THE Guyana Bauxite Union and General Workers’ Union (GB&GWU) has issued a strong warning to the Bauxite Company of Guyana Inc. (BCGI— a subsidiary of Russian Aluminum (RUSAL)), saying that it would not ‘fool around’ and that it will ‘up the ante’ if workers’ rights are violated.

The bauxite union’s General-Secretary, Lincoln Lewis, said that crimes committed in the past will not be tolerated. “There will be no fooling around,” Lewis told the Guyana Chronicle shortly after a meeting with Minister within the Ministry of Social Protection with responsibility for Labour Keith Scott and the Chief Labour Officer (CLO) Charles Ogle on Thursday.

Accompanied by the union’s President Leslie Gonsalves, and Trade Unionists Emilton McCalmont and Wayne Coppin, the general-secretary met with the labour officials one day after BCGI signed on to the tax-free overtime agreement – an agreement it had refused to sign more

than a year ago. It was in October 2016 that a three-party Memorandum of Understanding (MoU) was formulated for the provision of tax-free overtime for bauxite workers, but while the government and the union signed that agreement, RUSAL withheld its signature on the basis that it did not support the workers’ representative–the Guyana Bauxite Union and General Workers’ Union (GB&GWU).

Though the agreement was signed by the company on Wednesday, it was done in the absence of the workers’ representative – a move that was deemed upsetting by the union. The GB&GWU President told Minister Scott that RUSAL should not be allowed to act in isolation and must recognise that GB&GWU is the workers’ representative.

“There must not be any signal or any sign that gives them the impression that they are preferred, that they can talk to the minister that they can talk to the chief labour officer in the absence of the union,” Gonsalves said, while reinforcing that the union should have

END RESULTS Minister Scott, from the outset, said it was not about where or who were present when the agreement was signed, but that it was signed.

“What we are dealing with is the end results not necessarily the manner of how we got there,” the Labour Minister said.

He said the ministry was interested in a peaceful resolution and is pleased to have the agreement in effect. He made it clear that it was not necessary for the union to be present, since its signature was already affixed on the document. Gonsalves, in no uncertain terms, said the people will judge the minister based on his actions. “You as Keith Scott while you stand as a minister the footprints you leave it will either speak for you or against you,” the GTUC President said, while warning the minister not to underestimate RUSAL. In response, Minister Scott boasted that he has been gaining desirable results. “When we took over in 2015 a new era of industrial relations began,” he said, while pointing out that the Department of Labour has been meeting consistently with the union and company.

In addition to refusing to sign the MoU back in October 2016, the RUSAL through its subsidiary BCGI has been non-responsive to the trade union. Just recently, scores of BCGI workers signed a letter addressed to the management, which had called for their benefits to be made payable November 30th or they would proceed on strike action. To date, the company has not responded. Lewis said it is his belief that the Ministry of Social Protection with responsibility of Labour has a responsibility to avert industrial action.

Minister Scott said the government is not going to carry out the union’s fight, positing that there are avenues that can be taken by the union to ‘force the hands’ of the company to cooperate. The government, he emphasised, will remain the arbiter in the process and will remain objective. “If they don’t reply to your letter you

are challenged to find ways and means of making them engage you in a discussion. It is not appropriate for the government to be seen [as] carrying the fight on your behalf,” Minister Scott explained.

He stressed that the union must exhaust all the options in treating with RUSAL. “What prevent you from having a demonstration...if they haven’t answered you there are options that you must explore,” Scott told the GB&GWU. Lewis in response placed the ministry on notice that if RUSAL continues be non-responsive to the union, it will take action. “We expect RUSAL as a management that in managing BCGI to make sure that it adheres to the rules, laws, the time-honoured principles, the ILO Convention and industrial relations practices in this country. If you go outside the law, as you did in the past, we will not countenance it, we are going to up the ante,” Lewis warned.

Though the country has a long way to go in resolving the issues between RUSAL and the union, Lewis said this government has been making progress. He said the agreement is a small step in the right direction.

“They have been coming over more strident…I am saying to you where we are right now we are more encouraged than where we were eight years ago. We have come a far way. And over the last two years, the pressure has been creeping up,” Lewis said.

Lewis said the union will continue the fight, emphasising that the bauxite company must recognise and respect the rules and laws of this country. “The agreement represents just a little step in coming to the table. We are not yet at the table. We have to start with respecting the Collective Labour Agreement (CLA),” he posited, while underscoring the importance of having a new CLA in place to address the issues of wages and salaries and better conditions for workers. “Until those things are done, we cannot say that we are even on the road to be out of the woods,” he said.

The chief labour officer in bringing the meeting to a close urged the union to stay focused.

… blames recent blackouts on intensified maintenance of gen sets, grid CHAIRMAN of the Guyana Power and Light (GPL) Incorporated board, Robert Badal, has defended the power entity despite frequent and prolonged instances of power outages over the last few months.

In a letter to the editor, published in Friday’s edition of the Stabroek News under the headline, “Recent outages were a result of intensified maintenance on generating assets and the grid,” Badal accepted that GPL’s responsibility to supply reliable and stable electricity is taken seriously at all times. He apologised for the recent spate of blackouts across the country and noted the concerns of citizens. But while he understands the concerns, Badal said “it is important to understand the constraints and challenges affecting GPL’s everyday operations and the circumstances surrounding these outages.”

The Chairman of GPL’s board explained that the outages were the result of intensified maintenance works on both generating assets and the transmission and distribution network (grid). “The age of the electricity grid requires frequent maintenance to replace cables, connectors and the like.

The absence of redundancy lines means that the areas serviced by the lines scheduled for maintenance would obviously be affected,” he said in the missive.

LIVEWIRE MAINTENANCE Additionally, Badal explained that the executive management has recently been mandated to implement livewire maintenance, which would require a minimum disruption of service during maintenance.

“Currently we do not have this expertise, and it would require much training of local technicians, but it’s the way forward.”

Over the years investments in generating assets have lagged behind the need to retire

Currently, GPL has 50MW of generators in Kingston and Garden of Eden that are over 22 years old, and their replacement is now being planned. “These units are now de-rated, resulting in lower generating capacity. While the units under maintenance have now been restored, a shortfall in supply at SEI in Skeldon has made our reserve very thin.”

Badal said too that currently there is a total, available generating capacity within the Demerara/Berbice Interconnection System (DBIS) of 123MW against a peak demand of 115MW; Leaving a reserve capacity of 8MW. “This means that in the event of an unexpected breakdown or even scheduled maintenance the generating capacity may be

inadequate. To arrest this scenario we have invited expressions of interest for the installation of 50MW of generation based on natural gas under a power purchase agreement, but the lead time for such supply could be two years, leaving GPL in a most challenging situation,” he disclosed.

According to the board’s chairman, divesting all new generation is the new model GPL would be using going forward to allow private sector investment in the electricity sector, while allowing it to focus its operating cash flows on modernising its electricity grid.

“The same neglect of renewal was evident at Bartica, Anna Regina and Canje, where the generating sets are more than 30 years old, which logically would give rise to maintenance challenges and affect the reliability of electricity. We have purchased new gensets for these areas which after commissioning would remove outages in those areas. Nonetheless, a sensible policy of scheduled retiring and replacement of gensets is vital in ensuring adequate long-term generating capacity.”

Meanwhile, Badal said the Public Utility Upgrade Programme (PUUP), a US$64M investment would see 54,000 smart meters installed and more than 1000km of low-voltage distribution lines aimed at reducing losses, management strengthening and capacity-building. In addition, the Infrastructural Development Programme phase 2 will soon be commissioned.

“This programme costing in excess of US$22M will build four new sub-stations, expand seven existing sub-stations, build 55km of transmission lines and integrate generation with transmission through the SCADA system.”

STRONGER FINANCIAL POSITION He noted that the power company is in

a stronger financial position now than it was years ago and said that over the past two years it has added more than G$8B in free cash flows through prudent management, better inventory control and scheduling of procurement, even after extending a 20 per cent reduction in electricity rates.

Additionally, Badal said GPL has repaid the government $1B in interest this year, the first time the company has been able to do so.

“It is now able to finance its own operations from operating cash flows instead of needing state funding. All executive posts are now filled and a CEO will soon be on board,” he stated. Government has allocated $2B in its 2018 budget to the power company to improve the quality and efficiency of its electricity distribution network. The allocation is for the PUUP. In addition, Finance Minister Winston Jordan said government will be examining the feasibility of using natural gas as a more affordable and cleaner energy source until such time as we are able to move to 100% renewable energy. GPL has already invited expressions of interest for the installation of a 50MW capacity natural gas-fired plant. Similarly, Badal noted that GPL’s focus next year is to complete the PUUP and execute the IDP 2, build generation capacity through private sector partnerships, intensify the reduction of losses, and improve operational efficiency and productivity.

That aside, he noted that customer service has been found wanting given the plethora of complaints but believes that with the hiring of a new director of customer service months ago, improvements will be made. “Strong leadership which a substantive CEO would bring should propel us to achieve these goals,” said the chairman of the board.

Fisherman killed while crossing road –– driver in custody

A FISHERMAN was killed on Thursday night by a drunken driver on the Vergenoegen Public Road, on the East Bank Essequibo (EBE).

Dead is 26-year-old Kevon Boyal, called “Parris”, of Backwater, Tuschen, EBE. The 35-year-old driver, of Uitvlugt, West Coast Demerara, ran into the fisherman while he was crossing the roadway.

Boyal, a father of one, who was rendered unconscious by the impact, was rushed to the Leonora Cottage Hospital, but was pronounced dead on arrival.

The body is presently at the Ezekiel Funeral Home awaiting a post-mortem, while the driver is in custody, assisting the police with their investigation.

northern carriageway when the pedestrian allegedly ran across the road from south to north into the path of the vehicle and sustained severe injuries as a result of the impact.

The driver was found to be above the legal alcohol limit.

Kevon’s mother, Judy Boyal, said he was the eldest of six, and was returning home when he met his demise. “He is a very loving and caring son, who would be sadly missed. He can’t be replaced! How can this happen!” she said.

Former Trump adviser admits he lied --about meetings with Russian ambassador

EX-NATIONAL security adviser Michael Flynn has pleaded guilty to making false statements to the FBI about meetings with Russia's ambassador weeks before Donald Trump became president.

The charges were brought by Special Counsel Robert Mueller, as part of his inquiry into alleged Russian meddling in the 2016 US election.

Mr Flynn is the most senior member of the administration to be indicted.

He said he was co-operating with Mr Mueller's inquiry.

Appearing in a federal court in Washington DC on Friday, he admitted to one count of knowingly making "false, fictitious and fraudulent statements".

According to an AFP reporter, Mr Flynn was asked

by Judge Rudolph Contreras if he wished to plead guilty, and responded with the words, "Yes, sir." To which the judge replied: "I accept your guilty plea. There will be no trial, and there will be probably no appeal."

A short time later, he issued a statement in which he said, "I recognize that the actions I acknowledged in court today were wrong and, through my faith in God, I am working to set things right."

Just over a week ago, US media said his legal team had told the president's lawyers they could no longer discuss the case, prompting suggestions that he had begun co-operating with prosecutors.

In his statement, Mr Flynn made clear he was "working to set things right", and stressed: "My guilty plea and agreement to co-operate with the Special Counsel's Office reflect a decision I made in the best interests of my family and of our coun-

try."

As the court developments unfolded, the White House issued a statement saying that "nothing about the guilty plea, or the charge, implicates anyone other than Mr. Flynn".

In October, Mr Trump's former presiden-

tial campaign manager, Paul Manafort, and business associate Rick Gates were accused of conspiring to defraud the US in his dealings with Ukraine.

It also emerged that another ex-aide, George Papadopoulos, had pleaded guilty to making false statements to FBI agents.

WHAT’S THE CHARGE Michael Flynn was forced to resign in February, a month after he was questioned by the FBI, for misleading the White House about meeting then Russian ambassador, Sergei Kislyak during the transition period before Mr Trump took office.

According to the charge sheet, Michael Flynn is accused of: * Falsely telling FBI agents that on or about December 29, 2016 he did not ask Mr Kislyak to "refrain from escalating the situation in response to sanctions that the United States had imposed against Russia that same day"; * failing to recall that Mr Kislyak had later told him Russia was moderating its response to the sanctions as a result of his request; and

* falsely saying that on or about December 22, 2016, he did not ask Mr Kislyak to "delay the vote on, or defeat, a pending United Nations Security Council resolution".

Although there is no detail of the resolution in question, the discussion came a day before the Obama administration decided not to veto a resolution asserting that Israeli settlements on occupied Palestinian territory "had no legal validity".

Mr Flynn lost his role as national security adviser after only 23 days in the post, when it emerged he had misled Vice-President Mike Pence over his discussions with the then Russian ambassador over lifting US sanctions on Russia.

But he has since become embroiled in further allegations. US media reported last month that he and his son had been offered $15M (£11.5M)

by Turkey to help forcibly remove a Muslim cleric from the US, and deliver him to Turkey. His lawyer condemned the reports as "outrageous".

A retired three-star lieutenant-general in the US Army, Flynn lost his job in the Defence Intelligence Agency (DIA) in 2014 under President Barack Obama. He later aligned himself with the Trump campaign.

During the Republican party convention in the summer of 2016, he led chants of "lock her up", aimed at Democratic candidate Hillary Clinton.

RC Bishop hospitalised --after collapsing during church service

ST. GEORGE’S, Grenada, CMC – The recently appointed Roman Catholic Bishop of Grenada, Clive Harvey remained hospitalised on Friday after collapsing while conducting service at the Cathedral of immaculate Conception on Thursday.

Harvey, who became the second Trinidad and Tobago national to be ordained as the Roman Catholic Bishop of Grenada, collapsed at the end of a special mass early Thursday.

He was taken to the St. George’s Hospital, where he is undergoing various tests, with medical officials indicating

that the 68-year-old Bishop suffered low blood pressure and extreme dehydration.

Church officials quoted him as saying Friday that all his vital signs were normal and he is in good spirit.

In July, Harvey was appointed to the position replacing Bishop Vincent Darius of Grenada, who had died

15 months earlier.

Just the month before that, in his native Trinidad, Bishop Harvey had come face-to-face with three bandits who’d threatened to kill him if he did not hand whaver money he had on him and other valuables.

The incident had occurred shortly after

05:00hrs just outside the St Martin de Porres RC Church in Gonzales, near a dormitory where Bishop Harvey, who was then known as Father Harvey and was on sabbatical, had over-nighted to prepare for a seminary at Mt St Benedict. After being robbed, he was hogtied and gagged.

Leading a centre-left alliance, the 64-year-old Nasralla is one of Honduras’ best-known faces, and is backed by former President Manuel Zelaya, a leftist ousted in a coup in 2009 after he proposed a referendum on his re-election.

Zelaya weighed into the debate on Thursday in a letter in which he accused the tribunal of “electoral crimes” on behalf of Hernandez, who himself was standing for re-election, enabled by a 2015 contentious Supreme Court ruling.

One of the four magistrates on the electoral tribunal on Thursday flagged “serious doubts” about the process.

The Organisation of American States (OAS) appeared to have salvaged the credibility of the election on Wednesday by eliciting signed statements from both candidates, vowing to respect the final result once disputed votes had been checked.

But a few hours later, Nasralla rejected the OAS accord, saying his opponents were trying to rob him. He urged supporters to

take to the streets in protest.

There were violent protests across the country during the week, and on Friday, demonstrators set up barricades to block a highway leaving Puerto Cortes, the port that supplies the industries of San Pedro Sula, Honduras’ second-biggest city.

In La Ceiba, protesters erected barricades and burned tyres across a bridge, and blocked at least two other motorways, while various highway toll booths were set alight.

Questions over the process have led to allegations by the opposition that Hernandez may have influenced the tribunal.

The tribunal has blamed the problems on technical glitches.

Ahead of the election, opinion polls indicated Hernandez would win the vote in the country of more than 9 million people.

One dead, scores hurt in Honduras

--in growing protests over delayed vote count TEGUCIGALPA (Reuters) - At least one protester died and more than 20 people were injured as demonstrations mounted in Honduras after a delayed presidential vote count sparked unrest amid opposition accusations of electoral fraud.

A recount of disputed ballots from last Sunday’s vote was likely to take up to two more days before yielding a winner in a neckand-neck race between USbacked President Juan Orlando Hernandez and his centre-left rival, TV star Salvador Nasralla.

International concern has steadily grown about the electoral crisis in the poor Central American country, which also suffers from drug gangs and one of the world’s highest murder rates.

Police sources said at least one man had been shot and killed at a protest in the city of La Ceiba, while about 12 members of the military and police force had been injured in the demonstrations, which snarled traffic outside Honduras’ main port on Friday.

At least 10 protesters had also been injured in the capital of Tegucigalpa, according to the city’s Hospital Escuela.

Until then, Nasralla had held a five-point lead with over half the ballots counted, and the sudden change in direction to Hernandez’s advantage after the restart sparked clashes between police and protesters.

Late on Thursday, David Matamoros, the top electoral tribunal official, heeded calls from international election observers and Honduras’ top business group and said the tribunal would hand-count some 1,031 outstanding ballots, or roughly 6 per cent of the total, that had irregularities.

That fresh count would be completed in up to two days, and would allow the tribunal to declare a definitive winner, with 100 per cent of ballots counted, Matamoros said.

‘UP IN THE AIR’ With the regular ballot count completed, Hernandez, of the centre-right National Party, had a lead of fewer than 50,000 votes over his rival.

Luis Larach, the president of business lobby COHEP, told Reuters that given the slim, 1.5 percentage point difference between the candidates, the hand-count

of irregular ballots would be crucial in deciding the winner. “For me, it’s still up in the air,” he said.

Both Hernandez and Nasralla, a television gameshow host allied with leftists, claimed victory after the election, and the challenger has said he will not accept the tribunal’s result because of doubts over the counting process.

PPP/C’s criticism of amnesty on taxes ON Monday, the People’s Progressive Party/Civic (PPP/C) hosted a press conference after Minister of Finance Winston Jordan’s reading of the 2018 National Budget, which was not unexpected, given the role of the opposition in governance.

Being in the opposition the sense is given at times that the word is taken literally and figuratively. Saying this does not ignore the importance of the watchdog and checks-and-balances role of the opposition, where government can be criticised and should subject itself to criticisms. What is dangerous however, is when there is opposition not based on merit but merely for opposition sake. The PPP/C’s criticisms of the waiver of interest and penalties for companies and individuals should they pay taxes within a specific period can duly be ascribed as such. Government has said that there will be an amnesty from January 1, 2018 through September 30, 2018. Those who file and pay all principal taxes on or before June 30, 2017 will have all interest and penalties waived, while those who do so between July 1, 2018 and September 30, 2018 will have 50 percent of interest and penalties waived.

The PPP/C’s response to this is that of questioning government’s sincerity, asking “Why now?

Why this year? Why not from the very beginning of their term?" Ours is a society where there is high delinquency in paying taxes, which the PPP/C experienced during its 23 years in government.

Georgetown Mayor and City Council, other local authorities, and the Guyana Revenue Authority have

been in the news complaining about non-remittance of taxes.

The City Council, including during the PPP/C’s government, held several amnesty programmes to garner outstanding revenue and it has been to its benefit. The culture of wanting government-- local, regional and national-- to provide services and quality at that without having to pay for them through some form of taxation is known. Guyanese love what we call 'freeness.'

Freeness has its limitations and consequences because non-payment of taxes hinders revenue and where shortfalls exist, it hinders provision of services, including expansion and good quality. This is a culture that has to be broken. The utilisation of the laws, including coaching changed behaviour through amnesty and education of the importance in honouring obligations cannot hurt the developmental process. Admittedly, government is implementing the waiver three years into its term. However, where the PPP/C finds objection and sees something sinister, the flip side is it is better late than never.

The truth is non-payment may also be informed by inability to or absence of desire to pay interest and penalties. Waiving these become incentives to pay.

That as President Mr. Jagdeo may not have believed wisdom resides in the amnesty approach or the success of City Hall’s utilisation worthy of emulation lays no merit in decrying another government for wanting to give it a try.

Revenue collection is important for funding

government’s projects, its provision of services and being able to pay its bills such as salaries and loans. It is even more important now that government has been moving to establish the formal economy as pre-eminent. The underworld economy which, according to Professor Clive Thomas, was between 40-60 percent of the economy has under this government seen stringent measures being put in place resulting in retreat or going further underground, resulting in corresponding impact on money flow and the true measurement of the formal economy. Ridding society of this scourge will not be easy and requires every Guyanese not only being vigilant, but also helping to return Guyana to the path where this crime is isolated.

Businesses that are engaged in legitimate trade would not be unmindful of paying their dues, given that they rely on government to provide proper services via a modernised Customs Unit, roads and bridges to transport products, reliable electricity and water supply to ensure production and make profits, to name some. There is an intertwined relationship between businesses and government and government and individuals. These factors and impact the PPP/C would well be aware of. Therefore, it is not unreasonable, as efforts are being made to eliminate dirty money and return the economy to measuring growth based on legitimacy, fellow citizens would want to count on the PPP/C’s support, not expect opposition.

Seeking political mileage by condemning what would benefit all is counterproductive.

Region Two administration poised to better serve residents Dear Editor CONSIDERABLE gains have been attained towards the delivery of goods and services to the residents of Region Two. The administration, despite criticisms, has strengthened its procurement practices aimed at gaining value for money, particularly in the areas of infrastructural development including the building and maintenance of roads, dams, sluices, schools, bridges and culverts across the region.

The agriculturally dominated region has been plagued in the past with having to endure ageing and dilapidated structures that frequently ruined harvesting and resulted in financial losses to rice and cash crop farmers.

Access dams leading into the rice fields were neglected, while sluices for irrigation collapsed in many areas. Such inconsistencies had a negative effect on the region’s economy which had also led to the abandonment of fertile lands by frustrated farmers.

Presently however, the scenario is gradually being reversed with prudent management oby the administration. Significant progress has since been engineered with the building of new structures that seeks to support the region’s expansion in agriculture. Several villages across the Essequibo Coast are now less susceptible to flooding due to better drainage and irrigation. Rice lands are now enjoying the same conditions resulting in higher yields.

It is evident too that it is due to a collaborative

effort between stakeholders and the administration that has led to the gainful transformation of the landscape and economy of the region. Persons are now willing to engage the administration in exposing deficiencies in the system, as well as providing practical ideas and solutions which have not been ignored.

Residential areas for many years have also suffered due to clogged drains and trenches, as well as overgrown bushes along the pathways. Such conditions have posed a threat to advancing tourism; hence a conscious effort is now being undertaken by the administration to cleanse the environment through community development initiatives and in partnership with volunteer groups and other stake- holders. It is now a foregone conclusion regarding

the present beauty of many sections along the Essequibo Coast and interior locations.

This has also been advanced with the establishment of social parameters which seek to encourage bonding and muchsought relaxation. It is the administration’s mandate therefore to continue the path of securing a good life for all through innovative and strategic means, while fostering a harmonious relationship with the communities. It continues to be a work in progress, but one which will be sustained, advanced and maintained to the high standards that have already been set by the administration.

CGID condemns comments by head of AFC NY chapter Dear Editor THE New York-based Caribbean Guyana Institute for Democracy (CGID) has strongly condemned as “racist,” comments attributed to Dr. Rohan Somar, a head of the New York Chapter of the Alliance For Change political party (AFC). The AFC is part of Guyana’s ruling coalition government. Guyana’s Prime Minister Moses Nagamootoo is an executive member, while Vice-President and Minister of Public Security, Khemraj Ramjattan, is AFC Chairman. The institute said Dr. Somar’s statements have tainted the AFC and called on the party to strongly repudiate

them.

On October 19, 2017, President David Granger invoked presidential powers under the constitution that allowed him to supersede a provision requiring nominees from the opposition leader, and autonomously appointed former Guyana Supreme Court Justice, James Patterson, as Chairman of the Guyana Elections Commission. Demerara Waves online newspaper on November 22, 2017 reported that in an email to AFC leaders in Guyana in reaction to Justice Patterson’s appointment, Dr. Somar allegedly said, inter alia, that “This unilateral appointment by the PNC Executive President of an Afro-Guyanese GECOM Chairman, whether

right or wrong, rips open the scars of PNC rigging the election. You have just thrown red meat to the notion of ‘PNC rigging election’ which, in my view, will cause [the coalition government] to forever lose Indo-Guyanese support at the polls.”

In a statement issued Tuesday by Communications Director Richard Millington, CGID blasted Dr. Somar’s comments as overtly racist. It added that “Dr. Somar’s suggestion that an African-Guyanese Chairman of the Guyana Elections Commission will automatically cause the multi-ethnic coalition government to lose Indian votes is the text book definition of racism and racial profiling. Ram budget review front page in poor taste Dear Editor: I JUST saw in the November 30th edition of Stabroek News, the Focus on the 2018 Budget document produced by Ram and Mc Rae and at first glance it seems a well prepared analysis of the budget.

In my capacity as President of the Guyanese-American Chamber of Commerce, I would like to circulate this document as I have circulated the budget speech to our business contacts.

However, it is a pity that

such an important document would portray a negative image of Guyana through the photo chosen for the cover. I hold no brief for Minister Khemraj Ramjattan, but it is not unusual for us human beings, in and outside of important halls such as Parliament, to 'catch a nap' when we are overcome with tiredness.

We are human.

So, for such an important document which should be circulated around the world to business and other interests to highlight one of our Members of Parliament

DJs called up to help fight gender-based violence

By Lisa Hamilton DISC Jockeys (DJ) from across Guyana were reminded of the various roles they can play in the reduction of gender-based violence during an engagement with the Ministry of Social Protection (MoSP) at the Marriott Hotel on Friday.

The event came about as the MoSP in collaboration with the Sexual Offences and Domestic Violence Policy Unit, observes 16 Days of Activism against Gender-Based Violence which commenced November 25.

The youthful representation of DJs were encouraged to be advocates of change by educating their listeners,

with somethings that I’ve never known, but the most important thing is to spread a no-violence message.”

Sharing similar feelings was Quacy Coates, aka DJ Avalanche, who said that he believes that those who came out to the the event were reminded of their roles as role models of soci-

ety. “Some of the stuff that was said today was really positive and I think that a lot of the DJs here today will take away this and try to give a positive impression to the public,” the DJ began, ”Like one of the speakers said, we are a face out there and many people look up to us.”

The IAC, in this significant commemoration of one who arguably is the greatest human who ever lived and who preached the value of love, sacrifice and compas-

sion, to be positively influenced, so that our everyday interactions with each other, irrespective of ethnic religious and class origins.

The IAC is therefore pleased to join with Muslims here and worldwide to observe this auspicious day, and urge that special prayers be offered for peace, so that our country can move forward with prosperity.

IN recognition of their exemplary achievements and qualifications, Acting Commissioner of Police David Ramnarine on Friday, congratulated those ranks of the Force who recently graduated from both the Turkeyen and Tain Campuses of the University of Guyana.

Ramnarine made the comments at an event he held in the commissioner’s board room. In his congratulatory remarks, the Acting Commissioner applauded the graduates for their efforts but also drew to their attention that they are members of a noble institution whose services are in demand.

Adding that they are now endowed with higher learning, Ramnarine said it is expected and required that their performances on the job, in particular the quality of leadership and supervision they exhibit, must improve to their benefit and that of the organisation and

Bandits rob Shell employee, guard in separate incidents FOUR bandits on two bicycles robbed a ‘Shell’ plant attendant of over $250,000 in gold jewellery at his Kaneville, East Bank Demerara (EBD) home on Thursday night.

The armed robbers escaped with one gold chain and two gold finger rings while the man was in his yard. Reports indicate that two of the robbers were armed with handguns and they dismounted their cycles and entered the Kaneville yard. Upon hearing the footsteps, the plant attendant went outside and was confronted by the perpetrators who had dark-coloured cloth tied around their

faces. He was then robbed at gunpoint before the bandits made good their escape on two bicycles.

Meanwhile, on Friday a 29-year- old female security officer was robbed of her valuables by an armed bicycle bandit while standing on the road in Lamaha Park. Report indicate that the suspect came from the southern side of ‘A’ Field bridge on a bicycle, stopped in front of her, pulled out a hand gun, pointed it at her and relieved her of the property. The bandit who then ordered her to run which she did; made good his escape after.

No shots were fired.

Rosignol farmer wins lawsuit against MMA-ADA A CASH-crop farmer of Rosignol, West Bank Berbice has been awarded in excess of $3.1M after winning a lawsuit filed against the Mahaica Mahaicony Abary, Agricultural Development Authority (MMA/ ADA) for trespass.

Walter Persaud, the farmer at reference,had moved to the Berbice High Court, after the MMA-ADA allegedly removed and took away a portion of his fence at the northern boundary of the said lot.

In doing so, the Authority left about a hundred pepper plants that Persaud had cultivated on the said land at the mercy of animals, looking for untended pasture on which to graze.

The Plaintiff had also testified, unchallenged, that the value of the fence that was destroyed was some $40,000 and that of the pepper plants

that he lost as a result of the removal of the fence was $100,000.

Persaud, through his attorneys Messrs. Arudranauth Goosai and Murseline Bacchus, further claimed that the defendant continued to trespass on a part of the northern portion of his land, the equivalent of about halfa-house lot, which they’d been using as an access dam.

According to documents produced by the Plaintiff, up to May 2011, he was in physical possession of the Lot 83 Rosignol, Berbice land for which he held title by Transport No. 626 of 1995.

Mr Desmond Weekes, a sworn land surveyor, testified that he’d surveyed the disputed area on August 23, 2017 and prepared a sketch plan, which was tendered in Court as Exhibit “E”. He further testified that the area now being used as an access

dam is 955.75 square feet in dimension.

In addition, Weekes gave evidence that he had previously surveyed the said Lot 83 Rosignol on June 6, 2011, and had prepared a plan which is recorded with the Guyana Lands and Surveys Commission as Plan Number 51149, otherwise referred to as Exhibit “C”. According to that plan, the northern boundary of the said land was not breached at that time.

The Defendant, through their attorney Mr. Hari Narayen Ramkarran, S.C., admitted to removing a section of fence from the northern area of the land. But according to its sole witness and General Manager, Mr Aubrey Charles, that section of land was acquired by way of the Mahaica-Mahaicony-Abary Development Authority Act, CAP 70:01 of the Laws of Guyana, hereinafter

referred to as the MMA-ADA Act. Mr. Charles testified that the area was surveyed by one Mr S. Deodat, a certified land surveyor, between December 28, 1995 and March 18, 1996 and recorded by the Guyana Lands and Surveys Commission as Plan No. 27563, tendered as Exhibit “F”.

Based on this plan, it appears that as a result of the construction of a secondary drain (BD-17) by the Defendant, the northern area of the Plaintiff’s land now used as a dam, as shown on Mr Weekes’ sketch plan (Exhibit “E”), was demarcated for such use by the MMA-ADA. Further, Mr. Charles testified that as far as he is aware, the Plaintiff did not object to Plan No. 27563.

However, the Court ruled that the Plan (Exhibit “F”) did not list Lot 83 in the “Area

Schedule” as a portion of private property “vested” in the MMA-ADA as a result of the construction of BD-17, which clearly demonstrates that the Defendant did not even acknowledge that a portion of the Plaintiff’s land is or was being encroached upon in the scheme of the construction of BD-17.

Puisne Judge, Mr Navindra Singh, in his ruling, found that on a balance of probabilities, the Defendant did excavate the drain to the southern portion of Lot 83, and in so doing excluded the Plaintiff from access to the western part of that southern portion of Lot 83.

He also noted that the Plaintiff did testify that in the Rosignol area, a house lot is 4608 square feet (eight rods by four rods) and has a value of $1.5M. This evidence, the Judge noted, was not challenged.

Consequently, with respect to the portion of land at the southern part of Lot 83, the Court awarded the Plaintiff in the sum of $750,000.00 for the damage done to the land; and $1.5M for trespass and loss of use of the portion of land.

Further, Justice Singh, in his judgment, awarded to the Plaintiff against the Defendant in the sum of $3.14M, with interest at the rate of six per cent per annum from July 9, 2013 to October 20, 2017, and thereafter at the rate of four per cent per annum until fully paid.

Further, the Court granted a permanent injunction against the Defendant, its servants and or agents from entering upon or remaining on any portion of Lot 83 Rosignol, Berbice.

In addition, cost was awarded to the Plaintiff in the sum of $160,000.

Guyanese under probe for Cd$119M mortgage fraud in Canada A Guyanese-Canadian Raj Singh-owned Tier 1 group of companies is under investigation into fraud allegations by the Ontario Provincial Police (OPP), involving the use of syndicated mortgage investment funds, according to a November 8, 2017 Globe & Mail report.

“The mortgage pools raised $119 million from 1 500 investors to fund a development group planning to build condominiums and student residences,” the Globe & Mail’s report cited.

A report by an accounting firm, Grant Thorton which has been appointed trustee for the mortgage investors, the OPP’s anti-rackets branch is investigating a condominium project at 28 McMurray St. W. in Bracebridge, Ont. that was one of the developments funded by the syndicated mortgage loans.

The OPP sent a letter to investors in the McMurray project saying it is trying to identify victims and witnesses who will speak to the police.

Grant Thornton said it also contacted the RCMP about the case. The trustee’s report asked for the court’s approval to give police the names of investors in the McMurray loans, and said it anticipates that the police will ask for the names of the investors in the other-related projects as the investigation

continues.

Toronto lawyer, David Franklin, who is representing the investors who lost money in the Tier 1 mortgage pools, said he had contacted the OPP about the case because he was concerned that investors appeared to have lost money due to wrongdoing.

‘They were told these are safe, secure investments, you’ll get eight per cent on your money, it’s good for your retirement and it’s RRSP eligible,’ Mr. Franklin said. Mr. Franklin said he believes the Financial Securities Commission of Ontario (FSCO) took too long to act on concerns about wrongdoing that stretched back for years, and most of the investors’ money has been lost as result.

According to court filings, FSCO suspended the two mortgage broker firms’ licenses in October, 2016, after an investigation concluded that they promoted and sold the mortgage investments in violation of mortgage lending rules. FSCO alleged it discovered numerous conflicts of interest involving Bhaktraj Singh, who was a senior executive at the mortgage broker companies that were marketing the syndicated loans.

FSCO said Mr. Singh was also a “director, officer, shareholder (either directly or indirectly) and/or profit participation interest holder”

The Globe and Mail further stated, “Grant Thornton, which is overseeing 11 companies that held mortgages issued using the investors’ funds, said in court filings it has concluded that most of the companies had loans outstanding for projects run by a group known as the Davies Developers and headed by real estate developer John

Davies. The group included Mr. Singh and others.

Earlier this year, the trustee asked the court to appoint a receiver – KSV Kofman Inc. – to take control of the eight Davies Developers properties. In a report filed in court in June, KSV concluded only a small percentage of money borrowed from the investors appeared to have been used for its intended development purposes, while millions of dollars were paid to the Davies Developers group in management fees, consulting fees, dividends and loans.

Justice Meyers in his endorsement concerning these transactions wrote: “This was apparent on day one.

To answer the systemic cash drain built into the companies by design, Mr. Davies and Mr. Singh would have Tier 1 obtain further public investments. Tier 1 raised funds from real people on the basis than the funds would be lent to a developer on a secured basis to fund a building. But instead, Singh and Davies used new funds to pay accruing interest on earlier investments in other of the 11 companies. That is called a Ponzi scheme.”

We are reminded of Prophet Muhammad’s teachings, which were founded on respect, compassion, love and concern. Those teachings provide an important lesson for us as members of a multicultural, multi-ethnic and multi-religious society even as we work to deepen social cohesion.

The quest for national unity is founded on the principle that every Guyanese has the right to equal access to the nation’s resources, to justice and to a peaceful co-existence. We use this occasion of Eid Milad un Nabi/Youman Nabi to recommit to those principles.

As we reflect on the life of Prophet Muhammad let is personally commit to fulfilling his legacy of peace and harmony. I extend greetings to all Guyanese, especially Muslims at this time of happy celebration and reflection.

Gold board reduces deficit at Bank of Guyana THE Guyana Gold Board (GGB) has reduced its deficit at the Bank of Guyana (BOG) from $14,469,024,924 in November 2016 to $6,764,937,380 in November 2017 as a result of the agency’s capitalising on the spike in gold prices and through tighter spending-control measures.

According to a statement issued by the Ministry of Natural Resources Friday, the deficit was incurred in 2012 and 2013 when the Gold Board borrowed large sums from the national treasury to trade in gold, which resulted in massive losses.

“Since coming into office the APNU + AFC administration has been working assiduously to bring the debt down and to better regulate the sector. These efforts have shown success,” the statement said.

A ‘buffer stock’ of gold was maintained and kept readily available whenever there were spikes in gold prices and this proved to be a redeeming feature which yielded much revenue over the period.

The ministry said not waiting for huge profits but to access profitability of at least US$5 per ounce. The GGB also engaged in conservative derivative instruments as a means of generating additional revenue; the statement said, while noting that the entity’s cost-cutting measures included reduction in the number of flights between Georgetown and Bartica; and streamlining international gold shipments, stringent inventory controls and effective management of operational costs.

That aside, the GGB plans to employ more of the same strategies among other things to bring an end to the existing deficit and move the agency towards greater profitability.

“The Ministry of Natural Resources congratulates the chairman, members of the board, management and staff of the Guyana Gold Board on this stellar achievement and offers its support in the coming year for its efficient regulation of the trading of gold.”

AN anonymous reporting system is being developed by the Bishops’ High School Old Students’ Association (BHSOSA) in light of the recent sexual allegations levelled against Coen Jackson, the school’s Business and Economics teacher.

Sensitisation sessions will also be done to equip students with the necessary information on abuse and the process of reporting any act of abuse or victimisation.

Jackson has been accused of sexually grooming young girls at the senior secondary school. The matter was investigated at the level of the Ministry of Education and the Childcare and Protection Agency (C&PA) and has since been handed over to the police. Commander ‘A’ Division Marlon Chapman told the Guyana Chronicle Friday that Jackson has not yet been interviewed, but investigations are ongoing in the matter.

He was not at liberty to state how many victims have so far come forward.

Jackson for his part has denied the allegations. Meanwhile, the Alumni at its recent extraordinary general meeting Tuesday outlined what it believes to be the way forward for the teachers and students of the senior secondary school. At the November 28, 2017 meeting, which comprised Alumni and 6th Form students, the BHSOSA indicated that mechanisms are being put in place immediately to train teachers to detect and report allegations and incidents of sexual abuse and harassment.

In a statement, the association noted that in collaboration with the C&PA, teaching staff will receive training in protocols for sexual abuse and abuse in general which is aimed at enhancing the capability of teachers to detect and report allegations and incidents of abuse and harassment. Additionally, a recommendation will be made to employ child protection and related policies within the school, a statement from the sssociation stated on Thursday. The association assured that mentoring and counselling for psychological trauma will be implemented with immediate effect and will be available to both students and teachers.

“Sessions co-ordinated and lead by alumni will be held to sensitise the male students of the school about sexual harassment, abuse, gender equality and ethics.

Sessions will commence next week,” the statement added.

by President of the Association, Emily Dodson, said the high school, one of the

leading co-educational institutions in Guyana, is known for its esteemed status throughout Guyana. Dodson noted that while the institution has encouraged its students to not only achieve academic success but to be exemplary and well-rounded students, “recent events have put a negative spotlight on the school and have challenged all, especially The Bishops’ High School Old Students’ Association (BHSOSA), to find immediate solutions.”

The BHSOSA “unequivocally condemns any act of sexual misconduct and abuse against students in and out of The Bishops’ High,” and called on the Ministry of Education to immediately commission an inquiry into the issue of sexual misconduct, abuse and subsequent reporting in the school.

Moreover, the association called for policies and protocols to be put in place to ensure that such behaviour is eliminated and students are encouraged to report such matters without fear of ridicule or repercussions. Dodson said many students and teachers alike have complained that they have been subject to ridicule and abuse by members of the public as they commute to and from school, and called on the public to refrain from acts of aggression and hostility towards teachers and students.

“BHSOSA hereby condemns such conduct and hopes that the Guyana Police Force and other relevant authorities take the relevant steps to protect all students and teachers from such negative behaviour,” the BHSOSA President stated, while assuring teachers and students of the school that the association will ensure that the environment is safe.

“Moreso, to the victims, we reach out to you. We are truly sorry for the ordeals that you have experienced and suffered, and want you to know that we support you. What you experienced is unimaginable, but we want to commend you for your strength and undying resilience. As a result of your actions, a cycle has been broken. If you need any sort of help and support, please contact any member of the Executive Committee of BHSOSA,” the statement said. Additionally, the BHSOSA has called on protestors from protesting in front of the school’s premises so as to ensure that the students are able to be instructed in an environment that is conducive to learning. “BHSOSA thanks the general public and interest groups for their concern with the safety and well-being of the students of the Bishops’ High School and requests

their continued support as we seek justice for victims of abuse,” the statement added.

One of Jackson’s alleged victims recently publicly commented on the matter. On the young woman’s Facebook page, she said she never considered herself a victim of anyone or anything until same was pointed out to her. She noted that as a teenager, she had suffered from depression, which made her an easy target

“for someone I’ve now come to recognise as a sexual predator.” “From the time I was 15, I spent the rest of my years of my life up until now normalising indignity after indignity, so much that when it finally ended, I felt barely human to myself. I couldn’t tell anyone everything that happened to me because the most relatable thing I could say was that I was betrayed; I was also forbidden to speak about it by

the offender. Betrayal is easy to swallow and take pity on,” she detailed.

The young woman said one year after her relationship with Jackson ended she suffered from anxiety attacks and felt ashamed to tell anyone what had happened to her. But it was in September when she met her current partner that she opened up about her experience.

Clifford Reis, chairman/managing-director and a management team hosted a cocktail reception for business leaders and key stakeholders at the Berbice Branch at Main Street, New Amsterdam, on November 18th.

In his brief remarks made at the reception, Mr. Reis said that Banks DIH Limited continues to build on its relationships with key stakeholders including shareholders, customers, suppliers and employees.

The Relationship Festival took the form of an exhibition of the company’s products, cultural presentations and a children’s play park. The first event took place on Saturday at the Scotsburg Community ground on the Corentyne, while the second was held at the Rose Hall/Canje Community Centre ground.

Residents were treated to product-sampling of the newly repackaged Tastee Snacks in a variety of flavours, the new addition to the I-CEE brand Mango and Pear and D’aguiar’s Moscato and Port wines. The kiddies park included face-painting, a bouncy castle and storytelling.

Ambassador Manorma Soeknandan, Deputy Secretary-General, CARICOM Secretariat on Wednesday met with Staff of the Operations and Corporate Services areas of the Bank during an official visit. Representatives from each institution discussed ongoing areas of cooperation, namely the CARICOM Single Market and Economy and CARICOM-EU Economic Partnership Agreement Standby Facilities.

During the meeting, both institutions agreed to develop and share matrices that highlight the major operations being undertaken by their respective organisations to facilitate a more meaningful dialogue and collaborative effort between the two Regional bodies.

“I am particularly heartened by this, because there is a need to work far more syn-

ergistically in the way we interact with our member states,” said Daniel Best, Director of Projects, CDB. “We are also seeking to formalise the frequency of meetings between Operations staff of CDB and CARICOM, with a view to convening on a quarterly basis, where we can share information and strategies at a high level. Outcomes would then be cascaded to our various sector specialists to better inform, wherever possible, how we interact with and support our member countries,” he said.

There will be further opportunities for cooperation as CARICOM moves toward developing its 2020 to 2030 strategic plan.

“Here again, we see possible areas of convergence,” Best said.

“Many sections of the 2020 to 2030 CARICOM plan, particularly those that speak to national and regional outcomes and targets, could be of significance in the Bank’s country strategy planning process and also how we approach our next strategic planning cycle.”

Six Caribbean countries eliminate mother-to-child transmission

THE Caribbean Community joins the rest of the world in observing World AIDS Day 2017 and Secretary General, Irwin LaRocque said through its specialised agency, the Pan Caribbean Partnership Against HIV and AIDS (PANCAP), the Community has been directly engaged with issues relating to this disease since 2001.

He said the importance of a healthy population was underscored by Heads of Government when in the Nassau Declaration of that same year, they asserted that the “Health of the Region is the Wealth of the Region”.

In preserving that wealth, we must be prepared to engage with any threat that diminishes it.

In that regard, the Region has made significant strides in its efforts to reduce the incidence of HIV and AIDS. For example today six new countries will be certified as having achieved the target for elimination of mother-to-child transmission of HIV, Anguilla, Antigua and Barbuda, Bermuda, Cayman Islands, Montserrat and Saint Kitts and Nevis. That is just the latest evidence that the goals are attainable particularly with the requisite support from our international partners.

“Unfortunately, the Caribbean remains one of the most affected regions with serious concern about the increasing prevalence among our youth. It is crucial, therefore for us to maintain and

increase our efforts if we are to reverse that trend and preserve the gains that we have made,” LaRocque said in his message to mark the occasion. He said the ongoing collaboration between PANCAP and the Caribbean Public Health Agency (CARPHA) is a key element as we seek to fulfil the goal of expanding access to quality treatment, care and support of people living with HIV and Aids. To make this year’s observance of World Aids Day meaningful, let us commit ourselves today to the vision of an AIDS-Free Caribbean.

Meanwhile, Michel Sidibé Executive Director of UNAIDS Under-Secretary-General of the United Nations said this World AIDS Day, “we are highlighting the importance of the right to health and the challenges that people living with and affected by HIV face in fulfilling that right.”

He said the right to health is a fundamental human right, noting that everybody has the right to the enjoyment of the highest attainable standard of physical and mental health, as enshrined in the International Covenant on Economic, Social and Cultural Rights. “The world will not achieve the Sustainable Development Goals—which include the target of ending AIDS by 2030—without people attaining their right to health. The right to health is interrelated with a range of other rights, including the rights to sanitation, food, de-

cent housing, healthy working conditions and a clean environment.”

According to Sidibe the right to health means many different things: that no one person has a greater right to health care than anyone else; that there is adequate health-care infrastructure; that health-care services are respectful and non-discriminatory; and that health care must be medically appropriate and of good quality.

But the right to health is more than that—by attaining the right to health, people’s dreams and promises can be fulfilled.

Dr. César Núñez, UNAIDS Latin America and Caribbean Regional Support Team Director in his message said World AIDS Day highlights the importance of the right to health as an essential condition to achieve the end of AIDS by 2030, as set forth in the Sustainable Development Goals. “The right to health is a fundamental human right. It is the right of everyone to enjoy the highest attainable standard of physical and mental health. For the right to health to be fulfilled, it is imperative: -that everyone, regardless of race, sex, ethnicity, sexual orientation, gender identity or social status, has access to the prevention and treatment of any disease, that health is affordable or free-and that quality health services are free from discrimination.”

He said the right to health goes beyond access to health services and medicines. It is also linked to a variety

of important rights, such as access to a comprehensive and quality education, good nutrition and healthy working conditions. Fulfilling the right to health enables everyone to fulfil their promise and

their dreams. “Latin America and the Caribbean have made important progress towards the Fast-Track goals.

Latin America is among the regions of the world with the highest propor-

tions of people living with HIV who know their status and in the Caribbean the proportion of people living with HIV who know their status and are on treatment is over 80%.”

FAO to fund UG Food and Nutrition Institute

THE Food and Agriculture Organisation (FAO) has donated to the University of Guyana (UG) US$30,000 to establish a Food and Nutrition Institute at the Turkeyen Campus, and a further US$100,000 to conduct socio-economic and environmental studies.

International studies show that climate change has started to affect all four dimensions of food security: food availability, food accessibility, food utilisation and food systems stability. It is expected to have an impact on human health, livelihood assets, food production and distribution channels, as well as changing purchasing power and market flows.

Guyana, although known as the bread basket of the Caribbean, has to be ready to face the adverse effects of climate change, said Country Representative of the FAO, Reuben Robertson during UG’s 10th edition of Turkeyen and Tain talks at the Pegasus Hotel on Thursday evening.

“The university is on the right path for forging right partnerships for re-

source mobilisation, enhancing the quality of its programmes, expanding to new frontiers and research from high-quality technical services,” said Robertson.

The FAO sees UG as an important partner, said Robertson, adding that they have taken a decision to partner with UG to make things happen in Guyana.

They intend to start by ensuring that Guyana stays in line with number two of the Sustainable Development Goals of 2030 which states: “end hunger, achieve food security and improved nutrition and promote sustainable agriculture.”

Robertson believes that the Food and Nutrition Institution will serve as a tool to enhance good governance of food and nutrition in Guyana. In addition to the new institution, the findings of the potential socio-economic and environmental studies will be added to the FAO’s national comprehensive proposals for adaptation to climate change in the agricultural sector.

Cremation halted … as son is being probed over father’s death

THE cremation of a 54-year-old mechanic of Lot 60 Friendship, East Bank Demerara, was halted after allegations surfaced that his 20-year- old son was involved in his demise.

Dead is Parsram Mathura whose cremation was planned for this Sunday at Kashi Dhaam, West Coast Demerara (WCD). Relatives of the family in an interview with this publication said, that his son Mark Mathura is innocent since his father suffered a prolonged liver problem and was in and out of the Balwant Singh Hospital.

Reports indicate that the son lived with his father and a report was made at the Grove Police Station on November, 27, 2017 when the senior Mathura died at home. A police constable had visited the house and found Dead: Parsram Mathura no marks of violence on the body.

This is days after he was seen by a doctor at Balwant Singh Hospital. The cause of death was given as hepatic cirrhosis Cirrhosis changes the structure of the liver and the blood vessels that nourish it. The disease reduces the liver’s ability to manufacture proteins and process hormones, nutrients, medications, and poisons.

It was further learnt that after an allegation of foul play was made by relatives, the son was taken into custody and a post- mortem was ordered by the police as investigations continue.

Mark Mathura has denied any involvement in his father’s demise. The post-mortem is planned for Monday.

The adverse effects of

climate change have been evident in Guyana since 2005 when almost the entire country was flooded due to heavy rainfall. According to Griffith, the damages incurred during that period had cost the country US$450 million, which is almost 60 per cent of the country’s Gross Domestic Product (GDP).

As time goes by, the UG Vice Chancellor believes that those effects will become worse, so Guyana needs to be prepared for the

adverse conditions that it might face as sea level continues to rise due to global warming.

He reminded the audience that Presidential Advisor on Petroleum, Dr. Jan Mangal had warned the country that although Guyana’s future is exciting because it will soon be an exporter of petroleum, people need to be aware that no amount of oil money will save them if they do not prepare to deal with climate change.

Gov’t takes Christmas cheer to Leguan …close to 200 children receive toys

THE faces of close to 200 children lit up with excitement on the Island of Leguan, when they were presented with toys by Minister of State Joseph Harmon and the Social Protection Minister Amna Ally on Friday.

The State Minister and Minister Ally had journeyed to Leguan, a small island situated in the delta of the Essequibo River, Region Three, to launch the Social Protection Ministry’s Christmas programme. The event coincided with the celebration of Youman Nabi – a day set aside to honour the birth of Muhammad, the founding prophet of Islam. At the Maryville Primary School, the children, bubbling with excited anxiously awaited their gifts. In delivering brief remarks during a simple ceremony in the school’s auditorium, Minister Harmon, who was visiting the island for the first time as a Minister of Government, said he was honoured to be invited by Minister Ally to participate in the launching.

“As you know, Christmas we celebrate the birth of Christ and today Youman Nabi we celebrate the birth of the Prophet Muhammad, and so in this period of celebration I want to say to you that your government has seen it important enough to ensure that we share that Christmas spirit or that Christmas joy

with you,” Minister Harmon told the children, parents and teachers present.

He said the gifts received are from a “caring and loving” government.

Social Protection Minister Amna Ally who spearheaded the initiative, said the distribution of gifts to the children of Leguan marks the launch of her ministry’s Christmas programme.

“We consider you, Leguan, to be very important,” Minister Ally told those present. She said while President David Granger could not have attended the celebration, he sent his greetings.

The Social Protection Minister, in noting that the of-

ficials have been frequenting the island, said Leguan is high on the government’s agenda.

“Leguan is high on our agenda for development and that is why since we came into government we have been able to do your roads,” she pointed out while assuring residents of the “Good Life.”

Head Teacher of the Maryville Primary School, Juliet Augustus, praised the government for launching the Christmas programme in Leguan. “I am very happy that they have brought this venture to Leguan. The children are very excited, they are happy that they [have] gotten gifts even before they had the op-

portunity for Christmas. It’s a good thing because it is a time of sharing and of giving,” she told the Guyana Chronicle.

She told this newspaper, that Maryville Primary School, with a student population of 85 children, is among four primary schools on the island. There is only one secondary school on the island, the Leguan Secondary School. It is estimated that Leguan has a population that is less than 3000 people. “The population is dwindling, persons are migrating for better job opportunities,” Miss Augustus said. She has been a teacher at the school for the past 27 years.

Ex-wanted man ‘Don Dick’ executed

POLICE are hunting a suspect in what appears to be the murder-for-hire of Good Hope, East Coast Demerara resident, Roger Bumbury, better known in the underworld as “Don Dick”, early Friday morning.

The person of interest was reportedly seen running away from Bumbury’s Phase Two, Good Hope home, which, according to the police, is where the ‘hit’ was executed at around 00:45hrs.

The police say that their investigations thus far have revealed that the victim, whose character is questionable, was asleep in a hammock in his verandah when the attempt was made on his life.

They also say that at the time of his demise, the 47-year-old, who, as far as they know, was unemployed, had a matter pending in court for wounding a man back in March of this year.

They say that according to his reputed wife, she was awakened by several loud explosions, and upon checking, saw Bumbury lying in a pool of blood on the kitchen floor.

The deceased, who sustained gunshot injuries to the head, was pronounced dead on arrival at the Georgetown Public Hospital Corporation (GPHC).

Three spent shells and a warhead, all belonging to a small-calibre weapon, were reportedly retrieved by the police at the crime scene,

established, from the look of it, the shooting appears to have been a well-orchestrated execution, according to people in the area.

After being on the run for five years, Bumbury was picked up in April 2011 by police ranks.

He was among a list of 42 most wanted men for whom the Guyana Police Force had issued wanted bulletins.

Bumbury, back then, was wanted for questioning in connection with a series of robberies under arms.

Law enforcers had also fingered him in the kidDEAD: Roger Bumbury but no arrests have yet been made.

According to relatives of the deceased, he usually sleeps in the verandah in a hammock, which has since been taken away by the police.

It was they who told the Guyana Chronicle that people in the village reported seeing a man wearing a ‘hoodie’ running away from the crime scene, and telling the neighbours as he fled that ‘A man just get shoot.’

And while they neither denied nor conceded that the father of two was no saint, they said that as far as they know, he had no other pending matters, except for the fight he had with a guy in March this year when he was stabbed in the shoulder.

Greater emphasis on combating child abuse in 2018 –Min Jordan THE Childcare and Protection Agency (CPA) under the auspices of the Ministry of Social Protection, will continue to engage in public awareness and community outreaches to combat child abuse and violations of children’s rights in the new year.

During the 2018 budget presentation, on Monday, at the National Assembly, Minister of Finance, Winston Jordan said the programmes will be geared to strengthening the family unit, whilst ensuring the rights of children are upheld and respected.

This is in keeping with the government’s agenda to uphold family values and mold the nation’s future leaders. The Finance Minister in his report stated that the CPA will host a Structured Family Conferencing session, targeting 65 families that aims to develop amicable solutions for childcare problems. According to Minister Jordan, over 30 communities and religious groups across the country are expected to participate in the community-based child-focused initiatives and parenting programmes.

It was highlighted that the launch of the National Multimedia Child Abuse Awareness Campaign, earlier this year, focused on strengthening vulnerable families through capacity building measures to undertake the role of parenting. This initiative saw 342 families in Region 1,3,4,5,6 and 10 benefitting and led to the continued increase of capability building of child protection workers.

‘Mind your own business’ – magistrate tells woman

A 38-YEAR-OLD psychiatric patient was sentenced to six months in prison

by Chief Magistrate Ann McLennan for threatening to kill his neighbour and lover.

Alphonso Brian of Leopold Street, Georgetown was charged for threatening to kill his neighbour, Onika Nedd, on November 27. He was also charged for maliciously wounding her.

The unrepresented man,

confessed to the threatening language charge but denied the other charge. According to reports, on the day in question Brain rushed over to his neighbour’s yard and broke down her door. Brian, allegedly pushed the woman into a wall causing her to sustain injuries. The man reportedly told the woman that he was going to kill her.

Police Prosecutor Arwin Moore told the court that the accused is a psychiatrist

patient at the Georgetown Public Hospital and is using medication.

Moore further added, that according to the facts Brian told Nedd that he would kill her and his sister would have produced his mental certificate and he would have gotten off easily.

Additionally, Brian was charged for using threatening language towards his lover, Nicolette Martin. He pleaded guilty to this charge.

Martin, who was in court explained that she and Brian were in a relationship and he would give her ‘gifts’ and ‘do things’ for her. However, the woman pointed out that the man became abusive when she refused his gift and threatened to kill her.

The woman further related that she was confronted by the defendant’s sister who accused her of being a ‘gold digger’ and broke her cellphone that Brian had bought for her. The Magistrate then called the defendant sister to address the accusation that the woman was making.

“Your worship I came back from Barbados after I heard about this woman using my brother… My brother never been in a relationship in his life” the sibling told the

court.

“Your bother is a big man let him make his own decision! You left Barbados to come to Guyana and got involved in your brother’s relationship! Mind your own business” the Magistrate scolded the woman about her actions. Nedd and Martin further told the court that Brian’s sister aided him in his assaults against them since she would hand him weapons and threatened them also.

After almost an hour-long hearing, the Magistrate sentenced Brian to six months jail each on the threatening charges. The sentencing, however, will run concurrently.

He was remanded to prison until December 7 for the wounding charge.

GRA takes anti-liquor smuggling campaign to Essequibo CUSTOMS officers of the Guyana Revenue Authority (GRA) last Saturday supervised the installation of Excise Stamps on approximately three thousand bottles of imported liquor during an exercise at Anna Regina on the Essequibo Coast.

Some of the said products were detained following a recent enforcement exercise but subsequently released after the duties and taxes were paid. The undertaking is in keeping with the Customs Act and Provisions under Section 212 (1) of the Regulations, which makes it mandatory for Excise Stamps to be affixed on every package or unit of alcoholic products

Retailers in Essequibo affixing Excise Stamps on importer liquor under the supervision of GRA Officers and every package or unit of tobacco and other manufactured tobacco products and substitutes.

According to a release by the GRA, the affixing of the excise stamps on units of imported alcohol and tobacco products is an anti-smuggling measure that will aid in enhancing revenue for the country and curtail the illicit trade of these high duty goods. The programme was launched in early November, followed by a countrywide exercise by the GRA , to ensure every retail stock of alcohol and/or cigarettes is enlisted and stamped.

In the process, businesses and persons selling alcohol and tobacco will be required to present documents and supporting evidence to validate the legality of the imports and that the full duties and taxes are paid. They will also be required to complete the registration and inventory forms and submit to the Excise Stamp and Environmental Levy Section, Customs, Excise & Trade Operations of the GRA. Thereafter, officers will supervise the affixing of stamps on each unit of such products.

While conducting the exercise on Saturday, the team from the GRA’s Excise Stamp and Environmental Levy Unit also sought to register wholesalers and importers in Essequibo.

Training for staff at the Anna Regina, Integrated Regional Tax Office (IRTO) was also provided.

District 10 continue run as most successful team at Nationals … Williams closes off with yet another record

DANIEL Williams gained another record in the Boys’ Under-18 400m, as he closed off a sprint treble, helping Upper Demerara/ Kwakwani (District 10) to successfully defend National Schools Cycling and Track & Field Championships The event which concluded last evening at the National Track and Field Centre also saw an Under-16 sprint treble from Deshanna Skeete.

With an impressive lineup of outstanding athletes in the track and field competition, the District’s win was imminent, so it was just a matter of formality when the Lindeners were officially declared

winners.

This marks the third consecutive and 16th overall title for the District, leaving them to continue as the most successful District in the history of the Championships.

Of the 15 competing teams, District 10 once again proved that they had the best rounded team of the lot, and in the end amassed 67 points to outclass the competition.

The ever-improving South Georgetown (District 13) saw their team advance to second place after finishing with 59 points, beating out last year’s second-place winners, North Georgetown (District 11) by just one point.

The 56 points that West Demerara (District 3) put together was enough to see the team remain in fourth, while East Georgetown (District 12) and Bartica (District 7) shared fifth place with 44 points apiece.

As the six-day-long competition came to a close, all eyes were on World Youth Championships silver medallist Daniel Williams in his pet event – the 400m and he did not disappoint.

Clocking 49.84 seconds in the quarter-mile, Williams erased yet another Jason Yaw record, leaving him with the legacy of having broken a record in each of his individual events at the

Championships.

Earlier in the week he set the Boys’ 100m record at 10.65 seconds and the 200m record at 21.78 seconds.

Skeete also got in on the record-breaking action with a new record in the Girls Under-16 200m with a time of 24.97 seconds.

For yesterday’s 400m she took the win in 57.96 seconds.

Williams and Skeete, were just two of a host of Linden athletes who excelled at the Championships throughout the week. There was also Chantoba Bright, who set a 5.82m record in the long jump and won the triple jump yesterday with a distance of 11.90m, and

middle distance runner Murphy Nash, who set a few records of his ouw in the Boys’ Under-16 category.

Notwithstanding their dominance, however, Linden were not the only District with remarkable athletes. District 13’s Anfernee Headecker had an impressive run in the Boys Open 5000m to win the event yesterday with a time of 16:31.60s.

During the week he had already taken the Boys Under-20 800m and 1500m events.

Other standouts for the week included District 3’s Joanna Archer, District 4’s Toyan Raymond and District 15’s Laurindo Prince.

St Angela’s off to winning start as MoPH/Smalta Girls begin

to the 2017 MoPH/Smalta Girls Under-11 football tournament when they managed 1-0 wins over North Georgetown and Redeemer respectively.

The defending champions were led from the front by captain Nakisia St Jules in the first round when they beat North Georgetown 1-0.

In the first game of the day, West Ruimveldt defeat-

ed F.E Pollard 2-0. Nalvia Thomas and Akila Smith were the two scorers in the 15th and 25th minutes.

Game two was all South Ruimveldt and their 1-0 win over Stella Maris through Shanera Barker in the 23rd meant that they were in the winners’ circle for round one.

Tucville won via walkover from Enterprise with

Sophia winning in similar fashion over St Pius, and Redeemer over School of the Nations.

St Pius gained a walkover from Enterprise, Tucville won against Sophia in the same fashion with North Georgetown also ‘walking-over’ School of the Nations.

FIFA 2018 Russia teams drawn

(REUTERS) - The favourites to win next year’s World Cup in Russia were given navigable paths to the last 16 with the coaches of Germany, Brazil, Argentina and Spain having reasons to feel reasonably optimistic after yesterday’s draw.

(REUTERS) - England captain Joe Root’s impatience to resume hostilities with Australia at Adelaide Oval after a week of offfield distractions was palpable on the eve of the first day-night Ashes Test yesterday.

While his Australian counterpart Steve Smith basked in the confidence that comes from scoring an unbeaten 141 to lead your side to a 10-wicket victory, Root fielded questions about Ben Stokes, Jonny Bairstow’s “headbutt” and Moeen Ali’s finger.

After suggesting that England would use as motivation Smith’s uncontrollable laughter during the post-match press conference at the Gabba on Monday, he quickly added that he would prefer people were talking about cricket.

“It’s quite an insignificant part of what is an important series. The cricket is what should be the main focal part of what we are about,” Root said.

“Our responsibility as players is to

make sure that for the rest of the series that is the stuff that is spoken about, what we do on the field.”

Root also wanted to “move on” from the Stokes saga, as much as he was excited by the prospect of the suspended all-rounder getting back out on a cricket pitch in New Zealand.

Much as he wanted to move on, though, the questions kept returning to the sledging of players on the field, which Root said he was all in favour of, as long as limits were respected.

“There are certain things that people know they shouldn’t say on the field,” he said.

“I think it’s important that both sides, not just one side, get that right and don’t overstep.”

STRIKER Kester Dundas banged in the solitary goal of the Hamilton Green football championship final against home side Winners Connection to give the Guyana Police Force their second Hamilton Green title.

Dundas’ goal in the 78th minute of play was the result of a received cross from Rawle Haynes down the right flank Playing on a bigger outfield at the MSC ground the lawmen were not as dominant as one expected but their opponents were not up to scratch, as they struggled in the first half to outplay each other.

However, as the second half got underway the Linden side looked better, but the City-based team always were on the hunt for top honours as they pressured the Linden side at midfield and were able to come away with some close shaves.

The second half was more up-tempo and competitive as Winners Connection saw veteran Rawle

Changes by Police were not far off with Dundas coming on around the 68th minute. Ten minutes later he was able to unlock Connection’s defence and find the back of the net against a dazed Linden side. This dented the hopes of a victory after being competitive, at the very least, in this encounter.

The Police side are on a good run of football performances. They have been the side to beat outside of the Guyana Football Federation’s Elite League.

Their manager Keyron Boston said he was satisfied with the win although they could have played better ahead of another final which they will contest tomorrow in the City.

California Square, Norton Street go big as Guinness Nationals continue CALIFORNIA Square and Norton Street were big winners in identical ways after scoring Guinness Goals during the Guinness Greatest in the Streets regional playoffs on Thursday.

Played at the National Cultural Centre tarmac, the first game saw the California Square unit beat Stabroek Ballers 3-0 thanks to Wesley Greenidge’s Guinness Goal in the 18th and David George’s opener in the 4th.

A Guinness Goal occurs when a team scores within the last three minutes of the game. The goal is counted as two strikes.

In a carbon copy game, Quincy Ashby

scored in the 18th to give Norton Street a 3-0 win against Sophia Bullies after Sherwin Chase had scored in the 4th minute.

Kingston were 1-0 winners against New Market Street in game three thanks to Sherwin Vincent in the 6th minute while in game four Upsetters upset East Front Road by the same margin thanks to Joash Figueira in the 14th minute.

Games five and six were also needling affairs, as North East La Penitence overcame Festival City 1-0 thanks to Rawl Audain in the 9th while Roy Cassou’s 15th minute strike helped Ol Skool Ballers edge Gaza Squad.

Jumbo Jet Race of Champions cancelled

THE Rising Sun Turf Club’s planned eight-race Race of Champions meeting which was scheduled for tomorrow at the club’s facility, West Coast Berbice, has been cancelled.

According to the club’s race organiser Nasrudeen Mohamed, the event has been cancelled because of the very poor entry of horses as well as the poor weather that has affected the conditions of the track.

Mohamed said he will now focus on the Guyana Cup Rematch which is billed for December 31 and which is expected

to attract Guyana’s best racing animals as well as those from neighbouring countries.

Among the horses expected to be part of this exciting meet are: Princess She’s Not, Storm Bird, Just Call Me Boss and the undefeated champion Vera’s Finally.

Just Call Me Boss returned to winning ways two Sundays ago at the Port Mourant meet.

Storm Bird won with more than 10 lengths in at the same meet two Sundays ago, winning the 1200m race for horses classified H1 and Lower.

Adessa Albert, destined for greatness SHE’S a powerhouse on the track, from her athletic build to her speed. She commands attention when she charges, if for no other reason but because she’s just nine years old.

When you find out that she’s from the mining town of Linden, you begin to understand the skills of this Pee Wee - Adessa Albert.

Albert just this week gave a few eye-catching performances in the Girls’ Under10 category at the National Schools Championships.

Those performances included new records in the 100m and long jump event, as well as taking the age group Champion title.

It was in the sprints that spectators truly sat up and

paid attention to the little Amelia Ward’s Primary School student, particularly in the 100m races.

In her heat Albert ran the record-breaking time of 13.70 seconds, erasing a three-year-old 14-second record by Odessa France.

When Albert returned in the final on Wednesday she won the event in 14.16 seconds, still a sight to behold as the petite girl in yellow and black outclassed her competitors.

Over at the jumping pit she set the long jump record at 4.03m, erasing a previous 3.89m record, etching her name in the record books in her second year at Nationals.

She also took gold in the 200m, which she won in a

time of 29.49 seconds; while she finished second in the 400m with a time of 1:12.31s.

Grooming to perhaps one day becoming the next big sprinting female in Guyana, Albert is another protégé, of renowned Linden coach Johnny Gravesande.

The man behind the likes of World Youth Championships silver medallist Daniel Williams, and CARIFTA Games multiple gold medallist Chantoba Bright.

Albert has been under Johnny's tutelage since the age of six.

Her accomplishments are coming as no surprise to her beaming mom, Kaisha Cummings, who began to observe Albert's capabilities from a very young age and, encour-

aged by her daughter’s natural love for running, wanted to see how far she could go.

"We didn’t decide for her to be an athlete she just loves the sport itself. She just likes running. If you send her out she would just always run instead of walk," Cummings shared "We saw that she had potential, so we decided to join her in a club and see how she would perform. Since then she would be performing at different events."

Born at the Mackenzie Hospital, Albert began testing out her skill against others her age when she was three years old and attended nursery school.

“She used to attend Royal Arts of Learning in Amelia’s Ward, and they would have sports and the children would take part so she took part from the first year of nursery.

And from there she just continued running,” Cummings recalled.

However, because the school was a private one it did not take part at the inter-school level of sports, limiting Albert’s chances of going to Nationals. So her mother transferred her to the Amelia's Ward Primary, in 2015, to open up a door for her daughter to showcase her skill.

That very year Albert qualified for Nationals and performed in the Girls Under-8 category. Even then, seeing this little girl charging to win after win had many commenting of the promising prospects for this young lady.

Her mother boldly declared that she has high hopes to see Adessa go far.

“I have future plans for her in athletics. Maybe even the Olympics.”

Sky Plus 20 percent offer closes on December 5

To this end, racehorse owners have until December 5 to cash in on the Sky Plus 20 percent offer.

Information released to this publication indicated that racehorse owners will be entitled to a 20 percent discount on entries for horses paid in full, in cash, on or before

December 5.

Further horserace owners will be given the privilege to choose a gate number once registration is completed before December 5.

To date close to 40 of the country’s best racehorses have confirmed participation for the seven-race meet which will see more than $4M in cash

and trophies up for the taking.

The feature event is open to horses classified `D’ and Lower over 880 yards with $400 000 going to the winning stable.

The `H’ and Lower animals will also battle over 880 yards and the winning stable will earn $260 000, while the `I’ Class horses will race for

660 yards for the $200 000 first prize.

Horses classified `K’ and Lower will contest 660 yards and will have a first prize purse of $140 000.

There will also be three races for `L’ and Lower horses and two of these races will see the horses gallop for 660 yards to win the first prize

package of $100 000 each.

The other `L’ Class event will be an 880 yards contest and carries a first prize worth $100 000 also.

The champion jockey, the champion trainer and the champion stable will all receive trophies, compliments of Trophy Stall of Bourda Market, Georgetown.

Jaguars reply strongly to Pride’s 294 SCOREBOARD

By Rajiv Bisnauth LED by an attractive 79 from Chanderpaul Hemraj and a patient 52 from Tagenarine Chanderpaul, hosts Guyana Jaguars staged a strong reply to the Barbados Pride’s first-innings total of 294 at the close of the second day of the fifth round Cricket West Indies (CWI) Professional Cricket League (PCL) four-day game at the Guyana National Stadium, Providence, yesterday.

The three-time defending champions were 180-4 at stumps in a shortened day.

Veteran batsman Shivnarine Chanderpaul is unbeaten on 15 while nightwatchman Gudakesh Motie is on three.

The Jaguars resume today with a first-innings deficit of 115 runs with six wickets in hand.

After bowling out the visitors inside 6.3 overs in the day’s play, Hemraj and Tagenarine Chanderpaul added 115 for the opening stand which gave the hosts the added momentum.

The 24-year-old Hemraj’s aggressive innings was decorated with nine fours and four sixes off 117 balls; which set the tone for his team's chase.

Tagenarine, on the other hand, was a bit more circumspect as his gritty 52 came off 152 balls with just four fours.

(5-59) when he removed the visitors’ last three batsmen.

Resuming at 282-7, the tourists could survived only 6.3 overs into the day’s play, as Justin Greaves (72) and Mario Rampersaud (4), both failed to add to their overnight scores. Jomel Warrican (11) was the other batsman to have been dismissed.

The run chase then began in a positive manner, with Hemraj as the aggressor of the two openers. The pair settled in nicely and by tea

the defending champs had already raised their 100 runs without any hiccups.

The runs continued to flow after the session especially off the bat of Hemraj. However, a mix-up saw Hemraj dismissed. The Jaguars then lost skipper Leon Johnson bowled by Jonathan Carter for two, at 120-2.

Taylor, Nicholls put New Zealand in control ESPNCricinfo) - Over the last year across formats, Ross Taylor has often consumed too many deliveries to kick his innings into gear.

He had made 12 off 32 after weathering a testing first evening, but in favourable batting conditions on the second day, Taylor’s positive intent was evident from the outset. He added 54 off 74 balls to carry New Zealand to 181 for 3, a lead of 47, at lunch on the second day at the Basin Reserve.

When he defended, he did with soft hands, looking for singles either side of the wicket. When West Indies’ seamers offered width, he slashed behind point and drove through cover. Sunny overhead conditions offering no lateral movement aided his strokeplay.

When West Indies switched to using the short ball as a tactic, just like New Zealand had done on the first day, Taylor took on the pull, albeit with middling success. He scored 20 runs through third man, 19 through cover and 13 behind square on the leg

side, those three areas producing 79% of his runs.

Henry Nicholls, a naturally attacking player, too found his fluency immediately. He opened his account with a flick behind square for four off his first delivery. He did leave well thereafter, waiting for West Indies to stray into his pads to accumulate his runs.

Kemar Roach produced West Indies’ only wicket of the morning with an unplayable delivery. Bowling from around the wicket in the 48th over, he got one to pitch outside leg and jag away prodigiously off the seam.

On 42, Raval, prodding from the crease, didn’t account for as much movement and edged behind. An inch shorter and the ball would have beaten the edge. An inch fuller and Raval would have got behind the line.

The bowlers lacked the discipline thereafter, conceding seven no-balls, and giving New Zealand several boundary-hitting options.

All it did was put them all but out of the Test.

GDF retain Terrence Ali C/ship for 16th consecutive year … Allicock voted Best Elite, Moore Best Youth

By Michael DaSilva THE Guyana Defence Force (GDF) Boxing Gym successfully defended their Guyana Boxing Association GBA)/Terrence Ali National Open Championship title for the 16th consecutive year.

At the National Gymnasium on Mandela Avenue, the action on Thursday featured the final in all weight divisions.

In addition, Forgotten Youth Foundation’s (FYF) Keevin Allicock was adjudged the Best Elite Boxer on show, while Christopher Moore of the Vergenoegen Boxing Gym (VBG) was voted the Best Youth Boxer.

Joann Williamson of the GDF was adjudged Best Female Boxer.

The Best Coach award went to Terrence Poole of the GDF, while Romona Agard was awarded the prize for the Best Referee/Judge.

The runner-up gym award went to FYF. The GDF won five of the 10 finals they contested in the Elite category, while FYF won two of their three finals.

Rose Hall Jammers (RHJ) won both of their male Elite bouts and followed up with a victory in the Female category.

Akiemo Watts of the GDF gym started the title defence on a winning note by securing a points-decision win against FYF’s Richard Subrattee in a junior flyweight contest.

He was followed by Colin Lewis who caused the referee to stop his junior welterweight contest against

Guyana Police Force’s Dewani Lampkin.

Desmond Amsterdam (GDF), fighting in the middleweight division, then gave the soldiers their third win as he stopped his team mate Joshua Fraser at two minutes 28 seconds of the first round.

The Army’s two other victories were both all-GDF

Harmon pledges Government’s continued support for ‘Nationals’ … promises upgrade to National Track and Field Facility

MINISTER of State, Joseph Harmon, pledged government’s fullest support for the National Schools athletics, swimming and track & field championships, calling it “an investment into the future,” as the curtain came down on the 57th edition of the games.

“By providing better facilities, we are allowing our young people to shine and to set new standards,” Harmon said during his short but candid address at the closing cer-

emony last evening.

It was the first time in the history of the games that the championships took place on Guyana’s lone synthetic track, and Harmon promised “next year, when you come, we’ll have better facilities here (at Leonora). I’ve already spoken to the manager Mr (Trevor) Williams, Mr Christopher Jones (Director of Sport) and Minister (George) Norton.”

“I must say that as athletes, you represent the future of Guy-

ana, you represent the health of our nation, and I want to encourage you to make healthy choices in your life, because you, as athletes are the ones to make us proud,” Harmon said.

Harmon also brought kudos from President David Granger, who he said was impressed by the performance of the athletes and the organising of the game.
