Jagdeo favoured as PPP/C presidential candidate for next general elections ACCORDING to well-placed sources, former President Bharrat Jagdeo is the one most favoured to be the PPP/C presidential candidate for the next general elections, particularly given that election fever is in the air, brought on by the ongoing gridlock in the National Assembly.

The source noted that a poll conducted by the combined Opposition has revealed that in terms of popularity, Jagdeo is way ahead of candidates from both A Partnership for National Unity (APNU) and the Alliance For Change (AFC).

Guyana Chronicle understands that the poll follows the ruling party’s first public hint of snap elections at the Cheddi Jagan Memorial event held at Babu John, Port Mourant, Corentyne on March 9 last.

With regard to the ongoing political gridlock in the National Assembly, the General Secretary

of the PPP/C, Mr Clement Rohee, said: “The Parliament is a forum for a struggle for political power…Guyanese have had enough of messing with their lives by their political predecessors.”

He made it clear that the people are tired of the ‘shenanigans’ coming from the combined Opposition, and said the people’s disgust would be best demonstrated at the polls.

According to Rohee, the Opposition’s “game plan” is clear for all to see, and is one that would economically ruin Guyana.

He acknowledged that the ruling party has made mistakes, but noted that the party is “bold and big” enough to admit to such errors, and work to make amends for them.

Conversely, the Opposition continues to push for Local Government Elections, because this poll indicates that they would fare marginally better there than at general elections.

FORMER PRESIDENT BHARRAT JAGDEO The Opposition’s poll follows an opinion survey conducted last August by the North American Caribbean Teachers Association (NACTA), which found that the ruling People’s Progressive Party/Civic (PPP/C) leads the opposition in voter support in the event early elections are called to resolve the parliamentary impasse brought about by the November 2011 general elections.

Asked if they think the Government should call a snap election to resolve the parliamentary impasse that prevents the ruling party from carrying out its planned programmes, 43 per cent of the respondents said yes, 40 per cent said no, and 17 per cent said they are not sure. Many voters said the parties should try to work together for the benefit and betterment of the nation, expressing a view that they do not think any party will win a majority at the next election.

Asked which Party they would vote for if a snap election were called, 46 per cent of the respondents said the PPP/C; 37 per cent said A Partnership for National Unity (APNU), and seven per cent said the Alliance For Change (AFC), with 10 per cent being undecided.

Region Two farmers cash in on $261M

RICE farmers in Region Two (Pomeroon/Supenaam) who had been owed by millers for paddy supplied them since the last crop cashed in on some $261M yesterday.

Agriculture Minister Dr. Leslie Ramsammy told the Guyana Chronicle that the payments to farmers will continue in Region Six (East Berbice/Corentyne) today. “We expect to pay out $71M tomorrow (today); and added to what we paid to Region Two farmers, it will take us over the $300M we expected to pay. But we had some farmers (coming) forward who were not on our list but were also owed by millers,” he said.

Dr Ramsammy explained that the Agriculture Ministry is in

a position to make the payments because the millers who owe famers are suppliers to the Venezuelan market, and once shipping to the neighbouring country commences, the monies paid will be recouped.

“We will deduct the money from the millers’ payment, once we start shipping rice to Venezuela,” he said.

The agreement to have the Agriculture Ministry facilitate payments to the farmers followed engagements with both rice farmers and millers in Guyana’s rice producing regions. The Agriculture Minister noted that during those engagements, millers have agreed to keep prices per bag of paddy at between $3,000 and $3,700. He said, “We are monitoring the situation, and hope other millers follow suit. We can’t order them to pay

higher prices, we can only cajole them on the basis that, given the current price structure in the market, they can afford to do so.”

Ramsammy urged farmers to go to millers paying better prices as a way to cause other millers to pay prices that are around the same rate. He has also instructed the Guyana Rice Development Board (GRDB) to begin a process of placing independent graders at all mills. Millers are allowed to have their own graders, but he is proposing that only GRDB graders be used for a short period to issue paddy grading certificate when farmers’ paddy arrive at mills.

The Agriculture Minister and team is expected to continue the outreach exercise throughout this week.

Benn: Power failure could have caused Arau plane crash

By Leroy Smith TRANSPORT Minister Robeson Benn yesterday told the Guyana Chronicle that the plane crash in the jungles of Region 7 on Tuesday could have been caused by a power failure.

Responding to a query from this newspaper about the plane crash, Minister Benn said that in addition to the power failure, the crash could have also been caused by engine failure. He however explained that there is no clear determination as yet of the cause of the crash, as investigations are still ongoing.

The minister said he was aware that the Guyana Civil Aviation Authority had been questioning several persons about the incident, among them the pilot and owner of the downed aircraft.

The minister told this newspaper that the Guyana Civil Aviation Authority is making efforts to have the engine of the craft brought out of the area in order to facilitate the investigation.

The investigators from the GCAA who went to the area on Tuesday returned on Wednesday.

On Tuesday, four persons escaped a horrific death after the plane they were travelling in fell out of the sky in Region 7. The survivors are Ivor Williams, Troy Daniels, Leon Bristol and the plane’s owner and pilot, Bernard Singh. They were the only persons on board the aircraft at the time of the mishap.

The accident occurred just after 11:00 hours on Tuesday morning, shortly after the single engine light aircraft had taken off from the Aura Airstrip in Region 7, reportedly heading to another mining camp with three of Singh’s employees on board.

While medical personnel related that out of the four injured, one seemed more critical, all of the injured were flown to the city, and were rushed to the Georgetown Public Hospital for medical attention.

They were stabilized at the crash site by medical personnel for the Guyana Defence Force who had travelled to the area.

Immediately after the distress call was made from a satellite phone by the pilot of the craft, the Guyana Civil Aviation Authority activated its search and rescue coordination centre.

Moments later, the Guyana Defence Force, which is also part of the National Search and Rescue Coordination Unit, dispatched two medical personnel into the area to offer medical attention to the injured, and to have them stabilized.

The GDF personnel were accompanied by investigators from the Guyana Civil Aviation Authority.

The downed aircraft, number N87619, was easily spotted; and getting to the injured was not much of a challenge, as compared to a more recent case when the rescue centre was activated.

Ukraine crisis: US sanctions target Putin’s inner circle (BBC News) US PRESIDENT Barack Obama has announced further sanctions on Russian officials and a bank over the crisis in Crimea.

Mr Obama also said he had signed an order enabling the US to impose sanctions on sectors of the Russian economy.

Meanwhile EU leaders have arrived in Brussels amid warnings that they may impose tougher economic sanctions.

Tensions are high as Moscow approves a treaty enabling Crimea - an autonomous republic in Ukraine - to join Russia.

Mr Obama said: “Russia must know that further escalation will only isolate it further from the international community.”

He said the US was watching the situation in southern and eastern Ukraine with concern.

Russian authorities announced sanctions on US lawmakers and officials in response.

In a separate development in Crimea, Russian-allied troops appeared to have seized at least two Ukrainian navy ships at anchor in the port of Sevastopol.

A White House official said

President Obama: ‘’Nations do not redraw borders... simply because they are more powerful” the latest wave of US sanctions targeted 20 Russian individuals with interests in the Crimea.

They include his chief of staff Sergei Ivanov and wealthy businessmen Arkady Rotenberg and Gennady Timchenko.

Those targeted will be unable to make transactions in dollars, will have any assets in the US frozen and will be barred from doing business in the US. European Union leaders meeting in Brussels also said they would expand the number of Russians facing sanctions, and said a summit with Russia planned for June would not go ahead.

German Chancellor Angela Merkel told the German parliament that the EU would be ready to impose economic sanctions against Russia if there were a further escalation in Russia’s involvement in Ukraine.

Mrs Merkel told reporters in Brussels that she was optimistic that EU nations would be able to present a unified voice on the Crimea crisis.

The EU and US introduced a first raft of sanctions against individual Russians and Ukrainians on Monday, a day after 97% of Crimeans voted in a referendum to join Russia.

The US ordered the freezing of assets and travel bans on 11 individuals, while the EU imposed the same sanctions on 21 people.

Russia has announced that it is imposing its own sanctions against US officials and politicians.

Among those targeted are some of the most senior Congressmen - Harry Reid, John Boehner and John McCain - as well as one of President Obama’s national security advisers, Benjamin Rhodes.

Iraqi forces, images testify to atrocities in new fighting (Reuters) - The video shows a male corpse lying in the dirt, one end of a rope tied around his legs, the other fastened to the back of an armored Humvee.

Men in Iraqi military uniforms mingle by the vehicle. Someone warns there might be a bomb on the body. One hands another his smartphone. Then he stands over the body, smiles, and offers a thumbs-up as his comrade takes a photo. The Humvee starts to move, dragging the dead man behind it into the desert.

The short video was shown to Reuters last week by an Iraqi national police officer. It captures what appear to be Iraqi soldiers desecrating the corpse of a fighter from the Islamic State of Iraq and Levant (ISIL), a group reconstituted from an earlier incarnation of al Qaeda in Iraq.

“This is very normal,” said the Baghdad-based police officer, who has many friends now fighting around the Sunni city of Ramadi. “Our guys get killed at the hands of al Qaeda. Why don’t we do the same to them? This is self-defense.”

Almost three months after Prime Minister Nuri al-Maliki declared war on Sunni militants in Iraq’s western Anbar province, the fighting seems to have descended into a series of brutal atrocities, often caught on video and in photographs by both militants and Iraqi soldiers.

Iraqi soldiers say they are bogged down in a slow, vicious fight with ISIL and other Sunni factions in the city of Ramadi and around Falluja. They describe a hellish world in which Iraqi forces are running low on tank shells, lack aerial cover, are short of armored vehicles, and have been hit by high casualties and desertion rates. have fled their homes to escape the fighting, according to the United Nations.

Sunni militants regularly post videos and photos of executions and torture of government troops.

Now, according to the police officer, an army officer, a general and an Iraqi Special Forces member, some Iraqi troops have begun replying in kind, carrying out extra-judicial executions, torture and humiliations of their enemy and posting images of the results online.

The images and disturbing accounts from Anbar are testament to the sectarian fervor sweeping Iraq.

The security forces, who are mostly Shi’ite, and the Sunni militants often see themselves as players in a larger regional and sectarian battle. The brutalities are in turn deepening those divisions and risk turning Iraq’s Sunni region into a permanent battlefield. Already the fighting is bleeding into the civil war in neighboring Syria.

A senior general in Baghdad acknowledged that soldiers working for Iraqi counter-terrorism units, or Special Forces, had carried out extra-judicial killings but called them isolated cases. He blamed the killings on a lack of training for new soldiers rushed out to replace wounded and slain colleagues.

“It is a field reaction, no more, no less,” said the general. Like most of the Iraqi officials who spoke to Reuters for this story, he declined to be identified. “Usually, this happens when there is a military confrontation. The soldiers are finishing off the wounded militants, shooting them many times to express their anger.”

He said the last case he knew of occurred just over two weeks ago in Khalidiya, a town near Ramadi, where Special Forces killed several ISIL members.

A spokesman for the Iraqi Counter-Terrorism Service strongly denied the accounts of executions.

“Allegations of executing unarmed terrorists are baseless and false. I think the victory our forces achieved has annoyed those who are issuing such accusations and forging videos in a way that smears our forces’ reputation,” said spokesman Sabah al-Noumani. “We are holding our soldiers accountable if they violated the simplest rules of engagement. We will not accept any violations.”

Chronicle staffer alleges Police harassment A STAFF member of Guyana National Newspapers Limited (GNNL), printers and publishers of the Chronicle, yesterday alleged that he was harassed by ranks of the Mahaica Police Station.

Roodi Balgobin said it happened when he stopped at the Mahaica junction, in the vicinity of the station, on his way home.

He was detained for almost an hour before being released.

Balgobin related that he was going home from Georgetown and when he obeyed the stop sign at the junction. a policeman with badge number 21911 rushed out of the station and signalled him to pull over.

“He asked for my papers and then he said to come to the station.

I asked him what was the charge and he said failure to comply with

the road sign.

“He charged me and asked me to sign to the charge. I said I am not signing to the charge unless I can give a statement. He went ahead and wrote ‘refused to sign’. $5,000 bail “The officer said I was on $5,000 bail but before that, my brother came to inquire what the charge was and how much was the bail. The officer yelled at my brother and told him to ‘get out of the station’.

“My father came and paid the $5,000 but the policeman refused to make out a receipt. He left the station for more than half an hour. When

he came back, he made a scene saying ‘what we think this is’. I don’t know what he meant by that, before finally giving me the receipt,” Balgobin said.According to the Chronicle employee, the policeman who was on his phone at the station and not on the road, was in no position to credibly assess if he failed or not to comply with the traffic sign and maintained that he was being targeted unreasonably.

“The officer is not a traffic rank, but he is a policeman; and as such when he asked me to pull over, I complied,” Balgobin said.

Recently, the Guyana Police Force (GPF) has been criticised for the unprofessional and hostile approach of its ranks when dealing with the public.

By Shirley Thomas THIRTY-two-year-old Ivor Williams, of 19 Coldingen, East Coast Demerara; and Troy Daniels, 41, of Bachelors’ Adventure, East Coast Demerara, who were injured in Tuesday’s plane crash in Arau in Region Seven, yesterday remained in serious condition at the Male Surgical Ward of the Georgetown Public Hospital.

Captain Bernard Singh, who was piloting the downed aircraft and suffered injuries to his head, face and eyes, and Leon Bristol, also with head injuries and other abrasions about the body, were discharged from hospital on Wednesday, with instructions to return to be examined by doctors at specified dates.

The still hospitalized Williams suffered a broken left leg, a dislocated right hip-bone, injuries to his face and head, and incapacitation of his right hand from the lower shoulder down.

He is also complaining of pain in his left upper shoulder.

Troy Daniels, also still hospitalized, suffered fractures to both hips, and had to have hip replacement therapy. He is unable to turn his head from side to side, and is complaining of severe pains in the neck and spinal area.

Although either man can hardly speak, each has found enough voice to give abundant praise to the Almighty for life spared in face of a disaster of such magnitude.

The survivors are also expressing gratitude to the Guyana Civil Aviation Authority, the Guyana Defence Force searchand-rescue team, and medical personnel at the Georgetown Hospital for all that each has contributed to their continued survival.

Ironically, Ivor Williams,

who has been engaged in mining activities at Arau ever since January, was making a trip home to the city to see a doctor, since he has been unwell of late. According to relatives at his bedside, little could he have imagined that his visit to the doctor on arrival in the

city would have been for an absolutely unrelated health impairment.

The deterioration of Guyana the Public Service

GUYANA inherited an impeccably professional public service from the British, but from the inception of the PNC’s administration of national affairs, jobs for the favoured in the public service destabilised the entire system, and de-motivated the professionals from executing their respective mandates to the optimum, until corruption and unprofessionalism, even undignified behaviour, became a norm rather than the exception into what was once a proud bastion of service to the nation.

Reduced to a level where the main consideration for employment was not qualification or merit but possession of a PNC party card, the deterioration of the Public Service was swift and elemental; and the nation suffers until today from the fallout of the excesses of that era.

So Opposition Leader David Granger is being disingenuous at best, but in actuality very dishonest, when he blames the PPP administration for anomalies in the general behaviour of public servants, because bribery and corruption became endemic in the psyche of the entire public service -- with minimal exceptions -- during the reign of his party.

It became a norm for someone to pay for service –- in cash or kind -- when seeking assistance from any institution within the Public and Justice Service systems. Until today, that sore in the national social demographic is still festering, and the pus stinks because, until today, the PNC still commands the loyalty of those sectors, and that party and its minions in the labour unions can still commandeer the employees within that sphere to act irrationally, and even to take to the streets to create mayhem and chaos, destroying the nation’s survival systems in the process.

The lewdness and vulgarity is another factor that has taken the Public Service down several notches in the public’s eyes, and one can still remember a teacher from St. Roses High School bending over and ‘mooning’ the media at the height of the protest against Mrs. Janet Jagan’s presidency.

That picture went viral on international media sites, and defined Guyana’s public service behaviour in the perception of the international audience.

Granger’s castigation of public servants as being corrupt as a result of the PPP/C administration’s neglect -– either through remuneration or benefits to the sector -- has rightly been condemned by

the PPP. Granger’s claim that the alleged corruption is being fostered by low salaries has no basis in fact, since it was the PPP/C, under the presidency of Dr. Cheddi Jagan, that rejected IMF diktat and unfroze public servants’ wages from the measly $2,000 per month to which Hoyte had condemned them to satisfy the exigencies of the then prevailing socio-economic dynamics and the IMF conditionalities, strictured by the IMF-driven Economic Recovery Programme (dubbed Empty Rice Pots by the suffering Guyanese masses).

And it was also Dr. Jagan who restored bargaining power to the trade unions, which had become toothless poodles and/or PNC stooges during the era of PNC rule. So the contention of the PPP: that Granger has no moral authority to speak on such matters, since his party pauperized public servants whilst in government by paying insignificant wages which were gobbled up by high inflation, has sound basis in fact.

The People’s Progressive Party’s response to an article in the Monday, March 17, edition of the Kaieteur News, captioned “Corruption festered by low Public Servants morale - Granger” is a passionate rejection of Granger’s accusation that public servants engage in corrupt practices because of inadequate wages and salaries paid to them, which in turn leads to low morale.

According to a PPP statement, “The PPP takes strong objection to the statements and insinuations made by Granger against public officials, the vast majority of whom serve the people of this country with high levels of dedication, competence and professionalism.

“To suggest that our public servants are prone to facilitate corrupt practices in the exercise of their duties is tantamount to an attack on their integrity and professionalism.

“No less disrespectful is the attempt by Granger to draw a link between the salaries paid to public servants and the standard of professionalism that currently exists in the public service.

“The PPP is of the view that a public apology should be made to the nation’s public servants by Granger, whose party not only lacks the political and ethical morality to speak on the issue of public servants’ salaries and conditions of work, after having pauperized public servants when the PNC held power by offering salary increases which were well below the rate of inflation on a consistent basis.”

Why this preferential treatment for APNU MP? I WAS appalled and equally shocked by an article in the Kaieteur News of Tuesday March 18, 2014 captioned, “TSU Forces APNU MP to remove tint”.

I was appalled at PNC MP, Mr. Christopher Jones’ revelation that the tint on the vehicle in question was factory-made, and an officer still saw it fit to issue a road service licence for it, and effectively allowed the car to leave with a tint above the legal limit. This is gross incompetence on the part of the certifying officer, and must be dealt with condignly.

However, what was even more shocking was the fact that Mr. Jones, a member of the august National Assembly, leader of one of the premier youth organizations in Guyana, and “role model” from his own utterances, admitted to breaking the law, despite being warned about the matter on a previous occasion.

Such behaviour is reprehensible and unbecoming of a national leader, moreso a law maker of any country. In any civilized democracy where citizens hold their leaders accountable, Mr. Jones would have had to demit office.

In this regard, I trust that

this matter is actively engaging the attention of the intellectual authors of the Vanessa Kissoon MP saga in Linden. Actions like these bring political movements into disrepute, since they will lose the moral ground to reprimand others.

We cannot allow citizens, moreso the young people of this country, to see us in the same light of other political institutions if we are serious about projecting ourselves as a viable alternative to the PPP/C administration.

What was more shocking was Mr. Jones’ expressed intent to seek an audience on the controversial tint with Minister Clement Rohee, a Minister he publicly refused to recognise

and urged others to do the same as a result of a no-confidence motion tabled and passed in the National Assembly under the hands of the Leader of the Opposition, Brigadier David Granger, MP. In what capacity is he engaging Mr. Rohee MP? Is it as leader of the PPP, fellow member of Parliament, or as Minister of Home Affairs?

Is this a case of hypocrisy, or a misrepresentation by the press? Or is it is in keeping with the old axiom, “Politics makes strange bedfellows”?

barked upon by the PPP when it assumed office in October 1992 was to significantly increase the emoluments of public servants, which at that time was a paltry G$3,000 per month. The salaries of public servants at the minimum level have seen consistent increases, reaching today $G40, 000. In addition, the PPP/C Government has kept inflation rates in check, unlike what obtained under the PNC regime, when real wages were gobbled up by the monster of inflation.”

Public servants, who were treated as virtual slaves under a PNC administration when they were forced to march and stand at road corners for hours in all kinds of weather to salute their leaders; work for free on holidays and weekends at Hope Estate and in the cane fields or face dire sanctions, including loss of jobs, have, under a PPP/C watch, come into their own with annual salary increases, augmented with a multiplicity of benefits, including low-cost and easily-accessible housing, free healthcare, and increased pension and care packages, among others.

These are a continuum of testimony that public servants are not constrained to dishonest acts through neglect of any kind by the current administration, which must be commended for offering salary increases to public servants every year since its assumption to office in 1992, even in times of regional and international socio-economic crises, when even developed countries are forced to impose salary cuts and retrench public servants.

Difficulty procuring pre-paid meter ON January 6, 2014, my landlord, David Doorga, applied and paid for a prepaid meter to be attached to the bottom flat of his 65 Durban Street, Lodge property. The GPL payment receipt (Cust/Acc) number is: 0351814/0184225 for $3,200.00.

During the first week of February, I inquired at GPL and was advised that the meter was ready and would be installed during the week. Numerous visits and calls later, and the meter is still not installed. Additionally, when contact was recently made with a GPL representative, I was told that they are not distributing prepaid meters at this time.

Contact was again made with GPL on March 12, and a supervisor indicated that the meter was sent out the same day, but I am still without light.

requisite pleadings in the matter, thereby causing my case to lapse.

I also applied to the Legal Practitioners’ Committee with a verified affidavit in order to seek redress for the injustice done to me. But at the trial, the members there violated their own procedures by rejecting my right to complain to that legal body, and wrote on my case file thus:-“Committee is of the view that there is no lawyer and client relationship.”

That devious act was done to me, despite the fact that, according to the Laws of Guyana Cap 4.01 Legal Practitioners-Item 24 (1): “An application by a client or other persons aggrieved to require a legal practitioner to answer any allegation by such client or person against the legal practitioner ... shall be made to the Registrar and shall be verified by affidavit.”

By that citation, I was a fit and proper person to file such a complaint, and entitled to be heard by the Legal Practitioners Committee, as I was aggrieved (emphasis mine).

Furthermore, the Committee recorded “final adj. to 27/1/2000 at 3.30 p.m” in the case file, but when I appeared for the intended hearing of my

case at that time, no member of the Committee attended there.

After making many efforts to be heard there, I recognized that they had sent my matter to oblivion!

Notwithstanding the foregoing, there seems to be some hope for me, as there are now resounding clamours for a new global order against crime, as we hear the echoes of disbarments, suspensions and pumpkin suits around us from some notable members of civil society and organizations.

In this situation, I pray for support to my cause from all such upright Guyanese and fraternal overseas missions etc. to let justice be done to me, with the involvement of the Honourable Attorney-General, who has undertaken to guarantee the rights of everyone here.

Threats against the PPP/C are real and frightening THE PPP should act now like they did against Sharma when threats were aired on his show against former president, Mr Bharrat Jagdeo. The PPP thinks these people are just bluffing and that it is all talks, but you can bet they are deadly serious.

Here is what is stacked up against the PPP: US,UK, Canada, GHRA, Guyana Bar Association, Guyana Judiciary, Red Thread, Guyana Press Association, Transparency International (Guyana),Caribbean Press Association, CARICOM, PNC/APNU/AFC, Stabroek News, Kaieteur News and other opposition media, who all have linkages to international media, etc.

There is an old saying that says, "Constant banging bring down doors". So, yes, PPP/C will win every election, but that is all it will do, because it will be stymied at every turn by these bodies, so it will have absolutely no power to do anything else.

SN and KN are popular because the PPP is making them the most popular news media in Guyana because of their non-action over severely libellous articles these papers publish on a regular basis.

To openly call people “thieves” is not freedom of speech anymore, but character assassination, and you have to have proof to call one a thief; if not you could be charged.

When the reporter asked Minister Rohee about the former president and how he got so rich, he should have replied, "Next question, please", or “Are you asking me about Burnham's wealth?”

Suing these media houses means nothing, because they know PPP’s cases are not going anywhere until the election term is over; and by that time the case would be closed. But in the meantime, the anti-PPP media will do as much harm to PPP officials as possible.

On Tuesday, Minister Rohee said that public servants are not corrupt, but in the same breath he told the same reporters that he had to set up a website named ‘I paid a bribe’ to catch police and other officials who are corrupt.

‘Uncle Adam’ then asked if he does not want to ask his colleagues how they moved from rags to riches; but the Minister should have asked Harris how Glen Lall moved from rags to riches.

In the meantime, it looks like the President has been reduced to beggar status with his constant appeals to the opposition to save the country. Does the PPP not have it in its power to call new elections now?

PPP can’t blame the opposition anymore for sinking and stinking up the country; blame must now be placed squarely at the hands of PPP/C, since they had enough time to fold up this so-called opposition by calling for fresh elections.

The PPP/C is allowing the opposition to hold this nation to ransom at present.

Reciprocity, not compromise

RALPH Ramkarran is apparently convinced that adopting compromise is the panacea to overcoming the political gridlock consuming the relationship between the opposition and Government, more specifically the PPP and APNU political parties.

He has quite correctly cited the several occasions, beginning in 1970, when the PPP resorted to compromising on positions, resulting in support for critical PNC measures and initiatives.

Apart from those times when, strategically, it suited the cause of the nation, the PPP’s resort to compromise with other opposition forces against the then autocratic rule of the PNC was conceding to the diktat of that party.

But seriously examining the word compromise, I find that it is ‘mutual concession usually involving a partial surrender of purposes or principles’, which is not exemplified on the occasions when the PPP conceded to blatant bullying by the PNC to avert disaster in the nation. In those instances, David De Groot compromise was not the appropriate concessionary principle because there was nothing mutual, but the PPP was succumbing to threats of destabilization to the nation and/or its developmental processes.

In other words, the PNC never conceded anything, thereby rendering the use of the word ‘compromise’ misplaced.

What is currently taking place between APNU and the PPP/C Government over the failure, thus far, to pass the AMC/CFT Bill is the proclivity of APNU to resort to its normal bullyism in demanding certain concessions from President Donald Ramotar; which is, in effect, blackmailing the Government by holding the nation to ransom.

In adopting this attitude, APNU members have once again demonstrated their preparedness to turn their backs on being nationalistic in preference to achieving selfish personal gains.

The record will show that, on the question of compromise, it was always the PPP that displayed magnanimity in conceding partial surrender of purposes or principles. There was never anything of mutual concession, as is implied in the use of the word ‘compromise’.

It is really an untenable position to expect the PPP to maintain ad-infinitum. It is quite absurd, I might add. But although totally committed to nationalism, the PPP finds the status quo currently overwhelming; which I think demands a sensible review if a stop is to be applied to the bullyism of the APNU. What do readers think thereof? Democracy cannot work with the APNU’s brand of ‘compromise’.

Mutuality pertains to reciprocity between both the PPP/C and APNU.

Old Kai: Chronicles of Guyana...

Like the media ‘fraid to call out the opposition on corruption!

- Aubrey Norton says he has plenty evidence

OLD Kai will be very hesitant to take up any leadership position in the Guyana Government in the highly unlikely case that he is offered one. That will mean he will have to deconstruct his current two-flat home, and move into a single-bedroom quarters with outdoor bathroom facilities to please the opposition media. This, in their eyes, will confirm that Old Kai is not corrupt and that he is a ‘Jagan man’.

This is what passes for responsible and sensible journalism in Guyana these days. Old Kai is aware of members in some of those very opposition media entities who only started in the business a few years ago, and during this time proudly built their homes. Was there some form of corruption involved?

All around us in the many housing schemes that have been established, Guyanese of all walks of life and social strata are realising the dream of owning their own homes. Owning a home is a form of empowerment, because there was a time in this country when it was simply not possible; when only the PNC officials were given house lots. I recall the scandal with Hamilton Green and the house lots issue during that time. The PNC eventually closed down the Housing Ministry under Desmond Hoyte, indicating how serious they were about Guyanese owning their own homes.

It was the PNC which wanted to forcibly remove ‘squatters’ in the early 90s from the Sophia area, their very own supporters; but by then, Cheddi Jagan had become President, and he was forced to intervene and prevent the Mr. Granger’s clique from taking away those lands from the people. Some conveniently forget this period.

Overseas visitors now marvel at some of the construction around us, which, in some cases, rival those in North America and elsewhere. If you travel to Berbice; Essequibo; Linden; Bartica; Lethem; Madhia and right here in Demerara, you will come to the same conclusion. Are all these people corrupt?

But for the few known rabid anti-government elements in the media who do the bidding of their political bosses, they would have you believe that any PPP/C Government official who builds a home must have done so through illegal means. These people do not have the ability to save or go through the banking system like any other Guyanese; it has to be corruption. So, if Bharrat Jagdeo, the longest serving Head of State in Guyana’s history, builds a home for his retirement, it is a crime. The size of Jagdeo’s property is apparently giving some a headache, especially one particular individual over at the ‘Once-Upon-aTime’ newspaper. Robert Persaud builds a home; he is corrupt.

Roger Luncheon builds a home; he is corrupt. Rohee builds a home; he is corrupt.

Let us take a look at Robert Persaud, for example: This is a man who, since his youth, had shown exceptional leadership skills, and was an entrepreneur before he accepted a leadership position in the Government. Persaud was the General Manager and part-owner of a local television station; his wife is also a professional, and together they worked several years to achieve their dreams in our land. They did not seek to move overseas, but wanted to stay here and contribute to our development.

Persaud, during this time, quickly ascended the leadership ladder in the ruling party, and became a household name. His expertise was utilised when he was offered a Government appointment and made Information Liaison to the President, with responsibility for the State media. He proved very effective, and in 2006, he was appointed Minister of Agriculture, where he was very proactive.

There were remarks that the man operated like a robot, as he never slowed or waivered in energy and zest in his plans for the development of agriculture across Guyana. In 2011, he was then placed to lead the Ministry of Natural Resources and the

Environment where, again, he is displaying the resolute effectiveness that has become a hallmark trait.

When I go on my walks in the National Park these days, I witness first-hand the rapid transformation underway. There is a revolutionary anti-littering law which will be enforced soon, and I hope Guyanese take careful note of this, especially my neighbour who, instead of paying $260 to the disposal truck, prefers to either dump or burn his garbage on the roadside, to my detriment. Well, he will soon have to choose between paying $260 or a $50,000 fine.

That digression aside, Persaud and his wife have been working professionals for close to two decades: Why is it that their ability to build a home and enjoy amenities like any other professional is now a crime for the opposition? This is the nasty propaganda they peddle, hoping some of it will stick, so as to tarnish the characters of those associated with the PPP. It is another key element of their political smear campaign.

They are, however, exposed, in that not one of them has chosen to question the opposition leaders on accusations of corrupt practices. Aubrey Norton publicly announced recently that he has evidence of corruption among the leadership of the PNC/R, Mr. Granger’s party. Why hasn’t the opposition media sought to expose this damning revelation?

Former AFC leaders, including Balwant Persaud and current AFC councillor, Haseef Yusuf, every day accuse the leadership of that Party of engaging in corrupt practices, and seeking to silence those who try to expose it. Shockingly, the opposition media has been silent on this as well.

However, when it comes to the PPP/C leaders, this clique in the media is leading the charge in making the allegations, despite not having one shred of evidence of corruption. This, in itself, is a form of moral corruption on their part. But, does that bother them? Clearly, the answer is ‘No!’

THE ruling PPP/C yesterday took the Stabroek News to task over its editorial of March 17, 2014, headlined ‘Pass This Bill’.

The full text of the PPP/C statement on the issue follows: “The People’s Progressive Party notes another brazen attempt by the Stabroek News to tarnish the character and successes of the former Bharrat Jagdeo Administration.

“The opposition-aligned newspaper, in its Sunday, March 17, 2014 Editorial, captioned, “Pass This Bill”, sought to poison the minds of its readers with smut and street talk about the former president.

“The opposition-motivated editorial said, among other things, that “History will undoubtedly record the period of the Jagdeo governance from 2003 to 2011 as one of the darkest and replete with the most egregious crimes…….” Such statements and pronouncements by a newspaper which continues to flaunt its so-called “independence” (are) highly inaccurate, mischievous, and a far cry from the truth. The “darkest” period referred to by Stabroek News was triggered by the February 23, 2002 Mash Day jailbreak and the beginning of a reign of terror in Guyana by criminals, (whom) the P.N.C. hailed as “freedom fighters”.

“It was during that period (that) the opposition-backed criminal gang of Rondell “Fineman” Rawlins attacked innocent Guyanese; shot and killed 11 law-abiding citizens, including babies, at Lusignan; 12 innocent Guyanese in Bartica; and 13 miners who were working to make an honest living at Lindo Creek in the Berbice River.

“The Stabroek News has once again embarked on an exercise of misinformation and distortion of history, not to mention its efforts at besmirching the Jagdeo/PPP Administration.

“If the Stabroek News wants to write about history “recording the darkest and most egregious crimes”, then it must refer to the assassination of Walter Rodney in 1980, the killing of two innocent Guyanese at # 63 Village during the 1973 elections, and the (reign) of terror that was unleashed in Guyana by the Burnham dictatorship under the threat that “our steel is sharper”, the 1978 Referendum to vote for the House and kill the Mouse; and the murder of Father Darke by PNC-sponsored House of Israel thugs.

“Moreover, the Stabroek News must prove beyond reasonable doubt that, during the 2003 to 2011 period, “rampant money laundering and financing of terrorism was evident around that time.”

“Rather than engaging in scandalous and vexatious allegations, the Stabroek News must come clean and provide the evidence in its pages.

“The PPP would like to know who, in the view of the Stabroek News, will do the “careful examination” of why there was “failure across the board to detect those activities” i.e. “rampant money laundering and financing terrorism”.

“The PPP is of the view that this milking of juicy gossip by the Stabroek News is nothing more than a rouse for witch-hunting and a license for the opposition media to continue targeting Bharrat Jagdeo.

These objectives are clear for all to see.

“We wish to remind the Stabroek News and their backers in the political opposition that it was the Jagdeo Administration that brought an end to the reign of the “Fineman Gang”, and immediately after, embarked on national consultations aimed at reforming the Guyana Police Force.

“Further, it was the Jagdeo Administration that led Guyana through five consecutive years of economic growth, while the rest of the world was reeling from global recession.

“It was under the Jagdeo-led PPP/C Administration that Guyana initiated a plethora of socio-economic projects that have irrevocably laid the foundation to set into motion the transformative process that is so evident throughout our country.

“It was this vision that resulted in Guyana rising from a State that was once the “eye pass” among its sister CARICOM Member States, where Guyanese were painfully disrespected and the country made a virtual pariah in the international community, to one that is now lauded by all the multilateral financial agencies for exercising responsible fiscal management of the economy.

“The Jagdeo Administration must be credited with the many successes in Guyana in the areas of public health, inclusive of four state-of-the-art diagnostic centres and new in-patient facilities at the Georgetown Public Hospital Corporation; the construction of numerous schools; upgrading of teacher training that now includes teachers from the Hinterland; and other pro-

grammes, notably the free uniform and school feeding initiatives, and the Hinterland Scholarship Programme, (which) have all resulted in an improved delivery of education throughout the nation’s classroom; the University of Guyana, Tain Campus; the hinterland development programmes that are transforming the hinterland communities into self-sustaining socio-economical units; the National Stadium; the Guyana International Conference Centre; the National Aquatic Centre; the re-building of Guyana’s international image; the 2007 ITLOS Award, Demarcating the Maritime Boundary between Guyana and Suriname; the realization of the Berbice River Bridge; the upgrade of major roadways, culverts and bridges; the fibre optic cable project that is intended to revolutionize the telecommunications sector; the innovative One Laptop Per Family programme, resulting in the distribution of 90,000 laptops to low-income families; coupled with the installation of a computer laboratory in every school; the internationally acclaimed Low Carbon Development Strategy (LCDS), with its accent on development of a green economy, and its development components for Amerindian communities; the on-going Cheddi Jagan International Airport Expansion Project; the Amaila Falls Hydro Project which, when actualized, will completely transform Guyana, both socially and economically; the proposed Speciality Hospital; and the distribution of thousands of house lots across the country.

“The reality is that Guyana has been placed on the relevant pathway to economic development, since development projects under the Jagdeo Administration continue to impact positively on the daily lives of its citizens.

“In the view of the PPP, the Jagdeo-led PPP Government must be commended for the many wise initiatives taken with regards to Guyana’s development thrust.

“What better testimony is there for all to see, given Guyana’s seventh consecutive year of economic growth, which is continuing under Donald Ramotar’s Administration?

“The so-called “dark period” to which the Stabroek News referred could only be described as a political petard in the hands of the editors of Stabroek News and their controllers in the opposition.”

Cheddi Jagan: Man of Ideas

THE late Dr. Cheddi Jagan, whose life and works are being celebrated this month, was known for many things: As a radical politician, a revolutionary, a Statesman, a visionary, a prolific writer and a man of ideas.

His ideas and visionary leadership are as relevant today as they were decades ago when he first entered the political stage.

I propose, in this article, to focus on Dr. Jagan’s ideas, his vision and his dialectical mind in which he was able to make predictions and draw conclusions based on a scientific intrepretation of the socio-economic and political situation which existed not only in Guyana but at the international situation.

Few men were gifted with that ability to correctly and scientifically define the course of history and politics in Guyana and the world at large, based on an objective analysis of prevailing reality. The following are some of his ideas and thoughts: Firstly, at an early stage in his political career, he came to the realisation that for development to take place, people at all levels and from all strata of society must be meaningfully involved in the political life of their country. When he came back from his studies in the United States in the early 1940s, he found that the majority of people were not allowed to vote because they were too poor, and because they were illiterate.

In those days, children, especially girls, were taken out of school at an early age to help out at home, so that their parents could work in the cane-fields. Because of that, many of them were unable to read and write, and so they were not allowed to vote.

In those days, only the rich people, people with income or property, were allowed to vote. He realised that without democracy, development could not take place, and he and his Party -- the PPP, which he founded in January 1950 -- led the struggle for the right to vote for all Guyanese in what is known as Universal Adult Suffrage.

The PPP contested the elections of 1953, which, for the first time, was held under Universal Adult Suffrage. The Party won

a landslide victory, winning 18 out of 24 seats. The PPP was removed from office a mere three months later, due mainly to its working-class orientation.

Secondly, Dr. Jagan realised that unless people are free, they cannot participate in the development of their country. So he led the fight for political independence from Great Britain. In those days, the country was ruled by the British Government through the Queen’s representative, the Governor.

Dr. Jagan and the PPP fought for national independence, which was finally won on May 26, 1966. In those days, the entire sugar industry was owned by foreigners, who owned not only the sugar estates but all the major companies. The country was dubbed “Bookers Guyana” because of the stranglehold which Bookers had on the local economy.

Hydar Ally Thirdly, Dr. Jagan realised that no country can develop unless there is development of its human resources. So he began to build more schools and training institutions when he won the seat of power, including the University of Guyana, which was his brainchild. The opposition was critical of his idea to set up the University, which they mockingly referred to as, “Jagan Night School”.

Fourthly, he realised that no country can develop and prosper unless there is racial unity. He did his best to involve all the people in nation-building, at one time offering the PNC half of the government in the 1960s, when there was racial tension, engineered by the United States and other reactionary forces to remove the PPP from office.

Fifthly, Dr. Jagan realised that there could be no development when the country is saddled with huge foreign debt. He was a strong advocate for the cancellation of foreign debt, which

at one time was eating up nealy 90% of the country’s revenue.

Thanks to his strong advocacy, Guyana and many other heavily-indebted countries have had large portions of their debts either cancelled or rescheduled. Today, our debt burden has been significanly reduced to just around five per cent or so of revenues.

Sixthly, Dr. Jagan realised that for development to take place, there must be peace. For him, too much money was spent on wars and on the military, and he showed in his book, “A New Global Human Order”, how a small reduction in military spending could send every child to school, and provide enough for every man, woman and child to eat.

Seventhly, he realised that for development to take place, there must be a fairer system of trade and aid. The rich countries continue to exploit the poor countries by buying our raw materials cheap and selling manufactured goods cheaply. In addition, they are ruining the livelihoods of local farmers by way of subsidies to their farmers.

Eightly, he realised that we must protect and preserve our environment, but in doing so, we must be compensated for preserving our forests. Today, Guyana is a major beneficiary of financial assistance from Norway in its Low- Carbon Development Initiative.

Ninthly, Dr. Jagan realised that we have to mobilise all sections of the society for development. This is why he came up with the idea of the National Democratic State, in which there is a balance between labour and capital, in addition to clean, inclusive and participatory governance.

Tenthly, he called for a new paradigm of development in which there will be prosperity for all, based on a new development model, which is not exploitative, but where the fruits of labour will be equitably distributed. He realised that existing models, based on market principles, are inadequate to provide a good life for everyone. The neo-liberal model of demand and supply must be replaced by a more humane order. It is to the credit of Dr. Jagan that his New Global Human Order, sponsored by Guyana, had been adopted by the United Nations General Assembly.

GWI and GPL collaborating today for World Water Day 2014 observances

- field trip, workshop and tour planned for schools in Georgetown and Berbice GUYANA Water Inc. (GWI) is partnering with the Guyana Power and Light Company, (GPL) for this year’s observance of International World Water Day which is being celebrated worldwide under the theme ‘Water and Energy’.

The utility companies will celebrate the observance today with a one-day educational field trip, workshop and tour for in excess of 50 students selected from primary schools in Georgetown and East Berbice, a press release said.

GWI’s Chief Executive Officer, Shaik Baksh is quoted as saying that, “we have decided to continue with our school education theme and host a programme tailored to enhance the knowledge of primary school students on water and energy conservation. GWI’s National School Education Programme has yielded positive results as schoolaged children continue to be pivotal in propagating the message of conservation. This workshop is meant to continue that success with a focus on how much energy is utilized by the utility to provide water service country-wide.”

The CEO further stated that the utility was pleased to partner with GPL as “the theme of water and energy conservation is vital to the operation of both utilities, so it is indeed quite significant that the

two entities have collaborated on this education initiative to change attitudes towards water and energy conservation.”

GWI currently spends in excess of $6M per month to operate a single water treatment facility. And the GPL in response to the need for customers to manage energy consumption has launched pre-paid meters and a series of Energy Conservation and Demand Side Management initiatives. It is on this momentum that the two utilities have joined forces to raise awareness on water and energy management.

Students will experience a full tour of GPL’s Canje East Berbice Power Plant as well as a workshop and tour at GWI’s New Amsterdam Water Treatment Facility. The workshop will include presentations on the critical link between the provision of water service and energy consumption as well as water conservation and energy management methods that students can adopt.

Students will also receive information kits to engage other students from their respective schools in information sharing. Essays from participants on their experiences at the workshop will also be posted on the websites and social media pages of both utilities.

International World Water Day will be officially observed on tomorrow, March 22. The release said further that energy and water demand will rise with the rise in population and by 2030, renewable energy demand will have risen by 60% (WWAP (World Water Assessment Programme) 2009) and EIA (Energy Information Administration) (2010) estimates that global energy consumption will increase by around 50% from 2007 to 2035.

With rising agricultural output, both water and energy consumption will increase which will lead to increased energy and water competition within the users and stakeholders. A rise of close to 19% of global agricultural water consumption is predicted by 2050. The situation could be worse without any technological advancement in the energy sector or with a status quo without water and energy policy development.

THE West Coast Demerara/ East Bank Essequibo road, from Vreed-en-Hoop to Hydronie, is soon to benefit from a massive US$34.2M improvement project.

Transport and Hydraulics Minister Robeson Benn said so yesterday at its launch during a workshop held in the Georgetown Pegasus Hotel conference room.

A total of 31 kilometres of roadway will be rehabilitated, while 28.5 kilometres of footpaths for pedestrians and 20

kilometres for cyclists will be developed under an agreement between the Government and the Caribbean Development Bank (CDB).

The partnership is the fourth road improvement programme, with financing of US$46.7M and over five years.

The actual road improvement works are expected to be completed within two years, Benn explained, adding that the primary objective is to increase efficiency and safety of road transportation along the West Coast Demerara/East Bank

Essequibo corridor.

The execution has several components, including the actual road works, road safety awareness at the level of the schools and community, capacity building, engineering services and project monitoring and evaluation.

Minister Benn lauded the continued support of the CDB and referred to its impact on national development.

He pointed out that infrastructural development has a multiplying effect on socio-economic advances in the country,

particularly in rural communities.

REAL CHALLENGES “There has been significant growth,” he observed, adding that constrained infrastructural development poses real challenges to it.

Benn’s Ministry, according to the CDB agreement, will be tasked with maintenance, which was identified by the Bank as a risk to the sustainability of the completed works.

“We intend to continue to improve our in house capacities…we have made significant improvements in oversight but there is still room for improvement,” the Minister said, while cautioning local contractors, engineers and other stakeholders

against substandard work.

He emphasised the importance of supervision to reduce the possibility of cost overruns.

“We intend to hold the line,” he said, alluding to the project time, schedule and quality.

He highlighted, too, the importance of Guyanese assuming ownership of the undertaking.

CDB Division Chief Andrew Dupigny, in his remarks, noted that the Government will be expected to report annually on its maintenance works.

He said that the monitoring and evaluation component of the agreement is key to ensuring standard and quality of such undertakings.

A project management team will be supported by a steering committee and the Ministry, all

Coordinator of the Works Services Group in the Ministry of Public Works, Geoffrey Vaughn announced that the project design is complete.

About consultants for the programme, he said one has been identified and approved

On the issue of challenges, Vaughn explained that vending on the roadways is something that will have to be dealt with and hinted at the possibility that the vendors would have to be removed.

Tenders for the project are expected to be put out in July.

GuySuCo denies ‘shutdown strike’ at Blairmont Estate

By Vanessa Narine GUYANA Sugar Corporation (GuySuCo) Industrial Relations Head, Jairam Pitam said yesterday that contrary to reports, only nine workers from Blarimont Estate are on strike.

He maintained that the factory operations continue unhindered.

“There is no shutdown.

The nine people are from the Processing Department and we have replacements to man those work stations. The factory continues its grinding,” Pitam told the Guyana Chronicle.

The GuySuCo official added that the demands of the nine strikers, who belong to the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) cannot be met.

He explained that an arbitration tribunal, chaired by retired Major General Norman McLean, in May 2013, pronounced clearly on the actions needed to be taken by GuySuCo and these pronouncements have been acted on.

Pitam said:“NAACIE’s demands are outside of the award of the tribunal, which were made with respect to anomalies

of the Corporation’s pay scale.”

FULLY COMPLIED “GuySuCo has fully complied with the tribunal’s award and we are not prepared to concede to NAACIE’s demands, as they are outside of the award.”

The arbitration tribunal, chaired by Mr. McLean, was set up to inquire into the request for the review of the job evaluation agreement between GuySuCo and the Guyana Agricultural and General Workers Union (GAWU).

Farmers’ group gets $1.8M boat and engine AGRICULTURE Minister, Dr. Leslie Ramsammy, on Wednesday handed over a boat and engine to the Pine Ground First Savannah Farmers Group, in fulfillment of a promise made to residents during his last visit.

The boat and engine, which was procured at a cost of $1.8M, is expected to significantly assist not only the 31 members of the group, but also the community, according to a press release.

Chairman of the Group, Mr. Bholanauth Deolall, lauded the move by the government, noting that the gesture will go a far way.

He said, “I would like to thank the Ministry of Agriculture and by extension Dr. Ramsammy for fulfilling a request made by us the members of this group…We are extremely happy today, because this boat and engine will go a far way in assisting the farmers in transporting their produce out of the Creek to the market.”

The Agriculture Minister, while handing over the keys to the Secretary of the Group, reminded them that while government will like to address all requests made, development takes time and as such it happens in phases.

The corporation, reviewing these job categories, volunteered the following increases: * junior bookkeeper, junior sugar boiler and junior laboratory technicians, a total of 349 employees, an increase of 10 percent; * senior sugar boiler and senior lab technician, 32 employees, an increase of 8.4 percent; * workshop foreman, head laboratory technician, process house foreman and plant maintenance supervisor, 11 employ-

ees, an increase of between 10 and 12 percent and * field supervisor, 65 employees, varying increases, from 5.1 to 10 percent.

THOSE ANOMALIES In summary, those anomalies affected a total of 457 employees which cost GuySuCo $2.74M. With regard to the issue of an across-the-board offer after a one percent increase for all categories of workers represented by NAACIE for 2012, GuySuCo reported that it is paying 63 percent of its earnings in wages and salaries, which is considered unsustainable.

Prior to the offer of a oneper-cent increase, GuySuCo, in an earlier agreement, had awarded two percent for every year of service up to 10 years and an acrossthe-board payment of five percent in 2011. This contributed to the overall increase in workers’ earnings of between 30 to 38 per cent.

CARICOM, UK pledge two-way cooperation CARICOM Secretary-General Irwin La Rocque has said he is convinced that the strong and mature relationship between the Caribbean Community and the United Kingdom (UK) could meet the challenge of finding reasonable solutions to issues that arise between them.

“We have done so in the past and I have no doubt that we will so do in the future. We will continue to work together, steadfastly and aggressively, on the things that we do agree on, in the interest of the security, prosperity and sustainability of our respective communities and the global population,” he told British High Commissioner to Barbados, Victoria Dean.

At the time, on Wednesday, he was accepting her Letters of Introduction as Ambassador to the regional grouping at the CARICOM Secretariat in Georgetown.

“UK-CARICOM relations are as diverse as they are deep, spanning from diplomatic and commercial to social and cultural ties, strengthened by a vibrant and active Caribbean Diaspora

in the UK,” La Rocque told the envoy.

He said those ties are bolstered by the UK-Caribbean Forum which provided an important opportunity for identifying, discussing and agreeing upon the priorities for cooperation bilaterally, regionally and multilaterally.

LOOKS FORWARD La Rocque added that CARICOM looks forward to another productive exchange, in June, on issues of mutual importance such as security, climate change, the Post-2015 Development Agenda, sustainable trade and economic growth.

The Secretary-General said the Community is appreciative of the UK’s support, through the Department for International Development (DFID), to its adaptation to climate change and in the ongoing reform process.

He noted that progress in the two-pronged change process, that involved a Strategic Plan for the Community and the transformed Secretariat, had been satisfactory.

“With your assistance, as

part of the strategic planning process, we have been able to conduct wide-ranging consultations in every Member State of the Community as well as in two Associate Members. The Draft Strategic Plan is well advanced and will be ready for the Heads of Government Meeting in July. The in-house change team, here at the Secretariat, has been working closely with the Change Facilitation Team to improve the effectiveness and efficiency of our organisation,” La Rocque assured the British diplomat.

On other issues, he related that CARICOM Heads of Government, at their Inter-Sessional Summit last week, reiterated their desire for a “substantive exchange” with the UK and other European nations on the issue of Reparations for Caribbean Slavery and Native Genocide.

That exchange was in the context of development and in the “spirit of the mutually respectful and amicable relations” the parties enjoyed, he reported.

The newly accredited UK delegate to CARICOM, pledged to play the role of advocate for the Region in the pursuit of its objectives.

She said the UK will play the part of conduit for CARICOM’s views on the global stage and support Member States in their relations with third States in respect of trade.

Dean recognised that, despite being vulnerable to external shocks and climate change, countries of the Community are resilient, adaptable and creative.

CHALLENGING ENVIRONMENT She said:“The current economic situation in some CARICOM members highlights that challenging environment we all find ourselves in. And it also

highlights the vulnerability.

Exogenous shocks come hard and fast in this Region.

“The peoples of the Caribbean are resilient and adaptable and have to be. Climate change is, perhaps, the most serious and alarming of these challenges and will require that resilience and adaptability to come to the fore, along with creativity, investment and forward planning.”

In light of the priority CARICOM Heads of Governments have placed on climate change, the British diplomat undertook to use her time to work with the CARICOM Secretary-General in ensuring that climate change is kept at the top of the agenda and to ensure that support from the UK is delivered.

Dean said the UK is also interested in continuing to support the reform process in the Community in “practical and very tangible” ways.

“I am an avid believer in the importance of regional cooperation and integration and the many often unseen and unexplained benefits it can bring to countries and citizens.

That said, it means I also know how complex and tricky the development and integration experience can be; these bodies take time and care to build and the UK firmly believes there is a growing role for CARICOM to play and wants to work with you to help foster that,” she stated.

The UK is the most recent of several countries to accredit plenipotentiary representatives to the Caribbean Community.

New rice varieties to be introduced soon - as Burma continues research on yield level, climate tolerance

SCIENTISTS at the Burma Rice Research Station have been instrumental in the past in releasing a new line of rice varieties, which has proven not only to enable farmers to harvest more bags of paddy per acre, but can withstand harsh climatic conditions.

According to a recent press release, research to improve yield levels and tolerance to changing climate conditions are ongoing, with the Rice Research Station expected to introduce new rice varieties soon.

GRDB 9, 10 and 11, released over the last three years, have become the star of the industry – the consensus from rice farmers across the country, reaping yields of up to 60 bags per acre.

Agriculture Minister, Dr. Leslie Ramsammy, on Wednesday, visited the research station to check on the ongoing progress made thus far, and to get a hands-on approach to some of the techniques used by the scientists.

While touring the facility, scientist Dr. Mahendra Singh, explained some of the tests done on the F4, F6 and F 8 (salt resistant) and the new line of varieties, which is expected to be released and tested by a target group of 20 farmers in the initial stage.

“Over the years, we (scientists) at the Research Station have been working to ensure that we don’t only release new and improved varieties of rice but also varieties which can withstand heavy climatic conditions and still produce exceptionally well,” he said.

Singh noted that GRDB 11 and 12 has been proven successful in garnering more bags of paddy per acre, while GRDB 9 is known to be more feasible.

Apart from tests being done to have more varieties released, the Research Station has also developed various pedigree nurseries

where testing for resistance to pest and disease, tolerance to lodging and blast resistance varieties are ongoing.

“The Research Station has come along over the years and their work coupled with investment, and farmers input have seen the industry propelling…it is the hope of the Government to continue to work with the Research Station through GRDB to have the station evolve by incorporating new techniques,” Minister Ramsammy was quoted as saying.

One of the focal issues in agriculture is climate change, and cognizant of its effects, the developments of new rice varieties are necessary.

Climate change impacts negatively on the availability, stability, access and utilization of food security and according to Minister Ramsammy the development of rice varieties which are blast resistance and has high milling qualities can be not only beneficial to millers and farmers, but the industry as a whole.

“Food security is the most vulnerable and as such, it is important that we (Government) continue to push for the right varieties of rice to be developed; hence the reasons for pushing for climate smart agriculture,” Dr. Ramsammy said.

The Guyana Rice Development Board (GRDB) has also incorporated the use of the six-point practice which has also proven successful with farmers across the rice-growing regions.

The six improved crop management practices include: date of planting, density, treatment of seeds, weed control, fertilization and water management.

These techniques fall under the Ministry of Agriculture’s programme of having farmers adopt proper farm husbandry, the release added.

Accident kills one, injures several after Phagwah activities A HORRIFIC accident, earlier this week, on East Bank Essequibo, left one person dead and five others seriously injured.

It is reported that 15-year-old Ryan Van Damme Brescinio succumbed at the Leonora Cottage Hospital, West Coast Demerara, after a ‘Tundra’ vehicle slammed into a tree before skidding along the bank of a nearby trench at Road-en-Rust, East Bank Essequibo.

Five more persons were rushed to the West Demerara Regional Hospital from where four of them were soon after referred to the Georgetown Public Hospital (GPH).

Among those who suffered injuries and were hospitalised are

Rohan Mohammed, Ronald Chan, Karen Gobin and Ryan Nandlall.

Four more were treated and sent away while one was admitted to the West Demerara medical institution.

Persons close to the deceased related that the driver of the ill-fated Tundra had been engaging in Phagwah festivities with friends and consumed alcoholic beverages prior to allowing several youths to ride in the tray of his vehicle.

Eyewitness said the youngsters were flung out of it upon impact, after which the vehicle plunged into a nearby canal.

Those who suffered injuries were taken to hospital by relatives, leaving the driver at the scene of the crash.

CARICOM SG welcomes revision of UK’s Air Passenger Duty SECRETARY-GENERAL of the Caribbean Community (CARICOM) Ambassador Irwin LaRocque has welcomed the announcement by the Chancellor of the Exchequer of the United Kingdom, the Hon. George Osborne that the UK will restructure the four-band Air Passenger Duty (APD) system.

The CARICOM Secretariat at Turkeyen, Greater Georgetown, stated in a press release that this tax has negatively affected the Region’s tourism sector and the realignment to a simpler and fairer two-band system is in keeping with the proposals advanced by the Community.

The Community had from the outset expressed its concern that the manner in which the APD was applied, discriminated against Caribbean destinations given that it was calculated according to the distance between London and the destination country’s capital city.

For example, the APD tax on a ticket to Hawaii was less than the APD tax on a ticket to the Caribbean.

VALUE OF DIALOGUE The Community through high level political and diplomatic representatives, the CTO, the diaspora, as well as affected airlines and friends of the Caribbean lobbied strongly and ultimately successfully for a fair application of this tax.

The Secretary-General thanked the British Government and praised all who lobbied for the amendment of the discriminatory tax.

“Our Community and its supporters have been steadfast in their efforts to have this tax applied more fairly and these efforts have not been in vain,” Ambassador LaRocque said.

In referring to the action taken by the British Government, the Secretary-General said this response was a tangible demonstration of the value of dialogue in addressing issues of concern, the release concluded.

St. Lucia lifts quarantine on ill-fated cargo vessel THE St. Lucian Government has lifted the quarantine from the cargo vessel, m.v. Lady Zai on which one Guyanese sailor died and another took ill.

While the name of the deceased and ailing victims have not been disclosed, reports suggest that the seaman succumbed to bronchial pneumonia.

According to reports from the Maritime Administration of Guyana (MARAD), the sick sailor has been discharged from the St. Lucia hospital to which he was admitted and representatives of that agency are constantly in touch with local health officials.

Meanwhile, MARAD has also indicated that their affiliates on the island and the ship’s owners are in contact about the welfare of eight other Guyanese still aboard the craft.

The St. Vincent and the Grenadines-registered carrier is said to have left Guyana last March 9, for St. Lucia before the death and illness occurred on board.

Grade 2 student takes loaded firearm to school

By Asif Hakim A GRADE 2 student attending a popular private school in Georgetown reportedly took a loaded firearm to school, but the weapon was discovered by another student who informed a teacher.

Meanwhile, many students and parents are calling for the child to be expelled since they are sacred. Moreover, this newspaper understands that some parents also want legal action to be taken against his parents since they are responsible for him.

When contacted by the Guyana Chronicle, the director of the school would neither confirm nor deny the report, but promised this newspaper an interview today to provide more information on the matter.

Parents are calling too for more security measures to be taken since at this private school many students have parents who are firearm owners.

Police still to make arrest in Albouystown execution

By Michel Outridge POLICE are yet to make an arrest following the execution style killing in the Alboustown community of resident Vibert Samuels, 53, of Lot 22 Coconut Walk, Callendar Street, on February 20.

The identity of the lone gunman remains a mystery because at the time it happened the place was still dark and persons said that they did not see the assailant, except that he escaped on a bicycle down the street.

A post-mortem examination performed on the body revealed that he died as a result of shock and haemorrhage due to a gunshot wound Executed: compounded with cirrhosis of the liver.

Vibert Samuels The father of three was shot and killed after he was on his way home in the early morning of February 20 after he went to purchase oranges as customary. He was in his sister’s yard when a gunman shot him.

Police said at about 05:30 hours on February 20, 2014, the body of Vibert Samuels was found with a suspected bullet wound to the back on the roadway at Coconut Walk and Callendar Street, Albouystown. He succumbed while receiving medical treatment at the Georgetown Public Hospital Corporation (GPHC).

Samuels was a gardener/painter and the father of three children - ages 22, 19 and 14 years old respectively.

Murder accused removes blouse to show scars MURDER accused Tiffney Clarke, called ‘Tiffany’, who is indicted for the unlawful killing of her girlfriend, Snobia James, between February 25 and 26, 2011 went on trial at the Demerara Assizes last Wednesday.

The prisoner, on the advice of Defence Counsel George Thomas, removed her blouse in the dock to show scars on her arms.

The Prosecution is alleging that she stabbed the victim in the neck, causing her death but Clarke has pleaded not guilty to the offence.

State Prosecutor Dhanika Singh is representing the Director of Public Prosecutions (DPP) in the case, which is continuing before Justice Navindra Singh and a mixed jury.

In other murder case…

Defence Counsel declines to address jury DEFENCE Counsel in the Carl Bennett murder trial, at the Demerara Assizes, declined to address the jury on Wednesday.

Consequently, Justice William Ramlal ruled that the Prosecution had no right of reply.

State Prosecutor Natasha Backer wanted to respond to an unsworn statement from the dock by the accused but the judge did not allow it.

Defence Counsel Huckumchand, at the close of the Prosecution on Wednesday, elected to make a no-case submission, contending that there was nothing for his client to answer.

But, after the judge overruled it and called on the accused for a defence, his lawyer closed his case.

Justice Ramlal then told the jury that he would adjourn until Tuesday when he will address them on the evidence and give certain directions on the law.

Traffic light changes coming to improve city flow

THE traffic flow at one of the busiest junctions in Georgetown, Regent and Camp Streets, will be modified shortly.

A press release said the move will see a faster discharge of traffic and reduce waiting time.

According to Head of the Traffic and Highway Lights Department of the Ministry of Public Works, Mr. Terence O’Brien, a study was done at that junction, by Chief Transport Planning Officer, Mr. Patrick Thompson, to understand the dynamics of the traffic movement.

The data from the survey, which included traffic counts and left and right turning movements, were used in a traffic software that models and simulates junction movements, the release said.

It said the analysis revealed that, if two right turns and no parking on the eastern side of Camp Street between Robb and Regent Streets were to be restricted, the traffic flow would be improved significantly and the delays reduced by approximately 70 percent (from 94.5

seconds to 31.4 seconds).

THE OBJECTIVE The release said O’Brien explained that the objective is to create a straight to straight continuous flow, incorporating a filter lane and this will allow a greater volume of traffic to be discharged while, simultaneously, reducing the cycle time.

Against this backdrop, all traffic lights junctions along Camp Street will have to be adjusted and synchronised to keep up with the changes at Camp and Regent Streets.

Road signs, both vertical and horizontal will be installed shortly by the Traffic Signs and Maintenance Department to guide motorists into the appropriate lanes, as they approach that junction, the release stated.

It quoted O’Brien as saying:“We are hoping for it to be implemented by April month end.”

He also revealed that traffic engineers have completed the

geometric improvement design for the junction at Lamaha and Albert Streets and will embark on a city wide analysis, this year, commencing at key junctions, such as Irving and Lamaha Streets, Camp and Lamaha Streets, Vlissengen Road and Sandy Babb Street and Vlissengen Road and Regent Street.

Meanwhile, the Public Works Ministry’s Traffic Department continues its effort to maintain the 50 traffic lights functional in and around the city, despite the numerous accidents and vandalism.

A significant amount of investment was made with the use of protective barriers, heavy duty locally manufactured cabinets and tamper proof locks.

Depleted spares are now sourced from other suppliers, O’Brien noted.

The traffic lights were installed by CMS Traffic Systems Limited of India and commissioned in July 2007, with financing made possible through a US$2.1M line of credit from the Indian Exim Bank.

SCOTIABANK and Habitat for Humanity Guyana second phase ‘Build a Home’ partnership beneficiary, Ms. Althea Boucher received $2M on Wednesday to build at La Parfaite Harmonie, West Bank Demerara.

It happened at the launch of that part of the project at the Bank’s Robb Street, Georgetown branch, made possible through funding from Scotiabank Headquarters in Canada.

Boucher lived with her family, including four children, in a section of a factory at Beterver-

wagting, East Coast Demerara, in poor conditions for more than eight years, experiencing theft on various occasions.

She has since moved from there because of its recent demolition and now resides in a small apartment.

Financing for the building of the Bouchers’ house is also being provided by the First Assembly of God Church, while ScotiaBank staff will be volunteering their services.

Mystery surrounds drowning of experienced GDF swimmer

By Asif Hakim THE body of 23-year-old Guyana Defence Force (GDF) Coast Guard, Wayne Paul was found floating in a creek along the Soesdyke/Linden Highway (opposite Splashmins) on Phagwah Day, Monday, March 17.

The rank, who was identified by relatives had, reportedly, gone out with eight friends that day before he was pronounced dead in the village of Supply, as he was being taken to Diamond Hospital, also on East Bank Demerara.

He leaves to mourn a two-year-old son.

Initial reports are that Paul, said to have been a very good swimmer, was a member of the Coast Guard Unit for several years, before he took the fatal plunge.

The Guyana Chronicle understands that his companions saw the young man’s body floating but paid it no mind as they assumed he was playing a prank.

However, they became concerned when Paul remained afloat as rain began to fall and went to his rescue but discovered he was not responding. Although his eyes were open, there was no pulse nor heartbeat.

Speaking to the Guyana Chronicle, Paul’s mother, Angela Worrell, 54, said she got a call stating that her son drowned in the village of Supply.

She said she could not believe it since her only child was a swimmer and worked in the Coast Guard Unit.

ONLY CHILD “I know he could swim. He even swims in the Demerara River.

I’m so disappointed. Words can’t explain how I feel since he is my only child,” the woman lamented.

One close friend, Luana Bowman, who was also at the creek, told this newspaper that she and seven others were enjoying themselves when they saw Paul’s body floating.

But they did not take it seriously because they knew he was a good swimmer and they, too, thought he was joking.

When the floating continued for a very long time and they suspected that something wrong, they then pulled him from the water and artificial respiration was performed by a medex.

After they saw he was not responding, they took Paul to a hospital where he was pronounced dead on arrival.

“I’m his close friend, I can’t believe he is dead, he died in my arms; how I’m feeling only God knows,” Bowman said.

Another friend, Alana Layne said she got a phone call from one of his friends who was at the creek and went to the hospital where she saw Paul looking like if he was sleeping.

“Honestly, I feel really sad, I can’t sleep, I can’t eat. We were five years together and we are engaged and were to get married sometime this year.

“We had so many future plans and now he is dead. I don’t know what to say and I don’t know what to do,” she confessed in tears.

One other female friend, who wanted to remain anonymous, declared that something about the whole story is not adding up.

“Everyone has different things to say. Why don't his friends who were there come out and say exactly what took place at the creek?”

“A mother who spent every day of 23 years with her only child needs answers; and so does his family,” she stated.

Buxton/Foulis Mash promoter gives back to society

School teacher Collis Nicholson receives from Promoter Ian Havercone cash incentives on behalf of schools in Buxton.

A GRAND presentation ceremony was held in the Boardroom of the ANSA Mc AL Trading Limited at Beterverwagting, East Coast Demerara, at which Ian Havercone, promoter of the annual Buxton Mash Road Parade, created history by ‘giving back to society’ in a gesture of love and respect that saw schools and football teams receiving cash incentives and Lucozade hampers.

The cash incentives were monetary packages taken from proceeds from the Buxton/Foulis Mash festivities which were hosted in the village on Sunday last. Schools and other entities received several cases of Lucozade beverage, made possible through the kind compliments of the ANSA Mc AL Trading Limited.

emony, Mr. Havercone thanked all the schools that participated in last Sunday’s Costume and Float Parade, noting that without their involvement the event would not have been an ultimate success. He added that the cash incentives were aimed at assisting the academic institutions to further heighten their academic programmes, and to assist in fuelling constructive recreational opportunities for students at the institutions.

With a keen eye on sports and healthy entertainment on the East Coast of Demerara, Havercone also presented a sizeable cash donation to the Buxton United Football Team to assist in further developing the sport, as he chose to put it.

Those receiving the donations yesterday were the New Friendship Nursery and the Friendship Primary schools,

along with the Buxton United Football Team.

Speaking on behalf of the schools, teacher Collis Nicholson thanked Havercone for the timely and considerate gesture, and assured that the schools would use the cash wisely to improve on their mandate of providing educational opportunities for students in the areas of academics and sports.

Representatives from the football team were equally appreciative of the donation, and expressed hope that the activity would become an annual initiative.

While Buxton has, over time, seen an influx of promoters hosting events in its environs, none has ever taken the step of awarding entities for participating in the programmes they had promoted.

Trendy ‘Queen of Lights’ Plus is the sari pageant fashion returns after very headquarters long hiatus of the ‘teddy THE ‘Queen of Lights’ sari pageant is set to return with a bang after an absence from the entertainment chart spanning a number of years, according to Promoter Sheik Yassen.

In an exclusive interview with the Bombshell yesterday, Yassen noted that, this year around, the pageant will be taken to the three counties in Guyana, and will see delegates battling at three preliminary rounds before facing off to determine who would be crowned ‘Miss Queen of Lights 2014’.

Contestants will compete in Sari Display, Introduction, Intelligence, and Talent Display before the actual queen and runners-up are decided.

The best four contestants will be selected from each preliminary round to move forward automatically to the final leg.

Come July 26, 2014, the Essequibo round would be staged; with the Demerara leg slated for August 20, and the Berbice leg set for September 23. The final leg of the competition will be hosted in Georgetown on November 01, 2014.

The two top finalists will be representing Guyana at the Miss Caribbean Sari Pageant in March 2015.

Music for the shows will be supplied by the New Dak’s Generation Band; and prizes for the winners will include various trips, cash incentives, and educational materials. Prizes will also be awarded for Best Sari Display, Best Smile, Best Talent, and for Miss Congeniality.

The promoter says he has decided to start the pageant selection way in advance, to ensure the girls are properly trained and tutored.

The plane landed atop a mountain in a savannah land, and the survivors are grateful to God that it did not land in a rocky terrain, for it might have exploded, with catastrophic consequences.

Fortunately, even as the craft was descending, the pilot kept a level head and was able to send out ‘May Day’ (distress) calls from his satellite phone to the Guyana Civil Aviation Authority (GCAA), which immediately activated its ‘search and rescue’ co-ordination centre, and the Guyana Defence Force readily dispatched a helicopter and medical personnel in search of the downed 6-seater aircraft, Registration # N87619.

Red Bull lodge appeal against Ricciardo disqualification (REUTERS) - Red Bull have formally appealed against Daniel Ricciardo’s disqualification from the Australian Grand Prix.

Ricciardo was stripped of his first Formula One podium finish at his home Grand Prix after he was found to have “consistently” exceeded permitted fuel consumption during the race.

However, Red Bull are to

appeal on the grounds that they believe the FIA fuel flow sensor gave an inaccurate reading - a spokeswoman confirmed the necessary documentation had been submitted.

DANIEL RICCIARDO Ricciardo finished second behind Mercedes driver Nico Rosberg at Albert Park but was soon put under investigation over the rate at which his car was using fuel.

“During the race car number 03 has exceeded consistently the maximum allowed fuel flow of 100 kg/h,” said technical delegate Jo Bauer, who referred the matter to the stewards.

The stewards then had little choice but to expel the Red Bull driver from the race results after what was deemed to be a clear breach of the technical regulations.

Bangladesh progress in World T20 despite loss to Hong Kong (REUTERS) - Hosts Bangladesh crawled into the main draw of the World Twenty20 despite an embarrassing two-wicket defeat

Skittled out for a paltry 108 in 16.3 overs, Bangladesh risked losing the Super 10 stage berth to Nepal if Hong Kong could chase down the target in 13.1 overs.

By Calvin Roberts FORMER Guyana and West Indies skipper Clive Hubert Lloyd believes that reigning International Cricket Council (ICC) T20 champions West Indies have what it takes to repeat as champions in the present tournament that got under way last Sunday.

The 69-year-old Lloyd, who played in 110 Test matches for the West Indies, scoring 7 515 runs at an average of 46.67 with 19 centuries and a top score of 242 not out against India, said the Regional side are grouped alongside India, Pakistan, Australia and a qualifier to be named, in Group 2.

“Why? We have the batting power to demoralise the opposition with Chris Gayle at the top and Dwayne Smith firing also, and to me they make probably the best opening pair in the competition,” said Lloyd.

Known as the ‘Super Cat’ during his playing days, Lloyd was seen as one of the most successful Test captains of all-time. During his captaincy, the West Indies had a run of 27 matches without defeat, which included 11 wins in succession.

He led the Regional side to back-to-back victories in the-then Prudential World Cup, lifting the title in 1975 and 1979, but missed out on a hat-trick of victories in the 1983 final, courtesy of Kapil Dev’s India 43-run win He believes that the only threat the West Indies have of not repeating as champions in the 2014 ICC T20 World Cup is complacency as well as sloppy fielding.

“Their only threat could be complacency and sloppy fielding.

One of the key things for the West Indies is that they bat very deep and I’m sure Sunil Narine would be difficult to negotiate on surfaces that I have seen at the moment,” stated Lloyd.

Quizzed on his thoughts of seeing Windies skipper Darren Sammy emulate him as the lone skipper in International cricket to lift back-to-back World Cup titles, irrespective of the format, Lloyd said it would be great.

“It would be great for the captain Sammy to join me in retaining a World Cup title. Go for it, guys, you have the talent to be champions again and make us proud,” said Lloyd, who also played 87 ODI for the West Indies in which he scored 1 977 runs at an average of 39.54, with one century.

The West Indies, who defeated Australia by 74 runs in the second semifinal, followed by their 36-run victory over Sri Lanka in the final of the 2012 version, after losing to both sides in the preliminary round matches, will open their campaign on Sunday against India at the Shere Bangla National Stadium, in Mirpur.

To date, the Windies have gotten successful starts in the lead-up to the tournament, defeating England 2-1 in a three match series prior to their departure for Bangladesh, while they defeated both England and Sri Lanka in their two warm-up games to date.

Conditions key to success, says Rampaul DHAKA, Bangladesh, CMC – Smart use of the conditions here will be key to West Indies’ success in the World Twenty20 Championship, fast bowler Ravi Rampaul believes.

“They key is knowing the conditions, knowing the kind of wickets you’re going to bowl on and the right variations you’re going to execute on the wicket. That will be the main thing in these conditions,” the experienced seamer said here yesterday.

“The conditions [here] are basically the same. The dew factor at night maybe a little different to what we are accustomed to but variation of the ball and execution will be key.”

West Indies will launch the defence of their World T20 title when they take on powerhouses India on Sunday. The lead up to their opener has been superb as they convincingly swept both their official warm-up matches against England and Sri Lanka.

However, West Indies have been installed in a tough Group 2 that also features Australia, Pakistan and hosts Bangladesh.

The 29-year-old Rampaul, who has played 22 T20 Internationals, said there was a great mood inside the Windies camp and

high belief they could retain the title they won two years ago in Sri Lanka.

“It is a good feeling to always represent West Indies in a World Cup match. This year we’re trying to retain the trophy so preparation and stuff has gone well and the team is gelling well so hopefully we can do it,” he said.

“It would mean the world to the Caribbean. People are looking to us to come here and retain our trophy. We have a good team, we’re strong so once we play together, we’ll win it.”

Rampaul is expected to lead the seam attack which includes the exciting Jamaican left-arm pair of Krishmar Santokie and Sheldon Cottrell.

As the experienced member of the attack, however, he remains clear on his role.

“I was always picking up early wickets with the new ball [in the last T20 World Cup] and the plan remains the same, trying to take early wickets and then coming back at the end and trying to better my performances,” he stressed.

Hafeez relishes Points leaders Pakistan’s all-round riches in action this (REUTERS) - Leading a side teeming with all-rounders, Pakistan captain Mohammad Hafeez enjoys an embarrassment of riches that he believes will give the 2009 champions a definite edge in the World Twenty20.

“We do believe we have good all-rounders in our side,” Hafeez told reporters on the eve of today’s Super 10 opener against arch-rivals India at the Shere Bangla National Stadium.

“With Shahid Afridi, Shoaib Malik, myself and Kamran Akmal as the wicketkeeper-batsman we are blessed to have players like that.

Hopefully it will help us.”

Afridi was in spectacular form in the recent Asia Cup, also in Bangladesh, and Hafeez predicted the flamboyant allrounder would continue in the same fashion even though he was “not 100 percent” fit.

“He’s in good form, we’ve seen that in the Asia Cup. This is a good sign for us because we always want him to bat lower in the order and finish the game for Pakistan,” Hafeez said of the maverick leg-spinner who is also one of the most hard-hitting batsmen around.

“It’s always good to know he’s in good nick and a good frame of mind. It’s always great your senior player is always looking forward to challenges.”

Hafeez’s India counterpart Mahendra Singh Dhoni was envious of Pakistan’s riches.

“The more all-rounders you have the more difficult it

gets for the opposition,” Dhoni said. “If you have players who can bat and bowl and if they are proper all-rounders, spinning or fast bowling, they add to the strength of the team” as he remains concerned about his side’s bowling.

Mahendra Singh Dhoni India have come under fire for their performances with ball in hand in recent limited overs matches, especially their death bowling.

Their two warm-up matches against Sri Lanka and England this week have hardly settled matters either, with India leaking an average of 54 runs in the final five overs of each.

“The bowling department is still an area of concern if you compare it to our batting,” Dhoni told a press conference.

“If you talk about international T20s, our fast bowlers

have not played much. But they have spent a lot of time in the IPL, where the conditions are a bit similar, so I think to some extent that will help.”

Dhoni has targeted early wickets to try and take the pressure off his bowlers at the back end.

“When it comes to contribution, we would want to bowl well with the new ball,” he said.

“If we can get one/two wickets with the new ball, it is considered a good start. Especially in this format, if you keep getting regular wickets, the opposition is not able to score too freely.”

India lost their opening warm-up match against Sri Lanka by five runs, but at least head into the tournament with winning form after beating England by 20 runs on Wednesday.

“There were several positives to take away from the practice games,” Dhoni said.

“We have achieved a lot.

Through the practice games, we wanted to give the guys who were not part of the Asia Cup a fair time in the middle and I was quite happy with the way Yuvraj (Singh) and (Suresh) Raina performed. They batted well.

“Raina has also contributed with his bowling. Whatever we wanted to achieve from the practice games, we have achieved that.

“It looks set but still there are quite a few areas where we will have to improve when it comes to a proper game because you won’t really have the luxury

of playing 15 players (like in the warm-up games).”

Pakistan have never beaten their cross-border rivals at the World Twenty20, most significantly losing the final of the first tournament in 2007.

Since then they have been

“Steyn has been assessed as having mildly aggravated his previous hamstring strain sustained during the Test match against Australia two weeks ago,” a Cricket South Africa said.

“He will continue to receive treatment from the physiotherapist to give him the best chance of recovery for the opening match. “du Plessis remains a 5050 chance for the opening match following his hamstring strain. The medical team is cautious of rushing him too soon because of the explosive nature of T20 cricket and the back-to-back schedule of fixtures.

“He will continue to receive extensive treatment and rehab to give him the best chance of

regaining full fitness for the opening match.”

ST JOHN’S, Antigua – Leaders Jamaica will return to action this weekend on home soil, where they will face Windward Islands in the fourth round of the Regional 4-Day Tournament, starting today at Sabina Park in Kingston.

The Jamaicans will be looking to continue their dominance over the Windwards since the turn of the century, having won eight of the 17 matches contested during that period.

This includes three wins in the last four matches, but the Windwards will take heart in the knowledge that they have won in their opponents’ backyard as recently as five years ago, when they earned a hard-fought, three-wicket victory at the Trelawny Multiplex.

In a rare occurrence, the island of Barbados will host two matches this week, starting five hours apart.

National team Barbados, under the leadership of Test opener Kraigg Brathwaite, will host long-standing sports rivals Trinidad & Tobago at Kensington Oval in Bridgetown in a day-time fixture.

A few kilometres north, Combined Campuses & Colleges, who are domiciled at the Cave Hill Campus of the University of the West Indies, will tackle Guyana under the lights at the Three Ws Oval.

Pistorius to sell home where he killed girlfriend to pay legal expenses

By Tosin Sulaiman (REUTERS) - Oscar Pistorius will sell the luxury Pretoria home in which he shot and killed his girlfriend to pay his legal expenses due to an unexpected delay in the trial, his lawyer said yesterday.

The Olympic and Paralympic athlete is on trial for the murder of 29-year-old model and law graduate Reeva Steenkamp on Valentine’s Day 2013.

He has pleaded not guilty, saying he mistook Steenkamp for an intruder.

Pistorius has been forced to sell his home in the upmarket Silver Woods estate because the legal process is likely to take longer than the three weeks initially indicated by the state, Brian Webber,

the lawyer handling the sale, said in a statement.

“It has become necessary to

OSCAR PISTORIUS sell Mr Pistorius’ home in the Silver Woods Country Estate in Pretoria in order for him to raise

the necessary funds to cover his increasing legal costs,” Webber said.

“Mr Pistorius has been funding his own defence from the outset. Due to the delay in finalising the trial, the decision to urgently dispose of his single biggest asset has had to be made.”

Webber added that the property was handed back to the track star by the authorities more than a year ago. Although a decision was taken to keep it sealed until after the trial, Pistorius had been forced to reconsider.

The track star, nicknamed the ‘Blade Runner’, has not returned to the house since Steenkamp’s killing.

“Mr Pistorius cannot contemplate ever returning to live there again,” Webber said.

Pistorius’ lower legs were amputated as a baby but he went on to achieve global fame as the “fastest man on no legs,” running on carbon-fibre prosthetic limbs to win gold medals at the Beijing and London Paralympics.

He also reached the 400 metres semi-finals at the London 2012 Olympics, competing against able-bodied athletes.

The trial, which began on March 3, was adjourned yesterday and today, due to a national holiday today in South Africa.

On Wednesday, the court heard that Steenkamp was first shot in the hip, not the head, supporting the testimony of earlier witnesses who said they heard screams during a volley of shots.

Forrester and Hurley guide Esperanza to TTCB 50 overs title GUYANA’S Winston Forrester and Barbados’ Ryan Hurley were the bright sparks for Trinidad and Tobago’s Esperanza Cricket Club last Saturday, when they defeated Aranguez Sports Club by 154 runs in the final of the Trinidad and Tobago Cricket Board’s North/Central Championship Division Two tournament.

He added, “The job is only half done. We’re now focused on winning the league, which we’ve started very well by winning our first game that was played against Calcutta Sports Club, outright. I had scores of 43 and 9 in that game and I’m looking to finish this very important period of the season with the most runs as well and at the same time, guide the club to another title.”

West Berbice advance to final WEST BERBICE advanced to the final of this year’s Berbice Cricket Board (BCB)-organised National Communication Network (NCN) sponsored Under-15 Inter-zone tournament, after defeating New Amsterdam/Canje by 12 runs at the Cumberland ground.

Batting first, West Berbice made 89-4 off their allotted 38 overs with Javed Karen topscoring with 39 (5x4), while Seon Glasgow was unbeaten on 36 against the bowling of Junior Williams who claimed 2 for 6 from five overs, for New Amsterdam/Canje.

In response, New Amsterdam/ Canje on the back of an unbeaten 44 from Kevon Sinclair, reached 97-8 off their allotted 38, with Williams returning to contribute 14 with the bat, even as Sachin Veerasammy and Nicholas Sheurohan took 3 wickets each for 10 and 12 runs respectively.

With a first-innings deficit of eight runs, West Berbice KEVON SINCLAIR batting a second time reached 141 all out from 52.1 overs with skipper Kris Ramnarine topscoring with a patient 55. Javed Karim supported with 31, while Veerasammy chipped in with 13.

Sinclair bowled superbly to claim 6-32 for New Amsterdam/Canje, who were asked to score 133 for an outright victory, but fell short of their target by 12, surrendering their first-innings advantage to be bowled out for 121.

Sinclair completed a fine all-round match, by topscoring with 41 (4x4), while Alex Algoo supported with 20 and Brandon Stewart 16, as Seon Glasgow 4 for 17, Ramnarine 2 for 14 and Nicholas 2-16 bowled West Berbice to a come-from-behind victory.

West Berbice will now face the winner of the Lower Corentyne versus Upper Corentyne semi-final in the final of the tournament which is being used by the BCB to select the Ancient County’s Under-15 team for the Guyana Cricket Boar-organised, Limacol-sponsored Under-15 Inter-County tournament.

Rawle Toney to attend FIBA Referee Certification Clinic in Cayman Islands SPORTS Journalist Rawle Toney is the lone representative named by the Guyana Basketball Official Council (GBOC) and by extension the Guyana Amateur Basketball Federation (GABF), to participate in the Caribbean Basketball Confederation (CBC)/FIBA Americas Referee Certification Clinic, set for the Cayman Islands from April 9 to 12.

A check on the Federation of International Basketball Association (FIBA) website (www.fiba.com) shows that currently, Guyana does not have any certified officials, since the most recent Aubrey Young, Sherwin Henry and Lugard Mohan were taken off the list due to inactivity.

According to FIBA, in order to be eligible for certification, “the referee cannot be older than 35 years of age when taking part in a FIBA Clinic for Referee Candidates and will not be considered a FIBA-Active Referee after the age of 50”.

FIBA further stated, “In order to obtain the title of FIBA Referee, the candidates must be proposed officially by their member-federation, participate in a Clinic for FIBA Referee Candidates, pass theoretical (basketball rules) and physical fitness and practical (officiating the game) tests” Toney is the youngest official in the small pool of referees in Guyana and has been a regular feature with the whistle at games in the city and under the guidance of Mohan, the GBOC has taken a more professional approach and has since been seeking to attract more youths to become referees.

“Being a referee is something I wish I had done earlier. If I had known how good it feels officiating in the sport that I love, I would’ve stopped playing basketball a long time ago,” Toney said.

“As a player, I used to be the type that gave the officials a hard time; always questioning their calls because I thought that I knew more than some of them. After my interest to play the game went away, I stuck to just reporting on the game and I still question decisions made by the officials. Then I was encouraged

by Lugard (Mohan) when he helped put the GBOC together to pick up officiating.”

In 2012, Toney was a standout at a Pre-Certification course, hosted by the-then David Patterson-led GABF and conducted by FIBA Referee Instructor Glyne Clarke, where he gained a 75% pass mark which was by far, the highest among the 10 persons who participated and he also passed his fitness test.

He emphasised that “endurance, a good show of character development, respect, humility and technical skills are some of the fundamental requirements students will need to possess in order to be successful when graded and all members of the public and martial arts fraternity are invited to attend the exercise tomorrow.

his opinion “none of the referees that attended the clinic was ready for FIBA certification but Rawle Toney, who is not a practising referee but was keen and readily understood the concepts of officiating.”

Though a registered member of GBOC since the GABF affiliate’s conception, the-then Referees Council head Cecil Chin had told the FIBA Instructor otherwise and as such had prevented Toney from attending a Certification Course that was held in St Lucia.

“That happened for a reason,” Toney said, adding “my knowledge of the game has expanded, I’ve become more confident in myself and carrying the whistle and a lot has changed from then to now.”

As it relates to being ready to join a short list – four to be exact – of referees who were able to gain FIBA Certification, Toney pointed out, “It’s not as easy as it seems but the good thing is that I’m always reading and putting the rules into practice. Also, I must say that those who have gone before, especially Lugard and Aubrey Young, have been very supportive and encouraging.

Those two I can call on anytime to help explain something. Not to mention that they let me know straight up what I did wrong and how to correct it.”

With regard to funding, according to Toney, “It’s challenging, but I admire the support received so far from the GABF, especially Mr (Nigel) Hinds and GBOC in ensuring that I get to the Cayman Islands. It was sort of a short notice to me but with the CBC Championship coming up and Guyana sending a team, I don’t want to let the opportunity slip. In everything we do, we all want to reach the pinnacle and by attending the clinic it’s one step closer to reaching mine” At the moment, Toney is officiating in the GABF’s ‘Road to Mecca’ Basketball tournament that is now down to the final that will be played between Linden’s Retrieve Raiders and Georgetown’s Ravens and the Sports Journalist, by profession, has had his share of ‘big games’ donning the ‘black and white stripes’.

“I’ve officiated every game night in the tournament and was told that I would be one of the three referees in the Final on Sunday. I think I had to be doing something right to get, if not most, all of the ‘big games’ in the tournament. I’ve had my share of criticisms but I honestly laugh at them because I used to be those persons, always questioning the official calls. This tournament is valuable practice and I’m happy to receive the ‘go-a-head’ from GBOC,” Toney said.

Bravo steady in build-up to opening match DHAKA, Bangladesh – Dwayne Bravo will enter the ICC World T20 Tournament confident that he and his team-mates can defend their title. The livewire all-rounder was brilliant in the second official warm-up match on Wednesday against Sri Lanka.

He made 43 off 31 balls with six boundaries as the world champions rattled up 172-5 off their 20 overs, with the innings being given a great start by opener Dwayne Smith with 60 (45 balls, 8x4, 2x6) and a boost at the end by skipper Darren Sammy with 30 not out (14 balls, 1x4, 2x6).

Bravo then returned with the impressive bowling figures of 3.4-0-29-3 as Sri Lanka were bowled out for 139 off 19.2 overs. Ace off-spinner Sunil Narine was again in top form with 4-0-24-4.

“We have come here to defend our title. We are not

going to get too ahead of ourselves or get arrogant about it. But at the same time we are playing good cricket and as long as we continue to show good form we fancy our chance to defend it.”

He said the warm-ups wins over England and Sri Lanka were the right fillip as they prepared for the Super 10 stage. This is Bravo’s fifth time at the event and he stressed the importance of a winning start when they face India on Sunday at the Sher-e-Bangla.

“But it’s a lot of hard work, shorter tournament, different conditions,” he pointed out.

Back in the ICC World T20 2009 he had a fantastic match-winning performance at Lord’s. He took a career-best 4-38 and returned to make 66 not out off 36 balls to win the match and book a spot in the semi-finals.

For the upcoming tournament Bravo will be wearing jersey Number 3 rather than his familiar Number 47.

He explained: “I was blessed with the birth of my second child … Dwayne Bravo Jr, who was born on October 3. My first child – a beautiful daughter – was also born on the 3rd of August. My mom was born on the 3rd as well. I just decided that in this special tournament I am going to dedicate this Number 3 to them”.
