Minister Lowe reaches out to children at GPHC TWENTY-SEVEN children at the Paediatric Ward of the Georgetown Public Hospital Corporation (GPHC) recently received hygiene hampers, compliments of the Ministry of Indigenous Peoples’ Affairs.

Minister within the Ministry, Valerie Garrido-Lowe and team visited the medical facility where she brought smiles to the faces of all the children there, including two cancer patients.

Last year, Minister Garrido-Lowe made several visits to the Paediatric Ward and presented them with hampers.

Following the well-intended visit, the minister noted the ages of some of the children and expressed sadness that they were hospitalised rather than enjoying childhood at this point.

However, she was pleased to note that “they are fewer children on the

ward because on my previous visit they were so many children and I ensured that I saw all of them. I am also happy to see that they are well cared for by the nurses who are also very patient and friendly.”

The minister also thanked the hospital’s Deputy Chief Executive Officer Elizabeth Gonsalves for accompanying the team.

The minister committed to returning shortly with additional presents, among them colouring books, crayons, reading books and educational materials.

Parents to protest Mae’s fees hikes Monday MEMBERS of the Mae’s Parent Group (MPG) will stage a protest in front of the school on Monday after administrators remain mum to their request to meet with them over the decision to hike fees at the nursery and primary levels.

Minister Garrido-Lowe has direct responsibility for the welfare and health of the indigenous people.

When the David Granger-led coalition government took office in 2015, the department under Minister Garrido-Lowe’s guidance began conducting scheduled visits (thrice weekly) to the institution, which ensured that regular support-- financial and otherwise -- is given to persons in the medical facility.

In 2017 alone, $12M was allocated towards support for indigenous patients seeking financial assistance either in part or full coverage for MRIs, ultra sound, CT Scans, radiation treatment, burial, hygiene kits and hampers, among others.

In 2018, in excess of $12M will be spent for financial assistance to the nation’s first peoples.

Please note further that we effectively “ate” the VAT charges for August term 2017 without passing this cost on to parents,” French stated, adding that she is sure that GRA will advise the institution of any rebates due.

French accepted that while the school’s decision to hike the fees is not a popular one, the administration of the school stands firmly behind it “because it will benefit the school, which is always our priority”.

NO EXPLANATION GIVEN. According to the notices issued to parents, the fees for children in the playground have jumped from $35,000 per term (three months) to $50,000 per term, representing a 42 per cent increase.

At the nursery level, there has been a 33 per cent increase with fees moving from $45,000 to $60,000, while at the primary level--from Grades One to Four--the increase stands at 25 per cent; moving from $60,000 to $75,000.

Parents of Grade Five students are required to pay $70,000, representing a combination of $60,000 for tuition and $10,000 for lessons fees. The fees for this level have not increased.

However, Grade Six students are now being charged $80,000, which is a combination of $60,000 tuition and $20,000 lessons fees. Initially, that level paid $60,000 tuition and $10,000 lesson fee.

“This was done without any explanation,” said the parents, who have since written to the school’s administrator, Stacey French, asking for justification “for the excessive increase in lieu of the removal of VAT on Education”.

The school in response said that its decision to increase fees was “necessary

Bartica’s Mayor Gifford Marshall, in an interview with the Guyana Chronicle on Saturday, said that since taking office in March 2016, much emphasis has been placed on infrastructural changes within the township.

Indeed,take a walk around the town and one can point to some recent improvements in infrastructure: the Bartica Market, the Byderabo dumpsite, and the rehabilitation of some roads within the township are but a few examples.

But Marshall explained that while infrastructural development is critical for comfort of the people who benefit, those who reside in the respective communities

need to be empowered. He told the Guyana Chronicle that over the next six months, his municipality will be investing in its people.

“We believe that once we invest in the people, they would better understand and appreciate what we are doing as their leaders,” said Marshall, who was recently re-elected Mayor of Bartica.

The mayor noted, too, that there is a great need for capacity-building as well, and in some cases institutional strengthening. He believes that once empowered, persons would be in a better position to understand the town’s vision, and that way progress would be fasttracked.

But while he was quick to note that all is not well in Bartica, the young mayor has promised that no effort will be spared in assisting those who are in dire need of housing or other social services.

to work with stakeholders to ensure that the township’s differently-abled obtain a building where they, too, can strengthen their capacities.

“For years, they would have been suffering and moving from place to place, and we have to change that,” Marshall said. “We need to have a centre for them. We started efforts last year, but we have not gone as far as we would love to,” he told the Guyana Chronicle, while noting that efforts will continue in this regard. He is hoping that by year-end, construction of the centre for persons living with disabilities in Bartica would begin.

TERTIARY SCHOLARSHIPS That aside, the Bartica Mayor and Town Council has started a scholarship programme for persons who are desirous of attending a tertiary institution.

nise there is a little breakdown with tertiary institutions in Bartica. As a result, we want to give our young people an option; that is to push them,” said Mayor Marshall, who noted that there is currently a scholarship awardee attending the Guyana School of Agriculture (GSA).

“We also have a number of young people who dropped out of school who would like to become nurses or teachers,” he said, “but do not have the required subjects at CXC. So we are facilitating that process by allowing them to go back and acquire those CXC subjects.”

Marshall explained that a number of the school dropouts will be writing CXC this year, after which they will be encouraged to pursue academic paths of their choice.

Many of them have since indicated that they have an interest in becoming nurses and teachers.

‘Lula’ to surrender to police - after defying the Friday deadline FORMER Brazilian President Luis Inácio ‘Lula’ da Silva has said he will give himself up after a court order to begin a 12-year jail term for corruption.

But he insisted he was innocent as he addressed supporters outside the union building near São Paulo where he has stayed during a stand-off with judges.

Two last-minute appeals to have his arrest warrant suspended failed.

Lula was the frontrunner for October’s presidential election, but his jailing will leave the race wide open.

The former metalworker and trade union activist is an iconic figure for the left in Latin America. He was the first left-wing leader to make it to the Brazilian presidency in nearly half-a-century.

The crowd had gathered for a Mass to commemorate the former leader’s late wife, Marisa Leticia.

On Saturday, flanked by his impeached successor as president, Dilma Rousseff, the 72-year-old delivered an impassioned 55-minute speech.

“I will comply with the order and all of you will become Lula,” he told the

In an order issued on Thursday, federal judge Sérgio Moro said Lula had to present himself before 17:00 local time (20:00 GMT) on Friday at the federal police headquarters in the southern city of Curitiba.

The charges against Lula came from an anti-corruption investigation known as Operation Car Wash, which has embroiled top politicians

from several parties.

He was convicted of receiving a renovated beachfront apartment worth some 3.7m reais ($1.1m, £790,000), as a bribe from engineering firm OAS. The defence says Lula’s ownership of the apartment has never been proven, and that his conviction rests largely on the word of the former chairman of OAS, himself convicted of corruption.

“I’m the only person being prosecuted over an apartment that isn’t mine,” Lula said on Saturday.

Lula served as president from 2003-2011. Despite a lead in opinion polls ahead of October’s election, he remains a divisive figure.

While he was in office, Brazil experienced its longest period of economic growth in three decades, allowing his administration to spend lavishly on social programmes.

Tens of millions of people were lifted out of poverty, thanks to the initiatives taken by his government, and he left office after two consecutive terms (the maximum allowed in Brazil) with record popularity ratings. (BBC)

The document offers the residents a 50-year lease on the lands for a yearly rental.

The recipients are the first batch of an initial 135 residents, who first received temporary ‘Permission to Occupy’ lands in January last year from Minister Harmon at the same location.

Following the issuance of the ‘Permission to Occupy’ in 2017, the Commission has been working with residents to ensure that they meet the requirements to be granted titles to the lands. The residents, who have been occupying the land for up to 30 years, are only now receiving legal documentation for the lands.

Addressing the beneficiaries and residents from the area, Minister Harmon said that it is a proud day for the village and the Government as it has fulfilled its promise.

Noting that this is an issue the administration inherited when it took office, the Minister of State said that it had committed to addressing the

Since then 320 lots for housing and agriculture purposes and 58 larger plots strictly for agriculture purposes have been made available to the residents.

Mr. Benn said that the Commission was awaiting the outcome of the survey, which would have made these lots permanently available to the residents of the community.

“We’re about to deliver

We expect that you will follow the conditions in the lease, occupy it, but more importantly there’s a cost associated with the lease, an annual rental, which you’re required to pay. Both of these things are important, beneficial occupation and the

A healthy life “UNIVERSAL health: everyone, everywhere” is the theme chosen for the celebration of World Health Day, observed on March 07, 2018.

This has been the tireless goal of the World Health Organisation (WHO) since its founding in 1948. Despite its many challenges, primarily with a budget which continues to be inadequate for its many planned international activities due to growing demands by the poorer regions of the world for assistance in combatting epidemics and other related issues -- a great debt is owed to this organisation, for its continuous service to humanity, now in its 70th year.

Its contributions to member countries, towards establishing programmes and mechanisms regarding health issues, cannot be easily measured, for the improvements that have accrued to the well-being of their respective populations.

Just yesterday, the Pan American Health Organisation/World Health Organisation (PAHO/WHO) local office in collaboration with the Ministry of Public Health hosted a grand health fair and exhibition at the D’urban Park in observance of World Heath Day with the aim of fostering a better awareness of personal health issues and the need to ensuring that everyone, everywhere can access quality health services without facing financial hardship, as set out in the Sustainable Development Goals all countries agreed in 2015.

The message of Universal Health Care (UHC) must be a priority for developing countries, since it is indispensable as an investment in their human capital for economic productivity. In fact, it is not only

about countries ensuring the aspect of physical health of their populations, but also that good mental, emotional and spiritual health is attainable.

These are key determinants for progress for not only health-related goals, but also socio-economic goals. It is about countries being able to harness a total competent human capacity, to drive economic progress.

In Guyana, much has been done, continuing towards the goal of a healthy population for better living and productive lives.

This is being supported by an annual budget that has an allocation of $ $33.3B for 2018.

This represents a seven per cent increase over the 2017 sum of $31.2B; 12.5 per cent of budget 2018, and is 4.2 per cent of GDP. This is a national estimate that is geared towards, among other things, transforming the health sector. The Georgetown Public Hospital Corporation (GPHC) Dialysis Centre continues to provide life-saving procedures free of cost. One of the important programmes promoted by WHO that has gained significant attention and support internationally, is the blood transfusion safety programme. The GPHC’S National Blood Transfusion Service acquisition of a Trima Accel-Automated Blood Collection System, known as the Apheresis Machine to boost its blood transfusion programme .

This programme is particularly designed for countries to establish and maintain self-sustaining national blood systems to ensure timely access to safe and sufficient supplies of blood and blood products, as well as to develop good transfusion practices to meet the needs of patients.

The launch of the Integrated Health

Service Delivery Network (IHSDN), which encompasses the idea of patients, health official and health organisations all coming together for a better healthcare service delivery ; Zika screening, and other specialised tests, a new HIV testing viral load machine; a national health care plan, with facilities in every region geared towards care of the elderly; acquisition of a mammography machine to screen for early detection and treatment for breast cancer and the training of 500 health professionals to detect and treat mental illness at the community level.

All of these, especially the last two initiatives are, central to any nation’s well-being, given the fact of aging populations in most countries, Guyana inclusive; and a suicide problem that is a fact among the many national social challenges.

We emphasise, that for all of the reported billions invested in this country’s health system over the 23 years of the past People’s Progressive Party/Civic (PPP/C) administration, it is mind-boggling that at least the last two stated initiatives were not introduced, despite the state of the nation’s aged, and the recurrent cases of suicide.

The last two years, more than at any other time, have evidenced national health awareness programmes, in the form of television shows with public participation; health outreaches in every region and its communities; health check desks at some of the city’s busy corners utilising public branding – products and other promotional material – as a way of increasing awareness of non-communicable diseases (NCDs).

These strategies have indeed been timely, given the growing number of diagnosed cases of NCDs. Labelled as lifestyle diseases, the number of such cases, based on stats when last reported, are said to be in excess of 60,000, with diabetes, hypertension, and strokes, being among the known prevalent of these cases. It is instructive to note that renal failure has become a common fact, being the end stage of especially persons who become chronic diabetics.

As a nation, especially one poised on a new horizon as Guyana, it is important that we understand what those figure do reveal about how citizens have been treating their health.

Those NCD problems centre on the factors of poor eating; risky patterns of behaviour that include tobacco smoking and alcohol consumption, and lack of physical exercise. More important is the realisation, too late for many that have become stricken, that regular health visits are an absolute, and not the well-known traditional way of only seeking medical attention when ill. The latter tardiness has caused the unnecessary deaths of so many of our family and friends.

We must all be reminded that good health ensures full use of life; a happier life with our families; saving finances for other productive purposes, other than medical bills; not becoming a burden to others because of illness; a meaningful production to national development and, of course, longevity.

Home sweet home!

BOTH mom and dad are elated to be travelling back home today after their sudden departure from Guyana in early February.

On Thursday, February 1st as I was getting dinner ready, I got a call from my sister Maria who told me “you need to call dad now,” he had a cardiac stress test done and further testing and possible intervention are needed.

Evidently, the call was made to discuss the options with my brother-in-law Dr Dustaff Persaud, who is a medical provider here in Lowa and who has been monitoring dad’s health over the years.

Our first reaction was that he needs to be with his family at a time like this, so needless to say we insisted that he and mom get on the first flight, so we are all together and we

can deal with the situation as a family.

It was a blessing that my dad’s colleagues noticed he was ill and intervened when they did. We are extremely grateful to them and to the medical team in Guyana along with his health insurance company.

The day we took dad in for his bypass surgery seemed like the longest day of our lives. Maria, Adela,

Ernesto, Dustaff and my in-laws Ralph and Zena Joseph sat there with my mom, whom we could tell was a bit nervous.

However, we remained positive as we waited patiently for the surgeon to come back with good news of a successful surgery; and so he did a few hours later. We feel blessed to be surrounded by good friends like the Josephs and for my brother-in-law

Dustaff and his team at Mercy. My deepest appreciation and gratitude go towards my empathetic husband Tony Joseph, who has been kind and supportive. Having had a heart attack last year, he had first-hand experiences to share with dad. Tony helped with preparation of healthy meals on weekends and spent hours chatting about diet, exercise, good music and whatever else triggers dad’s

interest.

More so, it was important that we were all around to assist and care for dad during the post-surgical /rehabilitation period. My dear friends in Guyana please know that my siblings, our spouses and children have taken great care of your prime minister and his wife Sita Nagamootoo, and we are sending them back to you, who we consider their loving extended Guyanese family. We are sending them back to you in good health, along with their great enthusiasm to resume duties and continue the struggles and good works for the betterment of all Guyanese.

Please treasure your time with them and continue to take good care. We wish them both safe travel back home!

As with any child, we would love to have our parents with us to love and spend quality time with, and to have their grandchildren around them as they live out their lives. However, his children of all people understand his love and passion for his country and his longing dream and desire for a united and prosperous Guyana. We have accepted the fact that while we cannot have him with us, we know that his struggles and work in life will be better served as he continues to make Guyana a better place for all Guyanese.

Despite the recent setback with his health, it was truly a precious time for us to be around him and my mom for the last two months. However, we can see through him that nothing would make him happier than to be in his beloved country doing what he enjoys doing the most, and that is fighting for a united and prosperous Guyana.

I honestly feel that his strong desire to get back to working for the Guyanese people, gave him the strength and motivation to get through his recovery successfully.

We enjoyed the quality time spent together, and cherish the new memories we formed within the last two months and with that said, I will be accompanying my dad and mom home to their beloved country.

New CEO of GPL was 'up front' and straight Dear Editor, I COMPLIMENT the new Guyana Power and Light (GPL) Chief Executive Officer (CEO) Albert Gordon for being upfront and straight with the Guyanese people about the company’s drive to upgrade its capacity and service.

As an expatriate professional contracted to enhance GPL’s service and build consumers’ confidence, Gordon boldly stated that this will take time, so no one should have unrealistic expectations. It was an honest and proper way to start.

The new CEO seems well qualified and talented and he has hit the ground running. All Guyanese should give him a chance to improve GPL and transform

the nation’s power-generation sector, which is vitally important to our economy, our incomes and our future.

I am sure he and the GPL board are contemplating a new system of power generation that uses fuel or petroleum by-products from Guyana’s new oil and gas sector. I am no specialist in oil and gas and I know there will be costs and other challenges, but nothing is impossible; where there’s a will there’s a way.

GPL and Guyana must invest with the future in mind. I hope GPL’s plan of action under Gordon is to bring us more local inputs for power generation, especially Guyana’s oil or gas or petroleum by-products when they become available, which should be directly accessible and below

world market prices.

As a patriot who loves Guyana, I encourage the new CEO to be strong and steadfast in guiding GPL to new heights, using more local inputs. As they usually do, many will try to break the CEO’s heart and willpower, but I trust that he will withstand the pressure.

To him, I say: stay strong brother! Help the people of Guyana to get high-quality power-generation service. I know your difficulties, corruption being the main challenge, but I know also that among GPL’s workers, managers and administrators there are great people who will help

you achieve your goals.

However, please be aware of and be on the lookout for some employees and contractors who are dishonest, a situation that exists on a massive scale in this country.

Anything can happen, but the first public pronouncements by GPL’s new CEO caused me to think that the company’s management is in good hands. I expect nothing less than a new approach and significantly improved service during his tenure.

years, people in the mining town did not take education seriously, as more emphasis was placed on making a dollar from mining gold and diamonds. “We cannot fault anyone but ourselves for that position that we are in,” he said, but that with the help of stakeholders, it is the intention of his municipality to ensure that children remain in the school system.

Over the years, the number of school dropouts has increased significantly across the country, and Bartica and its outlying communities are no exception. Efforts are, however, being made to remind parents that children need to attend school regularly, as well as ensure they understand the importance of an education.

But while the problem of school dropouts in Bartica may be prevalent, Marshall explained that the issue stems from parents being ill-equipped to manage the limited resources available to them when they have large numbers of children.

FAMILY PLANNING In fact, many persons within the community have as much as 12 children. “We have to ensure some amount of family planning; we have to raise the bar where that is concerned,” he said. “We have some situations where we meet mothers with nine or 11 children and we need to have some amount of family planning and counselling.”

Noting that the number of children persons have, though a personal choice, affects the entire community, the mayor explained that when parents are unable to care for their children, then in some cases, they turn to a life of crime.

“We don’t want thieves or persons who are falling prey to sexual abuse and so on.

There is need for us to protect the future and ensure that our young people are guided properly and mentored, but it starts with the family,” Marshall remarked, while committing to working with stakeholders on the subject.

He said it is because of the challenges facing many families in Bartica to send their children to school or to advance their studies, that the scholarship programme was created.

“We are focusing on our people, and we are going to have business training sessions,” he said. “We will bring in the Small Business Bureau, Tourism and Hospitality group, to

name a few, so everyone can benefit.”

Marshall stressed that over the next six months, he and his team will focus on “building our people, and sensitising them.”

Additionally, the mayor said Bartica has been known for its partying culture, and while there isn’t anything wrong with socialising, there is a need for a shift in thinking. “We believe, quietly, we need to change or influence positive values, or values that would allow us to live as a happy people for a very long time and of course preserve our environment,” the mayor said .

ALCOHOL ABUSE On the issue of alcohol abuse and the dangers it can pose, Marshall said: “It can be associated with sexual abuse, child neglect, domestic violence…it runs really deep and it puts a strain on all of our resources,” but that the municipality is working towards creating more open spaces so that families can socialise.

The mayor said since the creation of the country’s first boardwalk on the Bartica foreshore, more families are seen spending quality time together there.

“I have never seen so many couples walking, holding hands. But now you have an environment that creates a new culture; somewhere you can go where there is no noise…you go and enjoy nature, breeze and that is what we want.”

Marshall continued: “We want to strengthen the family, and build our people.

We want to continue with these initiatives, because we believe it will cause significant changes that we want within the community.

We are providing alternatives to the bars and the clubs. There is a different and better life.”

Additionally, the Bartica municipality is working with stakeholders to preserve the rich culture of the indigenous peoples while promoting their homes as tourist sites.

“We want to preserve that heritage, that richness, so we will do whatever it takes to ensure those persons’ needs are met, while at the same time preserving the area because we see it as an attraction to tourism.”

Marshall told the Guyana Chronicle that a number of persons during the recently held Bartica Regatta visited several indigenous communities and purchased cassava bread, casareep and other items.

Journalists sharpen skills for parliamentary reporting

REPORTERS from private and public news agencies are currently engaged in an intensive training seminar on parliamentary reporting at the Public Buildings.

The two-day forum, which was organised by the High Commission of Canada and the Parliament Office in collaboration with the Guyana Press Association and the Association of Caribbean Mediaworkers, commenced on Saturday with some 27 reporters in attendance.

Canadian High Commissioner, Lilian Chatterjeee; Speaker of the National Assembly, Dr. Barton Scotland; Clerk of the National Assembly, Sherlock Isaacs; GPA President, Nazima Raghubir; ACM Executive Member, Wesley Gibbings; Editor-in-Chief of Newsday (Trinidad and Tobago), Judy Raymond; and Parliament Office Public Relations Officer, Yannick December, were among the officials and facilitators on

Saturday.

During the opening ceremony which took place in the Parliament Chambers, the GPA President said the training is a critical one and would equip reporters with the necessary knowledge to effectively report on the affairs of Parliament and or the National Assembly.

“I see this training as necessary, as critical and important. We the media have a major role to play in the development of this country as well as ensuring that the democratic processes… are intact. To do that--play our role, to do our job--we must be informed, we must be knowledgeable and most importantly we must be responsible,” she told those present.

The Canadian High Commissioner, while also underscoring the role of the media in a democratic society, said the training programme will assist in sharpening the skills of the press corps with specific focus on the coverage of parliamentary affairs.

Chatterjee noted that a free and opened press is crucial to an informed society, and as such, it is important for media workers to be informed.

“We live in the society where the independent media plays a pivotal role in how we see the world, and how our opinions are formed. Journalists are the vanguards of our democracy. They seek out the truth, challenge assumptions and expose injustices, sometimes at great personal risks,” she stated.

High Commissioner Chatterjee added that the role of reporters is “to investigate and examine facts to ensure that power is checked and decision-makers are held accountable”.

While Parliament represents the pinnacle of democracy, the High Commissioner said the media is the channel to which the deliberations are communicated to the masses.

Meanwhile, the Speaker of the National Assembly said the Parliament Office is looking forward to a continued relationship with the press association, and reporters in general. He encouraged that the office be used as a source of information not only during sittings of the National Assembly but also when the assembly is out of sessions, saying that there is a wealth of information that can be utilised.

The media and its role in a growing democracy; from the public gallery: an independent thought on media coverage; parliamentary standing orders and what they mean for the media; parliamentary coverage: members’ perspective; and

from the reporter’s notebook: dos and don’ts of coverage of parliamentary committees and debates, were among the topics discussed on Saturday.

Notably, Public Telecommunications Minister, Catherine Hughes; Opposition Chief Whip, Gail Teixeira; Members of Parliament Jermaine Figueira and Audwin Rutherford were also present. Guyana Chronicle, Stabroek News, Guyana Times, Kaieteur News, the National Communications Network (NCN), Nightly News, News Update, Newsroom, and the Department of Public Information (DPI) were among news outfits represented during day one of the forum.

The training programme will continue today in the Public Buildings where a possible Code of Conduct for Parliamentary Reporters is among topics to be discussed.

Two hospitalised after vehicular collision A MALE and female driver from the Essequibo Coast are patients at the Suddie Public Hospital following a vehicular collision on the Pomona Public Road around 17:00 hrs on Saturday.

According to information reaching Guyana Chronicle, the female driver, Shivanie Singh was going home from work when a speeding BMW car overtook several vehicles

and collided with hers.

“We heard the impact; he was speeding and he was drinking; several beer bottles were in the vehicle at the time” one eyewitness from Pomona Village related.

The father of Shivanie Singh--Jadoo Singh--said his daughter was heading to Middlesex when the collision occurred.

Police are investigating the accident.

Unity versus Harmony

IT’S hard to write about racism and racist politics in Guyana, because the topic is so politically charged, with a long and painful history.

But I think we should

also not feel intimidated by this spectre, because it can be overcome with consistency, even though this may force us to ask hard questions. And the hardest question is perhaps this one: how were the

British able to rule India with a population of over 300 million at the time, when there were only 66,000 troops there? This must mean that there are strategies which racist politics cannot effec-

tively counteract.

Sometimes in politics you have to do a bad thing in order to do a good thing, and I believe the answer to definitively banishing racist politics from Guyana lies in examining the horrors of the strategy the British used in India. The only way for Guyana to truly be free lies in undoing the damage done by our former colonial rulers, whose divide-and-rule tactics were at their zenith in India.

We must look at divide and rule in a different way.

At its core, divide and rule is about exclusionsomeone must be excluded from resources, so that the coloniser can extract those resources from the local economy. The purpose of division is to ensure that unlucky group is unable to fight back by uniting with its peers. It is intuitive that the coloniser does this by pitting the interests of one group against the other-- as an example by taking resources from one and giving a portion to the other. To reduce the resources needed to keep these groups apart, colonisers exploited existing differences, which in India meant religion and in Guyana means race.

Needless to say, it has been alleged that this led to the eventual partitioning of India, and Guyana’s enduring racial divisions. But if unjustly taking resources from one group led to this political problem, shouldn’t doing the opposite remedy it? Thus have stemmed the typical calls for peace and unity locally, but I think this perhaps misunderstands what is truly required to reverse this damage. After all, Pakistan and India remain bitter enemies, and race relations seem not to have completely cooled locally.

Unity is not the original state of the Indian sub-continent, and by no means is that region ethnically homogeneous, as is often falsely claimed. The Muslim Mughal dynasty, which ruled before the British Raj, was ethnically different from the local Hindu population, which was itself split into many sub-groups. And due to India’s vast population, a sub-group often constitutes

tens of millions of people who speak very different languages. There is no such thing as a united, homogeneous Indian subcontinent, but there is a harmonious Indian subcontinent, and that is the true goal.

It is not that there should be no groups at all in Guyana, but that wherever possible we should discourage unhealthy groupings in politics and encourage healthy ones.

Here is a simple example: If you sat a rice farmer and sugar worker down at a table and put a million US dollars in front of them, under the understanding that only one industry could benefit from the funds, I bet two rice farmers would get up with that cash. In the course of negotiation, the rice farmer whose industry is productive, must surely win over the sugar farmer, whose industry is just the opposite. Because these two groups are porous, the sugar worker can simply change industries, diffusing the conflict.

But if I sit persons of Indian and African descent down, and say only one of the two can get that money, what do you think will happen? It’s not as if the Indian person can suddenly become African. Colonisers exploit differences in this way and it is our task now to recognise the difference between these two approaches to divide and rule. One is a means of oppression, the other salvation. Put another way, we should strive to structure politics in Guyana according to economic interests and governance philosophies, rather than ethnic origins.

This would truly undo the damage done us by our colonists, as we would more and more live in a society of difference but harmony, just as India was pre-British rule. In Guyana’s politically charged environment is this possible? Perhaps that question should be asked another way. What is to stop wise local politicians from sitting the leaders of the rice and sugar industries down and telling them only one industry can benefit from oil revenues? As in the example above, everyone will get up from that table a rice farmer.

If the administration does

this, given its strong support in the Afro-Guyanese community, this will mean cross-race harmony and the further degradation of the historic Indo-Guyanese coalition. Even further, given the leader of the opposition said if elected he would pay retrenched sugar workers salaries from oil resources until they find new employment (which could be never), there is a significant barrier to the race-based coalition reforming. After all, doesn’t every Indo-Guyanese rice farmer who was going to justly benefit from those many oil millions have an incentive not to support a group which is going to just give their money away to Indo-Guyanese sugar workers?

Maybe both Indo-Guyanese groups will not realise that their interests are totally opposed. Maybe the rice farmers will simply decide wealth and prosperity are not for them. Or, maybe all the rice farmers will stay home and refuse to vote for the PPP/C, pulling them into another electoral loss and banishing race-based politics for good. A friend of mine rightly pointed out that the former President should have instead said there is a chronic need for unemployment insurance, and we should use oil money to change this; on some level, I think this is what he was really trying to say.

My suspicion is that this statement, however, made so long before the 2020 elections, will so box the PPP/C into huge financial commitments easy to paint as race-based they will face significant hurdles whenever they campaign. After all, won’t coalition supporters just say the PPP/C cannot promise you anything because they already promised all the oil money to sugar workers? Trouble. Trouble.

Trouble. There are thus ways to consistently defeat race-based politics, even though they require a painful look into past colonial rule.

I feel somehow that it is the duty of all responsible Guyanese leaders to force these changes, lest we slip back into the bad habits of the past.

Police hunt Berbice church burglars

POLICE in ‘B’ Division are hunting two suspects who burglarised The Church of Christ in New Amsterdam and carried away over $2.5 million worth in valuables between Thursday night and Friday morning.

According to Samuel Singh, the pastor of the church located on St. Magdalene Street and Republic Road, New Amsterdam, East Berbice, he left the place of worship around 20:30 hrs on Thursday evening and discovered the break-in at 05:00hrs on Friday morning when a member went there to take the light off.

The member alerted the pastor who arrived to find the entire church ransacked.

“When I arrived I saw the entire place in a mess, everything was upturned and I then noticed the grill on the male washroom torn off, the steel door to the

storage room was broken and most of the items that were of high value were missing,” Singh said.

The church was burglarised before.

Then, most of the items used for its feeding programme were stolen.

Recently, the church received eight barrels of wares, kitchen appliances, food stuff, inflatable mattresses, clothing and other items from overseas members and donors.

Those items, Singh said, were valued around $4 million. On Friday, more than half were discovered missing.

Surveillance footage obtained by the police showed two men using an old grill as a ladder to gain access to the church’s bathroom window.

Police are seeking help in identifying the perpetrators and are advising persons to be on the lookout for those selling the stolen items.

UG ‘Lights up Blue’ for autism THE University of Guyana (UG) will this month keep the Registry building at its Turkeyen Campus lit in blue in recognition of United Nations World Autism Awareness Day which was observed on April 2.

Public Relations Officer Paulette Paul said the activity is intended to shine light on autism and help to increase understanding and acceptance of those afflicted with the disease.

The blue lights were provided by Pulse Entertainment while approval was given by UG’s Registrar for the Registry building to be lit.

This is the ninth year the global “Light It up Blue” campaign has shone the spotlight on children, individuals and families across the globe living with autism.

CARICOM to write European nations on reparations

HEADS of the Caribbean Community (CARICOM) are likely to send a second round of letters to Europe, seeking reparatory justice for centuries of slavery and the legacy

it has had on peoples of African descent within the Region.

The topic is expected to be high on the agenda when the 39th Regular Meeting of CARICOM

Heads is held in July.

Sources close to the regional reparations body told the Guyana Chronicle that the second round of letters is necessary, given the lukewarm response the

first set of letters sent to the European countries had received.

The source noted that while he could not say that any European country has said “no” officially, the vibe from the former slave-owning nations is, “Let’s look to the future and let’s move on.” Certainly, the source noted, some of the nations are making it clear, informally, that they might not be interested in owning up to their historical crimes.

When former British Prime Minister David Cameron visited Jamaica in 2015, and was formally asked about reparations from Britain to the island nation, he told the Jamaican Parliament that it should, “move on from this painful legacy and continue to build for the future.”

‘STERNLY RESISTING’ On February 24, 2014, a report from the British daily, The Guardian, pointed out that the UK was “sternly resisting” reparation payments. The article further quoted a Foreign Office spokesperson as saying, “We do not see reparations as the answer. Instead, we should concentrate on identify-

ing ways forward, with a focus on the shared global challenges that face our countries in the 21st Century.”

While Britain had advantageously capitalised on slavery, it expressed “regret and condemned the iniquities of the historic slave trade,” but said those shameful activities belonged to the past, and governments today cannot take responsibility for what happened over 200 years ago.

This is despite European countries still benefitting from the legacy of slavery and the systems that were developed to maintain it.

As recent as 2010, after the devastation a Magnitude 7 earthquake wreaked on Haiti that year, advocates were calling on France to return monies it had taken from that francophone Caribbean nation, one of the poorest countries in the Western Hemisphere, after they revolted and won their freedom in 1825.

And as recent as 2015, some British citizens found out they were still repaying debt to the families or estates of former slave owners, who had incurred losses as a result of the abolition of slavery around 1833.

The argument of the term “long ago”, CAR-

ICOM has argued, cannot be a factor when the legacy of the Trans-Atlantic Slave Trade remains real.

The Guyana Chronicle was told that while the first letter to Europe was one focused on informing and allowing Europe to acknowledge the issue of reparations, the second letter to the former slave colonies “will now focus on the historical specificity of the case.”

CARICOM is insisting that, “The historical and crippling legacy of centuries of enslavement, with its attendant de-humanising ideology of racism and blatant disregard for the human rights of African people, is at the core of the contemporary reality of persistent poverty among the majority of people of African descent.”

Apart from economics, Caribbean counties are also claiming compensation for poor health situations that would have arisen from changing the African diet, and poor education from discrimination, among other ills.

Former slave-owning nations of Europe, principally Britain, France, Spain, Portugal, the Netherlands, Norway, Sweden and Denmark, are prime suspects in the CARICOM claim.

Guyana did not borrow US$900M from Islamic Bank –– but money available for various projects

THE Ministry of Finance has pointed out that the Islamic Development Bank (IsDB) has made available US$900M for Guyana to burrow, pointing out that Guyana has not received that sum from the bank as was reported by some media houses.

The ministry in a release said Finance Minister Winston Jordan, in his speech to the 43rd Annual Meeting of the IsDB Group, was clear in his identification of the named sum.

During the period November 27-29, 2017, the IsDB mounted a mission to Guyana to develop a medium term work plan for the period

2018-2022. That work plan outlines a pipeline of projects that the bank can support over the next five years.

The potential areas of collaboration between the bank and Guyana cover several development sectors including agriculture, banking and finance, human development, energy and rural development.

The current package of potential projects, consisting of proposed grant and loan operations is valued at approximately US$900M. The government is currently in the process of designing projects to commence accessing some portions of the IsDB resources.

80 booths already booked for Essequibo Trade Fair PRESIDENT of the Essequibo Chamber of Commerce (ECC), Deleep Singh, is urging persons to come out in their numbers to witness the biggest Agro Trade Fair and Expo slated for April 20 and 21 at the Anna Regina Community Centre ground.

Singh, speaking on the progress of the fair, said the chamber has been receiving positive feedbacks from the business community, noting that this year is expected to be bigger and better compared to previous years.

He said all arrangements are in place for the hosting of the twonight activity that will highlight the region’s potential to the rest of Guyana.

Already, 80 businesses have indicated their interest to be a part of the event.

On display will be leading agro-processing and manufacturing companies, which will use the opportunity to display products and services, as well as Essequibo Chamber of to boost their adverCommerce President tising capacity.

Yakarinta’s battle with the Rupununi River Story and photos by Alva Solomon IT is Good Friday and a family is picnicking on the edge of the Rupununi River near the “highland” village of Yakarinta.

It is a strange sight this time of year, given the landscape close to the river banks was covered with water several weeks ago. For some at this North Rupununi village it is a time to relax, for others it spells of worrisome trips to the dry wells in the village of 590 residents.

Yakarinta lies high above the general landscape of the terrain and is approximately two miles away from the river banks.

According to Toshao John Benjamin, life can be bitter-sweet at the predominantly Macushi village as the residents live their daily lives, impacted annually by

the river.

He said during the dry season, the water level at the Rupununi River drops considerably and residents are able to walk and ride their motorcycle and bicycles to and from the village comfortably.

However, when the water is high during the rainy season, the entire landscape from the edges of the more populated parts of Yakarinta, outward to the Rupununi River, is usually covered with water.

“It is something we have been battling all our lives,” Benjamin said. He said under his leadership, it was recognised that there was need for a raft to cross persons with heavy equipment over the river during the dry weather.

The raft was later procured and it is usually moored close to the river

banks to enable persons to transport their goods as well as bikes across the river.

When the water rises, residents can only recognise that they are passing over the river while en-route to the highway which links the main public road between Lethem with Georgetown, by trees located on the periphery of the river banks.

Benjamin said an immediate problem is the upgrading of the stretch of roadway which connects the highway to a section of the landscape near the river banks.

He said the road usually becomes muddy during the wet weather conditions.

“We would come out the boats and walk or ride the piece to the highway,” he said, noting that this occurs during wet weather conditions.

“The water reaches right up to the first house

when you enter the village because this village here is on a highland,” the village captain said. He said for that reason, there is no home for at least a mile between the village and the river bank.

But while residents were enjoying the dry weather on Good Friday, there is another problem. At the moment, the wells in the village are dry and families usually dig additional wells or source water from the river only for washing.

“Right now some persons cleaning the water holes (wells) to get more water because the place dry now,” Benjamin said.

Two weeks ago, the mechanical parts at a solar-powered well from which the primary and nursery schools at the village source water, broke down. The village captain said residents would have to go down into the well to remedy the problem.

Despite the battle with the river, residents of the village are engaged in various forms of economic activities, mainly farming which is done for home use.

Some residents also rear poultry as well as cattle and sheep while others eat fish on most days.

“Sheep is a big thing here because it is something that pass down,” Benjamin said.

Villagers live in unity at Yakarinta, and most persons noted that while there are three Christian churches in the community, residents usually cooperate to ensure the village develops. “We also put our politics aside,” Toshao Benjamin said with a smile.

PAHO talks up equitable health services

DESPITE great advancements in local healthcare, there is still an inequitable distribution of services, said Pan American Health Organisation (PAHO), World Health Organisation (WHO) Resident Representative, Dr William AduKrow.

Guyana joined millions of people across the world in celebration of World Health Day 2018 on Saturday, under the theme: “Universal health coverage: everyone, everywhere,” which was carefully interpreted by Dr Adu-Krow during his address to the gathering at the launch of a massive health fair at D’Urban Park.

With reference to the theme, he explained that universal health care means that all individuals and communities receive the health services they need without suffering financial hardship. It includes the full spectrum of essential, quality health services, from health promotion to prevention, treatment, rehabilitation, and palliative care.

“The inequity is usually captured by the population that lives out of the city;

the Government of Guyana for making great strides along those lines, by introducing

healthcare facilities that are equipped with doctors and other medical professionals.

A WHO study discovered that at least half of the world’s population still does not have full coverage of essential health services. The study also showed that over 800 million people, almost 12 per cent of the world’s population, spent at least 10 per cent of their household budgets to pay for health care.

Since the discovery of those facts, all United Nations (UN) member states have agreed to try to achieve universal health coverage (UHC) by 2030, as part of the Sustainable Development Goals.

Dr Adu-Krow believes that access to quality healthcare and financial protection not only improves the health of the population, but also protects the country from an epidemic and drives economic growth and gender equality among other things.

In that regard, he lauded

forming medical professionals and policy- makers that there is no “one-size-fits-all” approach to providing universal healthcare.

Dr Adu-Krow said Guyana has been charting its own way to a successful health sector, but he suggested that there needs to be a shift from designing healthcare services with the focus on the actual services, to a focus on the people whom it should benefit.

When the focus is shifted, it will ensure that there is health wellness care which is important, because other countries are preparing systems that are geared towards wellness.

UN Resident Coordinator, Mikiko Tanaka, expressed similar sentiments, noting that the UN is committed to taking steps to advance healthcare.

Guyana has not been left out of those steps to advancement, said Minister of Public Health, Volda Lawrence, adding that the government has

been focusing on health and wellness to ensure that everyone enjoys the good life.

“We are working in partnership with PAHO/WHO to issue a wake-up call to Guyanese, by calling on everyone to take actions to raise awareness and commit to a sounder health practice, that will result in a better quality of life,” she said.

She expressed the ministry’s commitment to delivering quality healthcare services that are geared at promoting health and wellness.

“We will be establishing wellness centres where persons can go and engage in exercise and so on…we want to make people comfortable, so we will set up centres within communities and not at a health centre in particular…The NGOs and partners should join with us to increase awareness of health and well-being,” she explained.

Although the centres will soon be there, Lawrence still stressed the importance of utilising the primary

cilities to offer more services.

Some of the services that are usually offered by the local healthcare institutions were offered at the health fair.

Thousands turned out to

get their blood pressure or blood sugar tested, or to receive dental and eye care services.

There was also a live cross-fit display.

Copa feels squeeze of Venezuela, Panama fallout COPA Airlines have announced that the Government of Venezuela has ordered the suspension of the economic, commercial and financial relationship with subjects of the Republic of Panama, which includes Copa’s flights to Venezuela.

The suspension is for 90 days with the possibility of renewal.

Copa in a release said that in order to assist passengers

who have scheduled flights to and from Venezuela in the next 90 days, the airline offers a reimbursement option, without penalties, of the total value of unused airline tickets.

Passengers who may have initiated their flight are eligible to receive reimbursement without penalties for the unused route.

Additionally, passengers who prefer to change their final destination may do so without cost by April 20.

They must travel before July 4, and are subject to seat availability and three criteria.

These are: passengers flying between North America and Mexico and Venezuela may change their final destination to any of the airline’s destinations in Panama, Central America, the Caribbean, Guyana, Colombia, Peru, Ecuador and Bolivia; passengers flying between Brazil, Argentina, Uruguay, Paraguay, Chile and Venezuela may change their final destination to any of the airline’s destinations in Pana-

Essequibo child died from multiple injuries - autopsy

JAGDESH MOHANLALL, seven, who was struck down by a car driven by an Essequibo businessman on Tuesday, died as a result of multiple injuries, an autopsy which was conducted by government pathologist, Dr. Nehaul Singh indicated.

The autopsy was done at the Suddie mortuary on Thursday. The 42-year-old businessman, who is a boat owner, was identified as Gobin Chandrika. He is still in police custody awaiting charges.

Reports alleged that the motorcar was proceeding in a southerly direction on the

eastern lane of the road at a fast rate of speed when the boy ran from a yard on the eastern side onto the road and into the path of the motorcar.

The driver said he applied brakes to avoid a collision but still struck down the youth. Mohanlall was picked up in a semi-conscious condition by the driver and taken to the Suddie Public Hospital where he succumbed to his injuries.

Family members are still in a state of shock at the manner in which the boy died and are calling on the police to launch a thorough investigation into the matter.

Wakapao gets potable water after long dry spell - residents overjoyed their prayers have been answered

RESIDENTS of the predominantly Amerindian community of Wakapao on the Lower Pomeroon River are overjoyed with relief now that their prayers for “potable and clean” water have been answered.

The community had for the past two months been experiencing a long dry spell, which resulted in many creeks and savannahs drying up.

The children, particularly those attending primary and nursery school, were mostly affected since many of them were forced to drink the contaminated water, since salt water from the Pomeroon River had seeped into the creek area affecting the livelihoods of many.

The issue was duly reported to the regional administration, the Civil Defence Commission and also the Guyana Water Incorporated.

The result was that on Tuesday, a team of health officials, among them Regional Health Officer, Afarah Khan, paid the community a visit to assess the situation and ensure that it is fully quipped with medical supplies in case of an outbreak.

The GWI also came

along and did their bit, installing five slow-sand filters in the community. Two of the filters were installed at the school, another two at the dormitory, and one in the school’s kitchen.

GWI, having assessed the situation, on Wednesday installed another six of the slow-sand filters in the community. Now, water is being pumped from the Wakapoa Creek into water tanks and then placed into drums in which the filters have been installed.

GWI’s Managing Director, Dr. Richard Van West-Charles and a team of engineers and regional officials on Thursday met with residents to brief them on the systems.

The managing director urged residents to ensure that the filters are never dry, and the receptacles are properly covered and utilised wisely.

Dr. Van West-Charles reminded residents that the provision of clean water is in keeping with the mandate of the GWI to ensure there is equal access to safe water to all Guyanese.

He said that in the coming week, GWI will be installing more of the filters

to ensure that all of the residents in that village have access to safe water, which is critical for human health.

Additionally, next week, the utility company will be installing ultraviolet sterilisers to remove any bacteria which may be in the water.

GWI will be testing the water on a monthly basis, and providing the results to the Wakapoa Village Council as well as the Health Centre.

TRAINING Dr Van West-Charles said that residents within the area will be trained on how to manage and effectively use the system.

Jerrycans, which serve as water filters, were handed over to the village council for the use of far fetch homes.

He also told residents that the GWI will be working with them to have the 9,000-gallon reservoir the village has cleaned and disinfected by month-end.

When done, the reservoir will be used to store safe water for use by all residents.

Three female jockeys at Aintree for first time in 30 years THREE female jockeys are set to ride in the Grand National for the first time in 30 years after Rachael Blackmore was booked to partner Alpha Des Obeaux.

The Irish jockey will be aboard the 50-1 shot at Aintree for trainer Mouse Morris on 14 April.

She joins Katie Walsh, with Baie Des Iles, and Bryony Frost, riding Milansbar.

Walsh achieved the highest placing by a female jockey in the Grand National when

third on Seabass in 2012.

A maximum of 40 runners will line up for the big race, with the final field named on Thursday.

Morris won the National two years ago with Rule The World.

TINEA Babos came from a set down to end Sachia Vickery’s sensational run at the Monterrey Open tennis, when the two faced off in the semi-finals yesterday.

It was the first meeting between the two and all eyes were on Vickery, who is enjoying an impressive 2018 season.

Vickery booked her place in the tournament’s semi-final after disposing of Magdaléna Rybáriková in the quarter-final, beating the 2017 Wimbledon semi-finalist and world No. 17-ranked

Man City denied title by famous United comeback

By Ian Chadband LONDON, England (Reuters) - Manchester City must wait to annex the Premier League title after an amazing Paul Pogba-inspired fightback from two goals down saw their biggest rivals Manchester United earn a famous 3-2 win to ruin the Etihad Stadium’s dream party yesterday.

City, needing to win to wrap up the English topflight title with more games to spare than any other side in history, seemed to be coasting to the landmark, leading their neighbours 2-0 at the break with goals from Vincent Kompany and Ilkay Gundogan.

Yet, just when it seemed United were being outplayed to the point of embarrassment, they launched an astonishing comeback soon after the break with Pogba, pre-

viously anonymous despite a new flashy blue hair-do, striking twice in two minutes.

Then, with City losing their composure, Chris Smalling was left free to volley home the winner from Alexis Sanchez’s free kick in the 69th minute to seal a memorable win.

Now instead of a morale-boosting celebration, Pep Guardiola’s side have been forced to wait to clinch their third title in seven seasons and cannot be guaranteed the title even if they win at Tottenham Hotspur next Saturday.

Making his first public appearance since the incident which led to lengthy bans for the Test captain and vice-captain, Peever said the process of producing the ‘charter’ would go alongside the previously announced independent review.

“Cricket Australia will initiate a separate player-driven process to consider a ‘charter’ that sets out standards of behaviour and expectations of Australian men’s teams,” he told reporters in Brisbane.

“It is anticipated that this process will include assessments as to whether changes to codes and standards governing player conduct are required.”

The fallout from the saga has been significant with Steve Smith and David Warner being stripped of the captaincy and vice-captaincy respectively as well as handed one-year bans.

Coach Darren Lehmann has resigned and Bancroft was suspended for nine months. All three players made emotional apologies upon their return to Australia and have since accepted their bans.

Cricket Australia have also come under fire during the crisis but Peever said he was not considering his own position, nor would the board be reviewing the conduct of long-standing chief executive James Sutherland.

“Speaking on behalf of the board, this has happened

on our watch, we accept responsibility. The review will help us understand what that means,” he added.

“James Sutherland’s position is not under review, he continues to have the full support of the board ... James is an outstanding executive who again in this crisis has done an outstanding job.

“We’re all going to come under the microscope... but circumstances like these are not the time for witch hunts.

I know people, in these circumstances, call for everyone to be sacked. Clearly, that isn’t going to solve any problems.”

Former Test batsman Rick McCosker will lead a panel of two current and two former players in drawing up the charter, which is expected to address issues such as sledging of opponents as well as outright cheating.

Who will lead the independent review has yet to be decided, Peever added, but Cricket Australia are determined not to hurry the process.

“The board is committed to the review being completed as expeditiously as possible, but we are also committed to getting it right,” he said.

67 Days to go …

2018 World Cup is best chance for Belgium’s golden generation to win it all BELGIUM have never won a World Cup. Nor have they won a European championship. In fact, the only ‘title’ the men’s national team can claim is a gold medal in the 1920 Antwerp Olympics. So why it is that in 2018, many fans and pundits think the Diables Rouges have a legitimate chance of winning football’s biggest prize?

Belgium have only recently undergone a resurrection that sees the nation currently sitting in fifth in FIFA’s world ranking. After reaching the round of 16 in the 2002 FIFA World Cup (where it lost to eventual winners Brazil, partially thanks to a controversially disallowed goal), Belgium failed to qualify for the next two tournaments.

They resurfaced at the 2014 World Cup in Brazil under the stewardship of coach Marc Wilmots, but lost in the quarterfinals to Argentina. Still, the team showed a drastic improvement, and were even ranked as No.1 in the world in 2015. Not bad for a nation of just 11 million.

At the 2016 European Championship, Belgium entered the tournament as a dark horse for the crown,

and it was easy to see why. Belgium’s squad contained a plethora of established footballing talent, including Premier League stars Eden Hazard, Kevin De Bruyne, Romelu Lukaku and Jan Vertonghen.

Yet the team suffered a shock exit at the quarterfinal stage, losing to underdog Wales 3-1. Wilmots was sacked following the competition, and some wondered if Belgium would ever fulfil their potential during their ‘golden era’ - much like England failed to do in the mid-2000s.

However, that era is not over yet, and Belgium realise the opportunity that now awaits in Russia.

The Red Devils became the first European nation to qualify for the World Cup, winning nine games, drawing one and scoring 43 goals in the process.

easy group, with England their toughest opponents alongside minnows Panama and Tunisia. But much of Belgium’s performance at this World Cup rests on the shoulders of Spanish coach Roberto Martinez.

Hired in 2016 after Wilmots’ dismissal, the former Everton manager must find a way to use the talent at his disposal wisely. In De Bruyne and Hazard he has two of Europe’s best playmakers. De Bruyne has 11 goals and 19 assists in all competitions in the 2017-18

season while Hazard has an impressive 15 and 11.

Lukaku is a massive goal threat, and, at 24, is already Belgium’s all-time record goalscorer. Belgium’s defence is stout, thanks to the presence of Vertonghen, Toby Alderweireld and captain Vincent Kompany. They conceded only six times during World Cup qualifying.

That’s six of Belgium’s key players but take a look at some of the other major names Martinez can call on: Mousa Dembélé, Michy Batshuayi, Dries Mertens, Thomas Meunier and Thibaut Courtois.

Yet questions still surround Martinez’s coaching acumen. He has had managerial spells at Swansea, Wigan - winning the FA Cup in 2013 - and Everton. In his first season as manager of the Toffees,

Martinez helped guide the club to a fifth-place finish, but the club never reached the same heights under his tenure, and Martinez was sacked after three years in charge.

Belgium appointed Martinez as head coach in August, and he successfully guided them to World Cup qualification without losing a match.

But after a 3-3 draw against Mexico in a friendly last November, De Bruyne critiqued Martinez for his poor tactics - quite a worrying sign from one of your star players ahead of the World Cup. Fortunately, Martinez has some time to adjust before Belgium kick off their World Cup campaign against Panama on June 18. Belgium play a friendly against Saudi Arabia on March 27, so Martinez should be able to experiment with different formations and strategies.

If he is able to find a formula that works, and if he is able to lean on the lessons learned from the last two international tournaments, then there is no reason why Belgium can’t make it to the FIFA World Cup final - and perhaps shock everyone by winning the whole thing.

ICC not needed, says Rudi Webster AFTER losing five Tests to one against Australia in 1975-76, a dejected Clive Lloyd, the captain of the West Indies team, spent a few days at my Melbourne residence. During that period, we both decided to drown our sorrows over a few pints of Australian beer at a nearby South Yarra pub.

During that drinking session Clive said to me, “Rudi, my team will be the best team in the world for the next ten years.” I thought the beer had got to his head and asked, “How are you planning to do that? We were just beaten

badly by Australia.” He then laid out his vision for the future of the West Indies team and articulated his strategy for making his vision a reality.

Who would have thought that this boozing session would have resulted in the genesis of West Indies’ amazing success?

It must now be extremely difficult for Clive and his band of champions to come to terms with the dreadful performances of current West Indies teams and the crazy and ignorant things that are happening in the administration of West Indies cricket.

West Indies cricket has reached a new low. West Indies has been beaten consistently by Afghanistan, three times in the recently concluded World Cup Qualifying Tournament in Zimbabwe.

More disturbing was the near defeat of the team by Scotland. That loss would probably have eliminated the team from the next World Cup. Surely, West Indies must now be placed below Afghanistan in the ODI rankings.

Let us examine some of the fundamental factors that enhance and inhibit team performance.

Clive Lloyd made 7515 runs at an average of 46.67 with 19 centuries in Tests. He will certainly be remembered as one of the greatest captains ever.

QUESTIONS FOCUS ATTENTION. To move forward, Cricket West Indies (CWI) and its players must ask themselves fundamental questions such as: Who are we? What do we want to achieve and become (our vision)? What do we believe in and stand for (our principles and values)? Why do we exist (our purpose)?

What are the bad habits, poor excuses, and outdated traditions and structures that are holding us back?

Not only will honest answers to these questions direct and control CWI’s behaviour but they will also define its culture and form the fabric on which leadership and performance will be built.

Having created a clear vision, CWI should spend a lot of time establishing its core values and its hierarchy of values. Values are extremely important. They shape the structure and behaviour of the organisation as well as the quality and competence of its leadership.

Beliefs and values are to teams what roots are to trees.

Without strong roots trees fall in the wind; without powerful beliefs and sound values, teams and organisations fall apart when buffeted by the winds of pressure and competition.

CWI’s core values are not clear or well known inside or outside the organisation. It has great difficulty bridging the gap between what it says and what it does. Since it confuses its intended behaviour with its actual behaviour, it doesn’t recognise its own rhetoric/ reality gap. Consequently, it has lost the trust, respect and confidence of the Caribbean people.

ciency and the greatest incompetence of its leadership can be found in its abject failure to show rather than just tell what CWI should stand for.

CWI’s refusal to accept accurate and constructive feedback is also a serious and dangerous deficiency.

Furthermore, it does not seem to understand the adage that ‘what gets measured gets managed’. Since it does not measure or provide feedback to everyone about each of its core values, whatever they are, it sends a clear message that it is not serious about them.

CWI appears to have a serious aversion towards former great players. This is unfortunate because its shared values should represent a blend of successful principles from the past, and the correct beliefs and values that will give it success in the future. It must show respect for the heritage, strengths and successes of

the fittest, mentally and physically, the best fielding team, the best bowling team, and the best batting team.

And he wanted to be the most successful West Indies captain. He said that he would favour players who were hard-working, enthusiastic and professional and stressed that he would make mental toughness and self-discipline top priorities.

Once those things were in place he would execute his plan in a forceful manner, using a quartet of aggressive fast bowlers to hunt in a pack against opposing batsmen.

These were amazing ideas so soon after a humiliating defeat. But then I remembered that failure sometimes breaks the shell that stifles talent and creativity.

past teams and players. After all, performance is influenced not only by goals or the preferred future, but also by history and past experiences.

Let’s return to Lloyd’s success. There was great ability in Clive’s team but he knew that talent alone would not be enough to produce a champion team. He built his leadership and his team on four strong pillars. First, an agenda for change that consisted of a powerful and clear vision and a simple but intelligent strategy to achieve that vision; second, a group of competent and highly motivated players committed to implementing his agenda; third, the eradication of bad habits, insularity and distrust and fourth the establishment of strong self-discipline and self-motivation.

In the pub he told me that he would search the Caribbean for players with the ‘right stuff’ and would mould them into a highly motivated and disciplined unit to conquer all before them.

He wanted his team to be

and care for each other. He encouraged them to become leaders on the field and wanted them to be aware of their roles and responsibilities at all times. Clive led by example but he also knew what made his players tick and what he had to do to motivate them.

The magnitude of Clive’s achievements has not been fully appreciated by the Caribbean people. Some of his critics have said some harsh things about him. But he brought together a diverse collection of talented individuals who lacked direction, focus, discipline and common purpose and transformed them into a highly professional and all-conquering unit that dominated world cricket for sixteen years; a group that became one of the most successful teams in the history of sport.

CWI seems intent on re-inventing the wheel, but the wrong wheel, and is going down an incorrect path.

Judging from the results so far, that path has led to disaster and promises to lead to further disaster.

What happened to the split for Nationals? … No word from MoE since meeting last year March

By Tamica Garnett ALMOST a year ago, amid much discourse for and against the idea, it was revealed that plans were afoot to have the annual National Schools Championships (Nationals) split into secondary and primary school competitions, with the secondary school division of the competition moving up from the usual November hosting to earlier in the year.

However, the plan was easier said than done; and the proposal has been silently thrown out without any official word from the Ministry of Education (MoE).

Last year’s National Schools Championships was touted as the ‘farewell’ hosting, and the change was expected to take effect from this year, which would have seen the secondary school competitions being held

during the Easter term and the primary school division of the championships continuing in the November slot.

The National Schools Championships, which features student athletes from all across Guyana, grouped into 15 districts competing in athletics, cycling and swimming events, across five days, is hosted as collaboration

between the Ministry of Education and Guyana Teachers Union (GTU).

Correspondence had been distributed to district heads of plans to see the event held this year March. However the month has come and gone without so much as a word on the next move for the event, which celebrated its 57th hosting last year.

As a matter of fact, nothing was ever said again about the proposed plans since it was mentioned at a meeting last year March.

“There hasn’t been any update that relates to anything,” a GTU official confirmed last month “The last meeting was held probably sometime about March last year, and

they had the decision that yes we (MoE) are going to run Nationals, as is, for the last time in November. But since then to now, there’s nothing confirming anything.”

Even though subsequent meetings between the MoE and GTU were held during the November hosting of Nationals, there was no more talk of the split or move.

When approached last year, Head of Physical Education at the Unit of Allied Arts, Nicholas Fraser, said the suggestion to move the Championships was made so that it is better aligned with the ‘international calendar for sports’.

The move was of particular interest to the track and field fraternity, who would use the event to scout out talent for upcoming events, notably the CARIFTA Games.

President of the Athletics Association of Guyana (AAG) Aubrey Hutson said that in

his last talks with the Unit of Allied Arts some three weeks ago, it was further confirmed that nothing was in place to see the move through.

“The MoE has done nothing about moving the National Schools’ Championships to March; they’ve done absolutely nothing.

“I engaged the Department of Allied Arts, and all indications from (Fraser) were that there was nothing in place for the hosting of the event in March, or anytime in this term. We even attempted to find out about the secondary schools relay competitions that seem to be in jeopardy at this time.

So, even that has proved to be a difficult thing to do at this time. We were just told by the head of Allied Arts that the stuff was postponed indefinitely,” Hutson said.

Carter, Atkinson deliver first CARIFTA Chess championships seen as learning curve medals for Caribbean

GOLD COAST, Australia (CMC) – Trinidadian Dylan Carter captured his first Commonwealth Games medal while Jamaican Alia Atkinson landed her third, as they both secured silver on day two of the 2018 edition of the showpiece here Friday.

Competing in the Men’s 50 metres butterfly final at the Optus Aquatic Centre, the 22-year-old Carter finished second behind South African winner Chad Le Clos in a time of 23.67 secs.

Le Clos was timed at 23.37 secs for gold while teammate Ryan Coetzee touched the wall in 23.73 secs.

Swimming out of lane six, Carter made a great start to the event and held a marginal lead over Le Clos at the half-way stage, with Australian Grant Irvine challenging from third.

Le Clos, however, made a late surge over the last 15 metres to touch the wall first, forcing Carter into second.

ished fifth in the 100m freestyle and was knocked out in the semi-final in the 100m butterfly.

Atkinson, meanwhile, was also impressive in her final, touching the wall in 30.76 secs, to follow home Sarah Vasey of England in the Women’s 50m breaststroke final.

Vasey was timed at 30.60 while Australian Lelston Pickett took bronze in 30.78.

of the contest.

The 29-year-old Atkinson appeared to be slightly behind Hansen and Pickett in the last few metres but managed to outstretch them to the wall.

Despite clinching silver, Atkinson’s time was slower than the 30.53 posted in the semi-final.

The Commonwealth Games record-holder in the event with 30.17, Atkinson claimed silver in the 50m breaststroke and bronze in the 100m breaststroke at the 2014 showpiece.

The medals were the first for the Caribbean.

GUYANA for the first time sent a National Junior Team to the recently concluded 7th CARIFTA Chess Championships held in Paramaribo, Suriname from March 29 to April 3.

This event was strictly for junior chess players and saw participants from Suriname (SUR), Barbados (BAR), Jamaica (JAM), Aruba (ARU), Guyana (GUY), Bermuda (BER) and South Africa (RSA).

Representing Guyana were Ronan Lee (U-12 Absolute), Chelsea Juma (U-14 Women), Ethan Lee, Ghansham Allijohn & Jaden Taylor (U-16 Absolute), Sasha Shariff (U-16 Women), Nellisha Johnson (U-20 Women) and Joshua Gopaul (U-20 Absolute).

Guyana were the second smallest contingent with only 8 chess players while hosts Suriname had 104 participants, Barbados 48 and Jamaica 32.

The players were accompanied by three parents Jewel Jardin, Marcia Lee and John Lee who acted as team manager. The team was endorsed by the Guyana Chess Federation president

James Bond and planning of the trip was assisted by GCF’s Irshad Mohammed VP Tournaments.

With 21 points, Guyana finished in 6th position ahead of Bermuda and South Africa. However, we finished with better averages per round than Aruba and Suriname - 3 points per round to Suriname 1 - 2 points per round.

The performance ratings for all players are Nellisha Johnson 1037, Joshua Gopaul 1219, Chelsea Juma 928, Ronnie Lee 959, Sasha Shariff 802, Ghansham Allijohn 1158, Jaden Taylor 1095 and Ethan Lee 1193.

These players will be added to Guyana’s international list of rated players by June month end.

BV/Triumph is first project under NSC Light it Up campaign THE Beterverwagting/Triumph ground will be illuminated shortly, following the handing-over of several floodlights recently under the National Sport Commission’s ‘Light it Up’ campaign.

Director of Sport at the National Sport Commission, Christopher Jones yesterday handed over a quantity of lights to the 8th of May Foundation.

He noted that this is the first in a series of donations of lights that will enhance community grounds, saying, “BV will be the very first for the Light it Up campaign.”

He continued, “The BV residents and councillors made con-

tact with me in 2017 and I did pledge my commitment in terms of ground enhancement and the added fixture of lights.”

“Unfortunately,” Director Jones continued, “The ground enhancement project wasn’t done in 2017 but we are fulfilling the promise as it relates to the Light it Up campaign.”

One of the representatives of the 8th of May Foundation, a village organisation that assists in community work, commended Jones for the donation.

Messi curled in from a free kick to break the deadlock in the 27th minute. Five minutes later the Argentine doubled the lead, taking one touch to control a through ball from Philippe Coutinho before delivering a cool low finish.

Nabil El Zhar pulled a goal back for 14th-placed Leganes in the 68th minute.

However, Messi made sure

Timehri Red Triangle on verge of being crowned inaugural champions TIMEHRI Red Triangle has assured themselves of being crowned the inaugural champions of the East Bank Football Association (EBFA)/GFF/Pele Alumni Frank Watson U-15 Intra Association League when they romped to their ninth win in 10 matches last Sunday at the Timehri Red Ground, East Bank Demerara.

Led by their leading marksman, Ishmael Pulsarran who netted five goals to move to 16 in the league, Timehri defeated Herstelling Raiders in a goal fest of a match, 7-4. Despite the efforts of the league’s leading goalscorer, Shoran James who netted a hat-trick to move to 19 overall, Herstelling found the rampaging lads from Timehri too hot to handle.

Pulsarran hit the back of the net in the 14th, 20th, 29th, 33rd and 38th minutes with the other goals coming from Tywell Lovell in the 11th minute and Neron Barrow who had opened proceedings in the 3rd minute.

James was on target for Herstelling in the 10th, 44th and 48th minutes while Solomon Austin accounted for the other in the 56th minute.

In other matches, Samatta Point/Kaneville blanked Diamond United 3-0 on account of a brace from Matthew Aus-

Samatta Point/Kaneville were then held to a 2-2 draw on Sunday by Mocha Champs in a see-saw affair. Mocha had taken the lead when Genesis Lewis scored in the 10th minute but Samatta Point hit back with goals off the boot

But Mocha responded with an Adam Rutherford 29th minute goal which restored parity to the scoreline as the game ended with the scores unchanged.

Two matches scheduled for yesterday, Timehri vs Mocha and Kuru Kururu Warriors vs Herstelling, were postponed since players from these clubs were involved in a warm-up match against the Women’s national team currently preparing for two international competitions.

The EBFA will take a break from action this weekend and resume next week.

Regal aids two City cricket clubs LOCAL businesses, Regal Stationery and Computer Supplies and Regal Sport has injected new life into two City cricket clubs with projects that will last for years to come.

Through Managing Director Mahendra Hardyal the business chain donated three heavy-duty covers to the Everest Cricket Club on Friday and began repairs to the perimeter fence at the GNIC Sports Club ground yesterday.

Hardyal, who is a sports enthusiast said, “It has been too long that we have been going to Everest only to hear matches are called off or delayed because of inadequate covers. So with this donation, I hope we don’t hear these excuses again.”

Each of the three covers measure 33x43 feet and together will comfortably cover the centre square and

should minimise seepage once used properly at the club’s Camp Road and Carifesta Avenue location.

However, Hardyal has only one request to go with the donation, “I hope every club member will play his part in ensuring that the covers are taken care of properly and that they are used for the

down. We (Regal teams) use the facilities and we want to do so in a safe and comfortable environment also. It’s an eyesore to the area. So we will fix it and hope it’s maintained.”

Bermuda name 14 for ICC tournament in Malaysia HAMILTON, Bermuda (CMC) – Bermuda on Friday named a 14-man squad for a six-nation ICC World Cricket League Division Four tournament to be held in Malaysia from April 28 to May 6.

Bermuda will face hosts Malaysia as well as Denmark, Uganda, Vanuatu and Jersey with the top two earning promotion to Division Three.

Uganda and Malaysia slipped from Division Three last year while Jersey and the Pacific island nation of Vanuatu earned promotion from Division Five.

Reggae Boyz head coach Theodore Whitmore quits REGGAE Boyz head coach Theodore Whitmore has resigned from his position with immediate effect. Sources indicate that a letter of resignation was tendered sometime Friday.

This is a major blow to the Jamaica Football Federation (JFF) who is preparing a squad to compete in the inaugural Nations League that begins in September. The national team, the Reggae Boyz, also have international matches scheduled in the coming weeks.

Whitmore has been in negotiations with the JFF over his salary package in recent weeks and reports of a proposed meeting between the coach and the federation that was supposed to have been convened recently did not occur because Whitmore did not show up.

Another meeting was reportedly set up but with the resignation, that meeting is now not likely to happen.

Sources said that the JFF had planned to make another offer to the head coach that would be an improvement on

his existing pay package that reports suggested was well below what was being paid to the previous Winfried Schaefer and which was reported to be in the region of US$45 000 a month. Whitmore was reportedly being paid about US$3 000 monthly.

Last month, JFF president Michael Ricketts revealed that he had planned to meet with Sports Minister Olivia Grange to discuss whether the government would assist in covering the salary of the head coach that led Jamaica to the finals of the CONCACAF

Gold Cup in 2017.

“I have a meeting with the minister next week. I will speak with the minister to see what we can get from the subvention from the SDF and then we can talk with Whitmore (about a new deal),” said Ricketts in an interview with local newspaper, The Gleaner, recently.

“The media is making it look like we (the JFF) and Whitmore are at war and that is not the case. We have no problem at all with Mr Whitmore. He is a staff member of the JFF who gets a salary every month. Whitmore and

I have never had a quarrel.”

He also assured that Whitmore would be offered an improved package.

“Whitmore will get an increase. That is the whole idea behind the meeting with the minister. I have had two meetings with Whitmore, and the discussions were not about salary. There is no time limit to it. The two meetings were about football talk. We spoke about the development of local coaches,” Ricketts said.

However, that meeting between the Ricketts and Grange did not materialise as the minister fell ill and was hospitalised.

Calls to Ricketts, JFF General Secretary Dalton Wint, or team manager Roy Simpson, went unanswered.

Whitmore was in his second stint as head coach of the Reggae Boyz. He was first appointed head coach from 2009 to 2013. He took over the position again in 2016 replacing German head coach Winfried Schaefer. (Sportsmax)

DCC face Malteenoes today in GCA/New York/Tri-state U-19 finals

THE Demerara Cricket Club (DCC) U-19 side will face their counterparts Malteenoes today in the final of the Georgetown Cricket Association (GCA)/ New York/Tri-state U-19

On their way to the final, DCC defeated the New York U-19s by 47 runs. DCC took first strike on Friday at the Georgetown Cricket Club

(GCC) ground and managed a lively 206 from their allotted 50 overs.

In reply, the New York side were dismissed for 159 with DCC’s Daniel Mootoo snaring 3-19, while Ashmead

Nedd took two wickets.
