By Svetlana Marshall PRESIDENT David Granger, on Sunday, declared that he will not demit office until a new President is swornin.

“There is no such thing as an interim government, there is no such thing as a caretaker government. I remain President until the next President is swornin,” the Head of State said.

At the time, he was addressing a multitude of people who had gathered at Stelling Road, Vreed-enHoop, West Coast Demerara (WCD) to witness the consecration of the People’s National Congress Reform (PNCR), Region Three Congress House.

In his first public speech, since the Chief Justice (ag) Roxane George-Wiltshire ruled that the no-confidence motion against the government was validly passed in the National Assembly, President Granger said his action and that of his Government, are in keeping with the Constitution of Guyana.

While Article 106 (6) provides for the resignation of Cabinet, Article 106 (7) clearly states that notwithstanding its defeat, the government shall remain in office, until the next President is sworn-in. It means that the President remains the President, and the government remains the government until elections are held, and a new President is elected to office.

However, the People’s Progressive Party (PPP) has been calling on the government to scale down on its

operations, but the President has made it clear that the work of his government will go on unfettered.

“We are a legal, legitimate government and nothing we have done so far is outside of the law, and as long as I am the President, nothing we will do will be outside of the law,” he told supporters drawn from across the country.

WILL GO ALL THE WAY He also said the government stands ready to challenge the High Court’s decision.

“Whatever happens in the court we will follow due process. We are going to go to the next stage, and to the next stage, until we have exhausted satisfactorily, I hope, every element and aspect of the law,” he assured the people. The government, this week, is expected to challenge the decision of the chief justice at the level of the Court of Appeal; however, it said that it is prepared to go as far as the Caribbean Court of Justice (CCJ) for a final ruling, on the issue of national importance. The government is challenging the decision on the ground that the Opposition needed 34 votes to successfully pass the no-confidence motion, and not 33 as was the case on December 21.

Last month, the President met with Opposition Leader Bharrat Jagdeo, and it was agreed that there is work to be done at the National Assembly. “So I have not dissolved Parliament, and I

have not resigned, and according to the Constitution, I remain President until the next President is sworn in,” he said.

Flipping back the pages of history to not so long ago, President Granger said it must be recalled that on May 11, 2015, 207,200 people voted the A Partnership for National Unity + Alliance For Change (APNU+AFC) Coalition into office. Pointing out that it took over 6,000 persons to secure a single seat in the National Assembly, the President said that it would only be reasonable for a MP (Member of Parliament) to consult with the people, before taking any action that goes against their 2011 line of voting. Charrandass Persaud had used his seat in Parliament to join with the opposition to bring down his own government.

He was an AFC MP before he was expelled from the party, and recalled from the National Assembly on January 3.

Urging the people to rally around the coalition at this critical period in the country’s history, the President

said that the coalition stands ready to complete that which it has started. “We have not finished our work, but we have not let you down. It’s a work in progress,” he said.

Over the past three years, the government has restored local democracy in the country by holding Local Government Elections (LGEs) twice, in keeping with the constitutional requirement.

Those elections were held in 2016, for the first time in 22 years. In addition to improvements in the education, health, infrastructural and social services sectors, the government has transformed four areas into capital towns, with Bartica well on its way to becoming the country’s first green town.

The establishment of the Region Three Congress House, at Vreed-en-Hoop, will serve the people of the region, he said. As a national party, it is his belief that every region should have a congress house where residents could seek refuge.

“Every region must have a congress house and this house is not a house of politics alone, politics is important but it must be a cultural centre… it must be a learning centre… it must be a centre of leisure,” the President charged the local leaders.

Minister of State Joseph Harmon, who hails from Region Three, said the commissioning of the new Congress House, at Vreed-en-Hoop, is

He recalled that it was, right there, at Vreed-enHoop that President Granger launched the Vreed-en-Hoop Declaration.

Meanwhile, the PNCR Region Three Regional Chairperson, Thandi McAllister, said the commissioning of the new congress house is an indication that the party is not asleep, but aware of its responsibility to foster growth and development of the people.

Ramjattan willing to accept prime ministerial nomination

CHAIRMAN of the Alliance for Change (AFC), Khemraj Ramjattan says he is more than willing to accept a nomination to run alongside President David Granger as the Prime Ministerial Candidate for the A Partnership for National Unity + Alliance for Change (APNU+AFC) Coalition.

“I would certainly accept a nomination,” Ramjattan told reporters while attending the consecration ceremony for the People’s National Congress Reform (PNCR) Region Three Congress House, at Vreed-en-Hoop, on Sunday.

Ramjattan, who is the country’s Public Security Minister, declined, however, to indicate if he would endorse Prime Minister Moses Nagamootoo for a second term in office.

According to him, it was not the time and place for such decision.

Father drowns in Rupununi River A FAMILY outing ended in great sorrow on Sunday afternoon, after the head of the home drowned whilst practising the traditional way of fishing in the Rupununi River.

Narrating the tragic incident to the Guyana Chronicle, a man identified as ‘Suresh’ said that Ovid Peterson left home on Sunday morning with his wife, sons, grandchildren and daughters-in-law, to spend the day, picnic style, at the Rupununi River.

At around 13:00 hrs, Peterson and other fam-

ily members dived into the river to fish by using the traditional method of pushing the hands between rocks for a catch.

After a while, they noticed that Peterson was not surfacing and they began to search for him.

After searching for about an hour, the man’s body was found with his hand stuck between rocks that were about 12 feet deep in the Rupununi River.

The body was taken to the Annai Health Centre for an examination to be conducted.

CARIFESTA XIV CARIFESTA, the Caribbean Festival of Arts, will take place this year 2019 in Trinidad and Tobago.

CARIFESTA is held every four years and before the four-year cycle ends, Caribbean nations bid to host the next. Trinidad and Tobago was successful in its bid to host the 14th CARIFESTA this year.

The CARIFESTA Committee in Trinidad has already started work in earnest and dispatched the necessary documentation inviting Guyana’s participation. The Guyana Department of Culture has not wasted any time, has been formulating plans and will soon be presenting its necessary Memorandum to Cabinet.

Guyana, in the person of President LFS Burnham was the initiator of the festival and as such, it is particularly close to the hearts of Guyanese who have done all they could over the years to ensure the continuity of the festival and to make it impacting and successful. When Guyana, under the leadership of Mr Burnham propounded the CARIFESTA idea, it was done firstly to further Caribbean unity and secondly, to develop and enrich the national culture of each territory leading to an overall richer Caribbean culture.

The thinking of the time, that is in the 1960s and 1970s, was that Caribbean unity was an imperative if the Caribbean was to have any relevance

and prosperity in the new world of globalisation and when the centres of world power had begun to shift from Europe and the West to the Asiatic heartland, mainly China and India. Unity in the Caribbean could be achieved firstly by economic integration and secondly, by cultural cooperation and unity leading to the blossoming of a unique Caribbean culture. The main tool for achieving economic integration was a Customs Union as manifested in the Caribbean Single Market and Economy(CSME). Today, the emphasis has shifted mainly to the CSME, but fortunately, more intellectuals and even leaders are beginning to call for a balance between CARIFESTA and

the CSME. The philosophical underpinning of CARIFESTA therefore remains Caribbean unity.

The first CARIFESTA was held in Guyana and was an event which attracted notice even beyond the Caribbean, since the participants included writers and performers who were already famous in the wider world.

The first CARIFESTA was a resounding success and the papers presented there are still of relevance. The first CARIFESTA is a legendary event in the cultural history of the Caribbean.

At each of the 12 CARIFESTAs which followed and took place over the last 40 years, Guyana was represented in the Visual Arts, Literary Arts, Dance, Fashion, Craft, Culinary Arts, Film Animation and Drama. Guyana’s contributions were always regarded as among the best and have always emphasised

the philosophical underpinnings of the festival, which is that it serves as a catalyst for strengthening regional integration among Caribbean countries and more directly among its artisans and cultural practitioners.

The theme of CARIFESTA XIV is “Connect, Share, Invest.” Each of the three concepts of the theme is pregnant with meaning and does encapsulate the CARIFESTA idea and its manifestation.

The Trinidad and Tobago organisers claim that their intention is to create the space, avenue and hub for participating nations to flourish and ‘connect, share and invest’ in the Arts and Culture of the Caribbean.

The 2019 festival will therefore present and exhibit a multi-talented cultural display in the visual and literary arts, storytelling, fashion, body art, craft, theatre, dance, music, film and news media

from participating countries and the diaspora. The involvement of the diaspora in the festival began to fade away after the first festival and should now be revived.

Such participation would improve the quality and professionalism of the presentations and would again put the festival on the world stage.

We of this publication would enjoin the Department of Culture and all those responsible for Guyana’s participation to emphasise the plural nature of Guyanese society and culture by showcasing the Indian, African, Amerindian and Chinese strands of Guyanese culture as well as the Creole. Cuisine, dress, music and other facets of the plural cultures will give Guyana’s participation an unmatched distinctiveness, depth and quality and help to create an unforgettable CARIFESTA XIV.

Bending the sacred tenets of the constitution to suit a premature process Dear Editor, AS expected, the Private Sector Commission (PSC) is carrying out its public relations role and will continue to do so, as one of the public mouthpieces of the opposition People’s Progressive Party/Civic (PPP/C). Its virally dishonest letter, “PSC urges compliance with CJ ruling” in the Guyana Chronicle of February 02, instant, is a clear example of this slavish role.

It has no choice, since, after all, so many of its constituent parts were bountiful recipients of great largesse in the form of concessions etcetera from the PPP/C. It is a clear case of pay-back time, for and on behalf of its chief benefactor, Bharrat Jagdeo, when he was president.

The scenario is no different to the capitulation of the majority of the PPP/C’s Central Committee, most of whose members owe their political rise and other forms of socio-political recognition/ status, to their party leader.

As expected, they repaid his patronage by rubber-stamping his nominee for the party’s presidential candidate.

The PSC’s call for what it has described as “compliance” with the “court’s ruling”, and further requesting that such a decision be respected, is misguided, as it is intended to be misleading.

First, in a manner that is in the same treacherous category as Charrandass, such a statement is intended to convey a government that is prepared to disobey/ ignore the court’s ruling.

Categorically, this has never been the coalition’s intention and is not at this extant time, or any other, as far as the evidence informs. However, such a misleading contention continues to be part of the false narrative peddled by the PPP/C and its shameful, slavish mouthpieces. Instead, the truth and reality are that of a government, no more or less, than a citizen, having lost its case at a lower court, exercising its right to appeal its reasons at a higher level of the Court of Appeal. This is following due process, and not any attempt to subvert the constitution, as falsely claimed.

Secondly, such an action is similar to its appeal to the latter court and then to the Caribbean Court of Justice (CCJ), as in the matter of

the now famous presidential third-term case. One can also refer to the PPP/C’s objections to the appointment of the Chairman of the Guyana Elections Commission (GECOM), which the government won at both the High and Appeal Courts, and which has attracted an appeal to the CCJ, courtesy of the PPP/C. Thus, it is great hypocrisy for the PSC to want to convey such a vile impression on behalf of its political handler.

Thirdly, for the PSC to be asking “GECOM to declare its position….as a matter of public interest and necessity”, is a piece of vile pretence, done with the monstrous trick of misleading the public. It is an almost similar strategy akin to the PPP/C accusing this electoral body of racism in its staff employment, a

contention that was politically disingenuous, as it was racist, and comprehensively discredited.

Editor, the PSC has deceptively referred to the “… public interest….”, conveying the impression that GECOM’S position is being awaited. Well, our public is well aware of the PPP/C’s treachery and its deceptive results that has unfairly pushed GECOM to a position when it is not in a state of electoral readiness. How can it be when the current national voters list is bloated and is in need of sanitisation? How can it also be, when there had already been a joint government/opposition agreement that there will be house-to-house registration before elections that are constitutionally due in 2020, for a cleansing of such a list?

Factor in the seminal issue of the question of thousands of prospective electors who would have attained majority age, since 2015, and not registered. In fact, these are the young voters whose Jagdeo’s suggestion of a two-week claim and objections period of sanitising the list, will result in their being disenfranchised. If this is not the actions of a leader totally unconcerned about the human rights of citizens, then Saddam Hussein was a better leader in that respect.

This is not a surprise, coming from a dictator who is hell bent on fulfilling his narrow selfish political aims, even if it means pushing the country towards the precipice.

I WAS struck by the remarks made by the United Nations (UN) Resident Mikito Tanaka’s at the official launch ceremony of the United Nations-designated World Inter-Faith Harmony Week, 2019. It has been widely reported by the Guyana media that Ms. Tanaka inserted herself directly in the cauldron of Guyanese politics by prematurely commenting on a fluid legislative, judicial and political process by remarking:‘It is hoped that the third arm of the state, the executive, will demonstrate its integrity and respect Guyana’s constitution and the judiciary that constitute the foundations of [the] rule of law and good governance.’

Ms. Tanaka demonstrated naivety or a deliberate attempt to influence the political outcome of Guyana’s domestic political affairs. I will go with the former, since the learned diplomat must know the consequences of direct

meddling in the affairs of a sovereign state. I am sure the UN Representative has taken a cursory glance at the Geneva Convention and is aware of diplomatic decorum.

Mr. Editor, what is even more egregious about these remarks is that they uncannily mirror the political PR hit-job language from the political opposition. Ms. Tanaka, by virtue of her misspeak, essentially questioned the intentions of a law-abiding democratic coalition government and even sought to add linguistic finality to our judicial processes. She shows no regard for the appeal process and dismisses the judicial hierarchical structure. That aspect of her speech could have easily been characterised as a paragraph from one of Jagdeo’s press conferences.

Mr. Editor, I cannot believe the highest-ranking UN official who has worked with the United Nations since 1995, would commit such an elementary mistake. Could you imagine this being done or said under a PPP govern-

ment? She would have been subjected to a ‘feral blast.’ No such thing would happen under this coalition government which represents a departure from the repressive approaches of the PPP. Be that as it may, it has to be sadly noted that Ms. Tanaka has erred.

I will settle for her being naïve and would not venture into the realm that she is in cahoots with elements of the political opposition; but when you put your diplomat’s mouth directly in the domestic business of a host country, you run the risk of being considered to be part of some sinister political plot.

Ms. Tanaka would be well advised to add studies in politics to her Bachelor’s of Arts in Intercultural Communication, Master of Rural Development Management and Master in Public Policy. A Masters in politics might avoid such political naivety.

What needs to be reminded of all, the entire nation, primarily the PSC and all the other vested interests and the PPP/C – you are bringing the constitution into disrepute and in a dishonest manner, by attempting to bend its sacred tenets to fit a very premature process, brought on by fraud.

This cannot be democratic in any way. Instead, it is an affront to this great tenet.

By constantly bleating the refrain of the 90-day constitutional dateline for national elections, as a result of the results of the no confidence motion, which was riddled with outright dishonesty, because of its false premise; and the government’s decision to challenge its aspects, the latter

is being dishonestly peddled as authoritarian, and a drift towards dictatorship. This is the work of sinister forces, continuing to unload what amounts to fake news, playing for the biggest stakes in this nation’s political history. In their mad rush for power, and to carve up this nation into their personal areas of wealth exploitation, as was formerly the case, they are unleashing other forces.

It is very unfortunate that a nation being gradually brought out from its more than two decades of suffering, now finds its socio-economic advancement and gains since 2015, threatened.

Shocking, bizarre, stunning

– Nations principal recounts shooting

By Tajeram Mohabir SHOCKING, bizarre and stunning were the words used by Nations Principal, Dr Brian O’Toole to describe his shooting two Sundays ago at his Bel Air Promenade, Georgetown home.

Dr O’Toole, who is recovering from the incident and may require overseas treatment for a full recovery, in a sit-down with the Guyana Chronicle on Sunday, related that the ordeal was one he had least expected.

Prior to the shooting, a student was expelled from the New Market Street school after issuing a terrorist threat to students in a WhatsApp message, that had caused great unease among parents and the wider school community.

On the very day of the threat, Dr O’Toole met with scores of concerned parents and assured them that systems will be put in place to ensure students’ and teachers’ safety in a bid to allay their fears.

Following the meeting, the veteran educator drove to the Marriott where he spent a few hours over dinner and conversation with friends, including a scholar from the University of Bedfordshire, who was on a visit to Guyana.

The night was going well until the Nations’ principal left the Marriott. He drove home, entered his yard and locked the gate. It was around 21:30hrs and as he was about to enter his home, the unthinkable happened.

“A young man, thin in size, brandishing a gun appeared from nowhere. He came to about within five feet of me and without warning or utterance, began to fire at me.

His hand was trembling. He jumped in the air and his gun was pointed down. I thought it was a prank. It was bizarre.

It looks like someone trying to do something he saw in an action movie,” Dr O’ Toole related.

However, he soon realised that the gunman was not up to a prank and his gun was

fully loaded.

“The first shot missed me and hit the door. I was shocked. Then another came and struck my left arm and when I looked down I saw blood on the ground and before I realised what was happening, another came, shattering the bone in my right forearm. I was down on the ground and when I looked up, the gunman was nowhere to be seen,” said Dr O’Toole.

The British-trained psychologist said at first, he thought the shooting was an attempted robbery, but following several threatening messages by an unknown instigator on social media after the incident, his initial views changed.

Bel Air Promenade is a quiet, upscale neighbourhood in Georgetown, and according to Dr O’Toole, neighbours told him that they did hear “cranking of zinc” and had noticed a man on a motorcycle, but nothing else.

Dr O’ Toole believes that the shooter was hiding in his yard and exited by scaling the back fence after firing the shots.

FORGIVE HIM “This is a person who needs a lot of help,” said Dr O’Toole, a devout Bahai, and related that though justice must take its course, in his heart, he would forgive him (the shooter). Luckily for the Nations principal, at the time of the shooting, a friend of his who is a doctor, was staying at his home.

“I count myself fortunate because my friend who is a doctor was close by and he immediately rendered treatment to stop the heavy bleeding of my hand. It was really serious and after some hesitation in calling an ambulance, my friend who was worried at the time it might arrive, drove me down to the Woodlands Hospital in my car and there the doctors immediately attended to me,” the British-born educator said.

Dr O’ Toole said he is very thankful to the expert

advice and treatment received from the doctors at the private hospital and noted that he is feeling much better from the time he was admitted.

Still managing a smile and an upbeat posture, he indicated to this newspaper that two fingers on his right hand are non-functional and would require treatment in the US or UK to get back to normalcy.

Days after the shooting, another section of the media reported that the child who was expelled was not given a fair hearing. The child had indicated that he did make the threatening post in a WhatsApp group, but it was a “joke”.

NOT TRUE However, Nations Chief Executive Officer Dr Dexter Phillips said the claim of ‘no fair hearing’ is not true, pointing out that the child’s father was consulted in the process and a mutual agreement was reached during the consultation.

“Students in his class were [made] afraid by the threat. They brought it to their teachers; the teachers brought it to us. I had no conversation with him before his dad came to the office and joke or not, we cannot allow that threat to go lightly. And his father agreed. We need to take every threat seriously. Had we not asked him to leave and there was a shoot-up of the school, it would have been a different story. His father has the opportunity to take him to another private school. We made a decision to protect our 3,500-plus member school community,” Dr Phillips told the Guyana Chronicle.

Dr O’ Toole on Sunday said the expulsion of the teenager was done after a thorough investigation into the threat and consultation with his father. Stressing that the decision though a tough one, he said it was made with no intention to hurt the future of the teen, but to protect the 3000-plus students at Nations.

Following the expulsion, several students expressed

opposition to the decision and quickly began to air their views in their WhatsApp group chat.

Dr O’ Toole, a seasoned educator, said he viewed this action by the displeased students as “quite normal,” but noted that things took a turn for the worst when a U.S. trouble-maker joined the WhatsApp conversation.

SOCIAL MEDIA “Here is where the trouble started, because the person from the U.S. began to stir up the complaining students by posting violent threats. This is the evil of social media. Anyone can go there and make all sorts of wild claims and within minutes there are hundreds… thousands of likes and shares on something which is not true. It is sad, because many young people would never get the chance to see reality who are hooked and believe all that they see on social media. It is a medium which has exacerbated some of the problems in society,” Dr O’ Toole said, as he lamented sections of the media and persons on social media attributing certain statements to him while hospitalised, even though he spoke with none of them.

Days after the shooting, the threats have spread to Queen’s College and Bishops’ High, forcing a lockdown of those schools on Friday.

Some of these reports, Dr O’ Toole said, were picked up by friends in the U.S., UK, South Africa and others parts of the world who called to make enquiries and offer their support for his full and speedy recovery.

The incident on the whole, he said, is not a healthy development in the education sector and he will be investing much time in a World Citizenship Programme adopted from the Nancy Cambell Academy in Canada, at Nations.

citizenship programme focuses on addressing, through music and drama, issues such as suicidal thoughts, loneliness and depression in children.

Dr O’Toole is hoping that the programme will be adopted by the Ministry of Education and become an integral part of the school system.

For the time being, the Nations principal is hoping for a full recovery sooner rather than later and thanked the Guyana Police Force for their time invested in the investigation to find the perpetrator and get to the bottom of the matter.

SAFE FOR REOPENING On Sunday, members of the Guyana Police Force conducted a thorough search of Nations campus and certified it free of explosives and dangerous materials ahead of reopening of school today.

Dr O’ Toole welcomed the finding and pointed out that security will be significantly beefed up at school to ensure students and teachers’ safety.

All students will be scanned before entering Nations’ compound, their bags will be checked and police patrols will be heightened around the surroundings of the school. These measures

are in addition to private security guards who will be stationed on campus.

Before the shooting, aside from being robbed a few times, Dr O’Toole said he never encountered a major incident as the one two Sundays ago. He thanked all those who offered kind words and support to him, and moreso his family, especially his wife Pan who stood by his side, even as she worked on getting Nations reopened today. The shooting, Dr O’Toole said, will not make him consider leaving Guyana.

“Ever since I came here about 40 years ago, my life has been dedicated to transforming education in Guyana and that passion has not waned. Currently, more than 60 students at various levels who are not from well-off backgrounds are on scholarship at Nations, some from the Tiger Bay area. We will be bringing four students from underprivileged backgrounds from Gambia and Afghanistan to study at Nations. I want our students to see the challenges of other students from the wider world and to embrace peace and humanity,” he said, pointing out that teaching is his life and it would have been poorer had he not come to Guyana.

Labourer killed in argument over cellphone A SELF-EMPLOYED man was stabbed to death by a fellow villager on Sunday morning, reportedly during an argument over a mobile phone.

Dead is Olrick Da Coasta, 39, a labourer of Lot 11 Public Road, Somerset and Berks, Region Two. The incident occurred around 01:30

hours and the suspect, Terrence Da Costa, 26, of the same village, is in police custody assisting with investigations.

According to information received, Olrick had allegedly stolen the suspect’s cellphone last month, and when they saw each other on Sunday an argument started between them.

It was during the argument, Olrick reportedly hit the suspect in the face with a piece of wood and a scuffle ensued. The suspect, it is alleged, pulled out a knife from his pocket and stabbed Olrick to the lower abdomen.

The victim then ran to the public road where he collapsed. Persons at the scene,

rushed Olrick to the Charity Oscar Joseph Hospital where he was pronounced dead on arrival.

The police subsequently visited the scene and recovered the murder weapon. The body of the deceased is at the Suddie mortuary awaiting post-mortem.

By Vishani Ragobeer JOVINSKI Thorne and Jamal Stewart have taken the Junior Soca and Calypso monarch titles, after edging past the other participants in the keenly contested competitions, held at the Bartica Community Centre Ground on Saturday night.

Thorne won in the Junior Soca competition after beating Faith Corrica, who came in second and Dexter Copeland, the third place winner.

Jada Harry followed behind the lot, in fourth place.

In the Calypso competition, policeman Jamal Stewart sang his playful, innuendo-filled “Miss May Old Car engine” to the coveted title.

He edged Thorne who was awarded second place. Jada Harry placed third and Keziah Henry copped the fourth position.

There were six participants in the Soca segment.

Each artiste, literally and figuratively, brought out their best in the fiery performances,. Towanna Scott, 17, kicked off this segment with her “Bacchanal in meh vein”, but it was Jada Harry with her “Hotter than hot” and Kevon ‘Soca’ Roach with “You’re on fire” that got the tempo going.

Following these performances was Dexter Copeland, who was the inaugural junior soca monarch. The Linden youth backed by a complement of dancers, performed his song “Energy” very energetically. In fact, by this time, there was a large contingent in front of the stage who seemed possessed by his performance.

Just when one thought that Copeland had his second Soca monarch title in the bag, Jovinski came out in full command on the stage.

The young man, acting as a

magician, sang his upbeat song “The Stage”, in which he made it known that “…

I’m the magician, I am in command... I control `The Stage’.”

Like Copeland, this Linden youth was backed by skilled dancers and persons in the crowd were observed setting off fireworks and blowtorches in support of him.

Faith Corrica followed the two elaborate performances and hers was modest. But what she lacked in overall ‘hype’, the granddaughter of the late, famous calypsonian Lord Canary, she made up with her immaculate vocal skill. The chilly breeze coming from the nearby Essequibo, could not even raise goosebumps as Corrica did, when she hit the high notes in her performance.

Last year, Jovinski had won the Junior Calypso monarch title but came second for the Soca segment. This year, his odds were switched, as he placed second in the Calypso competition, relinquishing his crown to Stewart, though he unseated Copeland.

First-time contestant from Moruca, Region One, an aspiring nurse, Keziah Henry, was one to look out for in the calypso competition. In her smooth voice, she sang her song, “Our future is in your hands” and it was loved by the crowd.

Aside from Stewart, each of the other contestants sang well-meaning Calypso songs about social ills and social justice. But, it seemed that Stewart’s clever lyrics and theatrical performance just about sealed the deal for him.

Before Stewart and Jovinski could perform their winning pieces once more for the Bartica crowd, it was Big Red; reigning Senior Soca Monarch, Brandon Harding; and veteran Soca artiste,

Justice for Juveniles

WHEN you are travelling towards Stabroek on Croal Street in Georgetown, just before you reach the Avenue of the Republic, if you look to your left you will see a sign above one of the doors attached to the Magistrates Court; it says, ‘Children’s Court’.

This is the place where some juveniles (young people who have broken the law) between the ages 14-18, are brought before the court under the new Juvenile Justice Act (2018). As strange as it may sound, one of the main objectives of the Act is to keep children out of court and the criminal justice system. If you feel confused please read on, all will be explained.

There are many reasons and circumstantial factors why young people come into conflict with the law; and many of the

cases, when analysed, stem from lack of parental guidance and support. Some parents are failing to give their children a sense of direction, while others do not offer any guidance or nurturing at all. Children need to feel loved, wanted, appreciated and respected by their parents or caregivers, from infancy all the way through to adulthood.

They need to know, they have encouragement and assistance that will enable them to develop to their best potential.

Children who lack stability, care and comfort at home tend to drop out of school and spend more time on the streets. Up to quite recently, children who did this could be charged for ‘wandering’ and/or ‘truancy.’ These two misdemeanours were once considered a prelude of things to come, where the possibility of a more serious

Inside the Children’s Court crime could be committed. However, since the Act was introduced, neither is now regarded as a crime. The document also rules that children under the age of 14 cannot be held criminally responsible.

Before the Act came into being, children who committed crimes were kept in ‘holding cells’ around adult criminals. This experience had the potential to influence the young offender in a negative way. It was therefore felt that children who offend should have a separate court system, one that deals with offences as it relates to children and totally removed from the adult court.

The criminal justice system is no place for children; in fact, children who commit an offence should not be taken to court at all. The Act makes provision for alternative and diversionary measures to be considered on behalf of the offender. Taking a child to court must be the absolute last resort.

One of the Act’s objectives is to rehabilitate young offenders rather than penalise or punish them for their crimes. To this end, each case is examined thoroughly and mitigating factors are taken into consideration.

Decisions are always made on the basis of the ‘best interest of the child’ and the young offender’s reintegration into society.

All concerned parties are focused on putting systems in place that will afford juvenile offenders the opportunity to choose productive lifestyles-- lifestyles that will enable them to set and accomplish their goals and dreams and eventually allow them to contribute to society in a positive way.

The juvenile justice system is a mechanism that aids with this particular rehabilitation process.

Since the Children’s Court opened its doors in December 2018, over 26 cases have been tried to date. These cases cover only the Region Four area. Each region has its own Children’s Court, which usually sits on specific days that have been set aside for children’s cases to be heard in accordance

with the Juvenile Justice Act. The Children’s Court has two presiding magistrates and various officers, including a probation officer and a child protection officer attached to the court. These officers are tasked with collating the relevant information, reports, documents and evaluations that go along with each case. There is also a childcare worker from the High Court, who mans the ‘activity room.’

The childcare and protection officer oversees the protection and the rights of the juvenile offenders. It is important that once young offenders are in the court system, they are treated fairly and afforded their rights and privileges as stipulated in the Juvenile Justice Act. The Childcare and Protection Agency (CPA) is also involved in the pre-screening of juveniles.

Mr Mounter, a Child Protection Officer attached to the court ,said, ‘I don’t believe that the children who come here are difficult children; I believe that they are the products of difficult circumstances and so when I see them, I see an opportunity to reform, to help and to give guidance.

They need to understand that whatever they may have done… to be here at this particular time, the court, magistrates, officers, everybody is basically working together in their best interest, to ensure that their needs are provided, to ensure that they are safe and to ensure that they are rehabilitated into society because life is still ahead’.

GTUC: Opposition, gov’t must work together THE Guyana Trades Union Congress (GTUC) is calling on the government and opposition to work out a solution regarding the hosting of elections, and the flow of day-to-day governance for the benefit of citizens.

The request comes as Opposition Leader Bharrat Jagdeo, at his most recent press conference, stated that the People’s Progressive Party/Civic (PPP/C) intends to protest against the Guyana Elections Commission (GECOM), should it project an election date beyond March 21, 2019.

In a press statement on Sunday, the GTUC said that while it respects the opposition’s right to protest, the constitution also allows an extension of this period, while its stipulations on governance should not be interpreted in parts.

“GTUC respects the constitutional right to protest. At the same time, the opposition and government should carry the duty and responsibility to ensure we proceed through this period in a constructive, not destructive manner.

Both sides must continue talking and working together because governance has not stopped,” the statement cautioned.

Article 106(7) speaks to the holding of an election “within three months….or such longer period” which

requires “not less than twothirds of the votes of all the elected members of the National Assembly [to] determine,...”

On January 31, 2019, acting Chief Justice (CJ) Roxane George-Wiltshire had ruled that the passage of the no-confidence motion was successful, and therefore, General and Regional Elections are to be held within the 90-day timeframe.

However, prior to her ruling and even now, GECOM commissioners remain at odds regarding the preparedness of GECOM for an election within the timeframe.

The GTUC, without dictating the specifics, called on the government and opposition to ensure that whichever conclusion is arrived at,it is intended to redound to the people’s benefit.

Furthermore, the CJ’s ruling had upheld Article 106(6) which states that Cabinet, including the President, shall resign if the Government is defeated…” and Article 106(7) which allows for Government to continue functioning in that “…notwithstanding its defeat, the Government shall remain in office….”

With this in mind, the release said: “GTUC calls on society not to examine Article 106(6) in isolation of 106(7) but to be guided by the acting CJ’s ruling, which

upheld both, for the crucial element of both must not be ignored. To pay heed to one and ignore the other is to give partial justice to the CJ’s ruling, the workers and people of Guyana.”

Although it was noted, that there are varying interpretations of the “functions” the government must conduct, the GTUC says that the country’s leaders must not see the disagreement as a roadblock, but as an opportunity to come to a solution.

“In the absence of common understanding, it behooves the two sides to sit and use this opportunity presented to our nation to define the options that would guide

Inclement weather, misuse cause of deplorable road – says Ministry of Natural Resources THE Ministry of Natural Resources said the inclement weather and the misuse of the roadway from the Mabura Police Station to the Kurupukari Crossing have contributed to delays and added expenses for road users.

The ministry offered the response, following an article published in Guyana Times on February 3rd, 2019, headlined ‘Deteriorating section of Linden-Lethem Road frustrates drivers’.

“We would like to take this time to inform those road users along with members of the general public, that the ministry in conjunction with the Ministry of Public Infrastructure will conduct

a road-maintenance project beginning in this month of February. It is important to note that this area (Linden-Lethem), is one of many where rehabilitative road works were being carried out by the Guyana Geology and Mines Commission (GGMC) to improve the comfort, safety, and the travelling experience of those working and living in the area,” the ministry said.

However, it noted that unkind weather conditions have posed a great challenge that has impacted this work, resulting in an overall delay of delivery of service.

“It should also be noted that the misuse of the road network also remains an

issue that hinders development. All are advised to be conscious of the harms of the misuse of the roads since they contribute to shortening the lifespan of the roadways,” the ministry noted in its response.

The ministry said it is committed to the current hinterland road-rehabilitation efforts, since they all aid in development of the natural resources sector and the overall achievement of our targets for 2019.

“We thank all road users for their patience, and humbly ask their assistance in monitoring the road works and keeping the corridor safe and usable,” the statement concluded.

Guyana on the way forward, now and in the future,” the statement said.

“The opposition and government must return to the table to work out their dif-

ferences and modalities for treating not only with the extant article, but also dayto-day governance. GTUC holds both sides equally responsible to get this right, and not seek to benefit from what might be perceived as dilatory or aggressive tactics.”

The union also acknowledged that the ongoing “confidence case” is the first of its kind the country has experienced, whereby there is local precedence for guidance.

This, however, did not deter them from asserting that the matter at hand is not about the interest of respective political parties, but about the working-class people who deserve justice in every aspect of Guyana’s governance.

MoA’s diversification programme a success THE Ministry of Agriculture’s diversification programme is a proven success as East Berbice-Corentyne farmer Rawle Medford has been harvesting hundreds of pounds of onions since receiving training and assistance.

Medford, 43-years old, received training in onion cultivation from Promotion of Regional Opportunities for Produce through Enterprise and Linkages (PROPEL) and the National Agricultur-

al Research and Extension Institute (NAREI) last year.

He was all smiles recently when he experienced success for a second time in his harvest of 114 pounds (52 kg) of fresh onions in the varieties of Texas Early Grano; Yellow F1 Granex and Red Creole.

The Ministry’s diversification programme targets crops that are imported but which can be grown locally, in an effort to reduce imports and save on foreign

exchange.

In 2018, Medford harvested 450 pounds (204 kg) of onions in the Mercedes and Superex varieties which he supplied to local supermarkets.

Hailing from Phillipi Village, the man has been a farmer all his life, investing mostly in watermelon, sweet pepper and boulanger, but now plans to include onions to his line of crops since there is a lucrative market available.

In a release to the media, NAREI noted that the onions were harvested four months after transplanting and, based on the yield obtained, their production efficiency is on par with established onion producers.

The objective of the pro-

grammme is to test tropical varieties of red and white onions that are adaptable to Guyana’s climatic conditions and soil types and recommend suitable varieties for commercial production.

Planting materials and technical support were pro-

vided by NAREI through the Institute’s research scientist, Tracy Persaud and team.

Meanwhile, it has been announced that similar efforts are being replicated in Regions 2, 3, 4, 5, 6 and 10 and are to be scaled up to larger acreages.

A NUMBER of persons have been displaced following a mid-morning fire suspected to be electrical in origin, at Tucville Terrace on Sunday.

The building housed four living quarters and the fire reportedly started in one of the concrete apartments. Persons related that the woman who lived in the apartment lost her husband recently.

Persons in the community said they first smelt something burning, and while they initially thought it to be someone burning garbage,

they soon realised that it could not have been garbage when they saw thick black smoke.

When the Guyana Chronicle arrived at the scene, the fire service was already there with three tenders in action.

The firemen were assisted by residents, who later commended the firefighters for saving the structure from complete destruction. The residents were, however, concerned about the living habits of occupants in the range house.

It was noted that in cases

of fire, the innocent suffer as a result of the irresponsibility of others who dwell in various sections of the building. A number of persons were forced to remove household and other items from their apartments, as the fire threatened other buildings.

Meanwhile, a vehicle which was parked at the back of the burning range was safely removed by residents.

The fire department has launched an investigation to determine the cause of the fire.

UN Rep’s position on gov’t premature, says Harmon

By Svetlana Marshall MINISTER of State Joseph Harmon dubbed the call by the United Nations Resident Coordinator Mikiko Tanaka for the government to demonstrate its integrity and respect the constitution, premature.

In adding her voice to the national issue of the no-confidence motion against the coalition government, the UN Resident Coordinator last Friday said it was important for government to uphold the constitution as she delivered remarks during an inter-faith ceremony.

“SDG (Sustainable Development Goal) 16 recognises that building a peaceful, just and inclusive society that provides equal access to justice and that are based on respect for human rights requires respect for the rule of law, good governance and transparent institutions.

“Recent political developments triggered by the no-confidence vote in the National Assembly, are a test for Guyana’s strength and integrity with regard to the effectiveness of the rule of law and governance,” Tanaka was quoted as saying in another section of the media.

“The delivery of the decisions by the chief justice demonstrates the independence and integrity of the judiciary in protecting the constitution and upholding the rule of law. The Honourable Speaker’s earlier validation of the process of the controversial voting at the National Assembly was testimony of the integrity of the legislative arm of the state.”

“It is hoped that the third arm of the State, the executive, will demonstrate its integrity and respect for Guyana’s constitution and the judiciary that constitute the foundation for the rule of law,” Tanaka added.

But her sentiments did not sit well with

the minister of state. On the sideline of a consecration ceremony for the Region No. 3 Congress House at Vreed-en-Hoop on Sunday, Minister Harmon told reporters that he did not understand the context of the statement made by the UN official.

“There is no evidence that we have not respected the constitution on the ruling. I thought that was a premature statement unless there is some evidence of it, I think it is premature,” he told reporters.

NO BASIS According to him, there is no basis for Tanaka’s statement, and as such, it was not necessary. “I would say that it is a statement that I believe has no basis right now because as a government we have always respected the constitution. We have always respected the law, so there was no need for a warning at this point in time as far as I am concerned,” Minister Harmon said.

On January 31 when Chief Justice (ag) Roxane George-Wilshire upheld Speaker of the National Assembly, Dr. Barton Scotland’s declaration that the no-confidence motion was validly passed, the government said it respected the ruling, but disclosed its intention to appeal.

“The ruling is not in favour of the government’s position with regard to the

vote on December 21st, 2018; however, due process continues and the government will file an appeal in the Court of Appeal.

The government continues to believe that the full adjudication of this issue is in the national interest,” the government said.

It said until the matter is concluded at the highest court of appeal – the Caribbean Court of Justice (CCJ) – the status quo remains and the business of government continues as usual.

Harmon explained that the government’s actions are aligned with the constitution. According to Article 106 (7) of the Constitution of Guyana, government, notwithstanding its defeat, shall remain in office until a new president is sworn in.

He maintained that to date, government has not erred, but has rather upheld the constitution.

He said in keeping with the constitution, government will continue to function effectively and without any hindrance.

“There is no restriction on the work of the government. There is no interim government, there is no caretaker government, the constitution speaks about a government and therefore the government shall function as it normally should,” Minister Harmon told reporters.

His statements followed similar sentiments expressed by President David Granger, who while addressing supporters, made it known that he will not step down until a new president is sworn-in.

“We are a legal, legitimate government and nothing we have done so far is outside of the law; and as long as I am the President, nothing we will do will be outside of the law,” the President assured supporters.

The government has given the assurance that the $300.7B National Budget will be rolled out, with all regions expected to see major transformational changes and developments.

Big reduction in fuel prices from today

BEGINNING today, Guyanese will experience significant reductions in the price for Motor Gasolene and Gasoil (LSD) following a decline in fuel-acquisition costs.

This was announced by the Ministry of Finance and the Guyana Oil (GuyOil) Company on Sunday.

The change will see Super 95 Gasolene being wholesaled at $208.00 per litre and Gasoil (LSD) at $207.00 per litre, which represent a 27.44 per cent and15.85 per cent reduction.

Meanwhile, retail customers will pay $218.00 per litre for Super 95 Gasolene or a 30.77 reduction and $217.00 per litre for Gasoil (LSD) or a 19.72 reduction.

“It will be recalled that the government had approached CARICOM for suspension of the Common External Tariff (CET) following the closure of Petrotrin – Guyana’s main fuel supplier. CARICOM’s subsequent approval also has led to a reduction in acquisition costs. The government through The Guyana Oil Company is therefore proud to cause these reductions to the benefit of all consumers,” the ministry said.

In September 2017, world market prices for fuel increased, due in part to the hurricane conditions in the southern hemisphere which resulted in GuyOil adjusting the prices for gasolene, diesel and kerosene to a higher cost.

Again, in February 2018, the company adjusted its prices upwards.

The news should come as a consolation for many farmers, the private sector and other citizens, who had called for a price reduction.

Salary issues hamper work of Local Gov’t Commission – says chairman

CHAIRMAN of the Local Government Commission (LGC), Mortimer Mingo said the commission is being hampered in its functions due to the non-payment of salaries for the month of January, 2019.

Mingo explained that Permanent Secretary of the Ministry of Communities (MOE) Emil McGarrell, is withholding the salaries on the ground that the LGC is not a constitutional body.

According to Mingo, McGarrell informed that the LGC, itself, cannot regulate salaries or hire employees without permission from the minister of communities, as well as, the Minister of State Joseph Harmon.

This development, Mingo said, he finds baffling given that the creation of the LGC is provided for by Article 78A

of the Constitution, under the Local Government Act 2013.

“I don’t know how they say that we are not a constitutional agency. I have absolutely no idea,” Mingo told Guyana Chronicle.

“We have received a letter stating that we are not a constitutional agency, and that we need to get permission from the Ministry [of Communities] and also from Minister Harmon as to employment and to approve the salaries for the LGC. On Friday, the secretary of the commission met with the permanent secretary and reported back to me, that the PS (McGarrell) would’ve said that he’s not signing the salaries for the commission, unless he receives instructions from the minister, I’m assuming it’s Minister Bulkan,” he said.

LGC Chairman, Mortimer Mingo

The LGC currently has eight commissioners and 27 staff members working at its Eping Avenue, headquarters.

Six new staff members were hired last month. Mingo said that the commission is aiming for a full complement of some 49 staff members.

Earlier last month, the Ministry of Communities had issued a statement via the Department of Public Information (DPI) that “releases [had]

been made for the payment of salaries of the Local Government Commission staff for the month of January 2019.”

The statement, further noted, that the ministry was very concerned that “the 2019 employment cost for the commissioners and staff was 91.4 per cent of the 2019 Budgetary Allocation.”

The Ministry of Communities, along with the Ministry of Finance had met with secretary of the commission on the situation last month. The MoC subsequently issued a letter to the commission.

In the letter to the commission dated January 21, 2019, McGarrell informed that while the ministry had never in the past objected to the salaries issued by the commission, it was because it was felt that the commission was deemed a constitutional body.

“The ministry is aware

that the commissioners and staff salary prior to 2019 was paid without any objection.

This no-objection was promised on an understanding that the LGC was a constitutional agency… now that it is clear, that the LGC is not a constitutional agency, you are advised not to commit expenditure not approved by the National Assembly. Hence, payments of wages and salaries, along with other current expenditure should not exceed $124, 239,000, which was approved by the National Assembly for 2019. You’re advised not to make any commitment outside of the allotted amount, in accordance with the Fiscal Management and Accountability Act of 2003,” the letter directed.

Though no reason was stated as to why it was decided that the LGC was no longer considered a constitutional body, the letter stated,

that salaries being issued by the commission have moved away from the traditional public service requirements.

The Local Government Commission Act 2013, however, outlines the provisions for the hiring of staff at the commission. Section 22(2) of the Act states that: “the remuneration and other terms and conditions of employment of the secretary, and other officers and employees of the commission, shall be determined by the commission.”

The Act also noted that “the Commission shall not be subject to the direction or control of any authority.”

Mingo said the delay is hampering work at the commission, and has even held up the commission’s ability to deal with implementation of the recommendations from the report of the Commission of Inquiry (CoI) into City Hall.

ON the opening night of the second edition of the Magnum ‘Mash’ Futsal tournament, crowd favourites Sparta Boss, Showstoppers and North East La Penitence chalked up victories in front of a large crowd at the National Gymnasium.

Playing in the final game of the evening, Sparta Boss had a comfortable 2-0 victory over Mocha with veteran marksman Gregory ‘Jackie Chan’ Richardson on target while Jermin Junior also notched up a goal to his name.

Meanwhile, in the opening fixture of the night, North East La Penitence came out on top of a five-goal thriller with Good-Life to win 3-2; Dellon Ault was the first to hit the back of the net in the 2nd minute, however Good-life’s Jermaine Tinch equalized soon after but Shaquille Browne edged North East ahead in the fifth minute.

Tinch, yet again, equalised in the 13th minute before Keifer Brandt popped up with the winner in the 19th minute to hand the North East team maximum points.

Showstoppers were also winners on the night after they needled Ol’ Skool Ballers with Stephon Jupiter grabbing the only goal of the game in the seventh minute.

Buxton Diamond pipped Alexander Village in a hard fought 2-1 victory with Dellon Wright and Shemar Scott scoring in the ninth and 14th minutes respectively. Alexander Village’s only goal came

compliments of Leon Yaw in the second minute.

Gaza Squad suffered a 0-2 defeat at the feet of North Ruimveldt with Gerald Grittens and Alton Benn lashing home goals in the seventh and 15th minutes respectively.

Meanwhile, Broad Street and Island All-Stars played out to a 1-1 stalemate with veteran Jimmy Gravesande netting for Broad Street in the 14th minute while Leon Ashley tied things up for the All-Stars with a strike in the 17th minute.

Newcomers Ansa McAl All-Stars also drew with Leopold Street 1-1 with solitary strikes from Okeene Fraser (4 th minute) for the latter while Akin Curry was the scorer for Ansa McAl in the 10th minute.

In continuing the trend of the night, Albouystown and Agricola played out to a goalless draw while Future Stars found themselves in a deadlock with Hustlers at 1-1 after regulation time. The scorer for Future Stars was William Europe while Jahaal Greaves netted for Hustlers.

The organisers are asking that all teams be properly uniformed inclusive of football hose or they will face a disqualification penalty from referees. In addition, all teams must submit and maintain their players list before games and are to be ready for games promptly to accommodate the smooth flow of the programme.

Games start at 20:00hrs sharp and all teams are asked to be on time or games will be forfeited.

Action resumes tomorrow evening at the same venue with 10 exciting clashes lined up.

WHILE there were five Guyanese drivers on show in the Caribbean Junior Karting Academy Trophy, it was Justin Ten Pow in the Barbados Karting Association (BKA) 60cc class who stole the show.

Justin registered Guyana’s only podium on the weekend when he finished second in race one for the local 60CC class. He drove his heart out to make a pass on that country’s Logan Stollmyer, only to be held up by traffic to allow the Bajan the lead.

Justin then tried once more, executing the pass before Stollmyer made a pass on the final sector of the track to take the win.

The other Guyanese, Nicholas Sawh, finished fifth.

But Justin was ready in race two and he corrected all his errors. However, contact between him and Stollmyer put the Guyanaese back to last where he fought his way up to fifth.

Race three was a ding-dong battle between the two once more, with hair-raising last-minute passes and, in the end, Justin emerged victorious.

Meanwhile, on the JCKAT end, it was Rayden Persaud with a classy performance that led the Guyanese charge.

He finished with several mid-pack finishes as the highest of the Guyanese drivers. His 6th place was the best finish by a Guyanese on the weekend. More details in tomorrow’s edition.

Windies captain Jason Holder suspended for St Lucia Test WEST INDIES will be without their captain, Jason Holder, for the third Test of the series against England after the International Cricket Council (ICC) suspended him.

Holder was held responsible for his team’s slow over rate during the win in Antigua.

West Indies wrapped up the three-match series with a second successive win - this time by 10 wickets - within three days in Antigua. They won the first Test in Barbados by 381 runs within four days.

Kraigg Brathwaite, the vice-captain, will step up to lead the team in Holder’s absence, having done so in two Tests on West Indies’ tour of Bangladesh last year, which Holder missed due to injury.

Keemo Paul, the 20-year-old Guyanese allrounder, will come into the squad in Holder’s absence. He has played two Tests to date, most recently on the tour of India last October. Oshane Thomas, the reserve fast bowler, is also in line for a call-up, although his selection would weaken West Indies’ batting.

West Indies have fielded a four-man pace attack in each of the two Tests, with Roston Chase providing a spin option. In Antigua, Chase was only called upon to deliver eight overs out of 103.1 as England were twice dismantled by the quicks for totals of 187 and 132.

The third and final Test, in St Lucia, is due to begin next Saturday.

Khawaja, Starc return to form as Australia tighten noose

By Sudipto Ganguly CANBERRA (Reuters) - Usman Khawaja found his scoring touch and fast bowler Mitchell Starc returned to his fiery best as Australia moved within sight of victory in the second Test against Sri Lanka at the Manuka Oval on Sunday.

After Australia, on course for a first series win since beating England early last year, set the tourists an improbable 516 for victory openers Dimuth Karunaratne and Lahiru Thirimanne survived some nervy moments to take Sri Lanka to 17 before bad light ended the third day’s play.

Sri Lanka bowling coach Rumesh Ratnayake told reporters his side had to take it “stage by stage, session by session”.

“The boys are aware that they have to break it down into portions and take it hourly and try to bat as positive as they could,” he said.

Starc picked up his 10th five-wicket haul, and his first since his 5-34

against South Africa in Durban last March, as Australia bundled out Sri Lanka for 215 to take a first-innings lead of 319.

DAVID Miller’s electric knock and some excellent death bowling ensured Babar Azam’s 90 was in vain as South Africa sealed a T20-series victory over Pakistan with a thrilling seven-run win.

Stand-in captain Miller, Man- of- the- Match in the first encounter after a starring role in the field, whacked 65 off 29 balls to guide the Proteas to an imposing 188-3 in Johannesburg.

It appeared as though Pakistan would coast to that total with Babar stroking the ball around for fun as part of a fine 102-run stand with Hussain Talat (55).

But the excellent Beuran Hendricks took the crucial wicket of Babar to leave Pakistan 147-2 in the 17th over before Andile Phehlukwayo (3-36) and Chris Morris (2-36) caught the tourists’ middle order cold.

Asif Ali (2), Shoaib Malik (6), Imad Wasim (6) and Hasan Ali (1) all fell as part of Pakistan losing six wickets for 34 runs in the final 24 balls to finish on 181-7, leaving them 2-0 down in the three-match series.

Debutant Janneman Malan and Reeza Hendricks put on 58 for South Africa’s first wicket, the former smacking three fours and a couple of sixes before Imad – who in his previous over had bowled a maiden – tossed up a slower one that led to a stumping.

David Miller whacked 65 off 29 balls.

Rassie van der Dussen put on a rapid 45 off 27 after Reeza Hendricks had been run out for 28, before it became the Miller show.

The stand-in captain hit two huge sixes off Hasan Ali and went after the luckless Usman Shinwari (0-63) in the last over, scoring 29 runs in a

dazzling blitz.

Babar set out his stall early with six boundaries in Pakisan’s first two overs and, even after Fakhar Zaman (14) fell, he continued to pile on the runs with Talat allowing him to dominate the strike.

South Africa were looking devoid of ideas and when Talat walloped Morris over midwicket to bring up the century stand it appeared as though a series decider would be on the cards.

But when Babar failed to get enough on Beuran Hendricks’ (2-30) slower ball that carried to midwicket, Pakistan completely wilted.

Asif pulled a short Phehlukwayo delivery straight to Reeza Hendricks at midwicket, before Morris bowled Talat and Imad in the penultimate over.

Pakistan needed 15 off the last and a four from Shoaib gave them brief hope.

But Phehlukwayo sent Shoaib and Hasan packing as South Africa completed a dramatic series win with a match to spare.

It means South Africa can now celebrate victory across all three formats in a tour that started on Boxing Day.

WONDERFUL WICKETS Earlier, Starc, who got the wicket of Sri Lanka captain Dinesh Chandimal on day two, bowled with pace and aggression to pick up the first two to fall on Sunday, then returned after lunch to polish off the tail and finish with figures of 5-54.

Kusal Perera did not return to bat for the touring side after being hit on his helmet by a delivery from fast bowler Jhye Richardson. He retired hurt on 29 but Ratnayake suggested he may return today.

Karunaratne, who was taken to hospital on Saturday after being hit by a Pat Cummins bouncer, returned to the crease after Perera’s departure and completed a gritty half-century before edging Starc to Kurtis Patterson at gully to be out for 59.

Starc took 15 wickets in five Tests during the India series and the opener against Sri Lanka but faced heavy criticism for some wayward bowling that prompted calls for Paine to take the new ball off his hands.

Rayudu hits sparkling 90 as India seal ODI series 4-1 series victory in New Zealand WELLINGTON (Reuters) Ambati Rayudu struck a sparkling 90 in tough conditions to help India overcome the loss of four early wickets and beat New Zealand by 35 runs in the final one-day international in Wellington on Sunday, sealing a 4-1 series victory.

With the series already safe, stand-in skipper Rohit Sharma sent his men in to bat on a moist surface and the tourists found themselves struggling on 18 for four.

Matt Henry did the early damage, uprooting Sharma’s off-stump with the batsman on two, before Trent Boult enticed Shikhar Dhawan (6) to play a loose shot that was taken by Henry at third man.

Shubman Gill (7) was the next player sent back by Henry, poking a routine catch to Mitchell Santner at square cover, before Boult rattled MS Dhoni’s off-stump to claim a prized scalp for a single run.

It was left to Rayudu to mount a salvage mission, which the right-hander duly did, staying at the crease for 113 deliveries and being abetted by Vijay Shankar (45).

“After we lost four wickets,

all we needed was somebody to show application. The partnership between Rayudu and Vijay Shankar turned the game for us,” Sharma said.

Ambati Rayudu went on to bring up a half-century and put on 74 with Kedar Jadhav to help India forward.

Manchester United beat Leicester on Rashford’s day

LEICESTER-(Reuters)-Manchester United striker Marcus Rashford celebrated his 100th Premier League appearance on Sunday with a fine goal to secure a 1-0 win over Leicester City that kept interim manager Ole Gunnar Solskjaer’s dream start going.

Having missed a simple header early on, 21-year-old Rashford compensated in the ninth minute, skilfully latching on to a lovely dink from Paul Pogba over Leicester’s defence to smash the ball past Kasper Schmeichel from close range.

“It was a great finish.

The kid has improved and improved,” said a delighted Solskjaer, who has enjoyed nine wins and a draw in all competitions since taking over as caretaker manager from the sacked Jose Mourinho in December.

(REUTERS) - Sergio Aguero’s hat-trick led Manchester City to a 3-1 win over Arsenal on Sunday and back into second place in the Premier League, two points behind leaders Liverpool.

The victory put the pressure on Liverpool ahead off their trip to West Ham United on Monday.

Juergen Klopp’s side have 61 points with champions City on 59 and Tottenham Hotspur on 57.

DEFENDING champions of the Guinness Greatest of the Streets, West Demerara Zone, Showstoppers have booked their quarter-final spot and will face West Side Ballers when action resumes on Wednesday night at the Pouderoyen Market tarmac.

Showstoppers, who are three-time title holders, ended the round robin campaign unbeaten and have shown top form.

Playing in the final game of the night on Friday, Showstoppers sent Boom Bang packing with a 3-0 win with Marvin Josiah netting a Guinness Goal (any goal that is scored in the final five minutes of play counts as two) with Stephon Jupiter scoring the other goal.

Meanwhile, West Side Ballers were impressive during their 4-0 drubbing of Phoenix Ballers with Kevin Frank and Morgan Denny notching up late Guinness Goals.

ESPN, relative newcomers to Guinness Greatest of the Streets, has been sensational and are crowd favourites after consistent performances since their first match in the tournament this season.

They drew 1-1 in regulation time against Genna, but came out victorious 2-1 in a penalty shootout to book their place in the quarter-finals.

Up Top Bosses are also in the quarter-finals after they won by walkover from Up-Like-7 and will face the stubborn Jetty team in the last eight.

Demerara beat Essequibo by massive 357 runs in female Inter-County clash - Berbice also victorious

By Rajiv Bisnauth THE lack of a proper female cricket structure in Essequibo was again evident after the county’s senior female team suffered a 357-run defeat against Demerara when the second round of the senior female Inter-County tournament was played yesterday at the Lusignan ground.

The Cinderella County had performed so poorly last year when they were dismissed for 40 in their first match against Demerara after failing to come up with a full squad and two days later, they were routed for 13, the lowest total at this level.

However, almost a year has elapsed and not much has been done to lift the image of female cricket in that county. It was a clear indication yesterday that there are no cricket development programmes for females by the administrators in that County.

The deficiency in all departments yesterday was clear for anyone to observe, coupled with a slow Lusignan
