The PPP/C Member of Parliament (MP) was also critical about the dismissal of some 2000 Community Support Officers (CSOs), contending that the decision by the Administration was unjustifiable.

And on that score, he informed the House that he is yet to hear from the Administration on what they will do with the money, whether it will be reinvested into Amerindian communities.

The Administration has maintained that the CSOs were involved in doing political work for the PPP/C. Charles also told the House that it is good to hear that the Minister within the Indigenous Peoples’ Affairs Ministry talk about construction of roads in the hinterland, pointing out that the PPP/C has done great in these areas of the country.

He said the former Administration has also helped in the provision of electricity to hinterland residents by giving them solar panels through the Hinterland Electrification Project.

And while acknowledging the strides made in the health sector, in wrapping up his presentation, Charles called on the Government to provide a specialist doctor at the Lethem Public Hospital.

PPP returns to Parliament, Jagdeo sworn in as Opposition Leader

By Derwayne Wills THE People’s Progressive Party (PPP) was formally sworn in yesterday as the political Opposition in the National Assembly of the 11th Parliament, with former President Bharrat Jagdeo sworn in as Opposition Leader.

The PPP made its debut appearance in the National Assembly since the June 10 convening of the National Assembly following the May 11 elections, where then PPP/C Government was defeated by the A Partnership for National Unity + Alliance For Change (APNU+AFC) coalition.

The party’s appearance coincides with the beginning of the debates on the 2015 Budget, which was presented before the National Assembly recently by Finance Minister Winston Jordan.

The Opposition Leader charged the new Government saying although his party comes with their own mandate, they will work along with the new Administration as long as the Administration maintains its promises to the people made during the elections campaign.

“I am very much aware of the grave responsibility placed on our shoulders, although we are in Opposition now, to ensure that our country continues to move forward,” Jagdeo said in his address to the National Assembly yesterday.

Jagdeo gave assurances that unlike the previous APNU and

AFC, which served in Opposition during the 10th Parliament from 2011 to 2015, his party will not cut programmes “much to the detriment of services to people.”

He said too, “We will never, ever, in this National Assembly seek to remove benefits from people… whatever the constituencies… whether they voted PPP or APNU in the last elections.”

“We will work with the other side once they remain faithful to the promises they made to the people of the country, because I think our country deserves it to see maturity in Parliament, decorum in this Parliament, and that business is done here,” Jagdeo concluded.

Just before Jagdeo’s address, Prime Minister Moses Nagamootoo congratulated the new Opposition Leader and expressed a willingness to work along with his party “in cooperation [and] in the interest of our country.”

The absence of the Opposition People’s Progressive Party/ Civic from the National Assembly could derail the legislative agenda of the new APNU+AFC Government (A Partnership for National Unity+ Alliance For Change).

The Government needs the Parliamentary participation of the Opposition PPP/C to advance establishment of the Public Procurement Commission (PPC) and to establish the AML/ CFT Authority. These two promises made in Government’s

100-day plan both require a two-thirds majority in the National Assembly for passage into law.

Opposition Leader Jagdeo told reporters yesterday “we have always supported, in principle, the establishment of the Procurement Commission,” but to this date, he said, he has not been invited to any consultations with President David Granger on setting up this body.

There is currently an elections petition before the courts on behalf of the PPP, which challenges the results of the May 11 election. Jagdeo said the country could move to another election if the petition goes in favour of his party.

He said too that the persons currently sitting in the House, as the Opposition might not be the persons taking the party into the election should it be called soon.

Even as they accepted their place as the political Opposition, the Opposition Leader said his party is still not satisfied with the results, but “we are going to fulfil our responsibilities.”

Although the PPP has taken up its place in the National Assembly, the party has refused to nominate a Deputy Speaker, which traditionally comes from the Opposition.

Speaker of the National Assembly, Dr Barton Scotland, has indicated that the election of the Deputy Speaker will be considered at a future sitting of the National Assembly.

Bomb in Thai capital kills 16, wounds 81 in bid ‘to destroy economy’ (Reuters) A BOMB planted at one of the Thai capital’s most renowned shrines on Monday killed 16 people, including three foreign tourists, and wounded scores in an attack the Government called a bid to destroy the economy.

There was no immediate claim of responsibility for the blast at the Erawan shrine at a major city-center intersection. Thai forces are fighting a low-level Muslim insurgency in the predominantly Buddhist country’s south, but those rebels have rarely launched attacks outside their heartland.

“The perpetrators intended to destroy the economy and tourism, because the incident occurred in the heart of the tourism district,” Defense Minister Prawit Wongsuwan told Reuters.

“It was a pipe bomb,” Somyot said. “It was placed inside the Erawan shrine.”

The shrine, on a busy corner near top hotels, shopping centers, offices and a hospital, is a major attraction, especially for visitors from East Asia, including China. Many ordinary Thais also worship there.

The Government would set up a “war room” to coordinate the response to the blast, the Nation television channel quoted Prime Minister Prayuth Chan-ocha as saying.

Two people from China and one from the Philippines were among the dead, a tourist police officer said. A rescue agency said 81 people were wounded and media said most of them were from China and Taiwan.

“It was like a meat market,” said Marko Cunningham, a New Zealand paramedic

working with a Bangkok ambulance service, who said the blast had left a two-meter-wide (6-foot-) crater.

“There were bodies everywhere. Some were shredded.

Persad-Bissessar promised to give more computers to first year students at universities and even pupils in primary schools on a phased basis in her second term, if re-elected.

Wrong-and-strong WHAT was former Amerindian Minister, Pauline Sukhai thinking when she declared that she was entitled to the $2.1 million spent on her dental work? Something is very wrong when a top public official could so arrogantly tell the nation that it owes her large sums of money to do her teeth.

The vast majority of citizens of this country do not visit the dentist regularly, simply because they cannot afford it. Some young adults have never visited a dentist. Yet this ex-minister could arrogantly claim that her hefty dental bill was an entitlement.

That the former minister could say such a thing in the face of the sea of corruption being unearthed since the new Government took power tells us something about the lack of remorse in the ranks of the PPP leadership. One would have expected much humility from these leaders who, for 23 years, transformed Guyana into one of the most corrupt countries in the hemisphere. Where is the example for younger politicians to emulate? Where is the respect for the ideals of selfless service?

The former minister made her remarks at a press conference, where she was lambasting the Government

for discrimination against over 2,000 Amerindians. The merits of her charge would have to be determined. But does she not know that she is guilty of the very over-reach she was charging the Government with? Does she know how many Amerindians $2.1 million could feed? Does she know that the money she spent is not hers? Does she know that minsters of government are not entitled to anything?

Can she tell us what qualifies her for an entitlement to the public monies?

One can now understand those who feel that the PPP should be kept far away from power for a long time. Many supporters of the Government have been calling on them to deal more harshly with those who have been fingered in corruption. The Government has hesitated. Obviously, it is conscious of the charges of discrimination. But after listening to Ms. Sukhai, one wonders whether the PPP is not taking the Government for granted.

Ms. Sukhai’s behaviour is graceless. Her rude answer to the reporter who asked how the money was spent exposes a misplaced arrogance that has no place in public life. This is a clear case of “wrong-and-strong” that should be stopped by the PPP. But we should not hold our breaths; time and time

again, PPP leaders have exhibited this crass behaviour which flies in the face of acceptable standards for public officials. It is now clear that the PPP believes that although it is no longer in power, it still runs things. It is delusional, but it comes from a place of domination and contempt for the Guyanese people.

The party’s behaviour since losing office has been obscene; it has treated the new Government with utter disdain. The words pouring from the mouths of top leaders such as Rohee, Jagdeo and Ramotar go beyond the normal rough-and-tough of politics. The charge of ethnic cleansing, for example, is dangerous. Ms. Sukhai is blasting the party line for all to hear, but Guyana deserves better.

Executive Committee of National Toshaos Council elected THE Executive Committee of the National Toshaos Council (NTC) was elected yesterday at the official opening of the NTC meeting held at the Arthur Chung International Conference Centre, Liliendaal.

The meeting, which is an annual event facilitated by the Ministry of Indigenous Peoples’ Affairs, opened under the theme: ‘Steadfast Indigenous Leadership towards Territorial Integrity and Sustainable Livelihoods’. It will conclude on August 22, 2015.

The Toshaos (Indigenous Chiefs), were addressed by Minister within the Ministry of Communities, Dawn Hastings. In her charge to the officials, the minister

highlighted the essential points from the Amerindian Act, as these specifically identify the functions of the National Toshaos Council.

“My charge to you today is to ensure that good governance will prevail in each of our Indigenous villages and that you as the new elected National Toshaos Council must be able to prepare strategic plans, so that Guyanese in our hinterland villages must have access to appropriate health and education facilities,” Minister Hastings said.

The minister explained that the Council must be able to fulfill its mandate as an independent body, which would provide advice to the Minister of Indigenous Peoples’Affairs.

LISTENING EAR She advised the NTC to have a listening ear to the various Village Councils and to assist in resolving any issues they might have in a bid to working and creating developed and sustainable communities.

Meanwhile, in his presentation, Minister of Governance Raphael Trotman, on behalf of President David Granger, congratulated the Toshaos, who were elected to the new Executive Committee. The minister encouraged the Toshaos to work together for the greater good of the people they represent.

He took the opportunity to dispel political rumours which stated that the new

“I wish to assure you and reassure you that we have no such intentions. All I would ask is for you to give us an opportunity to get to know each other better and to win your trust.

The elections were conducted by the Guyana Elections Commissions (GECOM) to ensure transparency. The electoral process for selecting the executives saw the casting of ballots by every administrative region in Guyana, as this allows for the selection of the executives, based on a majority vote. From within the twenty executives elected, they will elect a Chairman, Secretary and a Treasurer.

Young Ramson challenges Gov’t on youth involvement in Cabinet, Budget

By Derwayne Wills NEWLY sworn parliamentarian for the Opposition People’s Progressive Party/ Civic (PPP/C), Charles Ramson Jr, has come out to blaze the A Partnership for National Unity + Alliance For Change (APNU+AFC) coalition Government for what he calls the side-lining of youth after the party won the May 11 election.

Ramson, a young lawyer and son of former Attorney General Charles Ramson Sr, in his debut address to the National Assembly yesterday, said the now Government “rode the wave of youth to the seat of power”, but he questioned their actions toward youth in the coalition Government’s Cabinet and the budget currently being debated in the National Assembly.

Ramson challenged the decision of the David Granger Administration to absorb what was formerly the Ministry of Culture, Youth and Sport into what is now the Ministry of Education with a Department of Culture, Youth and Sport.

The Ministries of Education, and Culture, Youth, and Sport were treated separately, but have now been merged into one with Education Minister Dr Rupert Roopnaraine at the helm.

“First the APNU+AFC Government relegated and demoted the Ministry of Youth into a subsumed, subordinate positon and a programme of the Ministry of Education,” Ramson said, adding that his party believes there should be a Youth Minister and that young people

“The absence of youth representation from the coalition Government MPs and the Cabinet is unconstitutional,” Ramson said before the House as the Government side erupted in laughter. “You laugh at the youth but the next election, the youth will be laughing at you because they will be saying good-bye and good riddance,” Ramson charged.

Ramson believes the budget should have been

guided by and focused on youth. He went on to cite Article 28 of the Constitution which speaks to the right of young people to “responsible participation” in Guyana’s development. “Leaving us out of Government and Cabinet does exactly the opposite.”

The young MP went on to challenge the idea of a draft youth policy mentioned vaguely in Finance Minister Winston Jordan’s budget speech recently.

“We deserve more than two measly paragraphs in your

budget presentation, and more than just platitudinal statements about a draft youth policy.”

Citing allocations in the 2015 budget, Ramson said only some $100M had been allocated for youth, compared to the then PPP/C Government in 2014 which budgeted $535M for current expenditure and $961M for capital expenditure.

Ramson’s remarks did not sit well with Minister within the Ministry of Public Health, Dr. Karen Cummings. Dr Cummings, who spoke directly after Ramson, challenged that in 23 years of Government, there was an increase in youth unemployment by some 40 percent under the former PPP/C. Cummings was challenged to produce the report where the information could be found. She cited the

presentation of the Finance Minister.

A study from the Caribbean Development Bank (CDB) titled “Youth are our future: The Imperative of Youth Employment for Sustainable Development” placed Guyana’s youth unemployment as hovering around the 40 percent mark.

Cummings went on to challenge the lack of the former PPP/C Government to implement a national youth policy, and she said a draft of such a policy was done in less than 100 days of the APNU+AFC Government.

Former Culture, Youth and Sport Minister under the PPP/C Government, Dr Frank Anthony, attempted to challenge Cummings on the floor but was barred by the Speaker for not having grounds for interrupting Dr Cummings’ presentation.

The APNU+AFC coalition Government has taken criticism for the lack of youth representation in their list of representatives for the 11th Parliament. The only youth in the 33 seats of the APNU+AFC is Member of Parliament Jermaine Figueira.

Notables youth MPs from the 10th Parliament between 2011 to 2015 like Vanessa Kissoon, Christopher Jones, and James Bond from the APNU, as well as Trevor Williams from the AFC were not given place in the 11th Parliament.

Gov’t renews partnership with WWF Guianas THE Government of Guyana, through the Department of Natural Resources and the Environment, yesterday signed a Memorandum of Understanding (MoU) with the World Wildlife Fund (WWF) Guianas, which will allow the organisation’s work to continue in Guyana.

The Agreement was signed by Minister of Governance with responsibility for Natural Resources and the Environment, Raphael Trotman and received by Ms. Aiesha Williams, Head of

Office, WWF Guianas at the Department’s headquarters at Brickdam, a press release said.

Minister Trotman said that the signing of the agreement will ensure the continued promotion of sustainable development; something which, he said, President David Granger is extremely passionate about.

Additionally, he noted that as Guyana prepares to celebrate its 50th anniversary as an independent country, Guyanese must be made aware of the wealth

of their country and how best it can be preserved. In this regard, he said that the renewal of the agreement was timely as it provides a vehicle for that awareness to be achieved.

“Guyana prepares next year to celebrate its jubilee year and we would like to know that we are not just preserving our environment; our wildlife and flora and fauna but that we are educating Guyanese about what is theirs and how it can best be preserved. So we hope that coming out of this MoU that

you are allowed, to of course continue your work, but we expect to deepen our relationship and expand it in the area of education,” Minister Trotman said.

In accepting the Agreement, Ms. Williams told the Minister that the renewal of the agreement is of high importance to the organisation since it will pave the way for sustainable development for the country and the Guianas as a whole.

“It is a pleasure for us to make this agreement with the Government of Guyana.

We see this partnership as very important, not only for Guyana but for the conservation of the Guianas’ eco-region and we stand firm in our commitment to protect the natural resources with you and to also protect Guyana’s national patrimony.

“Our staff, our wider WWF partners have the same commitment and we look forward to working together with you on this in terms of development of local communities as it relates to the capacity building for

the management of their resources, looking at reducing the impact of gold mining, ensuring that benefits derived from those go back into the local communities,” the Head of the WWF Guianas said.

The Agreement was signed in the presence of the Permanent Secretary of the Department of Natural Resources and the Environment, Joslyn McKenzie and Charles Hutchinson, Protected Areas REDD+Lead, a partner of the organisation, the release concluded.

Budget 2015 presents opportunities for improved health services – Dr. Cummings

AS heated arguments kicked off the first day of the National Budget debate, Minister within the Ministry of Public Health Dr. Karen Cummings pointed out that there is quite a health package for the youths of Guyana and this is a clear roadmap to improve the lives of all Guyanese.

She was rebutting a point made by the Opposition PPP/C newcomer, Charles Ramson Jr. The Minister noted that under the People’s Progressive Party Civic (PPP/C) Administration, youth unemployment was over 40 per cent, while there was no youth policy.

DRAFT YOUTH POLICY “My Government’s focus turned the dial on reckless spending and now emphasises accountability,” Dr. Cummings said, adding that after just a few months in office, the APNU+AFC Government has made it a priority to at least have a draft youth policy completed.

According to the Minister, with 10.5 percent or $23.2 billion of the 2015 National Budget being allocated for the health sector, the Ministry’s focus is on several key areas.

These include elderly care and youths, along with a number of strategies.

She reiterated that the Ministry will work towards the successful implementation of Health Vision 2020. Also strategic plans for programmatic areas within the health sector will be developed, while emphasis will be placed on reducing health inequalities, expanding of primary health care, arresting non-communicable diseases (NCDs), eliminating maternal and infant mortality and providing universal health coverage.

Meanwhile, $81.2 million of the $23.2B has been budgeted for the execution of the STEP-wise Approach to

Minister within the Ministry of Public Health Dr. Karen Cummings Chronic Disease Risk Factor Surveillance (STEPS) survey, which will collect, analyse and disseminate data, relating to chronic diseases risk factors, to allow a more evidence-based

approach.

The Minister stressed that suicide is a major issue, pointing out that Baramita is a testimony of that since a child, as young as six-years-old, tried committing the act. She said there is urgent need to address this situation and her Ministry will continue to forge partnerships with organisations such as the Pan American Health Organisation (PAHO) to find a solution.

With regard to maternal health, Dr. Cummings strongly emphasised the fact that no mother nor child should be put at risk, and as such over $133.1 million will be spent on the expansion of the Georgetown Public Hospital Corporation (GPHC) Maternity Unit, increasing that facility’s bed capacity by 50.

In addition, emphasis will be placed on men’s health, and to effect this a special unit will be set up at the Ministry’s compound.

Addressing the cost burden of health care services, borne by the elderly, will be a priority of this Administration, and support will be from the Social Protection Ministry, the Minister explained. She also stated that an elderly home care programme will be explored, to provide support to older persons in managing their health care, while reducing the cost burden to both the elderly and the national health system.

Minister Cummings also pointed out that it is the Government’s belief that, the procurement of drugs and medications was questionable under the former Administration. She stressed that it is her Government’s assurance that such issues would not raise their ugly heads in the years ahead, as the new Administration “focuses on transparency and on accountability.”

West Berbice man to undergo further surgery

DENNY Perriatombi, 43 years, of Number 54 Village, West Coast Berbice, whose left leg had to be amputated following an accident on August 1 last, is scheduled to return to theatre today for further medical procedure.

Perriatombi who is a patient at the Georgetown Public Hospital suffered multiple injuries when he was struck down by a speeding car on the Number 54 Village public road around 21:00 hrs on August 1. So badly was his limb destroyed, doctors were forced to amputate the leg in order to save his life.

Other injuries he suffered include a broken right arm, a fractured right hip and other abrasions. He has since had three units of blood and late yesterday was still in need of a fourth in preparation for his second surgery.

The self-employed rice harvester recalled that on the ill-fated night, there was a wedding in the neighbourhood where he resides and he had come out with friends and was standing at the roadside when tragedy struck. No one else was hurt.

Witnesses said the motorist may have been intoxicated, since when he ploughed into Perriatombi, he accelerated and sped away. The only thing that put a temporary stop to the car was when the motorcar ran into a sand heap and was stalled. The motorist, however, continued on his way without attempting to render assistance to the injured man.

Persons on the scene picked up the injured man and rushed him to the Skeldon Hospital, after which he was transferred to the New Amsterdam Hospital, but his condition was so severe, he was quickly dispatched to the GPHC where surgery was performed on him the following day.

The injured man said he was informed that the police subsequently apprehended the motorist and has since laid charges against him. However, the driver has still not visited the victim who remains hospitalised and in a serious condition.

Denny, who is the son of widow, Doreen Perriatambi, is also the father of a six-year-old daughter, and their lives are now in limbo following his injury and inability to continue working.

President Granger has corrected a historical wrong - by naming Clive Thomas as his adviser WHEN President Granger appointed Professor Clive Thomas as his Economic Adviser, many in the academic and policy worlds expressed their appreciation.

Professor Thomas earned that appointment by the sheer weight of his accomplishments. He has distinguished himself as an economist, academic, intellectual, political activist and thinker and trade unionist. Earlier this year, he retired as an academic at the University of Guyana after 50 years of outstanding service to that institution and others around the world. As a member of the Government, the people of Guyana have one of their most accomplished sons at their disposal.

Professor Thomas belongs to what I call the radical generation of the Caribbean. This generation includes our own Walter Rodney, Andaiye, Maurice Odle, Bonita Harris, and Rupert Roopnaraine among others. Further afield in the Caribbean there were Lloyd Best, Tim Hector, Phyllis Coard, George Odlum, Maurice Bishop, and Trevor Monroe.

Theirs was the first independence generation; the first sons and daughters of our Guyanese and Caribbean Independence. Many of them, like Clive Thomas, came from the working classes, bringing with them an inherent quest for social justice. It is not surprising that after they were done with their studies, they immediately put their thoughts and energies to the service of the nation.

This would bring them into conflict with both the outgoing colonisers and their allies, and with the indigenous post-independence leaders. Clive Thomas’ generation was asking serious questions about the nature of our new independence; they invariably were challenging the post-independence order that was being fashioned by their political fathers, the Burnhams and Birds and Gairys. It is this conflict between our independence fathers and their children that

would characterise what calypsonian, Brother Valentino called the “Roaring 70s”.

Here in Guyana, that engagement would be reflected in the clash between the WPA and the PNC Government of the day, led by Forbes Burnham. I continue to argue that that clash arose out of the very historical development of our Caribbean civilisation. Our younger scholars must study that defining moment in our Caribbean Journey. It was more than Burnham versus Rodney.

Clive Thomas was a leader of the WPA. As the leader of the Ratoon group at the University, he, along with Eusi Kwayana of the African Society for Cultural Relations with Independent Africa (ASCRIA), and Moses Bhagwan of the Indian People’s Revolutionary Associates (IPRA), were the founding leaders. Rodney, Roopnaraine, Andaiye and others would join later. If Kwayana was the sage and Rodney was the ultimate public revolutionary, Thomas was the theoretician.

I remember, as a boy in Buxton, wondering why we the youth were eager to hear Rodney, while the older farmers listened intently to Thomas. I later realised that he was talking sugar economics and labour relations and land issues, which were central to the lives of the farmers. Not that the others did not deal with these issues, but Thomas was the expert.

Throughout the contentious politics of the 1970s and 1980s, Thomas remained a scholar of the highest quality. This is a distinction he shares with Rodney and Kwayana. Their political activism did not interfere with their intellectual productivity. It is an attribute that most do not possess.

As was the case with most of his comrades, Thomas has been a Marxist. But his Marxism was never of the dogmatic mould. He, for example, never dismissed western democratic norms such as free and fair elections as non-revolutionary.

Dr. David Hinds He got into trouble with fellow Marxists for this, including the Grenadian Revolutionaries. His answer was simple: Working people died for those rights.

When the Grenadian Revolution died and Caribbean Revolution was pushed unto the back foot and most revolutionaries ran for cover, Clive Thomas remained constant.

As the WPA of the 1970s and 1980s lost its political vigour in a post-PNC regime, Clive Thomas never lost hope. He continues to function in the now miniaturised WPA. His last herculean effort was to lead the WPA truce with the PNC, which gave rise to the APNU, which, in turn, mothered the now ruling Coalition. It was no easy task. It could not be easy; these were political adversaries trying to form a joint movement.

I worked closely with Clive and others during this process. Often when the going got tough and some of us in the WPA felt the process was stalling, Clive Thomas was a settling influence. It was his moral leadership and influence that often was the clincher. We respected Clive and his political judgement; he has a superior understanding of the political DNA of our partners that many of us lack. He passionately believed that Guyana could be saved by partnership politics, and that the PPP would be uprooted by a partnership. I am glad we listened.

In naming Clive Thomas as his adviser, President Granger has corrected a historical wrong. While Thomas’s colleagues have always been engaged by their governments, he was the odd man out. Successive governments have failed to utilise his expertise. Except for a small engagement with the early PNC Government, he was persona non grata. The PPP, with which the WPA were allies, never engaged Thomas. Now Granger has corrected that wrong.

PPP/C ready for Local Gov’t Elections - Rohee - plans to contest professionally under Surujbally

By Navendra Seoraj ALTHOUGH the People’s Progressive Party/ Civic (PPP/C) is maintaining its stand that GECOM Chairman, Dr. Steve Surujbally be removed, the Party has declared its readiness to contest the upcoming Local Government Elections (LGE) in a professional manner.

Speaking yesterday at the Party’s weekly press conference, PPP/C General Secretary Clement Rohee said: “We are calling for the removal of Surujbally, but that does not contradict our decision to contest the Local Government Elections in a professional manner.”

Rohee said further that the Party is prepared to the best of their abilities but some laws are yet to be passed in the National Assembly regarding the LGE. However, the PPP/C is prepared with

respect to the current laws and will be ready to contest the constituency or Neighbourhood Democratic Council (NDC) elections.

He noted also that their participation in the LGE will also be determined by conditions that are conducive.

The General Secretary said that the Guyana Elections Commission (GECOM) ought to ensure that each elector is placed in exactly the specific constituency and/or NDC where they are residing and is on the appropriate list of electors specific to that constituency and/or NDC. Apart from that Rohee noted that the boundaries for each of the NDCs and constituencies must be settled to the complete satisfaction of the PPP/C with the names and addresses of each situated within the

relevant boundary where the elector is a resident.

“There should be public re-advertisement for officials who are desirous of filling specific positions and responsibilities on elections day on behalf of GECOM…the Claims and Objections period be held in conformity with the lists of electors agreed upon and accepted by the political parties,” said the General Secretary.

PUBLIC RELATIONS CAMPAIGN GECOM will have to mount an aggressive and user-friendly public relations campaign targeted to specific issues of concern to the elector and the proportional representation and constituency electoral process, Rohee stated.

He added that there should be public vetting of polling day staff already in the pool and the PPP/C will be pressing for a new Voters List, implementation of an e-voting system, enhanced biometrics and an ethnic balance in staff hired by the elections commission.

Statement on capital projects being postponed in Region 4 “erroneous” – Regional Chairwoman

A STATEMENT indicating that capital projects for Region 4 were postponed until next year, which was released to the media last Friday, purportedly attributed to Deolall Rooplall, former Regional Executive Officer of Region 4, was yesterday described to be an “erroneous” one by Regional Chairperson, Genevieve Allen.

The statement which was released on Friday last had accused the former People’s Progressive Party (PPP) Administration of being the reason why the capital projects were allegedly postponed.

“Approval of the 2015 budget was delayed owing to the actions of the PPP/C Administration in 2014. With the prorogation of Parliament on November 10, 2014, followed by the dissolution of Parliament on February 28, 2015, and the holding of the General and Regional Elections on May 11, 2015, the Budget preparation timetable was disrupted. The new Government was forced to adjust the Budget timetable to reflect a new budget cycle that commenced on June 4, 2015” the statement said.

As a result, it further revealed that due to the “irresponsible actions” of the previous Administration, residents of Region 4 are advised that the following projects will not feature in the capital programme for 2015, but will remain relevant in 2016; these include construction of multipurpose building at the RDC compound, construction of all weather roads at Bamboo Dam and Mahaica Middle Walk, construction of roads at Benkay Alley in Lusignan and Martyr's Ville Main Access, extension of BV Practical Instruction Centre, reconstruction of Golden Grove Secondary, rehabilitation of Bladen Hall Secondary, reconstruction of Peter's Hall Primary, rehabilitation of Mahaica Primary and Enmore Primary, extension of Kuru Kururu Primary, construction of nursery schools at Grove, Craig, Vryheid's Lust, extension of Mocha Nursery, extension of Triage and Observation Unit, Intensive Care Unit and Delivery Room at Diamond Regional Hospital, construction of Health Centre at Eccles New Scheme and construction of Health Post at Haruruni Village.

But according to Regional Chairperson, Genevieve Allen,

the statement reportedly issued by Rooplall had been an “erroneous” one, which was allegedly issued by a man who was no longer REO of the region since his contract ended on July 7, 2015. Rooplall’s contract had not been renewed, Allen said.

She further charged that if perusal of estimates was done, it would be recognised that a number of projects under the heading “Capital” have been given financial allocation in the five programmes, namely administration and finance; agriculture; public works; education; and health.

Additionally, she denounced the actions by Stabroek News to feature the statement on their front page, which gave it credence, since she argued that the budgetary estimates would have been distributed to media officials. Little effort of investigation, Allen said, would have revealed that the statement had been a misrepresentation of the facts.

Gov’t intends to allow for foreign investment but not at expense of Guyanese - PPP had no regard for local labour - Minister Felix MINISTER of Citizenship, Winston Felix, says that the David Granger's Administration intends to accommodate foreign investment but not at the expense of Guyanese.

Making his presentation in support of the 2015 budget yesterday, the Minister of Citizenship told the National Assembly that the previous Administration created a lopsided situation where, "our own people did not have access to our land."

He told the House that the previous Administration had no regard for Guyanese labour and instead cultivated foreign labourers, even in instances where Guyanese labour was available. "They built a Marriot with labour from abroad," he recalled.

Demonstrating how much attention was placed on foreign labour under the previous Administration, the minister shared with the House statistics regarding work permits that were

handed out during the period 2012-2015.

The statistics show that a significant number of permits were given to Brazilians and Chinese, the latter to work in mining areas. According to the information provided by Minister Felix for 2012, work permits totalling 1,050 were granted, but of this amount, 991 were for Brazilians and 24 for Chinese. A similar situation obtained in 2013 whereby, work permits were granted to 462 Brazilians. In 2014, of the 744 given out, Brazilians received 694, while for 2015, of the 304 work permits issued, 236 went to Brazilians.

"We want the inflow of foreign money but we also want our people to benefit from the inflows that come in. They should not be left to look on at others who come in to perform jobs they can perform," Minister Felix told the National Assembly.

He pledged that the new Ministry of Citizenship will

ensure the interest of Guyanese are preserved and that Guyanese have an equal playing f i e l d i n Minister of Citizenship Winston Felix terms of access to works and lands and more importantly, that they enjoy the "good life" that is spelt out in the 2015 Budget.

"Budget 2015 has given us a good life. Through this green economy, I’m sure that this Administration will stand strong and firmly to its mandate to ensure a good life for all Guyanese," Felix declared.

HAMILTON, Bermuda (CMC) – A JAMAICAN who claimed his constitutional rights were infringed because he was not allowed to apply for parole after serving a third of a jail sentence has won a landmark victory in Bermuda’s Supreme Court.

Leighton Griffiths was convicted in 2007 of importing 480 grams of cocaine hidden inside an air compressor.

He was initially sentenced to 14 years in prison but that was later reduced to 12 years by the Court of Appeal.

Earlier this year Griffiths, who is married to a Bermudian, launched legal action because as a foreign national he was denied the opportunity to be released on license after serving a third of his sentence although he was otherwise qualified for such early release.

He claimed that the provisions of the Prison Act 1979, which set down the rules surrounding prisoner’s access to parole, breached section 12 - that prevents discrimination on the grounds of place of origin - of the Bermuda constitution.

In a written judgment, Chief Justice Ian Kawaley ruled in favour of Griffiths saying his constitutional rights had been infringed.

“The provisions of the Prisons Act 1979 relating to parole as applied to the applicant as a Jamaican national who presently has no opportunity to apply for any form of early release discriminate against him on the grounds of his place of origin in contravention of his rights under section 12 of the Bermuda constitution,” said Kawaley.

Bermudians and people with an unrestricted right to live and work in Bermuda are able to apply for release on license in Bermuda after serving a third of their sentence.

Nationals originating from some countries, including the United Kingdom, are also able to obtain an early release on license because their governments have agreed to supervise them on their return to their countries of origin.

The Royal Gazette newspaper said, however, that Jamaica has not agreed to accept prisoners released on license.

As a result Griffiths was required to remain in prison for twice as long as those prisoners who were able to obtain parole.

Civilians, soldiers die in east Ukraine fighting as Putin visits Crimea (Reuters) FIGHTING flared between Ukrainian forces and Russian-backed rebels in separate parts of eastern Ukraine overnight, killing at least two Ukrainian soldiers and several civilians, Kiev’s military and separatist sources said on Monday.

The clashes, near the port of Mariupol in the southeast and at rebel-held Horlivka, further frayed an increasingly tenuous ceasefire as Ukraine prepared to mark its Independence Day next week.

Kiev accused the separatists of shelling civilians on the outskirts of Mariupol. In Moscow, Russian Foreign Minister Sergei Lavrov blamed Kiev for the violence, giving no detail but saying he suspected Ukraine was preparing a new offensive.

Ukrainian President Petro Poroshenko meanwhile accused Russian President Vladimir Putin of trying to whip up tensions in eastern Ukraine by visiting Crimea, which Russia annexed from Ukraine last year.

The Kremlin said the aim of Putin’s three-day trip was to hold meetings on ways to develop the Black Sea peninsula and promote tourism there.

“I am sure, that despite all the current difficulties, the situation in Ukraine will improve and Ukraine will develop positively,” Putin said.

But the escalation in fighting has drawn expressions of concern from Western governments, which regard the ceasefire and tentative peace agreement worked out in Minsk, Belarus, in February as still the best chance of ending the rebellion in eastern Ukraine.

Ukrainian military spokesman Andriy Lysenko said the rebels had used howitzers with a range of 15-16 km (10 miles) to shell Sartana, on Mariupol’s northern edge.

“The enemy was not shelling Ukrainian positions, but a civilian town,” he told a briefing. “The enemy has now adopted the tactic of firing and then quickly withdrawing. The next time they’ll get a quick response. What has happened in Sartana is a challenge to our forces.”

‘I do not accept that there is ethnic cleansing’ – Ramkarran -reasons that there is a growing ‘perception’

By Ravin Singh DISMISSING accusations by the People’s Progressive Party (PPP) levelled in emotive language such as ‘ethnic cleansing’; former Speaker of the National Assembly Ralph Ramkarran is convinced that there is no “large-scale discrimination” by the APNU+AFC Government, but rather a “perception” of this.

Offering this reasoning in his weekly blog, Conversation Tree, Ramkarran explained that there are growing concerns within the Indian Guyanese community that the Government has embarked on large-scale discrimination against them.

The former Speaker stated in his blog that if the incidents that led to the dismissal which were reported in Stabroek News last week were indeed true, then, “Dindyal resisted gross and continued insubordination” from his deputy, which was supported by the Minister.

Ramkarran suggested that the CEO’s dismissal was prompted by his resistance to the insubordination and the exposure of the political involvement. “He has stood up and resisted in times past in different circumstances,” Ramkarran said.

But according to him, this political culture in much of the Third World embraces the type of gross political interference and insubordination which Dindyal perceived and which he protested.

“Political interference crushes all those in its path

who attempt to resist. There were many from recent PPP Governments. Dindyal is the first known victim since the elections and will not be the last unless the Government breaks with this culture,” the former Speaker said.

To this end, he noted, the APNU+AFC Government should have “no doubt” in its mind that these acts will all add up to the growing “perception” by the Indian Guyanese community that discrimination against them will become a part of their lot under the APNU+AFC coalition.

Ramkarran reasoned that, “The Government must understand that the rise of such sentiments is not determined by constructive examination of facts and rational conclusions arising therefrom.”

He suggested that they emerge from “perceptions rooted in historical circumstances” that are given expression by Guyana’s two-party system which drives and sustains these perceptions.

Man remanded over dangerous driving death of Christobel - fined $7,500 for DUI

JULIANO Seunarine, 28, of La Bonne Intention (LBI) East Coast Demerara appeared before Magistrate Ann McLennan yesterday at the Georgetown Magistrates’ Court charged with causing the death by dangerous driving of 84-year-old Christobel Hughes, as well as driving under the influence of alcohol.

The unrepresented accused was remanded to prison on the causing death charge until September 4 and was fined $7,500 after he pleaded guilty to driving under the influence of alcohol.

It is alleged that last Saturday while driving motor pickup PPP 4641 at Pike and Lamaha Streets, Georgetown, Seunarine drove in a manner dangerous to the public, causing the death of Christobel Hughes, the mother of prominent attorney-at-law and Chairman of the Alliance For Change (A FC), N igel Hughes.

Seunarine was not required to plead to the indictable charge.

‘Causing death’ accused Juliano Seunarine According to the facts on the day in question at about 23:00 hrs, Seunarine was driving east along Pike Street and as he was approaching Lamaha Street he failed to stop at a traffic light and collided into motorcar PMM 6763, in which the deceased was a passenger and her son Stuart Hughes was the driver.

As a result of the impact Christobel Hughes died from the injuries received while her son received minor scars.

Colwyn Harding matter adjourned as Special Prosecutor Hughes in mourning THE case of Colwyn Harding, the young man who alleged that he was brutally baton-raped and otherwise assaulted by two police officers while in custody in 2013, was yesterday forced to be adjourned until September 21st.

Special Prosecutor Nigel Hughes made an application before Magistrate Leron Daley at the Providence Magistrates’ Court for the matter to be adjourned, citing the passing of his mother Christobel Hughes in a road accident last Saturday.

There was no objection

by Mr. Leslie Sobers, the lawyer appearing on behalf of Roselle Tilbury-Douglas, the policewoman accused in the matter.

The trial was scheduled for continuation with Colwyn Harding on the stand to continue his testimony.

Harding, during the trial, was called upon to testify about the incident leading to the charges, but suffered an emotional break-down while testifying.

Earlier Harding had testified that the police went to his home at Timehri on November 15, 2013 when he was with his girlfriend Tenisha Evans, and kicked down his backdoor. Harding said Constable Singh handcuffed him and dragged him into the bedroom while the other officers continued to search the house.

The witness explained that he was then dragged into the kitchen, where he was further interrogated and brutally beaten by the said officer, causing him to fall to his knees.

Devin Singh was also slapped with an additional and separate assault charge.

According to reports, the two police officers who were based at the Timehri Police Station pushed a condom-covered baton up Harding’s anus in November 2013. Harding, who was at the time a prisoner on remand for allegedly assaulting a police officer and resisting arrest, had suffered a ruptured intestine. Harding later underwent two private examinations, one at a private hospital here and the other in Jamaica and the conclusion from both examinations was that a foreign object had been inserted into his anus.

PPP/C set to fire on all cylinders in Parliament, says Rohee

By Navendra Seoraj AFTER being absent from the 11th Parliament since its commencement on June 10, 2015, the People’s Progressive Party/Civic (PPP/C) which is now the Parliamentary Opposition, after being in Government for 23 years, is ready to “fire on all cylinders,” particularly during the budget debates, according to General Secretary Clement Rohee.

Rohee was speaking yesterday during the PPP/C’s weekly press conference and when asked about the Party’s role in Parliament, he declared that, “we are going there to fire on all cylinders.”

He noted that the Party is going there to be combative, well informed and with intentions to contribute as constructively as they can, all PPP/C General Secretary citizens can look forward to very robust debates Clement Rohee from their side.

“Of course we will be using all the facts and data that we have at our disposal to expose whatever falsities the Government might be seeking to pass over the eyes of the Guyanese people,” said Rohee.

However, while some of their comrades are not returning to Parliament, “we are not handicapped,” said Rohee, noting that they were able to distribute responsibilities for those sectors to other comrades who are competent in those areas.

Honey gets sweeter for local bee-keepers

LOCAL beekeepers who are members of the Guyana Apicultural Society (GAS) have said that a bee-keeping training programme organised for them by the Inter American Institute for Cooperation in Agriculture (IICA) last week had been a true eye-opener.

Veteran bee-keeper Janice Fraser said, “I have been into bee-keeping for the past 25 years and this is the first time ever that I have heard of these “divine geometry” techniques; it is the first time ever that I have seen this type of hive (Perone hive). It has been really amazing for me, adoption of these techniques will result in very great benefits of production and profitability for our bee-keepers.”

Joel Fredericks, Toshao of the Mainstay/Whyaka community, and an avid bee-keeper said, “The new Perone hives, which we learnt about, for the first time ever, which we saw for the first time ever, makes a great deal of sense. I learnt things that I never knew before and I am going back to my community with renewed energy for bee-keeping since I now know what to do; how to get the results I want..”

Another participant, Carlotta De Jesus, had similar sentiments.

Mrs De Jesus was particularly excited at the possibility of being able to produce Mead, a drink made from honey, as value-added to bee-keeping.

The three bee-keepers made these remarks at the end of a three-day programme of support for beekeepers by the local office of the IICA last week.

The kudos were given to the main resource person, Dr Manuel David Sanchez Hermosilo, bee-keeper from Mexico, who also works as the IICA country representative in the Dominican Republic.

The expert had given them information on permapiculture, a new and proven way of bee-keeping which stresses minimal interference by humans in the honey production process.

Dr Sanchez had stressed, “Bees have been doing what they do for millions of years. Just get them into the hive, then leave them alone. Let them do what they know to do. ” The Perone hive, which he trained them to build and use, was designed with the proportions of a “divine geometry” and imitated the holes in large trees where wild bee colonies are fond of occupying and producing honey.

The Perone hives additionally are placed at the right spots in relation to electromagnetic lines which criss-cross the earth.

Carlotta De Jesus said, “Well that dowser and electromagnetic lines and crossings were completely new to me. I had to see it to believe it. It showed me a new dimension to bee-keeping.”

Fredericks commended the idea of harvesting honey at nights using a red light so that bees, which cannot detect red lights, can remain undisturbed during the removal of honeycombs.

“The IICA programme was very good. We got brand new ideas about beekeeping,” Janice Fraser said.

The IICA programme was held at the Mangrove Benab at Cove and John, East Coast Demerara from Monday to Wednesday last week.

Mr Wilmot Garnett of the local office of the IICA said the agency will follow-up with additional training and help to bee-keepers in the coming months.

Westford takes seat in Parliament amid $600M police investigation

When asked whether the PPP feels pressured to remove Westford considering the charges and allegations against her, newly appointed Opposition Leader Bharrat Jagdeo told this reporter that based on the investigations, the party will consider the issue more extensively.

Jagdeo is convinced that

charges against Westford, and even those against himself and former Health Minister Dr Bheri Ramsarran, are as a result of a political witch-hunt. He said too that while in normal circumstances party officials would step down if there are proceedings against them, these proceedings are not within “normal situations.”

“We believe in normal situations where there is no witch-hunt and a sinister plan to prove corruption… that is how people should act; but this is not a normal situation,” Jagdeo said.

The Opposition Leader added that in relation to charges against Westford, the

party has been approached to deal with the issue but will only move forward when the police investigations reveal further information.

Jagdeo was also convinced that members of his party have been subject to a “trial by media” since investigators have a tendency of releasing information before those investigations were concluded. This, he said, guides the public perception against persons involved in the issues even before official investigations have been completed.

The former minister, along with Personnel Officer at the Public Service Ministry, Margaret Cummings, appeared in late July of this

year before City Magistrate Ann McLennan to answer to charges laid against them.

The former minister answered to four counts of attempt to commit a felony, one of which said that between July 17, 2014, and June 23, 2015, at the Public Service Ministry in Georgetown, she attempted to have motor vehicles PJJ 8113 and PKK 2175 transferred to the name of Wayne Walker, although those vehicles belonged to the Government of Guyana.

Another charge stated that during the same period, at the Public Service Ministry, in an attempt to commit larceny, Westford also sought to transfer motor vehicle PFF

1780 to the name of Delroy Lewis, being the property of the Government of Guyana.

The third charge was that Westford, during the same period at the Public Service Ministry, attempted to commit larceny as she sought to transfer motor vehicle PJJ 3444 to her name.

She further denied that between July 17, 2014 and June 23, 2015, at the Public Service Ministry, she also attempted to commit larceny in seeking to transfer motor vehicles PKK 6400, PEE 8783 and PJJ 6675 to the name of Gary Beaton.

Westford was placed on $200,000 bail for each of the charges against her.

The Opposition MP was also fingered in the disappearance of $400M supposedly disbursed into her safe-keeping from the then Office of the President for work to be done by her Ministry. This money later rose to $600M, as confirmed to this publication by a police source earlier this month.

Crime Chief Wendell Blanhum, when contacted by this publication some time ago, did not confirm the $600M figure; however, he acknowledged that the police are in receipt of additional vouchers which caused an increase in the unaccounted sums of money.

TODAY, CRIMEWATCH GUYANA uses a narrative style to discuss suggestions for lessening the access to, and availability of, illegal weapons, especially handguns, in the country.

This was first presented five years ago. Circumstances, including sources of illegal weapons and alleged rent–a-weapon realities, might have changed drastically, but here goes: The concern today continues to be the availability of weapons to criminals – especially guns – all types of calibre and make. Close your eyes for a few seconds and imagine how many less crimes and deaths would occur if no guns were available. Yes, the key to less crimes of violence and death is the lessening, if not elimination, of guns. Poor “Ghetto Teenagers” access weapons these days. Rich spoilt lads in expensive vehicles also have handguns like they have cigarette lighters.

In times of near crisis, why don’t we embrace and employ drastic, innovative measures? No matter how unpopular they will be if they are for the greater good, ultimately.

Now, in terms of going after the guns, to get them out of the villages, out of the pouches and removed from urban hiding places, let us establish a Special Unit of the Police Force. It is an approach in five steps, to lessen the prevalence of illegal weapons. No rocket science methodology; just suggestions for our Anti-illegal Guns Unit (AGU).

SOURCES AND HIDING PLACES First: Where are these illegal weapons originating from? Suriname, Brazil, Venezuela? In cargo from countries we import from? So, what should the police unit do?

Talk to residents who know the border crossings! Employ officials, anonymous informers. Use decoys among the customs people. Collaborate with the police agencies in our continental neighbours’ jurisdictions. Are such methods beyond us?

Second: Where do the criminal-minded “stash” or hide their caches? Schools, burial grounds, rich people’s roofs, in vehicles? Search, search, search! But scientifically, and again with covert assistance.

Third: The unit must work with chairmen of Village Councils and NDCs; with prisoners in jails; with proprietors of Night Clubs; and even with crooked cops now out of the Force.

Relentlessly and consistently, the unit must set up the necessary roadblocks, and carry out spot raids and searches at clubs, Mass Concerts, even sporting events and cinemas.

Let people bawl about inconvenience and “rights”, but keep the eye on the prize and relate to the law-abiding public for the greater good and security.

TRAINING AND LEGISLATION Fourth: My unit would seek to find out just who trains the young to use and maintain these illegal weapons. Who are these senior, experienced culprits, and where is the training done? Are they former soldiers and policemen? Security guards? Are they crime bosses? Any political connections?

Overseas linkages? What a lot of intelligence work for the unit! Gunshots do make noises in yards or backlands or forests when “training” is going on.

Fifth: My Anti-Gun Unit would make even more representation to increase the penalties for possession of illegal guns and ammunition. No bail! More jail! Related offences to gun crimes and gun possession must also attract heavy, heavy penalties.

Those five steps, along with amnesties and other offers to rein in guns owned by criminals should go a long way in reducing the gun-availability and weapon-related crimes.

PPYC win Boyce and Jefford Track & Field Classic with 354 points

IN AN action-packed day filled with passionate rivalry, the Police Progressive Youth Club (PPYC) successfully defended their title before a large crowd at the Boyce and Jefford

Track and Field Classic VI which concluded late Sunday night at the Mackenzie Sports Club ground, Linden.

Backed by a powerful collection of leading athletes, PPYC collected win after win to rack up 354 points to defend their title and walk away with the trophy, a $600 000 grand prize money and bragging rights as the first club to win two consecutive titles at the event. The Guyana Defence Force team gathered 339 points to grab the second-place trophy and $400 000..

The Linden team, who this year comprised a merger of all the Linden clubs, finished in third place, with 110 points, while Mercury Fast Laners (MFL) took the fourth spot, with 71 points. For their efforts, Linden and MFL pocketed $250 000 and $150 000, respectively.

With 58 points Super Upcoming Runners Club

finished in fifth position and the ‘Overseas Team’, comprising all the international athletes, amassed 24 points to finish in sixth place.

Rising Stars Club gained 6 points from Alika Morgan’s third place finish in the women’s 1500m.

Speaking following their win, coach for the PPYC, Linden Wilson, commented how elated he was to see his club bag two consecutive wins at the event for the first time.

In individual prizes GDF’s Andrea Foster fittingly walked away with Champion Girl trophy and the $50 000 prize that went along with the win after gaining 30 points from her performances.

Police’s Winston George, Julio Sinclair and GDF’s Cleveland Forde all got 20 points and shared the Champion Boy title.

Out on the ground, a number of exciting upsets kept spectators at the edge

of their seats throughout the day, not the least being the photo-finish battle between Police’s Arinze Chance and Bevon Noble in the men’s 400m. Chance clocked 55.5 secs but was just nicked out of first place by Noble who recorded a time of 55.4 secs.

In the international events of the day, the men’s 200m and 800m, as well as the female 200m and 1500m were as suspenseful as they promised to be, as the Guyanese overpowered their overseas counterparts.

Kevin Bailey clocked 2:05.8s to triumph over Trinidad’s Ashton Gill (2:07.9s), while Foster won the women’s 1500m in 5:17.7s in a win over Trinidad’s Under-20 champion Dawnel Collymore (5:20.6s).

In the women’s 100m Deja Smart overpowered Aniquah Powley. Smart clocked 12.3 secs to trump the 12.6 secs run by Powley, while Police’s Kezia Bess

took third in a time of 12.8 secs.

It was a sprint double for Police’s Winston George, who after winning the men’s 200m in record-breaking time of 21.9 secs, went on to outflank GDF’s Rupert Perry in the 100m.

George blazed to the finish line in 10.4 secs, while Perry was behind in 10.7 seconds. Linden’s Compton Caesar was in for third off a time of 12.8 secs.

In the relays GDF took the top spots in both the men’s and women’s 4x100m, as well as the women’s 4x400m where they clocked 4:42.3s. Police won the men’s 4x400m in 3:51.8s.

In the field events Police took a clean sweep of the podium positions in the men’s discus where Julio Sinclair championed the event with a 41.77m throw, while Kelon Spellen (33.43m) and Warren Duncan (32.87s) took second and third respectively.

Emotions run high for family after Day wins PGA title

By Julian Linden SINGAPORE, (Reuters) - Jason Day was just six years old when his father gave him a gift that would change his life forever.

Alvin Day was rummaging through piles of garbage at a rubbish tip in Australia when he spotted an old golf club that someone had thrown away.

A meat worker struggling to make ends meet, Alvin took the club home and gave it to his son as a present.

Blessed with natural talent, Jason swung the club on every chance he had so his dad took him to the local public course to let him play for real.

By the time he was eight, Jason was playing and winning junior tournaments and dreaming of being a professional. And Alvin was beaming with pride, telling everyone his son would one day be a champion.

That day finally came

on Sunday when Day won the PGA championship, one of golf’s four major titles, at Whistling Straits in Wisconsin.

But Alvin never got the chance to see his son become a champion or even grow into a man. He died from stomach cancer when Jason was just 11.

The trauma of losing his father hit Jason hard. He began drinking alcohol at the age of 12 and getting into fights at school. Golf became his salvation.

His mother Dening, who was born in the Philippines, knew that drastic action was needed.

She was so poor that she would cut the grass with a knife because she couldn’t afford to fix the lawnmower, and would boil water on the stove so her kids could have a warm shower when the heater didn’t work.

But she took out a second mortgage on the family

“I was so excited and I’m just so proud of him ... it has been a long time coming for him,” she told Australia’s ABC radio.

“He has worked so hard at every tournament, he’s always tried his best and to win this one and the last major for the year is tremendous.”

Day was already in tears before he sank the final tapin putt to seal his first major title as the enormity of what he had achieved overwhelmed him.

“He’s taken me from a kid that was getting into fights at home and getting drunk at 12 and not heading in the right direction to a major champion winner.

“And there are not many coaches that can say that in many sports. So, he means the world to me. I love him

Already one of the world’s best players, Day had been close to winning majors before, recording nine top-10 finishes before, but has had to endure more heartbreak off the course.

In 2013, he lost eight members of his extended family, including his grandmother, when Typhoon Haiyan ripped through the Philippines, killing more than 6 300 people.

So in the moments following his greatest triumph, it was no surprise that his thoughts turned to his family as his infant son Dash ran on to the 18th green to hug him then his wife Ellie, pregnant with the couple’s second child, joined them.

“I’ve changed so much from where I was and what I saw as a kid to where I am now,” he said.

“It’s just an amazing, amazing feeling, an amazing story to really be able to tell people that, give them insight on what I felt and the emotions that I’ve gone through growing up as a kid in Australia and losing my dad very young.

“But to be honest, I have no idea where I would be, what I would be doing, probably wouldn’t be doing much of anything. And I wouldn’t be challenging myself and trying to better myself if I didn’t have the people that I have in my life today.”

India opener Dhawan ruled out of remaining Sri Lanka Tests MUMBAI, India (Reuters) - Opening batsman Shikhar Dhawan has been ruled out of India’s remaining two Tests in Sri Lanka after fracturing his hand in the opening match at Galle, the country’s cricket board (BCCI) said yesterday.

The 29-year-old Dhawan hit 134 and 28 with the bat but did not take the field during Sri Lanka’s second innings in the match that the hosts won by 63 runs to take a 1-0 lead.

“He underwent further tests that confirmed a hairline fracture in his hand. He would require four to six weeks to recover from the injury.”

Diack confident of sport’s future under new IAAF chief

Former Olympic champions Sergei Bubka and Sebastian Coe are in a head-to-head race to succeed the 82-year-old Diack who has run the governing body for 16 years.

“I am all the more confident of what we have in store,” the Senegalese told the opening day of the 99th IAAF Council meeting.

“I have laid the foundations for the future of the IAAF with our two great champions ... whoever the IAAF athletics family elects he will be a bona fide son of our sport.”

The organisation has been under siege this month following accusations it has not done enough to combat doping in sport.

The allegations, which the IAAF denies, have come ahead of the world outdoor championships which begin on Saturday at the 2008 Olympic Stadium in Beijing.

Confident Bubka targets doping in IAAF role

BEIJING, China (Reuters) - Former Olympic champion Sergei Bubka thinks the fight against doping is the main task facing whoever triumphs in tomorrow’s IAAF presidential election, a vote he is still confident he will win.

Flanked by fellow Ukrainian sporting greats in footballer Andriy Shevchenko and boxer Vitali Klitschko, Bubka defended his sport’s record in the battle against drug cheats but said clearly more needed to be done.

Bubka will take on another former great of the sport in Britain’s Sebastian Coe in tomorrow’s ballot, which has been overshadowed by allegations of wholesale doping in athletics over the last three weeks.

The six-time world champion said that far from being negligent when faced with evidence of doping, the International Association of Athletics Federation had, in fact, led the way in the fight.

“We were first with biological athlete passports; we try to use scientific knowledge. We invest more than any other federation and we will continue,” he told Reuters in Beijing.

“We are in favour of life

Sergei Bubka bans, four-year bans, and this we will continue to do. But we must do it according to the regulations. If we need to strengthen them, we will strengthen them.”

While Coe is committed to moving towards a fully independent anti-doping agency to deal with violations in international athletics, Bubka said he would work with the World Anti-Doping Agency (WADA) to chart the best way forward.

“WADA play this role and invest a lot of money.

We need to assess, we need

Some media reports have suggested that Bubka is seriously lagging behind Coe in the support of the more than 200 national federations who will elect the new president.

Bubka pointed out that some federations had already broken with announcements for Coe made by blocs of nations they were part of and would put his trust in tomorrow’s ballot.

“For me, it’s more important when it is a real vote. This is guessing, this is games. Normally I prefer a fair game, like in sport,” he said.

“I feel very well, I am very confident. I feel very strong, I have big support from members of our federations and I’m confident for 19th of August.”

Asli Cakir-Alptekin of Turkey International Association of Athletics Federations (IAAF) disagreed with the ruling and referred the case to CAS. Yesterday’s announcement followed a negotiated settlement between the IAAF, the Turkish federation and the athlete, CAS said.

Cakir, 29, had already served a two-year suspension in 2004 after a positive dope test at the world junior championships.

“All competitive results obtained by the athlete from July 29, 2010 onwards are disqualified and all related titles, awards, medals, points and appearance money are forfeited,” said CAS. “This includes in particular the Olympic gold medal won in London in 2012 and the gold medal won at the European championships in the same year.”

Birmingham Bears to face Northants in T20 Blast semi-final

HOLDERS Birmingham Bears will face Northants Steelbacks in the semi-finals of the T20 Blast at Edgbaston.

The other semi-final sees Lancashire Lightning and Hampshire meet in a repeat of last year’s Finals Day. Both matches will be played on Saturday, 29 August before the final the same evening.

Northants and Birmingham will play first from 11:00 BST before Hampshire and Lancashire play from 14:30, with the final from 18:45.

Cricket salutes Sanga ahead of final Test … Praise flows from friends and foes as Kumar Sangakkara prepares to bid farewell to international cricket AS Kumar Sangakkara prepares for his international cricket swansong, accolades are flowing in for the batting legend from his teammates and opponents.

Sangakkara, whose 12 305 runs make him Test cricket’s leading scorer among those still playing, is due to retire from international cricket after Sri Lanka’s second Test against India in Colombo, which starts on Thursday.

Captain Angelo Mathews said winning the match – and thus sealing a series victory with one Test left to play – would be the perfect way to see off the ‘backbone’ of their team.

“He means everything to all of us,” Mathews said, who begged Sangakkara to reconsider his one-day international retirement in March.

“As a person, as a leader and as a player he has been unbelievable to all of us.

“He has been nurturing the younger cricketers right throughout the system, he helps everyone on and off the field and he is a real gentleman.

“He has been the backbone of Sri Lanka cricket, along with Mahela (Jayawardene) for so many years and I’ve been truly proud to play with him and to share a dressing room.

“The best thing we could do is win the series for him.”

Batting feats aside, Sangakkara also holds a reputation as one of the game’s true gentlemen, and India captain Virat Kohli said he would remember the veteran batsman as a “lovely human being”.

“I can imagine the kind of emotions he might feel because (playing cricket) is something that he has probably done for the last 20 years, day in and day out,” Kohli said.

“He has been a wonderful player for Sri Lanka.

A lot of left-handers really look up to him for the way he plays.

“His technique and the way he has scored runs, all over the world, his numbers speak for themselves.

“I am actually glad that he is going to be playing his last few games against us because it is a special occasion for us to be a part of.”

India team director Ravi Shastri said the Sri Lankan great could be compared to Sir Donald Bradman, and recalled watching Sangakkara on debut in 2000.

“I was commentating on that game when he played and he is still around,” Shastri said.

“There might have been a one year or a six-month period where his form might have dipped. But otherwise, for sheer consistency, he is unmatched.

“There are very few players who fall in that list. You can bring Sachin

Tendulkar in that league as the kind of player who, once he broke into the top two or three, never moved out of there. Sangakkara’s record shows you that.

“He is equal with Sir Donald Bradman.”

Sangakkara’s retirement will leave a massive hole in the Sri Lanka team, as he follows in the footsteps of teammate Mahela Jayawardene who bid farewell to international cricket after Sri Lanka’s World Cup exit in March.

“I don’t think both Sanga and Mahela have got the accolades they should have got,” Shastri said.

When confirming his retirement in June, Sangakkara said he would only play two of the three Tests against India.

Mills tips Bolt to conquer Beijing again

NEW YORK, USA (CMC) – Usain Bolt’s coach Glen Mills has backed the superstar to come good at this month’s World Championships in Beijing.

“We have been making a number of changes on the way he trains and we have been getting results,” said Mills. “However, I would have wanted him to have had more races.”

Bolt is the finest sprinter in the history of the sport.

He captured the sprint double at the Beijing Olympics in 2008 and successfully defended the titles at the following Olympiad in London three years ago.

He also did the double at the Berlin World Championships in 2009 and only a false start in the 100m at the 2011 edition in Daegu prevented him from completing yet another double.

ZURICH, Switzerland (Reuters) - FIFA confirmed yesterday that they will investigate the alleged distribution from their headquarters of an anonymous heavily critical ‘dossier’ on UEFA president Michel Platini following a complaint from European soccer’s governing body.

German newspaper Welt am Sonntag said on Sunday that the document, entitled “Platini - skeleton in the closet”, was distributed out of FIFA’s headquarters.

The newspaper said it paints an unflattering picture of the former France international and questions his suitability for the role of FIFA president.

The existence of the dossier on Platini, who is hoping to replace outgoing FIFA president Sepp Blatter in February’s election, has also been reported in the Swiss media.

“FIFA secretary-general Jerome Valcke has received a letter from UEFA regarding the said subject,” said FIFA in a statement emailed to Reuters.

“In his answer to UEFA, the FIFA secretary general has confirmed that FIFA is investigating the matter.”

In addition to Valcke, UEFA said they had also sent their complaint to Cornel Borbely, a Swiss attorney who is FIFA’s independent chief ethics investigator, and Domenico Scala, independent chairman of FIFA’s Audit and Compliance Committee and chairman of the ad-hoc election committee.

FIFA will hold an election on February 26 to choose a replacement for Blatter, who said in June he was standing down from his role in the wake of the corruption scandals that have hit the global soccer body.

Platini is the current frontrunner in the election but his relationship with Blatter has deteriorated badly.

IGG second leg to be hosted

by French Guiana in October ATHLETES from Guyana, French Guiana and Suriname will resume rivalry in various sporting disciplines when the Inter-Guiana Games second leg is held in the French-speaking South American country capital of Cayenne on October 27.

Director of Sport Christopher Jones journeyed to Paramaribo Suriname where he met with his counterparts from that country and French Guiana over two days (August 13-14) and discussed the Inter-Guiana Games and how the games could be improved.

According to a release from the National Sports Commission (NSC), all three countries expressed their disappointment in the cancellation of the first leg of the games this year and it was agreed that this was a result of miscommunication.

The proposal was tabled for a new organisation of the Inter-Guiana Games which would entail a re-examination of the protocol for 2016.

Suriname’s Director of Sports Luciano Mentowikromo, French Guiana’s President of Committee of Regional Olympic Sport, along with Jones, signed an agreement committing the three countries to the second leg.

T h e h o s t c o u n t r y, French Guiana, has committed to indicate the disciplines to participate by August 24, thereafter an inspection meeting is scheduled for September 25-26 in French Guiana.

Additionally, the release said, Guyana has submitted several amendments to the existing protocol, one of which is the lowering of the age requirements for students.

Currently the protocol caters to students under the age of 19 years to participate competitively in the games.

Guyana proposes that it should be lowered to under-18, in keeping with the education policy of Guyana.

Guyana’s Sport Director reiterated and shared the history of the Inter-Guiana Games which began in 1967 and was the brainchild of the-then Premier Linden Forbes Sampson Burnham to foster a spirit of solidarity.

Jones pledged his personal commitment and that of the Government of Guyana to ensure the games continue to forge closer cohesion among the Guianas.

Coach Crandon confident of retaining PCL title

Hilbert Shields takes LGC tournament VETERAN golfer Hilbert Shields claimed best gross and best net prizes to cart off the top honour in the Lusignan Golf Club (LGC)-sponsored tournament on Saturday.

Scattered showers had threatened the tournament which eventually teed off late. But Shields was in fine form taking the day with a best gross of 84 and 1st Best Net 68 off a handicap of 18.

Bholawram Deo finished with the second Best Net of 72 off a handicap of 19 while Archbishop Dr Philbert London finished third with a Net 74, off a handicap of 26.

Speaking after the win, Shields said, “I won because of the good hearty company in which I played, (comprising Messrs Clifford Reis, and Ramesh Dookhoo and Archbishop Dr Philbert London) and the incentives and inspiration I received from Mr Reis.”

Reis achieved the Nearest to the Pin award of the day.

Captain Chatterpaul Deo was delighted at the turnout and camaraderie amongst the players, and looks forward to keen and competitive play at the next tournament scheduled for Saturday, August 22.

THE Guyana Jaguars, this country’s franchise in the West Indies Cricket Board’s (WICB) Professional Cricket League (PCL) is confident of a successful title defence for the upcoming season of the six-team tournament.

The team is continuing preparations for the four-day tournament at the Georgetown Cricket Club (GCC) ground under the watchful eyes of coach Esaun Crandon who stated that his charges are hard at work for the defence of the prestigious title.

Crandon said, “We are quite pleased with the squad that we have put together for this upcoming season since most of the guys played last year and we are quite happy with them. We are confident with the group of fast bowlers we have. Obviously, there is a lot of work to be done and we have been putting in some work with them and hopefully this year we want to see better, some better showing from them.”

The Jaguars swept the inaugural edition of the WICB’s revamped, regional, first-class four-day tournament with 148 points, outscoring the second-placed Barbados Pride who managed only 117 points.

The Windward Islands Volcanoes (109); Jamaica (75); Trinidad and Tobago Red Force (65); and Leeward Islands Hurricanes (54) were the finishers of the tournament in that order last year, and Crandon believes that this time around, things will be different.
