President, AG update Florida-based Guyanese on current developments at home PRESIDENT Donald Ramotar and Attorney General and Minister of Legal Affairs, Anil Nandlall, Tuesday evening met with a large number of Guyanese living in Florida, United States of America.

At the meeting at the City Hall in Miramar, President Ramotar spoke of the significant transformation Guyana's economy underwent over the past two decades, moving from a state of impoverishment and hopelessness to eight years of consecutive economic growth, leading the country to move from a Highly-Indebted Poor Country (HIPC) to a Lower Middle-Income Developing Country.

Progressive Party /Civic (PPP/C) Governments have made in ensuring that Guyana becomes economically prosperous.

He spoke of Government’s decision to undertake several projects, including the Cheddi Jagan International Airport (CJIA) Expansion Project, which he singled out as a critical investment if Guyana is serious about developing its tourism product, and becoming a travel hub.

The President also spoke of the need for cheap and reliable energy to Guyanese, pointing to relentless efforts to unleash the country’s hydropower potential.

He highlighted the Opposition’s position denying the project, but reaffirmed his Government’s commitment

to its realisation.

The Head of State noted too ongoing efforts of his Government to realise other transformational projects, including the Specialty Hospital, paving of the Linden to Lethem Highway, and a deep water port, among others.

Speaking on the social side of Guyana’s development, President Ramotar highlighted the interventions his Government has made to encourage children to attend school; to better the lives of pensioners, and to strengthen the health, housing and other sectors.

Turning his attention to the strong anti-development stand taken by the Opposition, President Ramotar explained that the Opposition appears to be going against what is good for Guyana, so

as to make the Government look bad, hence handing them (the Opposition) a political edge.

Making reference to the internationally approved Anti-Money Laundering Bill, the Head of State said that the bill will have all

implemented so that pressure could be brought to bear on those engaged in substandard work.

He also spoke of the Opposition’s two-mouthed approach to the issue of corruption, which he said is pure politicking.

The fact that Government only maintains a “no-objection” right with regard to contracts to ensure accountability shows that the Government is in favour of transparency.

Meanwhile Minister Nandlall, spoke of Guyana’s success over the past decade on the economic and social fronts.

“Our focus has been in the social sector of our country, because we recognise that to develop our country, we have to develop our human potential,” he said, and pointed to ongoing public/ private partnerships to realise

Opportunities for youth in agriculture underscored at GSA’s open day

The testing and use of new technologies to advance the operations of the agriculture sector are already underway, according to Dr. Ramsammy.

He pointed to the testing of bio-fertilisers as one example of the use of this technology, amid other efforts by the GSA, the Guyana Livestock Development Authority (GLDA) and the National Agricultural Research and Extension Institute (NAREI).

agriculture sector, that will be an even more important pillar of the local economy, than it is now.

To this end, Guyana’s Vision for Agriculture 2020 seeks to change the view that agriculture is for subsistence livelihoods, while it also seeks to promote agriculture as a wealth generator and entrepreneurial enterprise, producing food and nonfood commodities to meet local and export demands – a vision that represents many opportunities.

The Agriculture Strategy 2013-2020 is based on the F-5 Strategic Approach for Agriculture. The F-5 Strategic Approach is as follows: * Food Security – Consolidating the End of Hunger in Guyana, ensuring everyone has enough food in every community; * Fibre and Nutritious Food Accessible by citizens – Nutrition Security for All; * Fuel Production - helping to develop alternative fuel sources, reducing dependen-

cy on fossil fuel and creating a Bio-Energy Industry in Guyana; * Fashion and Health Products – An Agro-Processing industry which creates a new industry in Guyana; and * Furniture and Craft – An industry which we expect to grow in importance in Guyana.

Guyana, the minister said, has recorded successes that the nation can be proud of. “We have come a long way…there is still a long road ahead, but we should all feel a sense of pride,” he said.

CHALLENGES AND SUCCESSES According to him, family farming is the foundation on which Guyana’s agriculture sector was built, adding that the successes of the agriculture sector has been the result of small farmers’ investments on family farms.

“This year we aim to raise the profile on family farming and the role of small farmers as they have been playing a significant

role in the development of Agriculture in Guyana; and for Agriculture Month 2014, we will celebrate their accomplishments,” he said.

The Agriculture Minister, despite the sector’s success, however, acknowledged that there are challenges, including climate change and the increasingly problematic anti-microbial resistance in the sector.

As such, he reiterated the sector’s focus on sustainability, via the replacement of unsustainable practices with initiatives that will ensure the sustained success of the sector.

Dr. Ramsammy also pointed to Guyana’s large food- import bill, which he says is an area that represents an opportunity for local farmers, since they can supply the demand for imported foods, which include carrots and corn.

Experts question two-day delay in admitting Texas Ebola patient (Reuters) - THE first patient to be diagnosed with Ebola in a U.S. hospital was evaluated initially and turned away, a critical missed opportunity that could result in others being exposed to the deadly virus infectious disease experts said.

On the patient’s first visit to Texas Health Presbyterian Hospital in Dallas last Friday, he walked into the hospital presenting “non-specific symptoms” and was sent home with a prescription for antibiotics, Dr. Edward Goodman, an infectious disease specialist at the hospital, told a news conference on Tuesday.

On the second visit two days later, the patient, who has not been identified, arrived by ambulance, potentially putting at risk the emergency responders who transported the patient that

For months, the U.S. Centers for Disease Control and Prevention (CDC) have been warning American hospitals that Ebola was just a plane ride away. The CDC has urged hospital emergency department staff to ask patients whether they have recently traveled to Liberia, Sierra Leone or Guinea, the three countries hardest hit by the worst Ebola outbreak on record.

At least 3,091 people have died from Ebola since the West African outbreak was first reported in a remote forest region of Guinea in March.

It was only on that second visit on Sunday, however, that the hospital learned that the patient had recently arrived in the United States from Liberia and admitted him to

an isolation unit.

Dr. Goodman said the hospital is reviewing what they might have missed on the patient’s initial visit. “Our staff is thoroughly trained on infectious disease protocols.

We have been meeting literally for weeks in anticipation of such an event,” he said.

In the early stages of infection, Ebola resembles many other viral illnesses, causing headache, fever, fatigue, muscle pain and sore throat, which is why health experts stress the need to ask about travel histories.

The two-day lag “is a critical point,” said infectious

disease expert Dr. Michael Osterholm of the University of Minnesota. “It is going to be very important to go back and look at this and ask basic questions about what happened and could it have been handled differently” so the patient was not in the community and at home for two days while he was contagious.

If he appeared to have Ebola-like symptoms, asking about travel history should have been a tipoff to test for that disease, Osterholm said.

“Once someone hits a healthcare setting, asking about travel history should be a standard question today,” he said.

CDC Director Dr. Thomas Frieden said in a news conference that it is possible some people who came in contact with the man could become infected with Ebola, but it probably would only be a handful of people, mostly

family members.

Osterholm was also struck by the fact that the man was apparently not a healthcare worker caring for Ebola patients in West Africa, as were five other patients exposed to the disease there and were airlifted back to the United States for treatment.

That raises questions about how the Texas patient contracted the disease.

“In any kind of emergency you wish things could have gone a little bit quicker,” said Gerald Parker, vice president for Public Health Preparedness and Response at Texas A&M Health Science Center, referring to the two-day lag between when the patient sought treatment and when he was admitted to the hospital. “But I still give the hospital, state and federal officials high marks in this regard.”

Central Bank wants Henry Kissinger ‘considered Cuba interest rates rise air strikes’ in 1976 (BBC News) U.S. Secretary of State Henry Kissinger drew up plans to “smash Cuba” with air strikes nearly 40 years ago, government papers obtained by researchers show.

He was angered by Cuba’s 1976 military intervention in Angola and was considering retaliation if Cuban forces were deployed elsewhere in Africa.

The information comes from documents declassified at the request of the National Security Archive.

They show that Mr Kissinger was eager for the US to stand up to Cuba.

The documents from the Gerald R Ford Presidential Library show that US officials devised plans to attack ports and military installations in Cuba in addition to measures ordered by Mr Kissinger to deploy Marine battalions based at the U.S. Navy base at Guantanamo Bay

(Trinidad Guardian) THE Central Bank would like to see interest rates rise gradually, Governor Jwala Rambarran told reporters after addressing an event hosted by the Financial Services Ombudsman Tuesday at the Hyatt Regency.

He said the increase in the bank’s repo rate, the first in four years, by 25 basis points, signals that the regulator would like to see interest rates rise, but gradually.

The government documents are published in Back Channel to Cuba, a new book by American University professor William M LeoGrande and the director of the National Security Archive’s Cuba Documentation Project, Peter Kornbluh.

Mr Kornbluh told the New York Times that Mr Kissinger was angered by what he felt was the decision by then Cuban President Fidel Castro to pursue his own foreign policy agenda in Africa rather than normalise relations with the United

States.

The newspaper reports that Mr Kissinger has refused to comment on its story.

Mr Kissinger, secretary of state from 1973-77, initially supported underground efforts to improve relations with Cuba.

IRO head: Respect gay rights ( Tr i n i d a d G u a r d i a n ) HEAD of the Inter-Religious Organisation (IRO) Brother Harrypersad Maharaj says while the issue of gay rights and same-sex marriages is a “very big sensitive issue,” respect must be paid to individuals regardless of their personal choices.

He was referring to statements by Prime Minister Kamla Persad-Bissessar, in New York last week Thursday, that T&T remained

divided on the issue of removing anti-gay laws; that a referendum may be needed to determine how the population felt about such laws being removed; and that the citizens, rather than Government, should be the ones to decide. In a telephone interview, Maharaj pointed to changing trends in the world.

Adding that it was important not to discriminate against anyone choosing to enter into such relationships, Maharaj said:

“While I don’t support gay marriages, at the same time, these people have made a choice and although it is against my personal choice, they should not be discriminated against.” Highlighting the hijra caste in India and other countries where transgender communities were continually growing, Maharaj said it might only be a matter of time before this too was observed in T&T.

‘Police officers can’t have tattoos’ Recruitment drive ongoing (Trinidad Express) IF you have a noticeable tattoo and you are thinking of joining the Police Service, forget about it.

Scores of men and women hoping to be recruits of the Trinidad and Tobago Police Service were turned away from registering to be police officers in San Fernando Tuesday because they had tattoos.

“That is our rule. No tattoos, no insignias,” said secretary of the Police Service Social and Welfare Division Michael Seales.

Hundreds of men and women turned out for the recruitment exercise in Skinner Park, but many were turned away as a result of the tattoos, because they did not wear the required attire, did not meet the educational requirements, and because of their height.

On the issue of why tattoos were not acceptable for the Police Service, Seales said: “The explanation is that rule was there from time immemorial, so it is believed that persons who display those have a question of indiscipline. So in terms of uniformity, which is our stickler, that would have generated that rule. No one policeman or policewoman should look different from the other, and tattoos would make people look different,” said Seales.

“It is a rule that we inherited, and would probably be the belief at that time (when the rules were made).

“Long time it was only badjohns that had tattoos.”

Seales agreed tattoos may now be seen as “fashionable,” but countered “the Police Service is not a fashionable place.”

Regarding the height requirement of 167 centimetres (five feet, five inches), Seales said it was not that shorter people could not also detect crimes, but training procedures for the Police Service made a certain height necessary.

“We are not saying that they (shorter people) cannot (detect crimes), but because of the training requirements, for example self-defence.

Addressing problems at the grassroot THE CITIZENS of the land at grassroot level are feeling, rightly or wrongly, that their concerns have no priority at governmental structures, and it is incumbent on every senior Government functionary to embark on a dynamic thrust to re-affirm the administration’s commitment to solidifying its base support, because that is where the strength of political parties lies. If the party in Government ignores this reality, then it does so at its own peril, because grassroot support is the foundation and the backbone of the Party in Government.

It is no secret that the PPP/C, upon accession to Government, inherited a destroyed country, a demoralised citizenry, demolished credit ratings because of massive debts – internal and external, and a subterranean economy: But through Herculean efforts and prudent management of the nation’s fiscal, Guyana’s socio-economic landscape – within the relatively short time-span of approximately two decades, has been elevated to internationally-acknowledged status as a middle-class economy, poised on the brink of even greater developmental dynamics; despite the major

inhibitors such as climate change that detrimentally affect this nation’s agricultural sector; external socio-economic synergies that impact small economies in negative ways; a perennially doom-threatening Opposition cabal that acts in ways inimical to national development; among others.

But while the macro factors of development are being addressed, the micro dynamics should also be addressed as an imperative to a holistic approach to development with a human face – which is the premise on which Father of the Nation, Dr. Cheddi Jagan, premised his struggles on this nation’s behalf.

So the support to even – especially, the weakest linkages in this nation’s social structure should be a vital consideration in the formulation of job and wealth-creational strategies; and it is imperative that leaders interact with them and make themselves accessible to them in their times of difficulty, because this is the only way trust and respect can be developed; with the objective of discouraging a landscape whereby the opportunists and propagators of anti-national schemes could infiltrate and instigate communities to destructive actions with their false

promises and grandiose, impractical “solutions”.

The educational quotient in outreach programmes should not be minimised, because knowledge provides armour against the pathological liars who are glib with their tongues and promises, so Government needs to let the citizens know the truth - if it can help, when it can help, how it can help, what are the dynamics and the implications involved; and yes, keep the promises that are made to individuals and communities.

If Government cannot provide immediate solutions, then it is incumbent on leaders to let the citizens know, and why, so that understanding and tolerance can re-build trust in the areas where the infiltrators have weakened with their misrepresentations and lies, even in areas where Government itself has lapsed.

Providing security for our nation must be approached holistically, because security encompasses many spheres.

Crime and its related ills have been impacting our national image for too long and our security forces need a re-invigorated approach to crime-fighting, with fighting being the operative word. The scourge

of illicit drug usage is accelerating, especially in the ranks of our young people, and the security forces need to develop strong community linkages so that the dealers can be identified, isolated, and prosecuted.

In many instances the desperation for the next “fix’ drives persons to commit heinous crimes, leaving many casualties, so an integrated approach by the providers of social services, the Government, the schools, the communities – in religion-driven and social exercises, and the security forces is needed for any effective leverage to prevail against this scourge.

Healthcare provision needs bolstering in ways that could restore public trust in the systems. There have been many instances where allegations have been made about lack of sympathetic medical interventions, so the Government can provide the physical facilities, but if the human and humane components are missing, then our healthcare systems cannot provide optimum service to our people.

Food security is a factor that has been addressed by the Agriculture Ministry’s aggressive “Grow More Food” campaign and The Jagdeo Initiative, as well

as a dynamic approach to resolution of drainage and irrigation problems.

Former President Jagdeo dealt quite competently with the issue of the EU-driven EPA, but the external threats within the global dynamic, and this includes the anomalies of climate change and the rising fuel prices – among other issues, are threatening the quality of survival of developing nation states, and we, despite our wealth of resources, are indisputably one of the poorer of the developing nations, because we are only now emerging from the quagmire that the PNC Government left this nation in.

The sad truth is that our economic security is compromised because of the reality of divisive politics that is impeding development strategies initiated by our Government.

Government needs to circumvent this because we, as a nation, have learnt, painfully, that we cannot appeal to the conscience, nor the patriotism of those who create blueprints for disunity, mayhem, and murder in this nation of ours, so we need to strategise and circumnavigate in ways

that can restore this nation to a unified force, striving together to create of this country a land of Peace, Prosperity, and Plenty.

Acceleration of development is only possible when the human element can be motivated to join forces in developmental strategies. This is the vital factor and the primary component that can drive our country into achieving the MDG’s. Government has put in train mechanisms that seek to involve all stakeholders in decision-making processes. However, Government also has to constantly contend with those who seek high office through the backdoor, and who use nefarious leverages, whatever the cost to the nation, to derail the initiatives put in place to take this nation forward.

That is why outreach programmes are imperative; because there is need to reiterate that it is only when the grassroots people are involved in the strategies formulated to initiate and accelerate developmental imperatives can this nation achieve its optimum growth potential.

An interception warrant must, among other things, specify the persons whose communications is to be intercepted, the identity of the agency authorised to intercept the communications, the persons to whom the intercepted communications may be disclosed, and the

arrangements to be made to ensure the confidentiality of the intercepted communications.

This is all public information and the public is encouraged to read the Interception of Communications Act of 2008. Although the Act was assented to, to date GT&T has not been asked to acquire equipment which facilitates the interception of IP traffic including electronic mail. Glenn, where is your accountability?

I VIEW with great consternation the current escapades that are taking place within the media between publisher of Kaieteur News, Mr. Glenn Lall and Head of the Guyana Revenue Authority (GRA), Mr. Khursid Sattaur.

It would seem to me that Mr. Lall who was caught with his pants down when the re-migrant duty free concession scam was exposed, now wants an attempt to save face and throw a smoke screen around the culpability of the actions he committed.

He blames Mr. Sattaur and makes it look like he is on a “witch hunt” to take down Kaieteur News.

Mr. Lall’s proof which he claims show that the GRA head is after him, is a purported email exchange which he apparently solicited and fabricated for publication in his paper be-

tween Mr. Sattaur and Former President, Dr. Bharrat Jagdeo. It was also copied to the Attorney General, Mr. Anil Nandlall.

The email I understand makes no reference to Kaieteur News whatsoever yet Mr. Lall deduced that because it dealt with information of other media houses to which he is not affiliated, it was a direct indication and evidence that somehow Mr. Sattaur was after him.

Lall then had the audacity to say that he will be sending the purported emails to the Diplomatic community such as the United States embassy.

I recall that the Attorney General has since said in the media that he welcomes such a move, his justification for it was that the U.S. would be the right persons, since they take matters of the invasion of privacy, fab-

rication and interference with emails very seriously.

The AG then made reference to the WikiLeaks scandal and the seriousness which

that the actions that he committed with the email exchanges are a gross violation of one’s privacy. His actions are more disreputable

Earlier this week, Opposition Members of Parliament from both the Alliance For Change (AFC) and A Partnership For National Unity (APNU) along with the private sector spoke out in the Chronicle Newspaper against this dastardly act committed by Kaieteur News, stating that the privacy of communication must be protected, while calling for the requisite legislation to be put in place so that these acts become illegal as is the case in other countries.

The Kaieteur News publisher is misusing the instrument of Freedom of Expression to try and extricate himself from the criminality of which he was exposed not once, not twice but three times on record.

He doesn’t want the readers out there to know that he is the total opposite of what he professes himself

to be, the champion of accountability and corruption.

I t h i n k M r. S a t t a u r should continue with his work unabated and not be deterred by the attempts of a publisher who is misusing the fourth estate to justify his illegal actions. I support the GRA in implementing a full audit of Kaieteur News.

The questions that readers out there should have in the back of their minds, is why is it the Kaieteur News publisher who preaches every day about accountability and corruption is unwilling to facilitate such an investigation by GRA? Why is he making all kinds of preemptive excuses to make sure it doesn’t happen?

How does the adage go again, “Do as I say and not as I do?” What are you trying to avoid Mr. Lall?

During the meeting (on Monday), Agriculture Minister, Dr. Leslie Ramsammy, in relation to complains of low prices being paid to farmers for paddy by some millers, announced that based on the Rice Factories Act, GRDB will proceed to audit the books of rice millers.

Such a move by the GRDB will bring closure to the perception that millers are not making huge profits.

This move didn’t go down well with some millers including Mr. Doerga who interjected.

During the discussion, the allocation of quotas for the Venezuela market was also addressed. It was pointed out that this quota allocation was discussed with the Millers Association on several occasions.

Mr. Doerga then refuted that claim that a Millers Association exist even after several of his colleague millers clarified that they are indeed a part of the Millers

Association who meet often.

A comment was also made by an official of the GRDB adding weight that the Association does exist.

Mr Doerga then accused the official of being in partnership with the Association and involved in bias distribution of quota with the Millers Association.

Mr. Doerga was then asked to issue an apology for the misleading statement of which he refused and continued to behave in a disorderly manner.

He was then asked to leave the meeting after he became very confrontational and threw papers (which are believed to be emails) in the face of the Minister.

After repeated request from several millers including Nazeemul Hakh of Golden Fleece Rice Investment, Mr. Doerga left the meeting but not before threatening to go to the Opposition.

At yesterday, Press Conference, Mr. Doerga was quoted as saying that the Rice

Industry is in dire need of help as it remains in a crisis.

The Ministry of Agriculture would like to state that while there are challenges; works are moving apace to overcome them.

However, while Mr. Doerga is of the view that the industry is in trouble, the Rice Sector for the first time in Guyana’s history recorded in excess of 500,000 tonnes of rice. This year, GRDB is moving to exceed this production target.

In 2013, GRDB exported approximately 400,000 tonnes of rice and this year based on exports done thus far and current contracts, the industry is set to export

500,000 tonnes.

The success of the Rice Industry is always based on the sectors ability to export to new markets such as Panama, Nicaragua, Belize and increase sales to traditional markets such as Haiti, Venezuela, EU, and CARCIOM. The Ministry of Agriculture strongly condemns the derogatory manner displayed by Mr. Doerga and hopes such incident becomes an isolated one as the Ministry continues to work with farmers and millers to ensure the success of the industry.

AFC signals ‘historic move’ on October 16 - with regard to ‘no confidence’ motion

OCTOBER 16, although not confirmed, seems to be the date for a “historic move” on the Alliance For Change (AFC) sponsored no-confidence motion, according to the party’s General-Secretary, Mr. David Patterson.

In a statement on the AFC’s page, hosted on the popular social media site, Facebook, he said, “The end is near!! Just came out of a meeting with APNU – and they have GUARANTEED support for the AFC No Confidence Motion when Parliament reconvenes next week!! Mark this date October 16, 2014 – History shall be made!”

Patterson’s comment follows a meeting between the AFC and the main Opposition party, A Partnership for National Unity (APNU), to discuss the motion, yesterday.

Leader of the AFC, Mr. Khemraj Ramjattan, up to press time, was unavailable to comment on the indicated date of October 16.

Both parties have agreed that the no confidence motion should take precedence over all other matters on the parliamentary agenda when the National Assembly re-convenes after October 10, when the House’s recess ends.

The first page of the no-confidence motion reads: “Be it resolved that this National Assembly has no confidence in the Government.” It was seconded by AFC Executive Member and Member of Parliament (MP) Mrs. Cathy Hughes.

In mid-June, the party’s Vice-Chairman Mr. Moses Nagamootoo hinted at the possibility of the motion. He did so by way of an article published in the Stabroek News and headlined, “AFC considering no-confidence motion against Gov’t.” He, however, acknowledged that to do so would require the

support of the main Opposition, A Partnership for National Unity (APNU).

The AFC’s position was strengthened on Tuesday, August 5, when APNU Leader Brigadier (rtd.) David Granger publicly confirmed that his party was fully behind the no confidence motion.

As stated in Section 106 (6) of the Constitution: “The Cabinet and President shall resign if the Government is defeated by the vote of the majority of all Members of the National Assembly on a vote of confidence.”

This is made even clearer in Section 106 (7), which states: “Notwithstanding its defeat, the Government shall remain in office, and shall hold an election within three months or such longer period as the National Assembly shall, by resolution supported by no less than two-thirds of all elected members of the National Assembly, (approve); and shall resign after a new President takes the oath of office following the election.”

“There are opportunities,” he stressed.

On this note, the minister underscored the need for youth to get on board and involved with a sector, which has a promising future.

“Agriculture month is a chance to set the stage to consolidate our gains and make greater advances,” he said.

Also addressing the gathering were Chief Executive Officer (CEO) of GSA, Mr. Brian Greenidge, who pointed to the need for greater involvement of youths in the agriculture sector, a move that will reduce the average age of Guyana’s farmers.

The School’s Dean of Academic Affairs, Mr. Oscar Glasgow, also delivered remarks, urging youths to take the opportunity of GSA’s open day to enlighten themselves on the many possible careers they could have in the sector.

Managing Director of the Guyana Marketing Corporation, Mr. Nizam Hassan, also made a presentation on the current agricultural policies and the role of youth in the development of agriculture in Guyana – a further encouragement for youth involvement.

After the presentation, the students reviewed an interesting exhibition, which was a highlight of the open-day.

This month’s activities are being held under the theme: “Enhancing agriculture through family farming and the use of sustainable technologies.”

LITTLE PROGRESS FROM CARICOM FOREIGN MINISTERS NY MEETING

*(The following commentary was published in yesterday’s Barbados Midweek Nation): NO OFFICIAL STATEMENT was released up to the time of writing on last week’s special consultation of CARICOM Foreign Ministers at United Nations headquarters in New York (on September 25).

They were scheduled to review various challenges and problems facing this Region that require collective resolution during and beyond the current session of the UN General Assembly.

Their meeting was preceded by a two-day "Climate Change Summit" arranged

by UN Secretary General, Ban-Ki-Moon against the backdrop of the recent Small Islands States (SIDS) Conference in Samoa.

Of course, there were selective reportings of statements by some leaders of

governments which, not surprisingly, avoided referencing any outstanding matters of importance. For instance, the issue of widening tension between CARICOM and The Dominican Republic (DR) resulting from that country’s controversial new naturalization laws that discriminate against thousands of immigrants of Haitian origin.

In addressing, at separate and collective meetings, this burden facing immigrants of Haitian origin, CARICOM Foreign Ministers and Heads of Governments had decided against “doing business as usual” with the DR until it remedies the problem of effecting relevant changes in its new naturalisation laws deemed by opponents to be a racist-based affront to basic human rights.

Legal opinion The problem is that, for all the official rhetoric and militant posturings, there seems to be no relevant

guidelines on precisely how to effectively implement C A R I C O M ’s “ n o - b u s i ness-as-usual” stand. True, the Community’s leaders declared at their summit this past July in Antigua, to also seek a legal opinion from the Inter-American Human Rights Court (not its Commission, as wrongly stated in last week’s column).

The question is whether any official initiative has been taken by the CARICOM Secretariat or the CARICOM Bureau--- (the latter functions as a management committee between Heads of Government meetings)---with a view to securing this legal opinion from the hemispheric human rights court? If not, why not?

After all, CARICOM Governments and the Georgetown-based Community Secretariat, would be aware that a number of Community partner states and the DR have been strengthening their

trade links. They must now also contend with new initiatives by regional airline LIAT to improve business relations with the DR. The cynics may be laughing. Except that this is no laughing matter. The detractors of CARICOM should also objectively consider that even before the criticisms from either the Inter-American Commission on Human Rights (IACHR) or the Robert Kennedy Centre for Justice and Human Rights against the DR naturalization laws were publicly made known, the 15-member Community had taken the initiative to directly engage the DR’s Government on their serious reservations over the controversial provisions in the naturalisation laws.

Candidates Well, it so happens that the Foreign Ministers failure to address the ‘no-businessas-usual” controversy with

the DR also affected other urgent matters requiring their collective decision.

These include that CARICOM Heads of Government and their Foreign Ministers come to grips, hopefully soon, on two other foreign policy matters: One involves the choice of a suitable candidate as new Secretary General of the 54-member Commonwealth; the other for the candidature of new Secretary General of the 79-member African Caribbean and Pacific (ACP group of nations.

When I last checked, there were a trio of recommended candidates from within CARICOM for interview as new Secretary General of the ACP. They are reported to be nationals of Jamaica, Guyana and Trinidad and Tobago.

In the case of the post of Commonwealth Secretary General, it appears that the Government in Port-of-Spain may have overlooked the implications of seeking this

office while a national of that country is currently serving as Deputy Secretary General of the Commonwealth.

Among the contenders also for the post of Commonwealth Secretary General is a current Member of the UK Parliament and former cabinet minister, Baroness Patricia Scotland. She was born in Dominica and grew up in the UK. The Baronness is now being actively supported by the Government of Prime Minister, Roosevelt Skerritt, who unsuccessfully sought to have her meet with CARICOM Foreign Ministers at what turned out to be a truncated scheduled one-day special consultation on pressing regional issues at UN headquarters last Thursday. The third known contender for the post of Commonwealth Secretary General is a national of Antigua and Barbuda. (Rickey Singh is a noted Caribbean journalist).

ASL offers helicopter tour of the city

AIR Services Limited (ASL) was pleased to host Mr. Indranauth Haralsingh, Executive Director of the Guyana Tourism Authority (GTA) and four of the GTA staff on a familiarisation tour yesterday.

When told about ASL’s helicopter tour, Mr. Haralsingh said, “This is an excellent opportunity for those who have never stepped into an aircraft, much less a helicopter. The tour offers passengers not only a spectacular aerial view of the city, but also the chance to witness the transformation of our beautiful city from the air, first-hand.”

The ASL helipad for GuyExpo is located at the northern car park at Sophia, and is demarcated with ASL banners. Two ASL helicopters will be offering tours daily from 13:00hrs to 17:30hrs tomorrow, and from 12.00hrs to 17.30hrs on Saturday and Sunday. Tours have to be completed by 17:30hrs each day in order for the helicopters to return to Ogle Airport before sunset.

Each helicopter can accommodate six passengers who will be taken on a ten minute tour of the city, offering a bird’s eye-view of the new and emerging city of Georgetown. The route will include South Ruimveldt, the Demerara Harbour Bridge, businesses along the Demerara River, the Mariott Hotel, the Pegasus and Ocean View Hotels, CARICOM Secretariat, the International Convention Centre and Beepat’s Mall before returning to Sophia.

Tickets are $9,000 per passenger, and ASL is encouraging everyone to purchase tickets early in order to avoid the rush.

Link with industry critical to education, training for sustainable development Early development of TVET education in secondary schools sows the seeds of interest in areas of TVET at an early age—Minister Manickchand MINISTRY of Education and Council for Technical Vocational Education and Training (CTVET), in collaboration with the CARICOM Education for Employment (C-EFE) hosted a forum for industry leaders and educators to examine Guyana industry linkages, with specific focus on “Workforce Development: The Critical Importance of TVET in Secondary Schools”.

Education Minister, Priya Manickchand, in her feature address, said that the forum could not have come at a better time, as the ministry is currently witnessing the highest number of students ever to be enrolled in TVET institutions across Guyana.

“The Ministry has commenced laying the solid foundation for the delivery of a higher quality TVET education to students, with the establishment of Secondary Competency Certificate Programmes in Secondary Schools across the country, as well as, Competency Based Education and Training (CBET) offered in all TVET institutions in Guyana,” the Minister added. She said that with these measures in place and in the near future, TVET education in Guyana is poised to receive certification from the Caribbean Examinations Council (CXC), in the form of the Caribbean Vocation Qualification (CVQ).

The Government, through the Ministry of Education, within the last 10 years, has done considerable work to bring

TVET: This plan is deemed the first of its kind in the Caribbean and forms a component of the Ministry of Education 20132018 Strategic Plan; The re-tooling and equipping of existing TVET Institutions has been given priority attention since 2006 to ensure that the Institutions meet the requirements of the CVQ; Development and implementation of programmes for training and development of TVET staff (Professional Staff Training and Development.

There has also been continued expansion of TVET across Guyana, with the construction of TVET Centres in Regions 2, 3, 4, 5, and 6. The ministry also plans to build a TVET Centre in Region 9.

The ministry’s focus on workplace development speaks to its commitment to Guyana’s human development. Minister Manickchand said, “A country with skilled human capital is an economy that shows significant growth potential.” She added that TVET is one of the most effective means by which Guyana can develop the potential of its citizens’ and stated that

In Guyana, C-EFE works with CTVET, Linden Technical Institute (LTI) and Guyana Technical Institute (GTI) to strengthen the delivery of skills development programmes.

LTI, in partnership with their Canadian partner College of the North Atlantic, is developing a heavy-duty equipment mechanics programme. GTI is renewing an automotive electronics programme with its Canadian partner, Durham College.

C-EFE works with LTI and GTI to create demand-driven skills training programmes that are linked to local industry needs.

The C-EFE is a $20M programme sponsored by Canada’s Department of Foreign Affairs, Trade and Development (DFATD), and implemented by Colleges and Institutes in Canada (CICan).

Beefed-up police security at GuyExpo

By Leroy Smith THE POLICE are sending a strong warning to persons that no violence and other lawlessness would be tolerated at the annual GuyExpo fair which commences today.

And so they have adopted several new approaches to dealing with the traffic, crowd and security concerns of exhibitors and visitors to the exhibition.

Yesterday “A” Division Commander, Clifton Hicken, Acting Deputy Commander, Wayne De Hearte and No.2 Sub Divisional Officer, Kalicharan Parshram visited the exhibition site ahead of today official opening of the fourday event.

Hicken told the Guyana Chronicle that patrons must lodge their firearms at the police outpost at the exhibition site. He said that persons will be profiled before entering the facility as part of an accountability method.

In addition, the police in “A” Division will be collaborating with the ranks in “C” Division as they man check points along Dennis Street monitoring the traffic and pedestrians. They will be policing the GuyExpo facility and its surroundings with the use of off-road vehicles, ranks on motorcycles and on foot, as well as with roving patrols through the streets in the Campbellville area, to ensure persons walking or driving to the facility are not menaced by persons with criminal intent.

Reforms a must for NIS to remain -scheme relevantDr. Luncheon celebrates 45th anniversary

DR. ROGER LUNCHEON has called on workers of the National Insurance Scheme (NIS) to recommit to providing services of an impeccable standard to the people whom they serve, and to execute their duties in such a way so as not to expose the institution to criticisms and ridicule. He was speaking Monday in his capacity as Chairman of NIS Board at a ceremony in commemoration of the scheme’s 45th anniversary.

Speaking of NIS’s public image, Dr. Luncheon said that the scheme, like many other organisations, has not escaped unscathed from the proclivity of some sections of society to tear down and ridicule.

“It is our 45th year and there is so much for us to be

proud of; but at the end of the day we have to be careful to safeguard the honour, integrity and image of this scheme, and not be adopting reckless approaches that would threaten the very image that has so labouriously been established through the efforts over the decades of so many people and organisations,” Dr. Luncheon said.

He noted that NIS must be able to clearly identify what it has accomplished over the years, as well as where it has fallen short.

“Armed with what we have accomplished, we must have the strength of character to confront the areas of weaknesses where we have to recognise that we can and must do better …45 years of accomplishments means that

we can solve problems, but we have to identify them as such,” Dr. Luncheon said.

NIS collects over $1B per month in contributions and spends a similar amount in the payment of benefits. The Chairman noted that very few institutions in Guyana could boast of conducting financial activities of this scale.

He called on management and staff to strengthen their resolve to continue to move the work of the scheme forward in the same steadfast way it has been promoted over the past years.

Over the 45 years, NIS has moved from a level of unsophistication to expanding its services and making significant strides in the process of technology application.

Corriverton pick-up driver on $300,000 bail on causing death charge FORTY-SIX-YEAR-OLD, Christendeo Deo of Lot 15 Line Path, Corriverton, Corentyne has been charged with causing death by dangerous driving, and has been put on $300,000 bail by Springlands Magistrate, Rabindranauth Singh when he appeared before that magistrate to answer to the indictable charge.

Deo is alleged to have committed the offence on June 18 last, but the delay in charges being instituted was because the Region Six traffic cops were awaiting instructions from the Office of the Director of Public Prosecution.

Deo was allegedly behind the wheel of motor pickup GHH 7827 when that vehicle collided with Satesh Ramdass, a father of three, who was pronounced dead on arrival at the Skeldon Public Hospital. A subsequent post-mortem conducted by Dr. Vivikanand Brijmohan revealed that Ramdass died from shock and haemorrhage due to multiple injuries.

This case will be recalled on October 10.

Going forward too, steps will be taken to reform the legislation and statutes that govern the scheme so as to open up broader vistas that would allow for it to address the issue of workers’ social security in the most compre-

hensive of ways. Dr. Luncheon added that legislative interventions will ensure that the scheme remain relevant.

Meanwhile, NIS General Manager, Doreen Nelson said that the scheme continues to strive to meet its commitment to the workforce in accordance with its mission statement and provide the social security required at this time.

Tasked with ensuring the registration of workers, the receipt of contributions and the payment of benefits, NIS have, over the past 45 years, registered over 27,700 employers, 660,000 employed persons and 29,900 self-employed persons.

However, Nelson explained only approximately 16 percent of the employers, 18 percent employed persons

and 29 percent of the people in the self-employed category are still active in 2014.

“The reduced number of active employees was influenced by the regionalising of public entities, for example public schools that were registered with the scheme individually, are now the responsibility of the regional administration which is regarded as a single employer,” the General Manager explained.

Unscrupulous Route 44 operators still demanding an increase - despite agreement on structured fare

By Michel Outridge EVEN after the United Minibus Union represented the Route 44 operators on September 18 at a meeting with Minister of Tourism (ag), Irfaan Ali following protest action and a structured fare was agreed and implemented, some unscrupulous minibus operators are still demanding an increase.

The fare hike is being demanded in the afternoon period, especially during the ‘rush hour’ and at nights when fewer minibuses are operating, commuters reported.

Passengers said they are still forced to pay $200 to get home in the evening from the city to Victoria, East Coast Demerara, with four persons in a seat, which they described as very unfair.

The fare agreed upon is $160 from Georgetown to as far as Victoria, East Coast Demerara.

Elderly folks and school children who are stranded at the East Coast Demerara bus parks are not exempt since they are told they must pay the $200 before entering the bus.

Sometimes passengers, who have had

a long day at work, are left with little or no choice but to pay the demanded increase outside the agreed fare structure system that was put in place.

Commuters are calling on the relevant authorities to address the matter since they cannot afford to pay such an increase which is demanded by the minibus operators.

New fare structure for Georgetown-Mahaica route, effective September 2014 Following the meeting with the minibus operators and the United Minibus Union, a press statement said all operators must place in their minibuses the published fare structure and commuters are advised not to pay any fare outside of this structure.

Speaking at a press conference held on September 18 at the Tourism Ministry’s boardroom on South Road, Minister Ali noted that it has been several months now that the Ministry has been monitoring the present situation of fare hikes and unfair treatment of commuters by minibus operators.

“Over the past months we have been receiving many complaints from commuters in relation to the imposition of fares that

were not sanctioned by the Ministry or any authority that has jurisdiction in terms of the setting of fares,” Ali said.

Ali also reported that there were many meetings between the Ministry and the minibus operators and their representatives and there was an agreement that “once the gas prices at the GuyOil (Guyana Oil Company) stations, which the Government controls, is less than a $1,000 then the increase in fares would not become necessary.”

He related that the Government took all the necessary measures to make sure that the gas prices are kept below $1,000 and still some of the operators have tried to increase their fares.

Ali, however, emphasised that “if unauthorised fares are demanded, commuters are within their rights to refuse to pay and are urged to take note of the minibus number and report the matter to the relevant authority. Also if at any time commuters are refused entry into a minibus that demands a higher fare than published, commuters should again take that bus number and report it to the law enforcement representatives.”

Guyana values immensely contribution of its diaspora - Finance Minister tells Guyanese residing in California

GOVERNMENT has not given up on Guyanese who have migrated from the country during times of hardship, but is rather proud of their achievements in their adopted homes or new country of residence, Finance Minister Dr Ashni Singh told a large gathering of Guyanese in Los Angeles, California on September 28.

“The Guyanese diaspora has distinguished itself wherever it has gone, whether is it in academic or professional accomplishments, whether it is in civic and political affairs, whether it is in business or entrepreneurial activities, …but in every field of endeavour, Guyanese nationals and Caribbean nationals in their adopted homes have distinguished themselves, and we are immensely proud of what they have accomplished and the contribution they have made in their adoptive homes.”

Addressing the mostly professional members of the audience, the Finance Minister noted that with the passage of time and the proliferation of technology, members of the diaspora are no longer disconnected from their homeland, pointing to the instantaneous manner in which the internet allows Guyanese abroad to communicate with their loved ones at home, and the swiftness with which they can access information on current activities in Guyana. This, he said, has also helped Guyanese and Guyanese organisations overseas to make meaningful and timely contributions to their country.

“Today’s interconnected, connected wired world allows diaspora communities, like yourself, to remain in touch with your source country, your homeland Guyana, and allow you, I believe, to have a far richer engagement and a more substantial contribution, and we are delighted to see that communities like yours have seized that opportunity,” Dr Singh said.

He also spoke of Guyana’s progress in achieving the Millennium Development Goals (MDGs) and reiterated his government’s commitment to moving Guyana to a place where all Guyanese can enjoy maximum social benefits. However, he noted that government alone cannot achieve this, and as such, looks forward to the continued contribution of the Diaspora.

Dr. Singh accompanied President Donald Ramotar’s delegation to the 69th Session of the United Nations General Assembly, and the team took the opportunity to meet with the Guyanese diaspora in the United States.

Johnny Welshman threatens to expose media houses, journalists As CJ upholds gag order, advises him to seek professional legal advice

BY Leroy Smith CHIEF Justice (CJ) Ian Chang on Wednesday refused to grant Johnny Welshman an order discharging an injunction placed on him with respect to publishing and or commenting publicly on the rape allegations he has been levelling against Speaker of the National Assembly, Raphael Trotman.

Yesterday Welshman appeared in the chief justice’s chambers unrepresented, seeking to have the CJ reverse his decision even as attorney-at-law, Nigel Huges for Raphael Trotman was present during the in-chambers meeting.

The chief justice advised Trotman’s accuser that he should seek professional legal representation and/ or legal advice regarding what is expected of him to comply with the rules of the court.

Yesterday, Welshman, after leaving the chambers of the Chief Justice and after listening to what Trotman’s attorney had to say to the media, said that it was a clear case of abuse of power and under the United Nations Treaty which he said he has brought forward with respect to freedom of information, his rights were not only infringed, but he was also barred from doing other things.

Welshman said that while the injunction is what it is, it does not bar him from doing international meetings as he made reference to a press conference with the BBC and CCN 3 news agencies which were to be facilitated later yesterday at the Pegasus Hotel.

On the issue of his statements having merit or not, Welshman said that his claims are all true and he will not lose the case.

He told reporters that if he gets no satisfaction in Guyana, then he will move to the Caribbean Court of Justice and the Privy Council, should the CCJ fail him. “If they want to play hardball, I am ready to play hardball,” Welshman told reporters.

Welshman, who has been deemed mentally unstable by

Trotman and other persons in sections of the society, yesterday announced that he will be moving to sue media houses and journalists who have been having certain engagements with him and deliberately misrepresenting his comments to them.

He spoke of reports in sections of the media, which attributed statements to him that he was picked up by Government officials at the airport and that he told them he was staying at the Pegasus Hotel.

Welshman again reiterated that his claims are factual and not politically motivated, stating that if they were, then he would have had a battery of lawyers representing him. He challenged media houses and journalists to bring forward recordings of him making certain statements which they have clearly misrepresented in their reporting, as he pointed out that he has evidence to suggest that their motives were well orchestrated.

“This pen here has a little camera in it and if it comes to a point where I have to expose journalists and who and who and who I will do it,” Welshman told reporters as he insinuated that he received advice on the matter from journalist, Adam Harris.

Contacted yesterday, Adam Harris told the Guyana Chronicle, he did have an interview with the young man who told him that his funds were dwindling. Harris said that he advised the young man to seek a cheaper hotel and that his allegations are what they are, but once those are placed out there they remain out there. Harris denied ever making any call to the Speaker of the National Assembly in the presence of Welshman, as the young man claimed to another section of the media.

Welshman said that the Speaker of the National Assembly has been mentioning politics to sweep the allegations under the rug, while commenting that the numerous documents surfacing on social media and elsewhere purporting to be his documents are without signatures and thus fraudulent, even as he calls for Interpol and the United States to investigate the

documents. He told reporters that the document he has in his possession are the originals to the ones which are circulating elsewhere.

Welshman warned media houses to play their recordings and bring forward their evidence or receive pre-action protocol from his attorney when he arrives. He did not say where his attorney would be travelling from.

The young man who was armed with several files purporting to be documents, told reporters that they would be made available to the chief justice when those are requested.

Courts (Guyana) pours $2M into GuyExpo 2014

COURTS (Guyana) yesterday joined the list of corporate sponsors with their contribution of $2M to GuyExpo 2014, while observing that this exhibition is the longest sustained one in the Caribbean.

Speaking at the briefing held at the Main Street branch, Clyde de Haas, Managing Director of Courts (Guyana) noted that his company is privileged to be associated with GuyExpo yet again. He said that “from the beginning we were part of the Expo and this year again we will be able to showcase everything we do in Guyana.”

CANU receives transportation boost, praised for its efficiency THE Ministry of Home Affairs Monday presented its Customs Anti-Narcotics Unit (CANU) with a mini-bus to assist in its transportation needs. This initiative is part of an ongoing process that the Government of Guyana has taken to ensure CANU’s resources are sufficient to fulfill its lawful responsibilities.

Delivering brief remarks at the handing over ceremony in front of the Home Affairs Ministry, Brickdam, Minister of Home Affairs Clement Rohee assured that all law enforcement agencies, including CANU, will be fully equipped, both with manpower and other necessary resources.

He also noted that despite its challenges, CANU has performed very effectively in carrying out its mandate.

“Over the recent past, CANU has been doing a very good job in pursuing individuals who are engaged in the trafficking of narcotics,” the Minister said.

The constant capacity building and improvements at CANU will also send a stern message to persons engaged in drug trafficking, Minister Rohee posited.

CANU’s Head, James Singh, who received the keys to the new vehicle, expressed his gratitude to the government for the boost in resources, and by extension, efficiency.

He noted , “With the donation of this vehicle, there is an increase in our ability to conduct our operations countrywide.” He also assured that CANU will continue its work with even greater efficiency CANU is a department under the Ministry of Home Affairs whose primary function is to counter and eradicate drug trafficking in Guyana. Over time, the government has been making consistent efforts to improve the Unit.

These efforts have resulted in creditable performance by ranks of CANU, with the most recent major bust being the confiscation of a 63-foot, 18-tonne self propelled semi submersible (SPSS) vessel that was discovered at what was referred to as a ‘drug camp’ in the Waini River area in the North-West district.(GINA)

June criminal session ends at Berbice Assizes - 31 male prisoners still awaiting trial for murder.

THE longest serving remanded prisoner in the New Amsterdam jail, Omar Bacchus, was admitted since September 5, 2008, and has been committed for jury trial by Magistrate Chandra Sohan on December 21, 2011.

He is yet to appear at the Berbice Assizes.

At commencement of the June sessions, four prisoners -- Bheem Evans, Navin Sugrim, Roy Lewis and Fazal Mohammed -- had indicated a willingness to plead to the capital offence; but, in an invited comment, State Prosecutrix, Ms. Renita Singh had revealed to the Guyana Chronicle that only two of the men would be allowed to plead, as their cases are listed for hearing during the June sessions of the Berbice Assizes.

“We will have Sugrim and Mohammed brought for hearing as early as possible, but we are not in possession of the files pertaining to Evans and Lewis. Those files have to go through an administrative procedure before they are perused by the Chambers and affixed to the list,” Ms. Singh disclosed.

Mohammed’s case was consequently heard, but the prisoner had a change of heart and instead pleaded not guilty, resulting in the mixed jury failing to arrive at a decision.

Fazal Mohammed, called ‘Boy’ and ‘Mangoose’, is accused of unlawfully killing seven-year-old, Shahid ‘Buddy’ Muknauth, whose nude body was found in a clump of bushes at Number 68 Village, Corentyne.

In the meantime, Beesham Gopaul received a twelveyear sentence after he was found guilty of raping a lactating mother whom he had known since childhood.

The victim, a married teenager, recalled that she had been seated in a hammock viewing a television broadcast whilst breast feeding her three-month-old baby when she was attacked, on June 24, 2008 at Number 73 Village, Corriverton, Berbice.

She had tearfully recalled feeling something like a metal being placed to the front of her neck prior to hearing someone

using expletives in telling her “Don’t move, or else I will kill you and the baby!”

Thereafter, she had been sexually violated.

Another rapist, Talbert Mc Pherson, has been sentenced to 25 years’ imprisonment after being found guilty of raping an eight-year-old girl as she lay on a mattress at her great-grand-mother’s home at Number 30 Village, West Coast Berbice.

And alleged child abductor Bibi Hussain, called ‘Debbie’, who had been charged with abduction of a baby, has been placed on $300,000 bail after she had successfully petitioned at the Berbice Assizes.

On May 16, Hussain had allegedly visited Sandra Mc Lean at the Skeldon Hospital, where she was a patient. Subsequent visits were made at Mc Lean’s home at Number 68 Village Corentyne, where the accused offered to take the woman and the baby shopping in a bid to celebrate the child’s ninth day.

During that shopping spree, she abducted the baby, but the child was recovered days later at a home at Chesney Front, Corentyne.

Additionally, 61-yearold Roy Pestano Snr and his 37-year-old son, Raymond, will have to face a third murder trial because the twelve-member jury failed to agree on a verdict after deliberating for over three hours.

Kenrick Ramlagan, whose statement was tendered and admitted into evidence, had stated that on October 19, 2002, he and Goel Richard Ross

were at a birthday party at Breezy Point Shop in Number 41 Village, West Coast Berbice when a white car pulled up.

Roy Pestano Snr and his sons Roy Jnr and Raymond exited the vehicle and proceeded into the business place, where Roy Jnr walked towards the witness and dealt him several slaps, resulting in the abused man asking “That is fa wha?”

Roy Pestano Snr then allegedly said, “Who go get juk up will get juk up, and who go get shoot up will get shoot up. Leh we kill them mother (expletive).”

During this period, Kenrick Ramlagan had managed to escape, and he fled to the home of his uncle, Joseph Alexander Ross, called ‘Bald Head’, where he saw his brother Davinand, who was coming in his direction.

Davinand was stopped by the witness, but before he could have spoken, the Pestanos, pursuing the witness in a car, ran the vehicle upon him (Davinand), but he managed to push himself off.

Roy Pestano Jnr then exited the car and slapped Kenrick, who thereafter buried his face in his hands while Raymond Pestano and his father approached the unarmed man.

The senior Pestano then allegedly held the hands of Davinand Ramlagan behind his back while Roy and Raymond Pestano withdrew knives hidden in their respective waists and started to stab Ramlagan.

When they had finished, the Senior Pestano allegedly asked them, “You all

give he enough?” before the injured man was allowed to stagger into his uncle Bald Head’s yard.

The injured man was taken to Fort Wellington Hospital, where he was pronounced dead on arrival.

That aside, history was created at the Berbice Assizes when Naresh Ramjohn, called ‘Sadam’, was sentenced to 55 ½ years’ imprisonment for unlawfully killing ‘Scare Dem’ gang member Anthony Samaroo.

Eight witnesses testified that on July 2, 2008, Ryan Samaroo was at Overton Dam in Mount Sinai, a squatting area on the eastern fringe of the New Amsterdam township commonly referred to as Angoy’s Avenue, when he saw Naresh Ramjohn and another man throwing bottles at each other as they exited a yard while villagers and neighbours looked on.

Ryan Samaroo saw the accused, Naresh Ramjohn, grab his brother Anthony Samaroo by the back and start

to beat him while Anthony Samaroo’s foot was stuck between the wooden overpass at one Joe Benn’s Bridge.

According to Ryan Samaroo, he attempted to draw closer to his sibling, but was assaulted by one ‘Joe’ and the accused, forcing him to flee.

Ryan Samaroo said he ran to his home, a short distance away, from where he returned to the scene with his mother.

Together they saw Anthony Samaroo lying on the ground bleeding profusely.

Anthony Samaroo was taken to the New Amsterdam Hospital where, despite hours of medical intervention, he succumbed.

Another witness had related that he had seen the accused armed with a spear on the day of the incident.

Government Pathologist, Dr. Vivikanand Brijmohan revealed that the cause of Anthony Samaroo’s death was shock and haemorrhage due to stab wounds which caused his lungs to collapse.

No weapon was tendered

into evidence.

Meanwhile, at the closure of the June sessions, which was presided over by Justices Brassington Reynolds and Navindra Singh, Superintendent of Prisons and Officer in Charge of the New Amsterdam Prisons, Linden Cornette, in presenting the goal delivery, said 37 inmates were awaiting early trial at the next Assizes. Of that amount, 31 are listed for murder, and four have indicated a willingness to plead to their respective indictments.

Apart from those listed for the capital offence, three are committed for sexual penetration, while one each are listed for carnal knowledge, unlawful wounding, and possession of firearm without a licence.

The October Criminal session is expected to be opened with the traditional Ceremonial March Past on October 21, and Justice James Bovell-Drakes is expected to preside at that session.

TRANSPARENCY The Auditor General’s report is in keeping with Government’s commitment to ensure transparent and democratic governance and is testimony to the transparency and accountability which have developed over the years in relation to the public accounts of Guyana. The report includes Government’s spending for its various ministries and agencies.

Before the Office of the Auditor General was reformed, the report was formally handed to the Minister of Finance. Now under new constitutional arrangements, it is delivered to the Speaker of the National Assembly who takes charge of it.

The report is then sent to the Public Accounts Commit-

Under this new process, the PAC has the authority to summon Ministers and other officials to provide explanations and information should they find discrepancies in the utilisation of public funds, following which corrective actions are taken.

The Audit Office has undergone significant changes over the years to strengthen its capacity to ensure improved auditing. This was supported by the International Development Bank (IDB), Canada and India with contributions that assisted the office to maintain its commitment to transparency.

Meanwhile, the Office of the Auditor General is observing its 130th year of existence. The Office has since seen the appointment of three Auditor Generals posted at a variety of locations before the current one in High Street, Kingston where Sharma heads the entity.

GENERAL Secretary of the People’s Progressive Party (PPP), Clement Rohee, this week pointed out that the party is focusing on regaining its majority in parliament and is quite optimistic about doing so.

His comments came at the party’s weekly press briefing at Freedom House in Georgetown.

“Our political goal and ambition is to regain our one-seat majority in the parliament. We in the PPP are supreme optimists and we are looking to the future with great optimism with respect to representation in the National Assembly,” he remarked.

Meanwhile, Rohee noted however since the last elections, the political Opposition have “targeted and shut down” every single developmental initiative that was taken by the Government. “Not to mention the sniping that takes place from time to time with respect to issues of corruption, etc.”

President Donald Ramotar a few months back similarly slammed the parliamentary political Opposition, comprising the A Partnership for National Unity (APNU) and the Alliance For Change (AFC), for its “callous and brutal assault” on several crucial national developmental projects in Budget 2014.

“The Opposition have demonstrated by their cuts that they are opposed to development. This is evident by the fact that they are attacking important national infrastructural and developmental projects for narrow and selfish political interests,” Ramotar had told the Chronicle in an invited comment.

The President had said he was “baffled” as to the reason behind the Opposition’s cutting “willynilly” some of the most important projects in the budget.

He also expressed alarm at the Opposition’s obvious “double standards” whereby, on one hand, they are voicing their support for a sector such as Tourism; yet on the other, they have cut funds for the important Cheddi Jagan International Airport (CJIA) expansion project, which is crucial to the development of tourism in Guyana.

The APNU and AFC, in their relentless efforts to cut funding for the expansion and modernisation of the Cheddi Jagan International Airport, have also cut funding for the upgrading of hinterland and coastal airstrips, the Guyana Civil Aviation Authority and the Ogle Aerodrome, among several other key projects.

Just recently, Head of the Presidential Secretariat, Dr. Roger Luncheon, observed that while City Hall remains visibly divided, Georgetown Mayor Hamilton Green would do the worst possible that could be done if things do not evolve according to his “script.”

Speaking at his post-Cabinet press briefing, he said about the mayor’s attitude: “In essence, if I don’t get my way, there will be no way.”

However, he noted that there are others who are working with the administration and with whom the objectives of the “Clean- up Georgetown” Campaign resonate. It is with those individuals with whom the Minister of Local Government and Regional Development, Norman Whittaker, is working along.

The Home Affairs Ministry last year launched the website, a user-friendly crime-reporting system in which persons making reports are not required to give their names. Information Technology (IT) Specialist, Floyd Levi, had said that the website is easy to use and it

is for citizens to report their experiences of bribery and other forms of corruption where the location, time, date and number can be listed.

He added that the concept is derived from India, was launched in that country in 2010 and later spread to other developing countries to allow citizens to report instances of bribery and corruption for the police to act.

National Youth Council launches under ‘Change’ inspired theme

By Derwayne Wills U N D E R t h e b a n n e r, ‘Change begins with Youth!’ the youths of Guyana were represented as a collective, for the first time, as the Guyana National Youth Council (GNYC) was officially launched on Tuesday.

Held in the conference room of the Guyana National Library, youth mobilisers registered the need to have their voices heard with whole-hearted support from key players: the Commonwealth Youth Programme (CYP); the Caribbean Community (CARICOM), and the Ministry of Culture, Youth and Sport.

The launch, which was strategically observed in keeping with Caribbean Youth Day theme, ‘Embracing technology to promote innovative and sustainably conscious Caribbean youth,’ did just that as pre-recorded well wishes were displayed featuring Commonwealth Youth Council Chairman, Ahmed Adamu; and Commonwealth Youth Affairs Division Director, Katherine Ellis.

In its Interim stage, the GNYC held a series of consultations, the first at the then Umana Yana, Kingston,

where visiting youth activist, Ravi Lutchman of the Trinidad and Tobago Youth Council outlined the benefits and challenges of installing a representative body as integral as a National Youth Council.

Recalling the timeline of GNYC consultations, board member of the GNYC Board of Trustees, Jamal Goodluck, said that attempts to set up a national youth council in Guyana came out of a consensus by those organisations represented at the first consultation that the voice of youth was not adequately considered in national policy.

Goodluck however related the concern of many of the restiveness coming out

of the first consultation in light of the previous “failed attempts of a youth council in Guyana.”

Nonetheless, he gave the assurance that the initial consensus was further solidified in the second consultation in September last year, when task forces of the council were set up to thrust the work of the representative body under a draft road map thought up by the interim body.

Further in his remarks, the Trustee member stressed that it is not the role of the council to replace any youth bodies but rather, “To involve everyone in exchange of ideas, access information, increasing participation and strengthening cooperation

among young people.”

Another GNYC Trustee member, Tiffany Daniels, who is no stranger to volunteerism, made brief remarks calling the event “A momentous occasion in the historical landscape of the youth movement of Guyana and the Region.”

“Today is the beginning of a great future for the youth of Guyana to come together to raise their voices under the umbrella of a National Youth Council,” she expressed, adding that “today is a beginning of a great future of our youth.”

Daniels alluded to the fact that while there is recognition of youths being the future, this is not always reflected

where it ought to be. “Unfortunately, many institutions fail to hold true to ensuring that the dreams and aspirations of youth move from talk to the commitment of pragmatic whole.”

With this in mind, she added that the intention of the GNYC is “simple but transformational” and although this reality presents some challenges, it is far from impossible.

Daniels went as far as to create parallels of National Youth Councils operating in countries all around the world as a “representative network channelling the interests of young people and NGOs.” Director of Youth at the Ministry of Culture, Youth

and Sport, Gillian Frank, in her capacity spoke on the theme for this year’s Caribbean Youth Day. She emphasised the use of technology as a “vital tool in educating our youth today.”

She made this call in recognition of youths not only embracing technology, but underscored the role of technology in current youth development. To this end, Frank saluted the GNYC for coordinating the activity in observance of the 2014 Caribbean Youth Day. CARICOM was represented by Deputy Programme Manager for Youth Development, Yldiz Pollack-Beighle, who conveyed the warmest wishes of the Secretariat outlining the investments and reaffirmed commitment of the Region towards youth development.

Apart from the official launch of the Council, another initiative launched was the ‘My Voice Matters’ project, which was conceptualised by the council as a short documentary on the interests of youth and their desire to be vocal in a world that sometimes prevents them from doing so.

The opening remarks by GNYC trustee Jamal Goodluck summed up the goal of the council saying, “We believe that it is the right time for a youth council to build youth networks... [strengthen] youth participation... [and create] a platform for young voices to be heard.”

The singer is set to stage her first performances in the Caribbean during the month of October.

The great sufi/classical singer together with her troupe is expected to visit Guyana during October 27— October 30, 2014 as part of the tour, which takes her to Trinidad & Tobago, Suriname, Barbados, St. Vincent & Guyana.

Naik’s visit is being organised by the Indian Council for Cultural Relations (ICCR), New Delhi, India and the Indian High Commission in Guyana (IHC) is coordinating the Guyana leg of the tour with the Anna Catherina Islamic Complex (ACIC) and the Guyana United Sadr Islamic Anjuman (GUSIA).

Police offering IT training to the public - 812 civilians graduate from police computer centres

pleting various computer courses.

Georgetown, Essequibo and Berbice Williams said that the Zara Group is from the U.S. and team members include Mr. and Mrs. Jay Sobhraj, Mr. Nardeo Singh and Mr. Sarvan Kumar Budhu, all of whom have assisted the

Guyana Police Force with the establishment of three state-of-the-art computer centres.

Williams said that on June 2, 2012 the first centre was commissioned at the Felix Austin Police College, Adventure Village, Corentyne, Berbice.

Meanwhile, the second Zara Computer Centre was

opened on June 8, 2013 and is located at Richard Fiakal Police College, Suddie, Essequibo and the third is at GPF Officers’ Training Centre which was launched on December 1, 2013, he said.

Williams noted that each computer centre has the capacity to accommodate 30 students per session and since its establishment they have graduated persons, who are versed in various levels of Microsoft Office programmes.

He pointed out that since the partnership between the GPF and the Zara Group they have agreed that a primary objective is to build the Information Technology capacity of members of the Force, since the GPF must be ahead with skilled personnel and infrastructure to solve cybercrimes.

They also aim to offer information technology training free of cost to members of the public with the intention of giving them marketable skills which can lead to employment opportunities and the building of

a stronger relationship with the police and the community.

Williams said from June 2012 to the present, a total of 812 (Essequibo - 380, Berbice - 257 and Georgetown - 175) persons (civilians and members of the GPF) have graduated who voluntarily attended computer courses within the three centres.

He disclosed that the figure does not include recruits who have to do compulsory computer courses while in training and the Georgetown Zara Computer Centre has since had two graduations while the Suddie, Essequibo centre had one.

Williams told this publication that for 2014 their training theme is: “Training with the focus of maximising visions, skills and art for enhancing leadership for a modern GPF.” The Force Training Officer said the GPF is at present going through a modernisation phase, with the major focus on the implementation of its five-year strategic plan

Guyana taking stricter measures to be protected against Ebola virus

By Navendra Seoraj STRICTER measures are in the process of being enforced at the Cheddi Jagan International Airport (CJIA) so that Guyana is well protected against the deadly Ebola virus, according to Chief Medical Officer Dr. Shamdeo Persaud.

On Saturday last, Dr. Persaud stated that the Ministry of Health is now encouraging pre-boarding screening at the CJIA so that passengers who have suspected symptoms of the virus, will not be able to board the aircraft.

The Ministry is in the process of obtaining two spots at the CJIA - an examination room which will be used to examine persons who are suspected of being contaminated with the virus, and a special hanger that will house an aircraft that comes in and is deemed to have persons with the virus on board. The aircraft will be quaranteed there until medical officials give the passengers proper screening so that they can be cleared.

and the CJIA to list persons who are coming with passports from Africa, so that they can keep a track of those persons to ensure they are not developing any symptoms of the virus.

He also stated that luckily for Guyana there are no direct flights from Africa to Guyana, so if someone should show symptoms of the virus, they will be dealt with before they can reach to Guyana.

Right now the Ministry is exploring the possibility of Chief Medical Officer, introducing scanners to detect Dr. Shamdeo Persaud fevers, but according to Dr. Persaud, the complicated scanners are expensive, so they are

hoping to acquire a handheld version so they can scan persons who appear to have any signs of the virus.

TRINING AT GPHC He added that the necessary training is being given to persons at the Georgetown Public Hospital Corporation so that they would know how to handle a person who has been affected by the virus, and also how to properly use the necessary protective gear.

Dr. Persaud also noted that they are working closely with a liaison officer to keep track of students from the Texilla American University, which houses a number of students from Africa.

This is done so that if students show any symptoms of the virus, they will be able to take necessary actions.

However, there have been no reported or suspected cases of the virus here so far.

Decline seen in number of sex workers around St George’s Cathedral – church officials OFFICIALS of the St George’s Cathedral are breathing a sigh of relief after it has been noted that the number of sex workers operating in the vicinity of the church has declined significantly.

In a telephone interview with the Guyana Chronicle earlier this week, church members and officials said that there has been a reduced number of sex workers on a nightly basis and this is very beneficial for the Cathedral’s image.

Recent media reports had highlighted the shameful image being reflected by the significant number of sex workers oc-

cupying spots around the church.

Officials had bitterly complained and had made numerous calls to have these persons relocated to carry out their trade.

They explained that this was an insult to a national symbol of worship and a great stain upon the church to have the sex workers working within its vicinity.

While the cathedral officials have noted that they are not in any way against the sex workers’ trade, they are a bit disturbed that they have to besmirch the name of a holy place.

They reiterated that no one was against what they do for

a living, but it is advisable to do so away from the cathedral and its surroundings.

Meanwhile, church members are hopeful that persons will cease to ply the sex trade outside the cathedral all together.

In the meantime, they would like to thank the relevant authorities for the support they would have rendered regarding the situation.

The Bishop of the Cathedral and other clergymen, however, were unavailable for comments on this matter.

By Clifford Stanley GUYANA-registered motor tanker Swift Dolphin capsized off the Corentyne Coast in Guyana’s waters on August 12 last just after midnight.

Leon Augustus Persaud, 32, was steering the ill-fated vessel when it capsized. He was one of two survivors from the four-man crew.

And he told the Guyana Chronicle, earlier this week, that for him it was a night to remember.

“A bad night. A night of tragedy. I am glad to be alive; to be still here for my wife,

my son and my loved ones,” he said.

The ill-fated Swift Dolphin was en route from Suriname to Venezuela. The Atlantic Ocean had been rough from the time the vessel left the port in Suriname around 11:00 hrs that day.

The motor tanker was eleven hours away from Suriname when the waves got heavier. As Persaud recalls, around 01:45 hrs in the morning there was moonlight and he was at the wheel when heavy waves slamming into the Swift Dolphin caused the vessel to begin rolling from side to side.

At this time Captain Gainram Rickiram, 55, ducked into the small wheel house.

“Captain looked at the billowing waves crashing against the tanker and said: ‘I don’t like how this boat is behaving. I think we going capsize.’”

As he tells it, on hearing this foreboding from the captain a sudden weakness convulsed in his abdomen and he said: “Wha! what you mean Captain.” The Captain nodded grimly in the affirmative and urged: “Slow her down.”

Persaud said he shook

off his unease and focussed on the steering even as the ocean got rougher. The Swift Dolphin continued to roll from side to side, leaning more heavily at each roll.

Persaud said he held onto the rails in the wheel horizontal.

“The side of the boat was becoming the floor.” Then around 2:00 am, the beleaguered vessel began the final rolling. It rolled once, twice, then a third time in slow motion.

The Captain shouted: “Go help the man at the back cut the lifeboat loose.”

He let go; scrambled out of the wheelhouse now at an angle of 135 degrees but then immediately gave up - the tanker was taking in water from the sides; too late for lifeboats; time to abandon ship.

OVERBOARD He took one last look

at the Captain; waited until the Swift Dolphin was close to turning turtle and then

That was the last he saw of the Captain.

Fellow sailor, Constantine Patrick, 52, who had complained of feeling unwell

and was asleep in the lower cabin also failed to escape.

A little later he realised that both the Captain and Constantine had been trapped in the tanker, unable to escape.

Struggling in the water, he tried to get onto the upturned hull but was buffeted by waves. He felt moments of real fear when he tried to get onto the hull of the capsized tanker and the waves kept knocking him away.

He eventually swum around to the stern and finally managed to board the upturned vessel.

It was here that he found a fellow survivor, Anthony Sookdeo, the cook, hanging onto the upturned hull.

Sookdeo had been on the deck of the tanker when it capsized throwing him into the ocean.

APNU’s countrywide campaign continues THE main Opposition party, A Partnership for National Unity (APNU), last Sunday took to East Berbice-Corentyne – (Region 6), their country-wide outreach which is aimed at engaging citizens on Guyana’s way forward.

The APNU team was led by executive member of the party, Joseph Harmon and other officials who, through meetings, interacted with residents of the various communities. Concerns were raised by residents regarding corruption, mismanagement and poor governance in some areas by the present administration.

In his address to those attending the meetings, Harmon reiterated APNU’s persistent call on the Government to comply with the demand by Brigadier David Granger for the President to name a date for the holding of local government elections. He highlighted too, that local government elections had not been held in Guyana for over 17 years and it is a “blatant violation of the laws of Guyana.”

The executive member outlined to the audience APNU’s position as it relates to local government elections and general elections. “APNU continues to call on the Government to ‘call’ local government elections and is also supportive of the AFC’s tabled ‘No -Confidence Motion’ in parliament” he related.

Harmon also assured residents that: “When Parliament reconvenes and should the ‘no- confidence’ motion be called, debated and voted upon, that there should be no misconceptions about the APNU’s position; we fully support the motion.”

The AFC- sponsored no-confidence motion is scheduled to be tabled in October in the National Assembly. Once approved and passed, the Government must call general elections within three months.

“Just in time too,” Persaud said. “Dehydration was becoming a major problem and an hour or two later we both might have lost consciousness and drifted overboard, this time for the last.”

Harbour Master, Michael Tennant disclosed last week that efforts to salvage the Swift Dolphin had failed.

UNSALVAGEABLE The tanker now lies at the bottom of the Atlantic, unsalvageable: the bodies of Captain Rickiram and crewmember Patrick trapped in its hull for eternity.

Persaud said his relatives want him to find a job on land but he wants to get back to sea.

“I love working on the sea. It is dangerous work but it pays better,” he said. He hopes to get a job on a trawler when the fishing season reopens in a few weeks’ time.

Hulk shines for Zenit after racial abuse controversy

ST PETERSBURG, Russia (Reuters) - Hulk was the stand-out performer for Zenit St Petersburg in the Champions League Group C goalless draw with Monaco yesterday, hours after it had been confirmed that he had been the target of racial abuse in a league match.

The Brazilian international, who had told a Russian newspaper that he could hear monkey chants aimed at him by visiting Spartak Moscow fans on Saturday, produced a lively display at the same venue, the Petrovsky Stadium.

Even his occasional flashes of brilliance, though, could not break the deadlock as Zenit and Monaco played out a disappointing stalemate

on a freezing night.

Hulk, who helped create a couple of Zenit's best chances with his surging runs, had earlier told the Sport Express newspaper that on Saturday "I clearly heard monkey chants shouted in my direction and this was not only on one occasion.

"It was coming from a large group of people ... I take this as a personal insult for me and my club."

Russian Football Union (RFS) disciplinary committee chief Artur Grigoryants also confirmed that racial abuse had taken place before the panel announced Spartak supporters would be banned from attending the club's next away game at Ural Yekaterinenburg on October 19.

showed no signs of disrupting Hulk's form against Monaco, though, as Zenit, despite being unable to find any early rhythm in the absence of their Belgian midfield fulcrum Axel Witsel, protected a 14-game unbeaten run in all competitions.

Midway the second period, Nicolas Lombaerts headed straight at Monaco keeper Subasic, as Andre Villas-Boas's side wasted another good chance and the home fans grew increasingly restless.

Bracewell returns to NZ Test team for Pakistan series

WELLINGTON, New Zealand (Reuters) - All-rounder Doug Bracewell has earned a recall to the New Zealand Test squad for their series against Pakistan in the United Arab Emirates after being dumped from the team for disciplinary issues earlier this year.

The 24-year-old Bracewell, who last played against Bangladesh last year, was dropped after he and batsman Jesse Ryder breached team protocols by going out drinking the evening before a Test in Auckland.

Bracewell was part of the New Zealand 'A' team that toured England in August and coach Mike Hesson said his performances on that tour had convinced him to give the burly all-rounder another opportunity.

"Doug had a very good NZ A tour and we just think that in the heat in the UAE his experience and resilience in those conditions will be important," Hesson said in a statement yesterday.

Opening batsman Peter Fulton was dropped from the squad that secured a 2-1 series victory over West Indies in June, with Hamish Rutherford and Tom Latham the likely opening combination.

Rutherford saw off the challenge of provincial team mate Michael Bracewell -- the cousin of Doug -- who had been tipped as an outside selection for the tour given Rutherford's struggles at the top of the order since his astonishing 171 on debut against England in early 2013.

Doug Bracewell last played for New Zealand nearly a year ago.

The 25-year-old Rutherford, however, scored 281 runs at 52.5 in five one-day innings on the 'A' tour, which had given Hesson some hope he could rekindle his Test form.

"Hamish demonstrated a lot of positives on that England tour," Hesson added. "His balance was back and with that came his confidence."

Off-spinner Mark Craig, a left-field selection for the West Indies tour but who impressed on the turning pitches in the Caribbean, was retained to try to do as much again on the wickets in Abu Dhabi, Dubai and Sharjah against Pakistan.

"Mark had an outstanding first series in spin-friendly conditions and really stepped up to the level required in Test cricket," Hesson said.

"Now the challenge for him is to deliver on his second tour when the opposition will know more about him."

Hesson, also named a 19man New Zealand XI squad for one-day matches against World Cup qualifiers Ireland and Scotland later this month, with

former captain Daniel Vettori, brought back into reckoning for next year's global showpiece in Australia and New Zealand.

Vettori, who has not featured for New Zealand since a one-day international in June last year and has been restricted to mostly Twenty20 cricket in 2014, was the standout name in the extended squad, from which the final 15-man World Cup team is likely to be drawn.

The 35-year-old, who has battled an Achilles' injury and back problems over the last three years, remains one of the most economical bowlers in the world in limited overs cricket and a handy lower-order batsman.

Aggressive batsman Ryder, who has had a career blighted by off-field disciplinary issues, was not included in either squad despite a strong season for English county side Essex, indicating he was not in consideration for the World Cup. New Zealand face Scotland on October 15 in Christchurch and then play Ireland three days later on October 18 in Hamilton.

Hesson will then select his squad for three one-day internationals against South Africa on October 21, 24 and 27 after the Ireland game.

The team will then travel to the UAE for their series that includes three Tests, five one-day internationals and two Twenty20 matches against Pakistan, with the first Test starting on November 9.

The series concludes on December 19 with the fifth oneday international.

Arsenal demolish Galatasaray with Welbeck treble

By Martyn Herman LONDON, England (Reuters) - Arsenal ignited their Champions League campaign with a 4-1 thrashing of a feeble Galatasaray side yesterday with Danny Welbeck grabbing a hattrick in a largely one-sided Group D clash in north London.

Galatasaray had never won in nine previous visits to England, and once Welbeck had punished them twice in the first half-hour their resistance crumbled, with Alexis Sanchez ending the match as a contest with Arsenal's third goal before halftime.

Welbeck completed his hat-trick shortly after the break and the only blot on Arsenal's copybook was a needless red card for goalkeeper Wojciech Szczesny who rashly brought down Burak Yilmaz, who tucked away the resulting spot kick.

After their opening-night loss to Borussia Dortmund, victory lifted Arsenal into second place behind the German club with three points.

Galatasaray and Anderlecht have one point apiece.

Galatasaray's supporters showed plenty of passion at The Emirates, keeping up a cacophony of sound for most of the first half and launching numerous flares onto the pitch.

Their team, however, were harmless, providing the perfect opposition for an injury-hit Arsenal side that badly needed a win after a 2-0 defeat to Borussia Dortmund a fortnight ago.

A runaway Arsenal display was checked in unlikely circumstances on the hour when Szczesny rushed off his line and took out Yilmaz, giving referee Gianluca Rocchi little option but to send the Pole off.

After Sanchez was substituted to make way for Arsenal's replacement keeper David Ospina, much to his annoyance, Yilmaz converted the penalty.

With 10-man Arsenal saving their legs for Sunday's Premier League trip to Chelsea, Galatasaray finally woke up and Sneijder went close to pulling another goal back for the visitors with a shot that flashed past the post.

Yilmaz also forced a flying save from Ospina but it was all too little too late for Cesare Prandelli's side.

New ICC playing conditions come into effect from Pakistan-Australia series THE NEW playing conditions for Tests, One-Day Internationals (ODIs) and Twenty20 Internationals (T20Is) will come into effect with the series between Pakistan and Australia, which starts in Dubai on Sunday.

It is important to note that the playing conditions are applicable to international cricket and must be read together with the Laws of Cricket. Whilst a playing condition may affect the Laws of Cricket as they may apply to international cricket, these changes are not amendments to the Laws of Cricket themselves.

The main amendments to the playing conditions are: Nomination of Players (Tests, ODIs and T20Is) A playing condition has been added to provide clarification on the ground movement/ action of a player/player support personnel who has been suspended in accordance with the ICC Code of Conduct for Players and Player Support Personnel (Clause 1.2).

Fielder absent or leaving the field (Tests and ODIs) Clause 2.2 of the playing conditions has been amended to provide for the following: 2.2.1 The player shall not be permitted to bowl in the match until he has either been able

to field, or his team has subsequently been batting, for the total length of playing time for which he was absent (hereafter referred to as penance time), subject to a maximum cumulative penance time of 120 minutes. If any unexpired penance time remains at the end of an innings, it is carried forward to the next and subsequent innings of the match.

2.2.2 The player shall not be permitted to bat in the match until his team’s batting innings has been in progress for the length of playing time that is equal to the unexpired penance time carried forward from the previous innings, subject to a maximum cumulative penance time of 120 minutes. However, once his side has lost five wickets in its batting innings, he may bat immediately. If any unexpired penance time remains at the end of that batting innings, it is carried forward to the next and subsequent innings of the match.

Fitness for play and Law 3.9 - Suspension of play in dangerous or unreasonable conditions (ODIs and T20Is) The ICC introduced a protocol last year that required the match umpires to consult with the match referee before making any decision to abandon play.

This has now been formalised in

Clause 3.5.3 (b), which has been further amended to deal with the effects of dew that has the potential to affect the contest, particularly in night T20s and day-night ODIs. The following has been added: “If circumstances are warranted, the umpires shall stop play and instruct the ground staff to take whatever action they can and use whatever equipment is necessary to remove as much dew as possible from the outfield when conditions become unreasonable or dangerous. The umpires may also instruct the ground staff to take such action during scheduled and unscheduled breaks in play”.

Decision Review System (Tests and ODIs) The trial regulation allowing an 80-over top-up of unsuccessful DRS player reviews has been extended for another 12 months (Clause 3.5), while Real-Time Snickometer has been included in the ICC List of Approved Technology (Clause 3.7).

Stirling & Murtagh out of tour as Irish hammered in opener MIDDLESEX duo Paul Stirling and Tim Murtagh have been ruled out of Ireland's current tour of Australia and New Zealand because of injury.

News of the duo's withdrawal was released as Ireland opened the four-week tour with a 230-run hammering

by Queensland in a 50-overs contest.

In reply to Queenland's 322-6, Ireland were bowled out for 92 in 30.1 overs with George Dockrell top-scoring on 32.

Bowler Murtagh has a knee injury with Stirling was troubled by a back problem.

"Tim has played the county season with patella tendinopathy which is treated daily," said Cricket Ireland performance director Richard

Holdsworth.

"It has been getting progressively worse over the last six weeks although he has played through the pain barrier.

"He now requires rest and treatment to get him fit and healthy for consideration in our World Cup plans and will remain at home and receive treatment from his Middlesex CCC physiotherapist."

Opening batsman Stirling will continue to receive treatment on his back injury but will not play any part in the current tour.

With the Ireland squad still containing 16 players after the withdrawals, the management opted not to call up any replacements.

The Irish did not cover themselves in glory in Tuesday's tour opener at the Kerrydale Oval on the Gold Coast as they were outclassed by the Queensland side.

Joe Burns hit 107 with Chris Hartley notching 95 as the Irish bowlers came in for some severe punishment.

Graeme McCarter was the top wicket-taker as he produced figures of 3-63 from his nine overs with Andy McBrine (1-74) on the receiving end of some heavy hitting and John Mooney (1-15) the most economical.

In the Irish reply, only Kevin O'Brien (17) and Craig Young (15) joined Dockrell in reaching double figures.

Ireland will continue their eight-match tour with another contest against Queensland in Brisbane today.

The Irish will hope that the availability of skipper William Porterfield and other English county players Niall O'Brien and Gary Wilson will help ensure a better performance in Brisbane.

Dant claim OSCL grand champions title … set sights on upcoming Guyana Softball Cup

By Frederick Halley TO R O N TO , C a n a d a – Dant geared up for the Guyana Softball Cup with a hard-fought four-run victory over East Coast when the Ontario Softball Cricket League (OSCL) climaxed at the Ashtonbee ground in Scarborough here on Sunday.

The win not only ensured that Dant were crowned grand champions but also saw them set an unprecedented record, achieving four titles in one season. What was more significant, it was also the first year they were competing under the OSCL banner.

Set a modest 118 for victory after inserting and limiting East Coast to an inadequate 117 for seven, Dant reached 118

for five with seven deliveries remaining and their players and supporters celebrated wildly.

Seemingly playing to a plan and determined to preserve their wicke t s f o r a l a t e c h a rg e , seasoned openers Muniram Karran (32) abd Shawn Deonandan made a somewhat subdued start before the latter was bowled by Rakesh Dyal.

East Coast fought back gallantly, limiting the scoring somewhat and the game seemed heading for a nail-biting finish as Dant slipped to 87 for five in the 15th over.

However, the hardhitting Riaz Kadir with two massive sixes in 13 and Aftab Shamshudeen (11) avoided any further alarms with an unbroken

sixth-wicket partnership of 31. Dyal, who is credited with taking a hattrick against Rems during the playoffs, finished with two for 17 while Andy Persaud captured two for 25.

Earlier, East Coast were indebted to a fine third-wicket partnership of 85 from Surujpaul Deosarran (43) and Dyal after slipping to 11 for two in the third over, in the process losing the prized scalp of former Guyana Under-19 batsman Krishna Deosarran (three).

Dant also had to pull out all the stops the previous day to emerge winners of the East Division while East Coast got past Caribbean Sensation in another tight encounter to cart off the East End title.

After taking first strike and being limited to 123 for six in their allotted 20 overs, Dant came back to restrict

Masters to 119 for eight with former Guyana Under-19 player and skipper Troy Gobin leading the way with a fine 38.

At the presentation ceremony which followed, president of the OSCL Albert Ramcharran had warm praise for the teams pointing out that they had displayed a high degree of discipline.

Dant are set to compete in the upcoming Guyana Softball Cup, due to be played towards the end of October in Guyana.

By Calvin Roberts ANOTHER resilient knock of 75 not out from Shivnarine Chanderpaul, enabled the Guyana Cricket Board (GCB) Developmental XI to resist Berbice at the end of the second day of their third round GCB senior Inter-county four-day contest at the Wales Community Centre ground yesterday.

The 40-year-old dependable West Indies middle order batsman was unbeaten on 75 and had as his partner, national Under-19 wicketkeeper/batsman Kemol Savory who was on 34, as their team ended the day on 234 for 6, in reply to Berbice’s 418.

To date, Chanderpaul, who featured in two useful partnerships - 77 for the fifth wicket with Kemo Paul and 68 unbroken with Savory has batted for 263 minutes faced 188 balls sand struck five fours while Savory has faced 83 balls during his 92 minutes stay at the wicket in which he has struck seven fours.

Earlier in the day, Shimron Hetmyer 21 (3x4) and Tagenarine Chanderpaul (5) added 28 for the first wicket, before the lively Raun Johnson (2 for 24) removed both batsmen within the space of one run, with the younger Chanderpaul being caught at the wicket by Anthony Bramble, while Hetmyer was taken at second slip by Jonathan Foo. Steven Jacobs 32 (5x4) and Chandrapaul Hemraj 11 (2x4) pushed the score to 60, with Jacobs, who started with a well-timed drive for four off Johnson, being content to push forward on the front foot to the Ancient County spinners.

AAO’s Best of the Best football tournament cancelled THE Against All Odds’ (AAO) sixteen-team fivea-side football tournament has been officially cancelled due to financial reasons.

This was disclosed by the tournament’s coordinator Gordon `Ultimate Warrior’ Braithwaite who said it is unfortunate that the one-day event had to be called off due to this circumstance.

The former national cap-

tain and central defender, however, said he plans on organising a similar tournament which will feature Under-17 players from the Georgetown Football Associations clubs.

The cancelled event which was scheduled to be staged at the National Park tarmac was set to feature teams based in Georgetown, West Bank Demerara, East

Coast Demerara and East Bank Demerara.

After the break, Berbice removed Jacobs in the third over when he went down the track to Narsingh Deonarine and was left stranded, as Bramble completed the stumping on the second attempt, bringing his 20-run partnership with Chanderpaul to a close.

Paul joined the veteran left-hander and mixing sound defence with positive aggression took the fight to the Berbicians, cutting Permaul when he was short and driving with authority - shots that brought him two fours in one over off Gudakesh MotieKanhai, repeating the feat later against Permaul.

At tea, the duo took their team to 152 for 4 off 66 overs with Paul on 38 and Chanderpaul 42, with Berbice searching for a way to dislodge the pair, who at one time looked set to take their side to the close of play without any trouble.

A delivery that kept low from Keon Joseph (1 for 44) accounted for Paul who was bowled for 39 (106 balls, 7x4) and he was quickly followed by Ashkay Homraj (5), leaving their side on 166 for 6 with Chanderpaul on 46.

The level-headed Savory joined Chanderpaul and after some anxious moments against the spinners, especially Permaul, grew in confidence to hit the West Indies left-arm spinner for two fours in one over midway the final session.

Prior to that, Chanderpaul

posted his half-century from 142 balls in 168 minutes.

He had struck four fours, just before he lost Homraj, but with Savory showing a willingness to apply himself and not risk anything, they pushed their side to their final total at the close of play off 92 overs, needing another 185 for first-innings lead.

At the Georgetown Cricket Club ground, Demerara resumed the day on 60 for 2 in reply to Essequibo’s 263 and were bowled out for 227, with Christopher Barnwell 61 (4x4, 1x6), Rajendra Chandrika 52 (7x4) and Trevon Griffith 32 (5x4) leading their batting.

Left-arm spinner Hemchand Persaud and his skipper Anthony Adams took 4 wickets each for 57 and 66 runs respectively for Essequibo, who with a lead of 36 runs were shakily placed on 98 for 6 at the end of the day’s play.

The hard-hitting Ricardo Adams who is unbeaten on 67 (7x4, 1x6) is the lone batsman to pass 15, even as Royan Fredericks contributed 12 to his team’s second-innings total, which gave them a lead of 134 with four wickets in hand.

So far, Amir Khan and Zaheer Mohammed have taken two wickets each for 12 and 31 runs respectively, while Paul Wintz and Raj Nannan both have one victim in the Cinderella County’s team second innings.

Action in both matches will continue on the third day today from 09:30hrs.

AN UNBEATEN and maiden first division century from Guyana Under-19 wicketkeeper/batsman Ashkay Homraj helped Rose Hall Town Gizmos and Gadgets (RHTGG) make light work of Universal Solutions Bermine to earn a place in the final of this year’s Berbice Cricket Board/Berbice Bridge Company first division knock-out competition last Sunday.

In the semi-final which was played at Albion and which was reduced to 45 overs-a-side, Universal Solutions Bermine choosing to bat first saw their openers Hakeem Hinds and former Guyana national youth batsman Leon Williams post 66 for the first wicket from 20.3 overs, before Williams fell for 19.

Berbice all-rounder Devon Clements came in and he and Hinds did well to put on another 75 for the second wicket from 14 overs, before Hinds was run-out for 63 (4x4), enabling Joemal LaFleur to join Clements and add a quick-fire 60 from 7 overs.

Clements was dismissed for 72 (6x4, 2x6) and La Fleur for 33, leaving Bermine still in a good position at 202 for 4 off 40.3 overs, but their quest for quick runs was thwarted by former Berbice leg-spinner Shawn Pereira who removed three potential run-getters in Romario Shepherd, Keion De Jesus and Damien Vantull - before they could get going, as Bermine ended on 238 for 9.

50 for RHTGG, who began their quest for victory with Homraj and Delbert Hicks, but lost the latter at 24 for 1 in the 7th over, while Jason Sinclair joined Homraj and added 58 for the second wicket before Sinclair was dismissed for 33.

In came Royston Crandon and together with Homraj, took control and put paid to Bermine’s chances by adding 112 in just 11.4 overs, before Crandon fell to Shepherd for 58 (5x4, 2x6) at 194 for 3 in 31.1 overs.

Any hope Bermine might have had, did not materialise as Homraj and Berbice allrounder Rajiv Ivan took 6.1 overs to hit off the required runs to see RHTGG comfortably home at 241 for 3 in 37.2 overs - Homraj finishing on 102 (7x4, 1x6) and Ivan 24, as Shepherd took 2 for 49.

At Port Mourant Cricket Club ground, the home team chose to take first strike against Albion and found runs hard to come by and were restricted to 138 all out

in 49.1 overs with former Guyana Under-19 all-rounder Lloydel Lewis topscoring with 34 and national legspinner Amir Khan contributing 30.

Bowling for Albion, Berbice left-arm spinner Gudakesh Motie and West Indies left-arm spinner Veerasammy Permaul both returned bowling figures of 3 for 20 while the veteran Andre Percival took 2 for 15.

When Albion replied, the batting lineup with Jonathan Foo and Narsingh Deonarine both missing, soon found themselves on 39 for 3, but David Latchaya pulled them out of danger by adding 64 with Anthony Bramble before Latchaya was dismissed for 22 at 103 for 4.

Bramble found another good partner in Permaul and together they saw Albion to victory at 139 for 4 in 25.5 overs and into the final, with Bramble being unbeaten on 58 and Permaul 13 when victory was achieved.

OVER the past three years, India and West Indies have become the most familiar of opponents. Since India's tour to the West Indies in JuneJuly 2011, the two teams have played each other in eight Tests and 16 ODIs. After playing three Tests and five ODIs in India in the winter of 2011, West Indies returned for two Tests and three ODIs last year for a hastily arranged series to bid farewell to Sachin Tendulkar.

Over the next seven weeks, the two teams will again be pitted against each other in five ODIs, a Twenty20 and three Tests, starting with the first ODI on October 8.

West Indies coach Stuart Williams didn't think the amount of cricket between the two countries had resulted in waning

interest. Instead, he felt the series against India gave West Indies an opportunity to challenge themselves against a high-ranking team.

"The calendar is set up as such that once you get the opportunity to play international cricket, we look forward to it. India obviously are a highranked team and West Indies are hovering in the seventh or eighth position. We look forward to playing India or anybody else.

Whichever challenge we get, we are looking forward to that."

Despite their frequent tours, West Indies haven't been able to win a Test series in India for three decades. Their last ODI series win in India was also a decade ago. Team manager Richie Richardson hoped their additional training camp ahead of the series would help them

However, Williams said the opening combination wouldn't be too much of a problem with Dwayne Smith and Lendl Simmons around. "Those guys, having played here in the Champions League, they are very familiar with the conditions as well."

THE 4th Annual Guyana Softball Cup was officially launched yesterday at the historic Guyana Cricket Club (GCC) ground, and the organisers, the Guyana Floodlight Softball Cricket Association (GFSCA) announced that this year, the event will see record prize money and incentives up for grabs.

London set for Women’s World Boxing Championships in South Korea THE Guyana Amateur Boxing Association (GABA) has selected middleweight fighter Theresa London for the Women’s World Boxing championships to be held in Jeju, South Korea, from November 13 to 25.
