President lauds Guyana/India ties as India celebrates 66th Republic Anniversary PRESIDENT Donald Ramotar last evening congratulated the Indian Government on behalf of the Government and the people of Guyana as the Asian superpower celebrated its 66th Republic anniversary.

Speaking at a ceremony at the Georgetown Club, the President lauded the ties between the two countries, and noted that the Republic has been a good friend of Guyana since relations were established in 1966.

He recalled his recent state visit to that country and said he welcomed help and cooperation in several areas offered by Prime Minister Narendra Modi. The long-standing relationship has been of great mutual benefit to both sides. The recent approval of a line of credit for the construction of the East Bank road link to the East Coast, and assistance for the acquisition of an ocean-going

ferry will give momentum to Guyana’s infrastructural development.

He described India as one of the former colonies that has developed its science and technology, noting that “India is now reaching to the stars and their rockets are now investigating the solar system”.

He also praised the Indian Prime Minister for moving to establish a Centre of Excellence for Information Technology in Guyana, saying that it will also be a tremendous boost for the country.

“As the world moves into an era of seamless connectivity through the internet and high speed global telecommunications, there is promising potential for pooling our strength to ensure sustained economic development and progress in not only existing, but also in new and innovative sectors”.

He also expressed his appreciation for the assistance in building Guyana’s human development via programmes such as the Indian Technical and Economic Cooperation (ITEC) programme in key sectors such as agriculture and health. Efforts by India to help modernise the local sugar industry were further acknowledged.

In conclusion, President Ramotar said India remains an important partner in an international environment that presents many challenges for developing countries.

“We will collaborate with India in various fora to address these challenges with a view to promoting solutions adopted by developing countries for acceptance by the international communities and the developed world in particular”.

Acting Indian High Commissioner, Madhumita Sengupta, highlighted

that her native country was deemed a sovereign, secular and democratic state when it was declared a Republic some 66 years ago, on January 26, the date on which the Constitution of India came into force in 1950, replacing the Government of India Act (1935) as the governing document of India. The Constitution was passed by the Constituent Assembly of India on November 26, 1949, but was adopted on January 26, 1950, with a democratic government system, completing the country's transition toward becoming an independent republic. The acting high commissioner noted that the newly elected government will continue to build on the gains achieved since the economy was liberalised in 2001.

She added that the coun-

try is playing an active role in international organisations such as the United Nations, where it is contributing to the maintenance of peace and security.

Sengupta also announced the granting of visas automatically to Guyanese visiting the country as tourists. “Our warm and cordial relations with Guyana are based on historic and cultural links, shared values of freedom, equality and belief in unity and diversity”.

She added that the recent visit to India by President Ramotar has added impetus to the warm relationship already exiting between the two countries, and congratulated his achievement of being awarded Pravasi Bharatiya Samman’, the highest honour conferred on overseas Indians and

people of Indian origin (PIOs). The President received the award for his immense contribution in the field of public service, and for fostering ties between India and Guyana during the Pravasi Bharatiya Divas celebrations.

She also mentioned the ITEC programme which has seen her country providing technical assistance in several sectors to Guyana.

Guyana’s role in the fields of environmental issues and climate was further noted by Sengupta.

“India is committed to maintaining friendly and cordial relations with all its neighbours and all the countries of the world, and continues to share the experience of its development with its sister countries,” she said.(GINA)

Workshop on Rethinking the Millennium and Sustainable Development Goals THE University of Bern in Switzerland embarked on an International Research Project using an attitude survey. The purpose of the project was to investigate national policy priorities in five developing countries. These countries include: Guyana, Malawi, Nepal, Sierra Leone and Turkey. The findings of the survey allowed researchers to ascertain how policy stakeholders recognise developmental challenges and also how they identify their own priorities and goals. These goals originated from the United Nations Millennium Development Goals on education, HIV/AIDS and poverty, and also they aim at presenting a summary of their results of the survey. A workshop on these results will be held at the International Conference Centre, Liliendaal, Greater Georgetown tomorrow at 9:00 hrs.

CSEC, CAPE exams rescheduled to mid-June - following consultations between Gov't, CXC

By Ravin Singh WITH General and Regional Elections in Guyana slated for May 11th, 2015, which would have resulted in a clash with a few Caribbean Secondary Examination Certificate (CSEC) and Caribbean Advanced Proficiency Examination (CAPE) examinations, Minister of Education, Priya Manickchand yesterday announced that new dates for the sitting of these examinations were approved by the Caribbean Examinations Council (CXC) following a series of consultations.

The minister’s disclosure was made at a press conference held at the National Centre for Education Research and Development (NCERD), where she was joined by the Registrar of CXC, Mr Glenroy Cumberbatch and senior Education officers. She informed that the new dates for the examinations which should have been written on May 11th and 12th, 2015, are now scheduled to be written on June 15th and 16th, 2015, respectively.

decision was taken to reschedule the examinations.

BEST INTEREST OF CANDIDATES She explained that at all times during the discussions and deliberations, the Ministry’s paramount consideration was the best interest of the candidates. She said the Ministry of Education is “always keen to ensure that examinations are conducted in a smooth and effective manner” through consultations with the CXC and other stakeholders.

MATURE & CIVILIZED On the issue of General Elections being hosted on the same day the exams were scheduled, Minister Manickchand said her ministry was not “overly concerned” about security related issues as it is expected that the Guyanese public will maintain “mature and civilised” behaviour in the execution of this very necessary democratic right which entails choosing a government for our country.

She said, however, that their major concern was “how to use the place of polls to conduct exams under exam condition at the same time as voting would take place.” As such, the decision was taken to reschedule the CSEC and CAPE exams so as not to in any way disadvantage the students.

CXC’s Registrar, Glenroy Cummerbatch also added to the discussion, stressing that “the principal concern was to ensure that these candidates who registered to write CSEC and CAPE, had the opportunity to write them in the conditions that they would normally write day-to-day.”

He explained that if schools were to be used as polling stations on the same day, it would mean that the two activities would have been competing. Therefore, it was necessary to ensure that the candidates are not disadvantaged in anyway, he said.

The second consideration, according to Cumberbatch, was the integrity of the paper getting to and from the examination centres.

WRITING ‘PARALLEL PAPER’ In light of the issue of regional integration and the possibility of information on the exam papers reaching to Guyana because of the rescheduling, Cumberbatch disclosed that a

The Ministry of Education shall also take all necessary steps to ensure each and every candidate is informed of the timetable change,” Manickchand told reporters yesterday.

Obama ends day of Indian pageantry with US$4 billion pledge (Reuters) - U.S. PRESIDENT Barack Obama ended a landmark day in India on Monday with a pledge of $4 billion in investments and loans, seeking to release what he called the “untapped potential” of a business and strategic partnership between the world’s largest democracies.

Earlier in the day, at the invitation of Prime Minister Narendra Modi, Obama was the first U.S. president to attend India’s annual Republic Day parade, a show of military might that has been associated with Cold War anti-Americanism.

It rained as troops, tanks and cultural floats filed through the heart of New Delhi, but excitement nevertheless ran high over Obama’s visit, which began on Sunday with a clutch of

deals to unlock billions of dollars in nuclear trade and to deepen defense ties.

Both sides hope to build enough momentum to forge a relationship that will help balance China’s rise by catapulting democratic India into the league of major world powers.

The leaders talked on first name terms, recorded a radio program together and spent hours speaking at different events, but despite the bonhomie, Obama and Modi reminded business leaders, including the head of PepsiCo, (PEP.N) that trade ties were still fragile.

India accounts for only 2 percent of U.S. imports and one percent of its exports, Obama said. While annual bilateral trade had reached $100 billion, that is less than a fifth of U.S. trade with China.

“ We a r e m o v i n g i n the right direction ... That said, we also know that the U.S.-India relationship is defined by so much untapped potential,” Obama told the Indian and U.S. business leaders. “Everyone here will agree, we’ve got to do better.”

Modi said U.S. investment in India had doubled in the past four months and vowed to do more to slash the country’s notorious red tape and make it one of the world’s easiest places for business.

Obama said that U.S. Export-Import Bank would finance $1 billion in exports of ‘Made-in-America’ products.

The U.S. Overseas Private Investment Corporation will lend $1 billion to small- and medium-sized enterprises in rural areas of India.

East Coast braces, flights cancelled as ‘historic’ blizzard looms (Reuters) - LIGHT snow began falling on the East Coast on Monday morning, the first signs of a potentially historic blizzard that officials predicted would dump up to 3 feet in the coming day, snarling transportation for millions of people.

Cuba digs in heels on concessions as part of better U.S. ties HAVANA (AP) — THE start of talks on repairing 50 years of broken relations appears to have left President Raul Castro’s government focused on winning additional concessions without giving in to U.S. demands for greater freedoms, despite the seeming benefits that warmer ties could have for the country’s struggling economy.

Following the high est-level open talks in three decades between the two nations, Cuban officials remained firm in rejecting significant reforms pushed by the United States as part of President Barack Obama’s surprise move to re-establish ties and rebuild economic relations with the Communist-led country.

“One can’t think that in order to improve and normalize relations with the U.S., Cuba has to give up the principles it believes in,” Cuba’s top diplomat for U.S. affairs, Josefina Vidal, told The Associated Press after the end of the talks. “Changes in Cuba aren’t negotiable.”

(BBC News) BRAZILIAN Environment Minister Izabella Teixeira has said the country’s three most populous states are experiencing their worst drought since 1930.

The states of Sao Paulo, Rio de Janeiro and Minas Gerais must save water, she said after an emergency meeting in the capital Brasilia.

Ms Teixeira described the water crisis as “delicate” and “worrying”.

Industry and agriculture are expected to be affected, further damaging Brazil’s troubled economy.

The drought is also having an impact on energy supplies, with reduced generation from hydroelectric dams.

‘Poor planning’ The BBC’s Julia Carneiro in Rio de Janeiro says

Brazil is supposed to be in the middle of its rainy season but there has been scant rainfall in the south-east and the drought shows no sign of abating.

The crisis comes at a time of high demand for energy, with soaring temperatures in the summer months.

“Since records for Brazil’s south-eastern region began 84 years ago, we have never seen such a delicate and worrying situation,” said Ms Teixeira.

Her comments came at the end of a meeting with five other ministers at the presidential palace in Brasilia to discuss the drought.

The crisis began in Sao Paulo, where hundreds of thousands of residents have been affected by frequent cuts in water supplies, our correspondent says.

The city’s Cantareira reservoir system, which serves over eight million people, has now dropped to 5.2% of its capacity despite recent rain, Brazil’s TV Globo reported.

Accumulated rainfall in the area of Cantareira is said to be only 33.5% of that predicted for the month, Globo’s G1 news site added.

Sao Paulo state suffered similar serious drought problems last year.

Governor Geraldo Alckmin has taken several measures, such as raising charges for high consumption levels, offering discounts to those who reduce use, and limiting the amounts captured by industries and agriculture from rivers.

But critics blame poor planning and politics for the worsening situation.

US Charge d’Affaires proffers a balm to the national soul FROM being the ‘breadbasket of the Caribbean’ during the first Jagan Government, Guyana became, in local parlance, a ‘basket-case’, with Guyanese literally starving for lack of even the most basic prerequisites for proper nutrition.

To d a y, u n d e r t h e PPP/C Administration, Guyana has achieved the UN Millennium Development Goal in food security, with every kind and brand of foodstuff proliferating in marketplaces countrywide, even in remote locations.

This overt sign of excellence in administrative capability by successive PPP/C Governments is replicated in all the sectors of the governmental structure; but the naysayers continually prognosticate

in their ‘gloom and doom’ judgments and prophecies, issuing dire warnings of calamitous consequences to this nation if their agendas were not abided with by the PPP/C Administration.

And many of these culprits are foreign envoys – especially from the ABC countries and the European Union, even the UN (remember the infamous Gay McDougall report?), all of which seemingly, from their utterances and actions, want Guyana to return to the subterranean levels of destruction and non-development of the years under the dictatorial rule of the PNC, which had been facilitated by the scheming of the U.S. and Britain, working in collusion with the despotic Forbes Burnham.

The soul of this nation was being battered relentlessly by the overt and covert actions – such as the former U.S. Ambassador’s LEAD project, as well as threats that seek to subsume Guyana’s sovereignty by foreign envoys, who crassly and with great superciliousness, arrogate to themselves the right to interfere with and pronounce on Guyana’s internal affairs – mainly on false premises based on opportunistic allegations by the country’s political Opposition.

Thus it was that when US Charge d’Affaires, Bryan Hunt, in an exclusive interview last week with this newspaper, publicly recognised the great strides this administration has made, and acknowledged Guyana’s great truth

– that the PPP/C has restored this country’s freedoms and unleashed the nation’s potential for socio-economic growth from the destruction and oppression of the past under the PNC administration, it was like a healing balm to the soul of those who suffered for decades under the PNC regime and who have, time and again, had to endure the castigations and the denouement of our country by foreign envoys.

The Chronicle quoted Mr. Hunt as saying: “Guyana has seen a dramatic transformation...since the days of the dictatorship – from no democracy prior to 1992, to free and fair elections.”

He was further quoted: “Guyana has made what I would call a dramatic transformation since 1992…Guyana has gone from having effectively no democracy prior to the 1992 free and fair elec-

tions, to a system where you’ve had several electoral cycles that have been deemed free and fair by international and domestic observers.”

Hunt, in stating that he welcomed President Donald Ramotar’s May 11 announcement as the day for holding General and Regional Elections, has tacitly accepted that the President was acting within his constitutional right and in accordance with his obligations to the nation when he issued the proclamation of prorogation that forestalled a no-confidence motion by the Opposition – a motion that would have ensued in killing the Tenth Parliament dead and leaving the nation without a government structure, bringing every administrative construct and dynamic to an immediate halt.

This would have also ensued in the instantaneous termination of all

developmental projects and absolute chaos in the country, with no financial or administrative activity.

The US Charge d’Affaires acknowledged that there is yet work to be done, but was also quick to recognise that the Guyanese political leadership and public at large “must be congratulated for the tremendous transformation that I believe has happened from the days of the dictatorship to what is (now) a democratic system.”

With support from ‘friends’ like Hunt, with whom we have seen the first voice of reason - in recent times - from the enclave of the diplomatic community to have given a realistic analysis of the peculiar Guyana socio-political situation, this country could be assured that the ‘gloom and doom’ naysaying brigade will one day be silenced and relegated to oblivion.

SEMANTICS REMAIN THE BUGBEAR OF OUR RUSH TO DISAGREE – President Ramotar has unerringly discharged his electoral responsibility and is on track to honour his constitutional obligations

THE letter composed by Professor Justice Duke Pollard (published in Stabroek News on 24/1/2015) has been drawn to my attention and I am inclined to conclude that semantics remain the bugbear of our rush to disagree with every action of politicians in our vexed society.

Contextually, H.E. President Donald Ramotar’s action and Duke’s reaction are not asymmetrical.

I am persuaded that President Ramotar “announced” a

date for General and Regional Elections based on his promise made to his ‘fellow Guyanese’ in early December 2014 when it became clear that the window of opportunity for dialogue with the Opposition had been slammed shut in his face following the Prorogation of Parliament on the 11th November, 2014.

Having served three Presidents as their principal legal adviser by virtue of Article 112 of the Constitution, I see no reason to hold that the

incumbent may not have addressed the technical issue and timeframes prescribed by Article 61 and Article 69. Most significantly, Article 70 (2) has three words, i.e., “at any time”, which authorise H.E. the President to honour his undertaking aforementioned and, having regard to the specific time lines set out in the aforementioned Articles, he could issue the Dissolution Proclamation and the Proclamation formally “appointing” the Election date pursuant to

Article 61 which states: “An election of Members of the National Assembly under Article 60 (2) shall be held on such day within three months after every dissolution of Parliament as the President shall appoint by Proclamation….”

While an “announcement” is non specific, an “appointment” of the date is definitive.

I need not remind anyone in the legal fraternity that there is a presumption of constitutionality for actions of the

State and our President must not be taken to have violated our Constitution unless there is conclusive proof to the contrary. We can take comfort in the axiom that the presence of the symptoms of an ailment does not mean that the ailment exists.

Not unlike the eminent Professor, I am not inclined, nor am I permitted, to give an extensive tutorial on Constitutional Law to the many armchair generals who enjoy the comfort of opinion without

the burden of the discomfort of thought.

In the final analysis I submit that President Ramotar has unerringly discharged his electoral responsibility and is on track to honour his constitutional obligations. The prerogative in both episodes is solely his to the exclusion of all others.

AFC activist attempts to politicise UG’s student meeting WELL known activist of the Alliance For Change (AFC), Mark Ross, who is a former Communications student at the University of Guyana (UG) yesterday attempted to politicise a student body gathering by pushing the agenda of his party in a forum designed to facilitate University related concerns.

Initially, the afternoon’s proceedings were orchestrated by the current President

of the University of Guyana Student’s Society (UGSS), Joshua Griffith who was seeking to pave an avenue for students to air their concerns in a well fashioned manner.

The “rally” as it was referred to by students, did indeed give the student population a chance to voice their concerns, the most popular of them being the shortcomings of the Council which has hindered devel-

opment at the educational institution.

The view seemed popular that an elimination of the highly political influence at the level of Council needed to be removed so as to foster development of any kind at the University.

A steady back and forth between a shaken president and a disgusted student population, penetrated the atmosphere as heckling prevailed throughout.

Ross at this point interjected, articulating points which were indeed favourable to students and seemed ideal for a better way forward for UG. He supported the notion that the highly politicised council needed to be revised and an extraction of the political gaming at the University would automatically be the outcome.

Ross would later lose his momentum following his comments that, “an AFC led administration would ensure that this happens.”

concerns, Ross’ latter comments seemed too comical.

At this point, the student body erupted with laughter as it seemed to be a joke.

According to one student who wished to remain anonymous, “this guy had it going for him… but he apparently came here with other motive, not to help us, but to campaign.”

Though he persisted to get the word of his party out, the activist was prevented from doing so, due to the students’ inability to control the amusement which had greeted them by surprised.

The lad subsequently took a quiet corner with some friends after which he soon departed.

This election and the science of numerology AS a student of the science of numerology, I find the date for national elections announced by the President of intense significance.

Numerology deals with the innate energy or frequency of numbers. The science of numerology states that numbers have frequencies which impact people and events. There are no accidents or mistakes with numbers. Once numbers are chosen or selected and attached to some event, their frequencies are entangled with that event and provide a window on the energetic potentials surrounding that event.

So, when the president

If we cannot agree on whether Monday is the first or the second day of the week, then let us combine the numbers 1 and 2. This gives 1 + 2 = 3. The number three in numerology represents a catalytic energy. An energy catalyst provides the push for transformation of one energy to another, yet never changes itself. It causes something to change because of its presence. So, our 2015 national election provides the dynamic for an absolute change in our national life.

The date is the 11th of May. In numerology, 11 is called a Master Number.

It represents illumination – an elevated enlightened state from which people and events are seen and interpreted. And so the pervading energies of the 11 begins to give the Guyanese electorate an enlightened perspective from which to view the election, the parties, their candidates, the future of the country, and how best to respond with their votes.

May is the 5th month of the year. And 5, in numerology, represents CHANGE. So, my friends, change is written all over this election – change for the better!

Now let us consider the year 2015. When we add 2+0+1+5, we get 8. And an 8 in numerology represents achievement; near to the end; the blending of two worlds; and infinity. Applied to this election, the meaning here is clear. The results of this election will represent an achievement – bringing Guyana near to its goal of blending our different races and cultures into one people, one nation, with one destiny. And the possibilities open Guyana will henceforth be endless.

It is all in the numbers.

Requiem of a University

ference today resulting in the non recognition of the University of Guyana Senior Staff Association which sadly has continued and contributing further to the deterioration of the morale of the support staff.

The deterioration of the physical surroundings is alarming as the constrained financial resources cannot upkeep and maintain the physical wellbeing of the support staff. The support staff – all of them are the first ones to enter the University environment every working day to prepare the work environment for the remainder of staff who rely on them to man the ship – the sinking ship which they continue to shore up; invariably, the support staff are the last to leave after the hordes of students have left.

In the normal scheme of things, the support staff are regarded as the distant cousin in the University family and least respected. Most of all, the ones who are policed

the most and the least paid.

The support staff have been let down by the university administration and the University Council time and time again by empty promises and the support staff are fed up and thoroughly disgusted.

Clearly, the interest is not in us but only to save the University from falling apart.

The events over the last few days have clearly demonstrated that the University administration lacks the caliber of persons to govern it effectively. The fact that no fight was shown by the University administration in advancing the cause of the support staff at the level of the University Council spoke volumes; this has left the support staff with a feeling of despair and general disgust.

It was a shameful sight to see vacillation at its best; representatives of the University’s administration are reluctant to show militancy

and stand in solidarity with the support staff; this reluctance has effectively made the efforts of the Unions that represent the interests of the support staff difficult to sustain.

The last rites were said over a decayed University administration which over the years presided over the gradual decline and demise of the University and allowed themselves to be pressured and cowed by the University Council; this lack of resistance persisted and the University Council continued to rule and ride roughshod over the affairs of the University.

Yes, the fight is ours; we cannot give up; they can cut our pay but they cannot daunt our spirits as we will stick resolutely to our demands for justice; justice delayed is justice denied.

One for all and all for one!

IT is with great sadness that I write this Open Letter to inform the general public today about the death throes of the University of Guyana to which we all but more specifically the ‘support staff ’ have contributed their blood, sweat and tears.

It was expected that those reposed with authority would be sympathetic and work in our favour but alas this was just a figment of our imagination; the reality has proven to be worse than what we have imagined.

In the dire times of the floods of 2005, the support staff of the University of Guyana were forced to clean up a definitely hazardous environment with minimum equipment and safety wear; forced by the University administration then to work with no word of compensation but only threats.

Due recognition must be given to the support staff and salutations for sticking with the University during those times and even now when the demise of our beloved University is very imminent.

In these times of neglect, frustration, marginalisation and downright contempt for the valuable time that the support staff have put in and the constant toiling with constrained financial resources; keeping the flag of the University of Guyana flying high is very commendable and it must be celebrated.

Woman loses unborn baby as minibus and truck collide at Friendship

By Shirley Thomas THE spirit of cooperation was evident yesterday among public-spirited persons, paramedics and the police after the horrific smash-up between a bush truck and a route 42 minibus on the Friendship Public Road, East Bank Demerara.

Ambulances from both the Diamond Regional Hospital and the Georgetown Public Hospital Corporation (GPHC), as well as police vehicles; were thrown into top gear, and sirens blared, as together they formed an emergency convoy to dispatch the badly injured minibus driver and his passengers to hospital.

Reports are that minibus BPP 6035 was travelling from Kuru Kururu on the Soesdyke-Linden Highway to Georgetown, when around 10:00hrs as it was passing the Friendship ‘shortcut’ , it was confronted by a bush truck, GLL 8377, coming out of a yard and onto the public road at a fast rate.

The driver of the minibus, as well as an oncoming motor car, slowed down and began blowing their horns, signalling him to stop. But, according to witnesses, the brakes of the truck either failed or the driver was intoxicated, and so the truck ploughed head on into the bus, throwing it over the Friendship river barrier. The bus toppled several times, then

ended at the side of the road, resting on its right side and pinning the driver in the mud.

Public-spirited persons immediately set to work, freeing the driver and passengers trapped in the minibus, and then the police and paramedics whisked them away to Diamond Hospital and the GPHC. Those who suffered less injuries were first stabilised and their limbs placed in cast at the Diamond Hospital before being transferred also to the GPHC. The more severely injured were sent straight to the GPHC. Among the injured was 36-year old, Odetta Nelson of Kuru-Kurururu, who was pregnant and lost her unborn baby. She also suffered a fractured right arm and abrasions to her face.

Others injured included Rachael Raphael, 39, who suffered a fractured left arm and other injuries; Debbie Balgobin, 33,

who until late yesterday remained unconscious; Elvina Balgobin who suffered severe injuries to her face and a fractured hand; and Ramona Jaccobs, who has multiple injuries.

A man whose name was given as Jameer was also pulled from the wreck. The driver of the minibus whose name was given as ‘Joey’ suffered broken legs and arms.

But ironically, witnesses said, the truck driver was coming out of the yard of a family of mechanics who own a mechanic shop, contending that he was not expected to be driving with defective brakes.

The driver of the bush truck and another man on board reportedly panicked and fled the scene, but the driver was pursued by police and subsequently arrested. He is assisting the police with their investigations.

Man arrested for robberies East Bank Demerara serial confesses to 2014 murder robber ‘Satan’ arrested

A MAN who was arrested over the weekend by Criminal Investigations Department ranks over a number of robberies gave the police something beyond their expectations.

The Guyana Chronicle was informed that while ranks were questioning the man in relation to two recent robberies, he reportedly informed them of another robbery he had committed in June last year in West Ruimveldt when he killed the victim before relieving him of his valuables.

The police acting on information over the weekend picked up the man and yesterday he was held for a number of robberies while investigations are continuing into his confession about the robbery-murder.

The police will be inviting the persons who gave statements in that matter to see if any of them can identify the man. The robbery in June of 2014 was committed in West Ruimveldt where he grabbed his victim’s gold chain and other valuables.

The man is expected to appear in court today to answer the charges of robbery while the police are seeking the advice of the DPP Chambers in relation to the alleged murder confession.

POLICE yesterday picked up six men for questioning in a number of robberies that were committed in and around Georgetown.

Among the six is a man who goes by the alias “Satan” and according to police sources, he has been wreaking havoc in several East Bank Demerara communities on persons and businesses.

“Satan” is believed to have committed a total of seven robberies on the East Bank Demerara alone, with his last known robbery being on Christmas Eve, 2014.

This newspaper has been informed that the victims of all the “Satan” robberies can identify him and beginning tomorrow, they will be called in by the police to assist in an identification parade.

gators have been able to retrieve a voice message from the phone of “Satan” to another person where they were reportedly planning the robbery of a group of non-nationals along Regent Street in Georgetown.

Time running out for Bermuda ‘cocaine mule’, still to pass ten pellets TIME is running out for 23-year-old Njela Fublar, the

Bermuda national who was busted for cocaine in her stomach on Saturday by ranks of the Police Narcotics Branch as she was about to board a Caribbean Airlines flight at the Cheddi Jagan International Airport, Timehri.

The woman was medically examined and it was discovered that she has pellets of cocaine inside her stomach. The woman was immediately taken into custody and kept under guard at the Georgetown Public Hospital Corporation (GPHC) where she has been passing the cocaine pellets ever since.

Yesterday the Guyana Chronicle was told that time was running out for the woman who still has more cocaine pellets inside her and these could burst and cause her death.

The woman so far was able to excrete 392 grams of cocaine contained in several pellets. The woman remains under guard at the Georgetown Public Hospital even as doctors are continuing to monitor her condition.

When the woman was arrested at the airport she was seen to be sweating profusely, attracting the suspicion of the anti-narcotics ranks.

Burnham was briefed on assassination …Police Death Squad was ordered plot two days before to kill WPA activists - Gates

By Gary Eleazar UNFOLDING like a script from a Hollywood blockbuster, the Commission of Inquiry (COI) into the 1980 death of Working People’s Alliance (WPA) founder, Dr Walter Rodney, yesterday reconvened and heard that the killing was indeed “state sponsored” and that the then President Forbes Burnham, knew about it before hand.

In fact, then President Burnham reportedly held a meeting “two or three days” before the fateful June 13, 1980 explosion, where he was briefed on the developments of the assassination plot by former Commissioner of Police, Laurie Lewis; former Crime Chief, Skip Roberts and the then Army Chief, Norman Mc Lean.

A confidante of Burnham, identified as Cecil Ram, was also reportedly present at the meeting.

These explosive revelations came yesterday when Robert Gates, a former Guyana Police Force (GPF) rank testified to working undercover infiltrating the WPA, as well as serving as bodyguard to WPA co-founder, Dr Rupert Roopnarine.

DEADLY PLOTS State sponsored killing, according to Gates, was the order of the day and he had direct knowledge of a number of plots to kill Guyanese citizens deemed to be enemies of the State.

Dr Rupert Roopnarine was among the six, he said, that had been marked for death and that the WPA member is in fact only alive a day like today because he (Gates) never followed through on his instructions to execute him.

“He owes me his life…I let Rupert go,” declared Gates.

According to Gates, he was able to confirm the meeting being held by the President and his security chiefs at the Official Presidential residence of Forbes Burnham at Belfield (East Coast Demerara), through two ranks that were stationed at Burnham’s residence.

He said he could not recall their names but one had the rank of Corporal and the other a Sergeant.

According to Gates, he learnt of the contents of the meeting by conversing with one of Burnham’s close-man (security detail).

President Burnham reportedly held a meeting “two or three days” before the fateful June 13, 1980 explosion, where he was briefed on the developments of the assassination plot by former Commissioner of Police, Laurie Lewis; former Crime Chief, Skip Roberts and the then Army Chief, Norman Mc Lean. “we just send home that one Dublin.”

According to Gates, he did not know much about Dublin, just that he was an activist in Linden.

Gates was adamant that these were state sponsored killings as the ‘death squad’ was acting on instructions.

“They don’t operate on their own,” said the former ‘Death Squad’ member.

This conversation with Burnham’s security detail occurred a long time after the Rodney killing and it was at that point in time that Gates said he knew the extent of the involvement of the then President.

He said too that, another worry of then President Burnham was that the WPA had, by this time, infiltrated the security and intelligence services.

Gates is adamant that while some of the persons that are responsible for Dr Rodney’s killing are dead, many are still alive, two of whom are front benchers in the National Assembly and should be made to face justice.

Chinese restaurater at Edinburgh sustains injuries in bandit attack F O RT Y- N I N E - Y E A R OLD Chinese restaurateur Tai Hong Fen was on Sunday night beaten and robbed by armed bandits as he was about to close his business at Lot 23 Edinburgh Village, East Bank Berbice shortly after 22:00hrs.

Recalling the incident in a deep Cantonese accent, Fen said he decided to close the family-run Four Sea restaurant at about 22:00 hrs even though there were a few customers drinking beverages.

“The customers left, and I was about to close the door when one of the bandits went into the business and asked to purchase a hundred-dollar-worth of cigarettes. He presented a thousand-dollar bill. Seconds later, two other identifiable males with cutlasses forced their way into the shop,” a visibly

“I tried to run to the kitchen, and in doing so, I failed to close the inner door dividing the restaurant and the kitchen. One viced me while another, both sporting dreadlocks, cuffed me in my eye and beat me. And they asked, ‘Whey the money deh!’

The injured father and daughter were taken to the New Amsterdam Hospital where they were treated and sent away. The restaurateur said his business would be closed for a few days until he fully recuperates from the ordeal.

This is the second robbery attack on Mr. Fen. The first was committed in 2002 when he was operating a business at Rose Hall Town during the period of a bandit rampage wherein three persons were killed. During that ordeal, one of the bandits dressed as a member of the Police Black Clothes Squad had ordered Fen out of his business premises, claiming that he was wanted at the police outpost just next door.

According to Gates, he would meet frequently with Emerson Simon, the then Permanent Secretary of the Ministry of National Development which was headquartered in Sophia.

“At one such meeting he indicated to me that the Comrade Leader was pleased with my undercover work,” said Gates.

According to Gates, he started receiving money from Simon, to pay moles in the WPA to supply inside information on the party’s actions.

Other informants not in the party that Gates said he paid using the money he uplifted from the Permanent Secretary were persons living in the Tiger Bay area where the WPA centre was located.

For security reasons, Gates said he would not name them.

He also accused a body guard and a handyman of being able to supply him with vital information on the WPA, which he in turn reported and said that he felt great to hear that Burnham was pleased with his work.

In addition, Gates said “I was handsomely paid.”

A RUSSIAN CONNECTION He gave details too of a plot to kill Dr Roopnarine.

According to Gates, he was promised the equivalent of US$1M in Guyana currency as well as safe haven in Moscow, to execute the WPA co-founder.

Simon, he said, made the offer, which was later confirmed by former Police Commissioner, Laurie Lewis, according to Gates.

He told the COI that Laurie Lewis at the time was Deputy Commissioner of Police responsible for the Joint Services Intelligence Unit, which had its headquarters at a Guyana Sugar Corporation (GuySuCo) owned building at Ogle, East Coast Demerara.

He was told by Lewis that the instruction to eliminate Dr Rupert Roopnarine, came from “above me” which Gates said he took to mean the “Commander-in-Chief.”

According to Gates, Dr Roopnarine would uplift the ammunition from him, but not before they were doctored on instructions by the State.

He said that he informed his superiors of the ammunition being trafficked to Dr Roopnarine.

Gates revealed that ‘Chico,’ a rank, who reported to Lewis, came and collected the ammunition and returned them to him before handing it to Dr Roopnarine.

He said he believed that the rounds were doctored and

outpost, while the now deceased Constable Pardat was held hostage.

The men had severed all communication links, including telephone lines and radio.

Chetram was relieved of his uniform and revolver; and Pardatt was forced to accompany the men to where they eventually escaped via the Atlantic Ocean.

Given the timing of the events, it appears that after the attack on the Police outpost, the gang then attacked the premises of two businessmen, brothers who lived in the same yard at Rose Hall Town.

Following that Rose Hall incident, Fen moved to New Amsterdam, then to Edinburgh where he recommenced his business operation a year ago.

Gates said too that he had trained Dr Roopnarine on how to use the high powered G3 weapon and at one time was handed a magazine with doctored rounds meant to kill Dr Roopnarine.

The instructions, according to Gates, was to fire the first ten rounds of the magazine while the weapon was on single fire mode, change its function to rapid fire and then give Dr Roopnarine the gun to shoot.

BOGUS DISMISSAL LETTER In order to infiltrate the WPA deeper, Gates said he supplied Dr Roopnarine with a bogus letter of dismissal from the Guyana Police Force.

Gates identified the former Crime Chief, Skip Roberts as the person who handed him the letter to convince Dr Roopnarine of his loyalty to the WPA. According to Gates, however, his first loyalty was always to the State. He insists that he was a serving member of the Guyana Police Force and was paid up until and including January 31, 1981.

Gates said he met Dr Roopnarine, after he was arrested and placed in his custody. The Former Police Force rank said that he was instructed not to allow Dr Roopnarine any visits or phone calls.

According to Gates, he began to feel sorry for Dr Roopnarine and did allow him to make some phone calls.

He said that it was from this point that he eventually managed to convince the WPA co-founder to believe that he was sympathetic to the WPA and its cause and the two developed a relationship.

This led to Dr Roopnarine reportedly asking Gates to resign from the Police Force, prompting the bogus letter.

Sometime later, Dr Roopnarine was reportedly informed by a rank from the Criminal Investigation Department about Gates role as a spy in the organisation.

STATE SPY When confronted, Gates said he confessed to Dr Roopnarine, that he had been sent by the State to spy on him.

Gates said he pleaded with Dr Roopnarine, insisting that he was sympathetic to the WPA, a ploy that worked.

He said that despite being asked by Dr Roopnarine to not report on some of the activities of the party, he still did it anyway as his loyalty was first to the State.

The COI continues today when Attorney-at-Law Christopher Ram and Basil Williams among others are expected to cross examine Gates based on his testimony.

PPP/C leadership ticket…

Donald Ramotar confirmed as PPP/C presidential candidate - party still to decide on Prime Ministerial candidate INCUMBENT Head of State, President Donald Ramotar, is the presidential candidate for the ruling People’s Progressive Party/ Civic (PPP/C) leadership ticket heading into the May 11 elections.

This was confirmed yesterday by PPP/C General Secretary, Mr Clement Rohee, during his weekly press conference, held at party’s Freedom House headquarters.

According to Rohee, there was no other nominee up for consideration when the decision on the presidential candidate was made by the party last week.

“Donald Ramotar is the only presidential candidate; there is no other presidential candidate,” Rohee declared.

Asked by a reporter about the chances of a change in the presidential candidate, Rohee said, “I doubt it.”

The General Secretary added that a decision on the Prime Ministerial candidate is still to be made, and, as per norm, the successful nominee is most likely to come from the Party’s Civic component.

“We are still in discussions,” he informed.

GOING BACK FOR ‘MY MAJORITY’ President Ramotar had, at a press conference held in mid-November last, expressed confidence that he would be the presidential candidate for the ruling People’s Progressive Party/Civic at the next general elections. He had also made it clear that he was not afraid of facing the electorate, since the Guyanese people are perfectly capable of judging the accomplishments made relative to national development and their improved livelihoods.

The PPP/C has won every general election since 1992; however, at the last elections, the combined Opposition gained control of the National Assembly by a one-seat majority in a 33-32 split.

The Guyanese Head of State expressed confidence of regaining the parliamentary majority his party lost in the 2011 general and regional elections by one seat.

“This time I am going back for my majority, bigger than ever before,” President Ramotar had said.

The President credited his confidence in regaining the majority to the Government’s performance in moving the country forward for the benefit of the Guyanese people, and to the experiences of the Guyanese people in the last three years.

LIST OF CANDIDATES General Secretary, Clement Rohee, also disclosed that the PPP/C List of Candidates has not as yet been finalised. The List of Candidates fielded by the contesting political parties is headed by the presidential candidate. That list is submitted on Nomination Day, and is used to determine who represents a particular party in the National Assembly, based on the outcome of the General and Regional Elections.

“The list and the nominees (Presidential and Prime Ministerial candidates) do not go hand in hand; not necessarily,” Rohee said.

Questions about the role of former President, Dr. Bharrat Jagdeo were also posed to the PPP General Secretary, and he pointed out that the former President is a member of both the Central and Executive committees of the PPP. Rohee said the Guyanese people should not be surprised if Jagdeo is one of the many persons on the PPP/C campaign trail. “Mr. Jagdeo is an Executive and Central member of the Party. He is a member of the Party in good standing. (He is) a former president, and he has made useful contributions. I don’t think it would surprise anyone for him to be part of the campaign and for him to be on our list,” Rohee said.

He added that the former President is viewed as an “asset” to the Party, despite the “attacks” launched against him in sections of the media. Rohee said, “We are not going to let go of him because of the attacks that have been launched against him over the years….he is an asset to us. He is one of us.”

All considered, the PPP General Secretary maintained that the PPP/C is poised to face the electorate on May 11.

Granger ‘unpatriotic’ to commend EU for withholding funds to Guyana - Finance Minister FINANCE Minister, Dr. Ashni Singh said he finds it disturbing that the main Opposition Party would laud the European Union (EU) for withholding critical funding to Guyana.

While addressing a gathering at the commissioning ceremony for the GuyOil Regent Street facility Sunday afternoon, Dr. Singh noted that the sentiments of the Opposition which were carried in the Kaieteur News can be seen as “unpatriotic”.

“How can one be de-

scribed as a patriotic leader and yet commend an international agency for denying financial inflow that will redound to the benefit of the people of the country?”

The Finance Minister said comments like these worry him since it does not matter which side of the National Assembly politicians sit as they have an obligation constantly to ensure jobs are created for the people they represent.

THE People’s Progressive Party (PPP) has noted with deep concern a recent statement made by the Guyana Elections Commission (GECOM) regarding the public vetting of polling day staff.

According to PPP General Secretary, Clement Rohee, GECOM in its statement misrepresented the Party’s statement and accused the PPP “of publicly declaring that GECOM has agreed to this condition.”

Rohee emphasised that “the Party’s statement was misunderstood and taken completely out of context by GECOM.” The following is an extract from the Party’s statement on the meeting held: “The PPP delegation called for a public vetting process, and committed to providing GECOM with justifications in respect of persons not suitable for employment General Secretary

French Guiana seeks Associate Membership of CARICOM THE French territories in the Caribbean have begun discussions with the Caribbean Community (CARICOM) on their applications to become Associate Members of the Community.

CARICOM Secretary General Ambassador, Irwin LaRocque met last Thursday with a team from French Guiana led by President of the Regional Council, Mr. Rodolphe Alexandre, a press release stated.

This followed a meeting last Wednesday with a team from Martinique and will be followed by similar discussions next month with representatives of Guadeloupe.

The discussions last Thursday focused on the terms and conditions of Associate Membership of CARICOM, regional cooperation in the Caribbean and the relationship between CARICOM and French Guiana. The Secretary-General also received a presentation on the Geographic Information System

developed in French Guiana, using satellite and internet technologies. The French Guiana delegation also held discussions with the CARIFORUM Directorate during the visit.

Guyana Festival will be staged this year in Canada

GUYANA’s Consular General in Toronto, Canada Ms Sattie Sawh has assured that the annual Guyana Festival, which has become a prominent feature among Guyanese and other Caribbean nationals here and which was cancelled last year, will be staged this year.

Addressing a wide cross-section of invitees, which included Ontario’s Liberal Member of Parliament Bas Balkissoon and veteran City Councilor Jim Karygiannis at the Guyana Consulate recently, the Consular General pointed out that the main bugbear was acquiring a suitable venue for the festival, which coincides with Guyana’s 49th Independence anniversary celebrations.

The gala occasion was the annual Open House staged by the Consulate in appreciation of the many individuals who have been supporting the work of the entity, through spon-

sorship.

Sawh reminisced on the disaster relief fund in 2005, under then Consular General Danny Doobay, when several parts of Guyana were inundated with flood waters and the excellent support obtained from the Guyanese community in Canada.

Reflecting on the past year, Sawh described it as a “trying one,” citing the non-staging of the festival as a big setback but pledged that “by hook or crook” it will be held this year and called on those present for their continued support and sponsorship.

The Consular General also touched briefly on the recent unwarranted killings in Paris, other tragedies around the world and the dreaded Ebola disease and asked the audience to observe a minute’s silence for the many lives that have been lost.

Both Balkissoon and Karygiannis expressed their support for the work of the Consulate with the latter pledging to assist in the acquiring of a venue for the festival.

The committee had noted then that this year will be quite significant for the staging of the festival since it will mark its scheduled 20 years in Toronto, and will also coincide with province wide celebrations and events for the 2015 PanAm Games, which is also expected to feature several Guyanese athletes.

The organisers opined that “this important anniversary will help to fuel a grand celebration in 2015, and will serve as a kick off to observances for Guyana’s 50th Independence Anniversary in 2016.”

The letter claims that negotiations which resulted in the signing of the Terms of Resumption following the strike in November 2014 represented a

move to conciliation so there was no need to go that way again.

The CLO has so far refused to comment on the ongoing dispute.

Yesterday, representatives of the Guyana Women Miners Organisation (GWMO), the Guyana Trades Union Congress (GTUC) and the Guyana Workers Union (GWU) joined in solidarity with the employees of the GGMC as they continued to picket in front of the Brickdam Office.

Public Works to restore limited ferry service in Berbice River THE Ministry of Public Works will commence restoration of a limited ferry service on the Berbice River from April, Minister Roberson Benn has disclosed.

He said last week that the service would initially be limited because most of the stellings along the banks of the Berbice River had fallen to pieces and would have to be constructed or re-constructed before the ferry can operate effectively.

During a 2014 debate in Parliament, Minister Benn had said that the ferry service had been removed years ago, after efforts to move the economy on the Berbice River went down, and people had gradually moved out of the communities.

“There had been nothing to bring out on the boat,” he had

said, but had however acknowledged even then that, with agriculture and forestry activities ongoing in the area and a return of residents in recent times, it was time to re-introduce the service.

The minister disclosed last week that the stellings would be restored progressively, with the intention of eventually providing the service as far south as Ebini, a distance approximately eighty miles from New Amsterdam. This stretch is which is likely to have the most commuters.

“This is the intention,” he said, adding that work for restoration of the sorely missed service would start by the beginning of the second quarter of 2015.

Monkey Mountain/Meritezero Road nearing completion 72-mile road would boost agriculture production in area

THE 72-mile-long hinterland road connecting Region 9 (Upper Takutu/Upper Essequibo) to the highland areas of Region 8 (Potaro/Siparuni) is 95% complete, Public Works Minister, Robeson Benn has disclosed.

This long-awaited roadway is being built at a cost of $600M. It runs from Meritezero in the North Rupununi in Region 9 to Monkey Mountain in Region 8, providing, for the first time, easy commute for residents travelling from the highland locations in Region 8 to Region 9 and the rest of Guyana.

When completed, the road will provide opportunities for social and economic development for residents of both hinterland regions. One such benefit would reportedly be an increase in agricultural production in the highland areas of Region 8, given the easy access to markets in Region 9, and even in Brazil, to which the new road will facilitate travel.

“Kato in the Pakaraimas used to produce top quality agricultural items, such as potatoes and beans, but this

declined due to problems with access to markets, since the only way out was by air. This road will change that (situation). This road will make it easier for Pakaraimas’ produce to get out of the mountains and out to Region 9 and the coast, and also to places such as Bon Fim in Brazil,” an official recently explained.

The main contractor for the road has been Omai Gold Mines, assisted by V Dalip Enterprise, who installed over 60 lengths of concrete culverts; and Cyril King, who provided and installed over 1500 feet of running lengths of bridges.

Initial works on the Monkey Mountain/Meritezero Road started in 2010, but progress has since been slow and painstaking due to the rugged nature of the terrain.

Minister Benn said last week: “We are just landing at Monkey Mountain in respect of interior roads, so you can soon drive all the way to Karasabai, to Youngperu, and drive to Monkey Mountain.”

Govt-owned asphalt plant acquires new mobile machine - top quality road-building materials assured to outlying areas THE Government-owned asphalt plant based at Garden of Eden, East Bank Demerara has acquired a new mobile plant which will enable staffers to provide top quality road building materials to any rural or outlying area that is accessible by road.

Plant General Manager, Mr. Rawlston Adams said, “Now staffers will be able to take asphaltic concrete to Linden, to Bartica, to Region 1 (Barima/Waini), to anywhere! We can now produce asphalt and mobilise so that people in the outlying areas will be able to have DHB GM Rawlston Adams

better roads.”

Mr. Adams is also General Manager of the Demerara Harbour Bridge (DHB), under the purview of which the asphalt plant falls within the Ministry of Public Works.

The plant was placed under the management of the DHB on August 1, 2013. Prior to that, it was under the operations of the Transport and Harbours Department, an entity that also falls under the jurisdiction of the Ministry of Public Works.

With several road projects and other infrastructural works in progress, demand for asphalt -- a key road building material -- has been at an all-time high.

Adams reported last week that, in 2014, the fixed plant had done exceedingly well. The entity produced a total of 48,408.88 tonnes of asphaltic concrete at a monthly average production of 4,034.07 tonnes; and this was done only on demand, since the plant could have produced much more.

He added: “We see this production increasing greatly in 2015.”

The plant had also earned a total of $1.7Bn in sales of the favoured road surface materials. This revenue, Adams pointed out, is three times the income of the DHB for the same period.

Adams said that major works in upgrading the plant in 2014 included installation of a new totalizer as well as probe sensors, which made the plant fully computerized and fully automated so that it can provide asphalt of any mix design required by any purchaser.

“A number of contracting firms also have asphalt plants, including BK International, Nauth and Son, and DipCon Engineering. We are working in an environment where we are holding our own, and, of course, we are pleased with the progress of the plant so far,” Adams said.

Granger legal challenge case adjourned to Feb 2

– Basil Williams to present oral rebuttal ACTING Chief Justice, Ian Chang will on Monday, February 2 hear oral submissions from Basil Williams, attorney for David Granger, in his capacity as the Leader of the Opposition, when the hearing into the granting of a conservatory order staying Government’s spending on programmes not approved in the 2014 Budget continues at the High Court.

The hearing yesterday was adjourned after Senior Counsel, Rex McKay, one of the other attorneys representing the Opposition Leader in the matter, presented his rebuttal to the arguments presented by attorneys for the named defendants in writing and Williams, who is to present his rebuttal, requested the adjournment to attend to other matters.

The hearing is being held to determine if a conservatory order should be

granted to stay Government’s spending pending the determination into a legal challenge file by Ganger. He has challenged the constitutionality of Government’s spending on programmes not approved in the 2014 Budget. The challenge was filed following the Finance Minister’s submission to the National Assembly for approval Statements of Excess for spending not catered for in the budget.

Justice Chang has already heard arguments from attorneys for the Leader of the Opposition who initiated the legal challenge and attorneys for the named respondents, Ashton Chase, who appeared on behalf of Attorney General, Anil Nandlall who is appearing on behalf of the Minister of Finance and Khemraj Ramjattan who is appearing for the Speaker of the National Assembly.

Jury heard that Station Diary with proof of oral confession disappeared JUSTIN Felix, called Justin Percival, is indicted for the murder of Paul Austin, called ‘Coolie’, on July 13th 2008, at Kara Kara, Linden.

State Counsel Mrs. Teshana Lake and Miss Orinthia Schmitz are prosecuting.

Mr. Glenn Hanoman, in association with attorney-at-law, Miss Tanicia Daniels, is defending.

The prosecution is alleging that it has a strong case against the accused but defence counsel, Mr. Hanoman is contending that the allegation about an oral confession against his client is based on a claim which cannot be sustained by the Station Diary or any legal record.

Both counsel for the defence are saying that the prosecution is not adhering to the Standing Orders and accused them of being unable to produce the Station Diary, which if the allegation about

an oral confession was true, the Station Diary should be helpful with details.

In answer to cross-examination by Mr. Hanoman, ASP Julius Wright, the Head of the Investigating team agreed that the Station Diary should be securely kept since it would contain relevant information in a pending matter.

In answer to further questions, Mr. Wright said that he was aware that the law of Guyana states that a person arrested should not be kept in detention beyond 72 hours of his arrest without being brought to court or being released unless there was an extension order from the court.

Mr. Wright also said in answer to another question, that no gunpowder residue was found on the hand of the accused.

The hearing continues today.

C-Pets team up for health seminar in ‘D’ Division SENIOR Superintendent of Police Mr Steven Mansell continues to push the police “D” Division community component of policing through its sevenmonth-old phase of “Creating Positive Environments through Safer Environments”.

The police in that division hosted last Saturday a health seminar which included participants from the

Regional Health Authority, Regional Democratic Council, Neighbourhood Democratic Council, faithbased organisations and other stakeholders.

The event was facilitated by a member of the C-Pets team, who hosted the participants of the seminar at his restaurant, as he has been doing for several months now.

Mansell explained that the seminar was organised in part to address the issue of overweight ranks, especially those below the rank of sergeant who appear to have some difficulty controlling their weight and, in some instances, weight gain.

Mansell told the Chronicle, even as he added that long life must also be complemented with healthy eating and habits.

Mr. Mansell said the programme was designed under C-Pets’ management programme and targets firefighters who work within the division, even as persons from the Ministry of Human Services and other agencies are involved.

The event was one of the many things planned by the police in “D” Division under their C-Pets initiative, Mansell disclosed.

Among the other things planned are a youth leaders’ training, launching of a cookery class, environmental cleaning, building of a bus shed, and several other activities.

He explained that a patrol base would be opened on

the West Bank of Demerara, and that would serve to provide services that are similar to those which are provided by the patrol base that was opened last year by former ‘D’ Division Commander Ian Amsterdam.

The C-Pets’ initiative will also be taking drugs, crime and substance abuse seminars and pep-talks into several schools within ‘D’ division.

Crackdown on litterbugs continues – resident served with notices

IN continuing a crackdown on litterbugs, wardens from the Environmental Protection Agency’s Litter Enforcement Unit served notices to Anil Das, and Mr. Eddie Seon, resident of the

same village.

During a stakeout conducted by the Unit on January 13, numerous heaps of domestic waste was discovered on the roadside at School Street, De Andre Street, Richards Ville and Martyrs Ville.

To this end, Mr. Das was issued a Clean-up Order, which gives him two weeks to ensure that all waste is removed from these areas. Under the Regulations, local authorities are legally obligated to ensure that public spaces under their management are kept free of litter, and that receptacles for waste deposit are provided and emptied in a timely manner.

This move is the second to a local authority, with the Town Clerk and the City Engineer of the Georgetown Mayor and City Council being served Prohibition Notices in December of 2014 regarding the state of the city’s canals on North Road and Church Streets.

Mr. Eddie Seon, also of Mon Repos, was discovered dumping domestic waste on the roadside, an offence which carries a fine of no less than $50,000. Following the provisions of the Regulations, he was issued a citation to pay the fixed penalty of $15,000.

The public is advised that littering is an offence

and offenders will be brought before the Courts; fines for littering range from $50,000 for individuals, and $100,000 for businesses.

The Ministry of Natural Resources and the

Environment through the Environmental Protection Agency will continue to work with the authorities including the Guyana Police Force, in ensuring that the Regulations are effectively enforced.

Efforts being made to expand Nicaragua rice exports foothold – RPA Head, Dhaeramkumar Seeraj GIVEN the continuous success of the rice industry, efforts are being made to secure a greater foothold in Nicaragua and other Central American countries, including Belize.

Head of the Guyana Rice Producers’ Association (RPA), Mr. Dharamkumar Seeraj, told the Guyana Chronicle yesterday during a telephone interview that Guyana currently has export agreements with several countries in the Caribbean as well as with Venezuela and Panama. He said arrangements to ship rice to countries in West Africa are still being finalised, its delay owing to the Ebola epidemic.

Seeraj explained that, in addition to existing markets,

Guyana is seeking to reach Caribbean nations and European countries.

“Export of rice to Venezuela has also been increased, which comes as a success for the agricultural industry of Guyana,” he said.

The RPA Head explained that improved production, quality, and by extension exports, in addition to securing new markets, would undoubtedly increase the rice industry’s contribution to the local economy.

Last year was another record-breaking year for the rice industry. Production was recorded at 635,238 tonnes, of which 501,208 tonnes were exported. Production in the final crop of 2014 surpassed that of the first crop,

which recorded just over 300,000 tonnes. Production for 2013 was 535,212 tonnes, which was far above the original target of 413,000 tonnes, and reflected a 27 per cent increase over the production in 2012. The average production per hectare was some five tonnes.

FIRST CROP’S PROGRESS Asked about the progress of the current rice crop, Seeraj disclosed that sowing is still to be completed in Regions Five (Mahaica/ Berbice) and Six (East Berbice/Corentyne).

He explained that Region Six rice farmers are still experiencing “irrigation challenges”, but he

assured that the RPA, along with stakeholders, is addressing the issue, which is expected to be resolved shortly.

Given weather patterns, the RPA Head reiterated, rice farmers in Regions Five and Six have been advised not to extend sowing beyond the end of January.

ed, has been completed in the other rice producing regions: Regions Two (Pomeroon/Supenaam), Three (West Demerara/Essequibo Islands) and Four (Demerara/Mahaica).

On the question of payments, the RPA Head assured that only a small percentage of the accumulated $23B in sales for the last crop of 2014 remains to be paid out.

He acknowledged reports that some rice farmers in Regions Five and Six have not yet been paid, but he reiterated that all efforts are being made to ensure full payment to all rice farmers.

Rice production was at its lowest in Guyana in the late 1980s, due to neglect of the industry, which saw

a lack of sound agricultural policies and programmes and little or no investment in agricultural infrastructure and research and training.

Today, there are greater investments in agriculture infrastructure, education and training of farmers, and in research. Moreover, there are more guaranteed markets as well. Secure drainage, new and improved farming technologies, and new rice varieties are among some of the interventions made over the years on the part of Government, and these have been fuelling the rice industry’s growth.

Government, cognisant of maintaining the strong performance of the rice industry, has offered the relevant support.

OAS addresses C’bean Energy Summit…

Secretary General Insulza says commitment doubly impressive THE Secretary General of the Organization of American States (OAS), José Miguel Insulza, yesterday, participated in the Caribbean Energy Security Summit, in which the countries of the Caribbean exchanged ideas on strategies for energy diversification, among other issues.

In his address to the event, Secretary General Insulza highlighted that “over the past 5 years, we have witnessed an unprecedented push by Caribbean leaders and Governments towards the development of their renewable sources.”

That commitment is doubly impressive, said the OAS leader, in a time of low oil prices like the present.

“The OAS has been an active advocate and supporter of the transition to sustainable energy in the Region,” said the Secretary General, who added that

(Reuters) - A 22-year-old business student and model from Barranquilla, Colombia, was named Miss

Universe on Sunday at the annual beauty pageant, beating out 87 other contestants from around the globe.

Paulina Vega, the granddaughter of tenor Gaston Vega, studies business administration at the Universidad Javeriana in Bogota and has been a model since she was eight years old, according to the pageant’s website.

Vega triumphed over first runner-up, Miss USA Nia Sanchez, a 4th degree black belt in Tae Kwon Do from

Las Vegas, Nevada, who won the U.S. title in June.

Contestants from the Netherlands, Jamaica and Ukraine rounded out the five finalists at the 63rd annual pageant, which was broadcast on NBC from Florida International University in Miami.

Vega is the fourth woman from South America to win the pageant in the past seven years, with contestants from Venezuela taking the title last year as well as in 2007 and 2008.

CIOG hosts luncheon for physically challenged persons MORE than 150 physically challenged persons were hosted at a lunch by the Central Islamic Organisation of Guyana (CIOG) last Sunday.

The luncheon was held at the Muslim Youth Organisation (MYO) Complex, Woolford Avenue, Thomas Lands and in attendance were Minister of Human Services and Social Security, Jennifer Webster and Minister of Health, Dr. Bheri Ramsarran.

President of the CIOG Hajji Fazeel Ferouz said the idea of the luncheon was initiated by an official of the Guyana Able Sport Cycle Wheel-Chair and Educational Organisation and was welcomed by the religious organisation.

Ferouz explained that it was during the festive season in 2014 it was observed that

the differently-abled had not been feted and as such, they wanted to do something for them.

Those in attendance had an opportunity to air their general grievances which were well received by the Government officials present and they acknowledged the need for redress.

Meanwhile, Ms. Webster reiterated Government’s willingness to support the disabled persons in society. She said at present, there are 5,279 permanently disabled persons on the public benefits register of the Labour Ministry.

While there are some 4,000 persons who are not on the list, the Government is considering an expansion of the register, she added.

Also making remarks was Minister of Health, Dr. Bheri Ramsarran.

Y3K off to Artistic Uprising event in the U.S. THE Y3K group consists of siblings, Taiesha, Kwasi, Yurie, Keifa and Keiven Cox, who have been singing and composing their own songs for the past 11 years and they will represent Guyana and the Caribbean in songs at the Artistic Uprising event through Caribbean American Domestic Violence Awareness Organisation (CADVA)/One Billion Rising Caribbean Movement next month.

Keiven Cox told this publication that each member of the group could sing as well as play at least two instruments and started out singing in church, having come from a religious family. Their father is the pastor at the 210 Christian Gospel Assembly, Lodge Housing Scheme, Georgetown.

He added that within those 11 years they have been singing, they grew as a group and being in the same family made it easier for them to enhance their skills and relate to each other.

Cox stated that since they began singing, the late Dr. Faith Harding was very involved in their work and supported them. As such, they

were compelled to pen and sing a song in her honour, titled: “I Listened.”

Y3K will be going to the United States to record a song for CADVA/One Billions Rising Caribbean Movement. The recording will be done in Jamaica, Queens, after which they will

sing that song in Manhattan on February 7, 2015 during the Artistic Uprising event.

Cox told this newspaper that the event will bring artistes from around the world and it is the very first time Guyana and the Caribbean will be represented on that platform and the group is

very pleased to attend.

He said, “We feel elated [and] grateful, but we are happy to be involved in anything that highlights domestic violence, because we lost a sister to domestic violence and we want to empower women and youths to make informed choices so they will

not end up like my sibling.”

Cox explained that two years ago, his sister, Shalana Dowding, 17, was no more after being in a violent and controlling relationship; that incident took a toll on the family and they vowed to do whatever they can to enhance the lives of women

and youths, who are experiencing domestic violence.

The Cox family comprises their parents and 11 siblings and they are all active worshippers at the church operated by their father.

The Y3K group is a very talented bunch of youths, who have performed at many local events, but it really hits you how good they are when you hear them sing.

The first time this reporter heard the group sing she was left in awe and it was a hair-raising experience which brought tears to her eyes. The wondrous melody was very in sync and it was an exceptional performance.

They sing religious as well as love songs and soul.

The mission of CADVA is to provide a safe environment where individuals and communities could share and receive information to help combat domestic violence.

They do so by building the platform for Caribbean communities through dialogue forums and breakout sessions against domestic violence, through education and public awareness campaigns.

Samples sent for DNA testing not returned as yet – Crime Chief SAMPLES taken from the skeletal remains which were found aback of Cummings Lodge, East Coast Demerara, on September 23, 2014, were dispatched to Trinidad and Tobago for deoxyribonucleic acid (DNA) testing by the Guy-

ana Police Force (GPF) and have not returned yet, Crime Chief, Leslie James said Sunday. He added that the samples were sent to be analysed in the twin -island republic since last year and they are awaiting the results.

Sleuths took samples from the headless body which was in an advanced state of decomposition that was discovered on September 23, 2014, aback Cummings Lodge, East Coast Demerara, believed to be that of former MFK Trading boss,

Mohamed Khan, who has missing but this is yet to be confirmed.

The remains were found a month after he disappeared following a visit to Guyana from Venezuela to conduct business.

Khan, 54, fled Guyana and sold his Hadfield Street business after his life was threatened and during a visit to Guyana in July 9, 2014

he was shot and injured by a lone gunman at La Grange, West Bank Demerara.

He was last heard from on August 21, 2014 after he left his wife and children for Guyana and is still missing.

The skull which was wrapped in a plastic bag was found several feet from the skeletal remains of the unidentified man.

She added that when the radio programme was aired live on Old Year’s Day, her daughter’s name was announced as the winner and she was elated.

Norville said: “I asked

my daughter to help me go through the process on facebook and she made the wish for me and I told her you will hear our name being called and it did and I was jumping for joy.”

She told the Guyana Chronicle that the washing machine will assist her greatly in her household washing and she will take good care of it to preserve it.

The woman stated that she wanted a washing machine and now that she has one, her daughter will buy her a phone instead, noting that wishes do come true with compliments of Digicel, a network she is a part of.

Preliminary List of US Vice President thanks CARICOM for Electors to be Cuba ‘encouragement’ released early – signals change to graduation position February THE Guyana Elections Commission (GECOM) is moving apace with its preparations for the upcoming General and Regional Elections on May 11.

And its Preliminary List of Electors (PLE) is expected to be made public early in February – just a few days away.

This was confirmed by GECOM’s Public Relations Officer, Richard François, who added that the Claims and Objections period, following the end of the seventh cycle of continuous registration will commence afterwards.

“It will happen right away,” he told the Guyana Chronicle in a telephone interview yesterday.

The seventh cycle of continuous registration started on November 30, 2014 ended on December 31, 2014. The period allowed persons the

opportunity to register for the first time, conduct transfers and make changes to their registration details.

The numbers released to the Guyana Chronicle indicated that new registrations number 6,003 persons, while there were also 1,163 changes and corrections to existing registration information and 1,248 transfers due to issues related to change of addresses, etc.

Prior to the publication of the PLE the GECOM Secretariat was engaged in conducting a thorough fingerprint cross-matching exercise as it analyzes the fingerprints of registrants on both the existing National Register of Registrants as well as applicants for new registration and new databases to eliminate any/guard against multiple registrations.

According to Francois, the fingerprint cross-match-

ing exercise, which extended to existing persons listed on the NRR, is part of a number of “crucial administrative” efforts that are necessary for the publication of the Preliminary List of Electors.

Once the PLE is made public, all persons who will be eligible to vote at the upcoming elections are urged to check the extracts of the document that will be displayed in their respective communities of residence to ensure that their details are accurate and to apply for registration/ change/corrections/transfers during the Claims and Objections exercise as might be necessary.

At the end of the Claims and Objections period, an Official List of Electors is expected to be produced, which will be used for the upcoming General and Regional Elections. (Vanessa Narine)

VICE President of the United States Joseph Biden yesterday thanked the Caribbean Community (CARICOM) for its “encouragement” to his country to “make the change” with Cuba.

CARICOM has been advocating for an end to the economic and trade embargo on Cuba by the US as well as for an end to the isolation of Cuba from the hemispheric councils, a press release stated.

President Obama recently announced steps towards the normalisation of relations between the US and Cuba.

In an opening statement at the Multilateral Meeting with Caribbean Heads of Government in Washington DC, USA on Monday, Vice President Biden also indicated that he had advised the US Treasury Department to change its voting positions with respect to graduation policies of the international financial institutions. Mr. Biden referred especially to financing with respect to renewable energy and natural

disaster management.

CARICOM has been lobbying consistently for a reversal of the policy which sees many of the Member States being denied access to concessionary development financing due to being graduated through the use of GDP per capita as a major criterion. Japan has also indicated in recent times a willingness to revise its position on the same issue.

CARICOM Chairman Perry Christie, the Prime Minister of The Bahamas, in his opening statement referred to CARICOM and the United States having a “kith and kin relationship” which allows for them to have a shared vision. Prime Minister Christie took the opportunity once again to extend an invitation to US President Barak Obama to meet with the Community’s leaders.

Prime Minister Christie told the Vice President that as leaders there was an enduring obligation to ensure that the youth had a future and would not be victims of hopelessness. Discussions

such as those engaged in at the meeting should always have that issue at the forefront, the Prime Minister said.

The meeting was a follow-up to one held in Portof- Spain, Trinidad and Tobago in May 2013 and discussions centred around economic competitiveness, citizen security and issues raised at the earlier meeting, including energy and climate change. The Vice President reported that in following up results of that session, the US had included the Caribbean in its broadband partnership for the Americas.

TRACKING CRIMINAL DEPORTEES He also said that before the end of the year six CARICOM countries would be enlisted on an electronic system which was being implemented by the US to track criminal deportees. This, he said, would give more complete information on the deportees to help the receiving countries deal with the problem, the release added.

MMU budget completed, Luncheon to be consulted – Dr. Surujbally

THE preparation of a budget which outlines the funding needed for the resuscitation of the Media Monitoring Unit (MMU) has been completed, as assured by Chairman of the Guyana Elections Commission (GECOM), Dr. Steve Surujbally.

In a telephone interview yesterday, he stated that he has also written to Head of the Presidential Secretariat (HPS), Dr. Roger Luncheon, who is also the head of GECOM as a budget agency.

“I still haven’t made contact with Dr. Luncheon, but I have written to him indicating that we are seeking funding for the MMU. I am still to discuss the matter with him,” Dr. Surujbally said.

He declined to confirm the budgeted amount needed for the MMU. The Media Monitoring Unit was established in 2006 and the GECOM Chair underscored an earlier commitment made by Dr. Luncheon to resuscitate the Unit – a commitment that was endorsed by the three political parties based on the merits

of the Act. “GECOM has already gone a far way in resuscitating the MMU,” the GECOM Chair assured in a prior comment.

Until the MMU is fully operational, the GECOM Chairman noted that any concerns from political parties regarding breaches can be communicated to the Commission for consequent actions to be taken.

“There will be some level of monitoring until the MMU comes on stream,” he said.

The Media Monitoring Unit’s objectives include monitoring of the media and reporting on breaches of the principles enshrined in the Media Code of Conduct and norms associated with international best practices in journalism.

It also encourages equity, balance and fairness in news reporting. The MMU promotes the raising of professional standards in the media with regard to reporting on political, electoral, governance, and general social issues. (By Vanessa Narine)

Only I could set date for GCB elections - Minister Anthony

By Rawle Toney THE Guyana Cricket Board (GCB) held its Annual General Meeting (AGM) last Sunday at the Georgetown Cricket Club (GCC) pavilion, and though no election was needed, according to the Board, Minister of Sport Dr Frank Anthony says only he has the authority to call a date for elections, as stated in the Cricket Administration Act. “In the Guyana Cricket Administration Act, it provides for two things; 1) for the Minister to name the Cricket Ombudsman and the second thing is to name a date for the elections.

I have named the Ombudsman, and he must be given time for him to be able to do his job,” Minister Anthony said in an exclusive interview with Chronicle Sport yesterday.

The Cricket Ombudsman, Dr Winston McGowan, had warned the GCB that should they go ahead and hold elections, it would be deemed illegal since it would be contrary to the laws of the land that now governs the game in Guyana.

“He (McGowan) has been trying to investigate the various issues that surround cricket, but I think he has been having difficulties doing that because some members of the GCB are not

allowing him access to the things that he needs to do, so that there could be free and fair elections,” said the Sport Minister.

Minister Anthony pointed out that at present, he is awaiting a response from the West Indies Cricket Board (WICB) after having written to the regional governing body of the game for proposed dates for the GCB elections as constituted in the Cricket Administration Act. According to the Cricket Administration Act (Schedule 1, Section 7), the “elections to the Executive Committee of the GCB in respect of the first elections shall be held in accordance with Section 17 on the date appointed in writing by the Minister, acting in consultation with the West Indies Cricket Board (WICB)”.

Part VII, Section 17 of the Act states that “the Minister, after meaningful consultation with the WICB, shall be responsible for the appointment of a Cricket Ombudsman, who shall be responsible for the verification of the Register of Clubs and for performing the functions of Returning Officer for the first elections of the membership”.

Should the WICB who were written to last week, not respond within the stipulated three-week period, the Sport Minister will then go ahead and name a

President of the GCB, Drubahadur, at Sunday’s AGM, had lashed out at the Cricket Administration Act, deeming it “fraught with numerous inconsistencies and contradictions and will create more chaos than which currently exists. After careful examination by our experts, (the Bill) was found to be severely flawed and was, thus, rejected by both the GCB and the West Indies Cricket Board (WICB)”.

Based on his comments and that of the GCB, it would be interesting to see how things unfold, given the fact that they had all been returned to their respective posts after not having the need to contest an election.

Meanwhile, the GCB had accused the Government of Guyana of being officious; something Minister Anthony strongly refuted, pointing out, “Government isn’t meddling in cricket, that’s something they’ve been saying all along. This is about there’s a law in the country now; a law that was passed in the National Assembly with the consent of everyone. So this is the law of the country which is very clear.”

Asked what’s next, the Sport Minister said, “What’s next? The ministry’s role is very clear and we are going to name the date for an election.”

Venus fireworks illuminate Australia Day

MELBOURNE, Australia (Reuters) - A scintillating fireworks show that illuminated the cityscape and commemorated Australia Day fittingly capped an explosive performance by Venus Williams and the Stars and Stripes brigade at the Australian Open tennis yesterday.

The fireworks display, which has disrupted play previously at Rod Laver Arena, began minutes after Venus advanced to her first grand slam quarter-final since the 2010 U.S. Open with an upset win over sixth seed Agnieszka Radwanska.

The 34-year-old’s victory ensured three American women would be in the last eight of a grand slam for the first time since the 2004 U.S. Open as she joined younger sister Serena and teenager Madison Keys.

Men’s top seed Novak Djokovic also moved up a gear to beat Luxembourg’s Gilles Muller and next faces Milos Raonic, who became

Dutchman van Praag joins FIFA presidential race

NYON, Switzerland (Reuters) - Dutchman Michael van Praag became the fourth man to challenge Sepp Blatter for the FIFA presidency when he joined the race yesterday, saying it was time to bring soccer’s governing body back to normal.

The 67-year-old president of the Royal Dutch Football Federation (KNVB) and former Ajax Amsterdam chairman is an outspoken critic of Blatter and said he was “very worried” about the state of soccer’s scandalplagued governing body.

The KNVB, which announced van Praag’s decision on its website, said he already had the backing of five national associations which is needed to mount a challenge.

Former FIFA deputy secretary-general Jerome Champagne and Prince Ali bin Al-Hussein of Jordan have already declared their intention to run and challenge incumbent Blatter at the May 29 election in Zurich.

So too has former France international David Ginola, in what is widely regarded as a publicity stunt. van Praag’s decision, three days before the deadline for candidates to confirm their bids, is a potential blow for

“It is well known that I am very worried about FIFA,” said van Praag on the Dutch FA website. “It is high time that the organisation is fully normalised and puts its full focus back on football.

“For a time, I hoped that there would be a credible opponent, but that’s simply not happened. Then you must not only use words but also act decisively and take responsibility.

Therefore I present myself now as a candidate.” van Praag launched an outspoken attack on Blatter last year during the FIFA Congress in Sao Paulo.

“Mr Blatter, this is nothing personal, but if you look at FIFA’s reputation over the last seven or eight years, it is being linked to all kinds of corruption and all kinds of old boys’ networks things,” he said.

“FIFA has an executive president and you are not making things easy for yourself and I do not think you are the man for the job any longer.”

CAPE Verde and Zambia both bowed out of the African Cup of Nations yesterday after a game which at one point looked as though it would be halted because of torrential rain.

Persistent showers fell through the first half and the rain became extremely heavy during halftime and in the early stages of the second half.

Puddles appeared on the pitch but play continued and the rain finally stopped.

Zambia’s Evans Kangwa missed a great chance late on while

Antonio Varela earlier headed over at the other end.

Cape Verde missed out on qualifying on goals scored after only finding the net once in three matches, with a penalty, compared to DR Congo’s two strikes.

The weather will be the main talking point in a match from which either side could have qualified for the quarterfinals.

Armstrong would race clean now but not in 1995 LONDON, England (Reuters) Banned cyclist Lance Armstrong says he would not have needed to resort to doping in the sport’s current era and what happened years ago should be seen in the context of the times.

“If I was racing in 2015, no, I wouldn’t do it again because I don’t think you have to,” the Texan told the BBC in an interview yesterday.

“If you take me back to 1995, when doping was completely pervasive, I would probably do it again.”

A cancer survivor and once a hero to millions, Armstrong was stripped of his seven Tour de France victories and banned for life from racing in 2012 by the U.S. Anti-Doping Agency after it accused him in a report of engineering one of the most sophisticated doping schemes in sports.

Following his return from cancer in the late 1990s, Armstrong was regularly subjected to claims of doping, which

he stoutly refuted until the release of USADA’s “reasoned decision”.

The 200-page document supported by a further 1 000 pages of evidence - finally led to Armstrong’s confession in an interview with US chat-show host Oprah Winfrey in January 2013.

“When I made the decision (to dope in 1995), when my team made that decision, when the whole peloton made that decision, it was a bad decision and an imperfect time,” he said.

“But it happened. And I know what happened because of that. I know what happened to the sport, I saw its growth.”

Armstrong said he regretted the “unacceptable and inexcusable” behaviour with which he subjected other riders and figures within the sport during numerous attempts to rubbish their allegations of doping.

“I would want to change the man that did those things, maybe not the

RHTYSC launches GT&T Inter-Primary School softball cricket tournament THE Rose Hall Town Youth and Sports Club last Friday launched a softball cricket tournament for four primary schools on the Lower Corentyne Coast as part of its Silver Jubilee celebration.

The Guyana Telephone and Telegraph Company (GT&T) and RHTYSC Silver Jubilee tournament will bowl off in early February and is one of the 200 programmes/activities planned by the club for 2015 to celebrate the historic anniversary.

RHTYSC Secretary/ CEO Hilbert Foster stated that the tournament will be contested by Belvedere Primary, Rose Hall Primary, Port Mourant Primary and Tain Primary schools.

The one-day affair is set for the Area ‘H’ Ground on Thursday, February 12 and is a ten overs-per-side competition.

Belvedere Primary play Rose Hall Primary in the opening match at 09:30hrs while Port Mourant Primary and Tain Primary meet at 11:00hrs.

The 3rd place playoff match will be played at 12:30hrs while the grand final will start at 14.00hrs.

The winning team, runnersup and outstanding players would receive trophies and medals.

The long-standing club Secretary/CEO revealed that the RHTYSC will use the tournament to identify promising players

for its junior development programmes to be conducted by coach Delbert Hicks. The club will also promote the ‘Say Yes to Education and Say No to Drugs and Suicide’ message to the players.

Foster expressed gratitude to the Management of the Guyana Telephone and Telegraph Company especially its CEO Mr R. K. Sharma, Senior Marketing Officer Ms Anji Hackett and Public Relations Officer Ms Allison Parker for their sponsorship of the tournament.

Team Evolution register second consecutive win of 2015 cycle season

TEAM Evolution registered their second consecutive win in as many starts, on Sunday, when Michael Anthony rode to victory in the Benjamin’s Cycle Sports Storesponsored, and Flying Ace Cycle Club-organised 50-mile cycle road race in Berbice.

Riding for the recently formed Team Evolution, Anthony returned a winning time of one hour 51 minutes 41 seconds to register the team’s second victory, following that of Marlon `Fishy’ Williams’ win on Saturday in the feature 35-lap event of the 22nd Ricks and Sarisponsored programme in the National Park when the 2015 season commenced.

It has been reported that Anthony, after being sent on his way along with 42 other competitors from Benjamin’s Store in Fyrish, Corentyne, Berbice, attacked the pack and was followed

by Paul DeNobrega, Alanzo Greaves, Mark Harris and Alonzo Ambrose.

The quintet opened a sizeable lead and turned back at Number 51 Village, Corentyne for the finish at the place of origin and it was at Port Mourant on the downward journey that the chasing pack, which included Anthony’s team mate, wheeled in the leaders.

Once connected, various persons took control of the lead and, approaching the finish line, Anthony stole a march on Greaves and took top honours.

Greaves had to settle for second, while DeNobrega, Hinds, Ambrose and Harris occupied the other top four positions respectively.

Of the eight prime prizes that were up for grabs, Greaves won five, while Junior Niles, Ambrose and Balram Narine took one each.

There was a special prize for the cyclist finishing 10th. This prize was sponsored by Tennassy Shipping of Canada and was won by Walter `One Hand’ Grant-Stuart.

In other results from the day’s programme, Chavez Carter of Linden won the Beginners race ahead of Kema Logan and Narine respectively, while Marika Dick of Berbice won the Ladies’ category ahead of Whitney Troyer and Shamika Teixeira in that order.

The Veterans Over-41 years category was won by Andrew Spencer of Linden with Linden Blackman placing second and event sponsor Wilbert Benjamin finishing third.

In the 35-40 years age group, Niles came out on top over Jaikarran Sukhai and Sybourne Fernandes respectively.

Berbician Romelo Crawford was the winner of the junior category, while Jamal John and Raphael Leung placed second and third.

From Fyrish, the veterans and beginners proceeded to Nand Persaud Rice Mill before returning to the place of origin for the finish.

The Ladies’ category got under way from Adventure and they turned back for the finish at Nand Persaud Rice Mill.

NOTABLE DATES LENNOX Blackmoore was a household name in Guyana during the mid-1970s to the middle of the following decade. So inspiring was `Blackie’ that he even had a song made about his exploits in the ring. The Cancer-born orthodox lightweight boxer made his professional debut as a 23-year-old on January 26, 1974.

Blackmoore started on a successful note having won a four-round contest against Preston `Kid’ Carrington on points. He would have two fights with Carrington and a similar number with Trinidadian Claude Noel. Blackmoore also three encounters with `Tiger’ Green, winning two and losing the other.

He won the national lightweight title in June 1975 after knocking out Green in the 14th round. Blackmoore was 13-1 when he met Jonathan Dele on October 1, 1977 in Lagos, Nigeria and was crowned Commonwealth champion after defeating the Nigerian by points.

Blackmore challenged WBA super lightweight champion Aaron `The Hawk’ Pryor in June 1981 but came out on the wrong side. Pryor won the bout by a TKO in round two and in the process denying Guyana a chance of claiming its first world title.

Blackmore engaged in his last professional battle in June 1986 when he defeated Wayne Harris to be crowned Guyana’s super welterweight champion.

The former Commonwealth champion retired with a record of 25 victories (14 KOs), and five defeats. He is now a world-rated trainer at the Gleason’s Gym in New York.

International Airport, where they would face the Island’s National team in a Friendly International on Sunday, February 1.

And though the players are currently heightening their preparation in an attempt to redeem themselves, head coach Jamaal Shabazz told Chronicle Sport that the team still have a few hurdles to climb, but he’s impressed with their effort.

Shabazz said: “We’re not there yet, but we would be when it’s time to play.”

The Trinidadian, touted as Guyana’s most successful head coach and technical director, had made it clear that losing is not an option and that the Jaguars will have to get a result.

The final composition of the team is not yet known,

as Canadian Brydon Caesar becomes the latest addition to the squad in training.

This is the 23-year-old’s first visit to Guyana and being born to Guyanese parents, Caesar said, “I think it would be a dream come true for me to represent Guyana and I’m actually looking forward to playing for them (Jaguars).”

Caesar plays in Canada’s League 1 with Windsor Stars, which is a semi-professional men’s soccer league based in Ontario, Canada, that was founded on November 15, 2013 to play its inaugural season with 10 founding teams in 2014.

It is sanctioned by the Canadian Soccer Association and Ontario Soccer Association as a Division III league

PORT ELIZABETH, South Africa, (CMC) – Captain Jason Holder believes West Indies’ triumph in Sunday’s fourth One-Day International against South Africa, was a reminder the Caribbean side can compete strongly with top sides in the world.

Trailing 3-0 in the series, West Indies bounced back to beat the Proteas by one wicket at St George’s Park, after chasing down 263 with nine balls to spare.

“We have known it from the start, that we have the ability to win cricket games. It’s just one or two mistakes that have cost us games – losing wickets in clusters, a dropped chance or even one or two big overs when we bowled,” said Holder.

“It’s all about putting together the complete game. Fortunately … we were able to get over the line even though I don’t think we played the complete the game in that we let it get down to number 11.

“Having said that, it’s just good to get across the line, it does a lot for our morale.”

Holder was the best bowler with four for 53 as West Indies strung together a disciplined performance to limit the Proteas to 262 for eight, despite David Miller’s splendid unbeaten 130.

“I’m obviously very pleased. It’s been a tough tour so far and we’ve already lost

Holder, revelling in his first win since taking over as captain at the start of the series, admitted there was some doubt about the result with the last pair at the wicket.

“I was worried when it was down to the last pair obviously but knowing the expertise of my finisher Russell, I still had that hope and obviously Russell pulled it off for us.”
