President urges BEST awardees to stay the course - take advantage of a golden opportunity

AS the 2015 batch of the Burnham Education Scholarship Trust (BEST) awardees received their bursaries yesterday, they were urged to see education as an entitlement and to grasp at the opportunity to learn.

The charge was made by President David Granger as he addressed students, their parents, and well-wishers who gathered at Congress Place, Sophia, for the simple ceremony.

“We have committed ourselves to ensuring that every person who enters the BEST as an awardee will build a relationship [with us]… We want you to remain [in the programme] every single year to see you through your secondary school, and, hopefully, when finances and circumstance permit, to see you through university as well,” President Granger said.

Commending the 12 awardees on their achievement at this year’s National Grade Six Assessment (NGSA), the president urged that they not rest on their laurels, but rather see it as the beginning of greater things to come.

He also urged that they not look upon the bursary as a mere “hand out,” but as a “hand up” for their parents, in that they would have one less thing to worry about.

As is the Government’s policy on education, President Granger committed to working towards free education for all, from nursery to university, as this is still one of the pillars of the Constitution of Guyana.

“I believe, in the mar-

row of my bones, that education is an entitlement; and unless children have access to education we will have in this country something called educational apartheid,” he said.

And in order to achieve this goal, President Granger spoke of his Administration’s plans to provide the basic needs, such as textbooks, uniforms, meals, and transportation for school children in all 10 administrative regions.

He also spoke of the Administration’s efforts to bridge the education gap between the rich and the less fortunate, noting that moves will be made to bring about equal opportunity within the education sector.

As he wished the awardees every success in the academic year ahead, he urged that they “avoid the pitfalls of adolescence,” particularly teenage pregnancy, which continues to be a growing problem among teens.

On that note, the President said organisations such as the BEST should step in and play a greater role in tackling the issue of teenage pregnancy in schools and the growing number of school dropouts.

In closing, he took the opportunity to thank the many donors who have over the years played a role in keeping the scholarship programme alive.

Guyana Festival shifted to 2016 --will be among grand events to celebrate Guyana’s 50th Independence anniversary

By Tajeram Mohabir THERE will be no Guyana Festival this year, but a grand festival will be held to coincide with Guyana’s 50th Independence anniversary next year.

This assurance was given in the National Assembly yesterday by Tourism Minister Cathy Hughes, who explained that due to the time of year the Administration assumed office, not much planning could have been done for the festival this year.

GuyExpo, Guyana’s premier trade exhibition has also been shifted to 2016, to be part of a number of grand events to mark the country’s 50th anniversary as an independent nation.

The Guyana Festival was re-launched in August last year. The festival featured the heart of Guyana through “sound, taste and soul” and showcased the country’s culture, as well as its tourism potential.

The grand event was held at the Guyana National Stadium, Providence, East Bank Demerara, and it offered a mixture of the country’s traditional music, dance, food, art and craft.

The festival was promoted as part of the country’s wider tourism package.

Ali then put the question to the minister, given that a handsome amount of fuel is available, if it is wrong for the Government to say that the former Administration abused the use of fuel when it was in office.

But Gaskin said that is not an issue he could determine.

The coast guard did not say what caused the deaths, which add to a toll already thought to have exceeded 2,300 so far this year, according to the International Organisation for Migration.

Government should be commended for its 100-day performance DURING the election campaign, the now governing coalition promised to do several things during its first 100 days in office.

These included raising the salaries of public sector workers; a phased reduction of VAT; reducing the toll at the Berbice River Bridge and increasing the Old Age pension. Prime Minister (PM) Nagamootoo told Parliament that the Government has kept its promises to the electorate. According to the PM, “The implementation of the 100-day plan reveals the quality of our no-nonsense leadership style to get things done and our preparedness, from day one, to keep these promises.” He went on to observe that, “The 100-day promises merely tested the character of this Government to deliver.”

We generally agree with the Prime Minister. A close look at the menu of promises would show that the Government has accomplished or started more than 75% of the items. This is a more than satisfactory accomplish-

ment. The first 100 days in office for any Government are always a testing period. On the one hand, the Government has to get used to governing. It is not easy to pivot from opposing to governing in a matter of weeks. On the other hand, the Government has to be mindful that it made promises to its supporters and to the country, and that there would be expectations. Its supporters would want it to deliver on those promises while its detractors would want it to fail.

What is important is that the Government has kept its promises to the least among us -- the poor and the downtrodden. It has raised the salaries of the working poor. It has raised old-age pensions. While we are still some way away from a living wage for the working people, these increases represent real relief for thousands of families.

The Government should be commended for moving so aggressively on this front.

Having said the above, we must take issue with those who have made a big deal of the fact that more of the 100-

day plan was not accomplished. Manifestos are meant to give the electorate a sense of the policy direction of the party or parties. It is virtually impossible to accurately predict what could be achieved in any given number of days. You don’t always know, for example, what is the state of the country’s finances or you could not foresee natural disasters such as floods.

It’s early days yet. The real test is whether the Government could maintain this momentum over a longer period. Good governance cannot be really tested by what a Government does in 100 days. It has to perform consistently over a longer period. But, if this Government exploits its full capacity and if it adheres to democratic principles of consultation, accountability and equality, it can change the country for the better. It has made an encouraging start.

During Mrs Merkel’s visit, protesters outside the centre chanted slogans including

Most people in Germany are welcoming to the migrants, opinion polls suggest.

AG: More coroners to be appointed --Legislation being reviewed

AT T O R N E Y- G e n e r a l and Minister of Legal Affairs, Basil Williams, in a recent interview with GINA, explained that the necessary legislative enactments needed to examine killings in the country are currently

being addressed.

“We are looking at legislation that would widen the categories of persons that could conduct inquests, so that we can start the process,” Minister Williams said, adding that inquests are only held by magistrates within

the varying Magisterial Districts.

These judicial officials, he said, are, however, currently burdened by their heavy workload. “We need to look to see how we can widen that category of persons (magistrates) who

would be dedicated to expediting the number of inquests we could deal with,” he said.

At an inquest, the Magistrate acts as a coroner; a jury is empanelled; and evidence is taken from witnesses and statements made from investigations.

These measures, the minister said, form part of an

holistic approach that deals with the delivery of justice.

Other measures include, but are not limited to, addressing the constraint of funding needed to improve the quality and delivery of justice, along with addressing the backlog in both criminal and civil cases.

A number of legislative enactments were made since

the new Government was sworn in, and they all serve to ensure the rule of law obtains in Guyana.

These enactments include the Constitutional (Amendment) Act; the Fiscal Management and Accountability (Amendment) Act; and the Local Government (Amendment) Act. (GINA)

More $$ for private children’s homes (Trinidad Guardian) UNC’s deputy political leader Marlene Coudray says the Government is moving to reduce the disparity in the allocation of subventions given to private children’s homes and state-run orphanages.

She was speaking at the official opening of the $14 million Ste Madeleine Male Transition Home at Osbourne Lane, Ste Madeleine, yesterday. The home, built on Caroni lands, will accommodate adults, aged 18 to 24, who are in the care of the State.

Delivering greetings on behalf of Minister of Gender, Youth and Child Development, Clifton De Couteau, Coudray said over $20 million is spent annually to care for 217 children in state-run homes.

She said private homes were given only $25,000 a year by the Government even though they accommodate over 600 children.

Admitting there were flaws in the system, Coudray said: “Some children have returned to state homes and have reported experiencing

homelessness, lack of family support and financial struggles, due to impoverished education, vocational and necessary life skills.

“The ministry has also committed $11.7 million for the restructuring of the Josephine Shaw Hostel to facilitate the provision of transitional facilities and services by the Salvation Army.”

Coudray said the new home would ensure that youths were well prepared for a life of independence and social inclusion.

She added: “The home will be managed by a non-governmental or community-based organisation. Cabinet has agreed that Nipdec will handle the sourcing of the human resource.”

She also said a site had been identified in Aripo and architectural plans were almost complete to build T&T’s first male and female rehabilitation centres for children who were in conflict with the law.

Farmer found dead in Lower Pomeroon home

FIFTY-three-year-old Mannie Nobegra of St John, in the Lower Pomeroon River, was found dead in his house Monday morning.

Reports say the man, who was a farmer, lived alone. He was never married, and had no children.

According to reports, a friend of his went to visit him early Monday morning when the discovery was made.

The body was taken to the Charity Hospital mortuary where a post-mortem will be be performed to determine the cause of death.

Police investigations are in progress.

Logging on the decline in Santa Mission - Other issues worry residents

By Shivanie Sugrim RESIDENTS of the tiny Arawak community of Santa Mission, a little haven nestling on the Kamuni River in Region 3, (Essequibo Islands/West Demerara), are complaining about a host of problems, the most pressing of which is deterioration of lumbering/logging activities, their principal source of income; and lack of adequate transportation facilities.

When this publication visited the village, residents apprised this reporter of the above concerns, and added that the lack of cooperation from villagers is hindering community development.

Mere months ago, the Private Sector Commission (PSC) had complained of being faced with a drop in consumer spending and delays/suspensions in projects because of non-payment.

Foreign and local business interests have also put a hold on investments, but Minister of Business, Dominic Gaskin, is reported as saying the situation exists because people were awaiting the outcome of the May 11 elections in order to see the direction of the new Government and what direction it had determined to take with the budget.

The country is presumably facing an economic slowdown. Aside from the aforementioned reservations promulgated by the PSC, an online poll conducted by one section of the media indicated that most Guyanese are of the opinion that the escalating crime rate has contributed significantly to this alleged economic slowdown.

Though there are rarely any reported cases of crime in the Arawak community of Santa Mission, the issue of lack of investors is important when it comes to logging.

And this was according to Andrew Ashby, a man who has spent his entire life as a logger in the Santa Mission village.

“We getting a hard time fuh sell we wood and survive in a place like this. We don’t have enough buyers.

Right now we have only two buyers, and logging has been working out very bad for all of us (loggers) here,” the dissatisfied resident confessed.

“This is the first time that the community is faced with a massive decline in the logging business,” said Ashby.

He added, “Now you gotta beg fuh business, because we gotta get fuel, food, and everything is expensive.”

‘Samuels’, a relatively young man and nephew of village Toshao Aubrey Samuels, also expressed his concerns about the village.

“I’m living here all my life, and it is not too good, because the community is not really developing. Cooperation from the people is not good, and without that cooperation, we (villagers) can’t get anywhere,” he pointed out.

Although the community has been transformed into a tourist destination by the renowned multi-billion-dollar Roraima Group of Companies, Samuels said, the state of the community at present is not being upkept, and for this reason, it discourages tourists from visiting.

Population of the village stands at 400, and the buying power is still there, the community’s first shopkeeper, “Jones” said.

Just five minutes into the village, there is the wooden shop embedded in the lower flat of Jones’s two storey house.

“I used to be the only shopkeeper here, but now there’s competition; but the buying power is still here. I travel to Georgetown once a week to stock some goods and groceries and confectionery, but sometimes the transportation is not always reliable here,” Jones bemoaned.

Another businessman, Edward Williams, expressed concern at the steady depletion of the village population, as persons are forced to move away from the village because of their children’s schooling. The population, he said, was originally about 800, but has dropped to half that amount.

The community has only one primary school, the Santa Mission Primary, which the Roraima Group of Companies has adopted since its establishment in 1995. It is this factor which has led to the upsurge in migration from the Santa Mission community to Georgetown, as parents moved along with their children to ensure completion of their secondary and tertiary education.

The community has a fairly good water and electricity (solar-power) supply, and one health centre, staffed by one health care worker.

President David Granger recently introduced the National Toshaos Council (NTC) and proposed a “10-point plan of action” for development of the hinterland. That plan contains Government’s commitment

to closer integration in development of the hinterland and indigenous communities on Guyana’s coast.

Government is expected to launch a Hinterland Employment and Youth Service (HEYS) scheme come September. It will be aimed at providing sustainable jobs, and providing youths with various skills to prepare themselves for the world of work.

Residents of the Santa Mission community are anticipating the implementation of Government’s promises, so as to aid in the development of their reservation.

House approves $582.4M for Ministry of Business

DAY two of consideration of the budgetary estimates came to an end Tuesday with the National Assembly approving a $582.4M allocation for the Ministry of Business.

Subject Minister Dominic Gaskin though faced with a plethora of questions, was able to convince the House to approve his budget.

Questions from the Opposition PPP focused on the ministry’s current expenditure for Policy Development and Administration, and Business Development, Support and Promotion programmes.

Responding to the question of whether the number of contracted employees represents new employees or those who were previously employed in the Ministry of Tourism, Industry and Commerce, Minister Gaskin said there were no

new employees, as they were all transferred from the Ministry of Tourism, Industry and Commerce.

On the question of allocation for maintenance of buildings and which one in particular, Gaskin explained that it had to do with the ministry's head office on South Road, and the National Exhibition Centre in Sophia. He confirmed that his ministry's headquarters was formerly occupied by the Tourism Ministry.

Minister Gaskin, in justifying an allocation of $11.6M for electricity charges when no such figure existed under that line item in the two previous years, explained that the quotation represents electricity charges for September to December 2015 for his ministry's headquarters, and the National Exhibition Centre.

It was further explained that the estimates were based on the average rate being paid per month, and that the allocation of $12.8M for security services represents what will be paid for such services to both the headquarters and the National Exhibition Centre in Sophia.

The Ministry of Business recently began consultations to prepare a five-year strategic plan, and in keeping with this, has allocated $123M to agencies such as the National Bureau of Standards, GO-Invest, and the Small Business Bureau.

Of this amount, the Small Business Bureau will receive 20%, which is a direct provision of the Small Business Act, which was never implemented under the previous Administration. Additionally, 68% of the allocation will be directed to Go-Invest for the execution of its mandate. (GINA)

City restoration, Linden water rehabilitation get the nod - so, too, other community projects

THE National Assembly has approved budgetary allocations for the Ministry of Housing and Water, and for the Ministry of Local Government and Regional Development.

After intense questioning from the Opposition on a number of proposed expenditures, Minister of Communities Ronald Bulkan was able to defend the provisions and allocations made in Budget 2015, resulting in the Assembly approving the Current and Capital Expenditures for the two ministries.

The Ministry of Communities allocation also received the green-light from both sides of the House. However, the ministry is yet to be gazetted as an existing institution.

Following the change of Government in May, the ministries of Local Government, and Housing and Water were brought under the single umbrella of the Ministry of Communities.

The allocations approved include provisions for the period January 1 to August 31, 2015, when the ministries were listed separately, and provisions for the Ministry of Communities, for the period September 1 to December 31, 2015.

The Community Infrastructure Improvement Project (CIIP) received an allocation of $111.2M. This programme aims to improve drainage and irrigation, as well as the envi-

ronment.

The Community Road Improvement Project (CRIP) that targets institutional strengthening and project administration, along with the completion, construction and rehabilitation of community roads, will receive M$101 million.

Also, the Infrastructural Development and Building Project received $1.1 Billion for the paving of roads, drains, structure and pure water distribution networks in several areas including Sophia, Charity, Hope, and Farm, among others. Further, the Low Income Settlement Programme II that was also catered for in this allocation received $261.2 million.

The Water Supply Rehabilitation-Linden that aims to achieve improved quality of water has an allocation of $457.8 million.

Under the new Ministry of Communities, $359 million has been allocated under the capital subvention programme for the municipalities and Neighbourhood Democratic Councils (NDCs).

The Infrastructural Development and Building Project that targets the improvement of facilities, received an allocation of $499.1 million while the Georgetown Restoration Programme

that aims to improve the environment of the city, received $300 million.

Further, the Coastal Water Supply project received $422 million. This project is aimed at improving the efficiency of water supply along with improved health and well-being.

Among ongoing projects that fall under the ministry’s purview are the CRIP that received an allocation of $206.7 million, and the Water Supply and Infrastructural Improvement Programme that received a total of $949.7 million; this aims at improved water capacity.

SUSTAINABLE COMMUNITIES MANAGEMENT This is a new programme that is catered for under the Ministry of Communities and captures three sub-programmes: the Strategic Direction and Management, Regional Management & Development, and Local Government Management & Development.

The Sustainable Communities Development is also a new programme under the ministry that comprises two sub-programmes that are Strategic Sustainable Settlement Service, and Water & Sanitation Service. (GINA)

Ministry of Tourism’s 2015 estimates get nod of approval THE National Assembly yesterday approved $865.7 million for the Ministry of Tourism.

This covers a $685.8M allocation to the Ministry of Tourism, Industry and Commerce for the period January 1 to August 31, 2015, and an allocation of $180M for the new Ministry of Tourism for the remainder of 2015.

During deliberation on the estimates, Minister of Tourism Cathy Hughes was asked to provide clarification on an aggregated $30M increase in subsidies in 2015 as against 2014, for the Guyana Tourism Authority (GTA).

She explained that this is to implement a marketing

plan and to fund various vehicles to promote destination Guyana. In this regard, the minister said the monies will fund measures such as GTA representatives’ attendance at trade shows, and the promotion of Destination Guyana, via outlets such as magazines, and radio and television stations across the world.

Clarification was also sought on an allocation of $3.95 million for the maintenance of buildings. Minister Hughes explained that the work is to be done at Colgrain House, which is the location of the new ministry. She further clarified that the interventions to the building include electrical works and

changing the different door locks.

Of the $179.9 million approved for the new Ministry of Tourism, the sum of $68 million has been budgeted for the development of policies, for a sustainable national tourism industry, and $74.1 for tourism development, including measures aimed at creating a destination market plan, to position Guyana as a globally recognised tourism destination.

A sum of $37.8 million covers consumer-protection services, including among others, measures aimed at increasing awareness of consumers’ rights, and participation in World Consumer Day activities. (GINA)

Money from cash grant to be plugged into other programmes – school buses to be brought back

By Shivani Sugrim MONEY from the $10,000 education cash grant programme will be plugged into the school-feeding programme, besides another increase in the uniform voucher programme and the procurement of school buses.

Despite the public’s criticism of Government’s move to put distribution of the cash grant on hold, Education Minister Dr. Rupert Roopnaraine, during his budget debate presentation to the National Assembly last Friday, assured citizens that the money that was once used to fund the cash grant programme will be “redirected” towards widening of the school- feeding programme, among other enhancements.

“I wish to say that the funds will be redirected into the increase of the uniform voucher programme and the widening of the school-feeding programme,’’ said the minister, while adding that, “the large school buses have to come back,’’ citing the dangers and expensive travelling in the current buses.

Mere days after assuming office, Government had taken steps to review the education sector’s spending priorities which will determine which programmes should continue or not. Under the previous Administration, several policies were implemented which, according to Dr. Roopnaraine, have not

resulted in any “meaningful improvement.”

The education cash grant initiated under the previous Administration was under thorough review by the new Administration since the manner in which it was implemented, with no criterion to determine who benefits, was more reflective of political gimmickry.

Many felt that the programme should have been tied to students’ performance, with the focus being on building strong parental involvement in children’s education, Minister which would more likely have Dr. Rupert Roopnaraine yielded value for the money invested.

It is this factor that led Government to review the programme, so as to ensure that the most marginalised groups in the country are the prime beneficiaries of the grant and not

those well-off parents and those children who would hardly attend school.

“We need to determine how successful we have been in providing and expanding access to education for the most marginalised groups in the country. We will ensure that the system does not perpetuate inequalities by differential levels of access to certain groups, based on their geographical locations and ability to take advantage of educational opportunities,” said Dr. Roopnaraine as he quoted this aspect from the 2015 budget.

After a startling discovery that most children attend school on an empty stomach, especially the New Campbellive Secondary School, as highlighted by Dr. Roopnaraine, the new Administration has decided to plug money into feeding those children.

“We [Government] believe that we have to try enhancing existing methods like expanding the meals and school-feeding programmes, and to come up with new methods to create access to education,” concluded Dr. Roopnaraine.

Among new methods are community involvement, revamping of the Parents and Teachers’ Association programmes and the re-establishment of regional education, among others.

U.S. Embassy hosts Youth Action Network Leadership Conference and Service Day in Berbice

THE U.S. Embassy’s Public Affairs Section held its annual Youth Action Network Leadership Conference over the weekend of August 21-22 at the St. Francis Development Centre in Port Mourant, Berbice.

Twenty members of the Embassy’s Youth Action Network (YAN) teamed up with approximately 25 youth from Regions 5 and 6 for the two-day conference, which saw the assembled youth participating in various sessions on leadership, team building, and community service.

The participants completed three different service projects in Fyrish, Rose Hall and New Amsterdam, with the support of St. Francis Community Developers and local Berbice students and community leaders.

The conference gave the 45 young people a chance to hear from and interact with Guyanese professionals and community leaders. The keynote address came from Mr. Aubrey Norton, Presidential Advisor on Youth Empowerment who applauded initiatives such as the conference which functioned as a place for youth to participate in essential training activities for their development. Mr. Norton spoke of the Government’s plan to put out a youth policy in September and encouraged the participants to remember the need to be articulate, educated, and patriotic, but not to lose the common touch as they develop themselves as future Guyanese leaders. Other speakers included Paulette Henry, Head of the Department of Social Sciences at the University of Guyana Tain Campus; Inspector Yonnette Stephen of the Felix Austin Training College, Vishnu Doerga of ActionCoach Guyana, Alex Foster, President of the St. Francis Community Developers; and Bobby Adelson, Public Affairs Officer at the U.S. Embassy.

The two-day conference and service day was seen as a way of expanding the reach of YAN by engaging with youth out of the capital city. Participants from Georgetown, Berbice, and Linden, testified that the two-day conference was a rewarding experience that gave them the opportunity to engage with youth from different regional areas who shared the same tenacity, drive, and focus on contributing to Guyana’s development.

More recently, as part of its community service outreach, YAN embarked on an initiative which catered for the homeless in society with the distribution of care packages to approximately 200 homeless persons over two weekends.

The Youth Action Network was created in 2013 by the U.S. Embassy under the theme: ‘Ready to Serve, Ready to Lead,’ and focuses on building youth capacity and skills by teaching the value of service and empowering them to become dynamic leaders.

YAN comprises Guyanese youth aged 16-30. Applications for membership will open in January 2016, and will be published on the U.S. Embassy Public Affairs Facebook page.

Tuschen taxi drivers being bullied by private-hire operators

TUSCHEN hire-car drivers are contending that they are being bullied by private-car drivers and also by the police since the publication in this newspaper which highlighted their plight.

The Traffic Officer of ‘D’ Division who spoke to this newspaper said that yesterday he met with the taxi operators who aired their concerns and these were addressed.

However, he stated that they do not condone law-

lessness on the roads and so he ordered that there be no parking at the exit of Tuschen by hire-car drivers.

He explained that the hire-car drivers are upset because they are not getting to do what they want on the roads, but the police will continue to work with them to resolve issues.

The senior officer stated that the area where the hire cars are parked is illegal, because it was allocated for the vendors as part of the market, although it is not being utilised at present and they were allowed to

use the space.

He told this publication that the hire-car drivers have a warden, a rural constable, who documents their operations and makes representation on their behalf, but he had been away for three weeks and things went awry.

The traffic officer added that they are inclined to promote law and order and will work with taxi operators, once they operate within the confines of the law.

He stated that the private-car drivers work

mostly in the afternoons, when the hire-car drivers retire for the day and there is no clash as is being painted by the hire-car operators.

Tuschen, East Bank Essequibo hire-car operators related that the private- hire drivers are hostile to them and have even resorted to threats.

A group of the hire-car drivers told this newspaper that they are afraid to challenge them because it is only a matter of time before the matter could escalate

and become violent.

The men said the private-hire drivers are lawless and do whatever they want, while the police are doing very little to control the situation.

One driver stated that it is their “bread and butter” and their only means of earning and they cannot be bullied and threatened continually.

On the other hand, the private-car operators said they would start work at 17:00 hrs daily when the hire-car drivers have fin-

ished working to avoid a confrontation and their cars are well kept and in order so passengers usually prefer to travel with them.

He said their appearance is also clean and tidy and they provide a service and the people welcome that and they have no real issues with their counterparts.

The men said that they are “hustling” just like any other person and they try to do so in a lawful manner and the police visited them and they had a discussion.

Remanded on break and enter, larceny charges

OMESH Chaitram, 40, of Mahaica, East Coast Demerara, was yesterday remanded to prison by city Magistrate Judy Latchman after he appeared before her charged with break and enter and larceny.

Chaitram denied the alle-

gation that read between 1620 August, at Georgetown, he broke and entered the snackette owned by Nathalie Jared, and stole a gas cylinder valued $13,000, a $3,500 electric mug, and an electronic deep fryer worth $22,000.

Police Prosecutor Keri Boswick did not relate the

facts to the court, but strongly objected to Chaitram being released on bail, since the accused did not provide the court with a fixed place of abode.

The prosecution’s objection was upheld and Chaitram was remanded until September 8.

Fusion staffer remanded on larceny charge A FUSION sound system worker yesterday appeared indicted before Magistrate Judy Latchman at the Georgetown Magistrates’ Court for breaking into his neighbour’s home and carting off over $2.5M worth of personal items.

Akeem Christopher Connell, of 244 Queenstown, was not required to plea to the charge which alleged that between 13-22 August

at Queenstown, he broke and entered the dwelling home of Rabindra Nauth Brass, and stole a quantity of gold jewellery valued at $350,000, two Movado wristwatches worth $180,000, a $280,000 Honda outdoor engine and other items to the total value of $2,590,000.

Connell had been charged indictably but on application by Police Prosecutor Keri Boswick, the

Administration of Justice Act (AJA) was applied and the defendant pleaded not guilty.

Boswick did not relate the facts to the court, but objected to bail on the grounds of the nature and the penalty attached to the charge along with the quantum of money involved.

The unrepresented Connell was refused bail and was remanded to prison until September 8 for statements.

Miner gets two years’ jail for stealing 13 ounces of gold RAYON Smith, 28, alias ‘Carl Ravin Smith,’ was yesterday sentenced to two years’ imprisonment by city Magistrate Ann McLennan after pleading guilty to stealing 13 ounces of raw gold from his boss.

Smith, on August 23, at Mazaruni River, stole 13

ounces of 17 pennyweight gold valued at $2.8M property of Neil Archibald Gonzales.

The unrepresented Smith did not want to waste the court’s time, and admitted that he committed the offence against his boss, who is a dredge owner.

The court heard that Smith stole the gold and boarded a plane to Georgetown and when Gonzales noticed his worker and the gold missing, the matter was reported. Smith was subsequently arrested by the police, and the gold was found on him.

20-yr-old salesman sustains severe spinal injury

A TWENTY-year-old lad who fell into a pool while going after a ball during a water sport at Kwakwani, Berbice River, last Monday narrowly escaped drowning, but having sustained a severe spinal injury is now warded at the Georgetown Public Hospital (GPH) in a critical condition.

Damian Deodharry, of Lots 6 & 7 West Road Plaisance, East Coast Demerara, who is a self-employed salesman, had travelled to Kwakwkani on Monday to conduct business. Later in the afternoon, he and some friends went swimming at the Kwakwani Bush Pool when, around 16:00 hrs, misfortune befell him.

Friends related that they were playing with a ball which fell into the pool and Damian went after it. They recall that after plunging in, he did not immediately come up from under the water and so they presumed he was showing off his diving skills.

But after about two to three minutes had elapsed and he still did not come up, they became concerned and one of his friends dived after him. He found Damian in an unconscious state and dragged him up to land. Someone in the group quickly performed artificial resuscitation on him and a Good Samaritan, Mr. Samaroo, volunteered to transport him to the Kwakwani Hospital.

There he was given initial treatment and was moments later transported to the Linden Hospital, arriving there around midnight.

The Mackenzie Hospital wasted no time, and having done all they were able to do, evacuated him to the GPH by 04:00 hrs. Tuesday morning.

At the GPH, scans done on him determined that Damian had landed on the back of his neck and suffered a spinal injury. As a result, he is now lying in a hospital bed, motionless. Damian claims to have lost sensation in both hands and both legs.

And even though fully conscious and able to communicate verbally when visited by the Guyana Chronicle, he has lost feelings in his chest and abdominal region.

A Computerised Tomography Scan (CT-Scan) is to be conducted to determine the extent of Damian Deodharry’s injuries.

This is according to Town Clerk Royston King who, on Friday last, laid out an elaborate plan for citizens and other stakeholders to participate in the various spheres associated with the city’s revitalisation drive. This drive involves what was deemed most important, “a vigorous education initiative to instill in citizens the necessity, and long-term benefits of a clean, green city.”

The town clerk pointed out that this new approach to the city “demands a new attitude from all citizens occupying or traversing the capital.” This is especially so, since work is currently ongoing to address matters that have caused the decay of the capital of Guyana.

These include the revision of legislation related to offences and penalties, and additional regulations to ensure the continuance of what city administrators envision.

As it stands, Georgetown has been plagued by flooding due to blocked drains, canals and other waterways.

The city is congested given its layout, while citizens - particularly the business community - have confiscated city alleyways, reserves and other open spaces.

It will include information on harmful chemicals such as weedicides and poisons that negatively impact the environment. There will be programmes on recycling and composting processes among others. Information on the benefits of low-carbon strategies and the benefits of alternative energy sources will also be accessible.

Given the enduring value of trees, particularly in the human respiratory process, their importance would be made known to all citizens.

They will be encouraged to plant more trees and to care for them. “Plant and animal life must be respected in the city,” King charged.

In relation to vagrants and homeless persons who not only contribute to the ugliness and filth within the city, moves will be made to collaborate with the relevant ministries to address this.

In the meantime, City Hall has commenced the restoration of recreational areas for public convenience. The Council said it is adamant that it wants to see its citizens living as one, lending to the concept of “cohesive communities.”

“We are therefore restoring recreational parks, playgrounds, sporting facilities and other social areas where the young and old can meet and talk, where uptown can meet downtown and dwell, and where all citizens are recognised only as citizens.”

equipment they are using, and some of the things that guide the principles of the company. A video was streaming live, explaining how a well is actually drilled during an oil exploration.

A representative of the GGMC’s Environmental Division disclosed that the company has physical demonstrations depicting the safety measures which are being promoted, given the fact that this year there has been a high number of safety issues within the industry.

The company also focused on water quality management; tailings management; mine site reclamation, wherein they encouraged the replanting of trees; and sanitation management, among other things.

The Guyana Chronicle caught up with Sales Manager of MACORP, who disclosed that the company is one of the major contributors to the mining sector in terms of equipment.

This exhibition, he said, has given the company opportunity to display some of its equipment and other items on offer to the miners. He noted that the company recently acquired two new types of excavators, and those are on offer.

A newcomer to the proceedings, Rehoboth Group’s Chief Executive Officer Dale Browne said the company’s focus is bringing prosperity to families globally.

Partnering with the U.S. registered company Delight Design, who manufactures solar lanterns and home systems, the products they have to offer are needed, especially in the hinterland regions, where persons can move from using fossil fuels to using solar energy.

Meanwhile, sports and recreational activities to be held in the main mining communities, namely Mahdia and Bartica in Region 7 (Cuyuni/Mazaruni) and at Port Kaituma in Region 1 (Barima/Waini), will comprise the lighter side of the week’s observances. There have already been playoffs for finals during Mining Week, at Mahdia on August 16th, and at Port Kaituma on August 22nd.

The week’s observances will culminate with the traditional funfilled Pork–knockers’ Day on Saturday, August 29th, at the Bartica Golden Beach Pavilion.

20 graduate from Skye project THE USAID-funded Skills and Knowledge for Youth Employment (SKYE) project yesterday presented certificates to 20 youths in the Employer Partnership Forum and Awards Ceremony at the Pegasus Hotel, Kingston, Georgetown.

In his feature address, Christopher Cushing, Mission Director USAID Eastern and Southern Caribbean, stressed the importance of partnerships for success, such as the SKYE project which saw 202 youths participating and new business start-ups.

He spoke of the benefits of the SKYE project in the private sector and Government partnership which is successful and long-reaching, in which new businesses were formed after youths were exposed to work-ready training.

Cushing noted that strategic partnerships are necessary for a safer and prosperous Guyana, for the reduction of crime and youth violence in which youths are given a second chance to attain a lifeskill to be gainfully employed.

He talked about the need for investment in youths and for that the U.S. Government remains committed to the project through partnerships.

Cushing said 202 youths were successful in the SKYE project and 80 youths benefited from alternative sentencing; as such, they have made available $37M for the project for 2015 to 2019 and urged other companies to get on board to enhance the lives of youths in Guyana in the Caribbean Security Basin initiative.

Meanwhile, Karen Raphael, Youth Self-Employment Manager, outlined the “Be Your Own Boss” (BYOB) component which provides young people with education, information and support to develop their own businesses.

She said that the BYOB targets SKYE youth who have a genuine interest in business ownership and is a comprehensive component which encompasses both theoretical teachings and practical learning experience that provide a holistic perspective of business ownership.

Raphael spoke of the BYOB as opposed to the “Get rich quick syndrome,” noting that they need youths to find employment.

Certificates of completion were presented to the 20 graduates of SKYE new business start-ups and to the business community, including Ming’s Products and Services, BK International, GNIC, Qualfon, Giftland, GWI, GuySuCo, Timehri Handling Services, and GCCI, as well as the Government.

Chief Executive Officer of Ming’s Products and Services, Stanley Ming, said that he is an avid supporter of SKYE, noting the need for investment in youths and if they are treated with respect, the returns would be remarkable.

‘Chinee’ beaten, wounded at Canaan Garden on Saturday night - up to yesterday police had not visited him in hospital

wounds across his face and left him bleeding on the ground.

Tuesday, no police rank had as yet visited the scene of the attack, nor the patient who is still warded at the Georgetown Public Hospital (GPH).

Yethong’s niece recalled that she and other family members had gone to a birthday party and left her two daughters, aged 13 and 10, in his care at her home.

The man said that around 21:00 hrs he was taking them to a nearby shop to buy them icecream, when he was accosted by a villager whose name he gave as Alicia.

Alicia was reportedly abusive to him because he was walking on the road with the two girls. But Yethong claimed he, in turn, told her to mind her own business.

He bought the ice-cream for the girls, took them back home, then went back on the road.

However, Alicia who was incensed at Yethong’s response to her, had a plan for him. She allegedly rounded up her cousins next door and went out on the road to meet him. He said Alicia was the first to assault him. She gave him a slap and her two cousins

“picked up her fire rage” and started beating him with a piece of wood on the hand. He tried barring the blows with his hand and sustained a broken finger among other injuries. Under pain of blows, he (Yethong) ran into his sister’s yard in the scheme, but the riotous party hotly pursued him and overpowered him at the gate. One of the men allegedly drew a sharpened knife and chopped him across his nose, over his

eyes, cheeks and on his mouth. The chops carried several stitches.

Meanwhile, Yethong’s brother tried to help him, but he too was chased away, and the aggressor, Alicia’s cousin allegedly threatened to shoot him, forcing him to beat a hasty retreat.

Yethong’s family said they made several calls to the Timehri Police and twice visited the station, but were told by the police that

they had no transportation and so could not respond to the call. The family said that on Tuesday morning they took photos to the police to apprise them of what had transpired. One of the ranks reportedly said he was sorry that they had not taken the matter in hand, and would try to send ranks to investigate.

However, five days have elapsed and there has still been no police action in the matter.

Silva soars to claim women’s world pole vault title

By Nick Mulvenney BEIJING, China (Reuters) - Cuba’s Yarisley Silva needed a jump of 4.90 metres to win a thrilling women’s pole vault contest and claim her first major global title at the world championships yesterday.

Pushed all the way by Brazil’s Fabiana Murer and Greece’s Nikoleta Kyriakopoulou, the London Olympic silver medallist won gold with her third attempt at the winning height before failing

three times at 5.01m.

“This was one of the hardest competitions of my career. It was a very close competition with Fabiana and Nikoleta,” said the 28-year-old.

“Fabiana is getting better and better and always pushes me. It is always emotional to compete with her.”

Silva needed all three goes to get over at 4.70 and join an unprecedented seven women going for 4.80.

Murer and Silva cleared 4.85 at the first attempt to ultimately leave Kyriakopoulou with bronze.

With the noisy crowd roaring her on, Silva slid over the bar at 4.90 to win the title.

“This is the result of a lot of sacrifice, hard work and dedication,” Silva added.

“Now I want to do everything to get the Olympic gold in Rio.” That will also clearly be the plan for silver medallist Murer, one of her country’s best hopes of a gold medal in athletics at next year’s Olympics.

Her clearance at 4.85 matched the South American record and personal best she jumped to win gold in Deagu four years ago.

“The Olympics will be in Rio in less than a year,” she said. “I have to stay healthy and am looking forward to my home crowd then.”

Kyriakopoulou was happy with bronze and thought competing with her fellow medallists would drive them all to improve.

“I am not afraid,” she said. “I want to stay at the top and get higher and higher because I expected an even better performance here.

“I hope I will get more support from sponsors after this medal because it is not easy for an athlete nowadays in Greece.”

Football must not be overlooked in FIFA race - Platini

ZURICH, Switzerland (Reuters) - FIFA presidential candidate Michael Platini will publish his manifesto in the next six to eight weeks and wants to bring football back into the spotlight during the campaign, a source close to the Frenchman said yesterday.

Although Platini, the UEFA president, agrees that reform of scandal-plagued FIFA has to be the priority in the run-up to the election on February 26, he also believes it should not completely overshadow the sport itself, the source told Reuters.

Platini, who announced his intention to stand on July 29 and will hold his first media conference since then in Monaco tomorrow, has spent the last few weeks meeting people outside soccer’s European ruling body UEFA to test the water.

He believes the future of the World Cup, the international calendar, changes to the laws of the game and the role of the law-making body IFAB (International Football Association Board) should be part of the debate, the

UEFA president and FIFA presidential candidate Michel Platini source said.

Platini, a former France captain, who was one of the most gifted midfield players of his generation, also wants to discuss the reform of the transfer system and the role of agents.

One of Platini’s biggest gripes as UEFA president has been the so-called triple punishment in which a player who gives away a penalty is sent off and receives an automatic one-match ban.

Kenya’s Jepkemoi wins women’s 3 000m steeplechase BEIJING, China (Reuters) - Hyvin Jepkemoi maintained Kenya’s monopoly of the 3 000-metre steeplechase when she proved to be tougher than all her rivals in a hardfought final lap to win the world title yesterday.

Jepkemoi, 23, produced a sub-66 seconds in the last 400 and had to battle off the final barrier against the favourite, Tunisia’s Habiba Ghribi, and Germany’s Gesa Krause, to take Kenya’s sixth gold of the Beijing championships in 9 minutes 19.11 seconds.

Ghribi, the runner-up at the 2012 London Olympics and 2011 world championships, had to settle for silver once more as the Kenyan passed on her outside. Ghribi clocked 9:19.24, to Krause’s bronze-winning 9:19.25, a personal best.

“I think this victory will change my life for sure,” Jepkemboi told reporters.

“It is my first big achievement and is very unexpected.

I am very surprised and delighted.”The first half of the race was slow, with only a front-running effort by Lalita Babar of India picking up the pace towards the final km.

Guyana to participate at GVF Indoor Championship in Peru LOCAL volleyball has been getting a much-needed boost recently and is now making moves in the right direction to be soon recognised as one of the premier sports in Guyana.

Through its affiliation to the CSV (South American Volleyball Confederation) and under the stewardship of president John Flores, the Guyana Volleyball Federation (GVF) is benefiting from a number of international engagements and showing that volleyball can become a sport to help bring recognition to Guyana on the international scene.

On the heels of a recently concluded South American Beach Volleyball tournament held in Ecuador, where Guyana was represented by two teams and managed to pull off an upset victory against a much higher rated Peru team, the local men are now in preparation for the CSV male indoor championship to be held in Maceio, Brazil from September 27 to October 5.

In preparation for their upcoming international engagement the national selectors, led by long-standing senior and junior national coach Levi Nedd, have shortlisted 21 players from Demerara and Berbice who have commenced training today under newly appointed assistant national coach Ian Wills.

Wills will conduct practice sessions for the Demerara-based players, while the Berbice players will go through their paces under the guidance of Nedd.

Meanwhile, the GVF president expressed his satisfaction with the direction which the sport is going and pledged his commitment to continue utilising the relationship that the local federation has developed with the CSV for the benefit of the sport’s development.

Britton pips Hickerson for senior TT title SHEMAR Britton defeated a valiant Orin Hickerson to take the senior title of the Guyana Table Tennis Association (GTTA) Summer Challenge Tournament.

Britton, playing some excellent tennis won the first set at 12-10 to start on the right note before Hickerson levelled with an 11-8 result in the second set.

SA’s van Niekerk takes 400 metres gold in stunning time

By Nick Mulvenney BEIJING, China (Reuters) - Wayde van Niekerk ran the sixth fastest 400 metres of all-time to beat a stellar field and become the first South African to win a world championship sprint title, yesterday.

The 23-year-old went hard from the start and held off reigning champion La Shawn Merritt, of the United States, down the home straight to claim the title in 43.48 seconds.

A personal best of 43.65 was worth no better than silver for Merritt, who stayed on the South African’s shoulder around the final bend but could not find enough gas in the last 50 metres to overhaul

him.

The South African collapsed onto the track exhausted at the end of the race and was taken straight off for medical treatment.

Olympic champion Kirani James of Grenada finished third to claim bronze in 43.78, his best run of the year, ensuring the top three ran under 44 seconds for the first time at a world championships final.

“It’s crazy. We’re warriors. We’re animals. The 400 is never easy. We’ll rise to the occasion. I love this. I love this sport,” said Merritt.

“I ran well, it wasn’t enough for the gold tonight, but the winning time was a great time I can’t complain.

PCA survey urges fewer domestic games to raise standards DOMESTIC cricketers in England want to reduce the amount of cricket they play in order to improve the standard, according to a study released by the players’ union.

In the survey of 240 Professional Cricketers’ Association members, a respondent said the “schedule is ridiculous” while another claimed it was “actually unsafe”.

Another unnamed respondent to the survey said they “felt like a zombie” at times, “either waking up to play or waking up and being in the car travelling”.

The England and Wales Cricket Board is currently reviewing the domestic game.

Currently, each of the 18 counties is scheduled to play 16 four-day games, eight 50-over matches and 14 Twenty20 games - not taking into account later rounds of knockout competitions.

The Berbice Bridge Company 50-overs first division competition will see twelve teams participate in matches starting at 09:30hrs.

The top players in Berbice will be on show with Devendra Bishoo, Veerasammy Permaul, Jonathan Foo and Kandasammy Surujnarine turning out for Albion. Rose Hall Town while Gizmos and Gadgets will have Assad Fudadin, Delbert Hicks, Eon Hooper in their line up.

39th annual ‘Teach Them Young’ cycle programme concludes on Saturday ANOTHER group of aspiring riders will this weekend graduate from the annual ‘Teach Them Young’ cycling programme, organised by long-serving national coach Hassan Mohamed and funded by the National Sports Commission (NSC).

Held for the 39th year in succession, the six-week camp, which commenced on July 7, will wrap up with an 11-race programme, sponsored exclusively by the NSC. Young boys and girls, who attended the camp which was held from 09:00hrs to 11:00hrs on weekdays at the inner circuit

of the National Park, were exposed to a packed programme, which focused on delivering to them the basics of the sport.

Mohamed said the camp was initially affected by inclement weather; but he deemed it a general success, as a lot was achieved when the weather permitted the outdoor training.

A total of 39 youths registered for the programme.

On Saturday, the participants will have an opportunity to showcase their new-found knowledge, as several agegroup races are carded for the day. They include the BMX 6-9, 9-12, 12-14 and Open categories, as well as

the BMX Boys and Girls race.

After the youths have completed their races, the senior riders will take centre stage with rivalry in the Junior/Juvenile, Mountain Bike and Veteran categories, as well as the feature 35-lap School Boys and Invitational.

Bolt, who beat Gatlin when they clashed for the first time this year in the 100 metres final, looked relaxed and took time to chat with a fellow competitor as he approached the line to win his heat with his first sub-20 second time of the year.

The 29-year-old, unbeaten in his favourite event at a major global championship since he won 200 metres gold at the 2008 Beijing Olympics, said he still had something left in the tank for today’s final after clocking 19.95 seconds.

“Bit tired, as expected,” the world record-holder said, “Just trying to get as much rest as possible and trying to get through these rounds. Right now I’m feeling okay. I didn’t run a hard corner. I ran maybe 90 percent.”

Gatlin already ran the third fastest time of the year in 19.87 seconds to win the second heat, however, getting

off to a blistering start and able to ease up slightly in the last few metres before crossing the line.

The 33-year-old American, who has lost five years of his career to doping bans, is unbeaten in the half-lap event since 2013.

Anguilla-born Briton Zharnel Hughes pipped Nickel Ashmeade on the line to win a close first heat in 20.14 to reach his first global sprint final along with the Jamaican (20.19).

Panama’s Alonso Edward finished second behind Gatlin in 20.02 to qualify, while Femi Ogunode (20.05), another sprinter who has served a doping ban, went through as one of the fastest finishers outside the top two in each heat with a Qatari national record.

South African Anasco Jobodwana finished second to Bolt in a personal best time of 20.01, while Turkey’s Ramil Guliyev ran 20.10 to complete the lineup of runners who will try and stop the Jamaican from winning a fourth straight title.

“For me, my 200 is my best event,” Bolt said. “I live for this, so I’m looking forward to it. I know I’m going to do well.”

FITNESS will be the watchword for Berbician paceman Paul Wintz, as he approaches the upcoming West Indies Cricket Board’s (WICB) Professional Cricket League (PCL) 2015.

The 29-year-old right-arm fast-medium, who is currently in training with the Guyana Jaguars Franchise for the upcoming PCL season has backed himself to make appearances in the four-day format of the Region’s premier domestic tournament.

“I would really like to play more of the longer version of the game, that’s why I’ll be working extra hard in the nets and on my fitness so that I can last in the longer version of the game,” said a jubilant Wintz to Chronicle Sport.

He went on to say, however, Paul Wintz “I’m not trying to go too hard because we (the team) had a lengthy break and we just want to get back into our strides. Personally, I (am) taking it as it comes; I don’t want to get ahead of myself because it’s going to be a long season.”

The Cumberland Village-born Berbician noted too that the players have been working intensely on fitness and stamina as they prepare to defend their title.

“It’s been a bit intense I should say, because we were crowned champions last year and we don’t want to be caught napping; so the coaches decided to come back and hit the track running, because we don’t really want to be lapsing this year because we are the champs.”

He said that the coach, Esaun Crandon, has been doing a great job with the unit, adding that “basically the energy level is high because everybody wants to play cricket and again being champs, we need to maintain the professionalism and the winning ways” The Jaguars have at their disposal Christopher Barnwell, Ronsford Beaton, Devendra Bishoo, Anthony Bramble, Rajendra Chandrika, Assad Fudadin, Shimron Hetmyer, Veerasammy Permaul, Raymon Reifer, Vishaul Singh; Tagenarine Chanderpaul, Keon Joseph and Javon Searles (Barbados). Barbadian Ryan Hinds is the other player selected.

However, he is not yet in the country and it is unclear if or when he will be here.

GFF not ruling out Court of Arbitration for Sport in case against FIFA THE Guyana Football Federation (GFF) is not ruling out the use of the Court of Arbitration for Sport (CAS) to further pursue its case against the world body for football (FIFA) over their handling of the illegitimate St Vincent and the Grenadines player issue, according to Chairman of the Normalisation Committee Clinton Urling.

Urling’s comments came during a live interview on Digicel Sportsmax Zone on Tuesday..

Clinton Urling St Vincent and Grenadines had fielded a player, who was not the holder of

a passport from the Island during the side’s 2018 World Cup Qualifier tournament in June of this year, and days after Guyana were knocked out of the tournament, the GFF had lodged a protest with FIFA over the matter.

However, the GFF was told that after investigation, no further intervention was needed in the context of the matter.
