Brothers confess to killing fellow fisherman at sea

By Rabindra Rooplall THE two brothers held for killing a fellow fisherman at sea this week have confessed to the police and are expected to be charged shortly.

Ronald Emmanuel Reid, called “Manny,” of Lot 25 Castello Housing Scheme, Georgetown, was killed off the coast of Lichfield, West Coast Berbice.

The police arrested 39-year-old Gregory Nohar of Paradise, Essequibo Coast, and his brother, 42-year-old Roy Nohar.

The murder stemmed from an argument between the three fishermen Tuesday last. One of them, the younger Nohar, whipped out a knife and inflicted a single fatal stab to 27-year-old Reid.

“I jook he,” admitted an unapologetic Gregory Nohar, while his brother Ray confessed to holding Manny in a chokehold while his

brother delivered the fatal blow.

They alleged that “Reid and the captain, as well as

denied the allegation and labelled the two brothers as “the real junkies who started acting weird after a few days at sea.”

According to Reid’s father, Brian, he received a call Tuesday evening from the boat saying that his son had been stabbed and had bled to death.

“I say, ‘Man, is joke you all mekkin?’ Then the captain take the phone and said, ‘Brother, this is ‘Wine-up’ telling yuh ‘Manny’ dead; dem man jook he and he lie down in a corner and dead,’” Reid’s dad recalled.

“My son don’t deh in problem; he big and strong and he don’t mess around people. You can ask anybody about dis man; he don’t deh in problem at all.

“Anybody can tell dis man anything, and he don’t really get vex; like I never hear my son cuss nobody.”

Explaining what he learnt

The Nohar brothers after they were arrested of what transpired, Brian Reid said: “I hear that he and de man that stab he had a talkin’ and de talkin’ did done; and then when they

went to pick up the seine and pull in the bow line, he stab he wid a knife.”

After the matter was reported to the police, the

vessel was brought ashore and docked at the Meadow Bank Wharf.

The Nohar brothers are expected in court this week.

Lethem set for major transformation

WITH a population of approximately 5,000 persons, Lethem, a community situated in the Upper Takutu-Upper Essequibo region, is set for major transformation; and according to Regional Chairman Bryan Allicock, Brazil has already offered its support.

Allicock, in an exclusive interview with the Guyana Chronicle, said his Regional Democratic Council (RDC) was given a mandate by President David Granger to transform the diverse community into a town.

He said top of the agenda for the plan of action is infrastructural development.

He noted that neighbour-

ing Brazil has signalled its willingness to assist in this regard. It was explained that two Brazilian companies have offered to assist in the development and construction of a drainage network and the re-designing of roads in the community.

“At the moment, we have no drainage network in place.

Our Brazilian counterparts have volunteered to work with us to build roads and do landscaping,” Allicock explained.

However, the Region 9 Chairman said, for this partnership to bear fruit, it has to be done through a government-to-government arrangement through the foreign affairs ministries.

- Brazil offers help development, Allicock said, there is an urgent need for a fire station. “We have a fire tender but no servicemen, just volunteers. So we have spoken to the Minister of Communities so we can have trained people, paid people, people to be on standby; because recently we had about six fires, and by the time they got there, it was too late.”

Another area for development which has been placed on the table by the regional authorities is the improvement of the water supply system in the community. It was explained that though the Guyana Water Incorporated (GWI) is in control of several drilled wells in the community and across Region 9, much more could be done to improve the quality of water being supplied to residents.

Currently, there are 55 wells across the district, with more

than 90% being photovoltaic (PV) system wells, while the remaining 10% includes hand-dug wells.

Allicock said while GWI, despite many challenges, is playing its role, residents of Lethem need to curb their attitude by conserving on the water being supplied. He contended that many residents are guilty of wasting water.

“At the moment people are not paying for water in Lethem, and so they just leave taps open.

Broken mains are there just leaking,” he complained. Nevertheless, he said, with Lethem becoming a town, residents will soon have to pay for the water they use.

In the area of housing, he said residents will also be made to pay rates and taxes.

He emphasised that this is

critical in the development of a town.

“We have to start educating people that we now have to pay for rates and taxes and water, so when the time comes for them to pay, they wouldn’t be surprised,

Though the supply of electricity in Lethem has improved significantly since the acquisition of two new generator sets by the Lethem Power Company, Allicock said, the high cost of electricity still remains a burden on residents and the commercial sector.

Nevertheless, he welcomed government’s announcement to power the town using alternative energy sources, as he alluded to

reconstruction of the Moco Moco hydro power plant.

Under the previous administration, a small hydropower project was developed in Moco-Moco with assistance from the Government of China, but it was damaged by a landslide in 2003 and was never repaired.

In the lead-up to the May 11 elections, President Granger, speaking in the capacity of presidential candidate, pledged to transform Lethem into a full-fledged town under his administration.

At the time, he had pointed out that the Rupununi – at over 58,000 km² – was the largest region in the country, and was larger than Costa Rica and six times the size of Puerto Rico.

In support of his argument for Lethem to become a town, he further pointed out that, like Anna Regina and Rose Hall, Lethem already has its own aerodrome, banks, electricity and water supply, hospital, hotels, magistrate’s court, military and police stations, a port of entry, churches, schools supermarkets, hardware stores and other facilities.

Lethem has seen a high influx of Brazilians, who have moved in and established several businesses in recent years.

The area was named after Sir Gordon James Lethem, who was the Governor of British Guiana from 1941 to April 12, 1947.

THE dilapidated stelling of the Stabroek Market is to be torn down soon, Town Clerk Royston King said yesterday, and it is to be replaced with a mall-like facility, complete with a boardwalk and entertainment area.

The portion of the stelling which faces the Demerara waterfront, has been an eyesore for years for the thousands who use the speedboat service every day. The sight of the ramshackle stelling, with zinc sheets dangling dangerously since a section of the roof caved in a year ago, is also what greets those coming in on cruise and other ships which use

the Georgetown docks.

The collapse of a portion of the roof two Septembers ago did not affect business, with many stallhodlers determined to hold on to the spots they have occupied over the years, and for some, decades.

“The facility is not only an eyesore, it is ruinous and dangerous to the health and lives of persons who use it,” King said.

The structure could come down before the end of the month, King said. The project is being undertaken in collaboration with the Ministry of Public Infrastructure.

building and the construction of a new facility, vendors would be moved to the parking area behind the Guyana Fire Station alongside the Route 31/32 bus park. The parking area would be moved to the front of the Stabroek Market, which is being resurfaced for that purpose.

The town clerk said those who occupy the stelling to carry out business were given written notices that they will have to relocate, but the vendors denied this. They said they did not even receive a visit from city officials.

One vendor who did not want to disclose her name said the stelling has been her only way of generating income for her family over the past 18 years.

The woman expressed shock over the news of vendors being relocated, since it is almost the Christmas season which is the prime business period.

Another vendor, who gave her name only as Mrs Joseph, said that her stall was damaged when the Stelling collapsed last September.

“I would be happy to move, but these people should have given us vendors a three-month notice or at least hold off all the plans until next year,” she said.

In distress, the vendors vented their anger and said they are currently in the process of forming a group to represent their interests to city officials.

Mr King said that the move to replace the dilapidated structure with a new facility is all part of the ambitious plan to renew the face of Georgetown.

Designs are being finalised for the new facility, and the council will be looking to attract the private sector to support the project.

Bombs kill 86 at pro-Kurdish rally in Turkish capital AT least 86 people were killed when two suspected suicide bombers struck a rally of pro-Kurdish and labour activists outside Ankara’s main train station just weeks before elections, in the worst attack of its kind on Turkish soil.

Bodies covered by flags and banners, including those of the pro-Kurdish opposition Peoples’ Democratic Party (HDP), lay scattered on the road among bloodstains and body parts. The HDP blamed the government, which it said had blood on its hands.

Footage screened by b r o a d c a s t e r C N N Tu r k showed a line of young men and women holding hands and dancing, and then flinching as a large explosion flashed behind them, engulfing people carrying HDP and leftist party banners.

“Like other terror attacks, the one at the Ankara train station targets our unity, togetherness, brotherhood and future,” said President Tayyip Erdogan, who has vowed to crush a Kurdish militant insurgency since the collapse of a ceasefire and resumption of intense violence in July.

Health Minister Mehmet Muezzinoglu told a news conference that 86 people had been killed and 186 wounded, 28 of whom were in intensive care. The HDP later said 97 had died.

Witnesses said the two explosions happened seconds apart shortly after 10 a.m. as crowds, including HDP activists, leftists, labour unions and other civic groups gathered for a planned march to protest the deaths of hundreds since conflict resumed between security forces and the Kurdistan Workers Party (PKK) in the mainly Kurdish southeast.

Six murdered in gruesome Hanover slaughter

(Jamaica Gleaner) THE criminal onslaught which has been plaguing Hanover took a twist on Thursday night when six members of one family were slaughtered gangland-style on Campbellton Road in the Logwood area of Green Island. Their home, a 10-apartment board house, was burnt to the ground.

Those killed have been identified as 63-year-old Lynette Bloomfield; her 40-yearold son, Mark Bloomfield; her 36-yearold daughter, Kerry-Ann Bloomfield; her 18-year-old granddaughter, Alia Mahabee; her 15-year-old grandson, Davian Mahabee; and her nephew, Byron Mangaroo.

Four other family members were hospitalised with burns.

The gruesome killings come little more than three weeks after the parish was rocked by a triple murder in St Simon’s district and a double murder in the parish capital, Lucea.

The latest killings have taken the murder tally in Hanover, which was once seen as the nation’s safest parish, to 55 since the start of the year – a 70 per cent increase over last year.

“It is unreal! I know what has happened, but it still feels unreal,” said Kadane Mangaroo, a relative of the victims.

“It is not just one – it is six of them one

time. This is too much to bear. It’s heartbreaking. I feel like crying. I feel like dying. This is too much to accept.”

According to reports, some of which were subsequently confirmed by Assistant Commissioner of Police (ACP) Winchroy Budhoo, the family members were at home approximately 11 p.m., when four men, who had arrived in the community in a white Toyota Corolla motor car (Kingfish), kicked down the door to the house and launched an attack.

“When the men (the killers) walked into the yard, they called out to the family and said that they should send out [name omitted], who they claimed was inside,” a resident, who was in proximity to where the carnage unfolded, told The Gleaner. The family refused to send out the person and the gunmen began issuing threats.

The resident said that shortly after, he heard banging, as if the door was being kicked down. He subsequently heard a barrage of gunfire and screams coming from inside the house.

“It was like a fireworks display, and it went on for about half an hour,” the resident said. “When the shooting stopped, I first saw a small fire and then a bigger fire. It was then that I realised the house was set ablaze.”

Independence and Survival TWO days ago, the logo for the 50th anniversary commemoration of our independence was revealed.

It in effect signalled the beginning of activities to mark this most significant anniversary. Why is this anniversary so important? Some have asked what is there to celebrate. Others have pronounced on our non-achievement these five decades. Many have cited our politics of rancour and division as evidence of the failure of independence. The poverty we inherited from the plantations still stares us in the face.

A lot of those questions and the pessimism that accompany them arise from a place that conceptualises independence as the absence of challenges and oppression.

The end of colonialism did not mean the cessation of the social relations that characterised colonisation, or the transformation of a world order grounded in the dictates of colonial political economy. Independence, therefore, was the beginning of a new phase of struggle for freedom After centuries of denial, on May 26, 1966, we embarked on the journey of nationhood. In effect, independence meant overcoming that denial—a denial of life, love, identity, humanity and freedom. We signalled to the world that we were equal human beings ready to chart our own destiny. Against all odds, we had made the miraculous journey from plantation to nation. But those who denied our humanity were not done with us; we were embarking on our independence in a world that was not constructed to accommodate us as a free people.

The ideologues of colonialism thought we could not exist in a state of freedom. If one believes a people are incapable of living as free people, one invariably sets out to prove it. But more than that, one sets out to convince that people of their incapability. That was a primary challenge of independence—could we govern ourselves as a free people?

The truth is that 50 years after we declared our independence, our Guyana is still here—we have survived.

If there is nothing else to observe, that alone is worth observing and celebrating. We often underestimate the power of survival. If you are striving for liberation, you have to first of all survive oppression. Survival is the mother of independence and freedom.

Our foreparents had to survive slavery and indentureship so that emancipation and independence could be possible. As it turns out, our primary challenge during the last 50 years was surviving a hostile world that was unwilling to guarantee global equality and freedom.

Self-determination and self-reliance for newly independent nations were enemies of the prevailing global order.

We have survived. But have we survived with our collective dignity intact? Have we carved out a national ethos from our act of survival? Have we crafted a social and ethnic equality out of our survival of global inequality? Have we found a national voice with an echo of inclusion? These questions must form the basis of our reflections as we commemorate our 50th anniversary of independence and survival.

UN chief for Guyana stop-over

UNITED Nations Secretary General Ban Ki-moon will be in Guyana this evening on a brief stop-over, and is expected to meet with the country’s Foreign Affairs Minister, Carl Greenidge.

Mr Ban will be on an in-transit flight out of Guyana, and no meetings are scheduled with President David Granger, according to Mark Archer, Director of Communications at the President’s Office.

The UN Secretary General is expected to be in Guyana for about an hour or less, and is not expected to leave the airport, Mr Archer told the Guyana Chronicle.

Mr Ban recently met with President Granger and the Venezuelan President Nicolas Maduro on the margins of the United Nations General Assembly in New York.

Mr Ban is responsible for coming up with a solution to the border controversy with Venezuela.

At last month’s meeting

Mr Ban with Presidents David Granger and Nicolas Maduro at the UN last month. in New York, the Venezuelan President agreed to send back his ambassador to Guyana and to accredit the new Guyanese Ambassador, Cheryl Miles.

He had put the accreditation of Miles on hold after complaining about statements the Foreign Minister Carl Greenidge had made to a Florida conference earlier this month.

Venezuela also agreed to accept a UN team in Caracas to investigate its claims that the 1899 award which settled the countries’ borders is null and void.

Afterwards, the team will report to the UN Secretary General for him to continue discussions to find a lasting solution to Venezuela’s claim.

At the meeting, President Granger made it clear that Guyana’s sole concern at this time is for a legal settlement to Venezuela’s claim.

Under an agreement signed in Geneva in February, 1966, President Granger insisted that it is the Secretary General who has specific responsibilities for dealing with this matter.

Truth be told

JUST over a week ago, Devon Deene of Fyrish Village, Berbice died.

He was 23. When one so young dies for no reason, the world seems a bleak and cold place. It is as if hope itself has withered and died, for Devon was a young man who was so full of possibilities that hope seemed embodied in him.

Devon was introduced to me by his cousin Royston Crandon. Oft did we sit and speak of travels and different places.

He wanted to visit all the places about which I had spoken, especially South Africa. He sat agape as I told of the mountainous waves on the Straits of Gibraltar as I travelled from Africa to Spain. He listened fast to stories of dazzling lights in daylight during desert storms in the Sahara, lights multicoloured as if it was night time and still fireworks painting the skies. Devon listened and longed. “I want to see the world!” And indeed, it is a big world spinning out there. A world full of misery as it is full of beauty.

He had fast friends like Lennox Cummings and Jason Williams. His mentor

was his cousin, Royston, who guided him through the perils of temptations.

Devon had the gift of the charming smile. Just two months ago or so, I complained that he was putting on weight - the way a father would tell a son. He spoke

DEVON DEENE of running a whole mile the day before. I took umbrage and had him go down and give me fifty push-ups. He did, that good child, since I was an elder.

Devon Deene’s favourite conversation, though, was about the Guyana Police Force. He was attracted to the GPF. It was a way for him to be more disciplined, more service-oriented, and

more protective of the more vulnerable in our society.

Devon worked at GUYSUCO at the Albion Estate, but he was somewhat impatient with it. There was little challenge and much pettiness. It is so, one supposes, when we have small people exercising their little authority over the more talented Devons of this country. Yet, he was grateful for the job and worked hard at doing it well.

Like most young people, he had an adventurous side. He rode his motorbike a bit too quickly. But that adventurousness on the bike ended when I warned him of the risks and penalties involved. The politeness of Devon Deene never failed.

I had not seen this child in almost a month. Some ten days ago, Devon turned up with his friend, Cummings, at my door. They had brought sugar cane juice. I was unkind to Devon, telling him that he was rude not to have contacted any of our family for so long a time. With his unfailing smile and politeness, he said: “Sorry, sir.

But I am working double shifts and we will come visit and chat.”

Devon Deene died on the treacherous road of this nation that takes away or

devours too many of our citizens. Devon was leaving the Berbice Expo on his motorbike. A mini-bus, it is reported, travelling headlong, its driver reportedly fuelled, bumped into the back of the bike. Devon Deene died on Monday evening. Many more will die, and the carnage will continue until we change our very ugly attitudes on roads, in “homes”, in society.

Tw o w e e k s b e f o r e the twenty-three-year-old Devon Deene was killed, a child of fourteen hung himself. A few days before, a young woman poisoned herself. A few days before she poisoned herself, an eight-year-old boy hung himself. All of this within a small radius in Corentyne.

When young people die for no reason; when they kill themselves and we are not capable of asking an intelligent “why”; when our “youth leaders” are themselves suicidal and malignant narcissists, our nation will continue to weep bitter tears. But those that cry bitter tears are only those that care for others as much as they care for themselves. Meanwhile, those of us that are blessed (or cursed) with expertise simply must act beyond empty words.

PM, other ministers seek out investors in Canada PRIME Minister Moses Nagamootoo was among a team of government ministers who met business leaders and Guyanese living in Canada yesterday.

The meeting was held at the Riverstone Golf Club in Brampton. Other ministers at the meeting were Minister of Business Dominic Gaskin, Vice President Khemraj Ramjattan and Minister of Infrastructure David Patterson.

After meeting the Stanley Consulting Group, a global engineering consulting firm in Iowa, USA, the Prime Minister joined the Guy-

ana-Canada Professional & Business Corporation at a business forum.

The Prime Minister told the audience that the forum was extremely necessary to open up business opportunities.

He said the coalition government is keenly interested in doing business with the Diaspora, exploring investment in infrastructure and to get an update on what is being done to improve personal security for all Guyanese, visitors and investors.

The Prime Minister invited all in the audience to come back home since Guy-

ana needs their finance, their entrepreneurship, their vision for new business ideas, their access to technology and their business techniques to grow Guyana’s economy.

The audience of about 150 persons was told that the coalition government inherited many state corporations that are a big weight on the treasury, such as GPL and Guysuco, and thus needs the Diaspora to incubate the new ideas to drive economic growth while the government works at fixing these state corporations.

ister Gaskin outlined the role of the Guyana Office for Investment, GO-INVEST, and the steps that an investor needs to take if they have a business idea. He committed to the one-stop-shop idea which GO-INVEST is working hard to fulfil to facilitate the private sector both locally

and internationally.

After the meeting, the Prime Minister hosted business teams with investment ideas in a closed room session to log the ideas and exchange contact details and set up meetings in Georgetown to progress these ideas.

M&CC begins school environment awareness campaign in primary schools

By Michel Outridge THE Mayor and Councillors of the City of Georgetown (M&CC) have commenced a school environment awareness campaign in primary schools in the city.

Slated to be completed within a four-month period, the first phase, in which primary school pupils are to be educated on proper waste management practices, commenced in October under the theme: ‘Put it in a Bin.’ The focus is to get students to inculcate the right attitude towards the environment.

Based on visits to the schools, an assessment would be done to determine if each school has adequate refuse receptacles. If need be, the council would provide bins at no cost to the school.

The second phase would be done under the theme: ‘I am an agent of change.’

During that phase, the facilitators would seek to identify schools that have a problem with littering, and a special project would be done in

A pilot project was launched with the students of the South Ruimveldt Primary School several years ago. That programme utilised an all-inclusive strategy which involved students, teachers and parents.

Based on an assessment, the pilot project was deemed a success; therefore, it would be revisited and readjusted to meet the current needs of the schools that would be targeted.

The focus of this project is to transform the school environment into a litter-free one, and it is anticipated that the knowledge imparted to the children would be taken to their homes and respective communities to help bring the change that is needed.

Meanwhile, Town Clerk Royston King noted that littering has become so pervasive in the city that every means possible must be used to fight this scourge.

King said the council intends to fight negative environmental attitudes on every front. The M&CC has pledged its support in educating and enforcing the laws on littering.

Guyana’s first climate change refugees - who don’t know what climate change is

MRS Doodnauth butts in, using her Guyanese creole tongue, as her husband, Roopnarine, is being interviewed about the fact that the effects of climate change are what led the family to abandon their home and farmlands in the Mahaica Creek and relocate to an area identified by the authorities. She was clear climate change was not the reason.

“And what’s the reason?”

“Too much rain,” she says. “We never see so much rain before; every now and then you in flood water, sometimes for months.”

“What is climate change?”

She returns a blank stare. You get a similar reaction when you ask the question of other families who now occupy Hope Estate, where the families were given modest homes by the charitable organisation Food For The Poor, after they decided to leave the creek. They may have heard the word before, but have no idea what climate change is about.

“I really don’t understand,” Doodnauth says.

It is now 10 years since extreme rainfall caused widespread flooding which devastated the coastal lowland areas of Guyana, which is below sea level and prone to flooding.

Official figures show that the 2005 floods caused an estimated US$465 million in damage, or just about 59 percent of the country’s GDP at the time.

That major flood was followed by others, which resulted from severe rainfall events in the years to follow.

The families of the Mahaica Creek were the collateral damage of the extreme rainfall patterns.

Even when the rains didn’t cause the banks of the creek to overflow, flooding came as a direct result of government orders.

The coastal zone of Guyana, where most people live and

where most economic activity is concentrated, is cut across by a dense network of drainage and irrigation canals which are all linked to the East Demerara Water Conservancy (EDWC), a water storage canal which is the source of drinking water for the capital Georgetown and also provides water for rice, sugar and cash crop farms during the dry season.

The problem is that the Conservancy is hemmed in by an earthen dam, approximately 67 km long, which could collapse if it takes in more than the 250 million cubic metres of water that it was designed to hold. The collapse of the dam could cause widespread flooding along the coast.

So at times of extreme rainfall, the Conservancy acts as a drainage canal, using five sluices at different locations -

Cunha, Kofi, Maduni, Lama and Land of Canaan. Two of those sluices - Lama and Maduni - release water into the Mahaica River.

During periods of extreme rainfall however, pumping the water into the Mahaica Creek aggravates the already stressful flood conditions there.

Unable to cope with the constant flooding, many families decided they had to leave the Creek for a new life on the coast.

In addition to the plots of land to live on, with modest houses built by Food for the Poor, they were also offered new farmlands, which they could lease.

Ramdasee Sarju moved to Mahaica Creek 50 years ago when she got married.

“I don’t know what it is about,” she says, in response to a question about climate change.

The constant floods meant her source of livelihood – cash crops -was washed away year after year.

“I could no longer make a living in the creek,” Ms Sarju says.

“I miss the Creek life.”

For 44-year-old Khemwantie Ramkissoon, missing the creek is not just for sentimental reasons; not just about missing “home.” She has seen her crops – watermelons, pumpkins and other cash crops – destroyed time and time again and so she had to leave.

These days, she is unable to travel with her husband to the farm, as it often involves an overnight trip sleeping in a shack.

These days also, instead of taking her line and hook to get fish for the typical evening curry, Ramkissoon now has to find money to buy fish.

A question about climate change leaves Ramkissoon baffled.

“I hear people talk about it, but I don’t know what it is.”

For Bahawanie Basdeo, 57, a resident of Joe Hook, the creek was the only life he knew until the floods forced him to move to higher ground.

Holbert Knights, who resides at Potaro Road, told the Guyana Chronicle that residents have been experiencing blackouts every day for the past seven days. “When everything is going smoothly, we would have blackout once a week for couple hours, but for the past week, we have been getting eight to 10 hours of blackout per day.”

He said apparently GPL has a load-shedding schedule in place, explaining that while one section of Bartica may be powered, another would be out of electricity. “So if you have electricity during the day, at nights you would have at least eight hours of blackout.”

Knights, who operates a Western Union and Bill Express outlet at Second Avenue, Bartica, said businesses are being affected significantly.

“When you talk about fuel to run a gen set, and that, too, has its issues, because you cannot depend on a generator for 100% of electricity. It is also a costly exercise when you don’t have GPL.” Another resident, Ignatius Prowell, told this newspaper that after spending six weeks out of the country, he was greeted by blackouts upon his return to Bartica, much to his dissatisfaction.

He recalled that last year Bartica had experienced a series of power outages, saying that while he understands that the power station may experience difficulties from time to time, nothing has been said to residents by the authorities.

“We would have expected that something would have been said by GPL or the administration, but nobody seems to know nothing.” Based on information he received through the “grapevine, Prowell said he was told that the engine at the power station had encountered difficulties over the last week.

“The only time we would have gotten a response is when we would have protested last year, and so I am wondering with a change in the administration if we would have to go down that road again.”

Kamal Persaud, a social activist within the community, said residents are “tired and fed-up” of the situation. “Every night there is blackout. The children can’t sleep, they can’t study, and so we are having sleepless nights because it is a very uncomfortable situation.”

She, too, complained that it is a very costly exercise to maintain a generator in the absence of electricity from GPL. Last year, GPL had apologised to the residents of Bartica after they had experienced a series of power outages after the Numbers Eight and Nine Caterpillar generating sets had experienced technical difficulties.

A recent test of the Hope sluice was successful, the current Minister of Agriculture, Noel Holder, said.

Mr Narine Singh, the chairman of a nearby local authority, believes that the new sluice will definitely reduce the possibility of flooding in the Mahaica Creek.

“It will very much ease the flooding; I don’t think we will see dead cows coming down the river as before,” he says.

Cevon’s promises end to ‘smelly’ situation around Stabroek

-mobile toilets prove uncomfortable for market vendors NOT so long ago, citizens were loud in their praise for the move by the Cevon’s Waste Management entity to place mobile toilets in the vicinity of the Stabroek Market, Georgetown.

While this course of action was welcomed; especially by shoppers and vendors when initiated a few months ago, it seems as if almost all the vendors operating inside the Stabroek Market are not aware of the discomfort that came about also.

For weeks now, vendors have been complaining that folk from the waste management company would arrive around 08:00 hrs to remove faeces and urine from the toilets and this results in an intolerable stench.

Vendors said their complaints to staffers of the company have fallen on deaf ears.

They said that workers from the waste management company would arrive at just about the same time they were opening their stalls and small shops in and around the market, and would conduct the exercise of pumping out the faeces and urine from the toilets.

While many complained of the stench, others feel that the situation is also unhealthy.

Bidawattie Singh, a salesgirl working at one of the shoe stalls in the market, said that about two weeks ago she felt sick and had to go home.

Brenda Campbell, a vegetable vendor, said that it was only last week that she, too, became so sick from the stench that she had to close shop quite early and leave.

Robert Williams and Steve Craig, both traders in gold and silver inside the market, ridiculed the action of the company, saying that they should empty the contents of the toilets late in the nights, when vendors have vacated their spaces in and around the market.

Engaging even the mini-bus drivers who operate within close proximity to the toilets, we were met with reports that they too had endured great discomfort when employees from the company empty the toilets.

When Cevon’s Waste Management was contacted yesterday for a response, dispatcher Calvin Durant said that they will now work towards removing their waste from the toilets in the Stabroek Market area at a more convenient time. (Alex Wayne)

The ministers salary increases

ALARY increases for political members of government are always unpopular among the masses, and will always be. They have seen too many politicians move from living ordinary lives to living like royalty when they get into government, so they have always viewed salary increases for politicians with heightened suspicion. It is almost a contradiction—the very masses who lift the politicians up

to the sky would rage when those same politicians raise their pay. So I am not surprised that the government has come under fire for this move from its own supporters.

For me, the issue is not whether the salaries should be increased or not. Like all workers, government ministers are underpaid, but of course, some workers are more underpaid than others, and government ministers do not fall into the latter category. But if the truth is to be told, our ministers’ salaries, even with this raise, are low compared to their counterparts in the rest of the Caribbean. Those salary increases would not dent the treasury.

But it is not the money that drives the protest, it is the politics and the principle which underpin it. There are three things at work here. First, the government just gave poor people a reasonable but not spectacular salary increase. Second, thanks to the PPP’s track record in government, the issue of government as a source of unjust enrichment for ministers has become part of popular rage against government. Third, the PPP is aggressively moving to silence its excesses while in government by pinning them on the current government. These factors should have influenced the decision on the increases.

That they did not suggests political naivety, arrogance, insensitivity, or all of them.

Worse, it suggests that, in

five months, the government may already be out of touch with the realities of life on the ground.

Often, it is not just what government does, but the manner in which things are done. My test on this issue is not the protest of the PPP--that protest is mostly grounded in the need to embarrass the government for doing what the now opposition did when in government just a few months ago. Rather, my test is the protest of government supporters, or those not deemed to be hostile to the government. Many of these people, who welcomed this government with unprecedented enthusiasm, are not happy about this move and are openly voicing their disapproval on social media and in the conventional media. Others, I am sure, are shaking their heads in dismay in their villages or in the privacy of their homes.

Government should always tread carefully on sensitive matters. And this is a sensitive matter. Although the salary increase is not a form of enrichment, it should not be surprising that the masses see it in that light. This is part of our doing; we on the government side correctly helped to sharpen mass distaste for government overspending. So coming so soon after the election, when memories of the PPP’s behaviour are still fresh, these salary increases are bound to excite negative responses. The increases should not have been pursued this early. But if the government felt pressed to do it, it should have been done in small increments.

This is the second big misstep by the government, the first being the initial naming of members to the State boards. I think the government has misread the feelings of its own supporters on these matters, and this is worrying. I have said before that one of the weaknesses of this government is its inability to ground more with the masses and consult more.

If these had been pursued more aggressively, the government would have known that these moves would not find favour with its supporters. I am sure the government would recover from this blow, but the accumulation of these mistakes over time could alienate its supporters and further embolden the opposition. I hope the government gets the message-- “watch what you doing.”

Cut to the chase – is the cash flow silly?

S

UGAR was the largest corporate employer in 1966, and today, in 2015, it still is; nothing much has really changed with respect to how important sugar is to Guyana. Now that we have a chance to chart a sensible course, we must expect “nuff things” would go wrong, but we have to stay the course. Challenges there will be, but if we proactively and decisively manage these challenges in a cash-neutral manner, that is all that matters right now.

As I said before, telling us that GuySuCo owes G$80 billion or a G$100 billion is silly, since that cannot change the price of cheese; what we have proactively done about this challenge, going forward is what really matters. It is time to put on our solutions cap.

It was Jawaharlal Nehru who said, “Life is like a game of cards. The hand you are dealt is determinism; the way you play it is free will.”

GuySuCo has five major challenges – manpower issues (still stuck at human cane cutters rather than mechanised cane harvesters), marketing the wrong products (raw vs. value added), quality of cane arriving at the factory gate (because of poor husbandry practices), efficiency of factory (especially that Skeldon Factory) and financial leadership (too much political interference). Any turnaround plan has to be focused on improving productivity and securing better value for money spent by using out-of-the-box ideas driven by turnaround specialists.

THE RECOMMENDED STRUCTURE As a grand strategy, some estates have to be merged, and Skeldon has to be isolated and treated as a special case. The end product should look more like four estates – Albion/Rose Hall, Blairmont, East Demerara at Enmore and West Demerara at Wales. Skeldon should be shaved from the books of GuySuCo and managed on contract by an international firm from India or Brazil on commercial terms. The primary focus of these mergers should be to improve efficiency and save jobs. The Treasury should contribute partially to the factory repairs using a pre-defined formula, but the company, Skeldon Sugar Corporation, shall be responsible for its entire value chain from planting to marketing. This way, jobs will be preserved and more focus will be placed on cost and unbundling the top-heavy structure in the company.

Financial Leadership Telling the nation that all estates are loss-making again exposes an “old school kind of thinking” that is stuck in the problem, rather than taking responsibility for extracting the solutions, and this is a BIG problem. This remains a big problem since many of these people who are “stuck in this rut” are in positions to make a difference.

First, we have to unbundle the cost structure. GuySuCo carries cost on its books that cannot be removed unless we want to create major disruption to national life, such as its flood-control costs. These have to be fully funded by central government, and the burden has to be removed from GuySuCo’s books. Once those debts are paid, some estates, like the newly merged Albion/Rose Hall, will shine; I am

positively certain of this.

However, this does not prevent the turnaround team from understanding where the cash is going. For us to identify the real problem in the company, we have to follow the money. It seems that even GuySuCo insiders are not sure where all this money is going. What is vital now is to understand what resources we have at our disposal to effect this financial turnaround.

We need to ask ourselves three fundamental questions: 1. Does GuySuCo have a viable core business in today’s market place? (Not really, since raw sugar is in a coma, thus the need to rapidly move upstream to value added, sugarbased products such as packaged sugar, agro-energy and ethanol) 2. Does the company have access to short-term finance?

(YES – The Treasury) 3. Does the company have adequate resources and talent on board to effect this turnaround? (Certainly not) First off, and with immediate effect, the bleeding has to stop. Cash remains king for GuySuCo and it must operate as if it is a private business in distress. That translates to having a daily cash-flow model in place that tracks and reports on all cash inflows and outflows centrally, but with the power to drill down to each estate. That information must be shared with each of the newly minted Turnaround Estate Administrators.

This tool is essential to forecast the cash flow over a 26-

week period and to model the cash flows. The devil remains in the details. Such financial data can empower the leadership to renegotiate the timing and quantum of payments for the most significant cash commitments – fertilisers, fuel, agrochemicals, the banks, etc.

This model has to be shared with the sugar unions to earn their buy-in on a wage freeze in the industry for at least a two-year period. GAWU and NACCIE are responsible unions and they have the desire, like most other stakeholders, to preserve the industry. Therefore, the board and senior management have no other choice but to level with the unions on the state of the cash flows.

All non-value added expenditure has to be sliced in full from the industry temporarily. There should be a one-year hold on all expenditures on non-factory buildings and road vehicles. All local contracts should be re-negotiated with a view to ensuring that deliverables match payments and are independently verified. An independent Inspector General Department that reports only to the Audit Committee of the Board should be resourced and empowered to conduct spot checks on all procurement of services and goods, and to verify if we are securing value for money, or the same old financial skullduggery continues. Greater scrutiny has to be brought to bear on the estate management, to ensure that they increase their productivity and cut costs as the model below postulates.

GTUC wants justice for sacked bauxite workers - Says new gov’t must put end to delay in resolving six-year-old grievance

THE Guyana Trades Union Congress (GTUC) is calling on the new administration to enforce the country’s Labour Act in a bid to resolve the dismissal of some 57 bauxite workers by the Bauxite Company of Guyana Incorporated (BCGI) in 2009.

General Secretary of the GTUC, Lincoln Lewis, explained that the workers, who were dismissed for demonstrating against bad work conditions, have been taken for granted for too long, and the union will not resolve the matter “behind closed doors” anymore.

Against this backdrop, Lewis called on the new government to step in and enforce the Labour Act to ensure workers, particularly at BCGI, are treated with dignity in a stable industrial environment.

“GTUC calls on [the] Cabinet Minister that has responsibility for Social P r o t e c t i o n , M s . Vo l d a Lawrence, to commence the process consistent with the authority vested in her under Section 4 (1) of the Labour Act Cap. 98:01,” charged Lewis.

The Labour Act seeks to ensure that the Department of Labour regulates the relationship between employers and employees and settle differences between them.

He said, too, that these workers had contributed

significantly to the decline of votes cast on behalf of the PPP in the May 11 elections, since they would have vested their confidence in the

pointed out Lewis.

Sixty-seven workers were suspended in May 2009 for refusing to work on faulty equipment, even though their action was consistent with the Occupational Health and Safety Law. In November the same year, 57 of those workers were dismissed for exercising their right, consistent with Article 147 of the Constitution, which says persons have a right to protection from discrimination.

Among those workers dismissed is Lennox Smith, a dispatcher of BCGI, who was given a letter of termination while on his annual vacation leave.

“I don’t know what I get knock off for. I was a dispatcher and 63 pieces of equipment were under my control. The workers then could not stand working with faulty equipment, so we all decided to raise our voices; and when we did, we were dismissed,” said Smith.

Smith said that government has always given preference to the sugar and rice workers when they are plagued by problems, and leave the bauxite workers out in the cold. Smith said that the new administration should bring the dismissed workers justice by having their dues paid, and also possibly have them reinstated.

GTUC knocks gov’t on ministers salary increases

By Shivanie Sugrim THOUGH in support of government’s move to increase wages for ministers, parliamentarians and other government officials, the Guyana Trades Union Congress (GTUC) has said the process in which it is administered is not consistent with increases for public servants.

“We believe in a wage-led economy, and we can’t believe in a wage-led economy and condemn the increase. We are not against the increase in wages or salaries. What we are concerned about in the process in which it has been applied to deliver it,” disclosed General Secretary of GTUC, Lincoln Lewis, at a press briefing yesterday.

He said that government had denied that such an increase was on its agenda. “You have said two months ago that it is not on the cards. Now it is on the cards (and) you have a responsibility to come back and tell people that it is on the cards. You have a right to come back and tell citizens,” Lewis proclaimed.

Lewis is contending that the process should have been consistent with that of the public servants, given that salary increases for public servants was not fluently delivered, compared to the increase in salaries for government officials.

The minimum basic salary of each public servant was increased to $50,000, and this increase took effect from July 1.

“I believe no justification has been given for the increase.

It was not properly packaged and sold, but we do not see the increase in wages and salaries as something negative; it is just the process in which it is delivered we are concerned about,”

Lewis has said.

The trade unionist said that the process was “noncompliant” because there was no bargaining process between government and trade unions. He suggested that this should have started prior to government’s move to increase salaries

for officials.

“You (government) said you are going to have collective bargaining with the trade unions, but you have not started the process. Instead, you have added increases,” Lewis said, while charging that government has not included the unions in the public domain.

Though Minister of State Joseph Harmon has justified the increase as one to avoid corrupt practices that the former administration would have been involved in during its 23 years of governance, Lewis said the TUC does not “buy the argument”.

“There must be systems put in place to ensure that persons who are in government declare their assets. I don’t buy the argument,” Lewis has said.

Four days ago, Harmon said that all ministers and other officials would be required to sign a code of conduct that would preclude this current administration from repeating the mistakes made by the former administration.

The Prime Minister will now receive an income of $20,580,000 per annum, while every vice president, with the exception of the Prime Minister, will receive an income of $11,135,065 per annum. On a monthly basis, Prime Minister Moses Nagamootoo is in line to receive approximately $1.7M, while the vice presidents will receive approximately $927,000.

Additionally, cabinet members would receive $10,439,124 annually, or approximately $869,927 monthly; while junior ministers are in line to receive approximately $695,000 monthly, or $8,346,492 per annum.

Rockstone Fish Festival launched

By Alex Wayne THE annual Rockstone Fish Festival was officially launched on Friday last at Rockstone Village, Region # 10, to the delight of residents there.

The event was launched in Georgetown last year, but the Tourism Ministry felt that it would be more fitting to launch the event at the location where the two-day festivities are customarily hosted.

Addressing the gathering was newly appointed Director General of the Ministry of Tourism, Donald Sinclair, who was officiating in place of Minister of Tourism, Cathy Hughes.

Mr. Sinclair told residents that his ministry was committed to development of the event, as well as finding the resources the village needs to make the festival a success. He said the expectation of his ministry is to see significant growth of the event to attract a larger crowd, and also woo visitors from the Caribbean, North America and other areas.

The director general encouraged committee members to discourage fishing with nets, as this will not be in keeping with the policy which dictates that patrons release the fish they catch back into the waters of the

Paramakoushi River and its tributaries.

He also urged promoters of the event to ensure large, “eye-catching� signs are posted at strategic points to ensure persons coming to the event arrive without any glitches, since the lack of proper signboards has led to persons missing the turn off point and ending up at other locations.

Mr. Sinclair emphasised that with more people attending the event, the organisers will be able to earn more, while the Rockstone area will develop its own identity in the Caribbean and even globally. He added that while the Fish Festival is already enhancing the image of Rockstone, the ministry will do all it can to make the event better and to make the area a better tourist attraction.

Rockstone Hospitality M a n a g e r Ly n e t t e B e n n thanked the team from the city for attending the function. She noted that this year there would not be a preregistration process, since all competitors at the event will be required to register upon arrival. She added that no illegal vending will be allowed, and vendors would be allowed to sell only fish and wild meat meals on the location.

The Fish Festival offers boat tours to beautiful destinations, fishing and

cooking competitions, cycling races from Linden to Rockstone, nature trails (three options), music, meals and tons of fun for the entire family. This year the event will also feature fish-deboning, fishcatching, and the largest fish competitions. Added to that, there will be camping, picnics, tours to Gluck Island, swimming and fishcooking contests; as well as rafting, tug-o-war, and lots of games for the children.

They will also be a cultural show featuring top performers from Rockstone and Linden. Admission to the event has been set at $500 for adults and $300 for children. There will also be an essay competition for schools around the area.

Public Service CoI hears that elitist public servants stultify traditional workers

By Michel Outridge FORMER Auditor General Anand Goolsarran yesterday told the Commission of Inquiry (CoI) into the Public Service that the system of employing contracted workers needs to be revised based on estimates, since he

is very concerned about the ‘elitist’ group reaping more benefits than traditional workers.

He said he felt that there are two public services operating, one traditional and the other elitist, and the ‘elitist’ public service comprises contracted employees.

Goolsarran told the gathering that recruited elitist public service workers are ‘higher placed’ than the normal public service employees. He believes the traditional public service has been sidelined in preference to contracted employees.

Chairman of the CoI, Professor Harold Lutchman, questioned whether some ministries had more contracted workers than others; and in response, Goolsarran said yes, as he gave statistics in percentages.

Goolsarran explained that the elitist group of contracted employees occupies the most senior positions in the public service, leaving little or no room for mobility of the traditional public servants.

Goolsarran also read, and quoted extensively, from a book on the plight of the traditional public service, and said a de-politicised public service is required for the fair treatment of all employees.

He submitted that the solution is to reform the public service, so all could be treated equally and gain the same benefits. More training should also be done constantly, he said, even if there is a change of government.

Goolsarran noted that the way forward is to dispense with contract workers for a politically aligned, free public service in which employees must be free to do their duties, and he said promotions must not be based on years of service, but rather on qualifications.

He told the CoI that job specifications should be developed for vacancies, so both internal and external candidates can apply; and employment should be based on qualifications. Moreover, the appraisal system within the public service needs some adjusting, because some employees benefit from flaws in the system.

Goolsarran said there is no justification for the myriad contracted workers in the public service, since the traditional service has ably qualified people therein.

He explained that tampering with the public service started when some public servants became members of political parties, but things began to deteriorate rapidly from 1968.

Questioned on who represents the public’s interest, Goolsarran said those who serve the government of the day. He reasoned that even though its members operate within a series of rules and regulations, the public service is there to facilitate the smooth transition from one government to another.

Goolsarran said that in the event of a change of government, politically aligned public servants risk being removed.

But, he said, other considerations should be put aside in favour of the public interest.

He also recommended that the constitution be modified in many areas, especially with regard to the appointment of permanent secretaries.

RETIREMENT Goolsarran recommended that the retirement age -- currently 55 -- be increased to 60, because at that age some people are at their prime, and there should be leeway for voluntary retirement as well, he said, once those persons meet the pension requirements.

What he finds very wrong is that some people retire today and tomorrow they are contracted and are reaping double benefits. He said this should not be, because others in line would not have upward mobility.

DUTY-FREE CONCESSIONS Goolsarran said duty-free concessions have spiralled out of control in both the private and public sectors, where they are being granted for purposes other than the execution of duties.

He also talked about the abuse of state vehicles, which can be seen parked at ministers’ or judicial staff members’ houses after 4:30 pm, although those vehicles have been assigned drivers.

He said it is clear that those vehicles are being used for purposes that are extraneous to their official functions.

Goolsarran added that the 22,000 public servants in the public service need proper representation, since their grievances are numerous.

He deemed Christmas bonuses paid to members of the disciplined services as unwarranted because, he said, those bonuses constitute a month’s tax-free salary, whilst regular public servants get a meagre five per cent.

The former Permanent Secretary of the Ministry of Public Service, Mr Hydar Ally, made recommendations that were similar to Goolsarran’s. He aired his concern at the stagnation of wages and salaries for years.

The third speaker, Dave Hicks, who is attached to the National Drainage and Irrigation Authority (NDIA), Ministry of Agriculture, told the CoI he was speaking on behalf of 84 members of the public service when he said the culture in the public service needed openness and sharing of information.

He said many employees in his sector have not had a salary increase in years; and some persons have not been confirmed in their positions, despite their years of service and their having acted in those positions for years.

The CoI comprises Chairman Professor Harold Lutchman; Commissioners Sandra Jones and Samuel Goolsarran; and Secretary Geeta Chandan-Edmond. It meets at the Secretariat of the Public Service Ministry on Waterloo Street in Georgetown. Sessions are open to the general public for oral presentations.

The terms of reference of the CoI state that the commission is to enquire into, report on, and make recommendations on the role, functions, recruitment process, remuneration and conditions of service for public servants.

The CoI is also expected to determine measures to improve the efficiency of the public service, and to examine in detail how salaries and wages are determined and allocated.

Education as to causes of mental disorders --- a public health necessity

By Pat Dial LAST week, Mental Health Week was commemorated world-wide. It is an annual event aimed at helping the public to understand and appreciate the need to support the mentally ill, and work with them to have them re-integrated into society. One or two consumer bodies in North America have got into the field of helping the mentally ill by running recovery

centres where peer support, socialisation, education and training are offered. In Guyana, as is the case with the overwhelming numbers of consumer bodies world-wide, the Guyana Consumers Association concentrates on educating the public as to what is mental illness, breaking down prejudices against the mentally ill and trying to have the public and families of the mentally ill play a more constructive role in

The term 'mental illness' or 'mental disorder' covers a wide range of mental conditions, such as acute depression, where one feels deeply sad all the time, resulting in loss of interest and being overcome with inactivity; or obsessions leading to repetitive behaviour; or having attention difficulty; or hyperactivity; or post traumatic stress, where a sufferer feels or experiences a terrifying event impending to assail him; or autism, where a sufferer has an impaired

ability to communicate and interact; or even such conditions as alcoholism or the effects of a brain tumour.

In Guyana, though all conditions of mental illness occur, most people tend to associate the term "mental illness" with schizophrenia, where the sufferer interprets reality abnormally. This leads the sufferer to do or say all kinds of things which appear to normal people as strange, abnormal or

objectionable. In common parlance, such sufferers are called "mad", a term which is loaded with contempt, unacceptability, and even fear.

The other conditions with which most people are acquainted are alzheimer's disease and dementia, when there is memory loss; inability to do basic things such as turning a key to open a lock; or recognising persons, even very close

relatives or friends; or saying contradictory things as if such were fact. These conditions are due to the gradual deterioration of the brain, and as such are not readily recognised until they become acute.

So far, medical science has not been able to discover the conclusive causes of these disorders, though numerous psychiatric and Please turn to page 20 ►

physical theories have been advanced. Accordingly, psychiatric and physical remedies suggested are not conclusive, or are experimental.

Carrard, a former director general of the International Olympic Committee, heads the FIFA Reform Committee that FIFA’s executive committee set up in July. The executive committee is supposed to review its ideas before they go before a members’ congress scheduled for February.

Carrard gave no details of what his group was considering. It remains unclear if his panel will incorporate radical reforms proposed last month

by Domenico Scala, the independent head of FIFA’s Audit and Compliance Committee.

Scala’s radical overhaul plan, launched after seven soccer officials were arrested in Zurich in May on U.S. warrants, calls for 12-year term limits for elected FIFA officials, full disclosure of top officials’ financial compensation, and more detailed integrity checks on members of committees.

It also includes replacing the powerful executive committee with a governing council elected by congress and a management committee to handle the day-to-day affairs of the organisation.

Carrard’s group is made up of representatives of FIFA’s six continental confederations -- the very ones who could see their powers reduced under Scala’s reform plan.

Asked what chances of success he saw for reforms at FIFA, Carrard said: “I am cautious. As a lawyer I have won many trials I should have lost and sometimes lost what I should have won.”

The Guyana Rugby Football Union (GRFU)-organised event which is scheduled to kick off at 10:00hrs also features Yamaha Caribs, Guyana Police Force (GPF), Pepsi Hornets and UG Wolves.

The union has decided on the University of Guyana ground, Turkeyen for this event in an aim to have the game decentralised by hosting various competitions away from the home of rugby - the National Park.

It is understood that the Rugby playfield in the National Park is to be re-surfaced in an effort to have it match-ready for local and international engagements in 2016.

AB de Villiers denies Ashwin has got his number

KANPUR, India (Reuters) - South Africa one-day captain AB de Villiers swatted aside suggestions that India off-spinner Ravichandran Ashwin could prove his nemesis in the five-match series starting in Kanpur today.

St Stanislaus take huge win in Zone Three field events WITH a massive 544 points St Stanislaus College ended as winners of the North Georgetown Inter-School Championships zone three field events, when the competition was held last Thursday at the Guyana Teachers Union ground, Woolford Avenue.

St Mary’s Secondary came in for a distant second with 299 points, Brickdam Secondary followed with 218 points, and the Business School ended with 92 points.

Meanwhile .for the primary schools, in zone four, Winfer Gardens Primary emerged winners after amassing 147 points in the field events division. With 124 points St Angela’s finished second and the only other school to hit three digits in the points standing, St Margaret’s Primary finished in third place with 115 points.

Racking up win after win Saints gave the competition hardly a chance to get past them. Kayla December gave Saints top points in the girls’ Under-12 shot put and javelin and third in the long jump. December shared the honours of first place with St Mary’s Kerisha Jarvis in the javelin throw after both had a best throw of 6.70m.

Under-14 category taking first place as well as second in the shot put, discus, and javelin throws and the long jumps.

The trend almost extended in the girls Under-16 category. Saints won first and second in all but the discus throw in the girls Under-16 category.

In the discus throw though Deshawna Williams’ 11.18m ensured the first win for Saints, Brickdam’s Tandika Bobb-Semple claimed the second place win after throwing 10.70m. Third place went to Brickdam, after Akeisha Fraser managed 10.64m on her second throw.

Gordon Trotman was Saints’ leading man in the boys’ Under-16 category. No one came close to Trotman’s 29.62m in the javelin throw. In the long jump Trotman flew 5.32m to overcome the 5.20m leap by Brickdam’s Shane Garraway.

But it was in the discus throw that Trotman found himself overpowered by his own teammate. Saints Kenroy Earle on his very first try managed a 21.53m toss that no one else could outdo, leaving Trotman in second place after managing only 19.35m.

Australia repel Wales to earn Scotland quarter-final

By Mitch Phillips LONDON, England (Reuters) - A magnificent 13man defensive effort and another assured kicking display by Bernard Foley earned Australia a 15-6 victory over Wales yesterday to earn a World Cup quarter-final meeting with Scotland and leave the Welsh to face

South Africa.

Both teams had already been assured of progressing thanks to their victories over England, but there was still everything to play for at Twickenham, with the Pool A winners earning an easier route to the final. The losers, even if they get past the Springboks, would probably have to play holders New Zea-

land in the semi-finals.

The match was effectively decided during a remarkable spell midway the second half when, despite being down to 13 men after two yellow cards, Australia repelled everything Wales threw at them to protect a sixpoint lead.

There were no tries in the match but no shortage

of intensity.

The first quarter was a fascinating arm-wrestle between two equally matched packs as Australia, so long the world’s whipping boys at scrum time, were full of confidence after their demoli-

The winners however remained the same as Our Own Sports Club held their nerves to clinch a nail-biting one-run cliffhanger victory over archrivals Guyana Sports Club (GSC) last Sunday at the Littles ground,

a string of 53 consecutive victories over the last three years.

Calvin Ming completes U.S F4 Testing CALVIN Stanley Ming recently completed testing his two Formula 4 cars, at three racing circuits in the USA, namely, The Gingerman Raceway in Michigan, Putnam Park Road Course in Indianapolis, Indiana and the New Jersey Motorsports Park.

He completed over 500 laps and covered a distance of approximately 800 miles during the 6 days of intense testing.

One of the cars is now in Mexico being prepared for Calvin to compete in the FIA Formula 4 (NACAM) Championship inaugural race at the Formula 1 Grand Prix in Mexico City scheduled for October 30 November 1.

Sri Lanka President’s XI put West Indies under pressure

… Centuries for Jayasundera and Bhanuka DESPITE some big hitting from Carlos Brathwaite to give the West Indies tail a wag, a Sri Lanka Board President’s XI have given the West Indies a less-thanideal start to their tour of that country.

Playing on the second day of their three-day warm-up game, the West Indies were struggling at 166 for 9 before Brathwaite struck four sixes and four fours to score 54 and take the West Indies to 202 all out.

The total was not good for much more than eating up some time in the game as the President’s XI, through centuries from Uda-

ra Jayasundera and Minod Bhanuka, made light work of the 202, to end the second day on 233 for three.

Jayasundera is unbeaten on 124, while Bhanuka scored an attractive 101 from 160 deliveries.

There were some bright spots for the West Indies as Kemar Roach and freshly minted Test skipper Jason Holder bowled well, keeping the stoke-playing batsmen in check.

‘Obeahman’ Jeffrey strikes form ahead of today’s ‘Ounce of Gold’ cycle road race

By Michael DaSilva OVERSEAS-based cyclists Raynauth `Obeahman’ Jeffrey struck form yesterday, ahead of today’s much anticipated Mohamed Kadir Memorial 80-mile cycle road race.

Jeffrey returned a time of one hour 17 minutes 01.99 seconds in winning the 11th Annual Hand-inHand feature 35-lap cycle race which was opened to schoolboys, novices and invitational riders.

From the outset of the feature event yesterday, Jeffrey made his intention known by surging ahead of the 23 other starters and was never challenged and after 17 laps he lapped the entire field to win comfortably. In the process, he also won six of the eight prime prizes that were up for grabs.

GREGORY ‘Jackie Chan’ Richardson broke the hearts of Fruta Conquerors players and their supporters when he stroked home his team’s winning goal in the 67th minute and helped Pele FC to the top of the table with their 2-1 win at the Tucville ground, as action in the STAG Elite League continued on Friday night.

In the opening game of the double-header, Alpha United and their nemesis the Guyana Defence Force (GDF) drew 1-1 in a game that could have gone either way but in the end, both sides left the pitch securing one point.

Meanwhile, the huge crowd at the venue, most of whom were supporters of the home side (Fruta Conquerors) were kept entertained throughout the 90 minutes, primarily by one man; Richardson.

Especially in the first half, it was the ‘Jackie Chan Show’ with the Pele FC forward dazzling the partisan crowd with plays that only reminded them why he is considered one of the country’s best up front.

While Fruta Conquerors had two clear chances in the opening minutes of the game, the half belonged to Pele FC. Richardson was a nightmare for the Fruta Conquerors defenders. Defender Dellon Williams was his primary target and after having a few of his shots going

on target but hitting off the post, Richardson in the 18th minute was responsible for Travis ‘Zorro’ Grant sending Pele FC in the lead.

The svelte built player had made his way into the Fruta Conquerors’ 18-yard area and nicely flicked the ball over the advancing keeper but the ball hit the crossbar and Grant on the rebound hammered it home for Pele’s first goal of the game.

Up one goal, Richardson again got around the defenders, more so Williams, who was forced to pick up what was a necessary yellow card after the Pele forward turned sweetly on him and was heading to the goal.

Taking the free kick himself, Richardson’s shot slammed off the post (again) and Pele FC headed into the second half leading 1-0.

In the second stanza, it was an entirely different story. Eon Alleyne, Dennis Edwards and Jermin Junor led an energised Fruta Conquerors team that pulled out all the stops searching for an equaliser.

Though Richardson continued to have his way, the defence was a little better with coach Calvin Allen bringing in 15-year-old Jeremy Garrett to play in the ‘right back’ position.
