THE Forensic Audit into the operations of the Guyana Energy Agency (GEA) has recommended that Chief Executive Officer (CEO) of the agency Dr Mahender Sharma be disciplined.

The audit was conducted

by Nigel Hinds Financial Services. According to the report published by the Ministry of Finance on its website, “Strong disciplinary action should be taken against Sharma, CEO, for lax oversight of the fuel-marking system and ensuing fuel-smuggling, his role in unlegislated and unauthorised polygraph testing of GEA employees from the Fuel Marking Services Division that resulted in the services of over 30 employees being terminated.”

In the Audit Report, it was noted that there were several deficiencies in the Fuel Marking Division and those deficiencies are as a result of “a weak internal control system.” It was noted that there are three persons responsible for the ordering, storing, dispensing and reconciling fuel-marking concentrates.

Revenue generated from fuel-marking services have averaged GY$335,853,784 per year for the periods 2011 to 2014, but there is a lack of proper validation of fuel marking reports, prepared and issued by terminal staff of oil companies to the Marking Services Division (MSD) of the GEA for bulk fuel marked.

The fuel-marking reports are used to determine the quantity of fuel marked, so that fees can be calculated.

Based on investigations by the auditor, it was discovered that the reports were “not independently validated by the MSD) staff or by any officer of the vessel that delivered the fuel to the terminal. “Prior to 2015 there is no documentation that Fuel Marking Services Division requested the Association of Trawlers and Seafood Operators, to provide approved Guyana Revenue Authority (GRA) Custom forms, before duty-free markers are dispensed from GEA stores to mark the

fuel.”

It was discovered that the Guyana Association of Trawler Owners and Seafood Operators only made a verbal request instead of a notification to GRA and GEA at least 20 hours before the estimated

The provision of notification to both the GRA and the GEA allowed for the timely dispatch of fuel-marking inspectors to mark the imported fuel, however, since this was not done, the ability of the GEA management to provide proper monitoring and accounting procedures to comply with the agreement between the GEA and the Trawlers Association has been compromised.

“GEA was unable to provide evidence of a software licence for the Peachtree accounting software it is currently using to maintain its financial records. The unlicensed usage of this accounting application should be discontinued,” said Nigel Hinds Financial Services.

The auditor has also recommended that the invoicing process of the licensing division be computerised in such a way that it is integrated with the accounting system of GEA. “The integration will allow for improved recognition of revenue, account-

ing of receivables and the monitoring of licence holders,” the audit report stated.

According to the report, GEA manually prepares and issues invoices for wholesale, retail, import, export, bulk transportation carriers, and storage licences. The annual revenues generated from licensing fees averaged $25 Million for the years 2011 to 2014, amounting to over half of GEA’s income, when fuel-marking fees are not considered.

Additionally, the generating and issuing of invoices for licensing fees are not integrated in the agency’s accounting system. “This undermines the accounting department’s ability to effectively and efficiently monitor the financial transactions pertaining to revenue generated from licensing fees.”

It was discovered that the issuing of invoices for licensing fees by the GEA is not standardised or computerised and an invoice is issued only when requested by customers or when management decides to issue same.

“GEA has issued licences to China Zhonghao Inc. Re: Import licence with issue date January 20, 2015 and expiry date January 19, 2035; export licence with issue date January 20, 2015 and expiry date January 19, 2025. The basis for the issue of export fuel could not be determined by our team. In addition, the renewal of the Fuel Import licence occurred in January of 2015, nine months before the expiry of China Zhonghao Inc. previous import licence,” the auditors found.

The Energy Agency has also issued invoices to three of the seven service stations belonging to Two Brothers Corporation and based on the investigation conducted by the auditor, there were no records to support or evidence to show that any of the three service stations were issued retail licences during the period under review.

Additionally, the period identified between invoice date and payment due date for purchases of fuel from Petroleum of Venezuela is between 20 to 30 days. However, just before the May

2015 General Elections, it was discovered that invoices were issued to oil companies in April and May “demanding immediate settlement for fuel loaded on the vessels.

The monies received were for deposit in the Petro Caribe Fund.”

The auditor has therefore recommended that all GEA invoicing should be a component of the financial accounting system and noted that customers should not have the option of determining whether they want an invoice or otherwise; instead, invoices should be issued to all customers as a standard policy POLYGRAPH TESTING Recommendations have been made for the use of polygraph testing on employees of the GEA to be discontinued until Guyana has enacted the applicable legislation to govern polygraph testing.

“Guyana does not have an act of parliament for polygraph testing. In countries where there are laws for polygraph testing, government employees are generally protected from lie detector tests by civil service rules.

In the absence of laws for guiding polygraph testing in Guyana, such tests can be deemed as illegal when carried out by a government agency without an act of parliament.”

It was noted in the audit report that in developed countries where polygraph testing is done according to the law there must be a provable, reasonable suspicion that an employee was involved in the theft or other conduct triggering the polygraph test. “This was not the case for employees tested

by GEA,” the audit report stated.

Additionally, the auditor has also recommended that “Immediate action should be taken to compensate employees who were terminated as a result of the Polygraph Testing Programme conducted by the GEA over the period 2009 to 2014.”

According to auditors, the GEA CEO was not authorised by Cabinet or the

subject minister, then Prime Minister Samuel Hinds to institute the polygraph testing programme in 2009. The first employee was tested on February 24, 2009.

“Based on our findings, GEA utilised the Polygraph Testing Programme over the period 2009 to 2014. There is no documentary evidence to show the CEO had any governmental authorisation to implement the tests was only seen on a copied document dated January 31, 2014 and signed by then Prime Minister, Mr. Samuel Hinds; this being several years after the first test was carried out on a GEA employee.”

The cost of the polygraph-testing programme was not ascertained by the auditor, but was informed

by Dr Sharma that the Government at the time had dealt with the procurement of the programme and its related costs and as such the cost is unavailable.

The forensic audit team requested “documented evidence” from the agency to determine whether the tested employees had signed a consent form to be polygraphed, but those documents were never provided to the auditors.

“GEA did not provide us with original or copies of transcripts for polygraph test results for the period 2010 to 2014, even though our team made several requests to the CEO for the transcripts,” the report stated.

Notwithstanding that, the results and names of those who were terminated and who had resigned were provided.

Additionally, the auditor has recommended that the polygraph transcripts for the years 2010 2012 and 2013 that were not available to the auditors should be “obtained and investigated to confirm the veracity of the [results] submitted by GEA.” “Except for two employees who refused to be polygraphed, we were unable to find any evidence that Prime Minister Samuel Hinds authorised the termination of employees who failed the polygraph

test. Our team found that the CEO exercised partiality in dealing with those employees who failed the polygraph test.”

It was discovered that among those who failed the polygraph test, at least five of them were allowed to keep their jobs while others were given the opportunity to resign, while the others were terminated. In the matter of the dismissed employees, the GEA hired the law firm of former Attorney General and Minister of Legal Affairs Anil Nandlall, Mohabir A. Nandlall & Associates on July 19, 2013 as its counsel in response to the litigations filed against the agency the eight employees who were terminated as a result of failing the polygraph test.

Though filed, the case remains unresolved. “The cost of the legal counsel amounted to $2 Million of which $1 Million was paid on signing of the agreement.”

Separate Financial Statements It has also been recommended that the “practice of having separate financial statements for the Marking Services Division should be discontinued immediately.”

According to the auditor, there is no legal basis for having separate financial statements.

“The GEA failed to provide evidence that the agency was authorised to prepare financial statements separately for its Fuel Marking division.

However, financial statements for the Fuel Marking Division from its set up in 2003 were always prepared

by GEA and audited by the Audit Office separately from the audited Financial Statements of GEA.” The GEA should have one set of Financial Statements that encompass all five divisions of the entity, it was recommended.

Other recommendations made included the need for the GEA Finance Division accounting practices to be in accordance with the International Financial Reporting Standards and the need for full compliance and adherence to the laws and regulations governing the GEA.

Turkey says Brussels attacker deported in 2015 …Belgium ignored warning ONE of the attackers in the Brussels suicide bombings was deported last year from Turkey, and Belgium subsequently ignored a warning that the man was a militant, Turkish President Tayyip Erdogan said on Wednesday.

Erdogan’s office identified the man as Ibrahim El Bakraoui, one of the two brothers named by Belgium as responsible for the attacks that killed at least 31 people in Brussels on Tuesday and were claimed by the Islamic State group.

In previous cases, officials have said that without evidence of crime, such as having fought in Syria, they cannot jail people deported from Turkey. Among such cases was Brahim Abdeslam, one of the suicide bombers in Paris in November, who was also sent back

to Belgium from Turkey early last year.

Erdogan told a news conference that Bakraoui was detained in the southern Turkish province of Gaziantep near the Syrian border and was later deported to the Netherlands.

Turkey also notified Dutch authorities, Erdogan said.

A Dutch government official said Erdogan’s comments were “being carefully looked into,” but that they could not yet say if El Bakraoui had been in the Netherlands.

“One of the attackers in Brussels is an individual we detained in Gaziantep in June 2015 and deported. We reported the deportation to the Belgian Embassy in Ankara on July 14, 2015, but he was later set free,” Erdogan said. “Belgium ignored our warning that this person is a

Crabwood Creek farmer found murdered

A 78-YEAR-OLD man of Crabwood Creek, Corentyne, Berbice, was found dead in his hammock by family members and a neighbour on Tuesday night.

The man’s body was found with wounds to the head and a plastic cuff around his throat.

Dead is Khublall Gomes of Grant 1651 Backlands, Crabwood Creek Backlands.

He was discovered around 21:30hrs by his nephew-in-law ‘Turbo’, ‘Turbo’s wife and another neighbour.

The man’s neighbour, Sasaran Bhajan called ‘Tavo’, said that ‘Turbo’ would usually call on the pensioner whenever he came home, but received no response when he called out to Gomes that night. After repeated calls to Gomes did not

As we reach we see the man in the hammock and me seh look he deh in the hammock like he sleep way. So we walk over fuh wake he and then as we get closer we see bare blood on he skin; so we jump back and seh like the man dead. So we call them other neighbour and somebody call the police.”

related that the hammock was soaked with what appeared to be the victim’s blood. The police arrived and checked the house and related that Gomes’s licensed shotgun was missing.

Gomes is said to have been in the house alone for the past three weeks after his reputed wife left for a visit to Suriname with her son. ‘ Tu r b o ’ r e l a t e d t h a t Gomes’s wife ‘Prabo’ did not want to go to Suriname, but gave in to her son’s insistence.

According to a police source, three men – including ‘Turbo’ - are in police custody assisting with investigations. The three men are said to all be relatives of ‘Prabo’.The neighbours are now fearful that a similar fate

may await them and are calling on the authorities to be vigilant.

The home is located in the last street from the public road and the area is said to have a lot of empty lots with overgrown bushes.

Gomes was described as a very helpful person who was hard-working. Bhajan recalled that a few weeks ago, ‘Turbo’ had an eye surgery. He stated that Gomes came over every other day to help him and took care of his garden for him. He said Gomes even took Turbo’s produce to the market and brought the money to him.

Gomes was said to have been living in the community for the past 15 years and is a father

of four children who reside overseas. He and the mother of his children are separated and he was said to have been living with ‘Prabo’ (his wife) for the past 10 years. Neighbours said the two never had any fights or quarrels and were always seen as a very happy couple.

Gomes’s body was taken to the the Skeldon Hospital Mortuary and is awaiting a PME as the investigations continue.

The broadcasting licences furore

THE ongoing furore over the issuing of broadcasting licences during the Bharrat Jagdeo administration can amicably be addressed within the confines of the broadcasting law and the finite nature of the broadcasting spectrum. Resolutions to issues of this nature should not be guided by political considerations, given that it lends itself to the making of decisions outside of the policies, rules and standard practice instructions. Policies specifically would define how the sector will be treated and emerging from these, there are rules as to how licences are given and standard practice to say how it is issued by those responsible for the distribution.

The broadcasting spectrum is finite and does not belong to any individual; it belongs to the state. There needs to be clear policies as to how the spectrum will be treated, when and how it will be distributed, and for what purpose. In the specific case of the distribution of broadcasting licences by the Jagdeo administration to persons perceived as friends and family of his, in the absence of conforming to policies and procedures, the issue needs to be returned to the status quo. This means that there should be rescinding of the licences that are in contention, followed by appropriate action.

The argument that the President of Guyana cannot be prosecuted for activities conducted during the presidency should be tested in this case. It has been revealed that they are persons who have requested licences that were never called, interviewed or given an opportunity to satisfy the requirement for the acquisition of same.

Conversely, nearly every one identified as recipients of the licences are proven friends and family of Mr. Jagdeo and supporters of the PPP/C. This issue must not be seen through partisan political lens, or a political party or government against a group or race. This issue must be seen for what it is: the broadcasting spectrum belong to the state and not a political party. Consequently, no political party or government has the right to dispense with it outside of the confines of the policies and laws. To allow this is to create another precedent for us, as individual and group, to be discriminated against in sharing of the national patrimony in which all of us have equal stake.

Remembering the murdered agriculturist Anthony Breedy Dear Editor DEATH is a must for all living creatures.

WE do not and seldom can choose the way this final, inevitable end to the biological process is to be occasioned.

However, death tears at the consciousness of souls who are not yet inured to gruesome acts of violence, as in the case of Anthony Breedy, a Guyanese-born professional in the field of Agriculture, whose life was reportedly snuffed out by an irrational incident of violence - in the sanctity of his home - having not long ago remigrated to Guyana from Montserrat.

The snare of death reportedly shocked and horrified him, as he faced the trio of killers, one betraying his trust to set up a burglary coupled with aggravated robbery that knocked him unconscious early in the encounter. Mr. Breedy was powerless to raise an alarm as the bloodthirsty predators unsuspectingly rained fatal blows to vital body parts. Over-killing actions continued, with a sense of gratuity and the lure of a large loot. In retrospect, Breedy had missed that important biblical teaching that the hearts of men are desperately wicked above all things and was mortally victimised as a consequence.

Anthony Breedy had earlier responded to Montserrat’s call to fill professional spaces in a volcano-battered agricultural sector, suffering from mass migration of stakeholders. His application having met the approval of scrutinising officials, he was selected from a host of other applicants and started in

1998, a nearly two decades of service to Montserrat.

Though his demeanour remained calm, respectful and reticent, his singular dedication to the business of food production underlined his mission from the outset.

Having experienced a stint in post-revolutionary Grenada, the agriculture of which had spiralled upwards during the period of the Morris Bishop-led political experimentwhich too ended violently - Breedy was equipped to learn and to apply himself to his contractual duties in Montserrat, where volcanic troubles ruled the food-production roost. A better fitting agronomist could not have been wished for.

It was instantly obvious that Breedy knew the art of survival in a new space. Ever politically correct without being hypocritical, a challenging act, he practised good listenership skills, getting to know the elements of his social setting and weaving his natural attributes circumspectly in order to live and let live. It is clear that he was on a mission to put in honestly and to get out accordingly: with a broader objective of investing in life’s material comforts, but without disregarding spiritual fundamentals. We are put here for a purpose of service to others and it must be done with a calm demeanour backed by robust faith in the Creator of all things. Breedy was not necessarily religious, but a highly evolved spiritual being, who was a good counsel to all who needed.

This innate faith and prayerful reliance positioned him to tough it out in a work environment variously hostile and friendless - watch-

These irregularities, still present, are well known by officialdom that looks the other way conveniently and consistently, as if British aid is considered an irresponsible cash cow.

Despite this, Breedy’s perseverance and patience lead naturally to him being the go-to man, a jack for most trades and a head cornerstone, strong enough in the end to independently reject overtures of an extension of his contract last year.

Home, after a home of sterling service to the agricultural sector here on Montserrat, beckoned strongly and so he went, into the unknown, hoping for the good life that was well earned, this time to farm for self-gain on his newly acquired lands.

It was that work ethic that had worked for him in most times. He had become the central figure in the Department of Agriculture’s outreach efforts. Farmers knew him and called on him with confidence and his response was straightforward and on time.

He would thrust himself into the mix, whether it was

in backyard gardening enterprises that are a constant; judging and the coordination of shows and competitions in other sectors that involved plants; surveying and data-gathering and travelling and representing Montserrat.

Many current and past graduates of the island’s primary schools know of Mr. Breedy’s prominence in their lives, establishing their school gardens, orienting and training youngsters in the art of record-keeping, sustainable farming, public speaking and mike control and they are remarking of his impact on their lives and the humility that is routine with his persona. At days end, Breedy and his tennis racket teamed to provide much needed recreation with competitors of the same mindset.

The evidence of volunteerism and sacrifice in a person’s life is the cornerstone of national recognition.

Breedy embraced the cause of Montserrat, not necessarily for his emoluments, but because he was a fundamentally decent individual who recognised people as the centre of development. He has left an impressive legacy in his various walks on Montserrat that even before his tragic death, had inspired yours truly to contemplate recommending that he be endowed with a national honour for service to the agricultural sector and related areas of life. That thrust will be further energised from this time forward with no retreat.

It denies scarce/limited and finite resources being justly delivered to an individual and group that really deserve same. In a society as small as ours, within which there exists continuous race conflict that influences prejudices against the other and which is also exploited for political expediency, the practice of treating state resources as personal property to dispense with at will is a hindrance in forging harmonious race relations. In this furore what is required to bring resolution is dealing with the matter in a principled manner, consistent with the policies and laws and recognition that the spectrum is finite.

Holi: A tool which fosters national unity HOLI,the festival of colours, has been known traditionally as a Hindu observance which symbolises good over evil. And over the last few decades, having been observed in a multi-ethnic and multi-cultural society such as Guyana, it has served as a tool which fosters national unity in a country which continues to make active strides in achieving same.

Holding this contention is President of the Guyana Hindu Dharmic Sabha, Dr Vindhya Persaud, who told the Guyana Chronicle that the feeling which emerged from the celebration yesterday is one which Guyanese should embrace every day.

“This is the kind of feeling we want to see every day, not just on Phagwah,” Dr Persaud said.

According to her, what was important to recognise yesterday was the fact that the spirit of “oneness” enveloped the atmosphere at all of the venues which hosted Holi activities. “Everyone was having a good time and it was clean fun. Families were out in their numbers and I think it brought out the true meaning of Holi

which is unity, oneness and that sense of equality. The true meaning of Phagwah is that we erase all barriers and differences” she said, adding that the 2016 festival was wonderful.

Commenting on the fact that activities are no longer limited to Hindus, the Dharmic Sabha’s President noted that Holi has moved from being limited to a religious holiday to a national event which brings people from all walks of life, all faiths, and all backgrounds together. She was keen to note that this was one of the aims of the Dharmic Sabha – which was to move Holi from the confines of the home and Mandirs and develop it into a national holiday.

Meanwhile, she commented on the use of alcohol during these celebrations, stating that Guyana has come a far way in this regard and has registered success. A few years ago, the Sabha’s President had issued a call for there to be a ban on the sale and use of alcohol at Hindu observances, since it undermines the religious significance and taints the observance. PRESIDENT David Granger on Wednesday commended the President’s Youth Award - Republic of Guyana (PYARG) Programme for engaging youths in a tree-planting exercise, noting that it is an important step towards the green future that Guyana is pursuing. The exercise was held on the Merriman Mall, Georgetown.

In brief comments to the media after the exercise, President Granger noted that this activity was “an important step” that every citizen must embrace, as Guyana aims to become a leader in sustainable development and embarks on green initiatives.

The President recalled that in October 2015, his administration, through the Ministry of Agriculture,had launched the National Tree Planting Day to kick off observances for Agriculture Month, which fo-

cused on promoting effective conservation and the development of a green economy.

“It is a policy for the greening of the economy. I hope that what we saw here today is replicated in other parts of the country. [Places such as Mabaruma, Lethem and so forth] are places that must be administered by a town that is green. We want a completely green environment so that our country can be healthier. We don’t want people to concentrate just here, but planting mangroves and so on the seashore. This is just one of the spokes in the wheel,” President Granger said.

The Head of State also said that this is one of the efforts which will be promoted and encouraged by his administration, in addition to pursuing renewable energy generation.

Meanwhile, Minister of Agriculture, Mr Noel Holder,

was pleased to see young people taking responsibility for the environment. He echoed the President’s sentiments that all Guyanese have a role to play in sustainable development.

“Such an event is vital to everyone, especially the youths, our future generation. Protecting and maintaining the environment is important for sustainable agriculture and the future for where our children can live. Aside from the known benefits of a clean and green environment, it has the potential to transform food security, reduce poverty and create jobs…Sustainable development should be our priority. By Akola Thompson IN 2009, then opposition Member of Parliament Volda Lawrence in responding to allegations of solicitation of sex from a minor by then government official Kwame McCoy, stated, “McCoy is a shame and disgrace to the Human Services Ministry and the work of Minister Priya Manickchand and her staff.” After McCoy’s placement on the Rights of the Child Commission, she was further reported as saying, “It matters not whether the allegations are true or not,” adding that an investigation should be launched into the matter.

In January of this year, upon reading that now Minister of Social Protection Lawrence had pledged greater protection for the nation’s children, I was happy that there was finally someone in place who cares about our children and their protection in that portfolio. She even urged parents and communities to not protect predators “out of a desire to save them from embarrassment.”

Fast forward two months and one realises that while her speeches might be what the public wants to hear, they might be merely cosmetic. The drastic change in Lawrence’s tune from do “not protect predators” to dubbing allegations of child molestation as a “family matter,” leaves one to wonder whether those rules apply only to those not directly related to the coalition she is a part of. If that is the case, I’m now not particularly optimistic about the changes she would bring to childcare and protection in Guyana.

For Lawrence to label allegations of child molestation as simply a “family issue,” is not only an insult to us, but to our children who are constantly being raped and abused. In calling it a “family issue,” she is discouraging those countless children who wish to see their molesters imprisoned from ever making reports, because they do not believe they will get the justice they deserve, especially if their molester happens to be well connected.

President Granger was reported as saying he will be seeking an explanation from

Lawrence. An explanation is necessary, yes, but I believe what he should be seeking also is a form of resignation or movement to another ministry, where she will not be tasked with the protection of our people and children. [ She stated that the coalition was “aware of the situation but he [Harding] was never charged.” My only question is, if the coalition knew he was a repeatedly charged offender of indecent assault with allegations of child molestation being levelled against him, why only upon the rise of public pressure was their support withdrawn?

It may seem a bit idealistic, but as someone who left their home on the West Bank and travelled to Kuru Kuru to vote for the coalition in the 2015 May 11 elections, I expect them to be more careful in who they throw their support behind and try to protect.

Forgive me if I do not want any Kwames, Rohees, Bheris or Nandlalls in the government I voted for.

Now, unfortunately, Harding has won in his constituency and there is nothing that could legally be done to stop him from being on the council. Let’s not be delusional and believe that the coalition’s support had nothing to do with that win. It is no secret that those who voted for him were guided by the fact that he was a coalition candidate.

After all, President Granger in his recent

visit to Linden suggested that independent candidates did not stand as good a chance of bearing fruit to the changes they promised when he urged voters to ask independent candidates if they would be able to, “speak to the Minister of Public Infrastructure if I want to fix my roads? If they say “no”… I’m voting for people who are well connected.”

It is in times like these when I am especially grateful for organisations such as Red Thread that immediately call out politicians on their transgressions. They did not wait until public pressure to issue statements such as the one issued by the government, which said that, the “accusations of child molestation as reported in the media are a matter of grave concern.”

There is no denying that this is a serious misstep on both Minister Lawrence’s part and the coalition’s. Party politics should never, even for a moment trump the protection of those they are there to protect. The coalition owes not only an explanation to the people, but also swift actions on issues they have been offering just lip service to.

The coalition aside, what I have also found notable is the fact that aside from a letter to the editor from Charles S. Ramson, the opposition has remained mum on the issue. One must wonder if their silence has anything to do with still having McKoy under their wing.

Inspire Inc Phagwah Festival…

Stadium rocks with people, water and colour

YESTERDAY’S Phagwah festival evolved in a full day of good-natured revelry at the National Stadium at Providence, East Bank Demerara, as thousands poured in, providing a kaleidoscopic backdrop for clothing drenched with coloured water and powder.

The crowd was entertained by Terry Gajraj, Shakti Strings,the Ishara Dance Group, Prince JB, Aamir Khan and many others.

The event was hosted by Inspire Inc in collaboration with Hindus United for Guyana (HUG). Guyanese united from all walks of life at one common place to celebrate the grandeur of Phagwah. At the event there were sweetmeats, “seven-curry” and other delightful delicacies.

“Bring out yuh powda, bring out yuh abeer and bring a bucket watah” has always been a signature tune of

Terry Gajraj at the Phagwah festival, while he gives his usual exhilarating performance on stage.

This festival of colours is celebrated with songs, music and dances. A variety of water colours are mixed and sprayed on all those who participate in the celebrations. Corresponding coloured powder is smeared on their bodies as well.

In addition, there were water slides, trampoline and ferris wheels for the kids. A water sprinkler designed for persons to soak in during the festivities was also available.

Families and friends turned out in their numbers sporting their white outfits that morphed into totally new patterns and styles by the coloured powder and water by the time the event reached its crescendo.

Phagwah revellers flocked the National Stadium yesterday and other vehicles were seen on many streets transporting people who sprinkled coloured water and powder as

they passed others.

Temples countrywide also observed the occasion with bhajan-singing

and sharing of sweetmeats.

Countrywide, Phagwah is a time when Guyanese of all colours and creed participate,

frolic, mingle, embrace and play as part of festive activities.

Phagwah is a Hindu religious holiday to celebrate the triumph of good over evil. Universally, it heralds spring. Hindus traditionally wear white on Phagwah Day. Powder, perfume and water are also thrown on families, friends and neighbours on this day by Hindus and non-Hindus alike, in what is an amusing, good-natured and joyful celebration.

Fire guts Sheriff Taxi base

FIRE suspected to be electrical in origin on Wednesday gutted the building which housed the Sheriff Taxi Service on Sheriff Street,Campbellville in the city, erasing the historical structure whose owners were viewed as pioneers in local night life entertainment in the 1990s.

Reports are that around 15:00hrs, smoke was seen emanating from the unoccupied building at Lot 10 Sheriff Street by persons in the vicinity and after an alarm was raised, fire tenders raced to the scene as police redirected traffic from the busy Sheriff Street. The fire was eventually contained some two hours later as fire fighters faced challenges posed by the heavy grillwork in the upper portion of the building, as well as persistent windy conditions and low water levels.

The building was used as a base for the taxi service and housed the defunct Sheriff Restaurant and Bar which ceased operations while the building was in the process of being sold. The building is owned by Deolall Sankar, a relative of the previous owners, the Bacchus family, who raised the business which publicised the spot from a small entertainment hub to what was considered one of the first live entertainment spots on the busy street.

Fire Officer Compton Sparman told reporters that several fire tenders were dispatched to the scene when the fire department was alerted. As

D e o l a l l S a n k a r, t h e building’s owner was on the scene in other occasions, the firemen encountered problems sourcing water and according to Sparman, two fire tenders from the Central Fire Station at Stabroek which were on the scene are equipped to ferry 4000 gallons and 100 gallons of water respectively and they assisted in containing the fire. “When we arrived here also we encountered some problems because of the heat and the fire was spreading rapidly”, he said and this may be attributed to the dry season.

Sparman noted too that at one point the fire was out of control, noting that

the grill work on the building was also an obstacle facing the firemen. He noted however, that the firemen were equipped to handle the situation as it persisted. He said an investigation will follow the fire’s containment. Sankar told this newspaper that he heard of the fire around 3:15 pm yesterday and made his way to the scene.

He said the building was partially insured and he was in discussion with another businessman who had plans to open a pharmacy at the building on a long-term arrangement.

David Bacchus Jr, a relative of the previous owners told the media that the vacant building was valued in excess of $100M. T h e f i re m e n w e re faced with thick smoke which engulfed the entire top flat of the building.

The windows around the building were broken by the firemen while efforts were made to stem the blaze from the sides of the structure. While this was in progress, firemen were busy leading their hoses to the canals in the area, including one along Durey Lane. The fire drew a large gathering as persons were on their way home from Phagwah celebrations, while others followed the thick smoke out of curiosity. Persons milled around with their mobile phones recording the action as police controlled traffic along the busy roadway.

Phagwah is for all Guyanese-President

THE FESTIVAL of Phagwah which is celebrated mere days before Easter signifies not only a group of holidays, but it shows that humanity is one especially when it focuses on the triumph of good over evil.

This sentiment was expressed by President David Granger who was the guest of honour at the annual Phagwah celebrations hosted yesterday at the Indian Cultural Centre (ICC) in Bel Air, Georgetown.

In attendance was Prime Minister Moses Nagamootoo, United States Ambassador Perry Holloway, members of the Diplomatic Corps, Ministers of government and special invitees. At the event there were many cultural dances and items to entertain the colourful crowd.

“The festival of colours is one for all Guyanese, it is no longer purely a Hindu festival, it’s a festival of joy,” the Head of State noted.

In offering his advice to India High Commissioner Venkatachalam Mahalingam,

President Granger said Phagwah celebrations should not only be confined to the Indian Cultural Centre in Georgetown, but the festival should be taken throughout the country so everyone could enjoy and participate in the holy ritual.

The India High Commissioner in his comments on the occasion of Phagwah commended Guyana for its unity in diversity, saying “Long live Guyana.”

In explaining the meaning of the festival of colours, Mahalingam said Holi was a two-day festival. Holi celebrations begin on the night before Holi with a Holika bonfire where people gather, sing, dance and party. The burning of Holika (Prahalad’s Aunt) is reminiscent of his victory over evil. “Holi also signifies the ushering in of spring. It also signifies the festival of agriculture which commemorates the harvest. It is also the festival of colours and the festival of love, it’s like our Valentine,” the High Commissioner said.

Customs officers under probe …over alleged racket at Timehri

THE Guyana Revenue Authority (GRA) has reportedly uncovered a revenue leakage racket at its Cheddi Jagan International Airport, Timehri branch involving several customs officers who are being investigated for their role in a scheme to defraud the authority of millions of state revenue.

A statement from the revenue authority noted that investigations into the scheme are ongoing since the matter appears to date back several years and is linked to a select group of importers who seemingly were allowed to clear goods without

paying the correct or prescribed amount of duties.

“This discovery is part of management’s efforts to break the back of corruption that has plagued Guyana and to ensure that the prescribed government revenues are collected. As a consequence, management is taking a serious view of the matter and intends to pursue serious disciplinary action against those involved in the racket,” the statement noted.

Chairman of the GRA Rawle Lucas said the matter should be dealt with “to the fullest extent of the law.”

Commonwealth to help Guyana draft legislation for oil and gas sector A TEAM from the Commonwealth Office last week held discussions with Attorney General (AG) Basil Williams on the issue of drafting legislation for the oil and gas sector here.

The Commonwealth team comprised Daniel Wilde, Ms. Alache Fisho and Ms. Arlette Daniel. The meeting was held at the Attorney General’s Chambers.

According to a release by the AG’s office, the discussion surrounded the draft legislation which was prepared by the previous Commonwealth team and the ways in which those drafts

500 West Berbice villagers to access potable water for the first time THE Basic Needs Trust Fund (BNTF) has implemented two infrastructure development projects which will extend water distribution mains in four villages on the West Coast of Berbice in Region 5 (Mahaica-Berbice).

30 Village and Lovely Lass Water Supply projects will allow some 500 residents to get access to potable water for the first time when they are completed by the target date of April 4th, 2016.

A BNTF media release said that the two projects are being implemented under its 7th Programme (BNTF 7) within the Water and Sanitation Sector with support from the Government of Guyana and funding from the Caribbean Development Bank (CDB) .

CDB GRANT The CDB had provided a grant of GYD$13,325,000 for the upgrading of the Belladrum Water Supply. A similar amount had been provided by the CDB for the upgrading of Tempie No. 30 Village and Lovely Lass Water Supply, also to improve access to potable water for the beneficiaries.

The project at Belladrum will involve the installation of approximately 1,300m of 100 mm PVC distribution mains and flush-out points. The project in Tempie No. 30 Village and Lovely Lass villages will involve the installation of approximately 1,585m of 100 mm PVC distribution mains and flush-out points.

According to the release, as at last week the Belladrum project was about 75% completed and the Tempie No. 30 Village and Lovely Lass Water Supply was 80% completed. Both projects are being executed by R. Kissoon and Sons Contracting Service at contract sums of $8.4M and $10.9M respectively.

Spurned sexual predator gets 26 years for killing teen

CONFESSED killer Roy Lewis was sentenced to twenty-six years in jail on Tuesday after Justice Franklyn Holder observed that the barbaric act committed on his foster nephew Devon Lewis was premediated.

Justice Holder also noted that the convict had hounded the 18-year-old in-law since he was a child and fatally stabbed him after his sexual advances were rejected, snuffing out the life of a human being who was still in the prime of his life.

“The sentence that I give you will serve as a deterrent to others …and while in custody you must reflect on what you did. I have considered the probation report, the statement of you and your lawyer.

The starting point is twenty-five years. However, there were a number of aggravating factors.

“You premediated to kill. The post-mortem report revealed there were nine wounds, of which four were stab wounds. You went to an extent to achieve your goals. You intruded the home and attacked; You violated the privacy of others; You violated trust. For these aggravating factors I added twelve years.”

On hearing the additional period of incarceration, the prisoner bawled: “Have mercy! Have mercy!”

Further, the judge stipulated that seven years be deducted for the prisoner’s plea of guilt, a further deduction of nine months for remorse shown and a further reduction of three years, three months, representing the time spent in prison prior to the trial.

“Your sentence has been reduced by eleven years. Your sentence is twenty-six years. You are not entitled to parole until after twenty years, the judge stipulated. However, after the sentence was imposed, Lewis tearfully pleaded with the judge for a reduction, having thrown himself at the mercy of the court. But Justice Holder ordered the prison officer: “Take him away.”

Moments after the prisoner was escorted to the New Amsterdam Prison, a short distance from the Berbice Assizes, this newspaper was told that Lewis quickly calculated his prisoner years, which amounted to under eighteen years . This pleased him and his tears no longer flowed.

Earlier, standing in the dock, Lewis said: “My Honour, I am very sorry for what I did to Devon Anthony Lewis. He was my relative and we were living good prior to his demise. I would like to express my heartfelt sympathy to his parents, along with his brothers and sisters, and I ask that they forgive me for my action. I am very sorry and I throw myself at the mercy of the court.”

State-appointed Defence Attorney Sasha Roberts said her client had thrown himself at the mercy of the court. She noted that it was quite unfortunate that the young man lost his life, and the accused must be made to acknowledge that what he did was wrong.

“We may not quite understand why the incident occurred. Justice must be served for the accused and deceased,” the lawyer said.

Meanwhile, earlier in March Lewis had pleaded not guilty to the capital offence and guilty to the lesser count of manslaughter, which was accepted by the State.

State Prosecutrix Natasha Backer had stated that Roy Lewis had fatally wounded Devon Lewis on December 27, 2012 as he lay asleep with his girlfriend at her home at Back Street, Sisters Village, East Bank Berbice.

At the sentencing on Tuesday Devon Lewis’s mother, Roxanne, told the Guyana Chronicle that her emotions were very high. She said, “however, I am satisfied with the sentence. My son cannot come back. But I am satisfied.”

Guyana, Barbados iron out immigration troubles - Ambassador

BARBADOS’S Ambassador to CARICOM Robert “Bobby” Morris has said that the immigration issues that dogged relations between Georgetown and Bridgetown back in 2007 have been overcome and the two countries are now on stronger footing.

He also reiterated his

country’s support for Guyana in matters of foreign and community relations, particularly against the expansionist plans of Venezuela. The Ambassador was speaking on Tuesday night at the Barbados Workers Union “Solidarity Hall,” when the Guyanese Association of Barbados Inc.

(GABI) held a symposium entitled: “The History of Guyana-Barbados… and where are we now?”. The symposium was the third monthly event organised

by GABI as part of its yearlong observances of Guyana’s 50th Independence Anniversary.

He said that Barbados and Guyana have kept common counsel and held common ground in de-

veloping the Low Carbon Development Strategy and in supporting the Agenda for Climate Change and generally in supporting the agenda of vulnerable small island developing states and low lying coastal states.

Ambassador Morris, speaking on the sensitive issue of “problems around immigration matters, said that between 2007 and

2010, which in my view was blown out of proportion, but which fortunately have been overcome.”

Quoting the statistics for the period, Mr. Morris said that Guyanese visits to Barbados between 2007 and 2012 on an annual basis was highest in 2008, with 31,276 visitors and lowest in 2010, with 19,432. Refusals he said for entry were usually about

Overstays were usually between eleven (11%) percent and twenty four (24%) percent.

The Ambassador further stated that numbers of “Work Permits” were made to Guyanese workers, especially in Agriculture and Construction, but the economic contraction after 2007 was largely responsible for the fall off of work permits granted or renewed; and this led to Guyanese trying to access CARICOM strategies for

migration. Morris stated that these refusals and denials of permits caused this period to have tested the bonds between the two countries.

The Ambassador said that with the signing of the Agreement for the Deepening of Bilateral Cooperation between the Governments of Barbados and the Government of the Cooperative Republic of Guyana, it ushered in a new era in relations between the two countries.

It was observed that,that Article of that Agreement

allowed for the establishment of a Joint Economic, Technical and Cultural Co-operation Commission, for the purpose of implementing the Agreement.

He said that it was also agreed that the Commission would meet alternately in the Cooperative Republic of Guyana and in Barbados.

The meetings dealt with issues which have continued to form the basis of cooperation with additions and amendments from time to time, including investments and exports.

Other areas include an

offer of land to be purchased by Barbadians, Tourism, Hospitality and Services; Agriculture and Fisheries; Maritime Administration/Maritime Affairs; Education; Immigration and Security and Culture, Youth and Sports. Ambassador Morris said that one of the highlights of this cooperation between the two countries since the signing of the Agreement is Sir Kyffin Simpson’s Rice Farm in Region Nine in the Rupunini. He said that the farm was visited by Minister Maxine McClean

and other officials in 2013.

“This is a prime example of the type of cooperation which can be a model for the development of CARICOM,” the Ambassador concluded.

The symposium was also addressed by Mr Pat Thompson of Guyana, who spoke on “Growing-Up in Guyana – The Bajan Connection”; Dr. Jeannette Allsopp on “Education – The similarities between Guyana and Barbados”; and Mr. Frank Da Silva, who spoke on the “Private and

Public Sector – Bridging the Gap.” Mrs. Roxanne Brancker was the moderator. Also present at the well-attended session were Guyana’s interim Consul-General, Mrs. Monique Jackman; Cuba’s Ambassador to Barbados, Barbadian Attorney and Social Activist Davis Commissiong and several members of the Barbados business community. The attendees were treated to Guyanese snacks after the event while they heard renditions by the “Birdman.”

STAG Super16 Beach Football Festival on this Sunday BEACH football lovers will have a chance to get in on football action this weekend when the STAG Beer Beach soccer festival gets underway on Sunday and Monday on the seawall between Everest Cricket Club and the Softball ground.

The game will be 15 minutes per half after which tied

games will see an extra three minutes then the penalty shootout to decide a winner in the knockout tournament.

According to a release, the penalty kicks will be sudden-death rules. Each team will have eight players and upon receipt of a yellow card, the player must spend two minutes on the side-line.

The red card rule remains the same in that a player who is shown a red card must leave the field entirely.

However, they can substitute the red-carded player with another after two minutes.

Cuba, Grenada win on opening day of Caribbean Cup CUBA and Grenada registered wins as action began on Tuesday, the opening day of the CFU Caribbean Cup. Formula One drivers call for change of governance

NEW DELHI, India (Reuters) - England flirted with danger before overcoming a spirited Afghanistan by 15 runs in a World Twenty20 Group One match yesterday to boost their semi-final hopes with a second successive victory.

In a potential banana-skin match against the Afghans, Eoin Morgan’s team were in dire straits at 57-6 halfway through their innings before a half-century stand between Moeen Ali (41 not out) and David Willey (20 not out) lifted them to a 142-7.

The 2010 winners looked more convincing with the ball, however, restricting Afghanistan to 127-9 to consign the associate team to their third consecutive defeat in the tournament.

England are second in the group standings behind West Indies, who have won both their opening games and enjoy a superior net run-rate.

By Frederick Halley TO R O N TO , C a n a d a - Buoyed by the success of To ro n t o C u p 1 , s t a g e d here in October 2015, the Ontario Masters Softball Cricket Club (OMSCC) has set its sights on the second edition in the latter part of 2017.

During his report at the league’s Annual General Meeting, held at the Birkdale Community Centre, Scarborough last weekend, outgoing president Jai Singh disclosed that Toronto Cup 1, which saw teams from Guyana and New York join their Canadian counterparts, was a resounding success both financially and in terms of organisation.

Singh, however, ruled out the possibility of the tournament being staged in 2016, a decision that was agreed upon by the executives, based on the number of competitions being staged in Guyana, New York and Florida and the feasibility of hosting it here on an annual basis.

The OMSCC will, however, be making strenuous efforts to participate in Guyana Softball Cup V1 in early November and will be setting up a special fund in order to subsidise participation in upcoming international tournaments and also in New York and Florida.

Singh was full of praise for all those who were instrumental in the successful staging of the three-day competition last October, including the sponsors, organising committee and volunteers among others. Chairman of the organising committee Azeem Karamat Khan and Umpires Coordinator Suresh Bodhoo came in for special mention for their roles, Singh, who served in the dual capacities as president and treasurer in the last admin-

istration and also in various executive positions over the past nine years, told those present at the meeting that he is extremely proud of his achievements but felt that time was opportune for him to step down but will continue to be an active softball player.

The outgoing president also boasted that the OMSCC, through prudent fiscal management, currently has the largest bank balance in the history of the league and according to him, “if we didn’t stage the Toronto Cup, the sponsors would have lost confidence in us”.

Singh urged the incoming executives to continue to abide and respect the league’s constitution at all times. “I have given it my all and I believe the best days of the league are still ahead …” Singh affirmed.

High on the priority of the new administration is the establishment of a Care Fund and, according to new president Khan, this fund is being established to provide assistance for cricketers and their families, both in Canada and Guyana, in times of dire financial needs.

Khan said teams will be required to contribute $30 (Canadian) initially, while individual contributions are also welcome but cheque payments will be the preferred manner of making contributions.

The OMSCC will also be paying special emphasis on a Health & Wellness programme which it hopes to be ongoing. Towards this end Dr Rudy Singh and his colleagues from Vitality Physical Medicine were on hand for a presentation which the league hopes will benefit both the cricketers and their families. Khan expressed sincere thanks to Dr Singh and the other physicians who were present.

GUYANESE-born southpaw super welterweight (junior middleweight) Adrian Dodson bounced back from his only defeat to gain a win over Namibian Nestor Tobias on March 24, 1998. The fight was held in Dodson’s adopted homeland of London, England.

Referee Larry O’Connell halted the scheduled 10-rounder at two minutes 18 seconds of the fourth round to hand Dodson his 19th victory in 20 fights. Tobias suffered his fifth defeat in 15 trips to the ring.

In his previous fight Dodson lost to Ronald `Winky’ Wright, who was making the third defence of the World Boxing Organisation title. The bout was stopped in the sixth round due to cuts.

The Guyanese, who also went by the title Carew, later challenged for the Commonwealth title in October 1999 but was disqualified in the 12th round for biting Alain Bonnamie.

Dodson won the lowly regarded International Boxing Organisation on March 3, 2001 following a third-round knockout of Paul Jones. He would lose the title in his first defence which occurred in the following month.

Dodson is one of a handful of Guyanese boxers never to compete as a professional on home soil. Dennis Andries, Steve Frank and `Vicious’ Vivian Harris are also members of that small group.

He ended a 10-year career in September 2003 and has a record of 25 victories (17 KOs) and six defeats.

Hamzah Eastman Cycle Federation’s (GCF) 2016 season began in early January.

Team Evolution’s Orville Hinds totally dominated last week’s Diamond Mineral Water 35-lap race at the same venue with his team mate Raul Leal placing third, behind veteran rider Junior Niles. That day, the team was without the services of two key members, Marlon `Fishy’ Williams and Michael Anthony.

The 10-lap race for juveniles is also expected to be keenly contested as last year’s champion Andrew Hicks, who clocked 22 minutes 34.89 seconds in winning the 2015 edition, will be absent on Saturday as he is currently training and competing in Trinidad and Tobago. So this year a new champion will be crowned.

Jaikarran Sukhai is the defending champion of the veterans’ Under-50 years five-lap race, but he will be facing the formidable Niles along with Kennard Lovell and Warren McKay among others, come Saturday. Last year, Sukhai returned 11 minutes 33.41 seconds in winning the event.

The defending champion of the boys and girls 12-14 years of age threelap race is Berbician Marica Dick, who clocked seven minutes 26 seconds for the race last year but with Adealie Hodge, Toran Garbarran and Tesemiha Harrison showing good form, Dick - if she faces the starter on Saturday - will have to be wary of her main rivals.

Keon Thomas won last year’s five-lap race for mountain bikers in a time of 25 minutes 14.87 seconds. He also won last Saturday’s Diamond Mineral Water five-lap race in 26 minutes 45.21 seconds and seems to be in good form to make a successful defence of his title.

FIBA rules are very clear and not open to interpretation

By Peter Haynes AN ARTICLE appeared in Tuesday’s Chronicle which attributed certain comments by the president of the Guyana Amatreur Basketball Federation, Nigel Hinds ...

“GABF National Club Championships final to be replayed”.

At the outset, it must be stated that Mr Hinds, possibly in the interest of making everyone happy - clubs, players and fans made a statement which he should not have made and more so, which cannot be implemented.

The rules of FIBA are very clear and are not open for individual interpretations while attempting to make everyone happy.

Sad to say, it seems that all either are not aware of the FIBA Rules or are determined to please concerned parties.

GABF president Nigel Hinds For guidance sake, the FIBA Central Board on February 2, 2014 in Barcelona, Spain approved the rules, which were published in May of the same year and are valid as of October 2014. No changes or amendments have been made as of October 2014.

Direct reference is made to Article 20.

20.1 - A team shall lose the game by forfeit if: 1. The team is not present or is unable to field 5 players ready to play 15 minutes after the scheduled start of the game.

2. Its actions prevent the game from being played.

3. It refuses to play after being instructed to do so by the referee.

4. 20 2.1 - Penalty The game is awarded to the opponents and the score shall be 20-0. Furthermore, the forfeiting team shall receive 0 points in the classification.

5. 20 2.2 - For a twogame (home and away) total points series (aggregate score) and for plays (best of Three), the team that forfeits in the first, second or third games shall lose the series or play-offs by forfeit. This does not apply

for play-offs (best of five).

6. 20 2.3 If in a tournament a team forfeits for the second time, the team shall be disqualified from the tournament and the results of all games played by this team shall be nullified.

As a matter of interest, FIBA also states in Articles 33-39, their definitions of fouls.

It must be noted that a referee’s decision cannot be reviewed and more so reversed, except in the last two minutes of a game. A review could be made in the case of the ball or player being out of bounds or if a player’s foot is on the line or not for a determination of a two- or three-point shot. Referees’ calls for travelling, double-dribble are not reversible as is reported to have been made by Mr Hinds. The referee was correct to

WICB regrets passing of Rangy Nanan FORMER West Indies and Trinidad and Tobago cricketer Rangy Nanan has died. Nanan passed away at the Couva District Hospital after falling ill at his home in Preyal early yesterday morning, the Trinidad Express Newspaper reported. Nanan was 62 years old.

In a release yesterday, the Board of Directors, Management and staff of the West Indies Cricket Board (WICB) regret the passing of Nanan.

Nanan was described as a quality off-spinner who served Trinidad and Tobago for almost two decades with distinction, leading them in the Shell Shield in the 1980s. He played in 94 first class matches where he racked up 366 wickets and scored 2 607 runs.

Rangy Nanan dead at 62

He played one Test for the West Indies in the 1980-81 year versus Pakistan where he took four wickets and scored 16 runs. His bowling figures for the match were 36-791-4. West Indies won that

match by 156 runs.

After making his first class debut in 1973, he served the TT team as captain from 1984 to 1991. Following his retirement, he served as a Police officer, a liaison of-

ficer for the West Indies team and was a volunteer for the Cricket World Cup 2007 in the Caribbean. The WICB offers condolences to his family and close friends.

ESPN Cricinfo described the cricketer as having the: “misfortune to be one of the Caribbean’s leading spinners at the time Clive Lloyd’s allpace strategy was taking hold”.

A leading off-spinner for Trinidad for almost two decades, his best season was in 1981-82 when he took 32 Shell Shield wickets in five matches. When he retired he was their leading wicket-taker in the competition. He was no mean batsman either with a first-class hundred to his name.

What seems clear is that, whichever angle it is being viewed - top to bottom or bottom to top education of the rules governing basketball should be read and understood.

Dribbling, passing, shooting and rebounding are just a part of the rules of Basketball.

This is no suggestion that the players, coaches and officials have not read the rules, but they must be applied as stated. There is no room for compromise or emotions when the application is required.

Therefore, when a team feels wronged, there are stated procedures in FIBA’s Rules for that to be addressed. A team feeling wronged must so indicate at the end of the game when the captain is signing the score sheet. Either the captain or the coach or any other official of the team must lodge their official protest in writing within twenty (20) minutes of the end of the game. They are also required to lodge a fee for the protest to be heard.

As a reminder of the consequences the Guy-

ana National team faced at the 2014 Caribbean championships, when some players felt that the application of FIBA’s rules relating to the composition of the team with the inclusion of overseas based players was unfair.

Be reminded or for information, Guyana could have been suspended and fined US$25 000 when they were refusing to take the court. This may not be widely known at home, but it happened in Tortola.

Fortunately, having heard the consequences the team took the court, for what was the opening game of the championships when FIBA the Americas and BVI Government officials were present.

Having said that, of which Mr Hinds is fully aware, the decision to replay the final is a non-starter and the team forfeited the game for walking off and refusing to return when instructed to do so by the referee.

And also Mr Hinds, although you are the president, you have no authority to reverse the referee’s decision. It may have been a bad call, but it remains that - a bad call.

Dramatic last-over sees India scrape home by one run

BENGALURU, India (Reuters) - Hosts India snatched victory from the jaws of defeat to keep alive their hopes of reaching the World Twenty20 semi-finals with a dramatic onerun win over Bangladesh yesterday.

Bangladesh, chasing 147 for victory in the Group Two match, needed 11 runs off the last over bowled by seamer Hardik Pandya and made the perfect start as Mushfiqur Rahim (11) smashed two early fours.

However, they then lost three wickets off the final three deliveries as a jubilant India team scraped over the line to climb to second in the table while their opponents remained bottom following a third defeat.

“In a situation like this it’s literally chaos,” said home captain Mahendra Singh Dhoni.

Under-16 boxers for Bolt returns to London Olympic Stadium in July two-day camp THIRTY-FIVE Under-16 boxers representing six gyms are set to converge on the Andrew `Six Head’ Lewis gym in Georgetown to participate in a two-day training camp, organised by the Guyana Amateur Boxing Association.

The camp comes at a time when the GABA is stepping up preparation for the Caribbean’s first International Schoolboys and Junior’s tournament scheduled to be held in Guyana next month.

Boxers attending the

camp are drawn from Carryl’s Gym, Essequibo Gym, Forgotten Youth Foundation, Harpy Eagles, Rose Hall Jammers and Pocket Rocket Gym. The International Schoolboys and Juniors competition would be the first of its kind in CARICOM and is scheduled for April 29 and 30 at the Cliff Anderson Sports Hall.

Usain Bolt will tune up for the Rio Games at the scene of his last Olympic triumph, having confirmed his spot at the Diamond League meet in London in July.

The fastest man in the world has confirmed that Rio 2016 will be his last Games.

Bolt has dominated the last two Olympic sprint programmes, winning the 100m, 200m and 4x100m titles in Beijing in 2008 and defending those titles four years ago in London.

The Jamaican is looking forward to another trip to the

Usain Bolt Queen Elizabeth Olympic Park for the fourth London Anniversary Games.

Bolt said: “The London Anniversary Games will be one of my last races before the Olympic Games in Rio. “It will be good to return to the Olympic Stadium on the Friday night and get more

of the special atmosphere that the fans always produce.

I always get great support in the UK and I expect the stadium to be packed. See you in July.”

Bolt raced at the Anniversary Games in 2013 and 2015, winning last year’s 100m in 9.87 seconds.
