She’s 25, has a degree in International Relations, and works full-time as a receptionist at the Campbellville Health Centre.

She also does a spot of teaching, when time permits.

“I love teaching,” Keisha says. “It comes easy to me.”

She is a programme planner, is good at public speaking, and can also sing and draw.

Moreover, she is the only girl among three children.

Keisha says, “I come from a small family”. By her own admission, she was a bit of a ‘tomboy’ as a child.

“I played everything I could, even though I wasn’t good at it. I ran, threw discus, (participated in) high jump, long jump, cycling, javelin (throwing)…you name it,” she said.

All this is from a girl who’s a devout Christian, and for whom “Church is life.”

Her favourite quote is: “It’s our choices -- not our chances -- that determine our destiny.” The reason she likes this particular quotation, Keisha says, is because, for her, attitude is everything.

“How we choose to react when adversity hits us, or happiness, will determine our future. Those 15 seconds of anger, having all that emotion and adrenaline rushing through our body, can cause us to either make good decisions or bad ones.

So we have to choose carefully what we will do next,” she cautions.

High Court halts GuySuCo plans to send home Wales workers

THE Guyana Sugar Corporation (GuySuco) has been ordered by the High Court to cease its plans to send home Wales Sugar Estate employees until the sugar entity consults the sugar workers in keeping with the law.

The ruling was made on behalf of the Guyana Agricultural and General Workers Union (GAWU) and the National Association of Agricultural, Commercial and Industrial Employees (NAACIE) yesterday.

GAWU is represented by its General-Secretary, Seepaul Narine, while NAACIE’s President Kenneth Joseph is representing that body.

An application for a similar injunction was filed in the courts last month; however, Judge Roxanne George denied the application on the grounds that it had not indicated any urgency.

In court documents seen by this newspaper, the unions noted, “We verily believe that the Respondents are deliberately excluding us from negotiations so that they can exploit and manipulate the workers.”

GAWU had noted the effects the estate’s closure would have on the persons who worked there, including 2500 workers and their dependants.

The Government, nevertheless, is contending that “diverting funds from the other estates to keep Wales afloat would seriously jeopardise the future of all estates. This cannot be allowed to happen.

“It is impossible to make sugar production at Wales viable. This is made worse by the gloomy outlook for sugar prices for the foreseeable future.

Wales Estate is projected to make a loss of (between) G$1.6B and $1.9B in 2016. This, coupled with the extent of refurbishment needed, renders this estate prohibitively costly to maintain,” the Government’s statement on January 17 lamented.

WITH the seeming upsurge in criminal activities, especially robberies and murders, and the pressure on government to alleviate same, President Granger is of the view that the State should not be held responsible for crimes that stem from inter-personal disputes.

Many of the recent crimes are as a result of inter-personal disputes and the President said that crimes should be segregated before holding the State responsible, since some of them are

not preventable by the State.

“If a woman hires a hit man to kill her father, or if a man hires a hit man to kill his wife, these are inter-personal disputes which the State cannot be held responsible for. So we have to segregate the crimes we are taking about. It’s difficult to blame the State and say what is the State doing about it,” President Granger said.

Though tremendous improvement s have been made in the crime- fighting arena, the President is not satisfied with forensic capability, but reaffirms that Minister of Public Security, Khemraj Ramjatan, is working to have the forensic laboratory operationalised As it relates to crimes for the first quarter of this year, there was a nine percent reduction in reports of murder; nine percent decrease in gun-related robberies; eight percent decrease in armed robberies; 38 percent decrease in robberies with violence; 38 percent decrease in robberies with aggravation; 18 percent decrease in rape; and 22 percent decrease in break and enter and larceny.

Seek Govt’s commitment to secure CLICO investment --audit report recommends to NIS

By Ariana Gordon THE forensic audit report into the National Insurance Scheme (NIS) has recommended that the Board of Directors seek Government’s commitment to take all action necessary to secure the investments made in CLICO (Guyana) by NIS on behalf of contributors and beneficiaries, to prevent consequential loss in benefits to them.

The resolution was passed in the Ninth Parliament of Guyana through Resolution No 82 on March 12, 2009.

However, the resolution according to the audit report done by R Seebaran, failed to address key issues such as the repayment period, method of payment and returns on investments from the time CLICO was liquidated.

“The scheme has not received any return on the investment since 2009,” the audit report said. It has been recommended that Government can pay the scheme the interest consistent with the original investment until the amount is repaid.

The auditor also recommended that a realty valuator be engaged to determine whether the former Guyana Sugar Corporation (GuySuCo) property is indeed worth the $600 million when it was transferred to the scheme, given the “ongoing disquiet amongst employees about the fungus- infested building”.

NIS bought the huge CLICO building now rented to the Guyana Revenue Authority (GRA) located on Camp Street, Georgetown, in 2011 after it was initially placed under judicial management by former Chief Justice (ag) Ian Chang. During that period, Justice Chang had appointed the then Bank of Guyana (BoG) Governor Lawrence Williams as liquidator of the company.

GRA is currently renting that property for $5 million monthly.

It was said that the building had a value of $1.5 billion and a liquidation value of an estimated $1.112 billion at its best and in a worst-case scenario, it was valued at $750 million.

Additionally, it has been suggested that there be a review of the rent paid to determine whether “it is fair considering the size and location of the building.” Seebarran also suggested that the building be sold, if “the scheme can recover more than the transfer price and the rent cannot be increased.”

The question of whether the Commissioner of Insurance acted in the best interest of investors and more so the scheme, should also be determined.

According to NIS records, CLICO Guyana owed the NIS some $5,148,710,367 at December 31, 2014. On February 26, 2009, in response to a petition by the

Commissioner of Insurance, the High Court of Guyana issued an Order placing CLICO (Guyana) under judicial management pursuant to the provision of the Insurance Act 1998, until further Order of the Court.

In March 2009, acting NIS General Manager Doreen Nelson wrote the Judicial Manager CLICO Guyana, Maria Van Beek, and Commissioner of Insurance requesting that priority be given to NIS for the recovery of the value of its investments in CLICO that had totalled $5,647,782,551 at the time.

“To date, neither the former Commissioner nor the subsequent Commissioner has responded. Ms Nelson pointed out in the letter that ‘the repayment of these investments (in full) is essential for the continuing operations of NIS as a viable entity’.”

The money invested in CLICO Guyana was to earn returns at a rate of 6.25 per cent per annum. Given the current situation, the scheme is losing $321,794,000 annually, and to date, the accumulated loss is $1,930,766, or over $2 billion if the unpaid interest is included with the principals when computing interest.

PEGASUS HOTEL Meanwhile, the auditor has recommended that the Board of Directors of NIS find out whether the owners

of the Guyana Pegasus sold the hotel or the company.

In December 1997, the Company Secretary of the Guyana Pegasus wrote the NIS General Manager advising that shares owned in the hotel by the Government of Guyana had been transferred to NIS. “The share certificate was forwarded to the GM as an attachment to a cover letter and copied to the then Minister of Finance Mr Bharrat Jagdeo, and the then Government Director of Pegasus Hotels of Guyana, Mr Maniram Prashad,” the audit report revealed.

The original value of this investment was $45,480,000 of which $44,343,000 was written off. “ This investment does not generate revenue and the company’s shares are not listed on the Guyana Stock Exchange,” the audit report stated.

It was discovered through the Finance Controller that the investee no longer submits audited financial statements to the scheme or confirm any balances. The auditor was also informed that the previous Board of Directors were in communication with the Registrar, Deeds Registrar

to access information filed by the investee without any success.

As such, it has been recommended that the current board determines whether the owners of the Guyana Pegasus sold the hotel or the company and if the company was sold to the majority shareholder, then the scheme should “vigorously pursue its investment.”

The University of Guyana THE University of Guyana (UG) has added another talent to its pool of academics. Professor Ivelaw Griffith is the newly appointed Principal and Vice Chancellor. Not only is he a born and bred Guyanese who acquired his formative education here, but he is also an academic of international repute. In addition to serving as Vice President of the York College of the City University of New York (CUNY), USA, and President of Fort Valley State University in Georgia, USA among other portfolios, Griffith brings expertise needed to advance tertiary education here.

Griffith’s online biography highlights, among other things, that “his notable achievements [at CUNY] include growing the full time faculty by 30 percent over four years; reorganising the academic division into three Schools, and enhancing the research and scholarly climate by creating a Provost Lecture Series and a companion Distinguished Scholars Lecture Series; recognising and rewarding research and scholarship, and establishing an Undergraduate Student Research Programme.”

It is no secret that UG has, for some time, been going through difficult times. In addition to dilapidated infrastructure -- non-functional laboratories, overcrowded classrooms, academic team working under conditions considered less than favourable, students demanding improved environment and better treatment of their educators -- partisan politics carried heavy sway. Several who understand the working of a university have complained about the intervention of politicians in determining policies, resources allocated and treatment of the staff, academic and non-academic.

There have been protests by staff and students, demanding better for the campus and treatment of them.

One of the concerns of the academic staff was the treatment meted out to them by former Principal and Vice Chancellor Professor Jacob Opadeyi, whose contract they demanded not be renewed. Recently the student population staged protest actions calling on the Government to honour its campaign commitment regarding the state of the university.

Griffith’s appointment adds intellectual heft to Chancellor Professor Nigel Harris and Registrar Dr. Nigel Gravesande, two distinguished Guyanese who also have brought to the university international expertise. There is optimism the trio will bring needed fillip to energise an institution which, for some time, has been pleading for attention. A university provides needed education to help meet the demands of a society interested in development and taking its rightful place in a complex and competitive world. It is this education that would contribute to the development of fertile minds, and shape and energise new thinking in influencing various facets in society. As the world changes, Guyana needs to adapt to, and confront, the new challenges. This can be realised only in an environment where academia is being given an opportunity

Stop pitting Indians against Africans Dear Editor,

FORMER President Ramotar seems intent on proving that there is institutionalised racism against Indians, even if he has to use baseless and inciteful propaganda about Indians being targeted for, and susceptible to, discrimination at the recent Grade Six examinations.

His most recent excursion was in response to a David Hinds’ retort, in which he sought to establish that there was, and is, systematic targeting of African-Guyanese who dare openly support the PPP. I would be the first to admit that some African-Guyanese are not tolerant of their kin who openly support the PPP, and may even respond violently against such persons.

But it appears to me that Ramotar will be the last to admit that there are Indo-Guyanese who react in like manner to

Indians who show support for the PNC. His stance implies oblivion and denial of such a situation.

My experiences on this matter are very vivid. I recall my first visit, in the early 70s, to an Indian comrade on the Corentyne. As we (African-Guyanese PNC activists) entered his yard, many Indians from the precincts came onto their bridges and stared in our direction as if aliens had just touched down.

Our comrade warned us that there would be serious, if not violent, repercussions for him for his act of entertaining African-Guyanese at his home. He even essayed what their course of action was likely to be.

What followed was the flooding and destruction of his rice crop. That was the recurrent cost he had to pay for associating with the PNC. I remember late Headmaster Jagnandan of Canal Polder, whose house was destroyed by fire in the mid-seventies. His

only sin was his open support for the PNC. I also recall the Rupans, the Ramkeerat brothers, Lalbachan Lalbadadur etal, who had to flee their villages and seek refuge at Loo Creek because they joined the PNC. The aforementioned are but a sample. Ramotar’s comrades were, and are, equal -- if not worse -- proponents of what he deems wrong and of which he accuses others.

If he is sincere, his crusade should be to struggle against all such attitudes, rather than fuel the divide by pitting Indians against Africans.

One could well imagine how his message is delivered in closed fora and bottom house meetings if he has the gumption to make the public articulations that seem to be his contributions to trumping up Indian support and fostering racial antagonism and a polarised society.

Not to mention Jagdeo’s

recent brazen statement about securing Indian votes at the recent local government elections.

A UG student leader once told me that he was told by a PPP activist that one was required to genuflect to Burnham when in his presence.

The aforementioned are but an iota of the various subliminal and not so subliminal racial antics of the PPP over the decades. The time has come for the nation to rise up in chorus against any group that continues to take the country down this dangerous path of ‘divide and rule’ and destruction.

To change the ‘divide and rule’ method may yet be our best manifestation of the Independence that Burnham and Jagan dreamt of, and for which they purportedly fought.

Gouveia’s statements are political, not business Dear Editor, CAPTAIN Gerry Gouveia of the Roraima Airways, in a letter captioned ‘Show the evidence that E.F. Correia contributed significantly to aviation development in Guyana’, speaks volumes.

Apart from lacking information -- such as the current market share of the various operators out of Ogle Airport in the domestic passenger and cargo transport, as well as international market share, and how this market share could/ would be adversely affected with the name change -- the letter simply restates that the E.F. Correia name would give undue advantage to the Correia Group.

The statement has no scientific basis or empirical support, just the opinion and say-so of Gouviea.

For this reason, I would not further engage the aviation mogul on his branding claim, as it is difficult to engage anyone who relies on opinion, and not facts. But I do take umbrage at Gouveia’s disrespectful utterances against HE President David A. Granger.

Capt. Gouveia’s letter states that he “is not an easy believer in coincidence; the coincidence of the Correias being a major shareholder and the airport being renamed Correia baffles my mind”.

If it is not coincidence, then is he saying there was some conspiracy which involved the President himself?

He sarcastically comments on who was the initiator of renaming Ogle Airport, noting that he was told that it came from the President.

So what is the point? The

This nation has, over the years, experienced subtle, not so subtle, and open frontal attacks on academic freedoms within the confines of UG. And while Professor Griffith, an outstanding Guyanese, has consented to collaborate with his colleagues in leading the university at a critical moment, the success of this institution under his leadership can be realised only through the removal of political grandstanding.

The Vice Chancellor should be given free rein and the requisite resources that would allow the institution to emerge from its present state to that of achieving excellence, both on the local and external fronts. University of Guyana has not only been challenged for the want of leadership. Day-to-day interference by political forces has stymied its functioning.

Its budgetary and administrative activities are too often being

It is one thing to pout, throw tantrums and complain; it is another thing to accuse President Granger of conspiring with Gouveia’s competitors to reduce the market share of Gouveia and others. This is very serious stuff, and all right-thinking persons must object to such scandalous outpourings.

Gouveia’s personal attack on E.F. Correia’s worthiness can best be answered by the Government and the relatives of the late gentleman.

What is noted in Gou-

veia’s letter is a litany of charges levelled at the Correia Group for anti-competitive and other behaviours. Their attorneys would be best able to deal with such issues. I am concerned about the outrageous and disrespectful statements of Capt. Gouveia against President Granger, including claims of undemocratic behaviour. I have never seen or read anywhere -- maybe I missed it -- where Gouveia ever called or labelled Presidents Cheddi Jagan, Janet Jagan, Sam Hinds, Bharrat Jagdeo or Donald Ramotar undemocratic.

Gouveia’s statements are political, not business; unless he is confusing the two, and cannot distinguish their differences.

The challenge before Professor Griffith will be to develop a formidable team that no longer will look outside of the university for answers in regard to what needs to be done each day.

It is a team that should be allowed free rein to conceptualise and define its plans and programmes consistent with the values that inform academic institutions.

This should be compounded by the reduction, if possible elimination, of decisions and interpretations given by political operatives. As Professor Griffith is welcomed, the staff and student populations are urged to use his presence as a new beginning and take advantage of his experiences in refocusing the university to play its role in development, local and international.

Displaced Stabroek vendors move to new spot today

AT 10:00hrs today, an estimated 130 Stabroek Market vendors will officially commence their relocation to the Old Royal Castle site opposite the Linden bus park in the city, under a temporary contractual arrangement expected to last three months.

This announcement was made yesterday despite the vendors’ continued protestation against the relocation from the environs of the Stabroek Market; however, City Hall maintains that no one will be allowed to vend at the market’s environs.

Yesterday, moves were under way to finalise the tarmac at the Old Royal Castle site for today’s relocation and occupation by the vendors.

The Georgetown Mayor and City Council (M&CC) noted in a release that the announcement came following a meeting between Mayor, Patricia Chase-Green, Deputy Mayor Sherod Duncan and Town Clerk Royston King, along with the vendors on the relocation process. The meeting took place in the City Hall compound.

According to City Hall, the relocating vendors will proceed to the Clerk of Markets office aback the Stabroek Market at 10:00hrs today and will be registered and provided with stall numbers. The vendors will sign a contract which will stipulate them agreeing to occupy the new plot of land located by the council for three months. The contract will also include a removal clause, since their occupation of the site is temporary.

According to City Hall, King stated that resurfacing of the site, provision of washrooms and waste compactors, installation of lights and the provision of security have already been completed. King noted that the council is in the process of procuring 150 tents to house the vendors at the property south of Parliament Building.

“However, by tomorrow around 1:30, vendors could be able to occupy the land once they register with the market authorities”, City Hall said.

In addition, the vendors will continue to pay $1000 for clean-up services.

The market’s periphery is usually littered with food vendors and according to City Hall, those vendors will be permitted to vend from 19:00hrs to 05:00hrs; however, food vendors will not be allowed to erect “elaborate facilities,” including tables and chairs. This the council noted, will lead to licensing

The site will be occupied by the Stabroek Market vendors today issues where the vending of certain items is concerned.

In addition, persons who sell under the Stabroek Market canopy will be provided with additional information regarding the upgrade of their stalls since, according to the council, those vendors will now have to follow a particular design for their stalls. This design will

dictate the size, colour scheme and height of the facility.

that the council takes responsibility for the expanded vending situation and admitted that over the years, vending went out of control. “We take responsibility for losing control over the vending situation,” she said.

City Hall called on persons who own stalls within the market to return to those locations and the council noted that in excess of 40 vendors were identified as legal stallholders operating on the streets. They were warned that should they continue to use the stalls for storage purposes, they will be repossessed.

Yesterday, vending activities in the area appeared calm as vendors noted the relocation process has taken a toll on their ability to make daily earnings.

Over at the new vending site, Town Clerk Royston King was busy overlooking preparations for today’s vending activities.

According to City Hall, an estimated 300 vendors are affected by the relocation exercise. It is unclear what plans the municipality has in store for the vendors at the end of July, when the temporary relocation period will conclude.

Party (PPP) has criticised the relocation exercise. The PPP deemed the matter “the brutal displacement of vendors and the wanton destruction of their stalls in Georgetown.”

According to the PPP, the reasons provided by the administrators of the capital city regarding clean-up activities for this year’s Golden Jubilee celebrations, “as the justification to remove the vendors is unpardonable and must be rejected by all fair-minded Guyanese.” The PPP said that the process was undertaken without consultation with the vendors.

Gov’t, ExxonMobil hold high-level meeting

SINCE the historic 2015 discovery by the American oil giant ExxonMobil of a significant deposit of hy-

drocarbons off the coast of Guyana, ministers of the Guyana Government have held several engagements

with the company’s officials in relation to the development of Guyana’s oil and natural gas sector.

$35M bronze Indian Arrival Monument to soon be erected THE Indian High Commissioner to Guyana, Venkatachalam Mahalingam, has announced that construction of the Indian Arrival Monument which was promised Guyana by the Indian Government is almost completed, and the structure will soon be erected at Palmyra Village on the East Coast of Berbice.

He made this announcement at Plantation Highbury, East Bank Berbice, where, on May 5, 1838, the first batch of immigrant Indians arrived in the then British Guiana as Indentured labourers; and where their descendants had made the yearly pilgrimage, this time to observe the 178 anniversary of that historic arrival.

Mahalingam revealed that the $35M bronze-sculpted artistry will decorate a one-acre plot of land at the ‘T Junction’ at Palmyra Village, East Coast Berbice, just off the eastern end of the Berbice River Bridge.

The monument, he said, will be a fitting tribute to the ancestors who came to the then British Guiana from India.

In rehashing Guyana’s history, Mahalingam reminded those gathered from as far as Springlands, on the Upper Corentyne, that during this month in 1838, the first batch of Portuguese arrived as indentured labourers; and it was also during this time that the first

Indian High Commissioner to Guyana, Venkatachalam Mahalingam batch of indentured labourers from Africa arrived on the shores of Guyana.

The High Commissioner said, “We have assembled here to pay homage to our ancestors and commemorate an historic event which took place 178 years ago; and (to) recognize the difficult journeys, extreme hardships, travails and perseverance of them in making their land of adoption not only fit to live, but also successful.

“Your fore-parents landed in Guyana perhaps with only a handful of personal belongings, but most importantly they carried their genes, mind, and soul; the knowledge of Vedas, Upanishads, Ramayana and Mahabharata. They had the knowledge of Aryabhatta, the Father of Mathematics, who invented zero. They also brought with them the knowledge of medicines; metallurgy; recipes

for tasty foods, and culinary skills; dance, music, yoga, surgery and even plastic surgery.

In fact, if I may say so, they were your fore-parents who had discovered and developed all these; and even today, they are your cousins -- brothers and sisters living in India -- who are helping India to become the fastest growing economy in the world.”

He noted how proud he was of the Indian migrants, who have gone to other lands and established themselves with remarkable success.

“In Guyana, you were thrown together as indentured labourers with other ethnic groups, yet you managed to establish a single nation with shared destiny, common national spirit, and singular national agenda. Together with other ethnic groups, you have weathered the storms of slavery, indentureship and colonialism to emerge with common and shared aspirations and energy to mould a new nation.

“Like it or not, your fate is inextricably intertwined with other ethnic groups; and therefore (you should) embrace, engage and enhance kinship and partnership among people, and ensure that (your actions) bear fruits for generations to come,” he concluded.

Granger backs relocation of vendors

PRESIDENT David Granger has called on the Mayor and City Council (M&CC) to hasten its efforts to prepare and provide an alternative location for the vendors who have been removed from the Stabroek Market Square.

After recording his weekly programme, The Public Interest, the President expressed disappointment over the delay in resettling the vendors, but said he supported the Council’s cleanup efforts. A release from the Ministry of the Presidency noted that while there may have been some ‘hiccups’, the President is satisfied that the vendors were consulted and informed about the move.

“I deeply regret that there has been some delay between the removal of the vendors, the cleaning up of the square and the resettlement…. I would urge the City Council to hasten the

resettlement, and ensure that every legitimate vendor is given a place to conduct his or her business in a lawful and more sanitary manner,” President Granger reportedly said.

He also declared: “Again, I’d like to urge that the City Council pay attention to the humanitarian side of the cleaning campaign, and to make sure that the vendors know what is in store for them. I am satisfied that, prior to the move, the vendors were consulted, and the only disappointment is that the City Council was not able to deliver the promises on time; but from what I can (see), they’re working.”

The President reportedly said the Stabroek Square is a public space, and any citizen of Georgetown or any visitor must be given free access to

public places without fear.

“Over a period of years, the use of that public place has degenerated and it became very unsanitary, and there’s evidence that a lot of unlawful practices were conducted there. I support the work of the Mayor and City Council to rectify the public area and to put vending on a more orderly footing.

“This city has to be cleaned, and when you look at the conditions that existed in what used to be called ‘Jurassic Park’, nobody has said that Stabroek Square did not have to be cleaned up…. What I would say is let us work together with the City Council to ensure that the vendors are properly accommodated, so that they can pursue their economic activities in a legitimate and

Friendship with Harmon not blocking disciplinary action - Pres Granger PRESIDENT David Granger has affirmed that his longtime friendship with Minister of State, Joseph Harmon, has not deterred him from instituting disciplinary action against him for his recent trip to China and other concerns.

Speaking on his weekly programme The Public Interest, the President reiterated that Minister Harmon was not involved in any “shadowy deal”, as put forth by a Stabroek News reporter.

The President said Cabinet was satisfied with the explanation given by Minister Harmon, whose statements were provided as a result of a presidential request to provide same to Cabinet before engaging the media.

“He presented various statements, one with the GTT operation with NICIL, the circumstances under which he appeared in the aircraft travelling from city to city in (China). Those reports were presented to Cabinet and they were public; so yes, I’m satisfied that the conduct of the minister was above board, and Cabinet and the public have been informed,” President Granger affirmed.

He reiterated that the decision to not discipline Minister Harmon was made collectively by Cabinet, and it not based on his friendship with Harmon.

We are individuals, but decisions are taken collectively,” the President explained. “I am not a dictator, and there is no single instance in which something comes before Cabinet where only one person speaks or only one person has their way,” the President clarified.

He added that Cabinet’s decisions are guided by team spirit, and that is what carries the members through.

Minister Harmon had come under public scrutiny following his honorific appointment of Brian Tiwari as his personal advisor on business. That appointment was later rescinded by President Granger.

Harmon’s recent trip to China led to a photo being published of him on a private jet with officials from Bai Shan Lin Company. This

Minister Harmon later made an official statement to clarify the issue. He stated that the Ambassador of China to Guyana, who was in the country at that time, had made arrangements for him to meet officials of four companies which had signalled their intention to make significant investments in Guyana. Those companies were located in Beijing, Shanghai, Hebei and Heilong Jiang Provinces. As a result of the distances involved and the limited time available on that trip, the Ambassador had made arrangements for those companies to provide transportation, both air and land, for the minister to travel to their respective Head Offices.

Man charged with causing death of elderly woman -granted $500,000 bail

ZAFAR Khan, 28, accused of driving motor pick-up GSS 9553 in a manner dangerous to the public, thereby causing the death of 82-year-old Keturah Dalgetty at Fifth Street, 2nd Avenue, Block ‘Y’ Golden Grove, East Bank Demerara on May 3 last, appeared yesterday before Chief Magistrate Ann McLennan in connection with the incident.

He pleaded not guilty to the charges proffered against him and was granted $500,000 bail. His driver’s licence was also suspended, and he was ordered to report weekly to the Golden Grove Police Station.

Dalgetty, of 215 Samatta Point, Grove, EBD, was struck down at about 06:00 hrs on the day in question when Khan, reportedly reversing on the access road, hit the elderly woman and reversed over her. After finding the woman unconscious near his truck and realizing what had happened, Khan rushed her to the Diamond Diagnostic Hospital, where she subsequently succumbed to her injuries.

In his bail application, Khan’s lawyer explained that Khan is a single parent of a 4-year-old daughter and resides with his parents in Grove, EBD. The matter has been adjourned to May 24.

‘Deportee’ charged with murder of Parika businessman

ALMOST one week after 52-year-old Parika businessman Seeram Singh was murdered outside his home, Kurt Thomas known as “Deportee” was yesterday arraigned before Magistrate Roshelle Liverpool,charged with murder.

During his appearance at the Leonora Magistrates’ Court, Thomas, 48, of Hyde Park, Parika, was not required to plead to the capital charge, which alleged that on April 30, at Parika Outfall, East Bank Essequibo, he murdered Singh during the course of a robbery.

Thomas was unrepresented and was remanded to prison until June 20. According to reports, on April 30 at about 21:00hrs, Singh was walking along the roadway at Parika Outfall when a man came up from behind and shot him in the back.

After the businessman fell, the shooter reportedly stood over him and shot him to his chest and head before taking away two of his gold chains.

The businessman’s wallet, cellphone and gold rings were not taken.

By Shirley Thomas THE Sonia Noel Foundation for Creative Arts (SNFCA) , in collaboration with the Women’s Association for Sustainable Development (WASD), yesterday brought pride and joy to the hearts of 50 single mothers by publicly acknowledging them for their commendable job of mothering, honouring each with the presentation of a Mother’s Day Hamper.

The mothers, drawn from across Guyana, were nominated for their commendable jobs of mothering despite the odds, and for ably performing the job of both mother and father in the homes.

The mothers were delighted at the exposure, since many of them have not previously been in the limelight nor received public acknowledgement of their roles.

Being herself a single mother, Noel said she understands the challenges, but was able to garner strength from her mother who was also one and made a good job of it.

“WE ALL ARE STRONG” She commended the mothers present for their strength and courage as they go about the arduous task of parenting singlehandedly.

“We all are strong and sometimes we never know the extent of our strength until we have no other choice but being strong.”

“PROJECT 6/50” The function was held at the Water Chris Hotel and was the launching of what the designer of international acclaim described as “Project 6/50.”

This project, she says, provides the 50 hampers for the 50 single mothers across Guyana; giving US$50 to the oldest person in 50 churches across Guyana; giving

US$50 to 50 underprivileged children for educational material; partnering 50 mentors with 50 mentees; teaching fabric art design to the students of the David Rose School for Special Needs; as well as holding an exhibition for 50 fashion illustrations by Clinton Duncan.

Noel said the Foundation has been fortunate to partner with a number of companies and individuals that have helped to get the hampers for the women honoured yesterday.

The partners, classified as good corporate citizens, include: the Beharry Group of Companies; the National Milling Company of Guyana Inc; DeSinco Trading Co. ‘Media savvy’ Benschop …aborts appearance before Prison CoI

By Shauna Jemmott POLITICAL activist Mark Benschop has aborted his appearance before the Commission of Inquiry (CoI) into the Georgetown Prison riots, accusing the panel on Friday of stripping him of his constitutional right to a public hearing.

Benschop, once an inmate of the Georgetown Prisons, told the Guyana Chronicle he was scheduled to testify at the CoI appointed by President David Granger to look into the circumstances surrounding the deadly prison riot, but was never told the hearing would be ‘in camera.’

Chairman of the CoI, Justice James Patterson, announced on Wednesday that the media and members of the public would be excluded from the audience during the proceedings on Friday, but are free to hear the enquiry on Monday, which is the final day.

According to Benschop, debarring the media and members of the public from attending the proceedings of the CoI on Friday, especially since the CoI is a public proceeding, has caused his constitutional right to be “stripped naked by the Commission.”

He opined that the Commission may have believed that his testimony would throw the proverbial monkey wrench in the works.

“Why should I, in a public inquiry, be subject to ‘in camera’ testimony? Why should members of the public be asked to leave? Why should the media be asked to

He pointed out that many others, including Director of Prisons Carl Graham and Officer-in-Charge of the Georgetown Prisons, Kevin Pilgrim, as well as suspended Deputy Director of Prisons, Gladwin Samuels, were offered an opportunity to a fair public testimony.

of the Prison Visiting Committee (PVC), Erskine was Director of Prisons, and retired Justice Patterson would have sentenced several prisoners to jail throughout his career as Judge.

“It’s a farce! A waste of tax payers’ money! A waste of people’s time! And (it’s) very devious….Who is he [Erskine] going to protect?

Obviously the officers; because [almost] all of those officers came up under him while he was Director of Prisons,” Benschop stated.

Benschop was, in July 2002, imprisoned on an allegation of treason after he was accused of being part of a group attempting to overthrow the government of former president Bharrat Jagdeo.

His trial ended with a hung jury in August 2004, but the Government refused to throw out the charges and he was incarcerated at the Camp Street penitentiary pending retrial.

On August 20, 2007, Jagdeo gave Benschop an unconditional pardon and released him from jail.

Trotman settles with NIS ‒ GuySuCo owes scheme $1.5B NATURAL Resources Minister Raphael Trotman has made a payment to the National Insurance Scheme (NIS), after meeting on Friday morning with a representative of the scheme to clarify the matter of his liability thereto.

One section of the media had reported that the minister owes the scheme some $554,850., and the minister subsequently issued a statement explaining that he had not been aware he had been

in default.

That statement said Minister Trotman was advised that his liability to the scheme has nothing to do with his failing to remit NIS contributions for any of his staff members, but pertain to his personal contributions while he was in law practice.

“Further verifications are to be conducted. However, Minister Trotman immediately made a payment, and upon completion of the verification, there is expected to

be an offset”, the statement clarified.

“Minister Trotman has always complied with the legal requirements (in relation to remittance of NIS contributions) and ensured that contributions for his staff at his legal practice have been duly paid”, that statement continued.

“Minister Trotman thanks the media for their vigilance in reportage, and encourages journalists and editors, in the interest of right of reply and

balance, to seek clarification on matters such as this, prior to publication.

Minister Trotman and his office continue to make themselves available to the media for information and clarification on any issue relating to the minister and the Ministry,” the statement said.

The NIS has noted that former Attorney General Anil Nandlall and former Amerindian Affairs Minister Pauline Sukhai also owe the scheme $4.4 million and $1.6 million respectively. It is not clear if these former Government ministers have also settled with NIS, or have made at-

tempts to do so.

Other persons also owe the scheme. There is outstanding a cumulative amount in excess of $2.5 billion.

The Guyana Sugar Corporation (GuySuCo) is the largest defaulter, with an indebtedness of more than $1.5 billion.

According to a recent forensic audit of the operations of the NIS, the scheme’s current system is not designed to determine the actual or near actual contributions from employers/self-employed/ employees that are not registered.

During discussions with the operations manager and visits to branches across the country, it was reported that the scheme has limited human resources to cover the areas that fall within the jurisdiction of each office. The inspectors are tasked with, among other responsibilities, ensuring that those on the dormant list are in existence, taking defaulters to court, checking on those not submitting returns, and looking for employers/self-employed persons who have not registered.

LIMITATION The audit report noted that with those responsibilities, inspectors cannot effectively discharge their functions and simultaneously cover the areas assigned to them.

Contributors that have not been effectively targeted include micro businesses, miners, farmers, construction workers, minibus and hire cars operators, and freelance workers/consultants, among others.

“The Board of Directors (BoDs) is now tasked with finding solutions to capture those sectors/categories of employers/workers who have not been complying with the NIS Act and at the same time pursuing all defaulters.

The 8th Actuarial Review reported that 40 per cent of the informal sector workforce is not contributing to the scheme. The operations

manager informed us that no report was ever done on the potential loss of contributions from self-employed and employees not contributing to the scheme.

“The BoDs need to address these matters urgently, and to ensure that the Debt Management Unit is staffed and trained to document those categories of self-employed and employees not registered,” the report said.

It added that management has never been able to maintain an accurate or comprehensive listing of receivables from the inception of the scheme. The operations manager presented a list of receivables totalling one billion and ninety-one million, one hundred and seventy-two thousand, seven hundred and five dollars ($1,091,172,705) as at August 2015, which did not include GuySuCo’s indebtedness, which stood at one billion, five hundred and seventy-four million, two hundred and eightythree thousand, eight hundred and eighty-nine dollars ($1,574,283,889) for the period September 2014 to April 2015.

Included in the listing are several companies, many of which have ceased operations and/or are no longer in existence. In addition, there are some companies/businesses/ individuals who, for various reasons, have not been paying their contributions. Some of these balances date back to 1970.

“Extracted from the receivables listing are 42 debtors whose individual liability to the scheme is in excess of four million dollars ($4,000,000) totalling six hundred and eighty-six million, seven hundred and eighty-one thousand, four hundred and twenty-two dollars ($686,781,422).

There are also several debtors with payment plans who have defaulted on their payments. They are as extracted from the BoDs’ minutes. A perusal of the scheme’s audited financial statements for 2013 revealed that sundry receivables were $168 million, part of which dates back to 2001. Included in this amount is a balance of $116 million owed by Ministry of Finance, and an amount of $38 million which represents dishonoured cheques from contributors.

Further, over $20 million of the $38 million are (due) in excess of five years.

Management has advised that these balances were referred to the Guyana Police Force, but were sent back to the scheme to be dealt with under their debt recovery policy,” the audit report said.

Mocha murder accused to know fate Monday

THE two accused in the Mocha schoolgirl murder –Jevon Wharton, 25, and Charles Collin Cush, 23 -will know their fate on Monday.

On that day, Justice JoAnn Barlow presiding over the murder trial at the Demerara Assizes for the alleged murder of nine-year-old Sade Stoby will sum up the evidence for the jury.

Thereafter, she will hand over the case to the 12-member jury who will then retire to consider their verdict of guilty or not guilty.

The first trial ended with a hung jury. That meant that

the jury who are expected to be unanimous were unable to arrive at a verdict.

And as a consequence, a new trial was ordered by the trial judge.

The accused, through their lawyers Maxwell Mc Kay and D Kissoon, firstly made no-case submissions in the absence of the jury.

The submissions were overruled by the judge who found that the prosecution had made out a prima facie case that calls on the accused to answer to the jury.

On the resumption Friday morning, the accused completed their defence in which they maintained their innocence and declared that they were not the

ones who raped the deceased as alleged and then killed her to escape being identified.

Lawyers McKay and Kissoon addressed the jury, urging them to find their clients not guilty of any crime.

On the other hand, the prosecution as guided by Shonett Austin and Siand Dhurjon, asked the jury to conclude that the State has made out a strong case against the accused.

And that they the jury were expected to return a verdict in keeping with the evidence led and the oath they had taken.

Austin and Siand Dhurjon built their case on witnesses who testified to the effect that nine-year-old schoolgirl

Sade Stoby was on her way to school at the Mocha Primary, on November 2, 2007, walking along a dam when she was kidnapped, raped and allegedly murdered.

The accused pleaded not guilty, but gave caution statements to the police, admitting the crime.

In court, they denied certain aspects of the statement, and claimed that although their signatures were on the document, they only answered ‘yes’ and ‘no’. The entire document was not theirs, they contended.

One of the witnesses, Dr Mohan Persaud, told the jury that the number one accused had abrasions and lacerations on his penis while the number

two accused had abrasions on his penis and back.

Former Government Medico Mohan Persaud had examined the men, after they had been picked up by the police in 2007.

The youthful accused were aged 16 and 14 at the time when it is alleged that they held up the girl while she was on her way to school.

When questioned by Prosecutor Dhurjon, Dr Persaud said the injuries on the boys’ penis were consistent with the boys having sex with someone when there was a lack of lubrication.

In answer to defence counsel, the doctor also said that the lacerations and abra-

sions could have been due to masturbation.

When the body of the girl was found it was in a swollen condition in a muddy dam with little water not far from an aqueduct. She was dead and partly naked with her feet spread apart, her father Stoby had said.

Following investigations during which the accused are alleged to have made caution statements admitting the crime, both young men were indicted with murder.

Justice Barlow will sum up the evidence on Monday, following which she will hand over the case to the jury for their consideration and verdict.

Death by burns down 33%

By Navendra Seoraj THE hard work of the team at the Georgetown Public Hospital’s Burns Care Unit is paying dividends as the mortality rate due to burns has decreased by 33 per cent compared to statistics over the past five years.

Head of the Burns Care Unit, Dr Shilindra Rajkumar, in a recent presentation, noted that despite this achievement more can be done, but lack of resources and trained professionals continue to be major limitations.

The unit has been transformed from the state it was in 17 years ago when it was run by general surgeons in the male and female surgical wards. During that period, patients were left in the open, and care was not optimum.

Conditions at the unit changed when a group of Chinese doctors came to Guyana to work there.

The Caribbean North Charities Foundation has, over the years, also made donations which have contributed to the improvement of operations at the unit.

Those donations included vital equipment, in addition to helping to acquire training programmes for general surgeons and other medical professionals.

Dr Rajkumar said the good gesture of the charitable organisation has helped the unit to build a full team, comprising two surgeons and other support staff, who together work to ensure that there are regular clinics and surgeries.

Though the unit still faces major challenges, it continues to work towards providing better health care and saving lives.

“We know how expensive it is to run a state-ofthe-art Burn Care Unit, since

they are only present in First World countries. However, we will work with what we have, along with the support given, to provide quality service to the Guyanese public,” Dr Rajkumar said.

The Guyana founder of the Caribbean North Charities Foundation, Harry Harakh, has said he is more than pleased to give back to the unit and the hospital as a whole. Recently, the non-governmental organisation donated Cdn$13,500 worth of surgical equipment and laptop computers to the unit.

Minister of Public Health, Dr George Norton, thanking the foundation for its support, has said the Government welcomes any other support from the foundation and from Canada as a whole.

“This donation adds further to the many years of invaluable assistance and longstanding commitment of the foundation to the Burns Care Unit at the GPHC,” the Minister said. He has contended that the skin graft mesher, expansion ratio cutters, autoclave case, skin graft mesher carrier and dermatome blades will no doubt improve the quality of recovery of burn patients.

That apart, the computers will help the unit to keep up with the technological advancements by significantly aiding the process of keeping policies and procedures in digital format easily accessible online.

“All of your efforts have contributed to better care of thousands of patients which the Burns Care Unit has served, and the Guyana Government is eternally grateful for all of your support, and we at the Ministry of Public Health are very enthusiastic about these donations,” Dr Norton said.

Seek Govt’s commitment to... the value of the shares and why dividend has not been declared.

“In addition, management should pursue why they have not been invited to the company’s annual general meetings.

The BoDs [Board of Directors] should request from the directors of The Guyana Pegasus copies of its audited financial statements to determine whether the investment is beneficial to the scheme or has been impaired in accordance with IAS 39 Section 58 and 63 and IAS 32.”

The auditor noted too that it should be ascertained whether the investment is impaired. If not, it was suggested that the management of NIS should consider whether it is in the interest of the scheme to hold the investment, which “currently does not earn any revenue.”

Also, if it is discovered that dividends were paid over the years, the Board of Directors must demand that the scheme receives its share.

BERBICE BRIDGE The auditor during his focus on the scheme’s investment in the Berbice Bridge Company Incorporated (BBCI), said the company has several investments in the BBCI namely; Corporate bonds - $1,060,000,000, Subordinated Loan - $500,000,000 (which is a debt that ranks after other debts if a company falls into liquidation or bankruptcy), Preference Shares - $950,000,000 and Common Shares - $80,000,000.

The ability of BBCI to pay interest, dividends and capital repayment will depend on its ability to generate profits; to date, it has made accumulated losses of $1,507,062,759 based on its 2014 audited financial statements.

“As a result, the investment in BBCI’s common shares may now be impaired as the current net worth of an ordinary share is ($2.77) based on its 2014 audited financial statements.”

It was noted that the 2014 audited financial statements showed that the company signed a concession agreement with the Government of Guyana for the design, construction, development, operations and maintenance of the Berbice Bridge pursuant to the terms and conditions established within this agreement.

The agreement is for a period of 21 years, unless terminated or extended by mutual agreement or in accordance with any other provisions within the agreement.

When the 2012 audit was finalised in May 2015, it became known to management that the company does not own a bridge, but instead a licence to operate a bridge,

even though the scheme had two of its directors on the company’s board.

“This resulted in the auditors reclassifying the cost of the bridge and a building from Fixed Assets to ‘Concession Assets’ and restated the 2010 and 2011 audited financial statements. The effect of the reclassification resulted in those years which had declared taxable profits now showing significant losses.”

These losses arose because the Concession Agreement is for a period of 21 years, therefore the bridge is now amortised over that period whereas it was previously depreciated over a 70-year period.

A copy of the Concession Agreement was not available for review by the auditor.

Based on the information available to the auditor, it was discovered that there is a “material uncertainty that cast significant doubt about the entity’s ability to continue as a going concern.”

“It means therefore, that the scheme’s investment in the BBCI is almost certain to be negatively affected.

Already, the ordinary shares have been impaired to a negative value, the subordinate loans preference shares may also have been impaired. The company’s CEO has already written the scheme indicating its inability to pay the dividend on preference shares,” the audit report disclosed.

Should BBCI become insolvent because of its current loss-making position, its issues with the Government regarding the lowering of the bridge toll, its inability to generate adequate money to meet its obligations and the fact that the company does not own a bridge, then the investors’ investments will be at severe risk of not being recovered.

BBCI’s Chief Executive Officer (CEO), Omadat Samaroo in a letter dated May 22, 2015 to the scheme’s General Manager, requested a reduction in interest rate for Bonds Tranche 1 from nine per cent per annum to 7.5 per cent per annum (free of all taxes), Bonds Tranche 2 from 10 per cent per annum to 7.5 per cent per annum (free of all taxes), Subordinated Loan Stock from 11 per cent to 7.5 per cent per annum (tax free), and Preference Shares from 11 per cent to 7.5 per cent (tax free).

RESTRUCTURE Samaroo explained that “to achieve our cash flows objectives, we propose to restructure our loans under a new interest-rate regime so that we may be able to achieve our objectives without [an] increase in bridge tolls.”

NIS had reminded the CEO of BBCI of the terms and conditions of the prefer-

ence agreement that resulted in the company withdrawing its December 2014 letter which indicated that no preference dividend will be paid for 2014.

In June 2015, the CEO informed the General Manager that every effort will be made to make payment of preference dividend of 11 per cent and a 1 per cent penalty for late payment by the fourth

quarter of 2015.

“Based on BBCI’s current situation, it is highly unlikely that the dividend will be paid, if at all.”

As a result of the aforementioned, Auditor Seebarran called on the board to assess the risks and returns of investments held in BBCI and noted the need for “proper representation on the BBCI board since it is the largest

investor in the company”. The auditor recommended that two persons sit on the board.

“BoDs must carry out their own investigation to determine the value of the bridge which was reported at G$6,284,045,483 net or US$29,924,026 at December 31, 2014 in the audited financial statements; the Scheme’s Investment Committee must meet with BBCI’s management to determine the Competitive Advantage the bridge has

Lab at Balwant Singh Hospital recertified THE GUYANA National Bureau of Standards (GNBS) has recertified the Dr Balwant Singh Hospital Laboratory under its Laboratory Certification Programme.

According to a release from the GNBS, the laboratory continued to meet the requirements of the Guyana Standard (GYS 170) – general requirements for the operation of a laboratory.

This recertification became effective on Thursday, April 28, 2016 and outgoing Executive Director of the GNBS, Evadnie Enniss, presented the certificate to Laboratory Director, Dr. Madhu Singh.

Addressing staff members of the laboratory at the simple presentation ceremony, Enniss in her final public act in the capacity of executive director of the Standards Bureau encouraged them to continue to do what is required to maintain standardisation in the laboratory through certification.

She also encouraged the management of the laboratory to commence working towards accreditation to the ISO 15189 standard, which is recognised internationally.

Through its National Laboratory Certification Programme, the GNBS determines whether laboratories involved in testing, measurement and/ or calibration

activities are satisfying the criteria outlined in the National Standard.

QUALITY ASSURANCE Laboratories which conform to the requirements of this standard are provided with formal recognition that they have implemented a laboratory management system, thus providing quality assurance for customers as they identify and select reliable testing or calibration services to meet their needs.

The GNBS also carries out surveillance and monitoring activities during the period of certification to ensure that laboratories are maintaining the system.

The recertification of the Dr Balwant Singh Medical Laboratory has kept it among the group of certified medical laboratories in Guyana, which includes the Georgetown Public Hospital Corporation Medical Laboratory,the St Joseph Mercy Hospital Laboratory, Eureka Medical Laboratories Inc., Medical Arts Centre Laboratory,the Georgetown Medical Centre, Quest Medical Centre Laboratory and Woodlands Hospital Laboratory.

Uncertified laboratories that are interested in becoming certified can approach the GNBS to be sensitised about the certification process, the release added.

Bail for driver who struck down traffic cop A FORTY-YEAROLD driver was granted $500,000 bail by Chief Magistrate Ann McLennan on Friday for causing the death of a policeman.

Ron Cole of 215 Blueberry Hill, Wismar, Linden, denied that on April 11 at Eccles, East Bank Demerara, he drove motor pick-up GRR 9355 in a dangerous manner, resulting in the death of Nacosie Kelvin LaFleur.

LaFleur, who was stationed at the Providence Police Station, was struck down while directing traffic at Eccles. He was rushed to the Georgetown Public Hospital Corporation (GPHC) where he succumbed two days after.

LaFleur was reportedly positioned near the traffic lights at Eccles and had stopped traffic to allow children to cross the road when he was struck from behind by the pick-up.

Cole made his first court appearance on April 18 and was remanded, since he was not allowed to plead to the charge.

Police Prosecutor Deniro Jones did not object to bail at Cole’s second court appearance, but asked that conditions be applied. Bail was granted and he was ordered to report weekly to the McKenzie Police Station.

The matter has been adjourned to May 18.

Linden youths affected by closure of LinCEP

By Vanessa Braithwaite THE Non-Governmental Organisation, Linden Youth Vision, was forced to end its activities after being evicted from the Linden Enterprise Business Incubator in March.

This is a huge blow to youths who depended on the programme to engage in after-school activities to complete school assignments, especially SBAs, and to gain free internet access for research.

LinCEP Most affected from the eviction was the discontinuation of LinCEP (Linden Community Empowerment Programme), which catered for the high level of early school-leavers in the community.

The programme formerly trained youths in electrical installation and air conditioning, awarding them

certificates upon successful completion. This certificate has been used by many youths to secure jobs or enter recognised tertiary institutions.

The two-fold programme started in 2012 and a room was rented in LEN to complete the theoretical part, while students went into the field to do practicals.

Since the NGO does not have any means of garnering funds, the rent of $40,000 was paid by the previous government, but since the APNU+AFC administration’s accession to office, the rent has not been paid.

Linden highway accident victim died of multiple injuries A POST-MORTEM examination on 45-year-old Rawl Adams who died in a car crash on Labour Day while driving on the Soesdyke- Soesdyke Highway has revealed that he died of multiple injuries.

The injuries included concussions and several broken bones. The autopsy was done on Wednesday, Divisional Commander Calvin Brutus said.

The accident near Bamia rocked the town of Linden on Labour Day as Adams was a popular man who was employed at Bosai and was also a sports enthusiast. His wife was also celebrating her birthday on that day.

His two sons Hosiah, age 15, and Nehemiah, age five, were also passengers in the car. They sustained injuries, but have been discharged from the Mackenzie Hospital as they prepare for their father’s funeral.

According to police reports, around 14:15 hrs, the car PSS 9432 driven by the late Adams was proceeding south (to Linden), and was reportedly speeding, when he swerved to avoid hitting

a child crossing the road. As a result, he lost control of the vehicle which toppled several times. One eyewitness said that the vehicle toppled about seven times before coming to a halt.

The excess water on the road from continuous rainfall was also believed to be a factor in his loss of control. The car which he had rented from a friend is said to have been totally destroyed.

Relatives and neighbours described Adams as a very loving and generous person, who was family-oriented.

had our space, we printed students’ assignments for free and they even used the internet for those who couldn’t afford and now we can’t do anything, because we had to vacate,” Copeland said.

When the youths were thrown out of LEN, they protested the act of the organisation, but to no avail.

Sherene James, who was trained in electrical installation, said that the

programme has benefited her tremendously, since she learnt many things in the field and is aspiring to be an electrician. She was inspired to join the programme by a graduate who is now at the University of Guyana. “This affected me because we won’t get to do our theory; and now we are being locked out, we won’t get to do our writing part of our course,” she told this newspaper.

Social Cohesion Ministry has packed SOCIAL Cohesion is said to be a process of building trust based on shared values in appreciation of diversities, thus creating a sense of belonging, and assuring equal access to resources so as to provide a good quality of life.

It is against this backdrop that the Minister of Social Cohesion has been travelling the country and meeting with several groups to discuss ways in which the aim of the Ministry of Social Cohesion can be achieved for the good of all Guyanese.

Headed by Cohesion Social Minister the Honourable Amna Ally, this Ministry has, over the year since its formation, developed several strategies aimed at fostering and promoting national unity.

“The Ministry is cognisant of its role in working towards improving the well-being of all its members, fighting exclusion and marginalisation, creating a sense of belonging, promoting trust, and offering all Guyanese opportunities for upward mobility,” Minister Ally said during a press conference advising the public of this Ministry’s upcoming Unity Day celebrations on May 11.

Programme Coordinator of the Ministry, Ms. Sharon Patterson, explained that while Social Cohesion covers race and ethnicity, it is about much more. She said the road to social cohesion is a process

and, as such, the results will not be immediate.

“It is about bringing people together irrespective of diversities -- whether it is political persuasion, economic background, religion, cultures, geographic differences -- to work, to prosper, and for survival,” she said.

Ms. Patterson added that, in all of that, people must also

different groups can come together and have this shared understanding.

The Programme Coordinator said that in the Ministry’s consultations with people, many have welcomed the initiative to strengthen social cohesion, and have stated that there is genuine desire for people to bring about that goal. Yet there are

foundation and driving force of a work, started with a national roundtable discussion with a number of social, religious, political and other groups, to get a clear understanding of the needs of each group and where they stood as regards their view on their role in social cohesion in the country.

“Coming out of that,

The mandate of the Social Cohesion Ministry is to facilitate that process, so that

many persons felt that social cohesion should be mainstreamed in the policies and programmes in Guyana,” the Programme Coordinator said.

She added that Guyana already has an existing frame-

work for social cohesion in its Constitution, as well as (in) other international treaties regarding human rights.

The country has also signed on to several international conventions, including the Convention for the Elimination of Discrimination against Women; the International Covenant on Social, Economic and Cultural Rights; Convention on the Rights of the Child, and others.

“Following the roundtable discussion, the Ministry is currently working on policy and problematic framework, which includes a strategic plan on social cohesion.

“That process is now being discussed and rolled out.

Persons are going to be integrally involved in that. We have already started engaging with them, because numerous consultations will be held with them in communities and so on,” the Programme Coordinator said, adding that aside from that, the Ministry is still involved in several other initiatives, including the recently launched “Unity Day: Culture up! One Guyana!” Initiative – a collaborative effort with the Ministry of Education that involves visits to schools; the “Face the Community” Initiative, also hosted with the Ministry of Education; sensitisation activities; meetings with individual groups in society, and other initiatives.

Among those groups, consultations have already

been held with faith-based organisations, as the Ministry tries to build on Guyana’s strong history of religious tolerance. So far, the Ministry has met with representatives from the Muslim, Hindu and Christian communities. Soon, the Ministry will meet with the Bahai’s, the Rastafarians, the Faithists and other religious groups, to ensure that the interests of all religions practised in Guyana have the opportunity to be heard.

Plans are also in place to meet with other social groups, including the LGBT community and members of civil society, to ensure that

“In terms of working together and seeing Guyana grow as a nation, I think we all want that. So persons have lauded the Ministry for these initiatives,” she said.

She noted that people must also be given the chance to express themselves regarding past pains and grievances experienced as a result of divisions, but there must be a

agenda for nation building in Guyana point when the country must move forward in an aim to focus on nation building.

“We cannot continue to dwell on those hindrances and experiences of the past.

Rather, it’s more important for us to understand where we are at, and make a commitment to move forward…

Where there is need for forgiveness, we forgive,” she said. “It is time for reconciliation.

“It’s time for peace building discussions, and if there is need for mediation in some communities, then let’s do that. As a nation, we have gone through some

of these stereotypes further affects the contributions that Muslims can make to help achieve social cohesion.

When meeting with the Christian Community, the Minister was met with similar sentiments of appreciation for the move towards social cohesion.

Other representatives put forth the hope that future meetings should include members of all the other religious groups in one place, so that real cross-border discussions could be had.

Members of the Hindu community followed suit in their appreciation of such

FAITH-BASED ORGANISATIONS The move to meet with faith-based organisations commenced in February when Minister Ally met with the Muslim community. Minister Ally informed the gathering that the meeting was not intended to be a one-off discourse, and that a series of similar consultations with such stakeholders would be held in the future.

Responding on behalf of the Muslim community was Mr. Shaheed Uthman of the Guyana Muslim Mission, who said that there is a need for more open dialogue about what Islam is about, so that the stereotypes that Muslims face can be broken down.

He said the existence

President of the Viraat Sabha, Pandit Ravindranath Persaud, said nation-building is based on five principles: partnerships, process, problem-solving, purpose and people; and that if we focus on those principles, we could move forward as a country to achieve social cohesion.

OTHER GROUPS The entertainment community was also given a chance to air its views as regards how the message of social cohesion can be achieved by using the arts and entertainment industries to reach a large number of people in an appealing way.

The Minister added that the message must be taught that people’s cultures must be respected, and this must

be taught to children at an early age by their parents.

Other participants shared similar views, adding that there is a lack of appreciation for our ‘Guyaneseness’, the country’s history and local talent, and that these issues serve as barriers that must be overcome if social cohesion is to be achieved.

At the close of the meeting, Minister Ally invited the participants to come

up with a roster of national programmes that would be aimed at promoting social cohesion through culture-targeted initiatives. These programmes will be targeted principally at schools, and will also be observed on May 11, designated Social Cohesion Day. On that day there will be a nationwide observance of activities, beginning with prayer services. A National

Prayer Ceremony will be held at the Jubilee Park at 19:30hrs.

There will also be at the National Cultural Centre a cultural event looking at the country’s Independence and other historical presentations.

The Ministry will continue with its countrywide sensitisation programmes, as well as with completing its strategic plan.

Some teachers can be made welfare officers

WITH only two schools welfare officers in Region 10, Chairman of the Regional Education Committee, Denise Belgrave, has recommended that teachers who hold first degrees in Social Work should be recruited for the post.

According to Belgrave, these teachers will have to undergo additional training and mentoring, but they will be of useful help in tackling the many social problems in secondary schools in the mining town.

The two social workers serving the region are stationed in Linden and Kwakwani respectively. The region over the years has been

She added: “There is need for more specialised

teachers within the schools as the Cyril Potter College of Education has already laid the foundation of how to present the curriculum and the ethics of teaching.”

Minister Roopnaraine in a previous interview had told the Guyana Chronicle that the ministry is in the process of strengthening the counselling units within schools as they are currently weak.

“The teachers with these degrees (Social Work) should gravitate to these units, as they will be able to use their knowledge derived at university to its maximum capacity,” he had mentioned.

America’s Tori Bowie runs fastest 100m of 2016 in Doha (REUTERS) - American Tori Bowie streaked to victory in the women’s 100 metres at the Doha Diamond League yesterday, equalling her personal-best and smashing the meeting record with a world-leading time of 10.80 seconds.

The 25-year-old, who was the world’s fastest woman over 100m in 2014, edged out her Dutch rival Dafne Schippers by 0.03 seconds.

NEW DELHI: Shikhar Dhawan hit an unbeaten 47 as Sunrisers Hyderabad beat Gujarat Lions by five wickets in their Indian Premier League clash at Rajiv Gandhi International Stadium in Hyderabad yesterday.

With this victory, Hyderabad rose to the fourth spot from their fifth place while Gujarat managed to retain

their second spot in the points table.

Chasing a 127-run victory target, Dhawan held the Hyderabad innings together and along with Naman Ojha took the hosts over the finish line.

Warner won the toss in helpful conditions and as has been the trend this season, asked Gujarat to bat first. And Bhuvneshwar Kumar justified his decision by dismissing Dwayne Smith in the third over by having him caught by Mustafizur Rahman at short third man. Kane Williamson then took a brilliant one-handed catch at gully to dismiss Dinesh Karthik off Mustafizur. Karthik opened the face of his bat a bit to a slower delivery that was bowled wide of the crease by the Bangladesh pacer.

Calvin Ming to race his Suzuki Radical at Barbados Festival of Speed tomorrow THE Barbados Festival of Speed this weekend will be a major Caribbean car and bike racing event, featuring as a participant, no less a person than the reigning Grand Prix champion, Lewis Hamilton.

Hamilton will drive one of his Grand Prix cars, flown in specially for the Bushy Park event, on demonstration, but it is unclear whether he will compete in the feature Suzuki Radical Challenge Series.

Guyana, however, will be strongly represented by Calvin Ming, driving his brand new state-of-the-art Suzuki Radical, recently purchased for the event by Team Ming.

Calvin currently holds the Bushy Park track record which he recorded in practice on his less-developed Radical at the last Suzuki Challenge Series at Bushy Park.

A large number of spectators from Guyana are expected to fly in for the Barbados Festival of Speed and will be there to cheer on the Ming Team.

Calvin and his former bike-race champion father, Stanley, are already in Barbados preparing for the Bushy Park event. The Ming Team arrived in Barbados straight from competing in the first 2016 F1600 Formula F Championship for Team Pelfrey at Road Atlanta in the USA. Calvin had mixed results at Road Atlanta, competing in the three Formula 1600 races. He placed 5th in his first and second races, but Ming’s driving had the spectators standing in race three. Starting from the back, as a result of a spin-out in practice, Ming fought his way to the lead in the final lap, but ended up 3rd in a 3-car neck-to-neck finish at the chequered flag.

After Barbados, Calvin will return to compete in the next Formula 1600 Event in the USA at Watkins Glen.

NSC makes several donations THE unwavering support towards the sporting fraternity and non-charitable organisations by government continued yesterday when the National Sports Commission (NSC) made several donations to numerous sport bodies and organisations to aid with the development of their respective disciplines.

At a simple ceremony held at the NSC office, Homestretch Avenue, Technical Development Officer Seon Erskine made the presentation in the absence of Director of Sport Christopher Jones.

Prior to the presentation, Erskine indicated that the NSC is dedicated to the development of youths and sports in general.

He noted that the NSC is always open to assist, but this is based on timely request. Erskine alluded to the importance of sports while urging the various entities to continue their good work.

The entities that benefited from the venture are the Carl Hooper Cricket Club (Buxton), Best United Group (Region Three), Friendship All-Stars (East Bank Demerara), West Ruimveldt Church Group, Nuggets Youths and Sports Club (Lichfield Village, WCB), Signature Production (Georgetown) and Belle View CDC (West Bank Demerara).

Nyquist trainer O’Neill eyes second Derby win

By Mark Lamport-Stokes (REUTERS) - Four years after celebrating his first Kentucky Derby triumph, trainer Doug O’Neill is in prime position to toast another, after his bay colt Nyquist was installed as the pre-race favourite for today’s 142nd edition.

In 2012, Mario Gutierrez piloted the O’Neill-trained I’ll Have Another to Derby glory and the same jockey will be back in the saddle today when the unbeaten Nyquist breaks from the 13th post in a 20-runner field at Churchill Downs.

“It has allowed me to not be overwhelmed this time,” O’Neill said about the benefit of previous success at Churchill Downs in Louisville.

“We found out that time that we had success doing what we’d been doing all along. It worked.

“So we’re just doing that again - same patterns, same style. We just want to stay on course. That’s what’s going to work. We know that now.”

South Africa include Shamsi in ODI squad for Caribbean CHINAMAN bowler Tabraiz Shamsi’s summer of success has reached its dream conclusion. After being the leading spinner in South Africa’s first-class competition and earning his first IPL contract, Shamsi has received a maiden call-up to the national side.

He is one of three spinners included in the ODI squad to play a triangular series in the Caribbean in June. Imran Tahir and Aaron Phangiso complete the spin-bowling contingent.

South Africa have also recalled Wayne Parnell, who last played international cricket in July 2015 and has not played ODIs since last year’s World Cup. Parnell is one of two all-rounders alongside Chris Morris, and joins Morne Morkel, Kyle Abbott and Kagiso Rabada as one of five frontline quicks.

Neither Dale Steyn nor Vernon Philander was picked with Steyn rested, ahead of the home Tests against New Zealand in August and Philander is not considered despite making a return from injury.

Shamsi’s inclusion came on the back of T20 performances, rather than fifty-over efforts, and prior experience in West Indies.

Currently with the Royal Challengers Bangalore at the IPL, Shamsi has played four matches and taken three wickets. They were three big ones too: David Warner, Brendon McCullum and Ajinkya Rahane.

“He has shown what he can do in the T20 leagues against international batsmen,” Linda Zondi, South Africa’s convener of selectors said, while also outlining South Africa’s selection approach to the series. “We have opted for three specialist spinners as we anticipate the pitches in the Caribbean to be on the slow side.”

Mickey Arthur succeeds Waqar Younis as head coach SOUTH Africa’s Mickey Arthur has been appointed head coach of Pakistan ahead of this summer’s tour of England.

The 47-year-old former South Africa and Australia coach takes over from Waqar Younis, who resigned last month.

He led South Africa from 2005-10 and Australia from 2011-13 but was sacked 16 days before the 2013 Ashes series in England.

Former England coach Peter Moores and Australian Stuart Law were among those linked with the position.

Powerade 11-race cycle meet to serve as warm-up for Independence Three-Stage WHEN national cycle coach Hassan Mohamed stages the Banks DIH-sponsored 11-race cycle programme around the inner circuit of the National Park, under its Powerade brand, the cream of the country’s cyclists will definitely be using the event as a warm-up for the Golden Jubilee Three-Stage road race scheduled for next weekend.

Today’s programme will get underway at 09:00hrs, but the feature event - a 35-lap race for schoolboys,

novices and invitational riders - is expected to start at 11:30hrs.

Last year’s winner of the event was Michael Anthony of Team Evolution who stopped the clock at one hour 15 minutes .03 seconds.

The Raptors evened the best-of-seven Eastern Conference semi-final series at one game apiece. The series moves to Miami’s American Airlines Arena for Game 3 today.

“I’m encouraged; we’ve got to take it,” Raptors coach Dwane Casey said.

“We’re finding other ways to win, that’s very encouraging. We’ve got to continue to grow with them, find ways to help them and hopefully get their rhythm.”

DeRozan and Lowry combined to go 16-for-46 from the field. DeRozan, who had his right thumb taped up after jamming it in Game 1, shot an uncharacteristically low 2-for-8 from the foul line. He finished with 20 points and eight rebounds. “ I t ’s b e e n u g l y, ” DeRozan said with a laugh.

“But when we do (play our game), I’m pretty sure you’re going to know. It’s a grind, honestly. We knew none of this was going to be pretty. None of this was going to come out pretty.

“As long as we can come out with a ‘W,’ it really doesn’t matter how we play, but it’s going to come.”

Lowry chipped in 18 points and six assists. He shot 7-for-22 from the floor, 1-for-7 from 3-point range and 3-for-6 on free throws.

DC Jammers to play local clubs

THE United States of America based DC Jammers basketball team is scheduled to arrive in Guyana on May 19. The Washington DC team will be hosted by the Guyana Amateur Basketball Federation (GABF) in a four match exhibition series from the 21st to the 29th of May. The first of the exhibition matches will see the foreign side taking on Dynas Ravens on the 21st. This will be followed by Pacesetters, Linden Retrieve Raiders and finally Guyana’s number 1 club Bounty Colts on the 23rd, 27th and 29th respectively.

The Jammers will return home on May 29th. All clubs will be allowed to use three guest players in the matches against the American team.

The venues for the matches as well as supporting matches are yet to be announced. Admission to the matches is $1000.

Goran Dragic topped Miami with 20 points, while Dwyane Wade and Joe Johnson had 17 points each in the loss. Hassan Whiteside contributed 13 points and 13 rebounds.

“The second half, I thought we were aggressive, I thought we were making some good defensive plays,” Heat coach Erik Spoelstra said. “Then the last four or five minutes, they made (big) plays.”

Annual Mayor’s Cup kicks off today THE 22nd annual Mayor’s Cup football tournament will finally kick-off today at the Victoria Community Centre ground, East Coast Demerara with an East Coast versus Linden double-header rivalry.

The first game from 18:00hrs will see Ann’s Grove tackle Eagles United of Linden while from 20:00hrs, BV/Triumph take on Milerock of Linden.

The tournament is scheduled to continue tomorrow with another double-header at the same venue with the first game from 18:00hrs being contested between Mahaica and Soesdyke, while from 20:00hrs, Golden Grove face Buxton Bakewell.

The winning team of the tournament will receive $700 000 while the second-, third- and fourth-place teams will earn $300 000, $200 000 and $100 000 respectively.

The tournament was originally scheduled to get underway on May 1, but because of the consistent rainfall prior to May 1, the organiser Lennox Arthur was forced to reschedule to May 5, then again the inclement weather conditions forced Arthur to make another rescheduling to today.

Battle on for Brathwaite – a wanted man for BBL franchises

RISING West Indies star Carlos Brathwaite seems to be a wanted man, as several recent reports indicate that the battle is on to secure his signature for Australia’s Big Bash League.

The 27-year-old thrust himself into the spotlight at last month’s ICC World Twenty20 championship after slamming four sixes off the last over in a final against England, giving the Windies a nail-biting win.

According to reports coming out of Australia at least three franchises are interested in the player who fetched an $886 100 price tag signing for Delhi Daredevils at the Indian Premier League auction, prior to the World Cup.

Monedderlust, on the other hand, have completed 12 matches. They won one, lost eight and drew three. They scored 10 goals to date and conceded 28 for a minus 18 goal difference and occupy the penultimate spot in the eight-team league.

Fruta, after completing 11 matches are second in the point standings with 28 points from nine victories, one loss and one drawn game. To date they have scored 29 goals and conceded 13 for a plus 16 goal difference. Fruta were down to play top-of-the-table Slingerz last evening at the same venue to complete their 12 matches.

GFC are still struggling after completing 12 matches. They lost 10 and drew two and have so far scored eight goals and conceded 32 for a goal difference of minus 24 and two points.

According to a GFF release, the above-mentioned matches were originally scheduled for Guyana Defence Force (GDF) ground at Camp Ayanganna, Georgetown Football Club ground and Tucville grounds, but they all had to be rescheduled to the National Track and Field Facility, Leonora, West Coast Demerara.

The overall winner of the tournament will receive $2M, while the second- and third- place teams will collect $1M and $500 000 respectively.
