chief of Mission in Guyana, Robert Natiello; and IOM Consultant on the Draft Strategy, Arnon Matver; that in preparation for the imminent finalisation of the Strategy, the Ministry of Foreign Affairs has already increased its institutional capability.

“The Ministry’s Diaspora Unit has since doubled its human resources capacity to sustainably address Diaspora Affairs, ” he added.

The head of the Diaspora Unit pointed out too, that the Ministry of Foreign Affairs is also engaging the Private Sector and Civil Society, as is necessary, “since we believe that the whole of society approach is important in our envisaged model of enhanced Diaspora engagement.

“In collaboration with

the IOM, we have completed some projects, including a workshop on remittances and, more recently, a ‘Go See Visit’ which saw 10 potential investors from the Diaspora come to Guyana to explore and garner assistance for investing in small and medium enterprises in low income and vulnerable areas,” he added.

According to Brotherson, “one of the earliest efforts at enhanced Diaspora engagement has been the situational analysis and mapping exercise, which sought to identify and document relevant details about the Diaspora.

We believe that in order to maximise our efforts there must exist a reliable and upto-date database to inform our decision making.

“In this regard, the IOM has assisted with the launch of the GUYD website and related portals that provide some space for online interaction and information sharing between our overseas communities and the Ministry of Foreign Affairs.

This mechanism, though extremely useful, is still a work in progress,” he added.

Pointing out that the Diaspora engagement, though not a new phenomenon,is more and more becoming the focus of profound attention

for many nations, including developing countries like Guyana, Brotherson said that the evidence-based approach to Diaspora engagement has helped to ensure that the concept is strategically factored into the economic and social development plans of nations like ours. “The available skills and expertise, the resources, the philanthropy, the investment, real and potential, and the international advocacy on behalf of country, are but a few of the incontestable and sustainable benefits

that do ensue from structured Diaspora engagement.

“At the same time, however, I believe that it is extremely useful for us to see the capacity that is available in our Diaspora, not only in terms of its complementing government’s ongoing development efforts, which it does, but also, we must view our Diaspora as being inextricably bound to the Guyanese ethos, identity and the nation as a whole. This paradigm seems to suggest that the camaraderie and the convergence of purpose that must be at the heart of optimal Diaspora engagement, is firmly rooted in what we may deem, pervasive best practice,” Brotherson added.

He said he was particularly heartened by the interest of all who have chosen to participate, in response to yet another tangible effort of the Government of Guyana, to buttress its efforts to further strategically and sustainably engage the Guyanese Diaspora. “I believe today’s activity is more than ample testimony to the Government’s stated commitment to espousing the Diaspora as an integral stakeholder in the affairs and national development efforts of Guyana.

“The Ministry of Foreign Affairs is mindful of the myriad of characteristics that permeate the Diaspora and we have always envisaged a Diaspora engagement par-

adigm that is both inclusive and comprehensive. We are cognisant of the Government’s stated commitment to an enhanced and structured approach to Diaspora affairs and our extended collaboration with IOM on the Strategy must not go unnoticed,” he said.

Wednesday’s event, according to Brotherson, provided another excellent opportunity for important stakeholders, to not only share the same space, exchange views, and proffer ideas. “Instead, I believe that the purpose and main goal of this activity is that of further working to enable the eventual finalisation of a Diaspora Engagement Strategy that is inclusive, sound, sustainable and underpinned by a sense of ownership by all stakeholders. Perhaps, it is apposite for me to underscore the fact that the process of the Strategy is not infinite, and this particular reality imposes, on all concerned, a responsibility to approach these concluding efforts with diligence and a desire to facilitate rather than hinder.”

High Commissioner Riehl gave the opening remarks, while Mantver presented an overview of the Interim Report, Natiello spoke on IOM’s relationship with Guyana and the Vote of Thanks was done by the acting Consular General, Daniels.

Former employee main suspect in miner’s murder INVESTIGATIONS into the murder of a Brazilin miner, Antonio Da Silva have revealed that one of the suspects was a former employee of the deceased, acting Commissioner of Police David Ramnarine said.

Over 150 Brazilian nationals were reportedly employed at the mining camp located in Akaiwanna Cuyuni, Region Seven, but a number of persons reportedly got away during the ordeal on Tuesday.

According to reports, most of the suspects in custody speak Portuguese.

It was reported that between 17:45hrs on Tuesday and 02:00hrs on Wednesday morning, a gang of about six to eight men, armed with rifles and handguns and speaking a foreign language, attacked the mining camp, bound Da Silva and several of his workers and ransacked the camp.

The bandits later escorted the miner to his worksite where they removed an undisclosed amount of raw gold.

It is alleged that the bandits further took the deceased about 500 meters from the site and shot him several times and fled the area.

According to a report from the Guyana Police Force (GPF), the 36-year-old Brazilian national, whose body bore several suspected gunshot injuries, was found at the mining camp.

Ramnarine said further investigations revealed that Da Silva’s licensed firearms were missing.

Initial reports had indicated that several persons were shot during the incident but investigation has ascertained that only the deceased suffered gunshot wounds and a few workers sustained minor scrapes and cuts when they fled the camp during the night.

The team dispatched from police headquarters is still in the area and is being assisted by “Friendly Forces.”

“The administration of the Force wishes to place on record its profound appreciation for the invaluable aerial assistance provided by the proprietor of a mining company, quite speedily in the early hours of the morning of Wednesday 27, last,” said the police in a press statement.

Minister of Public Security, Khemraj Ramjattan told members of the media that the police’s response time in the mining areas is not the best because they lack assets.

He said officers have problems accessing those areas because they have huge tracks of land to cover in order to reach their destination.

He believes that All Terrain Vehicles (ATVs) and other equipment are needed in order to improve accessibility.

Minister of Education visits family of Glensean Skeete EDUCATION Minister, Nicolette Henry, on Thursday visited the home of six-year-old Glensean Skeete; the St Paul’s Primary School student who died on Thursday when a falling goal post struck him on the head.

At the time of the unfortunate incident, little Glensean was among a group of students who were practicing for their annual inter-house

sports at the Plaisance Community Centre Ground.

During her visit, Minister Henry was accompanied

by Chief Education Officer (CEO), Marcel Hutson and the headmistress of St Paul’s Primary School, a release from the ministry said.

At the Skeete’s residence, Minister Henry spoke at length with the parents and family of the child and disclosed that the Ministry

of Education will finance all funeral arrangements, in addition to providing financial support for the ‘wake’ of little Glensean.

Minister Henry on behalf of the Government of Guyana and the Ministry of Education offered her condolences to the family and assured that every effort will be exhausted to ensure that such an incident never happens again. The Educa-

tion Minister also took the time to visit the Plaisance Community Centre Ground where the incident occurred and inspected the goal post that fell on the child and also looked at the state of the ground.

The Ministry of Education said it will continue to provide psychosocial and other support to the family of Glensean Skeete at this very difficult time.

After the rage

The spontaneous and justifiable rage evoked by the brutal sexual assault and murder of teenager Leonard Archibald in Berbice will subside. However the angst and trauma his loved ones feel will not.

In the aftermath it is incumbent on all of us, individually and officially, to be more proactive to prevent the sexual predators in our midst repeating such foul deeds.

This is a time when there are clarion calls to be “my brother’s keeper”, “my sister’s keeper”. The idiom “my brother’s keeper” implies that you are responsible for what someone else does or for what happens to that person.

This idiom has been contemplated and discussed in literal, figurative and moralistic terms for centuries, fueling many philosophical debates.

Every day human beings perform amazing acts of courage and display self-less love. In Trinidad on Sunday a teenager, David Sancaro, who lost his life in July for rescuing a woman from being beaten by her boy-

friend, was post-humously awarded the Hummingbird Medal (Bronze) for gallantry. Many such deeds don’t always make headline news but that does not matter to persons who are altruistic and unpretentious.

A letter writer this week in one of our dailies had this to say: “The horrific assault and subsequent cruel death of young Leonard Archibald was so chilling there can be no doubt as to the level of depravity of the alleged accused. But what is even more baffling and utterly incomprehensible is the silence and intransigence of the community, who from all accounts was fully cognizant and aware of the goings-on and what took place in the house where young Archibald was taken and where he never was to be seen alive again.” The letter writer also highlighted the spectre of the convenient silence of persons who seem to choose their battles with partisan motives.

In this context, another letter writer recalls unresolved allegations of child sexual abuse against a Rights of the Child Commission

nominee as well as a City Councillor whose colleague happened to be a government minister.

And recently, the “Dem Boys Seh” satirical column made reference to a City Constabulary rank whose reputation has been tarnished with child sexual abuse allegations but apparent official prevarications have so far shielded him from police intervention.

In order to deal resolutely with the clear and present danger of child sexual abuse in our communities, we cannot discriminate regarding which alleged perpetrators to bring to justice or exonerate.

The Trafficking in Persons (TIP) programme has blazed an exemplary trail, with Minister Simona Broomes copping a US award along the way for empowering women and girls through her activism. We have been informed recently that members of the TIP Ministerial Task Force have been ramping up awareness in hinterland communities.

The Childcare and Protection Agency, the Judiciary, the Guyana Police Force, the Ministry of Edu-

cation and a cross-section of faith-based and civil society organisations and groups must galvanize themselves to pursue an intensified and structured awareness programme to deal with child sexual abuse.

Moreover, in homes and schools across our country, there should be an increased awareness of the need to raise street-smart children.

The time we spend teaching our children street smarts will increase their chances of staying safe should they ever be in a dangerous situation.

Our ‘new age’ parents ought to practice ‘what if’ scenarios with their children.

However, this will be a most challenging task for the increasing number of single parent households in our midst, particularly with so many women being virtually abandoned to manage single-handedly parenting and wage earning tasks.

According to recent news reports Director of the Childcare and Protection Agency, Anne Greene is mulling the new initiative of establishing a public sex offenders’ registry. This plan comes at a time when Guyana with the

rest of the world is observing Child Protection Week.

The authorities will be able to keep track of sex offenders and citizens would know of sex offenders in their communities.

Child sexual abuse is one issue that readily transcends our seemingly cultural proclivity to see almost everything in partisan political terms.

Child sexual abuse is a tragic and traumatic experience for its survivors and that is what we as a society must focus on.

The sexual abuse of a child breaks the bonds of trust as it violates one’s sovereignty and comfort zone of physical intimacy.

It is a violation that attacks the body and ravages the mind. It takes decades, nay, a lifetime, if recovery is even emotionally likely for the survivor.

When we consider and assess the hurricane-like damage of child sexual assaults, we must face up to the necessity for early conversations with our children about body safety and ensuring that they have safe spaces in which to be children.

In the absence of official data on the actual prevalence of child sexual abuse in our communities and the taboo nature of the subject, we only have the myriad anecdotal reports to guide us in realizing we are facing a crisis.

However, we owe it to our individual conscience to ensure that victim Leonard does not die in vain. Why can’t his brutal demise be a catalyst for change and a call to resolute action in our acceptance that we are our brother’s keeper? – yes it can, it must be.

The desire to pursue blindly will get us all into deeper trouble Dear Editor, HAVING read Mike Persaud’s letter, “We need a return to a Westminster model constitution” (SN 28th September), they are some germane issues that cannot be ignored.

(1) The call for a return to a constitution that would “have a president with limited powers and subject to a rule of law,” where in the former such require further contextualising, given that Guyana is a sovereign nation and not subject to the Crown or any other external power, in the latter the present Constitution subject the president to the rule of law.

Presently circulating in

the public domain is the oral and written ruling of acting Chief Justice Roxane George-Wiltshire attending to the interpretation of the qualifying criteria to be among the list of nominees to be considered for the GECOM Chairman (Article 161). The Court was asked to adjudicate on this matter given conflicting opinions

by President Granger and others. Were the president above the rule of law, Madame Chief Justice would have thrown out the case and said whatever the office holder does is right and that person’s action is immune from legal interpretation and accountability.

puts context to Article 182 “Immunities of the President,” where the society has been misled into thinking that the office-holders can do whatever he or she wants, unrestrained by laws, time-honoured principles, and ethical practices. The GECOM evidence, in addition to previous similar rulings, by now should have nullified the argument that the president is above the rule of law, yet this misperception or propaganda continues to hold sway.

(2) Persaud said “We need a constitution to strengthen the independence of state institutions – the judiciary, Elections Commission, etc.” The de-

bate on the composition of the commissioners can be argued, but the body of itself is independent and operates within the confine of the Constitution and any Act of Parliament (Article 162).

Regarding The Judicature, Article 122A expressly addresses its independence.

Accordingly, at “(1) All courts and all persons presiding over the courts shall exercise their function independently of the control and direction of any other person or authority; and shall be free and independent from political, executive and any other form of direction and control.” This is as clear as it can get, most

notably so with the use of “shall” as qualifier of the independence of this branch.

To the David Granger/ Moses Nagamotoo Government’s credit, the move to provide the judiciary with economic independence in the National Budget is a progressive stance in ensuring Article 122A (2) that reinforces its autonomy/independence and addresses its funding and management.

(3) It’s Persaud’s view that there is need for a constitution to provide for “impeachment” of the president. This very request does not require a new constitution for it already exists in the present constitution. Article

94 “Removal of President for violation of Constitution or gross misconduct,” satisfies the desire to impeach the office-holder if and when necessary. We need constitutional education like yesterday and at the risk of being seen as belabouring the point that this society is not being served where absence of knowledge, education and enforcement of the Constitution is driving the discussions for reform or a new constitution. The desire to pursue blindly will get us all into deeper trouble.

THE name Mike Brasse has been known to GECOM/NRC (the National Registration Centre) since the 1994 Local Government Elections.

The Chief Elections Officer then was the late Stanley Singh. Mike Brasse, trading under the business name R.Y. Trading, was awarded the contract to provide the National Registration Centre with cameras and films for the 1997 Regional & General Elections.

His contract to supply the films developed into a controversy with Acme Photo Studio, who was the sole agent for Polaroid film in Guyana.

At that time, the commission, led by the late senior council Doodnauth Singh averted a court battle by splitting R.Y Trading contract for the supply of cameras and films. Acme Photo Studio was awarded the contract for films and R.Y Trading owned by Mike Brasse, supplied the cameras. Please note those cameras were supplied with no warrantee and the commission had to pay whenever repairs had to be done. After the 1997 elections, Kaieteur News reported in December 1999 that Brassonics Limited supplied N.R.C with several refrigerators and that one was purchased for no reason at all.

With the passing of

Stanley Singh, Gocool Boodhoo was appointed Assistant Chief Elections Officer with responsibility for administration and Mike Brasse was once again the main supplier to GECOM, this was for the 2001 Regional & General Elections. This trend continued for the 2006 elections under Goocool Boodhoo’s watch as Accounting Officer.

This time, BRASSE included the business Tri Star Trading that supplied the commission with janitorial supplies to the tune of 25,000,000 dollars; he also supplied high-frequency mobile radios Duracell batteries and hammocks. After the 2006 elections and the conflagration, which

resulted in GECOM losing records in the accounts department.

The Brassonics and Mike Brasse show continued with Gocool Boodhoo as Accounting Officer in 2007 Mobile Authority Brasse latest company supplied GECOM with OKI Data Toners at a cost of $1,000,000 per set. The purchase of these toners that is use to produce ID cards raised eyebrows and the Audit Office of Guyana started a forensic audit at GECOM, which was suddenly halted. At the Public Accounts Committee meeting in 2008, concerning the elections purchases of 2006, Mr. Boodhoo reported that the late GECOM admin manager, Tyrone

Semple was the man that was responsible for those purchases. For the record, present PPP commissioner Bibi Shadick was a member of that Public Accounts Committee meeting of which she publicly lambasted Mr. Boodhoo for his casual approach as accounting officer. The PAC revelation did not stop the Brassonics and Mike Brassee show at GECOM. In 2009, while Calvin Benn was deputising for CEO Gocool Boodhoo, who was on leave, GECOM purchased OKI Data Toner at $1,000,000 per set from the mobile authority; they also purchased finger kit pads for the conduct of Registration. These purchases con-

tinued when Mr. Boodhoo returned from leave in 2010. This was the order of the day until Mr. Boodhoo’s contract came to an end in 2012.

So the million-dollar question being asked by taxpayers: Is Keith Lowenfield, who was appointed CEO in 2014 Mike Brasse and Brassonics instigator at GECOM? Could Mr. Deodat Sharma explain why the forensic audit for the OKI Data Toners was aborted? Yes, Glenn Lall, those purchases were from the Water Street businessman.

Those who kill Leonard Archibald must get the death penalty Dear Editor,

PEOPLE all over Guyana are struggling to understand the level of depravity that enabled those who committed the brutal rape and murder of young Leonard Archibald.

In the run up to the 2015 elections, I said in an interview, that “the soul of the nation is mortally wounded, and that Guyana’s political and economic crisis has at its root, a spiritual and moral crisis.” This is painfully evident as we bear witness to the savage and inhumane behaviour of so many of our fellow citizens on a daily basis.

There are two men charged with the rape and murder of Leonard Archibald. Once convicted, I believe that they should receive the death penalty because there is a time to kill. If there is any objection from the ABC and EU countries, then let them know that we are a sovereign nation, entitled to make our own decisions regarding such matters. Although conditions in a society undoubtedly contribute to the

development of this level of depravity, we cannot remove responsibility from the individuals who commit such crimes.

Having said that, we also cannot ease our own conscience by simply laying the blame at the feet of a few depraved individuals.

They are, after all, a product of the spiritual and moral wasteland that we have collectively allowed to evolve.

The blame for what happened to Leonard Archibald does not stop at these two individuals – it lies with each and every one of us.

Let us start at the top.

For decades, we have witnessed a moral erosion at the highest echelons of society, resulting in unspeakable sexual perversions becoming the norm. Sexual transgressions that were once unheard of in Guyana have become common practice.

Our children and young people are no longer safe in their homes or public spaces. However, we must be careful not to limit our understanding of morality to one domain, that is, people’s sexual behaviour. Even the heinous crime we have just

witnessed is not limited to sexual perversion alone.

Rape is about the abuse of power and the ability to act in a savage and inhumane manner. In order for us to bring about an end to this moral erosion, morality must guide all areas of the nation’s existence. Only then can we lift ourselves out of our current despair.

No society can be said to be a moral one when it allows human beings to die on its streets, as we do in Guyana. No society can be said to be moral when, despite its wealth, it implements cruel economic policies that allow some people to have everything while others have absolutely nothing. It is a lack of morality that allows the political elite across the political spectrum to treat the people of this country with utter contempt by refusing to invest in their wellbeing and development.

Blame for what happened to Leonard Archibald is at everyone’s door. Let us turn to our pastors, imams and pandits. Turn on your TV and you will find endless religious programmes. There are church-

es, mosques and mandirs on every corner, and yet as theologian Harvey Cox said, “God is absent”. We must ask ourselves why all of this religious teaching and preaching is failing to impact on our society? Minister Farrakhan answered this question when he said, “because the teaching ain’t right and the preaching is false.”

We cannot blame the religious leaders and those who hold political and economic power alone. Every Guyanese must take responsibility for their inaction in the face of the tyranny and moral decay that has engulfed us. Every individual who has not had the courage and fortitude to take a stand against what has happened, and is continuing to happen to this beautiful land of ours, must take a share of the blame for the brutal attack on young Leonard Archibald.

So, although it is convenient and comfortable for us to sit back and look with horror upon the two individuals who committed this brutal act, separating ourselves from them, we

cannot. They are the ugly, hideous and disgusting manifestation of the totality of the sins of this nation.

The existing social and economic arrangement has brought with it a level of poverty that is dehumanising. We have allowed a political and economic model of mal-development to be imposed on us that does not encourage us to be our brother and sister’s keeper, but rather promotes a rugged individualism and selfishness. This system has turned us into nothing more than mindless, crass consumers - crabs in a barrel.

Disrespect and contempt for each other is the order of the day. The caring community is long dead. Our sense of nationhood is dying with it.

People no longer take an interest in or care about what happens to those around them; instead, they are encouraged to just look out for themselves.

Guyana has become a vicious society where vicious acts are becoming more and more commonplace.

OVP believes that just as we must all take respon-

sibility for this sordid state of affairs, so too, the liberation and redemption of Guyana is the responsibility of each and every one of us. We must stop looking outside of ourselves for our salvation. It begins with us and can only be realised when we the people become conscious and active agents of change. That is why we speak about “Organisation” for the Victory of the People. We must organise, mobilise and conscientise now before our fate is sealed.

Nothing short of a spiritual and cultural revolution can save us. This can only be realised when we commit ourselves to the building of a powerful and transformative people’s movement, capable of rooting out the evil at the very foundation of this society and ushering in a new order where the dignity of every human person is paramount.

Guyana pushing to adopt Apostille – Attorney General Convention

THE Government of Guyana is working towards becoming a signatory to the Apostille Convention; an international treaty which specifies modalities through which a document issued in one signatory country can be certified for legal purposes in another such country.

Attorney General and Minister of Legal Affairs, Basil Williams told the opening session of the second Hague Conference of International and Private Law (HCCH) at the Pegasus hotel on Thursday that the Ministry of Foreign Affairs has already presented the convention to Cabinet and has received its

death certificates, extracts from commercial and other registers; patents; court rulings; notarial acts and attestations of signatures and academic diplomas issued by public institutions can be accomplished swifter, safer and with greater efficiency.

The Convention has proven to be very useful for States that do not require foreign public documents to be legalised or that do not know the concept of legalisation in their domestic law.

The citizens in these states enjoy the benefits of the Convention whenever they intend to produce a domestic public document in another State party which, for its part, requires authentication of the document concerned.

The Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents, is an international certification comparable to a notarisation in domestic law, and normally supplements a local notarisation of the document. It does so by replacing the cumbersome and often costly formalities of a full legalisation process or chain certification.

This means that the authentication of public documents such as birth, marriage and

MARAD observes World Maritime Day 2017

THE Maritime Administration Department (MARAD) on Thursday joined the rest of the world in observing World Maritime Day 2017 under the theme, “Connecting Ships, Ports, and People” with the hosting of a safety exhibition.

The show, held at the Parika Ferry Stelling, was aimed at promoting navigational safety. Director of Ports and Harbour, Louise Williams, speaking to the theme, said that today seas and oceans facilitate over 90 percent of the world’s trade and movement of people. Williams said that MARAD over the years has promoted the use of safe practices when plying the waterways, through inspections, checking for certifications of vessels and crew, and the monitoring of water taxis.

She explained that MARAD will soon be launching its “safety awareness stickers to be placed at the bow of the vessels.” The label serves as an indicator for vessels that have been licensed by the administration, while those without will be deemed unlicensed. The decals, Williams said, is another safety precaution aimed at promoting safety on the waterways.

It was pointed out by the director that MARAD will

continue to partner with public and private stakeholders such as the Guyana Defence Force Coast Guard, Farm Supplies, and Reliance Health, among others. “We as leaders and active players within the sector, strongly desire that maritime transportation in Guyana be the safest way to travel. It is imperative that we make safety not just a culture, but a reality.”

Minister within the Ministry of Public Health, Dr. Karen Cummings en route from Bartica stopped by the exhibition and take a look at some of the booths. The Minister explained that “it’s a timely venture and in the Maritime exhibition I have seen Basic Life Support so I am glad that they can partner with the Ministry of Public Health to ensure that companies are trained in basic life services and basic life support.”

MARAD was established according to the 1998 Shipping Act, Section 4, which states: “There shall be a Maritime Administration Department hereinafter referred to as the “Department.” The department is mandated to ensure that there is minimal or no accident on the waterways, the safety of passengers and crew and that the public can continue to have confidence in maritime transport as a safe mode of transportation. GTT, Cancer Foundation launch ‘Pinktober’ –– aimed at increasing awareness of breast cancer

All the proceeds earned during the month themed “Together we can make a difference” will be donated to the GCF. GTT Chief Executive Officer, Justin Nedd said the telecommunications giant is very pleased to be a part of the fight against cancer with the launching of Pinktober.

Cancer advocate, Bibi Saeedah Akhtar Hassan said 12 years ago she became an advocate for cancer with Avon Community Help Fund and through GCF they started a screening programme by offering free mammogram and sonogram to more than 100 underinsured and low income women.

She pointed out that in January 2017, they launched cervical cancer awareness month and screened some 250 women.

After some research, they realised it was an important project for Guyana because of some of the high risk women in the rural areas. In these areas, some 700 women were screened.

Hassan’s mother was diagnosed with stage two cancer breast cancer in 2008 and is now cancer-free for nine years. Through that experience she was inspired to assist women in having access to free screening through the corporate sponsors.

She said some of the activities planned in observance of Pinktober starts with a tree-wrapping exercise at Lamaha and Camp

Streets on October 2 at 16:00hrs; a church service at Brickdam Cathedral on October 8 at 17:00hrs; No Bra Day on October 8, which supports women who have lost their breasts to cancer; a National Mammogram Day on October 20; and a breast cancer crusade walk on October 21 at 06:00hrs.

At the end of launch, Hassan was gifted with a bouquet of pink roses while fellow survivor Mitzy Campbell and retired coach Leslie Black were presented a basket each of fresh fruits for their efforts in the fight against cancer.

Black lost his daughter at age 22 to the disease and ever since she has been inspired to participate in awareness programmes.

Petition for ‘Archibald’s law’ gaining ground

By Telesha Ramnarine OVERSEAS-based Guyanese Sharmin Prince last Monday started an online petition that is geared towards attracting government’s attention on the need for policies incorporated in an anti-child sexual abuse bill called the “Archibald’s Law,” memorialising and immortalising young Leonard Archibald who was sodomised and murdered recently.

Although the ultimate goal is to attract 10,000 signatures, so far, the petition has already received well over 7000.

Prince is a survivor of child sexual abuse and the host of “Talk Time with Sharmin”, an active talk show in New York, which highlights the effects of societal and personal trauma abused victims have endured and are still living with.

The petition will be delivered to the Guyana Government, Prime Minister, Moses Nagamootoo and Public Security Minister, Khemraj Ramjattan.

Sharon Lalljee-Richard Local social activist and concerned parent, Sharon Lalljee-Richard told Chronicle in an invited comment on Thursday that the Prince’s petition will also go to international human rights organisations.

According to her, Prince also plans to add testimonials from survivors so that people can see how this kind of abuse is affecting lives.

to revive seemingly lost values like social justice, fairness and good old compassion for each other as a vital means of strengthening Guyana.

“In the absence of much-needed policies and constitutional reform, I believe that our people must help themselves by becoming more active in issues that affect their wellbeing.

They must begin by exercising personal responsibility for their own actions and also by being their brother’s keepers. Though government intervention and support is critical, we must strive to be self-dependent where relevant. Unless we take such steps, nothing changes for the better,” she said.

Meanwhile, Prince noted in the petition that Archibald was sodomised and killed by a serial rapist and his accomplice in Sisters Village, Berbice, and that the child would have been alive today had “these rapists” been arrested for previously reported sex crimes against children.

“After coming out of hiding, the Guyanese police

did not arrest these heinous perpetrators, consequently providing them the opportunity to commit this barbarous act against an innocent child; taking his young, promising life.

“We demand that this case is sent to the High Court in Georgetown Guyana as to ensure transparency and rebuild trust in Guyana’s judicial system. The community feels betrayed and has lost confidence in the police department because previous reports made were blatantly ignored for whatever reasons.”

The petition continued that an independent body must be instituted to investigate complaints regarding police dereliction of duties, such as not responding to calls or following through with charges about child sexual abuse.

“Law enforcement officials in rural areas are in need of intense and ongoing training to contend with cases of child sexual abuse and its devastating effects on victims -- individuals, families and communities; as this phenomenon can adversely affect the victi-

feelings of hopelessness are a thing of the past.”

The petition said the Guyana Police Force must implement and enforce a sexual abuse unit with trained and qualified personnel, specialising exclusively in issues of child sexual abuse, and further that the Child Sexual Abuse Unit must solely be responsible for the oversight and handling of all reported cases of child sexual offences regardless of geographical location, socio-economic status, political orientation, or any other variable.

“Furthermore, Leonard Archibald’s case illustrates that Guyanese demand greater fair and impartial juries ensuring justice as many victims of the alleged perpetrators bemoaned that they were afraid of coming forth because the assailants were bribing key individuals.

We demand that laws and policies be enacted for an anti-child sexual abuse bill called the “Archibald’s Law,” memorialising and immortalising the beloved Leonard Archibald,” the petition further said.

Pour more into LEN -Linden chamber says $150M inadequate

… opposes institution being used for mortgage financing

By Vanessa Braithwaite WHILE recent calls were made by officials at the Linden Enterprise Network (LEN) for the diversification of its funding, a number of Lindeners want the institution to remain that of a lending agency for small businesses and the chamber of commerce of the township said government must significantly increase its $150M contribution if the scheme is to make an impact in the community.

In recent years Guyana Chronicle was told that the agency’s funds were used to finance purchase of cars, renovation of homes among other things, not catered for.

Minister of Finance, Winston Jordan last week told residents of the mining town that the funds were abused.

The Government of Guyana in 2015, injected $150 M into LEN. Since then, LEN has been issuing small business loans to residents of Region 10 up to $1 M. It was publicly revealed however, that many Lindeners are not accessing loans for the purpose of manufacturing or starting up a new business, but to either expand an existing

business or establish a ‘buy and sell’ operation, which is in contrast to the enterprising objective of LEN. With Linden not as strong, many small business owners are complaining of their products not selling and for those who borrowed loans are having a difficulty repaying in a timely manner, while still making profit. One small business operator who borrowed $500,000 from LEN to start up a salon and a boutique said that while the capital was great, the funds are coming in slowly, since there are many competitors around her. “Sometimes you come out, you do one nail, you sell two things and that is it for the day and at the end of the month, you still have to repay that loan, feed yourself, pay bills and stock up back… it is very hard because sales are very slow,” the nail technician said.

This has placed LEN in a difficult position of being able to sustain itself. Efforts however were made to diversify the funds so as to create more income for LEN. Minister Jordan however deemed this as an abuse of the funds and categorically stated that LEN should not diversify at

loan and the various types of loans, it means then that you would have to reduce the amount that you give (for small business loans) and that won’t stimulate any kind of development…It will result in a lack of empowerment for persons who want to invest in industries, they won’t be empowered because you won’t have adequate sums that can be the catalyst for growth; that can create growth and development,” Fernandes said. He explained that diversification will only allow for LEN’s survival and sustenance, rather than to create growth. “I think small businesses have a better formula of lending and that is one of the areas that is available to everyone in Linden including manufacturers.”

Similar sentiments were echoed by one of Linden’s established and respected entrepreneur, Norvell Fredericks, who said that the business community is still quite starved for capital investment.

“There is much scope for Linden because manufacturing in Linden is not only to meet the Linden market but we must be able to manufacture on a scale

for export,” Fredericks posited.

INJECT MORE TO GAIN MORE Fernandes explained that the solution to the problem is that the Government should inject more into LEN so that LEN can provide more for business people.

This he said will be an incentive since persons are demotivated to commence manufacturing. The loans, he suggested, should be easily accessible so as not to frustrate people. “Government should place a significant input into LEN because LEN cannot sustain itself with the affordability of loans.”

“When you look at LEN getting $150M, I beg to differ, because for me I could invest $150 M as one person but to try to spread that up so thinly around Linden is like setting people up for failure.” What the government should do, he said, is to do a study of Linden and its economy, which will help them to see how the situation can be bettered.

“I think Government should invest into a study of Linden and how the economy runs…yes lot of people are getting into buying and selling because it is the only option they have, government should invest in a more comprehensive study and to put better facilities and incentives in place to enhance business.”

Fernandes revealed that the Chamber will be embarking on several training programmes for potential manufacturers and seminars, as well as engaging the powers that be in an effort to create growth for the economy of Linden.

Hemp Awareness Week Cop busted commences October 8 in shakedown … grab US$2000 from Chinese business couple at CJIA

A PLAINCLOTHES police rank was on Thursday night busted at the Cheddi Jagan International Airport after he and another rank allegedly extracted from a Chinese business couple some US$2000 under threat that they would prevent them from boarding their flight and have them jailed.

One of the ranks has since been placed under close arrest following swift intervention by Minister of Public Security, Khemraj Ramjattan, who has vowed to weed out corruption from within the Guyana Police Force. Guyana Chronicle was told that the couple, who operates a store on the West Coast Berbice had just arrived at the airport when they were accosted by the policemen.

Reliable sources told this newspaper that the ranks pulled the couple into a room at the airport that has no camera, accusing them of not declaring their foreign currency. The Guyanese couple of Chinese origin was heading to New York. “They were leaving with a quantity of US currency

within the legal limit to conduct business, but the rank pulled them aside ostensibly that they did not declare the currency,” the source told this newspaper.

According to the source the couple was forced to give up some $US2000 of the money they had after they were threatened that they would not be able to board the plane if they told anyone and that they would be jailed. Immediately after the ranks took the cash, the couple lodged a complaint with a high ranking government official, who contacted Minister Ramjattan who immediately went into action. This resulted in one of the policemen being arrested and positively identified by the couple as one of the persons who accosted them.

It is believed that a third person had accompanied police ranks and he might have run off with the money, which up to press time was not recovered. Guyana Chronicle was told that airport authorities have been examining the CCTV footage for clues.

GUYANA will be observing its second “Hemp Awareness Week” commencing on October 8, 2017, under the theme: “Greening Tomorrow’s World,” as part of Agriculture Month activities.

The week of activities will commence with a launching activity at the East Ruimveldt Community Centre on Sunday, October 8, beginning at 17:00 hrs.

There will be speeches and cultural entertainment, among other things.

In a press release issued on Thursday, the association said that the week-long programme will focus on sensitising Guyanese on the importance of an Industrial Hemp Industry in the country which will provide thousands of jobs, create new industries, build on the economy and eradicate poverty.

This year’s activities will be bigger and better, the association says, as it extends a warm welcome to members of the public. Activities include outreach sessions in all 10 administrative regions and sub-regions; the distribution of fliers and DVDs; a national consultation; TV, radio and newspaper publicity, as well as sports and cultural events.

Meanwhile, villagers of Moraikobai, located some 95 miles up the Mahaicony River, and the only indigenous community in Region Five have shown great interest in the cultivation of industrial hemp and the manufacture of over 25,000 hemp products and uses, but claim they need more awareness and sensitisation on the amazing crop.

The villagers who spoke with officials of the Guyana Hemp Association during the village’s Indigenous Heritage Festivities on September 16 last, said that the two main economic activities are logging and farming, and to a lesser extent, handicraft.

But with the establishment of the industrial hemp industry in the village, it will be a tremendous boost, primarily for employment.

A resident who gave her name only as Veronica expressed that awareness is critical for the hemp drive, and urges the GHA to expand their awareness campaign with more outreach programmes.

Meetings with farmers and other stakeholders will also be held.

Berbice man escapes execution attempt

POLICE in Berbice are intensifying their investigations into a shooting incident, which resulted in a 45-year-old dog breeder narrowly escaping death

Berbice Police Commander Assistant Commissioner Lindon Alves told Guyana Chronicle that following the report a suspect- a known character from the under-

world is in police custody assisting with their investigations. Further a police rank was questioned and is expected to submit statements, while detectives are expected to return to the scene to comb for spent shells.

Reports reaching this newspaper indicated that the detainee and the Fenton Bell have an ongoing feud. Among the reasons for the feud, was the destruction of a marijuana farm up the Berbice River and a stolen boat and engine.

Bell told Guyana Chronicle, that moments earlier he had gone to his gate to talk with a friend and as he was about to reenter his verandah, which is on the lower flat of his house he felt a sting at the back of his neck. This newspaper learnt that the friend is a plainclothes police rank. Fortunately, Bell recalled turning his head, less than a second before and is grateful that he did so, as that action saved his life. The bullet grazed the back of his neck.

Aircraft body backs proposal for bigger GCAA budget THE Aircraft Owners’ Association of Guyana (AOAG) said it welcomes and fully supports the Guyana Civil Aviation Authority‘s (GCAA) recently announced decision by the Director General to propose an increase of the Authority’s budget for 2018.

The increase is aimed at expanding the GCAA technical staff to include qualified and experienced Flight Operations Inspectors in order to ensure that the aviation industry complies with the highest possible safety standards.

In a statement the AOAG said for many years, it has advocated in favour of strengthening the Authority’s regulatory and technical capacity in order that Guyana meet the requirements of the International Civil Aviation Organisation (ICAO).

“We commend Director General, Lt. Col. (retd) Egbert Field, for the action he is taking to upgrade the Authority to meet the needs of a rapidly growing aviation industry and its expanding hinterland shuttle operations. The AOAG has, however, long emphasised the dangerous prevailing conditions under which airline pilots fly in delivering essential services to our hinterland locations and has consistently made its voice heard in urging that the GCAA and GOG to address the need to upgrade our hinterland aerodromes and invest in an adequate Search and Rescue system, appropriate to our domestic aviation requirements.”

According to the body, while it accepts that the government has increased

investment in the development of interior aerodromes, navigation facilities and weather forecasting, the fact remains that many hinterland airstrips still fail to meet the regulatory standards set by the GCAA itself and from the ground up aircraft tracking systems such as Automatic Dependent Surveillance Broadcast (ADSB) remain fully operational.

“It is because of the frequently hostile and extremely dangerous conditions under which aircraft operators conduct hinterland shuttle flights from hinterland locations that the Director of Civil Aviation has quite properly demanded operators manage these away from base operations to a standard specifically developed to ensure maximum possible safety.”

The requirements of the Director General with regard to the safety of hinterland shuttle operations are singularly focused on the management of the operating procedures of the companies conducting shuttle activities. It is entirely appropriate that each and every operator is required to submit a manual of procedures which meet the demand of these operations.

The AOAG’s Technical Committee has worked with its members to develop procedures and requirements specific to the environment in which shuttle operations are conducted and is pleased to have presented these Standard Operating Procedures (SOP) on 31st August, 2017, which have been accepted by the GCAA.

Troy Resources, Kaburi Village celebrate Heritage Month AS Australian mining company Troy Resources Guyana Inc continues to work on improving relations with the nation’s first people, the company recently celebrated Indigenous Month activities with the village of Kaburi.

According to a company release, Troy Resources invited the Region Seven village to its Karouni mine site to host its annual cultural day in celebration of Indigenous Heritage Month.

The event was the continuance of a tradition ever

since the establishment of the company’s full operations at Karouni and one which the company said will continue as it helps to foster a spirit of understanding and mutual trust between the community and the mining company.

This year’s activities were held at the Karouni Camp Site and included, cultural exhibitions, display and sale of craft from the village, archery competitions and a food and drinks sale by the village.

Every year, the company provides a space at the

camp and sets aside a day in September for the activities.

Troy Resources provides the transportation and all other amenities for the villagers to make the trip possible.

Troy Resources, since its establishment, has been working with Kaburi to develop several community projects such as a plant nursery to be used for the purposes of land reclamation, a sewing project to provide employment opportunities and projects that support the school and cultural activities.

Reckless elements caused disappearance of narco --says Min. Ramjattan

By Navendra Seoraj MINISTER of Public Security, Khemraj Ramjattan has said that the “reckless” and “negligent” elements of the Guyana Police Force (GPF) are to be blamed for the disappearance of cocaine from the Criminal Investigations Unit (CID).

On Wednesday, it was reported that close to two kilograms of cocaine was missing from the CID Headquarters, Eve Leary, Georgetown.

According to reports, the cocaine was tendered as evidence against 31-yearold Travis Mendonca who was sentenced to three years in prison after he pleaded guilty to a trafficking in narcotics charge.

Though Minister Ram-

jattan did not identify any officer, he said he has his suspicions but will not make it public.

He, however, told members of the media, the matter is under investigation and a number of officers have been questioned but no arrests have been made so far.

“There are systems in place that are being violated often,” said the minister, who pointed out that a solution to the problem is now in place at the CID headquarters.

The Canadian Justice Education Society (JES) after noticing the challenges facing the Police Force, decided to build a property room which will be used to store case-evidence.

Canadian High Commissioner to Guyana, Lilian Chatterjee said the transformed shipping container to a storage facility will enhance the Force’s ability to monitor evidence.

Chatterjee believes that the storage room will help to strengthen evidence-based investigations and contribute to a higher level of efficacy and trust in the criminal justice system.

Nappi residents urged to properly manage catchment area MAINTAINING Nappi’s natural environment is key to the village becoming a hub for eco-tourism in Central Rupunini, Region Nine.

This was the view of the Minister of Indigenous Peoples’ Affairs, Sydney Allicock.

Nappi has a huge water reservoir which was recently completed through a public-private partnership. The lake is buttressed by a 450m dam and can store 4.5m cubic meters of water at its maximum.

The water reservoir located on Nappi lands in central Rupununi, Region Nine, will bring relief to the indigenous communities during the dry season.

Following reports that persons were planning to build their houses close to the lake in an inconsistent manner, Minister Allicock told residents that they need to create a plan that will see them properly managing the area while generating income.

During a ministerial outreach, he urged the village council to explore the option of creating a ‘uniform community’ close to the catchment area. This area, he said, can include a solar farm, Internet hub, supermarkets, community centres, schools and recreational facilities. “You

cannot just go and live as you like, there needs to be proper management of the area… You should be bringing a plan to us, one that creates employment and generate income for the village. Come with recommendations, creativity and then we will take the next step”, Allicock urged the residents.

The minister advised the residents to take advantage of the funding and assistance through the Ministries of Business, Agriculture, and Indigenous Peoples Affairs. He noted they can develop a tourism package that will attract tourist since there is potential for hiking, biking, horse riding, boating, and sport fishing.

Minister Allicock emphasised that the Indigenous people need to move away from the “dependency syndrome,” where they wait for the government to hand them everything.

“It is time you come with your plans and ideas to generate your own income… The community is not very far from Lethem, and the population is growing, what plans do you have for your economic growth…We have to begin to manage our own affairs. Stop complaining and get up and get,” the minister reiterated. (DPI)

‘One child too many’ …child sexual abuse must stop, says Ann Greene

THERE is a need for the public to make it their sacred duty and responsibility to ensure children are protected against all forms of abuse.

This was underscored on Wednesday during the Childcare and Protection Agency’s Child Protection Week rally held at the Anna Regina Market Tarmac, under the theme “Breaking the Silence on Child Sexual

Abuse.”

Addressing the rally, Minister of Social Protection, Amna Ally encouraged citizens to be vigilant of their surroundings and to inform government officials of anything untoward they may have witnessed or heard, to ensure the safety of the child.

“Let us (citizens) work with law enforcement agencies to prevent such oc-

currences by pro-actively reporting suspicious behaviour. The police and the courts are empowered under the Domestic Violence Act,as well as the Sexual Offences Act and the Children Act to arrest, prosecute and convict perpetrators of women and children,” the minister said.

The Ministry of Social Protection has launched a national multi-media aware-

ness campaign to assist in sensitising the populace of the plight of children who have suffered abuse and to identify the signs and symptoms in order to spur the public into protective action.

Minister Ally said her ministry is also, “working to strengthen the capacity of parents in their protective role,” adding that there is a special parenting pro-

gramme currently being conducted at the community level and persons can contact their district offices to participate within their respective communities.

The director emphasised that 424 child sexual abuse cases were reported for the first half of the year, noting that there may have many unreported child sexual abuse cases.

Two Regional Chairman, Devanand Ramdatt commended the ministry for hosting the event. He, however, observed that there is a need for government and non-governmental stakeholder participation in highlighting such an issue since it ensures the protection of the nation’s future leaders.

The chairman explained that there should not only be infrastructural development but human development across all walks of Guyana.

He also encouraged and invited persons to report to relevant authorities once issues of concern regarding children are observed in their community. He advised them to do so without fear or shame, whether it is

Guyana, Japan celebrate 50 years of diplomatic relations

GUYANA and Japan have had strong diplomatic ties for some five decades now and Prime Minister Moses Nagamootoo said the “relationship will be fostered and consolidated in the years to come.”

These remarks were made at the celebration reception held to mark the occasion on Wednesday evening at Cara Lodge. The Prime Minister commended the Non-Resident Ambassador of Japan to Guyana; Mitsuhiko Okada, for the work done in areas of fisheries, utility, and exchange programmes over the last 50 years, and is hopeful the bilateral relations will continue.

Some of the projects that the Japanese government has facilitated were the rehabilitation of the East Demerara Water Conservancy; the electrification project and the construction of Bina Hill and Waramadong Indigenous Youth Skills Training Centres, both of which offer training in forestry, carpentry and small business management; and the assistance under the Grant Aid for Grassroots Human Security Projects (GGP).

Japan is currently working with the United Nations Development Programme (UNDP) to promote projects to ensure Guyana is environmentally resilient. The piloting of solar electrical

systems, and implementation of street lights in Bartica, which will be Guyana’s first model “green town” are projects to be streamlined soon.

Two additional projects that are well underway are the improvement of access to water in drought-prone areas, and supporting agriculture in areas affected by climate change.

Both countries share a common interest in encouraging sustainable development and mitigating the negative impact of climate change. “The government of Guyana is pleased with Japan’s Caribbean climate change partnership initiative which is fashioned to strengthen the capacity of 8 CARICOM countries including Guyana”, Prime Minister Nagamootoo noted.

The Non-Resident Ambassador of Japan to Guyana said his government is pleased to work alongside the Guyanese administration and to continue the preservation of forestry associations. Also present at the event was Minister of State, Joseph Harmon who is acting in the capacity of Minister of Foreign Affairs, among other Ministers and dignitaries.

The Honorary Consul General of Japan, Kashir Khan was also reinstated at the event. Khan was appointed Honorary Consul General of Japan in 2012.

Police will capture prison escapees –– says commissioner

THE Guyana Police Force (GPF) is focused on recapturing the two prison escapees who are still on the run, acting Commissioner of Police David Ramnarine said.

The two who are still at large are Paul Goriah who escaped from the Lusignan Prison and Mark Royden Williams who made good his escape during the destructive July 9 riot at Camp Street Prison.

“Over the last few weeks we have launched a number of operations which include searches and combing of certain backlands,” said Ramnarine during an interview with members of the media on Thursday.

He said police had received two recent sightings of Goriah in Yarrowkabra but on both occasions units dispatched did not notice him.

Their main focus is reportedly on Linden, given Acting Police Commis- that one of the escapees, Uree Varswyck was killed sioner, David Ramnarine there and Williams managed to escape.

“As we indicated, we have done some work to disrupt the possible support which has been provided to the escapees… this has proved to be effective,” he said, adding that persons who were found culpable of assisting the escapees have been dealt with accordingly.

The acting police commissioner said the police will continue to search until they capture the wanted men.

'Feed The Flames' in new music video LOCAL heavy metal band, Feed The Flames, is continuing to blaze a trail for Rock n Roll here in Guyana.

Back in April, FTF co-headlined the epic ‘Skyy Rock Festival’ in San Fernando, Trinidad which featured 20 of the best bands from around the Caribbean.

It is at this festival that they released their debut full-length studio album titled ‘Kyk-OverAl’.

The album features six original heavy metal songs, which are being well received both locally and internationally, and described as ‘ground breaking’ and ‘making new waves in the local music industry’. The band recently released a music video for their most recent single off the album, ‘Monkey Banana’, which was filmed at the Skyy Rock Festival and can be viewed on the band’s Facebook page or YouTube.

Currently, FTF is preparing for another big rock concert here in Guyana, ‘Rumble In The Dark 3’, which is self-produced and is the third edition of the event.

This edition will see live performances by FTF; local veterans ‘Et Tu Brutus’, who are celebrating 20 years of being an active rock band, having recently returned from headlining a heavy metal concert in Brazil; and coming to Guyana for the first time is ‘Skafu’, which is a ‘hardcore punk’ band from Suriname.

This event is set to go down tomorrow night at ‘The Other Place’ (formerly known as Jerries) on Waterloo St. Doors open at 20:00hrs, and the first band takes the stage at 22:00hrs sharp. FTF would like to encourage the public to come out and be a part of the unique experience that is a live Rock Concert.

Admission is $1,000, and proceeds go towards upcoming travel plans.

This is the second event for the year organised by Feed The Flames that features an international band, the first being ‘SuriGuy: The Rock Connection’ in April, which featured ‘Revolt’ from Suriname.

FTF continues to break barriers and contribute to the local music scene by creating opportunities for alternative

forms of live entertainment of international quality.

FTF is also being featured on ‘Music 4 Mexico Vol. 2’, an initiative by international author and musician, Michael Black of ‘Dead Sea Records’, with proceeds going towards a relief fund for recent earthquake victims in Mexico.

The lonely world of Guyana’s publishing industry GUYANA has always had a body of souls who have, beyond all odds, kept the business of publishing alive.

No, we do not have a publishing industry, but rather we have the potential through our pool of talents for a vibrant publishing industry with its lucrative spinoffs. Though I am part of that group, it has always intrigued me that we persist.

In fact, we are driven to write our narratives; to implore and negotiate sponsorship, and endure the rejection and deceptions and labour with the footwork to bring our fiction or nonfiction piece of literature alive, then to sell by wrenching sales from most of our public associates.

We who write, illustrate and publish locally are indeed a peculiar group. Guyana has just past the first 50 years of nationhood. Guyana faces a changed world, where what we understood to be the norm has morphed into something different, not necessarily positive to the GDP. New platforms have to be built, as old economic monoliths disintegrate and command restructure to endure and keep working families fed. It is in this context that we must look at the options.

The book industry is not what we local self- publishers exist in. The book industry revolves around ‘distribution’, with ‘agents’ in some categories that are en vogue, with institutions which, when motivated, can, like a track relay race, take the ideas of a book to another level, on the negotiation of a talented ‘agent’.

We have none of the latter. Why is that so? Simple.

The reality is that it has not become a public discourse that involves our decision makers.

Neither does the framework of a publishing industry exist, to the best of my knowledge, on any Caribbean territory.

Why? Again, because we have not shaken off the colonial cloak to contemplate and respond to the idea that there needs to be changes that include new frontiers for reference.

We wait, like Guyana, which stubbornly played politics with the sugar industry, and implement no reforms; now the EU Protocol is over, and business rather than politics, is on the table. Well, you know that story.

NEW KID ON THE BLOCK

The newest kid on the published block is Mike Jordan’s ‘KAMARANG’. And it lures you into the realms of Amerindian lore, expanding into Georgetown. This is an exciting story, from the excerpts published in Kaieteur News. A supernatural thriller that envelopes, ever so subtly, the lives of characters, then

unfolds, gripping the interest of the reader. This is good reading. And when I conclude it, I will expand on the concept with more authority.

It was commendable when the Jagdeo Government had designated funds, under the name Caribbean Press, to republish old publications and embrace new publishing. This

opportunity was squandered in the most vulgar way, and became the personal adventure of a few, resulting in a national embarrassment.

Local publishing had a place in the national framework when I came on the scene as a teenager with a manuscript in the late 70s.

There was Curriculum De-

velopment, an independent Department of Culture, the National Service Publishing Centre. They all indulged and meaningfully encouraged local writers and self publishers.

And the Chronicle that published local short stories and illustrated work all had staff that understood the genre.

Even the National Library

would request a free copy for the file, and then buy about a dozen books. The GNTC bought a substantial amount.

With this kind of atmosphere, creative souls endeavoured.

Today, we live in a different world. However, the local creative world is the first matter of Cultural Industries.

Though the Cultural Industry is vibrant, with commendable precedents in nations all around Guyana, it is challenged at home. Those people of the 70s are long gone, and no serious thought has been given to developing structures peopled by artistic kindred to directly help create of our creative souls and their restless muses, evolved forms, from hunter gatherers to progressive city State environments.

NO BLUFFING CULTURE It is very frustrating that Kulture is still perceived as an area that can be bluffed. And it is not. One has ‘to know’ to construct deeper from the national ideas we dabble with; to capture space and audience on the critical stage of the Cultural Industries market to be able to attract licensed adaptations.

The prototypes of those local creative ideas exist within the characters and conflicts shaped in books like Mike Jordan’s KAMARANG. With reference to ‘bluff’, we have witnessed where this has taken us with dabblers, in the ancient art of masonry [civil construction] across Guyana.

The proponents of ideas in every field must have its visible and compatible source people existing in the State apparatus. Let me take time out to remind our legion of reading critics as to why I mentioned ‘The State’.

The idea can be explored.

Every cultural edifice [building or idea] we reflect on with awe was State-sponsored. In other words, sponsored by ‘the people’ across the continents for millennia. That Guyana’s self publishers persist within the knowledge that, from concept to published product to meaningful sales, all depend 75% on their own efforts, whether we link with Amazon, Austin’s or sales from friends.

We have done this over the past 50 years almost on our own; it does merit a national shift. Just reflect on royalties received, and taxes extracted from book publishing in other countries of the Americas and ponder, perhaps regrettably, why not before?

‘Hef’ goes ‘peacefully’ HUGH Hefner, who founded Playboy and turned it into a globally iconic brand, is dead at 91.

Playboy says Hugh died peacefully at home Wednesday, surrounded by loved ones.

Hefner’s health had been in serious decline over the last year, and he’s not been seen in public for some time. His passing comes just over a year after his brother, Keith, died battling cancer.

Playboy magazine catapulted ‘Hef’ into a cultural phenomenon, paving way for the iconic Playboy Mansion that quickly became known for its legendary parties.

As TMZ reported, Hefner parted ways with the pad in August 2016, selling to Pabst Blue Ribbon heir, Daren Metropoulos for $100 million.

But the sale had one condition: Hefner could live in the mansion without the new owner’s meddling until he died.

Hefner was married three times, first to high school sweetheart, Mildred Williams in 1949, then former

Playmate of the Year Kimberly Conrad in 1989, and finally Crystal Hefner in 2012. She’s 31.

His third marriage came four years after breaking up with longtime girlfriend, Holly Madison.

He’s survived by four

children: Christie and David from his first marriage, along with Marston and Cooper from his second marriage.

Hefner founded Playboy in 1953, with Marilyn Monroe gracing the first cover. The magazine landed huge celebrities for years to come, including Cindy Crawford, Kim Basinger, Pamela Anderson, Madonna, Sharon Stone, Naomi Campbell, Carmen Electra, Drew Barrymore and Kim Kardashian.

The magazine stopped publishing nude photos in 2016, but went back to them in February of this year after Hugh’s son, Cooper, was named chief creative officer.

Kylie Jenner five months along --expecting baby girl AFTER last week’s reports that Kylie Jenner is pregnant with boyfriend Travis Scott‘s baby, the Internet has been flooded with speculation about the new Jenner-ation.

And now, it has been claimed that the baby will arrive into the world sooner than we thought, and that there’ll be a whole lot of pink swag heading the couple’s way.

TMZ has reported that Kylie, 20, and Travis, 25, are expecting a daughter, and that Kylie is already five months along.

This due-date estimate would mean that Kylie fell pregnant soon after she started dating rapper Travis, with the stars meeting in April following the lip kit mogul’s split from Tyga.

If true, this means that the social media starlet will be welcoming her baby girl at the same time that big sister, Kim Kardashian becomes a mum again via surrogacy.

will be very busy come the new year when it comes to gift shopping.

The due date will do nothing to dispel the Internet rumour that Kylie is actually Kim’s surrogate, which would be a stellar plot twist.

It comes as dad, Caitlyn Jenner appeared to confirm Kylie is with child. While representatives for Caitlyn denied that she found out on the

Internet, as had been reported, they told The Sun that all they could say is that she was told “some time ago”.

And Kylie’s mum, Kris, has said she was “surprised to wake up to the rumours” in Milan on Saturday.

She added: “It wouldn’t be the family if something didn’t happen every single day.” But despite Kris’ upbeat reaction

to the news, rumour has it her family think Kylie might be a bit too “naive” to have a baby at just 20.

“Kylie is very naive,” a source told People. “Spending time with other people’s kids is obviously completely different than being a mom 24/7. Kylie, of course, has no idea about all the hard work and sleepless nights.” (Metro News, UK)

‘Just following the trend’ --say young female dancehall artistes

DANCEHALL music and sex have become so intertwined that for many up-and-coming artistes, particularly females, ‘sex sells’ has become their mantra over time.

A few of them have expressed that despite what some may think, their chosen tactic is merely about giving the public what they want.

“I agree that most of the songs coming out of dancehall are sexually explicit, but sex sells. I remember when I just came out, I used to spit pure lyrics for producers, and I remember being told to be more sexual to gain street cred,” said Destiny Sparta.

Sparta explained that many female artistes would like to put out songs with different content, but expressed that anything other than sex in dancehall attracts little to no attention.

“We do some nice songs with very good concepts and they don’t take off. People gravitate towards the sexually explicit songs more,” Destiny said, adding: “A very good example is Spice. She did a collab the other day with D’Angel, and me hardly hear it.

And it’s a very good song, but look at how Indicator take off, or the song weh she say ‘skin out (private part).”

She added that in a fiercely competitive dancehall industry, a rising artiste has to be able to go with the trend that has already been set, or watch her career die a slow death.

Sparta told THE STAR that when an artiste uses sex to gain some attention, it is important that they then show their versatility.

“I have had people come up to me when they hear something different from me and say, ‘Yow, me never know a so yuh bad.’ I aim for longevity in this industry, and I know that sex alone can’t do it. I have to do quality songs.”

Fellow entertainer, Dovey Magnum said female artistes don’t just sing about sex. “But sex is a part of hardcore dancehall, and we can’t avoid that.

“We have females out there weh lyrically bad, but the industry is set up in such a way that we affi do the sex thing,” she said. “They need to stop pointing fingers at us as up-and-coming female artistes, because we never set things like this; we just a follow fi get ourselves in.”

She said people who criticise them for ‘selling out’ and ‘still nah buss’ need to be quiet.

“At the end of the day, I’m an up-and-coming artiste; I’m not fully established. So for them to grasp to me and to my craft, me affi use sex, because a di raunchiness people a run with.” (The Star, Jamaica)

INCARCERATED entertainer Adidjah ‘Vybz Kartel’ Palmer has been admitted to the University Hospital of the West Indies as he battles a kidney infection.

The entertainer is under heavy police guard, and is not being allowed any visitors, Loop News was informed by a source close to the entertainer on Tuesday morning.

Kartel was rushed to UHWI on Monday after complaining of pains in his side.

“He had been complaining of feeling pains since Wednesday, and had been examined by the medical staff at the Tower Street facility, but Sunday evening, he began complaining again, and he was finally taken to UWI hospital,” a reliable source told Loop News.

The artiste is now being treated for the kidney infection at hospital, but his family is still very concerned about his health, the source said.

Kartel is serving a life sentence for the murder of associate, Clive ‘Lizard’ Williams.

Despite being behind bars for nearly six years, his music still dominates the local airwaves.

Since news broke of his health setback, hundreds of fans have taken to social media to wish him well.

‘Tsotsi’ the movie to go musical OSCAR Award-winning South African movie, ‘Tsotsi’, has been turned into a musical production.

Adapted from Athol Fugard’s fiction story published in 1980, Tsotsi was turned into a film in 2005, and went on to achieve top prize in the best foreign language category at the Academy Awards in the US. The story is about a deadly gangster who suddenly develops a change of heart when he is forced to care for a baby he had unintentionally kidnapped.

Kwaito star and composer, Zwai Bala has been roped in to compose the music alongside Mkhululi Mabija.

Award-winning directors Neil Coppen and Khayelihle Dom Gumede will stir the production process.

Bala said it took him two years on and off to put together the 22 songs, with lyrics by Mabija. “When we created the music, we wanted it to be able to live on for decades to come. We did not just want township music on stage, we worked on music that will take you to different phases when listening to it.”

Gumede said Tsotsi was a fantastic and big project for the team.

“We are looking forward to turning the piece of literature into a beautiful musical. Tsotsi is a classic tale, and I get excited to tell such stories.”

Gumede said that when Gavin Hood turned the book into a film, it became a beautiful story that entertained the whole world. “We hope the musical will be able to capture the imagination of theatre lovers and take it to another level. We just pray that we get a dynamic and exciting cast that will excite audiences.”

He said their mission was to unpack the social issues facing the country that were

being ignored like crime and the killing of people. “We are excited to turn this incredible black narrative into a reality.

We are trying to unpack the psychology behind it.”

Terry Pheto, who became a star of the film Tsotsi and won an award, applauded the directors who came up with the idea of a musical. “I think it is a fantastic idea. Classic stories like this should be celebrated. I know that the music played a big role in that film, and I can imagine how it would sound when on stage.”

The musical will be staged in February next year at the Cape Town Opera Theatre. (Sowetan)

Linden schools make clean sweep of National Jump Rope Championship

By Rawle Toney IT was expected, but what wasn’t known was how dominant the Linden-based schools would have been at the inaugural National Skip to My Lou Jump Rope Championship, which wrapped up yesterday at the Cliff Anderson Sports Hall.

Amidst loud continuous cheers and chants, the schools from the Mining Town of Linden dominated the ‘first of its kind’ championship in Guyana and it wasn’t even a close contest for schools from the other regions.

In the ‘Fusion’ Primary category, Regma Primary totalled 135 points to win ahead of Christianburg Primary (127) and Kabakaburi Primary (88). Mackenzie High School took the Secondary category, scoring 148 points and finishing 14 points clear of fellow Linden side Christianburg/Wismar Secondary (134) while Region 2-based Wakapoa Secondary were impressive enough to finish third with 118 points.

Regma Primary’s Janee Greene outclassed the rest of the competition to win the Individual Freestyle title in the Primary category, but saw stiff competition from Christianburg Primary’s Shaneeza Outar who came in second. Third place went to Ashley Simon of Fort Ordnance Primary.

Minister of Social Cohesion, Dr George Norton, thanked the students for putting on an unforgettable show. He congratulated participants of Linden for returning to Linden with almost all the prizes.

Dr Norton stated that as Minister of Social Cohesion, having the responsible for Sport in Guyana, he would do whatever it takes to ensure the longevity of the unique championship, while opening his doors to help set up the National Jump Rope Federation, which will ensure that Guyana’s talent in the sport is seen by the wider world through overseas participation.

JOHANNESBURG, South Africa (Reuters) - Cricket South Africa (CSA) have agreed a mutual separation with chief executive officer Haroon Lorgat after a breakdown in his relationship with the organisation’s board, it was announced yesterday.

“We recently tried on a few occasions to remedy the situation between Mr Lorgat and the board, but we have not been successful in finding a satisfactory resolution,” said CSA president Chris Nenzani.

“The board unanimously felt that it was in the best interest of the organisation that we agreed to a mutual separation agreement with Mr Lorgat.”

His departure comes just weeks before the start of South Africa’s new Twenty20 league, the T20 Global League, which Lorgat had been responsible for setting up. It has yet to announce any television deals, reportedly raising the concern of new franchise owners, many of whom also own teams in the Indian Premier League.

Lorgat, 57, was previously chief executive of the International Cricket Council (ICC) where he clashed with the Board of Control for Cricket in India (BCCI).

India objected when Cricket South Africa appointed him as their CEO in mid-2013 and have since twice curtailed tours to the country, resulting in significant financial losses to South Africa.

“I would like to thank the board for their wholesome support during my time, especially in my early years at CSA. It is most unfortunate that we must part ways in this manner, but it is the best way forward for CSA,” said Lorgat in a statement.

CSA vice-president Thabang Moroe will stand in for Lorgat until a successor is found.

GCA cricket continues this weekend

GTT announces 10k/5K walk as part of Pinktober COMMUNICATIONS provider Guyana Telephone and Telegraph (GTT) has announced a 10K/5K walk as part of its celebrations for Cancer Awareness Month.

Pinktober, as they are calling the month of celebrations will feature a number of activities with the walk, set for October 21, being touted as the feature event.

During yesterday morning’s launch, the company stated that as part of their lead-up to the walk, they have organised special group training sessions in the National Park.

Training days are Mondays, Tuesdays and Thursdays and will be done by renowned local coach Leslie

The National ladies scored a goal roughly every 4 minutes against the Old Fort Shooting Stars in the ladies matchup.

The Nationals did not seem as comfortable and fluid as in their previous evening’s matches but never seemed threatened as they cruised to the comfortable 9-0 win.

The youthful Bingo Spartans got off to a surprisingly good start against tournament favourites Pizza Hut GCC. It took the Pizza Hut ladies 11 minutes to score their first, through a Sonia Jardine penalty corner.

GCC stamped their domination on the match as time went on and rattled in 4 more goals before full time.

The largest cheers from the crowd came when Spartans striker Kirsten Gomes scored the final goal of the match and her first of the tournament just before full time.

Saints pulled off a surprise victory over the GCC Pitbulls in the men’s second division competition while the Hikers defeated St Stanislaus College by 2-1. The lone veterans match of the evening saw the Old Fort Goal Getters secure their first win by handing the Antonio’s Grill Hikers their second loss by 6 -3.

Stokes, Hales dropped by England after nightclub brawl

By Alan Baldwin LONDON, England (Reuters) - England suspended all-rounder Ben Stokes and opener Alex Hales from international cricket until further notice yesterday after the pair were involved in an altercation outside a Bristol nightclub.

The announcement came a day after Stokes, England’s highest-profile cricketer and vice-captain of the Test side, was named in the 16-man squad for the Ashes tour of Australia starting in November.

The England and Wales Cricket Board (ECB) said in a statement that both Stokes and Hales remained on full pay pending further investigation into the incident in the early hours of Monday.

Stokes was arrested on suspicion of causing actual bodily harm and then released without charge under investigation on Monday, and Hales was with him at the time of the incident.

“Ben Stokes and Alex Hales will not be considered for selection for England international matches until further notice,” the ECB said.

The immediate effect of the suspension is to rule both out of today’s final one-day international against West Indies in Southampton.

“Andrew Strauss, Director of England Cricket, will today refer the internal disciplinary procedure for these two players to the Cricket Discipline Commission, chaired by Tim O’Gorman,”

the ECB added.

“These decisions, fully supported by ECB Chairman Colin Graves, were made following the release of footage viewed by ECB for the first time on Wednesday night.”

The Sun newspaper published footage of what it said was a brawl between the player and two other persons, one clutching a bottle. The authenticity of the images could not be confirmed by Reuters.

M e d i a re p o r t s s a i d Stokes, who suffered a minor fracture of a finger on his right hand, had apologised to the ECB for his arrest and described his state of mind as “fragile and devastated”.

Should the 26-year-old definitively be ruled out of the tour, it would be a huge blow for England whose chances of defending the Ashes Down Under have already been called into question.

The hosts whitewashed England 5-0 in the last Ashes in Australia in 2013/14.

Strauss had hoped earlier that the situation could ‘galvanise’ the rest of the team. ”You can go one of two ways,“ he said after the squad announcement. ”It can actually bring people together or it can allow people to splinter off into other groups. ”What I‘m very encouraged about is how tight that team environment is at the moment.

“I‘m exceptionally hopeful that they can use this to galvanise things and bring them closer together, to focus their minds on what they need to achieve in Australia.”

Hilary Beckles launches Cricket without a Cause in London

CRICKET without a Cause, a book by Professor Hilary Beckles, that looks at the reasons behind the downfall of West Indies cricket was launched at Kings College in London on Thursday.

The launch was organised by the University of the West Indies Foundation with sponsorship by Jamaica National.

There are also plans to have launches in Barbados and Jamaica next month.

OVER 40 competitors have been registered so far for Sunday’s Caribbean Invasion Drag race meet according to the Guyana Motor Racing and Sports Club.

With the deadline for registration approaching, the club is asking those competitors who have not registered to do so by today as there will be no late registration.

“We want to thank all those who have registered thus far for the Caribbean Invasion drag race meet. We have in excess of 40 competitors thus far and we are expecting more today.”

He has written several books on West Indian cricket, including a biography of Sir Everton Weekes and authored a play on the rise of Sir Gary Sobers.

In 2017 he was inducted into the USA Cricket Hall of Fame.

Windies still pumped up for today’s final ODI against England

SOUTHAMPTON, England, (CMC) – Stand-in West Indies skipper, Jason Mohammed, said the Caribbean side were still pumped up for Friday’s final One-Day International despite already having lost the five-match series.

The Windies trail England 3-0 following a seven-wicket defeat in the opener at Old Trafford, a 124-run loss in the third match in Bristol last Sunday and a sixrun defeat in the fourth game at the Oval on Wednesday.

MOIPA, GFF join forces to provide Hurricane aid THE Ministry of Indigenous Peoples’ Affairs (MoIPA) and the Guyana Football Federation (GFF) have organised a double-header in aid of relief to persons in the Caribbean who are affected by the two recent Hurricanes Irma and Maria.

The MoIPA has fielded two Heritage All-Stars football teams that will be up against the Guyana Football Federation President’s XI team and an U-17 team in two charity matches this Sunday.

The games will take place at the Everest Cricket Club ground in aid of persons in the Caribbean who were affected by the natural disaster.

This is a collaborative effort between the Ministry of Indigenous Peoples’ Affairs (MoIPA) and the Guyana Football Federation (GFF) female team.

This match-up comes hot on the heels of the just concluded Annual Indigenous Heritage Games that saw female defending champs out of

Region 7 Paruima retain their title, while Port Kaituma defied all odds to bag the male title.

The MoIPA and the GFF see this as its corporate responsibility to support such a worthy cause since a number of Guyanese who live in the Caribbean were adversely affected.

The Heritage All-Stars team includes Frankie Parks, Kacy De Silva, Joshua Aaron, Keith James, Murphy Felix, Keiron Solomon, Albert Smith, Mark Valenzuela, Nicholas Peters, Lindel Joseph, Ackley Bucknan, Gerald Isaacs, Colloyer Daniels, Canadian Smith, Clinton Williams, Delano Mentore, Kevin Mingo, Seon Semple, Jagong Jagok, Jason Ramjohn, Julian Joseph and Troy McLennon.

Former FIFA vice-president Jack Warner loses fight against U.S. extradition PORT OF SPAIN, Trinidad (CMC) – Former politician and FIFA vice-president Austin ‘Jack’ Warner on Wednesday lost his lawsuit challenging his extradition to the United States.

Warner is wanted by authorities to answer charges of fraud arising out of a Fédération Internationale de Football Association (FIFA) bribery scandal.

Delivering a 50-page ruling in the High Court on Wednesday, Justice James Aboud dismissed the claim for judicial review brought by Warner.

That lawsuit challenged the process used by the

Office of the Attorney General in signing off on the U.S. Government’s request for his extradition in May 2015.
