Gov’t rolls out Project Restore Guyana

Some $36 million has been budgeted for the administrative work of the Commission for this year.

overlooking the multi-billion dollar developmental works in all the Administrative regions.

SIGNIFICANT DETERIORATION It was noted that over the years, there has been a significant deterioration of Guyanese life. The decline can be attributed to unplanned settlements, inadequate traffic flows, garbage buildup and occasional flooding in many areas.

Added to this, there have been notable failures in a number of areas, including but not limited to failures to enforce laws and standards; lack of physical planning for growth and renewal; lack

of routine and necessary maintenance; and general neglect of the poor, aged, homeless, disabled and other unfortunate ones.

REBRANDING GUYANA Briefing reporters yesterday on the work of the Commission, Singh said in the next five years,

He explained that drainage would cover both the internal and external network to prevent water accumulation and the accompanying stress brought on residents through flooding caused by heavy rainfall.

HOPE CANAL NOT THE ANSWER Singh said contrary to popular belief, the Hope Canal will not take care of flooding on the East Coast of Demerara, but will provide stability for the 270 square miles East Demerara Water Conservancy (EDWC).

“We still have issues when the rain falls… you have collection of water between the conservancy dam and the crown dam; between the crown dam and the railway embankment road; between the railway embankment road and the East Coast Demerara Highway; between the East Coast Demerara Highway and the sea wall. So once you have an accumulation of water in those reservoirs, unless you have conduits to move the water from those areas out to the Atlantic,

you will get flooding,” the Chairman of the Task Force Commission said.

He noted that Buxton is the lowest area between Georgetown and Mahaica, East Coast Demerara and is always the last to drain.

And on that score, Singh urged citizens to disabuse their minds that the Hope Canal is the answer to flooding on the East Coast.

H o w e v e r, h e acknowledged that it prevents flooding in the Mahaica Creek during heavy rainfall.

In the area of traffic management, Singh said attention would be paid to road, river and air transport with emphasis on safety and adherence to regulations.

And attention will not be confined to the coast, but extended throughout

UNDP, British High Commission to finance Ministry of Social Cohesion’s Roundtable - International facilitators to guide crafting of five-year strategic plan

THE United Nations Development Programme (UNDP) and the British High Commission, Georgetown, have together offered to fully finance the Ministry of Social Cohesion’s National Roundtable, scheduled to be held on Thursday, September 3, at the Arthur Chung Convention Centre.

This disclosure was made yesterday by Minister of Social Cohesion, Amna Ally, at a press conference at the Ministry of the Presidency. The media briefing was called to provide an update and introduce the partners and facilitators for the Roundtable.

The Roundtable will provide the forum for discussions to take place among national stakeholders so that the Ministry’s five-year strategic action plan can be crafted.

Present at the press briefing were the British High Commissioner to Guyana, His Excellency Greg Quinn; international facilitator for the Roundtable, Mr. Chris Speis; local facilitator, Mr. Lawrence Latchmansingh and Programme Analyst on Governance and Poverty at the UNDP, Mr. Trevor Benn.

In expressing her gratitude to the two organisations for their gesture, Minister Amna Ally said that while the road to national unity is certainly not an easy one, partnerships like these tend to assist in supporting the crossing of those hurdles.

“This ministry has a challenging role, but we believe that with the support of stakeholders, the Guyanese people [and] our international stakeholders, we are going to achieve the answer to this question of bridging the gaps. This Roundtable is fully financed by the UNDP and the British High Commission in Guyana and I want to publicly state our gratitude because we believe that this is a very, very important takeoff point for this ministry,” she said.

Minister Ally said to media operatives that while the figure is not immediately at her disposal for disclosure, the sponsorship is a substantial one and will take care of all expenses falling under the purview of the Roundtable.

In the meantime, British High Commissioner to Guyana, Greg Quinn, in expressing his pleasure in being able to facilitate the sponsorship of the event, underscored the need for cohesion and a united country, noting that it is time that all Guyanese take up the mantle of ensuring that social cohesion

pervades the society.

Mr. Quinn noted that this responsibility must be facilitated through a space for open and honest discussions. It was on this note that he praised the ministry for the National Round-

table Initiative, as it provides the needed space for these types of discussions to be fostered.

“The importance of social cohesion must be stressed. It is a long road and a difficult one but the fundamental takeaway is that this is not just for the minister of the ministry. This is for everybody to take responsibility for and to be a part of.

Everyone has a responsibility to ensure social cohesion. What we have to do is to ensure that they have the space to share, where they will be willing to say what they want to say,” the British High Commissioner said.

Mr. Chris Speis, who had worked for a number of years with the United Nations here in Guyana, to promote social cohesion, congratulated the Government of Guyana on setting up such a ministry.

“Many countries do not have these spaces to talk, but the Guyanese are leading the way by literally bringing people around a Roundtable and I am really excited about this. My role is basically to support and confirm that Guyanese can do this,” Speis said.

He also underscored the need for members of the media in Guyana to play their part in ensuring that, in writing their stories, they do not inflame and aid in disunity among citizens.

“The media is a very important partner. M-E-D-I-A, are the first five letters of the word “Mediation.” You have to ask yourself if what you write, if it’s going to contribute towards mediation or is it going to inflame this process?

These suggestions were noted and will be presented at the Roundtable for discussion and analysis, after which a five year Strategic plan for the Ministry of Social Cohesion will be drafted. According to Minister Ally, all solutions that are immediately implementable will be put into action as soon as the document is finalised.

The event will open on Thursday with cultural presentations, an address by President David Granger, as well as remarks from Sir Shridath Ramphal, representatives from the Commonwealth, the UNDP and the British High Commission.

More than 50 local organisations, including inter religious bodies, human rights organisations, cultural groups, the Private Sector, representatives from all 10 regions, and civil society are expected to take part in the Roundtable.

Migrant trains reach Vienna, EU asylum rules under strain (Reuters) TRAINS carrying hundreds of migrants started arriving in Vienna on Monday after Austrian authorities appeared to give up trying to apply European Union rules by filtering out refugees who had already claimed asylum in Hungary.

In the latest twist in a humanitarian and political crisis that is now testing the survival of both Europe’s open-border regime and its asylum rules, Hungary allowed the migrants, many of them fleeing Syria’s civil war, to cram into at least four trains leaving Budapest for Austria or Germany.

Many of the refugees arriving in Vienna railway station on Monday evening immediately raced to board trains heading on to Germany, as policemen looked on passively, preferring not to intervene, witnesses said.

A train also arrived in Munich from Budapest on Monday evening. German police said there were about 200 on board.

Austrian authorities have stopped hundreds of refugees and arrested five traffickers as part of a clampdown along a main motorway from Hungary against the criminal gangs exploiting the human misery following last week’s gruesome discovery of 71 dead migrants in an abandoned truck near the Hungarian border.

A senior official at Austria’s Interior Ministry, Konrad Kogler, denied on Monday that the clampdown, which includes increased checks on the eastern borders, amounted to a violation of the Schengen accord on free movement.

“These are not border controls,” said Kogler, noting that checks were taking place across Austria’s territory as well. “It is about ensuring that people are safe, that they are not dying, on the one hand, and about traffic security, on the other.”

Hurricane Fred hits Cape Verde islands in the tropical Atlantic.

This from Prime Minister Kamla Persad-Bissessar Sunday, on the eve of Trinidad and Tobago’s 53rd anniversary of Independence and just days away from the next general election.

While political parties, including the United National Congress (UNC), of which she is the leader, took to the nation’s corners to rally supporters ahead of next Monday’s polls, Persad-Bissessar in a statement encouraged citizens to celebrate diversity.

“We are a model to the world as a diverse nation of

The 2,200km-long border (1,400 miles) between the two countries is porous and there has historically been a steady flow of people both ways.

But increasing price disparities between goods on either side of the border have generated a thriving smuggling business.

Venezuela’s socialist government subsidises many basic food items and petrol in the oil-rich nation is extremely cheap.

Smugglers can make an easy profit buying subsidised goods cheaply in Venezuela and selling them at much higher prices in Colombia.

The Venezuelan government estimates that up to 40% of subsidised goods are lost to smuggling, exacerbating shortages.

The area is also a haven for criminal groups which slip across the border to evade capture.

Following an incident two weeks ago in which three Venezuelan soldiers and a civilian were injured

by smugglers on the Venezuelan side of the border, Venezuelan President Nicolas Maduro ordered the closure of the border near the town of Cucuta.

He also announced a state of emergency in a number of border provinces, allowing officials to search homes without a warrant.

Venezuelan security forces have since deported more than 1,000 Colombians they said were living in the area illegally.

More than 7,000 others have crossed back into Colombia out of fear of deportations, according to Colombian officials.

Some said they had been mistreated by the Venezuelan security forces.

Colombia is planning to bring the issue before regional bodies Organization of American States and Unasur this week. On Friday, Colombia recalled its ambassador to Venezuela in protest, which was reciprocated by the Venezuelans recalling their ambassador.

The Berbice River Bridge Toll Controversy A MAJOR controversy seems to be brewing over the implementation of the Government’s proposed reduction of the toll at the Berbice River Bridge. Finance Minister, Winston Jordan, in his recent Budget Speech, proposed a reduction of $300 dollars for passenger cars and buses and 10% for all other vehicles beginning September 1 this year. This was duly passed as part of the larger 2015 budget. But this past week, the minister complained that the Berbice Bridge Company Incorporated (BBCI), the company which operates the bridge, was using “delaying maneuvers” to avoid implementing the reductions.

The company responded to the minister’s comments with a declaration that the reductions were not a done deal. It further argued that the proposed Government subvention of $36M was inadequate to facilitate the reduction. It instead asked for an increase in the toll or an increase by another 19 years of the concessionary period granted by Government. These proposals were made to the previous Government and the new Government had been in talks with the BBCI on the way forward. The company concluded that it would face bankruptcy if the reductions were implemented under the current arrangements.

While in opposition, some of the parties in the now Governing Coalition and other critics of the Government had raised concerns about the arrangements regarding the bridge that were

entered into by the then Government. They were particularly concerned at the investment of NIS funds which has left the fund in financial disarray. They were also concerned that the Government had made lavish concessions to its friends. For example, it has now been revealed the New GPC, which is owned by a known friend and associate of former President Jagdeo, is one of the largest shareholders.

So where are we? While the presence of the bridge has cut transportation time considerably, the toll costs are out of the range of ordinary citizens. The $2,200 toll for passenger vehicles is exorbitant by Guyanese standards. This is why the governing Coalition had made its reduction a campaign issue which was very popular among the ordinary people who regularly use the bridge.

Now the Coalition has partly addressed the issue, it faces resistance from the BBCI. We say partly, because the reductions proposed by the Government are modest; $1900 is still out of reach for ordinary citizens. Having said that, we do recognise that such matters have to take into consideration other factors such as the ones raised by BBCI. It is our view, then, that the Government’s proposal is a reasonable one that should have been accommodated by the company.

This brings us to the larger question of the role of the Gov-

ernment in ensuring that citizens have ready and equal access to vital services such as transportation, education and health care. It is always a risk to put citizens at the mercy of the market when it comes to these services. In the end, experience has shown that the rich survive and the poor suffer.

We recogniSe that the age of pure Government ownership may have passed, but we believe that joint public-private arrangements must cater more to the needs of the poor. Too many times Governments in Guyana and the Caribbean, in their haste to attract private investments, have compromised and sold out the interests of ordinary citizens.

In the end, development that hurts the vast majority of citizens is at best cosmetic. A bridge that further impoverishes citizens is not progress. There has to be a more equitable balance between affordable services and profits. The Government must not settle for less. And our private sector must be less mercenary. Our local private sector should be more considerate of the plight of the least among us. On this score, we indict the BBCI.

Time to give serious thought to cooperativism MOST recently, Mr Lincoln Lewis, the General Secretary of the Guyana Trades Union Congress, made a case for the new Government to give some attention to the Co-operative Sector. He contends that the Guyana economy is trisectoral, therefore the Government must take that into account, as they plan the way forward in this new dispensation.

In support of the call made

by Mr Lewis, being a cCo-operator myself, I believe the time is now to help that sector, a sector with abundant potential for people’s development.

On the ideological front, it is true that the Co-operative Republic of Guyana derived its name from the Co-operatives.

The Co-operative Sector was seen then as the vehicle to move Guyana from a colonial-structured economy to a socialist one. Therefore, it was the intention of the Govern-

ment at the time to allow the ‘small man’ to be engaged in the economy, by pooling their resources for the purpose of engaging in business as entrepreneurs.

As a matter of fact, it was said that the Co-ops would allow for large masses of people to be involved in the economy as both workers and owners.

However, based on my knowledge, transition is the process to bring the entire economy under State control.

In the Soviet Union, the Co-ops refused ‘take over’ by the State because it was more profitable, and the Co-operators were in charge. Thus, up to the collapse of the Soviet Union, it was a mixed economy. It was expected that the movement would develop in size, thereby increasing its assets and being in a position to compete with the private sector; it was also expected that employment would have been generated

in large numbers, increasing production and simultaneously increasing the wealth of the country by helping in the area of poverty reduction.

What must be noted is that Co-ops are not a Government entity but a people’s one. The Government of the day did not start the movement; it was in existence since the colonial days. Many will argue that at the end of slavery, the freed slaves showcased the Co-op’s spirit when they put their money together, purchased land and created villages.

In its attempt to move along the Socialist road, the Government encouraged the Co-ops growth, and in the 70s it reached great heights. Many of these Co-ops were dependent on the Government for business, so when the oil crisis came and Government had to cut back on its spending, many of the Co-ops folded.

What was recognised is

that the Co-ops were too dependent on the Government.

It was this closeness with the Government which caused the now Opposition to label the Co-ops a PNC thing, while still arguing it was a Government failure. In addition, this view of the now Opposition when in power neglected the movement so that it may have died a natural death.

But the death of the movement did not take place, and there are many Co-ops still standing as good examples: The Fisherman’s Co-ops; Cane Farming Co-ops; Rice-farming Co-ops; and the most outstanding of them all being the Co-op Rice-mill at Vergenoegen, East Bank Essequibo.

Further, it is important that the movement recognise that a Co-op is a business, and must be run like a business, independent of the Government. I believe those in the movement will have to come

to the understanding that the movement belongs to them, and that the responsibility is theirs to shoulder.

The Government’s involvement is to help the movement to get on its feet, unlocking great economic potential by helping to engage people in their own development. This is what is being done for GuySuCo, the rice farmers, and many other entities. So, helping the Co-ops becomes normal.

What can the Government do to give the Co-ops a push to rekindle the spirit of such a movement? The National Co-operative Union must be reconstituted as an interim body, which is done by the Chief Co-operative Development Officer, while the representatives must be chosen by the regions themselves.

Further, the Union must be tasked in conjunction with the Co-op Department, to visit all existing Co-ops and to come

up with a report and a Strategic Development Plan for the movement for the next three to five years.

The Union should also be given a subvention to adequately carry out its function, while working in collaboration with the Co-op Department; to mobilise, train, reestablish link with the ILO, specialise guidance in preparation of project and project management, marketing, capacity building and institutional strengthening.

I believe the Co-operative movement has great potential to develop as a viable sector that will be able to mobilise resources, both human and financial. On the other hand, it will help to increase household income, reduce poverty, and help our people to live the good life.

I share your pain and aspirations, Mr Gildharie I READ with bated breath and longing anxiety the story written by Leonard Gildarie, titled, “Are we guilty of creating criminals?” (Kaieteur News, Sunday August 30, 2015) I noted how Mr. Gildarie allowed his readers a glimpse into his private life by sharing a little of his emotional past.

He spoke of the death of his dad and mom, both at a tender age of his life. What was very subtle, yet profoundly enlightening, was the connection he made between the possibility of him becoming a deviant statistic and notorious manner in which our young, first-time offenders are treated.

His argument is that we need to have programmes that focus more on rehabilitation rather than mere punishment. He went on to quote U.S. criminal-justice statistics to show that the general approach towards incarceration has produced policies that have failed to rehabilitate prisoners, and have made many inmates worse on release than before incarceration.

Growing up in the ghetto

of Laing Avenue (across from Albouystown) and being designated as a “troubled youth”, and then having worked with the Indiana Department of Corrections (USA), both as a criminologist and prison chaplain, have allowed me to witness first-hand, both sides of the realities of which Mr. Gildarie wrote.

It was not uncommon to see a youngster enter the prison system, accused of a minor offence, only to be released and then rearrested for a worse crime. And the story is always the same: “I learned other criminal behaviours while I was in prison the last time.”

M r. G i l d a r i e s o u g h t answers as it relates to the availability of statistics to help us forge our crime-fighting policies here in Guyana. The hard truth is that there are not many of those statistical data available. However, according to the Guyana Prison Service (GPS) Strategic Plan 2010 -2015 “…more youth are involved in crime” and “more youths are coming into the prisons for a number of offenses, including those

of violence in one form or another.”

The Prison Strategic Plan goes on to note that “these youths are, invariably, functionally illiterate, and in many instances, school dropouts from predominantly single-parent families.” This was exactly my problem!

(Someday, like Mr. Gildarie, I will tell my story.)

What Mr. Gildarie suspected, and which is confirmed in the GPS Strategic Plan is that “The present systems and structures are inadequate to effectively respond to the rehabilitation needs of offenders…”

Ever since 2001, this strategic plan was commissioned and funded. It was published in 2011, yet in 2015, the citizenry awaits a single implementation of any aspect of a post-release rehabilitative programme, as highlighted and recommended in that report.

A precursory observation of the prison system in Guyana will find that greater than 60% of the current 1,960 inmates are repeat offenders.

And according to the report, “The majority of the inmates

- 68 % - are within the age group 16 – 35,” or classified as youths. This shows that our youths are going in and out of prison with absolutely no stop-gap methods in place to reduce their re-incarceration.

In reviewing these published statistics and troubling reality, it becomes obvious why President David Granger would take upon himself the humanitarian and conscionable task of reducing the incarceration time of a select group of these offenders. For decades now, the system has failed these troubled youths.

Editor, what is also noteworthy about the Prison Strategic Plan is that it highlights that “…within the time frame (2001-2010), recidivism has increased by over 100%.”

Yes! You read right!

100% of those released from prison between 2001-2010 were rearrested and again sentenced to prison. This caused the compilers of the report to remark, “These trends suggest that the GPS needs to analyse profiles of recidivists, as well as conducting a comprehensive review of its rehabilitation

programmes.”

The framers of the report also promised that the plan would “contribute to the reduction of recidivism by 50% by the end of 2015,” by “More aggressive rehabilitation programms.”

What we know, anecdotally, is that since 2010, both crime and recidivism have increased.

In January 2010, the prison population was 2,100.

If the plans of the report were implemented, Guyana should have been seeing a precipitous reduction in the total number of inmates, which would have brought the numbers down to about 1,100 at the end of 2015.

However, as of June this year, the figure stands at 1,962. If the 40-60 who were released by the President were added to the current figure, it would show that there have been no noticeable changes in the prison population over the last five years.

It is not very likely that the new Minister of Public Security would have had time to analyze, in any extensive way, this 35-page report, however, there must be folks

whom the minister trust to provide him with these kinds of sensitive and timely information, even as he seeks to structure a comprehensive crime reduction plan.

Mr. Gildarie ended his passionate article by noting, “that maybe we need some ‘halfway’ facilities for non-violent prisoners. There needs to be a holistic approach in fighting crime…”

Ever since 2009, I have been suggesting that Guyana needs a post-release rehabilitation centre; a facility geared to providing a formal transitioning of the inmate, from prison back into society.

The facility would be a self-sustaining outfit that provides housing, academic tutelage, drug rehabilitation, job training and placement and spiritual formation. It would be Guyana’s first post-release centre. I therefore concur with the lamentations of Mr. Gildarie, and it would have been a travesty of emotional empathy for me to not let him know that I share his pain.

People need to recognise that there’s a change of Government

IT seems as though many public officials on the island of Wakenaam are not aware that there is a change of Government. Leading the list of public officials are the Wakenaam Neighbourhood Democratic Council Chairman and the NDIA Field Foreman.

These individuals continue to carry out their duties with favoritism, affection and ill will. To solidify my conclusion, permit me to outline some of the many misdemeanours these individuals are guilty of committing.

To begin with, the Chairman, Mr. Zakir Khan would authoritatively and single-handedly purchase whatever he believes is needed at the Council. Proper practice would entail that quotations be submitted and the finance committee approves the purchasing. This man is a oneman-show.

Also, there is no committee set up to do the awarding of contract or jobs. He selects his own cronies to do ‘slapdash’ work. Many times coun-

cillors from the APNU side would raise this matter with the Chairman, and he brushes it aside as if it is no big deal.

My assumption is that he gets a ‘draw-back’.

Notwithstanding the above, there is an excavator on the island which belongs to the National Drainage and Irrigation Authority (NDIA).

This excavator is stationed on the island for the benefit of farmers. It is controlled by the NDIA. I communicated with the NDIA engineer, who told me that a yearly work schedule for the excavator would normally be prepared by the Wakenaam NDC, and be submitted to NDIA. The NDIA would then approve, and the work would go ahead. This has not been happening. Instead, the Chairman would submit the schedule unknowing to the full Council, and work would be done for selective areas.

Recently, the excavator was en route to a place called Moor Farm, and would have dug trenches

on its way in predominant Indian communities, and did not dig trenches in the Afro communities. I informed the engineer, who was totally shocked to learn that the excavator bypassed those communities. He telephoned me ten minutes after our first conversation to say that the Field Foreman said weather was the reason.

Editor, that excuse is old and outdated. The weather was sunny on the day that excavator bypassed those villages; and it was sunny for at least five days after. A small shower of rain fell, and then it was all sun again. They lied to the engineer.

There is a public perception that the excavator spends time doing private work worth millions of dollars, and that the Chairman and Field Foreman benefit directly; however, I cannot substantiate this claim, for I have no evidence to prove it. But if it is true, it is wrong. I therefore call on the Minister of Agriculture to investigate the work of this excavator; and I would further

recommend that a three-man committee direct the operations of this excavator on the island.

NDIA is wasting resources to send an engineer to see which trench should be dug, and which should not. Complicating the matter is the fact that the engineer is not known to the people who

would gladly like to express their grievances over the way this excavator operates. At no time should the NDC control the operations of the excavator, because it will be like running from the jumbie and bumping up with the coffin.

Let it be known that this Government will not condone skulduggery or

bribery. It is a Government for the people, elected by the people to clean up corrupt people.

Let it be further known to the Wakenaam NDC Chairman and NDIA Field Foreman that there is a change of Government.

President meets UN team on Venezuela border controversy PRESIDENT David Granger yesterday morning met with a special team from the United Nations to discuss his Government’s position on the strained relations between Guyana and Venezuela.

A release from the Ministry of the Presidency said that Foreign Affairs Minister, Carl Greenidge and Minister of State, Joseph Harmon were also present at the meeting.

The team, which was accompanied by the United Nations Development Programme (UNDP), Country Representative, Khadija Musa included Chief, Americas Division in the Department of Political Affairs, Martha Doggett, Political Affairs Officer, Marylene Smeets, Legal Officer from the UN Office of Legal Affairs, Diana Taratukhina and Senior Mediation Expert from the Office of the Special Envoy for Syria, Sven Koopmans.

Martha Doggett who is leading the delegation explained, “We are really here to inform ourselves of the views of the Governments and their views on the next steps so that we can advise the Secretary General of the United Nations, who will then speak to the Presidents and craft a way forward.”

While the team is yet to visit Venezuela, Doggett said that the UN has had a number of exchanges with both parties in New York and at the recently concluded CARICOM Heads of Government Meeting in Barbados.

At that meeting, President Granger stated that the Good Officer Process and the Geneva Convention which, have been adopted in the past, have been exhausted and a better solution is needed to end Venezuela’s aggression, with regard to Guyana’s sovereign territory.

At the same forum, Secretary General Ban Ki moon gave

President David Granger with members of the UN Mission a commitment that a mission will be appointed and sent to Guyana, with the aim of addressing the matter from a more indepth and informed point of view.

In Early June, Venezuela’s President, Nicholas Maduro issued a Decree, claiming most of Guyana’s territorial waters on the Essequibo Coast. That Decree was subsequently withdrawn and replaced with a new one that supports and justifies the actions of the Bolivarian National Armed Force (FANB) in defending the newly created Integrated Defense Maritime

Zones and Island, which encompasses most of Guyana’s exclusive economic zone, including the Stabroek Block, offshore Essequibo.

The Decree was issued after United States-based oil company ExxonMobil announced that it has discovered significant evidence of oil in the Stabroek Block. The company has been conducting exploratory works in accordance with the prospecting contract it has been granted by the Government of Guyana, the release added.

Gov’t to act swiftly in reviewing NIS – Jordan - as reckless investments affecting Scheme

GOVERNMENT has disclosed that the investments made by the National Insurance Scheme (NIS), under the former People’s Progressive Party/Civic Administration (PPP/C) have placed the scheme in a difficult financial position.

Wrapping up the 2015 Budget debate on August 28, Minister of Finance Winston Jordan noted that the NIS is facing tremendous financial difficulties and finding great difficulties in fulfilling its obligations to the Guyanese pensioners.

“I think that all of us were hurt at the reckless investment by NIS in CLICO

resulting in the impairment of over $5.6B of NIS money.

Between 2009 to now, NIS has lost $1.8B and as if this was not criminal enough, NIS again made another rather suspect investment in the Berbice Bridge, nearly $1B, for which it is still to collect income,” the minister informed the House.

Minister Jordan further explained that this has resulted in the Scheme, being in an unfortunate position where it is eating into its capital, to make even the minimal benefits to its contributors.

“This cannot continue forever, because if you are going to eat into your capital, the

base is going to be less and the income you get from that will be less,” he said.

The minister advised that the Administration will have to act swiftly in reviewing

Guyana commended on efforts to ensure full compliance with FATF’s requirements - after review by Americas Regional Review Group

ATTORNEY GENERAL Basil Williams and Legal Advisor of the Financial Intelligence Unit (FIU) Alicia Williams were part of a teleconference with representatives of the Financial Action Task Force (FATF) and Representatives of the Americas Regional Review Group (ARRG).

The teleconference was scheduled for August 27 in Quito, Ecuador but because of the 2015 Budget debate in the National Assembly, the AG requested that Guyana participate

via teleconferencing, a press release said.

This teleconference came on the heels of the justconcluded CFATF Ministerial meeting in Miami, Florida.

An agreed action plan between FATF and Guyana was addressed at the teleconference, and this country was congratulated on its effort and commitment, in addressing the majority of the deficiencies identified, after the review

the operations of the Scheme.

This includes looking at the actuarial report that has only been very minimally implemented, to come up with a strategy on the way forward for the Scheme.

“It’s not going to be easy, but it will be a fresh approach and that approach includes entrenching in NIS, whether it is through its laws or whatever mechanisms and the legal aspects itself, to ensure that never again shall NIS be asked to do anything as reckless as it had done over the last five years,” the Finance Minister asserted.

The minister said that it is the expectation of Guyanese,

who have contributed to the Scheme, that they should be able to get their benefits in their time of need. “It is incumbent upon the NIS to be prudent in the investment of our resources, that we are contributing so faithfully every month and over our working life,” Jordan said.

CONSOLIDATED FUND Given the current situation, the minister is of the view that under the Cooperative Financial Institution Act (COFA) the financial shortcomings of the Scheme will have to be funded from the Consolidated Fund. (GINA)

GTUC looks forward to active participation in Social Cohesion Conference - reiterates calls for Ministry of Labour

THE Guyana Trades Union Congress (GTUC) says it welcomes the Conference on Social Cohesion to be hosted by subject Minister Amna Ally tomorrow, 2nd September, 2015.

The GTUC said in a press statement that the act of establishing a ministry gives the impression that the Government is prepared to advance international charters, conventions and laws and put programmes in place to make meaningful this concept which strives for greater inclusiveness, more civic participation and creating opportunities for upward mobility.

GTUC, the release said further, shall take its seat at the table through its President Bro. Leslie Gonsalves, make its input and look forward to active participation.

Social Cohesion as seen by the United Nations “is the glue that holds society together.” Its analysis, seen through three values speaks to: i) Social inclusion which

attends to the degree to which all citizens can participate on equal footing in the economic, social and political life, including whether people are protected in times of need; ii) Social capital which refers to trust between people and in institutions and the sense of belonging to a society; and iii) Social mobility which attends to equality of opportunity to get ahead.

Outlined in the Preamble of the Constitution it requires of us to “Celebrate our cultural and racial diversity and strengthen our unity by eliminating any and every form of discrimination.” Recognising that these diverse strains contribute to the fabric of the nation and making us who we are GTUC calls for respect and strengthening of: Article 13 (inclusionary democracy); Article 38 (duty of trade union to develop economy); Article 147 (freedom of assembly and association), Article 149 (protection from dis-

crimination on the grounds of race, etc); and Article 149C (non-hindrance of the trade union in the management and decision-making processes of the State).

In that social inclusion requires every group opportunity to participate and be recognised as an integral part in decision-making on matters that affect the interests of members of the group, GTUC in its presentation is reiterating its calls for a Ministry of Labour.

The United Nations, Inter-American Development Bank and World Bank acknowledge the relevance of the International Labour Organisation (ILO) Core Labour Standards in pursuing development, hence the importance of a specialised Ministry of Labour observable in other developed and developing countries to effectively deal with, manage and address in a comprehensive manner diverse issues relating to Labour, and the GTUC desires to see same in

Guyana.

The Government’s position that Social Protection includes Labour misses the strategic importance of Labour, not as a core competence of social protection, but as the umbrella of the ILO four strategic objectives which are: “Promote and realise standards and fundamental principles and rights at work; create greater opportunities for women and men to decent employment and income; enhance the coverage and effectiveness of social protection for all; [and] strengthen tri-partism and social dialogue”).

Guyana is a signatory to the ILO and has shaped its Decent Work Agenda Programme off the principles and objectives of the ILO. The importance of Labour warrants separate focus and ministerial oversight. As this Government settles in, this is an area that requires urgent review.

Speaker’s stewardship lauded by Prime Minister

SPEAKER of the 11th Parliament, Dr. Barton Scotland has been acknowledged for demonstrating prudent stewardship in dispensing his role during the recent Budget debate and examination of the Estimates of 2015.

Expressing appreciation to the Speaker at the close of the last Friday’s sitting of the National Assembly, Prime Minister Moses Nagamootoo described Dr. Scotland’s guidance in Shakespearean parlance: “Like a monument of patience.”

“I want to thank you most profusely if I may say, for your calm and equanimity in these last days of our sittings, particularly the sittings that had to do with the Consideration of the Estimates of 2015. I know at

times it seems that we have been competing with tropical storm Erika and sessions have been very stormy,” the Prime Minister said.

The Prime Minister who leads Government’s business in the House, also expressed gratitude to the Clerk of the National Assembly, Sherlock Isaacs, and the staff of Parliament for making the sittings successful. Appreciation was also expressed to the media.

In his remarks, Dr. Scotland expressed gratitude to the Members of the House for their assistance and cooperation, adding that, “Members have been very welcoming and kind in my interaction with them, and I do appreciate that greatly.

I am confident that would continue.”

He told the House that he learnt a lot during the debate. “I have learnt that the

Speaker Dr Barton Scotland practice in this House, when a Member says I am not

making a political statement, what the member means is that I am now starting to make a political statement,” Dr. Scotland said.

The Speaker pointed out that he is a firm believer in relying on someone’s words of commitment, and as such undertook to maintain faith in the approach he adopted during the sittings of the National Assembly.

Appreciation was also expressed to the Speaker, the Clerk of the National Assembly, the staff of Parliament and the media by Opposition Chief Whip Gail Teixeira.

GENDER EQUALITY Women's political participation is a fundamental prerequisite for gender equality. Given the trend of women in education in Guyana, there should be no excuse for finding women to fill major positions. Education is one of the pillars for mobility and if girls are outperforming boys in all sectors, yet men outplaced women in decision-making positions of which women are qualified, there is a policy deficit in ensuring gender equality.

There can be no excuse given the statistics.

The plight of Guyanese

Social cohesion undergirds the fundamental principles guiding international charters, conventions and Guyana Constitution. As such national consultation is not a privilege; it is a requirement of democracy.

The GTUC’s participation and involvement in the shaping, developing and implementing of a National Social Cohesion Policy is guided by these principles.

And while the GTUC lauds this exercise, it desires that the benefit of this exercise must not only be seen in the consultative process but in the implementation and continued engagement, the release concluded.

Rice harvesting to begin soon on Essequibo Coast RICE harvesting is expected to begin within another few weeks on the Essequibo Coast. According to reports, farmers are making use of the current hot weather conditions to drain their fields in preparation for harvest.

Reports said harvesting will start in the south end of the coast as fields with rice in Perserverance, Golden Fleece and Johanna Cecilia are in the ripening stages.

More than 37,000 acres are under cultivation and production is expected to surpass 1,500,000 bags of paddy.

Meanwhile the Region 2 Administration is chipping and grading dams in the rice growing areas so farmers can transport their paddy quickly to rice mills.

Some farmers said they are expecting millers to pay them more than $3,000 for a bag of paddy and are looking forward to prompt payment. They said many farmers in the region are still owed large sums for paddy sold to millers since the last crop. (Rajendra Prabhulall)

PPP/C calls for public debate before implementation of a media policy THE People’s Progressive Party/Civic (PPP/C) has declared that the merits/demerits of a Government-drafted media policy MUST first be publicly debated before any such policy is implemented.

PPP/C General Secretary Clement Rohee was responding to Government’s recent indications that a media policy to regulate all media entities in Guyana is brewing.

Rohee disclosed that during that party’s time in Government, it had also hinted at the need for such a policy, but was rebutted by the then Opposition -- A Partnership for National Unity (APNU) and the Alliance For Change (AFC).

Minister of State Joseph Harmon told a post-Cabinet media briefing on August 28 that “the media, as the Fourth Estate, is an important element in the governance of a country, and therefore it is not something you can touch or do (with) as you want.”

He noted that it was ‘early days’ yet, but said he believes that a policy would emerge. “But what we are saying now is that the media must act responsibly, and that if you are reporting on Government business, you must be fair, balanced, and objective.”

PPP/C General However, Rohee reminded that Prime Minister Moses Secretary, Nagamootoo had presented a document on freedom of the Clement Rohee press in the early days of the PPP, and that one Mr. Rafeek Khan had been hired to do a study on the media in the country.

“So I’m keeping my powder dry and awaiting what the Government will come up with; and I hope they will take into consideration what was stated in those two documents,” Rohee said.

Nevertheless, he conceded, “I don’t agree that the media should have a free-for-all. The question of regulation in terms of the media is going to be a very sensitive issue; maybe it will have some constitutional impacts as well, and I hope that whatever comes out, it will be subject to public debate and discussion before anything is actually formalised and laid in the Parliament.”

But, in what appears to be a conflict of interest, Rohee revealed that freedom of the press in Guyana is sacrosanct; and, accordingly, the PPP/C is calling on the Guyana Press Association, the Caribbean Association of Media Workers and the International Press Institute, Reporters without Borders, and every other organization representing journalists worldwide to condemn these creeping attempts at suppressing freedom of the press in Guyana. Region 3 Chairman appeals for residents to stop littering - says both residents and business owners are main contributors to the problem

REGION 3 Chairman Mr. Julius Faerber disclosed, in a recent interview with this publication, his deep dissatisfaction with the way residents of the Essequibo Islands/West Demerara community are disposing of their garbage.

He decried the situation of garbage being dumped along the reserve and the waterway as unbecoming to the point of beginning to pose serious problems for the Region 3 Administration, which he heads.

He has said that both residents and business owners are guilty of engaging in the practice of indiscriminately dumping their refuse, and he

is pleading with them to desist from littering their environment, and to find better ways to dispose of their garbage.

Faerber is admonishing residents and business owners to use the garbage disposal company which is available in Region 3.

A reporter from this publication who recently visited Region 3 encountered a sorry sight: The reserve was strewn with garbage; and as the water receded from canals and trenches, the volume of garbage that is released into the Demerara River became shockingly evident and very alarming.

Faerber has also appealed to the Neighbourhood Demo-

cratic Councils to be vigilant so that charges could be instituted against lawbreakers, who are mostly business persons.

He mentioned that “these acts are committed by businessmen in the region who pay persons to take out their garbage and vehicles; just take it and dump it along the embankments”.

He related that, a few months ago, regional authorities had to call in law enforcement officers because business owners had been hiring irresponsible persons to dump their waste on the railway embankment. (Sherah Alleyne)

Equal attention will be placed on prudent solid waste management and the removal of derelict vehicles which are ever present eyesores.

According to Singh, the indiscriminate disposal of solid waste, resulting in the clogging of drains and canals, is reflective of the indiscipline in society, lack of planning and need for restriction of plastics and Styrofoam.

The wanton disposal of plastics in waterways poses a threat to marine life and this, along with other related problems, he said, would be tackled at the national level.

Aside from these, Singh said comfort will be brought to the homeless, addicted and mentally-challenged, through counselling and guidance.

HUMANE TREATMENT “We need to treat these people with humanity because we view ourselves as a caring society…. There is a building, a complex that was established for such a purpose at Onverwagt, it is known as the Hugo Chavez building. It was made available to us by Venezuela and I was told that it caters for over 300 residents, currently as of last week, it has only 30.

So it is an asset which is underutilised and we need to make use of it and hopefully reduce or eliminate incidents of persons wandering the streets aimlessly because they are not cared for,” Singh said.

But he noted that for these developments to occur, strong attention would have to be placed on behavioural and attitudinal change, not only on the part of people towards the vulnerable, but also towards the environment.

Singh said Guyanese have to move away from the mind-set of cleaning up the environment only when there is a national event, stressing that a revolutionary approach is required for a clean, beautiful and prosperous Guyana.

On that note, he called for a return to teaching of civic responsibilities as well as the history, culture and geography of Guyana in

the school system. This, the veteran public servant said will help young people to feel proud to be Guyanese and influence pride in their behaviours and attitudes.

PUBLIC CONSULTATIONS The work of the Commission, Singh said, will be guided by public consultations, and Committees will be established in every region to ensure the proper execution of works to restore, rehabilitate and renew Guyana.

In all, six committees will be established. These are a National Drainage Committee headed by Frederick Flatts; a Solid Wa s t e M a n a g e m e n t Committe led by Gordon Gikes; a Traffic Management Committee headed by Godfrey Vaughn; a Sustainable Physical Renewal Countrywide Committee supervised by Damien Fernandes; a Welfare Management of Homeless, Addicted and MentallyChallenged Committee chaired by Donna Short-Gill; and a Public Consultation Stakeholder Committee led by Alex Graham.

The Restore Guyana Project, Singh said, is aimed at rebranding Guyana, where Guyanese can be inspired to see the need for change within themselves, families, schools, religious institutions, neighbourhoods, communities, the regions and the country as a whole.

“Only by such systemic changes in ethics, attitudes, behaviour and a sense of responsibility in all of us, will the Restore Guyana Project be sustainable,” Singh told reporters.

TIMETABLE The Commission has been given a clear timetable for deliverables.

I n S e p t e m b e r, i t w i l l be required to submit a summary report derived from research and public consultations to the Minister of Public Infrastructure; in October, a draft restoration plan including detailed plan and budget for Phase 1 activities; in November present a final restoration plan; and from November to May 2016, monitor implementation of Phase 1 of the ambitious project.

Project Restore Guyana, Singh said, is a national exercise, pointing out that it will involve the participation of every Guyanese, from the youth to members in the diaspora.

Many, he added, are very interested in what’s happening in Guyana and how they can contribute to the process of development.

It is timely that well considered and coordinated strategies be implemented to bring the desired solution to the waste management problems in Guyana.

THE following is the full text of a message from the Guyana Hindu Dharmic Sabha on the passing of local businessman, Andrew Juman: “The Guyana Hindu Dharmic Sabha is deeply saddened by the passing of one of Guyana’s most creative and talented persons, Andrew Juman of Andrew Arts.

“Popularly known for designing and crafting spectacular floats, which could be termed masterpieces, for the Diwali Motorcade on behalf of the Beharry Group of Companies, his creation was the most awaited one each year.

“He was passionate about the motorcade, and dedicated his energies each year to raising the bar. He won the Best Float and Designer for many, many years, and in recent years sponsored a special prize for new designers, in an effort to encourage greater participation in an event that was so dear to his heart.

“Andrew was also involved in our immigration activities, creating wondrous ensembles to reflect the historical period.

“We extend our heartfelt sympathy and prayers to his wife, Nirmala; daughter, Mishal; and the rest of his family. He will be greatly missed.”

Wakenaam joiner produces Guyana’s first wooden bicycle

the country's first bicycle made from hardwood that is grown in Guyana's forest.

According to reports, Mr Shazim Bacchus, a resident

of San Souci, who is a joiner by trade, has produced the bicycle from hardwood that is abundant in the country’s rich forest.

A proud Sazim Bacchus with his wooden bike Bacchus in an interview with this publication said he has constructed the bicycle using his own skills and technology. According to the joiner, God has blessed him with the special skills of producing furniture which includes chairs, tables, kitchen cupboards, wardrobes, dining sets and beds in all models and descriptions.

He said his business is established under the name ‘EF Trading’ which means Evergreen Exotic Forest at San Souci. Bacchus said that since Guyana has abundant hardwood, it can be used to manufacture bicycles which is adding value to the wood in a different way.

The skillful joiner is proud of his achievement and is looking forward to manufacturing more bicycles from hardwood.

Bacchus who is the son of carpenter/ contractor, Mr Kazim Bacchus, has responded to a call by President David Granger for value-added products. The President in a call to Guyanese recently at Charity said too much raw materials are exported out of the country and he wanted value to be added to products.

The joiner said he is proud that Wakenaam has produced the country’s first wooden bicycle from hardwood.

CARDIFF, (Reuters) - England held their nerve to beat Australia by five runs in a thrilling finish to a oneoff Twenty20 international yesterday.

Captain Eoin Morgan smashed a superb 74 off 39 deliveries to lift the home team to 182 for five and, despite a brilliant 90 by Australia skipper Steve Smith, the touring side fell just short of their target.

India, South Africa to play Gandhi-Mandela series

Haroon Lorgat: For the people of both our countries there is no greater duty than to uphold the ideals of both Mahatma Gandhi and Nelson Mandela.

ALL FUTURE bilateral series between India and South Africa, including South Africa's forthcoming tour of India, will be called the Mahatma Gandhi-Nelson Mandela series, the two boards have announced.

The Test series, the BCCI and Cricket South Africa said, will be played for the Freedom Trophy.

"BCCI, on behalf of every citizen of our country, is able to pay tribute to these great leaders by naming the series after them, and appeals to each and every citizen of our country to imbibe their ideals and follow the path advised by them,"

BCCI secretary Anurag Thakur said in a statement.

CSA chief executive Haroon Lorgat said that naming the series after Gandhi and Mandela was "eternal news for our people and cricketers.

"For the people of both our countries there is no greater duty than to uphold the ideals of both Mahatma Gandhi and Nelson Mandela," he said. "As cricketloving people we must fight hard to win on the field of play but never forget to do battle in the spirit of these two great men."

Gandhi was the leader of India's non-violent freedom

struggle, and had a South African connection as well, having practised law in the country. Mandela spearheaded the anti-apartheid movement in South Africa, and was the country's president from 1994 to 1999.

The announcement is significant in the context of ICC chief executive David Richardson's recent concerns over the relevance of bilateral series that don't have an "iconic, traditional status".

India will host South Africa for three T20Is, five ODIs and four Test matches between October and December this year.

GTTA president Godfrey Munroe described the programme as a success and told the 62 players who registered for the camp that sessions during the seven weeks catered not only to table tennis development but also to life skills, He also mentioned that the coaches of the camp

worked tirelessly for the past seven weeks and advised the players to put into practice what they have learned at the camp.

Gervy Harry, Administration Officer DOS/NSC, praised the work of the coaches who played a pivotal role, catering for children between the ages of three and 18 years.

The camp produced in the past, players who have represented Guyana at the youth level. He told the participants that wherever they go, they are ambassadors of Guyana.

Ministry of Education Department of Culture, Youth & Sport PE Instructor Seon Erskine, who represented the Director of Sport Christopher Jones,

told the youngsters that not having the right attitude can rob them of a place in the team despite how much talent they have.

He warned them not to waste this opportunity and “don’t let anyone tell you that sports can’t take you anywhere and to focus all of your time on academics”, adding, “Don’t forsake your education, but try to be a balanced person by getting involved in sports.

Of the 62 registrants, 90% received the Ministry of Education, Department of Culture, Youth & Sport, National Sports Commission Certification of Participation and GTTA Certification of Achievement Bronze Award.

GHB embarks on fund-raising website IN AN effort to raise funds to return to international outdoor competition for the first time in eight years, the national men's hockey team have launched a website that will allow hockey fans and patrons to make donations online.

The team will be competing in the Pan American Challenge which will be contested in Chicklayo, Peru, October 3-11, 2015.

The tournament will feature teams from Barbados, Brazil, Ecuador, Panama, Peru, Puerto Rico, Uruguay and Venezuela.

Guyana will come up

against Uruguay on October 3 and Venezuela on October 4 in their two preliminary matches.

This tournament is the penultimate phase of the Guyana Hockey Board’s two-year development programme with the Pan American Championship in Canada next year being the final stage.

This tournament follows an excellent performance in April 2014 when Guyana’s senior National men’s team, returned to international indoor competition after a four-year hiatus and played at the indoor Pan American

Cup in Montevideo, Uruguay.

The team which comprised five junior players, defeated regional powerhouse and No. 6 worldranked Argentina twice to finish in an impressive third.

That international medal was a historic first for the Guyana Hockey Board.

Guyana will field a squad of 16 players who will be selected shortly from the current 30-man squad currently undergoing extensive training.

The budget for the trip is upwards of G$8M (Cdn$52 000).

THE Guyanese players at the CAREBACO (Caribbean Regional Badminton Confederation) snapped up bronze medals when the tournament wrapped up in the Dominican Republic last weekend.

The team won five bronze medals in the Individual Championships in what was clearly the smallest team at the event, a mere 4 persons compared to others who had 25-30 persons.

Fourth seed Nishikori, who last year became the first Asian man to reach a grand slam final, found defeat hard to swallow after squandering two match points in the 6-4, 3-6, 4-6, 7-6(6), 6-4 loss to Frenchman Benoit Paire.

Cayman Islands police looking into football association, government halts funding

By Simon Evans MIAMI, USA (Reuters) The Cayman Islands Football Association (CIFA), until recently headed by arrested FIFA official Jeffrey Webb, is facing an investigation from police on the Caribbean island in the latest probe linked to corruption in the sport.

The Cayman Islands' Anti-Corruption Commission said yesterday that an issue relating to CIFA was reported to them.

"The Anti-Corruption Commission can confirm that a matter involving the Cayman Islands Football Association (CIFA) has been brought to the Commission's

attention. This matter is being reviewed and no further information will be released at this time," a spokesperson for the body told Reuters via email.

Local media reported that CIFA's auditors had reported "suspicious transactions" to the authority.

The auditors Rankin Berkower did not respond to requests for comment. CIFA did not immediately respond to requests for comment.

QUEEN Street-Tiger Bay held on, to come out victorious against Agricola on night five of the GT Beer Futsal Tournament at the Cliff Anderson Sports Hall (CASH).

The Petra-organised event saw Tiger Bay win 5-4 against their opponents who conceded two early goals. Darren Harris drew first blood in the third minute then Jason Fredericks doubled the lead in the fifth which took the match into halftime.

Tiger Bay went up by three in the 18th minute when Fredericks completed his double but three minutes later it was a two-possession

game once again when Travis Welch scored for Agricola. Two minutes later Agricola gained more momentum and were trailing 2-3 when Anthony Rollins scored.

Harris completed his double in the 27th minute and the very next minute Tiger Bay were 5-3 as Alpha Fletchman countered immediately. Agricola continued fighting but were only able to pull one back through Rollins completing his double in the 29th but could not find the equaliser before time expired.

JUST Call Me Boss of the Jagdeo stable and ridden by Trinidadian Nela Mohammed ran a well calculated race to upset a star-studded field and beat off the fast-finishing favourite C.P Got Even, with some controversy in the end, to win the feature event of the Real President’s Cup horserace meet, held last Sunday at the Rising Sun Turf Club, Arima Park, West Coast Berbice.

The event was organised by the Rising Sun Turf Club (RSTC) in collaboration with the Inshan Bacchus Trucking Service and friends of Rising Sun. The large crowd which included Minister of State Joseph Harmon and Minister within the Minister of Public Infrastructure Annette Ferguson among other senior government officials witnessed a well organised and an incident-free day of racing.

The 10 animals in the feature C Class and Lower 1600m event were sent on their way on a level brake as the crowd took up ever available position. As the animals took flight Just Call Me Boss the four-year old animal imported from Trinidad showed its intentions early as it took to the front.

As the horses hit the first turn and into the back stretch, the animals were beginning to bunch up as they jostle for the lead. However, Just Call Me Boss was maintaining its position among the frontrunners as they set a merry gallop.

By then the strong finishers in C.P Got Even, Spit Fire and Jack In My Style were beginning to take orders as they start to move into position. Around the far turn, positions were changing rapidly as the animals continued their gallop on the fast track.

THE Guyana Football Federation (GFF) yesterday met with Minister of State Joseph Harmon, in the Federation’s move to garner the Government of Guyana’s support for its Stag Elite League, which is set to kick off on Friday, September 18 at the Leonora Track and Field and Football Facility.

Chairman of the GFF Normalisation Committee Clinton Urling, Vice- chairman Dr Karen Pilgrim, Technical Director Claude Bolton and Assistant General Secretary Deidre Davis represented the GFF at the meeting which was held at the Ministry of the Presidency (MOP).

Eight of the country’s top clubs (Slingerz FC, Fruta Conquerors, Pele, Alpha United, Buxton United, Monedderlust, Georgetown Football Cub and Guyana Defence Force) will meet in what is considered the most lucrative league ever held in Guyana.

“It’s an eight-month league for our highest level of football in the country,” Urling added that it would require enormous resources to pull off the league in a professional manner, noting that even though the GFF and FIFA are “putting a lot” into ensuring that the league starts, government’s support is also needed to make the league a reality.

Yesterday’s meeting, according to Urling, was to “discuss the mechanics of the league and to solicit government’s support financially.”

Meanwhile, the Minister of State pledged government’s support for not just the league, but the sport in Guyana.

Harmon, an ardent follower and lover of the sport of football, indicated that he would like to see “a clear tangible programme that says we are going to pay attention to these young men and women
