Sooba says she fears for her life EMBATTLED Town Clerk (Ag.) Carol Sooba, in a statement yesterday disclosed that she has received word that she is a “target” of criminal elements and as a result she now fears for her life.

According to her, the information is from a credible source, who was part of a meeting in South Georgetown, organized by two officials from the Georgetown Mayor and City Council (M&CC), where her post as acting Town Clerk was protested.

She said, “These officials were meeting with known elements connected to the criminal underworld. Part of their plan is to physically harm me by dousing me with corrosive substances, and to fire-bomb my residence.

“I have no reason to question the creditability of the information provided to me since neighbours and other individuals have reported to me that strange persons were seen in and around the vicinity of my home on several recent occasions.

“Two recent incidents have caused me to believe that my vehicle was trailed during the time when I travelled home.”

Sooba, despite registering her concern over the

threat to her life, said she will be “relentless” in her capacity to resist the attempts

CAROL SOOBA among others, to remove her by “illegitimate and sinister” means.

The acting Town Clerk said, “These threats have since forced me to implement additional security measures. These attacks on me have emanated from my efforts to root out deep-seated corruption in the City

Council.

“I remain humble and encouraged by the great support given to me by citizens in and out of Georgetown, officers and staff of the Council, in the face of concerted efforts by the Mayor and his cabal to stymie my efforts with their anti-Sooba campaign.”

The Mayor and Councillors of Georgetown, last week, moved to have Public Relations Officer (PRO) Royston King illegally appointed as Town Clerk, but not in keeping with the provisions of the Municipal and District Councils Act, Chapter 28:01.

In keeping with Article 118(1) of the Municipal and District Councils Act, Chapter 28:01, which reads to the effect that the power to appoint persons to hold or act in any local government office and the power to remove any such local government officer from office shall be vested in the Local Government Commission.

The Act further provides in

Article 119 (1) that any such decision taken by the Commission must be approved by the powers duly vested in the Minister of Local Government and Regional Development.

The dispute over the Town Clerk’s appointment has spanned the tenure of three successive Local Government Ministers, Kellawan Lall, Ganga Persaud and Norman Whittaker.

Once again the Council has found itself in a dilemma by seeking to override the powers of the Local Government Minister in keeping with the constitutionally provided selection process of appointing local government officers in the absence of a Local Government Commission.

There have since been calls on the Georgetown Mayor and City Council, as well as the ‘appointed’ Town Clerk to work in unison in the interest of progress, and to improve the current situation at the Council.

Bomb scare rocks City Hall at height of Statutory Meet - sends Town Clerk Sooba fleeing to safety, leaves Councillors unmoved

IT WAS sheer chaos and confusion at the City Hall yesterday afternoon when word spread that a bomb had been planted on the premises.

The rumour, which made the rounds shortly after acting Town Clerk Carol Sooba entered City Hall’s Chamber, forced her to vacate the premises, but surprisingly, a Statutory Meeting of the Mayor & City Council (M&CC) which was in progress at the time, continued as per normal as if nothing was amiss.

Councillor Kamla Devi Ross told this newspaper that Sooba arrived at the meeting to find PRO Royston King occupying her seat. As such, she placed another chair in front of the one he was occupying and commenced conducting the meeting.

On seeing this, Deputy Mayor, Patricia Chase-Green reportedly advanced upon Sooba and grabbed the microphone and Town Clerk designation tag which had been placed on the desk that Sooba was using. This precipitated a scuffle between Ross and Chase-Green, as Ross “refused to allow bullyism to prevail.”

“You can’t ridicule the Town Clerk just like that! How dare you all do that? You all playing bully! You can’t bring anyone and do as you like! They appeal the case; wait until the decision is finished! Why is it that you are jumping the gun!” Ross admonished.

A report from Chase-Green, who was seated directly next to a microphone in the Chambers, indicated that “visitors who came to listen to the public meeting were not allowed to go through that door, they had to use the Chambers door; and for security, I tried to get to the microphone (Sooba’s microphone) to say to them that we are trying to get the door open.”

According to Chase-Green’s incomprehensible report, in her attempt to get to the microphone, Miss Sooba snatched it (the microphone) from her, and this started a tug-o-war.

However, the Deputy Mayor released the microphone and name tag, after which councillors in support of King’s illegal appointment proceeded to remove the name-tag once more and award it to King.

Then the upheaval started, and the verbally abusive threats directed at Sooba forced her to vacate the chambers, along with some of her staff, who then proceeded to her office.

Royston King illegally assumes the post of Town Clerk during the statutory meeting held on May 12 at City Hall At that point, the Deputy Town Clerk received a phone call from the Mayor’s Office claiming that two bombs had been placed on the premises, respectively in the eastern and western sections of the building; and this announcement forced Sooba and her team to disperse.

According to Sooba, her post as Town Clerk (ag) was “overrun by the Mayor once more, and I suffered verbal abuse at the hands of his supporters,” some of whom included vendors from the Stabroek Market.

Mr Kwame McCoy, Press and Publicity Officer at the Office of the President, explained that the actions of the Mayor establishes a pattern of his dislike of women. He said, “We recall his attack on Beulah Williams and Yonnette Pluck; now it is Carol Sooba. So, it is indeed a pattern where the Mayor has had problems with women holding the position of Town Clerk, and that is partly worrying.”

Ironically, whereas Acting Town Clerk Carol Sooba was scared away by news of the bomb, the ‘threat’ was completely ignored by Mayor Green, the Deputy Mayor and other councillors supportive of King acting as Town Clerk. They continued their unconstitutional statutory meeting in the absence

of the legally appointed Town Clerk (ag).

The Sixth Schedule Part I of the Municipal and District Councils Act Chap 28:01 gives the Town Clerk responsibility to convene any meeting of the council, as well as preparing the agenda, minutes and reports of any such meeting for relay to the Local Government officials. Thus this statutory meeting with King as Town Clerk has been rendered unconstitutional.

Sooba called the Guyana Police Force (GPF) and the Guyana Fire Service (GFS) to locate the bombs and ensure the safety of City Hall personnel, and they promptly responded, arriving on scene within minutes. Arrival of the GFS forced discontinuation of the Statutory Meeting as Fire personnel commenced searching for the bombs.

This newspaper left the scene with a distraught Sooba working indefatigably with the GFS personnel to locate the “bombs” allegedly planted in the building.

Sooba recently broke her silence on the illegal appointment of Royston King as Town Clerk, disclosing that she has since been advised by the Attorney General and Minister of Legal Affairs, Mr. Anil Nandlall, that legal action will be taken against the decision favouring King.

Should Modi fall short of a majority when the results come in on May 16, he will need to strike a coalition deal with some of India’s increasingly powerful regional parties.

The organisers said the main aim of the two-day forum will be to discuss “real world situations that will have considerable impact on crime fighting in the region”.

Director of the Regional Security System (RSS), Grantley Watson, will lead off the discussion on “Developing Protocols” for the appropriate use of force including firearms as well as effective strategies for removing guns from the streets.

Paraguay president’s palace being eroded by termites Architects say a termite infestation is threatening Paraguay’s presidential palace.

“They’re damaging the wood structure, the floors and the wooden covers, which support some parts of the palace,” architect Gustavo Glavinich said.

He said much of the iconic building’s west wing had been damaged.

Mr Glavinich also warned that other parts of the 19th-Century building had not only been invaded by

termites but also by bats.

“In 2012, we invested $5m (£3m) to save those parts of the palace which house the presidential office, the military cabinet, and the ceremonial room,” Mr Glavinich of the Public Works Ministry said.

But he warned that a lack of follow-up investment meant that other parts of the Palacio de Lopez are being left to deteriorate.

The architect suggested taking immediate measure to tackle the

termite infestation and to temporarily move the offices from the west wing to an annex.

The palace in the capital, Asuncion, is the seat of the Paraguayan government and home to the office of President Horacio Cartes.

Building work began in the 1850s under the direction of English architect, Alonso Taylor, but the palace was not finished until 1892.

Copyright battle over Marley music goes to London court today KINGSTON, Jamaica -A case involving copyright issues regarding some songs by international Reggae icon Bob Marley is set for the Chancery Division of the High Court in London today.

Being described as “the landmark trial” by Musicnews.com, those involved are plaintiff Cayman Music, and Chris Blackwell’s Blue Mountain Music, the defendant.

According to music-news. com, “The trial is over a number of important titles, the most significant of which is ‘No Woman, No

Cry’, Bob Marley’s most famous song”.

Cayman Music is reportedly suing Blue Mountain Music for “misattribution and diversion of income”, among other things, to retrieve ‘No Woman, No Cry’ and other songs such as ‘Crazy Baldhead’; ‘Johnny Was’; ‘Natty Dread’; ‘Rastaman Vibration’; ‘Rat Race’; ‘Rebel Music (Road Block)’; ‘So Jah Seh’; ‘Them Belly Full’; ‘Want More’; ‘War’; ‘Who the Cap Fit’.

The website said Cayman Music is the “original, long-standing publishers of

Bob Marley” and that they represented his catalogue from 1967 to 1976.

The defendants are the “then publishing arm of Island Records and sometime publisher of various Bob Marley titles, from the mid 1970s to later in his career”, the website added.

Both publishers still retain some of Bob Marley’s work today.

Marley returned to exmanager Danny Sims (who owned Cayman) prior to his death, the website also said.

The arrest of Joaquin “Shorty” Guzman was a big coup for Mexico’s security forces

Mexican security officials say one of the founders of the Zetas drug cartel has been killed in a gun battle in the north-eastern state of Tamaulipas.

Galindo Mellado Cruz is accused of being one of the original members of the Zetas, which first emerged as a group of enforcers for the Gulf cartel.

The two groups later split and became bitter rivals, their fights accounting for much of the violence in the area.

He is believed to be among five gunmen shot dead by the army on Friday.

A Tamaulipas state official told the Associated Press news agency that while Mellado no longer held a command position within the Zetas, he had been one of the 30 ex-special forces

Powerful adversaries Analysts say the Zetas now control more territory than any other criminal gang in Mexico.

They are infamous for their extremely violent methods, routinely decapitating rivals and hanging their bodies from bridges.

The war between the Zetas and their former paymasters, the Gulf cartel, has turned Tamaulipas into one of Mexico’s most violent states.

Mellado was on the run after escaping from prison where he had been jailed after being accused of armed robbery, rape and murder, the official said.

He was killed in a raid on his

hideout in the city of Reynosa along with four other armed men. One soldier also died in the fire fight.

It is not clear how the security forces tracked him down.

The security forces have recently landed a series of heavy blows against Mexico’s drug cartels.

Earlier this year, they arrested the world’s most wanted drug lord, Joaquin “Shorty” Guzman. And last year they killed the leader of the Zetas, Miguel Angel Trevino.

But a number of highranking security officials have also been killed, including the Tamaulipas state intelligence chief, who was shot dead along with his bodyguards in Reynosa last week.

Religious leaders and restoration of communities

AT A special ceremony last Sunday to celebrate mothers on Mother’s Day and honour mothers who have contributed to society -- among whom were Mrs. Philomena Sahoye-Shury, Ms. Parvati Persaud-Edwards and Ms. Rajkumarie Singh, Principal of the Hindu College, and Director on the Board of the Guyana Sevashram Sangha (Cove and John Ashram) -- religious and administrative head of the ashram, Swami Shivashankaranandaji Maharaj, announced that the ashram would once again be engaging in community outreaches, whereby youths would be encouraged to donate their spare time to undertake voluntary community activities, which would include distribution of food hampers to vulnerable individuals and groups in society, besides providing care and counselling to them.

This activity would involve members and leaders of communities, who would identify the vulnerable parties in their respective communities, and the young people of those communities, who would be encouraged to focus on the needs of others, and to help those less fortunate than themselves, instead of engaging in time-wasting and possibly destructive actions and behaviours.

The three women at reference were singled out for having contributed to community care exercises throughout their lives, but are public figures, so their efforts have not gone unrecognised. However, in many little ways, ordinary individuals within communities have been helping to better the quality of life of the poor and needy members of societies.

Philanthropists such as Mr. and Mrs. Sattaur and Ameena Gafoor and the Gafsons Group; Mr. and Mrs. Bish and Ahilia Panday and the P&P Group; Ramsay Ali of Sterling Products Limited; Paul Chan-a-Sue, retired head of ANSA McAL; Dr. Bobby Ramroop and family, among others, have, with great generosity, contributed their time and resources to bettering the lives of mankind in a multiplicity of ways.

The programme of activities, as outlined by Swamiji, will be a resuscitation of the ashram’s community outreaches of yesteryear, especially in the area of education.

When Swami Purnandaji Maharaj established the Guyana branch of the Bharat Sevashram Sangha of India in response to a request by Guyana’s Hindu community, he did so with special focus on the behest of founding head of the organisation, Acharya Srimat Swami Pranavanandaji Maharaj (1896 - 1941), who was founder of the Bharat Sevashram Sangha.

Sevashram is a combination of two words: Seva and ashram, which means service and sanctuary.

COME take a walk with me; a walk back to reality; a walk in modern Guyana, and not in the 1980s, because your accusation of censorship levied against the Government would have been true if we were actually in the 80s; but

by God’s grace, we, as a nation, have evolved from such a horrific era, whereby we were living under a government that was dictatorial and brutal towards the people of Guyana.

My first concern is how someone like you, who have tremendous resources and are supported by some of the world’s most reliable intelligence, could allow yourself to make these spurious accusations without substantial evidence to back up your claims.

How can you be so baffled by this kind of impression that you’re trying to create of press freedom not blossoming in Guyana? On what grounds are these impressions being supported?

I’ll take this time also to remind you that Guyana, before 1992, was a monopolistic nation under the PNC, where press freedom was concerned. Weren’t you interested then? Where was your voice in that harsh and deadly time when people were not only afraid to voice their opinions, but, most importantly, those who did, were punished, jailed, or even killed?

The Walter Rodney assassination is a perfect example of this. I could also go more in-depth and mention the slaying of Father Bernard Darke, who was another victim of the unprincipled killings that took place back then. He was killed because he was documenting the wrongdoings of the PNC which was the ruling party at the time.

How would you describe that era, if you were to compare press freedom then to now?

I’ve done much research, and I can assure you that back in those dark and dismal days of the PNC, only the state papers and the state radio had access to everything, while opposition From his early childhood, Acharya Srimat Swami Pranavanandaji Maharaj, then Binode, dedicated himself to meditation and service to the Lord; and he struggled to overcome hurdles and establish the Sangha, an organisation through which he hoped to serve humanity worldwide, primarily in the area of education and through inculcating spiritual and moral values in the young people of the world.

Oldest Hindu monk from the West, Guruji Vidyanandaji Maharaj, describes him thus: “In some ways, he stands most authentically for ancient Hindu values, which can easily be overlooked by modern commentators, scholars, and interpreters of religion.”

Those ancient Hindu values are being replicated by the adherents to the principles ordained by the Acharya, primarily to give service worldwide to people, especially youths, in the area of education.

And those principles were focal to the establishment of the Guyana Sevashram Sangha at Cove and John in the early 1950s. The Sanga was founded by Swami Purnanandaji Maharaji, in obedience to the supreme Acharya, on 20 acres of formerly undeveloped land, and was transformed into its current dynamic and dynamism by the “blood and sweat of the Swamis, Bramcharis, and selfless devotees” over the decades of its existence.

According to Guruji, His Holiness Vidyanandaji Maharaj, who himself worked unremittingly and untiringly in service to mankind all his adult years – for which he was awarded Guyana’s Medal of Service by former President Dr. Bharrat Jagdeo -- Guyana is the only country that has produced monks in the western hemisphere; among whom are Guruji himself, who became spiritual head and administrator of the Sangha after the departure of Swami Purnanandaji Maharaj, and who

papers were consistently denied the right to import newsprint.

There was absolutely no freedom at all; there was no freedom to speak, no freedom to travel, and no freedom to earn a living under the PNC back then, and we all can testify that they are trying to relive those dreadful days at present.

An example in point is the opposition’s most recent voting down of key projects in budget 2014; this would put a lot of hard working Guyanese out of a job.

Freedoms were basically missing, it’s a fact and it’s also a dark part of our nation’s history; but after 1992, from having only three television stations here in Guyana while the PNC was the ruling party, we now have close to 21 free and functioning television stations; from having just one daily newspaper, we’ve now been blessed with four free and functioning daily newspapers, and over 10 free and functioning radio stations, which have collectively been providing consistent press coverage to the Guyanese people without any fear over the years.

So I’ll ask you again, Mr. Ambassador: On what grounds did you premise your statements that there’s no press freedom in Guyana?

Moreso, I’ll take not only you, Mr. Ambassador, but also any of the private media on a challenge to say which private media has been censored by the PPP government to the point where they were told not to carry any anti-Government article, or were denied newsprint or access to travel within and even out of Guyana to cover stories.

And while we’re at that, I’ll also ask of the private media to present any form of evidence that could show that they had been subjected to any form of censorship under the PPP government.

Ever since 1992, Guyana has been a “Whole New World” where press freedom is concerned; it’s no longer monopolistic, it’s no longer dictatorial, it’s no longer detrimental and neither subjective!

LANCELOT ADAMS now leads the New York Sangha; Swami Bhajananandaji Maharaj of the Canadian Sangha; Swami Parameshanandaji Maharaj, the Sangha’s Permanent Representative to the United Nations; Swami Nirliptanandaji Maharaj of the London Sangha; Swami Shiveshranandaji Maharaji and Swami Amritanandaji Maharaj, both of the USA; and current spiritual and administrative head of the Guyana Sangha, former Bramchari Vidur, and current (after ordination in India in January of 2012) Swami Shivashankaranandaji Maharaj, who now heads the Guyana branch of the Sangha.

These Guyanese monks are serving humanity worldwide; and this adjuration of service to mankind was focal to the establishment of the Guyana Sevashram Sangha by Swami Purnanandaji Maharaji at Cove on John in the early 1950s.

In yesteryears, the pursuit of education was allowed only to students who converted to Christianity; so the leaders of the Sangha joined Mrs. Janet Jagan in the relentless struggle to change that status quo, which their combined efforts succeeded in doing.

Then, the members of the Sangha went from door to door in outreaches, to help members of society in various ways and persuade families to allow their children, especially females, to attend school. So Swami Shivashankaranandaji’s programme of outreach activities for community care and youth development is a continuation of the core principles and guiding precepts on which the Sangha was founded.

It is to be hoped that the donor community would recognize the imperative of sustaining such initiatives, and participate fully with donations of cash and kind, so that there can be a restoration of the value systems of yesteryear within communities, from which the general society would indubitably benefit in a multiplicity of ways.

MUST GUYANESE SUFFER AGAIN BECAUSE OF PNC POLITICS? A WELL-KNOWN columnist has clarified his position on today’s Guyana.

“And what is that reality?” he asks. “Power lies in the hands of the opposition to prevent economic & financial ruin” of our country.

Apparently reflecting the combined opposition’s viewpoint, the columnist boldly admits they can easily vote approval of the Anti-Money Laundering (AML/CFT) Bill, but they will not. Instead, they want a reward to do their sworn patriotic duty.

“If the business world in Guyana cannot press the Government on these two democratic fronts, then let Guyana die. Period!” Mr. Frederick Kissoon was on cloud nine writing in his KN column of 4-30-2014, titled, “Then let Guyana die.

Period”.

But Armageddon’s faithful can be no match for God’s Own, who has laid it down in Matthew: “And fear not them which kill the body, but are not able to kill the soul: but rather fear Him which is able to destroy both soul and body in Hell”.

The economic stability of all Guyanese does indeed require the Anti-Money Laundering Bill to become law. Since the Government does not itself have enough votes in Parliament to approve the bill, the bill is in rough waters headed to the falls’ deadline, but still the Opposition refuses to give a helping hand. Elected to make things better for all Guyanese, they themselves want something in return.

Remember the electricity subsidy which Linden alone enjoys? It is the same story with the opposition. Isn’t the opposition the eventual alternative Government?

How laudable are the Opposition (whose supporters advocate “death for Guyana”) to be so substantially better by far than the existing empowered?

Their relegating all Guyanese to a mass death sentence due to some prior automatic prejudgment really tells us how deeply troubled we are as a country.

Georgetown’s citizens are prepared to reside amidst stinking garbage in their daily existence. Would they be any more bothered by a public insanity without moral anchor to banish them, country and all, to oblivion? Even so, you never

know; there may be method in this madness, which applies shock attack to remedy sleeping sickness by a jolting death wish.

Mounted atop the cross, Man Man (Naipaul’s Miguel Street) only wants to be our saviour. What must be especially comforting are those who are reassured by the Bhagavad Gita’s “Never the spirit was born; the spirit shall cease to be never. Never was time it was not, end and beginning are but dreams” by and from whom chaos is to again revisit though special delivery’s minions have been well established.

The columnist warns: “If these two requests are rebuffed, devastation and draconian consequences … (omitted word - maybe “will” or “should”) … take over Guyana”.

Regardless, why does it then matter, when tyranny’s ascendancy is inevitable, to pass any ultimatum?

Richard Dawkins, in ‘Unweaving the Rainbow’, wrote: “We are going to die, and that makes us the lucky ones.

Most people are never going to die, because they are never going to be born.

The potential people who could have been here in my place but who will in fact never see the light of day outnumber the sand grains of the Sahara Desert.

Certainly, those unborn ghosts include greater poets than Keats and scientists greater than Newton. We know this because the set of possible people allowed by our DNA so massively outnumbers the set of actual people (in existence). In the face of these stupefying odds, it is you and I, in our ordinariness, that are here.”

Why would anyone want Guyana to die anyway? What would become of Guyanese if their country goes up in flames is best addressed only by the columnist himself. “Go thou, and fill another room in hell.

That hand shall burn in never-quenching fire that staggers thus my person…” is how Shakespeare’s Richard II has dismissed impending doom.

But with the worldwide focus on the Rodney Commission of Inquiry (RCoI), this sounding off may be seen as another Don Quixote gallop to divert our gaze to yonder windmills in their minds.

In a democratic country, all Guyanese were free to vote in 2011 for their own betterment. Our current woes are by our own choice in our parliamentary predicament.

A similar uncertainty was reflected in the 1964 elections, which also empowered the previous PNC government to host Reverend Jim Jones to lead his flock into mass suicide.

Only the PNC has the most outstanding resume of death experiences, with 1600 innocent people either killed or injured at Wismar in 1964 before independence, and some 800 dead in 1979 amidst Jonestown’s jungle green. Death by many years of slow starvation under Mr. Carl Greenidge’s stewardship, and calculated brutality against PNC opponents (1964 to 1992) is hardly the best recommendation to become reelected. Regardless, they still have that right to government by free and democratic elections, according to the Guyana constitution.

Added to its honing violent 1962-1964 practices, it

explains the urgent necessity to camouflage the sullied PNC’s reputation under A-PN-U sheep’s clothing. Who are the best in philosophy most capable to “let Guyana die”? Says the “Earl of Sandwich: “Pon my honour, Wilkes, I don’t know whether you’ll die on the gallows or of the pox”. Replies John Wilkes: “That must depend, my Lord, upon whether I first embrace your Lordship’s principles or your Lordship’s mistresses”. (As retold by Sir Charles Petrie in The Four Georges).

Will the Anti-Money Laundering Bill be finally approved by our patriots in the National Assembly?

Not unless the merchants of death and destruction, like Sampson, would prefer destroying the temple of Guyanese solitude. But “For certain is death for the born, and certain is birth for the dead; therefore, over the inevitable, Thou shouldst not grieve” (Bhagavad Gita).

Noticeable is the columnist crooning that “the private sector in this country wants to save their businesses from devastation and draconian consequences of the failed anti-money laundering legislation,but they want APNU and the AFC to do it for them.” Well, why not?

Has the Opposition become resolved not to contest future elections to replace the PPP/C Government?

When the Opposition can yet deliver the goods and enhance their image without being in government, why is

there need for any kickbacks when patriotism is what matters? The PPP gave “critical support” to the PNC government when needed; the unemancipated Opposition would rather all Guyanese go to hell! Let the wise speak of death; it has no sting.

Barry Long, from the audio tape “Seeing through Death”, (1983) wrote: “You are a player in the rigorous game of living.

You can’t blame the game if you don’t believe the rules or bother to remember them.

The first rule is: every player dies; none knows when it is coming; the youngest and best often go first. Everyone

has to play. The game goes on forever – or until you win.

You win by finding death before it finds you. The prize – is life.”

Where the unwise would give us constant hell, “the tired and the poor yearning to breathe free” continue to find solace amidst stinking garbage, unlike Lady Liberty’s enhanced tropical Federalism of Guyana. Surely, that unemancipated mentality of more garbage and Rodneyite prompt death are not what are warehoused for use.

LOCAL GOVERNMENT ELECTIONS IS THE ANSWER IN RELATION to the current catastrophe facing our city and municipalities across the country, and in particular the one in Georgetown, we hear and see being applied to the sick patient prescriptions that include a combination of informal recommendations and formal policy approaches by citizens, interest groups and political policy makers.

These prescriptions include the establishment of IMCs; short-term periods of compromises for city council and city administrators to work together; $1 billion budgetary allocation for country wide cleanup; and a unanimous parliamentary motion to restore Georgetown.

All these medicines represent misplaced approaches to what is really needed to address the core problem that is destroying our city, towns and communities. We should not continue to waste precious resources, time and energies on such bandages and diversions. Instead, we should put all our efforts towards hosting of Local Government Elections.

I join with my colleagues to repeat the call for Minister Whittaker to set a date for the urgent hosting of LGE. I am ready!

Court again absolves Carol Ann Lynch of husband’s murder

By Geeta Rampersaud THE murder charge against former South American beauty queen Carol Ann Lynch was discharged by Chief Magistrate Priya Sewnarine-Beharry yesterday on the basis of insufficient evidence.

Lynch was charged for the second time, after the first case had been dismissed by then Magistrate Gordon Gilhuys for the same reason.

Particulars of the capital offence said that Lynch killed her husband, Farouk Razack on May 7, 2007, at Lot 106 Ireng Place, Bel Air Park, Georgetown, where the then Swiss House Cambio managing director was found dead.

She was represented by Attorney-at-Law Ms. Latchmi Rahamat, in association with other Attorney-at-Law, Mr. Peter Hugh. Police Corporal Bharat Mangru called a total of 17 witnesses to testify on behalf of the prosecution.

Yesterday, defence counsel Rahamat made her submission in the absence of the other Attorney, Mr. Hugh.

Rahamat said despite the prosecution called on 17 witnesses to testify, they failed to prove Razack was injured by Lynch and there is no nexus between the time she left her home and when she returned.

She also mentioned that from the evidence of Carol’s niece, Mellissa Watson, and

her daughter Selina Razack, prior to leaving the home on that morning, Carol and the two girls went into the room where Razack was sleeping.

She said from Watson’s evidence it was stated that Melbourne, the handyman who was left at home, had access to the couple’s house.

Counsel questioned that if her client was charged because she was present in the house then why wasn’t Melbourne charged and placed in the dock also.

The lawyer said that mostly from Watson’s evidence the court heard that there was a handyman present in the yard.

Counsel also made reference to the evidence by the technician Joseph Chung,

stating that this witness installed a surveillance system at the couple’s home.

Prosecutor Mangru said all the witnesses testified on behalf of the prosecution were not discredited and the prosecution had proved that Razack died in one hundred and one of the injuries he suffered. (See Carol Ann Lynch other story on Page 9)

‘Nothing has changed’ ....

that, in keeping with the Chief Justice’s ruling, he has determined that Carol Ryan-Sooba will continue to perform duties as Town Clerk in an acting capacity. He further explained that both City Council PRO Royston King and the Minister of Local Government have appealed the decision of the Chief Justice, and so it is their view that the correct thing to do is to await that decision.

As such, he said, the Ministry is currently engaged in awaiting that decision.

Whittaker said it is quite evident that King and Green are pursuing things differently.

He said that notwithstanding the fact that the Chief Justice had ruled that the Town Clerk can remain as the de facto Town Clerk, and that he had acted on the basis of that provision, King, encouraged by the Mayor, proceeded to hold himself out as the acting Town Clerk.

Minister Whittaker supported his claim by producing a public notice placed

by King in a newspaper describing himself as the acting Town Clerk. The minister said that the Extraordinary Meeting called by the Mayor late Tuesday was illegal.

“I wrote telling him that the meeting he was about to call was illegal,” he said.

Whittaker said he pointed Green to Part One of the Sixth Schedule of the Municipal and District Council Act, which sets out, inter alia, “The Clerk shall be responsible for convening all meetings of the council and its committee, and for the preparations of agenda, minutes and reports of such council and its committee.”

Whittaker explained that he referred to the Chief Justice’s ruling in his letter to Green, reminding him that the acting Town Clerk remains the de facto Town Clerk, and that the Chief Justice had advocated a certain course of legal action required to address the matter.

According to Minister Whittaker, despite his plea to the Mayor, the Extraordinary Meeting was held and King was sworn in to office in an illegal act by the mayor.

In exercising its authority, the Ministry of Local Government proceeded to write the commercial banks, informing them that there had been no change in signatories and that Sooba remained a signatory along with the treasurer.

Minister Whittaker reiterated that the move by King to hold himself out as Town Clerk acting was designed to mislead the public; and he said that it is within the power of the Minister to authorize those who are recommended for the post, and to notify the banks about any changes.

“In fact, the Minister of Local Government and Regional Development has been doing this all these decades. Nothing has changed with respect to how the procedural matters and appointments of Town Clerks, Deputy Town Clerks, City Engineer (are made),” he said.

Whittaker posited that it has been made pellucid in the Municipal and District Councils Act Ch 28:01 that until the operation of the Local Government Commission, the function and work of that Commission is undertaken by the Minister. “It is sad that Mr. King… should allow himself to be misled by the Mayor into taking the course of action that he did,” Whittaker said.

Last week, the Mayor and Councillors of the City of Georgetown moved to have Public Relations Officer (PRO) Royston King illegally appointed as Town Clerk.

Carol Sooba, as de facto acting Town Clerk, according to the Chief Justice’s ruling, was removed from her position, but not by means in keeping with the provisions of the Municipal and District Councils Act Ch 28:01.

Old Kai: Chronicles of Guyana ...

APNU-AFC latest ‘collateral damage’ act ends up costing Guyana $1.2B

OLD Kai can only describe the actions of the joint opposition against Guyanese as reckless. But that is to be expected, as they are only confirming my contentions all along that they lack leadership qualities; are insincere; and, most of all, would destroy this country if they feel it would make the PPP/C Government look bad.

They have no sense of patriotism, and do not have the energy or the commitment to dig down in the trenches and work hard for the benefit of the Guyanese people. It was never their style; maybe this is so because they have never won an election in the history of our nation, but that is no reason to give up and try to punish the entire population because of their failures and mistakes.

How can any right-thinking citizen ever vote for ‘if he is against us, destroy him even if he is your own brother’; ‘our steel is sharper than yours’; ‘making Guyana ungovernable’; ‘mo fiyah, slow fiyah’; ‘collateral damage’, ‘a blood war’ and ‘jook fuh jook policies’?

But this is the historical strategy the opposition seems most comfortable with, so who is Old Kai to tell them otherwise.

The latest manifestation of this opposition strategy is seen in the recent ruling of the Caribbean Court of Justice that the environmental tax collected by the Guyana Revenue Authority from Surinamese beverage company Rudsia contravened the Revised Treaty of Chaguaramas; the court ordered Guyana to repay the company some $1.2B. This tax was introduced in February 1995 and stipulated that “an environmental tax shall be levied at the rate of 10 dollars on every unit of alcoholic or non-alcoholic item imported into Guyana.”

The PPP/C Government, in 2012/2013, sought to

amend the tax to bring it into conformity with regional and international trade agreements. Speaking to the media on May 23, 2013, after the APNU and AFC had teamed up to vote down the amendment in the National Assembly, Minister within the Ministry of Finance, Juan Edghill, had stated thus: “The amendment is seeking to amend the First Sschedule of the Customs Act by the deletion of Section 7 (a), and to implement the new legislation for the administration of the environmental tax. It is intended to bring Guyana in compliance with its obligations under the Treaty of Chaguaramas and the World Trade Organisation Convention.”

He had warned since then that “the issues, however, here is that the environmental tax as currently applied here

by Guyana has been determined by the Council for Trade and Economic Development of Caricom to be discriminatory on the ground that it applies to imports only and not on domestically-produced goods.”

The amendment would have seen the tax being applied on both imported and local non-returnable beverage containers, but with the tax rate being reduced from $10 to $5, which, according to the Ministry, would “allow the tax to remain revenue-neutral and to render the legislation non-applicable on beverages exported from Guyana.”

However, the opposition had sought to play down the likely consequences on Guyana, and APNU’s financial expert, Carl Greenidge, actually said they were “doing Government a favour” by their non-support.

Following the CCJ ruling, it appears that the APNU financial tsar has not changed his position, and remains firm in not supporting the amendment, despite his inability to point to the specifics in the bill which he was not in

agreement with, save to say that the private sector must be consulted.

But, back in 2013, Minister Edghill had revealed that consultations with the private sector were indeed held; and he was also quoted by the media as addressing efforts by Greenidge to find frivolous excuses to stall the reading of the bill.

“Up until today’s sitting, when I was approached again for a deferral by Mr Greenidge, no substantive objection to this bill was made. I don’t believe that this is a matter that would attract any significant controversy, or it’s a matter that is set in any difficult circumstances.”

Despite the obvious and impending consequences on Guyana, Carl Greenidge was quoted in the media, a few days ago, as maintaining APNU’s non-support for the amendment; but, strange enough, he now claims that the Government has to fix the tax, which is discriminatory.

“Caricom opposed Guyana’s imposition of a tax that was discriminatory. That’s what the government has to fix. It has nothing to do with the opposition. We have no intention of changing that position.”

As you would have read earlier, this is precisely what the Government was trying to address in 2013 when Mr. Greenidge and colleagues voted down the amendment without providing an explanation.

But only in Guyana would the ‘independent’ media allow the opposition to get away with such a glaring contradiction in their public pronouncements and actions.

In the meantime, $1.2B in resources, which could have been spent in providing development projects for citizens across the country, would possibly be denied, compliments of the opposition.

Lynch’s Lawyer warns...

Any attempt at a re-arrest will lead to High Court action

By Leroy Smith ANY attempt by the police and Director of Public Prosecutions (DPP) to re-arrest former South American beauty queen, Carol Ann Lynch will see her lawyers moving to the High Court to block such a move.

This was told the Guyana Chronicle last evening by one of Lynch’s attorneys in response to an invitation to comment.

When the police moved to have Lynch re-arrested and the case reopened against her for the murder back in 2007 of her cambio dealer husband, Farouk Razack, after it had been initially thrown out, the lawyers moved to the High Court to have it blocked, but the prosecution told the court that they had new evidence to produce.

Yesterday, Attorney-at-Law Latchmi Rahmat told the Chronicle that despite the excitement on the part of the prosecution to have the case reopened, and their promise to offer new evidence, there was not sufficient evidence to prove that Lynch had killed her husband.

The new evidence the prosecution spoke about involved calling new witnesses, but these persons who were called were the same ones whose statements were in the case jacket in the first preliminary inquiry but they were not called to testify.

Ramat said the prosecution had “two bites at the cherry already, and a third bite is not likely.”

She said that as predicted when Lynch turned herself over to the police in January, the case was discharged because of the lack of evidence on the part of the prosecution. She said

that her client was very confident that the case would have been thrown out, since she knew that she did not commit an act of murder. Lynch also knew that it was impossible for any evidence to stand up in court to prove otherwise, since that would have had to be strongly fabricated.

The attorney explained that it should be the job and burden of the prosecution to prove to the court, beyond the shadow of a doubt, that the evidence produced does link the accused to the offence, and throughout the case, the prosecution in Lynch’s case failed miserably in that instance.

Rahmat explained that the defence team had waited many years for the prosecution to provide new evidence to implicate Lynch, and in the end there was nothing. And that is what the magistrate acted on.

Prisoner granted $200,000 bail on drug charge CONVICTED prisoner, Sunil Tahal, of Pope Street, New Amsterdam, Berbice, was granted $200,000 bail yesterday, on a charge of trafficking 226 grammes of cannabis sativa (marijuana).

The grant was because Magistrate Sherdel Isaacs-Marcus had been informed that Tahal’s trial will not start within a reasonable time.

Tahal had been serving a sentence on June 27, 2013, when he was seen with a bulky bag as he crawled under the fence in the vicinity of the prison’s kitchen, prior to entering a pen which housed domesticated birds.

Whilst there, he opened the bag and pulled out a parcel in which were leaves, seeds and stems, suspected to be portions of the hemp plant.

He was challenged by a prison official, who, subsequently, informed the Police and they instituted the charge.

In addition to the bail, Magistrate Sherdel Isaacs- Marcus stipulated that the defendant report each Friday at 08:00hrs, until the determination of the case trial for which starts on July 31.

Music set owner charged with unlicensed playing POLICE have charged Thawn Balgobin with playing music at unlicensed premises for public entertainment.

It happened after he allegedly played loud and continuous music for a function at his home without having the licence to do so.

But, the 22-year-old defendant, through his lawyer, Mr. Charrandas Persaud, told Magistrate Sherdel IsaacsMarcus that the occasion was a birthday party and that it was not open to the public.

Particulars of the offence said it was committed on May 5, at Lot 918 New Area, Canefield, East Canje, Berbice, where the diesel mechanic lives.

Balgobin was put on $20,000 bail and bonded for six months. However, if he breaches the bond, a six weeks prison term will be imposed.

Meanwhile, the case has been transferred to Reliance Court, in East Canje, for June 23.

Wife moves out after slaps, gun threat THIRTY-one-year-old Egland Stephens dealt his common law wife several slaps after accusing her of having an affair with his friend.

The incident occurred at the couple’s Lad Lane, New Amsterdam, Berbice home and, after being assaulted, the woman, Durmattie Barrat was ordered to walk about 300 metres to the Mayor and Town Council Housing Scheme, where the defendant, allegedly, pulled out a shine gun and threatened to shoot her.

However, instead of shooting the woman, he ordered the mother of his oneyear-old child to lie on a vacant plot of land, before walking away.

New Amsterdam Magistrate, Sherdel Isaacs-Marcus, heard the narrative and ordered that Stephens post a total of $55,000 bail on charges of assault causing actual bodily harm and threatening language.

After it was related that the virtual complainant has since removed from the home, the cases were fixed for July 31.

Essequibo rice farmer shoots reputed wife - even with one-year bond still in effect

By Leroy Smith UP to press time last evening, investigators in the Police ‘G’ Division, Essequibo, were hunting for 36-year-ld Kumar Bissoon, a rice farmer who allegedly attempted to murder his reputed wife, 24-year-old Asha Singh, with whom he has two children.

Information reaching the Guyana Chronicle stated that the man early yesterday morning, just after 7:00am, visited the home of his reputed wife’s mother to speak to her.

He then stood on the roadway calling out for Singh, who responded and was on her way out of the yard to meet him. And as the woman approached, he allegedly whipped out a firearm and discharged four rounds in her direction.

A police source who spoke with this publication said that one of the four shots grazed the woman’s head, and she was treated at the Regional Hospital and sent away.

The police immediately went in search of the man, who residents indicated had fled into the backdam.

Meanwhile, a senior police officer said yesterday that a check of police records revealed that the man is not known to be a licensed firearm holder.

Another source said that once captured, the man will be facing an attempted murder charge and being in possession of a firearm without being the holder of a license.

Speaking with this publication yesterday afternoon, the injured woman’s father, Vibert Singh, said that his daughter and the man separated earlier this year after she was subjected to constant abuse from him.

The father said further that up to yesterday when the man showed up and shot the woman, he was still on a oneyear bond imposed by a magistrate. He told the Chronicle that when the matter was called in court a few weeks ago the magistrate wanted to jail the man but he approached the family and asked them for mercy.

Singh said that Asha Singh then decided to beg the magistrate not to send the man to jail and the family decided that she would not be going back to the house because of the abuse she was subjected to. The man was then placed on the one-year bond that was still in effect when he visited the house yesterday.

When Bissoon visited the home of Singh’s mother yesterday, where she is staying at present, he walked into the yard and demanded that Singh get the eldest of their two children ready for school since he wanted to take her to school.

The man then went back to his vehicle and after waiting a while and not seeing the child he then asked what was happening and the woman then reportedly informed him that the child would not be going to school.

The man then got into a rage and began firing shots at the woman. After the first bullet grazed her she and her mother rushed at the man and attempted to wrestle the firearm from him but they were unsuccessful.

The women then rushed to the back of the house and locked themselves in the kitchen while calling for help even as neighbours began calling the police. As the women were locked in the kitchen, the man reportedly moved to the back of the yard and was trying to get to them but the firearm seemed to have malfunctioned at the time.

As persons began gathering at the scene, he crossed a canal while firing shots before making good his escape.

Probe into cocaine-laced SSS Tonic still ongoing

By Asif Hakim IT’S already ten days since the tragic occurrence in East La Penitence when five persons ingested cocaine-laced SSS Tonic and four of them died, but to date, no one has been charged.

However, the police are working feverishly to bring justice to the families of the deceased.

On Monday, May 4, two persons were taken into cus-

tody just after the incident, but they were released the following day.

In the meantime, the police have been hunting for two others, but there are no arrests as yet.

According to a senior officer, the police are trying to catch the person(s) responsible for the tragedy, and they will continue to investigate the matter until it is solved.

The four who died after ingesting the ‘builder’

laced with liquefied cocaine were Alex Blair, 42, Simone Pryce, 36, along with their child Jahaquel Blair, 7, and their best friend, Natasha George, 36, all of Cocorite Street, East La Penitence, Georgetown.

Twelve-year-old Jamal Waterman, the lone survivor, had been hospitalised for a while after ingesting the same tonic.

According to police investigations so far, the bottle of tonic, along with casareep and ‘chicken foot’ had been left at the house by a man known to the family. It was intended

for a female guest from overseas to take with her when she was returning to the USA. That guest, however, did not carry the items, and the victims consumed some of the SSS Tonic which had been left in their possession.

Accused in schoolgirl rape/murder case to know fate today

By George Barclay MURDER accused, Jevon Wharton and Charles Cush, who allegedly raped and murdered nine-year-old schoolgirl, Sade Stoby, in November 2007, will know their fate today.

Yesterday afternoon, leading Prosecutrix, Mrs. Judith Mursalin recalled the evidence in which the girl was brutally raped and murdered in the bushes at Mocha, and urged the jury to return a verdict of murder against both accused.

Addressing the jury, Mrs. Mursalin said: “This is a time for justice for Sade against the accused who not only took away her virginity but everything else, leaving her with a ruptured hymen.”

According to her, the accused, who had raped the girl, proceeded to kill her because they knew what they had done, and sensed that she would report the matter to the police.

They then tried to lie their way out by attributing the injuries on their penises, and scratches on their shoulders to sources other than the rape felony.

The prosecutrix scoffed at what she termed the “silly defence” of the defence lawyers who would like the jury to believe that their clients were beaten in order to give the police a statement and warned the jury, “Do not be side-tracked; do not be fooled.”

She informed the jury that the learned trial judge will address them on the issue of circumstantial evidence today and would tell them about the inferences that could be drawn from that evidence..

On the other hand, defence counsel, Mr. Raymond Ali, for accused Wharton, and Mr. George Thomas for accused Cush, urged the jury to give their clients the benefit of the doubt by returning a verdict of not guilty.

After summing up the evidence today, Justice Navindra Singh will hand over the case to the jury for their consideration and verdict.

Police hunting arsonist after domestic abuse

A MAN is reported to have set a house on fire at Port Kaituma, in North West District, after a series of domestic disputes.

The blaze occurred on Sunday night following a quarrel between Eustace Simon and his live-in partner, Evelyn Williams.

Fortunately, neither he, the woman nor her four children were burnt although the one-flat building was virtually destroyed by the 22:30 hrs flames, leaving several persons homeless.

Residents in the area had formed a bucket brigade but did not succeed in putting out the conflagration and Police are still in pursuit of the arsonist.

It was reported that the adult occupant of the premises, Williams, had made several complaints to the Police in the area about domestic abuse at the hands of Simon and he was charged a few weeks ago, with assaulting the woman and granted $40,000 bail.

Pedestrian killed in hit-and-run accident

FIFTY-THREE-YEAR-OLD Shameer Mangal, of De Kindren, West Coast Demerara, died Sunday after being hit by a motor vehicle on the public road in the village.

Police said it happened about 22:15 hrs that night and investigations revealed that Mangal was walking along the roadway at the time.

However, the vehicle which struck him drove away from the scene and Mangal was pronounced dead on arrival at the Leonora Cottage Hospital, on the West Coast, Demerara.

Police are continuing the hunt for the suspect.

Ramsammy hails agriculture as --at launch here of Agricultural Science at CAPE

GUYANA yesterday joined the rest of the Caribbean in launching the ‘New Generation’ of Caribbean Advance Proficiency Examination (CAPE) subjects at the Theatre Guild on Parade Street, Kingston.

After winning the Agricultural Science subject award since 2008, it was only fitting that Guyana should offer Agricultural Science at CAPE. Over the years, the Caribbean agricultural agenda through the Caribbean Agricultural Research & Development Institute (CARDI) has continued to be driven by the sequence of initiatives following the declaration of the Treaty of Chaguaramas, July 1973. These include the Regional Transformation Programme for Agriculture (RTP), and ‘The Jagdeo Initiative’, which was conceptualised to accelerate its implementation.

Speaking briefly at the function, CARDI Representative, Norman Gibson said “since 2007, CARDI has been involved with CXC (Caribbean Examination Council) and we have been providing a prize for the most outstanding student in Agricultural Science. And since 2008, Guyana has been winning that prize, it is recognised that Guyanese students over the years have been outstanding in this sector.”

According to Glenroy Cumberbatch, acting Registrar of CXC, “This step is a giant leap towards providing our youth with the knowledge, the confidence and insights needed to change the quality of products we put forward.

“In Agricultural Science, it would put our prospective farmers in a better position to make evidence-based and informed judgments and decisions on implementing best-practices to enhance the sector over time, and on preserving the environment and this can be the same for the other four subjects too.” He further explained that each syllabus was designed with an input from all member state countries.

“Guyana could have justifiably launched any of the five subjects here today, but seeing that we have been awarded best outstanding student in Agricultural Science since 2008, it is fitting that Guyana launches the Agricultural Science,” said Minister of Education, Priya Manickchand at the function.

Manickchand said that “CXC has really done what is absolutely necessary in our region today, and this is not the end as we heard. Guyana is fully supportive of any efforts that will do well for CARICOM countries, and CXC will continue to receive the support from the people and the Government of Guyana.” And with the present generation being more inclined to business, she said, this initiative of the CXC couldn’t come at a better time, since it will help them make the right decisions and be properly qualified.

The CAPE Agricultural Science syllabus is so designed as to help students with the essentials of business ownership,

legal and regulatory frameworks and the importance of market research, among other aspects.

Meanwhile, in his feature address, Minister of Agriculture, Dr Leslie Ramsammy pointed out that “before time, farming was for those who failed, or for those who could not do anything better, as we propagate that success is being a doctor or lawyer, an accountant and we treat our farmers as peasants but not anymore.

“We are equipping our youth for the future in farming, giving them the necessary knowledge and understanding of the importance of agriculture as it relates to food and the environment, and the multi-functionality of territories of the Caribbean region.”

FIVE NEW CAPE SUBJECTS The five new CAPE subjects for teaching in September 2014 and the first examination in 2015 are Agricultural Science, Entrepreneurship, Performing Arts, Physical Education and Sport, and Tourism.

The five subjects will be launched in five CXC participating countries, with each event having a specific subject theme.

The first launch took place on Friday, May 9th in Barbados and the theme for the event in Barbados was Tourism.

“We need help to support applied research that is relevant and can provide significant impact on our national and regional agenda,” he said.

Robertson said the UWI Seismic Research Centre would like to move away from simply monitoring, data collection and research to the creation of useful tools that policy makers and planners can apply to guarantee that development is sustained as desired.

He said knowledge about hazards is not kept among the scientific community but disseminated to a wide range of stakeholders.

HAVE ABANDONED

Chairman of the Regional Eminent Persons Selection Panel, former Independent Senator Michael Mansoor said it appears that “our leaders have abandoned the possibilities of regional integration” as they are “yet to articulate and introduce appropriate responses to bend the adverse currents that affect us.”

Among the challenges which affect the region, he said, are uncertainties about the future, globalisation and the lingering effects of the global recession.

Mansoor warned that the work of the laureates is critically important to the creation of a Caribbean space and development and advancement of every Caribbean citizen, the Trinidad Guardian reported.

Sonia Noel collaborating to raise sickle cell funds

THE Guyana Sickle Cell Association (GSCA) and the Sonia Noel Foundation for the Creative Arts (SNFCA) are collaborating in a charitable effort to raise funds.

It is towards awareness and research into sickle cell in Guyana after GSCA has been in existence for some 15 years, lending help and support to persons affected by the disease and seeking to

provide services to the community, especially through public education campaigns.

Over the past six years, well-known fashion designer, Noel, has done several shows in Guyana every year, mainly titled ‘Style Mission’ with a different focus on various ailments that have become a threat to the social well-being of this country and the world.

The title was adopted

under the umbrella of SNFCA when it was formed three years ago and the most recent focus was on breast cancer. Noel is also on the Board of Directors of the Hope Foundation in Bartica, another charity.

“I am so happy to be a patron of the Guyana Sickle Cell Association and to be able to assist in the awareness drive. We all can do our part to make our society a

better place,” she acknowledged.

The SNFCA Chairperson Noel has been appointed official patron of the GSCA and, in that position, has undertaken the use of the SNFCA as a channel to increase public involvement in the causes and prevention of this disease.

“The international observance day for sickle cell is June 19, so we are undertaking an entire week of awareness and educational activities, such as appearances

on various TV/Radio shows, a logo/slogan competition and a walk through the city on the morning of June 21,” she announced, adding that it will all culminate at the Style Mission Fashion Show later that afternoon, at the Pegasus Hotel in Georgetown.

“Against this backdrop, we find it incumbent to empower our young creative talent, through positive engagement and activities, such as Charity functions.

We believe that if we can harness that energy into a section of our society that needs immediate attention, then we are working towards our goal,” the SNFCA said.

Hodgson shows faith in England youth that can ‘win World Cup’ ROY Hodgson had no concerns over putting England’s World Cup hopes in the hands of a youthful squad.

The manager’s 23-man squad for Brazil included 20-yearold Everton midfielder Ross Barkley, along with teenagers Raheem Sterling and Luke Shaw.

Michael Carrick, Andy Carroll and Kyle Walker were all left out, the former the victim of a poor season for Manchester United. Carroll has had an injury-ravaged season, while Walker misses out due to a pelvic injury.

Carrick and Carroll are both on the standby list.

Shaw was selected ahead of Ashley Cole, who retired from international football on Sunday night after being told he had not made the squad.

Southampton’s Rickie Lambert, who has scored 14 goals this season, got the nod ahead of Carroll.

Wayne Rooney will be the leading striker, with Daniel Sturridge and Danny Welbeck also in.

Frank Lampard, 35, made the cut, while Arsenal duo Alex Oxlade-Chamberlain and Jack Wilshere were included, despite their recent injury concerns, alongside Adam Lallana and James Milner.

There were no surprises in defence.

Gary Cahill, Phil Jagielka, Phil Jones and Chris Smalling were Hodgson’s four centrehalves, Leighton Baines the first-choice left-back and Glen Johnson the only recognised right-back.

Hodgson selected Fraser Forster as third goalkeeper behind Joe Hart and Ben Foster.

John Stones and Jon Flanagan were named on the standby list alongside Tom Cleverley and Jermain Defoe.

“You get experience by getting the opportunity.

“It’s wrong to focus totally on the fact there are those who are inexperienced, because everyone is inexperienced until they get the chance to do the job.

“I think they’ve played so well and been so effective in their club teams that they’ve really imposed their ability on my thinking.

“I’m sure if I’d picked a squad after the final qualifier in October it would have looked quite different, but a lot of water has passed under the bridge since then.

“You can’t ignore what people are doing on a week-to-week basis and your decision is based on who is the best man for the job.”

He added: “This is a 23-man squad; we’re not talking about 11. In that 23 there are an awful lot of caps.

“We should not get hung up that there are youngsters in there. I am not taking anyone purely for the experience.”

On Barkley’s inclusion at the end of a breakthrough season for the Everton youngster, Hodgson said: “He’s a very, very exciting player, a very exciting talent and if he can continue at that level he has a very exciting future ahead of him.

“But I would hope people will temper their expectations of him.”

Hodgson admitted the decision to leave out Cole was “an unbelievably hard” call and praised the “gracious” way he accepted it.

Cole’s Chelsea team-mate Lampard turns 36 in June, but Hodgson said the midfielder’s “leadership qualities and his abilities” would be of use to England.

Hodgson hinted his back five positions were pretty much set in stone, but that his midfield and forward selections could yet surprise.

He said: “Certainly in those front-six positions there are a lot of options, I would like to think that’s a very exciting group we have for those front six positions, while the back four and goalkeeper tend to be a lot more stable.”

Hodgson said he had no doubts that captain Steven Gerrard would overcome his title disappointment with Liverpool.

Guyanese shooters claim 64 prizes at WIFSC

By Troy Peters GUYANA’S rifle shooters bagged 64 of the individual prizes up for grabs at the just concluded West Indies Fullbore Shooting championships (WIFSC) at the Tuckenham Park, ranges in Jamaica.

Guyana’s leading marksman Lennox Braithwaite led the podium appearance when he retained the regional individual title for a third consecutive year, following his success in Guyana in 2012 and Barbados last year.

Braithwaite also secured the overall aggregate on days one and two as well as the overall Short Range aggregate in ‘X’ Class. He also won the prestigious Wogart Trophy being the leading scorer in the Short Range team match in piloting Guyana to victory.

US-based Guyanese Sigmund Douglas was second overall in ‘O’ Class with a grand aggregate of 358 and 17 V-bulls edging out compatriot Leo Romalho who had 358 and 15 V-bulls. The winner was Karen Anderson of Jamaica with an overall score of (361.13).

Debutant Sherwin Felicien (342.13) was second in the Tyro (Beginners Class) finishing behind Jamaican Dwayne Forde (351.18).

Ransford Goodluck was the top shooter overall at the 1000 yards range, Terrance Stuart won the ‘O’ Class event number two at 600 yards range, John Fraser won the ‘O’ Class at 900 yards – (event number three) while Felicien won the Tyro at

that range.

Goodluck also had the Highest Possible Score (HPS) in the Milex Cup, the long range team match over 900 and 1000 yards.

Ryan Sampson won (event number 6) ‘O’ Class over 500 yards while Mahendra Persaud and Dylan Fields secured two second places and Peter Persaud one.

Canadian Serge Bissonnette won the Individual Grand Aggregate with 384.23 edging out Braithwaite’s 383.24, but Braithwaite was crowned the regional champion.

The other shooters in the top eight of the overall Grand Aggregate were Norris Gomez of Trinidad and Tobago with 381.28, David Rickman of Jamaica 377.21, Alpar Katona of Canada 376.18, Wayne McNair – Jamaica 375.17, Ransford Goodluck 374.28 and Michael Perez of Trinidad and Tobago 371.20.

Seven Guyanese were named in a 16-member West Indies team to prepare for international competition.

They are Braithwaite, Mahendra Persaud, Ransford Goodluck, Douglas, Dylan Fields, Sigmund Douglas and ACP retired Paul Slowe as (manager). The captain is Major retired John Nelson of Jamaica.

Guyana won the Team Long and Short Ranges title for an unprecedented fourth time on Jamaican soil.

As part of his vision for reviving the confederation, Webb recently announced a partnership with the South American Football Confederation (CONMEBOL) which will see six national teams from CONCACAF participate in the 2016 Centennial edition of COPA America.

More importantly, the winner of the Caribbean Cup scheduled for Jamaica in November will gain automatic qualification for the highly regarded championship.

Webb said such partnerships were a major boost for the confederation.

“For us of course it’s raising the bar, it’s raising the standard. It’s going to put the best footballers from CONCACAF against the best footballers from South America and it is going to

give us an opportunity to have a celebration of football for what football is. It’s emotion, it’s passion and of course it’s a challenge,” said Webb, also a FIFA vice-president.

“For us, it gives us a great opportunity. It is of course a celebration of 100 years and the COPA America has such a history, a tradition and a legacy and we’re excited to share this platform with CONMEBOL. “We have been working on this from day one (of my presidency). I made, I think, almost eight trips to South America in the last two years between various meetings. It’s very complicated of course when you involve economic partners so we’re looking forward to the opportunity.”

Tons from Chattergoon and Permaul propel Albion into final … POLICE ALSO ADVANCE CENTURIES from Guyana opening batsman Sewnarine Chattergoon and Veerapen Permaul spearheaded Albion Community Centre to a huge victory over hosts Port Mourant in their semi-final fixture of the 2013 Berbice Cricket Board/Ramcharitar Construction Service first division competition, last Saturday.

In the match played at Port Mourant, Albion won the toss, batted first and benefited from a 79-run opening stand between Chattergoon and Adrian Sukhwa (23), before Permaul joined Chattergoon to add 137 for the second wicket.

When Chattergoon went for 103 (14x4), Permaul continued despite losing national wicketkeeper/ batsman Anthony Bramble (5) at 245 for 3. He found a useful partner Devendra Bishoo who was unbeaten on 38, to guide Albion to 316 for 3 from their 50 overs, with Permaul finishing unbeaten on 101 (10x4).

Wortmanville/Bent Street needle North East La Penitence to take championship WORTMANVILLE/ BENT STREET needled North East La Penitence 3-2 to be crowned the inaugural champions of the Stag Beersponsored Grassroots Foundation Inter-ward Knockout tournament which culminated at the Georgetown Football Club (GFC) ground, Bourda last Sunday.

Inter-county teams turn their attention to limited overs format … TWO MATCHES BOWL OFF TODAY

FOLLOWING their intense battle in the three-day format, wherein several individual performances were highlighted with five centuries being scored, the four teams will now turn their attention to the limited overs format of this year’s Guyana Cricket Board Inter-county Under-19 tournament.

The action bowls off today with two matches being played at the Wales and Everest Cricket Club grounds.

Berbice take on three-day champions Demerara at Wales, while at Camp Road, Essequibo and President’s XI will do battle.

Several players who stood out during the three-day phase of the tournament and those who did not will gladly grasp this opportunity to impress the Nazimul Drepaul-chaired Selection panel, if they intend to make the national team to compete in this year’s West Indies Cricket Board Regional Under-19 tournament.

In the Demerara versus Berbice encounter, Demerara will be looking to turn around the results from the three-day encounter, when they lost with one ball to go on the final day.

To this effect, coach Gavin Nedd and manager Robert ‘Pacer’ Adonis will strive to put the best 11 on the field, knowing that the margin for error is limited in this format of the game.

Skipper Brian Sattaur and first-class opener Tagenarine Chanderpaul, turned their fortunes around with the bat in the final round match against the President’s XI, with scores of 61 and 161 respectively and, with Sattaur being a pugnacious opener in this format of the game, the Berbice team’s work will be cut out for them.

There is also Renaldo Renee and Malcolm Hubbard, two quick scorers who can work the ball around to pick up the singles, while waiting to pounce on the loose balls, They will be backed

by Deonarine Seegobin, Rudolph Singh, the hardhitting Shurfane Rutherford and the patient Kemol Savory.

Their bowling will be led by Keon Morris and Kevin Paul, backed by Rutherford, who bowled well in tandem with Morris to guide Demerara to the three-day title which was in the grasp of Berbice for a 24-hour period.

Morris can also handle himself well with the bat, so

too can Steven Sankar, who, alongside Berbice skipper Shiraz Ramcharran, finished the three-day tournament with 16 wickets each, and

will offer full support in the bowling department with his leg breaks and googlies.

Daniel Basdeo, Kevin Paul, Stephon Browne and Chanderpaul will offer worthy support in the bowling department for Demerara, who will be seeking to start the tournament with a win.

However, Berbice team who are hungry for success and longing to prove that their upset win over Demerara in the three-day tournament was no fluke - as many would have said, taking into consideration the way they won.

Middle-order batsman Shimron Hetmyer struck

the first ton, 126, against President’s XI in the three-day but faded after then. He will be looking to redeem himself in the limited overs format, which suits his batting style very well, especially during the Power Play overs.

Niall Smith, by far was the best fast bowler on show during the limited time he was asked to bowl by Ramcharran, despite Morris’ feats with the ball.

He will be sharing the new ball with Grisean Grant, who is no rabbit with the bat, while the spin department, led by Ramcharran, Baldeo and Parmanand Ramdhan, can pose a problem for the Demerara batsmen on a track that will offer assistance late in the day.

Calling a winner in the President’s XI versus Essequibo encounter is

not easy, as the Cinderella County lineup have improved with time in the three-day tournament, recording a victory over President’s XI as well to finish third.

This was mainly due to their skipper Kemo Paul’s inspirational ton. He received batting support from Travis Drakes, Keanu Harry, Avenash Persaud, Ryan Adams, Ricardo Peters and Parmesh Parsotam, with Paul, Harry, Akil Wallace and Akini Adams leading the bowling for Essequibo.

Pistorius has anxiety disorder, psychiatrist tells court PRETORIA, (Reuters) - Oscar Pistorius has an anxiety disorder brought on by an unstable childhood and the “traumatic assault” of having his lower legs amputated as a baby, a psychologist told the court hearing the South African track star’s murder trial yesterday.

Pistorius was born without fibulas in his lower legs, leading to amputation at the age of 11 months.

Testifying for the defence about his mental state,

forensic psychiatrist Merryl Vorster said that because the surgery was at such a young age, it would have been impossible to reason with the baby, making the psychological scars much deeper.

“He was too young to understand why,” Vorster told the court. “His mother could not have comforted him because he was pre-language phase. It would have been perceived as traumatic assault.”

Pistorius is on trial for murder

Softball World Cup

Ministry of Sport to partner with GFSCA WITH Minister of Sport Dr Frank Anthony indicating that his ministry will be working closely with the Guyana Floodlights Softball Cricket Association (GFSCA) to host the fourth Guyana Softball Cup, several teams have now signalled their intention to participate in the prestigious event.

The declaration made by the proactive Sport Minister came at a recent meeting between the two sides with the international tournament taking the name Softball World Cup’.

Teams from Canada, New York, Miami, Fort Lauderdale, Guyana and for the first time Trinidad & Tobago and Orlando have already indicated their availability for the tournament which will run daily from October 31 to November 2 at various venues across the city.

GABF reaches out to Clippers point guard Darren Collison

PRESIDENT of the Guyana Amateur Basketball Federation (GABF) Nigel Hinds confirmed that he has reached out to the Clippers point guard Darren Collison to represent the Land of Many Waters at this year’s Caribbean Basketball Confederation (CBC) Championship set for the British Virgin Island (BVI), July 1-12.

“We have reached out to him but as it is right now, he’s focusing on the play-offs and winning that NBA championship with the Clippers” Hinds told Chronicle Sport in an exclusive interview.

The 26-year-old Collison, son of former national

athletes Dennis and June Collison, is All-Star Chris Paul’s back-up at the point guard position and scored 18 points; 12 of which he netted in the fourth quarter to help the Clippers level their Western Conference semi-final series 2-2 against the Oklahoma Thunders recently.

Hinds noted that to have Collison will certainly be a plus for the national team, not only to give them a chance to win the tournament, but also to help boost the morale of the players; since it should show them that they are just as talented to rub shoulders with some of the best players in the world.

Meanwhile, Hinds said that at present the GABF budget stands at $12M. $6M is needed for each team to attend the prestigious championship and they have reached out to

both the public and private sector for assistance.

“We’ve had some discussions with the business community and I must say that it has been very promising though none has confirmed anything.

We’re hoping that everything is sorted out in the very near future so we can begin the

process,” Hinds said.

He added: “I have spoken to the Government as well who indicated their willingness to help us but said to us that we should see how much the corporate community puts up and they will probably offset the balance; but as it is, we’re looking to move ahead with the visa process for the players who will be named after this Inter-Association tournament. We’re hopeful of everything working out in our favour.”

Collison was drafted 21st overall in the 2009 NBA Draft by the New Orleans Hornets, getting the nod ahead of players like Taj Gibson and Danny Green but behind the likes of Stephen Curry, Blake Griffin, James Harden, Ricky Rubio, just to name a few. Collison played

alongside Chris Paul before he (Paul) was traded to the Clippers.

The nifty point guard was eventually traded to the Pacers and then onto Dallas where he was the starting point guard for the Mark Cuban-owned team after Jason Kidd left to join the New York Knicks.

In July of 2013, Collison signed with the Clippers where he teamed up once again with Paul and started 18 games in his (Paul) absence with the LA-based team going 12-6 with the former UCLA standout in the backcourt.

Thanks to his parents, Collison has always kept close to his family in Guyana even making several trips whenever his busy basketball life permits.

Focus to remain heavily on football development - Webb BRIDGETOWN, Barbados (CMC) – CONCACAF president Jeff Webb says the confederation’s focus will remain on football development, as it seeks to ensure opportunities at the highest level for its players.

He told CMC Sports that while other facets of football administration were critical to the running of the sport, it was imperative that the development of the player and community remained the central focal point.

“We are a confederation whose top

priority in football is football. We’re a football confederation and our focus should be football, our focus should not be economics or should (not be any other thing), it should be about football,” Webb said.

“And for us, when we talk about football, we must talk about development – how we’re going to develop the players, how we’re going to give the youth of the Caribbean and the youth of Central America the hope and aspirations to achieve.”

The Caymanian banker assumed the presidency of CONCACAF two years ago, following the cash-for-votes scandal which rocked Caribbean football and led to the resignation of long-standing football strongman Jack Warner.

He has since embarked on a clean-up of the confederation, in an attempt to restore credibility and transparency, and said his every decision has hinged on how best football in the region can be carried to the next stage of development.

people, it means so much to them from a legacy standpoint, from a future standpoint, it gives so much hope,” Webb explained.

“For us, it is something that I live with everyday because we are a confederation of football and it is for this football that we live everyday. We don’t worry about just the Gold Cup or other tournament but we worry about football everyday – club football, grassroots football. That’s our focus and that’s our priority.”
