DEPUTY Mayor, Patricia Chase-Green, yesterday stormed out of the City Hall statutory meeting, after again accusing acting Town Clerk, Carol Sooba, and other councillors of racial practices following Solid Waste Management Director, Walter Narine’s failure to respond to a question posted by Mayor Hamilton Green.

Yesterday’s statutory meeting was held in the Chambers

of City Hall, and the mayor had questioned Narine on solid waste management affairs in groups Seven and Eight, but he failed to respond after being so requested by Sooba, who explained that she had instructed Narine not to answer because the Mayor was conveniently addressing issues of the council.

Councillor Sobers had earlier requested the Mayor to have the council examine the spread of the newly discovered mosquito-borne Chikungunya disease, which is fast becoming prevalent, but Mayor Green had denied his request, stating: “This is not the time for that,” although he had added that the issue would later be addressed.

Sobers’s concern had not been addressed, and Green had proceeded to question Narine.

Being head of the Administrative body of City Council, Sooba then instructed Narine not to respond to the mayor’s question, deeming it convenient on certain issues.

A furious Chase-Green then sprang to her feet, denouncing the actions of the Town Clerk and accusing her of racial practices. She noted that the previous Director of Solid Waste, Mr. Hubert Urling, was subject to questioning from the council because he was of African descent, but Narine has an option because he is of Indian descent.

She declared that City Council is an autonomous body, which therefore makes the councillors the employers of City Hall personnel, and she said that employees accordingly are to report to the councillors.

Urling, who was dismissed on charges of corrupt practices, would not normally give explanations to City Councillors, Sooba said, and as such he had often been criticised and requested to provide information to the council.

A furious Chase-Green then exited the Chambers, in process urging Councillor Kamla Ross, with whom she had a brief exchange of words to: “come talk to me outside leh I deal with yuh!”

Mayor Green remained in the chambers and continued with the passing and approving of minutes, most of which had already been passed and approved. Thereafter, the statutory meeting, which had seen no real progress, was adjourned.

By Geeta Rampersaud POLICE Cadet Officer Franz Paul, of Lot 189 Freeman Street, East La Penitence, appeared yesterday before Georgetown Magistrate Fabayo Azore to answer an allegation that he had shot 15-year-old Alex Griffith in his mouth on April 30, 2014 at Georgetown.

A raft of other charges was slapped on him, all of which he pleaded not guilty of committing.

One of the charges detailed that on April 30, at Georgetown, he unlawfully assaulted Alex Griffith.

Another alleged that on the same day, at Georgetown, he inflicted grievous bodily harm on the teenager.

The third charge alleged that on the same day, with intent to maim, disfigured or disable, he discharged a loaded firearm at Griffith.

The fourth allegation, of which he has been jointly charged with 31-year-old Police Corporal Bachand Singh, indicated that on Thursday, May 1, at Georgetown, they conspired with each other to pervert the course of justice.

Police Inspector Steven Telford, prosecuting, said the accused Paul and Singh are both serving members of the Guyana Police Force (GPF); and that on April 30, Paul’s sister was robbed and he subsequently took her to the police station to make a report. After the report had been made, Griffith was arrested by a party of policemen, among which was Cadet Officer Paul.

Paul allegedly placed a firearm in Griffith’s mouth and fired a shot. Griffith received injuries and was taken to the Georgetown Public Hospital, where he was admitted as a patient.

A report was subsequently made to the police and an investigation was launched, during which Paul was held under close arrest. Within that time, Corporal Bachand Singh took the arms and ammunition record book to Paul for entries to

CCJ affirms 4-year jail sentence for Guyanese Paul Lashley, John Campayne THE Caribbean Court of Justice (CCJ) yesterday (Monday 9th June, 2014) affirmed a 4-year jail sentence imposed on convicted felons Paul Lashley and John Campayne by Chief Magistrate Priya Sewnarine-Beharry on December 28, 2012.

The majority verdict was handed down by the CCJ yesterday, according to a statement from Guyana’s Director of Public Prosecutions, Mrs Shalimar Ali-Hack.

The State was represented by Sir Fenton Ramsahoye, QC, in Trinidad and Assistant Director of Public Prosecutions, Ms. Sonia Joseph at the Guyana Court of Appeal building.

BACKGROUND On June 15, 2012, contrary to s. 229(a) of the Criminal Law (Offences) Act, Cap 8:01, the police instituted the indictable charge of Break and Enter and Larceny against the two defendants/appellants, 23-year-old Sales Representative Paul Lashley and 2l-year-old Technician/Gold Miner, John Campayne, of 2 lap top computers, 2 safes, Gy$380,000, thirty thousand Indian rupee-dollar, Gy$925,000 , US$2,740 property of Hemant Narine.

The offence was committed between Sunday l0th June 2012 and Monday 11th June 2012 at Industrial Safety Supplies Inc. in Georgetown.

After hearing the indictable matter summarily, on 28th December 2012, the Chief Magistrate, correctly, found both the applicants guilty and sentenced them to four years imprisonment.

The two convicts appealed their sentence to the Guyana Court of Appeal, which Court dismissed their appeal and affirmed the Chief Magistrate’s conviction and sentence on the 16th July, 2013.

They then applied for Special Leave to the CCJ, which granted them Special Leave to hear their appeal. The Application for Special Leave to appeal was heard on 18th February, 2014 at the Guyana International Conference Centre. Yesterday, the CCJ dismissed their appeal, affirmed the 4-year sentence and credited the 2 appellants with 4 days that they spent on remand.

Inspector Telford said all investigations have been completed and legal advice has been sought, hence the present charges have been laid. He requested that bail be denied on ground of the seriousness of the offences, and particularly because efforts had been made to pervert the course of justice.

The prosecutor said that if bail is granted, the likelihood is that the duo would interfere with the witnesses, since an attempt had already been made in that regard. Moreover, he said, the men may flee the jurisdiction once they have been bailed.

He requested that the duo return to court on June 30 for statements, based on the completion of the file. He said the prosecution has a total of 35 statements in the matter.

Attorney-at-law Mr. Roger Yearwood represented Paul.

He told the court that his client shares a common-law relationship and has no children. He added that Paul has been a member of the Force since 2008, and presently serves as a cadet officer.

On the issue of bail, the lawyer argued that seriousness of the offence cannot be used for refusing bail in the premise of the law; determination of whether the accused may pose a flight risk should be the determinant. He said that since the allegation was leveled, the accused was held under close arrest, and he assured the court that his client would return for his trial.

Defence counsel said what is before the court is only the prosecution’s bold assertion that Paul may pose a flight risk. Yearwood said all offences are serious, and accordingly, every accused should be denied pretrial liberty. He said the allegation had been given much sensationalised publicity in the media, and asked for reasonable bail, stating that police personnel are grossly underpaid professionals.

The defendant Singh was represented by Attorney-at-law Arun Gajraj, in association with Attorney-at-law Ms. Keisha Chase. Gajraj said his client has been a member of the Force since 2003, and has an unblemished record.

He said his client does not pose a flight risk, since he came on his own and has been fully cooperating with the police since the allegations had first surfaced.

He emphasised that both defendants were instructed to attend court, and they did so dutifully; and he said his client has no pending or prior matter, and that neither man had any difficulty in lodging his passport or reporting to the police.

Gajraj said his client is married, has a child of minor age, and resides at the Beterverwagting Police Station compound on the East Coast of Demerara.

Griffith was represented by Attorney-at-law Dexter Todd, and was accompanied to court by his mother, Marcel Griffith.

For conspiracy to pervert the course of justice, each defendant was placed on $150,000 bail.

As regards the other three charges, Paul was ordered to post $75,000 on the unlawful assault charge, but refused bail on the inflicting grievous bodily harm and discharging a loaded firearm offences. Both defendants will return to court on June 30, for statements.

GEA Head outlines benefits from reduced energy use

By Derwayne Wills CHIEF Executive Officer of the Guyana Energy Agency (GEA), Dr. Mahender Sharma is appealing to persons to be more ‘energy conscious’ since there are obvious financial, environmental and marketing benefits to be had from responsible and reduced energy use.

He said, “Reducing energy means that you can make more financial resources available for other areas of development.”

According to Dr. Sharma, such environmental benefits include a reduction in the emissions associated with fossil fuel used for electricity generation, a reduction in Carbon dioxide (CO2) and other emissions and further recognisable reductions in the need for transmission and the delivery of energy, which results in a reduced demand placed on the national power grid, resulting in the conservation of natural resources like fossil fuels and other non-renewable fuels used for energy generation by the power company.

From utilities like Guyana Power and Light (GPL) perspective, it means that they do not need to invest more generating capacity and are using the units of energy more wisely, so the time for adding new generation can be delayed, Dr. Sharma said.

He was speaking yesterday during the World Accreditation Day Symposium hosted by the Guyana National Bureau of Standard (GNBS), at the Pegasus Hotel in Kingston, Georgetown.

The occasion was being observed under the theme ‘Accreditation: Delivering confidence in the provision of energy.’

Sharma, in his presentation, noted that energy assessments are essentially the ability to measure the figures relating to consumption, which enables the receivers of such audits to adopt interventions that could potentially reduce what is consumed.

He said that the vision of the GEA is “to ensure that reliable energy is provided within an economically, environmentally and socially sustainable framework.”

According to him, the

agency has continued to provide advice and recommendations, in light of increasing consideration for renewable sources of energy, to the Ministry of Energy, which operates within the Office of the Prime Minister.

Dr. Sharma said the energy assessments conducted by his agency are meant to assess the consumption of identified facilities, evaluate the most effective measures which can be adopted for reducing excess energy usage and increased savings and profits.

The decrease in the amount of money spent on fuel and electricity comes as a result of achievements in a reduction in the demand for energy when the consumer reduces consumption, he pointed out.

He bemoaned the fact that some consumers are of the misconception that energy refers only to electricity and explained, however, that “energy is the fuel that you put into your vehicles, [and] it is also the fuel that you see when you turn on your stove to cook.”

being energy conscious, Sharma identified the financial, environmental and marketing benefits of such responsible practices.

Alluding to the financial benefits, Dr. Sharma contended that consumers and plant managers would see reduced expenditure on energy, reduced operating costs and even less maintenance costs, capital expenditure with a conversely appreciative increase in profits.

He urged companies and manufacturing facilities to become more energy conscious since “being energy efficient makes the company socially responsible and allows for [approval of the firm by means of] accreditation.

Such accreditation aids in achieving recognition as being environmentally responsible and a good corporate citizen, while significantly reducing the cost of production and improving production efficiency.

President Ramotar said it is very sad given that there’s so much to do in the capital city of Georgetown, but the Mayor isn’t showing his maturity.

Murder accused ‘Black Boy’ to know fate today - Justice Navindra Singh is expected to sum up the evidence

By George Barclay JUSTICE Navindra Singh is today expected to sum up the evidence in the trial of Omesh Chaitram, alias ‘Black Boy’, who has been indicted for the murder of Wendell Fresco, called ‘Country’, allegedly committed on July 10, 2012 in Alexander Street, Georgetown.

Thereafter, he will hand over the case to the jury for consideration and verdict.

By this afternoon, if there is no hung jury, ‘Black Boy’ will either be convicted or acquitted.

Represented by Mr. Raymond Ali, a Berbice lawyer allegedly with years of experience in the British courts, ‘Black Boy’ has pleaded not guilty to the murder of ‘Country’.

The case is being prose-

cuted by Senior State Counsel, Mrs. Judith Mursalin.

Before pleading not guilty, ‘Black Boy’ had confessed to the police that, on the night in question, he had been sleeping on a pavement in the city with $800 hidden in his crotch when his friend ‘Country’ searched him and stole the money.

When he accosted ‘Country’ in regard to the stealing of the money, ‘Country’ told him: ‘Rest yourself’, and had stabbed him and run away.

‘Black Boy’ had told the police, “After (Country) left, I went to the drug yard in North Road, where I bought two bags of drugs.

I used one, then put my knife in my waist and went to Alexander Street, where I saw ‘Country’ walking. I stabbed him and ran away.

That same early morning I went to Cummings Street, where the police came and arrested me.”

On resumption of the trial yesterday, Forensic Pathologist, Dr. Nehaul Singh, who performed the post-mortem on Wendell Fresco, called ‘Country’, testified that the deceased had sustained two incised wounds, one with a stabbing action to the left chest. He gave the cause of death as perforation of the heart.

On resumption of the case today, the defence counsel and the prosecutrix will each address the jury, which would take about an hour to be completed.

The judge has already indicated that the case was a short one, and his summing up will not be lengthy.

East Bank vendor remanded for allegedly having 741 grammes of marijuana at Coomacka Waterfront

By Geeta Rampersaud SEON McDonald, a vendor of Lot 4 Grove Public Road, East Bank Demerara, appeared yesterday before Chief Magistrate Priya SewnarineBeharry and denied that on Saturday, June 7, at Coomacka Waterfront, Mabaruma, he had in his possession 741 grammes of cannabis-sativa (marijuana) for the purpose of trafficking.

Police Corporal Bharat Mangru, prosecuting, said that on the day in question, the defendant was seated in the front seat of a speed boat with a yellow and black John Sport haversack on his person. Police on patrol searched McDonald, and leaves, seeds and stems suspected to be cannabis sativa were found in the haversack.

But according to the unrepresented defendant, who pleaded not guilty to

the offence, he was on the boat with about five other persons, and the police took all of them to the station.

He said no bag was found on his person, yet the police charged him only.

The Chief Magistrate refused McDonald bail on the ground that he had offered no reason why he should be given his pre-trial liberty, and transferred the case to the Mabaruma Magistrate’s Court for August 18.

City Hall has been in receipt of millions of dollars in subventions to assist with the purchasing of equipment and the procurement of services but, in government’s opinion, has failed to deliver on its mandate.

Hypocrites & backstabbers in local cricket administration

AS expected, the legislation of the Cricket Administration Bill, followed by the West Indies Cricket Board’s (WICB) decision to relocate the third cricket Test Match to Barbados, has resulted in a plethora of views, with most condemning the high handed act of the WICB. It shows that our Guyanese citizens are not only rational and reasonable in their interpretation and rationalisation of important national issues, but that they are prepared to defend their motherland. But, as is always the case, there are those, whose motives are entirely selfish, and whose criticisms of the Bill underlines their clandestine and anti-national motives.

We most naturally ask these persons of a particular interest, whether they understood what had been taking place at the Guyana Cricket Board (GCB) offices, and the desultory impact that it has had on the development of the game throughout Guyana?

These persons would have been privy to the many complaints that had been appearing in the press, expressing alarm over the untoward instances emanating from the GCB’s headquarters in New Garden Street, Georgetown.

Yet, they remained silent, while the mayhem continued. Hypocrites they are - for although failing to speak out against the gross maladministration, buttressed by the selfish agenda of those supposed to be serving in the interests of the game – they now seek to accuse the government because it did what was right in the best interests of the game’s future.

A certain hotelier, Robert Badal, has been the latest in the line of critics, complaining that his hotel will lose in the vicinity of $60M as a result of the third Test Match being re-scheduled for Barbados.

Of course, he has attacked the Bill, stating that “…but it is my personal view that Government should not be involved in the administration of cricket. It is the practice all over the world that the private sector administrates the sport. WICB has its standards and it must also be in keeping with what prevails with the international body…. the International Cricket Council.”

Now here is a person whose comments are not surprising because he is aligned with the Alliance For Change (AFC), an Opposition political party some of whose executives by their questionable deeds, aired in the media, have been more concerned about their self-advancement rather than what they can contribute to the good of the country that they professed to love.

Obviously, this well-known AFC financier, and often critic of the government, is complaining about his outfit losing earnings. Of course, we must sympathise with him because of his disappointed expectations.

Moreover, he must be reminded that government is always supportive of the private sector in their many endeavours.

However, when it comes to the reasons for government’s formulation of the Cricket Administration Bill, and its subsequent passage through the National Assembly with the support of the parliamentary Opposition party - the A Partnership for National Unity (APNU), there can be no ambiguity nor protestation, since such action was done purely in the best interest of the local game, thus saving it from a cabal of self-seekers.

Any CARICOM member state would have taken similar action, had it faced similar circumstances. As a matter of fact, both Sri Lanka and Pakistan governments do have a certain level of involvement in the cricketing affairs of their respective States; but not the Government of Guyana, because of the Cricket Administration Bill, as is claimed.

It is true, that it is customary for the private sector to administer the sport as Badal claimed; but, also, it is undisputable that that particular collective that had been in charge of the GCB and its management had an entirely different agenda to the one for the development of the local game. We

must ask whether this particular gentleman ever sounded his voice publicly against the reported state of affairs at Bourda headquarters? As a businessman, he would know what financial improprieties can mean for the viability of a business. No less for the advancement of any sport.

With such a publicly aired comment, it is even clearer why Badal’s party, the AFC, did not support the Cricket Administration Bill. No surprise, since they would rather join with others to stab their country in the back, rather than uphold its dignity and sovereign right.

PPP criticises WICB decision on third test withdrawal

By Vanessa Narine GENERAL Secretary of the ruling People’s Progressive Party (PPP), Mr. Clement Rohee, yesterday, criticised the decision by the West Indies Cricket Board (WICB) to remove the third cricket test match between West Indies and New Zealand, scheduled for June 26 to 30, from Guyana.

Calling also for the resignation of Guyanese WICB Director Anand Sanasie, Rohee said: “Mr. Sanasie sat at the WICB meeting either silently or voiced his support for the decision to remove the test match from Guyana.

“This is the kind of character who wants to manage Guyana’s cricket, when they are willing to sell their souls to remain relevant and in change of the sport in Guyana.

“We call on Mr. Sanasie to resign as the Guyanese Director on the WICB, as he proved he is of no worth to represent the interest of Guyanese players and cricket fans.”

According to Rohee, the

WICB’s decision is “outrageous and without merit” and based on unsubstantiated “concerns” over the recently passed Cricket Administration Bill.

With the passage of the Bill, Guyana joined two other Caribbean nations, Trinidad and Tobago and Barbados, which made the governing bodies for cricket legal entities.

ULTERIOR MOTIVE The PPP General Secretary said: “The WICB’s claim that the decision to remove the test match from Guyana was based on their ‘concerns’ with the Guyana Cricket Administration Bill is nothing but a façade for some ulterior motive.

“The Guyana Cricket Administration Bill merely seeks to bring transparency, accountability, and good governance to the administration of cricket in Guyana and to address the plethora of allegations of rigged and fraudulent elections, financial irregularities and lack of accountability in respect of cricket administration and does not allow for government’s involvement in

the sport.”

To this end, he rejected the assertion by WICB President Dave Cameron, that the legislation would lead to a Government takeover of the sport.

Rohee said, too, that Cameron must now explain to Guyanese, as well as the people of the Caribbean, the real reason for the withdrawal of the game from Guyana and in whose interest that decision was taken.

“The PPP shares the view of the Government that the West Indies Cricket Board may be looking for a scapegoat in this matter, since their agents in Guyana were restrained by a Court Order from acting or holding themselves out as officers of the Guyana Cricket Board and as agents of the WICB,” he said.

Rohee demanded that the WICB also reverse its decision and return the match to Guyana.

He declared: “Cricket is owned by the people of the Caribbean and, as Guyanese, we are entitled to the opportunity to see our team play. We call on all Guyanese and the rest of the Caribbean to join

In addition to Sanasie and the WICB President, the Alliance For Change (AFC) was the target of criticism, as well, over its position on the issue.

AFC’s deception “The AFC’s deception continues to raise its head in every single thing they are involved in, like the double messages they take to our citizens in various parts of the country. The AFC participated in the Parliamentary Select Committee on the Guyana Cricket Administration Bill that produced a consensus report but withheld support for the bill in the National Assembly,” he pointed out.

Rohee contends that the AFC is in “lost land” on the matter and “almost every other matter” of national importance, as they remain “out of touch” with the realities.

The Guyana Cricket Administration Bill seeks to provide legal administrative guidelines for the game,

which, over the years, has become a national sport.

The Bill firstly makes it legal for the Guyana Cricket Board (GCB) to be established as a corporate body comprising the Demerara, Essequibo and the Berbice Cricket Boards, all of which will also be made corporate entities.

A section of the Bill will address the issue of phantom voting for the election of persons for administrative positions and, at the same time, will give limited power to the Minister of Sport.

The role of that Minister under the legislation will only be to appoint an ombudsman.

The National Assembly was also told that the bill provides for better financial accountability. As such, the GCB, under this new legislation, will be required to present timely audited financial reports to the National Assembly, as well as the National Sports Commission.

This bill also will bring to an end the life of an interim management committee which was established following a Court case and a ruling by the Chief Justice in 2011.

Cameron and his co-conspirators should be consigned to the scrap-heap of history I HAVE taken the trouble to read and consider the lamentations of the many scribes who have contributed their respective ounces to the salted potion of the decision of the West Indies Cricket Board (WICB) to transfer the 3rd Test from Guyana to Barbados, purportedly on the account of the Cricket Bill passed by the PPP/C and APNU in the National Assembly.

Dave Cameron, the President of WICB, demanded that H.E. President Donald Ramotar must give him his assurance under seal that he will not assent to the aforementioned Bill passed by our otherwise fractious and fragmented National Assembly.

It is ironic and laughable that this interloper would make this egregious demand at a time when our duly elected legislators are calling on H.E. to assent to the Bills passed by this same Assembly! Confusion reigns supreme in this democracy.

The WICB has constituted

itself as a supra-national arbiter of Guyana’s internal affairs and its decision is an affront to the sovereignty of this Republic.

One only has to consider the economic and social consequences to conclude that this brigand must be penalised for his shameless and indefensible intrusion.

Our iconic Clive Lloyd CCH, and Basil Butcher who will be remembered long after Cameron would have faded into oblivion, have expressed their views but to no avail and his effrontery must be dealt with condignly if only to send the strongest message to others who dare flaunt their hauteur in the face of a sovereign Head of State.

The solution appears to be both legal and political. This withdrawal from Guyana’s Providence Stadium where all cricket fans may have the last opportunity to see another icon of ours, Shivnarine Chanderpaul CCH, in person, given his age, would no doubt amount to

the subversion of our economy.

Apart from Guyanese fans, others from many countries will have attended and Guyana stands to lose a sizeable amount of revenue. This action could attract a charge of conspiracy to commit a crime against the State and our Immigration Law must be given the plenitude of its expression by this Sovereign State. Therefore I wish to adopt an observation of our only surviving, legendary jurist in a celebrated Case in our Court of Appeal, to wit:- “Now , more than ever, it has become a matter of preponderating importance to ensure that persons of ill-will and doubtful probity are kept beyond the limits of our shores…(since) the law is not a brooding omnipresence in the sky, but an operational art in society.”

I volunteer to serve this alien with the Order deeming him a prohibited immigrant at any of our Ports of Entry.

In the alternative or in conjunction, Caricom must

recognise that cricket is the glue that binds the entire Caribbean polity as nothing else has been able to do. It is therefore incumbent on the leaders of Caricom to give expression to the adhesive aspiration of its founding fa-

thers and I would respectfully suggest that they instruct their respective nationals not to turn up at any rescheduled venue. Cameron and his co-conspirators would then face a financial and administrative dilemma which

would consign them to the scrap-heap of history, and deservedly so.

Rohee rejects Granger’s comments because of ‘two-faced positions of PNC-led APNU’

By Vanessa Narine GENERAL Secretary of the People’s Progressive Party (PPP), Clement Rohee, hit hard at the main Opposition Leader, Brigadier (rtd.) David Granger, for comments made at a press conference last Friday, when he addressed the issue of inclusive governance.

Rohee made it clear that A Partnership for National Unity (APNU), the coalition in which the People’s National Congress (PNC) has the majority representation, has no “moral right” to lecture the ruling party on inclusive governance.

Speaking at the PPP’s weekly news conference, held at Freedom House on Robb Street, Rohee said: “Granger and the PNC (are in) no position, nor do they have the moral right, to lecture the PPP and the PPP/C Administration on the issue of inclusive governance and participatory democracy, when they have consistently rejected all reasonable gestures made by the PPP for national reconciliation and a government of national unity.

“The PPP, during the PNC-engineered disturbances of the early 1960s, offered the PNC to share government on almost parity terms, but the PNC bluntly refused and teamed up with reactionary elements to bring down the PPP government.”

WRONG ATMOSPHERE Rohee said the many occurrences of the past have tainted the political sphere and have created an unconducive atmosphere in which to address the idea of inclusive governance. “Such an atmosphere clearly does not exist at the moment, through no fault of the PPP nor the PPP/C government, but wholly by the inflexible stance taken by the combined Opposition parliamentary parties when, in the aftermath of the November 2011 elections, they consorted with each other to deny the PPP, which obtained the largest bloc of votes, both the position of Speaker and Deputy Speaker.

“And as if that was not enough, the combined Opposition, through (their) one-seat majority, allocated to themselves a disproportionate number of representatives in all of the parliamentary sector committees, in order to exercise control over these bodies.”

Rohee contends that Granger is now “parroting” ideas that the PNC rejected and spurned in the past.

“Take, for example, his call on the PPP to abandon its ‘winner takes all’ attitude to governance and embrace inclusive governance, and also the call for a government of national unity…,” Rohee said.

Rohee contends that putting the good of the country ahead of narrow partisan interests had never been an attribute of the PNC. “This explained why it (PNC) teamed up with the rightwing United Force to deny the pro-working class PPP political office in the 1964 elections, and why it was prepared to rig

national elections to perpetuate its political life, instead of arriving at a political compromise with the PPP on a National Front Government based on an agreed programme.

“Forbes Burnham, then leader of the PNC, derisively dismissed the proposals for a government of national unity.

Burnham even used his stolen parliamentary majority to

He said: “(There has been) a fair amount of political acrimony and vindictiveness, not uncharacteristic of the PNC since its entry to the political stage during the mid-nineteen fifties, when its founder leader, Forbes Burnham, preferred to destroy the PPP (of) which he was one of the leaders, rather than to play by the democratic rules of the organisation….”

Rohee pointed to a few actions that can be the start to addressing the history of deep-seated distrust between the two main political parties, among which are: * Relinquishing the post of Deputy Speaker to the ruling party, as the party “never hogged” both the positions of Speaker and Deputy Speaker, with the latter position always going to the main Opposition with the full support of the PPP;

amend the designation of Dr. Cheddi Jagan from Opposition Leader to Minority Leader, when the whole of Guyana and the entire world knew that the PPP was the majority party in Parliament, and should have occupied the seat of government, were it not for rigged elections,” Rohee contended.

DEMONSTRATED TRUST Rohee made it clear that while he is not saying that inclusive governance is the path the party will take at the current time, the ruling party has never been opposed to the idea.

He said, “These (comments about inclusive governance) are good political sound-bytes which the APNU is now seeking to capitalise on, but which in fact are ideas and proposals advanced by the PPP decades ago but were unconditionally rejected by the PNC. “…this call by Granger is nothing short of shameless hypocrisy,” Rohee contended. “To begin with, the PPP has always embraced the concept of inclusive governance and participatory democracy. These are not only well documented in a paper published by the party, ‘Towards Participatory Democracy and Inclusive Governance,’ in which the party made its position abundantly clear that it is not opposed in principle to the idea of shared and participatory governance, but felt that for such to happen there must be an atmosphere of trust among the competing opposition parties….”

* Restructuring the membership of several of the parliamentary committees to reflect a proportional representation of parties in the National Assembly; * And recognising that the Government has a right to present a budget to the National Assembly, and that the Minister of Finance has the final say on allocations.

Rohee said: “There are a number of other steps, but I thought that these would be the first steps that the APNU and AFC must take in order to create an atmosphere that is conducive to any forward movement in terms of discussions on this matter. “…the PNC and its political cohorts cannot be taken seriously, unless they are willing to show by their actions that they have the political will to rise above narrow partisan interests.”

Until there is an atmosphere to move the process of inclusive governance forward, Rohee said, the standpoint of the political parties would always be that stakeholders must have faith in the democratic process.

“The people will make this determination,” he said, as he expressed his optimism for eventual change, given the fact that young leaders are not “bogged down” with the historical baggage, and are better placed to initiate a “new dawn” for Guyana. “(At the end of the day) the will of the people is paramount,” he said.

Rohee stressed that the ruling party will not be distracted by “political posturing” meant only to deceive the Guyanese public. “The PPP stands ready to engage all interested parties on the way forward for Guyana within the broad framework of a national democratic state,” he said.

PNC/APNU leadership running around like headless chickens trying to do damage control - following damning revelations by Joseph Hamilton during Rodney’s CoI - Harmon moves to attack the messenger rather than focus on the message

OLD Kai is amused at the Opposition antics as the revelations during the ongoing Walter Rodney Commission of Inquiry become more detailed and the shadowy figures involved become clearer to Guyanese during the darkest period in our history.

This has resulted in the PNC/APNU leadership running around like headless chickens trying to do damage control but in the process only incriminating themselves further.

On one hand the PNC=APNU leadership has sought to undermine the revelations of Mr. Hamilton during the ongoing CoI, denying his accusations and accusing him of perjury.

Then Old Kai exposed an instance during his cross examination where the PNC’s lead counsel Basil Williams, through his line of questioning, did not seek to deny Mr. Hamilton’s account of clandestine meetings between the PNC and House of Israel but rather sought to establish that the witness was not senior enough at the time to have been part of ‘those meetings.’

Now we have Mr. David Granger’s spokesperson and former military colleague, Joseph Harmon, suggesting that Mr. Hamilton should now resign from the National Assembly following his revelations and give account of the weapons which he claims were issued to the House of Israel.

The APNU spokesperson through his statement clearly believes the contentions of Mr. Hamilton. Why else would he ask him to resign? Therefore, he must now answer as to why his party sought to deny the disclosures of Mr. Hamilton in the first instance.

Secondly, by his acknowledgement of the testimony of Mr. Hamilton, Harmon is guilty of seeking to attack the messenger rather than confronting the message, when

he suggests that the witness should give account for the guns which were given by the PNC leadership to the House of Israel to conduct their terrorist campaign against political opponents.

It is the PNC and not Mr. Hamilton which has to give account for these guns. By calling on Mr. Hamilton to account for the guns issued to the House of Israel, Mr. Harmon is admitting that this was indeed the case, therefore as a member of the PNC defense team at the CoI he and the entire PNC leadership now have to give account for their actions. Mr. Harmon is therefore, by admission, one of the best suited candidates to answer his own questions.

Additionally, through Harmon’s admission, PNC leader Mr. Robert Corbin will now have to establish why he issued guns to the House of Israel, where he procured them and where are they now. He will also have to indicate

The party’s Presidential candidate, Mr. David Granger, who was implicated by former GDF Chief of Staff, Mr. Norman McLean, and is a self-professed and long standing member of the PNC with membership dating back several decades ago will also have to answer now, following the incriminating admission by the very people they have selected to represent them at the Commission of Inquiry.

Then, we are informed now by Harmon that he hopes that the individuals who have been implicated will be called up “to clear their names.” How can this be when the very Harmon has called on Hamilton to account for the guns issued to the House of Israel by the PNC? What is there to clear up after this admission? Let us also bear in mind that it was the PNC which initially refused to participate in the CoI only for it to belatedly send a legal team to represent its interests at the hearings.

In Harmon’s statement he also incriminates his own leader, Granger, who is on record as stating that, “Human memory, after 34 years, can be contaminated by political propaganda, prejudice and partiality. Human memory is capable of playing tricks with the recollection of past events.”

This was prior to the start of the CoI in which the party had sought to attack and prevent the commencement of the hearings. Is Mr. Harmon now saying that the ‘memory’ of the PNC leaders, inclusive of Mr. Granger has suddenly returned? Where then did it go in the first instance?

Gov’t will not condone torture, police misconduct - President Ramotar

PRESIDENT Donald Ramotar is deeply concerned over the recent allegations of police misconduct with citizens who are in their custody.

He was at the time speaking with regards to an allegation made by a 19-year-old male against a rank stationed at the Sparendaam Police Station, East Coast Demerara.

“We are opposed to any type of torture of human beings who are in custody by the police; that has always been our position as a Government. We respect and uphold human rights, and therefore any types of torture are abhorrent to us; we will not condone this,” the Guyanese Head of State told reporters.

The Government has signed on to every international treaty and convention in the western hemisphere which addresses issues of human rights. Moreover, the Police Complaints Authority, the Office of Professional Responsibility and other Human Rights organisations have been established to address issues of this nature.

Police, Army, Private Sector in joint medical outreach

By Leroy Smith THE Guyana Police Force (GPF), through its Impact Albouystown Project and with assistance from the Guyana Defence Force (GDF) and the Private Sector, conducted a medical outreach in that Georgetown ward last Saturday.

The exercise, which began at 09:00 hrs and concluded just after 15:00 hrs, saw a high turnout from within the community and surrounding areas, despite occasional showers which fell at the start.

Speaking with the Guyana Chronicle during the programme, Deputy Superintendent, Khali Pareshrsam, in charge of Ruimveldt Police Station which has responsibility for Albouystown, explained that the event was long scheduled following the launch of the Impact Albouystown just about two months ago.

He said the outreach on Saturday was just one of the many things being done by the GPF, pointing to the already ongoing works in the area designated for a multi-purpose

sports facility.

Head of the GDF Medical Corps, Major, Parneshwar Netram said the Army was very happy when approached by the Police to partner in the initiative.

He said travelling to the various parts of the country and conducting similar outreaches is something the GDF takes pride in doing since it allows for interaction with persons who are not always in the frame of mind to deal with the arrangements at the various medical institutions with respect to lines and waiting times.

Saturday’s medical outreach saw residents of Albouystown benefiting from services such as dental care, blood pressure and HIV testing and counseling, among other services. Netram said the personnel who were administering the different treatments are certified medical doctors and support staff.

Present on the occasion, too, were Police ‘A’ Division Commander, Senior Superintendent, Clifton Hicken, Deputy Commander, Dion Moore, Traffic Officer, Calvin Brutus and Impact Project Coordinator, Wayne De Hart.

Lochaber Primary School hosts first ever Culture Day

THE Lochaber Primary School at West Canje, Berbice, hosted a grand day of culture on Friday last when the dress, food, art and craft of five of the six ethnic groups in Guyana were showcased.

The event drew participation from parents, guardians and the wider community who were invited to make purchases and view a cultural show in the auditorium. It was pointed out that the Amerindians were not in focus since the entire month of September is dedicated to them.

Speaking to the Guyana Chronicle, Assistant Mistress attached to the school, Ms. Beverly La Rose said this is the first year that the Grade ‘E’ institution has embarked on such an activity

and the plan is to make it an annual feature.

“We at the Lochaber Primary School thought it best to execute a programme of this nature, so as to sensitise our students about the cultural practices of the various ethnic groups while, at the same time, encourage parents to be a part of the learning process, so they can be better able to disseminate information to the public,” she explained.

Apart from the physical involvement of the children who were attired in colourful outfits, there were ‘question and answer’ sessions to test the aptitude of each child.

“We, as a PTA, stand firm behind the administration of this school and we are particularly pleased about this venture; it will only serve to unite our Guyanese brothers and sisters,” he posited.

Singh said, further, that his grouping will work assiduously to ensure that events of this magnitude are held consistently to create a bondage among students.

“Our support is unwavering and we can only hope that such activities serve our student population well, as we strive to improve the learning potential of the pupils here at Lochaber Primary,” he asserted.

Lochaber Primary School is located two miles from New Amsterdam and has a student population of 80 (65 in the primary section and 15 in the nursery).

Guyana invited to become a member of UN’s World Tourism Organisation - Minister Irfaan Ali currently in Spain seeking support for Guyana’s tourism product

MINISTER of Tourism, Industry and Commerce, Mr. Irfaan Ali, is currently in Spain seeking support for the further development of Guyana’s tourism product.

During his visit to the United Nations World Tourism Organisation (UNWTO) head office in Spain, the Minister was invited to have Guyana become a member of the UNWTO, an arm of the UN. Minister Ali’s visit to Spain coincided with the holding of the 98th session of the UNWTO Executive Council meeting, which was held over the weekend, and which highlighted the role of tourism routes in promoting regional integration and development. The Council further debated key factors to stimulate tourism growth such as visa facilitation and air connectivity while recalling the role the tourism sector can play in the sustainable development agenda.

Minister Ali reportedly delivered a presentation on investment opportunities and highlighted ways in which Guyana, through collaboration, could reach into non-traditional tourism markets.

He noted that the arrival of COPA Airlines in Guyana brings the possibility of reaching the exciting markets of Latin America and South America, much closer.

Minister Ali also addressed the issue of climate change and pointed to the devastating effects it can have on the economies and people of small island developing states.

In this regard, he called on the Secretary General of UNWTO, Mr. Taleb Rifai, to push the developing world to understand the serious consequences climate change can have on the tourism sector and to become an active voice for small island developing states.

Meanwhile, the UNWTO’s Secretary General emphasised the important role tourism is playing globally, with the sector contributing 9% to global GDP. About UNWTO UNWTO is the United Nations agency responsible for the promotion of sustainable and universally accessible tourism.

Ending preventable child and maternal deaths is within reach … says USAID

ON June 25, 2014, the U.S. Agency for International Development (USAID) and the Governments of Ethiopia and India, in collaboration with UNICEF and the Bill & Melinda Gates Foundation, will come together for a high-level forum called ‘Acting on the Call: Ending Preventable Child and Maternal Deaths’.

The forum will celebrate the progress made, assess the challenges that remain, and identify steps needed to sustain USAID’s momentum into the future. This event

marks the second anniversary of the ‘Child Survival: Call to Action’ initiative, and coincides with several related events happening over the next few weeks.

The ‘Child Survival: Call to Action’ initiative was held on June 4, 2012 in Washington D.C. Convened by the Governments of the United States, India, and Ethiopia, it was organised in close collaboration with UNICEF. “This high-level forum brought together an impressive array of public and private constituencies to identify the smart investments

that can be dedicated to one ambitious yet simple goal: an end to preventable child deaths,” USAID commented.

It said that from the forum came the Global Roadmap which captures the specific goals, state of knowledge, and progress of child survival as it evolves through the leadership of countries and other stakeholders.

THE GLOBAL ROADMAP In June 2012, the Summary Roadmap anticipated that, based on current rates of progress, many countries

will not achieve Millennium, Development Goals (MDGs) 4 and 5: – ‘To reduce child mortality and improve maternal health.’ It pointed to the glaring global disparitybetween the rates of child deaths in rich countries and those in poor countries, and between rich families and poor families, noting that such disparities will persist well into the next century unless the world takes action.

And USAID, in a release on Friday last, reminded that 6.6 million children died in 2012 before their fifth birthday. In the previous year, 287,000 women died during pregnancy or childbirth, and there were 390,000 new HIV infections in children, with the odds in life already stacked against them.

It stated too, that infectious, life-threatening diseases like pneumonia, diarrhoea and malaria are further exacerbated by endemic rates of malnutrition and poor access to health services.

Prosecution in ‘Charlie Pants’ murder trial expected to close case today

JUSTICE Dawn Gregory and a mixed jury at the Demerara Assizes are trying 19-year-old labourer, Roger Pilgrim, also called ‘Charlie Pants’, for the murder of Shane Rowley on January 22, 2011.

Prosecutrix, Miss Natasha Backer, is expected to call her last witness today before closing the case for the prosecution.

Earlier in the trial witnesses testified about a family row in the area and a

policeman tendered a caution statement by the accused in which he had admitted stabbing Shane who had allegedly struck his mother and beat him with a chain on his back.

Defence lawyer, Mr. Huckumchand did not object to the confession statement but later pointed out that he was pursuing a defence of self-defence.

The prosecution led by Counsels Natasha Backer and Mercedes Thompson tendered the voluntary confession in evidence.

The particulars of the offence state that Roger Pilgrim had on January 22nd, 2011, when he was 18-yearsold, murdered Shane Rowley, a teenager.

According to a confession statement which Inspector Singh said the accused had voluntarily given to him after being cautioned, the accused was asleep that morning at his Sophia home when his small brother awoke him and told him to look outside.

The accused said in his

statement that he looked outside and noted that the neighbours were in conflict.

The accused said that his brother, Sherwin, had a burst head and neighbours were in their yard. The accused said further that he suspected that something was wrong between Sherwin and Shane and therefore he told his mother to go and find out what was happening.

The accused, in his statement, said he saw Shane push his mother. He went up to find out what was the

story when Shane lashed him on the back with a chain. He looked around for a piece of wood but found instead a long, black-handle knife on Shane’s step.

“Me pick it up and Shane attacked me and me bore he pon he neck and pon he left side with de knife to defend meh self.

And me see blood running down pon Shane and Shane fell down. Me left home and me throw it in the bushes in front of me house by de dam. I made this statement of my own free will,” Pilgrim said in his statement according to Detective Constable Singh.

The trial is continuing.

‘Berbice Shines’ environment project launched in New Amsterdam

By Michael Khan THE ‘Berbice Shines’ environment project, with the main aim of sensitising the public to the importance of maintaining clean and healthy communities, was officially launched on Saturday, June 7, in New Amsterdam, Berbice.

Conceptualised after the implementation of the ‘Guyana Shines’ programme in Georgetown proved successful in raising awareness to the issue of garbage disposal, it is being fostered by Global Youth Movement-Guyana in Regions Five (Mahaica/Berbice) and Six (East Berbice/ Corentyne), under the stewardship of Executive Director, Mark Ross.

It also secured the international support of diplomatic agencies from North America and Europe, following the launching of Guyana Shines in 2012.

In attendance were representatives of the United States (U.S.) Embassy, United Nations Development Programme (UNDP), the Region Six Department of Education, ‘Pick it up Guyana’ project affiliates and students of the New Amsterdam Multilateral School.

‘Berbice Shines’ was introduced to people in the ‘Ancient County’ on the occasion of World Environment Day which was observed on Thursday, June 5, under the theme: ‘Raise your voices, not the sea level.’

Ms. Tabatha Fairclough, of the U.S. Embassy Public Affairs Department, in her remarks at the launching, lauded the local participants in the scheme for recognising the need to create environmental awareness.

“This is an interesting project that the U.S. Embassy chose to support, where we are mobilising Guyanese citizens to reach out to their communities; we are proud of the expansion of the project from Georgetown to Berbice and, also in Linden,” she said.

Ms. Fairclough also noted that the undertaking is similar to one that was implemented across the U.S. to deal with solid waste issues.

“We see great similarities and I am confident that this project will be successful, since we have been reaching out to schools and receiving overwhelming responses,” Ms. Fairclough stated.

The U.N. General Assembly declared 2014 the Year of Small Island Developing States (SIDS), with the objective of fostering a better understanding of the importance of small islands, their vulnerability in the face of climate change and their role in helping to achieve a sustainable future for all.

“Climate change is everybody’s business and it is one of the greatest challenges that we are facing, especially global warming which is causing sea levels to rise,” she acknowledged.

Small islands are home to more than 63 million people worldwide and play an important role in protecting the oceans as well as the biodiversity of both plants and animals. They are home to many endemic species and are also vulnerable to the effects of climate change and rising sea levels.

“We have to work; we have to protect ourselves; I call upon you all to unite and protect our environment,” Jaikishun urged.

‘Berbice Shines’ was inaugurated under the colloquial theme: “Use de bin, it’s de rite ting” and is spearheaded by Coordinator Andy Henry; Secretary Aniesa Alonzo; Social Management Coordinator Billy La Bennett; Media coordinator Sarah Rambarran, among others.

On June 5, the group introduced themselves to 15 pilot schools in Regions Five and Six with a simultaneous tree planting exercise at midday in the compound of each school.

Cuba’s one-party political system is an internal matter, says President Ramotar

By Vanessa Narine PRESIDENT Donald Ramotar, in answer to a question about Guyana’s position on the lack of a multi-party democracy within Cuba’s political system, dismissed the notion that Guyana has concerns with the status quo in that communist-ruled Caribbean island.

“You got to remember also that Cuba had a popular revolution. It wasn’t a oneman show. It wasn’t a few people. It was a mass uprising that changed the government in Cuba,” President Ramotar told reporters at a news conference he hosted at his State House residence on Saturday last.

As Head of State, Mr. Ramotar said he will not comment further on what is clearly Cuba’s internal affair.

In 1956, Fidel Castro and Che Guevara landed in Cuba with a small band of insurgents, known as the ‘26th of July Movement,’ and began a guerrilla war against the government.

In December 1958, Castro launched a full-scale attack and the then President, Fulgencio Batista, the American-friendly leader of Cuba, was forced to flee. In February 1959, Castro was

sworn in as Prime Minister of Cuba.

President Ramotar did, however, point out that Cuba’s revolution was different from the uprisings in Brazil and Chile during the 1960s and 1970s.

He added that since then, Cuba has made significant contributions to developing states, particularly in the area of developing human capital, as is evidenced by Cuba’s partnership with Guyana to train over 300 doctors.

“Those are very, very important things that we have to look at, and Cuba’s contribution has always been very important in helping human development, and social and economic development of societies,” Mr. Ramotar said.

Guyana and Cuba have enjoyed close collaboration in health, education, culture and sports since the establishment of their diplomatic ties in December 1972.

In 1974, the first Friendship Society between Cuba and Guyana was constituted; ten years later in 1984, appeared the Committee of Friendship and Solidarity Cuba-Guyana, and in October 2006 the Association of Friendship Guyana-Cuba was created but it was not officially registered. Last

month the Guyana-Cuba Friendship Association was officially launched.

This is why we have consistently supported United Nations resolutions aimed at ending the US embargo on Cuba and will continue to do so.”

According to him, Cuba has demonstrated it support to the Caribbean Community time and time again, hence the Community’s reciprocal consistent call for the removal of the U.S. embargo on Cuba.

LaRocque said, “Ambassador, the four CARICOM countries in 1972 broke the diplomatic embargo on Cuba in this hemisphere and Cuba’s active involvement and recent chairmanship of the Community of Latin American and Caribbean States (CELAC) is evidence of the significant evolution of your country’s

diplomatic role within the Americas.

“On behalf of the Caribbean Community, I congratulate Cuba on its successful pro-tempore Chairmanship of CELAC which saw several issues of importance to CARICOM being addressed at the Summit in Havana last January.”

The Secretary-General also lauded Cuba’s calls for inclusiveness, when considering issues related to the UN Post-2015 Development Agenda.

He said, “The Caribbean Community is in full support of that call and it is my hope that we all take an active role in this global dialogue which will decide the future beyond the global development compact represented by the Millennium Development Goals. We must ensure that our Region’s interests are adequately and effectively addressed.”

Established in 1973, the regional body has become an important platform for its 15 members to promote regional cooperation and CARICOM-Cuba joint initiatives have caused the countries to grow closer and the region to become more integrated.

President Ramotar admits possibility of gold hoarding

THE drastic reduction in the gold declaration over the past few months, compared to a similar period last year, has been noticed.

Making the observation during last Saturday’s news conference at State House in Georgetown, President Donald Ramotar said: “There has been a drastic reduction in declaration, which means that there seems to be a lot of hoarding taking place.”

He acknowledged the possibility that, given the current price for gold, miners are “probably” holding out to see if the prices will go up.

The Head of State was optimistic that miners are making money but remarked that the developing trend is cause for worry.

“I still think that miners

are making money. I don’t think they are losing,” he said.

According to him, the miners will be engaged and, hopefully, persuaded to sell the gold in their possession to avert any negative impacts on the local economy.

“I hope that we don’t have to use any coercion and by persuasion they will make their declarations,” he said.

Last week, the Guyana Gold and Diamond Miners Association (GGDMA) and licensed gold dealers were encouraged to support the Government’s effort to increase declaration.

including law enforcement agencies and the Guyana Revenue Authority (GRA), stringent enforcement of reporting obligations by miners to be carried by the GGMC, and crackdown on illegal gold trading entities

across the country with the assistance of the Guyana Police Force (GPF).

Stakeholders pledged their support for those measures and Minister Persaud emphasised that the Government remains uncompromising in its efforts to ensure full compliance with the laws for dealing with the issue of undeclared gold as well as reports of smuggling.

According to Bloomberg, a top information source for financial and business matters, gold was trading near a four-month low and, as of Friday, prices stood at US$1,247 per ounce.

Gold prices were steady at US$1,400 per ounce for most of June 2013 and at the start of January 2014, the price was US$1,225 per ounce.

Blatter blasts some criticism of FIFA as racist

By Mike Collett SAO PAULO, Brazil (Reuters) - FIFA president Sepp Blatter launched a scathing attack on those he said were “plotting to destroy” world soccer’s governing body, and branded some of the criticism of the Qatar World Cup award for 2022 as racist.

Blatter was addressing delegates of the African and Asian confederations at their extraordinary congresses ahead of FIFA’s annual congress which starts here today.

The African congress, which declared its “continued support” for Blatter, who intends to run for a fifth term as president next year, also passed a resolution condemning what it called the British media’s racist attack on its officials.

Blatter’s comment came in the wake of a series of fresh allegations made by

football, but they want to destroy the institution (FIFA)”.

He got a standing ovation when he told the delegates to “show unity in FIFA”.

Earlier yesterday, Blatter spoke to delegates at the African Congress and without naming names described attacks on the Qatar World

Cup as “racist”.

The Sunday Times over the last two weeks has published a series of articles expanding on allegations that the former president of the Asian Confederation, Mohamed bin Hammam, had used money from secret slush funds to help win votes and support for the Qatari World Cup bid.

Qatar denies the allegations and says it was not connected to bin Hammam.

Qatar was awarded the World Cup by the FIFA executive committee in December 2010, beating rival bids from the United States, Australia, Japan and South Korea.

However, the Sunday Times made new allegations that bin Hammam specifically targeted African soccer officials and Issa Hayatou, the president of the African Confederation, to help create a groundswell of opinion in favour

Yesterday’s developments coincided with Michael Garcia, the head of FIFA’s investigatory chamber of their Ethics Committee, concluding his report on alleged corruption surrounding FIFA officials, which has taken him two years to complete.

He will submit the report to German judge Hans-Joachim Eckert, the head of the Ethics Committee’s adjudicatory chamber, in around six weeks.

If he finds corruption, soccer officials say Qatar could be stripped of the Cup.

Africa supports FIFA boss Blatter, hits out at ‘degrading’ media

By Mike Collett SAO PAULO, Brazil (Reuters) - Africa’s soccer chiefs launched an attack on the media - “notably British” - for what it called “repeated, deliberately hateful, defamatory and degrading attacks” on the integrity of the Confederation of African Football (CAF) “and the entire African continent”.

In a resolution posted on its website following yesterday’s general assembly meeting, CAF hit out at reports placing the region’s soccer administrators at the centre of allegations of bribery to secure the 2022 World Cup for Qatar.

The governing body criticised “the persistent manipulation aimed at portraying to the international community that Africa played a preponderant role in voting the candidature of Qatar 2022” and urged its Executive Committee to take legal action, if necessary, against “the authors of this smearing and defamatory campaign”.

Britain’s Sunday Times newspaper has over the last

two weekends printed what it says are leaked documents showing bribes were paid to secure the event for Qatar.

Qatar denies any wrongdoing.

Former U.S. prosecutor Michael Garcia, leading FIFA’s internal investigation, is due to report in July, around a week after this year’s World Cup final.

The issue is casting a huge shadow over the 2014 World Cup which kicks off on Thursday in Sao Paulo, with leading sponsors, who pay hundreds of millions of dollars to associate their brand with the event, calling on soccer’s rulers to deal thoroughly with the allegations of bribery.

CAF declared its “total and unreserved support” for its president Issa Hayatou, and expressed its gratitude to FIFA president Sepp Blatter for his “continuous involvement in the development of football in Africa and his personal commitment to the fight against racism”.

Speaking in the lobby of Sao Paulo’s Grand Hyatt hotel, Hayatou told Reuters: “I am very happy at the way the congress went and of our continued support for Mr Blatter.”

Why was Savory chosen ahead of Hinds and DeNobrega?

Asks Calvin Roberts WITH a smile I read in another section of the print media, Guyana Cycling Federation’s (GCF) president Cheryl Thompson express her confidence in the seven-member team, chosen to compete in next month’s Commonwealth Games, scheduled for Glasgow, Scotland.

According to Thompson, the team reads: Alanzo Greaves, Marlon Williams, Raynauth Jeffrey, Geron Williams, United States-based Scott Savory and the lone female in United Kingdom-based Claire Fraser-Green, with former cyclists Dwayne ‘Road Hog’ Gibbs executing the duties of manager/coach.

TWO QUESTIONS I have two questions for Ms Thompson and even the selection panel of the GCF, and they are: “Why was Savory chosen ahead of Orville Hinds and Paul DeNobrega?” and “What recent performance credentials does Savory have to merit his selection over so many Guyana-based cyclists?”

With the Golden Arrowhead emblazoned on his riding shirt, Guyana’s Paul DeNobrega claims the 2012 Junior Caribbean Cycling Championships in Antigua. who shifted gears from the Linden Bauxite Flyers Cycle Club to the recently-formed Team United Cycle Club, has been turning heads both in the National Park and on the roadways, whether it be in Berbice, Linden or even on the West Demerara.

For 2013, Hinds placed in 29 of the races he entered, chalking up three top podium spots, nine second places, 10 thirds, four fourths, five fifths and two sixth-place positions, including a sixth place overall in the Ministry of Culture, Youth and Sport/

Ministry of Health ‘Ride For Life’ five-stage event.

For 2014, in which we are in the sixth month, he has already accumulated four first place finishes, while he has placed second, third and fourth on three occasions each, with the crème de la crème being his fifth place finish in the 32nd annual Independence three-stage road race held last month.

One week prior to the staging of the three-stage event, Hinds placed fourth behind Robin Persaud, Christopher Holder and Godfrey Pollydore in the Banks DIH/ Powerade 35-lap event held around the inner circuit of the National Park.

This was preceded by his top podium spot in the Banks DIH/PowerAde 50 miles cycle road race held in the West Demerara in April, backed by his fourth-place finish in the third leg of the Cheddi Jagan Memorial cycle road race in the Cinderella County of Essequibo.

Haniff claims Crown Mining golf tournament THE WEATHER may have been inclement, but the spirits of the 35 golfers, who teed-off in last Saturday’s inaugural Crown Mining Enterprise-sponsored golf tournament, were nothing but soaring as they relished the joy of winning and receiving one of the 10 trophies plus a 2-cart trolley and 2 top flite putters that were up for grabs.

At the end of it all, Fazil Haniff, aka ‘That’s it’ a player of some 15 years experience in competitive golf and a winner of first-to-third places more than ten times so far in his career, came out on top of the field of the tournament that was held at the Lusignan Golf Course (LGC).

Haniff who several years ago won a KFC-sponsored tournament carrying away three prizes in the process - Longest Drive, Nearest to the Pin and Overall Winner - indicated that he is determined to improve his golf play and will try to produce even better scores than his gross game-winning 79 which, with his handicap of 12, earned him a net 67.

As it relates to DeNobrega, in 2013 he rode off with three firsts and the same number of second-place finishes, backed by six thirds, five fourths and four fifth- and sixth-placed finishes, along with a seventh place in the five-stage event.

DeNobrega’s ‘OUNCE OF GOLD’ One of DeNobrega’s top podium spots for last year included the second annual Kadir Mohammed Memorial 80 miles cycle road race that had an ounce of gold or its equivalent in cash, up for grabs - an event he took from a star-studded field that included Hinds and all of the cyclists selected for the Commonwealth Games, with the exception of Fraser-Green and Savory.

For his achievements both locally and internationally, DeNobrega was nominated for and claimed jointly the Junior Sportsman-of-the-Year award for 2012, following his exploits at the Junior Caribbean Cycling Championships.

Also during last year’s Inter-Guiana Games (IGG) cycling event, it was DeNobrega who defied orders from his former team, Team Coco’s (Guyana) and grabbed the opportunity to represent the Golden Arrowhead foremost,

for which he suffered a penalty, one he refused to accept, and was removed from the team.

For this year, while he is yet to cop a top podium spot, he has secured second place four times, backed by one third and five sixth-place finishes, complemented by his win in last month’s final stage of the threestage cycle road race, a strong testament of his willpower, grit, stamina and determination.

PERFORMANCES I am not making a plea for both Hinds and DeNobrega to be placed on the Commonwealth Games team based on sympathy, but rather on performance.

When I used the website www.google.com and tried to get something on Savory, they just have his feats recorded during 2011, which to my mind was irrelevant since I used 2013 records to say why both Hinds and DeNobrega needed to be on the Commonwealth Games team.

And though some persons may tend to differ with my view about DeNobrega, then what about Warren ‘40’ McKay, Raymond ‘Steely’ Newton, Robin Persaud, Hamza Eastman and even Godfrey Pollydore, who all deserve the opportunity that is being given to Savory, since local cycling pundits will agree that the feats of those cyclists are second to none in comparison to Savory.

The upcoming XX Commonwealth Games is billed for July 23 to August 3 with 261 events in 17 disciplines and I do hope the GCF can make the necessary arrangements and have the team change, replacing Savory with either Hinds, DeNobrega or one of the five mentioned above.

James helps Miami square NBA finals The respective winners of the recent Crown Mining Enterprisesponsored golf tournament contested at the Lusignan Golf Course. while third place went to this year’s Guyana Open champion, young Arvinda Kishore, aka ‘Ganguly’ with a gross of 72 and net of 68 (from a handicap of 4), whose gross won him the Best Gross prize.

He also won the Longest Drive prize, just tipping female winner Shanella Webster who, until Kishore’s last hole play, was leading as the Longest Drive golfer for the day. Brian Hackett, who grossed 91 and net 69 from a handicap 26, finished fourth.

she grossed 99, producing a net 72 from a handicap 27, followed her first place finish in this year’s Guyana Open Championships, after she burst on the scene two years ago and claimed last year’s Suriname Open, with Joan Deo occupying second place with a gross 95, producing a net 73 from a handicap 22.

Plummer reappointed head of NSC Board THE Ministry of Culture, Youth and Sport would like to inform the public that as of March 1, 2014 the National Sports Commission’s Board has been reappointed, after the term life of the previous Board came to an end in February 2014.

The current Board members include Chairman Conrad Plummer and the Ex-Officio Member in the Director of Sport, Neil Kumar. 14th annual P&P Insurance Brokers cycle programme on Saturday THE 14th edition of the P&P Insurance Brokers and Consultants Limited 11-race cycle programme will be staged on Saturday around the inner circuit of the National Park beginning at 09:00hrs.

The event, which is being organised by national cycle coach Hassan Mohamed, will see schoolboys and novices battle for top honours in the feature 35-lap race which is expected to be a thriller, especially in the absence of the in-form Alanzo Greaves and Geron Williams who are both in the United States of America, training and competing.

The juveniles will contest a 10-lap race for which Jevan Crawford is the defending champ;ion. He will have a stern test from DeNobrega who is also a juvenile as well as Berbice’s Neil Reece.

Crawford’s time for the event last year is 23 minutes .07 seconds.

Niles who won the fivelap race for veterans under 50 years of age last year is expected to face stiff competition from Blackman, Fernandes, Newton and Lovell who are all in good form at the moment.

Woeful Windies face tall order after NZ hammering

… James Neesham becomes Kiwis second centurion KINGSTON, Jamaica (CMC) – West Indies were left facing a difficult task, after New Zealand made a mockery of their impotent attack to post a massive total and take command of the opening Test at Sabina Park here yesterday.

Neesham slammed his second Test century, a composed 107, joining Kane Williamson as century-makers in the innings – after the right-hander added eight to his overnight 105 – as New Zealand piled up 508 for seven declared.

Left with nine overs to negotiate, West Indies found the safe harbour of the close at 19 without loss, still 489 runs in arrears heading into today’s third day.

Kieran Powell was unbeaten on 11 while Chris Gayle, playing in his 100th Test, was not out on eight.

The day could have finished much different for the hosts, however, had Peter Fulton snared a regulation catch at second slip off Powell in the fourth over, after the left-hander sparred at one from seamer Tim Southee when eight, with the score on 12.

No such luck followed the Windies in the field as they were powerless to stop Neesham and Watling as the pair piled up 201 for the sixth wicket, a partnership that strangled the docile Caribbean side and turned the game in New Zealand’s favour.

Neesham became only the eighth batsman to score hundreds in each of his first two Tests, facing 171 balls in 216 minutes at the crease, and counting 11 fours and two sixes.

The knock followed up his unbeaten 137 against India in his debut Test in Wellington four months ago.

Wa t l i n g , m e a n w h i l e , missed out on his fourth Test century, striking seven fours and a six in an innings that lasted 228 minutes and consumed 204 deliveries.

Combative left-arm spinner Sulieman Benn was the best bowler, taking three for 142 from a marathon 52 overs while off-spinner Shane Shillingford finished with three for 145.

In fact, it was Benn who hauled the Windies back into contention, taking two of the three wickets to fall for 59 runs in the first session, as New Zealand stumbled briefly in the morning.

Resuming the day on 240 for two, the Black Caps made slow progress against the pace duo of Kemar Roach and Jerome Taylor, who maintained an accurate line to limit the flow of runs.

However, with no success forthcoming, captain Denesh Ramdin resorted to an all-spin attack after 45 minutes of play and it paid dividends almost immediately.

Benn accounted for Williamson and then captain Brendon McCullum for seven, while Shillingford claimed the other wicket to fall, that of Taylor, as the Black Caps lost three wickets for 20 runs in the space of 48 balls.

Taylor completed his 21st Test half-century on the stroke of the first hour when he turned Shillingford square for a single, but four overs later, lazily clipped an innocuous delivery from the same bowler to short mid-wicket where Kirk Edwards ran to his left to complete an easy catch.

Neesham and Watling then combined to snuff the life out the Windies attack, taking New Zealand to lunch at 299 for five, before buckling down afterwards to frustrate the hosts further.

The 23-year-old Neesham emerged from a cautious start to clear the straight boundaries with Shillingford in the same over to post the 350 for New Zealand, as he looked to accelerate.

He moved onto 48 by whipping Shillingford through mid-wicket for four just after the water break before reaching his fifty, 45 minutes before tea.

Running out of options, a

He moved into the 80s with a straight six off Shillingford but then holed out at deep midwicket off the same bowler, with the charge on for quick runs.

Team Guyana lauded for coming second in Guinness Caribbean Street Football TEAM Guyana came in for high praise for finishing second in the Guinness Caribbean Street Football Challenge played at the Jean Pierre Sports Complex in Trinidad and Tobago over the weekend.

The Guyanese were edged out 2-1 by hosts Trinidad and Tobago in the final, Saturday night, in a pulsating encounter.

Outdoor Events Manager of Banks DIH Limited Mortimer Stewart said the youthful team performed above expectation against the much seasoned Trinidad and Tobago side, during an appreciation visit to the head office of Banks DIH Limited, local bottlers of Guinness, on Monday.

Stewart, a former national footballer said the players have shown great potential and they should continue training as a unit for future competitions.

Communications Manager Troy Peters said there was a dubious call by the match official that resulted in the first goal scored by the Trinidadians but he congratulated the team for an outstanding showing in the eight-team regional tournament.

Peters said Banks DIH limited and the Guinness family are very elated at the team’s success.

Guyana’s only lost came in the final after they had beaten St Vincent and the Grenadines 2-1 in the semi-finals and also had wins against Dominica 3-1, St Lucia 1-0 and St Kitts 2-1. Antigua/Barbuda and Jamaica were the other competing teams The Guyanese secured the second place trophy and US$2 000 prize while Nickel Stoute placed third in the Skills competition to cap an outstanding weekend for the team.

Trinidad and Tobago retained their title and captured a top prize of US$4 000.

Queen Street/Tiger Bay were chosen to represent Guyana at the eight-nation regional tournament following their win in the Guinness Greatest of de Streets National final at Demerara Park two Sundays ago.

The team members were Alpha Fletchman (captain), Ezekiel Gravesande (vice-captain), Jeffrey Newton, James Meredith, Godfrey Powers, Stephen Alfred and Rensford Coleridge. Stoute was the Skills competition representative.

The team was accompanied by Wayne Griffith (referee) and Lee Baptiste, Guinness Brand Manager. The local contingent returned home Sunday evening.

President Ramotar commissions new basketball court at Ithaca

E picked up the molten brand basketball that was presented to him

by GABF president Nigel Hinds, one bounce and a smooth mid range jump shot that “swooshed” through the nets was all it took from President Donald Ramotar to commission the new basketball court in the West Coast Berbice village of Ithaca.

Flanked by Government officials – Parliamentary Secretary in the Ministry of Sports Steve Ninvalle and Presidential Adviser on Youth Empowerment Odinga Lumumba – President Ramotar spoke profoundly of the idea of the youths and other people from the village finally having a facility that would not only aid in their development of the game, but add to the growth of the sport in the area.

“I would like to see you care the facility and I would like to know that in our national team, from this facility, with hard practice and training, that we can have from this community, people to represent our country,” the Head of State said.

He further added, “Sports keeps you fit, and once you’re fit, it is also expected that you wouldn’t
