First Couple hosts appreciation to celebrate achievements of women

By Rebecca Ganesh AHEAD of International Women’s Day on Sunday, the First Couple hosted an appreciation afternoon to reflect on progress made and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities.

During his remarks at the event held on the lawns of State House, President Don-

ald Ramotar, expressed his appreciation to all women and recognised their fight against all the odds to reach where they are today.

He highlighted that “now we are seeing at every level of the educational system girls and women are at the forefront. We have come a long way but our journey has not yet ended.”

He explained to the persons gathered, the valiant and committed person that the late Janet Jagan was, noting too

the struggles she conquered to give women equal opportunity in present day Guyana.

He related that in the society today many women are showing their leadership qualities and under this Government, he gave his assurance that they would continue to fight for equal opportunities for our womenfolk.

In closing, the Head of State emphasised that gender-based violence is prevalent in today’s society, and “too many women are victims A section of the women gathered at State House last night (Photos by Adrian Narine)

of abuse … I know we can do better as a country to rid us of this.” President Ramotar added that, “I recall the past so that we can appreciate our present and plan for our future.”

Elisabeth Harper, Prime Ministerial candidate for the People’s Progressive Party/Civic (PPP/C), congratulated all women on their achievements and also the men who would have stood by the women, encouraging them to excel. She explained that under this year’s theme “Make it happen”, it is right for our country “to reflect on the achievements of all women who made it happen in all aspects of their lives.”

Harper related that she is proud to have been elected for

the Prime Ministerial position by the PPP/C and plans to use her post to empower women.

Indra Chandarpaul, Chairman of the Women’s Progressive Organisation (WPO) explained that “WPO has been the first organistaion in the country that started to celebrate International Women’s Day. The first celebration occurred in 1957 which was hosted by the late Dr. Cheddi Jagan.” She concluded by thanking all the women past and present for their loyalty and commitment.

PPP/C General Secretary, Clement Rohee reiterated that our women have come a far way in society but still the journey has now begun. He said that “the PPP/C will not stop until our women are on

the forefront in all aspects of our country’s development.”

He also congratulated the WPO on its continued support and fight for the women of Guyana.

President of WPO and Chairperson for last evening’s event, Sheila Verasammy, like all the speakers noted the struggles that women faced over the last 60 years that the WPO has been in existence and this has not deterred their efforts. “We, the women of the WPO, have tangibly contributed towards the development of women lives in Guyana.”

Also attending last evening’s event were members of the Cabinet, Ministers of Government and members of the Diplomatic Corps.

Progress made in improving AML/CFT regime via non-legislative moves

By Vanessa Narine GUYANA, at the end of February, was deemed to have made progress with the non-legislative actions needed to improve its compliance, relative to the anti-money laundering and countering the financing of terrorism framework.

Therefore the country did not have to field a delegation to the Financial Action Task Force’s five-day plenary in Paris, which ended last Friday.

The disclosure was made

by Head of the Presidential Secretariat (HPS), Dr. Roger Luncheon during his weekly post-Cabinet press conference held at the Office of the President yesterday.

He explained that since

Guyana was regionally blacklisted by the Caribbean Financial Action Task Force in November 2013, for not having legislation in place, the country was referred to the international watchdog body and subjected to a targeted review.

Under that targeted review, an action plan detailing several non-legislative actions to improve compliance was proposed and September 2015 was set at the drop-dead date for enacting legislation.

ACTION PLAN The action plan requires Guyana to: (1) adequately criminalising money laundering and terrorist financing; (2) establishing and implementing adequate pro-

cedures for the confiscation of assets related to money laundering; (3) establishing and implementing an adequate legal framework for identifying, tracing and freezing terrorist assets; (4) establishing a fully operational and effectively functioning financial intelligence unit; (5) establishing effective measures for customer due diligence and enhancing financial transparency; (6) strengthening suspicious transaction reporting requirements; and (7) implementing an adequate supervisory framework.

According to Dr. Luncheon, the progress under that action plan is reviewed by the Americas Regional Review Group (ARRG).

PPP blasts racially charged APNU/AFC campaign launch …to lodge formal complaint with GECOM today

THE ruling Peoples Progressive Party/Civic is expected to today lodge a formal complaint with the Guyana Elections Commission (GECOM) over what it calls racially charged overtones peddled particularly by the Alliance For Change (AFC), and again peddled during the coalition’s launch yesterday.

This publication was reliably informed that up to last evening, party executives were drafting its formal complaint to be lodged with GECOM. The party is expected to cite the AFC’s Prime Ministerial Candidate, Moses Nagamootoo, who during his presentation at the coalition’s launch said, “We shall defeat the monster of racism.”

Senior members of the ruling party have since

taken this to mean that Nagamootoo was making reference to the ruling party practicing racism, a charge it intends to take up with the elections body.

The party has also reportedly taken umbrage to statements made by the coalesced Opposition’s Presidential Candidate, David Granger, who spoke of a nasty, brutish future should the PPP be re-elected to office and not the APNU+AFC. Granger told those gathered for the launch that a united Opposition front will stand a better chance at succeeding but, “divided, we fall to the divisive tactics of the PPP which could return to office.”

According to the Presidential Candidate,” Life in Guyana could become more nasty and brutish for

the majority…The truth is that we are weary.”

The move by the PPP comes a day after a public missive by AFC Councillor, Haseef Yusuf, who has accused his party of inciting racial strife among Indians and Afro-Guyanese in Berbice.

Yusuf alleges that on a weekly basis, AFC’s Executive Member, Dr. Veerasammy Ramayya, has been telling viewers in Berbice that the Indians do not want a ‘Blackman’ to rule over them but they are going to the USA, ‘a Blackman country’, and they are going to Barbados, ‘a Blackman’country.”

According to the AFC Councillor, “this is a wicked and racist statement since the Indians in this country are not against the Afro-Guyanese but they are

against the PNC (Peoples National Congress) which destroyed this country not only from 1964, but they had stymied development since 1961.”

Yusuf recalled that during 1961 to 1964, strikes and strife, civil unrest, burning, looting, murder and mayhem were orchestrated by the PNC under Forbes Burnham and the United Force under Peter D’Auigar and the CIA. “This is no secret...The PNC has been systematically destroying this country since 1961,” The AFC Councillor is of the opinion that the people of this country do not want a return of the PNC and “that has nothing to do with the Afro-Guyanese.”

Gov’t mulls alternatives to address Venezuela’s latest claims

HEAD of the Presidential Secretariat, Dr. Roger Luncheon, at his weekly post-Cabinet briefing on Wednesday said that Government is actively considering alternatives to put the issue of the Venezuelan territorial claims to rest, once and for all.

This follows the neighbouring country’s writing to the head of the Exxon Petroleum Company, voicing its objection to any drilling operations in what it views as disputed maritime territory, a claim that Guyana soundly rejects.

“has not really been getting very far with the Good Offices and its facility. Indeed if I follow the line, we have pretty much, and this is a conclusion, we have pretty much exhausted what could indeed come from the good offices and as Somerset Maugham said, “We have laboured, but produced a mouse.” He added that a significant impact has not been made on addressing the controversy.

The Geneva Accord of 1966, it was explained, does provide a range of mechanisms, one of which the cabinet secretary said was agreed to,

the afore-mentioned Good Officer Process.

Government is now “combing those sections of the accord” to examine and identify alternatives that will allow Guyana to “move along this continuum that at one end, where we are, which has a predominance of the bilateral ties, we and our Venezuelan counterpart under the auspices of the UN Secretary General and over to the other extreme, where we surrender to a process; a judicial process, where we present our case and you present your case and an impartial tribunal, jurist, legal system

considers our mutual submissions and makes a ruling, hopefully a binding ruling.”

According to Dr. Luncheon, despite the passing of Dr. Norman Girvan, who oversaw the Good Officer Process, Government has not abandoned it, but is “realistic” about its outcome.

He noted that after all of the years and an apparent lack of progress, it may be time to “think outside of the box” and look at other options.

Yusuf drew reference too, to the ad hominem attacks on Sixtus Edwards and Balwant Persaud, two AFC stalwarts that resigned as a result of the coalition with APNU. According to Yusuf, Dr Ramaya told Berbicians

that Mr Edwards lost his position as General Secretary and that is the reason why he was in Berbice exposing the lies and corruption of the AFC .

“What Ramayya needs to understand is that Mr Edwards was replaced by David Patterson in a rigged election since 2012, and that the ex-General Secretary only resigned a month ago…Is it reasonable to suggest that Mr Edwards took over two years to resign and attack the AFC because he lost his position?”

According to Yusuf, the former general Secretary of the party resigned because of the coalition with the PNC/APNU- “it was the last straw that broke the camel’s back.”

The AFC councillor has since called on “the Ethnic Relations Commission and related organisations to investigate the racist statements made by the AFC executive members before it is too late…We cannot afford a replay of the 1961-1964 period.”

Laws crafted to ensure Gov’t continues to provide services – Dr. Luncheon

CABINET on Tuesday approved approximately $6.9B in contracts to provide key services to the Guyanese people.

And Head of Presidential Secretariat (HPS), Dr. Roger Luncheon, stressed that the Constitution, as well as the Fiscal Management and Accountability Act, guides Government spending in the current circumstances – the absence of an Appropriation Act (Budget) and elections in the air.

“Public expenditure during this historic period is of course regulated by constitutional and statutory provisions, most specifically those captured in the FMAA (Fiscal Management

and Accountability Act),” he said yesterday.

The Dissolution Proclamation, effective last Saturday, has activated the provisions of Article 219 (1) and combined the Fiscal Management and Accountability Act, it provides that in any financial year the Government is empowered to spend one twelfth of the Budget of the preceding year in continuing to provide the normal services of the Government of Guyana, until an Appropriation Act is passed.

Additionally, after Elections, Article 219, paragraph 3 of the Constitution, will be activated to regulate expenditure,

until a first budget is passed for the 11th parliament of Guyana.

According to Dr. Luncheon the laws of Guyana were structured in a manner to ensure the continued provision of services by the Government.

“I don’t think it was ever envisioned that in a situation like this, elections and no Appropriation Act in place, that indeed Government will come to a halt…the crafters of the Constitution of Guyana ensured that such a possibility never ensured,” he said.

As such, the HPS stated that the Minister of Finance have been delegated the authority to address expenditures on ser-

vices for the Guyanese people.

“This is not new stuff… it has flowed unerringly since the 1980 Constitution,” he said.

Among these services, the contracts approved on Tuesday include: $17.9M for the procurement of one compact laser work station for the Port Mourant Ophthalmology Centre and $15.8M for the purchase of medical oxygen for health care institutions in Guyana.

Relative to the latter, Dr. Luncheon said, “I don’t think the need exists for us to go on the extreme and pick out what is clearly the intent of the Constitution to avoid. How can we say we will not provide oxygen

because they do not have a Parliament?”

He added, “Do you think the man lying on a bed or the school children who need text books and exercise books will accept that ‘bannas we don’t have Parliament and we aint got a Budget’ so everything will be put on hold’?

“The framers of the Constitution clearly sought to avoid this….the framers of the Constitution did not say we have to hold a referendum to determine which category of current or capital expenditure fits the bill of routine Government operations and services. The Minister of Finance exercises that dis-

cretion.”

The other contracts that received Cabinet’s no-objection include: $87.1M for the procurement of a high density filing system for the Deeds Registry; $85.3M for the construction of a heavy duty access bridge at Belle West, West Bank Demerara (WBD); $49.5M for the upgrade of roads in Section ‘D’ Sophia; and US$2.1M on lots of reinforced concrete drains from Providence to Prospect on the East Bank Demerara (EBD).

Contracts above the $15M mark are taken to Cabinet for its no-objection.

He also questioned why the surviving PNC Government and party personalities of that era have not risen to the occasion to testify as yet. “What is preventing them from so doing, from being present and testifying at the hearing during this inquiry?” he further asked.

The HPS pointed out that Robert Corbin, Joseph Harmon and David Granger in particular, have apparently delinked participation “even in the face of what appears to be their involvement, attested to by previous witnesses,” the HPS pointed out.

He explained that the extension to July 31, 2015 still leaves the door open, providing opportunities “for the as yet the PNC party and government officials of that era, and who have survived, to come forward voluntarily.”

cial obligation to the COI, the HPS stated that once the life is extended, provision will be made to accompany the financial obligation until July 31.

Thirty-four-years after his death, the COI into the death of historian Dr. Walter Rodney began hearings on April 28, 2014 at the Supreme Court Library.

The Commission is headed by Sir Richard Cheltenham, K.A, Q.C, Ph.D., and comprise Mrs. Jaqueline Samuels-Brown, Q.C., and Mr. Seenath Jairam, S.C. Lead Counsel for the Commission is Attorney Glen Hanoman, and assisting him are attorneys-at-law Nicola Pierre and Latchmie Rahamat.

Representing the PNC is attorney Basil Williams, with Christopher Ram representing the Working People’s Alliance. Keith Scotland represents the brother of the late Dr. Rodney, Donald Rodney, whilst Andrew Pilgrim represents the widow and children of the late historian.

to receive testimony and evidence, from interested parties, to enable it to examine the facts and circumstances immediately prior, at the time of, and subsequent to, the death of Dr. Walter Rodney in order to determine, as far as possible, who or what was responsible for the explosion resulting in the death of Dr. Walter Rodney.

The Commission will also inquire into the cause of the explosion that killed Dr. Rodney and who was responsible, and who may have facilitated the departure of Gregory Smith, (who is said to have been responsible for giving the device to the late Dr. Rodney) from Guyana after Dr. Rodney’s death.

Additionally, the commission will examine and report on the actions and activities of the state, the Guyana Police Force, Guyana National Service, Guyana People’s Militia and those who were in command of these agencies, and actions against the Political Opposition, for the period January 1, 1978 to December 31, 1980.

30 young Berbicians graduate from ICT training programme – budget cuts will not stop resources for IT training – Finance Minister vows

“NO budget cuts by the Opposition, no antics and shenanigans by the PNC and the APNU will stop me from making resources available for IT training,” said Finance Minister, The Hon. Dr. Ashni Singh during the feature address at the graduating exercise for Information Technology trainees at Glasgow, East Bank Berbice.

“Notwithstanding that the Opposition is putting pressure on us, I said [to the coordinator], despite the cuts on the budget, we will make the resources available for the training programmes , because nothing can substitute for the training of our young people.

There can be no greater satisfaction, than to see our young people get qualified, get jobs, and earn incomes and become professionals, and self -sustaining individuals. There is no greater satisfaction. And no budget cuts by the Opposition, no antics and shenanigans by the PNC and the APNU will stop me from this satisfaction,” he emphasised whilst pounding his fist on the podium at the Glasgow Community Centre.

Earlier, the minister had told the lone male amongst the 30 graduands that, as a Government, they want every single young Guyanese to be equipped with the skills that are required of the modern world.

“In my time for literacy, Mathematics and English were

the basic skills. They are still basic skills and we would like to ensure that you are equipped with those basic skills.”

However, with the changing trend of the world, Singh noted that information and communication technology is now a critical prerequisite without which one cannot possibly survive.

“Computer literacy, and computer skills are assumed as a given. You go into the place of work, and you are automatically expected to have them. When you send your CV [Curriculum Vitae], whilst applying for a job, and list computer literacy and familiarity with certain computer packages, you automatically have an advantage.

“However, that is not unique to Guyana, because if [you] speak to your relatives overseas, they tell you if you are not computer literate, you have no chance in the world

of today.”

The minister underscored the commitment of the Government with respect to bridging the domestic digital divide which allows every Guyanese person to be a beneficiary, despite where they live, where they come from, and their socio-economic circumstances.

“Every single Guyanese person must enjoy the benefits of modern technology. No Guyanese person must be left behind. That is why we are implementing the One Laptop Per Family Programme, under which 90,000 [laptops] have been distributed, we have already distributed 55,000. We have said, even in our most vulnerable homes, where perhaps because of affordability, a computer cannot be purchased for the benefit of persons of that home, we will put a computer in that home. That is why we are implementing training programmes like this, and are building IT laboratories in the secondary schools. Because in our view, every single student leaving secondary school must be IT literate, that’s why we are mounting training programmes such as this, to allow you to have a second chance if you had missed it in the secondary school.

“That is why we are promoting investment in the ICT sector to create jobs. In a few weeks’ time [we] will be commissioning a new campus owned by a Mexican [ Qual-

fon] company, along the East Bank of Demerara. It is the largest private employer in Guyana, and it currently employs 2000. When the campus opens, 50000 jobs will be created. In central Georgetown, a French company Teleperformance, a major multinational call centre , recently opened its door and announced the creation of 2500 new jobs for young Guyanese. Those companies can invest anywhere in the world, but, the fact that they have chosen to invest in Guyana is testimony to the work we are doing as a Government to make Guyana an attractive destination for investment.”

He reminded the gowndraped awardees , who had undergone 144 hours of train-

ing, that despite the seeming insignificance of the ceremony, they must see themselves as part of a bigger picture.

“The graduation ceremony is not just a small event in Glasgow, a little IT centre, where 30 persons are graduating. Of course that is what it is.

But I see this as part of a bigger picture, I see this as a piece in a bigger puzzle, which, when it is assembled reveals the picture of a modern, bright, prosperous Guyana for all Guyanese,” Singh stressed.

Prime Minister, The Hon. Samuel Hinds in his brief remarks reflected on the changing face of technology and expressed great satisfaction with the achievements of those who have achieved certification in Information Technology,

He added that this progress in implementing the actions outlined in the action plan, as approved by ARRG, was communicated to FATF

by CFATF. COMMITMENT LAUDED Additionally, the President of FATF, Mr. Roger Wilkins has written to President Donald Ramotar, in response to a letter which the President wrote pledging on behalf of Guyana, the Government’s high level political commitment to implement the action plan.

The letter recognised the high level political commitment which President Ramotar has given to bring Guyana into compliance with the international anti-money laundering and countering the financing of terrorism regime.

by Attorney-General Anil Nandlall in Paris, France, in October, 2014 – the date when the action plan was developed.

NEXT ASSESSMENT Meanwhile, the HPS highlighted that the next assessment, specific to the non-legislative actions Guyana needs to put in place, will be done by ARRG at the end of May 2015.

All considered, Dr. Luncheon stressed the importance of having legislation in place to address an anti-money laundering and countering the financing of terrorism framework that meets regional and international standards.

The Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) (Amendment) Bill to meet CFATF’s and, by extension, FATF’s requirements was first tabled

in the National Assembly in April 2013, but was referred to a Parliamentary Special Select Committee and was eventually voted down by the combined Opposition in November 2013.

The Bill was re-tabled

in December 2013, and was again referred to the Parliamentary Special Select Committee, where it has since been languishing.

Since then, Guyana’s Parliament was prorogued, due to political gridlock,

which is an area of study he will pursue after his retirement.

Meanwhile, trainer Leah Moses said students were taught, Basic Office Ethics, Introduction to computers and Window XP, Microsoft Word, Microsoft Excel, Microsoft Access, Office Outlook, Office Access, MS Publisher, Power Point, Numeracy, Literacy, Basic Math and English, Sexual and Reproductive Health, along with HIV/AIDS and prevention.

Those receiving special awards were the Best Graduating Student, Ms. Esther Jonas, the most improved student, Ms. Bhanmattie Jugmohan, and the most presevering student who overcame difficulties and constraints was Ms. Tiffany Joseph.

Chairperson for the proceedings was Regional Chairman, David Armogan, while the special attendees included Mr. Michael Singh, Project Manager Basic Needs Trust Fund; Chief Planning Officer, Mr. Clyde Roopchand; Finance Secretary, Neermal Rekha; Chairman of the Basic Needs Trust Fund, Bernard Lord, BE and colleagues from the Ministry of Finance.

EDITORIAL Journalistic standards in Guyana plummeting THE decline in journalisic standards in Guyana today is frightening, more so because the masses are easily swayed by news reports.

Misrepresentation of facts and even outright lies is a regular feature in most private media, almost all of which seem to have espoused and endorsed one political party

or another; and we are living in a society that doesn’t completely understand what proper journalism is.

It is far better that a story be deferred than an incorrect report published.

However, apart from embracing Opposition agenda, private media houses base their reporting with the advertising and sales

dollars in mind, so ethics and impartial reporting of news and events run a poor second.

Reporters can and do make mistakes, but most often skewed and sensational reporting is deliberate and many stories published, almost on a daily basis, are subsequently revealed to be complete fabrications. The

credibility of most senior media operatives is in doubt because they have never proven to be impartial in carrying out their functions as information officers.

Reporters should refrain from reporting on issues without verifying facts, and in the absence of supporting evidence.

And sometimes factored

into the equation is spite, malice, and personal grievances, as well as the greed of some reporters, who are either tempted by cash or kind to either duck a story or slant it in an unethical way that misrepresents the facts.

There are few journalists who can conduct proper investigative journalism, and there is a dearth of investigative journalists in Guyana.

Mere academic qualifications are not enough.

Balance and impartiality

are key watchwords that define a professional reporter; but there are no indications that a change of attitude and application to a work ethic is on the horizon of Guyana’s media world.

As the May 2015 election looms ever nearer, Guyana is in for some interesting times and it is likely the sensational will continue to predominate over the professional in the landscape of Guyana’s media enclaves.

What could’ve been achieved

OVER the last three years, we have witnessed a National Assembly under a minority Government.

The majority Opposition, made up of the Alliance For Change (AFC) and A Partnership for National Unity (APNU), monopolised the passing of bills and projects within the National Assembly. What we have seen is not an Opposition made of two separate parties, but a sort of unified Opposition to monopolise the National Assembly. They operated under the pretence that they are serving the best interest of the people, while implementing cuts to the budget that will directly impact the lives of Guyanese in a positive way. Among these are the very important Amaila Falls Hydropower Project, The Cheddi Jagan International Airport Expansion Project and the passing of the Anti-Money Laundering/ Countering the Financing of Terrorism Bill.

I would like to highlight the robbery of Guyanese and how our country has been held back significantly by

these opposing parties.

We are at a pivotal time in our history where our country is heavily reliant on electricity.

We need electricity to power factories, offices and most personal devices. Guyana’s development has been stymied by our heavy dependency on fossil fuel electricity generation.

The import bill for fossil fuels eats large chunks of our GDP. Cheap, renewable and reliable electricity is important to every country. If these conditions are there, development will be fostered in the country. Cheap and reliable power means lower cost of production, more disposable income for families, and an overall better environment for investors.

The Government proposed a project, something Guyanese have been dreaming about for decades, a hydroelectric generation facility! The Amaila Falls Hydropower Project is a project with the future in mind. It would have provided us with 165 MW of clean and renewable energy. This would Have led to a transformation of Guyana. Cheaper prices for power means lower cost of locally produced goods, smaller

power bills, less blackouts, and overall more money in the pockets of residents of Guyana.

By stalling this project, the combined Opposition held us back as a country.

Airports are the heart of international transport networks for people. Airports are important facilities; the first impressions of countries are usually made at the airport. It is therefore pivotal that the airport of a country is kept most modern and up to standard. The Government of Guyana proposed a

project to modernise the airport.

This project included a modern airport terminal, an expanded runway to accommodate bigger commercial airlines, to offer better security and future proof the airport. In an unexpected move the Opposition turned down this project. This leaves the country lagging behind the rest of the Caribbean in the air transport sector. Why does Guyana have to wait on development?

The Opposition also stalled the passing of the

Anti-Money Laundering/ Countering the Financing of Terrorism Bill. This bill was designed to meet an international standard. The stalling of this bill almost got our country blacklisted. Guyana was placed on the bill for review.

The blacklisting of Guyana would have led to problems with foreign transactions such as difficulties banking. It would have led to increase in prices of commodities locally, and our currency would have inflated. What kind of an Op-

position wants this?

It doesn’t end here. The “no confidence” motion that would’ve been filed means that all the other plans of the current Government are nullified eg. attaining universal secondary education. Had it not been for the Opposition, we would have been well on our way to a lot of great things. It’s a shame that we have been held back over the past three years.

Don’t actions speak louder than words?

I AM in my early twenties and I have not experienced the leadership of the People’s National Congress’s (PNC). But over the years, I have educated myself through research and engagements in various forums and discussions, regarding the previous administration, as opposed to the current one, which is the People’s Progressive

Party/Civic.

However, a few days ago, I came across the “Move Forward,” which is a campaign that is going viral on Facebook. It basically targets youths below the age of twenty-three, with the aim of brainwashing them into forgetting what transpired prior to 1992. I have seen numerous youths posting pictures of themselves,

with comments urging others to forget what transpired more than two decades ago, stating that they have not even experienced it.

It is my strong belief that all the dynamics of this campaign are incorrect, and they serve to mislead and misguide the youths of today, who is this country’s future tomorrow.

I agree that many

youths cannot relate to the past experiences and hardships that their predecessors and loved ones faced, but does this mean that we should act as though they never happened? Is it also not a fact that Guyana has been totally transformed under the current leadership? Is

The Kaieteur News continues with its gutter journalism AGAIN this column is forced to highlight another act of highly unprofessional media conduct perpetrated by the Kaieteur News (KN) that has over the years earned a reputation of being a connoisseur of misrepresentation, misinformation, distortion and wholesale lies.

It is not that OBSERVER is obliged to respond to such levels of gutter journalism to which this rag of a print journal has descended; for there are better uses that can be made of the space available – such as informing the Guyanese nation of the transformation that is slowly changing lives, leading to a better quality of living for all. But, it would be remiss of this writer if the public is not informed, and be kept vigilant

by way of exposing this ugly publication for its continuous attempts at character assassination and uninhibited slander of high State officials. In other words – the war against the “dutty” agenda of this newspaper has to be a daily one. It must be stopped in its tracks, lest it subverts the minds of, especially, our well-meaning young people!

The latest target of its unending plethora of pernicious lies is the GUYANESE, a publication by the Government Information Agency (GINA), the main aim of which is to keep the DIASPORA informed of polico-socio-economic events back in their homeland. Without seeking to ascertain any detail as to the origins of this objective newspaper, Kaieteur News has

resorted to defaming the Director of GINA, and the Press Liaison to the Presidency, ascribing improprieties as to the cost of having this Diaspora medium published bi-monthly.

In other words, it is accusing these two gentlemen of financial skullduggery. Of course, it is barking for its main political Opposition dog, the Alliance For Change(AFC), now part of the unholy APNU-AFC alliance.

This is an old, evil tactic perennially employed by KN, of supporting its unsubstantiated stories, by defaming the integrity of officials that it seeks to target. Without fear or favour, OBSERVER contends that this is abuse of media freedom to the high heavens, which is not practised or allowed in any other CARICOM

State.

However, it is not difficult to fathom the real reasons for this most recent media denigration by the KN. The fact of the latter’s latest descent to the pits is its panic reaction to Guyanese being given the other side, the correctness, of what is taking place in Guyana. They are now able to be informed by another news source. This obviously has very serious implications for KN that has for years held the monopoly of being an information source for the DIASPORA: their lies and fabrications will now be exposed.

Guyanese, whether home or abroad, should know that whatever is published in the GUYANESE is neither contrived nor concocted; but is instead news derived from

already posted bulletins on GINA’s website. In both instances, they contain information that seeks to inform about Government’s socio-economic development policies.

Certainly there cannot be anything unlawful about such a function, since GINA is primarily discharging a constitutional duty of having the Guyanese public, whether home or abroad, informed of events in their homeland.

Besides, it is the duty of this agency to disseminate information for and on behalf of the Government of Guyana.

And as a reminder, this has been an ongoing function of this agency that has, since its coming into being, published numerous programmes and publications that promote Guyana. OBSERVER sees no

great sin in such a patriotic undertaking, since GINA is carrying out its mandate of upholding the democratic and constitutional right of freedom of expression.

It is apt, too, for OBSERVER to remind the readership that for all the trumpeting that KN has been making about the right to access information by the public, that it was hypocritically silent when its Opposition political backers in the National Assembly effected cuts to GINA’S budget for consecutive years, thus threatening its daily function of reporting to the nation.

OBSERVER hopes that these two officials are considering legal consequences against this internationally known purveyor of shameful journalism.

I WOULD like to address the common sentiment shared by many Opposition supporters that Guyana is operating under a dictatorship. The Opposition has again led their supporters into a fool’s alley. I would like to examine what is meant by a dictatorship and its characteristics and walk you down a path of sane and decent reasoning.

A dictatorship is a country, government, or the form of government in which absolute power is exercised by a dictator. I would like to reiterate the fact that the Government of Guyana does not have absolute power. For the Government of Guyana to pass budgets and bills, the Opposition is required to vote on whether it is to be passed or not. This is definitely not a trait of a dictatorship. In fact the Opposition of Guyana has turned down quite a few projects.

Another characteristic of a dictatorship is the lack of right to choose their leader. Guyanese have enjoyed free and fair elections for the past 23 years. It can therefore be described as a democratic nation. Opposition parties however, have been reported to have continuous rigging of their party elections. So the cap fits them!

In dictatorships, the right to private property is often restricted or abolished. In Guyana this is most definitely not the case. We enjoy and overwhelming freedom to ownership. In fact, under the current administration, thousands of house lots were distributed; this is a far cry from what actually happens in dictatorships.

Also, in dictatorships, the media is censored. In Guyana this is definitely not true; just look at some of the anti-government headlines at the front page of newspapers!

Guyana’s media houses have a lot of freedom to publish; in fact opposition media houses publish volumes of stories against the Government without any evidence.

The rumors of dictatorship in Guyana are imaginary. Many of the freedoms we now enjoy were lacking in the years before the PPP. The Opposition find themselves in a position where they have to lie to supporters. They often mislead the public using these freedoms. Do you really think they would’ve been able to speak against a dictatorship publicly? Do you really imagine free and fair elections in a dictatorship? Their supporters should reason honestly and then decide if the statements merit any support.

it not a fact that the PPP/C Government has worked endlessly, to allow us the young people to enjoy the luxury lifestyles that we have today?

I ask, if the PNC Government moved Guyana backward with a leadership, where basic food items were prohibited, medical care was not available, left us a sinking economy, placed restrictions on an individual’s freedom of speech and many other negatives, and yet we are urging the ‘future’ that is the young people of this country, to forget this important part of their history, why can’t we point them to the developments too, that have taken place under the PPP/C? The PPP/C has brought this country back from bankruptcy, to a state where we are now given the status as a developing country. Reports produced by the World Bank and CARICOM support the important fact that Guyana is rapidly emerging as one of the countries with the highest economic growth rates in Latin America.

The growth in this country’s economy has accelerated significantly,

irrespective of the effects of the recent global financial crisis. While most economies in the Region contracted during the horrible 2008-2009 crisis, the Guyanese economy recorded an average growth rate of four percent; this

represents the solid ground on which we now stand. And as a country, which was bankrupt just a few decades ago, being able to withstand this tragic period unaffected is most remarkable, and this was only possible because of the frameworks and regulations that were put in place by this administration.

The PPP/C Administration has also managed to regain investors’ confidence in the country’s economy, and this is visible to all, with new businesses emerging

and expanding in every sector, all across the 10 administrative regions.

With respect to Health Care, moving from dilapidated health facilities, individuals can now access care in all of the administrative regions, since there is at least one health care facility in each region.

Guyana can today boast of 354 health facilities nationwide. There are 4 diagnostic centres, 126 health centres, 199 health posts and 25 hospitals. In addition to these, the National Ophthalmology Hospital and National Psychiatric Hospital provide specialised services for eye care and mental health, respectively.

It is also important to note that Guyana is the only country in the Caribbean and possibly in the world, which offers free health care services to not only its citizens, but even non-residents.

Further, from a place with no housing programmes under the PNC, thousands of Guyanese are now home-owners; with

thousands more who have managed to secure a piece of land and are expected to build in the future. These are only some of the great achievements that have been realised under this administration, and do they not all reflect the interest of the PPP/C Government?

If we are urging youths to forget the past, then we should also urge them to give credit where it is due, that is to this administration, and to which they owe gratitude for these better living conditions that they are able to enjoy today.

We should also encourage them to examine the changing landscape of the country, as well as the development that is taking place all around them.

The fact remains that under this administration, lives have been completely transformed and Guyana is now a new place, with a new image, both internationally and locally, because the Donald Ramotar administration, following the lead set since 1992, is one that delivers and “Actions Speak Louder than words!”

According to Granger, the AFC+APNU tag team had been working together when it elected Raphael Trotman, an AFC nominee, as Speaker of the National Assembly.

He documented too that the two Opposition parties had been working together all along to disapprove expenditure in the annual budgets, its stance on the amendments to the Anti-Money-Laundering and Countering the Financing of Terrorism Bill, the Public Procurement Commission and a Motion of No-Confidence in the administration, among other parliamentary resolutions.

According to Granger, “APNU and the AFC have worked together,” and “we shall continue to collaborate.”

By Gary Eleazar UNVEILING its brand new logo, campaign slogans and charges from its Prime Ministerial and Presidential Candidates, the coalesced A Partnership for National Unity (APNU) and Alliance For Change (AFC), yesterday officially kicked off its campaign for the 2015 General and Regional Elections.

At the Savannah Suite of the Pegasus Hotel, the launch saw a reception from its supporters across the spectrum of the seven political parties in the coalition fray.

Welcomed to the venue with a fusion of drums, Brigadier (rtd) David Granger, along with his wife Sandra, Moses Nagamootoo and with his wife Sita, made their way to a

standing ovation before being officially welcomed

by Mabaruma District, Representative, Dawn Hastings.

Following a prayer for the Republic of Guyana and the recitation of its national pledge, the various parties delivered their messages through representatives pledging their support to the coalition and its objectives.

After a brief cultural interlude, however, the events took on a different tone as Brigadier (rtd) Granger, delivered the charge to the supporters while his running mate Nagamootoo delivered his fiery Unity call.

Referred to as the ‘Great General,’ Granger was confirmed as the coalesced ‘Opposition’s Presidential Candidate, and immediately whipped up supporters by turning to the Bible in reference to the upcoming

challenge against the incumbent People’s Progressive Party Civic, (PPP/C) come May 11.

Quoting scripture, Granger, in his call said, “…we wrestle not against flesh and blood but against principalities, against powers, against the rulers of the darkness of the world; against spiritual wickedness in high places...”

Accepting the nomination as the Presidential Candidate of the coalesced Opposition, Granger, told his supporters that this is not the first time APNU has worked along with AFC. “I am honoured to have the support of my colleagues in the APNU and AFC who have collaborated over the past three years in the National Assembly,” according to Granger.

He went on to provide a track record of the two

Urging supporters to vote for the coalition come May 11, Granger warned, “Life in Guyana could become more nasty and brutish,” if the PPP were to be returned to office.

According to Granger “We declare, today, that the APNU+AFC coalition will adopt a unified approach.”

This, he said, was meant to bring an end to the alleged cronyism at high levels practised by the administration, to crime, to widespread corruption in the law-enforcement and regulatory agencies in the mining, forestry sectors,

and to constitutional abuse by the President, Cabinet and executive branch of the Government.

Describing the PPP Civic administration as backward, deaf and one that refuses to invest in its people, Granger vowed that the coalition would stand unified in its purpose of extricating the PPP/Civic Administration from Office.

1992 PROMISE The Presidential Candidate’s charge was preceded by an equally electrifying presentation by Nagamootoo, who was confirmed as his running mate, the Prime Ministerial Candidate for the coalesced Opposition.

Nagamootoo, in his presentation to the packed to capacity Savannah Suite of the Pegasus Hotel, told the supporters “the restoration of electoral democracy in 1992 started a hopeful process, but it did not bring healing.”

According to the newly minted Prime Ministerial Candidate, the promise of 1992 faded, and it instead, “became distorted in a frenzy of sleaze, corruption and complicity in criminal enterprises.”

The gang of betrayers derailed our democracy,” said Nagamootoo in a clear reference to members of the incumbent administration.

Quoting literature in reference to the now coalesced Opposition, Nagamootoo, told supporters “We must, going forward, give meaning to our creed as one people, one nation, one destiny, and like Alexander Dumas’ Three Musketeers, from now onwards, we are one for all; and all for one.”

A confident Nagamootoo added, “I have no doubt in my mind that the

APNU+AFC alliance will be victorious and that David Granger will be Guyana’s next President.”

MESSAGES Meanwhile messages were also delivered by Malika Ramsey, of the People’s National Congress Reform (PNCR), Allan Fernandes of the AFC, Tabitha Sarabo of the Working People’s Alliance, Cleveland Hudson of the National Front Alliance (NFA), Sidney Allicock of the Guyana Action Party (GAP) and Jeffrey Sankies of the Justice For All Party (JFAP).

The PNCR, WPA, NFA, GAP and JFAP fall under APNU which has since coalesced with AFC to form the APNU+AFC Alliance.

Sarabo, on behalf of her party, said that the “WPA pledges to do everything in our power to ensure victory in the upcoming election… on May 11, 2015 Guyana will be reborn.”

Neesa Gopaul murder trial…

Prosecution urges jury not to be misled by ‘lies’

By Geeta Rampersaud THE prosecution delivered its closing arguments to the jury in the Neesa Gopaul murder trial before Justice Navindra Singh yesterday and contends that there is enough evidence for convictions.

Lead prosecutor, Diana Kaulesar told the court that what Jarvis Small had said was a “complete lie” and reflects an attempt to mislead the jury.

She urged the jury not to fall for what Small had said in his defence about him being a family man and a father, since he is trying to deceive the court.

Kaulesar added that while he claimed to be a family man, yet he was accused of child molestation and wife beating.

QUESTIONABLE RELATIONSHIP She recalled that the relationship with Bibi Gopaul and Small was “back and forth” (on and off).

According to her, if Gopaul was afraid of Small, as she claimed, then why did she follow him to a hotel in the first place and why did she go into the room with him.

The prosecutor disclosed that Gopaul was not in the room for five minutes, because the police went there and wrapped on the door for about ten minutes, after which Small opened the door and they were not properly dressed.

DID NOT RECOGNISE NEESA The prosecutor questioned, “How can a mother not recognise her own daughter’s body”. She related that when

Kayum (Neesa’s maternal grandfather) testified in court he said Bibi Gopaul said, “Ow meh Neesa” when she saw the teen’s body.

In addition to that, the prosecutor said Bibi Gopaul’s father testified that he never knew that his granddaughter would sleep out.

She added that he seemed to be involved in their lives.

The prosecutor noted too that Kayum is second to the Imam at his mosque and is a strong believer of his customs.

On that basis, she concluded that he is a principled man and questioned how Gopaul could ask him anything relating to digging up the grave of her late husband, who was interred according to Muslim rites.

She urged the jury to remember Kayum’s appearance in court when he gave his evidence.

DE NOBREGA’S INVOLVEMENT She brought to the jury’s attention that Small never spoke about Simone De Nobrega in his unsworn statements, but yet his attorney spoke about it in their extensive closing address.

Prosecutor Kaulesar questioned who would have better access to the passport and bank cards of the teen other than her mother and questioned Gopaul’s explanation about this – something she failed to do.

In addition to the body, a passport bearing the name Neesa Lalita Gopaul had also been found.

The defence suggestion to De Nobrega was how much money she made from her false pretense charges was also addressed by the prose-

She argued that if De Nobrega had all this money, then why she had to wait until her mother raised her bail, rather than posting it sooner.

Kaulesar questioned that if De Nobrega had struck a deal concerning her conviction, “why is she in prison right now”?

Gopaul told De Nobrega that Small had to go over to ensure her husband had died, which is how the witness got it in her story.

De Nobrega denied reading the story from newspaper.

The prosecutor asked if the witness got her story from the newspapers, “Why she didn’t come and say they chop off the girl’s head”. Instead the witness said blows were inflicted to the teen’s head.

The prosecutor asked, “Don’t you think it will be alarming for a mother to come and relate a story like that?”

DUMBBELLS She also brought the jury’s attention back to the infamous dumbbells, which were recovered from the crime scene.

Kaulesar related that

Small said he took the dumbbells to Bibi Gopaul’s house for him to use and now he is running from the fact of ownership. She added that they are several witnesses to say that it belonged to the number one accused.

She highlighted that during cross-examination, the sequence of evidence does not matter and it is unaffected in the manner in which it is being told.

As it relates to pathologist, Dr. Nehaul Singh, he was deemed an expert to give evidence in the trial without any objection from the defence.

The prosecutor said that this witness was able to come to the conclusion about the cause of death, as opposed to the defence claiming that the doctor’s evidence is inconsistent.

In De Nobrega witness testimony, she said that Barry hit Neesa at the back of her head. However, the prosecutor pointed out that De Nobrega did not say that Small continued to hit Neesa at the back of her head, instead she stated that “he” continued hitting her.

Tiwari, another witness, according to the prosecutor, in his evidence, never said that he was present in court when Gopaul testified in the assault matter against Small.

She said Neesa was alive when she received the injuries, she felt pain, as her mother was watching on.

HEARTLESS ACT The prosecutor related that the post-mortem showed that the teen was alive when she sustained the injuries.

These injuries were received by blows inflicted to her rather than any other means.

Kaulesar in her submission said that only a heartless mother can walk around to see if anyone was there and watch someone murder her child.

Both De Nobrega and Caesar spoke about Nessa and Smalls’ “compromising position” in their evidence, which the defence claimed conflicts.

The prosecutor explained that there is no reason to conclude that it is one incident both witnesses were relating to and surmised that when Gopaul saw Neesa in a comprising position with Small, she saw the teen as competition.

The prosecutor said that the accused Gopaul was inconsistent and could not keep her story straight. She added that during her unsworn statements, Bibi Gopaul appears to be crying but no tears were coming.

She asked the jury to consider Neesa’s reaction to the fact that her father died and two weeks later “another man walked” in.

The prosecutor urged the jury, “Think about how the teen would react to this situation.”

She said Neesa’s reaction resulted from her mother’s actions.

ENOUGH EVIDENCE Kaulesar said there is enough evidence to convict the accused.

The prosecutor said, “The State is asking to find the two accused responsible for the cold blooded murder of

Neesa Gopaul,” to accept if it is acceptable for a mother to murder her child.

This murder trial began approximately a month ago before Justice Singh and a mixed jury panel. The prosecution presented 26 witnesses before closing its case last Friday. On Monday last, the defence made a no-case submission which was overruled by the judge.

However, both accused were called upon to lead their defence and both elected to do so by giving unsworn statements from the dock.

The case is being presented by State Prosecutors Diana Kaulesar, Mercedes Thompson and Stacy Gooding, who are contending that on October 2, 2010, the headless remains of a female had been discovered at a location along the Soesdkye-Linden Highway tucked inside a suitcase that had been partially submerged in a creek.

A rope had been wrapped around the suitcase, and dumbbells had been attached at one end, apparently in an effort to keep the body under water.

The teenager was reported missing just days before the discovery had been made.

Subsequent to the gruesome discovery, Bibi Gopaul and her ex-paramour, Jarvis Barry Small, were arrested and charged for the murder.

DECONSTRUCTING THE OPPOSITION’S AGENDA

Part 2

A penchant to intimidate A FEW days ago, a leading media entrepreneur publicly made an astounding revelation with regard to a threat he received from a leading Opposition politician. The businessman testicular fortitude must be applauded for fearlessly unveiling one aspect of the Opposition’s agenda: intimidation. He related the details of the phone call made by a leading alliance member, whom he named, and who, surprisingly, curbed his presidential ambitions, maybe forcibly, but that’s a different issue.

Unfortunately, such threats are not confined to this businessman in question, but have become routine for the Opposition in its quest to use such tactics to coerce.

The politician who made the threat is well known for his vengeful tirades and wanton disrespect for authority and people, having become saturated with bile. A deconstruction and analysis of his disposition would not only epitomise, but also reconfirm the overall thrust of the Opposition’s ruthless temperament. Their action during the 10th

Parliament would so vindicate.

Despite change in name and meticulous efforts to mask its characteristics through an alliance, the Opposition has a tremendous difficulty to rid itself of its passion to intimidate. The label of extortionists is being touted by many. Again, there is need to deconstruct this aspect of its agenda, not only to confirm what is known, but to also highlight glaring similarities of the two inevitable components of this alliance. For clarity, the deconstruction has to predate the current. First and foremost, there should be no ambiguity as to the real composition of the alliance. It is, pellucid, the PNC. With that being understood, the PNC’s imposition in government and the oppression it forced upon the people generally summarises its tenure. Of course it doesn’t speak to the innumerable atrocities it meted out to the populace. Those atrocities embodied their engrained passion to intimidate with impunity. Research will provide horrific details. The deaths of Dr.

Walter Rodney, Father Darke, the ballot box martyrs Jagan Ramessar and Bholanauth Parmanand, to name a few under the PNC regime, drove fear into the minds of people.

While not imbued with any semblance of skills of a psychologist, it is safe to posit that fear is synonymous with intimidation. History, under the PNC rule, has a repository of instances where thousands of Guyanese lamented how they were intimidated by thugs on election days during that period when rigging was the hallmark.

Many business owners then, and those who still exist, would privately narrate similar harrowing stories. From what is understood, there were various levels of intimidation, death, allegedly, of course being the highest.

Such traits of the PNC then while in government have generally not been shed now that it is in the Opposition. The violent street protests that followed elections since 1997 demonstrate that continuing proclivity.

A name change and an alliance haven’t in any

way divorced these tendencies. As a matter of fact, the actions of the AFC over the last few years strongly suggest a penchant to compete in this regard with its alliance partner. The uncouth ultimatum it issued to the President and the related vile threats it made at that time, its suspected involvement in the Agricola riots and it open support and involvement in the violent electricity-hike strike in Linden, are a few compelling instances.

Therein lie the similarities which vindicate the long-held belief that the AFC, since its establishment, was one and part of the PNC. The current alliance erased all doubts, if any had lingered. Therefore, for them, issuing threats comes effortlessly.

Again, if there are any doubts, remember, the threat to the businessman alluded to above was made by a leading member of the AFC! With that said, it becomes much easier to understand the purpose of such threats: intimidate as many to stay true to the agenda. Maybe the electorate should adopt an attitude of telling the alliance to haul its a$$!

BIG GUYANA/VENEZUELA ROW Analysis by Rickey Singh

CONTRADICTIONS IN politics could be amusing, worrying and even dangerous for varying countries and cultures—as occasionally evidenced in our own Caribbean Region. A current example involves superpower USA, Venezuela and Guyana.

In the political mix are a lingering colonial-era territorial claim by Venezuela to some two-thirds of Guyana’s 83,000 square miles and a resurgence of sabre-rattling politics by Caracas to frustrate Guyana in carrying out new oil exploration projects in defined territorial waters.

Political observers across the USA and the Latin America/Caribbean Region could hardly miss the irony of Washington’s quick response to “stand firm” with Guyana in its official complaints of unwarranted political aggression by the Government in Caracas in the disruption of the Guyanese government’s oil exploration project.

After all, under successive administrations of the late Venezuelan revolutionary leader, President Hugo Chavez, there continued to be peaceful bi-lateral cooperation between Caracas and Georgetown that included ‘friendship’ visits and shared political and cultural objectives in the promotion

of peaceful economic development.

While President Chavez pressed ahead with various regional economic development and cultural projects, Guyana remained an active participant and beneficiary among CARICOM partners.

No controversy erupted over colonial-based territorial claims of the 19h century which, in any case, remained a matter under consideration by the “good office” mechanism of the United Nations Secretary General. This pattern was continued by President Nicolas Maduro following the death by President Chavez from cancer while still in

office.

However, there has been an apparent shift in President Maduro’s administration of ‘friendly’ relations with Guyana between 2013 and recent months that resulted in recurring instances of foreign oil companies, among them U.S.-owned, engaged in oil exploration projects with Guyana experiencing hostile treatment by Venezuelan naval and immigration authorities.

For his part, amid bitter complaints by Guyana’s President Donald Ramotar, President Maduro has maintained his public silence, while avoiding any friendship gestures, and fully aware that, like Venezuela, Guyana also

belongs to representative Caribbean/Latin American organisations.

Last week, following Guyana’s Foreign Minister, Carolyn Rodrigues-Birkett’s initiative to sensitise foreign governments and international institutions and agencies to the endangering of peace

by Venezuela’s disruptive policy to the country’s future economic and social development, the U.S. State Department lost no time in making clear its “firm stand” with the Guyanese Government and people.

Conscious that leading American oil exploration companies were also involved in Guyana’s quest, U.S. Charge’d Affairs, Bryant

Hunt, made clear President Obama administration’s readiness to support the objections by Guyana. Naturally, he avoided getting involved in signalling the support that would be forthcoming from the USA. Meanwhile, the Guyana Government is keeping the UN Secretary General, as well as all leading Latin American and Caribbean organisations, informed on developments as diplomatic moves continue between Georgetown and Caracas.

Guyana awaiting Partial sums committed for MMU election observers’ revival delivered response to invitation – GECOM Chairman

THE work of the Guyana Elections Commission (GECOM) Media Monitoring Unit (MMU) commenced on Sunday, March 1, and a part of the US$100,000 budgeted for the Unit’s functioning has been delivered by the Commission’s developmental partners, according to the GECOM Chairman, Dr Steve Surujbally.

The MMU is expected to produce its first report for March in the first or second week of April.

MEDIA CODE OF CONDUCT The analyses in the reports to be produced by the MMU will primarily be aimed at providing a complete picture regarding the level of journalistic professionalism employed by all media operatives; the access granted by Media Owners/ Managers/Editors to candidates and/or political parties in the mass media; whether the coverage provided by media houses is fair and balanced; the tone of media coverage towards candidates and political parties; and whether the electorate is gaining diverse, comprehensive and impartial information from all media in order to make an informed choice on Election Day. The findings of the MMU reports are also expected to be in line with the recently signed Elections Media Code of Conduct.

The GECOM Chairman added that the European Union (EU), which committed Euro 25,000 to support the revival of the MMU is one of those partners that has delivered.

The funding towards the re-establishment of the MMU comes from the Governance component of the Technical Assistance Facility of the 10th European Development Fund. Funding has also been given by the EU from this instrument to provide two international experts to support GECOM in its capacity-building activities. Total EU funding in support of GECOM-related activities ahead of the forthcoming elections amounts to Euro 300,000. The initiatives were undertaken as a result of requests by GECOM and the Government of Guyana.

Initially established in 2001, the MMU’s operations

are expected to span a fivemonth period, and its activities, according to the project proposal seen by the Guyana Chronicle, would include the following: Daily monitoring of Guyana’s mainstream print and broadcast media for conformity to best practices associated with professional journalism; Informing media practitioners in a timely manner of instances of breaches; The production of periodic reports on the Unit’s findings on media practitioners’ compliance; Compiling archival information on local media performance for referencing purposes; and providing informational and other support to GECOM’s Public Relations Department.

These are in addition to other undertakings which are outlined in a work plan for the Unit.

Dr Surujbally also told the Guyana Chronicle, that other agencies have signalled their desire to commit financing for the Unit, in the interest of ensuring that the current term of the MMU’s operations sees completion.

The EU and Canada, via the Canadian International Development Agency (CIDA), are the Commission’s primary donors, relative to support for the MMU. The MMU was revitalised in 2006 and has since come to be “accepted as an objective and credible arbiter of media practices” during election season.(Vanessa Narine)

THE international agencies that usually field election observer missions to Guyana are still to respond to Guyana’s invitation to do so.

This was according to Head of the Presidential Secretariat (HPS), Dr Roger Luncheon, who added that it is expected that they will do so soon.

The invitations were sent out two weeks ago.

The traditional observer missions include the Organization of American States (OAS), the Commonwealth, the Caribbean Community (CARICOM) and the Union of South American Nations (UNASUR).

Additionally, the Guyana Public Service Union (GPSU) has approached the Commission for accreditation as a local election observer.

The Electoral Assistance Bureau (EAB) is also expected to revamp its operations and

act as another local observer.

PROTOCOLS Chairman of the Guyana Elections Commission (GECOM), Dr Steve Surujbally, has stated that all observers, local and foreign, will be required to sign onto certain protocols before they are accredited as observers.

The Guyana Chronicle was able to get an exclusive look at these protocols, which outline the roles and functions of the observer groups.

Relative to foreign observers, the missions, according to the protocol, will be expected to adhere to more than 35 guidelines. In addition to the guidelines, the rights and privileges of accredited election observer groups were also outlined in the protocol.

Similar rights and guidelines apply to local observer groups, which were detailed

in a separate document seen by this newspaper.

Under the Election Law (Amendment) Act No. 15 of 2000, Section 20 states that: “The Commission may approve of local organisations observing the democratic process involved in any election provided such organisations fulfill such conditions as may be stipulated by the Commission.”

Both protocols, for foreign and local observer groups, state clearly that if GECOM considers that an observer group as “willfully, without restraint, overtly and/or with malice aforethought breached the modus operandi and protocols” outlined by the Commission, GECOM has the authority to and may rescind/withdraw its accreditation from the individual errant observer or even from the entire Observer Mission.

Region 2 Chairman calls on Kwebanna

– talks business with residents at ‘wake house’ REGIONAL Chairman of Region 2, Mr. Parmanand Persaud, recently visited the community of Kwebanna in Region 1 and addressed a large group of residents at a “wake house” gathering.

Mr. Persaud, who travelled to the community via boat through the Moruca savannah, dark bush, 99 turns, Bara Bara, Behara, Baramani and Waini Rivers arrived in the community after 18:00 hrs after addressing community meetings at Assakata and Warapoka.

The chairman who met with residents at the waterfront near the Waini River spoke to them about Government’s development plan for the community.

The chairman also took time off his busy schedule to address a “wake house” gathering in the community. Mr. Persaud, who was accompanied by the Toshao and other leading members of the village council, told residents that Government will continue to develop the hinterland community of Kwebanna. The chairman spoke about the overall development that is taking place in the country and the upcoming General and Regional elections.

Some residents however questioned why the road between Kwebanna and Moruca is not graded and developed so travelling could be much easier. Mr. Persaud said work is in progress on

the road network in Moruca and assured residents that the Kwebanna road will be graded and maintained.

He said the Government is spending millions to maintain the roads in the Moruca sub-district.

One resident suggested that a bulldozer is needed to grade and open up the Kwebanna roadway and Mr. Persaud gave the assurance that he would discuss the matter with President Donald Ramotar.

Residents of Kwebanna also assured that they will support the PPP/C at the upcoming elections so that progress could continue and their community can be further developed. (Rajendra Prabhulall)

Guyanese urged to prevent wildlife crime – as nation observes World Wildlife Day

MINISTER of Natural Resources and the Environment, Robert Persaud, is confident that Guyanese will support the initiatives being undertaken to prevent wildlife crime becoming an issue in Guyana.

He expressed this assurance while addressing a forum organised to commemorate International Wildlife Day, observed last Tuesday. To mark the occasion, a stakeholders’ forum was held at the Guyana International Conference

Centre at Liliendaal, Greater Georgetown, under the theme “Wildlife Crime: Let’s End It Now.” Facilitated by Dr. Rovin Deodat, the forum aimed to acquaint/remind stakeholders of the relevant laws and regulations that deal with sustainable management and conservation of wildlife in Guyana, in order to promote compliance with key provisions of these laws and regulations and to enlist stakeholders’ support and views for the ongoing sustainable management and conservation of wildlife in

Guyana.

Addressing the opening session of the forum, Minister Robert Persaud told participants that the forum was intended to put the spotlight on the importance of giving due consideration and attention to conservation management, and to ensuring that the trade in wildlife is done in a responsible and sustainable way, compliant with Guyana’s international treaty obligations.

The Minister said that even though we in Guyana do not have that problem of wildlife crime, it is necessary

to raise and lift awareness of its existence, so that it can be prevented from becoming prevalent in Guyana. The Minister said the forum is a pre-emptive step so that all concerned would be focused on what needs to be done to avoid wildlife crime from becoming an issue here, as has happened elsewhere.

Stating the importance of the forum, the Minister said: “We are party to a number of international conventions as it relates to wildlife conservation, management and trade, since 1977…. Our track record in terms of fulfilling and honouring and being in compliance with CITES (Convention on International Trade in Endangered Species) regulations has been checkered, and in one case up to the period 1999, we

were prevented and not given the due recognition and certification so that we could trade.”

He said there have since been deliberate and consistent efforts by all stakeholders to ensure that the situation does not get out of control, especially for the thousands who depend on wildlife trade for their livelihood.

Minister Persaud explained that the Wildlife Management Committee that is being set up under the chairmanship of Major General (retd) Joseph ‘Joe’ Singh will address issues that arise from persons who act as if the wildlife resources are there to be plundered with no consideration to its sustainability and management.

He said the intention is to

address issues to do with the capture, storage and transport of wildlife for export.

Minister Persaud reminded that, during last year, after consultation with stakeholders and legal minds, a comprehensive Wildlife Trade and Export Bill had been drafted and submitted to the National Assembly, but that became a casualty of the Tenth Parliament. Nevertheless, regulations were still put in place to govern the trade, but the passage of legislation is needed to support those regulations.

Minister Persaud said that to make the undertaking successful, it would be necessary for all persons in our society to support the initiatives to assist in regulating through reporting irregularities when they occur.

GDF given mandate to locate missing weapons loaned to PNC: Dr Luncheon

By Vanessa Narine EVEN as calls have been made for answers to be given regarding the 155 Guyana Defence Force (GDF) weapons that went missing during the 1970s and 1980s, Dr Roger Luncheon insists that the Army is actively engaged in trying to locate them.

Speaking during his weekly post-Cabinet press briefing yesterday at Office of the President, the Head of the Presidential Secretariat (HPS) stated that the GDF has been given a mandate by the Defence Board and Cabinet to address the issue of the missing weapons.

“The Guyana Defence Force been given a mandate by the Defence Board and by the Cabinet to be involved in each and every instance where weapons, similar, if not identical to the ones that have gone missing, are used when they are discovered….they have a mandate to get involved and reacquire these weapons,” he said.

The HPS noted that all efforts have to be made to get the weapons out of the hands of criminals, and return them to their rightful owners.

Dr Luncheon pointed out that the weapons turned up during the crime wave of 2002, which rocked Guyana.

“These weapons turned up in the hands of criminals…that is when the questions started to be asked,” he said.

“The President has said it publicly, we want back we weapons…the missing weapons, the date, etc. all of this is in the public domain,” Luncheon stressed.

As recently as Monday, General Secretary of the ruling People’s Progressive Party (PPP), Clement Rohee, stressed that answers must be given to these questions.

“The People’s Progressive Party (PPP) has taken note of the deafening silence of APNU (A Partnership for National Unity) Leader and Presidential Candidate Brigadier (rtd) David Granger on a number of issues for which Guyanese are eagerly awaiting answers,” the PPP General Secretary said.

According to him, Granger, as well as the General Secretary of A Partnership for National Unity (APNU), Joseph Harmon, should be called to testify at the CoI.

Rohee said, “They should not be above scrutiny, in so far as the missing weapons are concerned…they worked in the military, they know what went on. “…the Commission of Inquiry has the legal authority, the legal remit, to summon Mr. Harmon and Mr. Granger to appear before the Commission to answer many questions associated with the demise of Dr Walter Rodney, as well as with respect to the weapons that have disappeared.”

Both Granger and Harmon, currently in senior leadership positions with APNU, served with the GDF during the 1970s and 1980s.

STANDING ORDER In a prior comment, Commander-in-Chief of the Armed Forces, President Donald Ramotar, accepted his responsibility, relative to the efforts to locate the missing weapons, and stressed that the recovery of illegal weapons by law enforcement agencies is a standing order.

“This is one of the important functions of the security forces, to get the weapons back. There is a standing order to get the weapons back,”

he said.

Until the weapons are returned, the President has assured that the relevant law enforcement agencies will continue their efforts to recover them.

“We have been making a lot of efforts to get the weapons back, but maybe part of the reason we have not succeeded was what I just said, because of who was heading the army and the police at that time and where are they now,” he said.

Mr. Ramotar stated too that his administration is committed to ensuring that illegal weapons are taken off the streets and out of the hands of criminals.

He said: “Law enforcement agencies continuously will try to recoup those weapons…all the illegal weapons on the road, all the illegal weapons in the society, all the weapons in the hands of criminals, it is the responsibility of the law enforcement agencies to continue their work to try to get them back.”

Some 200-odd weapons were loaned to the PNC’s Ministry of National Development and to date 155 are still missing today.

Drivers must exercise extra caution during rainy conditions – Traffic Chief

GIVEN the wet conditions of the roads whenever it rains, Traffic Chief Ian Amsterdam is calling on all road users to exercise extra caution since the roads become slippery and there would be puddles of water which can pose a serious problem if a driver is speeding.

The Traffic Chief told the Guyana Chronicle that on Guyana’s roads there are uneven surfaces and drivers may not have enough time to reduce speed and that can cause an accident.

DEFENSIVE DRIVING Amsterdam noted also that when it is rainy, visibility of drivers is often poor and it is advisable to drive at a reasonable rate of speed and be a defensive driver.

He disclosed that for 2014 they recorded 18 road accidents with 19 deaths and for the corresponding period in 2015 they tallied 12 accidents with 19 deaths.

Amsterdam stated that they have seen a decrease of 25% in serious accidents and for minor accidents they had a decrease of 21% as well.

The Senior Superintendent disclosed that the leading contributors to fatal accidents are speeding, drunk driving and inattentiveness.

He observed that accidents happen anywhere and at any given time but on weekends they record more accidents and it starts from Fridays when persons socialise with alcoholic beverages and then drive.

DUI DRIVERS Amsterdam is urging drivers to desist from this practice since it is not safe and can cost the lives of many in the event of

an accident, as drunk drivers tend to speed significantly more than when they are sober.

He related that since the publication of a prior article in which he called on members of the public to report defaulting minibus operators, they are pleased to report that they have had three prosecutions of minibus drivers, who were drunk and driving.

Amsterdam on that note is encouraging more persons to call him directly or send an email or message to report lawless minibus drivers by using technology such as their cell phones to capture images and record videos of them in the act.

GRA slams Guyana Times for peddling ‘half-truths’

– says it condones no ‘bottom house rum shops’

THE “half-truths” that are being prorogated in sections of the media on the issue of the sale of liquor licences have been noted by the Guyana Revenue Authority (GRA) with concern.

And the body contends that it in no way condones the establishment and operations of illegal bottom house rum shops.

On that note, the GRA slammed a local daily, the Guyana Times, which made the troubling suggestion and, in a statement, said, “For the record, the GRA periodically advises the general public on its intent to commence the Sale of all Liquor, Trade, and Miscellaneous Licences, and 2015 was no exception.

“By virtue of notices, licence holders are encouraged to have their licences renewed.

Further, persons who have never purchased a licence are also targeted in an effort to ensure compliance with the Laws of Guyana. The GRA would never promote or condone any activity which is in contradiction with the country’s Laws.”

The GRA deemed the Guyana Times article, published on Tuesday under the headline ‘GRA commences sale of liquor licences…even as bottom house rum shops flourish’, as a complete fallacy.

The Authority said, “The GRA is calling on the Guyana

Times Newspaper to desist from making such provocative remarks which, when taken out of context, can be used to peddle propaganda and political agendas. Further, the GRA is fully aware that this news agency is fully acquainted with the GRA’s established means for verifying the authenticity and validity of a story before same is published and the agency would strongly suggest that they use these means before publishing articles about the GRA,” the body said.

To this end, the GRA insists that “provocative remarks” that can be taken out of context must not be made and called for mainstream media to desist from such engagements.

REGULARISATION EFFORT “The GRA’s Licence Revenue Office, for the Year 2014 alone, conducted a series of control visits throughout Guyana in an effort to ensure non-compliant businesses were regularised,” the Authority said.

It added that these visits saw more than 200 business operatives being engaged over a ten month period by staff of the Agency and efforts were made to have them legalise their operations.

THOUSANDS of persons on Sunday thronged the main thoroughfare of the New Amsterdam Township to view this year’s Mashramani costume and float parade in which hundreds of revellers participated. The event has been described by onlookers as the best in recent times.

The Ancient County’s oldest town was transformed into a sea of colours, with shades of red, green and yellow being more dominant, as sections of the main political parties used the opportunity to highlight voter education in face of the impending May 11 general and regional elections.

While members of the Progressive Youth Organisation (PYO), youth arm of the ruling People’s Progressive Party, were overwhelmingly in evidence, persons expressed disappointment at not seeing a float from the ruling party, knowing that East Berbice is especially one of that party’s strongholds.

‘Boom boxes’ blaring songs of sexual encounters were placed at strategic spots between Kent and Mission Chapel Streets to entice the younger revellers, whose dance moves confirmed they had put aside all inhibitions. However, older viewers, while not

condemning the youths’ gyrations, reminisced on yesteryear, when the steel orchestra was the preferred mode of musical enjoyment.

The contingent from the Region Six Administration led the parade, followed by a group that included Health Minister, Dr. Bheri Ramsaran, which distributed condoms along the journey. A

contingent that included Brian King and other officials from the Ministry of Culture, Youth and Sport followed, after which the Gloriets of New Amsterdam, and the Ministry of Agriculture, among others, were in evidence.

En route, the participants were joined by revellers who trotted along to the lawns of State House, before returning to Main Street to participate in the after-party, which the police brought to an end at just before midnight.

Apart from costumed revellers disposing of empty plastic bottles along the roadway, there were few reports of criminal offences, which the police are continuing to investigate. Nevertheless, the 2015 Mashramani celebrations in New Amsterdam truly lived up to the expectation of the theme “One People, One Culture, One Celebration”.

Participants at the forum included representatives of the Guyana Forestry Commission (GFC); Guyana Gold and Diamond Miners Association (GGDMA); Wildlife Division of the Fisheries Department; Iwokrama; Conservation International; Guyana Revenue Authority (GRA); Guyana Police Force; Guyana Defence Force; toshaos from various villages in the protected areas; wildlife exporters, and tour guides.

WMSC Chairman, Major Gen (ret’d) Joe Singh, in remarks at the start of the forum, encouraged those present to join with the WMSC in utilising their experience and knowledge to formulate policies for the sustainable management of Guyana’s wildlife resources.

Officer at the Wildlife Unit, Sean Mendonca, in his presentation, posited that humans need to see themselves as part of the wildlife chain, and depending on the wildlife for survival, in order to ensure its sustainable management.

He said that disruption of the wildlife habitat can lead to the “Empty Forest Syndrome”, threatening jobs created by the management and trade in wildlife.

He also pointed to the regulations in place to protect the wildlife resources and to deal with the trade in wildlife, classified areas and protected areas.

Mendonca also discussed licensing arrangements which would be implemented, and the penalties for breaching the regulations.

Evi Paemelaere, who is working on jaguar conservation in the Amazon Basin, said destruction of

She also pointed out the other benefits of the wildlife, showing their contribution to sustaining the forest through seed distribution, provision of fertiliser for the forest,

Senior Fisheries Officer, Davie Persaud said the Fisheries Department was concerned with the freshwa-

ter harvesting of marine life.

She said that while some persons were engaged in sport fishing and for subsistence purposes, some other persons engage in commercial harvesting of fish from freshwater systems, which needs to be monitored to avoid depleting the resources.

She assured that this will not affect persons engaged in aquaculture.

The forum is to allow contributions from all stakeholders, to facilitate a systemic approach to sustainable management and conservation of Guyana’s wildlife.

Karawab residents urge phone companies to install towers in community

According to the councillor, the cemetery has become a hotspot for making phone calls in the night. She said the tree is filled with young people, especially lovers who want to make “special” calls late in the night. She said anyone who wants a phone call - whether young or old - climb the makeshift ladder to the top of the tree. According to the councillor, no one considers the cost or danger of climbing. She said teachers, health workers, students, housewives, farmers, councillors and even pregnant women climb the tree daily to make phone calls.

Karawab Primary School said she had climbed the tree while she was eight months pregnant to make a phone call one afternoon. According to the teacher, she badly needed to make the call and didn’t even think about the danger.

Councillor Miguel said the community has a population of some 762 persons.

Residents said the GT&T and Digicel companies must be blamed for not looking at their community in terms of phone and internet services. They said in this age of technology why should residents of Karawab have to climb a tree 20 feet high to make phone calls. Gayle admits possibility of Test retirement

By Nagraj Gollapudi (CRICINFO) - West Indies opener Chris Gayle has raised the possibility of retiring from Test cricket if his fragile back cannot cope with the increasing workload in a crammed cricket calendar.

Despite previous com-

ments on the format, Gayle made clear that he was still passionate about playing Tests but said that he would assess his future immediately after the World Cup, when he sits down with West Indies Cricket Board (WICB) officials.

“I do (feel passionate about playing Test cricket), to be honest with you,” Gayle said in an interview with Digicel Cricket, in Perth on Tuesday.

“It is just that lately this back problem has kind of pushed me away a bit from Test cricket. To be able to go five days, it has been tough. I haven’t sorted my situation yet, which is the back problem. That is another concern ... because I’ve been playing cricket straight on the road and really didn’t get a chance to spend the time and give the back as much time to heal.”

Gayle then spoke about his reluctance to go under the blade. “People say surgery but they say once you have surgery on your back basically your career can be over. It would never be the same as well. Lot of thinking then,” said Gayle Asked if there was a chance of him retiring before West Indies’ next Test engagement - a three-Test series at home against England in April - Gayle did not rule that out.

“It is a possibility. You never know,” he said, stressing that he would not take a big call like that in a hurry. “After the World Cup we will see what happens. Where Chris Gayle will actually head, or you can sit and discuss and work out how we go about playing for West Indies cricket.”

At 35, it is no surprise that Gayle is taking stock of the situation. As far back as 2009, he mentioned the possibility of curtailing his Test career. Having arrived in England for a Test series on the back of a season in the IPL, Gayle - West Indies captain at the time - said he “wouldn’t be so sad” if the five-day format died out, although he later played down the comments.

He subsequently went on to become the ninth West Indian to have played 100 Tests, although he has not featured consistently in the format.

Since March 2010, West Indies have played 41 Tests but Gayle took part in only 18 and in the last two years, he has played eight of 15 Tests, with his last match being at home against Zimbabwe in September; but he could not finish that series owing to the lower back injury which also ruled him out of the Test series in South Africa preceding the World Cup. Recently Gayle and Sunil Narine declined the retainer offered by WICB. It did not surprise many considering both players are much sought-after by domestic Twenty20 franchises around the world.

But Gayle admitted that having a heavily packed cricket calendar in the long run cannot be beneficial for players and he agreed that having free time to spend with family and friends was crucial, something administrators had to pay attention to.

“That is important. That is something they can look into for sure, to give people a bit of time back home,” he said. “This is our livelihood. This is our bread and butter still. At the same time you are going to drain yourself, you are not going to get the performances that you will normally see over the years consistently.”

As an example he cited some of the West Indies players who played a whole tour of South Africa before arriving for the World Cup. “Some of the guys have been away from home for four months now. It has been tough.

They played a Test series in South Africa and they leave from South Africa and come straight here. It is going to take a toll on your body. It is a tricky one.”

According to Gayle, if the WICB administrators were serious, there was a way out: sit with the players, communicate and find a solution and he suggested adopting a rotation system for certain players would prove to be useful.

“Maybe the Board can come down and talk to players,” he said, adding “Have confidence in players to be able to talk honestly about how they feel. If a player says, listen they want a break, don’t take it personally.

You can give a player a break. You can do the rotations system as well.

“I think Australia do that in some formats with their bowlers. We can look into that as well. Give the guys a chance by telling them they won’t lose their place. Because a player says he wants to take a rest it doesn’t mean he thinks he is bigger than the game.”

It remains to be seen whether the West Indies selectors and director of cricket Richard Pybus would be open for discussions.

Pybus’ vision statement, approved by the WICB last year, included the crucial “West Indies first” point, which was put to the test for the first time when Narine was omitted for the home Test series against New Zealand.

The reason: The off-spinner had failed to make it to the squad’s mandatory training camp because he had to play the IPL final for Kolkata Knight Riders last May. West Indies’ home season includes the visits of England and then a two-Test series against Australia in June.

Gayle is likely to put his IPL commitments above playing against England, since he is not contracted to the WICB, but may wish to feature against Australia after playing a full season for the Royal Challengers Bangalore (RCB).

Red Force bolstered by Pollard inclusion PORT OF SPAIN, Trinidad (CMC) – Trinidad And Tobago Red Force have strengthened their side for this weekend’s clash against Windward Islands Volcanoes, with the inclusion of West Indies all-rounder Kieron Pollard.

The 27-year-old will suit up for his first WICB Professional Cricket League match of the season, replacing injured fast bowler Shannon Gabriel.

Convener of selectors Alec Burns said Pollard’s presence would mean a lot to the squad, especially the younger players.

“He is fit and we think he can bring a lot to the team, not only with his skill but also with his personality … he has a wealth of experience and he will definitely be a big boost for the team,” the Trinidad Express quoted Burns as saying.

“The youngsters will gravitate towards him and we have a lot of young players in this team so we decided that we needed some more experience to help guide the players.”

Pollard has not played a first class match

since last April. He was recently left out of the West Indies team for the World Cup along with fellow Trinidadian Dwayne Bravo, in a controversial move by selectors.

He is one of two changes to the squad, as the Red Force clash with Volcanoes at the National Cricket Centre in the eighth round clash starting tomorrow, with Jeremy Solozano returning in place of Evin Lewis who has been rested after low scores in the last game against Jamaica Franchise.

REGION 9 (Upper Takatu/ Upper Essequibo) organisers have chosen eight athletes to compete at this weekend’s CARIFTA Trials at the Guyana Defence Force Camp Ayanganna ground, commencing at 10:00hrs each day, weather permitting.

The organisers have named four athletes in the Under-18 division and another four in the Under-20 age group and among these are two females and one field-event athlete, with the Under-18 athletes being Simona Lawrence who will compete in the 1500m and 3000m, Kerry Joseph – 100m & 200m, Brandon Parks – 200m, 400m, 800m and Nyron Edwards – 3000m.

East Coast named champions of rain-ruined tournament … after defeating Georgetown and East Bank BOTH East Coast Demerara and East Bank Demerara recorded respective second-round victories over Georgetown and West Demerara last Tuesday in their Demerara Cricket Board Under-17 Inter-Association 50-overs tournament.

However, rain prevented any play in the final round yesterday, which would have seen East Coast take on West Demerara at Enterprise and Georgetown play East Bank at the Police Sports Club Eve Learybased ground.

Thus, with their two opening-round victories over East Bank and Georgetown respectively, East Coast Demerara were declared champions of the tournament, followed by Georgetown, East Bank and West Demerara.

Bhaskar Deodat took 2-25 for East Coast, who like Georgetown had defeated East Bank in their first-round clash and, led by Ramnarine Chatura’s unbeaten 63 and 37 from Gavin Boodnauth, replied with 147-6 in 39.1 overs to defeat Georgetown by four wickets.

In their contest against West Demerara, East Bank were bowled out for 158 in 47 overs after they were inserted in hazy conditions at the Police Sports Club ground, Eve Leary, with Stephon Wilson and Daniel Scott adding 38 for the third wicket after they were reduced to 26-2.

Wilson struck four fours before he was dismissed for 26 while Scott hit a solitary boundary in scoring 23 and, following their dismissal, East Bank slipped to 73-5, before Bhojnarine Singh and Mark Ramsammy (10) shared in a sixth-wicket stand of 31 while Singh went on to add 38 for the

seventh wicket with Jeremiah Scott, bringing some respectability to their team’s total.

Singh hit three fours in his 23 while Scott made 22 with two fours, even as Keshram Seyhodan grabbed 3-13, Vickram Talmakund 3-28, Ganesh Jitlall 2-18 and Kelvin Shewprasad 2-46 for West Demerara, who in their reply lost Kennard Moonsammy (6) with the score on 18.

However, Shewprasad and Seyhodan stabilised the chase with a second-wicket stand of 60, before Shewprasad was dismissed for 30 (3x4), followed

by Seyhodan who fell for 35 (3x4), after which, their side’s reply went downhill despite a cameo 22 (2x4, 2x6) from Mark Jeffers as West Demerara were bowled out for 138.

Left-arm spinner Wilson captured 4-35; Abdel Bacchus snared 3-18 and Sagar Hetheramani 2-13 for the victorious East Bank Demerara unit.

Meanwhile, the competition bowled off on Monday with Georgetown and East Coast chalking up first-round victories over West Demerara and East Bank respectively.

At Eve Leary, West Demerara batted first and were bowled out for 125 in 40.1 overs, with only Seyhodan 33 and Shewprasad 25 showing resistance to the bowling of Colin Barlow who took 3 for 20 and Mark Baptiste 2 for 15.

Georgetown replied with 126-1 in 24.2 overs, led by 59 from Joshua Persaud and 33 from Raymond Perez, to set up their important clash with East Coast the following day, which they lost.

At Enterprise, East Coast overcame East Bank by 76 runs, after taking first strike and posting 221 for 2 off their allotted 40 overs, led by Chatura who struck an unbeaten 71, 62 from Boodnauth 43 from Yadram and 26 from Shrichand Gangaram.

East Bank in reply were restricted to 145-5 in 40 overs in response, with Paul Thomas scoring 33 and Mark Ramsammy 32 as Bhaskar Deodat and Afzal Rohoman snared two wickets each for the eventual victors.

KMTC Phagwah Meeting

Sunday is closing date for entries HORSE OWNERS and trainers desirous of having their charges compete in this year’s Kennard Memorial Turf Club’s (KMTC) Annual Phagwah horseracing meeting, are asked to note that the closing date for entries is this Sunday.

The event, which was originally set for this Sunday, will now be held on Sunday, March 15, as the organisers decided to facilitate the annual wreath-laying ceremony that is held at Babu John, Corentyne, for the two late Presidents of Guyana, Dr Cheddi and his wife Janet Jagan.

However, the feature event for next Sunday’s horseracing event still remains a seven-furlong one and is open to horses classified A1 and Lower, with the winner set to take home $1M instead of $700 000 that was initially stated in the press.

The second-to-fourth place finishers will receive $500 000, $250 000 and $125 000 respectively, instead of the $350 000, $175 000 and $87 000 stated earlier.

Race two, which is open to D3 Maiden and E&F open horses, has been changed and is now open to D3 and Lower horses over five furlongs, with the winner set to receive $400 000, while the second-to-fourth place finishers will earn $200 000, $100 000 and $50 000 respectively.

`K’ and Lower over five furlongs will still be a five-furlong race, but is now open to horses classified J3 and Lower and will have at stake $120 000 for the winner, $$60 000 for the horse placing second, $30 000 and $15 000 respectively for the third- and fourth-place finishers.

Another seven-furlong race is also on the cards and is open to horses classified G1 and Lower and the winner will cart off $300 000, while the second-, thirdand fourth-place finishers will receive $150 000, $75 000 and $37 000 respectively.

The opening event will see horses battling for honours in a K1 and Lower five-furlong event, with the winner receiving $120 000, the second-place finisher $60,000, while the thirdand fourth-place finishers will receive $30 000 and $16 000 respectively.

There is another five-furlong race for horses classified J1 and Lower where the winner will receive $180 000 while the other top three performers will cart off $90 000, $45 000 and $22 000 respectively.

(CIDI) 35-lap cycle race title on Saturday, when national cycle coach Hassan Mohamed stages the second Annual CIDI 11-race cycle programme around the inner circuit of the National Park from 09:00hrs.

Last year when the company came on board, Eastman clocked 1h.18mins:03secs in carting off top honours and fresh from his victory in the first stage of the Dr Cheddi Jagan Memorial Three-Stage cycle road race last Sunday, he will be brimming with confidence going into Saturday’s feature 35-lap event.

He will however have to be very mindful of Team Evolution’s Michael Anthony, Marlon `Fishy’ Williams and Orville Hinds as well as Raynauth Jeffrey and Paul DeNobrega, all of whom have been showing good form since the 2015 cycle season started.

Anthony won last year’s juveniles’ 10lap category, but is no longer a juvenile cyclist, so this paves the way for a new winner to be crowned.

Junior Niles, the winner of last year’s veterans’ Under-50 five-lap race will have his work cut out if he is to make a successful defence of that title since Linden Blackman and Ian `Dumb Boy’ Jackson seem to be coming into form.

Clyde Jacobs will be seeking to make a successful defence of the mountain bikers’ five-lap race and will have an uphill task on his hands. Other races planned for the day include two and three-lap races for BMX boys and girls as well as a five-lap race for veterans over 60 years of age.

Shabazz signs two-year deal with GFF ... takes charge of U-23 and Golden Jags squads

By Rawle Toney YESTERDAY, Trinidadian Jamaal Shabazz inked a two-year contract with the Guyana Football Federation (GFF) which takes effect immediately and would see the Caledonia AIA founder and owner taking charge of this country’s Under-23 and Senior teams.

With the Olympic and FIFA 2018 World Cup Qualifiers on the horizon, the GFF Normalisation Committee Chairman Clinton Urling said the position taken now by his body is one which reflects its mandate as a committee installed by FIFA, and to also put Guyana back on the world stage.

Urling didn’t disclose the terms of Shabazz’s contract, only stated that it is one which will benefit the game and was done with the interest of the country’s football and its development at heart.

The recent GFF technical team will get into gear and prepare for Guyana’s first international friendly at home in over two years, when the Golden Jaguars host St Lucia at the Guyana National Stadium on March 22.

It is the hope of the GFF that the St Lucia engagement will serve to give the head coach and technical team another chance to further assess where Guyana’s competitive game is, as they continue to prepare for the CONCACAF preliminary qualifying round in June for the 2018 FIFA World Cup. The GFF in a release recently had stated more players would be given the opportunity to impress the technical staff as they aim to put together the best possible team to represent Guyana.

Davis breaks silence on her appointment

DEIDRE DAVIS, the woman selected as the understudy of temporary General Secretary of the Guyana Football Federation (GFF) Richard Groden, yesterday broke her silence stating that a fresh start professionally propelled her to apply for the advertised vacancy of general secretary of the GFF. Davis took office last Tuesday (February 24) and will officially take the position of general secretary of the GFF when the life of the Normalisation Committee comes to an end but for now, she sits as an assistant to Groden.

According to FIFA, the life of the GFF Normalisation Committee runs until the end of September and during that time, Davis will be Groden’s assistant and after his departure, Davis will take the position on a permanent basis.

The GFF was without

a general secretary following the sacking of Mabiola Howard in December who had taken over from Noel Adonis.

Davis, according to the Normalisation Committee, holds an MBA from the Australian Institute of Business and a Bachelor of Sciences Degree in International Relations from the University of Guyana.

She also has nine years professional experience working with the Roraima Group of Companies where her most recent title was that of Human Resources Manager.

Speaking to Chronicle Sport yesterday, Davis said she was actually looking for a professional change and it prompted her to send an application to the GFF. Groden was one of four officials who escaped punishment from FIFA over the Caribbean Football Union (CFU) bribery scandal that saw then-GFF president Colin Klass being banned from the sport, with Groden receiving a warning from FIFA’s ethics committee for his involvement in the Qatari Mohamed bin Hammam cash-for-votes scandal.

The Normalisation Committee had stated that Groden has extensive experience in the inner workings of the international football network, having served on many FIFA and CONCACAF committees throughout his career.

He also served as CEO of the Organising Committees of five Trinidad national teams’ appearances in various World Cup categories, including the Soca Warriors in the 2006 World Cup in Germany and the Girls’ Under-17 finals in 2010 in Trinidad.

“I learn of Mr Groden’s appointment after I would have applied for this position and from my understanding and my own research of Mr Groden, he has extensive knowledge of football administration which is useful for any person coming into the game.

I know that there was some controversy with regard to him and I know the Normalisation Committee would have done their own investigation regarding his selection and his appointment from CONCACAF and FIFA and I am here to learn and that is my position on the matter,” Davis said.
