AFC agrees to contest LGE with APNU –– but reaffirms decision to review Cummingsburg Accord

THE National Executive Committee (NEC) of the Alliance For Change (AFC) has taken a decision to contest the upcoming

Local Government Elections (LGEs) with its coalition partner, the A Partnership for National Unity (APNU), but reinforced

its decision to have the Cummingsburg Accord reviewed and strengthened.

In a statement on Sun-

day, the AFC said the decision to contest the LGEs as a coalition was taken when the NEC met for its first quarterly meeting on Satur-

day, February 18.

However, the alliance said its decision is subject to the mutual resolution of a set of issues put forward by the AFC. Its leader Raphael Trotman has been mandated to write leader of the APNU – President David Granger, stating the party’s position on the issues of concern.

“The time frame for a resolution and an agreement with APNU is the end of April 2018,” the AFC stated, while adding that it is cognisant that there are areas in the relationship that are working well and others that need to be examined and strengthened.

Additionally, the AFC stated that “the recommendations from AFC’s review of the Cummingsburg Accord will be pursued with APNU with a view to strengthening and enforcing the accord, not just for Local Government Elections but particularly for the 2020 General Elections, which members saw as the bigger picture.”

The alliance has already identified a team to discuss these areas of concern with APNU. February 14, 2018, marked three years since the AFC entered into an agreement with the APNU to contest the 2015 General and Regional Elections – a

On the anniversary of the Cummingsburg Accord, President Granger said that the AFC had several options – proceed with the accord as it is, allow it to expire at 2020, or make a request for a meeting.

From all indications, the AFC has selected the third option, which would allow them to meet with the APNU with the expectation of having the accord reviewed.

Meanwhile, the NEC extended warm wishes for a speedy recovery of Prime Minister Nagamootoo.

CGX stability clause binds gov’t –– agreement was signed by former President Donald Ramotar

THE government’s hands are tied to terms of the Production Sharing Agreement (PSA) for CGX Resources Inc, signed by then President and Minister with Responsibility for Petroleum Donald Ramotar, on behalf of the Government of Guyana.

The Ministry of Natural Resources made the agreement public on Saturday, fulfilling a commitment the government made to eventually make all petroleum agreements and agreements in the natural resources sector generally, available to the public.

However, the agreement signed in 2013 prevents the current administration from seeking a better arrangement with regard to any of the provisions contained in the

A good example is the one per cent royalty which is to be paid by the government from their share of the production. This was similar to the original ExxonMobil Production Sharing Agreement.

However, this was amend-

ed to two per cent to be paid by ExxonMobil and its joint-venture partners HESS and CNOOC Nexen following discussions with government in 2016.

The Stability of Agreement Clause of the CGX Resources Inc PSA prohibits the Government of the Cooperative Republic of Guyana from amending, modifying, rescinding, terminating, declaring invalid or unenforceable, or to require the renegotiation, replacement or substitution, or to alter or limit in any way without the prior written consent of the contractor, CGX Resources Inc. N umbered 32 in a 33-clause agreement, the Stability of Agreement clause restricts government from increasing the “economic burdens of the con-

tractor by increasing any fiscal obligations, including but not limited to new taxes, new royalty, duties, fees, charges, value-added tax or other imposts”.

If there is a change in the law or laws and that change has an adverse effect on the economic benefits of the contractor, then the government must take affirmative action to restore the lost or impaired benefits to the contractor.

The agreement said that in the event of the contractor’s overall economic benefits being adversely affected, the parties have 30 days in which to attempt to meet an agreement on remediation. If after 120 days the parties cannot reach an agreement, then the matter may be referred to arbitration.

AG leads delegation to FATF meeting in Paris GUYANA’S Attorney General and Minister of Legal Affairs, Basil Williams, is currently leading a delegation at the Financial Action Task Force (FATF) Plenary Meeting in Paris, France, in the capacity of Chairman of the Caribbean Financial Task Force (CFATF).

The FATF Plenary Meeting commenced on Sunday for a period of six days at the OECD Headquarters in Paris, France. This is the first meeting the attorney general is attending as Chair of CFATF. The attorney general is leading a 15-member delegation. As Chair of CFATF, he is representing Guyana, while Celeste McCalla is representing Jamaica. Yvette Pierre, George Pickering and Christopher Brown are representing Bermuda; Yves Stimphat is representing Haiti; and Simon Jose Rangel Angarita, Claudia Yanez, Antonio Delgado, Hencar Castellanos and Jose Luis Genan are representing Venezuela.

The established standards are the FATF 40 recommendations, which the FATF and CFATF use to monitor their members level of compliance and implementation of measures against money laundering, counter-terrorist financing and proliferation financing.

the first of three planned for 2018, is intended to have all relevant parties present to discuss AML/CFT/PF issues. The CFATF as a FATF-Styled Regional Body (FSRB) is fully involved like other FSRBs in the work that is discussed during plenary.

“As the chairman of an FSRB, it is therefore important to remain visible and viable in the discussions that take place at the FATF plenary level. There is an expectation that the issues, their outcomes and requisite follow-thorough in relevant instances will be carried forward by the chair of each FSRB and their secretariats,” the attorney general explained in a statement.

For this plenary meeting, several topics critical to the CFATF region will be discussed, including changes to the FATF Methodology, which impacts the requirements that countries must meet to be compliant; counter-terrorism operational plans and beneficial ownership, de-risking and countries with strategic deficiencies as part of the ICRG process.

The FATF meets three times per year – in February, June and October.

Soldier allegedly robs chief prison officer

A GUYANA Defence Force (GDF) corporal and another suspect were taken into custody following an investigation into alleged robbery under arms, committed on a 43-year-old chief prison officer on Saturday.

The 27-year-old suspect of Adams Road, Soesdyke, is being processed for court.

Taxi driver caught with stolen items

TWO persons are in police custody after they were intercepted with stolen items on the Soesdyke Public Road, East Bank Demerara, on Sunday.

Reports indicate that the men allegedly broke into a storeroom owned by a 50- year-old Timehri Base Road, East Bank Demerara resident.

Police said at about 13:40hrs, the car, a taxi HC

2689, was intercepted with the stolen articles which includes an electrical saw, six block-making and spindle mouldings, and an engine for a water pump.

The driver, 24, of Kuru Kururu , SoesdykeLinden Highway and a 22-year-old Soesdyke resident who was an occupant in the vehicle, are in custody assisting with the investigation.

All 65 passengers, Stunned by massacre, U.S. students demand tighter gun controls crew feared dead in Iranian plane crash

DUBAI (Reuters) - All 65 passengers and crew were feared dead in a plane crash in central Iran on Sunday after the domestic flight came down in bad weather in a mountainous region.

A spokesman for Iranian carrier Aseman Airlines had told state television everyone was killed, but the airline then issued a statement saying it could not reach the crash site and could not “accurately and definitely confirm” everyone died.

The airline had also initially said 60 passengers and six crew were on board the twin-engined turboprop ATR 72 that was flying to the southwestern city of Yasuj. But it later said there were a total of 65 people on

board, as one passenger had missed the flight.

The Aseman-operated plane crashed near the town of Semirom after taking off from Tehran’s Mehrabad airport, emergency services spokesman Mojtaba Khaledi told ISNA news agency.

As night approached, bad weather prevented helicopters searching the probable crash site but emergency workers were scouring the mountainous area by land, the television said.

Media reports said the plane disappeared from radar screens 50 minutes after taking off from Mehrabad airport in the southwest of the capital. It mainly handles domestic flights.

PARKLAND, Fla. (Reuters) Stunned by last week’s bloodiest high school shooting in U.S. history, students across the country were mobilising on Sunday for stronger gun laws, while Florida officials contemplated when to reopen their badly shaken school.

Students from Marjory Stoneman Douglas High School, where a former student is accused of murdering 17 people on Wednesday, joined others on social media to plan rallies, a Washington march and a national walk-out aimed at getting the attention of an adult population many say has failed to protect them.

“I felt like it was our time to take a stand, because, you

know, we’re the ones in these schools, we’re the ones who are having shooters come into our classrooms and our spaces,” said Lane Murdock of Ridgefield High School in Connecticut.

Murdock, a 15-old sophomore who lives 20 miles (32 km) from Sandy Hook Elementary School where 20 children and six adults were shot dead five years ago, drew more than 36,000 signatures on an online petition on Sunday morning calling on students to walk out of their high schools on April 20.

Instead of going to classes, she urged her fellow students to stage protests on the 19th anniversary of the mass shootings at Columbine High School in

Colorado.

Last week’s massacre in Florida, which followed several other school shootings this year, inflamed the country’s long-simmering debate between advocates for gun control and gun ownership.

Former student Nikolas Cruz, 19, faces multiple murder charges in the deaths of 14 students and three staff members, and the wounding of more than a dozen others, in a rampage that eclipsed Columbine as the country’s worst mass shooting at a high school.

The charges can bring the death penalty, but prosecutors have not yet said if they will seek capital punishment.

School officials in Broward

County said on Sunday that they were aiming to have staff return to the Douglas High School campus by the end of the week.

The school system’s announcement did not say when classes would resume.

Cruz was reported to have been investigated by police and state officials as far back as 2016 after slashing his arm in a social media video, and saying he wanted to buy a gun. Authorities, however, determined he was receiving sufficient support, newspapers said on Saturday.

Texas man who survived a deadly domestic attack hatched by his son is pushing the state to grant clemency to the condemned man, although it has never spared a death row inmate solely at the formal request of the victim’s family.

Thomas “Bart” Whitaker is set to be put to death by lethal injection on Feb. 22 for masterminding a 2003 plot near Houston that left his mother Tricia, 51, and brother, Keith, 19, dead and his father Kent with a bullet wound near his heart.

In the 31 states with capital punishment, district attorneys make the decision whether to seek death, balancing the punishment that they consider best serves society with the wishes of the victim’s family. In this case, the local Texas prosecutors pursued death and jurors decided Bart Whitaker, 38, deserved to be executed.

According to the clemency petition, Kent Whitaker, his relatives and his wife’s family do not want Texas to execute Bart.

The panel’s decision is due on Tuesday, two days before the execution. If it recommends commuting the death sentence to life in prison, Governor Greg Abbott, a Republican, would make the final decision.

IDB calls for proposals to receive financing for projects in the Caribbean WASHINGTON, United States (CMC) — The Inter-American Development Bank (IDB) has launched the 2018 call for proposals for the Regional Public Goods (RPG) Initiative in Latin America and the Caribbean (LAC), which supports projects involving

three or more countries.

The Washington-based financial institution said the RPG initiative provides technical grants to finance solutions that resolve shared challenges through regional cooperation.

Since 2004, the RPG initiative has financed 154

projects, investing more than US$112 million.

The IDB said the proposals must involve a collective solution produced by at least three IDB borrowing member countries.

“The initiative is open to the promotion of RPGs in any topic alignment with the

TRINIDAD GUARDIAN Networks of the ISIS cell in T&T which Prime Minister Dr Keith Rowley referred to in Parliament are spread from Aranjuez, Charlieville and Enterprise to Rio Claro among other locations, a national security official has said.

They spoke on Friday night when asked by T&T Guardian to elaborate on Rowley’s earlier confirmation that there is an ISIS cell in T&T. Rowley made the comment in response to questions from United National Congress MP, Bhoe Tewarie, about whether there was anything that could be considered an ISIS cell or satellite locally.

Rowley replied, “It’s common knowledge across the world that T&T citizens subscribe to some of the doctrines of ISIS and persons from T&T have travelled to areas of combat in Iraq and Syria.

Many have been intercepted in Turkey and Britain, some have been returned to T&T. “Some are in custody in foreign countries—persons who seek to join ISIS. And in fact, as ISIS has dispersed in Iraq and Syria, that doctrine has now been spread to homebound activities and therefore we have to be particularly

concerned about such persons and the monitoring of such persons is an integral part of our national security. “... And the answer to the question is—yes.”

The matter came to the fore following police investigations into a plot to disrupt Carnival 2018 activities days before Carnival.

After days of searches and questioning people, police confirmed a total of 15 people—13 initially and two more—were detained in connection with the threat and were released between last Wednesday to Friday.

A couple detained appeared before a Port-of-Spain magistrate on Friday charged with possession of firearm.

The man was denied bail. His wife was granted $150,000 bail. Both are scheduled to reappear in court on March 16.

On Saturday, National Security agency officials leading the investigation said probe of the threat to disrupt Carnival 2018 wasn’t closed following the release of some detainees—and won’t be closed— since more people were detained last Thursday even as some were released.

An intelligence source said the genesis of the T&T cell began around 2012 when

the first wave of people began joining ISIS. Just about then, ISIS had begun burgeoning beyond its 2004 roots—buoyed by Arab Spring fallout—offering large sums of money for recruitment.

The source said those from T&T who were attracted were largely persons of criminal background, some of whom adopted Muslim leanings based on radical interpretation of the religion.

While they acknowledged that a “Muslim” gang was cited recently among authorities’ gang figures, not all of those in that group had taken up ISIS’ doctrine, they added, nor have traditional Muslims in T&T. They said the locations—which include others in south Trinidad and other parts along the East-West corridor—have been on the security radar for some time since then. They noted that police exercises, including searches, detentions and questioning of people who weren’t detained, in those areas were significant in the recent issue of the threat to disrupt Carnival. The areas also correlate to security agency monitoring of those who left to go to Syria to join the group since 2012.

Int’l organisations say Caribbean needs stronger tax systems CMC - Major international organisations have called on governments from around the world, including those in the Caribbean, to strengthen and increase the effectiveness of their tax systems to generate the domestic resources needed to meet the United Nations’ Sustainable Development Goals (SDGs) and promote inclusive economic growth.

These organisations included the International Monetary Fund (IMF), the Paris-based Organization for Economic Cooperation and Development (OECD), the United Nations and the World Bank.

The World Bank said that domestic resource mobilisation presents “a particular challenge” for developing coun-

tries, including those in the Caribbean, “which struggle to raise sufficient revenue to provide basic services, such as road infrastructure, healthcare, and public safety.

“Governments and relevant stakeholders also need to continue to work together on establishing a fair and efficient system of international taxation, including efforts to fight tax evasion and tax avoidance,” the World Bank said.

“As an era of unprecedented international cooperation on tax is underway with the advent of initiatives like the Automatic Exchange of Information, the Base Erosion and Profit Shifting (BEPS) project, and the active engagement of the UN Tax Committee-all these initiatives create new opportunities for

the enhanced participation of developing countries in international tax policy discussions and institutions, but also new challenges to fully realising the benefits of international cooperation on tax,” the World Bank said.

Jim Yong Kim, World Bank President, said funding the SDGs is “an economic and ethical imperative with major implications for taxation.

“Countries themselves need to raise more revenue in an equitable way,” he said. “And the entire international community needs to eradicate tax evasion and tax avoidance.”

Christine Lagarde, IMF Managing Director, said effective taxation is “essential to promote a more inclusive and sustainable growth.

Securing our borders ON February 13th, 2018, this paper featured an article about three Venezuelan women who were fined and ordered deported by a local magistrate. They claimed to have come to Guyana in order to escape the crisis in their home country, and that narrative is hardly a new one over the past few years.

Right above that article was another report, this time of a Peruvian overstaying! What this indicates is that we need to more and more have a national conversation about migration.

Our law-enforcement, military and border control services are dutifully working to ensure that Guyana’s territorial integrity, but as Guyana begins to leap forward post-2020, one can only imagine this being more and more a problem.

We are used to debating Guyanese leaving the country, not foreigners coming here instead, so in many

ways this is a fresh concept.

But migration, if left unchecked, can lead to a multitude of outcomes, facilitating criminal activities being amongst the most worrisome. As we cannot always differentiate between illegal migrants who are criminally inclined and those merely overstaying their time, illegal migration poses risks we should not accept. We must make every effort to continue to regulate our borders effectively.

Even further, has there been much discussion about the potential for a largescale refugee crisis in Venezuela? With elections due this year, and growing civil unrest over the past few years, this may escalate into a conflict if there is no resolution soon.

Recently, a police officer quite notoriously stole a helicopter and dropped grenades on the Supreme Court! While this is but an

isolated incident that can’t seriously be considered a coup attempt, it is no secret that there is wide dissatisfaction with the current state of affairs within our neighbour’s borders.

If a civil war breaks out in Venezuela, we can expect far more refugees than those three women, and given Venezuela’s population numbers 31.7 million, according to the World Bank, even a small percentage of Venezuelans fleeing conflict would totally overwhelm Guyana’s capacities.

As the situation develops, we must remain vigilant and adjust our preparedness accordingly, so as to meet such challenges.

One need only to look at the Syrian civil war to appreciate the difficulties such conflicts inflict, both on the civilians involved and the nations that take them in.

From an economic standpoint, there is also

If it happens again then a ban should be imposed if necessary. It sounds like this convener has an agenda.

Why this massive cleanup campaign so quickly, as the new head he should extend some kind of leniency, we all know what happens in competitions, there are some amount of control and discrepancy going on, it is not all innocence.

So if those calypsonians rights are being violated, justice must be served with the convener publicly apologising to them and being asked to step down because they could never be a healthy relationship between them after this.

I have heard calypsonians objecting to the junior singer being sent over to compete long before this incident on television, so it gives me the impression that no one is listening or addressing their concerns, we have to look into their complaints more seriously.

Presently and over the years there are some songs that leaves me wondering what is happening to calypso. The music is terrible and so are the lyrics, with some of the rhyming schemes so ridiculous it makes me want to puke and these songs make it to the final, as what is happening right now.

I do agree the song sung by the 2018 Monarch sounds like a song for the gutter. I believe I know a little about calypso, the song was not properly constructed. What is the minister dong about it?

an interesting question to ask, as Guyana does indeed need people to help develop its interior regions. But what is nonetheless clear is that oil wealth will attract far more migrants from our neighbours which we can either accept, temporarily accept, or deport.

These are just a few of the migration issues Guyanese must confront as our country grows and stretches into new experiences. Our approach should not just be to deal with them on an ad hoc basis, however, but to embrace each new issue in a more holistic plan to address the increasing local importance and impact of migration.

We are therefore heartened to see President David Granger declaring Whitewater, Barima-Waini (Region One) and other communities near Guyana’s border with Venezuela, frontline communities in the fight to ensure the coun-

try’s territorial integrity.

Besides, the military setting up of a new patrol base in that area will go a far way in providing the needed protection of our border against the background of reported criminal activities mainly committed

by Venezuelans. Guyana’s border with Venezuela is nearly 800 kilometres long and villages such as Whitewater, Baramita, Kaikan and Arau are all border communities, which the President described as Guyana’s guardians. “You’re like our guardian, you’re like our shield, you are in the frontline and let me tell you this, since Guyana be-

came independent in 1966, 52 years ago, our western neighbour, Venezuela, has been claiming this very land that you’re living on.

You all are not Venezuelans, you are Guyanese, but Venezuela has been claiming this land all the way up to the Essequibo River,” he told residents of Whitewater.

The commander-in-chief told residents that the borders between Venezuela and Guyana have already been decided and that the country is readying itself to defend its territory at the International Court of Justice (ICJ).

Why is this nonsense continuing?

For quite a time now I have been seeing personally, the blatant abuse of the law by those appointed to uphold it. Many of the young men and women that are in the Guyana Police Force and the City Constabulary, seem ignorant of the law that they are supposed to uphold and untrained to deal with certain matters, especially in the public which resulted to cause them to take matter into their own hands.

Sadly, some resulted to great embarrassment and sometimes death, while they are untouched and continue with their lawless

ways. I wonder if the rush to put them out in the streets without proper training is the cause of their embarrassing actions.

Editor, on Monday 12th February at the Leonora Magistrate Court I was able to witness the sitting magistrate dismissing a charge brought against a driver. Facts of the matter are that the vehicle the driver was driving had expired documents, the vehicle belongs to the driver’s sister and whose name is on the registration.

Now the driver was taken into the station and charged even though he had the correct documents in the car and the police

refuse to allow him or his father to get them. When he displays it to the court the magistrate dismiss the case. Had that errant officer look into the matter, the driver or the court’s time would not have been wasted and instead the police could have been doing something else worthwhile. Do the senior officers follow up on charges made by the junior officers and would they be disciplined for their embarrassing actions?

Why is this nonsense continuing? We are going nowhere with these ignorant bullies.

The late Dr. Mohammed Shahabuddeen O.E., O.R, CCH

WITH the passing on Saturday of Dr Mohammed Shahabuddeen, the world has lost one of its most eminent jurists and Guyana a son of unmatched legal brilliance.

He shone without seeking to, and was prolific in his works, seemingly without effort.

He was of my time – or I of his. I was Guyana’s solicitor-general when a se-

nior lawyer, my friend John Carter, called and asked me if I knew the magistrate at Suddie; and if I didn’t, why was such talent confined to a country district – and as a magistrate? It was the first time I had heard his name. He came to see me the following week, and, in a sense, he never left.

The young man who came to see me was truly remark-

able. He had never been to a university, but had already earned his BA and LL.B externally, and was working on his Masters. He was to go on, while working in the attorney general’s office to acquire a PhD, and an LLD – all externally from London University. I had him transferred immediately to the AG’s Chambers where he eventually succeeded me in the of-

fices of solicitor-general and, eventually, of attorney general to Prime Minister Burnham, who later nominated him as a Judge of the International Court of Justice – the World Court. He was duly elected by the UN -- the first Caribbean national to be so chosen. He served as a Judge of the ICJ for nine years – earning the respect of the world’s most discriminating Bar.

‘Shahab’, as we all called him, was a symbol of something else -- his work to preserve our country against the sadly outrageous claims of Venezuela. As news of his passing reached me, I was actually working with Guyana’s legal team to submit our Application to the ICJ for justice under law. Fifty years ago, in the Mixed Commission, ‘Sha-

hab’ had been holding the line valiantly against Venezuela’s strivings to keep Guyana away from the ICJ. As he left us yesterday, he knew that his efforts had finally prevailed -- that SG Guterres had determined days before that the ICJ is indeed the means to be used next for finding a solution.

It was the consummation he would have wished.

MINISTER of Social Cohesion, Dr. George Norton joined Barticians on Saturday as they remembered their sons and fathers who were murdered at the hands of a criminal gang back in February 2008.

In commemoration of the 10th Anniversary of the Bartica Massacre, the Mayor and Town Council spearheaded a Peace Walk, which saw hundreds of Barticians participating under the theme: “More than memory: Preserving the past, preparing the future,” from as early as 6:00 am.

The walk followed a wreath-laying ceremony where participants heard from Regional officials and guest speakers, including Bartica’s renowned designer, Sonia Noel and officials from the Guyana Police Force (GPF).

The wreaths were laid by Minister Norton, the Regional Chairman Gordon Bradford, the Mayor and officials of the

Guyana Police Force, private sector representatives and family members of the deceased.

In delivering the feature address, Minister Norton applauded the efforts of the people of Bartica for annually honouring the 12 massacre victims. But while tributes were paid to the dead, Minister Norton used the opportunity to salute Raymond White, the only person who managed to escape with his life after being shot on that terrible night. Minister Norton said he was glad to see that the ceremony was not marred by political mischief but instead it sought to encourage unity, peace and shared hoped among the people.

Mayor of Bartica, Gifford Marshall made several presentations to the families of those who died. Particularly, he distributed CDs of a track composed and produced in Bartica in memory of those who died.

A special presentation was made on behalf of the people

of Bartica to Raymond White, who unfortunately remains in vegetative state.

In his brief remarks, Mayor Marshall took note of the fact

that justice was served over a year ago.

“We, however, must acknowledge that today we face a new evil – the Border Con-

troversy. This controversy has the potential to destabilise our country and more so our beautiful town since we are the most developed section of the

coveted region,” he said.

Marshall said Government ought to be commended for the “political will” to resolve the controversy. “We live in a world where peaceful solutions are a rare option,” he posited.

In February 2017, two more gang members – Mark Royden Williams and Dennis Williams were sentenced to death by hanging.

Those who lost their lives were Bartica residents Edwin Gilkes, Dexter Adrian and Irving Ferreira; policemen stationed at the Bartica Police Station, Lance Corporal Zaheer Zakir, Constables Shane Fredericks and Ron Osborne; Deonarine Singh who hailed from Wakenaam; Ronald Gomes of Kuru Kururu; Ashraf Khan of Middlesex, Essequibo; Abdool Yassin, Jnr; Errol Thomas of Tuschen, East Bank Essequibo and Baldeo Singh of Montrose, East Coast Demerara.

Is the former Deputy Mayor Sherod Duncan the only sane, morally upright and decent person left at City Hall? What has happened to the 29 other councillors who sit around the horseshoe table and who witness the madness close up? And do nothing? To those 29 other councillors I encourage you to read the book ‘Lessons on Leadership

by Terror: Finding Shaka Zulu in the Attic’ Citizens of Georgetown and indeed Guyanese from all walks of life are united and fed up with the bullyism, the incompetence and the scandals that have rocked the Georgetown municipality for

the last two and a half years.

Yet the man at the centre of it all, the Town Clerk of Georgetown continues to sit firmly in place, apparently waiting out the two years more that he has to retirement during which time more mayhem and havoc will wreak the capital of Guyana.

From the secret trips abroad from China, to Mexico to the Mediterranean and many other continents which brought nothing but the misery of the parking meters on motorists in Georgetown, to the plan to name a street in Guyana’s capital Georgetown, after China, to the filling of their pockets with perdiems. It seems that travelling is the priority at City Hall, even if it is to enjoy the

Trinidad Carnival.

There is the nasty scandal of a lance corporal who is accused of having sex with a “detained male juvenile” at the City Hall, and which the Town Clerk did not report to the police, the Child Protection Agency, or the parents of the juvenile until months after. This indeed was nothing more than a failed but massive attempt at a cover up by the administration of this gross wrongdoing. The slaughter of a citizen who was being detained by the City Police, [in the case], this chief administrative officer bailed the errant constable for nearly a million dollars and on top of that provided expensive legal services to him, all at the expense of

the citizenry without the Council’s prior knowledge or approval.

I have to agree with the Guyanese social activist and artist, Mark Jacobs, when he said that “The Mayor and City Council of Georgetown is a cesspool of lawlessness and depravities of the lowest order”. Hardly a week passes without this Georgetown City Council not finding itself in the throes of a scandal. In fact, on most occasions, one scandal erupts even before the previous one subsides.

Of course right before us now is the destruction of the green space earmarked as the Bel Air Park playfield and the Farnum Playground which was gifted by the Farnum family to provide recreation-

al facilities for the people, and particularly the children of Subryanville, Kitty and Campbellville and which a large part of it has been handed over to a commercial venture for their exclusive use. All these are the doings of the imperial overlord, the Town Clerk of Georgetown.

City Councilliors, as Mr. Duncan puts forward his no confidence motion against the Town Clerk, I ask that you support him and be reminded of a poem called “First they came ...” which was written by German Lutheran pastor, Martin Niemöller (1892–1984) and which was about the cowardice of German intellectuals, following the Nazis’ rise to power and subsequent purging of their

chosen targets, group after group. It goes like this: First they came for the Socialists, and I did not speak out— Because I was not a Socialist.

Then they came for the Trade Unionists, and I did not speak out— Because I was not a Trade Unionist. Then they came for the Jews, and I did not speak out— Because I was not a Jew. Then they came for me— and there was no one left to speak for me As city fathers and mothers, please help to save our capital city.

– Ramjattan says licensed firearm holders should respect businesses, offices with no-weapons policy

HOLDERS of firearms licences are being advised that if they are going to offices and agencies which prohibit them from entering those premises with their weapons, they should either lodge same at the nearest police station, leave them home or take other measures to have the weapons secured.

This is coming from the Minister of Public Security Khemraj Ramjattan, who in an invited comment stated that licensed firearm holders are advised to exercise proper care and supervision of their weapons.

This publication asked the minister if he believes that places with rules prohibiting firearms on the premises should have strong boxes for the safe keeping of the weapons, which can be lodged and later retrieved.

However, the minister completely dispelled the notion of having strong boxes at agencies and offices that have a no-firearm policy.

“Well no, because that will necessarily make it very difficult for those places now to have an extra guard and personnel and all of that.

If you want the firearm, you have to keep the firearm safe and that means that if there are places that you go to that don’t want you with

firearms, walk with someone who is going to keep it in the meantime or some such thing; you have to work out something or keep it safe,” the minister said.

He made reference to the courts in Georgetown and suggested that persons who are entering the court compounds should lodge their weapons at the Brickdam Police Station.

“Licensed firearm holders have to exercise proper judgment, don’t walk on that day with your firearms, because if the place got its rules, well sorry, you can’t enter,” he said.

There are instances where licensed firearm holders would walk with their weapons when among other things, they are expected to transact large cash transactions or other important business.

Just earlier this week, a firearm holder had his weapon and money stolen from his vehicle after it was parked outside a city premises, while he sought to transact other business in an office which has a no-firearm policy.

SHOULD BE REVIEWED One businessman told the Guyana Chronicle that he believes the sys-

tem should be reviewed, as it only lends to arming persons with criminal intentions and give them the upper hand against law enforcement and or other licensed firearm holders in the event of confrontations.

Commissioner of Police Seelall Persaud On the subject of leaving one’s weapon with someone else for safe-keeping, that also poses another problem, according to the businessman, who pointed out that if that person is not licensed to carry a weapon or that specific calibre of weapon, he or she automati-

cally becomes an unlicensed firearm holder. When this happens, the owner of the firearm would have commited a breach of the conditions under which the weapon was issued.

Another individual who carries firearms, noted that in cases such as what is being suggested by the minister, if that weapon goes missing while it is being held for “safe- keeping” by another person, if that person loses that weapon or if it is taken from him or her by someone else, the licensed firearm holder stands the risk of never being issued with another weapon within his or her lifetime.

PROPER PLANNING Asked to weigh in on the issue also was Commissioner of Police Seelall Persaud.

The Top Cop suggested that persons who are holders of licensed firearms ought to be able to properly plan their activities and in so doing, also plan for the firearm and its safe-keeping. He supports businesses and entities who have a no-firearm policy in place.

“I don’t want to be involved in any double standards, we have been encouraging businesses to take

security precautions in the operation of their businesses and if they feel it is necessary to have a no-firearm policy, why not?” Seelall Persaud firmly noted.

According to him, while some business transactions and operations are sometimes spur of the moment, which requires one to go to a specific office or agency, in many other cases, these engagements are planned.

As such, licensed firearm holders need to be adequately prepared to carry out their business, while at the same time ensuring that they safeguard their weapons and adhere to policies of the respective offices. He also urged businesses to adopt an approach whereby they alert persons that their premises are no-firearm zones, so that those heading to those offices can be adequately prepared.

“The licensed firearm holders need to be in the know. The businesses have an obligation to inform prior to so that the holder knows that also. It is always unsafe to leave your firearms in your vehicles, we have so many vehicles left alone with valuables and even without valuables where there is a perception that there are valuables and they have gotten broken into,”

Minister of Public Security Khemraj Ramjattan Persaud explained.

The commissioner said that there are obligations on the part of both parties when dealing with the issues of firearms being allowed into buildings or not.

He said that firearm holders also have an obligation to make prior checks to find out if they can go into a particular premises with firearms.

Persaud like Minister Ramjattan, suggested the use of police stations to secure firearms when one encounters a facility where they cannot enter with their weapons.

GWI opens office at Parika

THE Guyana Water Incorporated (GWI) on Sunday formally opened an office at Parika, East Bank Essequibo (EBE), in its bid to improve services provided to residents of Region Two and Three.

For the first time, persons who live on the island of Leguan and even those who reside at Ruby, EBE, would no longer have to travel to Pouderoyen, West Coast Demerara (WCD) to conduct business with the water company.

The new office located on the ground floor of the Lotus Mall, is the company’s first commercial office in that part of country, said GWI’s Executive Director of Commercial Services and Customer Relations, Marlon Daniels said.

Daniels explained that the intent is to make GWI’s service accessible to persons who reside on the Essequibo Coast and even

on the islands.

“Parika is a gateway to the Essequibo Coast and the islands and even Bartica, so this office will allow us to have better interaction with the public,” he said.

Persons from all parts of the region should be able to benefit from the services they offer, and according to Daniels, they have about 11,000 customers within the area from Tuschen on the EBE to Parika.

He believes that the customer base represents a third of their customers in the entire region. It also has the revenue potential of close to $140 million.

“We intend to recoup the revenue we need to offer better services and improve access to good quality water,” said Daniels.

GWI’s Chief Executive Officer (CEO), Dr. Richard Van-West Charles also alluded to the large revenue-base, but focused his attention on GWI’s intent to change their strategy in order to focus on contact and

Like any other company, customers sit at the centre of their work so they need to provide an efficient service.

Dr. Charles believes that the office, which was established in just four weeks, has the potential to boost their efficiency in that area, especially with the support of the Neighbourhood Democratic Council (NDC) and Regional Democratic Council (RDC).

“We will continue to look at options by which the customers can pay, check their bills and check their balance, plus report to us,” he explained.

According to reports, GWI has started discussions with the Guyana Telephone Telegraph (GTT) as it relates to the telephone company’s E-wallet services.

Chairperson of the Board of Directors of GWI, Patricia Chase-Green and councillor of the Parika NDC, Vibert Johnson echoed the sentiments of Dr. Charles.

Johnson said the opening of the office at Parika marks the expansion of the GWI and the office will bring relief to the residents of communities on the EBE. He implored the GWI to continue their expansion and improve efficiency.

Internet revolution can lead to confusion

TECHNOLOGY has advanced by leaps and bounds. It’s hard not to get caught up in it, we all want to feel up-to-date and part and parcel of the latest invention.

But when you are bringing up children or caring for them, you must stay focused on their development and maintain good parenting and caring skills.

When caring for the very young (1 -5 years old), remember they need your undivided attention. For instance, you can’t be reading a book to (or with) a child, but pausing every so often to scroll through your cell phone. If you do, it would be quite obvious to the child that your mind is elsewhere: and if ‘you’ can be so easily distracted, then why should the child pay full attention to what you are meant to be doing? Children learn through example.

Listening to gossip is another way that adults spend excess time on their cell phones, instead of parenting their children effectively. Adults who are caught up with their cell phones can easily miss some of

the salient indicators that mean something is wrong with their child: they can also sever the lines of communication. Children cannot communicate freely if adults are constantly on their phones or scrolling through it. Older children might believe there is no point in explaining their problems to their parents at all. Cellular phones can be highly addictive; it is hard to imagine a time when we do not need them. But children must come first.

It is important to concentrate fully on what you are saying or doing with children.

Caregivers (parents, day care workers etc.) can try turning off their phones sometimes, or put them out of the way so they won’t be tempted or distracted by them. Some adults spend so much time in the ‘virtual’ world that they lose the knack of communicating realistically with the children and people in the real World.

Sadly, a lot of children are also addictively tuned into the cyber world (e.g. computer and internet games etc.) which is a major distraction. Although parents may

see this as a useful past time that works wonders at keeping children quiet, parents need to monitor the type of activities their children are into and pay heed to exactly what children are doing on line. Whether it is simply playing a game or using social media, parents need to know that whatever is taking place is child-appropriate.

Everything children do on their phones or on their computers should be above board and open to parental scrutiny, if need be. Although children have a right to privacy, they still need to be guided by their parents and because there are just as many bad things (and predators) as there are good things to be found on the internet, it is important for parents to monitor and advise.

A mother said, “I picked up my teenage daughter’s cell phone to make a call and she came running across the room to retrieve it. The girl was ‘in hysterics’ until I gave it back to her. This made me curious as to what could be on her phone that I, her mother, wasn’t allowed to see’. A father

confided,” I do not understand this internet thing good, but my son, he is very clever, he is always on the computer, night and day, funny thing though, whenever I enter the room, he turns it off’. These are ‘red flags’, indications that a child might be up to inappropriate activities. It is a parent’s duty to set a good example where the internet and cellular phone use are concerned and monitor their children’s activities.

Use technology wisely: discreetly balance the indoor use of all these devices with outdoor activities and by spending fun time with your children. Instead of embracing phones, tablets and Ipads, why not embrace each other and share family LOVE? M&CC officers ‘embarrassed’ by some city councillors

SENIOR officers of the Mayor and City Council (M&CC) have complained that they are tired of being disrespected by some members of the Council, and have since decided that they will lodge a complaint with the Guyana Local Government Officers Union (GLGOU).

“After more than one year at City Hall, the elective Council has not made one policy on any of Council’s responsibilities or any aspect of the work of the municipality, but has been attacking officers on their work,” Public Relations Officer Debra

Lewis has noted.

“Instead of making policies, certain councillors have fallen into the habit of interfering with the work of the administration. The role of the elective council is to make policy, not to do administrative work,” Lewis continued.

According to her, several senior officers have written to Mayor Patricia ChaseGreen complaining of the disrespect meted out to them by certain city councillors.

The officers said they are “embarrassed” by the behaviour of some councillors and that their counterparts in

other ministries and agencies are making fun of them.

“The high level of disrespect shown to the town clerk and other senior officers; the way the Councillors are sullying the image of the Georgetown municipality by releasing fake news to the press and generally misleading the public…officers feel that there is need for collective action by the staff of the municipality to secure their integrity and to go forward with the development of the city,” Lewis noted.

In their letter, the officers have noted that notwithstanding repeated requests by

Farmer seriously injured in Kildonan accident DEODAT Bissembar, called “Bully”, 40, of Bush Lot Farm, is hospitalised after he was hit by a car on the Kildonan Public Road on Saturday.

The accident occurred around 12:40 hrs. Bissembar, who was reportedly under the influence of alcohol, was riding on the southern side of the public road when he suddenly turned into the path of an oncoming car HC 5517, which was proceeding east on the northern side of the road.

The impact of the hit flung him off his bicycle, causing him to end up on the parapet.

He was picked up in an unconscious state by public-spirited persons with blood oozing from his nose and ears

and with assistance from the driver, he was taken to the Port Mourant Hospital, but was subsequently transferred to the New Amsterdam Hospital for further medical evaluation.

According to the driver Sham Beharry Dass of Number 62 Village, he was on his way to Skeldon when the man rode into his path.

“I couldn’t do anything else but apply brakes, cause vehicle was coming on the other side lane... if I did swerve into the next lane it could ah been worse.”

The police arrived on the scene shortly after the accident and cordoned off the area as they launched an investigation.

Town Clerk Royston King, the Council, through its Market/Public Health Committee, has not been able to design a simple policy for vending in the city to guide administration on how to treat with this aspect of city life.

“The incumbent elective Council has not done much to improve the financial situation at the Mayor and City Council, nor to improve sys-

tems. In fact, for nearly two years the council has not made any policy to assist administration with its work or to improve the image of the Council. Instead, certain individual councillors have been critical about almost every action of the administration without providing alternatives or solutions to existing challenges at the Council.

Yet, when the administra-

tion takes action to enforce compliance with existing by-laws, it is criticised by the very councillors who have not provided any guidance in this area,” Lewis said.

Lewis added that the M&CC has received several “worrying” reports from its senior officers about their dissatisfaction with the behaviour and conduct of two councillors.

Commercial sex worker killed in accident A MALE commercial sex worker died on the Vreed-en-Hoop Public Road, West Coast Demerara, after motorcar PRR5279 crashed into him in the wee hours of Sunday morning.

Dead is Donikel Campbelle, 27, of 23 Ann’s Grove, East Coast Demerara.

This newspaper was told that he was a commercial sex worker.

The driver of the vehicle was identified as a 40-year-old resident of Company Path, Ruimveldt, Georgetown.

Inquiries revealed that the vehicle was proceeding west along the southern carriageway when the pedestrian

allegedly ran across the road from north to south into the path of the vehicle and collided.

As a result of the impact, the pedestrian fell onto the road surface and sustained injuries to the head and body.

He was picked up and carried to the West Demerara Regional Hospital in a conscious state in an ambulance, he received medical attention and was admitted. Hours later he succumbed to his injuries.

Police said a post-mortem will be done today. The driver is in custody assisting police with the investigation.

A breathalyser test revealed that he had no alcohol in his system.

the children who are versed in their tribal dialects to pursue an education in English as well.

Aishalton is among several villages spanning Guyana’s interior regions, where English is not the first language and this has been creating a challenge

in effectively educating the children.

Being cognisant of this are some young leaders in Aishalton who started the bilingual education programme about a year ago and through trial and error have recorded many successes thus far. On Sat-

urday, the group met with President David Granger, who visited the learning centre and had a first-hand explanation of what the programme is all about. He expressed great interest in developing the programme, since he had earlier alluded to his visit to Whitewater Village in Region One just the day before, when the children only spoke their dialects, while the teachers spoke only English.

President Granger said that as long as he is President, such a situation cannot remain the same, since both parties are unintelligible to each other.

The President then expressed interest in making the Wapishana programme in Aishalton, a model for other Amerindian villages, given that there are nine tribal dialects.

“I asked to make this programme stronger and to use this programme as a model for other areas among the Warrau,” Granger posited. Minister of Indigenous People’s Affairs Sidney Allicock, who was also present, pledged

his ministry’s support to the programme. “That transition is needed for them to make good their training and our ministry will be supporting, we have other communities that we have gone to, but we see this as the most organised and we would like to work with this village,” he said.

One of the bilingual programme instructors Leah Casimero, explained to the officials that the programme is not only about educating the children from the nursery level in both languages, but the context used is to keep the culture alive. Several materials, including nursery rhymes and children stories, have been translated in both English and Wapishan and have been reviewed by the National Centre for Educational Resource Development (NCERD) and critical feedback has been given to make the material more effective for learning. “The context speaks directly to them and they can relate to it and if we can get children interested, you can teach them

anything once they are interested,” Casimero said.

While language barriers plaguing many indigenous villages have negatively affected the education of the villages’ children, President Granger posited that the situation must be addressed across the board and not only in schools alone. He revealed that the matter is being discussed at the level of Cabinet to even have interpreters in courts for indigenous persons whose first language is not English.

“It has to happen not only in school, but also in the courts and also in civil society… civil servants coming into these areas must be able to communicate, doctors must be able communicate…”

He also affirmed that the community radio station, which was a few moments prior declared open, should play an integral role in teaching the listeners English, while simultaneously preserving their culture and tribal dialects.

Brandon Harding is new ‘Soca King’ ––Vanilla, Diana Chapman and “Lil Colwyn” wrap up top four

HE came, he saw, he conquered! Linden’s Brandon Harding, a pre-competition favourite, lived up to his own expectations and easily walked away

with the Carib Soca Monarch title and the $1.5M first-place prize when the winner was announced in the wee-hours of Sunday morning.

Mellissa “Vanilla” Roberts’ “We run things” track was good enough for second place, while Lindeners Diana Chapman and Colwin “Lil Colwyn” Blair finished

third and fourth respectively.

Ten contestants took the stage at Durban Park, but at 23:00 hrs, when the competition started, no one

else really mattered to the large crowd that had gathered, so rich was Harding’s performance.

However, it was his performance that had everyone rocking (for just over seven minutes) as the Golden Arrowhead waved with the chorus being repeated word for word by the crowd.

Harding, who hails from Coomacka (a predominantly Amerindian community in Linden), enjoyed full support from his hometown, but his song was so well received, the entire Durban Park moved, even some of his stage rivals.

Well known for winning

the 2011 GTT Jingle and Song Competition, Harding also threw some jabs at the other competitors, declaring himself the winner and based on the crowd’s response, they too agreed.

Meanwhile, up next was Jonathan “Lil Red” King with “Water Paint and Powder”, but maybe the crowd was still buzzing over Brandon’s performance and did not receive King’s time on stage.

Diana Chapman followed with “Get Ready” and the crowd responded favourably, but as good as her performance was it was nowhere close to Harding’s.

To many, it was certainly way better than Vanilla’s performance of “We run

Just two points separated the two at the end of the evening, when the judges tabulated the scores. Chapman scored 403 points, compared to Vanilla’s score of 405 points.

Colwin “Lil Colwyn” Blair, who scored 371.5 points to take up the fourth spot was solid on stage and in the future, should be a force to be reckoned with. Though it was his first time in the competition, he seemed comfortable and enjoyed good crowd support, but, like the others before and after him, Harding’s opening act was too solid.

Alisha “Sasha Melody” Hamid and her “Love Off” track also enjoyed plenty airplay locally and over-

seas, but her delivery of the Groovy Soca song was not good enough to arouse the crowd or earn her a top spot.

Shellon “Fluffy” Gally, Roshanna Fraser, Samantha Grant and Young Bill Rogers also took the stage, but their showings were borderline boring and were not good enough to challenge for a position.

Speaking to reporters after being crowned local Soca King, Harding thanked Ansa McAl for restoring the Soca Monarch Competition, and pledged his continued support.

He also thanked those who supported him throughout his career, especially the people of Linden.

Small-scale forest loss in Amazon has increased

–– study led by Guyanese scientist finds A RECENT study led by Guyanese scientist Michelle Kalamandeen and co-authors from the University of Leeds and Brazil, showed that small-scale forest loss, such as those associated with subsistence agriculture and gold-mining, has significantly increased across the Amazon rainforest, including Guyana, over the past decade.

The study, published in the top peer review journal, Nature Scientific Reports, alters the way we understand forest loss across the entire Amazon Basin.

This was the most detailed analysis of deforestation in the Amazon to date, focusing on all nine Amazonian countries, including Guyana.

For the analyses, the authors used forest-loss data from the Global Forest Cover (GFC) datasets which can detect losses in tree cover at a scale of 30 metres.

scale losses in forest cover now present a new and alarming challenge for conservation efforts in Amazonia, as they are inherently more difficult to monitor and control.

“Protected areas are seen as a cornerstone for reducing deforestation and carbon emissions. Our results suggest that the management strategies of Amazonian protected areas may need revising, to account for the increasing threat of low-density, small-scale forest losses,” the study noted.

Plantation Providence road in poor state — residents call on Gov’t to look into situation

RESIDENTS of Plantation Providence, East Bank Demerara, are calling on the Government to repair the roads in the area which are filled with potholes with some virtually impassable.

According to residents, the heavy downpours during recent months have caused the loam roads to filled with large potholes and the area swampy.

One of the residents, Michelle Hollingsworth told the Guyana Chronicle that the repairs on the roads is long overdue and they should be fixed before the situation gets worse.

Another resident, Stacy Mansfield explained that because of the deplorable state of the roads taxi drivers operating in the area refuse to traverse the streets.

“I work late at nights and the taxi drivers refuse to come through the street because of the huge potholes,” Mansfield noted.

The frustrated resident explained that she lives almost 14 minutes’ walk from main access road and is forced to walk through the muddy roads in the morning and at nights and in dark in the absence of streetlights.

Also, taxi driver Charles Thompson explained that the road is dangerous for vehicle owners. Thompson added that vehicles that would attempt to go through are often left stuck in the mud or suffer damage to their vehicle.

“I believe that what has added to the situation are the heavy-duty trucks which use the streets because everyday somebody is either moving in or building their homes,” the taxi driver said.

Fiona Williams, who has been living in Plantation Providence for the past six years, recalled that some time ago officials from the then Ministry of Housing and Water had visited the area and had announced plans to upgrade the loam road with tar, once the streets are 70% populated.

“Six years pass and is the same situation … honestly I’m fed up because we are living like pigs in the mud with this loam road and the messy situation,” Williams added.

Final witness in GBTI directors’ trial to take stand Feb 21 THE final witness in the trial of eight directors of the Guyana Bank for Trade and Industry (GBTI), accused of failing to comply with a production order issued by acting Chief Justice Roxane George-Wiltshire, is expected to take the stand on February 21.

Those on trial are: GBTI directors Edward A Beharry, Suresh Beharry, Kathryn Eytle-McLean, Richard Isava, Carlton James and Basil Mahadeo; its chairman Robin Stoby and acting Chief Executive Officer (CEO) Shaleeza Shaw.

The accused being placed before the courts is a result of an ongoing Special Organised Crime Unit (SOCU) investigation into the US$500M fraud at the Guyana Rice Development Board (GRDB).

The trial is being presided over by Chief Magistrate Ann McLennan, with evidence being led by Special Organised Crime Unit (SOCU), prosecutor, Patrice Henry.

In a previous hearing, Court Marshal Nelisha Peterkin, Superintendent of Po-

lice, Robert Tyndall and Sydney James, Head of SOCU and Superintendent Brian Vieira testified.

The eight directors are jointly charged with failing to comply with a production order issued by the acting chief justice and served by a marshal of the High Court to produce certain named documents, within seven days, to SOCU head, Assistant Commissioner of Police Sydney James.

It is alleged that they contravened the order without reasonable cause.

SOCU, as part of its probe into the US$500M GRDB fraud case, had moved to the court to obtain an order instructing GBTI to produce all the required documents to aid in the investigation.

Under tough anti-money laundering laws, once court orders are granted, financial institutions are reportedly bound to provide information. In this case, the monies are not from private accounts, but rather from the U.S. dollar and other accounts of GRDB, a state entity.

‘Saga’ murder PI to commence March 1

THE preliminary inquiry into the murder of 64-year-old Godfrey Scipio, called “Saga”, a popular D’Urban Street, Georgetown businessman, who was killed outside a city hotel last year, is expected to commence on March 1.

Ex-police officers Derwin Eastman and Jameson Williams have been charged with the indictment which alleged that on October 12, 2017, at Stanley Place, Kitty,

they murdered Scipio during the course of a robbery.

The PI will be presided over by Senior Magistrate Fabayo Azore in Court 5 of the Georgetown Magistrates Court.

The allegation levelled against the cops stems from Aubrey Bobb, who is also charged and on remand for Scipio’s murder. Ranks from the police Major Crimes Unit were able to arrest the two cops days after the alleged trigger man, Bobb, was

The men are being represented by Attorney-at-Law Latchmie Rahamat; Everton Lammy-Singh, Glen Hanoman and Nigel Hughes.

The matter is being presided over by Magistrate Rushelle Liverpool in the Leonora Magistrate’s Court with evidence being led by Customs Anti-narcotics Unit (CANU) Prosecutor, Kunyo Sandiford.

The trial had commenced earlier this months with the testimony of the main witness, Hakim Mohamed.

The four defendants are currently out on $5M bail each, which was granted by Chief Justice (ag) Roxane George-Wiltshire in the High Court.

They were first charged and remanded on May 30, 2017.

According to reports, the bust was made after CANU officials received a tip-off on May 12 last year. When the ranks acted, dressed lumber boards were being packed onto a truck.

The truck driver and porters were arrested, but were subsequently released after it was discovered that the vehicle and its workers were hired to transport the timber.

The drug agency in a release said that ranks conducted a search on the parapet in front of the premises of Mohamed and searched a truck laden with several pallets of 1×6 dressed lumber boards prepared for export. Several pieces of boards were drilled randomly by the ranks and a whitish substance was revealed (cocaine).

The lumber was packed at a sawmill located at Lookout, East Bank Essequibo, belonging to Narine Lall to be transported to a wharf in Georgetown and then shipped to the United States of America, CANU stated.

According to reports, Vieira is listed on the shipping documents as a representative of the shipper, Lall. An arrest warrant has been issued for Lall, according to CANU. Tazim was placed before the court, charged for his role in another cocaine matter.

The 43-year-old man was charged with attempting to pervert the course of justice last year September, following the discovery of over nine kilograms of cocaine.

According to information received, the police managed to arrest Bobb a day after the shooting, and after reviewing the CCTV footage attached to the Kitty hotel where Scipio was shot and robbed. The gold jewellery that was reportedly stolen from Scipio, during

the robbery, has not been recovered.

Scipio was shot once, just after being attacked and robbed allegedly by Bobb outside of the Kitty hotel. He was reportedly leaving the hotel in the company of a female friend, and was about to enter his car which was parked in front of the building when he was ac-

costed by Bobb. According to the police, investigations revealed that the suspect “discharged a round hitting Scipio in the abdomen, relieved him of his jewellery and escaped on foot in a northern direction.”

Scipio was rushed to a private city hospital, where he was pronounced dead on arrival.

Kumar powers India to twenty-eight run win (Reuters) - SEAMER Bhuvneshwar Kumar took career-best figures of 5-24 to help India ease to a 28-run victory over South Africa in the opening Twenty20 International of their three-game series at the Wanderers on Sunday.

Having been sent in to bat, India plundered 203 for five from their 20 overs on a flat batting wicket as opener Shikhar Dhawan hit a superb 72 from 39 balls.

It is India’s highest innings total against South Africa in the shortest

Marooners thrash Pride (CMC) - COMBINED Campuses and Colleges Marooners ended their Regional Super50 campaign in the same manner it began nearly three weeks ago, upsetting title-holders Barbados Pride by six wickets here Saturday night.

In the final Group A match played under lights at Kensington Oval, Marooners chased down a modest 196 for victory, reaching their target in the 44th over and clinching only their second win of the tournament.

Marooners had stunned Windward Islands Volcanoes in the competition’s curtain-raiser when they pulled off a shock 115-run win.

On Saturday in a contest holding precious little interest, they were guided by half-centuries from captain Kyle Corbin (66) and Yannick Ottley (54 not out) as they put their batting woes in the tournament behind them to end on a high.

The right-handed Corbin ensured a solid start to the run chase, in a composed innings which required 80 balls and contained nine fours and a six.

CMC – WEST Indies received a rousing welcome at the Robert Gabriel Mugabe International Airport here Sunday evening as they became the first team to arrive for the ICC World Cup Qualifiers starting next month.

A traditional dance group put on a cultural extravaganza at the airport, with dozens of local cricket fans also on hand to greet the two-time former 50-overs World Cup champions.

Members of the Local Organising Committee and government representatives also welcomed the Caribbean side.

“We are really excited to be here. It’s a lovely place,” Windies

captain Jason Holder said.“The last time we came here we had great success and hopefully on this tour we’ll have success again and qualify for the 2019 World Cup. “We are well supported here . . . the fans here adore cricket, they are big cricket fans, they love us and we love them, so we have come here to put on a really good show for them, entertain them and make them happy.”

Another batch of Windies players and officials are expected to touch down on Monday.

The Caribbean side is one of 10 teams down to do battle in the March 4-25 tournament,

as they vie for the remaining two spots at the showpiece in England next year.

West Indies open their campaign on March 6 against United Arab Emirates, who won the ICC World Cricket League Division 2 last week, to book their spot in the qualifiers.

They, along with Ireland, the Netherlands and Papua New Guinea comprise Group A while Afghanistan, Zimbabwe, Scotland, Hong Kong and Nepal form Group B. The top three from each group will advance to the Super Sixes, where they will each play three matches against teams they did

not meet in the preliminaries.

The finalists will secure the final two berths at the ICC World Cup from May 30 to July 15 next year.

Queens Sports Club and Bulawayo Athletic Club in Bulawayo, Harare Sports Club and Old Hararians Sports Club in Harare and Kwekwe Sports Club, Kwekwe, will share the 34 matches in the qualifying tournament, with Harare Sports Club staging the final.

West Indies missed out on automatic qualification for the World Cup after finishing outside the top eight in the ICC one-day rankings at the September 30 cut-off date last year.

Warrican undermines England Lions CMC – Jomel Warrican enhanced his claims for higher duty with a career-best bowling spell before the batsmen carried West Indies A to a narrow first innings lead in the second “Test” against England Lions on Sunday here.

The left-arm spinner exploited a helpful Sabina Park pitch to follow up his seven wickets in the second innings of the first “Test” with 8-34 from 20 overs, as the Lions were bowled out for 145 in their first innings about half-hour before tea, after they were put in to bat on the first day of the match.

Windies A captain Kieran Powell then struck 59 and shared two significant stands with fellow left-handed opener John Campbell and Leeward Islands Hurricanes teammate Jahmar Hamilton to propel the hosts to 159 for four in reply at the close.

Foster elected new BCB President - Sanasie promises to work with elected body

FORMER Chairman of the Special Events Committee of the Berbice Cricket Board (BCB), Hilbert Foster, has been declared winner of the BCB’s presidential election yesterday.

He defeated former president Dhierandranauth Somwaru, 18 votes to 16 when the electoral process was held at the New Amsterdam Town Hall.

The election of Foster, a 49-year-old experienced cricket administrator with a reputation for impartiality and competence, has raised the hopes for a complete turnaround of the game in the Ancient County, both on and off the field.

Observers described the elections as a “way station” to administrative stability and full equality of all stakeholders, since they believed that Foster is a man perceived to be popular and performance-oriented.

“This is the person we needed...someone who has the game at heart, someone who can take Berbice’s cricket to where it belongs,” Keith Hicks, the father of former national wicket-keeper Delbert Hicks, said after the elections.

For the last several years, the administration of the game was thrown into turmoil.

In fact, ever since the board’s 2014 elections, a

number of legal actions have prevented the proper administration of the game.

But Foster, who promised to eradicate the differences in his first term, presented an early opportunity for all stakeholders to work with his administration.

After verifying the list of delegates/representatives of the various clubs and associations, the Returning Officer then opened the floor for nomination for the position of President.

Foster was nominated

by Dennis D’Andrade and seconded by Albert Smith while Somwaru was nominated and seconded by David Black and Carol Nurse respectively.

After the nominations were closed and the election concluded, Foster came out victorious. The position of first vice-president was then the next order of business. Black and Smith were the nomination on the floor, but after a tie in the first round of voting, where each delegate collected 17 votes each, Smith won the second round of voting, 18 votes to 16.

Candidates for the second vice-president were Jevaughn Stephens and Imtiaz Bacchus. Stephens was declared the winner with 18 votes compared to Bacchus, who got 16.

third vice-president was taken by Qualis Winer, who was nominated unopposed.

The position of secretary went for a second vote after the nominations of Saywack and Vickram Seubarran went 17 votes each in round one. Saywack then defeated Seubarran 18 votes to 16.

The position of assistant secretary, treasurer and assistant treasurer were all straight forward.

Ameer Rahaman defeated Carol Nurse 18 votes to 16 for the position of assistant secretary; Dr. Cecil Beharry won over Godwin Allicock 18 votes to 16 while Winston Roberts had the same margin over Leslie Solomon for the position of assistant treasurer.

After the election, Secretary of the Guyana Cricket Board, Mr. Anand Sanasie said his job was to observe the elections which he did. He felt the process was done in a manner that is democratic; hence, the GCB will be working with the elected body.

Forbes Burnham Memorial Thee-Stage Cycle Road Race --Anthony takes first leg ahead of DeNobrega, John

By Michelangelo Jacobus AFTER a successful run at the Linden Games just last week, Michael Anthony drew first blood in the Forbes Burnham Memorial Three-Stage Cycling Road Race by winning the first leg in the ancient county of Berbice on Sunday. The race began from Corriverton and finished on Main Street in New Amsterdam.

Anthony prevailed against 50 of the country’s top cyclists and held off the dynamic duo of Paul DeNobrega and Jamual John to claim the victory in a time of one hour 54 minutes 0.1 seconds. He finished ahead of DeNobrega who pipped John on the line.

In an exclusive interview with Chronicle Sport, John revealed that overall it was a good race; “at the beginning of the

race we had a lot of head wind, there were a lot of attacks but eventually myself and Michael made a breakaway.”

The two cyclists were then caught by a five-man pack who stuck with them for most of the race. However, John noted that he followed Anthony in a late breakaway.

“I didn’t notice that the race was coming to the finish until Michael

started sprinting. I tried to catch him but it was too late and then I was pipped on the line by Paul” the Team Cocos rider explained.

Meanwhile, over in the Veterans category, Paul Cho-Wee-Nam took top honours. He finished with a time identical to Anthony’s (1hr 54m 0.1s), beating off second placed Junior Niles who stopped the clock at one hour 59 minutes 42

seconds. Ian Jackson was the third placed Veteran, coming in just behind Niles.

The top junior cyclist was Donovan Fraser who held off Briton John and Adealie Hodge to cross the line in two hours flat. Briton John finished second in two hours one minute and 15 seconds, ahead of third placed Hodge.

Out of the 50 starters, only 39 crossed the finish line. The annual three-stage

race is organised by the Burnham Foundation group and supervised by the Flying Stars Cycling Club.

The final two legs of the race will pedal off next Sunday (February 25) with the second stage from Linden to Georgetown beginning at 7:30hrs and then the third stage on the same day from Homestretch Avenue to Belfield, East Coast Demerara and back at 14:00hrs.

Joesph, Alphonso take top spots in Bounty farm Handicap Squash THE finals for the Bounty farm Ltd Handicap Squash Tournament took place yesterday with Nyron Joseph giving the crowd the type of game they have come to expect from the talented player.

In the last match of the tournament, he sparred with Alex Cheeks while he climbed the 20 points handicap disadvantage to easily win the first game 15-2.

Cheeks came back to take the second game but couldn’t hold it for the third, which Nyron dominated with superior play to win15-9.

Nicholas Narine took care of Adam Alves, having to overcome a -12 to Adam’s +5 handicap. Nicholas couldn’t climb fast enough in the first game but buckled down in the second and third to win 6-15, 15-11, 15-7.

Michael Alphonso was on true form against Abosaide Cadogan who put up a good fight but was unable to overcome his genius deception.

The fast pace and shot selection in this match were exceptional and the level of squash from these youngsters was outstanding.

For third place, Kirsten Gomes beat a much improved James Mekdeci in two straight games in a well-controlled match.

Demerara emerges champion of GCB Female Under-19 Tournament

DEMERARA emerged champions of the Guyana Cricket Board Female Inter-County U-19 cricket tournament which concluded on Sunday.

The final was between the GCB’s President XI and Demerara.

GCB’s President XI won the toss and decided to have a bat but were only able to compile a total of 38 runs from their allotted 20 overs.

Sheneta Grimmond top scored with 9 runs and Shakeba Gajnabi scored 3.

Balkishun top scored with 11 and Mangru supported with 9 runs.

Milo U18 Football tournament…

Big wins for Christianburg, Morgan’s Learning Center The Annual Milo Schools U-18 Football tournament continued on Sunday with big wins for Morgan’s Learning Center and Christianburg Wismar Secondary.

The Linden based side whipped Dolphin Secondary 5-1 when in game two of the action the Ministry of Education ground Carifesta Avenue.

Scoring started as early as the 3rd with Javier Smith starting the party in favor of the Mining town side. However, Dolphin were quick on the response with Akeem James in the 8th minute bringing the game level.

Andre Mayers one minute later placed the game back in favor of the Linden side before Mikel Adams added his bit in the 25th.

Lennox Richards 41st minute strike added salt to the wound with Akeem Caesar closing off the proceedings in the 53rd.

Meanwhile, in the day’s closing game, Morgan Learning Center beat out Bishops High School 7-0.

The Carmichael street institution had no answer for Morgan and Darien Dickson who scored four times (6th, 38th, 46th and 59th).

There were also a brace from Dorwin George (24th and 54th) while Rebuen Miller (69th) accounted for the other goal.

In the opening game of the day, Vergenogen were 4-2 victors over Ann’s Grove thanks to a brace from Jermin Gill (11th and 53rd) while Staroy Lee (12th) and Ronaldo Macey (61st) were also on target.

The consolidation goals for Anns Grove were scored by Carlos Cole (39th) and Seminar McPherson (68th).
