Guyana stages electrifying performances on Day 2 of Carifesta XII - under the theme ‘Rights and Rhythms of Guyana’

By Ravin Singh in Haiti SHARING the stage with regional counterpart and host, Haiti, on Saturday evening at the National Chorale in Port-au-Prince, Haiti, Guyana produced electrifying performances at the ‘Guyana Night’ presentation, which fulfilled the country’s ultimate goal of creating a lasting impression at the cultural event.

Another late start on day two of the 12th edition of the Caribbean Festival of Arts (CARIFESTA), failed to invoke any form of major hiccups during Guyana’s presentation which commenced just after 7:00 pm, with a detailed visual documentary boasting of the country’s local tourism.

The language barrier between the English narration and the French speaking nationals however, did little justice in aiding Guyana’s cause during this presenta-

tion.

Nevertheless, the art forms which rely on the use of physical presentations rather than vocal ones erupted a crowd clamouring with enthusiasm.

A melodious medley of folksongs by the National Steel Orchestra beautifully tempered cool evening atmosphere. Folk songs, including Kuma Kuma Fish, Missy Loss She Gold Ring, Bamboo Fyah and Uncle Joe formed part of the group’s presentation.

This was followed by a smooth transition into traditional drumming by two fused groups representing the dominant ethnic groups in Guyana. The resulting Indian and African drumming techniques were merged into a pulsating, vibrant tapestry of sound that delighted listeners.

But what would Guyanese culture be without dance? The answer to this

Massacooramaan, a huge, hairy, man-like creature, also known as Sea Master. Tales have it that the character lives in rivers in remote areas of Guyana, capsises small boats and eats the occupants.

But on Saturday night, Haitians experienced, in full effect, a realistic dramatic display of this folk story.

With cultural diversity being the hallmark of CARIFESTA, the National Dance Company who took to the stage incorporating complex dance routines to serve as a dramatic expression in storytelling.

The dramatic presentation portrayed the unexpected death of a ring-leader which had been the result of a ‘stick fight’.

But evening showers, which seemingly appear to be routine in the host country, given its occurrence in the last three days, once again, prematurely ended the night’s proceedings, leaving hunger for more of the Guyanese culture.

Gov’t blunders on Budget Estimates … violates laws assented to by President Granger

By Derwayne Wills CONSIDERATIONS of 2015 budgeted estimates in the National Assembly were stalled for five hours yesterday when it was uncovered that budgetary estimates presented by Finance Minister Winston Jordan a few weeks ago were done against two laws, which were passed under the David Granger Administration.

Those laws are the Constitution (Amendment) Act 2015, and the Fiscal Management and Authority (FMA) (Amendment) Act 2015, which were the first legislation passed in the 11th Parliament under the A Partnership for National Unity + Alliance For Change (APNU+AFC) Government.

The laws in question, which have been violated by the presentation of the budgetary estimates, are those which grant independence from the Executive to constitutional agencies.

Those agencies, based on the amendments, would have been allowed to draw monies directly from the consolidated fund. However, the 2015 budgetary estimates have listed some of those agencies under Ministries of Government.

The Opposition PPP is concerned that the conflict between the legislation and the budget was allowed to pass through the Government’s filter system which includes a number of lawyers, economists, and even former Speaker of the National Assembly in the 10th Parliament, Raphael Trotman.

PM’s presence in Parliament stirs concern

PRIME Minister Moses Nagamootoo was sworn in to act in the capacity as President on Sunday when President David Granger left Guyana for Trinidad and Tobago.

But the PM’s continued presence in the compound of the Public Buildings, Brickdam yesterday stirred concern from the Opposition People’s Progressive Party (PPP).

Parliament comprises the National Assembly and the President, the President, under convention, does not sit as a member of the National Assembly. Even when the President enters the National Assembly, he is seated on the right hand of the Speaker.

If the President desires to address the House, it can only be through a Special Sitting of the Assembly, according to the Parliamentary Standing Orders.

Generally, contents of the President’s speech cannot be

raised in the House, unless by a motion moved for such to be considered, as was done when the President addressed the National Assembly after coming to Office, and again in July of this year, on the Venezuela controversy. This is according to Parliamentary Standing Order 41 (8).

“We did bring to the Speaker and the Clerk’s attention that Mr Nagamootoo as Prime Minister was acting with responsibilities of the President when the President is overseas.” Teixeira disclosed to the press corps yesterday at a midday press conference in the Public Building, Brickdam.

She explained that in the 9th and 10th Parliament, which were presided over

by Speakers Ralph Ramkarran, and Raphael Trotman, respectively, who had ruled, “The Prime Minister or any Minister acting on behalf of the President while he is overseas cannot be in the House and cannot sit in the Committee.”

While PM Nagamootoo did not return to the National Assembly after the press conference, he said at the time, “I am an elected member of the National Assembly, I am aware that there is a conven-

tion that has dealt with the issue of someone acting as the President.”

“I can only tell you that I am performing the functions of the President; but I am the Prime Minister, an elected Member of Parliament, and I am the Leader of Government Business in the House,” Mr Nagamootoo continued.

This position did not sit well with Opposition PPP/C MP Anil Nandlall, former Attorney General and Legal Affairs Minister, who told this publication in an invited comment that Nagamootoo had been sworn in to act as President on Sunday, “therefore Mr Nagamootoo cannot be part of the National Assembly of Guyana.”

“Until or unless he ceases acting as President. His presence here, and if he attempts to participate in any proceedings in the National Assembly, it will be in violation of the Constitution of Guyana,” Nandlall continued, while expressing shock that

Mr Nagamootoo is a lawyer but would still attempt to violate the law.

Asked whether there are provisions to sanction if Mr Nagamootoo were to enter the Chamber, Nandlall said “If he goes back into the Chamber then the entire business of the Parliament will be tainted by an unconstitutionality and that means that the entire proceedings we are embarking upon will be unlawful, illegal, unconstitutional, null, void, and of no legal effect.”

Up to 5:15 pm yesterday, the Prime Minister’s vehicles were not in the compound of the Public Buildings, which houses the National Assembly.

At about 9:15 pm last evening, the Prime Minister made his return to the House. When asked by this publication if President Granger had returned to Guyana, the Prime Minister gave no definitive answer.

Failure to gazette new Gov’t Ministries stalls budget considerations

By Derwayne Wills WITH a number of challenges raised by the Opposition People’s Progressive Party/Civic (PPP/C) about a number of new Government Ministries included in the Budget Estimates for 2015, the Government has no choice but to gazette those ministries, thus certifying them as budget agencies recognised by law.

Speaker of the National Assembly Dr Barton Scotland addressed the House last evening on the issue after a meeting with representatives from both the A Partnership for National Unity + Alliance For Change (APNU+AFC) Government, and the Opposition PPP/C. Coming out of that meeting, it was agreed between the two sides that a number of new agencies would have to be gazetted before they can be considered in the Budgetary Estimates for the Committee of Supply of the National Assembly, which first sat yesterday.

The Ministries of the Presidency, Communities; Indigenous Peoples’ Affairs; Public Infrastructure, Social Protection, Public Security; Public Health, Tourism; and Business, are now to be included under the Third Schedule of the Fiscal Management and Accountability (Amendment) Act, which lists the budget agencies.

These new ministries were made effective when the new Administration came into office following the May

11 election.

“An order to this effect will be issued by the Minister of Finance and shall be gazetted to take effect from the 22nd August, 2015,” the Speaker told the House. This move will ensure a smooth transition into the consideration for estimates under the new agencies, which were listed in the 2015 Budget even though they had not yet been legally listed as budget agencies.

Aside from this, the Speaker noted that a number of constitutional agencies had been placed under Government Ministries. This was incorrect, since those very agencies were given financial independence based on the amendments to the Constitution, as well as the Fiscal Management and Accountability Act under the David Granger Administration.

Those agencies include the Chamber of the Director of Public Prosecutions; the Judicial, Public, Police, and Teaching Service Commissions; the Public Service Appellate Tribunal; the Public Procurement Commission; Office of the Ombudsman; Guyana Elections Commission; Supreme Court of the Judicature; Parliament Office; the Rights Commissions; and the Ethnic Relations Commission.

Those agencies previously were catered for under a table in the estimates titled “Subsidies and Contributions to Local Organisations,” but will now be classified under “Local Organisation only

(strictly speaking local Organisations) and Subventions to Constitutional Agencies.”

The Speaker lauded the collective efforts of both sides to work to a compromise. “This takes us quite a far way forward, and we hope that we can build on it, in a matter which we think matters here this evening and beyond,” he said.

He explained further that the constitutional agencies will form part of the considerations. The Speaker expressed hopes that all the estimates that were to be considered for the Monday session would be concluded on that day.

Even with these challenges, the Committee of Supply of the National Assembly, which approves budgetary estimates, will continue to sit until Wednesday, without extension, as stipulated by a Government motion.

PM: 95,000 laptops given to students ( Tr i n i d a d G u a r d i a n ) PRIME Minister Kamla Persad-Bissessar yesterday vowed never to stop laptop distributions to students if she is returned to office. She also pledged to make Tobago a duty free haven to boost the tourism industry there. Speaking at a People’s Partnership meeting at Massy Stores carpark in St Augustine, Persad-Bissessar disclosed that in her five years of governance, 95,000 laptops had been given out.

She also revealed two other initiatives where students will benefit.

“I will give a computer to every first-year university student and also, on a phased basis, to give Tablets/iPads to children in the

primary schools. They must be equipped in today’s digital world,” Persad-Bissessar said. She said the laptop distribution had been successful so far, as only one had been reported stolen, adding, “We were able to get it back within one day’s time due to the technology installed in the laptops.”

Persad-Bissessar also announced that her Government would make Tobago a duty free country if returned to office. “This will attract tourists and bring in revenue from tourism. We will also build a mariner in Tobago, which will also bring in revenue through tourism,” she said. The PM also sought to bring relief to squatters in the St Augustine South area.

Echoing the words of St Augustine candidate Prakash Ramadhar, who spoke earlier, Persad-Bissessar said that by the end of this week people will be given their title deeds. She said title deeds have already been given out to the people of Tobago and assured that the exercise would continue.

In his speech earlier, St Joseph candidate Vasant Bharath said the People’s Partnership Government had halted growth decline and further disclosed that 11,000 new businesses had started in the last five years, with about 56,000 jobs being created. He also said foreign investment had increased about five times, from US$500,000 to US$2.5 billion.

Democratise the airwaves now, Mr. Prime Minister WE welcome the announcement by the Hon Prime Minister, Moses Nagamootoo, that the Government would be moving to address the vexing issue of radio and television licenses. This announcement, which came as part of the Prime Minister’s contribution to the budget debate, is long overdue. It is one of the critical areas of Government operations that cry out for urgent attention.

Successive Governments have jealously guarded access to the public media. But the previous Government took it to ridiculous lengths. Whereas

previous Governments monopolised the State media, the PPP Government not only transformed the State media into mouthpieces of the ruling party, but as the PM observed, it “doled” out ownership of radio and television frequencies to its friends, relatives and party members.

In what could only be described as a naked rape of Government resources, the then Jagdeo regime in November 2011 awarded 22 frequencies to its friends and relatives. Applications by entities deemed to be unfriendly to the Government were summarily ignored. The end result was

that both the public and private media were now owned and controlled by the ruling elite. But more than that, only the Government stations and those affiliated to it by virtue of who owned them have been able to transmit to the entire country. The private TV stations not affiliated to the Government have had to settle for limited transmission capacity despite repeated applications for upgrade.

This is unacceptable.

The public airwaves are exactly that--publicly owned. It is part of our commonly owned resources and should be equitably

distributed. No political entity, including the Government, should have any unfair advantage. In this regard, the previous Government may have acted unlawfully. The PM is, therefore, on the right track when he suggested that some of the licenses granted in 2011 could be reversed. We do not see how the situation could be corrected outside of the reversal of some of these licenses.

The free and equal dissemination of information is a vital part of an effective democracy. As such, any attempt to disrupt this process flies in the face of

equal justice. We have seen the consequences of this gross disregard for fairness.

During the last election, the PPP was able, through the State media and its affiliated State media, to get more access to remote areas of the country, particularly those inhabited by Amerindians. This was and is tantamount to electoral malpractice. Despite visits to the Amerindian communities, the then Opposition parties could not match the PPP in this regard.

At a time when Guyana is faced with Venezuelan aggression, it is

important that residents in those areas closer to the border with Venezuela have access to more programming that tells the Guyanese story. Those residents and the country as a whole also have a right to hear all sides of our local politics. The political dynasty that controls the electronic media must be dismantled forthwith. There must be balance in ownership of this vital public resource.

Democratise the airwaves now. Nothing less will suffice. Over to you, Mr. Prime Minister.

Address by the Hon. Prime Minister and First Vice-President Mr Moses V. Nagamootoo – in the National Assembly Friday, August 21, 2015 AS regards the Office of the Prime Minister which appears as a separate budget agency, I wish to report that we have decided that for the rest of this year we will take a frugal approach so the billion dollar budget voted last year has now been reduced to just over 375 million capital and current – inclusive of subventions to State media.

In these months the Department of Public Information in my ministry has undertaken to produce a white paper on public information policy.

The rationale for this is that Government should disseminate public information on what it is doing through newspaper, radio, television and social media that is not partisan but national. In the face of national threats the Department of Public Information will also map out strategies to extend radio and television to hinterland regions. We also propose to review all licenses for radio and television which have

been arbitrarily and unlawfully given out to friends, family and cronies and to regularise the broadcasting landscape.

This includes the return of the television channel to the people of Linden and activation of radio located at Turkeyen to but the University of Guyana on air and prospect of community radios being established in rural and hinterland Guyana.

We also plan to extend signals of Radio Paiwomak to broadcast in indigenous languages and to better utilise the learning channel.

We hope to streamline the public information services which have all be saddled with huge debts due to political manipulation and abuse.

So much of the allocations in my ministry are to recapitalise and assist the public information media to get back on their feet.

Much has been said and distorted about our bold 100 Day promise to the Guyanese people in our manifesto. In all, we made 21 of these promises and with three days to spare IT IS TIME to report that we have kept our promis-

This decreases the impact of VAT on poor working people.

PROMISE NUMBER 4 4. Significant increase in Old Age pensions – DONE! ● All Old Age Pensioners will receive a 30% increase from $13,125 to $17,000 ● Public Disability Benefits increased by 10% from $5900 to $6500 as we help to provide care for our differently abled brothers and sisters.

PROMISE NUMBER 5 5. Reduction of the Presidents’ Pension benefits – DONE! DONE! DONE! A new law was passed in this National Assembly which trimmed the benefits attached to pensions of former presidents to prevent abuse of state funds. No more must a former president get an uncapped number of vehicles, guards, maids, gardeners, trips overseas with or without spouses, electricity, telephone, water and duty free concessions.

PROMISE NUMBER 9 9. Early holding of Local Government Elections – DONE! ● All legislative reforms have been completed for early holding of Local Government Elections ● These elections, not held since 1994, will be held by December 7th, 2015.

PROMISE NUMBER 11 10. Establishment of the Public Procurement Commission – BEING DONE! The APNU+AFC Coalition is ready, and has proposed persons to sit on the Commission. This process can be completed only when

Establishment of a National Rice Farmers and Rice Millers Conference. – DONE ● The first ever National Rice Conference was held on July 24th, 2015 at the Arthur Chung Convention Centre. ● Participants outlined strategies to face challenges in the rice sector. ● Government has since approved the transfer of $23 BILLION in payments to rice farmers ● National Rice Farmers Conference Action Points ● 1. GRDB will work along with Rice Research Institutes internationally to build capacity which will result in the use of improved varieties and increased yields through-

The building of capacity of extension officers through the transfer of research methodologies and practices to aid in the improvement in agronomic practices across the industry. ● 3. Consider the establishment of an Agricultural Development Bank to offer financial assistance at affordable rates to Rice Farmers and Millers. ● In the meantime Government has approved transfer of $23 BILLION in payment to rice farmers which became due after the former Government raided and diverted Petro Caribe funds.

This APNU+AFC Government has come to the rescue of our rice farmers.

PROMISE NUMBER 13 13. Investigation into Corruption – BEING DONE! ● Government has commissioned several forensic audits to uncover revenue leakages and corrupt practices in state entities and has established a State Asset Recovery Unit to retrieve vehicles, land & other assets that were illegally transferred to officials and their friends. ● The hunt is still on in one instance to retrieve $600 MILLION dollars which was transferred from one ministry to another and withdrawn IN CASH from the Bank of Guyana. ● Government is also considering drafts for a comprehensive Anti-Corruption Law. President Granger has proposed a 10 point plan for the consideration of the National Toshaos Council which focuses on eradicating poverty in indigenous communities and a hinterland educational support programme under which meals, uniform, school books and transportation will be provided for school children.

Under the new Hinterland Employment and Youth Service recruits who had formerly served as CSOs could join training programmes for which stipends will be available for the duration of the training.

vital sector. Our Government has placed emphasis on ICT and has announced plans to establish a Centre of Excellence in information technology. Using ICT our Government hopes to revolutionise the delivery of services to our people.

In preparation for ICT innovations our Government has announced a One Laptop Per Teacher and hopes to distribute 9609 laptops valued $1.7 BILLION to educational and learning institutions nationwide.

20. Adoption of a long-term sustainable economic development plan to realise the vast potential of this country – BEING DONE !

Government has established a Task Force on Economic Planning which will outline our vision for a national development strategy, a competitive investment environment & a green economy. This Task Force is headed by renowned economist Prof. Clive Thomas.

21. Implementation of an amended Anti-Money Laundering and Countering the Financing of Terrorism Act. – DONE! DONE! FINALLY DONE! Mr. Speaker a reformed legislation has been tabled by this Coalition Government in this National Assembly and a reformed bill was approved. His Excellency, President Granger has since assented to this bill and regulations are soon to be put in place to bring this act fully in force to contain dirty money from further infiltrating the economy.

Mr. Speaker the implementation of the 100 day plan reveals the quality of our no nonsense leadership style to get things done and our preparedness, from day 1, to keep these promises.

The above 21 items on our 100 day menu do not complete the picture of our diligent Government which

went beyond the scope of the plan as it marshaled leadership and national resources to combat the spurious claims by Venezuela to our territory of which I spoke at the beginning of my presentation. Mr. Speaker this Government also successfully waged battles against two episodes of flooding which has seen an unleashing of the creative genius of our people who voluntarily and spontaneously participated in a national clean up drive. Further beyond the hundred day expectation was the establishment of a steering committee on Constitutional Reform, an issue which loomed large during the elections campaign.

The 100 day promises merely tested the character of this Government to deliver.

I thank President Granger and all my colleagues in the Government and many public servants and ordinary citizens who helped in this effort to prove that in all of us there is a better angel and that we could be better than what we have been. However as I have ended all my budget presentations in this Parliament, I appeal for national unity and for cooperation among all parties in this house. As I extend a warm welcome to the Opposition I also offer our hand of togetherness and hope we could have bipartisan cooperation and the promotion of trust that could lead us to the political paradise generations dreamt about which is the state of national unity with an all inclusive system of governance. I repeat this promise today and look forward, as the budget says, to a FRESH APPROACH to the good life in a green economy.

I applaud Minister Winston Jordan and Government for a thoughtful budget and I commend its full approval by this house.

Bush Lot farmers seeking easy access to farmlands

FARMERS at Bush Lot are calling on the Ministry of Agriculture to assist them in getting easy access to their farmlands.

Last Saturday the Guyana Chronicle visited the area where farmers spoke primarily about the access dam to almost 55,000 acres of farmlands off the main road.

It was noted that while some works were done to the main access dam that farmers use to get to the farmlands, since the scheme was developed in the 1980s, there has not been any significant work to the dam since.

He said that all farmers in the area want attention paid to the dam so that accessing rice farms can be much easier than it is now.

The farmers are also willing to pool their resources to convert the main access dam to an all-weather road which will see each rice farmer being able to get close to the lands with ease.

At the moment they spend days in the backdam to stock machinery along the dam which results in them losing time and money in

the sentiments of Hamlet.

He spoke specifically to the downtime having to use the dam during rainy season.

He stated that sometimes farmers may need to access their lands to effect a one-day work but due to the state of the dam they end up spending three to four days getting that job done.

The man who has been farming for the past five years also stressed the point of the financial burden on persons who do not have their own machinery and have to rent from others. According to him if a budget was created to rent machinery for one day, once problems are encountered getting into the farmlands then

state. What was also notable was that it did not rain much the day before or the day that we visited but yet the dam was soggy and provided a challenge for the tractor we were traveling on.

Sections of the dam were also impassable even as it appeared to be at the level of the bordering trenches, with rice fields on the left and right.

The farmers also spoke out about how their rice cultivation continues to be eaten

up and mashed down by cows and other animals which are taken into the rice fields on a daily basis to graze.

The Guyana Chronicle was on hand to witness a cattle rearer leading his cows into the rice cultivation area to graze. When asked by this publication about the cows eating down the rice, the cattle owner remarked: “They does just stop and eat when they passing man, they cannot eat out all the rice.”

In addition to the main dam that gets farmers to their cultivation areas, all other dams have either run flat, gotten low and are run over by water from the farmlands whenever rain falls, making the dams impassable.

there are delays which see the machinery being kept for more than the day, that incurs added price of fuel, rental, workmanship and downtime also.

Once that happens machinery is then left in the backdam and workers have to be paid to keep guard to avoid vandalism.

He also called for there to be more drainage works and development of the MMA/ ADA Scheme.

NTFC holds three meetings for Project Restore Guyana

THE National Task Force Commission (NTFC) for ‘Project Restore Guyana’ last Friday held three key meetings, where important information was shared in relation to the project.

Cabinet has taken the decision to initiate this project, and the NTFC’s inaugural meeting was held on Wednesday, August 12, 2015.

Chairman of the NTFC, Major General (retd) Joseph Singh, who is also Chairman of the Board of NAREI, addressed more than 150 Toshaos at the National Toshaos’ Council Meeting held at the Arthur Chung Convention Centre from 9:00 am on that day.

He made a power-point presentation which covered the five major areas of concern that prompted ‘Project Restore Guyana’. These comprise drainage: Solid waste management; traffic management, including hinterland river and air traffic, and removal of derelict equipment; sustainable urban, rural and hinterland renewal; and welfare management of the homeless, addicted and mentally challenged.

In relation to agriculture, the Major General noted that, historically, our ancestors had to deal with flooding and other climate related challenges, but nevertheless adopted measures to survive. He called upon the indigenous communities across Guyana to value what nature has given them, and to employ new techniques in agriculture, such as shade agriculture and

drip irrigation, so that their children would not see agricultural activities as burdensome.

At 11:00 am the Public and Stakeholders Consultation Committee, one of the six committees of the National Task Force Commission (NTFC), held its first meeting under the chairmanship of Mr. Alex Graham.

This was primarily an orientation session for members of this committee, who are mainly media professionals. These professionals were brought up-to-date regarding the scope of work which has to be undertaken by the NTFC and the critical role they have to play in broad-based consultations across Guyana and to all citizens.

Mr. Graham observed that we have failed as a nation to effectively safeguard our natural heritage and efficiently manage our resources, and therefore we have to work in a consultative and collaborative manner to identify the options and best solutions.

At 2:00 pm, the NTFC met with the Mayor and senior staff of the Mayor and City Council of Georgetown. The IDB was also represented. At this meeting, Chairman Major General (retd) Joseph Singh explained the work of the NTFC through a power point presentation. He added that establishment of the NTFC was intended to complement the work of the Mayor and City Council, and he looks forward to continuing consultations and coordination

between those two entities.

Engineer, Berkley Wickham gave a power-point presentation on the layout and design and critical aspects of drainage in central Georgetown. City Engineer Colvern Venture gave a power point presentation on the hindrances to efficient drainage of Georgetown, and the action being taken to address them.

In his invited comments, Mayor Hamilton Green congratulated the Government on establishing this Task Force, and complimented Major General (retd) Joseph Singh for accepting the challenge to chair this commission.

The Mayor noted that institutional and behavioural changes would be necessary to restore Guyana. He also noted that people are in the habit of doing things in their personal interest, which are not necessarily in the national interest; and he said the time has come for the enforcement of laws and the removal of encumbrances.

Colin Welch named interim CEO of GPL THE Guyana Power and Light Inc. (GPL) yesterday announced the interim appointment of Colin Welch as Chief Executive Officer following the removal of CEO Bharrat Dindyal.

According to a release from GPL, the appointment which was made since August 17 would see Welch being moved up from Deputy CEO (Technical) to being interim CEO at the power company.

It was also stated that Renford Homer, Senior Divisional Director, Commercial Services and Information Technology, has been designated interim Deputy CEO. "The interim appointments will continue until the new Board of Directors is installed, hence, advertisements to fill

existing vacancies on GPL’s Executive Management Structure will be executed," the release stated.

Earlier, the power company’s Board of Directors, through its Chairman Winston Brassington, had expressed their dissatisfaction with the CEO's performance.

Dindyal was fired by the Government less than two weeks ago after it was discovered that his contract had expired since December 2014 and he was working at the behest of former Prime Minister Samuel Hinds, based on their verbal agreement to a six-month extension of the contract.

However, recently there was a public feud between Dindyal and Welch, who had sought twice to have two GPL

officials removed from GPL’s premises. The officials in question appealed to Dindyal and he intervened on both occasions to overturn Welch’s decision.

During one of these incidents there was a confrontation between the two, that was made public via social media where Dindyal was heard using profanity and making disparaging reference to the Minister of Public Infrastructure David Patterson.

It was revealed that the former CEO pocketed $3.8M in basic salary, $875,000 in monthly gratuity, $500,000 for accommodation, security allowance at $525,000, leave passage at $210,000, and medical allowance at $210,000.

This would take the former CEO’s monthly salary to a staggering $6.1M and annual earnings to $74.3M.

SEVERAL female ranks of the Guyana Police Force are at present in the United Kingdom taking part in the annual International Association of Women Police Conference which got underway last Sunday and concludes on August 28th.

The 24-strong group from Guyana is being led by Senior Superintendent Maxine Graham and includes ranks from various divisions and departments of the Guyana Police Force.

Guyana has been regularly attending this conference, which is being held at St. David Hall Cardiff in the UK. This year the Government of Guyana sponsored the full trip of Superintendent Desiree Fowler while the other women in the team would have raised funds for their travel and received some assistance from the force itself.

The conference is geared at building the capacity of police forces around the world through its female ranks. They are drawn from the Caribbean and other countries of the world.

Over the next few days they will be exposed to training in the areas of leadership, psychology, domestic violence, language and communication, women and terrorism, police community support, criminology, prosecution and investigation.

The ranks will also be engaged on such issues as public disorder, diversification and globalised crimes, convictions and imprisonment, negotiations, effective victim support, ethics, body cameras, sexual exploitation, globalisation, dealing with loss of colleagues and stress.

In addition, the training will focus on working with partners, policing and young people, development through coaching and mentoring, healthy lifestyle, achieving job success and other topical areas.

Upon their return to Guyana, the most senior rank in the team will brief the Commissioner of Police on the outcome of the conference. Over the years lots of insights the team would have garnered during the conference would be deliberated upon and applied to local strategies of crime fighting and policing in Guyana.

Chargé d’Affaires of the U.S. Embassy, Bryan Hunt, met with Ms. Hoyte on Wednesday, August 19, 2015, and expressed appreciation to Fulbright for reactivation of the programme in Guyana after a 20-year hiatus. The Fulbright U.S. Scholar Program sends U.S. scholars and professionals abroad to lecture or conduct research in a wide variety of academic and professional fields.

Jennifer Hoyte holds a Master of Science in Computer and Information Science from Ohio State University. She is currently pursuing a Doctor of Philosophy in Mathematics Education at Florida International University. As part of the Fulbright U.S. Scholar Program, Ms. Hoyte will be teaching Philosophy and Issues in the Teaching of Mathematics at the University of Guyana for the first semester of the 2015/2016 academic year. The course will focus on how teachers can be more reflective, and will cover topics such as Classroom Management, Pedagogy, and Enrichment Activities for the Secondary School Mathematics Classrooms.

The Fulbright Programme was established in 1946 under legislation introduced by late Senator J. William Fulbright of Arkansas, and is sponsored by the United States Department of State's Bureau of Educational and Cultural Affairs (ECA).

Councillor commends Region 2 Chairman for Charity walkabout COUNCILLOR Julian Cummings has commended Region Two Chairman Mr Devanand Ramdatt for his "walk about" and interaction with residents of Charity.

According to the M&CC, this Corps is set to use various skills available within local communities to make Georgetown the greatest, cleanest city in the Caribbean.

(BBC News) GUATEMALAN President Otto Perez Molina has said that he will not stand down over corruption allegations.

In a televised address to the nation, Mr Perez Molina dismissed claims that he had received money from a customs bribery scheme.

He insisted that his conscience was clear.

Eight members of his government have resigned over the allegations and a former vice-president has been arrested.

On Sunday, the agriculture and health minsters became the latest to resign.

“I categorically reject any link” to the scandal, the president said.

“I will not resign and will fully submit myself to the legal process.”

Mr Perez Molina’s comments followed a late-night cabinet meeting held behind closed doors at the presiden-

tial palace.

Anti-corruption protesters have held daily demonstrations in the capital calling for the president to step down.

O n F r i d a y, f o r m e r Vice-President Roxana Baldetti was arrested on corruption charges three months after she was forced to leave office.

She is accused of taking part in the same bribery scheme.

Nearly 30 other people have been detained, accused of taking millions of dollars from businessmen who paid bribes in order to avoid higher import duties.

Presidential elections are being held in early September, but electoral law bars Mr Perez Molina from standing for another term.

The elections are expected to go to a second round of voting, later in October.

Town Clerk Royston King said that citizens will provide leadership in the various areas of environmental awareness and education, environmental counselling and guidance, cleaning and waste disposal, composting and other forms of solid waste control.

local communities and with the right sense of support, positive changes will overtake current negatives in the City.

Ashwin, Mishra wreck Sri Lanka to spoil Sangakkara's farewell party COLOMBO, Sri Lanka (Reuters) - India spoiled Sri Lankan great Kumar Sangakkara's farewell party with off-spinner Ravichandran Ashwin bowling the visitors to a serieslevelling 278-run victory in the second Test yesterday.

Ashwin (5-42) and his spin colleague Amit Mishra (3-29) ran through the Sri Lankan batting order as the hosts, chasing 413 for an improbable victory, collapsed to 134 all out in their second innings.

Resuming on 72-2, Sri Lanka lost skipper Angelo Mathews to the first ball of the day, a setback that completely unhinged them and they collapsed soon after to give Virat Kohli his first Test victory as India captain.

"A commendable effort by the boys, coming together nicely after that kind of loss (at Galle), regrouping very quickly and putting a performance like this," Kohli said after the victory.

"We were pumped up to get wickets and we got a perfect start. From there on, the bowlers realised it's time to squeeze in now and build up some really good pressure," he added.

FIFA chief says he is ‘clean' amid corruption inquiry OUTGOING FIFA president Sepp Blatter has told the BBC he is "clean" and "there is no corruption in football" amid criminal investigations at world football's governing body.

Blatter, president since 1998, will step down in February amid an inquiry into allegations of systematic bribery.

The 79-year-old was elected for a fifth term in May but then stood down.

"I did it because I wanted to protect FIFA," he said.

"I can protect myself. I am strong enough."

He added: "I know what I have done, what I have not done.

"I have my conscience and I know I'm an honest man. I am clean. I am not a worried man."

Two criminal investigations into alleged FIFA corruption are still ongoing.

So far, 14 people have been indicted by the United States Justice department following claims that bribes and kickbacks of more than $150M (ÂŁ97M) were handed out over a 24-year period.

A Swiss investigation is also looking into the bidding

process for the 2018 and 2022 World Cups, leading to speculation that Russia and Qatar could be stripped of football's flagship event and a re-vote ordered.

But Blatter remains defiant and defensive of FIFA. "The institution is not corrupt," he said, adding; "There is no corruption in football, there is corruption with individuals, it is the people."

In an exclusive interview with BBC sports news correspondent Richard Conway, Blatter also said he was not "morally responsible" for the likes of former FIFA executive Chuck Blazer, who admitted he accepted bribes in connection with South Africa as 2010 World Cup hosts.

The 2010 World Cup was "the cleanest World Cup that has ever been done".

"FIFA was the suffering party" but it would emerge positively after the "tsunami" of allegations that had hit it.

GSSF scores bull’s-eye with Archery Guyana launch THE long-time art of Archery is now a focus of the Guyana Sport Shooting Federation (GSSF), who officially launched Archery Guyana (AG) yesterday with an official ceremony at the Carifesta Sport Complex, Carifesta Avenue.

Guyana, now a member of the World Archery Federation (FITA) following a unanimous decision at its Congress last month, has been moving apace to develop the sport with further inspiration coming from Colombian and World Archery Americas coach Mr Diego Torres.

Torres was in Guyana to conduct a PVC Archery Development Seminar over the last week and was one of the driving forces behind the launch of (AG) During the launch, GSSF president Vidushi Persaud indicated that the initiative is a historic one locally, adding, “Our historical sentential attachment to archery has blossomed over the past week, into a real prospect of Guyana’s participation in the Olympics in the field of archery.”

Coach Torres, who is also an Olympian, confessed his

love for the sport adding that the PVC programme was developed as a low-cost sport for persons of all ranks, noting, “Archery is about values, Archery is about friend.

Archery is about fair play and I’m so happy because I’m finally here and the people are very interested.”

Permanent Secretary (PS) Alfred King, who officially opened Archery Guyana following a successful couple of shots, echoed the sentiments of GSSF boss Persaud.

The PS stated, “We always thought that outside of boxing that gave us that little glimmer of hope of competing on the international stage when we once got that bronze medal, that there might very well be an opportunity for us doing well or even better if we consider archery.”

He called for the GSSF to utilise the momentum gained with the launch and push to decentralise the sport and have it among the indigenous communities.

Ramdhani exits CAREBACO at quarter-finals stage THE CAREBACO (Caribbean Regional Badminton Confederation) International Under-19 Championship in Santo Domingo, Dominican Republic came to an end for Guyanese Narayan Ramdhani in the quarter-finals on Saturday.

In a long, tiring and frustrating three-set game against Angel Marinez Ulloa of the Dominican Republic, the Guyanese lost the first game 20-16 but came back strong in the second game, winning at 18-21.

In the third game Narayan was in the lead at 20-16 and due to four wrong line calls in favour of the DR player by the DR line judges Narayan lost the game and match at 23-21.

A report was made to the Chief Umpire and Tournament Director about the issue and an investigation was done resulting with the umpire being disciplined and prevented from umpiring for the rest of the tournament.

The Under-19 CAREBACO Team tournament starts today with Guyana in Group B alongside Puerto Rico, Barbados, Trinidad & Tobago.

Group A consists of Jamaica, Dominican Republic, Suriname & Panama.

The Team tournament will be a good warm-up for our local players to prepare for the CAREBACO Individual Championships starting August 27.

FIFA upholds decision following GFF appeal … GFF to seek legal advice on the way forward

THE Fédération Internationale de Football Association (FIFA) has denied the Guyana Football Federation’s (GFF) appeal against the Disciplinary Committee’s ruling that no further action would be taken against the St Vincent and the Grenadines Football Federation (SVGFF) for allegedly fielding an ineligible player during World Cup 2018 qualification matches.

Garvin James is the holder of British passport number 523204951. He is eligible to represent St Vincent and the Grenadines as per FIFA Statutes, but according to the Regulations governing the 2018 FIFA World Cup in Russia, to do such, James would have had to be the holder of a Vincentian passport.

The GFF in a release said that they will explore all options on how to proceed with the matter and is currently seeking legal guidance.

“I salute Usain as a national brand ambassador extraordinaire, not only for taking the best of Jamaica to the world, but also for his superb representation of the best of athletics and sports in general,” she said.

In a statement, the Prime Minister said all the athletes who have participated in Beijing so far have done Jamaica proud.

Prime Minister Simpson-Miller also had high praise for O’Dayne Richards, who won Jamaica’s first shot put medal at a World Championships after earning the bronze medal with a national record of 21.69 metres.

“All Jamaicans applaud O’Dayne most heartily for his signal achievement as he establishes Jamaica’s athletic prowess in another area of the sport,” she noted.

Royals blow out Ravens; Pacesetters humble Raiders LINDEN’S Victory Valley Royals pulled off an upset, blow-out 70-49 points win over Ravens to clinch a semifinal berth in the Guyana Amateur Basketball Federation (GABF)-organised Forbes Burnham Memorial Basketball Championship.

Royals will now face Colts on Saturday, August 29, while Pacesetters, who made light work of Retrieve Raiders 79-49 in their quarter-finals, will come up against Half Mile Bulls.

Basketball fans at the Cliff Anderson Sports Hall were stunned – literally – as they watch Royals destroy the mighty Ravens - Guyana’s most dominant ‘ball club’.

The usually high-powered offensive Ravens were humbled by the aggression and air-tight defence of the Royals and displayed their scoring ability.

In fact, Ravens only trailed by five points (45-40) heading into the final period but Royals turned up the pressure, scoring 25 points and holding the Ravens to just nine points.

Lawrence De Costa scored eight of his 17 points in the fourth quarter but Harold Adams was the star of the night and slammed in a game-high 22 points with support from Orlan Glasgow who netted 16 points.

Ryan Stephney was Ravens’ top scorer with 13 points and normally dependable Ryan Gullen was held to ten points.

Meanwhile, in the first of the night’s double-header, Trinity Grid Holding (TGH) Pacesetters showed why they are considered one of the most consistent basketball clubs in Guyana as they out-muscled the Linden team (Retrieve Raiders).

Royston Siland led the way with 13 points and Jaleel Duke netted 12 for Pacesetters. Neil Marks was his usual self but was held to just 10 points.

THE Fédération Internationale de Football Association (FIFA) Referees Assistance Programme (RAP) will kick off today at the Racquet Centre in Georgetown, attracting 21 of Guyana’s top officials over the next five days (August 25-29).

FIFA Referee Instructor Peter Prendergast and Alan Brown, FIFA Referee Fitness Instructor, will be conducting the RAP which includes simulations, fitness test, a written test and evaluation.

The RAP is designed to help professionalise the en-

vironment in which referees work and develop by pairing referee development officers with instructors from around the world.

The main goal of the RAP is to unify the way the laws of the game are applied throughout the world - a process that all the FIFA instructors agree is crucial.

Instructors and other officials will be guided by the FIFA representatives through classroom sessions as well as practical exercises, since they allow the instructors to put what they have learned into action.

BEIJING, China (Reuters) - Usain Bolt’s coach, Glen Mills, hopes the Jamaican can recover from sore legs to complete a world championship sprint double for the third time in his career after what he rated as the athlete’s toughest win yet.

Mills was elated after Bolt upset the form book to win his third 100m world title at the Bird’s Nest Stadium on Sunday with a season-best 9.79 seconds.

The Jamaican ended a 28-race unbeaten run by his American rival, Justin Gatlin (9.80), while extending his head-to-head record to 7-1.

“I think this is toughest victory he’s had,” Mills told Reuters. “For the past two years, he’s had significant challenges with his preparation plagued by intermittent injuries and unfitness and (being) unable to actually compete.

“It was a very trying time and it took a lot of skill and work and determination for him to get (to) what he was able to achieve by defending his championship.”

“It was a lot of mental pressure and we had to do work on a lot of different things in the last two weeks or so to try and get on track,” said Mills, who has been coaching the 29-year-old since 2005.

“He really showed that he was a true champion. It’s not the easy ones that show your character, it’s those that you can win when you are not supposed to win.”

Mills disclosed that he and Bolt had decided to focus their

preparations on the 100m at the expense of the 200.

The Jamaican will go for successive world championship sprint sweeps with the 200 metres final scheduled for Thursday, and his coach said they would assess their buildup to the half lap race round by round, starting today.

“I know he was a bit sore coming out of the 100, which is understandable because the things he’s missing is the kind of competitive edge that allows you to go at maximum

speed,” Mills said.

“So we’re going to see ... tomorrow will give us an indication of just how much he has recovered.”

Bolt, the reigning Olympic champion and world record-holder, completed the world championship sprint double in Berlin (2009) and Moscow (2013).

With his 100m triumph on Sunday, the Jamaican sprinter increased his career medal haul at the worlds to nine gold and two silver.

EIJING, China (CMC) – Shelly-Ann Fraser-Pryce made it another Jamaican night of celebrations as she retained the 100 metres title at the IAAF World Championships here yesterday.

Fraser-Pryce, who followed Usain Bolt’s victory on Sunday night, was never challenged for the title and powered her way to 10.76 seconds and a third world championship gold medal.

Dafne Schippers set a Dutch record of 10.81 for the silver and American Tori Bowie took the bronze in 10.86 with Veronica Campbell-Brown of Jamaica finishing fourth in 10.91.

The diminutive Jamaican plans to run faster.

“I’m getting tired of 10.7s,” Fraser-Pryce said. “I just want to put a good race together and hopefully in the next race I get the time I’m working for.

“I definitely think a 10.6 is there. Hopefully I will get it together. I just trust in God, work hard and focus on executing. I am happy and proud to defend my third world title in a row.”

Michelle-Lee Ahye (10.98) and Kelly-Ann Baptiste (11.01) of Trinidad & Tobago took the fifth and sixth positions respectively.

Natasha Morrison of Jamaica (11.02) and Nigeria’s Blessing Okagbare (11.02) held the back of the race.

Earlier, Olympic champion Kirani James of Grenada advanced to the final of the Men’s 400m scheduled for tomorrow.

James, who crossed the finish line in 44.16 to win the first semi-final heat, will attempt to regain the world title he first won in Daegu, South Korea in 2011.

Luguelin Santos followed James as the only two qualifiers from the first semi-final and in the process a Dominican Republic record of 44.26.
