US Exim Bank supports financing trade with Guyana THE Export-Import Bank of the United States (EXIM) is committed to

working with US companies, including eligible Guyanese-American owned

companies, to facilitate exports to Guyana through access to its menu of ser-

vices which include the provision of working capital and export credit insurance.

By accessing such assistance, US companies can export raw materials and equipment to Guyana which are required by the private and public sectors for manufacturing, mining and infrastructural development. This assistance will indirectly support Guyana’s development efforts and hopefully make local manufacturing more competitive, so as to be able to in turn export to major

markets, including the US. This commitment was restated Friday at an international business conference here as part of the observance of World Trade Month and National Small Business Week.

Put on by Broward County, Florida, with the theme “Opportunity Has No Boundaries”, the conference brought together more than 600 business executives and entrepreneurs; government and elected officials and diplomats for discussions on a number of issues ranging from access to international markets to accessing finance for business development.

Speaking on the issue of ‘Access to Export Financing’, Managing-Director of EXIM Bank’s Small Business Division (Eastern Region) Sharyn Koenig, outlined a menu of services which is available to companies that export US-made products.

In response to questions from Wesley Kirton, President of the Guyanese-American Chamber of Commerce (GACC), Koenig clarified that such assistance is available to eligible Guyanese-owned companies in the US and that such assistance can include political risk insurance.

“When private sector lenders are unable or unwilling to provide financ-

ing, EXIM fills in the gap for American businesses by equipping them with the financing tools necessary to compete for global sales.

In doing so, the bank levels the playing field for US goods and services going up against foreign competition in overseas markets, so that American companies can create more good-paying American jobs.

“Because it is backed by the full faith and credit of the United States, EXIM assumes credit and country risks that the private sector is unable or unwilling to accept. The bank’s charter requires that all transactions it authorises demonstrate a reasonable assurance of repayment; the bank consistently maintains a low default rate, and closely monitors credit and other risks in its portfolio,” Koenig said.

In cases where a company in the US has a subsidiary or owns the company to which it is exporting, Koenig explained that company may not be eligible for credit insurance for buyer non-payment, but would qualify for political risk insurance.

She indicated that EXIM Bank is open to meeting with Guyanese-American business groups to inform and educate their membership about the services offered by the institution.

THE Government of Guyana has issued an urgent public notice for nine former policemen to explain why some $54M worth of diamonds has disappeared. The diamonds reportedly belong to Ronald Khan who has since filed a suit against the State to reclaim the diamonds and or its value.

Guyana Chronicle understands that the matter dates back to 1994 when a dispute arose in the mining community of Ekereku, located in Region Seven.

According to the notice published in this newspaper on Saturday, May 5, 2018, former Police Commissioner Floyd McDonald, who back in 1994 served as Crime Chief; Harley Davidson, Deputy Crime Chief; Eon Sandy, formerly stationed at the Supreme Court Police Outpost; Alwyn Wilson, stationed at ‘E’ and ‘F’ Division headquarters, Eve Leary; Terrence Semple, last stationed at Mahdia Police Station; Courtney Ramsey, last stationed at the Criminal Investigation Department (CID), police Headquarters, Eve Leary; Desmond Leitch, last stationed at CID, Eve Leary; Constable Fraser

Reg#10881; and Ex-detective Sergeant Carl Wilson, Reg # 7797 are being asked to make urgent contact with the Attorney General’s (AG) Chambers.

“Notice is hereby given to the following persons to make URGENT contact with the Attorney General’s Chambers… to give a detailed account in the matter Ronald Khan v the Attorney General for judicial purposes,” the notice said.

Khan had initially started proceedings sometime in 2011 to retrieve his diamonds, Guyana Chronicle understands. According to information received, back in 1994, a dispute ensued at Ekereku which resulted in the death of a person. The alleged killers reportedly stole diamonds belonging to Khan. However, they were caught but subsequently escaped from prison.

The status of the criminal proceedings relative to the aforementioned matter is unclear. Notwithstanding, Guyana Chronicle understands that the diamonds were under police watch in the city when they reportedly disappeared without a trace.

Joan-Ann Edghill-Stuart, the lack of information relative to what transpired back in 1994 has prompted the AG’s Chambers to issue a public call on the identified persons to come forward to provide information.

“As it is now, we don’t know where the diamonds are… it would have been since 1994, a long time ago but it was only in 2011 that they brought the civil claim,” Edghill-Stuart told Guyana Chronicle when contacted Saturday.

The attorney explained that repeated efforts were made to contact the nine persons, but to no avail. “I didn’t get on to any of the police officers; some of

MURDER Edghill-Stuart pointed to a murder which apparently is connected to the seizure of the diamonds but the details of that crime is unclear. She said two persons circa 1994 were held for a murder (reportedly related to the diamonds) but subsequently escaped.

“I am not sure what the status of the charges is and whether the persons [who escaped] were ever found.

I am not certain the charges were dropped. That’s why the police officers were called upon to make contact with the office because they ought to know what the status of the diamonds is.

As it is now, we don’t know where the diamonds are.”

Guyana Chronicle understands that all that the police have on record is that the persons held for

the murder escaped from prison.

Meanwhile, this publication was able to communicate with one of the police officers called upon to make contact with the AG’s Chambers. The former officer, who now resides overseas, recalled a similar case.

The elderly man explained that there was a dispute between one ‘Harvey Brock’ who at the time resided in the vicinity of Supply, East Bank Demerara and another miner at Ekereku. As a result, Constable Fraser collected and transported the diamonds reportedly belonging to Ronald Khan to Georgetown.

Constable Fraser reportedly handed the diamonds over to the source who then informed the Deputy Crime Chief Davidson. Davidson in turn instructed him to take the diamonds to the then Crime Chief Floyd McDonald.

McDonald then called in Inspector Mason (only name provided) and instructed Mason to take the diamonds to a diamond dealer located in the vicinity of Shanta’s Roti Shop on Camp and New Market

Streets.

“There was a diamond dealer somewhere near Shanta’s. I can’t remember the exact location but I know it is in that area.

The diamonds were taken to the dealer who verified them as authentic. The diamonds were carried back to McDonald, but I cannot state what happened after that,” the man told Guyana Chronicle, noting that the matter in question happened more than 20 years ago.

The former policeman said he does not recall ever having any other dealings during his tenure with diamonds neither could he remember a murder being part of the case.

Hughes, Fields and Stoby are representing Khan. When contacted Saturday, Nigel Hughes confirmed that his law firm is representing Khan.

Meanwhile, the matter comes up Monday before Puisne Judge, Fidela Corbin-Lincoln.

Iran nuclear deal: Boris Johnson visits US for talks LONDON, United Kingdom (BBC) - Boris Johnson is visiting the US to urge Donald Trump not to scrap the international deal designed to prevent Iran acquiring nuclear weapons.

The foreign secretary will fly to Washington on Sunday for two days of talks with senior White House figures.

The UK and its European allies have until 12 May to persuade the US president to stick with the deal.

Mr Trump has strongly criticised the agreement,

which he described as the “worst ever” and “insane”.

In the landmark deal signed by the US, China, Russia, Germany, France, the UK and Iran - the latter agrees to limit its nuclear activities in return for the easing of sanctions on its economy.

European allies France, the UK and Germany all agree the current deal is the best way to stop Iran developing nuclear weapons and the UN also warned Mr Trump not to walk away from the deal.

But Mr Trump has threat-

ened to withdraw unless the signatories agree to “fix the deal’s disastrous flaws”.

Mr Johnson will meet US Vice-President Mike Pence, National Security Adviser John Bolton and foreign policy leaders in Congress.

Ahead of the trip, Mr Johnson said the UK and US are “in lockstep” on many global foreign policy issues, citing the response to the use of chemical weapons in Syria and the Salisbury poisonings.

He added: “The UK, US and European partners are also united in our effort to

tackle the kind of Iranian behaviour that makes the Middle East region less secure - its cyber activities, its support for groups like Hezbollah, and its dangerous missile programme, which is arming Houthi militias in Yemen.”

The UK-US talks come after Israel revealed “secret nuclear files” accusing Iran of covertly carrying out a secret nuclear weapons programme.

US Secretary of State Mike Pompeo said the documents were authentic and show the 2015 Iran nuclear deal was “built on lies”.

Mr Trump has until the deadline of 12 May to make a decision on the deal - the next deadline for waiving sanctions.

Earlier this month, Mr Johnson said it was important to keep the deal “while building on it in order to take account of the legitimate concerns of the US”.

Mr Johnson’s discussions are also expected to cover the crisis in Syria and also North Korea, ahead of Mr Trump’s meeting with Kim Jong-un, which now has a date and location arranged.

Kilauea: Earthquakes follow eruptions from Hawaii volcano Hawaii, USA (BBC) - A number of strong earthquakes have hit Hawaii’s Big Island, a day after the eruption of the Kilauea volcano.

One 6.9 magnitude quake, south-east of the volcano, was the most powerful to hit the US state since 1975.

It briefly cut power and

sent people fleeing from buildings but there was no tsunami warning.

Meanwhile, several fresh eruptions spewed fountains of lava 30m (100ft), destroying several homes and leaving fissures on three streets.

The Civil Defense Agency told any remaining residents to

evacuate.

It said there were deadly levels of dangerous sulphur dioxide gas in the air and emergency crews would not be able to help anyone affected.

The new volcanic activity in Mt Kilauea’s lower east rift zone amounted to “vigorous lava spattering”, the US Geo-

logical Survey (USGS) said, adding that additional outbreaks in the area were likely.

The lava was not travelling more than a “few tens of yards” from the vents, which were on streets in the Leilani Estates neighbourhood near Big Island’s eastern tip, the USGS said.

However, ground deformation was continuing and there was high earthquake activity in the area, it said. Meanwhile, the level of the lava lake inside the volcano was continuing to drop.

Two homes were destroyed in the latest activity, ABC quoted Hawaii island Mayor Harry Kim as saying.

Maija Stenback, an eyewitness, told the BBC the eruption “was like when someone plays the bass really heavy: you could really feel the power and the lava”.

“The colour was unbeliev-

able, and the sound was unbelievable,” she said.

“You could hear and feel the eruption a good half a mile away, and the closer you got, the more you could feel it.”

Residents described fleeing their homes on Thursday evening.

“My family is safe, the rest of the stuff can be replaced. When I bought here 14 years [ago], I knew that this day would eventually come. But the reality is sinking in now,” one resident told Hawaii News Now.

Plane crash horror

No survivors found among aircraft rubble in Trelawny

TRELAWNY, Jamaica (Jamaica Observer) — It was a scene of devastation yesterday at the site where an aeroplane crashed in Trelawny, killing the three people on-board.

The aircraft, which was reported missing after taking off from the Sangster International Airport in Montego Bay, St James, at 4:18 pm on Thursday, was discovered about 3:30 pm yesterday by members of the Jamaica Defence Force (JDF) Air Wing, in an area between Duncans and Samuel Prospect.

Bits and pieces of the aeroplane and the mutilated bodies of its occupants were recovered deep in the woods of the rustic community by the army men.

“The small aircraft that was lost from radar yesterday evening was located about two miles south of Duncans. The Civil Aviation Authority is expected here in the morning and until then, the scene is being kept sterile,” Lieutenant Colonel Godfrey Sterling told the Jamaica

and was trying to get out of the rain, so I saw when it (plane) dipped; so rain caught me. Mi hear the plane coming low and saw it. It was raining so hard and the thunder and lightning, but I say it look like this plane have some fault and me see it dip in the trees,” security guard Tashamaron Jarrett, who is also called ‘Muscle’, told the Observer yesterday.

The aircraft — a Cessna 206F operated by Rutair Limited (Airlink) — was last seen on radar at 4:36 pm on Thursday, above Trelawny, 32 kilometres (20 miles) east of Sangster International Airport, between Duncans and Clark’s Town. The aircraft was heading to the Tinson Pen Aerodrome.

The Jamaica Civil Aviation Authority said yesterday that immediately following the aircraft’s

disappearance from the radar, search and rescue procedures were initiated, with contacts to the Duncans and Clark’s Town police stations and the Jamaica Defence Force (JDF).

The JDF initiated search and rescue flights Thursday evening and resumed yesterday morning.

Yesterday, curious onlookers massed in an open valley, situated in front of a slope with a thick growth of logwood trees which the

ill-fated craft crashed.

One resident, who lives in close proximity to the crash site, told the Observer that it was raining heavily on Thursday night when he heard the low-flying plane go down in the thick growth of trees.

He said he did not raise an alarm until yesterday when he heard the soldiers searching for the plane.

The resident said he directed them to the area where he saw the plane “dip”.

“I was going to work

the plane in the heavy downpour and when they no longer heard it, they thought it had flown away.

In the meantime, family members and friends of the deceased, who gathered near the scene, stared blankly, grief etched on their faces.

Among the mourners was the wife of one of the deceased. The Observer understands that the couple was married less than three weeks ago.

The rice industry NEWS in the rice industry remains good, with the Latin American market, in particular Cuba and Mexico, demonstrating strong, growing demand.

A casual look at the rice industry globally, shows that China and India dominate, as is expected, given that their huge populations probably prompted intensive local production to feed their many masses.

Rice, after all, is a staple for both the rich and the poor.

What a further look at the international market shows, however, is that India and China are by no means the only large-scale producers of the grain; which tells us that what they produce is not enough to thoroughly dominate the international market.

As a result,Guyanese need not fear such behemoths where rice is concerned, as it seems there will consistently be enough market share for at least some of our rice. We will certainly consume some of it domestically, but there will also be a need to export some of our rice.

But let’s pause for a moment to ask: Where have we heard that an industry will always have some market share, so we need not emphasise growth or reform?

Where have we, even further, heard that just because we aren’t the lowest-cost producer doesn’t mean we won’t eventually come under threat? Obviously, we haven’t learnt anything from the struggles of the sugar industry. We need to do better this time around.

Additionally, it’s important to broaden our understanding of the true dynamics facing industries such as rice and sugar.

The critical point is that agricultural industries typically produce commodity goods, which are largely just the same as those produced in other countries. As a result, price is the only real way to differentiate between goods; and the one with the lowest price will typically win market share.

Any agricultural industry that produces above that bottom-market price is really only able to survive so long as competitors

aren’t able to produce enough to supply the entire market. This leaves a gap that higher-priced local produce can fill. But when this changes, and international productive capacity increases, as was the case with beet sugar coming out of Europe, this squeezes the higher-priced goods into a smaller and smaller market share, until it eventually leaves the market.

How then to ensure this doesn’t eventually happen to rice? While it is, of course, important to liaise with other rice-producing nations to learn from their own research, we can learn a great deal from our own past. A focus on crops, where we can reasonably be expected to lower prices near the market leaders through research and development, is critical rather than a broad brush which does not facilitate such competitiveness.

We don’t have to win every competition in the free market; we just need to win the ones that are most important to us. And that’s why a focus on rice makes a great

deal of sense as a driver of continuous economic growth locally. We can pour resources into rice in a way difficult to match in conditions less friendly to the crop’s growth, both because of our vast natural agricultural advantages and expected oil revenues.

We may not now be anywhere near to the world’s top 10 producers, but unlike many countries, we can gradually get there.

Rice continues to do well, and we look forward to the prosperity of our hard-working rice farmers. Importantly, however, there is so much more that can be accomplished in the process safeguarding the long-term future of the industry.

And so we should look at the strategic advantages of rice, bearing in mind that there may be other analogous opportunities we need to seize.

If developed well, the rice industry can serve as a fine example of a Guyana reaching its fullest potential.

Oil revenues could be the answer –– to funding better infrastructure in a ‘green’ Guyana

Dear Editor THE Green State Development Strategy (GSDS) outlines a better future for Guyana. It’s a future of renewable energy, strong and sustainably built infrastructure, and careful preservation of our extraordinary cultural and natural heritage.

But that future won’t come cheap.

From a new bridge across the Demerara River, to solar-powered farms and coastal sea walls and long-awaited upgrades to the Linden-Lethem road, the price tag for Guyana’s needs has never been greater.

Funding from the World Bank, the In-

terAmerican Development Bank, Norway and others has been available, but it is often insufficient, slow to materialise, and comes with bureaucratic strings attached. It also leaves Guyana reliant on the charity of others to fund many of its most important needs; charity that might not always be available in uncertain economic times.

Oil revenues could change all that, but only if we act responsibly; enforcing and embracing our existing contract, building up our capacity for responsible revenue management, and moving forward with production as swiftly and safely as possible.

Conservative estimates from the In-

ternational Monetary Fund put the initial government income from the offshore oil development at US$270M by 2020, and rising into the billions within a matter of a few years. Current estimates of our offshore oil reserves place us alongside some of the world’s wealthiest oil producers in terms of barrels of recoverable oil per citizen.

That’s an amount that could transform our country; enough to pay for a bridge, a road, a port and more. That revenue could help Guyana become exactly the kind of nation that the GSDS envisions, if handled carefully.

That means taking a thoughtful look at what other oil-producing countries have done

right: setting up Sovereign Wealth Funds, ensuring that the sanctity of contracts is respected, investing in a diverse, sustainable, and equitable economy, and building solid infrastructure and institutions.

Smart investments in infrastructure could benefit every industry and every citizen.

These investments should last decades, leaving Guyana with valuable assets, even if oil revenues eventually decline. We can remake our economic future and set a course for longterm sustainability.

REFERENCE is made to a letter under the pen of Mr Oscar Ramjeet in the May 4, 2018 editions of the Stabroek News and Kaieteur News, purporting to be responding to a letter from the Attorney General’s Chambers which had dismantled several contestations he had made in an earlier letter about the work of the chambers.

Let me say from the outset that I wish not to engage Mr Ramjeet in any public tit-fortat, as this attorney-general is very busy attending to matters of the state, and responding to the needs of citizens who have placed their implicit faith and confidence in him, and the government he is part of, to lead this nation.

However, in the interest of setting the record straight regarding Mr Ramjeet's claim that he never sought employment at the AG’s Chambers and his idle posturing about his virtues, I have attached unedited email correspondence from him to yours truly on different dates. I trust that your newspaper will be kind enough to publicise, in their entirety, these emails of Mr Ramjeet, as his attack on a sitting minister of government also extends to the government.

Guyana’s agricultural and mining exports substantially more profitable and create opportunities for higher ‘tech’ manufacturing. New roads and bridges would make trade easier, and link the economies of remote interior communities to Georgetown and the coast.

Seawalls and flood control systems would reduce the impacts of vicious storm surges on vulnerable low-lying areas such as Georgetown -- something that is becoming more important every year, and is one of the most critical but highest-cost priorities in the GSDS. Oil production could also help achieve the GSDS’s goal of modernising our dirty fuel oil power plants by switching to lower-emission natural gas, which is widely regarded as the perfect counterpart to renewable forms of energy. We will need some source of power when the sun is not shining, after all.

Meanwhile, oil money could pay for exactly the kind of forest conservation initiatives that Guyana currently relies on charity to fund. We are already a world leader in forest conservation, and a destination for biologists and ecologists from

around the world. We should seek to double our efforts.

Imagine what millions more in funding could do to make Guyana not just a destination for foreign scientists, but a place that had the money and institutions to educate thousands of its own.

These kinds of investments would entice the young and educated of our society to stay here to help enrich Guyana, while drawing educated Guyanese back from abroad, and improving the business climate enough that future generations never leave in the first place.

Every year spent arguing about tearing up a contract and shopping around for a better one is a year without hundreds of millions in revenue for Guyana, and a greater risk that companies will simply seek oil elsewhere.

Building a better and more sustainable Guyana is a bold, ambitious and expensive vision. But thanks to oil revenues, it’s one that is finally within reach.

GUYANA has received another favourable political rating, this time from Freedom House, a US state-funded, non-governmental organisation.

In its 2018 Freedom in the World Report, Guyana continues to be listed as “free”, and as an “electoral democracy”.

Though this status was restored to Guyana since 1992, its rating was subsequently compromised by the complicity of the previous administration in drug-related corruption.

ANTI-CORRUPTION REFORMS According to Freedom House, which conducts research and advocacy on democracy, political freedom and human rights, “Guyana is a democracy that features regular elections, a lively press, and a robust civil society.” It urges the government to “continue pressing forward with anti-corruption reforms”, since official corruption remains a pressing concern in the wake of the discovery “of rich oil and natural gas reserves”.

It mentions that violent crimes, though reduced from the high levels in 2013 “when the murder rate was the third highest in South America”, remain a significant problem. It also refers to claims of discrimination against Indigenous Peoples and the LGBT community, but falls short of blaming the government.

In 2015, immediately before the change of government, Guyana was listed as a country that was “rife

with corruption”. Worst was the 2015 pronouncement by Freedom House that counter-narcotics efforts were undermined “by corruption that reaches high levels of the government”.

DRUGS PROCEEDS It states in the review for 2014 that “the informal economy is driven primarily by drugs proceeds”, and that the then government was unwilling to implement or enforce anti-corruption laws.

Since the crackdown by the current government against illicit drugs, and the presence in Guyana of the US Drug Enforcement Administration (DEA), there has been a spike in money-laundering, as operatives are switching from trafficking to washing the dirty proceeds they had accumulated in past years. This fight against money-laundering has not gone unnoticed, as the US State Department, in its update for 2017, highlights the progress made by Guyana, which allowed us to exit all follow-up sanctions to which it had been subjected by the monitoring agencies, FATF/ CFATF. The Regional Anti-money laundering Workshop for judges and prosecutors, which was co-sponsored last week in Guyana by the Commonwealth Secretariat, was a recognition of Guyana’s growing determination to stamp out drugs money.

CATCHING CROOKS Commonwealth Secretary-General,the Rt. Hon. Baroness Patricia Scotland, who graced the historic

event with her presence, nailed the importance of stamping out dirty money when she declared: “Money laundering is not a victimless crime. Money laundering, fraud and dishonesty have victims, and the victims are the old, the poor, the disadvantaged, and those who are in need of support.”

The Baroness stated that law enforcement has to increase the possibility that the crooks would be caught, and that they would be relieved of the burden of their ill-gotten gains.

And what would be seen as an endorsement of the efforts of the Guyana Government to promote transparency, she was quoted by the media as saying, “Guyana wants to have the most robust system in the world,” and the Commonwealth Secretariat is very determined to be alongside Guyana, and to ensure that Guyana shines.

It was, therefore, disappointing that the Guyana Bar Association would actually question the participation in the workshop of our director of public prosecutions (DPP) and a few judges, on the ground that they would be exposed to adverse influences from the Executive.

The stabbing reportedly stemmed from her earlier upbraiding him in public while he was having a drink at a bar in the village.

Reports are that after Williams reprimanded Gulliver, she left for the Anna

Regina Market to do some shopping, and upon returning home, saw that he was sleeping and tried to wake him up.

Her doing so apparently so annoyed him that he got a knife and dealt her several stabs about the body.

The injured and bloodied woman was taken by kind neighbours to the hospital, while the man fled.

The police are reportedly looking into the matter.

The Baroness has graciously responded that the workshop could not infringe on the judiciary’s independence and integrity, or that of the prosecutors.

She explained that detailed discussions on the functions of the judiciary and prosecution on money-laundering cases have been held separately, and on how to make the justice system open and fair. I am confident that the explanations and assurance given by the Baroness, herself an eminently learned jurist, would address the reservations of the legal community.

ATTACK ON JUSTICE SYSTEM I wish I could expect the same from the opposition that has launched an all-out attack on the integrity of the DPP, and spearheaded a campaign to bring our justice system into disrepute in a vicious response to the discontinuation of the vexatious and frivolous prosecutions against three government ministers. The Guyana Bar Association ought to be worried about the involvement of a notoriously known lawyer, a former attorney-gen-

eral, in the institution of the vexatious matters which might constitute a frontal attack on the justice system, and could amount to professional misconduct. I intend to revisit this issue later.

I have decided to recap Guyana’s international ratings because of the unrelenting crab-barrel, smear campaign by the democratically elected opposition to tarnish our country’s improved image, and to bad-mouth and bring her down.

Predictably, it would come back at me, like a feather in the wind, to deny any and all positive developments in Guyana, and to castigate all and sundry who may have a kind word to say about our country.

Let them impugn Freedom House for recognising the holding of free and fair elections in Guyana, and for commending the holding of local government elections as “continued democratic consolidation”, in the face of their laughable contention that the last elections were rigged, and future elections would be rigged.

Without Borders has placed Guyana on an improved press freedom chart, showing that we have moved up by five points. The US State Department Report has concurred that our judiciary is independent. It makes no sense, therefore, for anyone to repeat old false allegations, or to concoct new ones about interference with the media or the judiciary, only to spite the government.

Guyanese journalists are free again to practise their profession without being subjected to state-sponsored physical attacks, terror threats to their publishing houses, or being branded “carrion crows” and “vultures”. No journalist has been prosecuted in recent years under any known criminal defamation law, or falsely imprisoned, tortured or killed in the line of duty.

We have much for which our nation should be thankful. And as a wrap to a week of celebrations, I join the chorus of our grateful people in shouting, “Happy Labour Day! Happy Press Freedom Day! Happy Arrival Day!”

Mentally ill Pomeroon man badly beaten, rushed to GPHC A FIFTY-one-year-old unemployed man of Grant Tree Friends, on the upper Pomeroon River is currently battling for his life at the Georgetown Public Hospital (GPH) after being mercilessly beaten by persons unknown.

Yul Gameel last Sunday went to the Oscar Joseph District Hospital at Charity and told doctors on duty that he was badly beaten and in need of urgent medical attention.

He was subsequently admitted as a patient, then rushed to the Suddie Public Hospital and later transferred to the GPHC. Reports are that while the police have not yet arrested anyone in relation to the incident, Gameel has been suffering from a mental illness for the past five years due to head injuries he sustained during an accident.

He was reportedly last seen drinking with a friend named “Natty”.

The Chasm

THE conflict converging in the next month or so on the Korean Peninsula is a prime example of the moral conflict that has defined the past few years. I think it points to some of the moral dilemmas we will face locally as well, because the next election will ask difficult questions of us.

And perhaps the very eye of the storm, the crescendo of all the fears and doubts the world seems to be experiencing lands on this final question: if successful in denuclearising the Korean Peninsula, will it be acceptable for Donald Trump to win the Nobel Prize for

Peace?

Perhaps the least liked US president ever, there are too many allegations of personal misconduct on his part to count. Even now, a casual perusal of international news will probably feature the continuing legal struggle between the former porn star who now alleges she had an affair with Trump, and his lawyer who previously paid her a significant sum to not reveal this. These scandals represent not just US firsts, but international ones, as hardly has a head of state been so consistently embroiled in controversy.

If in 50 years I died and

went to heaven, would Donald Trump be there? We can all readily imagine former President Obama shooting hoops and handing out beers, but Trump? Wouldn’t he make the women in the afterlife feel uncomfortable? In the age of #metoo and all the good it has done for women’s rights, Trump winning a Nobel would be a stunning rebuke. But then, one could argue that his election was itself the biggest rebuke, having defeated the first woman candidate to represent a major party in US elections.

In the end, he may not win it for the simple reason that the organisation’s repu-

tation would suffer too much.

Everyone will nonetheless know, should he be successful in Korea, that he is the rightful winner, however, and so the moral dilemma persists. Perhaps we can frame it this way: would resolving the Korean conflict be enough to make Trump, in the eyes of the world, a good person?

Maybe not a good person; but definitely a good leader.

In a way, there is such a mysterious parallel between him and Abraham Lincoln, arguably his polar opposite.

Honest Abe never lied. There are records of thousands of lies Trump has told in office.

Honest Abe freed the slaves;

Donald Trump wants to build a wall to keep immigrants out. Honest Abe married a witty, intelligent woman he loved; Trump’s relationship with his model wife is, shall we say, unclear.

And yet, when confronted with the American Civil War, historians say Lincoln and his generals went out of their way to pit Union soldiers against Confederates, striving to kill as many as possible. That hardly seems the most restrained, most morally right strategy, and yet it ensured there was relatively little long-term resistance in the South, because the heart of their fighting force had been killed. It was very, very effective, and, some might say, the only reason the US has remained a single state.

Somehow, though, I get the impression that if I did make it to heaven, I would definitely see Lincoln there, top hat in hand.

There’s something about Abraham Lincoln’s demeanour which I think explains the key difference between these two tough men. I can hardly point to an image of him in which he is smiling, where he doesn’t look vaguely, intangibly sad. Sympathetic with slaves throughout his public life, I think Lincoln recognised the tragedy of his time.

Further, I think Abraham Lincoln was not a happy man, because he recognised that morality is a struggle; full of regret and shame. It is Trump’s inability to genuinely express regret and apparently feel shame that

keeps the controversy about his presidential career alive.

As my generation would say, something about the “vibe” is not right. Perhaps we will only really see that side of him once he leaves office, whether in a year or six.

Until then, however, the gap between him and a man like Lincoln remains a chasm.

As we roll slowly into thinking deeply about the next election, I wonder whether this is really what keeps opposition to the current administration from gaining strength. On some level, Guyanese don’t yet believe in the opposition, perhaps for the same reason we can’t yet believe in Trump. There’s a big difference between admitting there were mistakes during their long time in office and pretending nothing had ever gone wrong.

Regret and shame are the markers of genuine commitment to Guyana’s development, because they show that you can recognise what’s in the interest of the nation and what’s not. Just as Trump can’t admit he’s ever said something he didn’t mean, the opposition can’t admit they would have done some things differently. As a result, it seems Guyanese can expect not a reformed, focused PPP/C (which so many legitimately desire), but a return to the unacceptable chaos of the past.

The chasm between the PPP/C and the truth sadly continues to grow.

Indian contribution to national development celebrated ONE hundred and eighty years ago, East Indians arrived in British Guiana to work as indentured labourers but, as the years went by, they made and continue to make their mark in the history of the country now called Guyana.

Every year, the Indian Commemoration Trust (ICT)

hosts an activity to celebrate the heritage and contributions of East Indians to the development of Guyana.

This year, the celebration called “Pushpanjali” was no different than the previous years. There were many cultural dances and musical renditions that were complemented by messages from

prominent professionals at the Monument Gardens on Saturday.

Renowned businessman, Dr. Yesu Persaud, underscored the importance of May, 5, for the East Indians, noting that it is a day which they should use to celebrate the lives of their ancestors who created a foundation for

The young generation was urged to build on what their ancestors have accomplished and live together in unity and peace.

Guyana soon to establish youth court WITHIN the next six months Guyana is likely to have a youth court established, representative of the United Nations Children’s Fund (UNICEF) in Guyana and Suriname, Sylvie Fouet, disclosed on Friday.

Fouet, during a media briefing hosted by the Rights of the Child Commission (RCC), told reporters that the court is likely to be opened “by summer,” while citing Jamaica and Barbados as examples of regional territories which have youth courts.

With work starting just over a year ago in this regard, the UNICEF head said, “We are calling on the government to bring a youth court to [address] particular cases faster and this is something we hope to see happening in 2018.”

She explained that the right to speedy trials for all but particularly children, must be taken seriously. The envoy said the length of time

the justice system takes to hear cases involving children is woefully unacceptable.

Fouet stressed the need for cases to be dealt with expeditiously, while referencing the case of 19-year-old Eon Henry who for almost seven years was in state detention on remand after being charged with murder back in 2011. Henry was this week freed by the director of public prosecutions (DPP), due to the lack of substantial evidence. During his incarceration, the young man who hails from Baramita, Region One, said he endured “horrible experiences” because he could not afford legal representation.

“You need to fast track these cases,” stressed the UNICEF head, who noted that while having a physical structure to house the youth court is important, what is more important is having the trained personnel to deal with such cases.

But even as she pressed for the youth court to be established soonest, Fouet acknowledged the strain that currently exists on the existing justice system. With a youth court, witnesses and

the testimonies of the children would be protected.

“There would be no double victimisation,” she said, as she referenced the operation of the Sexual Offences Court.

“What I am hearing is that we will have it by summer. But the court is not the only thing, you need lawyers, dedicated people with skills to deal with child-related cases. You need the building but you need more importantly the people,” the envoy told reporters.

While UNICEF has pledged its support to the establishment of the youth court, Fouet made it clear that the initiative is being led by Chancellor of the Judiciary (ag) Yonette Cummings-Edwards. She explained that it is Cummings-Edwards who when all is ready will make an announcement on the opening of the court.

TOUR company Kara Kyaking and Adventures Tours is set to be the first to provide guided tours to the plethora of tourism hot spots in the mining town of Linden.

While the tourism company has been in existence for some time, with the lack of marketing and support, business was a bit dormant, but with the recent media frenzy surrounding the beautiful Kara Kara blue lakes of Linden, tourism advocate Deon Anderson has collaborated with the company to promote the mining town.

The company is based in Linden and will be providing guided tours called the Kyaking experience with professional swimmers, life guards, safety gear and historical backgrounds of the amazing sites in Linden.

Anderson explained that the touring company will be selling the amazing landscapes of Linden, which include not only the blue lakes but the valleys, overhead springs, colourful sand hills and mountains and black water creeks among other things with which nature

It was only last week that the National Assembly passed the landmark Juvenile Justice Bill ,which, when in force will revolutionalise juvenile justice here while decriminalising a number of offences such as wandering, truancy and vagrancy and setting a new age of criminal liability at 14.

The passage of the bill repealed the archaic 1931 Juvenile Offenders Act and will now allow Guyana to conform to the several international Conventions to which it is a signatory. The Act is aimed at providing a framework where professionals are in the forefront, supporting juveniles rather than the police and prison wardens.

“We don’t want to make a jailhouse nation of our young people,” Public Security Minister Khemraj Ramjattan stressed, while noting that it is his government’s intention to minimise the harsh punishment meted out to young offenders. Those punishments, he added, stigmatise the youth for life.

“We want to maximise their education, rehabilitation and reintegration into society,” the minister stated, while noting that jails and secure confinement are not the places where a substantial number of the country’s young people should be.

The legislation makes provision for alternative sentencing which is referred to as diversion. The aim is to divert juveniles away from formal court procedures to informal procedures that include restorative measures to deal with a juvenile alleged to have committed an offence.

Linden’s tourism potential has always been

realised, but regional officials at the Region 10 Tourism Association have never completely succeeded in bringing alive Linden’s tourism industry.

In 2016, the United Nations dubbed Linden as a prospective world tourism destination. The announcement was made at a World Tourism Summit in Chonqing, China, that was attended by former Mayor of Linden Carwyn Holland and Regional Chairman Renis Morian. Holland said he was amused to see Linden’s rich scenic beauty and natural, picturesque landscape and majestic sandy hills being featured in the presence of international leaders. The city of Chonqing eventually twinned with Linden, in an effort to develop its untapped tourism gems.

Subraj Foundation restores sight of nine Guyanese

THE George Subraj foundation has maintained their benevolence locally by helping nine Guyanese to keep their sight.

Over the past week, persons in dire need of a corneal transplant, some of whom had given up hope, underwent surgeries to save their sights at the Georgetown Public Hospital Corporation (GPHC).

Their ability to see well again is owed to the foundation which donated nine corneas to the hospital.

For years, the foundation has been working closely with the hospital to provide special care for persons who might not be able to access or afford it locally.

Unemployment in CARICOM, Commonwealth needs attention – SG Scotland UNEMPLOYMENT in CARICOM and the Commonwealth countries is a major issue that needs attention and it is important to partner and collaborate in all areas to address the issue, according to Commonwealth Secretary-General (SG) Patricia Scotland.

She made this statement during the signing of a Memorandum of Understanding (MoU) between the CARICOM Development Fund (CDF) and the Commonwealth Secretariat to pool efforts and resources to address various issues and problems facing member states and to maximise monies expended, especially in the field of climate change.

The MoU was signed Saturday at the Pegasus Hotel, Kingston, Georgetown, between Scotland and CEO of the CARICOM Development Fund, Rondinald Soomer.

Secretary-General Scotland has been meeting with leaders in the Caribbean to explore the Commonwealth’s role in minimising the impact of extreme weather events as the Region’s hurricane season approaches.

Scotland said that with a combined force, the MoU is aiming for practical and quantifiable results in the joint efforts between agencies.

She said that the CDF is already doing a fantastic job in providing assistance to CARICOM countries and in areas where the Commonwealth is endeavouring to give assistance.

Underscoring that the agreement will allow the agencies to work in key areas, Scotland said this will build capacity to boost economic development which involves advocacy and high-level ministerial meetings.

The secretary-general said that it is expected that the agreement will avoid duplications in many areas, while looking at climate change mitigation and adaptation with initiatives that the Commonwealth toolkit can aid practitioners in ap-

plying for funds which may be available for assistance in climate change projects.

Meanwhile, Scotland also noted that the issue of cost-effective, clean and renewable energy generation is essential within the CARICOM Region.

CEO of the CDF, Rondinald Soomer, said that the agreement runs for five years with the option of renewal.

He said initiatives must complement each other for development to progress, especially in the field of climate change. He said too that the partnership allows for the strengthening of all areas to tackle various projects and issues that will be addressed.

A member of the foundation, Tony Subraj, had a chance to interact with some of the beneficiaries at the GPHC on Saturday.

The responses he received brought tears to his eyes. A few of the persons who were unable to see properly for over 10 years saw the donation as a blessing, since they had already given up hope.

Richmond said she was unaware of her condition for years but when she was finally diagnosed with an eye disease, she discovered that she had to travel abroad to do a corneal transplant or she would lose her sight.

“I was not able to see for years because since 2013, I was diagnosed. I ran around all over but I couldn’t afford to go do the surgery, even though the Ministry of Health had agreed to pay half of the fees for me,” she said.

With all hope lost, Richmond decided that nothing else could be done but she still prayed for a solution until the day finally came when she got a call from the GPHC to have the surgery done. It was successful.

Corneal transplantation, also known as corneal grafting, is a surgical procedure in which a damaged or diseased cornea is replaced by donated corneal tissue (the graft). When the entire cornea is replaced,

it is known as penetrating keratoplasty; and when only part of the cornea is replaced, it is known as lamellar keratoplasty.

The cornea is defined as the transparent part of the eye that covers the front portion of the eye. It covers the pupil (the opening at the center of the eye), iris (the colored part of the eye), and anterior chamber (the fluid-filled inside of the eye). The cornea’s main function is to refract, or bend, light. The cornea is responsible for focussing most of the light that enters the eye.

CHALLENGE “It is very difficult to gather the corneas because there are no transplant law in Guyana, so we have to bring them from the US; they cost like US$5,000 each,” said Subraj in an invited comment.

Dr. Shailendra Sugrim, who conducted the surgeries, said the assistance from the foundation has been exceptional because, aside from providing the corneas, they trained two local doctors to do corneal transplants.

“This is not the first time they donated corneas; the surgery was never done in Guyana before they provided assistance,” said the doctor.

He said they have also invested a lot into supplying the hospital with certain equipment and tools.

The foundation recently donated two cornea topographers and a flash steriliser to the hospital, totalling almost US$10,000.

Dr. Sugrim said the topographer would help them

to detect irregularities in the cornea while the new steriliser would complement the old and only steriliser that they had.

The foundation has also extended their benevolence over the past week to Yakusari, Region Six (East Berbice-Corentyne) where they conducted eye glass outreach clinic. Some 200 persons were tested and 150 received prescription glasses.

Residents of Linden also benefited from a similar outreach. Over 650 people turned out from various communities in Linden to get their eyes tested and over 500 persons received prescription glasses. Before the group returns to the US, they will take the outreach to Cane Grove, Mahaica, today.

The foundation also facilitated a kidney transplant at the GPHC for siblings and intends to host a medical conference at the Marriott hotel to talk about epidurals, kidney transplant and so forth. Subraj said there will be guest lectures from Dr. Rahul Jindal, Dr. Steven Guy and Dr. Ashish Kumar of the US. Founder of the foundation, Geogre Subraj started the humanitarian work in 1992 when he joined the Guyana Watch Medical Outreach team which was founded by local businessman, Tony Yassin and academic, Dr Tara Singh.

After starting his own foundation a few years later, he had facilitated the travel of medical volunteers to Guyana to offer medical care across the country with a focus on helping the less fortunate.

Comply with law or face deportation

– Guyana’s honorary consul tells illegal Guyanese in Antigua

By Ariana Gordon GUYANESE living on the twin island of Antigua and Barbuda are being urged to take full advantage of that government’s amnesty granted to persons who are residing on the land illegally or be prepared to be deported.

Guyana’s Honorary Consul to that country, Robert Reis, in a recent interview said while he does not believe there are many Guyanese living in Antigua and Barbuda illegally, those who are and do not take advantage of the amnesty ought to be deported.

“Those who are still illegal deserve to be deported because they have been given every opportunity and every assistance,” Reis explained. He disclosed that there are between 10,000 and 15,000 Guyanese living in Antigua and quite a significant amount of that total have become citizens of that country.

“If they are illegal they are stupid,” the Honorary Consul stated while noting that there were two amnes-

ties; one late 2014 into early 2015 and the second one that started in January 2018.

Additionally, he disclosed that last year amnesty was granted to persons who were working illegally in Antigua. He said a lot of Guyanese, as far as he is aware, would have taken advantage of the amnesty as many of them approached him for assistance.

Reis said he met with Guyanese living and working in Antigua on March 4 and explained to them opportunities which exist and why they should take advantage of the amnesty.

He was quick to note that during the amnesty period, those who would have otherwise been breaking the law would not be penalised by the Antiguan authorities.

“I can’t see it being a high percentage because they have every opportunity to sort themselves out,” he stated while noting that no Guyanese can say they were unaware of the amnesties.

PROUD The Honorary Consul said he is proud of the majority of Guyanese living on the island, noting that they have done well for themselves and families.

“Most of them have respected the law and have made their contribution to this country and Guyana as well via remittances.”

Reis, who has served

as the Honorary Consul there since 2003, also provides consular services to Montserrat, British Virgin Islands (BVI) and the US Virgin Islands (USVI). In the past, he provided services to St Maarten, which also has a large Guyanese Diaspora. That country now has its own Honorary Consul.

As part of his job, he is required to assist Guyanese with the renewal of passports and to facilitate the transferral of passports from those islands to Guyana and vice versa. Assistance is also provided to citizens who wish to access births and death certificates along with police clearances.

“I have the authority to issue an apostil, which is a certificate aback of the birth, death, marriage etc. certificate to say it was

actually issued by the Registrar General of Guyana.

That is a great help. When Guyanese residents here require citizenship, they must have an apostil on the back of their birth certificate to make the application.”

Reis said too that after becoming a citizen, Guyanese nationals must also have it at the back of their birth and marriage certificate to get an Antigua and Barbuda passport. He explained that in comparison with citizens of other territories living in Antigua, Guyanese are able to receive their documents within three weeks in most cases.

He spoke specifically with the return of passports to Antigua.

“We are able to turn passports around within three weeks. I have no complaints, unlike the Jamaicans who take three months or so,” he stated. But while work has been predominantly efficient, there are a few glitches along the way.

Reis noted problems at the General Registrar’s Office where there are very old documents.

OLD DOCUMENTS “… A lot of the books are old,” he said while noting cases where there is the incorrect spelling of names on birth certificates. Police clearances, he said, are required for Guyanese to work in Antigua as well as to secure their citizenship.

Additionally, Reis also signs pension forms to be dispatched to the National Insurance Scheme (NIS)

and the Guyana Defence Force (GDF) verifying that the claimants are alive.

Meanwhile, he said while in the past Guyanese would have left Guyana in droves for many reasons, the situation may very well be reversed with the country’s oil sector slated to begin production in 2020.

As it relates to re-migration, Reis said, “I think the interest is very high”.

The Honorary Consul said that at the March 4 meeting with the Guyanese community he encouraged parents to encourage their children to focus on occupations within the oil and gas sector.

“I told them to forget about all the controversy about oil… there are going to be jobs, high-paying and skilled-jobs. Let us prepare our children for that so when our opportunities come along, it won’t be filled or taken up by people from the United States (U.S.) and Canada and so on.”

He continued: “I have advised the Guyanese community here to look at your kids and direct them. Those coming out of school now need to go in the direction of engineering or whatever it is the oil industry needs.”

Traditionally, Guyanese who migrated to islands like Antigua were part of not only the construction boon but also contributed significantly to the tourism, nursing, education, and security sectors, to name a few.

“Guyanese do everything…they are all-rounders,” Reis declared.

Barge crashes into harbour bridge pontoon

AN out-of-control barge crashed into the Demerara Harbour Bridge, freeing two pontoons and resulting in the Demerara Harbour Bridge authorities restricting heavy duty traffic on Saturday evening on both sides of the structure. â&#x20AC;&#x153;All motor lorries, trucks and all laden canters and tractors will be restricted from transiting the bridge until further notice.

Management wish to apologise for any inconvenience caused,â&#x20AC;? General Manager of the Demerara Harbour Bridge Corporation (DHBC) Rawlston Adams said in a brief comment, as he noted maintenance works were progressing.

The majority of the commuters were on their way home when they were caught in the traffic jam.

Ramjattan meets Surinamese security officials –– in light of deadly pirate attack on Guyanese fishers

PUBLIC Security Minister Khemraj Ramjattan and three senior police officers on Saturday flew to neighbouring Suriname to meet with security officials there following the recent deadly pirate attack on Guyanese fishermen.

Minister Ramjattan’s team, which includes the Deputy Crime Chief and deputy commander of ‘B’ Division, is expected to return to Guyana on Tuesday.

Police in a statement said local law enforcement authorities have been collaborating with their Surinamese counterparts following the deadly pirate attack on four fishing boats occupied by 20 fishermen.

The Immigration Department of the Police Force through the Office of the Commissioner of Police has expedited the processing of seven passport applications for Guyanese nationals who are relatives of the missing fishermen allegedly attacked by the pirates.

President commits to impregnable criminal justice system

President David Granger says the rule of law must be fortified in the fight against terrorist financing and money laundering if it is to be successful.

The Head of State, who was delivering remarks at the opening of the Caribbean Financial Action Task Force Judges and Prosecutors Conference at the Pegasus Hotel pointed out that the Caribbean, given its geographic location has become a haven for financial pirates, privateers, money launderers and tax evaders. The CFATF Workshop for Judges and Prosecutors was a collaboration with the Commonwealth Secretariat, Caribbean Development bank and the Cooperative Republic of Guyana. The Conference offered the opportunity for Caribbean jurisdictions to strengthen measures for the continuous sharing of intelligence and best practices. 

Piracy attack, “a grievous act” President Granger President David Granger, speaking on the sidelines of the opening ceremony for Caribbean Financial Action Task Force’s (CFATF) workshop for judges and prosecutors, said the recent pirate attack, which left sixteen fishermen missing off the coast of Suriname, was a grave one. “We are deeply grieved by the tragedy. Clearly, some Guyanese have been victims and we are in touch with the Surinamese government, also the Surinamese police authorities.

The Head of State extended sympathy to the bereaved families and said the recent attack on what is believed to be mostly Guyanese, is a setback to successes achieved in the fight against piracy over the past three years. 

Spanking new CJIA facilities in weeks

Members of the travelling public will soon enjoy a spanking new departure and arrival lounge at the Cheddi Jagan International Airport. Members of Parliament, the private sector and other stakeholders were given a guided tour of ongoing expansions works at the airport. Minister of Public Infrastructure, David Patterson who guided the tour said the facilities constructed as part of the airport’s upgrade will be handed over shortly by contractor China Harbour and Engineering Company (CHEC). Minister Patterson disclosed that the new arrival terminal will be opened in June. 

An eight percent increase in passes at the Caribbean Secondary Education Certificate examinations at the Paramakatoi and Mahdia Secondary Schools represents just one of the positive strides in the Region Eight education sector. This was related to the Department of Public Information by the Regional Education Officer (REDO) Rabindra Singh. The increase represents a significant achievement for the region. "In 2016 we saw an overall improvement in CSEC by 8 percent. In previous years 29/30 percent of our students passed, but in 2016 we moved to 38 percent between the two secondary schools.

We have been able to maintain or improve results at CSEC," Singh outlined. Another major accomplishment for the region's education sector is that 14 teachers are undergoing training at the Cyril Potter College of Education and 15 are at the University of Guyana enhancing their skills and knowledge. 

Women, girls urged to seek careers in ICT

With a view to women reaching the highest pinnacle, First Lady, Mrs. Sandra Granger urged women and girls to develop their capacity in Information Communication Technology and to pursue careers in Science, Technology, Engineering and Mathematics (STEM) related fields.

The First Lady was, at the time, speaking at the launching of the Girls in ICT Day 2018 Caribbean Tech Lab-Guyana. “ICT can provide women and girls with education and job training, promote literacy, improve access to health care, enable the exercise of legal rights and participation in government,” Mrs. Granger noted. Minister of Public Telecommunications, Cathy Hughes continued her mantra that with the emergence of the local oil and gas industry, the need for an ICT proficient population is even more relevant. 

Min. Harmon roasts pro-PPP Citizens' Report Minister of State, Joseph Harmon has strongly rejected a report as “false and malicious” which purports that the Director of Public Prosecution Shalimar Ali-Hack acted on a political instruction from the Ministry of the Presidency when she took the decision to discontinue the PPP instituted charges against several government Ministers.

Minister Harmon responding to the accusations made it clear that the DPP exercises her responsibilities without interference from the government.

The State Minister further described the accusation as being “all part of the PPP’s scheme.” The Citizens' Report website is widely accepted as being heavily pro-PPP and is known to be operated

by PPP sympathizers. 

PM hails Guyana’s advancement on Press Freedom Index Prime Minister Moses Nagamootoo has lauded Guyana’s upward movement on the World Press Freedom Index. In a brief comment before entering the National Assembly today, he said that it was evidence that the press in Guyana is "free, open, plural and kicking." Guyana’s ranking now stands at 55 as compared to 60 last year. The World Press Freedom Index analyzes the media environment in 180 countries each year. 

Minister of Indigenous People’s Affairs Sydney Allicock on Friday charged Toshaos and leaders of North Rupununi villages, to take stock of the economic potentials in their communities and push toward development. Minister Allicock had joined officials of the North Rupununi District Development Board at one of its meeting at the Bina Hill Research Institute in Annai, Region Nine, where he shared the recipe for community advancement. According to Minister Allicock, the community leaders must take advantage of the opportunities for development. 

Minister of Public Health Volda Lawrence has reiterated that the myths and misconceptions of the Human Papilloma Virus vaccine must be put aside since administering the injection is the key to preventing the disease. The Public Health Minister was speaking at the closing ceremony for Vaccination Week-Guyana on April 27 in Moco Moco village, Region Nine. “It had been recognised that myths and other misconceptions of the HPV vaccines are being peddled. This is hampering successful implementations and efficacy of the vaccine… Let us put aside the myths and the stories and get our girls immunised... because when cancer comes, no myth or story can help them. Then, parents are crying, families depressed, everybody is looking for a miracle.

The only miracle available at the moment in Guyana is the HPV Vaccine,” the minister said. 

The Police efforts to boost ICT and sports got a shot in the arm with a donation from the ZARA Realty Group. The sports gear and computers which amounted to over 3.8 million dollars was donated

by Jay Sobhraj, Nardeo Singh and Sravan Kumar.

The presentation took place at the GPF Headquarters, Eve Leary in the presence of Public Security Minister Khemraj Ramjattan, Acting Commissioner of Police David Ramnaraine and senior police officers. New paddy variety to increase yields

New govt compound for Mahdia Moves are apace to bolster regional development service in Mahdia, Region Eight. According to Deputy Regional Executive Officer, Gavin Gunga a plot of land has been identified along Brian Sucre's Junction in Mahdia to house several government offices including the Guyana Revenue Authority, Guyana Lands and Survey and Guyana Forestry Commission. This new compound will complement the two others in Mahdia which houses the Regional Administration and the fire station which is currently being constructed. The compound will also facilitate the building of a town hall, a Magistrates Court along with new apartments. 

After seven years of working on the new paddy variety – “GRDB 15”, the Guyana Rice Development Board (GRDB) has officially released its fifteenth paddy variety. The new type of paddy holds several positive characteristics which could see the rice industry benefiting in a number of ways. As compared to one of the main paddy varieties utilised in the country - “GRDB 10”, the new variety is said to have demonstrated better yield. 

Slowe is back

– nominated for Police Commissioner Paul Slowe, the man who many felt should have been elevated to the post of Police Commissioner but was bypassed by the previous PPP administration is back in the news. The Retired Assistant Commissioner heads the list of persons recommended by the Committee of Appointments of the National Assembly for appointment to the Police Service Commission. Also recommended were another Retired Assistant Commissioner Clinton Conway and Retired Woman Assistant Commissioners of Police, Vesta Adams and Claire Jarvis. The recommendations will now be submitted to President David Granger for consideration appointment if found to be favourable to the Head of State. 

GDF requests supplementary funding for aircraft Government wants to ensure that safe aircraft are provided for the officers who are often tasked with transporting patients and other resources, and conducting search and rescue exercises into the Hinterland, often times in extreme weather conditions.

Minister of State, Joseph Harmon on Friday confirmed that a $484, 239, 000 in supplementary funds requested by the Guyana Defence Force (GDF) is intended for the purchase of four, fixed-wing aircraft. The aircraft to be purchased are two sky vans and two islanders. 

Manganese mining to boost Region One

Elevators for Pedestrian Overpasses to be installed shortly Elevators for the pedestrian overpasses at Houston, Peter’s Hall, Eccles, Providence and Diamond on the East Bank of Demerara (EBD) have arrived in the country and are expected to be installed shortly. The elevators were manufactured by Cibes Lift Group AB, of Gävle Sweden, and supplied by their authorised distributors for the Caribbean, RBP Lifts Limited in Trinidad.

Project Manager (ag), Donor Programmes at the Ministry of Public Infrastructure, Mark Greene explained that each of the five-pedestrian overheads will have two elevators; one at each end of the walkways. According to Greene the elevator installation process will take five weeks. The Ministry is awaiting an installation schedule from RBP Lifts. 

Minister of Natural Resources, Raphael Trotman, has assured residents of Matthew’s Ridge they will see a boost in infrastructural and other developments with the return of mining in the community. “The road is going to be improved, we’re going to have to refurbish the hospital, we’re going to have to do work on other facilities.

This entire sub-region is going to be lifted up,” Minister Trotman said during a public meeting in the community. The return of manganese mining is expected to see some 600 persons in the community and wider region benefiting from employment when production begins in the second quarter of 2019. 

Historic Juvenile Justice Bill passed

Oil and gas sector progressing to first oil in 2020

Juveniles who go astray will no longer be criminalized as the long awaited and ground-breaking Juvenile Justice Bill was passed this evening during the 87th sitting of the National Assembly. This law will pave the way for Guyana to fulfil various international treaty obligations but more importantly ushers in a new milestone in the nation’s journey towards Juvenile Justice Reform. The Bill, Minister of Public Security Khemraj Ramjattan explained, covered the legal actions that could be taken once juveniles commit an offence and gives those committed or incarcerated a second chance to redeem themselves. It was, in part, intended to fill the gaps identified by social services needs he further added. 

ExxonMobil is still optimistic about their prospects for finding more oil in Guyana’s waters even though the most recent well did not turn up commercial quantities. “We have not found hydrocarbon in the Sorubim well. So, what that means, we call it a dry hole,” ExxonMobil’s Government and Public Affairs Senior Director Kimberly Brasington told the Department of Public Information on Friday, April 27. Dry wells, that is wells that turn up no hydrocarbons, are not uncommon in the oil and gas industry. In fact, industry standard success rate is one in five when drilling for oil and gas in deep water offshore operations. The first dry well ‘SkipJack’ was encountered in September 2016. 

Claim linking official to seized vessel debunked

Govt set to return firearm to indigenous residents The much-anticipated return of those firearms, which were collected during the government’s firearm amnesty of 2015 is soon to be realised. A planned trip to Region Seven to commence the distribution process was on Sunday thwarted due to inclement weather conditions. A team headed by Minister of Public Security Khemraj Ramjattan that also included Minster of Indigenous People’s Affairs Sydney Allicock and Minister of Public Affairs Dawn Hasting-Williams, was on site to depart the Eugene. F. Correia International Airport this morning to facilitate the distribution. However, weather reports coming out of the region advised against the trip. The team was to meet with residents of 11 indigenous communities at Chinoweng, Phillipai and Kamarang. In addition to the firearms, they were also taking along 121 permits to distribute to the residents. 

President David Granger assured the nation’s workers that the government is working “in their interest.” The President and Ministers of government met with union leaders and members at their headquarters, in observation of Labour Day. The President noted that the government is cognisant of the circumstances under which Guyanese have been living for the past quarter century. He explained that efforts to stabilise the sugar industry have limited the government’s resources. 

Supplementary requested to meet costs of ICJ case Three firms have been recruited to assist in relation to the Guyana/Venezuela border controversy case presently before the International Court of Justice (ICJ). Minister of Foreign Affairs Carl Greenidge speaking on the sidelines of the National Assembly said that the possibility exists for the inclusion of several other firms in defence of the case in the future. A supplementary amount of $788, 049, 000 has been requested by the Ministry of Finance to meet the estimated costs of retaining lawyers and offset other expenses in relation to the case. Minister Greenidge said the exact cost of meeting the expenses of the case is not yet known and is dependent on the court process. 

Historian talks indentureship –– with aid of with fellow villagers mini-exhibition

HISTORIAN and former People’s Progressive Party (PPP) Member of Parliament, Mr. Isahak Basir on Saturday morning hosted a mini-exhibition and lecture on the coming of our Indian ancestors to these shores.

The programme, which was held at Basir’s Hampton Court home, began with a prayer session, after which invitees were briefed on the kind of living conditions the arrivées were subjected to when they came.

Both lecture and exhibition were in keeping with observations to mark the 180th Anniversary of the arrival of Indian nationals here and the arrival in general of peoples of other nationalities before and after the famed Atlantic Slave Trade.

During his presentation, Basir told his guests that the importation of Indian labour from all across India in 1848 to the then British Guiana was no accident, but more of a necessity to sustain the failing agriculture programmes in British colonies the world over. By 1760, he said, their sugar, coffee and cotton estates were falling apart.

He said the three most crucial developments that took place between 1760 and 1834 were the opposition of a group of English statesmen to Slavery; the enormous cost of managing rebellious slaves, and the staging of rebellions, seizing of estates and killing of white slave-masters, all in an effort to oppose slavery.

Closer to home, in what is now the County of Essequibo, Basir said, 20 of the 55 sugar estates were closed down, the last and largest being the one at Hampton Court, which was put out of commission in 1934.

He was keen to note that when the East

Indians arrived in British Guiana, they found the “freed slaves” very helpful, as they offered much support in every aspect of social life, right down to identifying who among the white managers were the most vicious and dangerous.

They even lived together on occasion,sharing the logie apartments associated with estate life and indentureship back then.

Noting the significant difference between the two races in post-slavery-indentureship Guyana, Basir said, “While our African brothers despise agriculture because of the “sting of slavery”, they chose to excel in other forms of production and service.

“Some are in State machinery, gold mining, sea farming, construction and academics.

“On the other hand, the Indentured Indians who chose to remain in Guyana, approximately 200,000 of them, were able to build a strong business sector, build the rice industry, and develop the cattle industry.”

In closing, Basir said, “On this historic date of 180 years of Indian arrival in Guyana, let us strive to mould our Guyanese society, putting a blind eye on racism and small difference, and build on our human commonality.

“Our multi-cultural society must be respected and promoted; let us build a Guyanese culture for the world at large to regard us as a model of Human Society.

“We no longer have a place in India; we no longer have a place in Africa. Watan ki raah hame, Watan ki now...”

At the end of the programme, he proudly distributed Morning Glory cereal, “a proud product of Essequibo” to all those present.

‘We are richer now with Indian immigration’ –– President Granger, as 180th anniversary of Indian Arrival observed

PRESIDENT David Granger on Saturday applauded the contributions of Indian indentured immigrants and their descendants to the building of Guyana, as he noted that the country is now richer, culturally, socially and politically because of these contributions.

The President was at the time speaking at the observance of the 180th anniversary of the arrival of East Indian Immigrants to Guyana, which was held at Plantation Highbury, East Berbice-Corentyne (Region Six), organised by the Berbice Indian Cultural Committee (BICC).

In his address, the President noted that while this day is generally recognised as ‘Arrival Day’ to commemorate the arrival of the Indians, Portuguese, Chinese and Europeans to what was then British Guiana, it is a day to celebrate East Indians and the contributions that they have made to the nation.

“I like to call May 5 Indian Arrival Day because it recognises, not only the historical event of arrival, but also of the survival of Indian indentured immigrants and their descendants. It was their resilience, their resourcefulness that allowed them to overcome adversity and it was their endurance that allowed them to change challenges into opportunities in particular ways,” he said.

The head of state noted that Indian indentured immigrants played an important role in the transformation of the economy. Noting that many of them traded their entitlement to a return passage to India for land in Guyana, President Granger said that these migrants, coming from India’s rural regions, helped to diversify and expand Guyana’s rural economy.

fight each other as enemies and this must become ingrained in today’s society as well, the President said. The Head of State also noted that the country’s diversity should be seen as an asset and not a liability and every group must be celebrated.

“Social Cohesion recognises that Guyana is now and always will be, multi-ethnic, multi-cultural and multi-religious.

It recognises these differences between various social groups and fosters respect for each other.

We have fought 180 years to be where we are today and to bring our people together and we cannot turn back. Our diversity is an asset, not a liability. I am proud to be in a country of many races. I don’t want to live in a garden made up of just grass. I want to live in a garden with beautiful, colourful flowers. We are proud of the variegated tapestry of ethnicity. We are proud of our shared past as we plan for our common future. We have been told

by Martin Luther King, ‘We may have all come in different ships, but we are in the same boat now!’ That is true, but we are all Guyanese now and we have to make a success of this nation that we have put together. Our destinies are intertwined forever in our nation’s future. We must swim together or sink separately. Guyana, on this Indian Arrival Day, pays homage to the Indian indentured immigrants and their descendants.

Indian-Guyanese can be proud of their contribution to the nation.

I applaud their continuing role in nation-building,” the President said.

SHARP REMINDER Chairman of East

Berbice-Corentyne (Region Six), Mr. David Armogan in his remarks echoed President Granger’s sentiments, noting that Arrival Day serves as a sharp reminder to all Guyanese that social cohesion cannot be taken for granted and that a cohesive state is the most fitting homage and the best tribute that Guyanese can pay to their ancestors.

“Many descendants of Indian immigrants have taken their places all over the world. In Guyana, they have made tremendous contributions to their country. No one can deny that.

In as much as Guyana is progressing based on the hard work of our ancestors and the continuing hard work of their descendants, there are difficulties we must surmount and I believe that the time has come in this country for us to put our differences aside and work for the development of Guyana. That is the only way that we will be able realise the dreams of our foreparents. It is the only way we can pay the greatest tribute to our foreparents, by developing the land that they struggled so hard to leave for us,” Armogan said.

The event was also attended by First Lady Sandra Granger; Minister of Social Cohesion, Dr. George Norton; Minister within the Ministry of Finance, Jaipaul Sharma; members of the diplomatic corps and the Indian High Commissioner to Guyana.

The first batch of Indians arrived in Guyana 180 years ago to work as indentured immigrants on the sugar plantations.

ANSA McAL Trading Limited has marked its 25th anniversary in Guyana with an extension of its services to residents of Bartica, Region Seven.

The company opened the doors to its latest branch at Third Street, Fourth Avenue, Bartica on Thursday.

Mayor Gifford Marshall told the gathering of business and community members that he was thrilled to see that the company has

moved from a lone “beer brand” to providing a wide range of other services to the Guyanese populace.

The company’s Managing Director, Troy Cadogan, said ANSA McAl is committed to nation-building. And with Bartica being one of the newest towns in the country, the company thought it best to expand the services to the “green model town”.

is one of the largest population zones in the country,” Cadogan said. By all means, the town is also the main business access point for many interior communities.

“It was only natural when we were looking to improve our services that we would come to Bartica,” he said.

According to Cadogan, the company will be offering the full range of its products, which includes over 1000 items.

He spoke to the company’s continued commitment to nation-building, pointing to the numerous community-based activities that were undertaken.

Regional Chairman Gordon Bradford said the company has had a very long relationship with the township and to a wider extent, the region.

He was also pleased that local entrepreneurs in the region would no longer have to travel to the capital city to conduct business.

Bradford also used the opportunity to encourage residents to support the business as it has been supporting the community in times past.

The expansion has seen some nine young Barticians finding employment.

From the sound of the bell for the first round, both James and Perry came out slugging, throwing punches from all angles. A straight punch by James landed flush on the chin of Perry, sending him to the canvas for the eight-count.

Perry got to his feet and kept stepping forward and throwing punches, but James responded in like manner and clearly won the round.

Rounjd two started like the first with punches from both boxers being thrown from all angles. However, Perry was more effective landing some telling right shots to the head of James, who was eventually floored and counted out at one minute 28 seconds of the round.

The other entertaining fight was one in the middleweight division between Royden Grant (GDF) and Alex Murray (FYF).

From round one, Grant took the fight to Murray who was equal to the task and the round could have gone to Grant. However, the second round saw a change in Murray’s strategy, as he kept very close to Grant and while Grant connected with some overhand right hand shots to his head, he (Murray) absorbed them and retaliated in like manner.

Round three saw Grant attack Murray with a barrage of punches. Murray retaliated with body shots that seemed to have hurt Grant.

Realising that Grant was injured, Murray kept close to his opponent and connected with a series of

one-two combinations to Grant’s mid-section forcing the referee to issue two eight-counts to the soldier and eventually calling off the fight at two minutes 34 seconds of round three.

In other results, Jamal LaRose secured a firstround technical knock-out (TKO) victory against his GDF counterpart Dexter Alexander in a bantamweight contest.

In the lightweight division, Jevon Gomes (GDF) also secured a first-round TKO win against Irvine Austin (GDF). In the junior welterweight category, Jermain Jackman had the referee stop his contest against Aldyn Melville (GDF) during the second round.

The championships will conclude tonight at the same venue with the finals in all the divisions.

From back page► boxing champion, Andrew ‘Six Heads’ Lewis made his final ‘hooray’ on May 14, 2015.

Many will remember him for his famous 7th round TKO win over American James Page on February 17, 2001 at the MGM Grand Hotel Casino in Las Vegas.

Reports state that the former World Boxing Association (WBA) welterweight champion was riding his bicycle, heading to a popular ‘coconut’ spot near his home – somewhere he visits daily – when he was struck from behind by a motor car.

A resident of Albouystown, Lewis was remembered not only for his exploits in the ring, but for his kindness; a man that would give his last to someone if he believed that the person needed it more than he did.

“You’re always going to be our champion,” many chanted with tears rolling down their cheeks, the day he was laid to rest.

Lewis, at the time of his climb to the top, was the number one welterweight contender in the WBA rankings and was undefeated in 20 professional fights, knocking out 18 of his opponents.

The beloved Lewis was hunting an achievement that would make him a legend if accomplished.

With an entire nation behind him, Lewis went on to win via TKO against Page in the 7th of their 12-round contest.

He became his country’s champion, after great fighters before him, like Patrick Ford, Lennox Blackmore, Terrence Alli, Dennis Andries, Wayne Harris and Andrew Murray (just to name a few) had failed to do in their illustrious careers.

The boy from Albouystown turned ‘Pro’ in 1993, first stepping into the ring against Fitzroy Davidson and eight years later he sat on top of the world, immortalised by Guyanese at home and abroad.

Powers, 33, a pork-knocker of Lot 102 Campbellville, Georgetown, was accused of driving motor car PNN 596 in a manner dangerous to the public, thereby causing the death of Lewis on May 4, 2015. After the accident, Powers had been released on $250 000 bail, pending trial.

Two years after his death (March 24, 2017 Magistrate Fabayo Azore dismissed the charge against Powers, on the grounds that there was not enough evidence against him and he walked out of the Georgetown Magistrate’s Court a free man.

39 Days to go…

THE World Cup draw has always had a sense of humour, whether it is Italy and Chile reunited four years after the Battle of Santiago, or Argentina and Nigeria renewing their acquaintance for a fifth time in 2018. But in 1974, nobody was laughing when the draw paired hosts West Germany with tournament debutants East Germany.

After the fall of Nazi Germany, the fractured country was divided into four zones of occupation: American, British, French and Soviet. Over time, three of the zones were unified and granted the right to self-govern, while the Soviets installed a socialist one-party system to act as their puppet in the eastern sector. This became an independent country as East Germany in 1949.

The governments of West and East Germany initially refused to recognise each other as sovereign states, and would not do so until the Basic Treaty of 1972. But they could not ignore the enthusiasm of supporters in both countries, particularly the East, to see the best teams from their respective leagues meet on the football pitch.

A number of high-profile friendly matches were arranged in the 1950s, most notably a hotly-anticipated encounter between two-time West German champions Kaiserslautern and reigning East German champions Wismut Karl-Marx-Stadt in 1956. Over 100 000 spectators were in attendance to see Kaiserslautern win 5-3 in Leipzig.

The two nations didn’t clash in a competitive match until Bayern Munich and Dynamo Dresden were drawn together in the 1973-74 European Cup. Excitement levels reached fever pitch in East Germany, with over 300 000 people applying for tickets at Dresden’s 32 000-capacity home. Bayern won 4-3 at the Olympiastadion, before scraping through with a 3-3 draw in Dresden.

trated his inner circle. Only 1500 East German fans were allowed to travel to Hamburg for the match - most of them members of the Stasi.

Given the fraught political situation, security at the tournament was as tight as you would expect.

The spectre of the 1972 Munich Olympics, in which

11 Israeli athletes were murdered by Palestinian terrorists, loomed large over the event, as did the threat of an attack from the far-left German militant faction known as the Baader-Meinhof Group.

This even extended to the West German training camp. Sepp Maier said

that he and his teammates felt ‘incarcerated’; while Paul Breitner remembers the camp being ‘like a fortress’. At the match, all police were armed with guns, and a helicopter hovered above the stadium throughout.

West Germany were clear favourites. The core

of their team was formed from the Bayern Munich side who had won the first of three consecutive European Cups the previous month. Gerd Müller and Uli Hoeneß scored 69 goals between them during the season, and captain Franz Beckenbauer had become the first defender to win the Ballon d’Or in 1972.

East Germany were not to be underestimated though. They also had a continental champion to their name, with FC Magdeburg beating AC Milan in the 1974 Cup Winners’ Cup final. And Dresden’s performances against Bayern had already shown that they could compete with their neighbours at the highest level.

From a purely footballing perspective, the match didn’t really matter - both sides were already through to the second round. But of course it did matter, particularly to the East Germans, who knew that they were viewed as the weaker team.

The West Germans had nothing to prove. But they still wanted to win, if not for themselves then for their

Schön was born in Dresden, so became an East German citizen when the country was split after the war. However, he defected to West Berlin to play for Hertha in 1950, and wanted to prove that his change of allegiance had been worth it.

The game itself was poor. Müller hit the post for West Germany early on, before Jürgen Grabkowski dragged a difficult effort wide. East Germany missed a glaring opportunity to take the lead when Reinhard Lauck’s cross found Hans-Jürgen Kreische with the goal gaping. Lauck raised his hands to celebrate, only to put them on his head in disbelief as Kreische skied the opportunity.

The second half was even worse, but as it wore on East Germany sensed the opportunity for a famous triumph over their under-par opponents. They got it when substitute Erich Hamann launched a long ball into the path of Jürgen Sparwasser.

The Magdeburg striker beat Berti Vogts, before firing high into the net past Meier.

At full time, the two sets of players did not shake hands or exchange pleasantries, but only because they feared the repercussions if they acknowledged each other.

The game itself had been a clean and fairly-contested affair. East Germany had picked up a couple of late yellow cards as they fought to defend their lead, but that was nothing unusual.

Away from prying eyes and camera lenses, East German hero Sparwasser and West German defender Breitner exchanged shirts.

Whatever political connotations the two countries may have attached to the match, the players saw it only as Die Bruderkampf – a fight between brothers.

The win did East Germany no favours in the second round. They were drawn into one of the toughest groups of death in World Cup history, alongside the Netherlands, Brazil and Argentina.

West Germany ended up in a much more favourable group and went on to win the World Cup, beating the Netherlands in the final.

Remembering the formidable four

By Elroy Stephney AGONISINGLY death is inevitable; but the reality of enduring the emotional loss of four identifiable and charismatic cricketers from the county of Essequibo was unthinkable.

Adoring fans have been denied the pleasure and joy of cheering for their radiant talent; but now for only remembering their glowing memories.

Three of those stalwarts died in 2013. I was privileged to have played with and against them while enjoying the distinct pleasure of their enduring friendship and competitiveness.

I must confess that during my apprenticeship I was studiously guided by undoubtedly the best coach to have emerged from Essequibo.

The formidable four being: Balchand Shivambar, Berchmore Reid, Courtney Gonsalves and Shivnandan Mandolall who died the following year.

It was in the same order that they were called to perform higher duties beyond the shores of the earth. The youngest was Balchand Shivambar at age 23 and Shivnandan Mandolall at 30; both of whom represented Guyana at the Under-15 and U-19 level respectively.

Imposingly three of them were authoritative batsmen while Courtney Gonsalves was a fearsome fast bowler who generated lightning pace and wonderful seam control.

`Gonnie’, as he was affectionately known, was already an established cricketer when the indomitable Berchmore Reid made his debut in 1980 against Berbice in a four-day inter-county final at the Hampton Court ground.

I was fortunate to have shared the same dressing room with Reid during his final inter-county match against Demerara at Bourda, as I was making my debut as a 16-yearold batsman in 1994.

I remembered sharing a century-stand with Ramcharran Singh in the first innings of the same match as he became only the second player after the mercurial Jeff Jones to score an inter-county century for Essequibo at the time.

Historically though, Courtney Gonsalves became the first resident Essequibian to play at the senior national level when he made his debut against Barbados at the Kensington Oval in 1981 and bowled against the great opening pair of Gor-

don Greenidge and Desmond Haynes.

He will always be remembered as the elder statesman of cricket in Essequibo. His passion for the game never diminished; instead, he became quite a successful coach too, even after he migrated to Canada.

‘Gonnie’ was deservedly given the prestigious Coach-ofthe-Year Award by the Guyana Cricket Board (GCB) in 1998 when Essequibo won their first-ever inter-county four-day match against Berbice under the captaincy of Jaimini Singh.

North Essequibo were also unbeatable in all the major National competitions in that year under the successful guidance of the duo.

The three batting architects had contrasting styles in their stroke-play. Mandolall was the most elegant by designing distinct timing, good technique and precise placement whenever he was executing one of his trademark cover-drives.

of the contemporary game, batting with consummate assurance and skill. He loved to bowl with hostility and venom and had safe hands anywhere on the field.

In comparison, Berchmore Reid was a master in the manipulation of spin bowling and was the perfect finisher to any situation of a game.

‘Berchie’ hadn’t much flair but he was a fluent straight driver of the ball as he relied on his strong powers of concentration in accumulating many of his match-winning innings.

He was renowned to catch like a snapping crocodile stationed at gully.

I first saw Balchand Shivambar as a 13-year-old and I instantly knew that he was full of promise. It was not surprising therefore that a year later he was in the National Under-15 team on his first official tour to play in the Caribbean youth tournament in St Vincent and the Grenadines.

Much of his successes

came as a result of his awesome power even at such a tender age since he had the ability to nonchalantly and consistently hit sixes; quite compelling factors that would have earned him an IPL or CPL contract today.

His demise came at a time when most accomplished cricketers would have been blossoming into their careers and Balchand had such qualities to propel him to even greater heights.

Unfortunately, the cricketing bank will be devalued with the priceless exit of these gifted athletes; all of whom would have proudly represented Essequibo with distinction.

Admittedly from a personal perspective; they were super personalities off the field also; combining their affable charm with diplomatic refinement and grandeur.

They were sociable too and the relaxed culture in Essequibo enticed the reunion of players after a match for a casual drink, whether to celebrate a win or to ponder on a loss or draw. `Gonnie’, Shiv, Balchand and Berchie were no exception to this different ball game which incidentally generated heated debates at times and lasted longer than expected without a result!

It was fun though in recognising that there were unforgettable and pleasant memories to behold, especially in the presence of the formidable four.

Legends Month: The best of Ponting

NO Test captain has led Australia to more victories than Ricky Ponting, but the legendary batsman’s proudest innings of a distinguished career came in what he would otherwise label a paradox - a triumphant draw.

On a bone-dry final-day Old Trafford pitch tailor-made for a brilliant England bowling attack, Ponting batted for nearly seven hours to stave off Australia’s hosts in one of the most memorable knocks in Ashes history to keep the 2005 series ledger even at 1-1.

The roughly 20 000 fans who were let in on that August morning could not have predicted their good fortune.

They were the lucky ones

who witnessed as gripping a spectacle that Test cricket has to offer while a further 10 000 people were turned away at the gates.

The unprecedented scenes, which nearly saw Manchester local Andrew Flintoff miss the start of play due to chaotic traffic around the ground, coloured the most enthralling Ashes series played this century.

Having nudged Australia to stumps on day four without the loss of a wicket, opener Justin Langer brought Ponting to the crease just six balls into the third Test’s fifth day when he edged behind off Matthew Hoggard.

Needing 423 to win, facing out the match’s remaining 108 overs was identified as the more achievable target. “(It was) unusual for us,

because we weren’t in that situation too often through my entire career,” Ponting said, in a video for Lord’s 10 years on from the series.

John reigns supreme at BCCDA/ Trojan PSL road race in Berbice AT THE Berbice Chamber of Commerce and Developmental Association (BCCDA)/ Trojan PSL Cycle Club-organised road race yesterday, Jamual John reigned supreme throughout the 20 laps around New Amsterdam to cop the first-place prize and trophy.

The Team Coco’s rider held off stern challenges from second-placed Curtis Dey and third-placed Ajay Gopilall, to cross the finish line in a winning time of one hour 40 minutes 42 seconds to much jubilation and cheers from the spectators present.

The race began at Main and New Streets, New Amsterdam then followed a two-mile circuit around the town for 20 laps.

Taking the other top six positions were Christopher ‘Chicken Legs’ Griffith (fourth), Team Evolution’s Paul DeNobrega (fifth) and GDF’s Alonzo Ambrose in sixth.

Each lap went for a sprint prize and Griffith managed to win six, while John had five, Dey and Gopilall four each with DeNobrega settling for one.

In the Juniors category which went for 15

laps, Gopilall took first place ahead of Adealie Hodge and Briton John.

Meanwhile, Paul Cho-wee-nam was outstanding in the Veterans category beating second-placed Junior Niles and Alex Mendes.

Trojan PSL’s Jonathan Ramsuchit was in excellent form, winning the Juveniles category while Tameshwar Dhanai, Steve Bimson and Shivnarine Bowandin settled for second to fourth in that order.

The only female cyclist to take part in the race was Sheneka Teixeira.

This race was held to mark the national holiday of Indian Arrival Day in Guyana and it is the aim of the Chamber and the Club to make it an annual event. It pedalled off at 14:30hrs.

According to the newly-elected president of the BCCDA, Ryan Alexander, the activity was held to commemorate the day and is the BCCDA’s effort to give back to the community. He said that it is the desire of the newly-elected executives to be a part of a number of such events.

PCB, Emirates Cricket Board at odds over winter scheduling

THE Pakistan Cricket Board (PCB) longstanding relationship with the Emirates Cricket Board (ECB) is approaching the crossroads because of a potential schedule crunch in the 2018-19 winter. The ECB plans to host a number of short-format leagues, which could clash with a busy Pakistan home season.

The PCB is uncomfortable with the situation, seeing the leagues as a potential threat to its revenues from international cricket and the commercial viability of playing in the UAE. In effect, the situation is a microcosm of the tussle between international cricket and domestic T20 leagues globally for space in a cramped calendar.

Pakistan are due to host New Zealand and Australia in the UAE later this year for Tests, ODIs and T20s.

But Sharjah and Dubai’s growth as a destination of choice for various T20 leagues means the PCB could find the venues in high demand at that time of the year.

Afghanistan launch their new T20 league, possibly in October, in the UAE. In December, the second season of the T10 league will take place, this time likely to be over 10 days (as opposed to four last year).

And in January the ECB is set

to host its own T20 league, the Arabian Cricket League.

With the Asia Cup to be played in September and the PSL in February-March, it could be one of the busiest seasons in the UAE’s cricket calendar. And that doesn’t include the possibility that come next March and April, the UAE could be in the running to host some of the IPL, if the league moves out of India because of general elections.

The ECB is still happy to rent out venues to the PCB as and when required and offered a resolution that involves running Pakistan’s home season concurrently with the other cricketing leagues.

But ESPNcricinfo understands that the PCB has asked the ECB to schedule other cricketing activities between April and October - which, given the heat of the summer, makes outdoor sport almost impossible - allowing the PCB exclusive use from October to March, the time of year most conducive to playing cricket in the Emirates.

The ECB’s governing board is expected to meet this week to discuss the issue, and there is hope that, for this season, a resolution can be found.

But if one isn’t forthcoming, the PCB has weighed up Malaysia as a potential venue to host Pakistan’s home series. In the past, the PCB has also considered moving to

Sri Lanka or Bangladesh in a bid to make the ECB agree to its terms, but neither of those venues were ever seen as realistic options.

Malaysia’s weather makes it a difficult destination for Test cricket between October and November, as well as the fact that facilities are relatively limited.

In practical terms, and despite the higher costs of staging cricket there, the UAE remains Pakistan’s first-choice venue as a home away from home. Since 2010, when they started using the UAE regularly, Pakistan have had a largely steady, trouble-free association with the ECB. In recent years, with some cricket trickling back to Pakistan, the relationship has had to overcome the odd stumbling block over schedule clashes. In 2016, the now-defunct Masters Champions League nearly put the opening season of the PSL in jeopardy, as the ECB refused to lease out the three stadiums in Dubai, Abu Dhabi and Sharjah to Pakistan, arguing that the MCL had already locked in the venues.

EBFA working with Laluni to establish football club THE East Bank Football Association (EBFA) last Monday made a visit to the village of Laluni, which is located about 25 minutes by road, aback the village of Kuru Kururu on the Soesdyke/Linden Highway, with the aim of establishing a football club.

On this initial visit to the village which is well known as a farming community, the association presented two balls and some football gear including bibs as a means of encouragement. Receiving the donation on behalf of the community was Headmaster of Laluni Primary School, Mr. Anthon Abrams.

Club, EBFA president Franklin Wilson told the players that the association was very happy to visit them and is looking forward to working with them to establish the Laluni Football Club.

Laluni is an active sporting community which plays a lot of cricket. The school had also participated for many years in the Digicel Schools Football Championships.

Accompanying Wilson on the visit were coaching staff of the EBFA/Scotiabank Academy Training Centre, led

by Technical Development Officer (TDO) Devnon Winter along with coach Orein Angoy, and Amanda Angoy. secretary of the Guyana Football Coaches Association.

Newly-appointed T&T sports minister promises to look into TTCB funding requests NEWLY-appointed T&T Minister of Sports Shamfa Cudjoe has vowed to assess the validity and fairness of funding claims made by the Trinidad and Tobago Cricket Board (TTCB).

Late last year the TTCB warned that it was lurching towards a financial crisis after losing two sources of income: one being the cutting down of a subvention from the Sport Company of T&T (SPORTT). The TTCB was forced to cut prize money for this season and the number of days

of cricket for national league clubs due to dwindling finances.

The TTCB was asked to present all documents relating to a request for funding from SPORTT to the sports ministry earlier this week.

After what was described as a cordial meeting with the minister, however, the body seemed confident it would receive assistance.

“We left the meeting feeling very satisfied, given the fact that the minister presented us with an opportunity to voice our concerns,”

“There is a structure in place for funding and once this is met we should get assistance. We have been compliant and I don’t think there is a policy in place where this government has decided not to fund cricket.

“There are certain requirements that are needed to get funding and we have been very compliant with these. We are now hoping that all will work out in the best interest of cricket.”

Rayad, Farzana Hussain hoping to ‘curl’ their way into mainstream sports in Guyana

By Rawle Toney ONE year ago, Curling was officially introduced to Guyanese (living in Guyana) with the establishment and launch of the Guyana Curling Federation (GCF), an initiative that’s being piloted by siblings Rayad and Farzana Hussain.

Today, the pair are still basking in the glory of their showing in Östersund, Sweden, where they competed at the World Mixed Doubles Curling Championship. It was their first taste of international competition.

“Entering a World Championship one year after our launch in Guyana is a huge accomplishment especially for a smaller country like ourselves,” Rayad Hussain told Chronicle Sport in an exclusive interview upon his return to Toronto, Canada.

Thanks to the Hussains, Guyana was the only Caribbean nation at the games, while being one of two (Brazil being the other) countries from the South American continent at the prestigious competition which featured 40 countries.

“Hopefully this is the beginning of many more championships that we enter in the future, not only in mixed doubles, but in other disciplines like men’s and ladies. We hope to find and develop more players so that Guyana becomes a consistent

participant in World Curling Federation (WCF) events,” Hussain.

At the championship, the Guyanese pair were placed in Group E alongside Canada, Brazil, Germany, Ireland, Austria, South Korea and Czech Republic.

“with our performance in Sweden, I think it has opened the eyes of many that we are serious and have potential, and as such, the Guyanese are following us and seem interested to learn more about what we do. EXPANDING THE GAME IN GUYANA Given the now profound interest in the sport of Curling, Hussain believes the time is right to develop the sport in Guyana, while adding that “we definitely have plans to continue to develop the sport in Guyana through both our Street Curling rink, and we will introduce Rocks and Rings targeted to the youth.

“One of the challenges we

face is time to do both competition and development from Canada, so we will focus on finding some keen individuals in Guyana who share our passion for the sport, and can be trained to take the equipment that we have, to teach and run programmes on a regular basis in Guyana.

“We want Curling to become part of the everyday landscape of Guyana even if the country doesn’t have ice facilities. So we will endeavour to work with our partners and others in Guyana to make this a reality,” said Hussain.

Looking ahead, it was positively highlighted that seeing Curling become a mainstream sport in Guyana is something the federation is aiming to achieve.

“Our ultimate goal would be to have an ice facility built in the country, but we acknowledge that this is a big

“Another big goal is to play in the Americas Challenge event for four-person teams -- I would love to qualify Guyana for the World Men’s Championship, which is one of the two most prestigious championships in the World Curling Federation alongside the Ladies World Championship.”

Sir Alex Ferguson undergoes surgery for brain haemorrhage

SIR Alex Ferguson, who led Manchester United to 38 trophies during 26 years in charge, had emergency surgery yesterday for a brain haemorrhage.

A United statement said the procedure "had gone very well, but he needs a period of intensive care to optimise his recovery".

Scot Ferguson, 76, retired as United manager in May 2013.

He was at Old Trafford last Sunday, when he presented Arsenal boss Arsene Wenger with a commemorative trophy.

Ferguson's family have requested privacy as he recovers in hospital.

The most successful manager in the history of the British game, Ferguson's trophy haul at Old Trafford included

13 Premier League titles, two Champions League crowns, five FA Cups and four League Cups.

Ferguson famously won the Treble of Premier League, FA Cup and Champions League in 1999.

United's club captain Michael Carrick said he was "devastated" to learn his former manager had undergone emergency surgery.

"All my thoughts and prayers are with him and his family. Be strong boss," he wrote on Twitter.

Ferguson began his playing career with Scottish club Queen's Park as a 16-year-old striker whilst working as an apprentice tool-worker at Clyde Shipyards.

His most notable spell as a player came in a two-year stint

at Rangers from 1967. He retired as a player in 1974 when he was on Ayr United's books.

He began his managerial career as a 32-year-old at East Stirlingshire before going to St Mirren, where he won his first trophy by taking the Scottish first division title in 1977.

Ferguson moved on to

Aberdeen and turned them into a major force in a Scottish top division where Rangers and Celtic had dominated.

He led them to three Scottish titles, four Scottish FA Cups, one League Cup and the European Cup Winners' Cup in 1983 by beating Real Madrid 2-1 in the final.

Ferguson managed Scotland in the 1986 World Cup in Mexico following the death of Jock Stein, although he was unable to take his country past the group stages.

He became Manchester United manager later that year.

United celebrated their first Premier League triumph under Ferguson in 1993, the club's first league title for 26 years.

Willie Miller, who served as Aberdeen captain under Ferguson, said he was "staggered" to hear the news.

"My thoughts are with the boss, Cathy and the boys.

Hoping the great man does what he does best and wins this challenge," he added.

Everton manager Sam Allardyce said: "I hope he's in good hands and I hope the operation is a major success.

As a personal friend, I hope he has a full recovery."

Stoke City relegated as West Brom Houdini act continues

By Ian Chadband LONDON, England (Reuters) - Stoke City’s 10-year stay in the Premier League ended yesterday following a 2-1 home defeat by Crystal Palace in a dramatic penultimate round of matches.

Yet never-say-die West Bromwich Albion kept their hopes alive of pulling off one of the great escapes with a last-gasp 1-0 win over topfour aristocrats Tottenham Hotspur.

West Brom took their wholly unlikely unbeaten run under caretaker manager Darren Moore to five matches with a stoppage-time winner from Jake Livermore.

Then the Baggies enjoyed yet another incredible reprieve when a Southampton victory at Everton in the late game, which would have confirmed their relegation, was prevented by a 96th minute equaliser for the home side in a 1-1 draw.

Key stakeholders to be honoured at GFF Awards Ceremony on Friday THE Wayne Forde-led Executive Committee of the Guyana Football Federation (GFF) will host its first annual Awards Ceremony on May 11 to recognise the contributions of key stakeholders towards the development of football in Guyana.

ACCORDING to former West Indies fast bowler Courtney Walsh, there is more to be done by the various territorial boards in the region if the standard of the local game is to improve.

Walsh, the first bowler to 500 Test wickets and Bangladesh’s interim coach, said he doesn’t think the territorial boards are putting in the kind of effort that would bring about much-needed change at that level.

“I am not 100 per cent sure that they are because I don’t know the fine-tuning of everything but I think that is where we could probably improve a little bit …

They are going to tell you they need funding, so if we could get the funding to play more cricket like in Antigua or in Jamaica where the senior cup is being played then they have the all-island tournaments, it is more exposure,” he said.

Walsh believes there are steps being taken to improve

the cricket at a regional level, pointing to the number of games being played in regional tournaments.

But at the territorial level, Walsh wants to see more.

“We had a tournament once that was assisted by the board where Sir Curtly Ambrose, Stuart Williams, Sir Richie Richardson, Carl Hooper, myself, Philo Wallace and Patterson Thompson just to name a few, went to play semi-pro in Jamaica and we played for different teams and to me it was very good and things like that I would promote, I would want to see it happen again,” said Walsh.

“We have the 50-overs tournament going on now (annually), the CPL (Caribbean Premier League) is about to start and I was happy they went back in the First Class of having two rounds so we have 10 games; so having all that being done then I can’t come back to criticise,” he said.

THE legality of the East Coast Cricket Committee (ECCC) has now been brought into question, after Ansa McAl Trading, through its Carib Beer brand, pulled the plug on the committee’s T20 competition.

A close source from Ansa McAl has indicated to Chronicle Sport that the decision steamed from the ongoing battle between the ECCC and the East Coast Cricket Board.

(ECCB) Over the years the ECCC has pretended to be the legal authority for cricket along the East Coast corridor, a perception which never gained the

support of majority of clubs and cricket enthusiasts.

According to the source, while the beverage company remains committed to the development of sport, they would not get involved in the wrangling between the ECCC and ECCB. However, from information obtained, the ECCB is the legally constituted organisation and the only authorised body to administer cricket between Abary and Cummings Lodge, hence members and affiliates of the ECCB are further advised that the ECCC is a nasty attempt to hijack the operations of the ECCB. Meanwhile, information reaching Chronicle Sport,

yesterday afternoon, indicated that the tournament will go ahead as planned, and has now been dubbed the Bargin Supermarket T20.

Set to bowl off today at various venues on the East Coast corridor, the tournament will see the participation of 18 teams.

The competition will be played on a knockout format, with one team drawing the bye from the second round.

By Michael DaSilva BOXERS from the Guyana Defence Force (GDF) started their defence of the Andrew `Sixhead’ Lewis National Novices title on a positive note when the event got underway on Friday night at the National Gymnasium, Mandela Avenue, Georgetown.

Of the six bouts on the night’s card, the military men won four, while two other soldiers were stopped within the three-round distance.

Three of the Army’s four victories were all-GDF encounters. Their

two losses were against boxers from the Forgotten Youth Foundation (FYF) gym and the Republican (Rep).

There were two bruising contests between the soldiers and the boxers from FYF and REP and these were the highlights of the night’s proceedings since the all-soldier contests were dull. This can be attributed to the fact that the three fights were between fighters from the same gym The fight of the night was a light heavyweight contest between Wilbert James (GDF) and Thadius Perry (Rep).
