Minister of Governance declares Mining Week open

- amidst calls for a change of attitude in doing business

By Navendra Seoraj MINING Week 2015 was officially declared open last evening, under the theme ‘Science and engineering solutions for safety, security and success in mining’.

Doing the honours at the Arthur Chung International Conference Center at Liliendaal, East Coast Demerara, was Minister of Governance, Raphael Trotman who remarked on the aptness of the theme, given that “it recognises the hazards, dangers and sacrifices associated with mining, while taking away from the glitz and glamour.”

Before declaring the week-long celebration open, the Minister made mention of the fact that the history of mining in Guyana and its significance to the economy goes back more than a century, as Guyana has long been recognised as an established mining nation, and one of the Caribbean’s fastest growing economies.

But times are fast changing, he said. “We must not settle for perceptions, but recognise that we must position ourselves for the future...

“We cannot continue in the normal way and speed of doing business, and ex-

He also made no bones about the fact that fate has not been kind of late to the mining industry. “Against a backdrop of falling gold, diamond and bauxite prices, the preceeding year has been nothing but challenging for everyone,” he said, adding: “From June of 2014 to August 2015, where 26 men lost their lives in mining accidents…we can surmise that all is not well in the industry.”

But, all is not lost, he said, as the Government stands committed to the development of the mining sector.

Among new initiatives to be soon launched, he said, are management training for small-scale

miners and the development of a mining policy.

Meanwhile, senior member of the Guyana Gold and Diamond Miners Association (GGDMA), Edward Shields felt that more importance should be paid to the mining week activities.

Among his suggestions are that plans presented during the week of activities be followed up or shortlisted, and that the Guyana Geology and Mines Commission (GGMC) play a meaningful role by establishing a task force to deal primarily with the development of the sector.

He, however, welcomed the proposed introduction of training programmes on the importance of mining,

and suggested that they be made more broad-based and not just relegated to Georgetown.

Commissioner of GGMC, Rickford Vieira while addressing the gathering disclosed that the sector has another challenging year ahead, as focus must be placed on the reduction of costs of production.

With the necessary support from the Government, he noted that they can make the sector in Guyana comparable to those overseas.

Meanwhile, a national mining and quarrying conference and exhibition is slated for today and tomorrow at the Arthur Chung International Convention Centre, starting from 08:00hrs on both days.

Over the two days, local

and international experts in the field of mining will make presentations on various aspects of the industry; field questions and take notes of observations from participants, with the aim of consensually identifying further advances which are required to take local mining operations to a higher level of production, productivity and profitability.

Sports and recreational activities, to be held in the main mining communities, namely Mahdia and Bartica in Region 7 (Cuyuni/ Mazaruni) and at Port Kaituma in Region 1 (Barima/ Waini), will comprise the lighter side of the week’s observances.

There have already been playoffs for finals during Mining Week, at Mahdia on August 16 and at Port Kaituma on August 22.

The week’s observances will culminate with the traditional fun-filled Pork– knockers’ Day on Saturday August 29 at the Bartica Golden Beach Pavillion.

The GGMC is inviting all Guyanese to participate in this annual salute to the mining industry.

POLICE are today expected to commence a probe of the financial records of a Montrose businessman, after he was first arrested several weeks ago following the murder of 76-year-old Carmine Ganesh at her Montrose, East Coast Demerara home on Emancipation Day. On Saturday, after days of police surveillance, prime suspect Colin Alleyne was arrested more than a month since the August 1, 2015 killing of the woman.

Yesterday, the Guyana Chronicle was reliably informed that the police will today commence investigations into the financial records of the businessman, who operates a supermarket in the same area where the woman lived.

Sources who spoke with the Guyana Chronicle yesterday also suggest that the suspect, who has since implicated the woman’s son in her murder, might be attempting to mislead the police in an effort to cover for the businessman.

The police yesterday revisited both the scene of the murder and the home of the businessman as part of their investigations, and what was relayed to them by the suspect.

Thus far, the police have carried out several searches at the home of the businessman, as they sought to ascertain whether he had any documents belonging to the woman in his possession.

Additionally, the suspect also took the police back to the crime scene, where he retraced his steps on the day he murdered Ganesh.

Police sources have said that the steps that the young man retraced indeed matched everything that took place on the day the woman was killed.

He also showed them where he went and accidently removed a disc from a DVD player instead of the disc from the DVR, which had the footage from the surveillance cameras that captured his actions.

The young man had related to the police that after he and his mother were watching the news and she realised that he was the one who had killed the woman, she col-

lapsed.

According to police sources, she later packed up her things and left for the United States.

On the day that the young man was arrested, he reportedly begged the arresting officers for a gun so he could commit suicide, since he felt he would not be able to deal with the consequences of his actions. “I cannot go through this,” he was quoted as saying.

The young man failed to give the police any information as to how he first met the businessman or the deceased woman’s son, who is also in police custody.

Since the murder, speculation was rife that her killing was not related to a robbery, since the killer was caught on camera looking for some sort of document, as he left other valuable things behind.

The police were, however, monitoring the movements of the suspect, who was captured on Saturday wearing the same clothes he wore when he murdered Ganesh on August 1, and was recorded by surveillance cameras carrying out the brutal crime.

By Shivanie Sugrim THE period of the bold and unprecedented ‘100-Day Action Plan’ promised by the new Coalition Administration while on the campaign trail comes to an end today.

And having made good on 14 of the 21 goals it set itself to achieve within the time-frame, Minister of State, Joseph Harmon has given it an “A Grade”.

Touted throughout its campaign prior to emerging victorious at the May 11 polls, was the APNU+AFC coalition’s 21-point plan geared towards taking tangible steps to address the many scourges the nation faced.

AGAINST ALL ODDS And despite near bankruptcy and overdraft encounters with the PetroCaribe deal and Consolidated Funds, the Coalition Government has managed to pull off more than half of its promises, notwithstanding the steady criticism from civil society, a boycott of Parliament by members of the Opposition, Venezuela’s false claims over the Essequibo, and unexpected flood woes.

When grilled at the recent post-Cabinet press briefing on Government’s evaluation of its 21-point plan, Harmon said, “Based on our own checklist, we are extremely comfortable with the work we have done, and the accomplishment that we have made under that plan.”

PROMISES FULFILLED Following its chain of plans, detailed in its ‘100-Day’ Manifesto, immediately after setting foot in office, Government set up a Task Force at State agencies to unearth fraud

and recover stolen assets.

The new APNU+AFC Administration also passed the pivotal anti-money laundering Bill after a three-year battle with the PPP/C. Completed also is the establishment of a Code of Service and Code of Conduct for all office holders, ministers and parliamentarians, so as to keep them accountable while in office.

Among other achievements were the granting of wage and salary increases to public servants; an increase in old age pension; the reduction of the Berbice Bridge toll; and the lowering of taxes and duties payable by working people.

Other fulfilled promises are the return of the TV station to Lindeners, conferences on sugar cane and rice farming, the hosting of a National Youth and Toshaos Conference, and the adoption of a long-term sustainable economic plan.

During the Budget Debates, People’s Progressive Party/ Civic (PPP/C) Member of Parliament Clement Rohee lashed out at the Government for not completing its promises in its first 100 days in office.

According to Rohee, of 21 promises made by the Coalition, two were partly completed, eight are in the process of being completed, and nine are in the advance stage of completion.

Regardless of this, Harmon maintained his position that the new Administration has made significant progress, despite the hindrances.

Moreover, many are of the view that the Government has done much in a short time, in the face of constant challenges.

$224m in CDB support for Barbados

BARBADOS stands to receive $224 million in financing from the Caribbean Development Bank (CDB) this year and 2018 Having approved 85 loans worth $857.8 million for Barbados over more than 40 years – $648 million of which was disbursed between 1970 and 2013 – the regional financier has completed a new Barbados Country Strategy Paper 2015-2018, detailing its next round of support for the island.

Noting that the document “sets out the strategic direction for CDB’s engagement and defines the parameters of its support”, the bank said the new strategy “rests on three pillars: macroeconomic governance and institutional developmpent; competitiveness and productivity; and green, inclusive development”.

“The indicative programme of assistance has been designed to achieve ... strengthened fiscal sustainability and supporting institutions; enhanced enabling environment to strengthen competitiveness and productivity; strengthened resilience to climate change and improved disaster risk management; improved quality of climate resilient infrastructure; increased

access to tertiary education opportunities; and enhanced social development.

General equality, as well as energy efficiency considerations will be mainstreamed in CDB’s interventions,” the CDB document said.

The bank said the $224 million “resource envelope”, which was an effort to “maximise its development impact”, was framed in the context of “high level policy dialogue with key policymakers and stakeholders about the critical development priorities; the country’s financial/fiscal capabilities; and development partners’ activities in the country”.

“The proposed strategy is consistent with CDB’s strategic objectives of promoting broad-based economic growth and social development and enhancing environmental sustainability,” the bank said.

“Long-standing challenges, such as those associated with being a small open economy, are compounded by new ones such as acute economic stagnation; weak competitiveness; fiscal insta-

bility; persistent inequality; and the impacts of climate change.

“However, against this backdrop, there are opportunities for the country to maximise its development potential in areas such as renewable energy. Accordingly, the key development priorities, as CDB sees them, are the transformative shifts in policies, practices and institutions that are required to underpin a new development paradigm,” it added.

This paradigm was one that “delivers higher, more inclusive job-led growth and competitiveness; entrenches fiscal and debt sustainability; preserves hard-won social gains, especially in education and poverty reduction; and promotes environmental sustainability”.

CDB’s support of Barbados has been “quite extensive, covering all sectors”. At the end of September 2014, Barbados accounted for 9.1 per cent of CDB’s total outstanding loans, ranking it as the bank’s third largest borrower. (Nationnews)

Parliament in focus...Again WE come back today to the recent Budget debates in Parliament. Our initial comments, which were critical of the quality of the debates and the general behaviour of parliamentarians, came mid-way through the process last week.

Nothing that occurred in the second half of the week has changed our minds. In fact, it got worse as the week progressed. In the circumstances, we stand by the sentiments expressed in our previous editorial.

While the Opposition may have been a more frequent and boisterous culprit, the Government side was not far behind. We understand that in most cases, Government members were forced to respond to the presentations by Opposition members, many of which indicted the Government on downright false premises and or erroneous information.

Minister Raphael Trotman’s revelation that the PPP intended to discontinue the $10,000 education voucher was case in point. What is most discomforting about that episode is that, faced with the damning evidence presented

by Trotman, the Opposition neither denied nor apologised for misleading the House.

Sections of the media, including this publication, reported on some of the more graphic exchanges during the debates. We made news out of some of the “cuss downs”; after all, we are in the business of selling news. But, if that is all the news we could get out of the debates, it is less a commentary on the media, and more an indictment of our premier institution of Government.

The Opposition leader’s address took the cake. For more than 90 minutes, he engaged in an extreme form of attack-dog politicking that sounded more like his famous Babu John speeches. That then set the tone for the Prime Minister’s response, which, though not in the same vein as Jagdeo’s address, could have been more in his customary profound mode if it were not partly answering the Opposition leader. Thankfully, the Finance Minister stood tall in a House of dwarfs.

The walkout by the PPP was equally in bad taste.

Clearly, it demonstrated that they came to the proceedings with a well-orchestrated plan of action: To turn the House into a wayside political rally, replete with all the negative bells and whistles. And once it was accomplished, they

retreated into the dark.

The pleas for more speaking time for the Opposition Leader and for a higher place on the pecking order were mere manipulations to secure more space and time for what was obviously a political ambush. We pass no judgment. But our country deserves better.

This brings us to the Government’s initial decision to cut the time for consideration of the estimates. Whatever they may have been thinking, it was not a wise decision.

As a Government, which is consistently under attack for dictatorial decision-making, you want to do everything to demonstrate otherwise, and nothing to justify the charges.

Minister Trotman’s explanations about precedence did little to convince even Government supporters. If the Government has nothing to hide, then it is to its benefit to allow as thorough a scrutiny of the estimates as is possible. To its credit, they have reversed that initial decision and increased the time. While Government should not be bullied, it must respond to constructive criticism.

Irfaan Ali refutes tax evasion claims --says it’s a clear case of witch-hunting

FORMER Minister of Housing Irfaan Ali yesterday, via his Facebook page, refuted claims that he failed to pay taxes on a vehicle he purchased during his tenure.

Ali’s response comes in the wake of media reports that the Guyana Revenue Authority (GRA) is moving to recover the over $40M he owes in taxes, some of which included duties on two luxury vehicles he reportedly imported within the last five years.

According to the former minister, he was informed by a senior GRA official that instructions were given to institute taxes on the motor vehicle he acquired as a Member of the 10th Parliament.

“All my actions,” he said, “have been consistently within the laws of Guyana, and as such I am putting the country on notice that these targeted actions to silence me will not succeed. I am prepared to deal with, and have all the documents to justify the stated facts. I anxiously await the purported letter; I have nothing to hide or fear, so would never succumb to any threats.”

However, as is stipulated by law, Government Ministers and Parliamentarians are entitled to tax waivers on vehicles.

According to the law: “A member of Parliament may be entitled to one or two motor vehicles for every sitting of Parliament.”

Further, Section 23 (c) of the Customs Act states: “The

eligible Public Officer, members of Parliament or qualifying re-migrant transfers or leases the motor vehicle prior to the expiration of three years in the case of a used vehicle and five years in the case of a new vehicle.”

Ali has maintained that the importation was legally done.

“This concession was recommended and approved by all the relevant authorities. I was shocked when this officer approached me on Friday night after Parliament to inform me that I will be receiving a letter from GRA on Monday, asking me to pay taxes on this vehicle,” Ali said via Facebook, adding: “I said it before, and I will restate it, the witch-hunting and vindictive action aimed at members of the former Government will not move me and my convictions.”

He bolstered his argument by posting a letter he received from the GRA, dated March 3, 2014 and signed

by Commissioner General of the GRA, Khurshid Sattaur, informing him that his request for tax exemptions on the two vehicles were granted, given the fact that he was last granted tax waivers on March 04, 2011 during the 9th Parliament.

That letter also informed Ali that since the motor vehicle he imported in 2011 was under four years of age, he would not be able to transfer it unless the pro-rated taxes are paid.

Women miners body urges equitable sharing of benefits --as Guyana celebrates Mining Week 2015 ON the occasion of Mining Week 2015, women miners are calling for benefits available to miners to be equally shared between themselves and their male counterparts.

In a message to mark the occasion, the Guyana Women Miner’s Organisation(GWMO says: “Mining has become what it is today because of the women and men who take the physical and financial risk to advance the sector here in Guyana.

“Women like Ms. Joanne

Williams, who has weathered the storms of mining for nearly 30 years, progressing from small to medium scale mining; Ms. Paulette Leone of Mahdia, who has battled her way as a pork-knocker for over twenty years; Ms. Gertrude Peters, who is a miner and landowner for over two decades; and Ms. Donna Charles, who is one of two women who own their own large-scale mining operation.

“We take pride in their accolades, which was not

given but earned. These women have earned the respect, fought the tides of male patriarchy and countered the numerous challenges of mining; which includes, bullying by land owners, a stringent banking system that is reluctant to serve miners, poor security in the interior and land discrepancies at the GGMC. “Their stories are not isolated, but echo throughout the tales of women in the industry.

Gov’t to launch COI into TIP cases in mining districts MINISTER of Governance, Raphael Trotman convened a follow-up meeting late Thursday with members of the Guyana Women Miners Organisation (GWMO) to discuss the progress made on issues they had raised at a meeting last month with President David Granger.

Based on discussions at the initial meeting, Minister Trotman said he has been mandated by President Granger to set up a Commission of Inquiry (COI) into the issue of Trafficking in Persons (TIP) in mining districts. This is currently being done in collaboration with the Minister of Social Protection, Volda Lawrence.

He added that a group of lawyers have already begun drafting the Terms of Reference (TORs) for the Commission.

“As you all know better than me, mining has a lot of evils and ills associated with it. The one that bothers

me the most is trafficking of young children. Trafficking, by itself, is bad, but it really bothers me to know that young people are put in that situation,” the Minister said.

The organisation had requested membership on the Guyana Gold Board and the Guyana Geology and Mines Commission (GGMC); they currently only have observer status. Minister Trotman told the group that once he is supplied with the name of a nominee he will ensure that this is done.

Minister within the Ministry of Social Protection, Simona Broomes, who represented the Ministry of Social Protection at the meeting, spoke of the planned establishment of a database of women in the mining sector.

This was welcomed by the group, since they had made this recommendation several years ago. Additionally, it was announced that the Government will be reopening the

Gold Board office in Bartica.

On the issue of deplorable roads in mining communities, Minister Trotman explained that the Finance Minister has removed this responsibility from the GGMC and placed it back under the Ministry of Public Infrastructure. The GWMO will be meeting with the Minister of Public Infrastructure, where this matter will be further discussed.

Minister Broomes also informed the women that the Government will be hosting a symposium, which will to engage small and medium-scale miners at the Arthur Chung Convention Centre. This forum is likely to be held at the end of September or early October. It will address some of the burning issues such as; landlordism which plagues small and medium-scale miners and ultimately results in a reduction in gold declaration. (Ministry of the Presidency)

“In the near future, we look forward to large scale and international mining companies leaving more

than traces of their genealogy behind when leaving a community, but instead honouring their corporate social responsibility obligation to improve and support programs, assisting to develop the social infrastructure that affect women and men in the mining industry.

“Communities such as Port Kaituma are often far removed from assistance by the administrators which is in dire need of better roads, so the journey to school doesn’t require off road vehicles and long boots.

“There are children within similar communities such as Mabura that are unable to complete a secondary school education because lack of teachers at the secondary school in that community, in addition there are no trade schools within these outlying areas.

Healthcare within these outlying interior communities needs improvement at all cost since the distance to Georgetown can be fatal for lack of immediate healthcare.

“Every investor bearing the financial burden of mineral exploration, every worker trusting a stranger who promises a job and a promising wage in an area that your family have never heard of and cannot find, every shop owner deciding to provide goods and services through dangerous conditions; mining week serves to remind all of us that our work is essential to our economy, so much so that we are commemorated with a weekly observance, but we should also be respected in the fields and the benefits available for miners should be equally shared.”

‘Come with the facts!’

- if you want to talk ethnic cleansing

By Derwayne Wills FINANCE Minister Winston Jordan, at 12:40 am Saturday morning, stood in the National Assembly to close the debate on the Motion he had put forward when he made his Budget 2015 presentation 12 days ago.

Jordan addressed the National Assembly in the absence of Opposition Leader Bharrat Jagdeo and the People’s Progressive Party (PPP) which had walked out just before midnight when Jagdeo concluded his one-hour-and-40-minute-long speech.

The Finance Minister delivered an emphatic speech, condemning many of the assertions made by Opposition Leader Bharrat Jagdeo and members of the Opposition People’s Progressive Party (PPP) that the David Granger Administration was engaged in ethnic cleansing of the public sector.

“In the areas of finance, that I personally know about,” Jordan said, “I can tell you that between 1992 and 2015, the PPP/C Government practised discrimination and nepotism in their placement of persons in international institutions.”

Jordan, while denying any intention to shame such persons who were appointed to international institutions by the former Government, called the names of several offspring of known affiliates to the party including Lisa Ramotar, daughter of former President Ramotar, who was given a position at the World Bank.

“It seems like no other Guyanese merited consideration for representation of his or her country at those prestigious multilateral institutions in nearly 23 years,” Jordan said.

He continued, “Those who scream ethnic cleansing must make sure that their facts are correct, and they must make sure like Caesar’s wife, they are above suspicion. They must come with clean hands.”

The Finance Minister also rejected the assertion from the Opposition Leader that a better budget should have been pre-

sented. Jordan, responding to the assertion, recalled a recent conversation between him and Jagdeo where he told Jagdeo he had already finished his rebuttal speech.

Jordan said Jagdeo inquired if he had finished the speech even though he had not yet heard from him. “I told him,” Jordan said with conviction, “I don’t need to hear from you.

I know what you are going to say, so my speech is already written. I know the individual, he hasn’t changed.”

Before his appointment as Finance Minister under the David Granger-led A Partnership for National Unity + Alliance For Change (APNU+AFC) Government following the coalition’s win at the May 11 election, Jordan served for a number of years as Budget Director at the Finance Ministry.

Jordan had written budget speeches from the mid-1980s well into the years when Jagdeo was President.

The Finance Minister condemned what seemed to be the Opposition Leader’s steady reference to what happened in Guyana before 1992 during the Administration of the People’s National Congress (PNC), which is now part of the APNU faction of the coalition Government.

“This no-change is becoming quite repetitive and sickening, this harping and throwback to 1992.” Jordan said in the House. “We are 23 years on and every debate in this House, every single debate has to do something with 1992.”

Jordan said he had stopped coming to debates because he was tired of hearing about 1992, saying that sometimes no reference is made to the “pressing issues” of the day. “I am sick of it and I would not respond to anything in reference to 1992.”

- Judge orders new trial for defendant

Gov’t to revise, reclaim ‘illegal’ radio, TV licenses

By Derwayne Wills PRIME MINISTER Moses Nagamootoo, who is also the Minister of Public Information, has promised to revise and reclaim radio and television licenses that were doled out under the previous People’s Progressive Party/Civic (PPP/C) Government to “relatives, cronies, and friends” of the party.

During his budget address after midnight Friday, Mr Nagamootoo promised to rework the country’s spectrum for television and radio licenses.

In 2011, just as former President, now Opposition Leader, Bharrat Jagdeo was ready to demit office, he had doled out a number of TV and radio licenses to persons close to his party.

The PM said the revision and possible reversal of the licenses is part of his efforts, as Public Information Minister, to reorganise the public broadcast media.

“I have now decided to professionalise the public information service to bring a new module for public in-

formation, where journalists working in the public media must be required to exhibit only one quality, which is professionalism,” the PM declared.

He is optimistic that he will achieve this development, even as he has requested the budgetary allocation to his office be cut from $1B, as in the previous administration, to some $300M. NATIONAL BROADCASTING AUTHORITY In September 2011, former President Bharrat Jagdeo signed the Broadcasting Bill into law, setting up the National Broadcasting Authority.

That Authority, under the Chairpersonship of Bibi Shaddick, former PPP MP, distributed some 22 radio and television licenses, just two months before the November elections which saw the then governing PPP/C losing their majority in the National Assembly.

Eyebrows were raised when it was uncovered that licenses had been given to friends and close relatives of then President Jagdeo.

SO LITTLE SUBSTANCE The Finance Minister referenced the “sterility” of speeches coming from the Opposition benches, which, in his estimation, were “so much talk, so little substance.”

Jordan said the budget presented by him on behalf of the APNU+AFC Government, entitled a fresh approach, is one which would ensure the restoration of good governance and the rule of law, and one which will clean up the “mess” left behind by the former Administration which sat in power for 23 years.

With the support of the majority, the motion on the debate was passed in the National Assembly and will now go to the Parliamentary sub-Committee on Business for consideration of the estimates.

In-camera rape trial jury disagree on verdict

By George Barclay MADAM Justice Jo-Ann Barlow has ordered a new trial for 25-year-old Deochand Ramlall of Foulis, East Coast, Demerara, who allegedly raped a 12-year-old school girl in 2013.

Represented by Attorney-at-law Miss Gwendolyn Bristol, the accused had pleaded not guilty at his trial, which was held ‘in-camera’ on the instructions of the judge, who noted that a child of tender years was about to testify.

Looking tiny for his age at the Demerara Assizes, the accused, who was on bail, attended his trial throughout the evidence of the child, until after his lawyer, Miss Bristol, and Prosecutrix Miss Narissa Leander had addressed the jury, commented on the evidence and offering suggested verdicts.

All that was left to be done was for Justice Barlow to sum up the evidence to the jury and hand them the case for their consideration and verdict.

On the day the judge had determined to address the jury, Ramlall was absent from court. The judge fixed another date, Friday, August 21, when the case was summed up in the absence of the accused, but Ramlall could again not be found within the precincts of the court, and was therefore absent at the summing up.

The judge completed her summing-up at quarter past three in the afternoon.

When the jury members were contacted, two and onehalf hours later, the jury foreman disclosed that the jury had disagreed on a verdict in the proportion of seven to five, and that they did not need further directions.

The judge therefore intimated to the lawyers in the case that the accused would have to face a new trial at a subsequent session.

Roraima Airways continues to upkeep Santa Mission Primary

WITH a population of fifty-five students, the Santa Mission Primary School has once again benefited from an overhaul as Roraima Airways extended its corporate social responsibility to the Santa Mission village nestled in Region 3 (Essequibo Islands-West Demerara).

The company has yet again refurbished the school’s setting besides supplying it with an array of books and furniture. This has been an ongoing project coupled with hosting and sponsoring the community’s annual children’s Christmas party, by way of giving back to the community.

Since the days of its early adoption in 1995 by the multibillion-dollar company, the primary school has always displayed excellence in its appearance.

Media operatives were taken on an all-expense-paid tour last Thursday to the only Indigenous village in Region 3, Santa Mission, where nine spirited Roraima Airways staff were seen braving the scorching sun in order to refurbish the school in time for the 2015-2016 academic year.

Westford’s disappearing act due to ‘health reasons’

THE 2015 budget debates have concluded. And while most of the Members of Parliament (MPs), old and new, have gotten their few minutes of fame, there is still one MP from the Opposition PPP side who is yet to face the music.

That MP is the embattled former Public Service Minister of the former People’s Progressive Party/Civic (PPP/C) Government, Dr Jennifer Westford.

Westford has been no-

ticeably absent throughout the debates, although she was slated to speak on August 19, just before National Security Minister Khemraj Ramjattan.

Meanwhile, Opposition Chief Whip, Gail Teixeira, who is the spokesperson for her party in the House, told this publication that Westford’s absence is due to health reasons.

Teixeira could not say when Westford would return to the House, even though her

absence reduces, by one, the voting strength of her party.

The former PPP/C Minister was sworn into the National Assembly on Monday, even though she has been named in a $600M police investigation.

The former minister, along with Personnel Officer at the Public Service Ministry, Margaret Cummings, appeared in late July this year before City Magistrate Ann McLennan to answer to larceny charges.

The elusive former Public Service Minister, Dr Jennifer Westford The former minister answered to four counts of attempt to commit a felony, one of which said that between July 17, 2014, and June 23, 2015, at the Public Service Ministry in Georgetown, she attempted to have motor vehicles PJJ 8113 and PKK

2175 transferred to the name of Wayne Walker, although those vehicles belonged to the Government of Guyana.

Another charge stated that during the same period, at the Public Service Ministry, in an attempt to commit larceny, Westford also sought to transfer motor vehicle PFF 1780 to the name of Delroy Lewis, being the property of the Government of Guyana.

The third charge was that Westford, during the same period at the Public Service Ministry, attempted to commit larceny as she sought to transfer motor vehicle PJJ 3444 to her name.

She further denied that between July 17, 2014 and June 23, 2015, at the Public Service Ministry, she also attempted to commit larceny in seeking to transfer motor vehicles PKK 6400, PEE

8783 and PJJ 6675 to the name of Gary Beaton.

Westford was placed on $200,000 bail on each of the charges against her.

The Opposition MP was also fingered in the disappearance of some $600M, supposedly disbursed into her safekeeping from the then Office of the President for work to be done by her ministry.

Crime Chief Wendell Blanhum, when contacted by this publication some time ago, did not confirm the $600M figure, but acknowledged that the police are in receipt of additional vouchers, which caused an increase in the unaccounted sums of money.

23 cops complete Crime Scene Investigators course THE Guyana Police Force last Friday concluded a six-week Crime Scene Investigators course which was attended by 23 young ranks who did intense training in photography, crime scene investigation and fingerprint lifting.

The programme, which was conducted by in-house facilitators, commenced on July 13. The trainees were engaged in both practical and theoretical aspects of the course work.

Overall, the best performing rank was Marlon Hannibal from the Tactical Services Unit with 95%, while the runner-up, Ray Marcurius, was from the Criminal Investigation Department (CID) with 94%.

Among those present at the closing event were Crime Chief, Senior Superintendent Wendel Blanhum; Training Officer, Senior Superintendent Paul Williams; and Head of the Narcotics Branch, Wayne De Hearte; and Deputy Crime Chief, Hugh Jessemy, as well as Superintendent Azore.

Delivering an overview of the course was Sergeant Nedd who said that the training afforded the ranks an understanding that what obtains in television shows is not necessarily the reality at real crime scenes. He added that the training in photography underscored the need for crime scene investigators to understand the importance of angle, lighting and what constitute a photo good enough to be used as evidence.

--for doing exceedingly well at recent NGSA exams GREENLIGHT Guyana Educational Project Inc. has conducted its 8th Annual Awards Ceremony, at which it honoured 19 students of La Retraite Primary School on the West Bank of Demerara for success achieved at the recent National Grade Six Assessment Examinations.

The non-profit, New York-based organisation, headed by founder Ms. Salome Osborne, presented awards to the students for outstanding performance in a number of areas during the ceremony held at La Retraite Primary School last Tuesday, August 17.

The ceremony was witnessed by the graduands’ fellow students, teachers, members of the Parent-Teachers Association (PTA), and those of the wider community.

Special recognition was conferred on the top two students, Kaydonna Scotland and Bibi Hamid, for their individual successes. Incentives presented to other graduating students were on the basis of: ‘most outstanding academic history’, ‘most improved student’, and the ‘most academically achieved’.

at the ceremony included Head Mistress Roseanne Alleyne; past student and teacher, Mr.Allan Robertson; retired school teacher, Ms Grace Syfox; community activist Ms Bridget George, and several teachers.

In her charge to the students, Ms Salome Osborne emphasised the importance of education in the life of every individual. Exhorting the students to be persistent in reading, and pleading with parents and guardians to work diligently with their children in this regard, Ms. Osborne stressed: “Education takes you places”.

Reading, she said, would give them a competitive edge over others in their academic life.

Ms Osborne took special note of the concern expressed by most parents and guardians in attendance -- their children’s lack of interest in reading.

THE Youth and Women Empowerment Movement (YWEM) is a non-governmental organisation established to do social welfare work and to enrich societies by empowering youths and women through advocacy, education, training and service.

Last Friday, the YWEM carried out one of its many projects, and according to its president, Sandra Tularam, children from the Sophia area were able to get their eyes tested free of charge, compliments of Eyewear Optical located on East Street, Georgetown.

Bandits ambush, injure motorcyclist near Amerindian Hostel on Princes St MOTOR cyclist Latchman Samaroo of 270 West Ruimveldt Housing Scheme is now warded at the Georgetown Public Hospital (GPH) with a fractured right ankle.

The injury was sustained last Wedesday night during an encounter with four men, who ambushed and physically assaulted him outside the Amerindian Hostel on Princes Street, Werk-en-Rust.

The 53-year-old recalls riding past the Amerindian Hostel at about 01:00 hrs the morning, on his way home,

when the men who had secluded themselves in empty stalls outside the hostel pounced on him.

Samaroo said that as the men advanced towards him, he temporarily froze. He stopped his motorcycle, got off, and pretended not to be afraid. He asked the men, “So, is what you all going on with?” even as one of them, who had a piece of wood in his hand, advanced towards him while another brandished a weapon.

Samaroo says that, until now, he cannot say whether it was a toy gun or a real gun, and whether

it was loaded or not, but one of the men attempted to run through his pockets and, outraged, he impulsively dealt the man a punch. The three others, including the one carrying the gun, advanced further, and one declared: “Red, this man strong; leh we bruck he foot.”

In response, the one with the wood dealt him a lash across the ankle, causing him to buckle; and as he fell to the ground, they ran through his pockets, emptying it of all they could find.

A security guard employed with ‘Beck’s, on the other side of the road, began hurling bricks at the gang, and managed to disperse them. They jumped on two pedal cycles and rode off, taking with them Samaroo’s two rings and his wallet which contained about $10,000 cash; his cellular phone; his Identification Card; driver’s licence; NIS card; his keys and cellular phone among other things.

Persons who came to Samaroo’s rescue summoned the police, who conducted investigations and transported him to the Georgetown Public hospital.

Although writhing with pain on a hospital bed, Samaroo remains deeply troubled over the loss of his documents, in particular, since at every turn he needs them to transact business.

Invariably, petty thieves toss aside people’s wallets containing documents after emptying them of cash, but Latchman Samaroo is appealing to anyone who may have found his wallet and documents in the streets to turn them over to the nearest police station.

Usain summons up a ‘bolt out of the blue’ ...

“I understand why (people thought it was important for me to win),” Bolt added.

“I feel good, on the last five metres I kind of stumbled and it cost me my momentum,” said Gatlin, a world and Olympic champion before his second doping ban and the rise of Bolt.

“Everybody wants to come out and win but I got nabbed by the great Usain. I’ll have a day off and come back and be prepared for the first round of the 200.”

Bolt will go for successive world championship sprint sweeps in Beijing with the 200 metres final scheduled for Thursday.

Jeffery Gibson of the Bahamas, meanwhile, moved closer to a medal as he produced a national record-breaking performance to advance to the final of the men’s 400m hurdles tomorrow.

Gibson had to sprint after clearing the final hurdle to clock 48.37 seconds in finishing behind Russia’s Denis Kudryavtsev who posted a personal best and fastest qualifying time of 48.23.

Gibson’s previous best mark was 48.51 which he set last month in winning the gold at the Pan American Games.

Aussies seal consolation win, England lift Ashes urn

By Ed Osmond LONDON, England (Reuters) - Australia secured a consolation victory in the final Test by an innings and 46 runs yesterday before England captain Alastair Cook lifted the Ashes urn at the end of a dramatic and fluctuating series.

Australia skipper Michael Clarke celebrated an emphatic win on a rain-disrupted fourth day of his final Test match, Peter Siddle proving the inspiration with figures of 4-35 as England were bowled out for 286 at The Oval.

“I am proud of the way we played here, showing grit and determination and playing cricket the Australian way,” Clarke told

reporters.

“Congratulations to England, they thoroughly deserved to win the series.

Today was not about me but about the team and I am incredibly proud to have been their captain.”

Cook could not conceal his delight at winning the series 3-2 after losing 5-0 in Australia in 2013-14.

“We can’t let this loss take the gloss off a special summer,” a beaming Cook said before being presented with the urn.

“Credit to Australia and the character they showed to bounce back here. They have shown what a good team they are and to have beaten them three times is a credit to our guys.

“The fact we were underdogs before the series helped us. We were able to play with a bit of freedom and put them under pressure at crucial times.”

England, 203 for six overnight, lost their first wicket of the day when Mark Wood was trapped lbw by Siddle for six, the Australians winning a review after the umpire initially ruled it not out.

Unbeaten Guptill ton levels ODI series for Kiwis POTCHEFSTROOM, South Africa (Reuters) - An unbeaten century from opener Martin Guptill eased New Zealand to an emphatic eight-wicket victory over South Africa in the second One-Day International at Senwes Park yesterday.

Set a modest 205 for victory, New Zealand cruised to their target with 33 balls to spare on the back of Guptill’s 103 not out as they finished on 207 for two.

Sangakkara falls for 18 in final Test innings (REUTERS) - Sri Lankan batting great Kumar Sangakkara made 18 in his final Test innings as India dominated fourth day’s play in the second Test yesterday to stand eight wickets away from a series-levelling victory.

For the fourth successive innings in the series, off-spinner Ravichandran Ashwin dismissed the 37-year-old left-hander to send groans across the P Sara Oval.

Sangakkara walked out to a guard-of-honour by the Indians and the umpires and nearly ran himself out soon after a mix-up with opener Di-

Cameroon soccer player dies after collapsing during match DOUALA, Cameroon (Reuters) - A 26-year-old striker for Cameroonian second division soccer team Dynamo de Douala collapsed during a match and later died, the central African nation’s professional soccer league said yesterday.

Leopold Angong Oben was fouled in the penalty area, earning his team a spot kick during the first half of the match against Colombe du Dja-et-Lobo at the Reunification Stadium in the commercial capital Douala on Saturday.

He received treatment on the field and resumed play but collapsed minutes later.

“He collapsed in the stadium in the 33rd minute of the match. His team

mates tried to revive him without success,” said sports journalist Aime Moukoko, who was in the stadium reporting on the match.

The referee called for the assistance of Red Cross personnel present at the stadium, the Cameroon Professional Football League said in a statement. “(Oben) was evacuated to a Douala hospital where he passed away minutes after,” the statement said.

His cause of death has not been disclosed.

Oben was the second player from Dynamo de Douala to die in the span of three weeks after 27-year-old goalkeeper Ferdinand Mbog passed away following an unspecified illness.

Lady Jags and Cuba play to 1-1 draw Guyana’s fate to be decided after the Cuba/St Kitts game

THE Lady Jags played to a 1-1 draw with rivals Cuba, when the two sides met yesterday in the Dominican Republic in the Caribbean Football Union (FCU) leg of the Olympic Qualifier.

Coach Mark Rodrigues ladies ended their Group stage campaign undefeated but now, they will be keeping their fingers crossed, hoping that Cuba don’t beat St Kitts and Nevis by more than eight goals.

Meanwhile, despite not picking up the win, Rodrigues believes that his girls “played really well” and added, “We dominated them in the first half and spilt the second as we defended and played out on the counter.”

GFF remains committed to Linden’s development – Urling NORMALISATION Committee Chairman Clinton says that the Guyana Football Federation (GFF) remains committed to the development of the sport in Linden.

Urling’s statement comes after a visit to Linden with FIFA Development Officer, Howard McIntosh, and other officials of the GFF last Saturday, with the aim of meeting with the region’s policy-makers, including the Parliamentary representatives and the Regional Chairman Renis Morian to discuss the possibilities for football development in the region.

The upgrading of facilities, installation of artificial turf and the establishment of a football technical centre was supposed to be discussed by the FIFA official, the GFF and the RDC chairman, but Lindeners snubbed the meeting; failing to show up or making any contact to relay their unavailability.

The visiting team nonetheless scouted several locations in Linden to assess what the needs are and what could be developed. The sites included

Committee chairman added, “Linden is important to the GFF not just the administrative side of it, but also to expand on the infrastructure that exists presently. But we need to meet with stakeholders to ensure the GFF can have some agreement with them so that we can begin those infrastructural works.

FIFA requires at minimum, either a user requirement for the properties or a lease for us to put down any significant investment.”

Urling also pointed out that tomorrow, one of FIFA’s technical inspectors would be in Guyana to primarily conduct work at the GFF’s Providence facility and “the GFF will bring him to Linden to test the soil samples and make recommendations on suitability to the GFF and FIFA as to which is the best area to invest.

“We will continue talks with Government to get a solution on how we can move forward.”

Bulls, Colts advance to semi-finals

COLTS and Linden’s Half Mile Bulls were the first two teams to advance to the semi-finals of the Guyana Amateur Basketball Federation (GABF)-organised Forbes Burnham Memorial championship when the eight-team tournament bounced off at the Cliff Anderson Sports Hall on Saturday night.

Colts easily got by another Linden club, the Amelia’s Ward 60-54 while Bulls had to fight hard for their 77-73 victory over Plaisance Guardians.

Led by team-high 19 points from their captain and marksman Terron Welsh and 16 points from Terrence James who hit two crucial free-throws, the Bulls picked up the win.

With 10 seconds remaining in the game and the Bulls up by two points (75-73), James was fouled and went to the ‘charity line’ and converted Half Mile Bulls marksman Terron Welsh both shots.

The Guardians continued to be careless with the ball and had their inbound pass intercepted by the Bulls who had enough time to drain the clock.

Michael Turner added ten points to the Bulls’ total while Kevin Easton scored nine points and Jason Blair eight.

Explosive point guard Nikkoloi Smith poured in a game-high 39 points for the Guardians and Trenton Woolford chipped in with 16 points in a losing cause.

Earlier in the contest, Plaisance Guardians took control of the first quarter 19-14. But in the second period, the Linden team outscored the Guardians to take a 36-31 lead at the close of the first half.

The Lindeners kept their feet on the gas and outscored the Guardians 20-19 and closed the penultimate period leading 56-50 heading into the final stanza.

With Welsh in form, though the Bulls had no stop for the Guardians’ Smith, the Linden unit kept control of the game.

The tournament continued last evening with another double-header at the same venue with the Retrieve Raiders clashing with Pacesetters and Ravens and Royals meeting in the second game.

Winners of the championship will pocket $100 000, while the second-placed team will collect $60 000 and third-placers $40 000. Trophies and medals will be awarded to the top three clubs. Trophies will be presented to the Most Valuable Player, Best Uniformed Team and Most Disciplined Team.

BEIJING, China (Reuters) - Usain Bolt once again produced his best when it mattered most to retain his 100 metres world title and reassert his status as the number one sprinter on the planet at a rocking Bird’s Nest Stadium last night.

The Jamaican had struggled for form and fitness all season, stumbled his way through the semi-finals and got nowhere close to the times that his rival Justin Gatlin had been posting.

Back at the arena where he first exploded onto the world stage at the 2008 Beijing Olympics, however, Bolt surged past the in-form American over the last 30 metres and crossed the line in 9.79 seconds, his fastest run of the year.

“I came out here, relaxed, no stress and brought it home. My aim is to be number one until I retire and therefore I am pushing myself and pushing myself,” said the 29-year-old after striking his trademark ‘Lightning Bolt’ pose.

“It is all about running the race and getting it done. You can call that race rusty. I could have run faster. This title means a lot to me. It has been a long season with me coming back from injury.”

Two medals for Jamaica on dramatic day

BEIJING, China (CMC) – Led by the reigning world 100 metres champion Usain Bolt, Jamaica picked up two medals on the second day of the IAAF World Championships here yesterday while Olympic champion Grenadian Kirani James also advanced to the semi-finals of the 400 metres.

Bolt edged American Justin Gatlin to retain his world title and O’Dayne Richards took bronze in the shot put event to cap off an outstanding night for the Jamaicans.

Bolt clocked a season-best time of 9.79 – 0.01 seconds ahead of his rival in securing a ninth World Championship gold medal.

Gatlin took command of the race from the start and was a few ticks away from the win when the Jamaican caught him up on the line in the narrowest of victories.

Earlier, Richards equalled the Jamaica national record of 21.69 metres in claiming bronze in the shot put. Only a month ago he threw the implement the same distance to land gold at the Pan American Games in Toronto, Canada.

“I am very grateful for the medal despite the fact that I expected even longer throws. The equalled record is a bonus and an indication that I am well prepared,” he said.
