Coomacka gets David ‘G’ school bus STUDENTS and parents of the mining community of Coomacka in Region 10 on Wednesday have welcome the provision of a school bus, which was presented under President David Granger’s initiative to keep children in school and release the transportation burden on parents.

The bus 30-seater bus, named David ‘G’ 10, was commissioned by the President and Minister of Social

Cohesion, Amna Ally at the Coomacka Mines Community Ground.

Coomacka is approximately 15 miles from Linden and the rough terrain, coupled with the limited transportation, makes it difficult for the children to attend school regularly and punctually.

The bus will also benefit the mining communities of Nottinghamshire, Three Friends and Old England.

Parents of these communities were forced to provide $500,000 per day, excluding lunch and other expenses, to have a child attend school in Linden.

The bus will have to make two trips to and from Linden so that the entire student population from these communities can benefit.

The David ‘G’ was donated by Mr. Suresh Jagmohan, owner of S Jagmohan Hardware Supplies and Construction services. A representative from the company told this publication that Mr. Jagmohan saw it fit to donate the bus as the company benefits from several contracts in Region 10.

It is the President’s belief that every child must have an education and therefore the Government has undertaken the Five Bs initiative, which was birthed from a conversation with a parent who revealed the high cost of transportation he is faced with daily to send his child to school.

By Ravin Singh LIBERALISATION of the telecommunications sector is imminent with the National Assembly set to debate long-awaited legislation today.

The Telecommunications (Amendment) Bill 2016 is expected to be read for the second time in the National Assembly and pave the way for a rigorous debate. The Bill could be passed after the debate once it is not re-sent to a Special Select Committee for further fine-tuning.

The Bill has journeyed through years of intense deliberations and consultations, particularly with the two main mobile service providers in the country the Guyana Telephone and Telegraph Company (GTT) and Digicel Guyana.

The Bill seeks to create a competitive regime in the telecommunications sector, by providing for an open, liberalised and competitive sector that will be attractive to new market entrants and investors, while preserving the activities of the current participants.

As it is, the Bill is expected to result in greater choice, better quality of service and lower prices to consumers. The Bill also specifically addresses the expansion of telecommunication networks and services into unserved and

under-served areas, through the institution of a new universal access/universal service programme, in an effort to further national, regional, social and economic development.

With the expectation of the Bill being passed in the House today, Minister of Public Telecommunications Cathy Hughes believes that stakeholders who contributed to the drafting of the bill are satisfied with it in its current form.

“I think they [stakeholders] are satisfied with the Bill as it is,” the minister said.

She went on to explain why she was of this view, detailing the history of the Bill, which has its origins under the PPP administration.

Further, GT&T said that it will continue to position itself to be a winner in the market as they look forward to seeing a level playing field and ensuring that the rule of law is respected.

However, when asked specifically if the company is pleased with the Bill in its current form, the service provider responded, “We are eager to engage GoG [Government of Guyana] on liberalisation.”

Minister Hughes maintained, however, that she was unaware of these additional concerns outside the net neutrality issue, if there were indeed any, given the fact that she was not part of the Special Select Committee.

The minister said though that she is confident that the Bill is one which is designed to benefit all of Guyana.

“I am confident that the bill will be good for the telecommunications sector in Guyana. Digicel and GTT will have issues with aspects of the Bill, but we think that there were enough consultations and everything that was said and proposed were taken into consideration at the level of the select committee. We have a Bill that [is] going to benefit all of Guyana, not just one company or one stakeholder,” the minister said.

Corentyne fishermen protest illegal shrimp-smuggling

THE East Berbice-Corentyne Agriculture Association staged a protest on Wednesday on the Miss Pheobe Public Road,Port Mourant, Corentyne, East Berbice, calling on the authorities for more support to combat smuggling of shrimp from neighbouring Suriname.

The protest, which was held in the vicinity of the Trainline Dam, saw about 30 fishermen representing the various fishing villages across East Berbice-Corentyne and was held to raise awareness of the challenges and disadvantages they face as a result of the illegal act.

According to Secretary of the organisation, Seudat Persaud, the protest was intended to make vendors aware of the problem and not resell the smuggled produce.

“This protest is to let

the authorities know we have a concern; we carry this battle for 15 years.

“The Customs agency always say they don’t have resources like vehicles and stuff; we the farmers have to go and apprehend these smugglers then the police and customs come so we are encountering some great difficulties, especially for the past year and we need help …plus people need to know about this so they can stop supporting the smugglers.”

Minister of Agriculture, Noel Holder, addressed the issue of smuggling while attending a function to observe National Fisher Folk day at the #66 Co-op Society base on the Corentyne.

“The smuggling of shrimp, fish and fish products in and out of the country affects us all. In addition, the smuggling of shrimp and fish into Guyana has the potential

to generate many problems such as the introduction of pests and diseases into our environment. Fish not inspected by the health authorities many very well not be fit for human consumption and can cause many health problems in our population. So while you [may] be getting a cheaper commodity, you may be damaging your health and the health of your family.”

Ronald Arjune, a fisherman from Whim who rears both shrimp and tilapia for both local and international markets, said he is feeling the impact of the commodity on the market as his revenue has declined significantly after being forced to lower prices.

“We have to sustain our children, they have to go to school. It’s not easy …this Suriname shrimp that is coming here is of bad quality and it would affect the entire country and several

parts of the world they are fooling consumers.

“Some people are passing the shrimp off as Guyana shrimp.”

Another fisherman “Rakesh” chipped in saying, “This shrimp go out to

all parts of the world and many people have a bad experience with it and them labelling Guyana for the bad quality.

“If it continues this way it will cripple the shrimp industry and we are the ones

who will suffer.

“We are calling on the relevant agencies to look into this situation urgently so these issues of smuggling can be addressed.”

Persaud said while the organisation has made some strides recently with support from the Government and other agencies, they need more tangible help, especially with vehicles to be able to track and apprehend smugglers whenever they are on the move.

“We need more resources, especially vehicles and boats to catch the smugglers in the act. That is the help we need; right now we using our own vehicles and stuff, but that not enough.

“We need the help, so please let the relevant authorities look into this matter please.”

Three confess to murder of Kurupung pork-knocker THREE MEN in Police custody have admitted to killing a pork-knocker in the mining community of Kurupung, in the Cuyuni-Mazaruni Region seven, police said.

Divisional and Branch Commander, Ravindradat Budhram confirmed that the men are in custody and charges are likely to be laid before the week concludes.

The wanted men were recently caught in connection with the murder of pork-knocker, Shawn McDonald, whose bound and battered body was found in a metal container at Kurupung on June, 18, 2016. Police said the suspects admitted to the crime.

The last two suspects were held on Monday. One was captured at Kurupung Mountain Foot. The first suspect was arrested on Sunday at an area known as Pappy Show Landing, some three miles from the area where Mc Donald was slain.

They were all taken to the Bartica Police Station Tuesday.

A post mortem showed that McDonald sustained multiple injuries, including wounds to the head, a broken shoulder, and a deep cut to the mouth that reportedly caused him to suffocate on his own blood.

The killing may have been triggered by complaints that a woman made that McDonald had tried to sexually assault her and had cut down two hammocks near a camp.

Police were also told that McDonald was seen drinking and brandishing a cutlass at individuals at Kurupung and was last seen alive heading towards his camp.

Additionally, the police were told that three men were later seen putting the pork-knocker in a metal container.

Around 06.00 hrs last week Monday, a woman went to McDonald’s camp to check on him and found him in the metal container with his feet bound together.

NDCs to get subventions soon

NEIGHBOURHOOD Democratic Councils (NDCs) across the country could expect the release of 50 per cent of their subventions within two weeks once their plans have been approved by the Ministry of Communities, Permanent Secretary Emil McGarrell has said.

General-Secretary of the People’s Progressive Party (PPP) Clement Rohee had accused the government of having a policy to stifle PPP-controlled NDCs by withholding their subventions.

In an interview with the Guyana Chronicle, the permanent secretary explained that the ministry is currently

reviewing all of the submissions made by the NDCs. He said once the work programmes are found to be in compliance with the statutory guidelines established by the ministry, approval will be granted and the local bodies will receive 50 per cent of their subvention.

The remaining 50 per cent, McGarrell further explained, will be released once more than 70 per cent of the work programme has been completed.

In view of the allegations made by the PPP, McGarrell emphasised that no particular group of NDCs is being singled out or victimised in

this regard.

On Tuesday, Rohee alleged that more than 40 NDCs which were won by the PPP during the recent Local Government Elections are being stifled by the Administration.

“The NDCs are being financially stifled by the APNU+AFC coalition administration, thus preventing them from executing their functions in the interest of the people who elected the Council members to administer the affairs of their respective Local Authority Areas (LAAs),” Rohee told reporters at Freedom House.

President Granger, in his speech, articulated that the Five Bs initiative will also decrease the inequality level within our country, which stems from one not being educated.

“Apart from achieving education, we are reducing inequality because we are creating for you a level

playing field so that you have easy access to school just as children in Region 4 or Region 5 or any other Region.

I believe that by reducing inequality we would have a more peaceful – a more tranquil society.

“Poor education creates poverty and poverty creates inequality, so we want to make Guyana a society in which everyone has an equal opportunity to the good things of life.”

The President urged the beneficiaries of this school bus to take care of it as this will motivate the Government to embark in similar ventures. This was echoed

by Minister of Social Cohesion, Amna Ally who reminded those present that the bus must be used for no other purpose than taking

the students to school. Its management is solely under the RDC. Minister Ally also boasted that the Five Bs initiative has brought economic relief for many parents. “This certainly would have brought economic relief to our population, hence we welcome contributions from our corporate citizens,” she said.

This 30 seat bus is the 5th contribution made to Region 10 from the Five Bs initiative. The Region is already benefiting from three boats, and a breakfast programme. The Regional Education Office has recorded significant decrease in absenteeism and unpunctuality from students residing in the hinterland areas where the boats transport them to school.

Rohee said the party was concerned about the timing of the disbursement of monies to NDCs due to the fact that budget 2016 was approved since February.

According to him, the problem is further compounded by the Guyana Election Commission’s (GECOM’s) failure to bring an end to the deadlock affecting the six Local Authority Areas which do not have appointed leaders.

The elections held last March resulted in ties in six Local Authority Areas – the proposed town of Mabaruma and five (NDCs, namely Woodlands/Bel Air, Malgre Tout/Meer Zorgen, Gibraltar/ Fyrish, Industry/Plaisance and Woodlands/Farm.

The Minister of Communities had made appointments of a Mayor for Mabaruma and chairpersons for the , but the High Court quashed the appointments.

Grade Six results Tuesday THE MINISTRY of Education has announced that results of the National Grade Six Assessment (NGSA) will be released next Tuesday, July 5, 2016.

The National Grade Six Assessment was written on April 27 and 28, 2016, more than three weeks later than the previous years, the Ministry of Education stated Wednesday.

“The Ministry had extended the dates to allow teachers sufficient time to complete the Grade 6 curriculum and give students additional time within which to prepare for the Assessments.”

Government and Opposition unite on talks

BOTH the government and the PPP/C are at one in the view that dialogue between competing forces is the way to go to resolve differences and conflicts. Neither party was making this case on matters relating to , but to that of our neighbour, Venezuela, which is experiencing social, economic and political turmoil.

The legitimacy of incumbent President Nicolás Maduro is being rocked by an economy which is largely oil-dependent, has been used to advance the “Socialist Revolution” programme started by late President Hugo Chávez, and an opposition demanding his removal from office. According to an Associated Press report (2nd May, 2016), the Opposition on the said date turned in petitions reportedly signed by 1.8 million voters calling for a national referendum to remove the president.

A humanitarian crisis is presently engulfing the masses in Venezuela with the decline in global oil prices, triple-digit inflation and what some consider bad policies where the country is experiencing daily blackouts, shortages of and long lines for basic necessities. Guyana has justifiable concerns with Venezuela, given its claim to two-thirds of our territory and the occasional provocation in our waters, but only the heartless will deny that in moments of crisis one should ignore their neighbour. Barbados has said it stands ready to help. Guyana has said it is observing the situation, which it is believed also entails determining when and how support will be offered.

Having diplomatic relations with this country will also inform being there in the time of need to lend support without having to compromise the national interest. And while Guyana has not as yet made known what appropriate action will be taken on behalf of the people of Venezuela, it was encouraging to see the political forces standing as one on the matter of conversation as critical to conflict-resolution and democracy.

Guyana’s Permanent Representative to the Organisation of American States (OAS), Ambassador Bayney Karran, voted “yes” last week at the OAS meeting to hear talks about the constitutionality of what is taking place in Venezuela between the opposition and the presidency. In his words, the Ambassador advised that: “My delegation supports the Inter-American Democratic Charter being wielded as a shield to protect democracy. We do not support it being used as a sword against member states.”

IDB forum on housing was insightful Dear Editor

DURING a meeting last week of representatives of the Caribbean Diaspora with officials of the Inter-American Development Bank (IDB) part of the discussions focused on the findings of a study by the bank entitled: “The State of Social Housing in Six Caribbean Countries.”

One of the countries is Guyana and one of the report’s authors, Michael Donovan, was among the panelists.

According to the study/report, “the Government of Guyana’s goal is to provide accessible and affordable housing in sanitary and safe communities with the necessities for wholesome and dignified living for all citizens.” The overarching policy objectives of the programme include a focus on the poorest communities in the hinterland, the completion of necessary infrastructure prior to allocation of lots, integrated development planning and squatter regularization and containment, among others.

The study estimates that Guyana faces a housing deficit of 20,000 units for lowincome families, while an additional 52,000 homes are over 30 years old and need improvement and points out that construction by owners and non-profit organisations cannot keep up with the need.

It would seem from the report that the new APNU+AFC coalition government will maintain the policy of the former government of encouraging private sector involvement and investment in housing and that a number of incentives, including the use of a revolving low- income housing fund; the construction and sale of houses by private developers on lots allocated by the government and the granting of blocks of land to private developers for the development of housing estates and the sale of houses in an open and competitive manner.

All this is great news. The Guyanese populace is however well aware of the lack of transparency regarding such

programmes not so long ago.

It is my hope, as I am sure it is on the part of a majority of Guyanese at home and abroad, that these programmes will be fully transparent and fairly allocated and administered. There should be no room for skulduggery as the nation moves to fulfil one of the basic requirements of human beings….. roofsover their heads. There must be no more sub-standard construction, no more favouritism in the distribution of houselots and no discrimination against any particular race in choosing developers, contractors and houselot awardees.

Further, our banks must be conscionable in determining mortgage rates for low-income home-owners and both public and private sector employers should design financial housing assistance programmes, including guarantees for their lower-level workers.

On another point related to housing development, the IDB report indicated that one of the initiatives it funded was

the Housing in the Hinterland Pilot. This pilot addressed the housing needs in eight communities in Regions One and 9 and involved the disbursement of 208 subsidies totalling one million US dollars for roof replacements and where necessary a complete house. Mr. Donovan, in reply to a question from Capt. Gerry Gouveia, informed the audience that the roof-replacement programme involved the use of zinc sheets. Gouveia questioned the use of zinc sheets for these homes arguing that this was interfering with the customs and culture of our Amerindians and Guyana’s tourism product.

A debate followed which touched on the need to address housing needs in consort with the vulnerabilities of climate change and sustainable development.

This is a debate that must continue among stakeholders in Guyana, foremost with our indigenous people themselves who must enjoy no less safe, sanitary and affordable housing conditions than the rest of us.

Addressing Mental Health Issues Dear Sir

I AM very appreciative of the editorial you did on the mental health situation in Guyana as reported in the Chronicle of June 28th 2016.

I fully agree with the statements you have made about the need to reduce the stigma which mental illness appears to have in Guyana.

This stigma creates problems for patients in seeking treatment for mental health problems and for the possi-

bility that their illness would be devalued, misdiagnosed and mistreated by physicians.

While the numbers of psychiatrists for the population size of Guyana is small, it is the responsibilty of all physicians, especially general practiotioners, to be able to diagnose and provide minimal care for most mental health problems. In their academic preparation, all phsicians receive training in Psychiatric Medicine.

In this regard, I presented at the Continuing Medical

Guyanese will have to look very hard to see government and opposition agreeing on anything or sitting together to resolve conflicts through dialogue. In August 2012 when the Government of Guyana submitted a complaint to the OAS, presented by the said ambassador, in relation to the Linden/Region 10 protest, the disregard for said Charter in dealing with differences was brought into question.

There was also disunity in the society, given that it was the opposition and civil society who were calling for democratic charters to be upheld in treating with the conflicts between the government and people.

The dichotomy in treating with a similar matter, notwithstanding the fact that it is happening in a different country, is not lost on the people and it should not be lost on the government and opposition. While Guyana, thankfully, is not experiencing humanitarian and constitutional crises, citizens have for years been calling on the political forces to engage in dialogue on matters of common interest to the people and supporters and use the laws and charters to guide decision-making and resolve differences, and develop and secure the country for the good of all. It is not unreasonable to expect now that it is confirmed that the Government and Opposition are capable of uniting on the need for talks, albeit for another country, that Guyanese would be beneficiaries of similar harmony.

Essential Principles in Collective Bargaining – Public Service

Dear Editor, THE restoration of Collective Bargaining in the Public Service between the Public Authority and the Guyana Public Service Union is a welcome development.

This is observing the treaty obligations flowing from the International Labour Convention No. 151 – Labour Relations (Public Service) 1978, ratified by Guyana on June, 1982. This Convention provides for the protection of public employees’ right to organise and to collective bargaining, procedures for dispute settlement through negotiations, conciliation, mediation, and arbitration.

Convention 151 confers similar rights flowing from Convention No. 98 – Right

to Organise and Collective Bargaining, applicable to the private sector.

The Public Authorities need to be mindful of International Treaty obligations of International Labour Conventions, ratified by Guyana, and national laws on the conduct of labour and industrial relations, including the Trade Union Recognition Act Chapter 98:07, No. 33 of 1997, which imposes an obligation on the union and employer to bargain in good faith and enter into negotiations with each other for the purpose of collective bargaining.

The principles and practice of good-faith bargaining in collective bargaining re-

quires the practise of industrial diplomacy of mutual respect, and trust in civil encounters, including: * Adequate preparations on both sides for serious negotiations * A determination by both sides to forge mutual agreements. * That the negotiating parties have a full mandates to agree on all issues on the negotiating table without frequent adjournments to consult higher authorities.

The negotiating teams should come to the table knowing fully the absolute limit of concessions and acceptance. * The public service negotiating team should be given the absolute percentage or dollar amount of the wage

The British High Commissioner is spot on

Dear Editor,

THE British High Commissioner to Guyana was spot on in his assessment and opinion with regard to the lack of transparency and show of arrogance at City Hall, particularly as it relates to the parking meter fiasco and other related matters.

However, if he thinks that those officers have the great strength and character to say sorry in this matter in which they have found themselves; and if he believes they would even consider offering comfort to the public by saying how they are going to make it right, then clearly High Commissioner Quinn does not have a clue of how arrogant and obtuse these individuals are.

High Commissioner Quinn is clearly oblivious to the fact that the Georgetown City Council must be the most corrupt and venal municipality in the world, when he expresses the expectation

that they would comply with the standards that a transparent and democratic council should hold for itself.

The High Commissioner points to the lack of transparency, the lack of a democratic process within Council’s deliberations, and the fact that in the face of it all the public was told that no apologies will be offered. Clearly, again, this British envoy has not heard of the “Fantastic Four,” the group which has been making many other unlawful decisions without the knowledge and consent of the rest of the Council.

Just one example -- and there are many -- is the unlawful, illegitimate and dishonest waivers of millions of dollars in interest that they have granted to selected persons from their outstanding property taxes. This is being done outside of the amnesty period, and without the Council’s knowledge or permission.

The High Commissioner ought to know that there are no good reasons for keeping

the parking meters deal secret, except for a complete disrespect for other councillors and the citizenry at large. It is understandable for the High Commissioner to contrast and measure the Georgetown City Council’s standards with cities in Europe, but that is a sad, sad mistake. Nowhere else in the world could a small food vendor who used to walk and sell dhal puri in the municipal markets become overnight the biggest contractor in the city, earning tens of millions of dollars weekly by getting contracts without even bidding for them.

Should High Commissioner Quinn do a one-week internship at City Hall, he would leave Guyana at the end of his tour a very heartbroken man, after seeing the corruption, nepotism, egotism and criminality propagated on a daily basis.

Lack of good-faith bargaining constitutes the power approach in labour negotiations, including: building up expectations of staff with

unrealistic proposals at general meetings, agitation in the media before dialogue/discussions, “negotiating” in the media, misinformation to the media, unnecessary threats of industrial actions, external influences and pressures, public demonstrations, public agitation, illegal actions, political and external lobbying during the course of negotiations, and personal attacks on the integrity of the members of either negotiating team or on the union or public authority.

The parties should be aware that four possible approaches can be adopted by either or both parties in labour negotiations and in the management of labour conflicts: Avoidance approach: failure or refusal to deal with the issue; settlement by chance.

Power approach: coercion to force the other side to concede; settlement by force, industrial actions - strikes, lockouts, etc.

Rights approach: independent standards of right or fairness; settlement by a labour tribunal, arbitration or

by a court of law.

Consensus approach: the best and preferred approach which endeavours to reconcile, compromise or accommodate. The superiority of the consensus approach reflects settlement by the parties through direct negotiations or conciliation/mediation, or another mutually agreed means for final resolution One would expect that the parties in the public sector would set a good example to the national community by eschewing of the power approach and employing of the consensus and rights approaches in good-faith encounters.

There is also the assistance of a third party through Conciliation/Mediation, and finally, in the event of failure of the earlier processes, arbitration or a national commission review with recommendations to the National Assembly which provides the funds.

Businessman jailed for 2 years ...on illegal gun, ammo charges A 34-YEAR-OLD businessman was sentenced to two years imprisonment on Wednesday by City Magistrate, Fabayo Azore after he was found guilty of being in possession of an illegal firearm, along with matching ammunition.

The court heard that on October 23, 2015 Orandi McCoy of Lot 16, William Street, Campbellville had in his possession a 9mm pistol and 15 live rounds of ammunition, when he is not the holder of a firearm licence.

The Magistrate sentenced McCoy to two years jail along with $50,000 fine on each charge. The sentences will run concurrently.

Meanwhile, the defense lawyer, Peter Hugh requested that bail be granted to his client pending an appeal at

the High Court; however this was denied by the Magistrate.

McCoy owns and operates two businesses at his residence and at Orange Walk, Bourda, Georgetown, respectively. The Prosecution contended that police attached to the narcotics unit went to the home of the accused to conduct a search. Before commencing the search, McCoy told the ranks that he was the only person present in the building, and the only one who has access. As such, the search was conducted in his presence and the firearm and ammunition were found concealed in a cupboard in the shop.

Former DDL driver jailed for killing teen

by City Magistrate Fabayo Azore for causing the death of 13-year-old Friendship Secondary School student, Ezekiel Murray.

Barker of Lot 244 Second Street, Grove, East Bank Demerara was found guilty of the offence, which stated that on April 10, 2015 at Friendship, East Bank Demerara public road, he drove motor lorry GJJ 278 in a manner dangerous to the public, thereby causing the death of Murray. The Magistrate also suspended Barker’s licence for three years.

In her ruling, Magistrate Azore said she did not believe Barker’s side of the story. Barker, in his defence, had told the court that Murray ran from behind a truck and collided with his vehicle.

The court heard that on April 10, 2015 at around 18:00hrs, Murray was about to cross the Friendship public road when he was struck down by the motor lorry. Teenager remanded for simple larceny CITY Magistrate, Alex Moore on Wednesday remanded a construction worker for the offence of simple larceny.

Nineteen-year-old Floyd Haynes of Ketley Street, Charlestown, denied the charge which stated that be-

tween March 4 and March 5, 2016 he stole a quantity of items, including an Apple laptop and two Samsung cell phones, amounting to a total value of $396,000, property of James Cole.

Ahead of oil rush, Guyana buckles down to fight corruption ‒ Gov’t seeks certification by global transparency body

GUYANA is hoping to submit its official application to become a candidate of the Extractive Industries Transparency Initiative (EITI) by November, Natural Resources Minister Raphael Trotman said on Tuesday.

EITI is a global organisation of 51 countries which have subscribed to establishing, upholding and promoting the standards and tenets of good governance, transparency and accountability in the management of extractive industries.

At its core, the EITI promotes the belief that natural resources belong to the people and are to be extracted and managed on behalf of the people for current and future generations.

Countries, on assuming membership, coordinate their activities through a tripartite Multi-Stakeholder Group (MSG) that comprises representatives of government, industry and civil society.

On Tuesday at the Arthur Chung Convention Centre, a tripartite MSG symposium was convened to discuss the role of stakeholders in the process of safeguarding extractive industries.

Minister Trotman, who was among the key speakers, said the trust and confidence that EITI engenders are critical to the development of the country.

“Addressing the issues pertaining to better resource revenue collection is complicated and requires effective coordination of our agencies and institutions and coordination between civil society and the stakeholders in the extractive industries. Thankfully, the EITI process pro-

vides a bridge where all three can engage and exchange information and views with the intention of ensuring better management of revenues and better choices for our spending,” Trotman said .

Guyana’s economy is heavily based on the extractive industries. Its oil and gas sector is currently taking shape and is an indication for the extreme wealth that could behold the country once managed effectively.

As such, EITI is critical in this process.

“The recent discoveries of hydro carbons in the Atlantic Ocean tell us that Guyana has oil and natural gas many times more valuable than our nation’s entire economic output,” Trotman said.

However, he made it clear that other contributing sectors such as gold-mining will not be glossed over or under-emphasised.

“Gold has been the largest earner of foreign revenue over the last seven years, from all indicators it will again be our single largest foreign exchange earner this year,” he posited.

The Natural Resources Minister said while the Government anticipates that the expected revenue will be “explosively transformative for the economic and social development of all Guyanese,” such ‘explosion’ will be both “good and controlled.”

Adhering to sound macroeconomic principles and becoming a member of EITI will aid in making this transformative process a reality, Trotman said.

“Transparency, accountability and good governance are the bedrock of strong

economies and strong societies,” the Natural Resources Minister added.

Mike McCormack, a representative of Policy Forum (Civil Society), in his presentation underscored the importance of understanding and improving the management and use of natural resources in Guyana, particularly in the extractive sector.

McCormack said the next decade is likely to see a major transfer or shift in terms of greater reliance on domestic revenue for development rather than international aid.

As such, he said the elimination of illicit financial flows and availability of tax information are among key issues that ought to be addressed.

“If we are going to manage extractive resources there is a whole range of infrastructural changes that have to take place, our governance arrangements are no way near in place for this projected shift,” he opined.

The private sector was represented by Hilbert Shields – a geologist. Minister within the Ministry of Natural Resources, Simona Broomes, British High Commissioner Greg Quinn, Canadian High Commissioner Pierre Giroux, and U.S. Ambassador Perry Holloway were among officials present at the symposium.

Even as the country awaits full membership of the EITI, in its quest to embrace good governance standards in the regulation of extractive industries, Guyana has been receiving guidance and support from the EITI’S Norway- based secretariat and the Trinidad & Tobago Chapter (TTEITI).

Two years jail for teen caught with gun A SEVENTEEN-year-old was sentenced to two years imprisonment on Wednesday after being found guilty by City Magistrate Annett Singh for unlawful possession of a firearm.

Adam Mohamed, of 22 Calendar Street, Albouystown, was convicted for having an illegal .22 pistol in his possession on March 12 at East La Penitence, Georgetown.

The court heard that on the day in question, the police stopped and searched Mohamed and the gun was found.

The magistrate said that a light sentence was imposed on the teen after taking his age into consideration and the fact that this was his first time before the court.

Haitian nationals fined for entering Guyana illegally MOTHER and daughter, Shirley and Nurley Augustus, both Haitian nationals were fined $30,000 with an alternative of one month jail by Chief Magistrate Ann McLennan after they admitted to entering Guyana illegally.

Thirty-eight year old Shirley and her 22- year old daughter, Nurley pleaded guilty to the charge which stated that on December 4, 2015 at Lethem they entered Guyana by crossing a land frontier without presenting themselves to an immigration officer.

According to the unrepresented women they came to Guyana via the Lethem trail by bus and while in Guyana they stayed at a house in Light Street, Georgetown.

Nurley pointed out that she had spent three years in Brazil, studying at a university there.

and said that when they arrived in Guyana there was no immigration officer in Lethem.

Police Prosecutor, Corporal Deniro Jones explained to the court that Nurley is the holder of a Haitian Passport, while the mother told police that she lost hers sometime in December, 2015.

The prosecutor pointed out that both women were arrested by police ranks during a raid at their Light Street home on June 27. The ranks had asked the woman to produce their passport when it was discovered that Nurley did not have any entry stamp to Guyana on the document, while her mother claimed that she had lost hers.

The Investigating rank, who was also present in court, disclosed that the police are currently making an application at the Immigration department to have the women immediately deported to Haiti.

AS part of ongoing efforts to further strengthen relations with the public, the Guyana Police Force’s ‘F’ Division has been reaching out to communities in the hinterland under its Social Crime Prevention Programme.

Recently, Commander Ravindradat Budhram and ranks presented footballs and sports gear to students and teachers of Kurupukari Primary School at Fair View Village, Essequibo River.

“This is in keeping with[the] social crime prevention initiative. This is a move to encourage the youths to be involved in sports and live a healthy lifestyle and closer police community relations,” the commander noted.

Police comb Essequibo islands for cattle thief ‘Terrorist’

THE police are combing the Essequibo Islands of Leguan and Wakenaam as they continue the hunt for wanted man Joseph Sahoy, 43, called “Terrorist” who has escaped from police custody.

Sahoy, of Zeelugt, East Bank Essequibo, was charged for stealing cattle. He was scheduled to attend the Wakenaam Magistrate’s Court yesterday.

Reports disclosed that the man was being taken to the Essequibo Island of Wakenaam under police escort on Tuesday morning when he escaped from soon after his arrival.

Police sources revealed that he was handcuffed when he fled into the bushes. He had previously escaped from police custody for other offences and has also been accused of stealing sheep and taking them to Parika to sell.

Sources close to the matter say that the policeman from whom he escaped is likely to be placed under close arrest. It was noted that Sahoy had previously lived on the island of Leguan before moving to Zeelugt.

Departmental charges for Berbice cop accused of rape DEPARTMENTAL charges have been recommended against Berbice detective Terrence Paul who was accused of rape by a female police corporal.

The Guyana Chronicle understands that the file was sent to the Director of Public Prosecutions (DPP) and departmental charges have been recommended. The file will also have

to be reviewed by the Police Service Commission (PSC).

There is a procedure which is standard in the Police Force when an allegation is made against a police officer. It is guided by the laws under the Police Service Commission Discipline Act 17:01.

The Act states that “Where the power to exercise disciplinary control

over persons holding offices in the Police Force (including the power to remove such persons from office) has been exercised under article 212 of the constitution by the disciplinary authority, any such person in respect of whom that power has been exercised may appeal from the decision of the disciplinary authority to the commission.”

Just two days after getting my pixie mohawk haircut my hair started to fall

out. When I touched the tips of my hair I felt an unpleasant tingle shoot down to my scalp. My hair was prepared to go on sabbatical but the nerves attached to the follicles were making the process an uncomfortable one. I could run my fingers through my hair and expect to discover at least ten hairs in my hand. ‘Ok not so bad’ I thought, at this rate there won’t be a significant hair loss any time soon.

The weekend had come again - which doesn’t mean anything when you’re home every day, any day could be the weekend, but this marked the birthday celebrations of my friend Gina. Once there, I enjoyed having conversations that weren’t centered on ‘how many chemo sessions do you have again?’ and more on “ Kanye is a Kardashian and doesn’t even know it’’, lol.

Amidst the entire skinning and grinning and odd thing was happening to my hair. Its new m.o to fall everywhere seems to have gained significant momentum from the time I had left home to the three hours I had been socializing, my scalp was tingling and I could literally feel the hair falling around my neck and shoulders.

Two hours later I was apologising to people for hair in their drinks. Ok, time to leave!

As I headed outside a strong wind blew and I thought that half my head would have blown away.

Throughout the car ride home I kept my windows up, I was becoming a mess, hair stuck to my dress and I had started to itch. As I wrapped my hair up in a scarf for the first time and climbed into bed it dawned on me what I had to do. I reached for my cellphone and texted the words “Ann, I need you to shave my head asap’. This was it, no going back now.

WORKERS of the country’s main telecommunications provider GTT continued protest action Wednesday over a number of grievances, including the imposition of working conditions without consulting their union and the proposed closure of the Church street, Georgetown location.

“Most recently they told staff that they will be closing the Church Street location, we have no idea where those employees will be placed, we have no idea if they will be re-designated, we have no idea on the way forward and what is supposed to be happening,” Eslyn Harris, Secretary of Guyana Postal and Telecommunication Workers Union (GPTWU) stated.

She was speaking at a protest outside GTT’s Brickdam, Georgetown headquarters.

“Our colleague’s fore parents fought for workers’ rights decades and centuries ago, and now we are out here fighting for the same cause.

“It goes to show the management of GT&T doesn’t really care about employees, worker or labour force that has the company standing on its feet.”

Some of the placards held by staff and union representatives stated, “Staff want to be treated and paid well” and “GTT technicians are not slaves, one man team can’t work.”

The protest has been ongoing for weeks now and disgruntled employees on the protest line called for their rights to be respected and for management to communicate with GPTWU before decisions are made that would affect their welfare.

Harris said that GTT had signed a collective labour agreement with the GPTWU earlier this year and the company continues to exclude the union when making decisions on behalf of their member’s welfare.

“They continue to exclude us from negotiation and meaningful engagement process; it is the members view that once GT&T continues to exclude their union, their rights will be further trampled upon, they will be further violated and manipulated,” Ms Harris declared.

She said that over the years GT&T have been implementing draconian measures against its employees.

Citing recent examples, she said the staffs of the GTT were told that their pay slips will be sent to them via email and that technicians continue to work without assistance.

Another issue underscored was the company’s move to offer employees over 50-years-old a voluntary retirement package. This, she noted, was supposed to be addressed by a pension committee that is not in operation. GPTWU President, Harold Shepherd had reject-

Henry Rodney benefit concert raises over $1M BELOVED comedian, poet, actor and culturist Henry Rodney received a sum of just over a million dollars on June 29, 2016, for aid with his current medical condition.

Henry, who has heard from some nine doctors and has done both a CT Scan and an MRI, but is still unsure of what exactly is his ailment, was yesterday surrounded by his friends and fellow artistes who donated all the proceeds made from the “Rukatuks” show. The show, which was held on Saturday, June 25, 2016, was a benefit concert put together by the friends and fellow artistes of Henry Rodney, was able to raise this tremendous sum of money due to great support from the public, the free use of the National Cultural Centre and free performing actors.

Though he may need more money and is appreciative of all the efforts of his friends, he is not worried.

First Lady takes self-reliance programme to Mahdia

U YA N A’ S F i r s t Lady Sandra Granger on Monday took her Self Reliance and Success in Business Workshop to a group of businesswomen in Mahdia, Potaro-Siparuni (Region Eight), who were eager to capitalise on the opportunity to learn the necessary skills to advance their small businesses.

A large gathering of residents, who hailed from Tumatumari, Micobie, Campbelltown, Princeville, Mahdia Central and other areas warmly greeted the First Lady on her arrival at the opening session, which was held in the auditorium of the School of Excellence. Even as she thanked them for their attendance, the First Lady pointed out that while she does not want the men to feel left out, the workshop was directed predominantly at women.

Mrs. Granger said that the workshops are funded by the Ministries of Social Protection and Indigenous People’s Affairs and plans are in train to continue to take them across the country. She expressed hope that at the end of the workshop, both business owners and prospective business owners would have a better idea of how to grow and manage their businesses, understand their community and be better informed about how to package and market their products, all to their long-term benefit.

“I hope that you, the participants, would be excited and energised once you have completed this programme and [are] able to see benefits in whatever business venture you… engage in,” she said.

Meanwhile, Ms. Rajcoomarie “Gloria” Bancroft, Regional Councillor and Member of Parliament, who coordinated the seminar in this region, said she hoped that having the First Lady explain her vision for the seminar has given the women food for thought.

“I hope the women of Mahdia can really start thinking ahead. Even if you’ve never had a business, as the First Lady said, start thinking about something to make yourself independent and not dependent,” she said. Ms.

Bancroft reiterated that they should “throw off dependency” and encouraged them “to teach the youths because … the young people have to take the mantle” of leadership in coming years.

Twenty-five women and one man, who asked to be included, are participating in the session this week at the boardroom of the Regional Democratic Council. The participants include St. Lucia-born Ms. Theresa Johnson, who has lived in Mahdia since the 1960s, and they own a variety of businesses, including groceries, clothing retail shops, restaurants and beverage shops.

Representatives from Interweave Solutions, Mr. Johann Puran and Ms. Crystal Baptiste, said that the focus of the workshop is two-fold in that it not only teaches business management skills, but it also encourages the women to develop community plans, which focus on the creation of groups that would discuss and resolve issues within their communities.

Businesswoman, Ms. Mathilda Leon, boldly shared her workplan with the group and came in for high praise from the facilitators. “I’m very happy to be here. I’m a businesswoman but I never had the opportunity to be in this sort of session to learn more [about] how to manage my business. It is my pleasure to be here,” she said.

The First Lady expressed appreciation to Ms. Bancroft for organising the event, Regional Chairman of Potaro-Siparuni, Mr. Bonaventure Fredericks, the councillors and people of the region. She also thanked Interweave Solutions, a non-governmental organisation that helps local entities in developing countries to expand their business sectors through training, for approaching her office with this new and innovative approach to help small businesswomen amplify their economic prospects.

New ‘Picture Boy’ verdict expected next week

CYON “Picture Boy” Collier, who is accused of gunning down two brothers at Victoria, East Coast Demerara almost ten years ago, will know his fate next week as his third re-trial is coming to a close at the High Court. =The trial is being conducted by Justice Priya-Sewnarine-Beharry before a 12-member jury.

As the State closed its case, the defense led by Lyndon Amsterdam called three witnesses to take the stand on Wednesday. They were Prison medical personnel Pat Anderson, Dr. Dalgleish Joseph and Rondelyn, Collier’s sister.

About eight witnesses, including the Police, have so far testified in this trial, which has been going on for the past three weeks.

Collier is facing trial for the 2006 murder of Victoria residents Ray Walcott called “Sugar” and his brother Carl Andrews known as “Alo”.

His last two trials for this case ended in hung juries before different judges.

It was reported that the accused allegedly rode up on a motorcycle, briefly interacted with a group of men playing a friendly game of dominoes at Victoria Four-corner, East Coast Demerara, and then pulled out a gun and shot two of them.

When the dust settled, two men laid dead; they were identified as two brothers – Walcott and Andrews.

Some 12 days after the fatal shooting of the brothers, a party of about 30 police officers and soldiers found Collier at a house at Lot 23, Bachelor’s Adventure at 5:00am. It was alleged that he had in his possession a number of guns

and ammunition, including an AK 47 Assault Rifle.

Collier was told of the allegation and arrested.

Reports indicated that Andrews was shot at least three times and he died as a result of perforation of the lungs from a single gunshot wound. However, both siblings died as a result of multiple gunshot injuries.

On Tuesday, the state closed its case after they called several witnesses including a witness, who could not be located for the other two trials.

Collier was called on to lead his defence and he elected to give an unsworn statement from the prisoner’s box where he chronicled his movements leading up to the shooting on September 23, 2006 and thereafter.

He told the court that he was not present at the scene of the shooting nor was he around that area then, even though witnesses placed him at the scene before and after the incident, which claimed the lives of the two siblings.

The trial continues today.

G/town-Enterprise minibus operators continue to violate fare structure

ROUTE 44 (Georgetown to Enterprise) minibus operators continue to display rogue behaviour while overcharging passengers, overloading their buses and breaching a turn system, despite protest from passengers.

These operators charge $200 per person, especially at peak periods, still place four-five persons in a row designed to fit three persons.

The regular structured fare is $140 per person. Aside from overcharging passengers and illegally overloading their vehicles, they also blare aloud music that is distasteful to women, some men and the elderly.

Even though there is a turn system to fill at the bus park on Water Street there is confusion when loading the buses as some operators

selects passengers.

In 2014, discussions by the authorities were focused on the difficulties faced by Zone 44 commuters in relation to exorbitant fares demanded by operators after 15:00hrs and during peak periods in the morning.

It was agreed that the situation is untenable, and as a result, the then Ministry of Tourism, Industry and Commerce and the United Minibus Union fixed a fare structure to eliminate the hardship.

It was decided then that anyone found acting contrary to the fare structure should report to the authorities monitoring compliance.

In an effort to prevent any exploitation by the route 44 operators, the Ministry proposed that the fare structures be posted in the minibuses, so

Body parts wash ashore next to Rio Olympic venue

(REUTERS)-Parts of a mutilated body washed up on the sands of Copacabana Beach in Rio de Janeiro on Wednesday, police said, just meters (yards) from where beach volleyball athletes will compete in the upcoming Olympics.

The discovery, first reported to a newspaper by a Rio street vendor, is the latest to unnerve the city as it grapples with rising crime, a recession and exhausted state finances at a time when it hoped to be celebrating the first Olympics ever held in South America.

It was unclear yesterday afternoon what conditions may have led to the mutilated body but a policeman standing guard by a security perimeter confirmed its existence to Reuters.

Police officials did not immediately return calls to their public affairs office for more

details Wednesday afternoon.

The Olympics, which start Aug. 5, were intended to show off an economic boom that has since fizzled in Latin America’s biggest country. Now the games come as the state of Rio de Janeiro awaits emergency funding of 2.9 billion reais (£667.2 million) to ensure financing for public services.

The Olympics also will play out with a backdrop of political instability as Brazil’s Senate tries suspended President Dilma Rousseff, who is accused of accounting tricks in the government budget, to determine whether she will be ousted for good. The trial is expected to finish after the games.

Earlier this week, police and firemen demonstrated at Rio’s international airport, protesting their missed wages and greeting arriving passengers with a sign reading “Welcome to Hell.”

Iceland Cinderella story a model for others, says UEFA’s Theodoridis

By John Irish PARIS, France (Reuters) - Iceland’s fairytale progress to the last eight of the European Championship is just what the competition needs to prevent it going stale and a model for smaller nations to realise their dreams, UEFA’s interim chief said yesterday.

“You could see it coming -- maybe not beating England, but you could see they would be competitive and would end up in a final tournament,” he said.

“If you look back over the last four years their Under-21s and Under-19s qualified more often than in the past.”

Much of the success story, Theodoridis said, was down to the Icelandic soccer association’s decision to create the infrastructure for people to play the game all year round despite extreme weather conditions.

In 2008, the association set up a fund, with the support of UEFA’s HatTrick financial assistance programme, to build and renovate grounds, pitches and in

particular indoor facilities.

“It was in the middle of their financial crisis and so they needed HatTrick desperately far more than others,” he said.

OPPORTUNITIES FOR MINNOWS Theodoridis, who played a key role in developing Greek football before the country’s shock triumph at Euro 2004, said other smaller nations, could learn from the Icelandic example.

“Iceland, because of the extreme weather conditions, were obliged to do it,” he said. “Other countries perhaps spread (investment) around ... without putting indoor halls as a priority.”

Euro 2016 was expanded from 16 to 24 teams to give opportunities to countries -- and their fans -- who might not otherwise have qualified to experience a major tournament.

Some critics have said the quality of the tournament has slipped, with teams playing too defensively and the format creating confusion and unfair conditions for certain sides.

“At the end of the day you have eight more countries that have strongly helped develop football in their countries,” he said.

“You’ve raised the competitiveness and raised the possibilities for people to dream.”

When asked whether a 32-team tournament could happen, he said there would be a reflection ahead of the 2024 championships.

“Before the tournament, I would have said yes, 32 is too much, but right now I have no idea.

In a final tournament, perhaps it would be better, but in qualifiers with 55 teams how would it work? You have to assess everything.”

IN THEIR hopes of defending their Junior Caribbean Area Squash Association (CASA) title won last year, Team Guyana are in high preparation mode ahead of this year’s edition set for July 16-23 in the Cayman Islands.

According to president of the Guyana Squash Association, David Fernandes, several members of the junior team will be involved in the 2016 edition of the Senior Championships which began last evening, in an attempt to get some practice ahead of their tournament.

“I believe the depth of our team going to the Cayman Islands is going to be very good; I think we have a better than good chance of retaining our overall Team title for the 12th consecutive year,” the squash boss said.

He noted that this tournament will also provide a chance to see different styles of play and actual match practice where players can find different alternatives to situations, adding that this fits in line with the GSA’s training regime.

The GSA, he says, has no intention of upping the training regime of the unit, adding, “Training will continue at the same pace. The kids actually spend more time on the court when they are out of school; they do their own thing during the day.”

“Our training sessions will be as normal where we have two days in the National Park running, one day in the gym with coach Yisreal at GMRSC, and three days with coach (Carl) Ince at the Georgetown Club, ” Fernandes said.

“They’ve really been giving 110%, all of them and if they give 200% when they are training, they only need to give 100% during the match on court, and I think that because of the intensity they are training this year, they will have a good chance of winning individual titles and team titles.”

The Digicel Senior Squash Championships will run until Sunday at the Georgetown Club.

THE Enterprise Legend Sport Club last Tuesday received a timely donation from Assuria LifePensions-Fire and General Insurance Company, as its members prepare for a six-day trip to neighbouring Suriname.

Langer in awe of West Indies fast-bowling talent WEST Indies cricket would go a long way to reaching its potential if Caribbean pitches regained the pace and bounce of yesteryear, according to Australia’s stand-in coach Justin Langer.

After Australia won the tri-series final against West Indies on Sunday, Langer said he had been in awe of the talent he had seen among local net bowlers over the past month.

However, the pitches offered up during the series tended to be on the slower side, as has been the case in the region for many years.

Langer said he found it baffling that pitches were prepared that would help spinners such as Sunil Narine, who he said was “still going to be a star” on any surface due to his natural talent, instead of fast bowlers who could rattle opposing batsmen.

“There is so much fast-bowling talent here,” Langer said. “You’ve got big, tall, beautiful athletes, and they run in and bowl fast and they keep bowling all day, but Justin Langer was particularly impressed by I don’t understand why they Alzarri Joseph, West Indies highest wicketplay on such dead, low, lifeless taker at the Under-19 World Cup this year.

The 19-year-old Leeward Islands bowler Alzarri Joseph was one such talent who impressed Langer with his work in the nets against the Australians during the St Kitts leg of the tour.

Joseph was part of the West Indies side that won the Un-

der-19 World Cup in Bangladesh earlier this year, and Langer said he was seriously impressed by what he saw at training.

“He reminded me of Andre Russell,” Langer said.

“He bowled fast, beautiful yorkers - and what an athlete! I reckon I’ve seen four or five who have really, really raw talent, and they just kept bowling. That’s what I kept loving. They just kept running in and bowling all day.

“In a lot of parts of the world now it’s so structured with workloads and bowling loads. These kids just kept running in and bowling fast, and it was bloody hot … I do know they gave our batsmen a workout, and there was talent.

The talent is very obvious.”

Langer, in charge of the Australian squad while Darren Lehmann had a break at home, emerged from the tour with a series win to his name, but he said West Indies should have a bright future judging by their performances this year.

“West Indies cricket is so

exciting,” he said. “They won the T20 World Cup, they’re so dangerous. They’re like a boxer who’s got the big right hook and could knock you out at any time. They’ve got so much talent.

“I really respect and admire the guys who are playing, Jason Holder and Darren Bravo, Carlos Brathwaite to name a few - Narine, Pollard is always dangerous. (Johnson) Charles is a very dangerous player.

Until we got him out I was nervous for the game, because he’s a serious player.

He whacks it - not a lot of foot movement but he’s a dangerous player. If he could harness his ability and go out and score more hundreds ...

India coach Kumble expects Roger Federer cruises to prove worth in one year past plucky Marcus Willis

BENGALURU, India (Reuters) - Former spinner Anil Kumble has no concerns over the length of his contract as India’s new head coach, believing he has enough time and matches to make an impact.

Kumble, whose only coaching experience has been as mentor of the Mumbai and Bangalore teams in the Indian Premier League Twenty20 tournament, was given a oneyear term last week.

For the post, the Indian cricket board (BCCI) received 57 applications which were made available to an advisory panel that included former captains Sachin Tendulkar and Sourav Ganguly and former batsman VVS Laxman.

The BCCI said Kumble was handed a one-year contract so they could review their options for one of world cricket’s most challenging jobs at the end of that period.

“I am talking about a journey,” former India skipper Kumble told reporters in his first press conference after bagging the job. “There are 17 Test matches in the next 12 months.

“I just look at that as an opportunity to gain experience and contribute to

Kumble’s first assignment will be a four-Test series in West Indies, after which India are set for a bumper season of home action when they will be playing 13 Test matches, eight ODIs and three T20 internationals.

They start with three Tests against New Zealand, while England and Australia will play five and four matches respectively. Bangladesh will also play a one-off Test.

HARD MOMENTS India won their last Test series in the Caribbean 1-0 and Kumble was confident they would return victorious again.

“When I became captain, I never thought if I will be captain for a year or longer,” the 45-year-old said. “This team has potential and we will go for wins in those 17 matches.

“There will be some hard moments but I am sure we will come out of those.”

Former leg-spinner Kumble, who heads the International Cricket Council’s (ICC) cricket committee, is India’s most successful bowler, capturing 619 wickets in 132 Tests and 337 from 271 one-day internationals.

Taking 20 wickets in Tests have always been a challenge for touring India side and Kumble hoped his experience would come in handy.

“It’s important the bowling group believe that they are leaders, which they are ... just the mindset and whatever needs to be done,” he added.

“The experiences I have had as a captain or as a player will certainly help in sharing those.

“It’s a different role ... I understand the role of staying in the background and it’s the captain who takes all the calls on the field.

“I will only assist him by giving him whatever necessary information there is in terms of strategy, progression.”

ROGER Federer beat Marcus Willis 6-0,, 6-3, 6-4 to progress to the third round of Wimbledon yesterday.

Willis, who had to battle through six rounds of qualifying, stunned Lithuania’s Ricardas Berankis, ranked 718 places above him, on Monday However, the Swiss eased to a first-set bagel in just 25 minutes as the gulf in class told.

The second set was a touch less one-sided with Willis taking three games, but, again, Federer’s superior class was the difference with the

However, Willis was growing into the occasion and managed to hold to love twice on his way to 4-4 in the third.

Roy hits superb Sixth annual Malta Supreme 11-race 162 to fire England cycle programme set for Saturday to ODI win (REUTERS)-Jason Roy made a brilliant 162 to lead England to a crushing six-wicket victory over Sri Lanka in the fourth one-day international at The Oval yesterday.

Roy fell five runs short of England’s highest one-day score, Robin Smith’s 167 against Australia in 1993, but the hosts eased to a revised target of 309 with 11 balls to spare to seal the five-match series with a 2-0 lead.

Sri Lanka scored 305 for five from 42 overs after being put in to bat thanks to half centuries by Dhanushka Gunathilaka, Kusal Mendis, who top-scored with 77, Dinesh Chandimal and Angelo Mathews.

Their innings was interrupted by rain, however, and England faced a target of 309.

Roy was in prime form and, after Moeen Ali fell early, he struck three sixes and 13 fours from 118 balls in a superb exhibition of stroke-making.

Shastri lashes out at Ganguly over interview for Team India coach RAVI Shastri has hit out at former India captain Sourav Ganguly accusing him of being disrespectful. Shastri, who played for India, was overlooked for the post of Team India’s new coach.

Shastri, who played 80 Tests and 150 One Day Internationals for the national team, took charge as the team director in 2014, getting the job after India had been thrashed 3-1 in the Test series in England.

Under his supervision, the team reached the semi-final of the ICC T20 World Cup, won their first Test series in Sri Lanka in 22 years when they beat them 2-1 and also completed a historic 3-0 whitewash of then number one-ranked team South Africa.

Sports Hall gets new equipment ahead of U-16 CBC championships AHEAD of the male and female U-16 Caribbean Basketball Confederation (CBC) Championships, the Cliff Anderson Sports Hall (CASH) has been going through renovations within the past months.

The peak of the renovations, however, has come at the hands of new basketball systems which include the base, stanchion, backboard, rings and shot clock, camera and microphone.

The new systems are now FIBA-certified Level 1 and bring with them the opportunity for Guyana to host regional and international tournaments.

The systems were revealed Tuesday night at the Cliff Anderson Sports Hall (CASH).

Present were Director of Sport Christopher Jones, Guyana Amateur Basketball Federation president Nigel Hinds and CBC vice-president Finance and Marketing Patrick Haynes. Also present at the reveal were members of the Local Organising Committee

GAWA stalwart Sydney Paul passes on THE Guyana Amateur Weightlifting Association (GAWA) yesterday confirmed the passing of one of its stalwarts and founding members, Mr Sydney Paul.

A release from the body confirmed that Paul, also known as Skipper, Sandy, Sadow, and Lion, died after a period of illness.

Once a National coach and vice-president, ‘Skipper’ helped to start the ball rolling during the 1940s when the organisation was formed.

The father of eleven was the first Guyanese to become an International Weightlifting Federation Class One referee and served as coach and manager for many overseas competitions, leading Guyana’s delegations.

Under his watch, lifters such as Martin Dias, Mike Swine, Stanley Braithwaite and Roy McArthur were produced and Guyana, then British Guiana won silver in the middleweight class in 1947 World weightlifting championship in the USA thanks to Kevil Daly - a feat yet to be replicated.

THE Guyana Defence Force ground Camp Ayanganna played host to the slaughter of Cummings Lodge Secondary at the hands of Bishops’ High School when the Digicel National Schools Football action continued in Georgetown with an 80-minute fixture.

The 7-5 score line in favour of the Carmichael Street-based institution began as early as the first minute with the first rundown being converted by Joel Morrison after he finished a through ball.

The Bishops’ High boys seemed on the offensive as three minutes later, Darin Chan rounded out his school’s second.

However, Cummings Lodge were determined to get on the scoresheet and did so from a corner in the 11th minute. The ball curled sweetly off the boot of Errol George into the net - the

selection to the team, citing their inability to fund the costs of attending the annual developmental meet.

“We had shortlisted the full 40 but a few people have opted out because of the cost, because everybody has to pay for themselves.

At the moment 23 people are on board, our team should be 40, but a lot of people have decided that the cost is too high; but we’re keeping our fingers crossed,” Baksh said.

According to Baksh,

while the Association will look at covering the costs for the officials, it can by no means afford to fund the 40 athletes. Or even the twenty-three. A team of 40 swimmers would require eight officials, and a smaller number of athletes will see less officials.

Nonetheless, Baksh assured that, despite the odds, Guyana will be represented by a team at the event, however small that team may have to be.

“We’re certain that we’re

sending a few people but these tickets. We are in training with the hopes that we’re going; we haven’t changed anything to say that we’re not going, “ Baksh declared.
