SUNDAY CHRONICLE May 1, 2016 THREE armed men on Saturday attacked and robbed a family of Rose Hall Town of some $2 million in cash and $1.5 million in jewellery while shooting their employee in the process.

Man stabbed to death TWENTY-SIX-year-old Gordon Ross, who was found stabbed in John Street, Georgetown in the wee hours of Saturday, has succumbed to the injuries he sustained.

Police say investigations are being conducted into the circumstances surrounding the death of Ross,

who was found on John Street with stab wounds about his body at about 01:40hrs on Saturday.

He was taken to the Georgetown Public Hospital Corporation (GPHC) by public-spirited persons, but suc cumbed while receiving medical treatment.

‘Play fight’ causes friend’s death A PLAYFUL scuffle between Nafasie Edghill, 39, of Costello Housing Scheme, south Georgetown and a friend somewhere in Mon Repos, East Coast Demerara (ECD) ended tragically at about 15:00hrs on Friday when the friend’s licensed firearm accidently went off and Edghill was hit in the stomach by the lone round discharged.

According to police, the friend “had the firearm in his hand at the time when a round is reported to have been accidentally discharged.”

Edghill, the father of three children, died while receiving medical treatment at a private hospital. His friend meanwhile, and two other men who were there when the incident occurred, have all been taken into police custody and are assisting with investigations.

President urges early end to Prison riot CoI

PRESIDENT David Granger has opined that the Commission of Inquiry (CoI) into the Camp Street Prison riot may be ongoing for too long.

In this week’s edition of the ‘Public Interest’, when he cited the importance of several CoIs undertaken by the APNU+AFC Administration since it assumed office almost one year ago, the Head of State made this comment in noting that the Georgetown Prison inquiry is “going on much too long”.

He said he has asked that the inquiry be brought to an end as early as possible.

Speaking on the CoIs, President Granger noted that the Government convened the inquiries to determine the position of certain public sector agencies.

Speaking on the inquiry into the Public Service, President Granger said he has not seen the report compiled by the three-member Commission under the chairmanship of Professor Harold Lutchman. That report, he said, “ought to be the basis on which modifications can be made to emoluments to public servants”.

According to the President, there is no obligation on the part of the Government to carry out every recommendation made in the report.

As regards a CoI into the Customs Anti-Narcotics Unit (CANU) based on the allegations of corruption by alleged drug lord Barry Dataram, the President said the ongoing session is simpler, and he expressed hope that the findings of that inquiry would be reported.

As regards the prisons, he said that last May, when the Government assumed office, there was a stack of unimplemented recommendations made in the 2003 Disciplined Forces Report. He noted that President had those recommendations David Granger been implemented earlier, the March 2016 prison riots would have been prevented.

He said that based on his knowledge, he knew almost instinctively that the Mazaruni Prisons would be under consideration in light of the riots.

Jordan at World Bank’s ‘Governance for Growth with Equity’ forum

FINANCE Minister Winston Jordan recently participated in the World Bank’s Regional Conference, “Cuentas Claras: Governance for Growth with Equity in Latin Americana and the Caribbean”, held in Montevideo, Uruguay.

This forum was organised “to promote the dialogue about strategic policies to address the challenges of enhancing transparency and accountability in the public sector, with the objective of raising long term growth and equity”.

During the course of discussions, panellists and participants obtained first-hand knowledge of governance reforms in the region and the wider world, and offered their own experiences to advance growth in the region.

Minister Minister Jordan was invited to be part of a panel of finance minWinston Jordan isters who addressed the impact of specific governance challenges on the ability of nations to implement policy reform in the context of a period of low growth which threatens the gains experienced during the boom years.

A number of high-level government officials and representatives of multilateral financial institutions, researchers and other leaders of Latin America and the Caribbean also attended the forum.

Organised by the World Bank and the Government of Uruguay, this two-day conference began on April 28. (Ministry of the Presidency)

Holistically, the President said, he is quite sure that some of the problems the Government faces can be resolved if the responsible officers implement recommendations made by those inquiries.

On March 3 last, 17 inmates at the Georgetown Prison were burnt to death in a fire that 22 of them were allegedly responsible for starting. The remaining five have allegedly suffered serious injuries.

The CoI into the Camp Street Prison riot began shortly after that March 3 incident. The inquiry is headed by retired judge Justice James Patterson and two commissioners: former Director of Prisons Dale Erskine and Merle Mendonza of the Guyana Human Rights Association.

The ongoing inquiry has seen claims made by prisoners and prison officers.

The commissioners have been examining the circumstances, causes and conditions that led to the disturbances on March 03; the nature of all injuries sustained by the prisoners, and trying to determine whether the conduct of the staff of the Guyana Prison Service who were on duty on March 03 had conformed with the Standard Operating Procedures of the Prison Service.

New South African High Commissioner assigned to Guyana CABINET has granted its approval for the appointment of Ms. Xoliswa Nomathamsanqa Ngwevela as Non-Resident High Commissioner of the Republic of South Africa to Guyana. Ms. Ngwevela will be resident in Port of Spain, Trinidad and Tobago.

The tour of duty for South Africa’s previous High Commissioner to Guyana, Ms. Maureen Isabella Modiselle, came to an end in 2015.

The new High Commissioner is a career diplomat, who has represented her country in several capacities, including Chief Director of the Diplomatic Academy of the Department of International Relations and Cooperation. She has served at her country’s overseas Missions in Venezuela and New York.

Guyana and South Africa established diplomatic relations on November 4, 1994. South Africa is one of the few African countries with which Guyana has enjoyed more active relations in recent years. Guyana established a High Commission in South Africa in August 2013 and the High Commission is currently headed by Acting High Commissioner, Ms. Barbara Haley. Dr. Kenrick Hunte will soon take up his post as the High Commissioner of Guyana to South Africa.

The appointment of Ms. Ngwevela as Non-resident High Commissioner to Guyana is expected to provide the opportunity for the exploration of further cooperation initiatives, including discussions for possible areas of trade and investment between the two states.

Constitutional Reform Report now with PM

THE report that is likely to pave the way for the long overdue constitutional reform to come into force later this year was yesterday handed over to Prime Minister Moses Nagamootoo.

Loosely referred to as the Constitutional Reform Report, the document was delivered to the PM at his office by Convener and Chairman of the Constitutional Reform Steering Committee (CRSC), Attorney-at-Law Nigel Hughes.

The committee was established last August to draft a work programme and make recommendations for constitutional reform, a process for which repeated calls have been made.

The committee was

comprised of Attorney-at-law Nigel Hughes; former Director of Transparency International, Attorney-at-law Gino Persaud; Professor Harold Lutchman; former magistrate Geeta Chandan-Edmond; and former chief economist at the Central Bank, the late Haslyn Parris.

The APNU+AFC Coalition had lobbied relentlessly for constitutional reform, and had made it a major platform issue during its pre-election campaign.

Guyanese to receive training for 2016 Wet/ Hurricane season GUYANA will be participating in the Regional Technical Training Workshop on Climate Outlook and the Implications for the 2016 Wet/ Hurricane Season, which will be held in Roseau, Dominica, from May 2531, 2016.

Guyana will be represented by acting Forecaster and Meteorological Technician Mr Eron McPherson.

The workshop is being organised by the Caribbean Institute for Meteorology and Hydrology (CIMH) in collaboration with the Regional Climate Outlook Forum (RCOF) and the Caribbean

Climate Outlook Forum (CARICOF).

Guyana’s participation in this workshop is intended to contribute to the improvement in the country’s capabilities in the preparation of more accurate, seasonal climate-outlook reports and will help to advance Guyana’s efforts in the planning and decision-making stages across all sectors, especially those that rely on reliable climate information.

NEW TIMEFRAME The new expected timeframe for the report’s submission was set for June, as was announced by the PM in the National Assembly earlier this year. So it must have come as somewhat of a surprise when Hughes, along with some of the other members of the committee, handed it over yesterday to the PM, who is also the Leader of Government’s business in the National Assembly.

Speaking briefly during the handing over, Hughes noted that he could not

disclose the contents of the report, but he said it is a framework of the pathway for the proposed Constitution Reform Commission, which he hopes will be established shortly.

He explained that the committee met regularly on Fridays, and that it is pleased to have produced a final product which could be handed to the PM for him to take the process forward.

He further explained that the completion of this phase of the process will guide Government in the direction it has to go, and provide a scope within which the constitutional reform process should take place.

As Chairman of the Parliamentary Affairs Sub-committee, Nagamooto will report to that committee the recommendations in the Constitutional Reform Report, and that sub-committee will then report to Cabinet.

Thereafter, a constitutional reform commission will come on stream, and it is this committee which will effect the changes to the Constitution.

The Workers’ Day

TODAY workers, particularly the unionised, will march and hold rallies. This annual May Day event has its genesis in workers losing their lives and suffering injuries during strike action to protest for just working conditions, notably an 8-hour work day, on 4th May, 1886 in Chicago, USA. As workers participate in activities today, it would be remiss not to acknowledge that they do so in a markedly changed environment. The labour movement is going through a metamorphosis, but it is yet to be seen if this will see resurgence befitting its behemoth legacy, or resignation in accepting the status quo.

The latter notwithstanding, it is the former that helps to better understand the movement and what it has come to exemplify in the society, which undeniably are under threat for the welfare of workers, unionised and not.

Labour’s history in shaping universal rights, freedoms and conditions of work that are taken for granted ought not to be ignored. Where workers of this country first distinguished themselves as an organised force, in 1905, to stand up to the employer and demand a say at the table to influence their conditions of work, such has set in train a series of actions.

This act by the workers -- consistent with the universal right to self-determination, freedom of association, collective bargaining, and involvement in management and decision-making processes that affect one’s wellbeing -- has shaped universal declarations, charters, conventions and local laws.

While the right to freedom of association respects the right not to associate, those who choose to associate and work as a collective should be allowed to do so. And where there continues to be expressed concerns by the trade unions that such is under threat, these expressions of concern have to be heeded.

Workers, as members of trade unions by constitution, not only have this right enshrined but labour laws that require employers treating with their representatives in good faith, but Governments are expected to set the tone and standard for how citizens will be treated.

Enforce workplace safety rules Dear Editor, CARPENTER Yuvraj Sewlall fell whilst working on the roof of a house in the Corentyne, and lost his life last Thursday, leaving his wife and two very young children.

Many people would feel sympathy for Sewlall and his family for a period of time; after that, life goes on, although the wellbeing of Sewlall’s family will be periodically remembered.

My letter is not about the future of his family, but about the careless loss of a life, and those which, over the years, have been similarly lost.

I am also writing about the many persons who have been similarly injured, some having been left greatly maimed, or even crippled for life.

Safety precautions should have been taken, but, sadly, those are not enforced in Guyana; and there seems to be no organization that is responsible for enforcing those precautions.

Many worksites are doing various types of jobs that require the use of safety gear, but those workers do not have the safety gear for whatever reason; and sadly, because of their own negligence, workers lose their lives or get maimed, and then there is the cry ‘if I had known’.

Editor, in neighbouring Caribbean countries, many Guyanese go to earn an easier living and, over the years, when some return either temporarily or permanently, I would always enquire about the way of life there and their working methods.

During my usual questioning, I’ve learnt that, unlike in Guyana, many of those countries, like Trinidad and Barbados for instance, have strict safety rules and precautions that the workers have to adhere to, or they cannot work. According to many returning Guyanese, safety gear like harness, belts, boots, hats and gloves are provided when they start working with any construction firm/ company, and a small part is deducted from the worker’s salary until all the gear is fully paid for.

When going to work, if you don’t have the required safety gear, the security or foreman would deny you entrance to the worksite; and if you are working and don’t have your gear or are not using it, you are either suspended or forced to pay a fine.

If a safety officer passes a work site and notices anyone working without safety gear, the employer would have to pay a fine, and the

And while there are some large private employers, notably Banks DIH and DDL, who each has a unionised workforce, continual industrial peace and netting significant after-tax profits, though admirable, it is unfortunate that they have become principal standard bearers for how Government and others should treat workers.

None paying attention to the trade union movement within recent years would miss that fingers are being pointed at state institutions, owned in whole or part by the Government, for engaging in unsavoury conduct. It is no secret that, within recent years, Government has failed to uphold standards that would secure workers’ and citizens’ wellbeing. Such also gives rise to, and open the door for, similar and worse practices in the private sector and non-unionised environment.

Public service unions have, for more than a decade, been demanding the restoration of the right to collective bargaining. The absence of this right breeds low morale among the workforce and creates an environment where the workplace is seen as a hustle or pay cheque.

The teachers’ union has been expressing concerns, and a caring employer cannot be seen as unmoved, dilatory, or disinterested, because such will adversely impact our

worksite would have to cease operating for a few days (suspended).

Many of them who return here would work with the same careless attitude, because most employers don’t give any consideration to workers’ safety, they are just interested in getting the job done.

Do we have a functioning body to monitor these worksites in Guyana to ensure that safety precautions are being met? There are many contractors who have underage children working, but that’s another issue, which will be dealt with in another letter.

Meanwhile, could those in authority please ensure that proper safety precautions are being practised, to ensure that lives are saved, instead of being lost, and families being left to fend for their own?

I’ve seen many people being seriously injured, with some even being left crippled, begging for help because they cannot work for their own, and where they got their injuries don’t remember them or are not interested in helping them.

The sugar unions are complaining about non-involvement in determining the state of the industry, and disregard for the collective agreement. The High Court took a decision in the matter of the Bauxite Company of Guyana Incorporated on reissuing arbitration letters, which the Government has not denied, yet the court’s ruling stands in abeyance.

Ignoring these anomalies will not only create a disgruntled workforce, but professionalism and performance risk being compromised. It is a mistake to treat workers as mechanical tools to be dictated to, and to deem their input unimportant to workplace safety and development, yet expect good performance from them.

Outside of employers, there have been expressed concerns that some trade union leaders are not representing and protecting the interests of workers. This should not happen, and workers should increase their vigilance and participation in the activities of the trade union.

That being said, when government sets the right tone and standards, such remove temptation for, and practise of, unscrupulous employers mistreating the nation’s most vital resource. It is a truism that businesses that treat workers well succeed. This success is premised on the principle that where workers feel valued, they will give of their best and want their employer to succeed. This symbiotic relationship ought not to be lost sight of.

Labour, trade union movements on the move –– Minister within the Ministry of Social Protection, Keith Scott

COMRADES, irrespective of the name or label which you choose to attach to this day, the first day of May, 2016 is a Labour Day with a difference. I am inclined to use the term “Labour Day” for no other reason than the fact that that is the term used in our legislation.

Labour Day 2016 is as different as it is unique, in that its observance is being revered at an all-important juncture in the history and evolution of the Co-operative Republic of Guyana.

Our nation has observed Labour Day for the past two decades and beyond, under a variety of circumstances which have undeniably left some acrimonious impressions on the landscape of labour-management relations or industrial relations in this country. Consequently, workers who are the real creators of wealth, and who make the real contributions to nation building, feel that they have been cheated, robbed, and emasculated by vicious polices deliberately crafted for their brutal en-

slavement.

However, I wish to submit that Labour Day 2016 is likened unto none before, in that it represents the essence of change. I sense that a new course will be chartered to change our history for some time to come.

Indeed, Labour Day 2016 is being observed under the theme “Labour on the Move in Solidarity and Unity” at a time when our Republic, whose motto is “One People, One Nation, One Destiny”, is celebrating its Golden Jubilee.

It is significant that there is much congruence between our National Motto and the theme for Labour Day this year. It would seem to me that the very essence of this year’s observances is, among other things, a unification of the trade union movement, which has been fractured and which remained fractured for much too long.

I am aware that the trade union movement has initiated, organised, and intends to execute what they have termed a ‘Unity Rally’. It is my understanding that

that rally signals the commencement of the unification process, and I believe our nation welcomes such an initiative. As a matter of fact, some sections of our society have bemoaned the

A short while ago, I have had cause to mention that the euphoria which has inhabited the minds of all reasonable-thinking Guyanese following the

It happened on Mash Night back in 2004 when news reached me that my eldest son had died; not in a vehicular accident as I’d originally assumed, but at the hands of a bunch of criminals, who, to this day, have not been brought to justice.

It’d happened before some years ago when Chronicle cameraman, Winston Oudkerk was called out on a routine assignment, only to learn that the woman lying spread-eagled on the road following a terrible ac-

cident was his beloved mother.

History would repeat itself yet again Thursday evening, when, at round 19:45hrs, Marjorie Spencer, another Chronicle staffer, learnt that one of the victims in the accident two of our young reporters and a photographer had earlier dropped everything they were and hared off to cover was her own daughter.

Ironic, isn’t it, this thing called death! Nerissa Spencer, a devout Christian by all accounts, was on her way to church when the incident occurred. As had been her wont for the past umpteen years, the mother of two was on her way to

take her eager students through their paces in aerobics when she met her demise.

As one of her fellow church members, who was at the scene of the accident, was quoted as saying, “I know this woman, boy; this woman is a nice woman. She does go to this church hay and teach aerobics class; is deh she was going.”

Trouble is, how does one treat with a colleague in circumstances such as these? How do we commiserate with them, as in times like these, the tired old cliché, “Sorry for your loss”, or “You got my sympathy” just won’t cut it.

Therefore, a Unity Rally by the trade union movement at this time is welcome, and should be widely embraced.

The theme for Labour Day speaks also of Labour being on the move, but I wish to declare with much confidence, which is empirically grounded, that not only ‘Labour’, but the entire nation itself is on the move. Throughout our history, the Labour Movement, and subsequently the Trade Union Movement, was subjected to the wrath of the ruling administration; but I want to assert with much confidence that the future of Labour and the Trade Union Movement in this country has taken a turn for the better. We have decided that Labour must

be accorded the respect and prominence it once enjoyed during the era of the indomitable Hubert Nathaniel Critchlow. One would have expected that the achievements of Mr Critchlow, whom we ought to regard as the ‘founding father’ of politics and ‘social revolution’ in Guyana and the Caribbean, would by now have been cemented and even expanded. But as the events have turned, Labour continued to find itself in adversarial positions.

Fortunately, it is evident that in one short year, in a new dispensation, that situation has changed.

A vexed and depressed labour force of the past is gradually being transformed into an energized and reinvigorated productive force.

Indeed, no one should gainsay that during the past two decades several pieces of legislation, designed theoretically to promote the interests of Labour, have been enacted, but in actual fact, the plight of workers had worsened tremendously.

As a matter of evidence,

workers’ rights were so disregarded and trampled upon that they appeared to have become extinct.

It is not possible at this stage to comprehensively highlight the plight of workers from which they have been recently rescued, but if nothing else is mentioned, the erosion of the collective bargaining process and the imposition of unreasonable wages and salaries’ increases on public servants stand out as a beacon of disgrace and must be highlighted.

Fortunately at this time, all of the negative factors and influences have already begun to disappear. Thus the collective bargaining process, which is a main pillar of decent industrial relations practice, has been re-activated in the public sector.

Further, workers have been awarded increases along with a tax-free bonus, which was hitherto unheard of in the public sector.

Yes, comrades! Labour is on the move, because our Republic is on the move!

And so it is that, hard as it is for us, we say to our friend and colleague, “Our thoughts are with

you at this your hour of bereavement.

“Take heart, Marjorie! God is in charge,

and all is well!”

GTUC and FITUG charter and direction

TRADE unions are organisations that are owned and controlled by workers and members. The programmes of the trade unions derive from the concerns and demands that emanate from the working class. These concerns and demands have led to the Charter of Demands signed by the Guyana Trades Union Congress (GTUC) and the Federation of Independent Trade Unions of Guyana (FITUG) on 15th April 2016.

These demands are: return of, and respect for, collective bargaining where trade unions exist; honouring the High Court decision to reissue letters of arbitration to the Guyana Bauxite and General Workers Union and the Bauxite Company of Guyana Incorporated; crafting of a national programme for jobs’ creation; creation of a Labour and Economic Council; establishment and honouring of a mechanism to address the sugar industry; creation of a Foreign Investment Commission

to address the telecommunications and natural resources sectors; review the tax concessions granted to companies; review of State and NIS pensions; establishment of a Ministry of Labour; respect for the rule of law.

The unions are mindful that the right to collective bargaining, which was fought for and won by them, must be preserved. We are convinced in our demand that the framers of the Guyana Constitution respected this achievement by enshrining it in Article 147. It means therefore, that every employer, including government, where a recognition agreement exists, has to treat with the recognised union. It follows that Government, as an employer, must engage the unions in state institutions; and as guardian of the nation’s laws, ensure all employers, where unions exist, do likewise.

When Cheddi Jagan and Forbes Burnham came onto the national scene in the 1940s, they met an active and militant

trade union community. They embraced the workers’ agenda and made it part of the political platform.

Labour’s demand for development of a national programme that would lead to job creation is underpinned by us taking our rightful place at the decision-making table, and by an understanding that employment and economic opportunities are linked to the reduction of poverty and other social ills.

The seeming absence of such a programme and exclusion of labour in bringing about such a programme are not treated with lightly. It is of grave concern that what is being seen today in the area of work fits into non-continuous and short-term operational relationship. This will not tackle unemployment and underemployment in a sustained manner, nor would it create the economic empowerment people need for growth and development.

It is important to recognise that the presence of a Labour and Economic Council presents an avenue to conceptualise and develop ideas that are grounded in labour principles, which would contribute to protection of natural and human resources. Such a council can develop programmes that would guide investment in various sectors. The non-recognition of this component to development subjects the nation and its citizens to exploitation by unsavoury forces, foreign and local.

It is also of concern that there is an absence of a clear policy in guiding development.

As it relates to the sugar industry, any decision taken has to consider the socio-economic impact on the lives of Guyanese; more importantly, the communities stretching from Parika to Crabwood Creek.

Certain consequences would flow if restructuring of this industry is not properly handled. Though it is anyone’s guess in terms of quantification, suffice it to say there will be dislocation for those who rely on the industry directly and indirectly. If the situation is not properly handled, the potential for forces to engage in political grandstanding and manufacture division in the society would be created. And though sugar workers will feel the direct economic impact, villages on the coastland can be affected, since several of the canals by which they are drained are maintained by GuySuCo. Decisions on the industry cannot be addressed only in the context of economics, but require holistic thinking and application.

The Government of Guyana, starting with the Bharrat Jagdeo Administration, has the benefit of Article 13 that came with constitutional reform, yet successive governments have since failed to embrace the spirit, intent and letter of this article, which mandates involvement of the people in management and decision-making processes of the state that affect their well-being.

Instead, there continues to be lip service paid to concepts such as social cohesion, unity, and inclusionary democracy, and nothing is being done in structured ways to include those outside of the inner circle to deliberate on their well-being.

Labour finds this a troubling feature of the politicians.

Talks of unity have no regard for the right to freedom of association outside of the circle in which politicians want to define and confine the trade unions. Unity, to them, does not cater for diversity and the benefits flowing therefrom.

In last week’s article, the matter of unity was addressed, but it was rewritten without my knowledge and consent under my penmanship. Thus today what was written by me but deleted is hereunder stated:“2016 finds the Labour Movement not lacking of unity based on simplistic belief that such only exists being in one federation that stands in contempt of the universal right to freedom of association protected in the Guyana Constitution (Article 147) and the International Labour Organisation (ILO) Convention No. 87 (Article 6).”

Labour’s agenda cuts across interest groups. In pursuit of ensuring that workers/citizens get their just treatment and reward in society, which for the GTUC is grounded in universal principles, there shall be alliance(s) with those whose interests converge with ours.

Dr David Hinds POLITICAL scientists and philosophers have, over time, developed theories about politics which they have used to explain political developments.

Of course, because political behaviour is part of human behaviour, it is extremely risky to predict such action. But having observed political action over long periods in different parts of the world, one can, with some degree of accuracy, draw broad conclusions about politics.

The assumption is that political actors are rational; they are driven by logic.

For the most part, political scientists and thinkers are able to use these broad conclusions to explain the politics of most countries; but, ever so often, they encounter situations which cannot be explained by those settled conclusions, because they defy political logic.

Guyana is one such country. From the 1950s to the present, this country has, with some exceptions, defied political logic. Some political thinkers have described such countries, in part, as Failed States — they are there, but they do not function like normal polities.

I would not describe Guyana as a Failed State, but it’s hard not to conclude that our politics are definitely dysfunctional. You listen to our politicians and some of their followers and you sometimes wonder if they are real people; and this is after factoring in the obvious about politicians -- that they generally deal in the art of deception, or what we discretely call tactic and strategies. Political reason is often absent from the public discourse, even among those who broadly agree on most issues.

In such circumstances, what passes for political culture is a peculiar brand of ‘jungle politics’, which eventually facilitates a jungle mentality in the society

The upholder is worse than the thief: Donald Ramotar, Kwame McCoy and political dysfunction in Guyana at large. Just look at the volume of violence in Guyana, and the mindlessness of those acts, and you can’t help but wonder what on earth has gone wrong in our country. Guyana has lost its innocence; it seems as if there is no longer even the pretense that we want to continue to be a civilised society.

Take the opposition PPP, for example: After being silent for a little while, the party has been very vocal this past week. It had something to say about censorship at the State Media, in particular at the Chronicle, where it took censorship to a new level during its regime.

It has signalled that it would question how sums of money are being spent for the Jubilee Celebrations even though audits are showing that the worst form of financial corruption in the history of government in the Anglophone Caribbean occurred during that party’s tenure in government.

Former President Donald Ramotar has been most vocal. He questioned the actions of the Ministry of Education in relation to the National Grade Six examination, and repeated his charge that by seeking to root out corrupt officials from the formal system, the new government is practising racism.

Not to be outdone, after he appeared in court to answer charges for assault on Mark Benschop, committed five years ago, the infamous Kwame McCoy penned a long letter to the press in which he claimed harassment by the Government.

The fact that Kwame McKoy could gather the temerity to pen such a letter is a clear example of how depraved a society we have become. This is a man who has hurt so many people when he had the power to do so, and did worse when those who sat at the top of our government gave him free rein to run amok.

I would be writing some-

thing different If Kwame had said something like the following: “I know I did wrong, but I do not deserve to be treated like this —two wrongs don’t make a right.”

I would have still thought he was crazy, since facing the law for unlawfully hurting people cannot by any stretch of the imagination be equated with harassment.

But I would have recognised his contrition, which is an important element of humanity. But there was not even a hint of contrition. On the contrary, Kwame’s letter assumes that he did nothing wrong, that Guyanese were not around before May 15, 2015, or that we are all fools. And worse, inherent in that absence of contrition and in the complete silence about his actions, one may conclude that he would repeat them if the opportunity presents itself again.

At a certain level, I feel sorry for the Kwames of this world —young people who allow themselves to be used as tools and agents of political hurt for a penny and the false sense of importance.

It reminds me of Bob Marley’s eloquent declarative wisdom: “In the abundance of water the fool is thirsty.”

I feel strongly that the enslaved Africans and the bonded Indians did not overcome those conditions so that their descendants could become modern slave catchers and headhunters.

I will defend Kwame against political harassment, but I will insist that he must face the law for his alleged acts, so that our young men would see that what Kwame did is not acceptable behaviour.

When I read about men who could instinctively set fire to a house in which elderly people are trapped, or lure a young woman, the mother of their child, into the night and murder her, I can’t help but wonder about the linkage between those acts and the diabolical acts carried out by men armed with the cover of the state

and government in the name of political survival.

It is for that reason that I take serious issue with former president Donald Ramotar, who described the decision to have Kwame face the court as a racist act.

I know Mr Ramotar knows the definition of racism; I also know that Mr Ramotar is a learned man; but the fact that he could say something like that points to the dysfunction of our politics, to which I referred earlier.

Mr Ramotar is playing the role of the upholder; he is defending the worst acts under his regime. The crooked logic that led the PPP to enlist the services of enforcers is the very same logic that leads Mr Ramotar to spin Kwame’s prosecution as racism.

What Mr Ramotar did not know is that he lets the proverbial cat out of the bag when he charges that the worst of the so-called harassment of PPP people by the Government is saved for the party’s African-Guy-

anese activists.

Those of us who monitored the PPP’s actions within the African-Guyanese community during that party’s tenure in government are all too familiar with the strategy of recruiting African-Guyanese enforcers who were tasked with keeping the community in line.

They did the same in the Indian-Guyanese and Amerindian communities.

Gone were the days when the party enforcers were people from outside the communities.

The strategy worked at one level, as it ensured that the party and Government escape direct charges of racial discrimination and force. But if you go into those communities, the people will tell you how they lived in fear of the enforcers, and how they were terrorised and bullied into taking bribes.

So Mr Ramotar should not be surprised that when the law moves to seek jus-

tice for those who were hurt, the accused would be mostly African Guyanese; they were the ones contracted as bullies, enforcers and mercenaries. On another day I will deal with the degeneration among African-Guyanese that makes them such easy targets for recruitment.

Instead of defending what Kwame McKoy represented under his party’s watch, Mr Ramotar would do the country a better favour if he were to stop thinking that we are all so foolish that in one year we have forgotten the atrocities suffered under his PPP. As they say: “The upholder is worse than the thief.” President Ramotar should stop being an upholder.

President Granger to attend Energy Summit PRESIDENT David Granger will be joining his counterparts from the region and the hemisphere at the United States Caribbean Central American Energy Summit in Washington DC from May 3-4, 2016.

The discussions at this forum will address opportunities for increased cooperation in the region's energy integration.

The summit will include closed-door Caribbean-focused sessions with Vice President Joseph Biden, a Caribbean-focused public-private sector session, and a plenary session with all participants.

This engagement is a key component of the Caribbean Energy Security Initiative (CESI) that was announced by the Vice President in June 2014. It will bring together government, finance, and private sector leaders from the United States, the Caribbean, and representatives of the international community, to promote a cleaner and more sustainable energy future in the Caribbean through improved energy governance, energy diversification, greater access to finance, and donor coordination.

In April 2015, US President Barack Obama met with CARICOM leaders in Jamaica, and announced the launch of a task force for the Caribbean and Central American energy to expand existing efforts and explore areas of progress and opportunity to achieve more reliable, sustainable, and affordable energy throughout the region.

This summit is a culmination of that task force effort, and serves as an opportunity to highlight recent successes, discuss recommendations, and identify the path forward to achieve mutual objectives. (Ministry of the Presidency)

Guyana to participate in prohibition in nuclear weapons internship programme

CABINET has approved Guyana participating in the internship programme hosted by the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean, to be held in Mexico from July 11 to December 9, 2016.

The Secretariat of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) has extended the invitation to Guyana, and Ms. Tabitha Barnwell, a Research Officer, has been identified as Guyana’s participant in the programme.

The programme is intended to provide on-the-job training opportunities for young diplomats and graduate or post-graduate students from the Caribbean states in International Relations, International Law, and Political Sciences.

OPANAL will cover the cost of return airfare and will provide a monthly allowance of US$1000 to interns. (Ministry of the Presidency)

Towards a Good Life in a Green Economy

Harnessing rights, riches and obligations from the diaspora: A Committee of Sorts

SPEAKING to my high school friend who left Guyana in the 1990s, he posited the question, where is our Ministry of Technology? He argued that not having such a ministry is an opportunity missed and stressed the relevance and importance of such, particularly for mitigating youth employment and societal decay.

The conservation ventured on and in closing, he said, “We need to get more of us in the diaspora involved: A committee of sorts.” I am sure many of us have had similar conversations with Guyanese and non-Guyanese, home and abroad. And, I am sure we feel it is relevant to the country’s development of a Green Economy, presenting a paradigm shift of reaching the good life much quicker. Can such a shift be achieved through a sustained partnership between the Government of Guyana and the diaspora? And, if we are cautious about such measures, couldn’t we start on a small scale with a Committee of Sorts? I am sure we may know of many examples where there are diaspora programmes delivering development results for origin states. This has been vibrant in places such as China and India. Closer to home, we have Jamaica as a case in point.

It is always a wonder when you travel to a country seemingly more developed than Guyana, to ask yourself, what has that particular country been doing that Guyana can’t do? In my humble opinion, much of the progress has to do with the people of a nation and their commitment to moving their country forward. In an ever-changing world, progress and measures of it, are always Marlon Bristol relative because as in China, with all the economic wealth acquired, it cannot be compared to Guyana when it comes to air quality and high forest cover.

Elizabeth Thomas-Hope, the regional migration pundit, has proffered the notion of the growth in population migrating to the metropolis of the developed countries, and for Guyana, the USA, Canada, and the UK in particular. Recently, my own work recognised migration to closer jurisdictions in the CARICOM region, owing to lower entry barriers and the policies in the CSME. As recognised by Simona Vezzoli in her research on the ‘effects of independence, state formation and migration policies on Guyanese migration’, she found that policies played an important role in influencing the movement of Guyanese 50 plus years ago. Fast forward to present day and my research has been investigating if return migration policies have had the effect of mobilising Guyanese in the diaspora and their resources to make meaningful contributions to local development.

In the context of diaspora support, the evidence so far points to successive platforms trying to harness the potential of the diaspora, but none has been clear in their policy stance (deliberate or not) on what obligations they seek. Simply bestowing rights and marginal, at best, can often be interpreted as discriminatory. Further, partial incentives, with the hope of progressive returns based on the constructive attributes of those encouraged to return may not achieve enduring results.

Return is therefore much due to self-selection. And, the lack of clear policy guidance, in my view, has been the source of discontent and criticism by the diaspora. At origin, there has been a reluctance to accept the value of the diaspora’s activism and importance openly, especially in the sharing of local opportunities, though the benefits have been clear at the

level of households and families in the remittances received financially and in kind.

In fact, remittances have also been found to be a critical source of foreign exchange in comparison to foreign aid, Foreign Direct Investment and Official Development Assistance.

The first attempt at linking with the diaspora, as a rich resource base, and encouraging return as a matter of government policy for the sake of national development, was made immediately following Independence, in 1967 by then Prime Minister, Linden Forbes Sampson Burnham.

The government scheme on return migration targeted skilled Guyanese in the diaspora. A. J. Strachan in 1980 and 1983 claimed that the return policy at that time was successful, mainly due to the diversity of skilled individuals who had returned under the programme. This, of course, was also considered a success at a time when James Mittleman argued that development dependency of peripheral nations escalated through a transfer of skilled labour resources to those countries. Simona Vezzoli showed, in the case of Guyana, how migration policies of the USA, Canada, and the United Kingdom prior to independence were critical to such transfer of skills from Guyana through emigration. Others argued that the economic and social policies after independence contributed to such emigration gaining momentum. The dynamic forces at work in the pre-and post-independence period never truly abated.

The result is a continuing depletion of human capacity, despite all the efforts to replenish and expand training.

Former Presidents Dr Cheddi Jagan, and Mr Donald Ramotar made similar calls under their tenures, but policies remained deficient. Currently, President David Granger also made this clarion call during and after his campaign.

Most of those who returned to Guyana would tell you they left with a one-track mind, or the love of country was greater than any temptation that existed. In any case, Guyana has built up such a large diaspora that once family reunification remains important people will continue to leave in fair numbers.

Stock data reported by Ratha and Shaw in 2007, showed the estimated number of Guyanese-born people living abroad (around the year 2000) to be 417,469 - in excess of 50 per cent of the total domiciled population. The Sussex Global Origins Migrant database estimated 347,946 Guyanese living abroad.

With such a relatively large diaspora, there is no wonder why remittances continue to be high, and emigration continues unabated due to family reunification, among other reasons.

The altruistic nature of remittances to Guyana as demonstrated in survey data by Tilokie Depoo, Reena Agarwal and Andrew Horowitz, indicates that the diaspora remits whether or not they intend to return, leaving a logical conclusion that Guyana, and Guyanese at origin, remain in need, as they offer support in the achievement of a Good Life, if not for the country, at least for their families.

Migrants are not considered generally to be a random group, and return or circulation to small jurisdictions such as Guyana remains a merit that policy should seek to realise.

Education Minister calls for curriculum review

DUE to the continued advancements in technology, Education Minister, Dr Rupert Roopnaraine has come to realise that it is time for a curriculum review.

And this review of which he speaks is to be done across the board, including at the Cyril Potter College of Education (CPCE).

As he observed at a function Friday, education is a constantly evolving process and for a nation such as Guyana to advance socially, economically and politically, its education system will have to rise to the challenges.

“Our education system

- in light of advancements in technology is based on an old model of development, and not much has changed from the dogma of the 1960s and 1970s,” he told attendees at a Career Day exhibition hosted by Tutorial High School.

He went on to say that because the current system is so antiquated, there’s room for lots of improvement in areas such as career development, technology, science, and mathematics to name just a few.

What is encouraging, he said, is that both the president and the government seem to be on the same page as he, where the plethora of challenges facing the school

system is concerned, and want to make a concerted effort to fix them.

However, problems such as poor performances in English and Mathematics at both the primary and secondary schools, teachers giving inadequate attention in the classrooms, delinquent behaviour by students and the need to shift greater attention to science, mathematics and technology are issues which cannot be addressed overnight, but over time.

These, nevertheless, are issues which will be addressed, in time, given that as the curriculum review

Education Minister, Dr Rupert Roopnaraine focuses on the revamping of the academic system, the ministry will move to engage teachers and edu-

cation stakeholders in conversation so as to hear and address some of the hidden problems, as well as longstanding issues which affect the sector.

“Employers ought to be engaged in discussions with us, so that the education system can produce what employees that the country requires,” said the minister, as he stressed the importance of deliberations between stakeholders and the ministry, as well as career development programmes in schools.

Added to that, for the review to be effective, the curriculum of the CPCE

has to be revamped, so that potential teachers would be up to date with the new additions to the education system.

The advent of this will see an improved and modernised system, especially in the area of technology and science, which will, in turn, produce well-rounded students of a high calibre, once the right measures are effectively applied.

A modernised system will open new avenues for Guyanese to not just excel locally and regionally, as seen in the past, but also the chance for students to be somewhat on the same grid as international students, when it comes to the knowledge base they possess.

Small-mindedness stalling the renaming of OIA

PRESIDENT David Granger has expressed disappointment with stakeholders at the Ogle Airport in what he termed the placement of personality over nationality in renaming the airport in honour of the Guyana’s first Minister of Communications, Shipping and Aviation, the late Eugene Correia.

The Head of State reiterated his views on the matter in this week’s edition of “The Public’s Interest.”

The President made the suggestion to the Board of the Ogle International Airport Inc (OIA) several months ago when he addressed a gathering at the commissioning of Trans Guyana Airways (TGA), Raytheon Beechcraft 1900D aircraft.

According to the President, based on research, Correia, who served the aviation and communications sector decades ago, was a distinguished minister of the Government of the day. He said

- President expresses his disappointment Correia, who was also a pilot, made contributions to the National Assembly.

“I would say that his career was stellar,” he said, noting that Correia, who was a national awardee, was deserving of the honour.

However, some of the airline proprietors at Ogle objected to the move, and while no clear reasons have been provided, persons in the sector have noted that the namechange proposed strikes at the heart of competing factions at the East Coast of Demerara national port of entry.

The President noted on “The Public Interest” that controversy arose, “not because of the character of Mr Correia, but because of the small-mindedness of some persons who know nothing about Correia.”

He termed the issue “very disturbing.” He said he is personally disappointed at the be-

haviour of those persons who oppose the move, noting that anyone who knows Correia would consider and be proud of his record.

President Granger called on the board of the airport to consider Eugene Correia’s name in front of a packed crowd last September at

TGA’s Beechcraft commissioning.

Subsequently, a new airline association in the form of the National Air Trans-

port Association (NATA) was formed. However, TGA does not fall under the umbrella of that body.

The issue is likely to drag on with NATA’s membership opposed to late Correia’s name being emblazoned at the Ogle airport.

Schools in Region Three observe Unity Day __

to benefit from bus under ‘3 Bs’ initiative

SCHOOLS in the Essequibo Islands-West Demerara region (Region Three) will soon benefit from the donation of a school bus under the “Boats, Buses and Bicycles plus Breakfast and Books” initiative which aims to assist students in getting to school, since education is seen as a significant means of enhancing social cohesion.

This announcement was made by Minister of Social Cohesion, Ms Amna Ally, during visits to several schools on the West Coast and West Bank of Demerara for her ministry’s pilot project, titled: “Unity Day: Culture up! One Guyana! The initiative, which also falls among a series of sensitisation activities planned by the Ministry of Social Cohesion for the 50th Independence Anniversary, is being conducted in collaboration with the Ministry of Education.

In her address at each location, Minister Ally sought to promote the importance of social cohesion in a message targeting teachers, parents and students. “In the absence

of social cohesion, there is a lack of respect for human rights; there is discrimination, intolerance, stigma, racism, fear. There is also a lack of access to basic services, including education, and that is why we have these programmes to ensure that our children get to school and benefit from…education,” she said. It was in this regard that Minister Ally added the announcement of the donation of the school bus, stating that it will be made before the end of the school term.

Each school was encouraged to put on a display of inter-cultural diversity by having the students and teachers dress up in the traditional wear of the six races, as well as have creative displays of craft, food and other forms of entertainment during concerts. The schools showcased much enthusiasm upon receiving Minister Ally and other members of her team, who visited other locations. All the schools were encouraged to create a mural that would be permanently mounted at each

Minister Ally said during her address at the schools, that it is time to focus on the country’s motto: “One people, One nation, One destiny”

and make it a reality that the entire country can be proud of. “There are many ways to promote social cohesion and remove obstacles. Parents it starts with you; the way children are socialised is important. You can teach your

children to respect others, regardless of their differences,” she said.

Minister Ally added that teachers also have a role to play in achieving social cohesion. “Culture is mainstream… I appeal

to the teachers not to brush over the material. Please emphasise the issue of our cultural diversity and the value to national development,” she said. The minister suggested that teachers find creative ways to deliver the materials to the students so as to have the message easily received by the students. As such, she urged persons not to take for granted events such as community festivals, cultural shows and other cultural events that could be undertaken in instilling the message of social cohesion.

The minister further pledged her willingness to provide the expertise of officials from within her ministry to organise workshops to speak to the communities, groups and schools within the communities of Region Three to deal with social cohesion.

The schools that were visited by Minister Ally and her team to observe ‘Unity Day’ were Parika Salem Secondary, L’Aventure Secondary, West Demerara Secondary, Uitvlugt Secondary, Leonora Secondary, Zeeburg Secondary, Stewartville Secondary, St. John’s Secondary, Vergenoegen Secondary and Patentia Secondary. Each school was also presented with a collection of books for students at all levels to promote literacy.

GAWU extends ‘militant’ greetings to workers “AS WE celebrate Labour Day 2016, the Guyana Agricultural and General Workers Union (GAWU) is pleased to extend militant greetings to all our workers; indeed, to all Guyanese.

“May Day is one of the few holidays observed internationally, and is always a reminder of those of the working class who have made invaluable contributions to better workers’ lives. It is also the occasion for the working class to acknowledge its common objectives and recognise the need for solidarity in (its) ever-sharpening struggles for a peaceful world and a better life.

“Our union is pleased to take part in this year’s activities, which are being held unitedly by the Federation of Independent Trade Unions of Guyana (FITUG) and the Guyana Trades Union Congress (GTUC), after many years. The main rally in the city is one of the several activities which have resulted from the improved collaboration and co-operation between the two (2) workers’ bodies.

“We are optimistic that this positive development in the relations between FITUG and the GTUC will be strengthened in the period ahead. Labour Day offers another appropriate occasion to express our concerns over some policies being pursued of recent, and their effects on the working people of the country. Here we refer to the uncalled cessation of the Education Grant to school children; the removal of subsidies from old age pensioners; the significant increases in (costs for) licences and other fees; the increase in certain taxes, as well as the introduction of new taxes. These and other things should be reviewed with a view to (restoring) those benefits and rescind those measures which will certainly further raise

the cost-of-living.

“In recent months, hundreds of workers have lost their jobs, both in the public and private sectors. We must recognise their plight, and cannot ignore the fact that many from the public sector lost their jobs unwantedly or due to political considerations. It is timely to recall that, not too long ago, the Caribbean Development Bank (CDB) advised that youth unemployment was as high as 40 per cent. These new hundreds will swell the jobless ranks and certainly raise the percentage statistic.

“It is opportune also to again draw attention to the threats of more unemployment and possible ruin that await numerous cane farmers and self-employed persons with the planned closure of Wales Estate and the cessation of operations at LBI Estate. We believe that, at this stage and level of our development, these are ill-considered measures. Those who will be directly hit are primarily workers and farmers.

“This must be of concern not only to GAWU, but to the united trade union movement which, hopefully, will be taking up in earnest these matters after the May Day celebrations.

The trade union movement; indeed, the working class and other working people, have a number of matters to reflect on, discuss, and seek to resolve. With the unity being forced, we are optimistic that we can give, in a principled way, the necessary leadership to meet the challenges before us.

“The GAWU is sure that, together, in our unity, we can overcome obstacles in our way, and the trade unions can make a major contribution towards a new day and a better society for our people.”

Gov’t salutes workers on Labour Day “THE Government of the Cooperative Republic of Guyana salutes all workers on this historic Labour Day 2016.

“It is the work of the people of Guyana that “safeguards and builds on the rich heritage won through tireless struggle (and) bequeathed to us by our forebears”, as stated in the preamble of our Constitution.

“It is the people of Guyana’s earnest and constantly renewed commitment to tireless and unstinting work which realises the development, growth, and progress of our beloved beautiful land.

“The Coalition Government is pleased, and indeed proud, that this May Day is being celebrated in a spirit of unity, cooperation and mutual respect. It is how, as an independent and sovereign people, this celebration must always be.

“Labour Day 2016 represents a new beginning after too many years of workers and Government being ensnared in an environment of hostility and disrespect. Of note are: * Young workers who have been in the vanguard demanding betterment, justice, fairness and the right to be heard are yet to see their expectations realised; * The obvious neglect of those who struggled to help bring about changes; * The poor and the downtrodden, particularly our women, are yet to experience meaningful change in their circumstances; * Constitutional and trade union rights are still under serious challenge; * The promised inclusivity which was so attractive and welcomed by a wide cross section is yet to be realised * The implementation of Cabinet decision re-classifying Sweeper/Cleaners as full time workers * Finally, but of significance, the urgent need to comprehensively and adequately address remuneration for public service workers (ie wages, salaries and allowances.)

As Phillip Randolph said, “Freedom is never granted - it is won; Justice is never given, it is exacted." This statement manifests the view of those who made sacrifices that freedom won must be guarded closely by the patriarchs that earned it.

‘Easter Egg’ project lands Comenius benefits AN exercise which started with students of a National Grade Six Assessment (NGSA) class of the New Comenius School in Georgetown designing decorative Easter eggs has led to benefits for the school after they impressed Manager of Milady’s House of Beauty, Ms. Colleen Reis, whose idea it was.

Milady’s House of Fashion is located at 56 New Garden Street, Queenstown, a short distance away from the school.

Excited at the very prospect, the idea resonated powerfully with the Headmistress, Ms. Booker, and with the Grade VI students of New Comenius School. Within about four days, the students came up with a collection of colourful and attractively designed Easter eggs – a perfect display of their youthful creativity and ingenuity.

The eggs were so expertly designed that Mrs. Reis and the clients of Milady’s House of Fashion immediately cemented a greater

good. The relationship with Milady’s started with some of the students who would occasionally visit the salon requesting water to drink.

The display of the Easter eggs lasted from March 21st to 26, and the exhibition was held under the theme: “Give them a Sense of Pride,” because, according to Mrs Reis, it was with a sense of pride that they undertook the task, and performed commendably.

Forty students were involved, and each designed one egg. And so, forty uniquely designed and attractive Easter eggs were displayed on the internal walls of the salon. On each egg, the student’s name was written.

Each client was allowed to select their favourite Easter egg creation off the wall. The clients were so impressed that they volunteered to give the students some form of incentive for their effort and willingness; and so, together with a personal contribution from Mrs. Reis, the children were rewarded in recognition of their cre-

With the sum total of the money raised by the clients, gift items (water bottles, caps and umbrellas) were bought for the children - 25 girls and

15 boys. In addition, Mrs. Reis, with the consent of the head mistress of the school, donated four water dispensers along with four bottles of drinking water.

According to Mrs. Reis, she is so proud of the children that she has purposed in her heart that this could be but the beginning of greater things to come for them.

First Lady praises efforts to support autism awareness, fundraising - over $600,000 raised for new Step by Step school

FIRST Lady Mrs. Sandra Granger has encouraged donors and well-wishers of the Step by Step Foundation to continue supporting initiatives to build a new school for children affected by Autism Spectrum Disorder (ASD).

Her encouragement, sounded in an address made at the launch of the building fund for the new Step by Step School, held at the Guyana Marriott Hotel on Friday evening, was made against a backdrop of activities held to mark Autism Month having garnered $685,000.

naraine, and Republic Bank’s Managing Director Mr. Richard Sammy; the General Manager for Credit, Mrs. Parbatie Khan; the Corporate and Management Services’ General Manager, Ms. Denise Hobbs; Marketing and Communications Manager Ms. Michelle Johnson; and Architect Mr. Kenrick Thomas, who designed the layout for the new school free of cost; besides representatives of the Foundation and other supporters, also attended the event.

Mrs. Granger recalled that when she was invited to become Patron of the Foundation, she agreed without hesitation. She said she

is extremely pleased at the support received from individuals and donors alike at the first major awareness and fundraising effort -- the ‘Light it up blue’ Autism Awareness Walk on April 2, World Autism Awareness Day. “When we first started our first exercise for autism awareness…I was struck by the fact that there were not only people there, companies were involved, but also some of the kids were there; and I think it brought home to some of us who did not have dealings with children with special needs, particularly ASD, that they are people like us,” the First Lady said.

The First Lady announced that the ‘Light it up blue walk’ alone netted $383,000 in proceeds.

“I think it’s our first little step towards the foundation for the school, and I am hoping that through corporate and private donations, large or small, we will be able to commence the building of the school,” she said.

Mrs. Granger also said she is looking forward to more donations and further collaboration between the Ministry of Education and the school. She noted particularly that linkages with the ministry will lead to earlier diagnoses and treatment for children affected

by ASD. In giving a brief update on the Foundation’s progress, Dr. Suraiya Ismail, Chair of the Executive Committee, said the new school has a projected cost of $120M. The Foundation hopes to be able to accommodate 50-60 children, to provide training facilities for parents, and training opportunities for Education Ministry teachers, among other plans.

The Foundation has grown from five children to seventeen, and plans are in train to enroll two more in September. It also now boasts seven tutors, and the Ministry of Education has committed to providing teachers as needed.

“Our growth was achieved through the generosity of many, many donors from the private sector and from individuals too many to name,” Dr. Ismail said. He added that the foundation is “extremely fortunate to have the patronage of the First Lady”.

Mr. Richard Sammy, Managing Director of Republic Bank, said in his address: “It is

my pleasure to acknowledge the widespread enthusiasm and support for this cause.”

He noted that a number of companies donated their products, purchased t-shirts, and their staff members and other persons showed up, purchased t-shirts and participated in the ‘Light it up blue’ walk. Today, many individuals also made direct cash donations, and all combined, the efforts netted the sum of $685, 000.

In an invited comment, Ms. Michelle Johnson, Republic Bank’s Marketing and Communications Manager, said staff members upped their support for the Foundation today, donning ‘Light it up blue’ t-shirts, buying them from the Bank, or simply by wearing blue to the office today. Several made cash and other donations to the Foundation, almost doubling the initial sum raised from $383,000 to $685,000.

Contracts approved for supply of drugs, urban renewal CABINET has approved the award of contracts to the tune of $297,940,140 in the areas of health and infrastructural development.

Four agencies were awarded contracts for the supply of tuberculosis medication for the Ministry of Public Health, while a contract for the construction of rip rap sea defences at Orangestein, East Bank Essequibo, (Region Three) has been awarded to A and S General Contractors Incorporated.

Contracts were also awarded for the installation of highway lighting in Corentyne (Adventure Arch to Philippi (No. 31 Canal) and the Urban renewal on Carifesta Avenue, Georgetown.

Jamaican men win relay clash but women lose at 2016 Penns A Jamaican men’s 4x100m relay team of Jermaine Hamilton, Julian Forte, Rasheed Dwyer and Oshane Bailey defeated two strong teams from the United States to win the USA versus the World sprint relay cash at the 2016 Penn Relays in Philadelphia yetserday.

The Jamaicans, without Usain Bolt, Yohan Blake, Asafa Powell or Nesta Carter, ran a smart 38.70 seconds to defeat USA Blue (Sean McLean, Wallace Spearmon, Calesio Newman and Remontay McClain) who crossed the line in 39.02.

St Kitts and Nevis (39.49) was third.

To the credit of the Kittians - Jason Rogers, Antoine Adams, Allistair Clarke and Brijesh Lawrance - they finished ahead of a star-studded USA Red team of Mike Rogers, Justin Gatlin, Tyson Gay and Isiah Young - that were initially a disappointing fourth in 39.74s. Eventually USA Red were disqualified.

The Jamaican men got a measure of revenge for their women, who were beaten into second place by the USA Blue team in the Women’s USA versus the World clash.

The Jamaican team, comprising of Gayon Evans, Elaine Thompson, Kerron Stewart and Shelly-Ann Fraser-Pryce, battled hard against their USA rivals but came up a few metres short, finishing the race in 42.90s to the USA’s 42.61.

By Richard Martin BARCELONA, (Reuters)-Lacklustre Barcelona beat 10-man Real Betis 2-0 thanks to goals from Ivan Rakitic and Luis Suarez yesterday to move closer to retaining their La Liga crown.

Atletico Madrid substitute Antoine Griezmann fired them to a 1-0 home win over struggling Rayo Vallecano, while Real Madrid’s Gareth Bale scored in a 1-0 victory at Real Sociedad.

The results left Barcelona top on 85 points, level with Atletico but having a superior head-to-head record, while Real are third with 84 points and two games of the season left.

It was still anyone’s game when Andre Russell joined Uthappa, with Knight Riders five down and requiring two runs a ball. ‘Sport has an exciting future in Guyana’ … President Granger tells GOA Awards Ceremony

By Daniel Haynes “SPORT has an exciting future in Guyana.” The words of President David Granger. The President was at the time speaking to dignitaries, association heads and sportsmen and women during the Guyana Olympic Association’s annual awards programme at the Georgetown Club on Friday evening.

Giving the feature address, the President continued, “The Guyana Olympic Association has toiled to develop sport and I congratulate you for your work over the past year. I wish the association all success in this year, an Olympic Year.

I look forward to a strong national representation at this year’s Olympic Games in Brazil.”

President Granger spoke about the history of sport in Guyana, chronicling how each discipline was race-oriented and until the 20th century changes began to happen.

He also stated that the removal of rigid racial lines and divisions saw the outpouring of some of the greatest athletes Guyana ever saw.

Meanwhile, the first award of the night was the Sports Journalist of the year award. This went to Kaieteur News Sean Devers. This was followed by the second award for Support to Youth Development in Sport, which went to the Guyana Squash Association.

The Guyana Squash Association also saw two of its members take home the outstanding performance in Sports award. Larissa Wiltshire and Taylor Fernandes brought home bronze in the Commonwealth Youth Games in Samoa of 2015.

Godfrey Wray won the contribution to the Development of Sport and the accolades and titles spoke for him. A founder of the Pele and Santos football teams in Albouystown, and an accomplished journalist, were just a few of the titles listed The IOC Trophy 2015 under the theme “Sport & Innovation” went to Buxton Youth Developers for their efforts in restoring the Buxton community in the wake of violence that had rocked the community in prior years.

Prior to the awards, The GOA Secretary- General Hector Edwards, gave a report of the GOA’s 2015 activities and how the association had made strides in the different disciplines.

The GOA President K.A Juman-Yassin in addressing the audience spoke of the GOA’s expressed commitment to boosting the standard of athletics in Guyana.

All set for Bush Lot United Turf Australia’s Hastings out of West Indies tour Club horse race meet today

By Rajiv Bisnauth DESPITE the current inclement weather, organisers of the Bush Lot United Turf Club (BLUTC) have assured turfites that all systems are in place for today’s one-day horse race meet slated to be held at the club’s track in Sea View Park, Bush Lot, West Coast Berbice, from

12:30hrs.

Heavy rainfall over the past week has not affected the venue in any major way and chief coordinator, Nazrudeen Mohammed Jnr, told the media yesterday that the venue remains in excellent condition.

“The race is definitely on; the track is good and we have put all systems in place for the race meet,” the chief

coordinator stated.

The organisers have put together an impressive six-race programme with over $4M in cash, trophies and other incentives up for grabs.

The feature race is classified for horses in the D1 and Lower Class over one mile, with the winner set to race away with $800,000 and a trophy.

An action-packed day of racing is anticipated, despite the current inclement weather.

The other events on the day’s card are the Threeyear-old race for West Indian-bred horses that never earned and Open Guyana-Bred horses for a winning purse of $350,000 and trophy over 1400 metres.

Then there is an event for animals classified G1 and Lower for a top purse of also $350,000 and trophy over 1200 metres.

The H3 and Lower race will be a 1400-metre affair with the animals running for a winner’s purse of $250,000 and trophy.

The organisers have added the event for horses classified K and J and Lower over 1200 metres for a winning take of $200,000 and trophy; and the final event will be for animals classified L and Lower over 1000 metres for a pole-position taking of $150,000 and trophy.

The events will be held under the rules of the Guyana Horse Racing Authority Admission to the venue is $1000 for adults, while children under the age of 12 will be admitted into the venue free of cost.

Jamaican McLeod runs fastest 110m hurdles time of 2016 (REUTERS)-Jamaican Omar McLeod clocked the fastest time of the year to win the 110 metres hurdles at the Drake Relays in Iowa yesterday as Olympic champion Aries Merritt finished fifth on his return from a kidney transplant.

Overcoming rainy conditions and a sodden track at the meeting in Des Moines, McLeod crossed the line first in a world-leading 13.08 seconds.

On Friday, Merritt explained how his new kidney needed “some getting used to” as he was still experiencing some pain during races.

“My trailing leg actually hits the kidney when I lean into the hurdles and sometimes it’s uncomfortable but, as time progresses, that pain will go away,” he said.

“It’s going to be a long season.

Training has been going well, my health is back so I am really happy and excited about this year.”

(REUTERS)-Australia fast bowler John Hastings has been withdrawn from a one-day tri-series against West Indies and South Africa in the Caribbean after undergoing surgery on his ankle.

The 30-year-old suffered pain bowling in the Indian Premier League (IPL) and scans confirmed “early stage bone stress” in his fibula near the ankle, the team said on Wednesday.

“While laid off with this injury we have taken this opportunity to undertake arthroscopic surgery to remove bone spurs in his left ankle which have been causing him concern for some time and were possibility contributing JOHN HASTINGS to the cause of the bone stress,” Cricket Australia sports science and sports medicine manager Alex Kountouris said in a media release.

Inclement weather forces postponement of GFF’s Stag Elite league THE current weather conditions have caused the Guyana Football Federation (GFF) to postpone all matches in its Stag Elite League until further notice.

According to a release, the GFF was forced to postpone matches 45 to 48 due to the heavy rainfall that has been ongoing for the past two weeks or so.

The release added that these matches will be played at a more convenient time.

The scheduled matches would have seen match-ups between Alpha United and the Guyana Defence Force and Slingerz versus Fruta Conquerors on Friday, while today, Buxton United was down to face Monedderlust and Pele would have met the Georgetown Football Club.

After 11 rounds of matches, Slingerz are unbeaten and currently head the points table with 31 points from 10 victories and one draw. They have so far scored 27 goals and conceded six.

Fruta Conquerors are second in the standing with nine victories, one loss and one draw and have scored 29 goals, while conceding 13 for 28 points.

Alpha United is third with 21 points from six victories, two losses and three drawn games. To date, they have scored 27 goals and conceded 10.

Pele is fourth with 16 points from five wins, five losses and one draw. They have scored 13 goals and conceded 14.

GDF, Buxton United, Monedderlust and GFC are fifth, sixth, seventh and eighth in the points standing with 14, eight, six and points respectively.

NSC releases full statement on Penn Relays controversy THE National Sports Commission (NSC) wishes to clarify (mis)information in the public domain as it relates to support for the 18 teen athletes and their coaches from the Fort Wellington Secondary School in Berbice to participate at the Penn State relays meet in the United States.

On April 1st 2016, two of the athletes came to the Office of the Director of Sports with a letter dated the same day, which indicated that they had been invited to participate in the University of Pennsylvania Penn Relays slated for April 28 to the 30th, 2016.

With a budget in hand that totalled 4.2 million GYD to cover visas, airfare (return), accommodation (overseas), meals, uniforms, travel (overseas) and miscellaneous for 18 persons (15 athletes, two coaches and one manager), they requested assistance from the NSC. It is important to note that when queried of the sums garnered by the said group thus far to offset their expenses, they indicated that 0 dollars had been raised.

It was pointed out to the two persons that the NSC and by extension the line ministry, the Ministry of Education, does not provide money to acquire visas, but rather assists athletes in travel and subsistence.

On the 21st of April, 2016, the two individuals returned to the Director of Sports and indicated that the team had been granted US visas and asked what assistance could have been given to offset their airfares. At the said meeting the Director of Sports indicated that the NSC could assist two persons to travel, noting the limited time presented to and available resources of the NSC. The actions of the Director of Sports was genuine to support the athletes, noting policy guidelines on sports governance and administration and a budget that has to be managed and distributed with much equity to all sport sectors.

Essentially, the Fort Wellington Secondary School athletic team’s request was short notice and the NSC and the relevant sport associated body were not fully knowledgeable of the team and their endeavour before.

The NSC wishes to take this opportunity to outline some procedures and policy guidelines that informs the office of the Director of Sports in support to athletes and sports bodies. The NSC relays with National Associations and Federations that are recognised as the authority in their disciplines.

Currently, what obtains are over 40 listed associations which have the legitimate authority in their respective disciplines.

Upon assumption of office, one of the first requests made by the NSC by the Director of Sports was that the listed and registered associations should submit their calendar of activities and an updated list of executives in order to inform the database of the sports commission.

This allows the NSC to make representation to the Ministry of Finance to release funding for grants and to the National Assembly to increase funding to the Commission to facilitate the support of our athletes.

It is desirable for the Guyanese public and athletes and sports bodies in particular that engages and may potentially engage the NSC to be cognizant of the above.

The NSC will not shy away from supporting Guyanese youths and sportsmen and women’s ambitions and careers. We will continue to exercise an opendoor policy and listen to the needs of the sporting community and work diligently to better our national sport environment.

The company, which operates one of the largest bakeries in Guyana, purchased the tickets and these were presented on Friday, 29th April, 2016 to the students of the North Ruimveldt Multilateral School during the launch of the GFF-NAMILCO Thunderbolt Flour Power National Under-17 Intra-Association Football League.

Bad negotiation freezes out Jamaican boxer Nicholas Walters A DECISION to negotiate on his own behalf may have slowed the career prospects

A fight between the two pugilists seemed a foregone conclusion, however, when Bob Arum, Top Rank Promotion Company boss, tried to make the deal, Walters is alleged to have asked for US$1 million.

The figure, according to Arum, was too high, bearing in mind that the champion, had accepted an offer of US$850,000.

The offer on the table for Axeman was US$550,000.

The disparity meant Arum was forced to look for another challenger and has apparently found one in the 130-pound division, with Super Flyweight champion

Roman ‘Rocky’ Martinez.

The two are scheduled to fight on June 11.

Caribbean Inaugural Schoolboys/Junior boxing C/ships

Guyana, St. Lucia and Jamaica share the spoils on opening night

By Michael DaSilva GUYANA, St. Lucia and Jamaica shared the spoils when the Inaugural Caribbean Schoolboys/ Junior boxing championships got under way on Friday evening at the Cliff Anderson Sports Hall.

The championships which were to have concluded last evening at the same venue, saw the locals winning three of their six contests, while St. Lucia won two of three and Jamaica one of three.

Apart from the Caribbean championships, there were also fights between local schoolboys in the various weight categories and like their more accomplished counterparts, they displayed immense ring skills which augurs well for the future of the sport from a Guyanese view.

Despite a small number of spectators,

those that were present were treated to some exciting fistic action as in the Caribbean championships, the Islanders were up to the task and proved to the Guyanese that they must not be underestimated.

In the opening regional bout, St. Lucia’s Kareem Boyce contesting the lightweight category, scored a second-round knock-out victory over Guyana’s Deshon Elcock and in the same division, Guyana’s Christopher Moore won a unanimous decision over his fellow Guyanese Daniel Hylton to set up a ring date last evening with Boyce.

In the light welterweight division, St. Lucia’s Nathan Ferrirre forced the referee to stop his fight against Guyana’s Joshua Corbin in the second round of their three-round contest and he (Ferrirre) was down to face Jamaica’s Jerome Enniss last Night.

In the welterweight category, Guyana’s Akiel Mounter and Michaell Edwards made light work of St. Lucia’s Taj Brown and Jamaica’s Joshua Forrest Davidson respectively.

Mounter and Edwards were down to contest the final last evening in an all-Guyanese affair.

In a recent interview with Chronicle Sport, Brown had said he trained very hard for the championships and was here in Guyana to win the gold, but unfortunately, Mounter denied him the opportunity.

Boyce, who had lost to Guyana’s Jevon Lampkin last November when the Guyana Boxing Association hosted the Caribbean development card, told Chronicle Sport that loss was by a mere one point and this time around, he would prove that action

speaks louder than words.

In results of the fights that involved all local schoolboy fighters, the 65-69 pounds weight division saw Deron Williams beating Dwayne Baptize on points, while in the 9599 pounds division, Kevin Mullen defeated Sherman Hutson and Shakiem Jones got past Matthew Mitchell. Both fights went the distance.

In the 100-104 pounds weight category, Isaiah Moore defeated Junior Hyman on points and Delroy Elcock beat Joel Allicock in a similar manner.

In the junior category, Omar Pollard defeated Joshua Ross by points in their 4040Kg weight division.

In the lone female fight of the night, Rianna Rogers got past Rondesa Bagot on points and was down to face Akesa London last evening.

GABF & YBG to select Under-16 team for CBC championships THE Guyana Amateur Basketball Federation (GABF) will work with Youth Basketball Guyana (YBG) in order to select a complete national team to represent Guyana at the upcoming U-16 Caribbean Basketball Championships (CBC).

According to GABF President Nigel Hinds, Team Guyana will be chosen one month in advance of the tournament. He was backed

by YBG Director Chris Bowman yesterday during the tournament launch at Cara Lodge.

Hinds stated that the naming of the team will come at the specified time,since “We don’t want them distracted from what we will be doing during that period they are to-

gether.”

The team will be fielded from the current National Schools Basketball Festival (NSBF) Regional Conferences. Hinds noted that the Federation is keen to give participating players a chance to play before calling them away for national duty.

Chris Bowman, YBG Director, expressed confidence in the fact that both the YBG and GABF can work together to produce the best teams for the tournament.

“We have a nucleus of players to look at from Linden, Berbice and Georgetown and it is just to bring them out in time, so that they can get accustomed to playing with each other.”

He continued by stating:

look towards long-term development and progress so that it does not just stop at CBC.” President of the Caribbean Basketball Confederation(CBC), Glyne Clarke, noted that he was happy that the CBC Championships will be held in Guyana. He stressed that

the event will rejuvenate the sport locally, also noting that Guyana was one of original pioneers for basketball in the Caribbean.

The tournament will begin with the male and female championships July 3 and 12 respectively at the Cliff Anderson Sports Hall.

Lights green for today’s GMR&SC Endurance

THE lights are green for today’s Guyana Motor Racing and Sports Club (GMR&SC) Endurance meet at the South Dakota Circuit.

According to the club, all the usual safety parameters have been put in place for the event, which commences from 11:00hrs Along with the two five -lap shoot-out for race cars, the feature event of the day will see over 30

cars taking to the line.

A rule change according to the club will see the time limit from the event removed and the winner will be decided by the first car to make 100 laps.

This is the second instalment of the event, according to the GMRSC with the team Wreckers, owned by Annand Ramchand, winning the first instalment on February 7th.
