Both accused guilty of ‘Skull City’murder A 12-member mixed jury on Friday afternoon, after deliberating for several hours, found both accused guilty of the 2014 “Skull City” Patentia murder.

Their verdict was unanimous and was announced by the foreman in the Demerara High Court before Justice Sandil Kissoon.

The judge granted a request by defence attorney Nigel Hughes, in which a probation report was asked to be prepared

for the accused Vishwanie Ragnauth and Nyron Thakurdyal.

The presentation of the probation report and sentencing will take place on June 26, 2018, at 15:00 hrs in the Georgetown High Court before the trial judge.

The number one accused Ragnauth and the number two accused, Thakurdyal, both pleaded not guilty to the charge which states that on December 26, 2014 they allegedly mur-

dered Sunil Ramsundar.

The state is being led by prosecutor Lisa Cave in association with Orinthia Schmidt, while the defence attorney is Nigel Hughes.

Dr. Vivekanand Brijmohan testified that the deceased Sunil Ramsundar died of a stab wound to the neck.

He opined that the murder weapon could likely be the kitchen knife in question and the deceased had a defensive wound on his hand.

The explosion saw large quantities of mud and water spurting several metres into the air on Thursday night.

The well was being dug in the backyard of a family who did not have the permission

escalate, there may be a need to evacuate, according to the Civil Defence Commission (CDC), one of the agencies monitoring the situation.

This newspaper understands that the persons who were digging the well were

unaware of the depth they should have gone and that shortly after drilling some 120 feet into the ground, they hit a pocket of natural gas. The gas pushed the water and mud into the air and had the natural gas lingering in the atmosphere for a considerable time between Thursday evening and late into Friday.

The incident prompted an immediate inter-agency approach, inclusive of the Guyana Police Force, Guyana Fire Service, the Environmental Protection Agency, Guyana Water Incorporated, Civil Defence Commission, ExxonMobil and the Massy Group of Companies. On Thursday evening, there was still uncertainty about the development which mirrored a similar occurrence back in 2009 in another section of the community. However by mid-morning Friday, ExxonMobil, Massy and the Guyana Water Inc. all confirmed some amount of natural gas being present in the atmosphere after tests they had carried out individually.

Speaking with the press at the location on Friday, acting Executive Director of the Environmental Protection Agency, Khemraj Parsram, confirmed the presence of natural gas in the atmosphere. He said that his agency after arriving at the location Thursday night took initial steps along with the other stakeholders to cordon off the area until the tests had been done. Parsram said that

from initial detection there was no indication that the gas in the atmosphere was of a high concentration, but rather it represented small pockets which occur naturally and asked persons not to be alarmed, but that they should be cautious.

He continued by stating that the gas comes from the high organic content over the years which was associated with geological features of the area. The gas, he explained, is trapped below the surface of the earth and becomes exposed once a hole is dug to a certain depth, as was the case on Thursday.

“This situation…is similar to that of a few years ago, but it is obvious that this thing is present here, so we will have to look to see what can be done in this area” stated the EPA executive.

When the Guyana Chronicle visited the location on Friday, residents said that they were not aware that a well was being dug in the yard of the persons where the eruption occurred.

Up to late Friday, there were still eruption activities taking place at the site. A scan of the environment found that the water and mud, mostly was splashed on the roofs, walls and com-

Back in 2009 when there was a similar occurrence, the government had wanted the residents of the affected property to relocate, but the compensation package which the family was being offered was not sufficient, as they had already developed the property.

Today that family enjoys natural gas for cooking after the Guyana Geology and Mines Commission stepped in and trapped the gas which now leads to the family’s gas stove.

Cabinet-mandated task force meets with RUSAL workers in NA

by Cabinet to deal with the future of workers attached to subsidiaries of RUSAL in light of U.S.-imposed sanctions on Friday morning held a m e e t i n g a t O l d e ndorff Carriers (Guyana Inc) at their Esplanade Road, New Amsterdam, Berbice office.

The task force, which is headed by Minister within the Ministry of Natural Resources, Simona Broomes, had scheduled the meeting to engage the management and staff of the company on concerns of the Guyanese workers attached to the company.

However, the workers were not present and management of the company sought for the meeting to be postponed. “It’s

very disappointing…I was of the belief that the arrangements were there to meet with the workers.

I don’t take that however lightly. I am accountable to the Cabinet and the people of this country. The business of this country is one that we are very serious about and I take that to be very disrespectful from the company level,” said Minister Broomes.

Minister Broomes left, pledging to meet with the workers nevertheless and managed to meet with a few at the New Amsterdam stelling, where they usually board boats to go out to the Basin.

to receive a severance package, including full benefits. Other concerns include the fact that despite working for approximately 11 years with the company, there were no collective bargaining agreements, and whether contracts that were signed to end in 2019 will be honoured. They are also calling for proper representation by the union.

Earlier in the meeting, Ulf Henriksson, the General Manager for Transshipment Projects had explained to the task force that they will abide by the laws of the country, but would prefer not to speculate, since nothing has yet been fully finalised

as it relates to the sanctions. On 6th April, 2018, the U.S. Government Office Of Foreign Assets (OFAC) sanctioned RUSAL and by extension all companies in which they own at least 50% of shares. This includes the Bauxite Company of Guyana Inc.(BCGI) and by extension Oldendorff Carriers which through its business agreement with the company can also face sanctions. The sanction had initially specified that all companies close their operations with RUSAL

by June 6, 2018, but a secondary licence was issued extending the period to October 23, 2018.

Suriname sends deputy ‘top cop’ on administrative leave

…for allegedly disrespecting office of Minister of Justice and Police

By Leroy Smith THE Government of Suriname, through the Office of the Minister of Justice and Police, has taken a decision to send its Deputy Chief of Police, Antonio Chin on administrative leave over how he handled several matters.

Those matters include a visit to Guyana by several officers of the Suriname Police Force, the high seas piracy investigation, and the releasing of information to both the media in Suriname and police officials here in Guyana.

The Guyana Chronicle has been informed that Chin, who would be receiving his salary, will remain off the job. It is unclear, though, for how long he has been asked to stay at home.

Word is that Chin was

also accused of disrespecting the office of the Minister of Justice and Police, Stuart Getrouw, who took up the post in early April. The Deputy Chief was accused of snubbing the Minister, by going about doing certain things within the police force and not informing him prior or subsequently.

In essence, Chin was sent home on the grounds of having “bad communication” with the subject minister.

He was also accused of not informing the minister of certain important steps he took while releasing information to the media and other persons. The Minister reportedly told Chin in a letter that some police matters have such an impact, that even if it is about operational issues, he is supposed to inform him.

Force and the Guyana Police Force have been sharing information relating to the piracy attack off Surinamese waters back in April, where some 20 Guyanese fishermen were either killed and their bodies recovered, or officially declared missing at sea.

Ramjattan, Deputy Crime Chief Michael Kingston, and Deputy Commander of ‘B’ Division Wayne DeHearte travelled to Suriname after the piracy attack.

Guyana’s Opposition Leader Bharrat Jagdeo and a team also visited the Dutch-speaking country, and during those visits, they had interactions with senior

operatives of the Suriname Police Force as they sought updates on the April tragedy.

According to sources in Suriname, specific mention was made about things that Chin did or did not do when dealing with several matters, among them the piracy attack.

Our source on the ground

says that the visit to Guyana was also something that did not sit well with the Minister of Justice and Police. “When a team of Suriname police arranged a meeting with Guyanese Police over the piracy case,” our source said, “they did not inform the minister. Although they did not have to get permission, because of the impact of the case, the minister wanted to be updated.”

Other issues which reportedly contributed to the decision to send the Deputy Chief of Police on administrative leave was his decision to request legal assistance from the Netherlands in the arrest of a man who was the subject of an investigation into the discovery of a plane, which intercepted and is suspected to be involved in the drug trade.

Immunisation IN the last week of April, World Immunisation Day was commemorated worldwide. This year, both the Ministry of Public Health and the media gave an unusual focus on the week and there were public outreaches as well.

The momentum for immunisation has been continuing and this could be attributed to the fact that most of the population have begun to realise the value of immunisation and because more Guyanese are now visiting or even settling in the neighbouring countries.

In these countries, they do not have as developed an immunisation programe as Guyana, with the result that they sometimes suffer epidemics of diseases such as yellow fever or measles, which Guyana’s vaccination programmes have almost eradicated.

Immunisation is the process whereby a person is made immune or resistant to an infectious disease, typically by the administration of a vaccine. The vaccine

stimulates the body’s own immune system to protect the person against subsequent infection or disease.

Vaccination and immunisation are not the same; immunisation occurs after the vaccination has been administered.

Before the advent of vaccinations, the only way people became immune to an infectious disease was by being infected with it. In the early 18th century, for example, smallpox was prevented this way by having one infected with a milder form of the disease than the natural disease. Dr Jenner’s discovery of the use of cowpox for vaccination against smallpox opened the doors to modern immunisation.

Throughout history, epidemics of infectious diseases have periodically attacked human populations. Two of the most well known were the bubonic plague or Black Death, which killed about two-thirds of the population of Medieval Europe and up to now memories of the Black Death still linger in

the European consciousness.

The other was the smallpox epidemic which killed off half of the indigenous Amerindian population of the New World after the Spanish conquest. Smallpox was a disease unknown in the Americas and as such, the Amerindian peoples had developed no immunity.

When the disease was introduced by the Spaniards, it quickly killed off the native populations.

The discovery and use of immunisation is one of the greatest achievements of western medicine. Among the infectious diseases which have been brought under control or eradicated in some countries are typhoid, whooping cough, mumps, measles, chicken pox, diphtheria, tetanus, hepatitis B, polio and of course, smallpox. Recently, it has been announced that cervical cancer has been added to the list.

Guyana, having been a British colony, health procedures and programmes which were used in the

mother country were in time applied here. Thus, very early universal smallpox vaccination became part of the health services and babies in the hospitals and children at school were vaccinated.

Seventy or 80 years ago, there was some fairly strong resistance against vaccination and parents would try to avoid having their children vaccinated, since the child would oftentimes have a fever after vaccination or the point at which the incision on the arm was made would sometimes become inflamed.

Today, such resistance has passed away since the public are aware of the value of vaccination.

In the last three or four decades, the vaccination system became well organised. Babies in the hospitals are routinely vaccinated as well as all children of five years and under. Later, the vaccination programme was extended to pregnant women and older persons. It should be mentioned that vaccination for a number of diseases could be given at the same

time. The most popular are those which are required when travelling abroad such as yellow fever, polio, hepatitis B, tetanus and typhoid in addition to small- pox.

Vaccination coverage is an almost obligatory requirement for such groups as the military and armed forces, teachers and health care workers. Devoted health care workers are committed to bringing vaccination to such groups as miners and fisherfolk, as well as children and adolescents. Guyana has now achieved over a 90% vaccination coverage and the minister with a touch of hyperbole described the

activities of health workers as: “They have waded through swamps, had their boats overturned, used ATVs up slippery mountains, faced feral animals, slept in tents outside of their own beds, borrowed fuel, hitched rides, gone hungry”. . . Vaccination workers have had a particular focus on the borders and points of entry since the neighbouring countries, from time to time, have had epidemics of infectious diseases. The theme of this year’s vaccination week was “Strengthen your defence, get vax!” and this slogan is likely to be used for some time to come.

Untenable, and grossly irresponsible – not in Guyana!

Dear Editor SO, Leader of the Opposition Bharrat Jagdeo’s talk about changing the rules of the game if the coalition government attempts to rig the 2020 national elections, is evidently another segment of his party’s plan of incitement, and inducing a hostile environment before the actual polls.

Clearly, this is throwing down the gauntlet to a government whose actions are undeniably one of enabling the constitutional body, the Guyana Elections Commission, GECOM, to have full autonomy to execute its national mandate of ensuring that the will of the people would be manifest in a free

and unfettered manner. Interestingly though, Jagdeo may have been prompted to such a public statement, braggadocio, but definitely hostile in response to Minister of State, Joseph Harmon’s prediction that his coalition party and government will win, come 2020.

It is obvious that such a prediction brings no good comfort to Jagdeo and the PPP/C, given their own estimation of victory at all costs, even it means destabilising the state.

Seriously, his statement is the kind that amounts to threats made against the state, in the form of armed struggle. But Jagdeo must know that Guyana is a country of well-defined laws

to cater for his category, and all those who will want to follow him to commit harm against the state and people of Guyana. Jagdeo must know, that the nation is aware of his anti-national intentions, and rejects outright such language, as it will not be in the nation’s best interests.

He must further know, that since politics is competitive, it is about competing fairly in an environment free of the threat to the security of the state and its citizens in which constituents’ support is courted, without the injection of the poison of race and ethnic fears. Jagdeo can no longer fool the people of this country; not even his supporters. His pervasive

bombast and self-inflated ego, moreover his selfishness, as glaringly manifested by his party and former government’s destruction of the livelihoods of thousands of the nation’s sugar workers, for political votes speak of his and the Freedom House cabal’s criminal mindset.

If also, his threat has been influenced by what has been clearly his disappointment at his party’s preferred choice for the office of deputy chief election officer (DCEO), then it is clearly unfortunate.

Reading about the GECOM chairman’s action in finalising the choice for this office, all that he has done is in keeping with the constitution – his right in casting a vote as a tie-break-

er against a candidate who has been deemed to be unsuitable in many ways. Jagdeo and party’s tirade against the chairman’s direction of choice, suggests that meritocracy has to be subservient to excellent standards and integrity.

Further, for Jagdeo to be speaking about wanting the system of GECOM to be “fair’’ rather than in accordance with “race”, is an absolute lie. Just who is he trying to deceive? For all of the accusations/statements emanating from the PPP/C commissioner Benn, and Shadick, former president Donald Ramotar, et al, shamelessly points to the pervasive element of race as their factor as far as the

functions of this key constitutional body is concerned.

I am quite certain that there is going to be a government response to such incendiary talk uttered by Jagdeo. However, I am exercising my right as a citizen to say that the leader of the political opposition, Bharrat Jagdeo, and all those of similar thinking – firstly, that Guyana is a country of laws, enacted to deal with any such contingencies of the ilk that he has suggested. Secondly, his rabid statement is untenable, grossly irresponsible for a former head of state, who is hell bent on re-claiming power.

Ram seems to think the Eid greetings from Min. of administration exists Social Cohesion in outer space

A KAIETEUR News article recently cited Christopher Ram’s perspective that the current government, while making some strides, remains far from true democratic governance. He cites the President’s decision to appoint the GECOM chair as an example of a decision that was not truly democratic.

Of course, the chief justice has recently upheld the decision as perfectly constitutional, somewhat throwing

a wet blanket on his protests.

Boring into this, however, Ram seems to be ignoring that the administration does not exist in outer space, but has a very real opposition looking to block it at every turn.

Let us not forget that several lists were submitted to the President, as many people think the leader of the opposition was deliberately putting forward questionable candidates, in order to frustrate both the President and the process. With local government elections coming up, what was the President to do?

The administration can only be expected to exercise so much patience when the daily business of running the country needs to get done. What Ram and other such commentators refuse to do is acknowledge that the opposition is obviously doing just that, opposing. If the administration looks less democratic and running the government is delayed, then they are more than happy.

This decision needs rethinking

RECENTLY, the Traffic Department began placing drivers before the courts for trucking long lengths of piles. Frankly, I have been dealing with truck owners and drivers for some years now, but never saw the enforcement of such a law. I wondered if when this law was drafted, whether we had these hauler trucks in existence.

Nevertheless, the drivers upon being charged are told that they must apply for the transportation of long lengths. I am not sure of the purpose, because apparently

it is automatically being granted just like the road service licence. These just take up man hours of the owners and the police officers in addition to stationery.

In any event, according to those who complained to me, they applied and obtained the licence as requested. Apparently, the officers did not inform them that even if they obtained the permit they would still be charged, as these trucks have to transport piles of very long lengths. The permit allows for only 12 feet extra.

The construction of bridges, buildings and wharves need piles as long

as 80 feet. The usual length is 65 feet. So figure this out.

The hauler trailer extends to 40 feet. Add 12 to this and you get 52 feet.

The enforcement of this law would affect the construction industry. It would affect the government’s road projects as bridge construction would need long piles.

It would cause construction of and rehabilitation of wharves to cease. Drivers would be out of work. Owners of trucks would not be able to make their payments to the bank. The owners of forestry concessions would not be able to pay for their equipment and those who

Over the last 29 days, Muslims at home and across the globe have been steadfast in prayers and charity, exercising high levels of restraint and self-discipline through abstinence from many of life’s comforts, including food and water. By way of Ramadan, Muslims

We can all learn from the examples of Muslims who reach out to the less fortunate through everyday acts of faith, kindness, charity, service, tolerance, and selflessness, and we encourage all Guyanese to share in the spirit of Eid and to embrace these values, as they are critical in cultivating cross-cultural understanding.

Tobacco industry to comply with packaging, labelling regulations FOLLOWING the publication of the tobacco packaging and labelling regulations on May 26, the industry now has until February 25, 2019, to comply. This gives industry operators nine months to adhere to the new laws.

Attorney-at-law Kesaundra Alves, who has been a consultant to the Ministry of Public Health on the tobacco legislation said, the regulations speak to the general labelling and health warnings requirements.

Sixty per cent of the package and label of tobacco products must bear graphic pictorial health warnings provided by the Ministry of Public Health.

The other forty per cent is

for branding. These health warnings must highlight the harmful effects of tobacco.

This, Alves said, is a strategy to deter persons from using the product. “We don’t want people to smoke, that’s the truth so we are giving them all the information. This is part of a number of measures we are implementing to fight the tobacco epidemic.”

She further explained that the information placed on the packaging by the tobacco industry must not be an advertisement nor must it be misleading. “… So, the tobacco industry will not be able to say that this is a low tar product or give the

impression that one tobacco product is healthier than another; that is misleading and will not be allowed… there is no safe level of tobacco consumption.”

Essentially, the health warnings will take up 60 percent of the back and front of any package while the sides will be left for a declaration, which states “smoke from this product contains extremely addictive nicotine and toxic substances such as tar and carbon monoxide. No safe level of consumption exists for this product.”

Additionally, The Tobacco Control Act of 2017 indicates that all cigarettes

shall be sold in an undamaged package containing not less than 20, while smokeless tobacco products or loose tobacco shall be sold in an intact package containing no less than 20 grammes. “That is to prevent the vendor from loosening up the packs and selling singles, without the consumer having access to these graphic images and, also it has been found that it is easier for persons with less disposable to take a $20 from their pocket and buy a single cigarette,” Alves said.

The goal behind this strategy is to eliminate the possibility of youths being introduced to tobacco use.

“It’s harder to get someone who has started smoking to stop smoking but our hope is to get especially the young people. When they attempt to buy a tobacco product and they look at the contents they will reconsider.” The health warnings on packages will be rotated every year. Alves said “this is to ensure persons do not become desensitised, because they are seeing the same image over and over.

Therefore, every year we will come up with a fresh set altogether.”

The tobacco industry is now required to submit samples of the products with complete packaging and

labelling to the Ministry of Public Health for approval, before the scheduled deadline in 2019. Non-compliance with labelling and packaging requirements of tobacco products can result in a maximum penalty of $200,000 for businesses and a maximum penalty of $9Million for the corporate bodies in the tobacco industry. Public sensitisation campaigns spearheaded by Ministry of Public Health and PAHO/WHO will take effect shortly. This will be done in an effort to familiarise the public with the harmful effects of tobacco use. (DPI)

Ousted GPSCCU moves to court to regain control THE GUYANA Public Service Cooperative Credit Union (GPSCCU) Management Committee, which was forced out of office last month, has now moved to the High Court with the hope of having the Government-appointed Interim Management Committee (IMC) removed but in the interim, it is seeking an injunction.

President of the Guyana Public Service Union (GPSU) Patrick Yarde, confirmed that the embattled Chairman of the GPSCCU Patricia Went, with the support of the members of the defunct committee, has initiated legal proceedings at the High Court with the intention of having the IMC and recently-appointed Officer in Charge, Justice (ret’d) Prem Persaud removed from office on the basis that it is illegal.

In an application filed on Thursday, Went in her capacity as a member and chairman

of the GPSCCU, asked the High Court to declare that the decision by the Chief Co-operative Development Officer Perlina Gifth, to assume control of the affairs of the Guyana Public Service Co-operative Credit Union (GOSCCU) pursuant to Regulation 56 of the Cooperative Societies Act Cap. 88:01 is unlawful and of no legal effect.

Went, through her attorneys-at-law Roysdale Forde and Olayne Joseph, is arguing that the decision of the Chief Co-operative Development Officer is in breach of the Co-operative Societies Act Cap. 88:01and a denial of the principles of natural justice.

On May 25, 2018 the Social Protection Ministry informed Went and team, that their services were no longer needed, and that the Chief Co-operative Development Officer (CCDO) would take immediate control over the GPSCCU. Poor performance

on the part of the old management team was cited as the reason.

By May 29, the ministry announced that Justice (ret’d) Persaud was appointed Officer-in-Charge of the Credit Union, in addition to disclosing that an Interim Management Committee (IMC) has been set up.

The announcement came one day after the embattled GPSCCU Management Committee led by Patricia Went registered its objection to the takeover by the Department of Cooperatives, Ministry of Social Protection.

Went is now asking the High Court to declare that the appointments of Justice Prem Persaud, Patsy Russel, Trevor Benn, Rajdai Jagarnauth, Gillian Pollard, Oneidge Walrond- Allicock, Patrick Mentore and George Vaughn by the CCDO to manage the affairs of the Credit Union is unlawful.

Among other things, Went is also hoping to have the decision by the CCDO to instruct the Republic Bank Limited and Bank of Nova Scotia to freeze the bank account of the Credit Union revoked.

At a recent press conference, Went contended that the decision was rooted in the demand by the Department of Co-operatives for “an undue payment of the Audit and Supervision Fund for the years 2002-2013 of an alleged balance of forty-nine million, six hundred and ninety one thousand, six hundred and eighty-two dollars (449,691,682.00).”

“The Credit Union contends that the Department of Cooperatives’ claim to outstanding payments towards the Audit and Supervision Fund could not be justified, given that the already audited Accounts of the Credit Union for the years 2002 to 2010 reflected no such balance, as

was claimed,” Went had contended during a press conference at the Critchlow Labour College (CLC) in May. In her application on Thursday, Went stated that members of the Committee of Management; Vera Naughton, Uhlan Leaner, Thomas Nestor, Patrick Yarde, Maurice Veecock, Dawn Gardener, Jermain Hermanstyne, Reginald Brotherson, Kenneth Watson, Grace Mc Kend, and Ivelaw Henry, authorised her to make the application.

However, at least one member of the now defunct management team has come forward saying that he had no part to play in the action taken

by Went.

Jermain Hermanstyne, who recently opened up about the alleged corruption that occurred under the watch of Went, told the Guyana Chronicle on Thursday evening that he is in full support with the ministry’s decision.

“I am in no way associated with the actions of Patricia Went and a few others. As a matter of fact, I was never contacted by any of those persons who filed this action on my behalf. This is another attempt to tarnish my integrity by those who wish to utilise the membership finances as their private property,” Hermanstyne told Guyana Chronicle.

According to Hermanstyne, who sat on the old management committee for approximately nine years, the Credit Union suffered at the hands of Yarde, who was also member of that committee and had strong support from at least five other committee members including the chairman, Patricia Went. The matter would be heard in the High Court on July 9, 2018 before Justice Navindra Singh.

18 years’ jail for murder and manslaughter

CLARENCE Carter was on Thursday sentenced to a total of 18 years’ imprisonment for two indictments which took place in 2016 in the county of Demerara.

According to the state’s case which was led by Lisa Cave, it is alleged that on January 18, 2016, he murdered Leolyn Sullivan. The second indictment stated that on the day in question, he wounded his step daughter, Shemeka Campbell.

Carter denied the charge of murder, but pleaded guilty to the lesser count of manslaughter and guilty to the second count, which was read to him in the Demerara High Court before Justice Sandil Kissoon.

In handing down his sentence, Justice Kissoon said he started at a base of 25 years, but made some deductions.

The judge deducted eight years for the plea; 2 ½ years for time served and another 2 ½ years for mitigating factors. Twelve years was left to which six years was added for aggravating factors, including domestic violence and its prevalence.

For the second indictment, the judge imposed a sentence of five years.

Justice Kissoon, however, told the accused that his heart went out to him for the loss of his wife and the grief he suffered.

His sentence, which to-

tals 23 years, will run concurrently. He will serve only 18 years.

The facts of the case, which was presented by state prosecutor Lisa Cave, said that the deceased and accused had shared a common law relationship and were living with his two step daughters and two other children.

She related that on the day in question, the deceased and the accused were involved in an argument which soon after escalated into a fight, during which the accused picked up a knife and stabbed the deceased several times to the body.

Cave added that it was at this point that daughter

of the deceased, Shemeka Campbell, intervened and the accused inflicted several stab wounds to her body.

The deceased and her daughter were taken to the hospital where the latter was treated and survived, but Sullivan died while receiving treatment.

The state prosecutor gave the cause of death as shock and haemorrhage due to multiple incised wounds.

Cave related that the post-mortem had revealed that the deceased had 23 stab wounds to her body.

She stated that step daughter of the accused, Shemeka Campbell, according to the medical report was stabbed six times about

the body, after which the accused was arrested and charged.

However, when asked by the judge if he accepted the facts of the case, the accused said they were not accurate.

Carter said, “Your Honour I received seven stab wounds.”

Meanwhile, when asked by the judge if he accepted that he inflicted 23 stab wounds on the deceased, the accused smiled and asked “That is not what happened”.

He claimed that he was attacked and had to defend himself and at this point, Justice Sandil Kissoon then told the court that the plea was accepted.

In his plea of mitigation,

Maxwell McKay, the defence attorney, told the court that the accused is 56 years old and a father of seven.

He stated that his behaviour in jail is good and as such, he started a ministry while incarcerated for two and a half years now and plead at the first opportunity and did not waste the court’s time.

When asked by the judge if he had anything to say, the accused Carter said he is very sorry for the loss of life and asked the relatives of the deceased for forgiveness.

He added that he is a changed man and has since been baptised in jail and has pledged to give back to society.`

Cuban official calls for strengthening of Guyana-Cuba cooperation

CUBA’S Vice Foreign Minister, Rogelio Sierra Diaz has said that cooperation between Guyana and Cuba in tackling consular and migration issues will have to be strengthened to facilitate the “overflow” of Cuban travellers visiting here to acquire United States (U.S) visas.

As of April 1, 2018, Immigrant Visa Applications for Cuban nationals are being processed at the U.S. Embassy here in Georgetown, Guyana instead of in Colombia. The process was shifted to Colombia in January, before the most recent decision to process the applications in Georgetown.

The U.S Embassy in Havana made the announcement in March 2018, disclosing, too, that as part of the process, immigrant visa interviews for Cubans will also be done in Guyana.

In making the decision, the U.S Embassy said it took into consideration a number of factors, such as availability of flights, visa requirements, space to accommodate additional applicant files, and availability of staff. “Cubans

do not need a visa to travel to Guyana. As before, Cuban applicants for routine non-immigrant visas may apply at any U.S. embassy or consulate outside Cuba,” the Embassy in Cuba said.

But just before wrapping up his two-day state visit here on Wednesday, Cuba’s Vice Foreign Minister told the State media that the decision by the U.S has put both Guyana and Cuba at a disadvantage, hence the move to strengthen cooperation would be key to avoiding unnecessary complications for the large number of Cubans that would arrive in the country to apply for U.S. visas.

“From our perspective, this is a unilateral measure which can generate an indiscriminate flow of Cubans to Guyana, and which has put both Guyana and Cuba as victims of the situation,” the Cuban Minister said.

He explained that the relationship between Cuba and the U.S. is a bit rough at the moment, and that such a “bad” patch comes, regrettably so, after the former U.S. President, Barack

Obama would have adopted a series of measures to soften the ties and policies that the United States has historically maintained towards Cuba.

“The arrival of Trump has represented a setback in the bilateral ties,” Minister Diaz said, adding that under the Donald Trump Administration, many of the sanctions that affected the relations between the U.S. and Cuba have been reinstated.

“This blockade is intended to create difficulties in the Cuban economy, and through it to affect economic and social development plans of our island,” the Cuban Vice Foreign Minister contended.

He said that despite the situation, the Cuban Government has always expressed a willingness to maintain a normal relationship with the U.S.; “a civilized relationship characterised by mutual respect between both parties.”

Minister Diaz said that as part of the negative policies and measures adopted by the Trump Administration, the U.S. Government

decided to withdraw 17 Cuban officials from the Cuban Embassy in Washington. A similar number of U.S officials were removed from the U.S. Embassy in Havana.

According to him, “the arbitrarily imposed measure” has created new difficulties for Cuban citizens, such as the decision now to process U.S. Immigrant Visa Applications for Cuban nationals in Georgetown.

Diplomatic relations between Guyana and Cuba were established on December 8, 1972. Diaz has recognised Guyana as one of the Caribbean countries with which Cuba enjoys the highest level of coop-

eration.

“It is also a longstanding cooperation, because the first batch of doctors arrived 43 years ago. And so we can also say it is one of the oldest cooperation Cuba has with any other nation,” he noted.

During his official visit, Minister Diaz met with President David Granger, Prime Minister Moses Nagamootoo and officials from the Public Health Ministry, where Cuba’s disposition to providing support, as far as possible, was restated.

As part of his Caribbean tour, the Vice-Minister also visited Trinidad, Barbados, Suriname and Jamaica.

President Granger urges Rotaractors to protect environment PRESIDENT David Granger has urged over 200 young people from across the Caribbean to capitalise on their trusted position in society to champion the protection of the Caribbean region from the adverse effects of climate change and pollution.

Some 200 Rotaractors from across 17 Caribbean territories began congregating in Guyana on Thursday, for the 26th Annual Rotaract District 7030 conference which seeks to build camaraderie across the network of Caribbean youth, and focus on service-oriented projects.

Welcoming them to his State House residence, where the conference’s opening ceremony was held,

and to the Cooperative Republic of Guyana, President Granger said, “It is up to us, the Caribbean people, to protect ourselves against the adverse effects of climate change and pollution. Caribbean youth and their clubs like Rotaract must help to safeguard the natural environment from these perils.”

The President whose ‘Green State’ agenda is renowned and who has been very robust in environmental conservation projects reminded the gathering that, “Small island developing states and low lying coastal states like Guyana and Suriname are threatened by higher temperatures; by rising sea levels; by frequent and fierce hur-

acknowledged that pollution has adverse effects on the environment.

According to him, “These are all the nations’ [and] the region's richest resources. These resources constitute an essential element in the region's economy and in the livelihood of Caribbean people. But

to this end, the rotaractors and the rest of Caribbean youth are custodians of these resources.”

“So it is you who must secure the future, because the future is yours and you have an obligation to protect the environments from the threats of damage and degradation,” the President

said. “Much of the damage and degradation we see, even in the Caribbean, is attributable to human activity,” he added.

Fortunately, he noted, the Rotaract clubs are the ones which have been able to garner public trust and as such are well poised to effect change in society, especially

The charges alleged that on April 23, 2018 at Georgetown, having received $240,000 for, or on the account of Richard Singh, Kevin Singh fraudulently converted the said sum to his own use and benefit.

It was also alleged

that on March 24, 2018 at Georgetown, having received $600,000 for, or on the account of Richard Singh, Kevin Singh fraudulently converted the said sum for his own benefit and use.

The police prosecutor had no objection to bail and the

magistrate ordered Singh to post $200, 000 to obtain his pre-trial liberty. The matter was adjourned for July 13, 2018.

The court also heard that it was only last week, that the defendant had appeared before another city magistrate

as it relates to environmental protection.

“Rotaract clubs can establish local and regional networks; they are promoting community and people-centered projects through volunteerism; they develop an understanding of the needs of people (and) most of all, they've earned public trust,” the President said. “Everywhere you go, people trust the Rotaract.”

This was evidenced by the presence of the rotaractors in Guyana for the conference. Although the young people will be using the opportunity to network and create developmental plans for implementation in their own communities, they will also be engaged in a collective community service project in Hauraruni.

The rural community will benefit from a fivephase project which involves constructing a home for a single-mother, a medical outreach, a symbolic tree planting exercise and care package distribution to occupants of a girl’s orphanage and the development of a play park.

Cognisant of this and the

general mandate of ‘Service above self’, the President said, “Rotaract clubs have been able to earn a proud record of service; they are service-oriented, non-partisan and they quickly become experienced in working with communities and responding to the needs of those communities, especially at the time of natural disasters of which the Caribbean has had an abundance.”

Before declaring the conference open, President Granger encouraged the youth to continue working to the benefit of their communities. “I look forward to this conference as a forum for assuming greater responsibility to projects in and promoting awareness of the global situation of preventing damage and degradation and protecting the environment from pollution,” he said.

The conference is being hosted under the theme: “El Dorado Undiscovered, Experience the Adventure” and also coincides with the 50th Anniversary/ Golden Jubilee of the Rotary in Action, or Rotaract, worldwide.

Lawyer Sohan files notice of appeal FORMER Magistrate Chandra Sohan has filed a notice of appeal, following a traffic conviction imposed

by Magistrate Renita Singh at the Albion Court.

In the notice filed by attorney-atlaw Mursulene Bacchus, it was requested that the decision of Magistrate Renita Singh, be reversed and\ or set aside, or a new hearing be ordered.

On June 12, last, Magistrate Renita Singh ordered that Sohan pay a fine of $35,000 with an alternative of two weeks’ imprisonment, after he was found guilty of failing to render assistance to an injured person.

The charge stemmed from an ac-

cident on August 18, 2017, along the Williamsburg Public Road where pedestrian Dennis Roach sustained injuries.

Police had stated that the former magistrate had collided with the pedestrian while he was under the influence of alcohol, and behind the wheel of PJJ 6060.

Consequently, the police charged Sohan with dangerous driving.

On the night in question 51-yearold Sohan of Palmyra Village, Corentyne, was proceeding west along the southern driveway when Dennis Roach allegedly crossed the road into the vehicle.

Brother of victim identifies ‘Nasty Man’ as killer AS the case between the State and Delon Henry called “Nasty Man” gains momentum in the Georgetown High Court before Justice Sandil Kissoon and a 12-member jury, the brother of the deceased testified on Thursday.

The witness, Keshawn Griffith, told the court that he had seen both men who shot and killed his sibling on the day in question, but could recognise only one of them, based on his face structure.

That man, he said he saw at the scene shooting at his brother, he pointed out to be that accused, Delon Henry, who was seated in the box on Thursday.

Griffith told a packed courtroom that in October 2015 at about 09:30hrs he went to work and while reading the newspaper, he saw the headline of the Guyana Chronicle which had three photos and he recognised one of them as the shooter.

He said that man was the accused, who was one of two men who were at the crime scene and had shot and killed his brother, Dexter Griffith back in 2015 at ‘Warlock’.

Griffith said he then contacted the police and was invited to Eve Leary Police headquarters, where he participated in an identification parade.

There he pointed out the #10 man as the shooter, one of whom gunned down his sibling and that man he identified as the accused.

Recalling what had transpired on September 28, 2015, he said he went to where his brother was sitting at the alleyway to run an errand for him and on his way back he observed a man.

He stated that that man seemed out of place and was nervous, he kept folding an unfolding his hands and was dressed in dark clothing and was slim and tall.

The witness added on the day in question, September 29, 2015 he returned home from work and his brother, the deceased send him to buy food from a shop which was about 5:30pm to 6pm.

He said he was returning from the shop when he heard what sounded like gunshots and he took cover in a nearby yard.

There, he noticed a man who was fair-skinned and tall trying to put something in a black haversack, while another man was standing nearby shooting at his sibling after which they escaped through the alleyway.

He then went home to tell the others what he had seen and they took the mortally wounded Griffith from the gutter and placed him in a car, after which he was transported to the GPHC, where he was pronounced dead on arrival.

Several other witness-

es testified including the children’s mother of the deceased, Allison Weeks, who told the court that she saw both of the gunmen who killed her loved one on the day in question.

She described one of the shooter as a thin-boned, tall man who was standing a feet away from Dexter’s body.

On trial is Delon Henry, called “Nasty Man,” who has been indicted for the September 29, 2015 alleged murder of Dexter Griffith at ‘Warlock’ East Ruimveldt.

The accused pleaded not guilty and is being represented by defence attorney Adrian Thompson, while the state is being led by Lisa Cave and Orinthia Schmidt.

Gov’t working to facilitate Guyanese returning from Venezuela GOVERNMENT on Friday said it is committed to facilitating returnees to its shores and ensuring that indigenous peoples enjoy their rights as enshrined in the country’s constitution, but cautioned that the matter is not straightforward.

The Ministry of Foreign Affairs on Friday said that there are several security, as well as legal issues to be taken into consideration in such matters. “Not every indigenous person coming out of Venezuela, or Suriname for that matter, has a claim to Guyanese citizenship. Not every Guyanese has a right to land that their father, let alone other forbears, may have claimed. It goes without saying that not everyone approaching Guyana’s borders and claiming to be Guyanese can have rights to our land,” the ministry said in a statement.

Over the past two weeks, reports have surfaced of several groups comprising persons reportedly of Guyanese heritage have re-migrated to Guyana and are seeking to take up occupancy of particular lands in Region Seven. On Wednesday, the bi-partisan Parliamentary Committee on Foreign Affairs called on Ministers of Foreign Affairs and Citizenship, Carl Greenidge and Winston Felix respectively, to state among other things, the number of Guyanese returning from Venezuela, and what programmes have been put in place to help them reintegrate.

It is estimated that approximately 300 Guyanese and Venezuelans with Guyanese parentage have returned to Guyana as a result of that country’s economic turmoil.

Cabinet has asked several ministries and agencies to investigate the situation of persons entering Guyana from Venezuela due to the economic turmoil in that country.

According to reports, many of those persons who have come from Venezuela claim that they are Guyanese and are owners of land through their parents or other relations.

But while an investigation has been launched, the citizenship of those persons who have entered Guyana through unofficial means is yet to be determined. The said persons have claimed that the lands upon which they have now settled belonged to their ancestors and are seeking to occupy same completely.

“Any person seeking to enter Guyana on the basis of Guyanese nationality has to prove that claim. It is the applicant’s responsibility to submit proof of citizenship. It

goes without saying that birth certificates and proof of emigration to Venezuela on the claimed dates would assist. If these persons are Guyanese by birth or descent, it is odd that none of them have been able to prove their citizenship to the satisfaction of immigration authorities since they have been at our borders.

Without this proof, they are not entitled to enter Guyana, save as indicated by the Ministry of Foreign Affairs at the discretion of the immigration authorities, namely for six months, in the first instance,” the ministry said.

The Foreign Affairs Ministry has made it clear that there can be no claim to assets in such cases and noted that without safeguards in place, Guyana would be faced with foreigners laying claim to their right to enter Guyana and to rights only intended for Guyanese.

“Guyanese citizenship is based on place of birth or on the citizenship of parents, among others. It is not based on ethnicity and has to be supported by documentation. Just as we do not know whether these persons are Guyanese, we do not know whether they actually hold Venezuelan citizenship or how and when it was acquired,” the ministry noted.

Moreover, the ministry said if the said group of persons are indeed Guyanese under the law, “it does not follow that they are entitled to any land which they claim, or which their parents or relatives may have occupied. If the land they wish is occupied as they claim, the law provides for conflicting claims to it to be resolved.”

The statement reminded that conflicts relating to assets and in particular, land, should be resolved by the courts and in such cases allowance has to be taken of beneficial occupation, investment as well as the legality of the transfer of assets. “No returnee therefore can have an automatic right to land or a gold mine in Guyana. The legislation relating to re-migrants and related groups does not grant such rights, whether they are claimed by indigenous peoples or any other community.

“Neither the constitution nor existing legislation provides re-migrants or returning Guyanese with such lands that they might claim or deem desirable to own.”

The ministry is calling on those persons claiming ownership of lands here and encamped on both sides of Guyana’s borders to state the basis of their claims regarding

the lands on which they wish to settle. “Who actually holds the formal title to such land?

Why, of all the land that may be available in Guyana, do they require land on which there is currently a gold-mining operation? Why would the entire village have left such land or economic operation in the first place? If their departure was really prompted by a need to educate their children, wouldn’t the income from the mining have helped with that

goal?”

The Foreign Ministry questioned “what are their rights compared with the rights of those persons who were left behind and are unquestionably Guyanese?”

Even if the identified group of persons did leave Guyana for betterment as is claimed and have become Venezuelans.

The ministry reminded that Guyana has laws regarding citizenship and privileges of re-migrating

Guyanese, while noting that laws related to remigration here relate to fiscal incentives and discretionary concessions that may be granted by the state. “They do not give re-migrants special privileges over other Guyanese, whatever their ethnicity.” Additionally, the ministry said, it is concerned about the “casual acceptance of unproven assumptions” by the author of reports on this matter.

Wanted U.S. felon loses bid to block extradition JUSTICE Jo-Ann Barlow on Friday morning dismissed the application of a U.S. fugitive who is fighting off moves by authorities here to extradite him to the United States to face a murder charge.

for the state in the sum of $150,000, asserting that the magistrates’ court could hear the extradition proceedings against the fugitive Troy Thomas. The matter will be heard in the Georgetown Magistrates’ Court on June 26, 2018, by Magistrate Sherdel Isaa-

cs-Marcus. As such, Troy Thomas remains in police custody.

evidence confirming the existence of extradition arrangements; and it asserted that such arrangements remained in force. She said this was conclusive proof of the matters stated therein.

Justice Barlow on Friday also ruled that although the 1931 extradition treaty with the USA did not contain an express provision prohibiting the transfer of the extradited person to a third country for an offence which had been committed before his extradition, it was implied.

Thomas e Applicant filed a Fixed date Application requesting among other things a declaration that the United States of America (Extradition) Order in Council 1935, 1935 No 574, does not form part of the domestic laws of Guyana.

He also asked the court to declare that the provisions of the United States of America (Extradition) Order in Council 1935, 1935 No. 574 cannot be enforced by a Magistrate; that the provisions of Section 8 (3) (3B) (b) of the Fugitive Offenders Act 1988 are unconstitutional for the reason that, inter alia, it offends the principle and doctrine of the separation of powers.

A declaration that the Section 8 (3) (3B) (b) of the Fugitive Offenders Act 1988, insofar as it purports to direct a magistrate, High Court, Full Court and Court of Appeal on the interpretation of the law of a Commonwealth country, a treaty territory or a treaty relating to the extradition of fugitive offenders Act is unconstitutional.

A declaration that the learned Magistrate Sherdel Isaacs-Marcus possesses no authority at law or otherwise to enforce the provisions of the treaty between the United Kingdom and the United States of America for the mutual extradition of fugitive criminals, signed on the 22nd day of December, 1931.

A declaration that provisions of the Fugitive Offenders Act 1988 including, but not limited to section 3B(b) insofar as the said provisions purport to amend the terms of a treaty, the said provisions are unconstitutional, null, void and of no legal effect.

The state had contended that the applicant was escorted to the Criminal Investigations Department, Eve Leary, where the applicant admitted to being

Troy Thomas Troy Thomas. Thereafter, a copy of a bench warrant for his arrest in the United States and the indictment of charges were served on him. The applicant was then brought before the Magistrates’ Court, where a short date for disclosure was granted and for the Applicant to retain counsel then the Applicant was remanded.

It was some weeks after attorneys representing Thomas had argued that the magistracy has no jurisdiction to hear the extradition proceedings initiated against him. They then moved to the High Court in a bid to block his extradition.

Thomas, of South Ozone Park, Queens, New York, USA, who allegedly murdered Keith Frank on December 11th, 2011, was recently apprehended by ranks of the Guyana Police Force (GPF) at a dwelling house at Liliendaal, East Coast Demerara.

Attorneys Nigel Hughes, Bernard Da Silva and Darren Wade, who represented Thomas, moved to the High Court, where, among other things, they have argued that Thomas as a Guyanese citizen is entitled to the protection of the provisions of the Constitution.

It is the view of Thomas’ attorneys that Magistrate Sherdel Isaacs-Marcus, who is presently hearing the extradition proceedings, has no authority in law or otherwise to enforce the provisions of the treaty between the United Kingdom and the United States of America for the mutual extradition of fugitive criminals, signed on December 22nd, 1931.

One of the cases that Thomas’ attorneys have cited for their challenge is that of Barry Dataram. In the wake of the Dataram case, the PPP/C government had announced that it would modify the law and in October, 2009, it passed an amendment to the Fugitive Offenders Act 1988 to address the conflict that arose within the law regarding individuals here being extradited.

The amendment also controversially included a provision which empowers the Home Affairs (now Public Security) Minister (to decide whether to extradite or not.

THE abuse of the elderly is an ill in society that has not been receiving much attention, and the Ministry of Social Protection (MOSP) is seeking to address the problem by bringing it to the attention of the public.

The event was held under the theme, “Seniors in our midst: Preventing Elderly Abuse”, and those who marched chanted: “Old Age is not a crime; all ah we gon get we time”.

According to Senior Probation and Social Service Officer, Tranetta Elliot, “The march kinda gives us an opportunity to stop and think and highlight what’s happening with our elders, because elder abuse is something we don’t talk about.

“At the MOSP, we believe the first thing in addressing elder abuse is awareness and education, because, once persons have the information, they are able to act differently and this is why we have this activity; to create awareness.”

And to this end, she affirmed that the scourge of elder abuse is “really happening”, with the elderly experiencing sexual abuse and violence for financial reasons. And more than that, she noted that the elders are afraid to speak

out, because they find that many people do not readily believe them.

She added that there is a great deal of pub-

lic attention placed on Child Abuse and Domestic Abuse; and rightly so, but elder abuse is one that is not discussed often.

STAFF, customers and friends of the Guyana Bank for Trade and Industry (GBTI) turned out in their numbers on Wednesday to show they care by supporting its annual blood drive which was held at its Water Street branch.

The Bank’s sixth annual blood drive to date, the event was organised in collaboration with the National Blood Transfusion Service in observance of World Blood Donor Day, celebrated every year on June

14, and as part of its Corporate Social Responsibility Programme.

A total of 30 units of blood were raised during ther exercise, which saw many of the bank’s regular donors, among them Christopher McIntosh, Jemaine Klass, Christine Chin-Kanhai, Maywati Khemlall, Mahendra Deonarine, Anita Mahase, and Rensis Seetal heeding the call again this year.

Detective finds himself on wrong side of law

DETECTIVE Rondell Gouveia on Friday found himself on the wrong side

of the law, when he appeared at the Sparendaam Magistrates’ Court charged for beating his child’s mother after she had accused him of stealing from her purse.

Gouveia, who is attached to the Criminal Investigations Department (CID) of the Guyana Police Force (GPF), appeared before Magistrate Zamilla Ally-Seepaul charged with wounding his reputed wife, Candace Younge on June 8, 2018, at Sophia, Greater Georgetown and using threatening language.

The officer was also charged with assaulting the woman’s sister Alisa Martin,

causing her actual bodily harm, and using threatening language.

He is further charged with damaging Younge’s cell phone and behaving disorderly at the Turkeyen Police Station. According to the facts of the case, Younge is the “child mother” of Gouveia and they lived together in Sophia.

According to reports, on the day in question, Gouveia’s son is alleged to have caught him stealing money from his mother’s bag. The child told his mother and when she confronted Gouveia, he became annoyed.

puted wife several times and damaging her cell phone.

Younge became afraid and ran outside onto the veranda, locking the door behind her. While outside, Younge raised an alarm and her sister, Martin, came to her rescue.

bricks at Gouveia but the missiles missed. The man then picked up a spade, turned to Martin and began dealing her several lashes about her body. The matter was reported to the Turkeyen Police Station and Gouveia was arrested. When he was taken back to the police sta-

tion, Gouveia behaved in a disorderly manner.

The matter was prosecuted by David Goodridge and the detective was represented by attorney-at-law Dexter Todd. Gouveia was released on $150,000 bail and the matter was adjourned until July 9.

Fire hits Hauraruni Complex –leaves $Ms in damages

THE Guyana Fire Service is currently investigating the nature of a fire that significantly damaged the Hauraruni Multi-Complex Building on Tuesday. The damages are estimated to be well over $12M. The Multi-Complex Building is owned and controlled by the Full Gospel Fellowship in the village of Hauraruni, located on the Soesdyke-Linden Highway, some 45 minutes from the capital, Georgetown.

Pastor of the Hauraruni Village Church and Member of Staff of the Hauraruni Bible School, Jonathan Banwarie told the Guyana Chronicle that an alarm was raised when a large volume of fire was seen coming from the roof of the building at around 02:00h on Tuesday.

According to him, students and villagers responded promptly with buckets of water, and managed to save parts of the building.

“Half of the building has been destroyed,” Pastor Banwarie said. “Over $12M went up in flames…over 1000 mattresses, over 300 plyboards, the walls have cracked, and parts of the floor damaged,” he told this newspaper.

The Timehri Fire Station was called in, but though it would have taken firemen approximately 20 minutes to reach Hauraruni, they never arrived on the scene until after 05:30h.

And that’s because in attempting to make its way to the village via the “trail”, the fire tender got stuck. According to Pastor Banwarie, the trail, which is made of sand and loam at various sections, is in a deplorable state.

“They told us that they were out there a while, but the road is in a terrible state, so they could not have gotten in,” he said. “Leaving the fire tender behind, the firemen were taken to the scene at

approximately 05:30h.

The trail was completed approximately three years ago via a self-help venture. Given the recent fire, and the fact that the fire tender could not access the scene because of the deplorable condition of the trail, Pastor Banwarie is now lobbying for the government to intervene.

He said that in the event of another emergency, a fire tender or even an ambulance must be able to easily access

the village. Hauraruni has a population of approximately 220 people.

Meanwhile, the pastor said the damages caused by the fire will hinder activities they have planned. The building was used for conventions, leaders retreat, youth camps and bible school.

In his facebook post, Pastor Banwarie said “We shall overcome.” The Guyana Fire Service is continuing its investigation.

GWI working on preserving Dakoura Creek –as primary source of water for Reg 10 THE Guyana Water Incorporated (GWI) is seeking to preserve the Dakoura Creek Watershed (DCW) in Linden, Region 10 (Upper Demerara-Berbice).

The objective is to sustain the creek as the primary source of water for the western sub-section of the Linden Water System.

The clear-water creek, which has an estimated annual flow of 52 million cubic meters, currently serves as a water source for some 12,000 residents, via the Western Sub-system of the Linden Water System and a plan is currently being finalised for the management of its watershed.

On Wednesday, members of the public were sensitised about the Management Plan for the watershed by GWI’s Environmental Management Consultant, Mr Samuel Wright during a presentation at the Moray House in

Georgetown.

The plan articulates the proposed strategy to protect the DCW, its designated uses and associated goals and objectives, and the actions to be implemented to support the sustainability of the watershed.

Among the goals listed in the plan are the maintenance and improvement of water quality and supply to sustainably meet the needs of natural and human communities; protecting public Health and the drinking water supply; and supporting appropriate economic and sustainable development to reduce the impacts of squatting.

It is expected that through the management of the watershed, there would be an improved understanding of the watershed, clear goals and objectives on how to manage the watershed, community engagement and support, decisions based on best information and good integration with other plans.

Several recommendations have been made to implement measures listed in the plan.

One such recommendation is the execution of a water quality monitoring plan, which Wright said is expected to be initiated in the third quarter of 2018.

That project is estimated to cost G$3M annually, and will be funded by GWI, the Ministry of Natural Resources, and the Guyana Geolo-

gy and Mines Commission (GGMC).

Members of the public are invited to provide feedback for the finalisation of the management plan, which details the procedures for the further characterisation and subsequent analysis of data, and also the roles and responsibilities of the relevant stakeholders, and the resources needed for its implementation.

According to Mr Wright, it is of paramount importance that all stakeholders, among them the Central Housing and Planning Authority (CH&PA), GGMC, Environmental Protection Agency (EPA), GWI, Regional Democratic Council of Region 10, Bosia Minerals Guyana Limited, and the Linden Mayor & Town Council, work together to achieve the water resource goals.

Palms fathers get haircut, gifts

The visit was as part of a collaborative effort between the Ministry of Social Protection, Destiny Empowerment Centre, Women Across Differences (WAD) and the Luminous Women Group to treat male residents to a pre-Father’s day “glam” session.

At the event, which was coordinated by the Office of the First Lady, Mrs. Granger noted that through the initiative, the male residents benefitted even while the newly minted participants of her Care for the Elderly Workshop were able to put the knowledge they would have gained to the test.

“Some of the teen mothers have completed the Care for the Elderly Workshop, so some of them have that experience,” The First Lady said, adding: “And it gives them additional practice of dealing with the men and the ladies… The interaction between the elders and the girls is to expose them, and to have them interact with the older persons; it adjusts their mind-set on how you deal with the older people.”

In an invited comment, WAD Coordinator, Ms. Clonel Samuels-Boston said that the girls’ participation in the activity helps to bridge the gap between the older generation and the new.

“They were able to put what they did in theory into practice,” she said. “It is important also that they, as youth, are able to bridge that gap and to respect the elderly.

“There are so many of them who came from single-parent households; so many of them did not have the opportunity to be have adult interaction or to be loved by a father…

“I think it was a good opportunity for them to feel that; they have boy children, so they themselves will know how to parent their boy child or children.”

WAD participant, Ms. Bibi Baptiste said she was deeply moved after participating in the exercise.

“Pampering the elderly gentlemen,” she said, “was wonderful. It was kind to give back to them because they have already given to the society.

“We helped them to do things they can’t do; they said they would always remember us, and they asked us when we would be back.”

Surprised by the gratitude shown by the elderly men, Ms. Shavani Lynch said that the experience was very rewarding.

“It was my first time pampering elderly men; it was nice,” Ms Lynch said, adding: “Over time, I’ve heard a lot of negative things about elderly males, and being there was totally different from what people say…

“I don’t have a father, and dealing with someone who could be my father or grandfather was good; it felt good, and I felt good that I could make someone else feel nice.”

Guyanese in Florida hail oil find as ‘positive’ –‘a new era of economic expansion’ at annual Independence fundraiser

By Anthony Layne THE Guyanese Cultural Network of Tampa Bay (GCNTB) Incorporated recently held its annual Independence fund-raising dinner and dance at the prestigious Crescent Oaks Country Club, Tarpon Springs, Florida.

The event was well attended, and included among patrons were representatives of sister non-profit organisations comprising nationals of Haiti, Dominica and Barbados.

In his message to mark the event, Guyana’s Honorary Consul to the State of Florida, Mr Ramzan Roshanali extended independence greetings to Guyanese at home and in the Diaspora.

He noted that this is the 13th year of the GCNTB’s service to communities in Florida and Guyana, and that the GNCTB continues to inspire Florida-based Guyanese to showcase their cultural diversity and to serve Guyana.

Zeroing in on recent offshore oil discoveries in Guyana, Roshanali said, “The offshore explorations have yielded some positive outcomes, and suggest that we will enter a new era of economic expansion.

“With economic growth come opportunities and the promise of increased standards of living and quality of life. These hopes are at the core of GCNTB’s mission, which is to improve the lives of Guyanese, whether here in the Unit-

is a one-day volunteer effort, whereby numerous volunteers paint the homes of elderly, low-income Tampa citizens. Additionally, “outstanding college-bound high school graduates with grade point averages of 3.5 and above will also benefit,” said the mayor.

Included in the evening’s event was the presentation of awards to GCNTB founding members Coretta McAlmont and Lavinia Little for their dedication and commitment to thye organisation.

The organisation is governed by a board, and its current president is Mr John Bailey. Its mission is to assist in improving the quality of life at home here and in the United States.

Tripartite committee finally meets THE Private Sector Commission (PSC) continues to be opposed to an increase in container fees, and a meeting held after many months to bring closure to the issue has failed to move the process forward in favour of the City Council.

The Mayor and City Council (M&CC) wants the fees to be increased from $5000 per container to at least $8,000 for a 20-foot container, and $10,000 for those that are either 40 or 45 feet in length.

The City Council has been complaining that the containers continue to severely damage city roads,

leaving the municipality to foot the bill to have them repaired.

In an invited comment on Friday, Mayor Patricia Chase-Green told the Guyana Chronicle that other issues were raised when the tripartite committee met a few days ago to iron out the issue.

Another meeting has been fixed for some time in July, but in the meantime, more documentation from all sides has been requested.

Chase-Green, Town Clerk Royston King, and Chairman of the Finance Committee Oscar Clarke met with a team from the

PSC, including its chairman, lawyers and other relevant authorities. Business Minister Dominic Gaskin and a representative of the Communities Ministry also sat in on the meeting.

After complaining on more than one occasion that the PSC was stalling the process, the mayor said she was relieved that a meeting was finally fixed.

The $5000 per container was agreed to be paid in the interim before a decision could be taken by the tripartite committee, but approximately two years have gone by without any movement.

“The private sector has no intention of meeting with us, in my opinion,” she said, adding that the Commission keeps requesting meetings on dates they know are days on which statutory meetings are held.

“The private sector is not interested in meeting with this council or moving it forward in any way; two years now and the issue cannot be resolved. We’ve only been writing and writing and writing,” the mayor said, adding:

“Why is it that this council has to bend to the private sector each time? We started discussions on the

pates in the PYHOT programme, and makes significant monetary contributions to the Alpha House and the Hope Children’s Home in Tampa.

Projects executed here from the organisation’s inception include the donation of medical supplies and toys to the New Amsterdam Hospital; numerous backpacks filled with school supplies to the One Mile Bartica Elementary School; clothing and food supplies to the Joshua Children’s Home; support for the Lady Jags football team; and the donation of refurbished ambulances.

cus this year will be on providing assistance to the Belladrum Primary School on the West Coast Berbice.

Apart from its annual independence fund-raiser, the GCNTB’s other marquee event is “Taste of Guyana”, which is held in September, and showcases Guyana’s rich cultural heritage, including its cuisine, music, and arts and craft, as well as the cultural heritage of the Tampa Bay community.

Launched in 2005, this event was initially held bi-annually, but owing to its growth and popularity, it is now held annually.

This year’s event is scheduled for the last Saturday in September.

Big business owners are also continuing to take advantage of the city council, Chase-Green observed, and thus closure ought to be brought to the matter.

The mayor had also touched on the issue of huge fuel-laden bush trucks being parked in front of people’s premises. According to her, the city council should no longer allow these bush trucks to pass Agricola and enter Georgetown because of

the amount of damage they are causing to city streets.

Councillor Malcolm Ferreira had said: “People have to understand that a penalty is a penalty; it’s nothing you can just pick up US $12 or US $50 and pay off. They (businesses) could put it (their containers) on the road for 10 days and pull out $25,000 out their pocket easy, because they have $50M worth in the container.”

City Hall had decided to implement a $25,000 container fee, but this attracted much flak from members of the business community and the PSC.

(REUTERS) - PORTUGAL’S irrepressible captain Cristiano Ronaldo scored a stunning late free kick to complete a World Cup hattrick and rescue a dramatic 3-3 draw in an enthralling Group B match against neighbours Spain yesterday.

In by far the best game of the tournament so far, Spain forward Diego Costa notched a double before Nacho put them 3-2 ahead with a brilliant third only for Ronaldo to snatch a point.

(BBC) - IRAN won their first match at a World Cup finals since 1998, as Morocco substitute Aziz Bouhaddouz scored an own goal in injury time.

Bouhaddouz put the ball into his own net with a diving header at the near post in the 95th minute as Morocco defended a left-wing freekick.

The result was harsh on the African side who had wasted numerous chances in the first half and were denied late on when Iran goalkeeper Alireza Beiranvand produced a fine save from Hakim Ziyech.

But Iran took the victory, only their second in World Cup history after a 2-1 win over the United States at France 1998.

Morocco became the second African side to concede a late winning goal in the World Cup yesterday, after Egypt lost 1-0 to Uruguay in Group A, thanks to a last-minute header from Jose Gimenez.

Both Morocco and Iran impressed in qualifying with Morocco only conceding one goal in their eight games, while Iran remained unbeaten and only let in five goals in their 18 qualifying matches.

However, they were both left ruing the draw that saw them placed in the same group as 2010 winners Spain and European champions Portugal, with only the top two sides advancing to the last 16.

Ronaldo accepts £16.4M fine over tax evasion charges (BBC) - FOOTBALLER Cristiano Ronaldo has reportedly agreed to accept a £16.4M (18.8 million euro) fine and suspended jail term to settle tax evasion charges.

The Real Madrid and Portugal footballer, 33, was accused last year of defrauding tax authorities of €14.8M (£12.9M), charges he denies.

Ronaldo offered to pay £12.9M in June 2017 but the government rejected the offer, the El Mundo newspaper reported.

The news comes hours before Portugal take on Spain in the World Cup. Spanish courts have recently cracked down on tax evasion among footballers.

Ronaldo is unlikely to serve any jail time under the deal - reportedly a verbal one at this stage. Under Spanish law, a two-year sentence for a first offence can be served on probation, with no requirement for custody Any deal would have to be signed off by Spain’s tax agency. India crush Afghanistan in lone Test (REUTERS) - INDIA raced to a dominant victory over Test debutants Afghanistan after the hosts’ blistering bowling attack helped them beat the visitors by an innings and 262 runs in the one-off match yesterday.

India, positioned atop the ICC rankings, enforced the follow-on against Afghanistan after the tourists were skittled out for a paltry 109 in their first innings.

Afghanistan’s batting order crumbled again in the follow-on innings with spinner Ravindra Jadeja claiming four wickets and conceding just 17 runs as the visitors were bowled out for 103, losing all 20 wickets on day two.

(Skysports) - Tammy Beaumont’s second century in as many matches saw England Women ease to a seven-wicket win over South Africa to clinch their three-match ODI series at Canterbury.

The 25-year-old struck 105, as she shared a 154-run third-wicket stand with captain Heather Knight (80 not out) - who also hit her first half-century of the series - as England chased down their target of 229 in 44 overs.

Dane van Niekerk made a career-best 95 but with the in-form Lizelle Lee harshly given out lbw for two in the second over off Anya Shrubsole, the visitors struggled throughout their innings to find easy runs.

Floodlights set to defend New York Independence Cup title THE Guyana Floodlight Softball Cricket Association (GFSCA) will be represented by two teams at the annual New York Independence Cup 2018.

The tournament is set for June 29, 30 and July 1 and will be hosted by New York Softball Cricket League (NYSCL).

The teams are defending champions Floodlights Over-45, who humiliated arch rivals Regal Masters also from Guyana in the 2017 final and for the first time, Floodlights Legends Over-50.

Floodlights Over-45 team are undoubtedly one of the better International Softball Cricket sides, winning eight International Softball Masters titles so far.

They won Guyana Softball Cup thrice, NY Legends Cup twice, Orlando Cup twice and Florida Cup once. They were also seven-time runners-up.

Jamaican chief justice allows E-Networks to Broadcast FIFA World Cup (RELEASE) - Local cable provider E-Networks has secured rights to air the FIFA World Cup 2018 after Jamaican Chief Justice (CJ) B. Sykes yesterday ruled in its favour.

The CJ issued an injunction against the St Lucian-based owners of regional sports broadcasting network (SportsMax), International Media Content Ltd for several actions.

The first is restraining it (SportsMax) for 28 days from terminating a carriage Agreement entered into between E-Networks Inc. and IMC, whereby IMC granted E-Networks Inc. the exclusive cable

television rights to broadcast the FIFA World Cup. The second is the ordering of IMC to commence provision of the feed to the SportsMax World Cup Channel to

issued a memorandum advising that only IMC, in addition to it, could grant exclusive rights to authorise cable broadcasts of the World Cup in Guyana.

The rights to broadcast the FIFA World Cup are held by DIRECTV which

GCB mourns Ronald Paul Mann passing THE entire cricket fraternity has lost a true cricket stalwart in Ronald Paul Mann, popularly known as ‘Rocky’ Mann.

Rocky served very proficiently as the Marketing Manager of the GCB during its halcyon days of the 1990s under the presidency of Chetram Singh.

Those were the days when cricket was still headquartered at the GCC ground, Bourda and there were never any thoughts of a World Cup being held here.

Rocky was very instrumental in acquiring sponsorships from all the major banks, beverage companies and the general corporate community, for the construction of hospitality boxes, one of which currently houses the GCB office and the Media stand, which still stands tall at the northern and southern sides of the Bourda square.

Rocky also served as the Marketing Manager of the East Bank Demerara Cricket Association during the late 90s when a successful raffle was held with a car as the first prize.

Rocky had earlier served the cricket community as a radio commentator, doing ball by ball commentary of many of our regional cricket matches.

He always assisted our cricketers and was a great cricket administrator.

He took ill quite a few years ago and has quietly passed away at his home in McDoom yesterday.

The entire cricket community will join the GCB in extending its sincerest condolences to his wife, Zel Mann, his children, Jason and Alyeah, the rest of his family and relatives, at this time of bereavement.

Barbados, Windward secure wins in CWI Women’s T20 blaze

(CMC) – A sizzling knock

by Hayley Matthews led Barbados to their third victory in a row and condemned Trinidad & Tobago to their second successive defeat in the CWI Women’s T20 Blaze here on Thursday.

The 20-year-old scored 39 off 21 balls in a vicious assault on the defending champions, as Barbados chased down their modest target to finish on 93 for four, with 25 balls to spare at Sabina Park.

Matthews struck five fours and two sixes – including two powerful shots over mid-wicket in the first over off seamer Lee-Ann Kirby.

The classy West Indies opener added 61 in just 39 balls for the first wicket with Danielle Small, who contributed 22 off 18 balls.

After the positive start, off-spinner Shenelle Lord pulled things back for T&T with three for 17 to slow the scoring rate, but it proved in vain.

T&T had earlier made 92 for five off their 20 overs with Britney Cooper holding the innings together with 47 off 46 balls, including five fours. However, she fell to the strongly-built pacer Shamila Connell, who ended with two for 17 off her four overs.

In the nightcap match at the same venue, Windward Islands pulled off a major upset over Guyana as they won a cliff-hanger by two wickets with three balls to spare.

Set 122 to win, the Windwards needed 17 from the last two overs and eventually reached the target, to record their first win of the tournament.

The Windwards victory charge was led a belligerent 21 off 11 balls from Edelyn Turton at a crucial stage in the innings. Her knock was highlighted by a couple of fours and a huge six over wide longon which sailed into the George Headley Stand.

Earlier, captain Shemaine Campbelle put on a masterclass with a career-best 61 off 54 balls as the Guyanese posted 121 for five off their 20 overs.

The Windies player struck six boundaries and a massive six – a sensational flick over long-on into the second tier of the North Stand.

She breathed life into the innings after Guyana were stalling at 41 for two in the ninth over, before she was dismissed off the final ball of the innings by pacer Pearl Ettienne, who was the best bowler with two for 19 off four overs.

At Kensington Park, off-spinner Vanessa Watts produced the best bowling performance of the tournament so far, as Jamaica recorded a comfortable seven-wicket win over Leeward Islands.

The wily 30-year-old, who played four T20 Internationals for the West Indies back in 2014, had the impressive figures of 4-1-9-5

to send the Leewards slumping to 68 all out, from their 20 overs.

She demonstrated excellent control and would have impressed the West Indies selectors as they look to pick the team for the ICC Women’s World T20 in the Caribbean in November. Watts was well supported by Chadean Nation, who took three wickets for 15 runs from four overs.

Set an easy target, the Jamaicans reached 70 for three off 12 overs to win with 48 balls to spare. Nation made 28 not out off 23 balls to cap a good all-round performance while captain Stafanie Taylor chipped in with 19.

The best bowler was Tiffany Thorpe, an import from Barbados, who ended with two for 11.

Jamaica’s win put them top of the points table alongside Barbados, both teams boasting perfect records of three wins from three matches.

Smith, Kumara shine on rain-hit day (ESPNCricinfo) - LAHIRU Kumara delivered 13.3 hostile overs, and Kasun Rajitha was probing on Test debut, but a half-century from Devon Smith drove West Indies forward on a rain-hit second day.

They stand only 135 runs behind Sri Lanka, with eight wickets still in hand. Only 42.3 overs were delivered in the day, the rain arriving during lunch to wash out much of the afternoon and evening sessions, before stumps were eventually drawn due to bad light at 17:55hrs.

Snith was measured for much of the day, hitting only four fours (two of which were edges past the slip cordon) and a six in his 53 not out off 134 balls. He had his outside edge beaten on plenty of occasions, even in the last few overs of the day, but he did enough to survive, and did not miss out when genuinely poor balls were on offer.

The half-century is his seventh overall, and his first since April 2015. Smith was especially strong on the leg-side in this innings, once advancing to launch Akila Dananjaya over long on for six.

Kumara, perhaps, will consider himself unlucky for having only collected figures of 1 for 48. He troubled each

of the four West Indies batsmen who came to the crease on day two, often surprising them with the bounce and pace he generated.

He touched 145kph on occasion, generally aiming at the batsmen’s ribs. His breakthrough came very late in the day - Kusal Mendis diving to his right from second slip to complete an excellent low take off Kieran Powell, who had attempted to drive that ball.

In the first session, Kumara could easily have had Kraigg Brathwaite lbw, with a ball that jagged in from well outside off stump.

The ball had hit Brathwaite above the knee-roll though, and umpire Aleem Dar felt it was probably going over the stumps.

Rajitha was not quite so aggressive, but there was obvious skill to the manner in which he operated. He moved the ball both ways off the pitch, and frequently went looking for that edge, his length often full and his line always testing.

He had made the first breakthrough, shortly before lunch. Angling a ball in at Brathwaite, Rajitha got it to straighten just a fraction.

The result was a feather edge to the wicketkeeper - that touch so light that Brathwaite even reviewed

believing he had not hit the ball.

DRS disagreed, however.

Brathwaite was out for 22 off 79 balls, having gritted his way through almost the entire first session.

So disciplined had Sri Lanka’s quicks been in the first session that West Indies made only 63 runs in 25 overs. The scoring rate increased after the first extended rain break, but went south again in the final 6.2-over stretch of play.

Encouragingly for Sri Lanka, there was decent turn for their off-spinner Dananjaya on day two. Nevertheless, West Indies are still completely in control of this game, particularly with their strong middle order still alive in the first innings.

Persaud, Sukhram set to defend Guyana Open titles November 3-4

2017 champions Avinash Persaud and Christine Sukhram will defend their Guyana Open golf tournament title November 3-4 at the Lusignan golf course.

According to the Lusignan Golf Club, 100 players are expected to compete for top honours at the twoday event.

For the first time, the club is looking to stream the event live, as well as create “a pleasantly memorable, refreshing and captivating experience”.

Apart from the on-field action, the club will cater to over 300 persons, including players, diplomats, ministers of government and special invitees at an invitation-only cocktail reception on the eve of the tournament.

The course will be closed for regular play on November 2 to facilitate the smooth hosting of the Guyana Open. It will re-open on November 6.

The Medal Play tournament will be played over 36 holes with action starting at 05:10hrs each day. Players will compete in three flights - the ‘A’ flight (0-9 handicap), ‘B’ flight (10-18 handicap) and ‘C’ flight (19-28 handicap).

The first 100 players will be accepted, with entrance fee of $25 000 for local members, $30 000 for foreign members and $40 000 for non-members. VIP tickets are also available for $10 000, which includes food and drink and the use of the temporary VIP area.
