By Tamica Garnett TEACHERS are expected to return to their classrooms today after the Guyana Teachers’ Union (GTU) quit their strike on Thursday afternoon following agreement by the Ministry of Education (MoE) to take the pay dispute to arbitration.

The GTU has guaranteed full resumption of teachers

by Monday, according to the terms of resumption agreement signed between GTU and the MoE. “From day one we insisted that this matter should go to arbitration and we’ve achieved that today, much to the pleasure of our mem-

bers,” announced GTU President Mark Lyte as he exited what was the last conciliation meeting between the MoE and GTU. “The union will be calling the strike off with immediate effect. For those teachers who can resume duty [today] they will, but we assure that full resumption will be on Monday. The GTU wishes to thank you [the teachers] for showing solidarity and standing behind us through this struggle and today we are happy that we are emerging as one group of people with determination to say we deserve the best.”

After a three-hour meeting in the Department of

Labour boardroom, the GTU executives emerged in bright smiles and were met with chants of celebrations from a large gathering of teachers outside as they announced that the strike was off since their demand for arbitration was acceded to.

Other terms as part of the resumption agreement guaranteed no loss of pay, loss of seniority or victimisation of any teachers who participated in the almost two-week strike.

agreed upon chairman, a representative from the GTU and a representative from the MoE. The outcome of the arbitration process will be final.

According to Lyte, when the panel is put together, the GTU will be asking for a multi-year agreement with the MoE. “The matter is now being rolled into the hands of arbitrators who will take a lot of things into consideration and a decision will be made which will be binding on both sides,” Lyte told the

teachers.

“So I want you [teachers] to know it is out of the hands of the GTU, and out of the hands of the government, and into the hands of the three arbitrators, they will look at cost of living and every other thing to determine what is a livable wage for teachers.”

GTU General Secretary Coretta McDonald encouraged the teachers to put their trust in the arbitration process.

“Today, I think history has been created again where

we have been able to exercise democracy in a country that is supposed to be fair. We are trusting that coming to the end of that [arbitration] process, our teachers will emerge as victors in this entire process,” she said to loud applause.

McDonald added: “We weren’t into this for GTU to win and somebody else to lose, we were in this for a win, win on both sides. Because we understand that education is everyone’s business and today we have decided on a way forward and that is arbitration.”

AG to lead delegation to CFATF Meeting –– as Guyana prepares for 4th Round of Mutual Evaluation

ATTORNEY General and Legal Affairs Minister, Basil Williams will be attending the Caribbean Financial Action Task Force (CFATF) Steering Group and X Council of Ministers Meeting in Miami, Florida next week.

The attorney general, who is the current chairman of CFATF, will be accompanied by the Deputy Permanent Secretary of the Legal Affairs Ministry, Tamika Barkoye.

At a recent press conference, Minister Williams explained that “pursuant to Section VIII of the Memorandum of Understanding among

Member Governments of the Caribbean Financial Action Task Force (CFATF MOU), the Council is the supreme authority within the CFATF and consists of one ministerial representative or duly authorised alternate proposed in writing from each member.”

Section 20 of the CFATF MoU requires the Council to meet annually. This year the meeting will be held from September 11-12, 2018.

Approving the work programme, preparing the annual budget and discussing and/ or approving policies; and financial and other strategic matters are among functions

of the council.

Prior to the Council of the Ministers meeting – September 11 – the second CFATF face-to-face Steering Group meeting will be held. Williams also chairs that meeting.

These critical CFATF meetings are being attended by the attorney general and team, even as they prepare Guyana for the Fourth Round of mutual Evaluation in 2022.

The Financial Action Task Force (FATF) conducts four rounds of mutual evaluations for its members based on its 2012 recommendations and the methodology for as-

sessing compliance with the FATF recommendations and the effectiveness of AML/ CFT Systems (2013), which is periodically amended.

Minister Williams said his chambers have been educating supervisory and reporting entities on the requirements of FATF in going into the Fourth Round of Mutual Evaluation.

Earlier in the year, during one of the chamber’s awareness session, the attorney general said supervisory bodies must up their efforts on a collaborative front to bring money launderers to justice, warning that failure to do so

can result in the country being left out in the cold during the 4th Round of Mutual Evaluation.

Singling out the Financial Intelligence Unit (FIU) and the Special Organised Crime Unit (SOCU), the legal affairs minister had made it clear that there is no way Guyana could graduate out of the 4th Round of Mutual Evaluation without having convictions. Failure to show signs of effectiveness, when the 4th Round of Mutual Evaluation commences, could result in FATF issuing a public statement calling on countries to adopt counter

measures, which include the option to cut ties with the default country or enhanced due diligence.

On Monday, when he addressed reporters at his Carmichael Street Office, the attorney general acknowledged that the effects of being “blacklisted” in the past are still being felt.

Guyana was previously blacklisted both by CFATF and FATF; however, since 2015 the country has made significant progress in improving its AML/CFT regime and has adequately addressed the key AML/ CFT deficiencies identified.

Lindeners stage last march before GTU calls off strike PARENTS along with their children expressed their solidarity with the Linden teachers’ call for better wages, by joining them in their fourth day of protest action.

The march this time, took a longer route, starting on Burnham Drive on the Wismar shore and ended at the Georgetown/ Linden bus park on Republic Avenue, Mackenzie. There, the striking teachers and parents were addressed by Guyana Teachers’ Union (GTU) Region 10 representative Ferdinand McLeod, who explained to the parents that they are not striking because they don’t care for the children but because they are fighting for a

bread and butter issue.

The teachers, as they did on Wednesday, sang hymns and recited prayers as they called for divine intervention on the issue, moreso, as the Ministry of Education (MoE) and the GTU, were preparing to commence another round of negotiations.

The teachers remained hopeful that something positive would have come out of the meeting, so that they can get their heart’s desire to return to the classrooms on Friday (today).

Meanwhile, the Region 10 Department of Education (DoE) continued to dispatch trainee teachers to the various schools as well as volunteers,

to teach the few children that are turning up. Some trainees, however, have complained that there are no children in attendance at the schools that they are being placed.

At Mackenzie High School, only Form One children attended school and were taught by volunteers. At the Mackenzie Primary School, about eight children attended school.

This (yesterday) was the last day of the protest action since the GTU called off the nationwide strike following a decision taken by the two parties to go to arbitration. The terms of reference (TOR) of the arbitration are still to be sorted out.

GRDB fraud case adjourned

THE trial of six former high-ranking officials of the Guyana Rice Development Board (GRDB), on allegations of fraud has been adjourned until September 27, 2018 at the Georgetown Magistrates’ Court.

The six officials charged and accused of alleged fraudulent omission are: former General Manager of the Guyana Rice Development Board (GRDB) Jagnarine

Singh; former Deputy General Manager of GRDB and People’s Progressive Party Civic (PPP/C) member Madanlall Ramraj; General Secretary of the Rice Producers Association (RPA) and PPP/C Member of Parliament, Dharamkumar Seeraj; former Permanent Secretary of the Ministry of Amerindian Affairs and PPP/C Member of Parliament, Nigel Dharamlall; former General

Manager of the Guyana Oil Company (GUYOIL) Badrie Persaud; and the Deputy Permanent Secretary Finance in the Ministry of Agriculture, Prema Roopnarine.

They are charged with allegedly failing to make a proper entry into a register of a company, with the intent to defraud the sum of $362M from the entity’s Republic Bank account. On Thursday, the trial was yet again stalled before Magistrate Leron Daly and the accused were given another adjournment date.

In May, 2017 the six officials made their first appearance in court and were indictably charged. They were released on $500,000 bail each with reporting conditions. The six denied that in 2011, they failed to enter some $52M in the GRDB ledger; they also denied that they omitted to enter a sum of $77.3M into the said ledger. Other charges read that between the years 2014 and 2015, the sums of $130M, $9.7M and $145M were respectively omitted from the GRDB register.

The accused all pleaded not guilty to the charges read out to them.

Venezuela’s neighbours seek aid

––to grapple with migration crisis QUITO (Reuters) - A group of Latin American nations called on Tuesday for increased aid to assist thousands of Venezuelan immigrants fleeing the economic collapse of their homeland.

A group of 11 nations signed a declaration in the Ecuadorean capital of Quito urging “substantially increased” resources to grapple with the exodus of Venezuelans, which a U.N. agency recently described as reaching

“a crisis moment.”

The declaration, signed by officials from Argentina, Brazil, Ecuador, Costa Rica, Colombia, Chile, Mexico, Panama, Paraguay, Peru and Uruguay, followed a two-day meeting of technical teams focused on the issue.

It urged increased spending on assistance for Venezuelan migrants by the countries themselves, as well as support from the United Nations and other “specialized

international organizations.”

Ecuador’s Information Ministry did not immediately respond to a request for comment on the declaration. But Ecuador’s Deputy Minister of Human Mobility, Santiago Chavez, said aid from regional multilateral organisations was also being sought.

Delegations were still working to determine exactly how much aid they would request, Chavez said, adding that the figure would depend

on the number of Venezuelans arriving in each country.

The statement also urged the government of President Nicolas Maduro to ensure that citizens have identification cards and travel documents in order to cross borders freely.

Venezuela did not participate in the Ecuador meeting despite being invited, organisers said.

Since 2015, more than 1.6 million Venezuelans have abandoned their country, with 90 per cent arriving in neighbouring South American countries, according

to the U.N. refugee agency, UNHCR. Maduro and other top officials of Venezuela’s ruling Socialist Party have dismissed those migration figures as stemming from politically motivated alarmism and “fake news” meant to justify foreign intervention in the country’s affairs.

Maduro said on Monday night that no more than 600,000 Venezuelans had emigrated in the last two years.

Dominica to lift visa restrictions on Haitians ROSEAU, Dominica, CMC – Dominica has become the latest Caribbean Community (CARICOM) country to announce the lifting of visa restrictions on nationals from Haiti, three months after CARICOM leaders agreed to the measure.

Despite being part of the 15-member CARICOM grouping, Haitian nationals in the past have had to obtain a visa to enter several of the

CARICOM countries.

Last month, Barbados said Haitians would no longer require visas to enter the island and would be entitled to an automatic stay of six months upon their arrival in any CARICOM Member State.”

BVI to remember Hurricane Irma

TORTOLA, British Virgin Islands, CMC – The British Virgin Islands (BVI) says it will mark the first anniversary of the passage of Hurricane Irma on Saturday with “a human chain with the message, “One BVI: Thanks”.

The government said that the formation of the human chain will be captured with drone photography and shared with the world, accompanied by press releases highlighting impacts from the hurricane, the BVI’s “resilience and recovery efforts, including those partners and donors who have helped.

“It will also capture the beauty of the islands and its people, and the ongoing threat posed by climate change,” the government said in a statement.

Deputy Premier Dr. Kedrick Pickering said, “There is no doubt that our vulnerable coastlines were seriously affected by the 2017 hurricanes, but one year after Hurricane Irma, our beaches remain the heart, soul and essence of ‘Nature’s Little Secrets’ for both tourists and residents alike.”

He said the forming a human chain on a beach is “significant, as linked arms represent unity” and thanked all partners and donors for their contribution to the Territory’s relief and recovery “against the backdrop of what remains one of the foundations of its tourism product and quality of life”.

The Deputy Premier said he is “extremely pleased by the public-private partnership with non-profit organizations that have embraced the initiative and are now working together to make this event possible.”

On September 6, 2017, Hurricane Irma struck the BVI as a Category 5 hurricane.

“The event resulted in significant damage which exceeded the Gross Domestic Product (GDP) of the British Virgin Islands and caused widespread damage to the housing stock, road infrastructure, ports, telecommunications, electrical infrastructure and critical facilities,” the statement said.

It said four lives were lost and at least 125 persons were injured.

Blackmoore said Haitians living in Dominica have successfully integrated themselves into the Dominican society.

“Many Haitian citizens have obtained citizenship

of the Commonwealth of Dominica and have integrated and become a vital part of the agricultural and the construction industry, the private security and the sewing industry,” he stated. “That can be seen as proof of their ability to assimilate into the Dominican culture, maintain homes and families and a decent standard of living.

“During and after the devastation of Hurricane Maria (last September), many Haitians stayed back to contribute to the reconstruction of Dominica,” Blackmoore said.

Combating non-communicable diseases

SEVENTY per cent of the deaths globally are the result of non-communicable diseases (NCDs). This disturbing statistic as made known by the World Health Organisation (WHO) suggests that people can live a healthier and longer life. According to its April 2017 Fact Sheet NCDs kill 40 million people each year. The four diseases accounting for 81 per cent of the deaths are cardiovascular (heart), killing 17.7 million people annually; cancer (8.8 million); respiratory (such as pneumonia, tuberculosis and bronchitis) which is responsible for 3.9 million; and diabetes 1.6 million.

Fighting NCDs require strategic targeting techniques if the nation’s resources are to be properly utilised. Whereas it is recognized, that the comfort level of some to see the world through race-neutral lens combating NCDs, requires the disabusing of this thinking. Demographic research has shown predisposition for certain diseases in one race as against others and effective management of the problem requires diverting resources to the source.

Though recent report has said that Guyanese are living longer and this fact also

requires improving or facilitating institutions to suit this demographic, the elderly also bring with them their own form of NCDS such as high or low pressure, arthritis, diabetes, Alzheimer’s and dementia, which will require unique treatment plans. Government may also find it useful dealing with NCDs both from a preventive and curative/management standpoint. Where some diseases are preventable based on lifestyle choice such as eating healthy and exercising, public education and other forms of up-front incentive could serve as worthy investment in the people.

Ours is a society where reservation or dis-interest exists seeing a doctor unless very sick. It is not uncommon when one is feeling unwell to tie their head, put a leaf in the head tie, sap the forehead with Limacol or methylated spirits, drink a Panadol, some bush or Epsom salt, thinking the symptoms and cause will go away. Periodic visits to a doctor could lead to early detection, diagnosis, and management of what the illness might be. Persons are walking around with heart issues, abnormal cholesterol and blood pressure, overweight or

obese, and cancer which when unattended can carry dire consequences. Impressing on society the importance of these examinations as a means of knowing, and the fact that early detection can save lives, can never be over-emphasised.

Alcohol abuse can lead to NCDs which is a major problem in our society. Alcoholism can lead to cirrhosis of the liver. Abuse of prescription medications and other substances such as heroin and cocaine are also considered NCDs. These are mental issues that require specific planning, treatment and diversion of resources. They also lead to other socio-economic spill off. Abuse takes place in the home, families are torn apart, children end up on the streets and sometimes abused themselves or in foster care and teenage pregnancy.

With the cultivating preference for import foods, the majority of which are over-processed and of cheap quality, it is important that recognition be given to the consequences their consumption could bring. Processed foods lose some of its nutritional values, are high in sodium (cause of hypertension) and

sugar/fructose (cause of diabetes). These foods also carry other additives that have proven to be unhealthy.

NCDs do not only affect the individual, it also affects the family and the communities as a whole. They also put pressure on the society to manage them, in that expenses are incurred by the State to provide care and the disease(s) could compromise the ability of persons to lead fully active and productive lives. It is being advised by WHO that NCDs can be chronic/long duration and are the result of a combination of genetic, physiological, environmental and behavioural factors.

Combating these however is doable. Going by the fact sheet “detection, screening and treatment … as well as palliative care, are key components of the response….”

These could include health and lifestyle changes such as exercise, healthy diet and having frequent checks with your doctors as mentioned. Society could also be well served with the involvement of the public health department and other stakeholders in preventative medical care.

Manickchand lacks the moral authority to speak about teachers’ plight Dear Editor,

AS the country knows, some members of the Guyana Teachers’ Union (GTU) have been on strike since August 27th, 2018. Even prior to that I have noticed on social media, with great amusement, the consistent efforts of former Minister of Education, Priya Manickchand to criticise the government and the current minister of education on how the dispute between the GTU and MoE is being addressed.

Mr. Editor, what has Ms. Manickchand done for education in this country that makes her qualified to criticise the current government? Ms. Manickchand has been busy on social media discrediting

efforts made by the government and the Education Ministry to resolve the issue with teachers. If Ms. Manickchand has never been consistent about anything in her life, she has certainly scored big this time around. Editor, Ms. Manickchand lacks the authority to speak on the plight of teachers and their need for a wage increase.

I refer you to a May 31, 2012 article in the Kaieteur News which carried the headline “If you don’t like the salary, quit – Manickchand”. The lead sentence of the article reads, “Teachers who are dissatisfied with their salaries and are not dedicated to educating the nation’s children should quit the job. This stern warning was sent by Education Minister Priya Manickchand, during a

recent public consultation at the New Amsterdam Secondary School, Berbice.”

Mr. Editor, I hope now you and your dedicated readers understand why I am perplexed at the sudden interest of Ms. Manickchand in the welfare of teachers, at this important time when the wage issue is a deal breaker.

It is clear that Ms. Manickchand never appreciated the sacrifices that teachers made with the salary her government was paying the nation’s educators. This PPP/C parliamentarian basically had a “take it or leave it” attitude. An attitude which has since the beginning of the negotiations, this time around, has not been displayed by the current Minister of Education, Nicolette Henry.

Further, Mr. Editor, Ms. Manickchand who sat in the position of Education Minister prior to the change of government in 2015, had failed during her tenure to address the issue of debunching with the Guyana Teachers’ Union.

That matter has been inherited by this government. Knowing this, Ms. Manickchand still finds it fit to criticise this government on how it is handling the matter. I must say, at least this government actually offered a lump sum of money to fix debunching. What did Ms. Manickchand do? What can the records show?

Mr. Editor, I am amused at the extent to which politicians go to acquire votes.

It seems as though every national issue reveals a new low to which persons are

willing to go in order to achieve self-preservation.

It is void of integrity and sickening to watch. Maybe, I should not be surprised since it was Ms. Manickchand who violated all diplomatic protocols and ‘cuss out’ the former U.S Ambassador to Guyana, Brent Hardt, at his official residence.

I urge all right-minded folk to educate their brothers and sisters and help them to see beyond the veil that Ms. Manickchand is trying to place over their eyes, as she attempts to paint the image of a caring woman who has the interest of teachers at heart. Mr. Editor, it is during these sensitive and emotional times that Guyanese need to be vigilant and mindful about whose support they cling to. Some politicians,

like Ms. Manickchand, are opportunists, waiting for the right time to crawl out of their ‘nook and crannies’ to score political points. We need to see beyond the propaganda. Ms. Manickchand on her Facebook page is seen critiquing the Education Ministry’s contingency plan, a plan that existed during her time as minister of education. It could be that due to incompetence that Ms. Manickchand never knew the plan existed since she was not faced with such a situation.

Lucky her! Ms. Manickchand’s PPP/C government at the time was known for offering an annual five per cent increase to teachers, a tactic which sought to keep the GTU at bay from asking for larger increases. However, Turn to page 7

GRA tax audit is no substitute for the audit of the transactions under the oil contract

AS of recent, the role of the Guyana Revenue Authority (GRA) in auditing ExxonMobil’s operations in Guyana has been the source of some debate.

Mr. John Seeram wrote recently that the auditor general should be the one conducting the audit of ExxonMobil’s pre-contract costs, while Mr. Christopher Ram in his September, 6, 2018 letter raised From page 6

teachers must appreciate that since the government has changed, they have more leverage, options and a bigger voice when it comes to bargaining with their employer, the State.

While he was in opposition, now President David Granger had promised the rebirth of democracy in this country.

It is through this commitment that the GTU and the MoE can be engaged properly, according to the law, in the collective bargaining agreement, a process that was ignored and avoided by the previous administration.

Although it is unfortunate that teachers had to engage in strike action, this process speaks to teachers and public servants who now have a bigger voice at the bargaining table to advocate for their rights. Solidarity forever.

The latter is of the view that the GRA has no jurisdiction over the Petroleum Agreement or to demand returns from the oil companies, since the obligation to submit those returns rests with the minister. Without a doubt, I have utmost respect for these two gentlemen, both of whom are experts in

their respective fields, and both of whom I have had working relationships with.

However, I need to draw their attention to Section 6.2 of the well-publicised Petroleum Agreement which provides that “the Minister of Government may delegate to other government entities to perform these or any other duties, and the contractor shall fully comply with such lawful delegation upon ninety (90) days written notice

from the date of receipt of such notice.”

These duties entail reviewing any proposed exploration work programme and budgets presented by the contractor; review any development plan submitted by the contractor in accordance with an application for a petroleum production licence; ensuring the accounting procedures are followed; ensuring compliance with the provisions of this Agreement, the Petroleum Act and Regu-

lations…”

The GRA as an agent of the government for the purposes of tax collection is therefore acting as a lawful delegate.

Further, both men are aware that the authority (GRA) has been putting in place the necessary infrastructure and professional staff to deal with this activity. As a matter of fact, it is Mr. Ram who stated months ago that while he does not doubt the GRA’s intention that the

government was giving “Statia basket to fetch water.” As the Commissioner-General, I am confident in the ability of the GRA to undertake this task and get this job done.

I trust that this lends some clarity to the never-ending debate of the audit of petroleum activities.

We must respect and give thanks to our teachers

Dear Editor,

IT is important that we respect and give thanks to our teachers who have helped to significantly improve the results of our students over the years. I fondly remember my experience as a volunteer teacher at Queen’s College after successfully completing my CXC exams. We had a teacher shortage and the headmaster was kind enough to offer a few of us the opportunity to help with the upcoming Fifth Form students. However, if it were not for those teachers that had made it their career and passion for helping students succeed, we would not have been in a position to help.

While working overseas I was impressed by the high degree of respect given to teachers and their high standing in

their communities. It was of such importance that those teachers would have been given tenure after proving their dedication and successful development of students over the years. Such lifelong job security was a gift by the government to both illustrate their respect and gratitude to those who were playing a key role in the development of the nation.

This is why it is important that we consider the total compensation package offered to this group of dedicated public servants. Not only should there be a structure that allows for tenure at the various educational levels, but consideration should be given to preferable financial investment options.

These options could be in the form of reduced housing costs and reduced associated expenses, such as electricity and water, reduced house

lot costs and lower interest rates on financing of loans associated with housing and transportation investments.

The option of a transportation allowance in lieu of the preferable financing for motorcycles or vehicle purchase should be considered. After all, the biggest purchases or investments we will make over our lifetime are a house and a car.

Such consideration will go a long way to improve the total compensation package for the teaching staff. In addition, a clothing or uniform allowance should be given along with a stipend for the purchase of

school supplies, which many teachers of high calibre and dedication, usually take from their personal funds to supplement shortages at the schools for student projects. Then, there is also an opportunity for the government to supplement the NIS contributions of the teachers, so as to reduce the burden of the deduction while augmenting the total value of the pension they will receive at retirement.

These considerations for a total compensation package should not be in lieu of wage increases. Such onetime wage increases should

be followed by annual increases that keep pace with inflation and the performance increases agreed to in the new contract. This holistic approach to the earnings and a compensation package of the teachers, will allow the government to provide the teachers a stronger foundation for their livelihood while also motivating the teaching staff to continue to excel in their duties of helping build a stronger nation.

Mercury-free technologies for Regions 8, 9 –– as CI, partners launch initiative to promote responsible mining

DEMONSTRATION sites will be established in Regions Eight and Nine to expose small and medium scale gold miners to mercury-free technologies as Guyana embarks on another initiative to eliminate the use of mercury for small and medium scale mining.

That project – ‘GEF Gold/Supply Chain Approach to Eliminating Mercury in Guyana’s Artisanal, Small and Medium Scale Gold Mining Sector’ – was launched on Thursday at Cara Lodge by Conservation International-Guyana (CI Guyana) in partnership with the Guyana Gold and Diamond Miners Association (GGDMA) and the Guyana Geology and Mines Commission (GGMC).

The project, which forms part of a larger initiative – ‘El Dorado Gold Responsible Mining for Guyana,’ is being funded

by Global Environment Facility (GEF) and CI, the World Wild Life Fund and the Government of Guyana.

In the presence of Natural Resources Minister Raphael Trotman and CI-Guyana Vice President David Singh, Project Director of the GEF Gold Component of El Dorado Gold, Ingrid Sarabo, ex-

plained that the project will guide the transition to mercury-free mining and simultaneously promote the adoption of environmentally-friendly approaches to mining in Guyana’s ASGM sector.

It was noted that the project has six components. The first component is designed to promote mercury-free technologies and practices among small scale miners. “By the end of this project appropriate mercury-free technologies will have been transferred through demonstrations and training,” Sarabo said.

CI and its partners have already identified communities within Regions Eight and Nine for the demonstration of these technologies.

“There will be demonstration sites established in the Mahdia/Campbelltown and Upper Potaro areas in Region Eight as well as in the Marudi Mountain area in Region Nine, while outreach and engagement activities will take place in communities across the mining districts,” the project director explained.

The second component of the project would see the establishment of a mechanism for financing artisanal miners who utilise mercury-free technologies and more efficient and environmentally friendly practices than those currently in use.

POLICY STRENGTHENING Focus will also be placed on strengthening or where necessary, the crafting of policies, regulations and guidelines to support responsible gold production and value added.

Sarabo noted that major emphasis will be placed on

information sharing, not only across Guyana but across countries where the Global GEF Programme is being implemented.

The Global GEF Programme is also being executed in Burkina Faso, Colombia, Indonesia, Kenya, Mongolia, Peru, and the Philippines.

Minister Trotman said Government fully endorses the project. He noted that the Government has developed a three-prong approach to tackling the reduction and ultimately the elimination of mercury in Guyana.

He explained that the Government through the Environmental Protection Agency (EPA) and the Pesticides and Toxic

Chemicals Control Board will monitor the import and use of mercury here.

AN END “We are working… [to] ensure that mercury cannot and should not enter into our country in the manner in which it was allowed decades ago and when it does it should not be disbursed widely as it was before,” the Natural Resources Minister said.

He pointed out that the administration is providing incentives to small and medium scale miners who utilise alternatives to mercury, in mining for gold. Government is also in partnership with key stakeholders in the sector, the GDDMA, the Guyana Women Miners Organisa-

tion (GWMO), the National Mining Syndicate and the National Toshaos Council in its quest to eliminate the use of mercury by artisanal miners.

Singh said CI-Guyana has taken note of the effects of gold mining on the environment, noting that while the industry is an important bedrock for the country’s economy, it significantly affects the eco system.

For that reason, he said the project, will allow for sustainable mining and a green economic future for the country.

El Dorado Gold – the larger project – encourages actions around responsible mining for Guyana. The initiative encompasses a Global Environment Facility (GEF) and Norwegian Agency for Development Cooperation (NORAD) funded mining projects.

Since 2013, Guyana is a signatory to the Minamata Convention – an international treaty intended to protect citizens’ health and the environment from the harmful effects of mercury. In keeping with the treaty, the country through several initiatives have been exploring ways to reduce and eliminate the use of the mercury – El Dorado Gold, being one such project.

But the project also comes at a time when the country is pursuing a green model of development that places emphasis on sustainable management of natural resources.

Public officers undergo training in best practice to deal with Venezuelan migrants IN response to the influx of Venezuelan migrants into Guyana, the Civil Defence Commission (CDC) in collaboration with the Department of Citizenship and the International Organisation for Migration (IOM) on Thursday conducted a workshop aimed at training service providers on international best practice in assisting migrants and protecting them from abuse and/or exploitation of any kind.

–– MoU to be signed with T&T consistent with obligations under CARICOM

V I C E Pres id en t an d Minister of Foreign Affairs, Carl Greenidge said the Memorandum of Understanding (MoU), which will be signed, between the Governments of Guyana and Trinidad and Tobago is consistent with the countries’ obligations within CARICOM. The foreign affairs minister issued a statement to the Guyana Chronicle one day after the Georgetown Chamber of Commerce and Industry (GCCI) publically called on the Guyanese Government not to sign the MoU until details of the ‘agreement’ are examined.

Confirming that the MoU will be signed next week, the foreign affairs minister said “it very generally paves the way for cooperation in oil and gas between the two states.

This move is consistent with our rights and obligations within CARICOM and in keeping our relationship with Trinidad and Tobago.”

He noted that the MoU that would pave the way for cooperation in oil and gas is one of two agreements the Government of Guyana will sign with the Twin Island Republic.

“The first is a general platform on which we discuss all bilateral cooperation and the second is for cooperation in oil and gas,” he explained.

The Chamber’s President Deodat Indar, on Wednesday, expressed his disappointment that agreements are being signed between Guyana and other countries interested in the developing oil and gas sector here when there is no legislative framework in place.

“I am saying that we don’t have a policy, we don’t have any legislation for local content but yet we are going and do these MoUs. I think they should wait. I am asking government to hold on this,” Indar pleaded.

Top Cop holds ‘frank discussion’ with policing group executive COMMISSIONER of Police, Leslie A. James and Deputy Commissioner ‘Administration,’ Paul Williams on Tuesday met and had ‘frank discussions’ with members of the National Community Policing Executive (NCPE) during its (NCPE) monthly statutory meeting.

According to a release from the police, the meeting was held in the Commissioner’s Conference Room at Eve Leary. It was chaired by the Public Relations and Press Officer of the Force who is also the National Coordinator of Community Policing in Guyana.

The Commissioner and his Deputy, who previously served as divisional commanders, enjoyed cordial working relationships with members of community policing groups and are also aware of some of the issues they (CPG) encounter. The

release stated that the two top police officials have assured the national body of several initiatives that will be implemented immediately to address their concerns.

Representatives of the Statutory Meeting include the Chairpersons/Representatives of the sixteen (16) CPG divisions as well as the Deputy Police Commanders of Divisions A-G, who are also the Divisions’ CPG Coordinators.

According to the police, Vice-Chairman of the NCPE, Kishore Gobin conveyed on behalf of all CPG members, congratulations to the Commissioner and the new administration of the force. Jagdeo floats idea of UN conducting Guyana elections –– says PPP/C open to discussions on GECOM reform IN light of talks about the reform of the Guyana Elections Commissions (GECOM), the Leader of the Opposition, Bharat Jagdeo has suggested that the conduct of the elections could be contracted out to international bodies like the United Nations (UN).

He believes that the conduct of elections should be something on the table during his discussions with President David Granger.

“Maybe we should contract this out… for instance we could get the UN because I think we can do it far cheaper than when we consider the sums of money that GECOM spends,” said Jagdeo during a press conference at his Church Street Office on Thursday.

The assistance of international bodies, he said, would allow for credible elections with just oversight from Guyanese. “Guyanese would not be involved in the architecture but the machinery…

Over the years the conduct of free and fair elections has been a worry for Guyanese so a new model, he believes, would give them the assurance that the parties, in their fight, do not overshadow the right of the

people. Contracting the UN for this purpose is just one model. Jagdeo said there are other models that could be explored but for now there is only one model in the constitution.

That formula, which is embedded in the Constitution, allows for the opposition leader, after consultation with other opposition parliamentary parties, to present

the sitting President with a list of nominees from which he may choose one.

Guyana has been using a model which was established by the Carter Centre. In its report on the 2001 elections, the Carter Center noted that the Carter Formula which was critical to the success of the breakthrough transitional elections in 1992 has allowed in subsequent elections, party interests to interfere with effective electoral administration.

The Carter Center following the 2001 elections had stated: “In advance of future elections, Guyana should consider reforms that would reduce the politicised composition of GECOM and move toward an Electoral Management Body (EMB) with a structure, composition and operations that are more consistent with international good practices and obligations, thus ensuring the independence and impartiality of the EMB.”

The center had made similar observations in the 2006 and 2015 elections.

Additionally, the Commonwealth Secretariat, on the same issue, had recommended that “strong consideration should be given to ending the practice of having political appointees as members of GECOM.” The Commonwealth had said that the present formula compromises the effectiveness and integrity of the commission, which needs to

be independent and above partisan politics at all levels.

President Granger in endorsing calls for GECOM to be reformed went one step further and added that commissioners should be appointed by the National Assembly. At a recent press conference at the Ministry of the Presidency, the President told reporters that the Carter Formula, which is in use, has “exhausted its usefulness.”

Enhancing financial safety-nets among measures supported at COFAP meeting FINANCE and Planning Ministers from the Caribbean Community have agreed to the urgent need for a deposit insurance system to provide some protection for depositors against losses due to the failure of financial institutions.

The ministers held their sixth Meeting of the CARICOM Council for Finance and Planning (COFAP) under the chairmanship of Prime Minister, Gaston

CARICOM Heads of Government, at their July Meeting in Jamaica, mandated COFAP to finalise these and other instruments ahead of next year’s Heads of Government Meetings.

In a release the Caricom Secretariat said Prime Minister Browne, in a post meeting statement, said the measure was important given the recent failure of some financial institutions in the Region, including insurance companies BICO and CLICO. “Even in the case of Antigua and Barbuda we had perhaps one of the most spectacular bank failures, in which we had the ABI Financial Group that went belly up. My government had to issue a deposit protection fund in the region of $250 million representing almost 10 per cent of our GDP,” Prime Minister Bowne disclosed.

The Ministers also approved in principle the objectives of the CARICOM Credit Reporting policy, which among other things, provides for regulating the operations of Credit Bureaus and cross border exchange of credit information within the Community, further promoting

legislation. On the issue of CARICOM Member States being labelled as non-cooperative tax jurisdictions, the ministers urged a more collaborative approach with the European authorities and other relevant international bodies.

“This area remains an existential threat to the Region and we are seeking to dialogue with various bodies and individuals within the EU at the highest political level so that they can understand the consequences of their actions,” Prime Minister Browne stated as he pointed to unilateral decisions taken by these bodies, including proposed sanctions and black listing that are now impacting the Region.

“We will work collectively on this matter. In fact we’re hoping that there will be certain interventions made within the next 30 days that will hopefully bring some relief to the various countries to avert any potential black listing and curtailment of technical support or grant aid.

CARICOM hails CSME meeting as successful

CARICOM says its citizens can rest assured that their leaders are moving with “renewed passion and energy” to make sure that the Community is functioning.

This was pointed out by Chairman of CARICOM, Prime Minister Andrew Holness of Jamaica and Chairman of the Council on Finance and Planning, Prime Minister Gaston Browne of Antigua, at a briefing to close the Sixth Meeting of the Council on Finance and

Planning and The Ninth Special Meeting of The Prime Ministerial Sub-Committee on the CSME on Wednesday at Ilaro Court, Barbados.

Chairman of the CSME Sub Committee, Prime Minister Mia Mottley and CARICOM Secretary General, Ambassador Irwin LaRocque were also present.

Prime Minister Holness said: “Our citizens, our voters, our electors can rest assured that as leaders we are addressing those issues that

are important to them and that are practical and achievable and that we are using our energy to good effect.”

Noting that CARICOM citizens may sometimes question the viability or the purpose of CARICOM, he said they could “rest assured that the CARICOM institutions are working [and] are functioning. To have both the Prime Ministerial Sub-committee and a second meeting of the Council of Finance Ministers in less

than three months is a significant achievement seeing that they have not met in a really long time.” “There is, as has been said by Prime Ministers Browne and Mottley, a renewed energy and I dare say, passion for the practical form of integration that will move our entire region and to collaborate on mutual threats and challenges and I believe that that augurs well for everyone,” Prime Minister Holness said.

In his remarks, Prime Minister Browne thanked the Prime Minister of Barbados for the energy that she has brought to the CSME, noting that she has been “a tower of strength in the integration movement” and has been playing a significant role in ensuring the functionalities of the organs of the CSME and that there was increased focus on the CSME. He also praised chairman of CARICOM, Prime Minister Holness, for identifying the CSME “as a critical area to ensure that we have a truly functioning Community, and for advocating a move towards the eventual establishment of a Single Economy.” Prime Minister Browne, in giving a synopsis of recommendations by COFAP, said that leaders agreed that having a deposit insurance system for the region would help to establish a level of protection for depositors against losses due to the failure of some financial institutions.

He added that the system

was especially important considering the failure of some financial institutions within the region and was required as a matter of urgency to enhance the financial safety-net for depositors and even for investors in the CARICOM Single Market and Economy. “We also took follow up action on the mandate from the CARICOM Heads of Government calling for the finalisation of some of the relevant instruments before the Inter-sessional meeting in February of 2019, and others by next July. These include the Community Investment Policy; an investment code; an incentives régime; and an integrated capital market; starting with the adoption of model securities market legislation” he added.

Prime Minister Browne signaled that agreement was also reached on expediting the finalization of the CARICOM Financial Services Agreement, and approval given in principle for the objectives of the CARICOM Credit Reporting policy. He explained that the policy would provide for the regulation of the operations of credit bureaux and cross border exchange of credit information within the Community, to promote financial inclusion for CARICOM nationals, as they live and work across the Community.

Prime Minister Mottley said the meeting of the Prime Ministerial Sub-Commit-

tee on the CSME agreed to send forward a number of recommendations to the Special Meeting of CARICOM Heads of Government on the CSME to be held in Trinidad and Tobago later this year.

These would include expansion of the categories of workers who can move and work across the Region on the CARICOM Skills Certificate. “Right now there are 10 categories [of workers] and we have agreed to recommend an eleventh category of agricultural workers, primarily because we recognise the importance of being able to obtain food security across the region, particularly in these difficult and turbulent times.

“And…after the realisation of what the climate can do and hurricanes can do and now we see earthquakes disrupt the whole production and distribution cycle, and we are conscious and sensitive to the fact that we have to be able to move the region closer to a level of food security in ways that would not perhaps as assiduous about doing in recent times,” the Prime Minister said.

CanGO Mission returning to Guyana

AFTER assisting some 860 patients in Guyana last year, the Canada-Guyana Outreach (CanGO) Mission will be returning in October to provide free medical care to residents in Regions One, Two and Six. In an interview with the Guyana Chronicle, the team’s President Yvonne Triesman said the overall mission is to provide health care to Guyanese people, especially to those in the remote regions of the country.

As such, persons in Warakaba, Karawab, St. Monica, Santa Rosa, Manawarin, Karaburi, Waramuri and at the Special School in New Amsterdam and Kumaka District Hospital

will receive medical attention.

The health team will address dental issues; test for cervical cancer and heart problems; address developmental disorders and delays; learning of behavioural problems, hearing problems, speaking or feeding difficulties and cleft lip and palate.

The CanGO Mission is made up of 30 members and the visiting specialists include persons in the professions of family physician, gynaecologist, emergency physician, nurse, dentist; speech pathologist, pharmacist, physiotherapist, audiologist, echocardiographer and dental assistant.

CanGO also facilitated surgeries on seven children with cleft lip and palate.

The children were from Regions One and Two while the surgeries were performed at the Georgetown Public Hospital free of cost by members of the Health and Education Relief Organisation (HERO).

“One of our directors flew to Guyana, brought the children and a parent each to Georgetown and stayed with them until they returned to their homes. The Ministry of Indigenous Peoples Affairs provided accommodation for the children and their parents… we do plan to visit the children this year while we’re working in the regions,” Triesman stated.

She added: “[In addition] last year we

worked at a special school in New Amsterdam for developmentally-challenged children.

This year we’re going back to that same school.”

However, in the vehicle, the ranks found a red and black haversack hidden under the back seat, containing several items including an unlicensed .45 Colt Pistol with four live rounds, an unlicensed 9mm Ruger Pistol with nine live rounds, a pair of ‘pasteon’ number plates, a black jersey, a knife, a camouflage cap, a door lock and a screwdriver.

The suspects, all known characters, are being processed for court, the police noted.

Man gets life for raping 7-yr-old girl

By Gabriella Chapman ROWLAND Sam Jr. was on Thursday sentenced to life in prison with eligibility of parole after serving a minimum of 20 years, for the rape of a child under the age of 16. At the time of the incident, he was 22 years old.

The sentence was handed down by Justice Priya Sewnarine-Beharry at the High Court. The prosecution’s case stated that in the month of January, 2015, a seven-yearold girl was left in the care of the accused while her mother was attending a wake at a nearby house. During the time the mother was away, the accused and the child were watching television after which, he took her to a room in the house and sexually assaulted her.

Two weeks ago, the accused was found guilty of the above mentioned act by a 12 member jury, but he continued to interject that he is innocent of most of what he is being accused of; admitting that he only used his finger on the child.

Sam’s attorney, Clyde Forde had requested a probation report be prepared for his client and same was read out in court on Tuesday before the sentencing. The probation report presented by Ministry of Social Protection Probation and Social Services Officer, Maloma Bristol, stated that Sam Jr. endured quite an unfortunate childhood.

It noted that his parents had separated due to his father being an alcoholic, leaving him alone with his mother. The split took a toll on his mother who became very abusive to him. This caused the child to move from relative to relative, the report stated. According to the report, at the tender age of six Sam was also molested by a family member and although relatives and the authorities were notified of the incident, nothing was done.

Sam, the report stated, was described by persons in his neighbourhood as a child who grew up introverted and reserved. This was as a result of the constant physical and verbal abuse he endured at the hands of his mother. His girlfriend said he was hard working and easy going. He dropped out of school at fourth form and is said to be semi-literate. In 2012 Rowland was charged for unlawful malicious wounding and served 18 months in prison and was said to be molested by another inmate while he was

incarcerated.

In concluding the probation report, Bristol read that the accused is a product of a dysfunctional family and lacked role models in his life to pattern after. The unfortunate, traumatic experiences during his childhood, hindered his holistic development which could be deemed the cause of his irresponsible, life-wrecking actions.

Senior Counselor at Blossom Inc. Child Advocacy Centre, Nicola Foo read the impact statement of the victim before the court.

The child expressed that she felt angry and scared and that what was done to her caused her to feel uncomfortable around men and distracted her in school, which resulted in poor grades. She wished that Sam be punished so that he will be unable harm other children in the same way.

Justice Sewnarine-Beharry then gave the accused the opportunity to speak before the court. Sam said: “I did not want to waste the court’s time but I said I wasn’t guilty because most of the things they said I did is not true… I am very sorry for what happened. I know what I did was wrong and I want to be punished, but I’m asking for a second chance to set it right with myself and my community.”

The accused said that over the years he has become a changed man, finding solace in his connection to God and his new found church. His lawyer reiterated that Sam has shown remorse and pleaded with the court to temper justice with mercy, given the circumstances.

State Prosecutor, Orinthia Schmidth however, reminded the court that the child was left in his care and he violated his position of trust, emphasising that a strong message ought to be sent to society to leave children alone and stop depriving them of the life they deserve.

After a 10-minute recess, Justice Sewnarine-Beharry returned to hand down the life sentence. The Judge stated that Sam was given eligibility of parole after serving 20 years, considering the fact that he apologised and acknowledged that what he did was wrong. Also because his upbringing was unfortunate and unstable, which may have negatively influenced the person he became.

In addition to the sentence, the Judge ordered that he receives counselling along with mental and psychological attention.

Juvenile escapee recaptured A SIXTEEN-yearold boy who escaped from the Juvenile Holding Centre at Sophia on August 9 was captured by police around midday on Thursday.

The boy, who appeared in court to answer robbery under arms and possession of illegal arms and ammunition charges, was caught on Thursday at ‘B’ Field Sophia, a senior police official told the Guyana Chronicle.

He was discovered to be missing by officials at

the facility on August 9 when his mother visited the centre.

A search of the entire centre was carried out but locating him proved futile. As such, the centre’s security cameras were examined and the young man was seen walking unaccompanied to the

administration building.

It was later shown that he exited the said building through a back door.

The police were later informed and the facility was visited by the “A” Division Commander following which, the search commenced for his arrest.

First Lady, UNICEF partner to advance youth development

FIRST Lady, Mrs. Sandra Granger is collaborating with United Nations Children’s Fund (UNICEF) Guyana to advance youth development through creating opportunities for young people to develop their capacity in technology and robotics.

The collaboration comes as a result of a new initiative to be launched by the United Nations (UN) and UNICEF. The initiative, called the “Young Peoples Agenda” is part of the United Nations’ new commitment to working with and for young people. It is also a part of a UN Youth Strategy and Generation Unlimited Partnership that will be launched at the UN Headquarters, New York at the 73rd UN General Assembly later this month. The First Lady will be attending the said forum.

Mrs. Granger met with UNICEF’s Resident Representative Ms. Sylvie Fouet on Thursday for a special

meeting to discuss the First Lady’s involvement in the area of youth development relative to Science Technology Engineering Mathematics (STEM) and robotics, and ways in which her work in that area can be boosted through the UNICEF’s collaboration.

UNICEF, in a bid to meet its responsibility to youth, is building partnerships dedicated to supporting young people in the second decade of life - a young people’s agenda focused on every young person being in school, learning, training or employment by 2030. The initiative will particularly be focused on the most vulnerable, including girls, the poorest and those with disabilities. It will also focus on: active citizenship, learning, employability and personal empowerment.

Over the years, the First Lady has been collaborating with several organisations to host robotic camps throughout the country and according to Ms. Fouet that work will be enhanced through collaboration with UNICEF. “It is to also scale up this initiative” she said. The UNICEF Resident Representative said too that efforts will be made to increase business incubation centres and seek funding for young people who are talented, to turn their ideas into businesses.

Land mapping, surveying made easier LAND mapping and surveying will soon become much easier as an eight-site Continuously Operating Reference Station (CORS) is set to become operational in various regions of the country by December.

These operations come under the Continuously Operating Reference Stations Networks (CORSNET) project which seeks to establish and sustainably maintain a modern, robust and accurate network for Guyana.

Details on the progress of the initiative were relayed on Thursday at the closing ceremony of a three-day CORSNET Training programme hosted at the Guyana Lands and Surveys Commission (GLSC).

There, Minister of State, Joseph Harmon delivered the feature address while others attending included utility companies, mobile phone network providers, surveyors and members of the private and public sectors.

The eight stations are located in Eclipse Falls, Region One; Supenaam, Region Two; Georgetown, Region Four; New Amsterdam, Region Six; Olive Creek, Region Seven; Lethem, Region Nine and Linden, Region 10.

Thus far, only the stations in Georgetown and New Amsterdam are functioning

It allows you see exactly where you’re at, your location. We all have smart phones and smart phones would have GPS which gives you your location but what the CORS will do is allow us

to have that information at our local setting that can be used by all sectors in Guyana. “… even with the two stations, surveyors in Guyana can, by connecting to this system, immediately recognise the benefit of high accuracy land surveys. So that’s already available. One of our challenges is to work with stakeholders and to get them to use the system, to buy into to it and see the benefits of the system.”

The networks will be able to provide up to 2cm accuracy and will significantly assist surveyors with the demarcation of lands even while in motion.

In his address, Harmon stressed that such training sessions are increasingly im-

portant as Guyana approaches oil wealth and investors’ interest grows.

“The CORS Network will also be an important tool for efficiently dealing with the inevitable increase in demand

for State lands for the extensive investments that are taking place and are expected to take place as a result of revenue inflows from our oil and gas production in the near future. Already, I’m advised that there is an upsurge in requests for lands, particularly along the river banks… and on the Atlantic Coast shores.

So it is very important that we take this exercise very seriously,” Harmon said.

Harmon added that the network will also enable the GLSC to gather information, set targets and develop sustainable land use policies and at the same time dovetail with the country’s Green State Development Strategy (GSDS).

“The Government regards the establishment of the CORS Network in Guyana as a very important development which will enable the

Guyana Lands and Surveys Commission to fulfil one of the main aspects of its mandate which is to execute or cause to be executed geodetic, topographic, hydrographic and cadastral surveys in relation to the land and water resources of Guyana,” he said.

The minister of state commended the organisers of the sessions and urged them to make information on the system available in layman terms so that the general public can also be positioned to benefit.

In July 2018, the GLSC signed a $93M contract with British consultancy company, Ordnance Survey International, for the establishment of the CORS project.

Meanwhile, the network has application in a wide variety of fields, including surveying, mining, agriculture and construction.

Sisters Village home flattened

A WEST Demerara family of eight is wondering where they will rest their heads after a late Wednesday night fire has rendered them homeless.

According to reports from neighbours, the fire is suspected to have been caused by the children who were playing with a lighter and accidentally set a mattress on fire.

Four persons, including three children were at home at around 21:00hrs when the Lot 250 Sisters Village, West Bank Demerara home went up in flames.

According to neighbours, within an hour, the one-storey, three-bedroom property was flattened.

The fire service was summoned but by the time firefighters arrived, it was too late.

Nicholas Duncan, one of the persons living at the property, recalled he was at the airport sending off his fiancé when he received a call that the house was on fire.

‘Have no fear, Tasha Cobbs will be here’- Organisers IN just one week Grammy award-winning singer, Tasha Cobbs, is scheduled to be in Guyana to move in the spirit of Guyanese who pour into the National Stadium.

Notwithstanding the cancellation of her last concert in Guyana, organisers are assuring that come next Friday, she will be here.

Speaking with The Buzz earlier this week Pastor of the Heavenly Light World Outreach Fellowship, Mocha Church, Eworth Williams, reaffirmed that Cobbs will be here on September 14 and one of the biggest gospel concerts that Guyana has ever seen will go down.

“Everything has been cleared and we’re ready to go. Yes it should’ve happened before, but it had to be put off due to circumstances beyond

our control, that’s all I would say,” Williams conveyed.

“We want our patrons to know that we have been in this business for years now and at the end of the day all I’ve got is my word, and every time we promise something we always deliver, so we will deliver as promised and we just want them to come out and support us. People were very supportive, so we’re not worried at all.”

The event, which was originally planned for June 9, took a severe hit when at the last minute Cobbs pulled out leading several persons to take refunds on their tickets. Heavenly Light suffered losses in their advertising and credibility.

“It’s always going to affect you because people will say that the artiste is not coming. It

happened with Sinach before.

But people don’t understand that a lot of things happen behind the scenes that we, as promoters, cannot control so we just leave it. It was hard for me as a promoter, I lost millions of dollars in advertising and tickets, but nothing happens by chance,” Williams reasoned.

Now, Williams is optimistic and looking to the future and assured that everything will be fixed when the concert is finally staged.

“Things have picked up tremendously and it will pick up even more when she lands in Guyana. But people are being very very cautious, so what we’re doing is we have planned for her to come one day before,” Eworth shared.

Burt Reynolds dead at 82 after heart attack

Burt Reynolds died of a heart attack Thursday morning at a hospital in Florida, according to multiple reports.

Reynolds was 82.

Burt was transported to a Florida hospital after going into cardiac arrest at home.

His family was by his side when he passed.

Reynolds had heart problems for years -- he underwent major heart surgery in February 2010. His rep tells us Burt had appeared extremely frail recently, and was in and out of the hospital.

Burt was a star in movies and on TV -- appearing in classics like “Smokey and the Bandit,” “Boogie Nights” and “The Cannonball Run.” Reynolds was nominated for an Oscar for Best Actor in a Supporting Role for his role as porn director Jack Horner in “Boogie Nights” in 1997.

He won the Golden Globe that year.

Reynolds was famously married to Loni Anderson in 1988 -- but they split in 1993 in one of the nastiest breakups in Hollywood history.

He accused her of sleeping around. She accused

him of physical brutality.

And there were drug allegations and lots of other things.

The five-year marriage officially ended in 1993, when Burt agreed to pay Loni $234,794.13.

Reynolds refused to pay off the full bill for years -but finally caved in 2015 ...

Cobbs has been experiencing a fruitful year since releasing her latest album “Heart.

Passion. Pursuit.” just last year.

The album included hit singles “You Know My Name” which featured Jimi Cravity and “I’m Getting Ready” which featured Nicki Minaj.

However, Cobbs is still largely remembered for her moving rendition of “Break Every Chain” on her major-label debut studio album “Grace”, which peaked at No. 1 on the Top Gospel Albums chart.

Cobbs is widely liked among the Guyanese population and the concert is expected to be massive. Williams

says they’re aiming for an attendance of over 15,000, almost 10,000 tickets were already sold by the time the last concert was cancelled.

Almost half of those were returned, nonetheless, things have picked back up and the tickets have been going fast.

“It has been going good; very smooth. Things have been opening up, persons have been jumping on board.

The pastors have given their blessings through the varying denominations and have been snapping up the tickets,” Williams disclosed.

When comfort zones perish They don’t go alone

IF YOU have lived long enough and your life took you into varied areas, you would recognise why the idea of earthbound spirits became a folk culture ‘secret belief’ relating that some souls haunt certain locations long after those locations fade before the emergence of another time. These are called ‘Comfort Zones’.

While they existed they were an active, exciting and imposing community like a cultural magnet. One such was the area known a long time ago as ‘South Hampton’, then located at 110 Robb and Wellington Street and named after the movie of the same name. When this cultural zone existed, the Globe, Astor, Metropole and the Strand cinemas were landmarks of its environs.

That also consisted of the hotel and bar “Chokit”, on Robb Street which was a stone’s throw from Avenue of the Republic. “Oasis” at King and Robb Streets then owned or ran by Bize; the King Boy Club, the old auditorium in Charlotte Street that was transformed to a gambling location; Bonnie’s

Hideaway on Regent Street, where Matt’s Record Bar is now located. On Wellington Street was the popular Morris Fenty the sign artist and his close friend the street fighter KC. Other Sign painter talents included Blackie and the now- late Gordon Critchlow, who had promised me some pictures from the early days before he passed. Gordon was himself an excellent drummer and cousin to George Reid, the lead guitarist of Combo Seven. That cultural hub included singers Otis Holder, Mark Bryant among others, and then at the corner was a businessman who bought all kinds of booty and encouraged hustlers.

This environment was by no means ordinary or easily navigated. You were either cool, streetwise or wandering ‘wanna-be’ prey. Understand that without swift conclusions, many businesses were always clustered in the mentioned streets with staff that came in and out and minded their own business. There were serious businesses of all kinds: next to Freedom House was Jems the record store; going east was

Graphic Book Store that sold all the top comic books and magazines. Universal Bookstore was also on that part of Robb Street going east near to Rendezvous and Tangs Bakery, where many citizens including myself frequently snacked. Many of the store employees were not living in that area as were the streetwise occupants. Nor were store employees random targets.

This was a business area that included a top music equipment store that sold stereo sets and was said to identify locations to certain people who entered premises and stole the identified systems, which he bought back.

The popular culture perception of 110 Street or Metropole corner to the rest of blue and white-collar city dwellers was a criminal enclave. Yes, it was a kind of meeting place for pickpockets, con men, gamblers, high-end weirdos and society people seeking booty of all sorts to buy and immoral services.

But the cinemas were also a viable employment venue and stress relief location for the dozens who didn’t find morning employment at GRB and other waterfront picks on job locations; who would hang about the cinemas; win

or get broke in the Metropole yard gamble; survive not getting into a ‘pashway’ (fight), would go into some one o’ clock show with puri, fry fish and peanut punch and then head back to GRB to fall into the 16:00hrs to midnight shift.

One prominent character in the cinema ticket hustle was Barnabas Johnson aka ‘Barney’, a friend of the Mighty Sparrow who never missed Trinidad’s carnival. Barney was also a former PPP stalwart, who I cautioned a little cousin to keep far from when he could not understand what Barney meant by “fifty cents or flesh” referring principally to the price for a pit ticket, explaining the ‘flesh’ made him proceed to buy a house ticket for both of us, after assuring me that he was broke.

The ticket sellers Achar, Bumpy and others made a killing when new films opened.

These guys would provide above price tickets and an easy way into the cinema to a better seat. The cinemas also employed chucker outs and general usher staff, among them at Metropole was my spar Paul Bourne. Not only new films carried the rush but classics. A double feature like ‘Good the Bad and the Ugly’ and ‘For a Few Dollars More’

also were ticket seller paydays.

Then there were the con men like Doc Sharples and his crew who always had schemes going with requests for special artwork on special paper, of demons etc.

There were guys who boomed a pants length, the money to sew it and then party money. Then there were the weirdos like Billy Moore the musician who wrote the Christmas song ‘Church Bells are Ringing’ who advertised a coming show with Nat King Cole and other artistes- who were all dead at the time- featured on a banner. His buddy was Roydon Hinkson who was in pursuit of higher spiritual hierarchies; cousin -according to Roydon -of a former Mayor and he would assure me when we meet of progress in that mystic area. These corners were products of a colonial social order. The cinemas could have survived as an employment fixture but the government after 1992 made no effort to regulate the pirate TV stations and the cinemas died, and with them, a human survival comfort zone. Before I did this article I had a chat with my buddy ‘Boyblue’.

We concluded that the recent spate of strokes hitting some senior colleagues were a result of ‘Flashbacks’ of millions wasted in gambling, lost opportunities, related to the current endgame status. I watched back then, as characters who could not adjust declined. Some ended up dead on the streets, others retreated but gave up to bad lifestyles and the mental fatigue from the trade winds of change and the torment of flashbacks; Brave, Touch-ASalt, Cats and many others from a subculture worth remembering, of which all has not been said.

Nike’s Colin Kaepernick Deal Adds Up When You See Customer Data ... And We Did Nike didn’t just embrace Colin Kaepernick because of his views ... its market research was clear -- the race, age and political views of most Nike customers are in sync with the new ad campaign.

Sources with direct knowledge of Nike’s demographics have given TMZ an inside look into the company, and it paints a clear picture of consumers who generally support Kaepernick’s protest.

African American, Hispanics and Asians are more strongly represented in Nike’s consumer base than they are in the U.S. population.

For example, the company’s market research shows 13 percent of Americans identify as African American, yet 18 per cent of Nike buyers are black. Hispanics account for 16 per cent of the population,

but represent 19 per cent of Nike buyers. And, Asians account for three per cent of the population, but five per cent of Nike customers.

Caucasians are under-represented in the Nike world.

The white population in the U.S. is 75 per cent -- but they comprise only 67 per cent of Nike’s customers. And, of those, Nike believes a very large percentage, especially young whites, support Colin.

By the way, the percentages don’t add up to 100, because some people in the company’s marketing research identify as more than one race.

As for age, according to Nike’s stats, 18 to 34-yearolds comprise 30 per cent of the U.S. population, but they represent a whopping 43 per cent of Nike buyers. On the other hand, people 65 and older account for 19 per cent of the population, but represent only six per cent of Nike customers.

Adds Up Now politics, Nike consumers are seven per cent less likely to be Republicans than the general population, and three per cent more likely to be Democrats.

Short story, Nike made a big statement by its new Kaepernick ad campaign, but the people most likely to protest are outside the company’s sweet spot.

That said, there was a bonus for Nike ... numbers aside, they wanted a campaign promoting social change that current and future athletes would embrace.

So, Nike’s response to the protesters who want to boycott -- Just do it!

Trinidad and Tobago’s ‘Play the Devil’ set to screen at Spectrum 14 next week GUYANA’S Society Against Sexual Orientation Discrimination (SASOD Guyana) 2018 film festival, “Painting the Spectrum 14” continues with two screenings that explore LGBT love, break-ups, challenges and sexual exploration.

On Tuesday, Spectrum 14 presents “Play the Devil”, a gay-themed film produced and set in Trinidad and Tobago, aiming to show the diversity of love stories and sexualities in the Caribbean.

The film is the winner of the Jury Award at the KASHISH Mumbai Queer Film Festival, winner of the Best Female Director award at the Woodstock film festival and the winner of the Special Jury Prize for Best Screenplay at the Nashville Film Festival.

On Thursday, the festival continues with a screening of eleven shorts on themes such as an amusing discussion between a mother and a gay son about sex; the separation of a lesbian couple from South Africa; the religious opposition that gay parents face; spontaneous encounters between future (or past) lovers. The films come from all over the world- Thailand, Russia, Poland, Iran, Canada, showing the many ways in which LGBTQ+ people can express their love and their desires.

“Painting the Spectrum” will continue every Tuesday and Thursday of September. The screenings take place at SASOD’s office, 203 Duncan Street, Lamaha Gardens (between Durubana Square and Eastern Highway) at 18:00 hours each evening. Neil Dannssaves the day! ... Guyana, Barbados play to 2 – 2 draw in CONCACAF Nations League opener

By Rawle Toney NEIL Danns, the Bury FC midfield ace, came to the rescue of the ‘Golden Jaguars’, scoring the decisive equaliser to salvage a draw (2 – 2) for the homeside against Barbados in their opening game of the CONCACAF Nations League, last evening at the National Track and Field Centre, Leonora.

Danns scored in the 78th minute; five minutes after his English Football League Two foe from Carlisle United and former Bury FC teammate Hallam Hope, had scored his second goal of the game to secure a point for Guyana in CONCACAF’s new and certainly exciting tournament, which also serves as a qualifier for next year’s CONCACAF Gold Cup. With an almost packed house at the ‘West Side’ facility, Guyana dominated the 90-minutes contest and while the game ended in a draw, it doesn’t reflect the fact that the Golden Jaguars should’ve come out as clearcut winners, after squandering a number of certain-goal chances in the first half.

Head Coach Michael Johnson in his first International game in charge of the country’s senior men’s national outfit, went with Kai McKenzie-Lyle between the uprights, while defender Ronayne Marsh-Brown got a start on his International debut.

Jake Newton, Captain Samuel Cox and Jelani Smith were the defenders, while Portugal-based Brandon Beresford, and Daniel Wilson linked with Danns in the midfield.

Upfront, Johnson started with Morvant Caledonia United pair Sheldon Holder, Andrew Murray (Jr) and Trayon Bobb who recently took his talent to Portugal’s third division.

Buoyed by a vociferous crowd, the ‘Golden Jaguars’ roared into action, creating a few chances from the get-go, with Murray coming close to heading home the side’s opening goal, but Barbados’ Keasel Broome Jr was there to make the save.

In the meantime, Guyana lost Newton due to an injury and the England-based defender was replaced by New Amsterdam United’s Kevin Layne Jr. Meanwhile, Murray would once again squander another chance when he mistimed a perfect pass from Wilson that saw him one-onone with the keeper, but again, Broome was quick to the task.

The Golden Jaguars continued to out manoeuvre their ‘Bajan’ counterparts, Holder would add to the spectators’ frustration with another missed opportunity when he placed his attempt too hard towards goal, sending the ball sailing over the cross bar.

Just before the close of the opening stanza, Murray collected a sweet pass off the chest from Holder and the Trinidad and Tobago-based forward’s shot, which should’ve found the back of the net, went inches wide of goal.

However, Hope would score his first of two goals in the 65th minute when he intercepted a poor back-pass and the Bajan forward, who caught Guyana’s custodian off the line, placed it far left of the stretching Guyanese goalkeeper.

In the 73 rd minute, a beautiful header from Hope would dampen the spirits of the Guyanese crowd, as the visitors looked set to break an over 19 years jinx and secure a win over the Golden Jaguars.

However, Danns would score his fourth international goal for the Golden Jaguars when he calmly scored from almost 22-yards out from goal.

The Golden Jaguars will now travel to The Turks and Caicos Islands for a meeting between the two countries on October 13, followed by an encounter against French Guiana on November 20, before hosting Belize in March, 2019.

For Barbados, up next is a clash against El Salvador on October 13, U.S. Virgin Islands (USVI) on November 18, and they will wrap-up their Nations League qualifier on March 24, 2019 against Nicaragua.

While the big names that fill the stands - Venus and Serena Williams, Maria Sharapova and Caroline Wozniacki - have slowly aged, the people who run and market women’s tennis have patiently waited for the arrival of a fresh young face with a compelling story, big serve and punishing groundstrokes.

Cavaliers 10K Heritage Month Walk Race set for Sunday

RACE-WALKERS from around the country will match steps on Sunday (September 9) when the Cavaliers Sports and Tour Club stages a 10K Indigenous Heritage Race Walk around the outer circuit of the East Ruimveldt Community Centre commencing at 06:60hrs.

BINGO Spartans striker Abosaide Cadogan extended her lead as top goalscorer of the GHB Development League tournament last weekend with a remarkable tally of four goals against the GCC Her-ricanes, leaving her well on her way to securing the scoring title for the Solo Under-19 Girls’ League.

The unbeaten Bingo Spartans dealt a crushing 11-0 blow to the Her-ricanes as they chalked up their fourth comfortable win in as many matches. While the Her-ricanes goalkeeper Empress Charles made some good saves in the opening minutes, Alana Chung would break the deadlock for the Spartans in the 12th minute of play.

The opening goal sparked the confidence of the Spartans who, along with Cadogan’s four goals, slammed home six more from Sarah Klautky (3), Paige Fernandes, Makeda Harding and Madison Fernandes.

The other Girls’ Under-19 match of the afternoon saw newcomers St Joseph come close to pulling off an upset victory over the ever-improving Saints. The skillful, lanky St Joseph forward Carolyn Deane managed to capitalise on a loose ball in the circle to put her team up by one in the 8th minute.

While the game saw action from end to end with chances for each side, Saints midfielder Krezia Chinian made the most

No second thoughts, says Alastair Cook, as he faces final curtain

ALASTAIR Cook has insisted there will be no second thoughts or dramatic recalls following his decision to retire.

Cook may be just 33 years old and committed to continuing his career with Essex, where he today confirmed a three-year contract extension, but he maintains that, whatever happens in the future, he will not be persuaded back to Test cricket.

Asked how he would reply if, during next summer’s Ashes, England desperately required an opener and he had been scoring heavily in the County Championship for Essex, Cook was adamant he would stick to his decision.

“No, I’m retiring and that’s it,” he said. “It is final.

I have done my bit.”

Cook had previously admitted that it did “briefly” cross his mind to ask for a winter off in an effort to re-

discover “that edge” he felt his game had lost. But, having reflected on the idea, he concluded that it “has gone” for good, even though he accepted there may be a period of “mourning” for his lost career in the coming months.

“If I had six months off and then came back, I don’t think that edge would be there,” he said. “It has kind of gone. When you know (it’s time to retire, you know).

“There is going to be a transition, a period, of course there is. There are going to be times when you get that

“I think having the opportunity to play for Essex over the next couple of years will help that a lot. I’ll always have that luxury of knowing the (family) farm is there, too, and that takes the pressure off me.”

While he admitted there were aspects of the game he would miss, he described himself as “content in what I had achieved”.

“I’m going to miss the buzz,” he said. “When there’s a tight game; like when Edgbaston’s rocking. I’ll sit there with jealousy watching other people play for England.

“But I’m very content with what I’ve achieved.

When you look at where I’ll end up in terms of runs scored, it would be very arrogant to say I’d expected to get up there. It’s gone better than I could ever have imagined.

That’s why I can safely say I’m retiring sad in one way, but also so content in what I have achieved. It makes it a lot easier.”

The imminent arrival of Cook’s third child, due at the start of next week, could cause him a potential clash of priorities as he gets himself geared up for his 161st and final appearance. Cook, however, joked that his wife Alice was braced to it alone if she goes into labour at 09:00hts this morning.

“She might have to do it by herself I think,” Cook said with a smile. “We have spoken about it. If it comes then, I’ll meet it later on.

“Ideally it will come after the match or, even better, after I’ve scored a hundred.

SERENA Williams has another shot at winning her first Grand Slam title since giving birth after defeating Latvia’s Anastasija Sevastova last night in their US Open semi-final.

Williams, beaten by Angelique Kerber in the Wimbledon final in July, won 6-3 6-0 against 19th seed Sevastova.

The 36-year-old will play either fellow American Madison Keys or Japan’s Naomi Osaka in Saturday’s final.

Victory will equal Margaret Court’s record of 24 Grand Slam singles titles.

TKR in pole position for top spot after Warriors’ decimation

PORT OF SPAIN, Trinidad (CMC) – Opener Colin Munro played superbly but fell just short of a hundred as Trinbago Knight Riders crushed Guyana Amazon Warriors by 67 runs, to return to the top of the Caribbean Premier League (CPL) standings here Wednesday night.

Sent in at Queen’s Park Oval, the hosts rallied to 170 for seven off their 20 overs with the left-handed Munro stroking 90 off 56 balls and Denesh Ramdin getting a measured 39.

Though seemingly short of a competitive total, TKR then made light work of Amazon Warriors, bundling them out for a paltry 103 in the 18th over, to post their sixth win in eight outings this season.

Roshon Primus top-scored with 36 not out batting at number eight while Jason Mohammed gathered 26 but Amazon Warriors never recovered from the damage of being 48 for six

in the 10th over.

TKR now have 12 points with two games left and will be heavy favourites for automatic qualification for the September 16 final at home.

The defeat was the third in eight games for Amazon Warriors who lie third on 10 points with two games remaining.

TKR’s innings was the tale of one partnership – a 135-run second wicket stand between Munro and Ramdin – and a sudden collapse, which left the reigning champions about 30 runs short of what they would have envisioned.

They lost Chris Lynn without scoring to the fifth ball of the innings, caught at the wicket off left-arm pacer Sohail Tanvir (3-27) for his fifth single digit score in six innings but Munro and Ramdin combined to take the advantage away from the visitors.

BCB/NYBG Under-19 final to be contested today and tomorrow under lights THE Rose Hall Town Pepsi and Blairmont Cricket Club will clash in the Berbice Cricket Board-sponsored New York Business Group Under-19 cricket final over the next two days in a day/night affair at the Albion Community Centre ground.

Play will commence today and tomorrow at 13:30hrs and conclude at 20:30hrs on both days. It will be the first time in history the final will be under lights in Berbice, using pink balls.

Barrel-chested Primus attempted a rescue mission, which saw him belt three fours and a couple of sixes off 30 balls while Mohammed stroked three fours in a run-aball knock.

However, once Mohammed picked out point at the end of the 12th over off captain Dwayne Bravo’s medium pace, there was virtually no way back for Amazon Warriors.

An interesting game is anticipated, since both teams boast a number of promising young cricketers.

The defending champions, Rose Hall Town Pepsi, have at their disposal national all-rounder Kevlon Anderson, who struck a majestic 125 in the semi-final game against Tucber Park. They also have the likes of Keith Simpson, Chanderpaul Govindhan and Kevin Sinclair.

T&T cruise to 2-0 win over UAE THE Trinidad and Tobago football team managed to overcome theor initial setbacks to defeat the United Arab Emirates (UAE) 2-0 in a friendly international in Girona, Spain, yesterday.

The Asian tour had got off to a rocky start after T&T head coach Dennis Lawrence complained that the team had been unable to secure a facility for training. The Caribbean team, however, showed very little effects of that on the pitch.

After the early exchanges, Trinidad and Tobago opened the scoring through Ataullah Guerra, who eluded his defender after receiving a cross from Nathan Lewis and rolled the ball into the back of the net in the 37th minute.

Earlier, Ahmad Khalil had blasted an Omar Abdul Rahman chipped free-kick over the crossbar inside 10 minutes and Joevin Jones had struck

straight at UAE keeper Khalid Eisa five minutes later.

Lewis, who proved to be a thorn in the side of the UAE for most of the encounter,

sealed the win for the Caribbean team in the 58th minute.

The winger was himself the recipient of a Joevin Jones cross, which led to an

easy tap in at the far post.

The win was T&T’s first against the Asian team having played to a 3-3 draw in the previous encounter.

Disciplined bowling lands RHTY&SC Gizmos and Gadgets Patron’s Cup honours over Albion

By Colin Bynoe Jr THE second edition of the Patron’s Green Economy trophy cricket tournament, sponsored by Rose Hall Town Youth & Sports Club, Medal of Service (RHTY&SC, MS) and run by the Berbice Cricket Board (BCB) ended in fine style at the historic Albion Community Centre ground under floodlights with RHTY&SC defending a run-a-ball total of 61 off 10 overs.

Trophy and $150,000,.taking first strike RHTY&SC Gizmos and Gadgets never settled and found themselves losing wickets at regular intervals.

The National Under-19 duo of Kevin Sinclair and Kevlon Anderson got them to a manageable total of 61 for 7 wickets when their 10-over allotment expired.

Anderson hit 19 runs while Kevin Sinclair chipped in with 14. Bowling for Albion, National Under-19 player Kelvin Umroa was miserly

Pestano made the initial breakthrough with the wicket of Umroa lbw in the first over. Captain of RHTY&SC used his bowling resources smartly and the introduction of spin caused further collapse in the Albion batting line-up.

After losing their captain Jonathan Foo early, caught on the long off boundary for 1, only Kelvin Umroa got into double figures with 11, as RHTY&SC Gizmos and Gadgets were very disciplined in their bowling display. GUYANA Amazon Warriors captain Rayad Emrit has admitted the team’s batting performances are a concern heading into the playoff round of the Caribbean Premier League (CPL).

In Wednesday night encounter against the Trinbago Knight Riders, the Amazon Warriors were easily bundled out for 103 in pursuit of what seemed a gettable target of 170.

Lower order batsman Roshon Primus offered the most resistance with the bat after a stubborn 36 from 30 balls but was only one of three batsmen to get into double figures.

Once again the Warriors top order failed to come to grips with the conditions and the trio of Chadwick Walton, Luke Ronchi and Shimron Hetmyer combining for just 15 runs. In various matches this season the Warriors have gotten solid individual performances from each of the

“It is a bit of a concern.

Our senior guys haven’t been getting the runs,” Emrit said following the match.

“I still back them, Chadwick, Ronchi, Jason Mohammed. I back those guys to get us the runs. I didn’t think we

played the situation well tonight. We went out there hoping to get the runs in 15 overs, that’s what it looked like. We didn’t get any partnerships, what they did we didn’t learn from them,” he added.

With a combined 1,233 the Warriors have scored the least runs of the six teams.

This tournament was held in honour of President David Granger’s 73rd Birthday. The President is also the Honorary Patron of the Rose Hall Town Youth & Sports Club.

Guyanese Shemaine Campbelle recalled to Windies squad to face South Africa

ST JOHN’S, Antigua (CMC) – Batsman Shemaine Campbelle has earned a recall to West Indies Women following a twoyear absence, in a 15-member squad named yesterday to face South Africa starting next week in Barbados.

Shemaine Campbelle The 25-year-old Guyanese is one of seven players, who missed out on the tour of New Zealand earlier this year, to be included in the current squad, with Qiana Joseph, Natasha McLean, Chedean Nation and Shakera Selman also returning.

Twenty-year-old Guyanese Sheneta Grimmond and 23-year-old Trinidadian Karishma Ramharack, both uncapped, join the squad for the five-match Twenty20

series in Trinidad.

Chief selector Courtney Browne said the return of key players had added experience to the squad and backed the unit to perform in home conditions.

“As we approach the ICC Twenty20 World Cup, both the ODI and T20 series will be key as out preparation continues towards the tournament,” Browne explained.

“After a disappointing tour of New Zealand, our players now have the opportunity to be highly competitive in familiar conditions.

We welcome the return of Shemaine Campbelle and Natasha McLean in the ODI and T20 squads, while Karishma Ramharack and Sheneta Grimmond will be joining the T20 squad for the first time.

“The team has plenty of experience and we would like to wish Stafanie Taylor and her team all the best for the series.”

Campbelle, who had not played for the regional side since the tour of India in 2016, forced her way back into the side with heavy scoring in the Women’s Championship in Jamaica in June, which saw her score a superb 107 in the opening round.

A right-hander who incidentally made her debut against South Africa nine years ago, Campbelle has

struggled in both formats. She averages 19 from 71 ODIs, with her lone hundred coming against Sri Lanka in Dambulla five years ago.

In 79 T20 Internationals, she has scored just 506 runs with a highest score of 37 against India in St Kitts six years ago.

Meanwhile, Britney Cooper, along with Akeira Peters, of those in current training squad who toured New Zealand, has been overlooked.

The side will be led by regular captain and batting star Stafanie Taylor and includes mainstays like Merissa Aguilleira, Deandra Dottin and Hayley Matthews.

Windies face South Africa in the opening One-Day International at Kensington Oval on September 16, with games also scheduled for September 19 and 22.

The games form part of the ICC Women’s Championship, where the Windies lie fifth.
