President Granger accredits Thai, Pakistani envoys PRESIDENT David Granger said that there is much that Guyana can learn from the Islamic Republic of Pakistan with regard to the application of environmental monitoring technologies and policies to promote ‘green’ growth and address the adverse effects of climate change.

Guyana and Thailand have enjoyed fruitful collaboration within the United Nations, the Non-Aligned Movement and the Group of 77. The President said that Guyana looks forward, during the new Ambassador’s tenure to enhancing the existing collaboration within those multilateral fora.

Speaking of Guyana’s ‘green’ agenda, President Granger said, “Guyana and Thailand both face the common threat of climate change.

Both countries are taking action to improve climate adaptation and mitigation.

The agricultural and fisheries sectors of both countries are vulnerable to the adverse effects of climate change.

We can learn from each other’s experience in building climate resilient economies,” President Granger said.

Brassington, Singh to make court appearance

– in three weeks after being charged for alleged misconduct

By Ariana Gordon FORMER Finance Minister under the People’s Progressive Party (PPP) administration, Dr Ashni Singh and former National Industrial and Commercial Investment Limited (NICIL) Chief Executive Officer (CEO) Winston Brassington were on Thursday given three weeks to appear before Chief Magistrate Ann Mc Lennan.

The two are required to answer to three charges of misconduct in public office, contrary to the public law.

The charges were filed by the Special Organised Crime Unit (SOCU). SOCU said investigators have been trying since 2015 to communicate with the duo but to no avail.

Meanwhile, the charges were not read by the Chief Magistrate when the case was called Thursday morning as the accused were not before the court.

Both Dr Singh and Brassington reside and work abroad. Notwithstanding, a witness, Corporal Persaud swore to the evidence submitted before the court.

Special Prosecutor Michael Somersaul requested that the case be adjourned

until May 7, 2018, thereby giving the accused enough time to present themselves before the court.

“They are not in the jurisdiction… I would like to ask for a return date which will give them enough time to be present,” Somersaul requested.

When the matter was called before the Chief Magistrate, Dr Singh’s attorney Anil Nandlall was notably absent. However, some 10 minutes after the case was adjourned, Nandlall arrived at the court where he was briefed on the morning’s proceedings. Brassington is being represented by retired judge, Stanley Moore.

According to information sworn under oath, Dr Singh and Brassington on Monday, December 28, 2009 by way of an agreement of sale and purchase “acted recklessly” when they sold to National Hardware Guyana Limited, lands amounting to 103.88 acres, property of the State for the sum of $598, 659, 398 (vat exclusive) without first having procured a valuation of the said property from a competent valuation officer.

The second charge alleged that the duo on Tuesday, December 30, 2008 by way of agreement of sale and purchase “without due diligence” sold to Scady Business Corporation, land located at Liliendaal, ECD amounting to 4,700 acres, also the property of the State for the sum of $150,000,000 knowing that the said property was valued at $340,000,000 by Rodrigues Architects Associate.

Brassington in December of 2015 had said he was willing to undergo public scrutiny in the courts of law, maintaining that he is a man of integrity.

One of the forensic audit reports on the operations of NICIL suggests that under the PPP administration, NICIL engaged in malpractices, and had made poor decisions on behalf of the people of Guyana.

The audit which was conducted by former Auditor General Anand Goolsarran had recommended criminal and/ or disciplinary action against all those responsible for the interception of State revenues totalling $26.858B, in violation of the constitution. Goolsarran had said that several laws were broken.

Brassington had left Guyana in December 2015 and was said to be living in Florida, where he reportedly operates a business.

WILLINGNESS TO COOPERATE The attorney explained that his client is out of the country, and as such, he is unable to report on the arrangements to be made for his return to Guyana. He noted too that his client and Brassington through their lawyers had written to the Special Organised Crime Unit (SOCU) indicating their willingness to cooperate but “no one made contact with us during these investigations”.

Nandlall argued that there was no participation by the accused duo in the matter and made it clear that that is not the way investigations are to be conducted. He told reporters that he is awaiting instructions from his client on the way forward.

He noted that his client’s livelihood is being threatened as he is employed at an international financial institution overseas. “When this charge hits the international media, more likely than not, he will be forced to resign.”

Meanwhile, retired judge Stanley Moore, who is representing Brassington told reporters that he has several concerns. Among them is the fact that charges have been brought against his client.

“My immediate concern then those people will face the music,” said Jagdeo.

He believes that there have been misappropriations in those two ministries in particular. Jagdeo added that if they are re-elected they will look for infractions

and ensure that persons are charged. “There will be a proper investigation by impartial people. If there is misappropriation of assets then those people will face the music,” said the opposition leader.

… Union feels it’s ‘a national issue’ that warrants local intervention

MINISTER of Foreign Affairs, Mr Carl Greenidge, is looking into how Guyana will be affected by the United States’ sanctioning of Russian firm, Rusal, which operates the Bauxite Company of Guyana Inc. (BCGI) in Region 10.

On April 6, the United States (US) treasury announced sanctions against 12 Russian oligarchs and 12 companies which they own or control on the grounds that they were engaging in “malign activities”.

This is according to international news agency, Reuters, which states that among the companies are En+ Group and Rusal, both of which are owned by Russian billionaire, Oleg Deripaska, who was also sanctioned.

Since then, Russian stocks have crashed, aluminum prices have surged, international financial groups have distanced themselves from the company, and two non-executive directors have resigned.

In addition, the Financial Times Stock Exchange (FTSE) has indicated in a statement that the company will be deleted from its index, while all of Rusal’s assets have been frozen and are under U.S. jurisdiction.

Thus far, Moscow has expressed its willingness to assist the blacklisted company with short-term-liquidity, and is contemplating hitting back at the U.S. through its goods produced in Russia.

Here in Guyana, Rusal has a 90 per cent stake in the BCGI, while the remaining 10 per cent belongs to the Government of Guyana.

In an interview with Minister Greenidge earlier this week, he said that the government has not yet received feedback from Rusal on the matter, but will be working carefully to determine what the effects will be.

“I’m aware of the problem ... At this point in time, we are still trying to pluck out the essentials and to get an informed analysis of what implications this has,” Minister Greenidge said, adding: “I hope that it is not going to have any long-term implications for the social wellbeing of our people, employment levels and export earnings.

“But, more importantly, in the immediate future, that it has no challenges in regards to social welfare.”

WILL TAKE TIME Then on Wednesday, he said that a proper examination of the situation will take time, but that the government is cognizant of its need to address the issue as quickly as possible.

“We are looking at the implications; it is not easy to get an instant analysis of the situation,” he said. “We have to look to work out the implications. We are concerned to do that quickly, so that we can avoid any adverse consequences on the social side.

“At this point in time, I don’t think we or the company would be in a position to say this is what is going to happen tomorrow as a consequence.”

General Secretary of Guyana Bauxite and General Workers’ Union (GB&GWU), Lincoln Lewis feels there are grounds enough for the Guyana Government to intervene.

“The issue of the sanctioning of Rusal has become a national issue for us here, and the government is required to give leadership to it; to bring the stakeholders together and to communicate on the implications to Guyana,” he said.

He further said that there should be no excuse as to why, thus far, representatives from Rusal have not communicated on the matter with workers on-site.

He said that based on information coming from Aroiama, the mining and transporting of bauxite have been halted, and focus has been shifted to maintenance works and cleaning up the operation.

“They have ceased mining for the time being and the shipment of bauxite from Aroiama to the ports in New Amsterdam and Berbice,” he said.

This was confirmed by two workers at the site who spoke with the newspaper.

One said they learnt of the sanctioning of the Russian company through the local newspapers, and that since then work at the site has come to a standstill.

NO CLUE, JUST RUMOUR “We are still working, but there has been no loading of barges or movement of bauxite,” he said, “so, at the present moment, we don’t have a clue or an idea of what is really happening. There is just a lot of speculation going on.

“For a couple of days now, just after we heard about the sanction, they stopped shipping, but they are still stockpiling.

We had wanted to talk to them on behalf of the Union but they told us that on the return of the General Manager, then they will address the situation.”

He described the atmosphere at the mining site as tense, and filled with a lot of speculation, as some persons are worried about losing their jobs.

Prior to news about the sanction, he said, efforts were being made to improve working conditions at the site, which previously drew the attention of the media following a series of complaints.

Meanwhile, another employee says that he is worried about whether the development will affect the payment of workers.

He says that it is unethical to have workers wait without a clear understanding of when they will receive word from the company.

Before the fallout, Rusal was regarded as the world’s second-largest aluminum producer, with a global output this year estimated at 65 million tonnes.

IN times of uncertainty, the climate and atmosphere of the Americas region need to be enhanced, embracing goals and aspirations that will show the way forward in meeting various challenges, Foreign Affairs Minister Carl Greenidge said.

Greenidge was at the time speaking to Guyanese journalists in Lima, Peru on Thursday, a day before the opening of the two-day VIII Summit of Americas, which is being held under the theme, “Democratic Governance against Corruption”.

Minister Greenidge, Guyana’s Ambassador to the US and the Organisation of American States, Dr. Riyad Insanally, and Guyana’s Ambassador to the Caribbean Community (CARICOM) Charlene Phoenix comprise the Guyanese delegation.

Greenidge said a number of new governments have been elected since the last summit and it is important that the changes show in the approaches, which should also be reflected in the way many issues are tackled.

He said Latin America and the Caribbean have been trying to share ideas and approaches towards the challenges that face many states and the theme for the summit is one of great importance since there are many issues to be addressed comprehensively.

Outside of this, he said, one has to recognise that politics and international relations will never arrive at a point of perfection.

Adding that institutional changes against certain backgrounds will also be dealt with, the foreign affairs minister said the English-speaking states are focused on the international relations front with trading and political relations being paramount.

“The truth is that we have not been able to achieve as much in this regard as we would like to, for a number of reasons, which include the changes taking place around the globe. I believe all the countries and previous governments committed themselves in trying to build a close relationship.”

He said within the Americas, the Caribbean and Latin America as a whole have tried on many fronts and there is recognition that political changes have implications.

DIALOGUE At the summit, he said, dialogue is paramount and even with ideological and political differences, common

ground can be reached without compounding any divisions.

He said countries in general recognise the divisiveness in the face of global forces and in the face of other states that may not have Guyana’s interest at heart.

“It’s a common goal, and Guyana at this point and time also recognises that part of the route is dealing with territorial problems and a common understanding, and having closer and deeper dialogue with all of the region is needed for a clearer understanding on our ambitions, dangers, differences and possible options in solving various problems,” Greenidge said.

Noting that Guyana is a microstate in the region, Greenidge said if the country is not in a position to fund and develop its economic resources, then a way must be made possible through a collective effort.

He opined that the Caribbean may not be big enough to propel its economic development and advancements, and as such, there is need for economic integration.

This, the foreign affairs minister said, requires not merely a Caribbean Single Market but integration in the Americas.

Meanwhile, Greenidge said the summit is also aimed at coordinating concrete action among member states in the fight against corruption, which hinders sustainable development and transnational threats across the Western hemisphere.

He explained that the fight against corruption is multifaceted and Guyana would wish to share the initiatives it has embarked on with other countries in trying to ensure accountability.

Underscoring that the region has always been challenged in dealing with issues of corruption which will interest regional and sub-regional countries attending the summit, Greenidge said in this case the intent of the meeting is to look at issues of transparency, corruption and each country will be able to represent itself adequately as is usually done.

He said members of the summit are of a global grouping against money laundering and the Financial Action Task Force (FATF) and Caribbean Financial Action Task Force (CFATF) would address many of the issues.

Greenidge said the region itself holds prominence and Attorney General Basil Williams, who is the chair of that body and the sub region, understands their goals and priorities.

Taking action

AMONG the first things the APNU+AFC government did on assuming office was to commission a series of forensic audits into state-owned institutions.

This was making true on the campaign promise to restore accountability in Government, and suggested the coalition partners were serious about their stance for good governance when they were in the Opposition.

Most of the audits have presented a picture of laxity in compliance with procedures and the management of the state’s resources. They have also revealed discrepancies, fraudulent practices, and political interference.

Accompanying these revelations were recommendations to improve systems, including procedural strengthening and criminal proceedings.

From the audits, insights were gleaned into the amount of money the Government and people lost through irregular practices. For instance, the audit

on the Guyana Gold Board said that due to poor management of the gold in the board’s possession between 2012 and 2014, the country lost over $10 billion.

This sum could have gone towards improving existing services and infrastructure, or be invested in some other needed developmental project.

Where, from all evidence thus far available, management of the affairs of state was not in conformity with established best practices and rules governing its organization, corrective measures, including deterrence, have to be put in place. And while it may be easy political talk that to act in accordance with recommendations amounts to recrimination or witch-hunting, the question that should be asked is: Can the country afford not to act?

Where the society has called for, and seen, the wisdom in spending significant sums of money to bring about improvement in government practices, such was investment in the undertaking that there

will be commitment to act based on findings and recommendations. And in a society where skepticism is high when it comes to politicians and Government acting in the interest of the state and people, what is not needed is the fuelling or nurturing of this skepticism.

Guyanese at home and abroad desire better governance and improvement in the standard of living for themselves and families. In the pursuit of good governance, the standard of conducting the state’s business has to improve. And this also includes holding to account those who have engaged in actions inimical to the state or organisation they manage.

Doing this also helps to create the needed level playing field which would communicate to the ordinary man and woman that the politically connected and holders of higher office are not above reproach.

While the sums of money spent to conduct the audits should not be seen as wasted outside of paying the auditors, it would be a waste of money if recommen-

dations are not acted on. Further, where those who have engaged in inappropriate conduct are allowed to walk without being held to account, the floodgate is open for worse to follow. In short, the Government has to be mindful that the audits are not seen as a waste of time for improving the public accounting system, holding persons to account, and making Government responsive to the people’s needs and expectations.

At the political level, failure to act provides bragging rights to those who initially said there was no corruption and had challenged the Government to prove there was.

At the societal level, persons’ confidence in the political system -- regardless of which side of the political fence they sit -– would be eroded, and they would become disengaged in the processes of governance, which is not good for our system of inclusionary democracy and creating a Government that works for all the people.

Hypocrisy and contradiction Dear Editor Reference is made to Kaieteur News’ Headline of Apr.10, “Ramotar gave construction company oil block, operations at stand still”.

Certainly, the nation is now being made aware of this signing agreement between a well-known private, business entity, Nabi Construction and the former Peoples Progressive Party/Civic (PPP/C) government led by former President Donald Ramotar.

Editor, immediately the question arises as to how many other such agreements may have been entered into, with the former administration, and what are they?

Further, this deal, for that is what it really is, would have been contracted, sometime after the initial facilitating of the 600 blocks to Exxon, by the late Mrs. Janet Jagan, President of Guyana

at that time.

Therefore, given the not-so-long-ago made suggestion of auctioning whatever blocks do remain, as trumpeted by Bharat Jagdeo and a few others – one wonders why this very strategy had not been implemented at that time? How convenient and hypocritical have been these so called oil and gas “experts”? Not surprising, given their agenda.

Are we about to be appraised of such further contracts pertaining to the nation’s oil that had been made by the former government and their friends/ cronies?

Examining the statistics as stated in the Kaieteur News story, one would have discerned some interesting details with regards the contract, entered.

There are the similarities of the cost recovery arrangements between the administration and the business entity;

particularly the 50/50 share of the profits after deduction of costs, and that which has been the current cause of so much vitriol by the so called “experts’’. In fact, the 2016 contract, would have contained some modifications, including the extra 1% royalty.

I stand to be corrected by saying that what is further interesting is that the receiving party has ensured that it does not lose in any way, by ensuring two cost recovering percentage ceilings of 70%, if the price per barrel were to be above $100; and 75%, if it dips below.

The contract also gave a very generous licence in terms of dollar cost, lower than those given to Exxon and others.

Editor, the discovery of oil in vast commercial quantities as have been announced by Exxon since May 2015, was bound to generate and catalyze national debate, given its widespread implications

for the political-social-economic future for the people and country of Guyana.

A lot has been said, no doubt from persons who have a genuine interest in their country. However, arising out of all the opinions/views, has been an identified few, whose attacks, have subtly centred specifically on the type of government, which has been leading the preparation of the oil and gas process.

This has been because of the traditionally held social view, that a certain kind of people do not possess the wherewithal to deal with economic matters.

The Kaieteur News story, underlines not only the aforesaid view, but also the contradictions and hypocrisy that continue to surface in the national debate over the oil and gas contract.

Caribbean Voice supports Amber Alert in Guyana Dear Editor THE Caribbean Voice (TCV) supports the Guyana Women Miners Organisation (GWMO) in urging Government to seriously consider using the Amber Alert System to help find missing children faster and to ensure the greatest possible safety of such children.

The experiences of nations that already have the Amber Alert show that it not only serve as a deterrent to those who

would prey upon children but also results in some perpetrators releasing abducted children after hearing the amber alert.

The fact that the success of the Amber Alerts depends on total cooperation between communities and the police and the utilization of broadcast media, digital billboards, Internet Ad exchanges, Internet Service Providers, Internet search engines, as well as wireless devices such as mobile phones could augur well for improved relations between the police

and the citizenship which is currently far from what is desired. Such improved relations could also bolster crime-fighting overall.

TCV believes that nations like the US, UK and Canada would be most willing to provide necessary assistance to ensure proper training and implementing mechanism are in place for maximal efficiency.

Also, there would be need for requisite legislation to provide a legal

framework and adequate resources to foster timely receipt and processing of information and rapid responses, among other requirements. Therefore, bearing in mind the experience of the motion to decriminalize attempted suicide, we strongly urge that the requisite legislation be a bipartisan effort to ensure its passage into law.

Opposition leader must practice what he preaches Dear Editor, TWO recent occurrences motivated me to carefully re-read the provisions of the laws of Guyana that provide for the establishment of the Elections Commission and the Local Government Commission.

Those occurrences were: 1. The Leader of the Opposition public statement that he had instructed his representatives on the Elections Commission to ensure that certain concerns are addressed; and 2. the holding of a Press Conference by three members of the Local Government Commission at the Office of the Leader of the Opposition.

Both of these bodies are provided for in the Constitution and in each instance the

Commissioners are appointed by the President in keeping with the requisite legal provisions.

In no instance are any of the commissioners/ appointees referred to as representative of anyone.

These commissions are responsible for national, regional and local elections, and regulatory and staffing matters of the local authorities, respectively. Given the political nature of the matters which those bodies are intended to adjudicate, it stands to reason that those bodies should be impartial and non-partisan in what they do and how they are perceived. That can hardly be the case if on one hand they are publicly portrayed as being under the direction of one of the partisan actors of the affairs in which they are the

Prompt payment of rates would help M&CC provide critical services to citizens Dear Editor THE Mayor and Councillors of the city of Georgetown wishes to remind property owners that general rates are due.

The Council wishes to remind rate payers that the second quarter has commenced.

Those persons who have honoured their civic obligations in the first quarter were exempted from paying interest on rates. Also, the Council is encouraging religious leaders and administrators of non-governmental organization to apply for the necessary exemptions. According to Municipal and District Councils, certain properties are exempted from payment of rates. These include religious organizations and buildings used exclusively for educational purposes; the owners of those properties must apply in writing to the Town Clerk seeking such exemptions.

Municipal and District Councils Act, Chapter 28:01 section 211 states; “No rates shall be levied in respect of the following properties_ (a) Property used solely for the pur-

poses of public religious worship; (b) Property used exclusively for the purpose of education; (c) Property used for the purpose of a burial ground, cemetery or crematorium; (d) Buildings exempted by the City Council under the Georgetown (Taxation and Rating Concessions) Ordinance, 1966 ( which expired in 1969); Property used for two or more of the purposes specified in the above Rate payers who have outstanding amounts from the previous year can utilize a payment plan, which would allow rate payers to pay 1/3 of the outstanding amount owed and the remainder in (6 six) equal installments. Municipal and District Councils Act, Chapter 28:01 section 209 states; (1)The owner of a property shall be liable for the payment of rates levied thereon.

(2) The person whose name appears in the valuation list shall, for the purpose of this section, be deemed to be the owner of the property listed against his name until the contrary is proved to the satisfaction

Therein lies one of the pathologies of our political system and our manner of Governance. While I am a proponent of constitutional reform, it is apparent that equally important is the question of our political culture, which

seems to reek of disrespect for the universal norms of good governance and the Rule of Law. Unless this pathology is acknowledged and addressed, we are condemned to be a backward country, and an hindrance to national mobilisation and ultimately national development. The Opposition Leader has quite rightly called for Gas and Oil to benefit from good governance and impartiality.

This call may not be taken seriously, coming from him, unless he demonstrates an understanding and commitment to those very things, by his pronouncements and more specifically his actions.

PUC to determine whether GWI be … Stakeholders argue given more funds both for and against THE Public Utilities Commission (PUC) has declared closed the hearing into the application of change of rates for the Guyana Water Incorporated (GWI) following the discussion and clarification of remaining issues.

The third and final session took place on Wednesday at the Cara Lodge and heard a series of questions coming from a panel of PUC members and the public.

customer rates, production cost, cost recovery and additional funding but began by addressing the state of its financial audits.

At the last meeting the PUC had requested that before the water company considers a tariff increase it should submit its 2016 unaudited financial statements as it awaited the completed audited version.

The said statements

were completed on Tuesday and GWI Chief Executive Officer (CEO) Dr Richard Van West-Charles said this now makes way for the 2017 audits which should be completed within an average of three months.

Getting down to business, the PUC challenged GWI on whether size should determine the rates non-residential customers pay, to which the CEO replied was a fair decision when considering smaller commercial entities.

In a follow-up, the PUC asked how the GWI would be able to discern whether a property houses a business and what considerations are in place for properties which include both residential and non-residential customers.

Van West-Charles said that the company will monitor the consumption of residential customers utilising the exceeding of the $150/ m³ rate and information from on-the-ground workers as determinants of extra ongoing activities.

Meanwhile, residents who have businesses at the bottom of their buildings will be provided with separate accounts.

For customers with non-functioning meters, instead of being given an estimated bill, the company will temporarily move these customers to ‘unmetered’ status having those rates apply until the issue can be fixed.

When the public was given the opportunity to ask questions, Financial Analyst Ramon Gaskin said that the GWI needed to “get more tough with its business”.

“I’m concerned with GWI itself as a company, and the way it is managed when it comes to the commission for raises. GWI is

receiving, in 2016; less revenue on the measured water with $2.1B as against $2.3B in the previous years.

“They’re doing more work, spending more money, investing more and earning less. This is a big problem for any company,” he said.

He advised the PUC against recommending additional funding for the water company and criticised the absence of cost recovery in Regions 7, 8 and 9.

“I don’t get the impression that you’re getting money from the consumers.

Of course they’re entitled to water like everybody else but who is going to pay for it?” he questioned, adding: “If the people in 7, 8 and 9 cannot afford it then they have to go to the Central Government.”

The CEO responded to Gaskin’s call for the removal of additional funding by highlighting that the cost for energy, employment, equipment, safety as well as Guyana’s wide geographical spread are factors which must considered.

“When you calculate the occupancy rate of hospitals, health centres, institutions, the prisons and so forth … and you look at that consumption and if you only calculate you will see what is the necessity in terms of the needs for the production capability of GWI, to meet that demand,” he said.

In addition, the high cost of water treatment is a matter the CEO said the Guyana Revenue Authority (GRA) has indicated its willingness to assist with and is determining whether these chemicals can be zero-rated.

He said that from 2015 to 2017 the water utility has collected approximately $800M more and is currently intensifying its collection

process to collect from those in debt to the company.

He added that cost recovery is a gradual process and collections have begun in Region 9 and will be ongoing as the GWI continues to establish its presence and as regions evolve.

Another pensioner, George Cave, thanked the commission for the ample information presented on the website and, unlike Gaskin, was in favour of the GWI receiving additional funding for projects.

“I believe that GWI should be given some more money … I want to recommend to the PUC that you seriously consider giving them more money. Water is expensive and out of nothing comes nothing.

“There are some technical difficulties in regards to how to shift the money here and there but I honestly in my bones feel that GWI should be given more money,” he said.

Speaking on the sidelines after the hearing was declared closed, Chairperson of the Public Utilities Commission, Dela Britton, expressed her satisfaction with the process of the inquiry.

“This is the democratic process that allows for both sides and members of the public especially to give us the coloured complexion of their views on the whole issue. “…We thought it went well, we thought it was an efficient process, we thought that it has given us enough material for us to now meet as a body to make our determination,” she said.

The public is allowed until April 20 to submit their views after which the PUC will be granted 60 days for review before coming to a final decision.

GuySuCo to implement

‘Sustainable Communities Fund’ – as stakeholder process commences

THE Guyana Sugar Corporation (GuySuCo) will be working along with the Small Business Bureau to implement a Sustainable Communities Fund.

The fund will provide support to the corporation’s Sustainable and Resilient Communities Programme .

This was announced during a stakeholder engagement forum on Thursday morning in which the corporation plans to ensure the programme benefits all,

even as the entity continues its re-organisation process.

The forum saw participation from the Small Business Bureau, the Ministry of Social Protection and other agency staff at the corporation’s head office at La Bonne Intention (LBI).

The corporation’s Chief Executive Officer (acting), Paul Bhim, noted in a statement which was read by the entity’s Communications Manager and Facilitator, Audreyanna Thomas that the

firm has partnered with several public and private sector agencies to implement the programme, as he cited the need for wider involvement of the relevant agencies.

Some 4,700 persons were made redundant by the entity following the closure of several sugar estates and Bhim said that the partnerships thus far have seen personnel from GuySuCo being trained by the Ministry of Public Health in substance abuse and alcohol abuse control

as well as mental health gap programmes.”This is particularly necessary, since a large percentage of the effected persons are males,” he said.

He said that one of the challenges the entity has faced regarding the implementation of the sustainable and resilient communities programme is to find the best “fit” in order for it to be implemented effectively and for the affected persons to receive the best possible support.

He said if the programme is implemented properly, it will present a framework for transitioning communities.

GuySuCo is projecting a turnaround in its fortunes by year two of its soon-to-be unveiled three-year capital investment plan, which will guide the utilisation of the $30B syndicated bond, Chairman and Head of the Special Purpose Unit (SPU), Colvin Heath-London disclosed recently.

Heath-London said GuySuCo is in the process of concretising the plan which is intended to revitalise the sugar industry. “We are working rapidly as a team to put forward our suggestions, which will be raised at the Ministry of Agriculture and the government level and Cabinet level, and basically we will ask for approval to move forward,” he told this newspaper.

As it formalises its plan, GuySuCo will meet shortly with the Guyana Agricultural and General Workers Union (GAWU), one of the key stakeholders in the sugar industry, for its input.

Jagdeo rushes to Singh, Brassington’s defence – says decision to sell land was Cabinet’s LEADER of the Opposition, Bharrat Jagdeo says he could vouch for the two former government officials who have been charged for misconduct in public office.

According to reports, former Finance Minister Dr. Ashni Singh and former head of the National Industrial and Commercial Investments Limited (NICIL), Mr Winston Brassington allegedly sold Multicinema Guyana Inc. a 10-acre tract of State land at Turkeyen for

G$185,037,000.

The charge against them is that they sold the land without having procured a valuation from a competent valuation officer; sold an additional 103 acres of State land by an Agreement of Sale and Purchase to National Hardware Guyana Limited for G$598,659,398 (VAT exclusive) without procuring a valuation; and sold another 4.7- acre parcel for G$150M to Scady Business Corporation, when the said

parcel was valued at G$340M million by Rodrigues Architects Associate, a competent valuation agency.

But according to the former president at a press conference on Thursday, “There was a process, and they could not have executed those decisions unless the matter was approved by Cabinet…

“Those were decisions of Cabinet and could all be justified. It is a Cabinet decision which had been issued back to the Ministry of Finance

and to the Privatisation Unit to execute, so Brassington or Ashni Singh could not have executed these decisions unless the matter came, the recommendation was approved by the Cabinet.”

The opposition leader went on to say that all the transactions which went through the Privatisation Unit/NICIL from 1993 to 2001 could be found either in a booklet or digitally on NICIL’s website.

Jagdeo criticised the government for not being able to find a national statute with which to charge the

pair, since they were neither charged for stealing money nor found with a big bank account, but for a procedural error.

In relation to the specifics of the charge, he is contending that in the case of the National Hardware transaction, there was a public tender which determined the prices.

He said persons would be able to see that they advertised for bids for almost two months, so persons had an opportunity to submit bids but they only received one.

In the case of Multicinema, he said they also went to

public tender, and the highest bid they received was from Sri Yogendra for $16M per acre. But because he could not conclude the transaction, 10 acres were sold at $20M per acre which was higher than the initial bid.

“We did not hide these things,” Jagdeo said, adding: “When are you going to charge for the billions we owe, instead of procedural errors?”

He again contended that the lands which were sold did not even have a complex structure and were just undeveloped land.

Gov’t willing to help displaced Venezuelans

GUYANA will hold a number of bilateral engagements touching on a range of topics on the side lines of the Summit of Americas which opens in Lima, Peru, today, Foreign Affairs Minister Carl Greenidge has said.

He made the disclosure while speaking to Guyanese journalists covering the meeting being held under the theme: “Democratic Governance against corruption”.

Greenidge said Guyana will meet with its counterparts as member states attend and exchange ideas, whether planned or unplanned.

Greenidge said Guyana will have bilateral talks with Ecuador, Canada, Bolivia and others countries. He said Peru’s decision not to welcome Venezuela’s President Nicolas Madura to the summit will not overshadow the atmosphere of meaningful dialogue.

“I don’t think the world… wants a forum that is convened knowing fully well that the parties are not going

to be comfortable speaking to each other in a civil manner; so it is perhaps for the best,” the Guyanese minister said of Maduro’s absence.

U.S. President Donald Trump will also not attend the summit. However, his Vice President Mike Pence will travel to Lima together with Senator Marco Rubio, a fierce critic of the Bolivarian government. When asked if it would have been better if President Trump had attended the meeting, Greenidge said it would have been better if there was full participation at the summit. However, he said those attending the Summit will have to make the best of the circumstances, saying that human society is of such that where there is tension and challenges there is need for constructive dialogue in all processes.

TOPICS TO COVER Meanwhile, Greenidge said Guyana is hoping that its bilateral meetings will cover a range of issues and for the most part it will be

political, “focusing on the sorts of challenges that are urgent and pressing, with the aim of deepening political cooperation.”

In giving an example, he said issues pertaining to Union of South American Nations (UNASUR) and the Organisation of American States (OAS) will be discussed in the exchanges along with how common problems are tackled such as migration and movement of people. He noted that it is not uncommon also for countries to ask for an update on things that are taking place in Guyana such as the oil and gas sector. “We are perhaps blessed at this point and time in that not only are there remarkable developments afoot in relation to the offshore territory, but also the onshore, since we have pretty significant developments in gold mining leading to underground mining which has implications for skills and employment,” he said.

However, the Guyana Geology and Mines Commission (GGMC) is still to put all the necessary measures in place to monitor this kind of mining that is considered “more hazardous than open pit mining.” He said cooperation on enhancing skills, technological advancements and putting in place infrastructure, technological training, and mining technologies will be of interest to countries of the OAS grouping, since many countries may have had considerable experience in these areas. Further, Greenidge said that Guyana will be looking to enhance vibrant political relations with many countries. Regarding bilateral talks scheduled with Bolivia, he noted interesting commonalities between the two countries, such as programmes for indigenous peoples and political cooperation will be tackled.

‘Get with the programme’ …AG urges state prosecutors to sharpen skills to tackle financial crimes ATTORNEY General (AG), Basil Williams has stressed the need for state prosecutors to be ready to tackle matters pertaining to money laundering and other financial crimes, since there have been problems relating to conviction.

“For far too long focus has been on prosecuting traditional crimes; it is time to pay attention to developing the requisite skills to prosecute corruption cases and financial crime,” posited the AG at the launch of a three-day trial advocacy training for prosecutors at the Marriott Hotel on Thursday.

The programme has been organised by the Director of Public Prosecutions (DPP) Chamber with funding from the International Narcotics and Law Enforcement Affairs Bureau of the US under the Caribbean Basin Security Initiative, justice sector assistance programme.

urged the state prosecutors to recognise the need to learn about money laundering and other specialised crimes.

He informed them that state prosecutors must become equipped to ensure there are proper and successful prosecutions.

The AG believes that the training programme is timely, especially since state prosecutors need to be trained to deal with and know about the elements of money laundering offences and so forth.

“Criminal prosecution is one of the main pillars of the justice system and without successful prosecutions the system will fail,” said Williams, adding that there is a need for effective state prosecutors. Aside from financial crimes, he said given the dependency of societies all over the world on Information and Communication Technology (ICT), prosecutors must be prepared to handle cyber-crimes.

read in the National Assembly and sent to the Parliamentary Select Committee to be reviewed. AG Williams said the bill was completed in the committee and will go for passage in the National Assembly soon. He believes that the training programme will equip the prosecutors with the skills to deal with such matters.

THE Ministry of Citizenship and the relevant immigration agencies are reportedly working on a plan to aid destitute Venezuelans affected by severe economic hardships in their country, and seeking refuge here.

Several nations bordering, or in close proximity to, the Bolivarian State have reported thousands of Venezuelans crossing into their countries seeking refuge.

Minister of Citizenship Winston Felix said Guyana is no exception, as Venezuelans continue to come here almost on a daily basis, some legally and others illegally.

Felix indicated that Guyana is seeking to take a more accommodating approach to the situation.

“Usually when you enter a country illegally, you are prosecuted,” he said, “but we are trying to turn away from prosecution, given the special circumstances. We are trying to chart a course away from prosecution, and one that is not too costly.”

Border communities with Venezuela had reported to local authorities that scores of Venezuelans were crossing into Guyana seeking food, medical attention and even trading opportunities.

Village leaders in those communities had requested from the Guyana Government additional supplies to accommodate the influx of Venezuelans, as regular materials being delivered could no longer sustain them and their foreign neighbours.

VARIOUS SCENARIOS Minister Felix told the Guyana Chronicle that the authorities are looking at some type of protocol that would enable the government to handle the Venezuelan situation amicably, whether they enter the country legally or otherwise.

He said that in some cases where Venezuelans may have family members and friends here, their being able to stay with them is one option.

Another scenario, he said, is that there are Venezuelans entering the country illegally and finding themselves in hotels across the country. But the danger in that, he said, is the possi-

bility of human trafficking which can happen easily, especially where persons enter the country unknowingly to officials. They could be trafficked without even realising it, he said.

And while no Venezuelan has sought asylum from the Guyana Government, Minister Felix said what has been happening is that persons are coming here legally and then reporting to the United Nations High Commission for Refugees’ (UNHCR) extended office here for refugee status.

He said that this being the case, Guyana is now signing on to the UNHCR and other charters regarding the specific issue of refugees.

He, however, noted that no final position has been reached on the Venezuelans, since it is still being drafted; but the government’s intention is to help them as much as it possibly can.

He said the course of action that will be taken will be carried over to all the relevant agencies that will be engaging with Venezuelan citizens.

MASS EXODUS The socio-economic crisis in Venezuela has seen massive exoduses out of the Bolivarian state. The International Organisation for Migration has reported that an estimated 1.6 million Venezuelans left the country in 2017, up from 700,000 in 2015, with an estimated 1.3 million seeking refuge in the Americas, including the Caribbean.

Both Colombia and Brazil have tightened their borders, owing to the influx of “hundreds of thousands of desperate migrants” seeking healthcare, food and mainly jobs to send money back to their families.

Trinidad and Tobago has become more vocal about the influx of Venezuelans in the twin-island nation, while other Caribbean countries, among them St. Lucia, have expressed concern over the Venezuelan migration.

“We are only six hours away by a fast boat from Venezuela, so we’re very vulnerable,” St. Lucian Prime Minister Allen Chastanet was quoted as telling the island’s media.

GWI activates well at Kumu Village THE water shortage that has hit the village of Kumu, Central Rupununi, is due to failure of a well drilled by the Regional Democratic Council in 2016, the Guyana Water Inc has said.

In a statement, GWI said inspection of the well has revealed that it is pumping muddy water, however, it is difficult to determine the main cause for the failure of the well at this time.

This had caused a major water strain on Kumu Village.

As such, GWI said it has moved to activate a well which it recently drilled. This new well is equipped with a Photovoltaic system and works have commenced for the laying of pipelines for the distribution network. The materials for this exercise were delivered to the Kumu Village by GWI on Thursday. The excavation for the distribution lines, which is being undertaken by villagers, is approximately 30%

completed. This is expected to be completed by today.

GWI said it remains committed to ensuring that all Guyanese have access to safe water which is an important determinant of improved quality of life.

Meanwhile, the residents of Kumu had called on the regional authority, GWI and government to minimise the stress caused by the continued dry spell by fixing the two community wells. Villagers are now depending on water tanks used in cases of emergencies.

In a release, Kumu Village Senior Councillor, Emeric Francis is concerned about the low water levels and the delayed delivery of pipelines for one well and thorough inspection of the second. “I wrote the regional chairman last month regarding the low water supply due to the prolonged dry season and the urgency of delivering the pipes for one of the wells.

He responded that they do

have the pipes, but to date they have not been delivered to the village.”

Regarding the second well, Francis explained: “I also reported to the GWI last week that we are not getting any water from the second well, only mud. A GWI representative visited the well last Friday (April 6) and promised to send someone.

Today is Wednesday (April 11) and nothing has been done. Meanwhile, Kumu residents are hoping that the rain season starts before our emergency tanks run out of water. We badly need those pipes and a solution for the muddy well.”

Kumu is located in Central Rupununi at the foot of the Kanuku Mountains. The 400-member community is slowly becoming a popular tourist site for enthusiastic climbers, bird watchers anxious to see the elusive cock of the rock, and those seeking to sample the refreshing Kumu Water Falls. With

The accident occurred shortly before 08:00hrs during the busy rush-hour.

Reports are that the man sped past several vehicles as he headed to the city. An eyewitness told this newspaper that the man was talking on his mobile phone as he drove along the roadway.

fore missing several other cars which were ahead of him. Seconds later, the vehicle ploughed into the median as it headed for the opposite lane. However, the vehicle crashed into the utility pole.

A child could be heard crying and the man later emerged from the vehicle with phone in hand, as public-spirited citizens rushed to his assistance.

The accident resulted in a build-up of traffic.

Poor communication caused drug shortage at Skeldon Hospital – says Region Six health officer POOR communication is being blamed for critical medical supplies not being available at the Skeldon Hospital, which led to a sitin by staff of the Accident

and Emergency unit on Monday.

This is according to Director of Regional Health Services (DRHS), Region Six, Jevaughn Stephens at a

press conference on Wednesday.

Stephens confirmed that the sit-in came to an end sometime around 16:00hrs on

Monday, after the team met with Alex Foster,the liaison officer for the Ministry of Public Health in Region Six and aired their concerns.

Stephens explained that prior to the press conference, a three-hour discussion was held with some staff members of the Skeldon and New Amsterdam Hospitals, and it was found that while there was a shortage of critical drugs and medical supplies, the situation could have been rectified with proper communication.

Stephens said that in the past, a consumption list was usually prepared and sent to the regional office detailing the quantity of medications and supplies needed.

Noting that the last such list was prepared for the 2018 Budget,Stephens said

that a lot has been changed since then, and that with the closure of the Skeldon Estate and its dispensary, the demand and usage of drugs and medical supplies have increased.

He said that in order to address the situation and avoid a recurrence of what happened on Monday, a Therapeutic Committee has been set up to look at such things as the basic illnesses across the region and the type of drugs and medical supplies that will be required.

On Monday, several doctors and nurses attached to the Skeldon Public Hospital’s Accident and Emergency Unit (A&E) staged a sit-in over the shortage of medical supplies at the institution, which was in turn affecting

the patients who had turned up there for treatment.

According to Ram Mangru, executive member of the Guyana Public Service Union (GPSU), the medical personnel told him that for several months, the hospital has been without basic medical supplies, among them injection needles, gauze, medication and plaster, and that this was severely preventing them from carrying out their duties effectively.

Stephens, however, assured media operatives at Wednesday’s briefing that at that very moment, supplies were being sent to Skeldon, and that the Regional Health Services remains committed to delivering the best possible medical care to residents in the region.

Refurbished computers for the blind, visually impaired BUSINESS executive, Dr. Leslie Chin and his son who are based in Canada have established a hub to collect and refurbish laptop computers for the benefit of blind and visually impaired students in Guyana.

The initiative would target donors both here in Guyana and in Canada, Executive member of the Guyana Society for the Blind, Ganesh Singh told Guyana Chronicle on Thursday.

The hub was established after Dr. Chin came to understand that a computer is an essential component in bridging the communication gap that exists between the blind and sighted.

He realised that com-

puters have made learning, research, employment, social interaction and so forth much easier for persons who are blind and visually impaired.

“Prior to the advent of the JAWS Software, it was extremely difficult for persons who are blind and visually impaired to communicate with the sighted world,” Singh said.

The computers received by the hub would be refurbished and equipped with the Jobs Access with Speech (JAWS) Software to enable text to speech conversion for the benefit of the blind user.

The donation, according to Singh, was made in response to the need that arose as a result of the theft of the computer system that was being used for the programme by armed bandits who stormed the organisation’s headquarters earlier this year.

Relatives want trade unionist to step down RELATIVES of Micah Williams, the founder and General-Secretary of the Guyana Natural Resources, Clerical and General Workers Union (GNRC&GWU) are calling on him to step down from all public posts since he has been charged for allegedly raping an eight-year-old child.

His relatives are contending that he should not hold any public office until the court rules on the matter, given the seriousness of the allegation.

In January, 2017, Williams, a Lindener, was charged and placed before the court after it was alleged that he had physically and sexually abused a child. A medical examination conducted at the time proved

that the child had indeed been sexually molested.

However, when the matter was initially placed before the court, Williams’ identity was not revealed.

The matter is ongoing.

On Wednesday, one of his close relatives told the Guyana Chronicle that she was taken aback when she

saw a news article promoting Williams in his capacity as GNRC&GWU general-secretary.

“To be honest, what he did was despicable and it’s crazy to know that he is moving on so comfortably like nothing happened when he damaged the life of a child,” the relative said.

She added: “If you cannot be trusted with a child... how you can be trusted to represent the best interest of people... you don’t understand the concept of right from wrong, but you want to defend the rights of workers when you personally violated a little child.”

When contacted by the Guyana Chronicle, Williams reminded the reporter that the matter was before the court even as he maintained

his innocence. “I am innocent,” the trade unionist repeatedly told this newspaper.

Though he was hesitant to speak on the matter, Williams argued that he should not be made to step down from any position based on an allegation, though acknowledging that it is a serious one.

“It is an allegation. I am not a convicted person. Why should I be punished? Why should I step down when the matter is before the court?” he questioned.

“Why should an accusation damage my life?”

Maintaining his innocence, Williams said the court will make its decision based on the evidence provided.

abuse, with Linden recording the highest number of cases, neglect being the most prevalent, followed by sexual abuse. In 2017, the CCPA recorded a total of 4,179 cases of child abuse.

To correct the situation, the CCPA has intensified its work countrywide with emphasis on Linden, Region 10.

Indigenous People’s Affairs Ministry knocks NTC executive – says body resisting accounting obligations

WHILE noting the “divisive, disingenuous and sometimes incoherent statements” of the Executive Committee of the National Toshaos Council (NTC) in sections of the media, the Ministry of Indigenous People’s Affairs

says the body’s leaders continue to resist the established legislative obligation of accounting for the finances placed at its disposal.

While noting government’s support to the indigenous body, the ministry in

a statement said that despite the public statements, the current NTC Executive has never ceased to condemn the $16M subvention provided by the administration.

It noted that the executive body is nearing the end of its three-year term in

office and is yet to explain to its membership and the Ministry of Indigenous People’s Affairs why it continues to resist the legislative obligation of accounting for the finances placed at its disposal.

“It is a statutory obligation of the NTC’s Executive Committee to prepare and present ‘Annual Reports’ of its financial operations, a requirement which it has never satisfied. Indeed the general Indigenous Peoples’ population of Guyana remains expectant yet that this Joel Fredericks-led executive will fulfil this obligatory function,” the ministry stated.

The Indigenous Affairs Ministry said that it has noted the positions taken on matters by the executive of the NTC body , which it said “are not reflective of the thinking of the wider indigenous body and the general population of Indigenous Guyanese citizens.”. It said that the entity has observed a trend of public posturing by the body and Vice Chairman, Lennox Shuman.

The ministry said the body has displayed a confrontational, demanding and disrespectful tone towards the Office of the President of Guyana in writing to President David Granger on certain matters.

“Simultaneous with calls for meetings with His Ex-

cellency President David Granger, Lennox Shuman and vice chairman of the NTC issued a call for mass public protest against the Government of Guyana by our Indigenous citizenry.

The Ministry will allow the Guyanese public to judge Shuman’s intentions,” the ministry said.

It was noted that the tone and content of a recently reported Stabroek News ‘interview’ gives the impression that the NTC’s Chairman and Vice Chairman are satisfied with opposition political interference into the affairs of the NTC. “This is not unexpected,” the ministry said.

It said Guyanese are aware of the treatment of the indigenous peoples by the People’s Progressive Party while in government. “The task of ensuring that there was no political interference

by Government since May 2015 was a simple and successful one,” it noted.

The ministry noted, however, that such intimidating, political domination, control which formed the basis of PPP governance will take some more time to undo.

“The Ministry of Indigenous People’s Affairs is assured and confident that the true will of Guyana’s Indigenous Peoples shall before long prevail,” it said.

As regards Shuman, the

ministry said it has always been aware of the countless complaints of disrespectful and inhumane treatment of the residents of St. Cuthbert’s Mission by Shuman.

“The horrifying stories” told by residents of the 129-year-old village of proud, mostly Lokonos range from threats of dispossessing them of lands for disobeying Shuman to referring to residents as “refugees” as well as forcibly expelling church leaders from the village. The ministry said residents paint a picture of a “leviathan Toshoa.”

It said that Shuman, who is on his way out, seeks to create “an exit strategy which leaves him unscathed while destroying much of the well-constructed fabric of Indigenous Peoples’ customary governance, culture and practices.”

Such actions are ill-advised, divisive, counterproductive and inimical to the forward progression of the national Indigenous Peoples’ developmental agenda.

The ministry said it rejects the Shuman-led attack against the country’s indigenous peoples. “The Ministry believes that the upcoming village elections provide a vehicle for the resolution of all of these issues by the people themselves,” the entity said.

Record-breaking passenger movement at CJIAC The first quarter of 2018 saw the highest ever recorded passenger movement through Cheddi Jagan International Airport Corporation (CJIAC), the airport said in a statement.

For the month of March 2018, 52,729 passengers were processed as compared to 43,733 in March 2017. Passenger movement for the period January to March 2018 recorded 142,781 passengers being processed as compared to 126,340 for the same period in 2017.

David Patterson, Minister of Public Infrastructure attributed these marked increases to “Government’s sound economic policies and its unwavering advocacy for an enabling environment for investors.”

He added that other factors which contributed to this achievement can be associated with increased business interest in Oil and Gas, Agriculture and tourists coming in large numbers for the Easter festivities, Bartica Regatta, Rupununi Rodeo and investment forums.

The country’s main port of entry is currently being expanded to accommodate the additional traffic anticipated in the coming years. The US$150M project is moving apace and upon completion, with the inclusion of several state-of-the-art facilities and amenities, the airport’s capacity will be greatly enhanced and strengthened significantly, impacting passengers’ experience.

Harmony Village sees fair-size turnout this year

By Lisa Hamilton HUNDREDS of Guyanese turned out to the government’s second and largest Harmony Village cultural show and exhibition, where citizens were encouraged to co-exist in unity despite culture, religion or race.

The official opening took place on Thursday in the avenue on downtown Main Street between Quamina and Middle Streets.

It was attended by members of the government, diplomatic corps, religious community and private and public sectors. Guided by the theme, ‘Building Partnerships: Promoting Community and National Cohesion’, it was an initiative of the Ministry of the Presidency’s

… amidst calls to take it countrywide in future Department of Social Cohesion, Culture, Youth and Sport.

At the formal ceremony, Guyana’s ethnic groups took to the stage with a fusion of cultural presentations in dance, poetry, music, comedy and other forms of traditional displays.

Performances also came from Guyanese entertainers such as singer Jackie Jaxx; musician, Gavin Mendonça; the Guyana Karate College Shakties and Elle Gee Choral Speakers.

The exhibition proper, however, saw some 103 booths line the walkway supported by a total of 98 organisations offering food,

clothing, artifacts, literature, craft, health services and other public need-to-know information.

There were also illustrations of local sport celebrities, some of whom were present at the event.

In his feature address, Minister of Social Cohesion, Dr George Norton, said that the purpose of Harmony Village is to portray the diversity of Guyanese people and culture existing together in unity.

He said that in such a society, the average Guyanese experiences different perspectives and ways of life which can help to prevent narrowmindedness.

But in order to achieve true unity, he said, every race must learn to appreciate the differences amongst themselves, accepting each other despite religion, physical appearance or ethnicity.

“For us to become truly united as a people,” he said, “we must first be cognizant and fully comfortable of who we are as individuals; the key to us embracing diversity and promoting tolerance is to be proud of ourselves, our culture; “…to be proud of our traditions, ethnicities, religions and all the things that make us who we are as individuals.”

marks at the opening ceremony were Permanent Secretary (ag) of the Department of Culture, Youth and Sport, Ms Melissa Tucker and Programme Coordinator, Ms Sharon Patterson.

Both women spoke of Guyana’s advantages as a multi-cultural nation, and called on citizens to utilise the day learning about the cultures and beliefs of other races.

From the sidelines, Speaker of the National Assembly Dr Barton Scotland told the Guyana Chronicle that in years to come he hopes to see the event being held in other parts of the country.

“What I was told is that last year it was elsewhere; it was in Berbice, and this year

it is here,” Dr Scotland said.

“I think that is a way of showing ‘Yes it can!’ And, hopefully, it will! Because I don’t think that everything should be in Georgetown; people outside thirst to be a part of these things,” he added.

Declaring the village officially open, Dr Norton, joined by other government officials, led the crowd in a walk-through as he greeted the public and examined the colourful compartments on display.

Apart from the different government ministries, there were booths set up by the Guyana Defence Force, educational institutions, non-governmental organisations and several religious groups.

Guyanese warned about drug-for-bike gang …as Brazilian authorities clamp down BRAZIL’S military police are calling on their Guyanese counterparts at Lethem to be more vigilant, in light of a growing cross-border bike-for-drugs trade, using illegitimate roads to access Guyana.

The call came Wednesday after the military police in the neigbouring town of Bom Fin gunned down two men who were in a group of four. The men allegedly had in their possession illegally obtained motorcycles at a secondary roadway leading to the Takutu River.

Local divisional commander, Senior Superintendent Kevin Adonis told the Guyana Chronicle that the police here have been doing everything they could to secure all the border locations. “We do not know of any trading of any bikes into Lethem,” Adonis said, but sources at Lethem say that this thing has been going on for years.

According to a report in the Brazilian daily, Folha Boa Vista, the military police in the State of Roraima have been keeping tabs on robbery and gun crime reports, and on

Tuesday night came upon the four men who were headed to the border.

Again, according to Folha Boa Vista, for some time now, criminal elements have been bypassing the traditional routes of getting to Guyana, and using the secondary roads which lead to the edge of the Takutu River and into indigenous communities to escape detection.

Commander-in-Chief of the Brazilian Military Police, Colonel Edison Prola told a news conference on Wednesday in Roraima that the authorities and sister agencies have been working diligently to get a lead on the gang carrying out this particular activity.

“We were monitoring a gang specialising in motorcycle theft and robbery in Boa Vista. These individuals were stealing these bikes and taking them to Guyana,” Prola told reporters. He said that a trap was set on Tuesday, and that is what led to the confrontation with the gang.

He said the criminals shot at the police, and that two of them, an 18 and 19-year-old, died in the confrontation.

‘Zipper’ cocaine trial goes to senior magistrate’s court FIFTY-SEVEN-YEAROLD Campbellville businessman Andre Gomes called ‘Zipper’, who was charged for cocaine trafficking, following a raid at his home two months ago

by Customs Anti-Narcotics Unit (CANU) ranks, was yesterday transferred to the court of Senior Magistrate Leron Daly for commencement of his trial on April 18.

Gomes, the owner of D&D Pawn Shop, had appeared before City Magistrate Judy Latchman and had denied the charge.

Particulars of the charge alleged that Gomes on January 30 at his Lot 32 Craig Street, Campbellville home had in his possession 902 grammes of cocaine for the purpose of trafficking.

Gomes’ attorney Mark Waldron during a bail application had explained that the alleged drug was not found in his client’s possession but in a nearby alleyway.

In August 2017, Gomes’ reputed wife, Naomi Persaud, was sentenced to four years’ jail and fined $21M after 20 pounds of cocaine in a gas cylinder was found at the family’s Campbellville house.

Their grandson, National Under-19 cricketer, Joshua Persaud, was jointly charged with the offence but the charge was later dismissed after the grandmother “took the rap”.

“These individuals are linked to factions; they traded these bikes into the Guyana region for drugs, the main driver of crime,” Prola said.

He said that while there is a partnership with the Guyanese police across the border, there is yet need for a more rigorous response.

“You have got to have the Painting in a flash with love for art” Winston Alexander

Performing on “Spotlight”

SPEED painting is gaining popularity around the world.

The technique has transformed painting into an event.

Now, it has made its appearance in Guyana with Winston Alexander delighting audiences with his painting speed.

Alexander combines painting technique and performance style to create engaging art pieces.

Originally from the village of Hararuni on the Soesdyke-Linden Highway, Alexander told The Buzz that art has been within him from a tender age. He related that while he was growing up people would remark that he had artistic talents. However, he also recalled that he would not pay heed to those comments. After he completed secondary school Alexander was faced with the dilemma of deciding his next step. “A friend of mine encouraged me to join the art school – [E.R.] Burrowes School of Art,” he said. Alexander went on major in Painting and minor in Graphics, graduating from the institution in 2009. He presently pursues art full-time, working on commission.

Alexander’s speed painting skills are completely selftaught. He related that after he had completed his education at Burrowes he spent a few years living in Barbados and exhibiting his work. As time went on Alexander found that his art began holding less interest for him. He explained that he was finding it difficult to muster the patience to sit and draw or paint for hours. It was around that time that he began looking at speed painting videos online. He was so impressed that he decided to try it for himself. He bought his materials and made his first attempt.

The first result was less than stellar. “[The] first attempt was like a mess,” he laughingly admitted.

DETERMINED TO SUCCEED Wondering if speed painting was for him but deciding not to give up, Alexander did further research on speed painting.

He noted that his research was fruitful and helped him as a speed painter. After his research, he decided to make another attempt. “It was much better,” he said. He was able to accomplish greater accuracy when it came to speed painting portraits. The transition from traditional painting to speed painting requires adjustment to a different mindset he noted.

Alexander has found too that he also has to adjust when he returns to traditional painting that requires him to sit and paint.

NEW OPPORTUNITY Just as Alexander was developing his speed painting abilities, the E-Networks Spotlight talent competition came along.

audition to be contestants on the programme. The show he said gave him the opportunity to showcase his talent in speed painting. “Spotlight was a great, great experience,” he stated emphatically. He related that it was his first time dealing with cameras and with filming and editing for television.

“It was really challenging but it did give me a boost in speed painting,” he said and added that he was really glad for the scope he was able to gain from his participation.

592 Movement launches studio

OR just about a year, the 592 Movementwhich consists of local artistes- have been working to set up a studio and the hard work has finally paid off.

The 592 Movement Studio is completed and is now housed at the home of singer Jumo “Rubber Waist” Primo at Lot 180 Lodge Housing Scheme, Georgetown.

Even though the studio is fully equipped it is not opened to the public yet since Primo is expected to release his new rhythm (medley) soon.

The compilation of songs, titled “Nuff Mouth

“comprises of six artistes such as Blaze Antonio, Trevon Vibes, Quacy Ace, Lil Red Diana Chapman, Lil Million and Jump Primo.

“You just can’t stand there because you’re a performer now.” Capturing and maintaining the attention of the audience is a key part of speed painting Alexander explained.

He himself demonstrated one way of doing so at the recently held Wine Art and Music: reWINEd, the fourth installment of the Rotaract Club of Georgetown Central’s Wine and Art Event. At that fundraising benefit for Haiti, he painted a portrait of Wyclef Jean upside down, only flipping it rightside up once he was finished to reveal the painting to the spellbound audience.

Thus far in his speed painting career, Alexander has utilised two techniques of speed painting – painting with brush strokes and using a sprinkle effect. The sprinkle effect, he explained is “where you apply paste and then you just throw the sprinkles and capture that image.” The paste ensures that the sprinkles only remain in the desired area to create an image.

Alexander noted too that he is still experimenting with some more techniques.

AUDIENCE RECEPTION Reflecting on a few weeks ago, Alexander recalled the positive reception he

received from the audiences at Easter camps he put on shows for.

He noted that speed painting is an art form that Guyanese are still largely unfamiliar with. For some of the audience members at the shows, it was their first time seeing speed painting. “They really appreciated it,” he said. “They encouraged me to go further in speed painting.” He has found that speed painting can be therapeutic as well. “Sometimes you’re off, you’re down and the music and the painting can really change those feelings,” he said.

Speed painting is not necessarily solely for professional painters or those with great artistic skill. Passion is essential, however. “You have got to have the love for art, that’s number one,” Alexander stated clearly. He called attention to the differences between traditional painting, where the artist usually remains in one spot, and speed painting where movement is a crucial part of the artist’s performance.

Love of movement and music are essential. Alexander pointed out that he gets caught up in the moment when he is speed painting.

Most of the time, within the three or four minutes that he spends speed painting, Alexander ends up with paint all over.

He has even caught himself throwing down his brush and painting with his hands.

THE CLASH OF VISION AND POLITICS

To the detriment of the economics of Guyana

T

HE politics of Guyana from its inception has gathered few men of ideas and they have had to wrestle with their subordinates and superiors to expand from the regimentation of politics to the fringes of the wider realm of economic and cultural progress. Forbes Burnham shaped modern Guyana not without defiance. He broke the social and colonial status quo and the political status quo emerged in swift mimicry, only that his vision extended too far that they could not reverse what and where his extensions had reached, though no stone was left unturned to malign and crucify his being and legacy, even today.

However, in 2018 we more than less eat what we grow, we want to own our homes here and we want to develop our ideas here- the latter is where the problem begins.

Because when the current President spoke of the curse of the ‘Six Sisters’ he attracted ridicule and condemnation, he was, however, reflecting on the stagnant dependency on the national industries we had inherited In 1966, to which we have added and sustained little.

In a chat with my buddy on America Street, we explored the usual state of economic movement in our communities and the slow efforts to purge platforms that were callously encouraged like money laundering etc. The blind eyes turned to every depraved new creed that became institutionalised that in

the process took human lives and retarded our value system, by at least 50 years into a non-innovative mode.

Guyana entered the economic world scene through independence that was and still is controlled by financial institutions that were developed after WWII to gather third world nations, naive enough not to recognise that they were serving institutions that were the equivalence of ‘Loan Sharks’ designed to nullify that celebrated independence, especially in the context of the ‘Cold War’. In the Guyana scene, many with political approved academic excellence were placed at the head of economic institutions but lacked the vision to quickly recognise the economic potential that emerged through the initiatives of talents that their learning had not equipped them with ready templates for, though precedents existed, that with a phone call they could have designated a subordinate to research the potential of, while designating another to gather published information on the subject as a cross-check source.

Guyana knew that if resources were not condensed and gradually redirected into other areas, we would not be where we are today. Thus the politicised self-righteous foolishness that entered the media further degraded my respect for people who seemed more inclined to jump on a popular wagon rather than offer solutions. These were people who I had thought could offer rational guidance by their years in politics and public life- possibly I have grown past them. Troubling is the criteria for employment. People are employed in Guyana based on how expedient it is to offer employment and not on their capacity to function in the specific areas, dummy girlfriends get a squeeze in and as ‘Rambo Gaskin’ said a man was placed on the Board of a public entity who was illiterate because he was the Party leader’s driver. The man told him “Tell meh when fo seh yes and no”. There the politics transcended the ratio-

nal thinking of the significance of the Board in a prolonged system of a counterproductive political culture. This reference is not unique.

In a more recent case, I appealed to a friend about an official who had employed persons who had no knowledge of the portfolio the official held. He explained to me that the official needed to have trusted people around. He then proceeded to explain how untrustworthy staff can undermine and sabotage the daily functions of an entity. Well, in that case, the clueless employee becomes the lesser of the two evils. The only way to proceed is to place laws that enforce responsibility and accountability through finale consequences.

We keep losing categories of employment. Up to the late 70s every morning the post office front was occupied by dozens of office assistants in their lily white shirt jacks exchanging mails. They represented the entire public sector. Computers erased the majority of those jobs. The same happened to the Stevedores with the modernisation of global merchant shipping. The Web and offset printing facilities lost hundreds of jobs due to computer compatible printing. Bauxite and now Sugar fall into that global separation between evolution and the obsolete. The business of the talents, skills, the creative and innovative ideas of the people must become relevant.

We have no choice because the separation mentioned, also applies to the sovereignty of nations.

2006 – MIROSLAV KLOSE (GERMANY) – 5 GOALS The most prolific World Cup goalscorer ever topped the chart in 2006 with five goals. He scored twice against Costa Rica and Ecuador during the group stages and once against Argentina during the quarter-finals. Germany would come third overall.

2002 – RONALDO (BRAZIL) – 8 GOALS One of the finest strikers ever showed his class, and put the 1998 demons to bed, in Japan and South Korea at the 2002 World Cup. He scored four times during the group stages, and then four more during the knockout rounds.

1998 - DAVOR SUKER (CROATIA) – 6 GOALS The Croatian striker scored twice during the group stages in 1998, once against Jamaica, and the other against Japan. Then he scored once against Romania, Germany, France, and finally the Netherlands in the third-place playoff game.

1994 – OLEG SALENKO (RUSSIA), HRISTO STOICHKOV (BULGARIA) – 6 GOALS Salenko scored five goals in one game, a 6-1 victory over Cameroon during the group stages. His side failed to get out of the group.

Bulgaria did, though, with Stoichkov scoring three during the group stage, then one each against Mexico, Germany and Italy later in the tournament.

1990 – SALVATOR SCHILLACHI (ITALY) – 6 GOALS Schillachi was unknown before the tournament, having only started one game for Italy. This was soon to change as he came on as a substitute against Austria and scored the winner. He scored against Czechoslovakia then three more times during the knockout rounds to guide Italy to third place.

1986 – GARY LINEKER (ENGLAND) – 6 GOALS After a poor start to the tournament, which saw England lose to Portugal and draw with Morocco, the Lions finally came to life against Poland with Lineker scoring a hat-trick. During the round of 16, he scored two more against Paraguay, then once against

1978 – MARIO KEMPES (ARGENTINA) – 6 GOALS Surprisingly, Kempes didn’t score during the first round group stage in 1978. But from then on, he scored two goals against Poland, Peru, and two more in the final against the Netherlands.

1974 – GRZEGORZ LATO (POLAND) – 7 GOALS Poland came third in 1974, and that is largely because of Lato, who became a goal-scoring machine during the tournament.

He scored twice against Argentina then Haiti,

before scoring goals against Sweden, Yugoslavia and finally Brazil.

1970 – GERD MULLER (GERMANY) – 10 GOALS Arguably Germany‘s finest player ever, Muller was at his best in 1970. He scored another decisive goal against England, and two more in a 4-3 loss to Italy.

Four more followed against North Korea, and one each against England and the Soviet Union. Portugal placed third.

1930 – GUILLERMO STABILE (ARGENTINA) – 8 GOALS In the first World Cup, Guillermo Stabile was the top scorer, starting off with a hattrick against Mexico then two against Chile three days later. In the semi-final against the USA he scored two more and scored one in the final against Uruguay.

It wasn’t enough, however, with Argentina losing 4-2.

India favourites in Australia: Katich FORMER Australia batsman Simon Katich believes India should be considered favourites to claim their first-ever Test series win in Australia next summer.

In 40 years of touring Down Under, India are yet to taste a Test series success, losing eight (including the past four), with three finishing drawn.

From 44 Tests played, they have won just five, including just two of their past 27, dating back to 1985.

But the historical data counts for little, according to Katich, who believes Virat Kohli's team are well placed to give a weakened Australia a serious run for their money.

"India deserve to be favourites given the cricket they have played, the quality in their Test team at the moment and the way Virat Kohli is leading them," said the ex-Test and ODI batsman, who is in India as Kolkata Knight Riders' assistant coach.

The hosts will be without the two batsmen who have provided a large chunk of their runs in the past five years in suspended duo Steve Smith and David Warner, as well as opener Cameron Bancroft, who was also banned during the ball-tampering scandal that rocked the cricket world.

Reliance Masters humble Supenaam Warriors in T20 competition AN unbeaten half-century by former Essequibo senior inter-county player Elroy Stephney steered Reliance Masters to a 4-wicket victory over Supenaam Warriors in the first round of the South Essequibo Invitational T20 competition played last Sunday at the Reliance ground.

Blessed with brilliant sunshine and a lush green outfield, Supenaam Warriors won the toss and opted to bat. They started disastrously losing their first three batsmen with only 15 runs on the board as seamer Basil Persaud was unplayable with his late swing.

However, a commanding 85run partnership between Sherwin Richards and Rafiq Mohamed brought stability to the innings as the Warriors clawed their way back into the game.

Richards played beautifully (5x4,

2x6) in his entertaining innings of 55 while Mohamed batted solidly for his 33 (4x4, 2x6).

A late cameo from Steven Voucher who smashed 28, laced with 6x4, propelled the Warriors to a competitive 155-8 in their allotted 20 overs.

Medium fast bowler Basil Persaud was impressive, claiming 4-18 in 4 overs. In response, Reliance Masters also began precariously, losing Premlall Persaud to the second ball of the innings without scoring.

The experience duo of Basil Persaud and Elroy Stephney then repaired the early damage to build a formidable 78-run partnership for the second wicket to stabilise the Masters.

Persaud was brutal in his innings of 38 smashing 4x4 and 2x6 but departed to give the Warriors some

hope. Two further wickets fell in quick succession.

Stephney then took control and batted superbly to remain unbeaten on 62 (8x4, 2x6) to guide the Masters to the victory target of 156-6 in the 19th over. Seamer Rafiq Mohamed had 2-24 from 4 overs.

At the Imam Bacchus ground in Affiance, Bacchus XI defeated Rising Star by 65 runs after posting 148-4 in 15 overs and restricted their opponents to 83-7 in their 15 overs.

Meanwhile in the same competition Reliance Hustlers and Bush Lot Trend Setters claimed walkovers as their opposing teams failed to turn up for their fixtures.

The competition will continue on Sunday with various matches in the 24-team round-robin tournament.

Emotions soared in the men’s 400 metres hurdles after Kyron McMaster brought home the British Virgin Islands’ first major international medal when he won gold in a time of 48.25.

The 21-year-old lost his coach Xavier Daniels when the deadly category five Hurricane Irma slammed into the Caribbean country with devastating force last September.

McMaster said the medal would hold special significance for the BVI in light of the recent tragedy, and was also in memory of Samuels, whom he remembers daily through a tattoo he had inscribed on his arm following his mentor’s death.

“Tonight the gold meant a lot to the country, but I did what my coach would have wanted me to – go out there and run my race. He’s with me everywhere I go with the band and the tattoo on my arm,” said McMaster, the only runner to dip below 48 seconds in the event last year.

“So today I came out here and had fun like he always would also tell me before my race – ‘enjoy the moment, don’t pressure yourself in the race.’”

He added: “It’s the first medal for the British Virgin Islands at any games so I’m pretty happy for that.”

McMaster spearheaded a Caribbean sweep of the podium, with Bahamian Jeffery Gibson clocking a season-best 49.10 for silver and Jamaican Jaheel Hyde, 49.16, for bronze.

DIAMOND Upsetters FC and Friendship All Stars ended their campaign in the inaugural GFF/Pele Alumni Frank Watson U-15 Intra Association League with contrasting wins last Saturday at the Timehri Red Ground.

Upsetters, in their debut year of competition, record-

ed their fourth win in 11 matches via a 3-1 margin over another debutant team, Samatta Point/Kaneville FC. Friendship All Stars were in dismissive mood as they took strolled to their fourth win in 11 matches, a 5-0 trouncing of Diamond United who have failed to record a win in 10 outings.

Upsetters dominated the early exchanges and were sent into the lead in 11 minutes when Jamal Thomas netted the first of his brace. On the halfhour, however, that advantage was cancelled when Samatta Point’s Kenyon Moe found the back of the net. The half ended 1-1.

On resumption, however, it was all Upsetters, as Thomas’ second goal in the 45th minute and Winston Goodridge’s 55th effort went unanswered, as the Diamond side romped to victory, to end the league with a win and 14 points from 11 matches including two draws.

Samatta Point/ Kaneville also ended their debut season at this level but did so with their fifth loss in 11 outings, three draws and a similar number of wins.

Friendship All Stars, like the other teams have done, defeated Diamond United.

They did so by a 5-0 margin, led by Marlon Dey, who blasted a hat-trick in the

17th, 45th and 51st minutes.

Shane Argyle accounted for the other two goals in the 33rd and 36th minutes.

Friendship ended with 12 points from their 11 matches, 4 victories and 7 losses.

As the league winds down, double-headers would be played tomorrow and Sunday before the final match of the league next week Saturday when Timehri Panthers, who are assured of the title, tackle Mocha Champs.

Fury says he's fitter and ready to fight on June 9 LONDON, England (Reuters) - Former world heavyweight champion Tyson Fury said he was fitter than ever after announcing a comeback fight in Manchester on June 9 after an absence of more than twoand-a-half years.

The Briton has signed up with promoter Frank Warren, who presented him at a news conference yesterday, on a multi-fight deal but an immediate opponent at the Manchester Arena has yet to be named.

The British Boxing Board of Control (BBBC) suspended the unbeaten 29-year-old’s licence in 2016, citing anti-doping and medical issues.

“In terms of history, I think that this fight has to happen because it wouldn’t be great for this era of boxing if it doesn’t happen.”

Fury said Joshua would be no match for him.

“It’s going to be an easy fight, no contest,” he said of a potential match-up with the champion. “He is looking for one punch all night. Anybody who can move a little bit, and throw feints, he struggles with. He can’t land.

By Michelangelo Jacobus DWAIN Dick’s consistency and guile with his off-spinners helped him to capture six for 110 as Demerara beat the Guyana Select U-17s by an innings and 56 runs on the third and final day of their Guyana Cricket Board (GCB)/Hand-inHand Inter-county U-19 tournament clash.

After being bowled out for 180 in the first innings, in reply to Demerara’s huge 489 for 8, the U-17s batted again as Demerara enforced the follow-on.

Resuming on day three with the score at 11-1, the Under-17s soon found themselves in trouble as Dick snared three more wickets in the morning session to leave them wobbling at 70-4.

However, Yeudistir Persaud joined Andre Seepersaud at the crease and together they added 80 before the

Meanwhile, Berbice beat Essequibo on Wednesday after they resumed from their 149 overnight and reached 222 all out from 84.5 overs in their first innings.

Opening batsman Alex Algoo top-scored with 111 and gained support from middle-order batsmen Kevlon Anderson and Javid Karim who contributed 36 and 15 runs respectively.

Stanlake seals dramatic final-ball Sunrisers win SUNRISERS Hyderabad paceman Billy Stanlake hit a boundary off the last ball to seal a one-wicket Indian Premier League (IPL) win over Mumbai Indians after Mayank Markande sparked a dramatic collapse.

Hyderabad appeared to be cruising to a second win out of two at the Rajiv Gandhi International Stadium yesterday, racing to 62 without loss after being set 148 to win.

Shai Hope 'humbled' by Wisden recognition LONDON, England (CMC) – West Indies stroke-maker Shai Hope has described the honour of being named one of Wisden’s five Cricketers-of-the-Year as “humbling”, and has praised the “phenomenal” effort which saw the Caribbean side stun England in the second Test at Leeds last August.

The 24-year-old Barbadian was announced on Wednesday along with Essex fast bowler Jamie Porter, and England Women’s World Cup-winning trio of Heather Knight, Anya Shrubsole and Nat Sciver, as the prestigious Almanack’s top choices in international cricket for the last year.

“It was a bit of a shock when I got the news and obviously a huge privilege being named among the five. It is a very humbling feeling,” Hope said.

It was a historic year because it was the first time three ladies were also honoured.

That is a big step forward. I see how the game is progressing. I see how it’s being supported by all the fans around the world.

Hope was selected on the basis of his outstanding performance in the Leeds Test when he became the first batsman in 127 years of first class cricket at Headingley to score a century in both innings.

He fashioned 147 in the first innings and returned with an unbeaten 118 in the second, as West Indies chased down 322 to win by five wickets and level the threematch series 1-1.

Hope said the victory meant more than his personal achievement especially following the Caribbean side’s crushing defeat in the first Test at Birmingham when they went down by an innings and 209 runs inside three days.

“Truly, the win was more satisfying than the two hundreds because after the thrashing in the first game by the English guys at Edgbaston, the way we played in the second game was phenomenal,” Hope said.

“I guess there was no better time to

score my first and second hundreds in Test cricket and I really did enjoy being the guy that pulled us out the woods.

“That was my first away win that I played in and the way we did it, to show how good we can play cricket and how competitive we can be, that was a better thing.”

Prior to the achievement, Hope had largely struggled in Tests, with a single half-century in 21 previous innings, at an average of 18.

He has since raised his career average to 33 from 17 Tests and has become the Windies principal batsman.

Almanack editor Lawrence Booth said Hope was now the “West Indian wicket all opposition attacks craved most” but the quiet-spoken Hope disagreed with the assessment.

“I’ve heard it a couple of times but I wouldn’t say that,” he said.

“It’s a collective effort so on your day you can be unstoppable and then it can go the opposite way.”

Boyce/Jefford Relay Fest Eastman looking to defend Universal Auto and General Supplies title and Fun Day set for April 22

THE third annual Boyce/Jefford Relay Festival and Family Fun Day is set for April 22 with a total of $1.3M in cash and prizes to be won.

During Wednesday’s launch at the Windjammer International Cuisine and Comfort Inn’s poolside, it was announced that the third instalment will see track and field, cycling, dominoes, cricket and football.

Chairmen of the Boyce/Jefford Committee, Colin Boyce and Edison Jefford, and Technical Director Mark Scott chaired the proceedings, indicating that are looking for continued spectator and competitor support.

According to Jefford, “The fixture has evolved into the premier relay festival and family fun day in Guyana,” adding that collaborations with several other agencies has helped to grow the event.

Meanwhile, aside from the main attraction in the relay races there will also

be two cycle races, dominoes competitions, football and cricket matches.

It was also disclosed that this year’s event will see the addition of a 4x800m relay race.

This event will add to the other eight already on the card. $30 000 will go to the winning team, $20 000 for the first runners-up and $10 000 for third-placers.

The cycle races will also carry prizes of $50 000 each with a breakdown of $25 000. $15 000 and $10 000 for the podium toppers.

The two races will be a Devil takes the Hindmost for men and a 2000m for women.

The new attraction will be the amputee race which already has competitors signalling their intention to compete.

Three gate prizes for $20 000 each and household items will also be up for grabs.

Gates open from 10:30hrs and admission is $500 for adults and $200 for children.

AFTER a difficult race on the roads of Linden, competitive cycling makes a return to the inner circuit of the National Park tomorrow with the 14th annual staging of the Universal Auto and General Supplies 11-race programme.

Set to pedal off at 09:00hrs, the day’s activities will feature most, if not all of the country’s top wheels-men, who would no doubt look to out-muscle one another. With the Pan American Cycling Championships upcoming, riders will also want to keep an eye on their fitness level ahead of that event.

Tomorrow’s programme will get underway with the BMX cyclists taking the forefront in the various age-group categories. They will compete in the 6-9, 9-12, 12-14, Open and Boys and Girls 12-14, while the Mountain Bikes, Veterans and Juveniles will hold the limelight afterwards.

The main race; the 35lap Schoolboys and Invitational, will attract the country’s leading senior riders and the up-andcoming talents within the senior ranks.

The red-hot Hamzah Eastman returned one hour 17 minutes .4 sec-

onds to win last year's 35-miler and in the process won four of the eight sprint prizes that were up for grabs. The other four sprint prizes were won by third-place finisher Jamual John.

Paul DeNobrega placed second, Shaquile Agard fourth, Alonzo Ambrose fifth and Enzo Matthews sixth.

Tomorrow's programme is being coordinated by National cycling coach Hassan Mohamed and is being sponsored by veteran rider Shameer Baksh, who is also the Managing Director of Universal Auto and General Supplies.

Hamzah Eastman is in ominous form and will be looking to successfully defend his title tomorrow.

Caribbean snatches four gold medals as Richards wins controversial 200m title

GOLD COAST, Australia (CMC) – Trinidad and Tobago claimed their first 200 metres Commonwealth Games medal in nearly half a century when Jereem Richards won gold, following the controversial disqualification of England’s Zharnel Hughes here yesterday.

In a fractious climax to day five of the athletics programme at the Carrara Stadium, Richards was upgraded to first place after Hughes was penalised for impeding the Trinidadian in tense finish.

of lane five, led into the stretch but as he faded, Richards in lane four produced a blistering late drive to draw level with 10 metres left.

With hands flailing wildly, there was contact across lanes just before both sprinters hit the line in the same time of 20.12 secs, with Hughes out-leaning Richards to take victory.

Trinidad and Tobago protested and Hughes was subsequently disqualified for obstruction, with officials deeming his arm had collided with Richards’ because of his proximity

Hughes was still on his lap of honour when the news of his disqualification broke and England understandably protested the decision, further plunging the race into chaos.

Richards was then forced to sweat for nearly two hours before judges upheld the disqualification, giving the 24-year-old his first individual global title.

“He was ahead and when I started to catch him he started to break down and I felt his hand come across and hit me,” Richards confirmed afterwards.

“That’s probably why they disqualified him. If he didn’t hit me I would have gone past him. That hit threw me off my rhythm.”

He added: “I think I was

strong enough down the straight, I was closing on him really fast but when I got hit that knocked me back a bit.”

T&T’s last 200 metres medal at the Games was in 1970 when Edwin Roberts ran second behind now legendary Jamaican Don Quarrie in Edinburgh.

Yesterday’s result was a blow for Hughes, who switched allegiance from Anguilla three years ago, as he entered the final as one of the most impressive qualifiers.

He stormed through the curve to lead with Canada’s Aaron Brown chasing, before Richards stormed from third to set off fireworks on the line.

Brown was upgraded to silver in 20.34 while Northern Ireland’s Leon Reid nicked bronze in 20.55.

Trinidadian Kyle Greaux (20.63) was sixth while Jamaican Warren Weir (20.71)

was a disappointing seventh.

Meanwhile, the irrepressible Bahamian Shaunae Miller-Uibo added another title to her growing collection when she won the women’s 200 metres in record time.

The reigning Olympic 400m champion produced the smoothest of performances to dismiss her opposition and reach the finish in a new Games record of 22.09 – shattering countrywoman Debbie Ferguson’s old record of 22.20 set at the Manchester Games in 2002.

“The 200 isn’t my key event, I’m doing this to get the speed work in and it shows I’m on track for the 400,” Miller-Uibo said.

“The double is going to be a hard feat to accomplish, and I’m ready for it. I’ve been training for it.”
