PPP/C beats rival APNU+AFC to the punch - Makes public excerpts of ‘Guyana 2.0’ manifesto

By Vanessa Narine FIRST to unveil its vision for Guyana, the People’s Progressive Party/Civic (PPP/C) yesterday made public excerpts of its manifesto, Guyana 2.0, a play on the ‘tech’ term that translates to mean an upgrade; in this case a better country for all.

“Together as a people we have created a free, proud and dignified country of achievement. We have restored hope, we have changed the way our people dream, and we have made these dreams realisable. On May 11th, we have a chance of staying on a path of peace, progress and prosperity... Let us continue to march forward together to guarantee an ever better Guyana tomorrow, a new Guyana - Guyana Version 2.0,” the ruling party urged in a public statement.

GUYANA 2.0 The developmental roadmap for the policies, strategies, plans and projects, according to the Party, is premised on “a united people reaching even greater heights of prosperity whilst taking care of the needs of everyone, particularly the poor and vulnerable. It is realistic, achievable and builds on existing accomplishments.”

As such, the central themes of ‘Guyana 2.0’ include: Economic Growth: Jobs, Income & Wealth Creation; Transformative Infrastructure; Enhancing the Well-Being of Our People; Fighting Crimes & Protecting Our People; Fair Governance; and Guyana in a Modern World.

The preview of the PPP/C manifesto details a vast number of policies and measures that are centred on these themes, which will be pursued.

Under ‘Economic Growth’, reduced bureaucracy and a review of taxes are among a long list of supportive initiatives.

Other measures include: * The implementation of measures to improve financial intermediation and expand opportunities for ‘development type’ finance; * Enacting legislation to liberalise the telecommunication sector and reduce the cost of voice and data services; Establishing a National Rice Price Support System for farmers to ensure that payments are made within the legally required time frame and to assure the viability of the industry and wellbeing of our rice farmers; * Supporting the sugar sector with a minimum investment of G$20B for the continued viability of the industry; * Creating a special development fund for Regions 2, 6 and 10 patterned, after the Amerindian Community Development Plan to encourage jobs and wealth creation activities; * Establishing ICT parks and infrastructure across the country; and * Enacting the Anti-Money Laundering/Counter Terrorism Legislation, among others.

Under its ‘Transformative Infrastructure’, the flagship projects, including the Amaila Falls Hydropower Project, remain on the cards, with other additions that include the Linden/Lethem/Brazil Road Corridor and a Deep Water Harbour.

On the question of ‘Enhancing the Well-Being of Our People’, the welfare of each citizen is recognised and respected and some of the measures outlined in this area include an investment of $1B to complete the implementation of Community Development Plans in 187 Amerindian Villages, and work with villages to provide Land Titles for all Amerindian villages who requested this to be done. This is in addition to several other programmes in education, housing, health, youth development and support for vulnerable groups, including single parents and the elderly.

Relative to ‘Fighting Crimes & Protecting Our People’, the PPP/C has committed to a targeted policing programme, enhancing the human resource base of the justice system by

the appointment of more judges, magistrates and other personnel and additional covert patrols, more aggressive traffic law enforcement, among other measures.

Corruption, transparency and accountability and the establishment of the Public Procurement Commission (PPC), among other moves, reflected the PPP/C vision for its ap-

Republicans push demand for a vote on Iran nuclear deal

By Warren Strobel WASHINGTON, (Reuters) - SENATE Republicans on Sunday pressed their demand that the U.S. Congress be allowed to vote on a nuclear agreement with Iran, but signaled they are willing to wait for last week’s interim agreement to be finalised before passing judgment.

“Look, the President needs to sell this to the American people, and Congress needs to be involved,” said Senator Bob Corker, chairman of the Senate Foreign Relations Committee.

Corker did not condemn the framework deal reached by Iran and major powers in Switzerland on Thursday after months of negotiations, but he cited concerns over inspection provisions and differing accounts from Washington and Tehran over what was actually agreed.

The Tennessee Republican said his committee will go ahead with a planned April 14 vote on legislation requiring President Barack Obama to submit a final nuclear agreement to Congress U.S. Senator Bob Corker for review and approval. The deal reached last Thursday is supposed to be the framework for a final agreement to be struck by the end of June.

The bill, supported by both Republicans and many Democrats, would prohibit Obama from suspending sanctions on Iran during a 60-day congressional review.

In that period, Congress could approve or disapprove the agreement, or take no action.

Corker told Fox News Sunday that he had backing

from key Democrats for the bill, including New York Senator Chuck Schumer, a prominent Jewish lawmaker who is line to be the new Senate Democratic leader in early 2017. Israel has been strongly critical of the nuclear deal.

Corker acknowledged he did not know if backers of the legislation in the Senate would have the 67 votes needed to override an expected veto by Obama, who says passing the measure would undermine the negotiations with Iran.

“I don’t know if we have 67 votes. ... We have 64 or 65 that we are aware of today. There are many more that are considering this,” Corker said.

DEMOCRATS HOLD THE KEY With Republicans mostly united on the issue, and some, including potential 2016 presidential candidates, fiercely condemning the deal, the key role likely will be played by lawmakers from Obama’s Democratic Party.

Many do not trust Iran and fear the verification measures are not adequate and face energetic lobbying

by Israel, whose Prime Minister, Benyamin Netanyahu, says the deal as currently configured threatens his country’s security.

While many Democrats are skeptical of Iran, they may be unwilling to hand the U.S. president a major foreign policy defeat.

“Wavering Senate Democrats have been circumspect about the deal reached in Switzerland,” said Daniel Harsha, a former Democratic staffer on the House Foreign Affairs Committee.

Until the agreement is finalized and Secretary of State John Kerry testifies about it on Capitol Hill, “you aren’t likely to see many Senate Democrats, even those who have publicly backed new sanctions legislation ... publicly pan the agreement,” said Harsha, now at Harvard University’s Kennedy School.

The agreement reached in Lausanne, Switzerland, would ease economic sanctions on Tehran in return for strict limits on its nuclear sites, centrifuges that can enrich uranium, and enriched uranium stockpiles.

Both Corker and Senator Lindsey Graham, a South Carolina Republican, previewed another possible Republican strategy.

If the final agreement with Iran is flawed, they argued, it would be better to keep in place an initial interim deal reached with Iran in November 2013, which contains limits on Tehran’s ability to enrich uranium that could be used for a nuclear weapon. All sides believe that is being observed.

“That’s one way of looking at this programme - keeping the interim deal in place that’s been fairly successful, and have a new crack at it with a new president,” Graham said on CBS’ Face the Nation programme.

Even if this strategy were adopted by the United States, however, it was unclear how it would play with the five other powers engaged in the negotiations with Iran - Britain, China, France, Germany and Russia.

Kenya says government official’s son was among gunmen in Garissa attack

By Edith Honan GARISSA, Kenya, (Reuters) - THE son of a Kenyan government official was one of the masked gunmen who killed nearly 150 people at a university last week, the interior ministry said yesterday, as Kenyan churches hired armed guards to protect their Easter congregations.

Pope Francis decried Thursday’s attack in his Easter Sunday service, praying for those killed by Islamist gunmen who hunted down Christians while sparing Muslims.

At one church in the Indian Ocean port city of Mombasa, worshippers were evacuated and a bomb disposal unit deployed due to a suspicious vehicle parked outside the church. Police took it away for further examination.

Interior Ministry spokesman Mwenda Njoka said Abdirahim Abdullahi was one of four gunmen who stormed the college campus in Garissa, some 200km (120 miles) from the Somali border.

An ethnic Somali with Kenyan nationality, his father is a government official in the northern Mandera county bordering Somalia, he said.

“The father had reported to security agents that his son had disappeared from home... and was helping the police try to trace his son by the time the Garissa terror attack happened,” Njoka told Reuters in a text message.

President Uhuru Kenyatta on Saturday said the planners and financiers of Islamist attacks were “deeply embedded” within Kenyan communities and urged Muslims to do more to fight radicalisation.

Ali Roba, the governor of Mandera county, said Kenya had “massive radicalization problems, not only in the northern counties, but across the country.”

A Garissa-based official who did not wish to be named said the government was aware Abdullahi, a former University of Nairobi law student, had joined al Shabaab after graduating in 2013: “He was a very brilliant student. But then he got these crazy ideas.”

Al Shabaab said Garissa was revenge for Kenya sending troops into Somalia to fight alongside African Union peacekeepers against it. The al Qaeda-aligned group has threatened to turn more Kenyan cities “red with blood”.

Police have stepped up security at shopping malls and public buildings in the capital Nairobi, and the eastern coastal region frequently targeted by al Shabaab.

Militant attacks on Christians have damaged Kenya’s traditionally cordial Christian-Muslim relations, and priests said they feared churches could be targeted on the main liturgical feast in the Christian calendar.

“We are very concerned about the security of our churches and worshippers, especially this Easter period, and also because it is clear that these attackers are targeting Christians,” Willybard Lagho, a Mombasa-based Catholic priest and chairman of the Coast Interfaith Council of Clerics, told Reuters.

Opposition PNM ahead in latest poll PORT OF SPAIN, Trinidad, (CMC) – The main opposition People’s National Movement (PNM), is currently leading in a poll published on Sunday that was commissioned by the Trinidad Express newspaper.

The poll puts the PNM ahead at 31% and the ruling People’s Partnership coalition government at 25% with the 33% of the electorate still undecided.

However the rating of Prime Minister Kamla Persad-Bissessar’s continues to be high with 50% rating her favourably, and 33% unfavourably, while opposition leader Dr Keith Rowley’s favourability remains at 40% .

The poll stated that the electorate is generally disapproving of recent actions of the Government.

When asked about the Prime Minister’s decision to remove former minister of national security Gary Griffith from

office, 38% disapproved while 28% approved while 19% were either not sure and 15% had no opinion .

Concerning the economy, 44% disapproved of the way the Government is handling the compared to 24% of those who approve .

The poll was conducted by data analysis firm Solution by Simulation (SBS) and led by pollster Nigel Henry.

Four hundred and eighty five persons were interviewed during the period March 23rd – 25th 2015 via live telephone calls.

An address-based sample was used which involves matching publicly listed telephone numbers to location.

Respondents within households were at least 18 years old and willing to participate.

The margin of error is +/- 4 percentage points.

UAE company offers Antigua passports with property purchase ABU DHABI, (CMC) - Property developers in the United Arab Emirates (UAE) are offering potential new home owners passports for Antigua and Barbuda, opening up fresh avenues for visa-free travel to a wide array of countries for Emirati citizens, according to reports here.

Al Jazeera, the television conglomerate, with offices in the Middle East and the United States, has reported that Sweet Homes – a company based in the emirate of Ajman – has “incentivised its property portfolio by including Antiguan and Barbadian passports with certain luxury home purchases.”

“A two bedroom villa costing 1.4mn dirhams (US$380,000) and a four-bedroom home priced at 1.9mn dirhams (US$517,000) come with passports for the purchaser, his or her partner, dependent children and parents over the age of 65.”

“The incentive of having an Antiguan and Barbadian passport for Emiratis is that it allows visa-free or visa-on-arrival travel to 132 countries, compared with 77 countries for a UAE passport,” the report added.

MEE said the offer applies to 600 of 1,500 units in the Ajman Uptown development, which Sweet Homes hopes will be completed in time for 2020.

“Ajman Uptown is the first project of its kind in the

GCC Region that allows the buyers to be eligible for citizenship, subject to due diligence and approval from [the] government of Antigua and Barbuda,” Sweet Homes chief executive Fahad Dero told Al Jazeera.

Dero said in the first 10 days of the offer he had found more than 1,000 “strong leads” and received 20 applications to take up the property and citizenship deal.

MEE said the Government of Antigua and Barbuda launched a “Citizenship-by-Investment” programme in 2013 “in an attempt to boost an economy that received 63 percent of its US$1.2bn gross domestic product from the tourism industry in 2013.”

“The initiative offers anyone the opportunity of becoming a citizen for a donation of US$200,000 to the country’s National Development Fund (NDF).”

Sweet Homes includes the US$200,000 donation in the hefty price-tag for its two and four bedroom villas, effectively cutting revenues in half with each property sale, according to MEE. Antigua and Barbuda’s Prime Minister Gaston Browne told Al Jazeera the Emirati company keeps 10 percent of the donation in exchange for recommending “wealthy citizens of the highest standard of integrity.”

Easter: A celebration of hope and deliverance

THE world yesterday celebrated the festival of Easter, a very important day for Christian communities around the world. This is a day when the Saviour of Mankind arose from Earth to take His rightful place at the right hand of the Heavenly Father.

Guyana is a country of great faith, with a diversity of religious beliefs, all propagating the belief of good triumphing over evil.

Good triumphed over evil in this country on October 5, 1992 and subsequently continued to do so.

Easter is not merely for the joys of kite-flying and family picnics, but also for reflection of where we are as individuals and as a nation.

Guyana is a land of plenty. God gifted this country of diverse races, cultures and religions with abundant resources.

We should therefore go in want of nothing.

However, because of depredations of greedy and selfish leaders this land and people became depleted of every resource for human survival, including hope.

But just as Jesus Christ restored hope in the family of humanity, the Guyanese people were given hope when our country was once again restored to viability and democracy by someone who, while never aspiring to be looked-on as a godlike being, is nevertheless revered as someone who had many godlike qualities – rightfully deemed the “Father of the Nation.”

This nation has faced many trials and tribulations, mainly man-made and man-driven. The bounties bestowed on this country by the Lord are not being allowed to be enjoyed in full by the Guyanese nation.

But on this day when the Lord, by His ultimate sacrifice, gave the family of humanity hope for obliterated sins and new beginnings, this nation can only pray that our leaders can put their own egos and ambitions on the back-burner and work together for the common good of all Guyanese.

May this season of hope and deliverance herald new beginnings for the Guyanese nation.

According to her, the PPP/C Administration has a consultation in the pipelines, which will take into consideration the views of the Guyanese people regarding gay rights.

“I do know that the Government will be embarking on consultations with regard to the rights of the LGBT (lesbian, gay, bisexual, and transgender) persons and so therefore that consultation has to take into account all of the views of all of the population and at that point Guyana will decide.”

NO POLITICAL FOOTBALL Tackling head-on the criticisms over her silence on the domestic violence front, up to the point of her nomination as the PPP/C prime ministerial candidate, Harper made it clear that her choice ought not to be made into a political football.

Harper explained that not addressing her personal experience with domestic violence, prior to now, was a personal choice.

“I think that it is unfortunate that we should be debating this constantly. It does show that in some segments of society and in some people’s minds, that women’s rights still are not being respected, the right to choose,” she said.

The PPP/C prime ministerial candidate lamented the impact the ‘debate’ could, and possibly would, on other women who have had similar experiences.

“I wonder in all of this what this unfortunate saga is doing to some of those women who initially might have heard me speak. Yes, it might have been 25 years later, but there may be women who are currently being abused, and they have no recourse. Now what does that do to their confidence, if this is now being seen as though it is just sort of a political football? It is not! It is a very serious issue, and it is something that should go across the political divide,” she said.

According to her, she has seen and welcomed the formulation of polices to address social issues in Guyana, and her nomination positions her to be increasingly active in the formulation of policies that would positively impact the lives of the Guyanese people.

“I hope we can strengthen the domestic violence programmes, to work with women, to help them to tell their story and try to see how we can prevent domestic violence,” Harper said.

VISION FOR GUYANA In her most recent public interview, she consistently referred to the PPP/C’s plans, policies, programmes and legislative advances that will support the development of Guyana and improve the lives of the Guyanese people.

Harper also addressed the issue of youths, as well as that of working with the political Opposition to take Guyana forward.

“I have been speaking to some of our youth and I know that they are looking for more and we are prepared to listen to them and engage them. We don’t intend to be condescending

The PPP/C prime ministerial candidate acknowledged that regardless the issue, the PPP/C Administration, once re-elected will engage, as it has done in prior year, the political Opposition.

“We will even work with the Opposition as we have to because we are working for Guyana; we’re not working for ourselves,” she said.

Harper noted too that there has been progress, despite challenges.

“You can look around and see, at the housing expansion in particular…we have seen improvement in health and education, infrastructure has also been improved....these are some of the more tangible signs of progress….you have to look at how our economy has grown,” she said.

The PPP/C prime ministerial candidate added, “…you have to understand that whatever you set out to do, you might attempt to do it and get to a certain level, but everything that you do, at the end of the day, you can still say ‘we can do this

better’. We are not unaware, we are not insensitive to the fact that we can improve on…there have been improvements over the last two decades…moving forward we have to put more things in place for our people.”

She maintained that increased partnerships with developmental partners, in addition with a clear vision from a tested political party will take Guyana forward.

“I intend to maintain my line in terms of I am here to serve you, this is what I would like to do for you, and this is how I am going to do it. I will work with the PPP/C when we get into Government,” Harper stressed.

Granger ain’t tell Whim nutten new

IN any national election campaign, contesting political parties, inclusive of the incumbent party in government, are obliged to present to the electorate just what they have to offer.

For the sitting executive, it is a case of also illustrating what their stewardship has been. For any political Opposition that aspires to its country’s highest office, it has the task of convincing the body politic that it is a viable alternative to the incumbency. Primarily, this is about their intended policies: What can be expected of them if elected.

One of the realities of the local political Opposition’s parliamentary performance, particularly with budget debates, is that many of their presentations lacked any reality, much less substance.

OBSERVER stands corrected when recalling the now memorable accusation by the late Sheila Holder of the Alliance For Change party (AFC), that Social Security Old Age Pensions list has been padded. It was shocking as it was scandalous, since there were no statistics to support such a canard.

But to put such a scenario in its correct context, it had been clearly a case of this Parliamentary Opposition party not having anything of substance to contribute to the 2011

budgetary debate, in similar manner as its senior partner, the then People’s National Congress (PNC). Their parliamentary views on the budget for that year were as sterile as they were nonsensical; hollow and without form, for want of a better description.

Essentially, it is going to be the same for this current national election campaign. As has already been the case, these two political Opposition parties have nothing to offer!

Just what did these pretenders tell the rally at Whim, on the Corentyne? As was to be expected, the Alliance’s leader, David Granger spoke at length on the need for better security for the entire Corentyne, and about the menace of piracy.

OBSERVER agrees that these are indeed very serious issues that have been plaguing this geographic area.

But, Granger never did explain to the rally his reasons for not supporting virtually every government initiative to deal with the national crime situation. Not even the comprehensive reform of the security sector received his and fellow colleagues' support. They vetoed every piece of parliamentary legislation, which fact is well known.

It was quite clear that Granger, a foremost and vehe-

ment critic of the government’s security policies as they relate to the local crime challenge, could not have been serious at any level when he assured Berbicians of being better protected under a government that he hopes to lead.

OBSERVER agrees that the Corentyne still remains a serious cause for concern as far as serious crimes are concerned. However, it is quite erroneous for him or anyone to make pronuncements to the effect that Government has not done anything to rein in the threat to the security of residents there.

All and sundry should be reminded of the many successes that Commander Brian Joseph and his men have had in dismantling a number of gangs, while arresting their notable criminal leaders. These positive developments have been evolving because of a determined strategy of the law enforcement fostering a better working relation with those communities and their residents that have paid very positive dividends.

Better can be done, as in such a technical situation of combatting crime; but it is a continuous development that will improve, given the determination of Commander Joseph and his squads.

APNU+AFC Alliance reportedly shunning Theocracy Party - amused by their One Helicopter Per Family Programme

By Tajeram Mohabir THE Healing the Nation Theocracy Party (HTNT) says it is still in negotiation with the A Partnership for National Unity+ Alliance For Change (APNU+AFC) Alliance, and remains optimistic of being accepted into the coalition before April 7, Nomination Day. HTNT General Secretary Alfred Parks said party members are 100 per cent behind the Alliance, and whether they are accepted or not, they will still give their full support to it on May 11.

On Friday, at a press briefing, members of the Guyana Rastafarian Council, the 12 Tribes of Israel and the House of Nyahbinghi, all distanced themselves from the Theocracy Party, making it clear that the party does not represent the Rastafarian community.

HTNT members were at the Alliance rally at Whim, Region Six (East Berbice-Corentyne) on Sunday, but they made the journey on their own.

Parks said party members mobilised and travelled to Berbice, as they are in full support of the APNU+AFC policies and programmes.

Following the HTNT’s Congress two Sundays ago, Party Executives were expected to meet with senior members of the Alliance, and according to Parks, they are yet to be invited.

But they are hoping to be called before April 7.

He said the party is a bit disappointed that it has not yet been called, but remains optimistic of being of service to the Moses Nagamootoo and David Granger-led APNU+AFC

alliance.

The HTNT has proposed to the Alliance that it intends to introduce a One Helicopter Per Family Programme, contending that it will be far better than the Government’s One Laptop Per Family Programme.

But from all indications, the Alliance has not been too receiving of the idea, and appears to have not been taking the HTNT, which is made up of some members of the Rastafarian community, seriously.

Parks told this publication that some of his close relatives are yet to receive laptops distributed by the Government, but helicopters will give a clear picture of the wealth of the country.

SYMBOLS OF WEALTH This newspaper questioned him about the rationale of giving a helicopter to each family, but he said one should not miss the bigger picture, pointing out that it will be symbols of the wealth of the country.

The party was formed after Ras Leon Saul, who is now its General Secretary, fell out with United Republican Party (URP) Presidential Candidate Vishnu Bandhu over the legalisation of marijuana.

At the time, the HTNT had said that the current crop of politicians has great difficulty in providing practical solutions to the challenges facing Guyanese.

In its “Vision 2020” agenda for change, the party said: “We recognise that we have to put the power back into the

hands of the people” and not leave the development of the country to some.

The party said it aims to create wealth by transforming the nature of the economy to achieve growth, accelerate poverty reduction and protection of the vulnerable and excluded by providing proper jobs and employment opportunities through the co-operative movement.

Parks had said he remains optimistic of an APNU+AFC win at the upcoming polls with Rastafarians support, pointing out that the latter hardly vote in national elections.

However, he said, with the formation of a party representing Rastafarians, there is a strong likelihood that the ‘clan’ will come out in full number and vote solidly for the HNTP. But other leaders of the Rastafarian community said Parks and other members of the HNTP are having a pipe dream.

Parks had also posited that the HNTP constituency, though informal, accounts for a large per cent of APNU’s support base.

On that note, he said the HNTP has no intention of splitting APNU’s base, thereby jeopardising the alliance chances of winning the election.

He said the small party is interested in securing a regional seat in Region Four (Demerara-Mahaica), pointing out that here is where it will be focusing on widening the APNU+AFC support base.

However, both the APNU and the AFC command a strong following in Region Four, the most populous region of Guyana.

Jagdeo dares Granger to ‘come clean’ - ‘Deal with major questions hanging over your head’

A week ago, Brigadier (rtd) David Granger was called upon to come clean with the Guyanese people on several major issues, particularly the people of Whim, in Region 6 (East Berbice/ Corentyne) where his party took its rally last Sunday.

To date, those answers have not yet been forthcoming, and in an exclusive interview, former president, Dr Bharrat Jagdeo, who made the call, again questioned Granger’s reticence to answer the questions of rigged elections, missing guns and Dr Walter Rodney’s assassination.

“You cannot jump to a present-day reality, including matters of security, when you refuse to deal with major questions hanging over your head at a time when you are asking the Guyanese people to repose their confidence in you and elect you to the highest office in Guyana,” Dr Jagdeo contends.

PRESSING QUESTIONS The death of Dr Rodney is currently the subject of a public Commission of Inquiry (CoI), which has held hearings where evidence given implicates the former People’s National Congress (PNC) Administration.

At the CoI, last August, Lieutenant Colonel Sydney James, who spent three days on the witness stand, testified and submitted documentation that the GDF loaned high-powered military weapons to the PNC’s Ministry of National Devel-

“Mr Granger is hiding from all these issues; he has refused to deal with, consistently, three questions that have been posed to him on several occasions,” Dr Jagdeo said.

COME CLEAN On that note, he stressed that the APNU+AFC leader needs to “come clean” on questions that ought to be answered.

“Granger needs to come clean and say what he knows. If the reason for his refusal that he was directly involved? Was he the man directing the show? He hides from all these issues,” the former president said.

He added that the presidential candidate for the Alliance of A Partnership for National Unity and the Alliance For Change (APNU+AFC) military background is a matter of public record.

Jagdeo said, “He was in the army as commander and a national security advisor in the PNC (People’s National Congress) era. When he became the presidential candidate, he talked about coming home to the PNC after 40 years of membership.

“So in being a PNC member and one of the top leaders in the army, he had to know about the guns that were given to the PNC, he had to know something about Rodney’s killing and he had to know about the theft of ballot boxes.”

The former president contends that the Guyanese people on May 11 will make a decision about the future of Guyana

Kite fliers cautioned about endangering aircraft in the sky

By Shirley Thomas IT’S Easter-time and over the next few days, hundreds of colourful ‘paper birds’ will dominate the skies. But even as we celebrate and exude a passion about getting our kites up to add beauty, colour and sweet music to the atmosphere, let’s be mindful about the presence of the ‘iron birds’ that routinely ply the sky, competing for the same airspace.

And whatever you do, avoid flying your kites in areas that are in close proximity to the Ogle Airport; that is, at least within a two to three-mile radius of the airport. Flying kites within that zone can be hazardous to aircraft, and could cause serious loss of lives, according to Communications Consultant to the Ogle Airport, Mr. Kit Nascimento.

VIOLATORS CAN BE ARRESTED In fact¸ Mr. Nascimento has warned, through the media, as well as the distribution of pamphlets at the airport and within villages bordering the Ogle Airport, that persons violating these orders can be arrested.

Now that the Ogle Airstrip has been expanded and transformed into a regional airport, facilitating aircraft landings

from several other Caribbean countries, the flow of air traffic above the Demerara coastline has intensified considerably.

For this reason, residential areas in close proximity to the Ogle Airport, and accommodating playfields and other open spaces where kite-flying was previously done, are cautioned to desist from flying kites thereabout, and worse still, leaving kites tied and unsupervised at nights.

To this end, persons within the targeted areas, who are desirous of engaging in kite-flying activities, are urged to seek alternative spaces, and areas KIT NASCIMENTO that are away from the reach of power lines.

Even though aircraft travel at a much higher altitude than kites do, the critical parts of the journey where kite obstruction becomes possible, are the moments immediately following take-off or alternatively – as the aircraft is hovering over the

airport in preparation for landing. That’s when kites flying even at low altitude can pose danger to the aircraft.

“When it comes to preparation for landing, that is most critical, and in this regard, I’d say no flying of kites should be done within a one-to-two-mile radius of the Ogle Airport,” Mr. Nasimento affirmed.

Think of how catastrophic a collision between your kite and an aircraft can turn out to be. Such an incident could immediately bring the aircraft down, resulting in loss of lives, particularly if the kite gets sucked into the engine or if it becomes entangled with the propeller of the aircraft.

Let’s just recall for awhile the incident in which a bird, a few years ago, got sucked into the engine of a Caribbean Airlines aircraft en route to the Cheddi Jagan International Airport, causing the craft to crash-land, and resulting in considerable damage to the aircraft. Fortunately, there were no casualties. And there are other such incidents of birds being sucked into engines of aircraft around the world, causing considerable harm and danger.

And so, as you prepare to fly your kites today – Easter Monday and even at other times, just remember have fun, but do so exercising wisdom and respect for the rule of law.

Shabby APNU-AFC coalition

THE new political wagon in town, APNU-AFC, sells itself cheaply as being so saintly in that it has no flaws, but can only see faults with its nemesis the PPP/C. And to put the icing on the cake, it says that it has all the answers for whatever troubles Guyana, notwithstanding the presumed opportunistic nature of its coalition, misplaced anger and misplaced priorities, and no platforms (beliefs, policy choices, ambitions, and their impact on the nation).

APNU-AFC, a new political body, or perhaps not so new as it is the PNC in a different clothing, may be a fading novelty that will wear off in the weeks ahead, as befalls all novelties whose freshness is temporary.And the PNC executive had to approve APNU-AFC coalition to make it happen; otherwise, there would have been no APNU-AFC coalition. And so, it is the PNC Executive that drives APNU-AFC coalition.

The PNC sees this coalition as its best chance to return to political office as was the case of its exploitation of its short-lived coalition partner United Force (UF) under Mr. Peter Stanislaus D’Aguiar to form a government in 1964.

Having then fortified its illegal political base to go it alone, the PNC unceremoniously annihilated the UF in the 1968 general election.

If this historical trend with the PNC still holds, the AFC will face decimation once it has outlived its usefulness for the PNC (APNU)/APNU (PNC). In this sense, the AFC ‘s slogan for its coalition with APNU as right now, just because it invokes Dr. Cheddi Jagan’s early attempts at PPP-PNC coalition in 1955, then from 1962 through 1964,and his subsequent attempts, has to be opportunistic and deceptive.

I see some people do not like me to refer to APNU-AFC coalition as opportunistic and deceptive. Their concerns have a basis in public perceptions and not substantive arguments and evidence. I made this reference because the AFC sees its coalition as a parallel to Dr. Jagan’s bold attempts at merging the PPP and the PNC and asserting that if it were right then, then the coalition is right now.

However, in the case of 1964, Jagan lost out because of Mr. Forbes Burnham’s written rejection of further communication with Jagan on the coalition matter and, indeed, also because of the British and American imperialist’s support for Burnham to form the next government. Of course, this was the period of the Cold War and the West’s obsession to stop communism from spreading around the globe.

And the talk about if Burnham were not there in 1964, there would have been another Burnham, is not based on evidentiary logic and is a simplistic over-generalisation, as the possibility existed that perhaps another person with different personal constructs might have seen things differently and done things differently. In post-Independence attempts at PPP-PNC coalition, it should be clear that Burnham had no interest in a coalition because his illegal political machinery was firmly institutionalised, ensuring no threat to his political power base; and so Mrs. Janet

Jagan’s assertion of mistrust in the coalition negotiation then was certainly not the major reason for the end of coalition talks. Besides, it is the PNC and Burnham’s latent rejection of coalitions with the PPP that now makes any coalition with the PNC suspect, and indeed opportunistic and deceptive. Consider what happened to the UF. Now let me look at the matter of misplaced anger and misplaced priorities. APNU-AFC, as a novelty for a political party, brightly shows its misplaced anger against former President Bharrat Jagdeo. I say ‘misplaced anger’ because APNU-AFC’s focus should be on their platforms

Peter D’Aguiar, his UF, a victim of the PNC for Guyana and the impact of those platforms for the nation, and not personally on Jagdeo, as he is not running for political office.

First of all, APNU-AFC unsuccessfully tried to reprimand Jagdeo because he branded the APNU-AFC as the first to start the racist talk; you will recall that this year, at Babu John, Jagdeo referred to the AFC leadership as

saying that it can bring 11% of the Indian vote to APNU as if it had some transport over Indian people, and that in previous elections, African activists, amid African drumming, called out African voters to vote out the coolies. Jagdeo reported what he garnered from the media as evidence of who commenced the racist talk.

Second of all, APNU-AFC devoutly displayed its misplaced anger and misplaced priorities when its shadow Finance Minister called on Jagdeo to talk about his record.

Jagdeo at a recent press conference referred to Greenidge as the most unaccountable Minister of Finance in Guyana’s history, where he presided over an economy not credit worthy, an economy with the largest external debt, and with no government audit between 1983 and 1992; these are facts. However, Greenidge, like the rest of APNU-AFC, shows misplaced anger and misplaced priorities in his rhetorical response to Jagdeo, when he should tell the nation what APNU-AFC’s economic and financial plans and their impact for Guyana are; and not to provide mere sound bites on policies for economic and financial development.

On the question of APNU-AFC’s platforms, the Guyanese people know nothing and may have learnt nothing as to how the platforms will impact the nation. For instance, inequality is growing worldwide and has touched Guyana too. What policy choices to reduce this inequality does the coalition have to share with the nation? Especially with a new coalition as a political party, long before elections, people want to know what the coalition stands for.

And just a few weeks before elections, APNU-AFC has no platforms for the public to consume. People want to know whether there is compatibility in APNU-AFC leaders’ strategic beliefs. People want to know what single issues are different between AFC and APNU. People want to know whether APNU-AFC is a mere electoral alliance.

People want to know of strategic ideological and distributional issues between APNU and AFC. People want to know its joint electoral strategy and office benefits. People want to know about policy differences between APNU and AFC. People want to know whether differences in the sizes of APNU and AFC matter. APNU-AFC looks shabby without this information on its platforms, notwithstanding the concerns on its presumed opportunistic nature and misplaced priorities.

Six-year-old in critical condition - after hit by speeding car on West Bank SIX-year-old Adon James of La Parfait Harmonie, West Bank Demerara is in a critical condition at the Georgetown Public Hospital Corporation (GPHC), after being struck down by a speeding motorcar on the West Bank Demerara Public Road last Tuesday.

He was rushed to the GPHC where scans revealed

that he suffered severe injuries to the brain, coupled with internal bleeding, injuries to his limbs and abrasions to other parts of the body.

The accident happened shortly before noon, as the child’s mother was crossing the road with her baby in arms and little Adon holding on to her dress.

The driver of the motorcar which caused the accident picked up the injured child, placed him into the car, along with his mother and the young baby and rushed them to the Georgetown Public Hospital Corporation.

The child remains warded under doctors’ close medical watch.

PPP/C commits to local gov’t polls by June 2016

The People’s Progressive Party/Civic (PPP/C) yesterday made public excerpts of its manifesto, Guyana 2.0, and in a statement said, “We are committed to holding as early as possible Local Government Elections to address all issues of local democracy, and expand the collaboration between local government bodies and community development groups.”

Guyana heads to the polls on May 11, but prior to the announcement of General and Regional Elections by President Donald Ramotar, he had committed to holding local government elections in the second quarter of 2015.

Last July, the Guyana Elections Commission (GECOM), by means of a detailed missive issued yesterday, has made clear that it is “fully prepared and committed” to move formally into an election mode with immediacy, if and when the Commission is mandated to conduct Local Government Elections.

However, subsequent to his commitment of a date for local government elections, President Ramotar was faced by the Alliance For Change (AFC) no-confidence motion and stated that setting a date for local government elections would be foolhardy.

“I will be rightly ridiculed if faced with such a situation,” he had said last October.

A Partnership for National Unity (APNU) had also made clear its support for the AFC’s no-confidence motion, which, if passed with

majority support, would have resulted in early elections, given that the two Opposition parties controlled the major-

The political Opposition will head into the May 11 General and Regional Elections as an Alliance, AP-

NU+AFC, and is the one of two primary contenders, the other being the PPP/C. NOT SINCE 1994 Local government elections have not been held in Guyana since 1994. Prior to that, local government elections were last held in 1970.

Subsequent to 1994, the elections could not be conducted because of the coincidence with the General and Regional Elections of 1997.

Additionally, the House passed the Local Authorities (Elections) (Amendment) Bill 2013, which states that elections must be held on or before August 1, 2014. The August date was made via an amendment to the Bill, proposed by A Partnership for National Unity (APNU), while the House was in Committee.

However, this bill has not been assented to by the Head of State.

Rohee: Critics will be answered on Nomination Day

CRITICISMS have been many, and anything but far apart regarding the list of candidates that the People’s Progressive Party/ Civic (PPP/C) will field come Nomination Day. And PPP General Secretary, Clement Rohee, says that critics will have their answer come Tuesday, April 7.

“Let us wait on Nomination Day and see what the PPP/C has to offer the Guyanese people,” he said.

The Party’s presidential candidate and Incumbent President, Donald Ramotar, in a prior interview, assured the public that the PPP/C list of candidates will be a representative list.

“I believe that we will have a list of candidates that includes people who are aptly competent to take this country forward…I think we will have a good List of Candidates.

Our list will reflect the population of the country,” he said, adding that this – a representative list – has always been a focus for the PPP/C. The former General Secretary of the People’s Progressive Party/ Civic (PPP/C), now the party’s presidential nominee, headed the List of Candidates in the 2011 elections.

According to the President, full representation has always been a consideration for the PPP/C, as is reflected in the policies, programmes and legislative actions advanced by successive PPP/C Administrations.

A NATIONAL PARTY “The PPP was founded as a national party and remains a national party,” he stressed.

The ruling party, itself, in a statement yesterday, echoed similar sentiments. “The PPP/C will present a list of outstanding and committed Guyanese to the people on Nomination Day,” the Party said.

The 65 Members of the National Assembly, relative to representation in the House, will be decided on the basis of the outcome of the upcoming General and Regional Elections, and who those individuals are will be based on the names submitted, via the Lists of Candidates.

In the 10th Parliament, which was convened on January 12, 2012, the PPP/C held 32 of the 65 seats and its members included different races, genders and representation from the different regions in Guyana.

Additionally, GECOM has made public its guidelines for the composition of the necessary lists that need to be submitted, come April 7.

Contesting parties are permitted to submit three separate lists on Nomination Day. These Lists of Candidates are in respect of: Geographical Constituencies Lists; National Top-up Lists; and Regional Democratic Council Lists.

In accordance with the electoral system of Proportional Representation, in order to qualify for a seat in the National Assembly, contesting parties must contest a minimum of six (6) of the Geographical Constituencies- totalling at least 13 seats for eligibility to contest and submit Geographical Constituencies lists and National Top-up Lists.

This arrangement will provide for that qualified contesting party to submit on Nomination Day, two separate Lists of Candidates.

Any contesting political party can contest the election of members of any of the 10 Regional Democratic Councils. For this purpose, a List of Candidates must be submitted on Nomination Day. (Vanessa Narine)

All set for Easter Monday

GUYANESE were seen getting their kites and last-minute picnic goodies with eager children in tow across Georgetown yesterday.

The Guyana Chronicle took some time to observe the last-minute preparations for the Easter Monday celebrations as many persons were seen doing their last-minute purchases of

drinks and goodies.

Working parents were also seen with their children picking out some traditional and non-traditional kites. Speaking with one kite-maker, John (only name given), he explained that many persons prefer the non-traditional kites because it’s easier to assemble and no extra work needs to be done on

these.

Aunty Baby, from Kitty Market, said that she is waiting to pack up because today she is going out with her grandchildren to fly kite. She noted that Easter these days is nothing like the Easter of yesteryear.

“When I was small, we use to make we own kites; now dem children buying readymade kite.”

This newspaper also visited some supermarkets to get a few comments on preparations for the

Easter picnics. Some persons said that they were getting a few items to take with them to the ‘Creek’,

while others are looking forward to be in the National Park for their traditional kite flying activities.

Easter is here again!

- as squadrons of kites take to the air

By Tajeram Mohabir EASTER is an auspicious festival in the Christian Calendar. It marks the Crucifixion, Burial and Resurrection of the Son of God, Jesus Christ, as is beautifully narrated in the New Testament of the Holy Bible.

In Guyana, the joyous festival cuts across race, religion, political affiliation and creed to bring all together in a joyous atmosphere. People assemble in the parks, at the sea wall and on beaches to fly their kites of all colours, sizes and shapes in various scenes Fly your kites away from power lines

of family togetherness and festivity.

But kite flying begins days before Easter. Years ago, it used to begin with caddy-ole-punches -- kites made from leaves of exercise books and pointers from brooms.

Approaching the end of the Easter Term in school, many exercise books used to get very thin; and if you forgot your book in class, you might be lucky to find the cover the next day! Those caddy-ole-punches even used to be flown through school windows!

A caddy-ole-punch was made from a single leaf of an exercise book, with point-

ers from a broom running diagonally across both its sides to keep it firm. The pointers were then strapped to the book leaf with sewing thread to ensure that they do not fall out when the kite is airborne and experiences the pressure of the wind. Time there was when a school boy would earn instant prestige if he could fly his caddy-olepunch the highest among its peers, and keep it in that position for a considerable time.

As it gets even closer to Easter, caddy-ole-punches are ditched and the focus is shifted on the making of more ‘serious’ kites. Nowadays, many buy their kites, but about 20 years ago, the majority used to make their kites, and kite-making used to be a big thing in practically every home.

GAMMA CHERRY In fact, around that time, to own a “Gamma Cherry” Tree was a big thing and usually a profitable business. Scores of children used to scour their communities

looking for Gamma Cherry to paste the kite papers onto the frames of the kites since paper glue was costly.

The top kites not so long ago were the ‘star points’, and a big star point was like a big hit. This was the finished product, but the assembling of the kite was a carefully planned task.

As long as a child decides which type of kite he/ she wants, be it a box, bird or star point, careful work begins to make it. Thin strips of wood might be acquired from a nearby sawmill, and further planed with a plane saw or knife, depending on its thickness, before being cut to the size of the kite the owner wanted.

In assembling the kite, careful attention has to be given to the design, ‘tongue’, loop and tail. The design makes the kite stand out, while the loop and tail hold the kite up in the sky. Depending on the size and paper used for the tongue, the kite would sing much or little, and its song would be pleasant or irritating. A big tongue would create a noisy kite, while a small tongue would cause the opposite in sound.

The kite’s loop is an important mechanism, and there are two kinds of loops: the pulling loop and the mounting loop. The pulling loop is formed by a polyethylene tied to both sides of the top of the frame of the kite, with a short length connecting the centre.

is exerted on the face of the kite, causing it to give a strong pull as it ascends.

The mounting loop is the

KITE-FIGHTING The tail is as important as the loop. It determines the balance of the kite in the sky. A short tail would see a wobbly kite, while a long tail would make for a stationary kite. The trick in having a successful kite is to strike a balance between the two tail sizes. Some creative persons add razor blades to the tails of their kites to engage in a bit of kite-fighting.

It is usually sheer laughter to see a kite slashed by a razor blade in another kite’s tail come spinning down to the ground, or disappear like a big punctured helium bal-

ered in coloured paper, in all shapes, sizes and forms, kites will create a kaleidoscope in the sky. Some would be as small as a match box, while others would have to be transported by open back Pick Up vehicles or even full-fledged lorries; but the fun is raising it into the sky and watching it go as high as it possibly could.

Importantly, it is always safe for persons to fly their kites in open spaces, to avoid the kites getting into contact with power lines, as this can cause electrocution and put a severe damper on an exciting celebration.

So, fly your kites in open fields, away from power lines; and do have a memorable Easter 2015!

Pandit Tillack talks Palmistry ––says map of life in our own hands

DESPITE persecution with the ascendency of Christianity, Palmistry, the ancient art of foretelling one’s future by interpreting the lines in the palm, has survived. But in Guyana, little is known about the mysticism.

The root of Palmistry can be traced to Indian (Hindu) Astrology (known in Sanskrit as Jyotish) and Roma (gypsy) fortune tellers.

The Hindu sage, Valmiki is thought to have

written a book, whose title translates in English as “The Teachings of Valmiki Maharshi on Male Palmistry”. Comprising of 567 stanzas, it was penned more than 5,000 years ago.

From India, the mystical art spread to China, Tibet, Egypt, Persia and to other countries in Europe.

Today, Palmists often combine traditional predictive techniques with psychology, holistic healing, and alternative methods of divination.

He said the art is the study of the lines of the palm, the position of the celestial bodies: Saturn, Mars, Jupiter, Mercury etcetera, and the impact they can possible have in one’s lives.

The priest, who is also a Clinical Psychologist, explained that Palmistry is not a precise science, pointing out that it serves as a guide to one’s future.

In the Indian culture, he said, it is preferable that the right hand of men be read as it generally represents dominance, and the left hand of women, which is equal in stature to men, but more characterises a supporting nature.

However, if the dominant hand of a man is his left hand, it would be advisable that that hand be read instead of his right hand.

The thickness, shape and flexibility of the lines of the palm, he said tells a story about a person’s mood, tendencies, personality traits, and possible ups and downs in life and when they are likely to occur.

Pandit Tillack told this publication that in short, the palm in Hinduism serves somewhat as a map of a person’s future; the story is told through intricate lines; and play the role of a compass, it points to major events that are likely to happen.

CATEGORY OF HANDS There are four categories of hands, he said, noting that these are Air, Earth, Water and Fire.

The Air Hand, he said, is square in shape with long figures, and is representative of persons who are vocal in their beliefs, intellectually curious and emotionally stable.

The Earth Hand is also recognised by its close squareness, but short fingers, and tells of a person who is generally physically strong, perseveres and hardworking.

The Water Hand is a rectangular palm with long fingers and characterises persons who are sensitive, flexible, creative and emotional, while the Fire Hand is also rectangular in outline, but with short fingers.

APNU/AFC Anna Regina rally sees poor turnout - many transported there to build-up crowd

THE APNU/AFC rally at Anna Regina on Saturday failed to attract thousands of Essequibians as anticipated by leaders of the coalition. The rally, held under the theme "It is Time", began near 18:00 hrs after the expected crowd did not show up.

The programme however got off to a spirited start as the handful of supporters in attendance, dressed in yellow and green jerseys and armed with posters and placards, danced and waved their flags to the sounds of Bob Marley.

APNU member, Christopher Jones who chaired the programme, started of by saying, “Essequibo, it is time for change,” and that with David and Moses, who happen to be named after famous biblical figures, on the APNU/AFC ticket, it is a sure “sign from above” who the victors of the May 11 polls will be.

Christian prayers were said before the first speaker, Alliance businessman, Samad Bacchus, took to the podium to address the painfully sparse crowd.

Bacchus, who spoke on the PPP/C platform at the 2011 election, said he was happy to be on the platform of the APNU/ AFC coalition this time around, and called on fellow Essequibians to, like he, give their full support to the APNU/AFC coalition on May 11.

Other speakers at the rally included Ms Volda Lawrence, and Messrs Naithram, Robert Badal, and Nigel Hughes, before prime ministerial and presidential candidates, Messrs Moses Nagamootoo and Presidential candidate David Granger spoke.

As the meeting progressed well into the night, more people came out and stood afar off to listen to the various speakers. The Anna Regina high bridge also accommodated a fair amount of people, but nothing to compare with PPP/C rallies at the same venue, which always succeeds in attracting in excess of 15,000 supporters.

Easter, which is celebrated in observance of the resurrection of our Lord and Saviour Jesus Christ, is celebrated throughout the world with prayers and flying of kites.

This year's Easter celebrations is taking place at a critical time in our political life, when the country is preparing itself for another General and Regional Elections which resulted from a power-hungry political Opposition. These elements are trying fe-

verishly to deceive and betray the Guyanese people through subterfuge and false promises.

But, like Jesus Christ, who tested the will and eventually triumphed over the betrayal by His one-time disciple, Judas, in same manner the democratic forces will prevail over our present-day Judases, who are prepared to sell their soul for the gratification of their egos and political ambitions.

The PPP remains confident, however, that the Guyanese people will allow good sense to prevail, and reject these power-hungry elements who are so obsessed with the love for power that they

will stop at nothing to realise their ambitions.

The PPP takes this opportunity to call on all Guyanese to reflect on the teachings of Jesus Christ and his humility and exemplary life. Let us also at this time reflect on the enormous progress we have made as a country over the years, and to strive to ensure that the gains made over the years are not squandered by those with unpatriotic and anti-national predisposition.

The Easter season in Guyana is best known for the widespread kite flying activity that is seen by many as a representation of the theme of the Resurrection.

Whatever may have been its origins, kite flying attracts widespread participation of Guyanese, from all walks of life, regardless of religion, ethnicity or culture.

It, therefore, offers another opportunity for Guyanese to share common experiences and understand each other better.

As we celebrate Easter this year, we, in the

PNCR, bemoan the corruption, crime and general moral decay that have become pervasive in our land.

On May 11th our country has an opportunity with the Coalition, A Partnership for National Unity and the Alliance For Change (APNU+AFC) to experience good governance through a Government of National Unity; a chance for a rebirth of national pride and national unity.

EASTER is a time for sharing, and People’s Progressive Party/Civic (PPP/C) Prime Ministerial Candidate, Elisabeth Harper did just that last Saturday when she distributed kites to scores of children

in her hometown Kitty neighbourhood.

She not only mingled and chatted with the boys and girls of the Sadr Boys and Girls Orphanage in Kitty, but also did likewise with children in Albouystown, in southern

Georgetown.

On Thursday last, Mrs. Harper also distributed kites to children in Linden, and met with several groups in that mining town.

Mrs. Harper said that she has always promoted the true meaning of Easter, which she believes has lessons for all Guyanese.

She has always been a strong advocate of promoting seasons and events which bring

families closer and unite Guyanese around common themes such as forgiveness, love and patience.

The PPP/C Prime Ministerial Candidate believes that Guyanese must continue to work hard to achieve their dreams, and urged that they strive to understand the importance and significance of Easter.

Overseas lawyers seeking to move against Doerga - to institute legal action for fraud

ADVICE is being sought from Attorney-General and Minister of Legal Affairs, Anil Nandlall, and Agriculture Minister, Dr Leslie Ramsammy about instituting fraud charges against Rumzeight Rice Processors Inc’s Turhane Doerga.

Doerga, a vocal critic of the current Administration’s support of the rice industry, is wanted by the police in Florida, United States of America, where an arrest warrant has been issued for him.

The arrest warrant, issued in March 2013, follows a 2006 court case where he was ordered by the courts to pay millions in damages to his former investment partner, Every Lowuman.

Louwman subsequently engaged attorneys in neighbouring Trinidad and Tobago to enforce the arrest warrant order, in an effort to ensure that Doerga does not escape justice.

When asked, Dr Ramsammy disclosed that the Trinidadian legal team contacted him with queries about Doerga, but added that he is yet to respond.

“I have requested advice from the Attorney-General,” he said.

volved a new company, Trinidad Commodities Limited, led to legal action being taken, where Louwman sought dissolution of the partnership, liquidation of its assets and distribution of the proceeds.

Courts in the USA, in 2006, ruled in Louwman’s favour and ordered that Doerga: “(a) must surrender to the court all shares of stock or other indicia of ownership in the Partnership companies; (b) is enjoined from using Partnership assets, including the Partnership companies; and (c) must file with the court an accounting of all assets of the Partnership, including the funds advanced by Louwman for the benefit of the Partnership, the location of all real and personal property belonging to the Partnership and its companies, the liabilities of the Partnership, and the profits and losses of the partnership from its formation through its dissolution.”

The court order was ignored by Doerga and subsequent representation to the court by Louwman, found Doerga in contempt of court and an arrest warrant was issued for him.

According to the document, Doerga, once arrested, shall be immediately taken into custody by the Sheriff and shall be confined in the county jail for an indefinite period unless he purges himself of contempt by acceding to the stipulations detailed in the court’s judgments.

Additionally, given the extended effort to enforce the arrest warrant order, outside of the USA, observers have noted that there are agreements between the North American country and the Caribbean Community (CARICOM) that could facilitate this.

Doerga’s tries to blame GRDB for rejection of contaminated rice EMBATTLED Turhane Doerga, after his contaminated rice shipment to Chile was rejected, has attempted to shift blame for the tainted shipment to the Guyana Rice Development Board (GRDB).

In a comment to a local media outlet, Doerga is quoted as saying, “The Alesie Group supplied it, but it wasn’t Alesie-branded rice. The rice qualified under specifications in Chile. The rice was certified by GRDB under the contract quality. The rice was certified; you can’t ship anything if Jagnarine Singh (GRDB General Manager) doesn’t sign off on it. It is the GRDB; they are the ones that have to say yes it is good, it is certified and it goes.”

Doerga is also claiming that there are moves afoot to smear the Alesie brand, used his company, Rumzeight Rice Processors Inc. However, GRDB officials have rejected what is being deemed Doerga’s failure to accept responsibility for the quality of his shipments by shifting blame to another body.

Deputy General Manager of the GRDB, Ricky Ramraj, told the Guyana Chronicle, yesterday, that while GRDB inspects rice, it does 10 per cent checks.

“It is difficult to do 100 per cent checking at all the rice mills. Last year we exported over 500,000 tonnes of rice. One tonne of rice is about 20 bags, so we do 10 per cent checks,” he explained, adding that most rice millers are committed to this undertaking – in the interest of ensuring quality exports.

Ramraj also rubbished Doerga’s claims that the rice exported was not Alesie branded rice. “It was Alesie branded.

We have the documents to show all of this.”

FULL INSPECTION Following the debacle, the GRDB is now expected to enforce 100 per cent inspections of all Alesie Rice exports.

Doerga’s rice was sent to the Chilean company, CABAGAN, Sociedad Distribuidora de Produtos, but was rejected

after “pests, wood chippings and stones” were discovered in the shipment.

The South American country also lodged an official complaint with the GRDB. According to the Agriculture Minster, Dr Leslie Ramsammy, in a prior comment, the debacle had jeopardised the Chilean market and brings into question Guyana’s reliability as an exporter of high-quality rice.

He stated that Doerga has since been offered options to dispose of the contaminated rice shipment by Chilean rice authorities.

“Rice markets are fragile,” Dr Ramsammy stressed, underscoring the Doerga’s double standard in using the political Opposition’s platform to argue that enough is not being done to secure new rice markets on one hand and jeopardising the markets that have been secured on the other.

The Agriculture Minister committed to ensuring that efforts are made to repair trade relations with Chile.

The 2015 export target has been set at 514,000 tonnes.

According to Pandit Tillack, based on the wisdom of sacred Hindu scriptures, a person’s openness is usually determined by the thumb.

He explained that if the thumb of an outstretched hand passes the base and the first ring of the index finger, the subject is confident and assertive in character.

A thumb that is below or just above the base of the index finger, the priest said, is representative of a person who is shy and introverted.

In interpreting the palm, he said the astrological significance of the fingers is important.

According to him, the index finger represents the planet Jupiter, which is Brhaspati, the teacher of the gods. The middle finger is a representation of the planet Saturn, intellect and the god Shani, who brings difficulty in one’s lives.

These can be counteracted by the wearing of a gold ring with a sapphire stone, which, according to Pandit Tillack, has magnetic quality, nullifying negative effects of the solar universe.

The ring finger represents the Sun, Surya, the head of the solar system. It is said to have a vein

running all the way to the heart, and represents matters of the heart as well as energy, health and material wealth.

The little figure, the priest said, falls in the region of the planet Mercury and is indicative of persons who are hot tempered but eloquent, persuasive, seductive and yet mild in nature.

LINES In the palm, there are several noticeable lines. The Heart Line, which is situated at the top of the palm; the Head Line which is below the Heart Line; the Life Line, which joins to the Head Line; the Fate Line, which starts at the base of the palm, and extends in the direction of the middle finger; the Fame Line, which starts at the left of the Fate Line and goes in the direction of the ring finger; and the Love Lines, which are situated at the side on the top right of the palm.

The Heart Line, Pandit Tillack explained,

speaks mainly of a person’s attraction and emotion. A long line indicates an idealistic partner; a deep line a stressful life; a faint line a weak heart; a straight line intense feelings; and a broken line a troubled relationship.

The Head Line represents intellect and reasoning. A long line indicates ambition; a short one intelligence and intuitiveness; a deep line excellent memory; and a straight line a person who is materialistic in nature.

The Life Line, the priest related, speaks of life in general. A straight line signifies good health; a short line, a short life; a deep line, a smooth life;

and a fainted line, low energy. Deep strokes on the Life Line indicate major events in a person’s life.

The Fate Line speaks of a person’s destiny. A fainted line indicates disappointment; a broken line, difficult circumstances; and a chained line, highs and lows in life.

The Fame Line is not present in everyone’s hands but it speaks of brilliance and outstanding artistic abilities, while the Love Lines gives insight into a person’s love life.

Jamaican drug mule jailed for five years 20

A twenty-year-old Jamaican national was sentenced last Friday to five years’ imprisonment for drug trafficking.

Richard Daniels was also fined over $3.4 M after he was found guilty as charged for the offence.

He was busted at the Cheddi Jagan International Airport (CJIA) with 1.236 kilograms of cocaine concealed in two bottles of lotion and two and a half pairs of socks on January 5 last.

Daniels was brought before Chief Magistrate Priya Sewnarine-Beharry on his first arraignment.

When the charge of possession of narcotics for the purpose of trafficking was read to Daniels, he pleaded not guilty.

However, he was denied pretrial liberty and the matter was transferred before City Magistrate Ann McLennan for trial.

Daniels was an outgoing passenger on Fly Jamaica flight OJ155 destined for Kingston, Jamaica.

According to the facts, ASP Singh noticed Daniels acting in a suspicious manner and approached him. After making a request, Singh searched Daniels’ suitcase and found 105 pellet-shaped objects, wrapped in silver paper foil, stashed in two bottles of lotion and two and a half pairs of

socks.

Subsequently, a field test was conducted at CJIA which proved that the pellet-shaped objects were cocaine. Daniels was told of the offence and taken to the Criminal Investigations Department (CID) where the illicit substance was weighed. He was subsequently charged with drug trafficking.

Wakili Totem Pole unveiled in National Park

THE Wakili Totem Pole in the National Park carved

by Lokono Artist, Mr. Oswald Hussein (Ozzie) was officially commissioned last Thursday.

The pole tells the ancient story of Man’s abiding respect for the forest and all it provides.

The delicate balance which exists between man and nature is captured in the hand-chiseled characters, animals and spirit guardians depicted on the 20-foot tall purpleheart pole.

The pole is but the first installation in the “Art in the Park” initiative, said Commissioner of the Protected Areas Commission, Mr. Damian Fernandes.

He also explained that the project is about encouraging an artistic renaissance in the Parks; essentially utilising the ‘Urban Green Spaces’ (Zoo, National Park, Joe Vieira Park and the Botanical Gardens) to serve as a blank canvas as it were to the artistic community.

Art in all its forms, whether theatre, painting, sculpture, poetry, photography, etc. could be brought

into the park for the enjoyment of all visitors.

The initiative is part of a larger effort to rehabilitate and modernise the Zoo under the Three Parks Initiative which was launched

by Natural Resources and Environment Minister Robert Persaud.

At the launch, Minister Persaud made several commitments, many of which have since come on stream.

Lights have been installed along the full cycle track, walkways have been upgraded, playfields raised, internal drainage canals restored and security has been enhanced at the National Park, Botanical Gardens and Zoological Park.

Several organisations including the World Wildlife Fund-Guianas have expressed interest in partnering with the PAC and local artists to produce installations, both permanent and temporary, within the Parks.

The Wakili Totem Pole was sponsored by the Guyana Telephone and Telegraph Company. Several other local businesses such as Jetoo’s Lumber Yard, Rambarrans, AH&L Kissoons, and Kingdom Apiaries’ supported the project.

relationships; a deep groove, a long-lasting relationship; small or fainted lines, children born out of relationships; and the spacing of the lines, the time span of the different relationships.

According to Pandit Tillack, at the point the Life Line connects with the Faith Line, tells of the possible time a person will discover his/her real purpose in life. If there is no connection, there is a strong indication that the person will live his entire life without discovering his real purpose.

The area within the thumb and the Life Line, he said, represents Venus and to an extent speaks to one’s sexual preferences. According to him, if the Life Line connects with the Fate Line and reaches a V at the base of the middle finger, it signifies that the subject has homosexual tendencies.

There are many tales of palmistry. Greek Philosopher Aristotle (384-348 BC), tutor to military genius, Alexander the Great was said to be a devoted palmist who imparted his knowledge to his students.

According to legend, he found an ancient palmistry scroll on an Arabic alter and presented it to Alexander, his pupil.

Pandit Tillack told the Guyana Chronicle that Hindus believe that the sacred knowledge of the palm was imparted by the god of the ocean, Varuna. Knowledge of the palm can also be found in the sacred texts Hasta Sajeenani and the Bhavishya Purana.

He said he was taught the sacred knowledge by his guru, Pandit Tulsi Ram Chowbay, but also learned a great lot from his own reading.

Pandit Tillack holds a Bachelor’s of Science Degree in Clinical Psychology from the American Peace University, Sheriff Street, Georgetown.

He is a member of the Inter-Religious Organisation, and serves on the Prison Security Management Board.

He is also a life coach, guidance and domestic violence counsellor, and peer educator.

The priest said he has a passion working to arrest the prevalence of suicide in Guyana and dedicating his energies in helping persons to develop spiritually.

LAND TITLING The implementation of the US$10.7M Land Titling and Demarcation project which provides absolute grants and certificates of title to Amerindian communities is moving apace.

During the first quarter of this year, Riverview/Falmouth and Batavia, Region Seven and Kariako, Region One were fully titled and received their certificates from the Amerindian Affairs Ministry.

This programme began in 2013, targeting 45 villages and should be completed by the end of 2016.

EDUCATION OPPORTUNITIES Apart from health, education can be considered the most important tool to sustain economic

in this sector. The Kato School is expected to house hundreds of students, and has an accompanying dormitory like all the other secondary schools in the hinterland.Additionally, the Hinterland Scholarship Programme continues to provide academic opportunities, both at the secondary and tertiary levels for approximately 80 hinterland students annually. It has thus far benefitted more than 1000 students.

Further, in order to further improve students’ attendance, Government embarked on the school uniform and school feeding programmes and more recently, an education grant programme. The latter, launched in 2014, provides each student, in the public school system, with $10,000 for transportation or other school related items.

Moreover, with the Information and Communication Technology (ICT) drive promoted across the country, through the One Laptop Per Family Programme, Amerindian communities are soon to benefit.

Amerindian communities across the country are becoming financially independent as Government continues to implement policies and programmes that are transforming their village economies, and sustaining their traditional way of life and surroundings.

TRANSFORMING VILLAGE ECONOMIES The Community Development Plans (CDPs), Presidential Grants and the Land Titling and Demarcation programme, are just a few of the initiatives that have allowed Amerindians to become self-sufficient.

Through the CDPs, under the Amerindian Development Fund and in accordance with the Low Carbon Development Strategy (LCDS), funding was provided to support the socio-economic development for approximately 180 Amerindian

that was chosen by the villages.

Santa Aratak Village, a riverine community in Region Three was the first to launch its project, the ‘Santac tours and Travel’. Moraikobai, Region Five completed rehabilitation works to their Multi-Purpose Centre, Kurukubaru undertook cattle rearing, and Rupertee village, cultivated five acres of cassava, and completed a processing facility.

Already, Guyana has received the second tranche of $ 1.3B for the implementation of the second phase of this project which will see 160 other communities benefitting.

Government continues to provide funds to the Ministry of Amerindian Affairs, through Presidential Grants which have significantly impacted Amerindian communities. This grant funds projects such as the construction of village shops, passenger cargo and fishing boats, the purchase of mini buses, tractors and All Terrain Vehicles (ATVs), among other ventures to improve life at the village level.

Kato hospital in Region Eight growth, and Amerindian communities have been provided with the necessary infrastructure which will enable them to receive the quality of education needed for their development.

Spread across the hinterland regions are over 250 schools, comprising 116 nursery, 139 primary, and 12 secondary schools, thus adequately catering for a wide spread of students.

The recently commissioned Paramakatoi Primary School, and the soon-to-be-completed state-of-the-art $780M secondary school at Kato, Region Eight will see a further boost

HOUSING Hinterland communities are also benefiting from the national housing programme. Under the Second Low Income Settlement (LIS) Programme, $200M was set aside to provide 122 houses and to refurbish 86 roofs in eight communities

in Regions One and Nine.

In Region One, the communities targeted were White Water, Manawarin and Oronoque, where 23 households benefited from new homes and 27 others had their roofs refurbished. In Region Nine, 23 households in Kwatamang benefited from roof refurbishment and 12 families received keys to their newly constructed homes, 12 in Katoka benefit from new houses and 10 had their roofs refurbished.

Additionally, Amerindians also benefited from a Hinterland Housing project.

Thus far, 386 lots were distributed in Region Seven; 123 in Region Eight and 887 lots in Region Nine.

Miner admitted a third time to GPHC ––following motorbike accident

MOTORIST Otto Pitman, 26, who lost his right leg following a motorbike accident on D’Urban and High Streets, was on Saturday admitted to the Georgetown Public Hospital Corporation (GPHC)

Admitted for the second time two weeks

ago for surgical intervention on his injured leg which had become infected, the procedure was successfully undertaken and he was discharged.

However, he was back again Saturday for a complication which will be treated and observed over the next few days.

The accident happened on March 1, 2015, around 5:30 hrs, as Pitman, a gold miner who hails from La Grange, West Bank Demerara, was riding his motorcycle in the vicinity of D’Urban and High Streets, Georgetown.

His motor cycle was struck from behind by a motorcar trying to avoid a water-filled pot hole on the roadway.

On impact, Pitman was rammed against a lamp post, resulting in his right leg being badly crushed. He ended up in a dirty drain at the roadside where he remained unconscious until he was spotted by men on a passing truck.

They picked him up, placed him in a vehicle and rushed him to the Georgetown Public Hospital Corporation (GPHC) where he was admitted and taken to the theatre.

However, within a few days, the infection had taken its toll, and doctors were forced to amputate the leg.

Seven roads completely upgraded in Regions 3 & 4 RESIDENTS of Region 3 (Essequibo Islands-West Demerara) and Region 4 (Demerara-Mahaica) now have passable asphalted roads, thanks to the Miscellaneous Road Project under the Ministry of Public Works.

The Public Works Ministry has been credited with the completion of seven roads as they continue to upgrade and repair miscellaneous roads in Regions 3 and 4 within the last month.

All contracts were awarded on December 31, 2014 and work commenced in January and all were completed February month-end.

In Region 3, residents of Factory Road, La Grange now have an asphaltic-concrete road, which was previously a mud dam. The newly- resurfaced road will also benefit farmers who ply the road to transport their produce. This project was executed at a cost of $6.7M. R&B Investment used asphaltic concrete to upgrade Orinduik Street located in Section C, Enterprise, East Coast Demerara (ECD) in Region 4. Prior to the upgrade, the double bituminous surface treatment (DBST)

The resurfaced Orinduik Street, Enterprise thoroughfare was riddled with potholes. The contractor surfaced 427 metres of the road to the tune of $23.9M. According to the Ministry, the Prince William Street in Plaisance, ECD (southern section) was re-surfaced with asphaltic concrete by Associated Construction for $11.8M. An additional $4.4M is allocated to rehabilitate sections of the southern road.

Other roads upgraded

were School Street, Enterprise; Middle Walk Friendship; Enmore Factory Road and Second Street, Happy Acres at an overall cost of $36.8M The project falls under the Miscellaneous Roads Programme, and allows the Works Services Group (WSG), an agency within the Ministry, to construct and maintain roads in Regions 1, 2, 3, 4, 5, and 6.

Jamaicans among 30 soldiers given ‘Wings’

THE Guyana Defence Force (GDF) reports that 30 soldiers successfully completed a historic GDF Basic Paratrooping Course and received their “Wings” at a simple graduation ceremony last Thursday at Base Camp Stephenson.

The course was historic, since it marked the first time in the Army’s history that it has trained personnel from another military institution in the skill of paratrooping. Among the graduates were 17 Jamaican Defence Force (JDF) troops, including an Officer.

Delivering the feature address, Colonel Enoch Gaskin noted that this was a signal moment for the GDF and will augur well for the Force going forward. “This is historic,” he said, “as it is the first time that we have embarked on training personnel from other Forces in the skill of paratrooping.”

He remarked that while many may find it strange that men and women will

choose a career where they will jump out of a completely perfect aircraft, those choosing this path are demonstrating to the military command and to their nation that they are dependable - “that they are willing to make the difference between securing freedom rather than being conquered.”

He explained that historically, paratroopers are deployed in small numbers but are expected to make an impact that is sometimes several times greater than their numerical force. He said that this was proven during World War II. “Paratroopers are among the bravest, boldest and ruthless when it comes to destroying the enemy and because they are normally inserted behind enemy lines, their success is always dependent on their fighting skills as well as the element of surprise. He charged the paratroopers to embrace characteristics such as fierceness, resourcefulness and dependability which make them unique.

“At this level, you have learned the basics about paratrooping. Moving forward, you are to remain operational; that means staying fit. Read and research, always, keeping abreast with new developments in the field and always be ready to join the fight against the state’s enemies, whomsoever they may be; being ready, means that you must remain current with your jumps.”

Chief of Staff Brigadier Mark Phillips indicated that the presence of the Jamaican troops on the course was the result of an invitation he had extended to military leaders across the Caribbean at a recently held conference for such leaders in the Region. “I indicated to my colleagues that in keeping with the commitment by Caribbean states to co-operate and collaborate on defence and security matters, Guyana and the Guyana Defence Force were committed to providing training in various aspects for which it had the expertise. In that regard, I extended an invitation to all to make use of the opportunity to have members of their military be trained at our facilities in Guyana. Jamaica took advantage of our offer and here we are today. We are graduating 17 members of the JDF together with our troops,” he said, and “the invitation remains open and with this Basic level training concluded, we are hopeful that the JDF will send these troops back sometime soon to complete

the Free Fall training. It is the next phase of paratrooping that builds on the skills achieved at this basic level.”

The Jamaican troop Captain has indicated that their coming to Guyana and the GDF at this time to be trained as paratroopers, is in keeping with the need for the JDF to strengthen its capabilities at handling emerging threats in Jamaica.

He indicated that the goal accomplishment was his team’s vision and he is proud that his troops succeeded. “We came with a unified purpose and we are leaving having fulfilled that purpose. This training will enhance the JDF’s capacity for rapid response and precision insertion in circumstances involving future threats in our country. The GDF and Guyana has been very hospitable.

We feel like we are at home. Transitioning was never an issue for any of us and we do look forward to coming back soon,” he said.

The GDF continues to offer opportunities to members of militaries in the Caribbean for training at various levels.

To this end, the GDF continues to graduate Officers for the St. Kitts and Nevis Defence Force (SKNDF) and Belize Defence Force (BDF).

Most recently, several troops of the SKNDF completed training at various courses offered by the GDF. Currently, three GDF Officers are pursuing training in Jamaica. A GDF Major is serving as an instructor and three Other Ranks (ORs) are serving as support staff there.

Persons urged to take precaution during April 1-7 high tides PERSONS are urged to take all necessary precautions during the spring tides period of April 1-April 7, 2015, as the predicted tide indicates above normal levels for this period, according to the Ministry of Public Works The Ministry in a statement said that the Sea and River Defence Department considers areas on the Essequibo Coast, Wakenaam Island, Leguan Island, parts of Georgetown and Berbice, in particular, are susceptible to possible flooding as a result of storm surges which may include overtopping of sea/river defence structures.

Moreover, the Ministry advised that the areas listed, including persons residing along the banks of rivers and low-lying coastal areas are advised to take all necessary precautions against possible flooding.

The statement highlighted that precaution should also be taken by all mariners, including those operating fishing vessels and larger vessels. Meanwhile, use of beaches and foreshore areas for recreational purposes during this period is not advised.

Three in custody after robbery spree in Berbice THREE suspects are in police custody after staging three different home invasions and an armed robbery of a vehicle in Berbice last Thursday night.

Police reported that at about 20:30 hrs on April 02, 2015, three men, one of whom was armed with a firearm and the others with cutlasses, entered the home of Chandrajeet Persaud, 51, of Glasgow Housing Scheme, East Bank Berbice, through the open doorway.

They held him up and demanded valuables but Persaud resisted and was shot to his back in the process. He has been admitted to hospital for medical treatment.

The men then proceeded to another home at Glasgow where they confronted Stanley McKenzie as he was parking his motor vehicle, and took away his motor vehicle and a cell phone and escaped.

Police said it is suspected that the perpetrators then went to a home at No. 2 Village, Canje, where they entered through the open door and held up the family and took away a quantity of jewellery and a sum of cash; and then to the nearby Caribbean Cuisine Restaurant where they held up the bartender and took away his cell phone and $20,000.00 and escaped.

The men then went to Canefield, Canje, where they entered the home of Emaan Singh and family and held them up and took away jewellery, cash, and a cell phone and escaped.

The stolen motor vehicle was found abandoned in Cumberland, Canje.

NACRA champions intensify preparation ahead of crucial clash with T&T GUYANA’s National 15’s Rugby team – the 2014 NACRA Champions – is presently heightening preparation ahead of their crucial April 11 clash with long time foes Trinidad and Tobago.

The Green Machine will voyage to the Twin Island Republic for a rematch of their 2013 match where the ‘Trinis’ defeated the Guyanese 20 – 0 when they met at the University of the West Indies (UWI) Campus ground.

Two years later and a championship under their belt, the Guyanese Ruggers return for a rematch but this time, much more than just winning is at stake.

According to the Guyana Rugby Football Union (GRFU), the winner will go on to play the winner of the North Zone to determine who will be the NACRA 2015 Champions.

Boosted by the inclusion of Australian based Kevin McKenzie, Guyana, who defeated Barbados 48–22 in their first game in the North American and Caribbean Rugby Association (NACRA) at the National Park, will announce their squad sometime this week.

Also returning to the squad are some of the core players who just returned from the HBS7 in Hong Kong.

After winning her first medal – a bronze – in her second outing at CARIFTA level last year, Higgs scaled new heights in her fledgling career.

Swimming at the Barbados Aquatic Centre, she opened her account with victory in the 800 metres freestyle when she clocked nine minutes, 32.82 seconds to easily brush her aside her field.

She touched the wall well ahead of Florence Kock of Aruba who was timed at 9:40.61 and Jamaican Annabella Lyn, who was third in 9:41.98.

Higgs returned in the 200m breaststroke to also dominate, timed at 2:41.14 as she dis-

missed the challenge of Shne Joachim of St Vincent and the Grenadines who was second in 2:45.67.

Her national counterpart, Victoria Russell, was second in 2:47.60.

Bahamian Joanna Evans was equally as dominant in the girls 15-17 800m freestyle, storming to victory in 8:49.42.

Barbadian Hannah Gill was 20odd seconds behind in 9:12.88 while Michelle Dols of Jamaica finished a distant third in 9:19.10.

Aruba, meanwhile, broke one of two records to fall in the night cap relays. Competing in the girls 13-14 400m freestyle, the team of Anahi Schreuders, Elisabeth Timmer, Keeley Maduro

and Florence Kock clocked 4:01.04 to wipe four seconds off the old mark of 4:05.74 posted last year.

Three members of the team -- Schreuders, Maduro and Kock -- were part of the record-setters last year as well.

Bermuda were a distant second in 4:08.27 while French Caribbean side Guadeloupe touched the wall in 4:10.72.

The other record came in the 11-12 age group of the same event when Cayman Islands were timed at 4:17.71 to break the 4:18.39 set by Aruba two years ago in Jamaica.

Jamaica were nearly eight seconds behind in second, clocking 4:25.43 with hosts Barbados coming in third in 4:27.73.

BV ‘A’ cops Guinness East Coast street football title

Nabaclis finish third

A double from captain Delroy Dean and Akin Curry saw Beterverwagting (BV) ‘A’ defeating Melanie ‘B’ 4–1 to win the third Guinness Greatest of the Street football tournament on Saturday night when the curtains came down at the Haslington Market Square.

The win not only meant that BV ‘A’ pocketed the

tournament’s $300,000 first place prize but also a trip to National Championships along with Melanie ‘B’ who had to settle for $150,000.

Dean opened the scoring in the 5th minute and scored his second a minute later. Curry also quickly added to the team’s tally of goals while in the 10th minute, scoring his second.

Defoe’s cracker seals derby win for Sunderland

LONDON, (Reuters) - Jermain Defoe made himself an instant Sunderland hero with a sensational volleyed goal to seal a vital 1-0 win over North East rivals Newcastle United in the Premier League yesterday.

Londoner Defoe, signed in January from MLS side Toronto to help Sunderland climb away from danger, sent a dipping thunderbolt over Newcastle keeper Tim Krul just before halftime to send the home fans into delirium.

It proved enough to earn Sunderland a first league win in eight attempts and give manager Dick Advocaat a victory in his second match in charge since replacing Gus Poyet.

Relegation-haunted Sunderland moved up to 15th place in the table, three points above third-from-bottom Burnley who had earlier drawn 0-0 at home to Tottenham Hotspur.

It was Sunderland’s fifth derby win in a row and they deserved the spoils after playing the better football in a typically frenetic clash, with Defoe impressive throughout.

His winner arrived out of nowhere in first half stoppage time and in its own way was just as spectacular as Stoke City midfielder Charlie Adam’s 60-metre goal at Chelsea on Saturday.

A long punt forward was flicked on by Steven Fletcher and Defoe, lurking just outside the area, connected with his left foot, sending the ball on an unstoppable trajectory over Krul.

The former England striker appeared close to tears as he walked off the Stadium of Light pitch at the break and was given a standing

ovation when he was substituted later.

“It’s unbelievable,” Defoe told Sky Sports as he watched a video monitor showing his goal.

Argentine referee reverses penalty and red card decision BUENOS AIRES, (Reuters) - Referee German Delfino has controversially overturned his own penalty and red card decision in an Argentine championship match at Velez Sarsfield and admitted his performance was “messy”.

Delfino awarded a penalty to Velez and sent off Arsenal defender Dany Rosero Valencia for handball, much to his own and team mates’ anger, in Saturday’s match at El Fortin.

As the penalty was about to be taken, however, Delfino was told over his intercom that the handball was by Velez striker Mariano Pavone and proceeded to overturn his decision and call Colombian Valencia back onto the field, sparking a furious reaction from the Velez players.

Velez wanted to know how Delfino had learnt of his mistake as it appeared to have been on the instigation of the Arsenal bench after they saw television replays, which are inadmissible.

“I saw one thing and changed the decision because of a collaborator, we are a team but I’m unhappy,” Delfino said referring to one of the other match officials.

“The procedure was horrible, that mustn’t happen to me again. It’s messy and I take full responsibility,” he told broadcasters Futbol Para Todos.

“Doubts cause confusion...I hope I did the right thing.”

The score was 1-1 at the time and Velez still went on to win 2-1 with a legitimate penalty in the 81st-minute penalty converted by striker Milton Caraglio.

The victory ended a run of three defeats for Velez, who have 11 points from eight matches, seven points behind leaders San Lorenzo, who play at River Plate on Sunday, and Rosario Central, held 3-3 at Defensay Justicia on Saturday.

IPL preview: Mumbai Indians

By Suneer Chowdhary FOLLOWING a poor start in the first two editions of the Indian Premier League (IPL), the costliest team out of the eight initial franchises have put together five impressive seasons.

Mumbai finished runners-up in 2010 and have enjoyed playoff campaigns in each of the next four years, including a title-winning run in 2013.

They’ve also won two Champions League T20 titles to announce themselves to the world as being one of the best Twenty20 sides, and now they will enter the 2015 edition with a new coach in the form of Australian legend Ricky Ponting.

Ponting replaces former New Zealand and India coach John Wright - who has taken over the role of Youth Development and Talent Scout - and the Australian will also have another newbie for company in the form of new bowling coach Shane Bond.

The Rohit Sharma-led side retained some of their big names from previous seasons in auction, including Indians Ambati Rayudu and Harbhajan Singh and overseas players Corey Anderson, Lasith Malinga and Kieron Pollard.

They also have former Champions League T20 winner and Sydney Sixers quick Josh Hazlewood in their squad from last season, who was retained despite not featuring in any game in 2014. Given the World Cup winning form of the tall right-armer, it could well turn

out to be an excellent tactical move.

Among those selected in this year’s auction are Australia and Melbourne Renegades T20 captain Aaron Finch, who will be featuring for his fifth IPL side, Sydney

of players.

Their other main strength is the amount of depth that the foreign group adds to the team. In the pace bowling department, Malinga is well-supported by Hazlewood,

Strengths Ponting will lead a side that has plenty of experience. Among the Indian players, Rohit, Harbhajan, Rayudu, Parthiv Patel and Pragyan Ojha all have a lot of IPL under their belts, while the likes of Finch, Malinga and Pollard add to it from the overseas group

McClenaghan and Marchant de Lange, while the batting has Finch, Pollard, Anderson, Lendl Simmons and Blizzard who can all hit the ball a fair distance.

In short, they should never run short of options should poor form or injury strike.

Weaknesses While their depth in the overseas batting department isn’t a cause for

concern, Mumbai will need to rely on their Indian youngsters to support the likes of Rohit and Rayudu.

With teams needing to select at least seven domestic players in their side, the younger players like Aditya Tare, Unmukt Chand and some of the others selected in this year’s auction will need to come good.

It’s this lack of depth of the local batting that could also push captain Rohit down to the middle-order instead of batting at his favourite opening slot.

Predicted Finish If the dependence on the inexperienced batsmen in the side can be reduced by some good performances from the more established players, they have the potential to go right up to the final, such is the edge their bowling provides them.

English cricketer retires, aged 19 FIFA election campaign YORKSHIRE’s Barney Gibson, the youngest ever first-class player in the history of English county cricket has retired at the age of just 19.

Yorkshire wicketkeeper-batsman Barney Gibson made headlines in 2011 when he made his first-class debut against Durham University just 27 days after his 15th birthday.

But having spent the past four years playing second XI cricket, Gibson has retired to pursue other career opportunities.

“This was a difficult decision to make,” Gibson said in a statement.

“I would like to thank the players and staff at Yorkshire for their support.

“I have been involved with the Club since I was 11 and I feel that now is the right time for me to look at a career change.

“The support from my parents has been tremendous and I would like to thank Ralph Middlebrook at Pudsey Congs Cricket Club and England coach Paul Farbrace, who I had close working relationships with.”

In his only first-class match at Durham University Grounds, Gibson took six catches for the match and scored 1 not out batting at No.11.

“When you look at the first team at Yorkshire there are a lot of lads who have come through our academy,” Yorkshire director of cricket Martyn Moxon said at the time.

“But Barney is obviously very advanced for his years, and it’s amazing that he is playing so young.”

Gibson’s final second XI game for Yorkshire came against Lancashire second XI in September last year, when he didn’t keep or bat in either innings and took 0-29 from 3.3 overs with the ball.

“Everyone at the Club wishes Barney well,” said Yorkshire’s Director of Cricket Development Ian Dews.

“It is very much his decision. We hope that the next chapter in his life is very successful.”

The three candidates vying to unseat incumbent Sepp Blatter will be all in the Egyptian capital for tomorrow’s Confederation of African Football Congress to canvas support on a continent expected to be solidly behind the FIFA president as he bids for a fifth successive term in office.

But they will attempt to persuade individual countries of

their credentials while Blatter will be hoping for an enthusiastic acclamation at the congress to bolster his status as firm favourite for the poll in Zurich at the end of May.

Former Portugal international Luis Figo The CAF congress is the latest stop for all candidates, who have already swung through similar confederation congresses in Asuncion and Vienna. Next they will be in the Bahamas for the CONCACAF congress next week, followed by the Asian version in Bahrain

at the end of the month.

Blatter used a column in the latest edition of his organisation’s mouthpiece FIFA Weekly to call for respect for the African game. “The refreshing skills and technical finesse of the African teams are among the greatest attractions at the World Cup,” he wrote.

Luis Figo responded yesterday by saying: “Africa lives and loves football much as I do. I know that FIFA has been doing relevant things in Africa but FIFA can and should do much more to help develop African football.”

The Congress will elect two places to the all-important FIFA executive committee and also pass an amendment to the statutes, doing away with age limits for office bearers to allow CAF president Issa Hayatou to continue his long-standing tenure at the head of the organisation.

CAF will also decide the next host of the African Nations Cup in 2017, after the withdrawal of war-torn Libya, and hold the draw for the qualifiers on Wednesday.

No expectation of ODI captaincy: Bailey GEORGE Bailey has skippered Australia’s ODI team more than anybody else over the past two years, but he’s not expecting to be handed the captaincy on a permanent basis.

The 32-year-old led his country as recently as their opening World Cup fixture against England on February 14, scoring an important 55 with the bat as Australia won by 111 runs.

But it was Bailey’s only contribution - at least on the field - to Australia’s World Cup triumph as regular skipper Michael Clarke returned to the side to guide them to a fifth World Cup title.

However, Clarke’s retirement from ODI cricket has not only opened the door for Bailey to resume his place in Australia’s middle order, it’s also raised the possibility that he will take on the captaincy full-time.

But with Test captain-in-waiting Steve Smith having secured his place at No.3 in the side, just five months after he was dropped for a match against South Africa in Perth, Bailey is expecting to be overlooked as captain for Australia’s next ODI assignment, against England in September.

“If I wasn’t in the team for this last six weeks then I can’t imagine I would (be skipper),” Bailey told The Hobart Mercury.

“I would love to remain a part of (the team).

“I certainly feel like I’ve got a number of good years of cricket left in me, and hopefully a number of them are in Australian colours.”

Bailey would be a ready-made replacement as skipper as Australia reload and begin their push to defend their title in the UK in four years’ time.

Overall, 29 of Bailey’s 57 ODIs have come as captain of the side, for a winning percentage of 55 per cent.

But at 32, the highly-respected Tasmanian

And if history is any guide, Smith would be favoured to get the nod over Bailey as captain for the first of five ODIs

Smith replaced the injured Clarke as Test skipper for three of the four Commonwealth Bank Tests against India, and also stood in as captain for the Carlton Mid ODI Tri-Series clash against England in Hobart when Bailey was suspended for a slow over-rate offence.

Incredibly, Smith scored a century in all four matches with the ‘c’ against his name in a watershed season for the Allan Border

against England in Southampton on September 3.

Australia’s past three Test captains Steve Waugh, Ricky Ponting and Clarke - all enjoyed long apprenticeships at the helm of the ODI side before ascending to the Test leadership.

Following Mark Taylor’s axing from the ODI side in 1997, Waugh captained Australia 30 times in ODI cricket before he also took over the Test captaincy when Taylor retired in 1999.

Ponting enjoyed a similar stint as ODI

captain before he replaced Waugh as Test skipper; he led the side in 54 matches, including an 11-match unbeaten run at the 2003 World Cup, before taking over the Test side when Waugh retired in early 2004.

And Clarke captained Australia in 24 ODIs before he took over the captaincy fulltime from Ponting after the 2011 World Cup, while he also held the reins of the Twenty20 side before he retired from the 20-over form of the game in early 2011.

Former Australia batsman Mike Hussey said last week the choice between Bailey and Smith comes down to whether selectors want a ready-made replacement or a man for the future.

“George Bailey’s done a fantastic job over a fair period of time now,” Hussey told cricket.com.au.

“You probably don’t have to look any further than that at the moment.

“I’m sure it’s something they’ll discuss, the long-term future of the one-day team.

“Perhaps it’s a chance to start grooming someone for the next World Cup who’s going to be the skipper in the next World Cup. “It might be Steve Smith, I don’t know. These are the sort of things the selectors have to discuss.

“George has done a fantastic job but if they’re looking longer term, a lot longer term, Steve Smith’s name might pop up.”

While the captaincy is up for debate, Bailey would be one of the leading candidates to replace Clarke in Australia’s middle order.

The right-hander was Australia’s only reserve batsman in their 15-man World Cup squad, and his ODI average of 42.02 from 57 matches justifies his world ODI batting ranking of No.10.

Djokovic continues domination with win over Murray

By Simon Evans MIAMI, (Reuters) - World number one Novak Djokovic continued his impressive run of form, winning the Miami Open over Andy Murray 7-6(3) 4-6 6-0 at Key Biscayne yesterday.

The victory followed Djokovic’s triumphs at the Australian Open and Indian Wells and was the Serb’s fifth title at Miami.

He has now beaten Murray in 10 straight matches on hard courts and has an 18-8 overall record against the Scot.

The contest, played in the early afternoon heat and bright sunshine, was captivating for two sets but after Djokovic broke in the first game of the final set, he never looked back.

“It was brutal. Very warm. I was prepared for a physical battle but it’s one thing to prepare and another thing to experience it on court,” said Djokovic.

“It is not the first time I have had this kind of battle with Andy. As I was expecting, there were very long rallies and I just managed to play the third set as I was supposed to. I am thrilled with this win.”

Murray started aggressively and broke Djokovic in the third game, but the Serb broke back straight away and then domi-

nated the tie-break.

The second set produced some wonderful tennis from both players but turned in Murray’s favour when, at 5-4 up, he broke Djokovic to love.

Following up on a brilliant return of an overhead shot from Djokovic that took him to break point, Murray sealed the set with a superb cross-court backhand winner.

Djokovic lost his cool, picking up a code violation for his yelling at the end of the set that left a nearby ball boy looking shaken.

But the Serb quickly turned his anger to his advantage. He broke Murray in the first game of the third set, the Scot twice dragging the ball into the net on the final two points to hand Djokovic an edge he was in no mood to let slip away.

The third game of the set was a gruelling contest with Djokovic eventually triumphing when he converted his sixth break point and a drained Murray faded badly.

After losing to Djokovic in the final in Australia and the semi-final at Indian Wells he was left to contemplate another disappointment.

“It is big progress from where I was last year,” said Murray. “I am not quite there with Novak yet, but I feel like I am getting a little closer.”

Williams’ ton guides Guyana U-15 to victory over USACA Academy -EBDCA U-18 also record win over tourists

By Calvin Roberts THANKS to a resilient ton from opener Robin Williams, backed by a pugnacious half century from Alphius Bookie, Guyana Under-15 yesterday defeated the touring United States of America Cricket Association Academy Under-15 line up by 181 runs at the Police Sports Club ground Eve Leary.

At the Demerara Cricket Club (DCC) ground in Queenstown, USACA Under-18 were bowled out for 113 in 31.1 overs against their counterparts from the East Bank Demerara Cricket Association (EBCDA)< who in reply were tottering on 70 for 9 before reaching 119 without further loss from 36.3 overs.

At Eve Leary, the Guyanese who are the reigning West Indies Cricket Board (WICB) Regional Under-15 champions, were asked to bat first in glorious sunshine and posted 297 for 5 from their 50 overs, thanks to Williams’ 120 and 86 from Bookie.

The duo added 163 for the third wicket, after Williams and Garfield Benjamin (24) had earlier posted 78 for the second wicket following the early departure of Orlando Jailall (06) in the second over at 9 for 1.

Allen and Gonsalves are scheduled to battle over eight rounds. The bout would be the second this year for Allen who remained `fight less’ in 2014. The power punching Guyanese fought only once in 2012 and had a similar amount of fights

Gonsalves, four years Allen’s senior, has been defeated three times in his last four fights with the other ending in a draw. Allen on the other hand is yet to taste defeat in 19 fights and has won 11 by knockouts.

A former CABOFE super middleweight champion, Allen made his last appearance in the ring in January when he secured his 18th professional victory following the knockout of Issah. The Ghanaian, who holds the World Boxing Organisation (WBO) Africa middleweight title, was stopped at 51 seconds of the round.

The six-foot one-inch Allen has since indicated that he will move up to the light heavyweight division. Last October, the 29-year-old southpaw had signed to match gloves with Julio Garcia. However, the fight was cancelled when his opponent weighed in 15 pounds over the168 pound super middleweight limit.

Ershad Ali took 4 for 16 and Daniel Barker 3 for 18 for EBDCA Under-18 who lost wickets rapidly to the bowling of Gauranshu Sharma (4 for 31) and Sahil Patel (3 for 27) to be 70 for 9, before Troy Domingo and Bhojnarine Singh who were unbeaten on 19 and 17 respectively, guided them to their one wicket victory.

Earlier, Sagar Hetheramani made 14 (1x4) and Sheldon Chapman 13 (1x4, 1x6), but it was not enough to steer their side away from the perils that greeted them, until Domingo who struck two fours and one six and Singh (1x6), steered them to the win.

Kallicharran returns to coach youths HEEDING the resounding calls from our cricketing public, the administrators of the game of cricket in Guyana, the Guyana Cricket Board (GCB), has responded in excellent fashion by attracting one of the most accomplished Guyana and West Indies batsmen Alvin Kallicharran to come and work with our youths in Guyana.

All Guyanese would recall the excellent performances of our Under-15 and Under-19 teams last year in the Regional West Indies Cricket Board (WICB) tournaments and the GCB has pulled off another major coup in being able to secure the expert services of none other than our own Alvin Kallicharran.

The GCB is very serious of its cricket development programme in spite of all the challenges

being faced by this Board and the relentless ridicule vented by a few misguided persons. GCB has now expanded its cricket development programme with this bold move.

This is the first time that the administration would be bringing an ‘overseas coach’ to our shores to be part of our youth cricket development programme.

He would share his expertise with our youths during the period, April 5th to May 4th 2015. Kalli is going to work mainly with the Under-15s and the under-17s and will travel around the country to conduct special clinics at various locations with the main objective being to motivate and galvanise the youths back towards the game of cricket.

The GCB has strategically planned Kallicharran’s visit to coincide with the

conclusion of the under-15 and under-17 inter-county tournaments and a few short months away from the WICB Regional tourna-

The GCB in a release further noted that they remain steadfastly committed to rolling out its stra-

tegic plan for the complete overhaul of our cricket as we continue to build on our successes from last year and prepare our teams to be more successful this year and beyond.

Another very innovative experiment started last year by the GCB, which has already been reaping rich dividends, is having the Under-19 team play in the Senior Inter-county tournaments as the 4th team.

The experiment is being replicated at the other age-group levels with the under-15 team playing as the 4th team in the Inter-county under-17 tournament and the under-7 team play as the 4th team in the Inter-county Under-19 tournament.

According to the GCB, this innovation provides the lower age group to compete at a higher level thus forcing them to elevate the standard of their game and can only

benefit them and improve their confidence whilst preparing them for higher level competitiveness.

“Kallicharran has always been recognised as one of the most talented and complete batsmen of his time and has conquered many top notch bowlers around the world, both spinners and faster bowlers, during his illustrious cricketing career which spanned from 1966 to 1992” the GCB. Kallicharran was the first youth team captain for Guyana that participated in the Regional tournament in 1966, and he made his debut for the West Indies team in 1972 against New Zealand where he registered his maiden century in his very first Test match. He scored his second Test century before that series ended and chalked up six centuries in his first 22 tests.

He plied his trade in the

English County circuit for several years playing for Warwickshire until 1992 which surely enhanced his game over the years.

Kallicharran turned out for the Australian State of Queensland for a while and Transvaal in South Africa.

His Test career was cut short in 1981 at the ripe age of 32 when he surely had several more years of quality cricket left in him.

He played 6 Tests with 4,399 runs at an average close to 45 and 12 centuries. Kallicharran possibly had the record for the most 90s during his Test playing career.

He also finished his first-class career with a phenomenal 32,000 runs and 87 centuries just missing the 100 centuries mark by one; stranded on 99!

Kallicharran was the Wisden Cricketer of the Year 1983.

Sunil Narine cleared to bowl in IPL 2015

SUNIL Narine will play the IPL this season for Kolkata Knight Riders after the BCCI’s sub-committee dealing with suspect actions gave him a clean chit.

Narine had taken a retest at Sri Ramachandra University, an ICC-accredited centre, on Thursday where he was put through various tests by the panel comprising former India captain S Venkataraghavan, former India fast bowler Javagal Srinath and ex-international umpire AV Jayaprakash.

“The committee concluded that Mr. Sunil Narine, who had remodelled his bowling action, was within the ICC approved limits for all types of deliveries that were assessed and has hence recommended to the BCCI, that his name may be removed from the warning list of bowlers with suspect action,” a BCCI press release said.

This means Narine will be available for selection for the defending champions who play the tournament opener against Mumbai Indians at Eden Gardens on April 8, and in all BCCI-organised tournaments henceforth.

Narine was first called for a suspect action last October during the Champions League T20. Subsequently he was asked by the BCCI to get it tested at any of the ICC-accredited centres with a rider saying that he would need to travel to Chennai centre if the panel deemed fit. Objecting to this condition, Knight Riders management sought the intervention of BCCI president Jagmohan Dalmiya and lodged a protest.

It was Dalmiya who made the first call to Knight Riders to inform that Narine was cleared. “The work has been done.

Sunil Narine has been cleared,” Dalmiya told ESPNcricinfo.

Venky Mysore, the Knight Riders’ chief executive, said the franchise was relieved that Narine, their premier match-winner, was available to play again. “It is a matter of genuine relief. We are very thankful to the BCCI president, secretary and other board officials for bringing the matter reach the appropriate conclusion.”

Raul Leal captures PowerRade 50-mile cycle road race title TEAM Evolution’s Raul Leal stopped the clock at one hour 55 minutes 44.81 seconds to win the PowerRade 50-mile cycle road race that was staged in the West Demerara area yesterday.

The event which was sponsored by beverage `Giant’ Banks DIH Limited and organised by national cycle coach Hassan Mohamed attracted over 40 starters and wheeled off from outside the Wales Police Station, West Bank Demerara.

From there, the senior and junior pedal pushers journeyed to Bushy Park, East Bank Essequibo before turning back to finish at Schoonord, by the Demerara Harbour Bridge.

While on the upward journey, the cyclists stuck together for most of the way with a few attempting to break away from the main pack, but on all of these occasions they were sucked in back by the bunch, as they approached Uitvlugt, last year’s champion Orville Hinds attempted a break but was followed by Leal and a bunch of other riders, It was at this point that the veterans and Mountain bikers turned back headed by Junior Niles with Jude Bentley in hot pursuit and Shameer Baksh a short distance away in third.

However, Hinds and Leal continued to have a keen tussle up front and the duo made a break after turning back and was never challenged again.

As they passed Goed Fortuin, Leal led the way

with his Team Evolution’s club mate Hinds close behind, but Hinds who clocked one hour 56 minutes 55 seconds in winning the event last year simply cruised behind the overall winner and accepted the second place position.

Berbician Andrew Hicks placed third while Paul DeNobrega, Akeem Wilkinson (Team Evolution) and Ian `Dumb Boy’ Jackson finished fourth, fifth and sixth respectively.

By virtue of placing third overall, Hicks won the junior category ahead of Christopher Griffith and Jaleel Jackson respectively, while Niles crossed the finish line ahead of Bentley and Sheemer Baksh respectively in the veterans’ category.

Keon Thomas was the winner of the mountain bike category, second was Deoraj Garbarran, and Richard Charles placed third.

Speaking at the presentation ceremony which was held immediately after the race was completed, race organiser Mohamed thanked Banks DIH for staying on board for the fourth successive year under their PowerRade brand and said he is hopeful that they will be on board come next year.

Banks DIH beverage manager Jennifer Khan in brief remarks said her company is always pleased to be associated with sporting activities in Guyana and committed her company’s support for the further development of cycling in Guyana.
