Gov’t announces 10% tax waiver on fuel for miners

…will directly benefit between 12,000 and 15,000 persons THE Ministry of Natural Resources and the Environment (MNRE), along with the Guyana Geology and Mines Commission (GGMC), yesterday met with the Guyana Gold and Diamond Miners Association (GGDMA) after which it was announced that approval has been granted for a tariff waiver of 10 per cent, on diesel fuel imported

by GGDMA Trading Inc. for use only within the mining sector.

This is in addition to the fuel importation licence that was granted to the GGDMA Trading Inc. to allow for the cheaper importation of fuel.

The meeting yesterday discussed plans and initiatives for the mining sector in the coming year.

Following the meeting, Patrick Harding, President of the GGDMA, welcomed the reduction in taxes for the purchase of diesel fuel for use in the mining sector, which will only be available through the GGDMA. According to the association’s representative, “It is expected that twelve to fifteen thousand persons directly involved in the sector will benefit from this intervention.”

The Ministry has already supported the request for the waiver of tariffs and duties on equipment and spares, and this was granted by the Government and implemented by the Guyana Revenue Authority (GRA).

A list of 19 suppliers of mining equipment and spares was approved for tax waivers on the importation of the equipment.

This, according to the Natural Resources Ministry, will reduce the cost of spares and critical supplies for miners and is in addition to the items that are currently imported duty free, such as pumps, flexes, and matting, among others.

Following yesterday’s meeting, it was also reported that the Ministry and GGMC continue to undertake the rehabilitation of hinterland roads and infrastructure to ensure that mining lands are easily accessible.

“Discussions are continuously ongoing with regard to the maintenance of hinterland infrastructure, and ensuring that value for money expended is achieved,” the Ministry said.

Natural Resources Minister, Robert Persaud, meeting with GGMC, GGDMA stakeholders To this end, a combination of approaches was undertaken and GGMC is currently reviewing feasible road designs and construction methods that can be adopted, bearing the constraint of financial resources in mind.

It was reported too that simultaneous efforts are being made to implement Road Users’ Agreement for specific heavily traversed roads that are prone to destruction, since it is recognised that heavy usage of the road in wet conditions lead to damage and require continuous rehabilitation at significant cost.

“More importantly, the expenditure of funds on hinterland infrastructure is as a result of a collaborative effort with the relevant ministries and the key stakeholder, GGDMA.” It was observed that in 2014, GGDMA provided a list of hinterland infrastructure for rehabilitation that it deemed critical.

“These roads/bridges were rehabilitated and the same approach will be undertaken in 2015, whereby GGDMA will provide its considerable insight on areas for special focus,” the Ministry said.

It was agreed that a meeting will be held where the recommended roads and infrastructure to be rehabilitated and maintained in 2015 will be finalised by GGDMA and GGMC/MNRE. Meanwhile, Natural Resources and the Environment, Minister Robert Persaud said despite the fluctuations in global gold price, the Government remains optimistic and will continue to engage and support miners to cushion the effects.

He also pointed out that his Ministry and the relevant agencies will further enhance its collaborative working relationship with the GGDMA and continue building on the achievements of 2014.

Minister Westford debunks ‘super-salary’ claims - details difference between contracted, regular staff

THE perception that contract workers are receiving ‘super salaries’ was recently debunked by Minister of Public Service, Dr. Jennifer Westford during an interview on ‘Political Scope’ on the National Communications Network (NCN).

The minister was at the time highlighting some of the functions of the Public Service Ministry, which include the competent management of key public institutions; the development of the human capital; and ensuring a peaceful industrial climate.

The Political Opposition and some sections of the media are of the view that contract workers are earning “super salaries”, but, as Minister Westford explained, the difference between a contract worker and one on the pensionable establishment is that the latter will work until age 55 or 60 years, and receive a pension, while the former receives a contract gratuity every six months. This payment, she said, is based on the same pension scheme calculation of 22.5 % of the contracted worker’s salary.

Minister Westford said that according to the Public Service law, “any public service staff can decide whether

they want to be a pension worker or a contract worker.”

She, however, explained that there is a category of workers who, because they are working on foreignfunded projects, are paid based on what the projects provide.

“You have a category of contracted workers, working in the Public Sector, that do not hold a position in the Public Service. Those people are on foreign-funded projects, and the projects determine the salaries of those persons… Some of those projects are coming to an end; their salaries are adjusted, because they would now be on the Public Service Public Service Minister, payroll,” Minister Westford Dr Jennifer Westford said. By Gary Eleazar GUYANA will today be hosting the largest business/ trade delegation ever to grace these shores from its neighbour to the east, Suriname, as the Private Sector Commission (PSC) spearheads the first ever Trade Mission meant to foster better trade relations and boost tourism ties, as well as to iron out any difficulties that may be experienced on either side.

Chairperson of the PSC’s sub-committee on Trade, Ramesh Dookhoo, along with executive member of the business umbrella body, Eddie Boyer, yesterday updated media operatives on the initiative ahead of the arrival of the Surinamese delegation today for the twoday confab.

According to Dookhoo, at least 40 Surinamese companies and government representatives will be taking part in the confab, in addition to the Surinamese Chamber of Commerce, several local chapters of local chambers of commerce, the Surinamese Trade Minister,Don Tosendjojo, along with Guyanese Foreign Trade Minister, Carolyn RodriguesBirkett.

As it relates to government participation at the event, representatives from the Customs Departments of both countries are expected to make presentations to the working sessions.

Representatives of t h e G u y a n a O ff i c e f o r Investment (GO-Invest) and the Surinamese Business

forum are also expected to be a part of the working sessions.

NO TALK SHOP Dookhoo, who is also the Chairperson of the Caribbean Association of Industry and Commerce (CAIC), told media operatives that measures are being put in place to ensure that the event does not result in just

another talk shop, but rather, the PSC wants to see the decisions taken implemented.

In an effort to do this, the event has been structured in such a way that more time will be dedicated to the ‘working sessions’ of the confab, as according to Dookhoo, the ‘niceties” have been limited.

“We are de-emphasising many speeches; what we want to do is to encourage

businesses in Suriname to meet businesses in Guyana, to develop ties and to develop opportunities, and to have business to business meetings which we hope will dominate the entire visit.”

According to Dookhoo, too many times have there been forums where “we all talk too much and we go home with nothing to show; we are hoping that this will

be different.

He was adamant that the authorities will be documenting all that transpires and “we will all follow up on the discussions that were held.”

Dookhoo did point out that on very many occasions where similar such confabs are held, there are a number of governmental issues that remain unresolved, which,

in many cases, stymie accelerated progress on decisions taken.

As a result, Dookhoo said, “we are going to have government officials meeting with the Surinamese delegation …similarly businesses on our side will have the opportunity of meeting a

Charlie Hebdo attack: Print run for new issue expanded

(BBC News) MILLIONS more copies of French weekly Charlie Hebdo are being printed after the first run sold out in hours.

Five million copies are being produced - up from three million planned - a week after Islamist gunmen murdered 12 people at its offices and five others in subsequent attacks in Paris.

The “survivors’ issue” has angered some Muslims by depicting the Prophet Muhammad on its cover.

A video purportedly from al-Qaeda in Yemen said it planned the Hebdo attack.

US state department spokeswoman Marie Harf said they believed the video was authentic but could not determine if its claims were true.

The group, AQAP, had previously welcomed the attack, without acknowledging any role in the operation.

The gunmen are said to have used earlier publication of images of the Prophet as justification for their attack on the magazine.

Charlie Hebdo’s latest cover shows a cartoon depicting the Prophet Muhammad weeping while holding a sign saying “I am Charlie”, and below the headline “All is forgiven”.

“I am Charlie” emerged as a message of support for the magazine following the attack on 7 January, which left eight journalists, including its editor, dead in addition to four others.

In a separate attack in Paris two days later, an Isla-

Charlie Hebdo’s decision to publish another cartoon of the Prophet drew threats from militant Islamist websites and criticism from the Islamic world The Islamic State (IS) militant group said it was “an extremely stupid act”.

Meanwhile, a new video apparently from AQAP said the group had planned and financed the Charlie Hebdo attacks in “vengeance for the Prophet”.

It said it was a “success” that the magazine shootings had “coincided” with the attacks by supermarket gunman Amedy Coulibaly.

Political uncertainty in Haiti as parliament is dissolved (BBC News) PARLIAMENT in Haiti has been dissolved after the failure of last-ditch negotiations over a new electoral law.

President Michel Martelly had been trying to secure backing for a US-sanctioned plan to postpone elections again.

He now effectively rules the country by decree but his term of office runs out next year.

Haitian opposition groups say they will continue months of street protests to try to force his resignation.

The political deadlock is centred on a dispute over a new electoral law, which opposition lawmakers have refused to approve.

On Sunday, President Martelly said he had reached a last-minute deal with the opposition to hold the elections.

But key left-wing opposition party Fanmi Lavalas, which has been at the forefront of anti-government protests, was not part of the deal.

Mexico to continue promoting agricultural development in the Caribbean MEXICO CITY, United States (CMC) – MEXICO says it will continue to help Caribbean countries develop their agricultural capacity-building programme now being carried out successfully with support from the Inter-American Institute for Cooperation on Agriculture (IICA).

In addition, Mexico announced plans to help Central America with the programme that is now underway in 15 Caribbean countries.

“This expansion will help strengthen agriculture in the Americas,” said IICA Director General Dr Victor Villalobos as he highlighted the results of the first phase of the programme.

In his report on the “Capacity Building Programme to Promote the Development of Agriculture” at a meeting involving the agricultural authorities of Latin America and the Caribbean, said that the training provided had made it possible to promote the development of agriculture in the Caribbean and position Mexico as a strategic partner in South-South cooperation.

He said that the programme had made it possible to identify productivity models that could be replicated in the economies of the Caribbean countries in relation to six key issues: protected agriculture, water conservation, family agriculture, sheep production, plant pathology, and rural tourism.

The work consists of both theoretical and practical courses and technical follow-up, with 295 people having taken part so far.

The training is provided

by Mexican scientific and academic institutions such as the Centro Regional de Servicios Integrales para la Agricultura Protegida (CRESIAP), the Centro de Investigación Científica de Yucatán (CICY), the Universidad Autónoma de Chapingo (UACH), the Instituto Mexicano de Tecnología del Agua (IMTA) and the Colegio de Postgraduados (COLPOS).

IICA says it intends to focus the programme this year on subjects such as animal and plant health control in ports and at airports and border posts, biotechnology and genomics, water and soil conservation, family and backyard farming, rural tourism and protected agriculture.

The plan is to train 200 technical officers, in Mexico and other countries, with a view to improving the agriculture of the 21 nations taking part. The courses will be tailored to the needs of each country.

Honduras police find human remains in youth jail

A team of 150 people searched the prison after the authorities got a tip-off about a grave inside the jail (BBC News) POLICE in Honduras have uncovered a makeshift grave containing human remains at a jail for young offenders.

They said it contained the remains of at least two inmates.

Officials said they had assumed the two had escaped six months earlier but now thought they had been killed by rival gang members.

Honduras has the highest peacetime murder rate in the world and its prisons are notoriously overcrowded and violent.

Renacimiento prison, about 20km (12 miles) north of Tegucigalpa, holds 120 inmates between 12 and 18 years of age, the majority of them gang members.

Other remains The bodies were found after a tip-off about a grave triggered

a two-day search by security officials.

Police said they thought the grave might hold six more bodies of people reported missing last year.

“We thought these youths had escaped six months ago but they could have been killed, dismembered, burned and buried over a personal dispute,” police chief Gustavo Paz said.

Local media reported that the inmates more or less ran the prison from the inside as guards were too afraid to enter the premises and only controlled the perimeter.

By law, guards in Honduras are not allowed to carry firearms inside youth offender jails.

Prison breaks are common at Renacimiento.

creased last week after more than two dozen inmates escaped. They were quickly recaptured after they came to blows with a rival gang.

But a group of 12 inmates who escaped in November and whom police described as “dangerous” remain on the run.

Human trafficking is a worldwide scourge ON the occasion of Human Trafficking Awareness Day, observed last Sunday January 11, 2015, Minister of Human Services and Social Security, Ms Jennifer Webster stated, inter alia: “The Government of Guyana continues to make significant strides through the collaborative efforts of the Ministerial Task Force on Trafficking In Persons, together with non-governmental organisations and other stakeholders in Guyana.

“Taking into consideration the global impact of this phenomenon, decisive action is required at the national and regional levels in order to respond effectively and efficiently to the vulnerabilities that increase the likelihood of persons being

victims of trafficking in persons.

“Today, all over the world men, women and children are victims of human trafficking – labour and sexual exploitation. To help fight this social disease, the Government of Guyana has initiated a four paradigm approach, namely: Prevention, Protection, Prosecution and Partnership.

“Government enacted legislation in 2005 – The Combating of Trafficking In Persons Act, 2005 to combat this scourge specifically, that hinders the development of its citizens…”

The minister went on to list the many interventions and initiatives that the Government has utilised to combat this heinous scourge, whereby men, women

and children are bartered like cattle in the marketplace for profit and/or pleasure.

However, Guyana has limited resources, vast hinterland spaces and open borders so it is almost impossible to effectively police the areas where such evil is most likely and does occur.

Persons, including children are lured through some pretext or the other and then fall prey to the unscrupulous devils who barter with human lives.

The tragic outcomes are documented throughout the world in one sick scenario or another and it seems this is a fight already lost because the instances where, either through trickery or forcible abduction, persons are taken from families and traded into lives of unimaginable horror,

most often vanishing without a trace.

The only way this fight can be effective is if every human being become each other’s keepers, looking out for the suspicious characters in communities, suspicious movements; and a system where such suspicions can be investigated, with a possible rescue in successful operations.

Even if one life is saved out of a thousand false alarms, then such an endeavour would be well worth the effort.

Legislation without requisite enforcement is senseless; so prosecution of perpetrators should be swift and harsh enough to act as a warning to others engaged in such heinous actions against their fellow humans.

THE WAR ON TERROR IT was former US President George W. Bush who coined the term “war on terror” following the destruction of the World Trade Centre in September 2001.

That was some fourteen years ago but the war appeared to be far from over. The main objective of the war was to dismantle terrorist networks throughout the world in particular the al-Qaeda network which was blamed for the destruction of the World Trade Centre in which nearly 2000 persons perished including several Guyanese.

One of those who perished was a relative of mine whose workplace at that time was located at the World Trade Centre. I have vivid recollections of that Centre as I was taken on a visit to that imposing structure by my cousin who unfortunately perished in that inferno.

The war on terror led to regime change in two countries who it was believed aided and abetted terrorism and the terrorist attacks. The two countries were Iraq and Afghanistan both of which were actually invaded militarily by a US-led coalition.

The recent attack on a French newspaper by terrorists in which twelve persons died has once again brought to the surface the question of organised terrorism and the extent to which the terrorist network has been disabled by the US-led war on terrorism.

While there has been some success, the

most notable of which was the killing of Osama Bin Laden, believed to have been the mastermind of the al-Qaeda terrorist network, there has been no letting up on terrorist activities globally. In fact, that terrorist grouping has openly and boldly claimed involvement in the Paris attack, according to media reports.

The attack is seen as the French version of September 11 and has attracted worldwide condemnation. Over a million people and several world leaders participated in a massive rally in Paris in solidarity with the fallen journalists, the biggest seen in France and Europe for decades.

Terrorism is evil and must be condemned and eradicated. The question is by what means. One thing is clear. There can be no military solution to a problem that is basically ideological, cultural and historical. The war on terror for all practical purposes has failed to obtain the desired results, despite the billions of dollars that have been spent since the destruction of the World Trade Centre in 2001.

One fact that cannot be dismissed is that the United States in particular and the western world in general is perceived by a significant body of opinion, especially in the Islamic world, as culturally biased against Islam. It is this dislike for the west that has given rise to extremist groups such as Boko Haram in

Nigeria which is opposed to anything western, more particularly western education. Boko Haram continue to wreak havoc on Nigerian society the most dramatic of which was the kidnapping of over a hundred female students some months ago and who until this day remain in captivity.

Another worrying development has been the rise of ISIS (Islamic State) which has captured large swathes of territory in Syria and other neighbouring countries. The declared intention of this fundamentalist group is to establish an Islamic state in the Region.

As mentioned before, the solution to extremist actions among some segments of the Islamic community must go beyond military interventions which has proven so far to be ineffective in curbing the rise of extremism and violence in the world.

The United States need to seek new approaches to deal with this problem which should include new diplomatic initiatives to find a solution to the Palestinian issue which for decades have fuelled tension between itself and several Arab countries, some of whom at varying periods were even considered allies of the United States.

Indeed, it is this failure by the United States to take meaningful steps to support the recognition of Palestine as an independent state that has led to much scepticism if not animosity against the US administration which

is perceived to be in support of the unjust actions taken by Israel against the Palestinian people.

The west also should avoid that tendency to view the world through the lens of western civilisation. There needs to be greater tolerance for ideological differences and for religious sensitivities. There is no need to be provocative which could hurt the religious sensitivities of people, however irrational these may be from a western perspective.

The recent publication of a cartoon depicting the Holy Prophet Mohamed by the very paper that was attacked by Muslim extremists is in my opinion unfortunate if not reckless and would not help the healing process.

One of the unintended consequence of the senseless slaughter of the Charlie Hebdo journalists is the possible rise in xenophobic tendencies especially against Muslims in France and other western countries with significant Muslim populations such as Britain and Germany.

Fortunately, in Guyana we have come a long way in terms of respect and tolerance for cultural and religious diversity, something which the more developed countries can learn from our experience.

Netanyahu’s policies are fuelling anti-semitism I AM no longer surprised by what Israel’s Prime Minister Benjamin Netanyahu says or does. No leader with any pride and sensitivity would have tried to exploit for political gain the tragic deaths of four French Jews who were assassinated in a kosher supermarket in Paris.

It is one thing to travel to France and demonstrate solidarity with the French people after the horrific execution of 12 journalists at the satirical newspaper Charlie Hebdo; it is an entirely different matter to use the occasion to call on French Jews to immigrate to Israel to avoid anti-Semitism and “live secure and peaceful lives.”

At this moment, when France has a good deal of soul-searching to do, we may do well to recall the thoughts of Jean-Paul Sartre, whose Anti-Semite and Jew, though written over seventy years ago, contains observations that are no less true today, such as his diagnosis of anti-Semitism as an all-consuming passion, a “total choice” that transforms hatred into a faith.

Sartre understood that the answer to anti-Semitism did not lie in the Jews of France leaving their country - “their original fatherland” - to live in Jerusalem or Tel Aviv, as Netanyahu recently proposed.

Any solution to the problem of anti-Semitism (which is on the rise all over Europe) will involve recognising, in Sartre’s closing words, that “[n]ot one Frenchman will be secure so long as a single Jew – in France or in the world at large – can fear for his life.”

French Prime Minister Manuel Valls

recognised this fact when he expressed deep concerns about the prospect, however remote, that a large segment of French Jews may leave France because of the rise of anti-Israel and anti-Jewish sentiments.

For Valls, the recognition of Jews as full citizens is a founding principle of the 1789 French Revolution and remains one of the central pillars of French democracy.

By calling on French Jews to immigrate to Israel while still on French soil, Netanyahu was rudely suggesting that they are no longer safe in France and only Israel can provide a safe haven where they can live without fear and with security.

Netanyahu conveniently forgets that 80 times more Israelis were killed in Israel by suicide bombers and random acts of violence in the past 20 years than all Jews killed in Europe by terrorists in the same time period.

French, British, and American Jews do not see Israel as the exclusive home for the Jews; they are proud to be citizens of their respective countries. Netanyahu’s scare tactics to prompt the Jews to leave their places of birth is an affront to France and to Jews as well.

Yes, the majority of these Jews have a special affinity to Israel, but they do not feel torn between their loyalty to their country of birth and their kinship with Israel.

Although a greater number of Jews left France to live in Israel in 2014 than the previous year, many more immigrated to the US and Canada, among other countries. It should be noted that the overall number of

young Western Jews immigrating to Israel has declined over the past ten years.

They no longer view Israel as a pioneering, free, and democratic state the way they envisioned it before. They do not accept the occupation as if it were a way of life; they vilify discrimination against Israeli Arabs and loathe the endemic corruption of Israel’s political elite.

While Netanyahu calls for Jews to immigrate to Israel, he has done next to nothing to stem the flow of Israeli Jews emigrating from Israel; nearly one million left in the past 20 years. Ironically, many are leaving because they fear for their security and do not wish to have their children enlisted in the army, as the Israeli-Palestinian conflict grinds on.

Anti-Semitism has existed from time immemorial. There is probably little the Jews can do to change that sad reality, just as African-Americans can hardly change the racism of many white Americans.

Even after the 1863 Emancipation Proclamation, the passage of the 13th Amendment outlawing slavery two years later, after decades of struggle for civil rights, and the election of a black President in 2008, racial profiling remains a source of deep resentment for African Americans.

Whether anti-Semitism is instigated by envy, enmity, or is culturally espoused, escaping to Israel would simply hand a victory to the anti-Semites. There will always be Jews living throughout the world (perhaps it’s the secret behind their survival) and the anti-Semite will still lurk in the shadows.

The question is, since anti-Semitism cannot be expunged and the Jews will have to live with it, what can they, and particularly Israel, do to allay the disease of anti-Semitism?

Regardless of where they may live, the Jews need not bend backwards to please their enemies, but the onus falls especially on Israel to do the right thing and stop feeding fuel to the fire.

It is not by sheer accident that the whole world, including Israel’s closest friend and ally—the US—rejects the settlement enterprise and the continued occupation, and it is not accidental that there is a spike in global anti-Semitic incidents every time the Israeli-Palestinian conflict flares up.

Netanyahu must accept the fact that the occupation is one of the main causes (but not the source) behind the recent rise of anti-Semitism. Instead of focusing on ending it, he is calling on French Jews to immigrate to Israel only to ‘become oppressors’ of the Palestinians. `Reaching an equitable peace agreement with the Palestinians will not eliminate anti-Semitism, as Sartre observed, “If the Jew did not exist, the anti-Semite would invent him.” But it will, at a minimum, regress anti-Semitic fervor.

No, if Netanyahu cannot find his soul, the hour is calling for another Israeli leader to rise and have the courage to answer the call.

Bravo, Pollard stats justify omission from ODI team HOW quickly we forget.

When Dwayne Bravo and Kieron Pollard, among others, engineered the pull-out of the West Indies team from the tour of India, causing monumental embarrassment to West Indians all over the world, their condemnation was almost universal. I wrote then that the players involved should never again play cricket for the West Indies, that the “crime” called for the harshest penalties and it would be a pity if the punishment was construed as victimisation. I still hold that view, even though I will miss seeing them play for, once in a while (like one in ten matches), they do provide some memorable moments.

However, in recent days, we have heard some loud voices claiming that Bravo and Pollard were “victimised” by being dropped from the West Indies ODI team. They are talking as if Bravo and

Pollard have consistently played important roles in ODI matches, as if they have been making regular, sterling contributions to the team effort. Their record does not support this.

In the aborted series against India, Bravo had scores of 17, 10 and 0. He bowled a total of 20 overs and took 4 wickets for 130 runs. Hardly awe-inspiring. Go back, if you will, to the previous series against bottom-of-the-table Bangladesh. He had scores of 5, 6 and 3 not out. He bowled 12 overs and took 5 for 64, just about average.

His batting average for his last 6 innings was 8.2.

(One has to go as far back as February 2014 to find a good score, 87 not out in the first match against England. This was followed by scores of 20 and 27. Overall, one good score in 9 innings.)

Now, forget the fact that he belongs to your cricket club. Do you really consider such a performance worthy of your ODI cap-

tain? If a player is dropped for such poor performance, why would anyone claim that he is being victimised? Any other player so dropped would hardly raise an eyebrow. Why the furore over Bravo?

Now let’s look at Pollard. In the Tri-Nation series involving India and Sri Lanka in June-July 2013, he played four matches with scores of 0, 4, 0 and 0. Despite this abysmal performance, he was picked for the Pakistan series which followed soon after. After scores of 3, 30 and 0, the selectors finally found the courage to say that enough was enough and dropped him for the remaining two ODIs. His average in seven matches before being dropped was 5.3, hardly the stuff on which a claim of victimisation can be made.

Fast forward to August 2014, the next time Pollard was picked for the Windies, against Bangladesh. He started off well enough with 89 in the first match. But then he faltered

to 26 and 10 in the next two. As if to confirm my one-in-ten claim above, he had one good score in ten consecutive innings.

And then came India in October 2014. He played three matches with scores of 2, 40 and 6. (He also bowled 3 overs, taking 0 for 22 but that’s immaterial except to indicate that even his captain, Bravo, does not consider him an all-rounder. Bravo did not give him a single over in the Bangladesh series.)

So, in his last ten innings for the West Indies against decent opposition, Pollard’s batting average was 8.5. If you include the matches against Bangladesh, his average in his last thirteen innings climbs to 16.2. An improvement but, still, hardly remarkable.

I submit that, based on their recent performances, the WI selectors’ decision to drop Bravo and Pollard from the ODI team, should not be construed as an act of victimisation. I

dare any commentator or professed cricket analyst to justify their claim of victimisation based on

the statistics presented.

Main suspect breaks silence in exclusive interview BACKED by his mother, father and aunt, the 17-yearold young man who is being accused by the mother of an 18-year-old boy of organising a gang rape of her son yesterday accepted an invitation to share his side of the story with the Guyana Chronicle newspaper.

Yesterday, the 17-year-old, who goes by the alias “Romel”, said he has no idea of any rape that was committed on his friend “Ravo” by himself or anyone associated to him on the day in question.

According to the young man, who spoke with this newspaper in the presence of his parents, explained that on Old Year’s night he invited Ravo to a party that was being held at his uncle’s place in Crane and which was attended by both male and female adults.

He said that about 17: 00hrs on that day “Ravo” confirmed that he was going to accompany him to the party and showed up at approximately 20:00hrs at the Vreed-en-Hoop junction.

The two then left for the party and by midnight they had returned to Romel’s home where they spent the night. The young man related that the following day Ravo woke up and

took a bath, drank a cup of tea but refused to eat anything.

Ravo then enquired from Romel if he can stay a bit longer to go another party that Romel was attending later that night and together they again went to the event.

The fear has grown so much that the relatives of the dead woman are reluctant to travel to this country for her funeral and as such, a decision was taken to have her cremated in the United States. Deonarine Sanasie is also in the United States, but reportedly not in the same state as the relatives of the woman and the location where her funeral will be held.

Yesterday a senior police source dispelled the notion that they would be seeking to

Just who is Granger fooling HOW MUCH more contradictory can David Granger become is best determined by his predilections for utterances that continue to beg the question as to his mind-set.

OBSERVER is of the view that playing politics is one side of the coin; be it as it is, serious politics is also inherent of a responsibility that should reflect the realisation of a moral responsibility for actions on the part of leaders that may have consequences on a country’s development.

It further calls into question the practicality of leaders; thus, for Granger to complain that uncertainty over elections is impacting negatively on the economy, that has resulted in a fear “to invest”, has to be the most asinine conclusion that he has uttered, since entering national politics.

OBSERVER posits this conclusion, because of the great

pretence that is unmistakably the underpinning of this great piece of contradiction, on the part of Granger. Political amnesia as well as an addition to this masked deceptive mosaic.

Surely, he cannot claim ignorance of his A Partnership for Unity’s (APNU) reckless decision to support the Alliance For Change (AFC)actions of an intended NoConfidence vote, intended to force national elections, almost two years before constitutionally due. Of course, such a selfish plan was pre-empted by President Donald Ramotar’s decision to prorogue the Assembly. It was a decision that would have agonised the President, since he had made numerous appeals for the political Opposition to engage in talks, particularly with regards advancing the national development agenda. Such was definitely more

important than the AFC’S wild gung-ho strategy in seeking an electoral showdown.

So, if indeed there is a reluctance in investor confidence, as Granger claims, then he ought to recall his pivotal contribution in causing such a negative situation, in supporting that intended motion.

Just why Granger allowed himself to be dragged towards such a position of support is still everyone’s puzzle, given the fact that his utterances were centred around Local Government Elections.

OBSERVER posits that the bitter truth is just beginning to dawn on Granger especially: that he is being led like a blind man, by the AFC, on a mad rush straight into a wall of electoral disaster!

SMUGGLING Meanwhile, Dookhoo was asked to weigh in on what, if any place, the issue of smuggling will take at the Trade Mission, along with the PSC’s position, to which he responded bluntly, “we are unhappy, and our manufacturers especially are unhappy, about cross border smuggling.”

Dookhoo was quick to point out that time has been allotted during the course of the two day confab for representatives of the Customs Departments of both countries to make presentations.

“Obviously the Private Sector will be asking some hard questions, our manufacturers especially are very, very concerned about cross border smuggling into Guyana…the Private Sector demands that the smuggling be reduced to a minimum level,” said Dookhoo.

The PSC officials were loud in praise of the operations of the duty free bond located at Nickerie, Suriname, where an exporter can store his goods before export to Guyana.

According to Dookhoo, the idea was floated recently of putting systems in place to collaborate closely with its Surinamese counterparts at Nickerie which would allow for better tracking of imports and exports.

He announced that the PSC will be pushing the Guyana Revenue Authority (GRA) to adopt such a system.

With one country benefiting from the illegal trade while the other perishes, Dookhoo said that it was Guyana that was

on the adverse end of the equation.

He explained that in Suriname there is greater access to concessionary imports from Europe, which would see, in some sectors, superior goods to that available in Guyana, being smuggled across the border.

Dookhoo explained that European goods coming into Guyana attract a higher tax than imports from a CARICOM country, hence the incentive to smugglers.

According to Dookhoo, the message that the PSC would want to send to the Customs Officials of both countries is, “we are interested in legal trade.”

Nonetheless, this is not being seen as a deterrent, since according Dookhoo, “I don’t think it will overshadow any company, CIDI is an official sponsor of this event as well… business to business, Suriname and Guyana, we have excellent relations.”

It was explained too that the ruling and the judgment has to do with the Government of Guyana and has not affected any business to business relationships with Suriname.

CCJ RULING

On the matter of the Corentyne River Bridge, meant to serve as a conduit between the two countries, Dookhoo said that in his experience, politicians sometimes need the collective support of the Private Sector.

This, he said, is true for both countries and as a result, the notion will be put to the President of the Surinamese Chamber of Commerce, “that we sign a joint statement supporting the building of the bridge across the river.”

A brainchild of the Ministry with responsibility for Industry and Commerce, Dookhoo explained that the Trade Mission is a direct result of a study that was commissioned to ascertain what needs to be done to improve trade between Brazil, Suriname and Guyana.

The study was recently adopted by the Private Sector bodies in all three countries at a meeting in Suriname, and the Trade Mission hosted in Guyana is the first substantial initiative to be undertaken under the accord to promote trade among the South American countries.

Immediately dispelling any notion that the recent court case involving Guyana and a Surinamese company could in any way deter companies from that country taking part in the event, or expressing an interest in doing business locally, Dookhoo pointed out that not only is Caribbean International Distributors Inc. (CIDI) a sponsor of the initiative, but another large scale beverage company out of that country will also be participating.

The Caribbean Court of Justice had ruled that an Environmental Tax charged by Guyana was discriminatory, and as such awarded judgment against the Guyana Government in favour of the Surinamese Company, CIDI, but to date the sum has not been paid.

Attorney General, Anil Nandlall was quoted in the media recently saying that Government did not have money at present to make the payment.

After PPP/GECOM meeting…

Possible solutions to areas of concern brought to table

SEVERAL issues of import constituted the agenda for discussions between the ruling People’s Progressive Party/ Civic (PPP/C) and the Guyana Elections Commission (GECOM) on Monday at the Commission’s Head office in Kingston.

“The meeting was very cordial and fruitful with a number of issues discussed and possible solutions brought to the table…the two- hour long meeting saw the two sides engage in frank discussions, which they both concluded will contribute to free and fair elections thus satisfying the test of international best practices,” the party said in a statement yesterday.

The high- level PPP/C team was led by the party’s General Secretary Clement Rohee, Executive Secretary Zulfikar Mustapha and other senior party members. The GECOM team at the meeting included: GECOM's Chairman, Dr. Steve Surujbally;Chief Elections Officer (CEO), Keith Lowenfield; Deputy Chief Elections Officer (DCEO), Vishnu Persaud; and Commissioners Dr. Keshav Mangal, Mr. Vincent Alexander, Ms. Sandra Jones, Mr. Charles Corbin, Mr. Mohamood Shaw and Mr. Athmaram Mangar. Also at the meeting was the Commission’s Legal Officer, Ms. Juanita Barker.

The PPP yesterday disclosed that the meeting was in direct response to the request made by the PPP/C to discuss current issues and provide the party with an opportunity to quiz GECOM on their plans to problematic areas that were of concern in 2011, as well as address the systems in place to ensure a fair and transparent process.

POLLING PLACES AND STAFF According to the party, among the issues raised and discussed was the selection of polling places and public awareness.

“On the selection of polling stations, GECOM indicated that steps will be taken to avoid as far as practicable the use of private residences as polling stations and to avoid last- minute changes to polling places.

“Unavoidable changes must be done in consultation with political parties. Unlike 2011, polling stations will be checked, approved and made public so as to afford voters the early knowledge of such places and the location in their respective communities.”

Also, the PPP delegation was informed that GECOM’s permanent staff will serve as Information Clerks, as against the inexperienced and lesser qualified staff, as was done previously and which created confusion and frustration for voters.

The recruitment of GECOM’s polling-day staff was another issue up for discussion and the PPP delegation insisted that proper background checks of applicants must be done by GECOM in order to recruit suitable persons who are deemed

fit to execute their duties in a professional and neutral manner on “E-Day.” The party said, “The PPP delegation called for a public vetting process and committed to provide GECOM with justifications in respect of persons not suitable for employment

by GECOM. “The party delegation advised that for GECOM to gain public trust and allow for further vetting, GECOM must make public the names of all persons to be employed earliest. Additionally, the party requested GECOM to inform all political parties about training schedules and to make accessible to political parties, the training manuals.”

To this end, the PPP recommended that presiding officers found guilty of intentional and biased acts in previous elections be blacklisted from playing any role in future elections.

GECOM's CEO reported that this matter is currently engaging the attention of the Commission.

VOTERS’ FOLIO

The introduction of the folio, which is a list of electors with photo identification in the 2011 elections was lauded as a significant stride in the right direction, affording party polling agents the opportunity to properly identify and verify voters.

However, as was previously reported, polling stations were given one folio for all party polling agents rather than one for each agent, and this was a concern that the PPP registered.

The party said, “At some stations no folio was available.

Added to that, the pictures of the electors were very poor in quality. The PPP delegation expressed its satisfaction with GECOM’s decision to make folios available to each party’s polling agent and hailed this decision as necessary in the conduct of free and fair elections.”

GECOM’s chairman gave the assurance that the Commission had already taken a policy decision that this must be the standard operating procedure.

CANDIDATES’ RIGHTS AND PRIVILEGES The PPP delegation also used the meeting to remind GECOM of “the 2011 horrors” experienced by PPP candidates and insisted that they should have never been allowed.

In light of this, the party delegation recommended that such lapses must be corrected in future elections.

“During ‘E’ Day 2011, PPP candidates including the party’s current general secretary were denied their rights and prevented from entering polling stations, especially in Region 4 (Demerara/ Mahaica),” the party charged.

After discussions, the PPP reported that the issue was ventilated and GECOM assured the delegation that all candidates representing political parties will be properly

accredited and that GECOM staff will be made aware of the rights and privileges of candidates.

“The PPP general secretary reminded GECOM that the PPP fought long and hard for the implementation of electoral reforms and for the people of Guyana to enjoy free and fair elections. These gains he said should be upheld and not be frittered away,” the PPP said.

The chairman assured the party that the Commission was very cognizant of these concerns and that efforts are in progress to ensure that the past occurrences are not repeated.

To this end, he underscored that the rights and privileges of candidates, assistant election agents and counting agents on Elections Day are integrally included in the training of personnel to work for the upcoming elections.

OTHER ISSUES Additionally, GECOM has since indicated that it made clear that it has given the assurance to the ruling party that the Commission - within the confines of the relevant legal provisions, and its own considered policy positions – would respond positively to concerns raised by this party as far as is practicable. * Relative to the various issues addressed the Commission, according to a press statement, assured that it would: * Provide the party with a copy of the Training Schedules for polling day staff as they emerge; * The number of private residences used as polling stations in the 2011 General and Regional Elections being reduced and this particular concern was on the front burner of the

WIDER CONSULTATIONS

PPP stakeholders engage GECOM officials on Monday

Another important area where the two parties reached an agreement was in relation to wider consultations.

GECOM has agreed to engage in wider consultations with major political stakeholders and other interest groups in dealing with concerns that pose possible threats to the electoral process and in taking key decisions that will affect the electorate.

Additionally, the PPP and GECOM are expected to meet again to continue discussions on other issues, which will ensure that future elections are transparent and credible.

Monday’s meeting followed an indication from President Donald Ramotar, in early December that Guyana will head to early elections in 2015, after just three years since the last general and regional elections.

Once a proclamation announcing a date for early elections is made by the President, constitutionally, GECOM has three months within which to deliver. The last general and regional elections were held in November, 2011.

AG: Finance Minister faithfully complied with Constitution - as Granger Legal Challenge case continues

ATTORNEY General Anil Nandlall yesterday continued to present his arguments against the granting of a Conservatory Order which was applied for by lawyers for the Leader of the Opposition David Granger.

Granger has requested the courts to stay all spending by Government pending the hearing into his legal challenge on the constitutionality of Government’s spending on programmes disapproved by the National Assembly in the 2014 budget.

The hearing, which commenced on January 2 before the acting Chief Justice Ian Chang, is being heard in chambers.

Nandlall, who is representing the Minister of Finance, Dr Ashni Singh, one of the named respondents in the legal challenge, said his argument was that assuming the court has jurisdiction to grant the conservatory order, it should not, because the Minister had faithfully complied with the procedure outlined in Article 218:3 of the constitution.

That Article, he said, “allows the Minister of Finance to lay a statement of excess in the Parliament after expending money for which no appropriation has been made in the Appropriation Act of any given year and the Minister of Finance has faithfully complied with that procedure in the Constitution…

he had done so in 2012 and 2013, in very similar, if not identical, circumstance, laid before the National Assembly, Statements of Excess and those Statements of Excess were approved by the very National Assembly in 2013 and 2012.”

Nandlall said that he pointed out that most of the money which would have been restored, if not all, has been expended, “therefore you cannot grant an order to restrain an act that has already been committed.”

The Attorney General will continue his submission before the Chief Justice acting when the court resumes next Wednesday. He is expected to show on what services the government could spend pending the passage of an Appropriation Bill.

The other respondents in the action are the Attorney General, who is represented by Attorney at law Ashton Chase, and the Speaker of the National Assembly.

Trotman pedophile allegations….

Additional investigations to be completed by weekend – Crime Chief THE file containing the details of sexual abuse allegations brought against Speaker of the National Assembly, Raphael Trotman, is with the Criminal Investigations Department (CID).

This was confirmed by Crime Chief Leslie James who spoke to the Guyana Chronicle yesterday.

Last week Communications Officer of the Director of Public Prosecutions (DPP) Chambers, Liz Rahaman, disclosed that the file had been sent back to the police for further investigations.

“This matter should be completed by the end of the week,” James assured, during a telephone interview.

The sexual abuse allegations were levelled against Trotman by 22-year-old Johnny Welchman Jr., who made the disclosure first via a post on the popular social media site, Facebook, last September. According to the young man, Trotman sodomized him when he was 12-years-old.

RAPHAEL TROTMAN The Speaker of the National Assembly, since the allegations were made, has been most empathic in his denial of claims that he sexually assaulted Welchman Jr. Subsequently, he moved to the courts to obtain a gag order and filed a $50M lawsuit against the 22-year-old. Last November, he secured an injunction from acting Chief Justice Ian Chang, which prevents Welshman from addressing the issue until the authorities have concluded their work on the matter.

The day after Chang’s ruling, November 12, Welshman attempted suicide and was reportedly rushed to the Georgetown Public Hospital Corporation (GPHC). He was treated for consuming a large amount of a chlorine tainted liquid and sent home.

The young man was being represented by Attorney Peter Hugh. This newspaper understands that he is currently without legal representation.

Once investigations into the matter are completed, the DPP is expected to pronounce on the possibility of charges being brought against Trotman.

Series of activities marks departure of ‘D’ Division commander SUPERINTENDENT Ian Amsterdam concluded his community-related activities as ‘D’ Division commander over the last weekend ahead of assuming the post of Traffic Chief.

On Saturday, the commander witnessed the conclusion of the first-ever Derrick Josiah Memorial Football Tournament, which saw the Fruta Conquerors emerging winners of the competition and the rights to brag for one year.

The tournament which kicked off in December of last year; will again be staged at the end of this year as it has now become an annual feature and Slingers FC will be expected to defend the trophy.

The winner’s trophy for the tournament was donated by businessman Shabadeen Hack, who has been partnering with the police on a number of their community- related projects and initiatives. The trophy for the best goal- keeper was donated and presented by Amsterdam himself, while the Commander’s Trophy was presented to the Slingers captain by the wife of Former Assistant Commissioner of Police Derrick Josiah.

The tournament will now fall under the already up- and-

running C-PETS programme, which the police launched last year under the directive of Commissioner Seelall Persaud and will be a collaborative effort between the C-PETS programme and the West Demerara Football Association.

Meanwhile, also on Saturday the Police in ‘D’ Division launched a youth club in the troubled area of Tuschen, which was one of the high-risk areas in the division for crimes. The youth club was launched at the patrol base which the police re-commissioned in August and is now being used by the Community Policing Group and the police.

The launching of the club was attended by 30 young people and at the end of the exercise they were given sporting gear as a means of keeping them occupied. In addition on that same day, there was the donation of sports and school supplies which were donated to the Save R Kids Children’s Home at Cornelia Ida and the Pharphu Saharan Children’s Home also.

Mentally ill man bludgeons bedridden dad to death

By Leroy Smith EIGHTY- year- old Mohamed Suleiman died on Tuesday evening at the Georgetown Public Hospital, two hours after he was beaten to his head and other parts of his body by his mentally unstable son, 53year- old Ali Mohamed.

The Guyana Chronicle was informed that Suleiman who had been bedridden for nearly 10 years was in his bed when he was attacked by his son with a piece of wood. Suleiman first had a stroke at the age of 34 years and had never recovered from that illness.

Mohamed on the other hand was first diagnosed as mentally unstable 13 years ago when he “tripped out” and had to seek medical attention. The man however never “tripped out” again until last November, when again he began displaying real signs of mental instability, which culminated in the attack on his father. Mohamed was however receiving medical attention for his illness.

When the Guyana Chronicle visited the family’s Lot 38 Parker Street, Providence, EBD residence yesterday morning, they refused to speak on the issue.

However, a neighbour explained that she was inside her house when she heard one of the dead man’s daughters calling at her gate.

She said that when she went out, the woman related what was happening.

The neighbour said that when she looked over from her yard to the window situated in the room of the elderly man, she saw from the shadows that Mohamed was armed with a piece of wood, with which he was inflicting blows on his father.

The woman further explained that she could not hear any noise or sound coming from the house, because there was a birthday celebration in progress nearby, and the music was loud.

After the incident, the relatives with assistance from persons in the area were able to restrain the mentally unstable man, while his father was rushed to the Georgetown Public Hospital. At the hospital the injured man was examined and treated, but he died shortly after.

The police have since taken the mentally unstable man into their custody and up to press time he was being held in isolation from other prisoners.

The home in which the two men lived with other family members Ali Mohamed has been described as a patient of Dr. Bhiro Harry. This is the second patient of Dr. Harry to have acted in a very strange way within the last three

weeks. On Christmas Eve, a woman who is also a patient of the doctor’s clinic, jumped to her death from the Demerara Harbour Bridge.

President, CDEMA Head discuss Region’s Disaster Management Strategy …Guyana’s CDC lauded GUYANA’S role in the Caribbean Disaster Emergency Management Agency (CDEMA) was the topic of discussion when President Donald Ramotar and Head of the Presidential Secretariat Dr Roger Luncheon met with the agency’s Executive Director, Ronald Jackson, at the Presidential Complex yesterday.

In an invited comment, Jackson said it was his first opportunity to meet with Guyana’s President and he used the occasion to discuss the comprehensive Caribbean Disaster Management Strategy. This is a 10 - year plan to achieve disaster risk resilience in the Region, he explained.

“I also shared with the President the main priorities of Caribbean Disaster Emergency Management Agency for the next three years, and how those prior-

ities are likely to support the people of Guyana and their programme for disaster risk management”.

The two also spoke about CDEMA’s management, he said, given that it is an instrument of the 18-member states of CARICOM. There were also discussions on some of the global issues such as the post-2015 development agenda.

Guyana’s Civil Defence Commission (CDC) was described by Jackson as one of the Region’s “bright performers”, particularly over the last three years. The CDC has done a lot of work which he noted was a credit to its leadership, “in looking at its context in a very strategic way, and there have been various strides on both sides of the coin, looking at the prevention side and setting the fundamental

Police appeal for help in Bosai Lab employees solving Linden excavator protest police action operator’s murder

RANKS of the Police ‘E’ Division (Dora on the Linden Highway, Linden, Kwakwani and the Interior) are appealling to members of the public for assistance with information which may lead to the arrest of the suspect(s) in the murder of excavator operator Edgar Trotman, which occurred on January 3, 2015 at his place of work.

Divisional Detective Inspector Singh said Tuesday the case is still being probed, and the police are hoping for a breakthrough with assistance of the public. He urged citizens to come forward and help the police solve the crime, which claimed the life of a father of six.

A vital part of his machine – the computer box, worth about $1M -- was missing from the excavator which he had been operating. Trotman had been em-

ployed with Bosai Minerals Group Inc. Initially, several persons were questioned, including his colleagues, but no one was detained for the homicide.

A post-mortem revealed that Trotman died from multiple blunt force trauma to the head, and from asphyxiation.

The fate of the Linden resident was discovered at about 06:30hrs by an employee who had gone to the site to do some work.

A worker said Trotman had last been seen on the evening prior to the murder at about 19:00 hours, having dinner in the Crusher Room, and he had reported for his shift as per normal.

EMPLOYEES of the Technical Services Lab walked off the job on the night of January 12, 2015, in protest action. They complained of feeling unsafe at work during the night shift and also vented dissatisfaction over action taken by the police in detaining employees for questioning.

This development stemmed from an incident which occurred at about 04:45 hours on Saturday January 10, 2015, where an unidentified person gained access to a secured area of the Technical Services Lab and carted off Crucibles valued over $2 million. This was done in the presence of the employees who were on duty in the lab at the time.

Bosai Security and the Guyana Police Force were immediately summoned to the scene and are presently conducting investigations into the matter since the intruder managed to escape with the Crucibles.

As a result two (2) employees were taken into custody. However, one has since been released whilst the other remains in custody assisting with investigations.

It was alleged that an unidentified individual breached the company security, illegally entered the lab area through a ventilation shaft and unlawfully removed the Crucibles that are critical to the Company’s Operations. The Crucibles are extremely essential for Bauxite Quality Control.

An Executive of the Union informed the company that they should instruct the Police to release the employee currently in custody. As a result Management invited the Union (NAACIE) to a meeting on January 13, 2015 and they were taken to the area where the incident occurred to have a first-hand look and were briefed and shown the CCTV Footage of the intruder and the incident. The Company informed the Union Executive that they cannot instruct the Police on how to execute their investigation and to arrest or otherwise anyone.

It was also pointed out to the Union that the police involvement is necessary since a crime has been committed and especially since there has been an increase in crime in the community.

FUCOP ‘reminiscent’ of Hoyte’s CREEPS – Rohee

THE developing revelations regarding the group, Funding a United Committee for Opposition Presidency (FUCOP), is “reminiscent” of the late former President Desmond Hoyte’s Committee to Re-Elect the President (CREEPS).

This was according to General Secretary of the People’s Progressive Party (PPP), Clement Rohee, during the party’s weekly press conference on Monday at Freedom House.

“The PPP’s concerns over these developments is further compounded over the alarming exposé that resources to finance the election campaign of the PNC/APNU/AFC (People’s National Congress/ A Partnership for National Unity/ Alliance For Change) combination is being mobilised by a gathering of sorts reminiscent of Desmond Hoyte’s CREEPS under the guise of the FUCOP,” he said.

According to him, the response to queries by the current leader of the People’s National Congress Reform (PNCR), Brigadier (rtd), David Granger, was an “interesting” one.

“In this connection, it was interesting to hear Mr. Granger pose a rhetorical question to a journalist at a recent press conference asking whether the journalist ever tried pronouncing the acronym,” Rohee said.

He further surmised that the recent revelations could underscore the positions of APNU and AFC on the critically important Anti-Money Laundering and the Countering of the Financing of Terrorism (AML/CFT) (Amendment) Bill. “(It is a) small wonder why the political Opposition so staunchly opposed the Anti-Money Laundering and Counter the Financing of Terrorism Bill and has shunned any serious discussion on party financing for election campaign purposes,”

Rohee said.

The PPP General Secretary expressed the opinion that this position was “clearly a precursor” for what is now being played out in readiness for the elections campaign by the political Opposition.

DOUBLE STANDARDS Rohee charged that the “double speak and double standards” in which the political Opposition now revels as they “gird their loins” for the election campaign, clashes with the constant harpings on their part about transparency and accountability. “(This is interesting) especially when pitched against the excitement to enter into secret coalition talks with the AFC and the methodology being contemplated by way of collusion and connivance to conjure up a joint programme and a consensus candidate,” he said.

The PPP General Secretary also underscored that in “contra-distinction” the leadership of the PPP for its part continues to enjoy the firm support of its members and supporters. “(Our supporters) have been working assiduously to strengthen the party and its structures in pursuance of its inclusionary policy aimed at embracing all Guyanese who are committed to strengthening our national democracy and working for the patriotic and nationalist interests of our country and people with the bottom line at all times being constant improvement in the well-being of the Guyanese man,

woman and child,” he stressed.

Rohee stated too that the ruling party’s track record, while in Government since 1992, can be judged on the basis of people-centred development in health, education, housing, labour relations, restructuring of the financial architecture of the country, the fight against crime and above all maintenance of the macro-economic fundamentals of the economy.

“All of this has resulted in constant and positive economic growth rates over the past years,” he said.

UNAWARE Meanwhile, the PNCR Leader in a prior comment on the issue of FUCOP’s operations made it clear that he is unaware of any such endeavour.

He dismissed allegations, first made public by the local daily, Guyana Times, that APNU had received millions in funding from publisher of Kaieteur News, Glenn Lall, and assured that his party has never received funding from Lall.

Granger made it known too that there has been no meeting with his party and the said Committee. “I don’t know what FUCOP is about; we have never had any meeting with FUCOP,” he said.

Without mentioning its source, the Guyana Times further alleged that, “Lall’s ownership of a newspaper allows cash to be collected every day, and this gives him the opportunity to cover the money trail from his other “sketchy” sources of income, as described by the U.S. Political Officer, to be funneled to political Opposition through FUCOP.”

- West Coast businesses donate hampers to a number of underprivileged families

TELCO Solutions in collaboration with several other businesses, on Sunday last, delivered food hampers to a number of underprivileged families on the West Coast of Demerara.

The Telco Team and some of the donors personally packaged and delivered the hampers to less fortunate families in villages of Waller’s Delight, Cornelia Ida, Leonora, Stewartville and Zeelugt in an endeavour to give back to their communities.

The recipients of the hampers were recommended by donors residing in the respective communities.

This year marks the third consecutive year of Telco Solutions’ donation of Food Hampers to lesser privileged families.

Owner of the company, Mr. Richard Sukhdeo,

said the initiative was started in 2012 when the company was formed and since then, it has grown from donating to approximately 10 houses to assisting 42 families over the three years. Sukhdeo added that this year the drive was done differently as he approached several businesses to give donations ranging from $5,000 - $10,000 and was subsequently able to produce a larger amount of hampers.

One recipient of a hamper from Waller’s Delight acknowledged her gratitude to the businesses, saying “It is very good, it helps us prepare things for the children and we are very thankful for the donation.”

Region 10 Education Department honours teachers, students, retirees DEPUTY Chief Education Officer, Ms. Donna Chapman has warned that standards must be maintained, as she congratulated those attending this year’s honouring ceremony which took place recently in Linden as she urged recipients of awards not to become complacent and advised them to make a positive difference in society.

The deputy education officer was at the time attending the Regional Education Department of Region 10 (Upper Demerara /Upper Berbice). She lauded the achievements for the past year with its annual Department of Education Awards ceremony held last Thursday at the Mackenzie Primary School, Linden.

The honouring ceremony catered for students, teachers and retirees in various categories along with sports.

Chapman quipped: never to become mediocre in what they do as she praised the region’s teachers for their steadfast dedication to their profession as she urged the retirees to “use your retirement years wisely, enjoy them but don’t retire. Today you will receive a token of our appreciation.”

In comparing the challenges for male and female teachers she noted “our young men are at risk as too many young men are committing suicide and acts of murders, many boys are not taking education seriously, resulting in girls out performing them.”

She hoped that this activity will be perennial as she pleaded that “our children are our greatest resource in any community.”

Among other achievements, Andrews highlighted that schools in the region which accounted for 11, 385 students last year, participated in a number of activities and competitions which saw students performing exceedingly well.

Ms Paddy Andrews reported that all administrators reported for duty at the commencement of the final term last year as she related the unique achievement of the Christianburg Wismar Secondary School (CWSS) who repeated as champions of the Digicel National Schools’ football tournament.

Replacing North West ferry with a modern one will cut travel time by half-Minister Benn GUYANA has managed to secure a line of credit to the tune of US$8M for the procurement of a new ferry, which is expected to service the North West District, in Region One. According to Transport Minister, Mr Robeson Benn,

the two ferries currently serving the District have been around for decades, and because of this age factor, there has been a decline in the standard of service on offer, which commuters certainly do not deserve.

“We have brought in the

Kimbia and the Northcote; they are the old accommodation … And the economics of operating is very poor; it doesn’t match any standard that we would like to have,” Minister Benn said.

He said it is for the foregoing reasons that the

The introduction of such a vessel, Minister Benn said, would allow for more cargo and passengers, and so those

who are plying their trades can be able to move freely in a shorter time.

“We desire comfort for our people, and we want to have the basic 21st Century marine travel for our people,” he said.

He said that with this new ferry that will soon be coming on board to the public transportation sector, the Government will be looking at re-introducing the Berbice River Ferry service to Ebini, as this was removed since the 1980s.

Minister Benn added that as the marine transport sector continues to develop, it is his hope that the citizens benefiting from the services will see some tangible development in their lives as well.

Petting zoo to be declared open Sunday

Members of the public getting familiar with the animals following their recent housing in the Petting Zoo UNDER the Three-Parks Initiative geared at enhancing biodiversity conservation in urban areas for the protection of Guyana’s ‘green spaces’, the petting zoo at the Zoological Park (zoo) in the city will officially be declared open to the public on Sunday.

Ms. Annalise Bayney, the Protected Areas Commission officer who supervises this initiative, noted that the zoo was opened in mid- December last year in order for the animals to adjust to their new housing. However, it was felt that there should be an official launch, given that the animals are now fully adjusted to their new environment.

This initiative, valued at $32M in totality, will allow visitors free access to the facility, and is expected to contribute to its own upkeep through rental for children’s birthday parties as well as from reduced costs for food to be paid for by visitors making purchases to feed the animals.

The petting zoo will feature cows, chickens, donkeys, ducks and goats. The maintenance of these animals will, however, be less expensive when compared to the other animals in the larger zoo.

The current primary objective of the zoo is to implement international standards to promote animal welfare.

The purpose of the petting zoo is to modernise the larger zoological park, and to provide a different experience, since wild animals are normally viewed from afar, thus there is no contact.

The petting zoo will foster physical interaction with the animals and the public, particularly youths.

The zoo’s 45 species of animals are housed in enclosures that are not in line with current best practices and understanding in zoo husbandry, and are becoming increasingly difficult and expensive to maintain. Therefore, the Ministry of Natural Resources and the Environment (MNRE) and the Protected Areas Commission launched the Three-Parks initiative to modernise the zoo.

Meanwhile, the zoo has established a Master Plan to augment its prime facilities and regenerate as well as develop road and rail networks in all three parks: The National Park, the Zoological Park and the Joe Vieira Park. According to the Master Plan, five projects are to be completed: the Coastal Wetlands, which will cater for the Black Caiman; the Savannah and the Mountain Highlands, which would accommodate the jaguars; the Rainforest, which will be home to the Harpy Eagle and other bird species; and World Treasures, which will hold lions and tigers.

Visitors would be immersed in zones which are created to reinforce and illustrate the interpretive themes of animal interactions (predator/prey), symbiotic plant and animal associations, indigenous peoples, and modern human relationships with the natural world.

The Zoological Park came into existence in 1952, and affords both locals and tourists the chance to experience a diverse animal collection in a safe and accessible environment.

The Master Plan on which the zoo is continuously working tected areas associated with that particular ecosystem.

For instance, there will be a Shell Beach information display in the Coastal Wetlands zone, and a Kanuku Mountains display in the Mountain Highlands zone.

Covered climate-controlled structures will provide visitors’ comfort stations, where habitat views, small animal exhibits, and interpretive information will be afforded in relative protection from the elements.

GAWU ‘rep’ Children’s competition to passes on kick off Mash celebrations in Region 2 next Monday in Region 2

LONG- standing and dedicated member of the Guyana Agricultural and General Workers Union (GAWU) on the Essequibo Coast, Mr Ramkarran Das, has passed away.

According to reports, the 61year- old union representative died on Tuesday morning in the Georgetown Public Hospital after a prolonged illness.

Mr Das who was very active in representing workers’ interests in the region, was very successful in getting workers to become members of GAWU . The union representative had also represented GAWU at May Day rallies at Anna Regina RAMKARRAN DAS and delivered the feature address to workers on many occasions.

Workers of the union in the region said Mr Ramkarran Das will be greatly missed. They said he was committed and represented workers faithfully in matters that affected them at their work places.

THE Department of Education of the Region Two Administration will kick off Mash celebrations with the colourful children’s competition on Monday 19th January at the Anna Regina Community centre Ground.

APNU Councillor says farmers should take millers to court to get their payments ––AFC says farmers are afraid to do so, calls for delinquent millers license to be revoked

APNU Councillor of the Region Two Democratic Council Mr Wazir Latiff is calling on rice farmers to take millers to court to get their payment due to them for paddy sold several months ago.The Councillor in responding strongly to AFC Councillor Naithram’s question about why rice farmers are not paid for their paddy sold some five months to millers said rice farmers have at their disposal the

millers licenses will be revoked then farmers will greatly suffer. Mr Persaud said Government is always helping to bail out farmers in terms of payment. FAU says...

3280 feet of Turkeyen road to be completed by weekend RESIDENTS of Section Q, Turkeyen, East Coast Demerara will soon be enjoying easier access to their community, because the Force Accounts Unit (FAU) of the Ministry of Public Works is in the final stages of the road upgrade in that community.

Work commenced on the 3,280-foot-long road on December 12 last, and is expected to be completed by this weekend, barring delays due to inclement weather.

Mentis, who Heads the FAU, said works completed to date include cleaning the drains and culverts, and reconstructing the road surface from white sand/sand clay to finished asphalt concrete. Works to be completed include installing culverts, priming and tacking coat of road, and laying the asphalt concrete.

“This is the only road leading into the housing scheme, so we have to maintain it to a certain level of acceptability for

the residents,” Mentis stated.

In 2014, the Ministry expended some Gy$604M to maintain 359 kilometres of road in Regions 2, 3, 4, 5 and 6, including all declared public roads.

Clearing of existing drains, grading and shaping of road shoulders, and revetment installation were

also undertaken as part of its road safety drive.

Mentis said routine maintenance work is aimed at reducing travelling time on the roads while making the roads safer. Road users will benefit from reduced vehicle operating costs and increased driving comfort.

Police to seek DPP’s advice in Ryan Couchman’s death CRIME Chief Leslie James has told this publication that the police are compiling a file with details of their investigations into the January 4, 2015 fatal shooting of Ryan Couchman by a member of the G u y a n a P o l i c e F o rc e (GPF) at the Soesdyke/ Linden Highway. The file would be forwarded to the Director of Public Prosecution (DPP) for legal advice.

Tuesday they do not wish to comment on whether a report was filed there by relatives of Couchman, who maintained that Couchman was murdered.

A post-mortem performed on the body of the fatally shot Couchman revealed that his death had been due to gunshot injuries he had received to the chest, the Police have said. But even as the man’s wife, Natasha Couchman, spoke to the media in relation to the gunning down of her spouse,

the Police have maintained that they have not found any discrepancies with the detailed statement given by the cop; and accordingly, they are standing by him until his story can be disproven.

This publication has spoken to several persons, including eyewitnesses, who gave a version of what transpired that differed from what the Police have accepted and has painted a picture of murder, but the police are contending that Ryan Couchman was fatally shot during

a robbery.

Couchman, 34, of Lot 1360 Eighteenth Street, Diamond New Housing Scheme, East Bank Demerara, was a known criminal and ‘trunker’, according to the Guyana Police Force.

Crime Chief Leslie James, promoted to Assistant Police Commissioner, told this publication that Couchman had been known to the GPF, and their records revealed that he had been charged for several armed robberies and had been a known ‘trunker’.

James explained that, based on the police probe of the incident, they have found nothing wrong with the statement submitted by the policeman who had discharged the round that killed Couchman on that fateful day at the Soesdyke/Linden Highway junction.

James said, however, that the incident has claimed the life of someone, and the police are still investigating the incident; ranks are out there taking statements from eyewitnesses as the probe continues.

He added that Couchman and the cop, who was off-duty at the time, had earlier had a row at the creek outside Splashmins Fun Park; and later that day, the group with which the deceased had been liming decided to ‘tackle’ the cop while they were at a shop by the junction. James noted that during the ruckus, Couchman then advanced on the policeman with a broken bottle with which he slashed the policeman in the mouth, and the cop managed to get hold of his weapon and fire a round which struck Couchman.

The Crime Chief stated that the GPF is not taking sides, and the matter is being looked at intensely. He pointed out that the cop involved is on sick leave.

Following the fatal shooting of Ryan Couchman on Sunday afternoon, January 4, 2015, by an off-duty cop at Linden/Soesdyke Highway junction, East Bank Demerara (EBD), the police had issued a statement claiming that Couchman was killed during a robbery, while his relatives and friends said he was shot dead in cold blood during a misunderstanding.

The Police press statement, issued after 21:00 hours on the Sunday night of the incident, said the Force had begun investigating an incident that occurred at about 19:00 hours on January 04, 2015, in which an armed policeman in plainclothes was attacked and robbed of his gold jewellery by three men at Soesdyke, EBD. During the robbery, the policeman -- who was being repeatedly assaulted by the perpetrators -- discharged a round which fatally wounded one of the men, who was identified as Ryan Couchman, 34, of Diamond, EBD. His two accomplices managed to escape.

The injured policeman received medical treatment at the Diamond Diagnostic Centre, EBD. Ry a n C o u c h m a n i s known to the police and has been previously charged on a number of occasions for robbery under arms.

Eyewitnesses’ accounts narrate a scene in which Couchman and a group of friends were on an outing at the creek, and were drinking and having fun when a quarrel started between the cop and a member of his group.

That was eventually settled before it reached a fight.

After the creek expedition and before going home, Couchman and his friends decided to stop for beverages at a hangout spot by the junction of the Soesdyke/Linden Highway, when the cop showed up and a row started, followed by a fight, during which Couchman was fatally shot when he intervened as a peacemaker, eyewitnesses said.

Although four rounds had been discharged, only one had struck Couchman, and he was conveyed to the Diamond Diagnostic Centre, where he was pronounced dead on arrival.

The man’s wife, Natasha Couchman, told the media that her spouse had earlier been with friends at a creek along the Soesdyke/ Linden Highway, and had stopped at the junction to have some beverages when they once again encountered the off-duty cop.

Couchman had been the father of two, and had reportedly been a miner.

Sex worker threatened to poison ‘child-father’

A SEX worker was on Tuesday bonded to keep the peace when she appeared before Chief Magistrate Priya Sewnarine-Beharry at the Georgetown Magistrates’ Court,charged with using threatening language.

Tillich Lynch pleaded not guilty to the charge which alleged that on January 9 at 165 Laing Avenue, Georgetown, she used threatening language,threatening to poison Mark Thomas, the father of her nine –year- old child.

Thomas told the court that Lynch often goes away for days and would return a few days after. He added that only last Saturday she went away and did not return until Monday, when the child was already at school.

He pointed out the he works at a landfill site and would often be forced to take care of the child in the morning before going to work, because Lynch was seldom around.

Additionally, the father noted that Lynch threatened to poison him, causing him to start buying food on the road.

The Court also heard that the mother usually carries men to his residence, even when his child is around.The woman, in tears, told the Court that she is a prostitute who works hard for her money.

Police Prosecutor Michael Grant did not object to bail, and told the Court that while the two share the same residence, they are not on speaking terms.

The chief magistrate placed Lynch on her own recognizance, and the matter was then transferred to Magistrate Annett Singh, who adjourned the matter to January 26 for the commencement of trial.

WICB institutes policy for player care ST JOHN’s, Antigua – The West Indies Cricket Board (WICB) has instituted a new policy which is aimed at ehancing player care in Professional Cricket League(PCL).

The WICB will cover the costs (airfare, accommodation and per diem/ meals) for the inclusion of a physiotherapist in each of the regional participating squads in the PCL. The Board of Directors, at a meeting Saturday last approved the policy on the recommendation of the Cricket Committee.

This move will ensure that each team has a dedicated physiotherapist to treat and attend to the medical needs of the players during the tournaments.

Previously medical resources were shared or appointed on an ad hoc

basis.

The policy will be implemented for the NAGICO Super50 which commences on Thursday January 15 and will also apply for the six rounds of the Regional 4 Day Tournament which follows.

Effectively the WICB will cover the costs of 14 players and 3 officials for each squad in the NAGICO Super50 and 13 players and three officials in the Regional 4 Day. Franchises may include additional personnel but at their own cost.

This is the first time that the WICB has implemented a policy of covering costs for physiotherapists for regional teams at the First Class level.

Previously teams which travelled with physiotherapists covered those costs.

Steve Ninvalle had talks with the president of the Suriname Boxing Association Remie Burke who visited Guyana. Burke too expressed the desire for the creation of the Inter-Guiana competition.

“I think that we are now much closer to realising that dream. It is now to hold a meeting of the three presidents so that concrete arrangements can be laid out,” Ninvalle disclosed.

According to Ninvalle, there is now a possibility of French Guiana participating in the DDL Under-16 competition later this year.

The team from the French-speaking country also verbally invited Guyana to its next competition, to be held in Cayenne in March. The team returns home on Tuesday.

Bell 187 sets up England victory .. .Glen Maxwell 136 in vain

IAN Bell will enter the oneday tri-series in outstanding form after his 187 set up victory for England in their final warm-up match against the Prime Minister’s XI in Canberra.

However, Bell will not be the only player to carry strong form from this game into the series: Glenn Maxwell shook off a shaky couple of months to blast 136 from 89 deliveries in an unsuccessful chase.

Scores: England XI 6 for 391 (Bell 187, Ali 71, Taylor 71; Behrendorff 4-79) beat Prime Minister’s XI 331 (Maxwell 136, Broad 4-40) by 60 runs.

Bell had support from Moeen Ali and James Taylor, who each scored 71 in England’s hefty total of 6 for 391 on a belter of a pitch at Manuka Oval.

Maxwell, on the other hand, had no team-mates

who passed 40, and in a match dominated by the batsmen, Stuart Broad’s analysis of 4 for 40 from 8.1 overs was a significant contribution to England’s 60-run win.

The game did not have List A status, but England’s total matched their ODI best of 4 for 391 against Bangladesh at Trent Bridge in 2005.

The presence of Pat Cummins and Jason Behrendorff in the home attack meant it was not a doddle, although Cummins’ workload was managed and he bowled only six overs; captain Chris Rogers even sent down two overs of slow-medium himself.

Botha blitz secures home semi-final for Strikers

THE Adelaide Strikers sealed a home semi-final with their fifth win of the season, as they moved to the top of the table after beating the Sydney Sixers by 23 runs at the Sydney Cricket Ground (SCG).

It was only the second time Strikers were setting a total this year and contributions down the order ensured Johan Botha’s decision to bat was sound. A target of 183 appeared out of reach for a top-heavy batting line-up like the Sixers, who fell short despite a late blitz from Jordan Silk.

Alli forced Venezuelan Alfredo Rojas to retire at the start of the 5th round of a bout scheduled for 10 rounds. The fight was held in Atlantic City, New Jersey.

Alli was fresh off a split-decision win over previously undefeated Charles Murray when he met Rojas who was known as `Scarface’ in boxing circles. The lightning quick boxer from Victory Valley had one more encounter before promoter Odinga Lumumba signed him to fight Steve Larrimore of the Bahamas.

The fight, promoted by Lumumba’s McNeal Enterprise, was held at the world-famous Georgetown Cricket Club (GCC) ground on June 14, 1992 and drew one of the largest crowds ever to witness a boxing event in Guyana.

Race for ODI top spot heats up for ICC Cricket World Cup contenders AUSTRALIA and India will have the chance to put daylight between one another at the top of the Reliance ICC ODI Team Rankings, when they compete alongside England in a tri-series, which starts in Sydney tomorrow.

Tomorrow’s opening clash at the SCG will see Australia host England with Michael Clarke’s men keen to edge a point clear of MS Dhoni’s side at the top of the ODI team rankings.

Chanders strengthens Guyana chances for NAGICO Super50 title hunt

By BRIJ PARASNATH In Trinidad & Tobago SHIVNARINE Chanderpaul is in Trinidad and Tobago and has joined the Guyana Jaguars team who will strive to become the first West Indies Cricket Board (WICB) franchise team to lift the coveted NAGICO Super50 trophy, emblem of Caribbean limited-overs supremacy.

The 40-year-old West Indies stalwart’s presence in the team is a major boost for the Guyanese outfit and he was impressive, striking the ball confidently; in the lone practice session the Jaguars will enjoy before they face Windward Islands Volcanoes in their opening day-night Zone A match at the famous Queen’s Park Oval today from 13:30hrs.

In the other Zone A match carded for today the National Cricket Centre (NCC), Balmain, reigning champs Barbados Pride battle Combined Campuses and Colleges (CCC) from 09:00hrs.

Guyana Jaguars reached the semi-finals in the inaugural NAGICO Super50 tournament last year but will be missing the services of four key players who were part of their contingent. All-rounder Narsingh Deonarine and left-handed strokeplayer Leon Johnson are part of the West Indies ODI team scheduled to do battle with South Africa in the fivematch series which starts tomorrow.

Opener Asad Fudadin returned from South Africa having sustained an injury and is undergoing rehabilitation while Ramnaresh Sarwan was not offered a contract with the Guyana Jaguars but found favour with the Trinidad and Tobago Red Force officials who recruited him during the Caribbean Premier League auction last year.

Sarwan, however, has not appeared for the Red Force in the three four-day First Class matches of the inaugural CPL and was also unavailable for the NAGICO Super50 trial matches to force his

way into the T&T outfit for the 50-overs showdown.

In the meantime, the Guyana Jaguars, under the leadership of GCC’s Vishaul Singh; made an impressive start in the CPL and currently heads the sixteam standings.

Talented all-rounder Christopher Barnwell will once again be at the helm of the Guyanese team and he will be relying heavily on the experienced Chanderpaul as well as former Test and ODIs player Veersammy Permaul and Devendra Bishoo; the other seasoned campaigners; who should be ready to lead the charge for success in conditions that would be conducive to their style of play.

The Albion Sports Club spin-twins Permaul and Bishoo have been in excellent form during the four-day matches and as much as they are adept at the limited-overs format, they and pacers Ronsford Beaton and Paul Wintz will have to exhibit greater control, variety and variations to restrict the opposing batsmen below whatever total the Guyanese batsmen will muster whenever they bat first or during their stint should the Guyana Jaguars bowl first.

Both Beaton and Wintz displayed fine exhibition of controlled aggression during their outing at the Oval last year and must be striving for repeat and even better performances while skipper Barnwell needs to re-discover his confidence with the ball and display the same aggression and accuracy that catapulted him to West Indies ODI teams.

Off-spinning all-rounder Steven Jacobs is also back in contention for a place in the starting eleven and the toss-up could be between him and Barbadian all-rounder Raymon Reifer who is a medium pacer and a much more reliable batsman.

There is a mild setback for the intended starting eleven. Jonathan Foo, who has regained his place after encouraging performances; is reportedly

ill with a flu-like symptoms and was due to be examined medically before a final decision is made about his place in

Shivnarine Chanderpaul the line-up.

Reifer will definitely hold the edge over Jacobs because all-rounder Royston Crandon, who bowls off-spin, is also back in the squad and could probably be selected to strengthen the batting (with Foo unsure to be fully fit) to resume his regional limited-overs career.

The big question for coach Esaun Crandon, chairman of selectors Rayon Griffith and captain Barnwell is: who will open the batting? Last year Chanderpaul and left-hander Trevon Griffith did the honours but with the selectors having to decide whether they will maintain the same combination or rely on new Rajendra Chandrika-Griffith tandem – having been impressive in practice matches, staged at the Guyana National Stadium, Providence; earlier this month.

NAGICO Super50 cricket live on Caribbean radio ST JOHN’S, Antigua (CMC) - The Caribbean Super Station (CSS) has been chosen as the official radio broadcaster of the NAGICO Super50 Tournament, starting tomorrow in Trinidad and Tobago, the West Indies Cricket Board (WICB) has announced.

WICB says all 15 matches in the tournament will be broadcast live on the CSS/ GEM Radio network of stations, as well as other independent stations throughout the English-speaking Caribbean.

“We are very excited to be working once again with CSS and excited that they have decided to carry ‘live’ coverage of all the matches,” said

WICB Commercial Manager Nelecia Yeates said.

“CSS will be playing an important role in our continued efforts to restore the rich heritage of West Indies cricket, promoting the talents of our players to the region and, indeed, to the World.”

The cricket will be broadcast live in Antigua & Barbuda, Barbados, British Virgin Islands, Dominica, Grenada, Guyana, Jamaica, Montserrat, St Kitts & Nevis, St Lucia, St Vincent & the Grenadines and United States Virgin Islands, as well as stations in the host country.

Voices to be heard on the broadcasts include former West Indies players Colin

Croft and Philip Wallace, as well as long-time play-byplay callers Andrew Mason, Stevenson Worme, Sean Devers, Vidia Ramphal and Colin Murray.

including 268 ODIs (8 778 runs and 11 centuries) for West Indies; will be allowed to shoulder the responsibility of defying the new ball bowlers or whatever combination will be utilised by Windwards for the new-ball foray.

He will most likely open the batting and attempt to establish a solid base for winning totals. He will be partnered either by Chandrika or Griffith, both of whom had been the in-form batsmen in the trial matches and both should be in the starting eleven.

Over the years, Windwards have improved immensely and should provide stern competition for the Jaguars. They won their first-ever regional title in 2013 when they defeated the Combined Campuses and Colleges (CCC) in the final played at the Kensington Oval and they were runners-up to Jamaica in the 2007 final at the 3Ws Oval in Barbados.

Chanderpaul was at helm of the Guyana team when they last won the regional 50-overs title in 2005 at GCC, Bourda where they defeated Barbados in the grand final. Since then, Guyana reached the final in 2009 but they were edged out by Trinidad and Tobago in the President’s Cup final at the Guyana National Stadium, Providence.

Overall there have been

39 Regional limited-overs tournaments over the years since the inaugural series in 1976. And while Guyana have not celebrated glory since 2005, they have been the second most prolific team with nine titles (two shared) behind Trinidad and Tobago who have ten (1 shared) crowns. Jamaica are third with eight (1 shared), Leewards seven (3 shared), Barbados six (1 shared) and Windwards three.

This year NAGICO Super50 promises to be another exciting tournament with all players hoping to excel and strengthen their chances of gaining selection on West Indies teams for future international engagements against England in the Caribbean.

Although the West Indies World Cup squad has been named, there are still opportunities for outstanding performers to force their way into contention for any opening should there be need for a replacement player to go to Australia for the 2015 ICC World Cup competition which starts on February 14.

West Indies will clash with Ireland in their first Pool match on February 16.

Guyana are scheduled to clash with defending champions Barbados Pride on Saturday while they will meet the CCC team on Monday.

Bassarath: TTCB must respect selectors PORT-OF-Spain, Trinidad - Trinidad and Tobago Cricket Board (TTCB) president Azim Bassarath on Tuesday washed his hands of the controversial dropping of Dwayne Bravo, Kieron Pollard and Ravi Rampaul from the West Indies team for the 2015 World Cup. Bassarath, in a statement to the media, noted that “while the TTCB has full confidence in the ability of Messrs (Dwayne) Bravo and (Kieron) Pollard to represent the West Indies in the 50-over format of the game, it would be a violation of the practice to question the selectors on the omission of these names ...”

WICB, explained that as WICB Directors, they would have contributed to the guidelines and criteria for selection issued to the Selection Panel and therefore must respect the process.

“It should be noted that when the WICB T20 squad had eight (of 15) TT players

in the 2014 tournament, no other Director or territorial board questioned the choices of the selectors,” he continued.

The TTCB boss made it clear that his organisation supports Pollard and Bravo and they are confident that the pair will return to the Windies one-day fold in the future based on their performances.

He added that the Windies loss is the TT Red Force gain as they have an almost full strength squad for the NAGICO Super50 tournament which bowls off tomorrow.

“We are confident that their performances will lead to their reinstatement into the regional team

soon,” he said.

Meanwhile, Dr Allen Sammy, first vice-president of the TTCB, yesterday denied that the Board is adopting a hands-off approach to the issue.

“This statement (by Bassarath) has made absolutely clear our position.

It is not only the position of the TTCB but all territorial boards in respect of questioning the wisdom of selectors. You are aware that wherever there are any 20 people in a given room they will pick 20 different squads.

Those people (selectors) are all former Test cricketers and we have placed a lot of faith in them and will not question - at least publicly - the choices which they have made,” he declared.

Asked whether the TTCB was satisfied with the rationale of Clive Lloyd, Chairman of Selectors, in omitting Bravo and Pollard, Dr Sammy said the Board has not convened as yet to confer on the matter.

“I am not aware that the TTCB has met to discuss what Lloyd said. It was done yesterday after 17:30hrs and the Board has not yet met since the issue of those explanations,” he remarked.

On the Sportsmax Zone on Monday, Lloyd argued that the team has been mired at No 8 in the ODI rankings for quite some time while Bravo and Pollard have not distinguished themselves individually.

He stressed that the

time had come to make changes to the side to spark them into life. Lloyd, a former World Cup-winning captain, did not elaborate though on why St Lucian all-rounder Darren Sammy retained his place in the team even though he has an inferior batting and bowling average than either Bravo or Pollard.

Dr Sammy was adamant though that although they would have liked to have the duo on the World Cup squad, “we are guided by certain codes and practices and we would not want to be a maverick and breakaway and make comments in contrary to the codes and practices that would be in existence.”(Trinidad & Tobago Newsday)

Vaughan backs Trott for England return ENGLAND’s Jonathan Trott has completed his return to representative cricket with a double century, prompting former captain Michael Vaughan to back him to make a Test comeback.

Trott scored 211 not out for the second-string England Lions as their first unofficial ‘Test’ against South Africa A in Paarl ended in a high-scoring draw.

Lions captain Trott hasn’t played for England since November 2013, when the batsman withdrew from the Ashes tour of Australia due to a stress-related condition.

But the 33-year-old South Africa-born batsman returned to form with English county side Warwickshire last season, ending the domestic season with back-to-back hundreds, and on Wednesday produced his third successive century in first-class cricket by hitting an unbeaten 211.

Gary Ballance, who has filled Trott’s position of No.3 in the senior side, is currently averaging over 60 in Test cricket.

But with Australia-born opener Sam Robson having yet to make the spot his own, Vaughan said Trott could return at the top of the order alongside current skipper Alastair Cook.

NOTABLE DATES STYLISH Guyanese welterweight boxer Mark Harris improved his record to five wins and five losses when he won an eight-round fight against American Robert Sawyer.

The fight was held on January 14, 1982 in Atlantic City and was the first of two encounters with Sawyer.

Harris matched gloves with the American in April of the same year and won that battle via a 10-round split decision. Born on June 16, 1952, Harris was two months short of being 25 when he made his pro debut in 1977.

He won the six-rounder against Eddie Campbell at the Westchester County Centre, in White Plains, New York.

Harris engaged in two fights with Brian Muller. He lost the first held in August 1979 but gained revenge in the return bout staged on Boxing Day of 1980.

On March 3, 1981, the dapper fighter was unsuccessful in a bid for the Commonwealth welterweight title after being TKOed in the ninth round. Referee John Coyle was forced to halt the fight, held in London England, against Colin Jones.

Harris had his last fight on October 23, 1982. He died in February 2008 and left a record of eight victories and six defeats.

DURBAN, South Africa (CMC) – West Indies failed in their bid for a clean sweep, conjuring up a familiar ragged all-round performance to slump to a 69-run defeat to South Africa in the third and final Twenty20 International here yesterday.

Lacking the sharpness exhibited in the two previous games and opting to rest several frontline players including Chris Gayle, the Caribbean side found the target of 196 a burden too heavy to carry and slumped to 126 all out off 19 overs at Kingsmead.

Opener Lendl Simmons gave them a lightning start with 49 off 31 balls, in a 48run first-wicket stand with the out-of-sorts Dwayne Smith (5), which lifted hopes of a successful run chase.

However, once Smith missed a heave at a straight one from left-arm spinner Aaron Phangiso and was bowled in the sixth over, the innings imploded and the last nine wickets tumbled for

Golden Jaguars get second bye ... to kick off 2018 World Cup campaign in June

GUYANA’S senior National men’s football team, popularly known as the Golden Jaguars, will begin their FIFA 2018 Russia World Cup bid in June, according to the Confederation of North, Central American and Caribbean Football Association (CONCACAF).

The seeding for the draw for this edition of CONCACAF World Cup Qualifying was based on FIFA rankings as of August 2014 and the 35 member associations, competing to qualify for the 2018 FIFA World Cup, have been ranked 1-35.

According to the regional governing body for the sport, the 14 national teams ranked 22 to 35 - (St Kitts & Nevis, Belize, Montserrat, Dominica, Barbados, Bermuda, Nicaragua, Turks & Caicos, Curacao, US Virgin Islands, Bahamas, Cayman Islands, British Virgin Islands, Anguilla – in order of rank) will compete in Round One

of the Preliminary Competition, which consists of seven home-and-away series to be contested March 23-31 this year.

For Round Two, the thirteen member associations ranked 9-21 - Canada, Cuba, Aruba, Dominican Republic, El Salvador, Suriname, Guatemala, St Vincent & the Grenadines, St Lucia, Grenada, Antigua & Barbuda, Guyana, Puerto Rico – in order of rank) will join the seven Round One series winners, for ten more home-and-away series to be held between June 8 and 16, 2015.

Round Three, which consists of another series of home-and-away match-ups, featuring ten Round Two series winners, joined by the two member associations ranked 7 and 8 – Jamaica and Haiti – will be played August 31–September 8.

Round 4, which consists of three groups of four teams and is scheduled to be played in a round-robin format between November 2015 and September 2016.

The now famed CONCACAF Hexagonal will constitute Round Five, continuing in its historic, sixteam format (top two teams from each Round Four group), and will be played between November 2016 and October 2017, qualifying three CON-

CACAF nations directly to the FIFA World Cup and providing a further intercontinental playoff spot for the fourth-placed team.

The match-ups and groupings for Rounds Three, Four and Five of CONCACAF World Cup qualifying will be determined at the FIFA World Cup Qualifying Draw in St Petersburg, Russia, on July 25, 2015.

Meanwhile, Association heads and

other representatives will gather tonight in Miami where the draw for the CONCACAF World Cup Qualifiers will take place. Thereafter, respective opponents will be disclosed.

… interested to cooperate with GBA

THE Guyana Boxing Association (GBA) and its French Guiana counterparts are collaborating to assist in the development of the boxing in the Guianas. GBA president Steve Ninvalle yesterday met with a team from French Guiana including the country’s Technical Director and two fighters.

The team arrived here on Tuesday

for a one-week visit and later met with GBA Technical and Tournament Director Terrence Poole at the Andrew `Six Head’ Lewis Gym. Ninvalle said French Guiana is interested in having its fighters train here, and have all-round cooperation with Guyana.

In the initial stage French Guiana has asked that two of its fighters have a short training stint in Guyana. Turn to page 26
