Four years for stealing $8,000 too harsh – NGO, attorney move to appeal sentences against youths

ENHANCING Potential to Inspire Change (EPIC) Guyana, a non-governmental organisation working to assist children who have had issues with the law, has partnered with Attorney-at-Law Dexter Todd to file an appeal to the sentences against two teens they believe were harsh and unwarranted.

The two cases at reference involve two 17-yearolds, namely Akash Pachia and Keysha Gibbs. Both individuals are now serving time at the New Amsterdam Prison in Berbice.

On March 23, 2018, Pachia was sentenced by Berbice Magistrate Charlyn Artiga to four years imprisonment for stealing groceries totalling $8,260. Gibbs, on the other hand, was sentenced to 36 months in jail by Leonora Magistrate Rochelle Liverpool for also stealing items from a shop valued at $45,378.

According to the particulars of Pachia’s charge, between last April 30 and May 1, at Number 50 Village, Corentyne, he broke and entered the shop of Charles Forde and stole the groceries.

EPIC Director Brian Backer Gibbs also pleaded guilty to her charge which read that on June 7 at Leonora, she broke and entered the shop of Yaphet Marks and stole 51 bottles of rum, wines, cakes and other items.

Following the sentencing, EPIC Guyana picked up on the stories and approached Todd for help in securing bail for the teenagers pending the appeal.

Todd decided to offer his services free of charge after agreeing with EPIC’s Director, Brian Backer, that the sentences were too harsh.

Backer had known Pachia

from the Sophia Juvenile Centre where he spent quite some time before he was sentenced.

The lawyer believes the sentences were harsh if the particulars of the charges are taken into account; and that the magistrates could have acted with some more discretion.

In an interview with the Guyana Chronicle a few days ago, Todd said his aim is not to appeal the entire conduct of the trial or the law, but the sentence. Nothing in the case jackets indicates to him that there were any extraordinary circumstances involved in these two instances.

Todd pointed out that there is provision in the law for a sentence to be appealed if it is felt that the magistrate failed to exercise discretion.

He said he was by no means trivialising the offences, but feels that the individuals can be helped to reform themselves. “They’re so young; they’re more in need of counselling. They both have the ability to be

more than what was stolen to care for these individuals while in prison, he said.

Attorney-at-Law Dexter Todd rehabilitated and there are other measures that would see a reformation of the individuals. This is not an attack on the judiciary.”

The lawyer said nothing on the case jackets indicated that the individuals were ‘repeat offenders’, had legal representation or benefited from a probation report. Furthermore, the state will need to spend way

Comparing a few other sentences, Backer pointed out how just recently, the chief magistrate sentenced another 17-year-old to six months imprisonment for larceny in the amount of $410,000. In another case, he noted how a man was sentenced to four years jail for manslaughter. “There are other instances where children get sentenced to three years at NOC for wandering, while you have persons who are charged with narcotics getting three years.”

One of the prosecutors, Backer reported, said Pachia was a menace to society and had been before the courts

several times for stealing people’s coconuts, fruits “and them kinda things”.

“But I think that a four-year sentence for stealing $8000 is unfair to anyone. I don’t care if you’re 50 years old and if you have been in and out of the system,” Backer said.

“EPIC’s position is, had a detailed assessment been done on this child, maybe the magistrate would have understood that the offence of stealing fruits was basically him trying to survive.

So to give him four years is not going to teach him a lesson. He will emerge more criminalised than when he entered the system and his next crime is not going to be for $8000, because he will be extremely angry as anyone would be,” he added.

Backer said the aim is to secure bail for the teenagers pending the appeal. “I would really like to thank Mr. Dexter Todd. This is the kind of give back I would expect to see in these circumstances,” he said.

Paipang Village wants primary school completed ONE of the village leaders of Paipang in Region Nine (Upper Takutu-Upper Essequibo) is hoping that with the completed construction of a school in their area, children will no longer have to walk long miles while braving threats of the jungle to receive an education.

However, the school building at reference is still incomplete since being abandoned by contractors in 2017.

Speaking with the Guyana Chronicle, Senior Councillor of Paipang, Kendell Francis, said that as such, a total of 42 children travel to the neighbouring village of Tiger Pond some seven miles away to attend the school there.

“Our main concern is based on education. Our children are encountering, on a daily basis, challenges to attend Tiger Pond Primary School which is approximately seven miles away.

The children leave their locations at 6am and reach back home about 5pm. It takes them actually two hours

walking,” Francis related, adding: “Some travel on bicycle and sometimes, when they experience much difficulty, we take them on tractors and when it’s afternoon time we take them back home.”

Usually, transporting the children by tractor is rotated between Francis and another driver which is apart from the work they must do to provide a living for themselves and family.

Added to this, the senior councillor said that the journey is a very risky one as the children must travel deep in the thicket of Guyana’s jungle, where several large species of mammals and reptiles live.

“It is a dangerous journey. By the path there are jaguars and pumas and the creeks sometimes flood out.

So adults go with them, especially the nursery school children, the parents walk and carry them. But sometimes the children are absent when there is no transportation,” he said.

Francis added that this has been the norm in the village for as long as he can remember.

However, he told the newspaper that the government is building a school in the community and the contractor doing the construction is also responsible for several projects in Region Nine.

Speaking about the school building to be completed in the area, he said: “The school building has been stalled since December 2016. The contractors went on Christmas holiday and they went back in January 2017, but then they left and never returned again. They already put up the foundation of the wall, they have zinc down there but they haven’t nailed it up on the roof.

It’s only done half way,” he lamented.

He said, too, the contractors owe money to some persons from the village who were hired to work and to provide materials, but had received no such payment.

“We only want the school

PRIME Minister Moses Nagamootoo said he is “undaunted” by tactics of Opposition Leader Bharrat Jagdeo to remove him from the negotiating table between government and opposition, contending that the talks are not about him but about the country’s well-being.

In his weekly column, ‘My Turn’, Nagamootoo addressed the comments of the People’s Progressive Party (PPP) leader to the media on Thursday outside the Parliament corridors, where he spoke on the party’s refusal to engage in bi-lateral talks led by the prime minister.

Arrangements for these engagements came about after former United States (US) President Jimmy Carter called Jagdeo earlier this month to query why the PPP refused to meet the government’s extended arm for amicable political talks.

The opposition leader had told Carter that this was due to the prime minister’s absence of a portfolio and his inability to commit the government to decisions.

After relating likewise to President David Granger during their meeting on the nominees for the Police Service Commission and the Public Service Commission last Thursday, the President agreed to lead the talks himself.

TAKING THE HIGH ROAD In his column, Nagamootoo said Jagdeo harbours a “personal vendetta” against him.

“When I saw the opposition leader sauntering gleefully into Parliament Chambers Thursday last, I thought that he had some good words to share with me after his meeting with President Grang-

er. Instead, he swiped his neck with his right index finger, motioning that someone had cut my throat. Two of his cohorts, basking in radiant smiles, mumbled to me, ‘we threw you under de bus!’

“I was to find out later that the opposition leader had disclosed at the meeting that he would not attend talks if the prime minister remained head of the government’s side.

Reminiscent of his infamous ‘cuss-down politics’, he told the media that he couldn’t negotiate binding agreements with

Opposition Leader Bharrat Jagdeo me, as I was a ‘lightweight’. President Granger has volunteered to lead the government’s delegation to these talks. Jagdeo walked away with a pyrrhic victory, that he had sidelined me. But talks are not about me. They are cardinal to finding a lasting political solution for Guyana. So I turned my face away from Jagdeo’s infantile tantrums. I let his insults pass. Instead, I welcomed the decision by President Granger to lead the government team.

That, for me, was a politically correct move from which Jagdeo would be unable to wriggle out,” he penned.

However, Nagamootoo stated that although disappointed by the opposition’s behaviour, it is the “brutal nature of politics” practised by the PPP to which he has grown accustomed.

He stated, instead, that the record shows that despite him having “major disagreements” with the competing parties throughout his political career, he has always advocated for the ultimate goal of national unity.

He gave examples of such during his earlier political years, noting his canvassing for formal talks between the PPP and the People’s National Congress (PNC) in 1997, during post-elections civil disturbances.

He also highlighted his contributions towards the uniting of the short-lived Patriotic Coalition for Democracy (PCD) and the six-party A Partnership of National Unity and the Alliance For Change (APNU+AFC), now government.

OLIVE BRANCH “When I became prime minister in 2015, I immediately extended an olive branch to the opposition for bipartisan talks and cooperation. The potential opposition talkers instead became my perennial stalkers.

I have been called all manner of names and reduced to all types of creepy animals by former Presidents Ramotar and Jagdeo. The PPP leaders have branded me as their nemesis, the arch-enemy who has engineered their downfall and possible political destruction.

“Worse, the attacks are racist as they see me as a ‘neemakaram’, a Hindi pejorative term that literally means ‘traitor’,

for selling out to an African-dominated coalition,” he wrote.

Despite this negative reality, the prime minister said he maintains that political engagement is good for Guyana.

He stated, too, that with the country drawing closer to becoming a major oil- and-gas economy, bipartisan cooperation is “strategically important” to ensure that Guyanese can equally benefit from these revenues.

The prime minister said: “I told them [several persons in the PPP’s leadership] that for a major political party to stay away from bi-partisan engagement would be tantamount to betrayal of its constituents.”

Nagamootoo also highlighted Carter as playing a crucial role in Guyana’s return to electoral democracy who, he said, even at 92 continues to “strengthen the fabric of Guyana’s democracy” with his encouragement for bi-lateral talks.

“Though the situation is not as bad as the opposition wants it to be, or even close to its dismal depiction, the intervention of President Carter is important, since it could smooth over any conflicts before the proverbial first shot is fired,”

Nagamootoo said.

He added: “Guyana surely needs a fresh wave of political renewal that only visionary leadership could provide. Guyana cannot be stuck forever in the debilitating pastime of opposition for opposition’s sake and the outpourings of an overdose of pessimism and negativity.

This is why the opposition has to come to the table to trash out real issues that could help to place us on the solid road towards national unity.”

GUYANA on Sunday made it clear that it is “fully aware of the dangers surrounding resource-rich countries” and as a result has done extensive research on issues of the “pre-source curse where unrealistic expectations ahead of oil production result in demands for higher wages and government spending, and the other two pitfalls -- the resource curse and Dutch Disease.”

T h e M i n i s t r y o f F inance’s statement follows an article written by New York Times (NYT) national energy business correspondent

Clifford Krauss titled “The $20B question for Guyana” which, in an attempt to highlight the country’s prospects of becoming an oil rich nation, painted an untrue picture of the country’s state of affairs.

In the article which has caused much public outcry, Krauss asserted that “foreign bank developers have told the government that legislation to create a sovereign wealth fund... lacks sufficient regulatory controls to avert corruption” and that “The legislation is in limbo.”

In response, the Finance Ministry made it clear that

“in crafting the National Resource Fund Act (NRFA) we have asked for advice from several international institutions, including the International Monetary Fund, the World Bank and the Commonwealth Secretariat”.

The proposed legislation specifically addresses two main issues: the stability of the economy to absorb increased government spending and economic activity; and the balance between spending on critical development projects and the long-term goal of saving for future generations.

This is also laid out in a

Green Paper which will be presented to the National Assembly.

Additionally, the Finance Ministry said that the NRFA, which will be laid in Parliament before the end of the year as indicated in Budget 2018, is the culmination of many lessons learnt around the world by resource-rich countries over the past 100 years.

TRANSPARENCY “Crucially, it directly addresses the transparent handling of, and accounting for, the oil-related funds from depositing in the NRF

GUYANA CHRONICLE, Monday July 23, 2018 to their spending which can only be done via the Annual Budget approved by the National Assembly.”

The fund itself is to be managed by the Bank of Guyana and overseen by a committee that encompasses several independent interest groups, including a representative nominated by the Leader of the Opposition.

Quarterly reports on its activity will also be presented to Parliament.

“We are confident that the NRFA will fully address these legitimate concerns,” the Ministry added while noting that the overriding impression of the article is that the Government and the country are hapless, and unable to deal with the new oil sector.

“We acknowledge there are serious human skills deficits, but the Government is proceeding carefully and methodically towards First Oil. The National Resource Fund will be in place before 2020,” the ministry assured.

Meanwhile, addressing the article’s narrative of a “Poor man wins the lottery; disaster ensues,” the Ministry of Finance notes some of Guyana’s most pressing challenges “and raises the question of how we as Guyanese see ourselves and our country.”

SINGLE STORY The ministry noted that the article also calls to mind two quotes by the Nigerian novelist and short story writer Chimamanda Ngozi Adichie; “Show a people as one thing, as only one thing, over and over again and that is what they become” and “The single story creates stereotype and the problem with stereotype is not that they are untrue but that they are incomplete, they make one story become the only story.”

As such, the Ministry of Finance has called on all Guyanese to “reject the single story being told about us, no matter who tells that story. We must look towards the future with hope in our

heritage, in the legacies of our ancestors and in the path that is being crafted for us now”.

The ministry urged the NYT writer “to take a closer look at our country, its proud and resourceful people and our resilience in the face of the odds” as it expressed much disappointment with the article, making it clear that it will not address the “laughably simplistic and selective description of our country as a land where children go to school in canoes, the lack of historical context and the author’s deficit of understanding and sensitivity towards Guyana”; nor his blanket claim that “the civil service is corrupt,” which is an insult to the majority of hardworking and honest public servants.

On Saturday, U.S. oil giant ExxonMobil distanced itself from the article. In a statement posted on its Facebook page, the company said “The New York Times (NYT) is an independent media entity based in the United States. ExxonMobil did not pay for the reporter to travel to Guyana for this article.”

“ExxonMobil’s only involvement was our agreement to be interviewed and, at the request of the reporter, we offered to facilitate a tour of our contracted assets,” the statement said.

Against the backdrop of the narrative peddled by the author, ExxonMobil affirmed, “Guyana is a beautiful place, with beautiful people. We are happy to have the opportunity to operate and live in the communities of Guyana.”

Meanwhile, Krauss has defended his piece via Twitter where he said, “The New York Times pays the expenses of its reporters. And my piece was in no way derogatory toward the people of Guyana. Beautiful people, beautiful country. Problems, of course. And many, many Guyanese viewed my piece for what it was: critical but balanced journalism.”

One dead, another critical in West Dem. crash --friends were allegedly responding to a home intrusion report support and in an unconscious state.

The car that was involved in the accident in which young Victor Aditya Ram met his death

By Leroy Smith THREE friends who were out drinking on Saturday evening crashed into a concrete fence resulting in the death of one of the occupants of the car, the driver being warded in critical condition and the other suffering lacerations about the body.

Dead is Victor Aditya Ram, 20, of Crane Housing Scheme. He was riding shotgun in motorcar PTT 6297 without seatbelt when the crash occurred. The other injured have been identified as Kevin Henry, 23, and Bisram Ramkishore, both of Goed Fortuin Police said that based on information received, the vehicle was proceeding along the Vreed-en Hoop New Road at a fast rate, when the driver noticed a pedestrian clad in black clothing crossing the road in the path of the vehicle.

He immediately took evasive measures to avoid a collision with the pedestrian, but ended up losing control of the vehicle which mowed down a bus shed and sign board before slamming into the concrete fence of Hand in Hand, West Demerara office.

The impact reportedly caused Ram to be flung from the vehicle, while Ramkishore, the driver, was knocked unconscious and rushed to the West Demerara Regional hospital.

At the homes of the dead and the critically injured young men, relatives spoke

with Guyana Chronicle.

Ram’s father told this publication that he last saw his son earlier on Saturday afternoon when he took him to purchase a pair of trousers. It was early on Sunday morning that he received the call about the fatal accident.

During the visit by this publication, the mother of the dead young man was inconsolable and was being comforted by relatives and friends. Over at the home of Ramkishore, his grandfather said his grandson who works taxi was out drinking with his friends.

He said that during the process, one of the friends received a call that an intruder was attempting to break into his house, which led to all of them jumping into the car en-route to the location when tragedy struck.

Reports are that persons who passed the crash site were unwilling to assist in taking the injured to the hospital, a task that was undertaken by the police upon their arrival in an open-back pickup truck.

Meanwhile, relatives of Ramkishore have alleged that doctors at the West Demerara Hospital, after conducting an initially examination, left the young man unattended.

They claimed that the doctors gave Ramkishore an hour to remain alive, however, after that time had passed and the young man was still alive, they took a decision to have him transferred him the Balwant Singh Hospital. Up to press time, Ramkishore was on life

Debate on oil-and-gas development

THE debate continues on what the next few years could look like for Guyana as we prepare to join the few countries that have been fortunate to discover oil and use it as the path to economic development. From all indications, the immediate future could be a transformative period for our country.

Already, many Guyanese are speculating that Guyana could be entering a period when we could well unlock the gates to the collective prosperity to which all ex-colonial countries aspire. It is indeed an overwhelming feeling for a country that is among the poorest in the Americas.

But as we have seen from the debates, the much-anticipated economic prosperity would not wipe away our decades of contentious politics nor would it immediately solve our economic woes. To the contrary, one could conclude that the coming of oil would exacerbate our divisive politics and that could have a negative impact on

our capacity to successfully use the oil revenues to effect economic transformation.

The APNU+AFC Government is presently putting the necessary administrative and legislative frameworks in place to ensure the effective and efficient management of the oil-and-gas industry.

President David Granger has assured that by the end of August, the Department of Energy would be established. A 10-point plan has been crafted to ensure the Department of Energy, which will fall under the Ministry of the Presidency, is effectively positioned to manage the potentially massive and transformative emerging petroleum sector.

The plan is aimed at ensuring that matters such as organisational structure, legislation and capacity-building measures are effectively addressed as Guyana works toward developing a world-class oil-andgas industry.

The President said his government is open to recruiting technical

experts locally, regionally and internationally through a highly competitive and transparent process to attract the most qualified and experienced professionals available.

Presently, the government is working assiduously to put legislative and regulatory frameworks in place, such as the crafting of the Petroleum Bill and a Sovereign Wealth Fund, to safeguard the oil-and-gas industry. Ahead of first-oil in 2020, the Work Bank in June approved a US$35M Development Policy Credit to strengthen Guyana’s financial sector and fiscal-management capabilities. In excess of 3.7 billion oil-equivalent barrels have been discovered in eight reservoirs: Liza, Payara, Liza Deep, Snoek, Turbot, Ranger, Pacora and most recently Longtail-1, and the World Bank wants to ensure that the country is well equipped to transform its oil wealth into human development.

In this regard, the opposition should rethink its strategy of re-

lentless negativity. One gets the impression that most of the time, the opposition is more concerned with scoring political points rather than helping to improve the situation.

Over the last year, there has been no shortage of advice from local and international experts on how to avoid the pitfalls that accompany oil discovery.

Indeed, much of that advice comes against the backdrop of the vulnerability of our political economy and the perceived track record of the oil companies that are poised to dominate the industry. This is understandable given the experiences of countries and the sense of nationalism that accompanies oil discovery—the old debate about the extent to which countries benefit from their resources. Suffice to say that Guyana has in the past not satisfactorily negotiated the best deals for ourselves.

But even as we make that observation, we must strive for cooperation and consensus rather than con-

frontation with foreign investors.

While we must be forever vigilant, such vigilance should be balanced and constructive. After initially deciding not to publicly release the details of the contract with ExxonMobil, the government changed course late last year.

As it explained, notwithstanding its concerns about confidentiality clauses, the ultimate decision was guided by its commitment to transparency.

This government has been in office for just over three years of its designated five-year term.

That is not a long time in the life of a government, especially one that succeeded a twenty-threeyear regime. As should be expected, it has made its fair share of errors. But these should not be translated into strident charges of bad governance. In the end, we undermine our own cause by reaching for partisan imperatives.

Use funds seized from criminals to fund fight against crime

Dear Editor,

MEMBERS of the Customs Anti-Narcotics Unit (CANU) are doing wonderful work by apprehending drug dealers and smugglers at Guyana’s official ports of exit and entry, especially airports.

I compliment them for doing great service to our country and I urge them to pay the same attention to other well-known hot spots for smuggling, such as stellings and landings along rivers and creeks.

I believe the huge amounts of cash and valuables seized from drug dealers and smugglers should be used to find new ways to reach the heart of criminal operations. I strongly suggest that a significant portion of seized assets should be used as reward money or to pay informers and engage private investigators to help in CANU crackdowns with extremely secure confidentiality.

Every citizen knows the names

of the ‘Big-Bosses' linked to drug dealing and smuggling, inside and outside Guyana. Find ways to recruit undercover agents or informers; pay them well and ensure they are not identified. Residents in every area know who are the drug users, dealers and smugglers living among them. Follow the users to the dealers; follow the dealers to the smugglers and so on until you get to the Big Bosses.

Furthermore, when persons are convicted, the authorities can consider using them as informers to track the bigger dealers and suppliers in exchange for reduced sentences or forgiveness provided that the information provided is useful and leads to further arrests.

It hurts me terribly to see the negative impact the drug trade has on crime and the way it destroys the lives of my people, their families and communities. Many youths start with excessive use of marijuana then get addicted to cocaine. When

they become addicts they will steal, hurt and even kill over and over again to get drugs. Some have even murdered their own parents and burned down family homes. Drug dealers also do anything to secure their business and profits and do whatever it takes to protect themselves and their interests.

The criminals who do these things get exposed sooner or later.

Even the ‘big bosses’ eventually lose their honour, dignity, respect and even their lives just for piles of dirty money. Colombian drug lord Pablo Escobar was once the biggest drug boss in the world, but he was shot down like an animal and died in disgrace as a sick scoundrel. After his death, his family wanted to go into exile and no country wanted them.

Escobar was called "The King of Cocaine" and some foolish Guyanese used to admire him. He had billions of US dollars and he used to run Columbia through bribery and

murder. Such criminals lose their humanity by hurting others severely and this curses them and they end up dying in prison or being killed cruelly. Escobar ended up running and hiding, but he was cornered and shot dead without mercy.

The illegal drug trade is one of the greatest evils ever inflicted upon humanity. It destroys persons caught up in it, the societies that get overrun by it and it infects the core of civilization. Drugs do horrendous damage to the body and soul. Users are not only killing themselves with drugs, they are also are murderers or potential murderers because they will do anything to satisfy their craving.

I respect the work of CANU for bringing constant pain to those trying to get rich quick through smuggling and drugs. I want CANU to continue to go after these criminals relentlessly and continue to bring great grief upon those who want to enjoy a big life by poisoning

people and destroying society for generations.

Alcohol is a legal drug that I think should be illegal. For their own profits, big companies encourage excessive consumption of alcohol despite clear evidence that alcohol abuse is causing enormous destruction. Lives have been lost, serious injuries have been suffered and countless families have been destroyed as a result of crimes committed by persons under the influence of alcohol.

Punishment for serious crimes is too mild in Guyana. When major drug dealers are convicted, too many of them get off with a slap on the wrist. I think 20 years imprisonment should be the minimum penalty for serious drug offences, and fines should be triple the value of the drugs involved with long jail sentences to be applied immediately if the fines are not paid.

NY Times article shows deficit of understanding and sensitivity towards Guyana Dear Editor, WE note with disappointment the article in the New York Times by Clifford Krauss titled, “The $20 Billion Question.” We do not wish to address the laughably simplistic and selective description of our country as a land where children go to school in canoes, the lack of historical context and the author’s deficit of understanding and sensitivity towards Guyana; nor his blanket claim that “the civil service is corrupt,” which is an insult to the majority of hardworking and honest

public servants.

We refer instead to his assertion that “foreign bank developers have told the government that legislation to create a Sovereign Wealth Fund...lacks sufficient regulatory controls to avert corruption” and that “The legislation is in limbo.”

THIS IS NOT THE CASE. The Ministry of Finance and the government are fully aware of the dangers surrounding resource-rich countries. We have extensively researched the issues of the pre-source curse -- where unrealistic expectations ahead

of oil production result in demands for higher wages and government spending -- and the other two pitfalls -the resource curse and Dutch Disease.

That is why in crafting the National Resource Fund Act (NRFA), we have asked for advice from several international institutions, including the International Monetary Fund, the World Bank and the Commonwealth Secretariat.

The proposed legislation specifically addresses two main issues: the stability of the economy to absorb increased government

spending and economic activity; and the balance between spending on critical development projects and the long-term goal of saving for future generations. This is laid out in a Green Paper which will be presented to the National Assembly.

The NRFA, which will be laid in Parliament before the end of the year as indicated in Budget 2018, is the culmination of many lessons learnt around the world by resource-rich countries over the past 100 years. Crucially, it directly addresses the transparent handling of, and accounting for, the oil-related funds from depositing in the NRF to their spending which can only be done via the Annual Budget approved by the National Assembly. The fund itself is to be managed by the Bank of Guyana and overseen by a committee that encompasses several independent interest groups, including a representative

nominated by the leader of the opposition. Quarterly reports on its activities will be presented to Parliament. We are confident that the NRFA will fully address these legitimate concerns.

The overriding impression of the article is that the government and the country are hapless, and unable to deal with the new oil sector. We acknowledge there are serious human skills deficits, but the government is proceeding carefully and methodically towards firstoil. The National Resource Fund will be in place before 2020.

Despite the article’s narrative of a “Poor man wins the lottery; disaster ensues,” it also draws attention to some of Guyana’s most pressing challenges and raises the question of how we as Guyanese see ourselves and our country. It also calls to mind two quotes by the Nigerian novelist and short story

writer Chimamanda Ngozi Adichie; “Show a people as one thing, as only one thing, over and over again and that is what they become” and “The single story creates stereotype and the problem with stereotypes is not that they are untrue, but that they are incomplete, they make one story become the only story.”

It is time that as Guyanese we reject the single story being told about us, no matter who tells that story. We must look towards the future with hope in our heritage, in the legacies of our ancestors and in the path that is being crafted for us now. I urge Mr Krauss to take a closer look at our country, its proud and resourceful people and our resilience in the face of the odds.

Abusive relationships scar children for life Dear Editor, VERY often victims of gender-based abuse say that they choose not to walk away because of the children. The fact is that staying in an abusive relationship because of the children will cause the children to be scarred for life, as growing up in such a home is one of the most terrifying and traumatic experiences a child can go through.

Children in abusive rela-

tionships may blame themselves for the abuse, thinking if they had not done or said a particular thing, the abuse would not have occurred.

They may also become angry at their siblings or their mothers for triggering the abuse and may display increased aggression towards peers or mothers.

Such children may feel rage, embarrassment, and humiliation. They generally feel isolated and vulnerable and can easily engage in

self-harm or even become suicidal. They are starved for attention, affection and approval as they become physically, emotionally and psychologically abandoned.

Thus, they can also be continually angry and act out, or they can become depressed and withdraw, too frightened and embarrassed to speak out and easy to be bullied.

Also, they can be anxious to please and thus become easy to manipulate and be taken advantage of.

Since children have a natural tendency to identify with strength, they may ally themselves with the abuser and lose respect for their seemingly helpless mother.

In fact, there is a definite correlation between violence and child abuse. Growing up in a violent home can set patterns

for children – patterns that can cause them to commit violence and abuse, thereby continuing that cycle. In effect, witnessing domestic violence is the single best predictor of juvenile delinquency and adult criminality.

Additionally, females can also come to accept abuse,

thinking that it is normal, as they grew up seeing it happen continually, with the victim staying rather than leaving.

And so they will not only tolerate intimate-partner abuse as they get older, but may actually think such abuse is normal.

Give them an inch, they take a yard Dear Editor, WHENEVER I go anywhere, there's always something worrying that I would see and pen a letter about it and like me, many others do the same. Sometimes

long after you would notice steps taken to address the problems and most times nothing happening, and sadly, I wonder if because those in authority to address these issues are not directly being affected, they are reluctant

to address these matters?

On Sunday at 10:40am, I was about to board the speedboat (Brotherhood) at the Georgetown stelling when the bowman informed me that the cost to travel across

the river to Vreed-en-Hoop is $200. They were a few more persons and they started questioning the increase and the bowman informed them that on Sundays and holidays, the fare is doubled.

Now I have mentioned in a previous letter that the increase in fares on Sundays and holidays would cover the cost, because the boat would leave when it’s around half or little bit more, so that increase would cover the missing seats.

Shockingly, the operators waited until it boat is completely full before departing, which means that they are getting double on the trip. At Vreed-en-Hoop, I observed the same, which makes me reach to the conclusion with the saying 'give them an inch, they take a yard'. For years these atrocities have been taking place; had those in authority and who are getting paid to monitor the (there was a monitor from the TH&D in uniform on duty at the Georgetown stelling) operations of these crooks and taken steps to curb this dishonesty,

today it would not have been mandated for passengers to pay double, just because it's Sunday or a holiday.

Editor, this blatant robbery also extends to the minibuses, operators of which which have increased their fares also, but instead of travelling comfortably, you are still forced to travel in overloaded buses. Travelling in a route 42, 40, 41, 48 etc., you used to pay $60 for a short drop. Now they are demanding $80. On the West Coast, even if you travel from one village to the next village, you have to pay $80; now they are taking your 100 dollars and ignore you and go away.

I know it's more costly for someone to go and make a report against the bus and the time it will involve running to stations for confrontation and court, but I am urging the police to please be more strict in charging them for overloading because they are over charging commuters and still overloading the bus. Leaving the Vreed-en-Hoop stelling, the minibus was overloaded

and one woman didn't know her destination and the bus was forced to turn back in the vicinity of the Leonora stadium. Incidentally, two traffic ranks were over the bridge and they observed the bus making the U turn and one of them followed the bus and saw the overload. The bus was ordered to the station and the conductor was arrested. I do hope they got charged and no bribe was paid.

Many of the traffic ranks or senior officers are 'friends' with many minibus operators, especially the so-called 'shine buses' and they are more abusive to the system and are not being charged. Should they forsake their greed, I think we all would be much better and happy, but sad to say, all the years the same nonsense keeps happening and the poor travelling public have to suffer, while the demons are enjoying themselves.

I believe the property and assets of persons convicted of serious drug crimes should be confiscated immediately upon their conviction. And the authorities should scrutinize their estate and, if it can be proved that they transferred any financial or property assets obtained through crime to their relatives, friends, associates or companies, these should be confiscated also.

Large-scale smuggling and drug dealing have expanded and diversified into a number of fake businesses around the country. These

criminals have become very vicious because their money gives them the power to penetrate the highest levels of law enforcement agencies, the legal system, political parties, civic organisations and even government.

Criminals get enormously wealthy from crime and they use it to form companies and corporations to make it easier for them to do crime on an even bigger scale and pass it off as legitimate business while laundering money at the same time. ACSEAL’s Jason Jones goes to CCJ after being denied entry to Hugh Wooding PRESIDENT and Co-Founder of the Association of Caribbean Students for Equal Access to the Legal Profession (ACSEAL), Jason Jones, has initiated legal proceedings in the Caribbean Court of Justice (CCJ) against the Council for Legal Education (CLE), the Council for Human and Social Development (COHSOD) and the Council for Trade and Economic Development (COTED).

He is contending that these bodies have infringed his rights, as a national of Trinidad and Tobago, to access vocational training in the Region in order to become an attorney-at-law, eligible to practise within CARICOM member states.

In a statement to the media released Saturday, ACSEAL said that by way of an agreement made among CARICOM member states, pursuant to the Revised Treaty of Chaguaramas (RTC) and further, the Treaty establishing the Council for Legal Education, any CARICOM national can become an attorney-at-law eligible to practise in any member state, after having first obtained a University of the West Indies (UWI) or an equivalent undergraduate law degree and then completed vocational training at one of the regional law schools, for example the Hugh Wooding Law School (HWLS).

“However, since 1996, holders of non-UWI law degrees have consistently been denied equal access to the regional law schools on the basis of an entrance examination fraught with discriminatory practices that seemingly contradict CARICOM’s integration principles such as the acceptance of evidence of qualifications and movement of skilled community nationals. Furthermore, all holders of UWI law degrees are granted automatic exclusive entry to the regional law schools, regardless of their degree classification,” the statement said.

According to ACSEAL, such actions are contrary to the rights intended for CARICOM nationals as provided for in the Revised Treaty of Chaguaramas.

Particular reference was made to Articles 35, 36, 37 and 46 of the Revised Treaty. Jones has argued that what he perceives to be infractions are restricting participation in the Caribbean Single Market and Economy (CSME).

“The decision to litigate was not taken lightly,” the association stated. It is important to note that Guyana is moving ahead with the establishment of its own law school to be named the Joseph Oscar Fitzclarence (JOF) Haynes Law School.

Annually, approximately 25 Guyanese law students are accepted and admitted to the Hugh Wooding Law School (HWLS) in Trinidad to complete their Legal Education Certificate (LEC) – a pre-requisite to practise law in the Region.

This figure is pale in comparison to the hundreds of students who graduate each year from Trinidad and Jamaica.

Meanwhile, several attempts were made last year to schedule a meeting with the Minister in the Office of the Prime Minister of Trinidad and Tobago Brian Stuart-Young, who had initially promised a meeting in August 2017. The meeting did not materialise. Additionally, local representatives of ACSEAL struggled to have discourse with law representatives of the UWI Student Guild and the Law Association of Trinidad and Tobago (LATT).

Notwithstanding the challenges, ACSEAL’s efforts were redoubled regionally through its chapters in Antigua, Belize, Grenada, Guyana, Jamaica and Montserrat along with alliances in the University of Guyana (UG) and University of Technology (Utech) out of Jamaica.

Additionally, ACSEAL’s national representatives endeavoured to engage with the CARICOM heads of government and the Council for Legal Education (LEC) through CARICOM Secretary-General, Ambassador Irwin LaRocque.

The association said that it was as a result of its alacrity that its representatives were able to participate in the recently concluded ‘Sur-

vey of Legal Education in CARICOM member states’.

ASCEAL’s participation is deemed testimony that every effort was made to resolve this issue through meaningful dialogue with the various stakeholders, the statement said.

As such, the association thanked Ambassador LaRocque for inviting it to participate in the survey, which notably recommended the abolition of the CLE Entrance Examination; the establishment of the UTech Law School in Jamaica and the creation of law schools in Guyana and Antigua.

If you’re a parent you must read this

IF you are a parent and you have not yet spoken to your child about sex or sex-related matters, then you better prepare yourself; and we’re here to help you, so read on.

Children rely on adults to give them crucial infor-

mation, information that will help them to make sensible choices and to keep them safe when they are faced with danger. You never know when your child might need to protect him/herself from a predator, so the earlier you have that ‘all important’

talk, the better.

Talking to a child about sex-related issues doesn’t have to be a taboo subject unless you make it into one.

The truth of the matter is, we are all sexual beings: our bodies are designed to have sex and there is a good

chance that nearly everyone on the planet WILL have sex at some point during their lifetime. There really isn’t anything to be ‘hung up’ or embarrassed about. Every single one of us was produced because our parents had sex.

But one of the problems nowadays is the fact that many parents are not explaining to their children the basic morals and decorum surrounding sexual activity and their bodies. While adults know that incest is wrong and against the law, how many parents actually explain this to their children? How many tell them outright that it is not ‘alright’ for any male (or female) family member to touch or fondle their private parts?

This may sound incredulous, even to the point where you may think, ‘I don’t need to explain that to my child, I’m sure he/she knows about inappropriate touching’.

But the question is, did you explain or talk to your child about it? Did you explain that no one should touch his/her private parts, for any reason, even in jest?

And if someone does, he/she must let you know? Have you explained that incest exists in families and that it is wrong for a brother to have sex with his sister, or an uncle with his niece or mother with her son? These principles must be explained to children by their parents.

How else is a child meant to know what is permissible and what is not, unless someone takes the time to explain (and does so in a meaningful way)?

There was one particular case that came to the attention of the Childcare and Protection Agency (CPA) where a young girl stated that she did not realise that her father had no right to touch her breasts. Apparently, her father had been doing this to her during her pre-adolescent and adolescent years and she had accepted this as normal. No one had ever explained to her that there are places on her body that must not be violated by anyone.

Another case was that of a 10-year-old child who asked her Mother if she could spend the night in bed with her father. She went on to explain to her bewildered mother that her school friend told her, that ‘she’ had spent the night in bed with ‘her’ father, doing all kinds of ‘things’. She further explained to her friend, ‘some of the ‘things’ felt nice and some of them didn’t’.

Neither girl realised that the entire concept of a pre-

adolescent (girl) child doing ‘things’ in bed with her father is totally erroneous.

It is up to parents to share this type of ‘dos and don’ts’ information with their children, starting when they are quite young. As soon as children have been potty trained, parents should explain to them, ‘These are your private parts and you mustn’t let anyone touch you, here, or here. If someone even tries to touch you, you must tell them, NO ONE IS ALLOWED’TO TOUCH MY PRIVATE PARTS AND IF ANYONE DOES I WILL TELL’.

It is always difficult for a child to expose a perpetrator, especially when the person is a trusted member of their family. Therefore as children grow and parents become more explicit when explaining the dos and don’ts, parents must emphasise the importance of ‘telling’, even if the perpetrator threatens them, they must tell. They can tell a teacher, a parent, a grandparent a trusted neighbour, even a policeman.

Children must understand that they have options when it comes to disclosure.

It is your duty to protect your child from would-be predators, don’t ever tell yourself, ‘that could never happen to me or my child’ because predators come in different shapes and forms.

Some may live in your neighbourhood, probably even in your home. Teaching children what to do, what to say and how to act from their very first inkling that a person (regardless of who that person may be) is ‘crossing the line’ could save your child from a lifetime of pain.

Abused children miss out on so many things in life; including the opportunity to be the person they were meant to be, before they were violated.

Prevention will always be better than cure, so parents talk openly with your children about these things and together find strategies to protect them and keep them safe.

New lease on life ––thanks to first successful paired-exchange kidney transplant surgeries at GPHC

TWO men now have a new lease on life after successful kidney transplant surgeries were completed at the Georgetown Public Hospital Corporation (GPHC).

These two surgeries were done last Monday

by Transplant Surgeon Dr. Kishore Persaud.

Approval was sought

by Dr. Persaud and a team from the GPHC administration to move in the direction of performing the paired-exchange kidney transplant procedure.

This process involves the patient who has a willing but incompatible benefactor prepared to donate their kidney to another person in need. However, that needy beneficiary must have a compatible family member willing enough to give a similar organ to the initial patient.

Dr. Kishore indicated that the procedure which is new to Guyana, occurs quite regularly in first world countries. The two patients, Ravi Naraine, 30, and Freddie Budhoo, 58, suffered kidney failure and were in desperate need of kidney transplants. Naraine’s family members were tested for compatibility, but none were a match.

However, Naraine’s brother Ganshame Naraine was a positive match to Budhoo who was diagnosed with double kidney failure in November 2017.

This is when Dr. Persaud thought it best to have an exchange done since Freddie’s wife, Kumarie Budhoo, is a match to Ravi.

After several discussions with both families, it was realised that the

process was a win-win situation. The go-ahead was given to have four surgeries done, saving the lives of two men.

“One of the biggest fears of this transplant is how do you prevent one person from pulling out.

You will have to do the surgery together. So, the issue is how do you prevent [one person agreeing to give the kidney today and changing their mind tomorrow] that would be a big setback. So, we admitted all four patients and we tried to do their surgeries consecutively.” Dr. Persaud explained.

Both donors and recipients were grateful for the generosity of the other.

Kumarie Budhoo, one of the donors, said that she felt encouraged after she realised what an impact her deed could have on an entire family.

“Actually, I could’ve given to both, I am a match for both my husband and Ravi. The first time I saw Ravi and I heard his story from Dr. Kishore and when we met with him, I realised that he needed my help and we could’ve done something,” she explained.

Had the two families not agreed on the paired-exchange kidney transplants, both patients would have remained on dialysis if a match within each of their families had not been found.

According to Dr. Persaud, dialysis costs about $15,000 per patient, per session. The government assists by providing the first 40 dialysis sessions free of cost to patients.

UG students help spruce up Sophia

RESIDENTS of ‘B’ and ‘C’ Fields, South Sophia, recently benefited from a community intervention project done by the fourth-year Social Work students of the University of Guyana.

According to the group of final-year students, the project included activities such as the repainting of road markings, painting of pedestrian crossings and cleaning of the canals.

The project was undertaken in collaboration with Deputy Mayor of Georgetown, Akeem Peter, while assistance was provided by ranks of the Turkeyen Police Station.

The compound of the Open Doors Centre was also cleaned and beautified. The group reported that the train-

ees were given the opportunity to attend motivational and remedial sessions, as well as health talks and arts and craft lessons.

The project is still on-

going and the students noted that they were happy to undertake the project, which is an aspect of their programme of study at the university.

INDIGENOUS Peoples’ Affairs Minister Sydney Allicock brought the curtains down on the 12thNational Toshaos Council Conference, with the distribution of several land titles and presidential grants to indigenous communities.

Receiving land titles were Tuseneng Village, Kato and Karisparu in Re-

gion Eight; Batavia, Region Seven; and Sawariwau Region Nine.

The toshaos and senior village councillors were called upon by Minister Allicock to make good use of the land titles and presidential grants to ensure their communities progress.

He charged the leaders to build bridges and

relationships with their fellow indigenous brothers and sisters, as they cannot afford to be divided in the quest for development of their communities. (DPI)

By Rabindra Rooplall HIS father, Sergeant of Police James Anderson, died during the famed ‘Lethem Uprising’ in 1969, but that did not prevent him from following in the old man’s footsteps.

Today, some 49 years on, Heron Lensford Anderson is himself retiring from the Guyana Police Force after 32 years of yeoman service and a wealth of experience. And, just like his daddy, he too reached the pinnacle of his profession, attaining the rank of sergeant.

Reflecting upon his upbringing, Anderson said he was not fortunate to have known the love of his father as he’d died when he was just five.

And while his moth-

er was around, he didn’t spend much time with her either, as, being a nurse, she was stationed at the Mahaicony Hospital. Instead, he had for company his grandmother, who lived in suburban West Ruimveldt.

A product of first St Mary’s Primary then the North Ruimveldt Multilateral School, Anderson would later move on to the Government Technical Institute (GTI) where he learnt to be a fitter machinist, before landing a job as a supervisor in the fitting machine department of the now defunct Ideal Group of Companies.

As he recalled, “If they did not close down, I would not have taken the opportunity to serve my country as a policeman.”

Just 23 at the time,

civil engineer. My other son works at Parliament; and my daughter is a senior nurse. My youngest daughter attends Green Acres, and she is an excellent student,” the proud father of four said.

Not knowing what it was to have a father, Anderson said he made sure that his children knew the benefits of having one in their lives.

“I wanted to ensure they got the highest level of education the country has to offer,” he said.

TWO TYPES OF PEOPLE The policeman in him talking, Anderson said there are two types of people in this life: those who can keep their focus with limited external motivating factors, and those who have to be constantly monitored in order for them to achieve their maximum potential.

Recalling an age-old adage that the noise in the market is not necessarily a reflection of the sales, Anderson said: “The easier you stay and you watch at the people who are making noise,

the better you will realise all those who are empty.”

Using this analogy as a guide during his Police Training College days, Anderson said that out of a batch of 30, he instantly knew who would make it through the course; who will not make the final cut; and who would need constant attention in order to succeed.

“On many occasions, the Guyana Police Force can save itself embarrassment if the training instructor’s recommendation to let certain ranks go from the inception are followed,” he said, adding: “People say I am an ‘Obeah Man,’ because if I identify someone as not being able to handle the job, they eventually fall out in the long-run.

“Even if they make it out of the college, they just go out there and give themselves and other people trouble and problems.”

He recommends that the GPF create a body where instructors can have representatives make recommendations that can be taken seriously, especially if it can save the image of the force by ejecting the bad apples.

Said he: “We are seeing them every day! Why wait until they give problems, when instructors know exactly their potential or lack thereof!

“We have a lot of persons with good intentions that want to join the police force! Why are we keeping the ones we are seeing won’t make it!”

Anderson said it’s counterproductive to educate someone with weapons training, rules and regulations and physical fitness, knowing that there is a high chance he may become a villain if given the opportunity.

“It’s like producing a menace to society when we send them out there,” he said. “I am a frank-speaking kind of guy, and I have rubbed shoulders and mashed feet because of my style.”

Known in training college circles as “The Hawk”, Anderson said many times when he recommends a dismissal or identifies rogue elements, senior operatives in the force would see it as ‘taking bread out of people’s mouths’.

EARLY BEGINNINGS Heron Lensford Anderson joined the Guyana Police Force on August 8, 1986, topping his course at training school as the best graduating student of Course 153. In March 1987, he was posted to Traffic Headquarters, Brickdam, where he would spend the next 23 years.

Now 54, Anderson told the Guyana Chronicle that he will officially call it a day on October 1.

Looking back over the years, Anderson recalled that it was one Sergeant Refer Johnson, who retired as a senior superintendent, who was instrumental in teaching him how to write statements, conduct interviews and file reports.

His first promotion was on January 1, 1992 to the rank of full corporal, having skipped the rank of lance corporal. Promoted to sergeant in 2004, he would eventually move on to the Police Training College in 2009, fall sick, but return to the job in 2014.

As a facilitator and trainer at the police college, he said the experience is similar to being the father in a home.

“You have to let persons understand their roles; their purpose and a constant motivator,” he said. “If we can’t change the way people think, we can’t change the way they act.

“Basically, I try to change the way the young generation think, when it comes to civilian life and police life. And if this is done successfully, half of the work is done there, because the rest is just understanding rules and regulations.”

And even though he’s about to retire, Anderson said he’ll always be will-

ing to lend his expertise and experience to the police force.

Forever the teacher and mentor, Anderson said too: “I will be one of the persons that will always be looking out for the persons that pass through my hands to ensure that they are always on the right path.

“As I said, it’s like being a father; and a father always has a role to play.”

STRANGE OCCURRENCE But one of the strangest things that ever happened to him, he recalled, was while stationed as a traffic rank at the Madewini Police Station on the upper East Bank in 1994.

He’d received word of a serious accident involving two cyclists on the Soesdyke Public Road.

“Now imagine both guys on bicycle died; one was proceeding without light on the public road of itself, perhaps going at a fast rate of speed, and one coming out of the sand road at a fast rate, and swinging into the other’s path, causing a collision between the cyclists that resulted in death. One died on the spot, the other died at the hospital,” he said.

Puzzled by the deaths, Anderson said he spent days trying to figure out what could have really happened, but never found the answer. To this day, it’s still a mystery.

Another memorable event while serving in the traffic department was during CARIFESTA X in 2008, when he was riding a 750cc motorcycle and worked tirelessly without rest. “I think I work until I nearly died; the volume of people and traffic and the long hours were exhausting with no sleep.

Which brings him to the point that during his entire career, sleep was something he did very little of, as he found out that a person would have slept one-third of their lives if they rested eight hours a day.

“When you get demotivated, you get tired,” Anderson said. “When you understand what it takes to be part of the system, to be respected, and when there is conflict; and there will always be these cases, only then will you feel tired to wake up for work.

Everything is mental and the body simply follows.”

Time management, to him, is of the utmost importance.

“I could reach home 15:30hrs and take a shower and go sleep; by 21:00hrs, I either hit the road or start marking papers, or doing assignments on my verandah under a bright light,” he said. “But I am always occupied. And if I go to sleep at 2:00AM, the next morning I’m up again at 5:30AM to head out to work.

“Rest can be taken at intervals, especially when you are always occupied; sleep is not necessary, unless you’re absolutely tired.

“I manage my time so much that I know my day consists of 86,400 seconds.

When we really realise how valuable a second is, when we are pressed for time and how time lapses... A lot of people say time is money, but they rarely understand the true concept.”

SELF-DEVELOPMENT He said his time in the force not only afforded him the opportunity to meet persons of all walks of life, but also helped with his own self-development.

“The force offers many the ability to further educate themselves to the highest level while working,” he said, adding: “Training in the force itself has improved; there is nothing to lose when you join this work and become a member of the police force; you can only amplify and develop yourself. It’s a constant job that gives you security of tenure until retirement.”

His advice to new recruits who join the police force is to understand that whatever they put into their job is exactly what they will reap.

“Don’t join the organisation and be one of the weak ones or one of the persons that don’t adhere to the rules and principles.

If you can’t change the way you think, you can’t change the way you act,” he said. “Another quality is using your initiative and understanding that you should always be able to work under minimal supervision.”

He said it is devastating to train someone for several months on the right ways of policing, and then years down the line they are placed before the court for breaking the law.

During his tenure in the GPF, Anderson said he participated in many developmental courses.

He said the GPF is a job where you can join with limited qualifications

and go on to excel in educational achievements.

And although he did not achieve as much as he would have wanted academically, he fathered a family and built a home.

MOST MEMORABLE One of his most memorable times in the force, he said, was back in January 1992, when he was promoted to full corporal .

“It was like a good feeling, because I saw persons were promoted to lance corporal and I was promoted to full corporal.”

Another memorable moment was when he captained the ‘A’ Division first-aid team with only three weeks to prepare.

“We actually won that year, so when I was shaking Commissioner Floyd McDonald’s hand and collecting the trophy in 1993, it was a good feeling, because I got into something I had no idea about, and I taught myself and team.

And we came out successful,” he reflected.

Asked what could have caused him not to be promoted further up in line over the years, Anderson acknowledged that he contributed to some of his own downfalls.

“I was once demoted in this job, from sergeant to corporal,” he said. “But I served with dedication and duty; and I love my job.

I feel a relief now I am retiring, and I know better days are ahead.

“When I got demoted, I was already at the rank of sergeant for about five years. It really affected me mentally; up to now I

feel to myself it was not something that warranted a demotion.”

On a more positive note, Anderson said he was such a serious traffic rank that his superiors would know when he was around.

“The steam I used to carry, people used to complain that children were walking home from school because there was no minibus using the route when I was working,” he said.

“And as a young police, I lectured to schools and taught children about road safety. Then when I was transferred to the college and I was later demoted, it knocked the sting out of me; it took a while for me to understand that it was all part of life.”

He said his vision was to one day run the traffic department, after investing all his energies and time in serving his country.

But the demotion would change all that.

“I learned from it, and I ensured my children benefit from that loss. I also ensured that all my children got their education, because I felt that had I qualified myself at a certain level, I would not have been demoted.

“It’s not that I didn’t have the knowledge; it’s just the paperwork wasn’t there. But my children have their degrees, and one is going for a masters.

So my children will not suffer as I did,” he said.

Looking on the bright side, Anderson said: “What happened to me was actually a blessing in disguise; it was a great experience in the end.”

Bad press hurting image of health sector –– MMU director

MATERIALS Management Unit (MMU) Director Oneil Atkins said media sensationalism is undermining trust and progress in healthcare and wants an end to the ‘rush-to-judgement’ mentality on issues in this sensitive sector.

Atkins’ appeal comes against the backdrop of what

he said is the constant, erroneous complaints about shortages and stockouts of drugs, pharmaceuticals and medical supplies in the public health system.

Quite recently, the MMU debunked another erroneous media article claiming a shortage of insulin in the country.

“Let’s establish from the outset that there is no country that can achieve 100 per cent supply of medicines at any given time. Guyana is no different from the other states,” Atkins said.

He said periodically there will be shortages, but not at a level to jeopardise the lives of those seeking medical help in the public healthcare sector.

Early in June, there was a comprehensive Canadian report from the C.D. Howe Institute, titled ‘Assessing Canada’s Drug Shortage Problem’ on the perennial problem of shortfalls of medication in that country.

The report compiled by medical experts Jessy Donelle, Jacalyn Duffin, Jon Pipitone and Brian WhiteGuay, argued that Canadian patients, physicians and pharmacists “have been wrestling with drug shortages, mainly for generic drugs, which make up around 70 per cent of Canadian prescriptions,” since 2010.

The four experts noted that a solution to the problem remained elusive, reminding that “a stable supply of a diversity of medicines is necessary to ensure quality of care, keep healthcare costs down and reduce delays or disruptions to access for the entire population.”

The June 2018 report said there are some 1,000 shortages annually which affected 1,250 products during a recent three-year period.

The shortages affected at least 10 per cent of all active drugs available in Canada, the report said.

“As a result of shortages, pharmacists and physicians are forced to substitute products or look for alternative treatments with different medications that might not suit fully the intended clinical indication and patient condition,” White-Guay, one of the authors of the report, said.

It is uncertain what is triggering the Canadian drug shortage, since there has been no serious efforts to conduct root-cause analyses or to dig into the far-reaching effects of that country’s inability to fulfil its pharmaceutical needs with locally manufactured active ingredients and finished products.

In Guyana’s pharmaceutical sector, officials still struggle to forecast accurately patients’ needs in the 10 administrative regions.

Atkins said quantification is a tedious task and demands “highly specialised skills”.

The ability to forecast helps improve estimating the right pharmaceuticals in the right quantities for a specific procurement period, in a timely and accurate manner. It also helps officials to make rational decisions in response to service delivery, budgetary demands, service providers’ competency, institutional capacities and other key attributes in the life-or- death sector.

When quantification is precise, it ensures uninterrupted availability of appropriate medicines; helps decrease stock-outs and over-stocking, thus minimising wastage and promotes improved cost-effectiveness and boosts clients’ satisfaction level.

RESTRUCTURING Guyana, Atkins said, is making constant efforts to restructure, recreate and rebuild structures in the pharmaceutical supply-chain and medicines use areas. He said the Public Health Ministry is also pursuing capacity-building programmes for those who prescribe medications to citizens in need of medical care.

The society must “consider the hard work that healthcare professionals are doing to ensure Guyana has available, accessible and safe medicines to treat medical conditions,” the pharmacy director said.

He said the process of acquiring pharmaceuticals, medicines and medical supplies from international markets is time-consuming. The 10 regions must list the quantities of named drugs after which there is the tendering process, followed by awarding of the contracts. Then the MoPH will place its orders nationally, regionally and internationally to acquire the items. When this is fulfilled, the stocks will be shipped to Guyana.

“This tells us there will be a time lapse from ordering to the time patients receive their quota of medicines,” Atkins explained.

BUFFER STOCK He said the MoPH keeps a ‘buffer stock’ in its system to cater for anticipated delays in the supply process.

supplies to address the gaps between low stock (order-level quantity) and when the MMU sends supplies, to prevent stock-outs.

“They buy just enough until the big stock comes,” Atkins said.

Healthcare executives, particularly regional health officers (RHOs) have been striving diligently to get Guyanese to “trust their efforts to improve the system. Please be patient and reciprocate same, we need a kinder, gentler and healthier society,” Atkins appealed.

He said fixing the local system is a work in progress and challenged healthcare workers to be more responsible.

“So too must managers be to ensure every link in the chain to have drugs available in the system for the benefit of every citizen.”

What is not beneficial is irresponsible use of the media which Atkins said puts Guyana on the international watch list.

“When there is a bogus scare it triggers enhanced surveillance and Guyana will be on international alert. This is not good publicity for us, more so when it is not true. Say the facts but don’t spice it up,” Atkins said, referring to a recent media report of a disease outbreak in Barima-Waini (Region One). A team led by the PAHO/WHO Guyana office spent days in the interior mining area investigating what turned out to be erroneous media claims.

It is irresponsible and uncaring to put Guyana’s image in a negative light, globally,” the local pharmacy director said.

Meanwhile, public sector physicians must explore more counselling opportunities as a strategy to manage patients’ expectations and not succumb to “prescription pressure” which is an international phenomenon. Atkins said over-prescription or needless prescribing does not hold therapeutic benefit nor is it pharmaco-economically sound.

“Be more judicious with your prescription patterns,” he counselled, noting that physicians’ preference for certain brand of medications can mean that several other drugs are un-dispensed and sit on shelves and expire.

“More rational judgement is needed in some of the regions in this regard. The Ministry of Public Health and I stand in resolute support with our pharmacists, physicians and other healthcare workers in each region as they continue to deliver required healthcare to the nation,” Atkins said.

He wants the RHOs to use their office to speak to health issues, especially when the information being peddled is inaccurate. RHOs are legally authorised to speak on all health issues in the regions and therefore accurate information must be sought from this office.

“I encourage the public and all stakeholders to join me in the fight to prevent unsafe medicines accessing our pharmacy sector and to support structures that are established to protect our citizens’ health from the use of counterfeit medicines.

Let us all keep sensationalism out of healthcare, it does not belong there,” Atkins said.

RESIDENTS of the inundated communities of Kwakwani are having their worst fear realised, that is, the water will take months to completely recede.

While the level continues to fluctuate, all of the areas that were initially flooded remain under water, even the access roads to central Kwakwani and with the main means

Regional Vice Chairman Elroy Adolph who remains in Kwakwani to monitor the situation, said that on Sunday the water was at around seven feet. He said that ongoing rainfall is dampening any hopes for the receding of the floodwaters. Residents, however, remain in high spirits,

more so, with the distribution of food supplies by the Civil Defence Commission (CDC) led by Director-General, Lieutenant Colonel Kester Craig.

Millions of dollars in supplies arrived in Kwakwani last Wednesday and the remainder on Friday.

The distribution process has begun and more than 100

households have received the food hampers that are expected to support them throughout this ordeal.

The supplies include rice, oil, flour, sugar, tin food, detergents, potato, onion, garlic, butter, biscuit, peas, etc.

Woman dies after decades of violent abuse AFTER reportedly suffering over 20 years of abuse at the hands of her husband, a 40-year-old domestic worker drew her last breath Saturday evening at the New Amsterdam Hospital after being admitted six days ago in an unconscious state.

Dead is Sabita Shamnarine of Line Path, Skeldon, East Berbice-Corentyne.

She was admitted to hospital after she had complained

Dead: Sabita Shamnarine of severe pain after being allegedly kicked in the abdomen, cuffed to her face and neck and beaten about her body, including her head, at the hands of her husband sometime between Sunday evening and Monday morning.

She was taken to the Skeldon Hospital where she was being treated, but after her condition took a turn for the worse and she started slipping in and out of consciousness, she was subsequently transferred to the New Amsterdam Hospital on Friday, but eventually died Saturday night.

According to a friend who spoke on condition of anonymity, sometime after 10:00hrs on Monday last, Sabita visited her and had visible marks of violence about her face. She related that she had been beaten by her husband.

“She was crying, she sat on the chair and ask for some water as she took the first sip, she started to scream and she started to say what happened.

She had black and blue all over her face and neck and said he cuffed her and kicked her. I told my daughter we are taking her to the doctor and she just fell asleep on the chair, so I say maybe she really tired. She didn’t sleep last

night, so I let her rest when she got up she was in a lot of pain, so my daughter and I lift her and put her in the car and took her to the hospital,” the friend related.

She recalled while on the way to the hospital, Sabita was repeatedly saying “Me don’t want to go home, he go beat me.”

According to the friend, Sabita was seen sometime after 13:00hrs and when she was being moved by the porter, she began screaming, complaining of head and back pains. She said after seeing the doctor, she went home and came back at 16:00hrs for the afternoon visit, but was told by a nurse “she unconscious.”

After speaking with a doctor, the friend related that the doctor explained that the patient “was in a deep sleep.”

The friend recalled two weeks prior, Sabita had what appeared to be burn marks around her eyes. Sabita had claimed that she was burnt accidentally while cooking, but her five-year-old daughter said ‘Daddy light a cigarette and burn mommy eye’, the friend related.

“She has always been making excuses for him, saying ‘Is just a lil mis-understanding’ and other excuses and refused to report him to the police,” the friend said, relating that one time the man struck Sabita in the head with a hammer.

The medical staff at the hospital notified the police of Sabita’s condition and her husband was arrested on Wednesday after welfare officers visited the home and found him imbibing with a friend, while his five-yearold daughter was left unsupervised.

The couple had shared a 20-year relationship which bore three children, two of whom are now deceased.

Their eldest daughter eight years ago committed suicide.

Days after she was interred, her body was dug up and sexually violated by unknown person (s).

In 2016, the couple also lost their eldest child Hemraj Sudama, 22, in a motor cycle accident, after he allegedly tried to avoid a pothole.

Sabita’s relatives are calling for justice and are appealing to other women who may be in similar situations to speak out and try to get out of abusive relationships before it is too late.

Jordan promises early 2019 budget PREPARATIONS for the 2019 National Budget have started and Minister of Finance Winston Jordan has promised that the budget will be presented before the beginning of next year.

The Government hopes to present the 2019 budget by the end of November, said the minister in an invited comment on Saturday.

“I said since 2016 when we implemented the first budget that we will present our budgets [early]… this budget and the last budget of the first term will be presented in advance of the fiscal year,” he said.

Asked about the Public Sector Investments Projects (PSIPs), the minister noted that it is better than last year during the corresponding period, but it is not where he wants it to be.

The PSIP is compiled annually, containing capital investment projects funded under the domestic capital budget, and projects financed through external aid.

Although the PSIP has improved, the minister said they continue to face ‘tremendous’ challenges particularly with foreign financed projects.

“We need bodies on the ground and people who are well experienced with dealing with foreign financial projects... it is difficult because the rules and regulations vary according to the body…we are dealing with the IDB, CDB, World Bank and so forth,” Jordan explained.

He believes that in order to improve the PSIP, they need to train persons faster or find other means of improving it.

In February this year, a critical analysis of PSIPs between 2014 and mid 2017 revealed that the performances of many projects left much to be desired.

Minister of State, Joseph Harmon in February said from June 2017, there was a dramatic turnaround.

“Since Cabinet instituted monthly briefings by permanent secretaries to Cabinet, what I can say, there has been a dramatic turnaround in the performance of these projects in the PSIP and that by the end of 2017, all of the agencies…were reporting completions within the rate of 75 to 100 percent.

“The projections for 2018, when we look at them what we saw was that because we had an early budget in November of 2017 for 2018, that works started in 2017 for 2018 and the understanding that we have from almost all of the agencies was that by April, May, June there about, that all of the work that has to be done on contracts would be advertised, tenders dealt with contracts awarded,” the State Minister explained.

Systems are being put in place to ensure a transparent distribution of the food stuff that is in addition to the cleaning agents and utensils that were distributed earlier.

The residents are more grateful for the food items because cost of living has increased tremendously since the flooding started. Prices in the shops spiralled and transportation for residents to access these items also increased. Many subsistence farms from which the residents before the flooding used to source food have been inundated.

The communities that are directly affected are Waterfront, Lamp Island, Aroima and Ginger Island and are located in close proximity to the Upper Berbice River that borders Kwakwani.

Hamilton wins in Germany (REUTERS) - LEWIS Hamilton raced from 14th to first to seize a “miracle” German Grand Prix victory in a Mercedes onetwo on Sunday and retake the Formula One championship lead from Ferrari’s Sebastian Vettel, who crashed.

Vettel, now 17 points behind the Briton after starting eight ahead, led his home race from pole position until rain caused chaos in the closing laps, with the German sliding off and into the barriers.

Hamilton, the reigning world champion, took the

chequered flag for a record-equalling fourth German Grand Prix win, ahead of his Finnish team mate Valtteri Bottas and Ferrari’s Kimi Raikkonen.

“I’ve never had a race like this,” said the four-times champion, who was summoned to stewards after the race for a pitlane infringement but escaped with a reprimand and the victory intact.

“Today I feel like I drove the best that I can remember driving. I didn’t make any mistakes.”

(REUTERS) - GERMAN soccer star Mesut Ozil said on Sunday he would no longer play for the national team because he faced racism and disrespect.

His impassioned statement comes amid a political debate in Germany about an influx of immigrants that has seen a rise of the far right at the expense of traditional parties.

Ozil was a member of Germany’s World Cup-winning side in 2014 and has been voted by fans as the team’s player of the year five times since 2011.

But the creative midfield player faced a barrage of criticism at home for having his photograph taken with

Pakistan close out Zimbabwe 5-0 (ESPNCRICINFO) - THIS was, by far, the most competitive match of the series.

Pakistan won it by 131 runs.

That these two statements stand together without contradiction is the best indicator of the manner in which it has gone. Utterly bereft of competitive edge or even the prospect of it, Pakistan have reigned supreme all series.

Nothing that happened today changed that, except Zimbabwe seemed to accept the fact, and, having set a target

of 365 on the back of tons from Babar Azam and Imamul-Haq, didn’t even bother chasing it. Instead, they used it as an opportunity to give themselves batting practice against one of the fiercest bowling line-ups in world cricket, and as they trudged to 233 for four by the end of their 50 overs, they could at least claim success on that front.

batsmen at the crease again.

Ryan Murray, perhaps the brightest spot for Zimbabwe this series, built another solid partnership with Prince Masvaure. By then, the match was completely a training session, and even Sarfraz, ever audible behind the stumps,

remarked he thought the pair wanted to bat the full 50 overs. Pakistan weren’t the best in the field today, no less than four catches were put down - three of them tough chances - which meant the game ended up being much longer than it might have.

Then, Dilruwan overstepped after bowling Elgar on 6. Elgar had swept against the slider and missed. Dilruwan didn’t get his front foot back and bowled two more no-balls, one in the third session which had Elgar caught behind on 23. Elgar had left the field but was called back

and added 14 runs to his score before Dilruwan finally had him out lbw, going back to the arm ball.

In between, Mathews dropped Markram at slip, off Rangana Herath. Herath only had to wait until his next over to trap Markram lbw. The opener missed an attempted sweep and gave Sri Lanka their first inroad.

CPL through the eyes of a 13-year-old THE Caribbean Premier League (CPL) has been known as the biggest party in sport since 2013. It gets cricket-crazy fans even crazier. I’m quite sure most of you here in Guyana can’t wait until the summer arrives, to deck out in your “Warriors” branded outfits and celebrate, whether win or lose.

In case you’re wondering, I am an early-teen boy who lives in Bartica and I enjoy cricket no matter the format (I mean I enjoy [it] even when I have to listen [to] it on the radio or read the report in the Chronicle newspaper).

I am very much elated to be a citizen of the country that is home to Guyana Amazon Warriors. The Amazon Warriors is one of the favourite teams in the CPL tournament. There are five other teams hailing from five other Caribbean nations that suit up annually for the “biggest party in sport”. Each participating team hosts at least 4 games called “home games”.

The tournament has the preliminary round and the playoffs which consists of four matches: the qualifier, eliminator 1, qualifier 2 and the much anticipated FINAL!!

The Guyana Amazon Warriors entered the final on three occasions (2013, 2014, 2016), but sadly, never held the CPL champion trophy.

Just in case you have not been following CPL from its birth, here are the previous champions: 2 0 1 3 – J a m a i c a T a l l awahs (Inaugural Champs) 2014 – Barbados Tridents 2015 – Trinidad & Tobago Red Steel 2016 – Jamaica Tallawahs 2017 – Trinbago Knight Riders (name changed when Bollywood Star, Shah Rukh Khan bought the franchise in 2016) 2018 – Here is where I’m starting to speak it into existence… GUYANA AMAZON WARRIORS! Although the Warriors have never won a CPL title, they had some exceptional performances that deserve

recognition, especially in the bowling unit.

Rashid Khan at age 18 became the first “Hat-trick Hero” in the history of CPL and the highlight of the 2017 season. He also became the youngest cricketer to take a hat-trick in any T20 league across the world.

Sohail Tanvir took 5-3, the tournament’s best ever bowling figures, in a must win game for the Warriors to keep their playoffs hope alive. With that performance he claimed the best economy rate in CPL history, 0.75 Over the past five seasons, the Warriors have been able to draft in some popular T20 Stars: Sunil Narine, Tilakaratne Dilshan, Lasith Malinga, Brad Hodge, Marchant de Lange, Sohail Tanvir, Babar Azam, Luke Ronchi, etc.

This year the Warriors’ selectors opted for more regional firepower. They have players with enough experience which might be able to lift that elusive trophy.

GAPLF partners with Pele FC Alumni to improve competitions

The executive members of the GAPLF with Mr. Dennis Ivor Carrington and Mr. Patrick Barton of the Pele Football Club Alumni Corporation.

A partnership has been formed between the Guyana Amateur Powerlifting Federation (GAPLF) and the Pele Football Club Alumni Corporation.

The latter has provided the federation with a donation of equipment.

This donation is in support of the manner in which the local competitions are run and of course to help with the general development of the sport.

Pele Football Club Alumni Corporation places a major focus on athletics and academic development among

the youth, along with leadership skills.

Meanwhile, Public Relations Officer of the GAPLF, Runita White, noted that the federation is aware of the fact that there is an active youth arm that can benefit from the collaboration between the Pele Football Club Alumni Corporation and the GAPLF. The GAPLF will be playing their part to support the Pele Alumni Association through coordinating with them in their outreach activities with the youth and will make sure to include it within

the GAPLF’s schedule of outreaches.

The partnership was formalized on the NCN Sports Magazine Show hosted by Edwin Seeraj.

In a release to the media, the federation stated that they are “ecstatic about this partnership since it is a positive step for the federation because over the years we would have received unwavering support from a few business entities and this extends our network moving forward”.

The 2018 team includes Tanvir, Chadwick Walton, Shoaib Malik, Rayad Emrit, Imran Tahir, Cameron Delport, Luke Ronchi, Veerasammy Permaul, Roshon Primus, Gajanand Singh, Shimron Hetmyer, Devendra Bishoo, Sherfane Rutherford, Romario Shepherd, Keemo Paul, Saurabh Netravalkar and Akshya Persaud.

Here are some of my favourites to shine and will be capable of driving the team to victory this summer: They increased their chances when they retained Luke Ronchi; the right-handed New Zealander scored 172 runs in four games, due to his late arrival to the 2017 tournament.

Shoaib Malik: He is one of the new faces to join the warriors. But he is one of the most experienced batsmen

in the CPL, having featured in all CPL seasons thus far.

The Pakistani may be a slow starter, but when he gets settled, he is a force to reckon with, especially when runs are needed.

Chadwick Walton: A key figure to Guyana’s batting department. The right handed Jamaican finished with the most runs last season (458). He has returned to represent Guyana Amazon Warriors at the 2018 season. The opener is well known for opening the game with a big shot and will surely do so at the “Biggest party in Sport”.

Imran Tahir: This veteran can be the most enthusiastic player on earth.

He is well known for his style of running straight off the pitch, shouting and raising both arms in the air.

The fast-turning googlies at

scorching lengths make him such a rapid wicket taker and will surely shine this season.

Sohail Tanvir: Well, I would have already mentioned him earlier. But his ability is definitely repeatable. The left-handed Pakistani is the Warriors most successful bowler for the past two seasons, with twenty wickets in 2016 and seventeen in 2017.

So these persons I believe are capable of shining for the Warriors this summer at the “Biggest party in Sport”.

Let us hope that they live up to our expectations and give the GUYANA AMAZON WARRIORS their first CPL title that has eluded them for the past five seasons.

Guinness Cage set for August 8 kick-off THE need to integrate communities all across Guyana has been the recurring theme among politicians, village leaders and the wider society for a long time now and many initiatives have been advanced to do so.

Sports has been one of the vehicles advocated to break down age-old barriers that prevented cohesion among villages and communities and when Three-Peat Promotions stage its 2nd Annual Guinness Cage Competition on the Haslington Tarmac on August 8, it will mark another opportunity to aid in fostering camaraderie and understanding among the various communities.

The promotional group which hosted its inaugural tournament last year at the National Gymnasium will visit the Haslington Market Tarmac on the East Coast of Demerara on this occasion in response to the overwhelming requests from teams that are based on the East Coast.

Co-principal Rawle Welch said the staging of this year’s tournament on the East Coast is due in large measure to the request by several teams that are based along the East Coast corridor, informing that the bulk of the invited teams will come from those communities.

“We have invited a total of twenty-four teams and a minimum of twelve will come from the East Coast villages, while the remainder will comprise teams from Georgetown,

Linden and West Demerara and they will compete in the tournament which we have dubbed ‘The East Coast Best against the Rest’,” Welch disclosed.

“Many feel that the East Coast teams are not on par with teams from the other communities, but the time has arrived for all to put up or shut up because, as someone who has had the privilege to witness all the communities across the various regions, I can confirm that the East Coast teams have improved immensely and should not be considered pushovers anymore,” Welch stated.

He said he anticipates some riveting rivalries over the five days of competition as the hosts look to repel the

challenges of visiting teams.

Over $800,000 in prize money and trophies will be up for grabs, while lucky fans will have the opportunity to win prizes over the five nights of competition for their support at the bar.

“Every night we will have a winner among the fans and this will be awarded to the fan that buys the most buckets of the sponsor’s beverage”.

UG cops Inaugural Brij Parasnath National College Athletics Championships -Sanmoogan, DeSantos named Champion athletes

A strong University of Guyana (UG) team was dominant in their overall win at the inaugural Brij Parasnath National College Athletics Championships which was run off at the National Track and Field Centre (NTFC), Leonora, West Coast Demerara on Saturday.

Both UG athletes, Osafa DeSantos and Ruth Sanmoogan were declared as Champion “Male and Female” athletes, respectively, However, Emmanuel Archibald (UG) and Chantoba Bright (Mackenzie High School) were also impressive in their respective events.

UG topped the twelve competing Academic and Training Institutions to finish with 328 points. They were followed by Leonora Technical and Vocational Institute (100), Sophia Training Centre (77), New Amsterdam Technical Institute (NATI) and Vryman’s Ervin Training

Centre joint fourth with 63 each, Linden Technical Institute (43), Cyril Potter College of Education (CPCE) (40), Mackenzie High School (36), New Amsterdam Secondary (23), Georgetown American University (18), St Roses High (17) and President’s College (15).

DeSantos, who won the shot put and discus, was second in the high jump and javelin with 36 points while Sanmoogan was the leading female with 38 points. She registered a unique triple with heart-warming victories in the 100, 200 and 400 metres and was second in the long jump.

In the 100-metre dash, Sanmoogan was unchallenged and clocked a winning time of 12.41 secs. She finished ahead of Tonya Rawlins (Leonora TI) 12.51s and Kim Chan (UK) 13.40s.

In the 200m, Sanmoogan was impressive as she staved off the challenges of

Ronaldo Greene (Linden TI) 6.40m.

Bright was brilliant with gold medal performances in the long jump and triple jump events. She registered 6.27 metres in the long jump and was engaged in a tussle with Sanmoogan who had to accept the silver with a leap of 6.04m.

Rawlins and Bright who led briefly. Sanmoogan clocked 25.27 secs for the gold while Rawlins (25.66s) and Bright (25.74s) had to settle for silver and bronze respectively.

Meanwhile, Archibald missed the 100m which was won by his UG teammate Owen Adonis in 10.87s.

More podiums for Rayden Persaud in Canada

By Stephan Sookram GUYANESE Rayden Persaud is putting in the work in Canada as he romped to another podium finish, this time karting at the Shannonville Raceway.

He was able to pick up a second place finish, representing Innnisfil Karting Club (IKC) in the Canadian Karting Championship (CKC).

Competing in the KZ Junior class, Rayden had a horrid start to his weekend after blowing his engine in qualifying, so he was not able to set a time.

He missed the pre-final as well as his team succirred to find an engine to replace the damaged unit. Luckily, they managed to get one in time for the finals in which he entered.

After a bad start, he managed to work his way up the pack to second where he

his class with a comfortable victory in the 200m, cruising home in 21.49s ahead of Daniel Williams (21.59s) and Adonis (21.83s).

Archibald followed up his 200m victory with another gold medal in the long jump with a leap of 8.07m, ahead of Anthony Williams (Leonora TI) 7.00m and

Persaud, who competes in the GT Motorsports Grand Prix, currently leads the 125cc junior class after two wins and one fourth place finish in the last round earlier this month.

Elliot Vieira satisfied with CSBK results - Aiming to finish on a high note

Just over a year since his entry to the Canadian Superbike Championships (CSBK), Elliot Vieira is looking to secure some podium results.

The Guyanese, whose highest place of sixth came in Round two of the Pro sport competition in Shannonville in May, is aiming to get on the podium in two weeks’ time.

Speaking to Chronicle Sport recently, he contended that the series this year has added much more knowledge to his riding arsenal.

“So far, we’ve been having slight issues with setting up the bike [for various tracks] but so far is been a productive year. We are learning a lot and we are still in the learning stages. Last year we were in the amateur stages and this year we are

in the pro but we still have much more to learn.”

While he may not be in the championship running this year, Elliot said he still pretty happy with what he has achieved thus far.

“I’m pretty satisfied with the results so far. We’ve only been there for a short while. I’ve barely had any practice time and I’ve barely ridden the bike so in terms of experience and exposure, the results I’m producing is pretty good.”

He missed two rounds of the event due to a cracked engine head on the bike and while he cannot make those up, he is looking to put his best foot forward when he takes to the track at Canadian Tire Motorsport Park (Mosport) in August.

No easy ride HE contended that there has been no easy ride having acquired a whole new man-

ufacturer of bike, switching from the Kawasaki Zx6R that brought him the Caribbean Motor Racing Championship (CMRC) in 2015 to the current Yamaha R6.

“It’s been a completely different experience; how the bike is set up, how it handles, my riding position, so many things. I’ve had to change my riding style everything had to change.”

WI LOSE! - Tamim ton sets up big win for Bangladesh - Tourists take 1-0 series lead

By Rajiv Bisnauth OPENER Tamim Iqbal struck a brilliant century to set up a crushing 48-run win for Bangladesh in the first ODI against West Indies yesterday at the Guyana National Stadium.

The left-hander chalked up his tenth ODI hundred and shared the second-highest partnership in Bangladesh ODI history -- 207 – with Shakib Al Hasan to give Bangladesh a competitive total of 279-4; a total they defended easily after the West Indies batting performance lacked fight, resistance, purpose and spine.

West Indies were never up to the task and virtually surrendered. They were eventually restricted to 231-9 with Guyanese Shimron Hetmyer top-scoring with 52 for the unpredictable home side.

Tamim launched the innings with three boundaries in four deliveries off Andre Russell in the ninth over, while

Gayle and the other off Hetmyer at short fine-leg, when he was on 84.

The home side went in with both their spinners, Devendra Bishoo and Ashley

Tamim Iqbal laboured to the slowest century by a Bangladesh batsman in ODIs, but it was enough to haul them to a competitive 279.

Earlier, Shakib perished three short of a hundred from 121 balls, but the 29-year-old Tamim finished unbeaten on 130 off 160 balls. However, it was a boundary-laden 11-ball burst from Mushfiqur Rahim (30), which eventually gave the innings some impetus, as Bangladesh plundered 43 runs in the last two overs.

After winning the toss, Bangladesh captain Mashrafe Mortaza chose to bat but they lost opener Anamul Haque, who was picked ahead of Liton Das as Tamim's opening partner, in the second over to medium pacer Jason Holder, as the pitch offered early assistance to the Windies pacers.

However, rain then delayed the game by 28 minutes but, once play resumed, the tourists recovered through the second-wicket stand from their two most experienced batsmen.

The pair consolidated nicely through the right blend of caution and aggression to bring the innings back on track on

The pair then survived three dropped chances between them in the space of 3.4 overs: Tamim was put down by Ashley Nurse at cover on 17, and then again on 20 by Chris Gayle at first slip. Three balls later, Shakib was put down on 15, also

by Gayle.

Benefitting from these lapses, the two batsmen steadily consolidated Bangladesh's position. When Tamim hammered Nurse over long-on, it was the first six in the innings, after which both batsmen reached their fifties. Tamim and Shakib reached their respective half-centuries off 87 and 68 deliveries respectively.

Half way through the innings, Bangladesh were 98-1 but thereafter, West Indies bowling was lackluster and dull to say the least.

Holder failed to illustrate a more aggressive tactic and with a combination of poor fielding, the Bangladeshi batsmen were allowed to blossom while Shakib survived two other chances; one off

Nurse, given the dryness of the pitch, leaving out Kieran Powell and Keemo Paul, but it was not until the 45th over that Bishoo broke the partnership when he had Shakib top-edging a sweep to deep midwicket.

Tamim then reached the three-digit number in 146 balls, the slowest century by a Bangladesh batsman in ODIs. Sabbir Rahman went soon after, stumped off Bishoo. Having arrived in the 47th over, Mushfiqur pinged three fours and two sweet sixes.

Picking on Mushfiqur's cue, Tamim, too, shifted gears, biffing three fours and two sixes after reaching his century. The pair's 54-run stand came off just 20 balls.

In reply, the Caribbean side found themselves in early trouble when they lost their top three batsmen, including Chris Gayle to slump to 81-3 inside the 22nd over.

Evin Lewis (17) was caught at midon off Mashrafe Mortaza, while Shai Hope was lbw to Rubel Hossain.

Gayle, the veteran, made a measured 60-ball 40, which included a four and two sixes before he was run out.

The Jamaican’s dismissal brought Hetmyer and Jason Mohammed together, but Mohammed went cheaply, stumped off spinner Mehidy Hasan Miraz for ten.

Holder joined Hetmyer who looked increasingly confident, reaching his fifty off 70 balls with a flurry of boundaries.

The middle overs were choked away by the spinners and timely blows by their skipper Mashrafe meant Windies were blown of the chase even before they hit the 40-over mark.

The Windies were pegged back, losing the wickets of Hetmyer and Rovman Powell in consecutive balls off Mustafizur Rahman. The left-handed

Hetmyer chipped to cover, while the right-handed Powell nicked behind without scoring.

Thereafter, the Windies imploded despite the last pair of Bishoo and Alzarri Joseph throwing their bats around and got personal highest scores to keep the players on the field for the entire set of 50 overs.

The second ODI is scheduled for Wednesday-- a day/ night affair-- starting from 14:30hrs.
