Criminal charges against Glenn Lall, others filed SIX criminal charges, a l t o g e t h e r, h a v e b e e n filed against Glenn Lall, publisher of the local Kaieteur News, his wife, Bhena Lall, a n d N a ro o t a n d e o a n d Gharbassi Brijnanan.

The charges follow the seizure of two vehicles allegedly at the centre of a duty-free scam. The two vehicles in question, PRR 8398 and PRR 8399, were handed over to GRA and impounded at the Authority’s warehouse, at the end of August, after an hour ’slong standoff between GRA officials and the Brijnanans’ son, Navin Sankar, a highranking GRA employee.

An investigation was then launched to ensure that procedures and policy, as well as the provisions of the law were adhered to.

The criminal charges, this newspaper understands, stem from that investigation.

SIX CHARGES The six charges, according to documents seen by the Guyana Chronicle, which first broke the story of the alleged duty-free scam, after an examination of the Government of Guyana’s review of the Remigrant Scheme, state that: 1. All four parties were knowingly concerned in the fraudulent evasion of import duties of Customs on vehicle, PRR 8398, contrary to Section 218(e) of the

Customs Act, Chapter 82:01.

The charges are expected to be read and heard at the Georgetown Magistrates Court on October 13, 2014.

DETAILS DISCLOSED The seizure of the vehicles and the resulting investigation followed the disclosure of details of the alleged duty-free scam, which were made public by the Guyana Chronicle after an examination of the Government of Guyana’s review of the Remigrant Scheme.

The vehicle, PRR 8398, for instance, is usually parked in front of the Kaieteur News head office on Saffon Street, Charlestown, while PRR 8399 is often seen on Regent Street, in the heart of the city, near Bhena’s Footwear, the shoe business operated by Lall’s wife.

The Chronicle was able to obtain copies of all the relevant documents, from the application to, and approval by, the Foreign Affairs Ministry, GRA, and shipping information.

According to our sources, this issue started with the Brijnanans, who were on July 3, 2013 granted permission by the Foreign Affairs Ministry to return to Guyana as “remigrants”, along with the concomitant incentives of the scheme.

Under the remigrant programme, Guyanese who would have resided overseas for more than five years and are returning home to reside are entitled to several

benefits, among which are import duty-free waivers for vehicles, and tax exemption for household items, once the items at reference were owned for six months or more in the country where the remigrant was living.

As husband and wife, Narootandeo and Gharbassi Brijnanan were entitled to concessions as two separate individuals, although a joint application was submitted.

Duty-free concession, the Guyana Chronicle understands, is awarded on condition that “the motor vehicle cannot be leased or transferred within three years of registration, and providing that the registration licence, fitness and registration and insurance are submitted for inspection at the Guyana Revenue Authority (GRA) every six months.”

The Brijananans, on their application form, indicated that besides household items, they were returning with two 2013 Lexus Suburban L57 vehicles, the chassis numbers of which were listed along with other required information.

On the application form, the chassis numbers for the vehicles were listed as JTJHY7AX7D4100270 and JTJHY7AX6D4094851, with the registration dates in the State of New York being September 25, 2012 and March 3, 2013 correspondingly.

However, on the Bill of Lading for the vehicles, the chassis numbers were listed as JTJHY7AX6D4096745 and JTJHY7AX6D4094851, r e s p e c t i v e l y, a c l e a r indication that one of the numbers did not correspond with the chassis number on the application form.

GuySuCo/GAWU reconciliation talks resume Wednesday RECONCILIATION talks started on Friday, between the Guyana Agricultural and General Workers Union (GAWU) and the Guyana Sugar Corporation (GuySuCo) have been adjourned to Wednesday.

This was according to the President of GAWU, Mr. Komal Chand, who told the Guyana Chronicle yesterday that the conciliator mediating the talks has requested additional time to review certain elements of the problem.

“We recognise that the conciliator needs time and we are committed to having the matter addressed properly and expeditiously,” Chand said.

The talks were intended to address the problem at the Skeldon Estate, which led to the strike.

The GAWU President, in an earlier comment, had explained that the strike stemmed from an alleged altercation between Estate Manager, Mr. Dave Kumar and Daniels, a worker at the Skeldon sugar estate.

He said the report he received is that last Friday (September 19), at around 11:30pm, the estate manager, who had allegedly been consuming alcohol, was on his way to the Dock Mill, where a cane harvest had been offloading. Before he reached there, he met several workers and reportedly

bearing chassis number JTJHY7AX6D4094851, it was noticed that the date on the New York-issued Certificate of Title was March 3, 2013, which could only mean that the vehicle was not owned for more than six months before the application was made by the Brijnanans.

If true, this would be a clear violation of the regulation surrounding the application for remigrant status and duty-free concession. In essence, what would have occurred, according to documents perused by the Guyana Chronicle, is that the Brijnanans successfully obtained import duty concession in the sum of $4,222, 223.55 for each vehicle, totalling in excess of $8M. Meanwhile, this newspaper’s research into the source price for a Lexus L570 is about US$80,000. Import duty for such a vehicle would be a total of US$94,500, bringing the total value of the vehicle to US$174,500, or more than G$36M for each of the vehicles imported by the Brijnanans.

Yesterday Chand told this newspaper that GAWU, in a preliminary submission, has called for Daniels’ suspension to be lifted, since GuySuCo did not comply with the requirements of its own disciplinary procedures.

Defying air strikes, Islamic State shells Syrian Kurdish town

By Mariam Karouny and Jonny Hogg (Reuters) - New U.S.-led air strikes against Islamic State fighters failed to stop them from pressing their assault on a strategic Syrian town near the Turkish border on Saturday, hitting it with shell fire for the first time.

The U.S. Central Command said the air strikes destroyed an IS building and two armed vehicles near the border town of Kobani,

which the insurgents have been besieging for the past 10 days.

It said an airfield, garrison and training camp near the IS stronghold of Raqqa were also among the targets damaged in seven air strikes conducted by the United States, Saudi Arabia, Jordan and the United Arab Emirates, using fighter planes and remotely piloted aircraft.

Egypt postpones verdict in case against ex-president Mubarak (Reuters) - An Egyptian court postponed to Nov. 29 its verdict on whether former president Hosni Mubarak ordered the killing of protesters during the 2011 uprising that ended his three-decade rule.

Before adjourning the hearing on Saturday, the judge said he and members of the prosecution team had not finished reviewing all the evidence in the case, which amounted to 160,000 pages.

A TV screen in the courtroom showed thousands of documents related to the case piled up in folders and bound with string.

Mubarak, his interior minister Habib al-Adly and six other senior security officers are accused of ordering the killings of more than 800 protesters, sowing chaos and creating a security vacuum during the 18-day revolt. They deny the charges.

The former strongman and Adly were both sentenced to life in prison in 2012 after being convicted in the case but an appeals court subsequently ordered a retrial.

Many Egyptians who lived through his autocracy and crony capitalism considered it a victory to see Mubarak behind bars.

His overthrow led to Egypt’s first free leadership election but the winner, Mo-

UN Human Rights Council backs Argentina on US debt row (BBC News) The United Nations Human Rights Council has passed a resolution in Geneva condemning a group of American hedge funds that took Argentina to court.

The investors are demanding payments worth more than $1.3bn (£766m) dollars on government bonds they hold.

Argentina defaulted on its debts in July after refusing to comply with a US court ruling in favour of the funds.

It is searching for ways of meeting its obligations to its other creditors without paying the hedge funds in full.

The Argentine government has accused the hedge funds, which it refers to as vulture funds, of being greedy and damaging its economy.

The state’s responsibility for promoting and protecting human rights and fundamental freedoms is not contingent on its sovereign debt situation” Keith Harper US Representative at the UNHRC “The vulture funds will not stop unless we stop them ourselves,” Foreign Minister Hector Timerman told the council before the vote.

“The billions that these vulture funds grab in countries in the south lead to school closures, hospitals without medicines, political instability, insecurity and violence,” he said.

Paraguay-Brazil boat accident: Eight bodies retrieved (BBC News)Brazilian and Paraguayan rescue teams have now retrieved eight bodies from the River Paraguay, where a boat capsized during a storm on

Wednesday.

The Paraguayan vessel, Dream of the Pantanal, was carrying 11 Paraguayan crew and 16 Brazilian tourists.

Thirteen people had

managed to swim ashore.

Six are still missing and presumed dead.

The tourists had been on a fishing expedition to the Pantanal, one of the world’s

largest freshwater wetlands The Pantanal, an area of amazing biodiversity, stretches across parts of Brazil, Paraguay and Bolivia and is popular with

eco-tourists.

Many of the victims were friends who came from the same town in Brazil’s southern Parana state.

The investors - led by hedge funds NML and Aurelius Capital Management - bought Argentine government bonds at a big discount after Argentina’s 2001 default.

They rejected the terms of a restructuring agreed by most bondholders in 2005 and 2010 which saw twothirds of the bonds’ pre-crisis value written off.

The hedge funds are instead demanding a full 100% repayment of the debt.

Argentina fell into default again in July after US District Judge Thomas Griesa barred the Bank of New York Mellon from transferring an interest payment to bondholders unless Argentina settled with the hedge funds.

REALITIES VERSUS PROPAGANDA EVEN AS the leadership of APNU, like that of the AFC’s, continues to provoke excitement about likely early general elections, Mr. David Granger himself seems to be running scared over his own political propaganda. While the AFC’s current as well as a former leader are faced with their own respective agonising problems-which we trust could soon be appropriately and justly resolved—the APNU chairman is excitedly accusing the Government about funding projects to win votes within Region 10 in particular.

The PNCR has long acquired a fanciful proprietary concept about what

constitutes Region 10.

Consequently, it seeks to jealously, if not cowardly, resort to protect its assumed turf. Fortunately, the reality of the party’s own neglect could best be independently assessed by the people of Region 10 themselves.

Of course, while the citizens of this nation are being kept waiting for the debate on the AFC’s submitted “no-confidence” motion against the Government, the PPP/C-led administration continues to do what it has been engaged in pursuing since its return to Government back in October 1992, with free and fair elections.

Basically, this commit-

ment means pushing ahead with diversified policies and projects to maintain the economic, social and cultural progress of this nation. Contrary to divisive, opportunistic Opposition propaganda, we share the view that for all of its own problems and challenges, the governing party, the PPP/C, has acquired quite an impressive record of progress in Government across the length and breadth of Guyana.

If unaware, by eyes that refuse to see, we humbly commend them to objectively examine the reports and conclusions available from both regional and international financial institutions as well as reputable organi-

sations.

For his part, Finance Minister Dr Ashni Singh, whose performance over the years have been the envy of his domestic opponents and detractors, has never shied away from any known serious challenges from the political Opposition, in or out of parliament.

For his part, Finance Minister within the Fin a n c e M i n i s t r y, J u a n Edghill, well known for his personal integrity, commitment to national unity and the social and economic advancement of Guyana, has seemingly had enough of the constant absurd complaints from the parliamentary Opposition of alleged

wrong doings by the Government.

Therefore, it came as no surprise to us that, as reported yesterday in another section of the local Press, he was ready to challenge Opposition Leader Granger to come forward with facts to back up his accusations against the Government about misusing state funds for projects with a view to anticipated early elections.

“Let Mr Granger provide the evidence….”, challenged Mr. Edghill, as reported in yesterday’s Stabroek News, adding: “I don’t see where there is squandermania. I see a man (Granger?) fright-

ened in my presence in Region 10; but I want him to know that no political party owns any region…”

Problem with the current breed of Opposition political leaders and their “advisers” is that there are no limits to their capacity for misrepresentations and untruths in their desperate quest for personal power.

More to come, as we await the parliamentary debate on the AFC’s initiated “no- confidence” motion against the Government, and what other distractions occurring while the Government stays with its developmental priorities in Guyana’s national interest.

It is Trotman’s turn to face the music WHEN press secretary Kwame McCoy was allegedly caught soliciting a young man for sex his case made headline news. The Opposition, in association with its malicious media, were out in full force condemning him of a crime that to this day they cannot prove. The US Embassy without any firm evidence, trial or conviction, hastily revoked his visa thereby prohibiting him from such privileges as travelling to the USA among other things. Clearly, this was a move meant to embarrass McCoy and the PPP/C Government, based solely on Opposition information and directives.

Well, they will be called again to make that “moral” decision as the Trotman matter of alleged sexual abuse comes before them. This writer is calling on the US Embassy to do likewise and revoke his visa. I know what their answer will be, that is, wait for a trial and conviction or, say the politically correct thing such as “the US Embassy deals with matters the way they see fit and not to bow to public pressure.” Well, I’d be damned if this is their stance because it would be a major shift in their approach to such matters. Previous approach shows a totally different US Embassy, they were swift to execute judgement by way of a revocation. Their move was

a blatant display of partisan involvement in the domestic affairs of a sovereign state.

To sum it up their action lacked diplomatic finesse.

Now, I make this bold call based on the following argument. In McCoy’s case there was some bit of questionable evidence by way of telephone records of him having sexual conversations with one Julius. The lad in question was 17 years at the time of McCoy’s solicitations, which under Guyana Laws he can consent to sex. Another weak link in their case was the fact that there was no Julius. The accusations were coming from known PNC supporters and the boy’s mother who is a staunch supporter of

the PNC. So, from the very outset there was no attempt to get to the truth by way of legal redress, rather, it was a political witch hunt meant to humiliate and embarrass the press secretary. Nonetheless, the US Embassy went full speed ahead as judge jury and executioner and revoked his visa.

So let us turn our attention to the Trotman case and juxtapose it against the McCoy case. Here we have an accuser Anthony Welchman Jr, a visible and real person, with damning evidence to support his claims. In fact, when you place the photographs of the two individuals (Trotman and Anthony) our readers are caught up with the

striking resemblance of the two personalities - accused and his alleged victim. Added to that is Welchman’s claims of being sexually assaulted at age 12, while he was a minor. A paedophile act and a very serious offence that carries a prison sentence if ever this comes up for hearing in a court of law. Trotman can well learn his lesson from the Catholic Church which had to man up to millions of dollars to stave off the shame.

My advice to Trotman - that depends if he is wise - is to settle peacefully and amicably. In doing so he can save himself the shame, the ignominy and public humiliation he would have to face henceforth. He would be wise

to settle while there is time; something Counsel Manickchand had given him because no amount of court injunctions can stop Welchman Jr. from going forward with a lawsuit. He is sticking to his story with evidence to prove it. He is not going away.

In a related incident the Speaker of the St Lucian Parliament when faced with a mountain of evidence stacked against him, did the honourable thing and resigned.

Trotman is advised to do likewise.

It is your time to face the music Trotman. Do not shy away from it.

IS THE OTHER SIDE REALLY GREENER?

By Keith Burrowes CURRENTLY in England, students attending university are up in arms against the new government’s intention to raise the cap on tuition fees from £3,000 to £9,000 and, at the same time, to drastically cut government subsidies in tertiary education by up to 80 percent in some areas. A few months ago 50,000 students marched in London to express their rage and disbelief at these moves, even as the British find themselves only slowly recovering from the major recent global financial crisis.

As one student protester, quoted in a BBC article asked, “why is our education being cut? Why are tuition fees going up here when in other parts people have free education?”

I should probably note that the situation on education’s spiraling costs is also worsening in the United States of America (USA), with an undergraduate degree at one of the nation’s top universities costing as much as US $200,000. Then there is the situation in which for-profit universities, taking advantage of generous federal student loan grants, have been enrolling people at record numbers, ‘encouraging’ them to drop out or ‘educating’ them with poor standard curricula that make them no more employable than when they started, and in the end leaving them with thousands of dollars in debt to the federal government.

Reading this, I couldn’t help but think about our situation here in Guyana and

to make a quick mental comparison. The University of Guyana (UG) charges some of the lowest tuition fees I’ve ever encountered, with most degree programmes costing about US $600 a year. While there have been talks recently about raising tuitions fees, these to my knowledge have not gone past the stage of conjecture or speculation, as much as it might make economic sense to anyone focused on the institution’s bottom line.

My point is that in this one crucial area, we have one of the world’s richest countries, a place seen as a Mecca for would-be migrants from the developing world, cutting back on one of the fundamental pillars of their development - the right to education - while we continue to place it as a priority in Guyana. There are other areas for comparison, ones which place Guyana in frankly, a more favourable light. For example, while donor support has been crucial to Guyana’s growth over the years, our economy has not reached the stage where it has required any where close to the level of the US $147 billion bailout that the European Union (EU) had to hand to Greece two years ago, with an economically stalled Ireland and a bankrupt Iceland seeming set to follow.

Another area which I’ve touched upon time and again is our health care system: while in the biggest economy in the world, the USA, one might have to write oneself off if one falls seriously ill and is without health insurance; the vast majority of Guyanese enjoy free to highly subsidized health care, inclusive of the provision of drugs.

Finally, there’s the area of job security. Recently, the President of a developed in the west, visited Korea in a failed push to create trade that would result in what was expected to be 70,000 American jobs, an initiative that may be chalked up as one of the fail-

ures of his administrations, but one that was reflective of a desperate bid to ensure that American job security at a time when many Americans feel insecure about their employment and when he’s being touted by the American right as the Job-Killer-inChief. While, admittedly, Guyana might have some issues with the creation of jobs, we don’t have a situation where people are losing jobs en masse, the Barama incident the exception rather than the rule. Even in that situation, the government has responded rapidly in assisting inn the sustainability of the livelihoods of those affected.

There are two perspectives from which the current situation can be seen: the first is the one that we are accustomed to taking, which says that the grass is most definitely greener on the other side, even while the evidence to the contrary is mounting.

The second perspective is the one that sees that while we may not exist in a perfect society, there are so many pluses to sustaining a life here, in relative comfort, than there exists at present in places once considered ‘greener pastures’.

Things may change miraculously and the developed world might revert to its unbridled and fairly equitably disputed wealth.

This, however, is not the trend that is being seen, at least not in my view.

The recent global financial crisis, and its continuing economic aftershocks, have originated in and severely impacted upon the developed world precisely because of the phenomenon of the vast majority of wealth being concentrated in fewer hands and the benefits not being enjoyed by the average person. We in the developing world need to recognize the positives that characterise our society and ensure that we maintain them even as the giants are crumbling around us.

Hunters wantonly slaughtering animals for sport in our forest I am writing to convey my deep concern about the growing trend of recreational hunters, now armed with high-powered rifles, wantonly slaughtering animals for sport in our forest.

I was horrified to see gruesome photographs of some of these hunters proudly posing with their trophy wildcats such as a pregnant puma strung up by her tail at the back of a pickup, and dead jaguars and deer in the tray of another. Even if theses hunters were unaware that these wildcats are an endangered species and are protected under our Wildlife Regulations, I am at a loss as to their reckless slaughter of animals not intended for consumption.

Our forests are becoming more easily accessible and there is a clear need for some immediate monitoring mechanisms to be in place to curb these practices. For starters I would like to recommend the following interventions: * The companies who are constructing these roads into our forests should be responsible for placing clearly visible billboards warning of the illegality of killing protected species, and for producing posters for distribution with the same message. * The hiring of knowledgeable members from communities near the entrance and exit of these roads who will be trained as rangers by the Wildlife Division of the Environmental Protection Agency and empowered

to enforce the regulations against this wanton killing. * A mechanism, between the road developers and the personell of the field stations of the regulatory agencies, which would control access to these wilderness areas and take necessary action against any hunter caught with carcasses of protected species.

Our animals are being harvested for the wildlife trade and for supply of meat to the mining and forestry camps. This decimation by recreational hunters with high-powered rifles and customised vehicles is also a threat to our fledgling tourism industry, as our visitors may soon only be able to see our beautiful wildlife in the Georgetown Zoo. There is also the potential significant backlash from the

very visitors we are straining to attract who would be shocked by this practice and would speak out vehemently against it.

The disturbing photos of these killings were sent to me by a concerned citizen, and I have shared them with our regulatory agencies to whom such photos should also be sent in future as they have committed to taking necessary action.

I am prepared to play my part in whatever way necessary to have this threat managed, and I believe in speaking to hunters directly to enlist their support but my efforts to do so with the hunter identified, in a few of the photos provided, proved futile.

REFLECTIONS ON ‘SHOW-TIME’ CULTURE AT UNITED NATIONS

Analysis by Rickey Singh AT the time of writing this column no official statement was released on Thursday's meeting of CARICOM Foreign Ministers at United Nations (UN) headquarters in New York. They were scheduled to review challenges and problems facing this region that require collective re s o l u t i o n d u r i n g t h e current session of the UN General Assembly.

Their meeting was preceded by a two-day "Climate Change Summit" arranged by UN Secretary General, Ban-Ki-Moon against the backdrop of the recent Small Islands States (SIDS) Conference in Samoa.

If ever there was a period in the 41-year history of the now 15-member regional economic integration movement that time is n o w. A n d n e i t h e r s i z e nor geographical location should stand in the way of a vigorous, holistic approach in pursuit of policies and programmes often piously announced by Heads of

Government and/or the Community Secretariat in Guyana.

THE ISSUES: Among issues and concerns expected to be addressed by the Foreign Ministers were the financing and arming of international terrorism; safeguarding of political sovereignty and territorial integrity.

Also, the undue pressures from wealthy and powerful aid donor nations; the dangers posed by the scourge of spreading criminality that's linked to the trade in illegal guns and drugs. And most decidedly also, the challenges posed by the phenomenon of climate change with serious threats to vulnerable regions like our own.

These problems require, and deserve, collective ACTION, as distinct from the multiplicity of eloquent repetitious rhetoric.

Whatever else our Heads of Government or their Foreign Ministers may differ over, they would appreciate that there is really no sensible alternative to acting

imaginatively TOGETHER in addressing the challenges of climate change via coordinated approaches that could stimulate similar initiatives by other small and vulnerable regions.

Missed opportunity Tu e s d a y ' s s t a r t o f addresses by Heads of State/Government for the UN Climate Change Summit seemed a good opportunity for a collective Statement/Declaration by CARICOM. More so since the new Prime Minister of Antigua and Barbuda, Mr. Gaston Browne was listed among early speakers and, more importantly, he is the current Chairman of the Community.

Alas, given a now institutionalised pattern of Heads of State/Government lining up to make their separate addresses for the 'show time' moment in full glare of the international media, no such approach was embraced. Hence, Mr. Browne was left to speak only as Prime Minister of

Antigua and Barbuda.

No suggestion is being made here to deny sovereign rights to any Head of State/Government from making a personal direct personal statement on behalf of his/her government at the UNor whatever the forum or occasion. Rather to give consideration to

Given the official rhetoric among our political leaders PM Browne could easily have been presented with an approved brief to reflect a collective CARICOM position, as distinct from having to restrict his address on behalf

It is, therefore, relevant to ask of member governments of CARICOM, as well as the increasingly influential captains of this region's expanding private sector, what efforts would b e m a d e , t o g e t h e r, t o sensitise the citizens of our Community to at least

Antigua and Barbuda PM Gaston Browne during his presentation at the UN Climate Summit changing the modalities that could avoid, for instance, the example of Prime Minister Browne being left to deliver his UN Climate Change address last Tuesday, simply on behalf of his own country, when he could well have been requested to also do so as current chairman of CARICOM. This would have been consistent with the vaunted slogan of "One Community, One People."

Surely those involved in arrangements for Thursday's special meeting of CARICOM Foreign Ministers would have been aware that Prime Minister

of his own .

Yet, he spoke bravely in observing "that while small island states like ours continue to pay a high price from the consequences of climate change, "we contribute the very least to the conditions that cause climate change."

It is disappointing and painful to note in today's column, that for all their eloquent, arresting talk prior to, during and after the recently concluded UNorganised SIDS Conference in Samoa, there should have been NO single statement reflecting a collective CARICOM position head of last week's UN Climate

the core features of a very lengthy, complex document released at the end of the Samoa conference, titled : "SIDS Accelerated Models for Action (The Samoa Pathway"?

For now, we may have to be content with at least an informed statement (by this weekend?) on some of the priorities to be pursued, together, on the range of important issues arising from the C o m m u n i t y ' s F o re i g n Ministers meeting-ahead of scheduled individual addresses by Heads of State/Government for the current new session of the UN General Assembly.

Maternal deaths are preventable “This study (WHO, 2012, p.1) showed that in 2010 there were 287,000 maternal deaths; with developing countries soaring at 284,000 (99%) of the total global maternal deaths, the bulk of which came from sub-Saharan Africa (162,000: 56%) and Southern Asia ( 83,000: 29%), with India (56,000: 19%) and Nigeria (40,000: 14%) consuming about a third of all maternal deaths; and with a 47% reduction in global maternal deaths between 1990 and 2010 , it is difficult not to conclude that the United Nations Millennium Development Goal 5 (MDG 5) which is to reduce maternal mortality ratio by 75% between 1990 and 2015 and to attain universal access to reproductive health, now appear improbable.”

Maternal deaths are preventable; a remarkable and optimistic conclusion from the WHO, UNICEF, UNFPA and The World Bank in a study of maternal deaths in 181 countries for the years 1990 through 2010 (WHO, 2012).

After the UN Secretary-General’s formulation of the MDGs 4 and 5, he installed the Commission on Information and Accountability for Women’s and Children’s Health (CIAWCH). This Commission noted that a major recommendation to enhance the measurement of maternal and child deaths is that “by 2015, all countries have taken significant steps to establish a system for registration of births, deaths and causes of death, and have well-functioning health information systems that combine data from facilities, administrative sources and surveys” (WHO, 2012, p.1); at that time, only about a third of the countries had an adequate civil registration system with accurate attribution of deaths.

Formulation of appropriate health policies to enhance maternal health would first require data to understand the causes of maternal death, and in this sense, a systematic review (Say et al., 2014) of maternal deaths which included an update of the aforementioned WHO study, was conducted;

and it defined maternal death, thus: “the death of a woman whilst pregnant or within 42 days of delivery or termination of pregnancy, from any cause related to, or aggravated by pregnancy or its management, but excluding deaths from incidental or accidental causes” (WHO, 1992).

This systematic review (Say et al., 2014) examined 23 studies published between 2003 and 2012 from 415 datasets from 115 countries, analyzing 60,799 maternal deaths. This study found that between 2003 and 2009, direct obstetric causes produced 73% (1,771,000 of 2,443,000) of all global maternal deaths while indirect causes induced 27.5% of the global maternal deaths.

The major findings from this systematic review indicated that between 2003 and 2009, contributory causes for all maternal deaths were hemorrhage (661,000: 27.1%), hypertensive disorders (343,000: 14.0%), and sepsis (261,000: 10.7%); other contributory factors for all maternal deaths were abortion (193,000: 7.9%) embolism (78,000: 3.2%), other direct causes (235,000: 9.6%).

While Guyana is infinitesimally low in maternal death rates compared to the critical implications of increasing maternal death rates in sub-Saharan Africa and Southern Asia, health policy makers in Guyana must be mindful of the incidence of maternal deaths in this country. In redoubling efforts to improve maternal health, a vital area to start may be to review the system for registration of births, deaths

and causes of death and at the same time ensure that the quality of the data is in compliance with the WHO standards.

Globally, as indirect causes of maternal deaths are almost at 30%, quality of data becomes critical to identifying the indirect causes. There should be no excuse for complacency to promote maternal health.

Relatives described the suspect, Sudesh Lakeram, as a very quiet individual who is not known to be violent. Relatives indicated that the two were separated, and on Saturday Lakeram returned to the woman’s home to reconcile with her but it is unclear what happened. Lakeram, who works as a dental technician at an East Bank Demerara dental clinic, fled to his workplace after committing the crime. He called out to his employer upon arrival there, and indicated that he and his former lover had been involved in an argument and he had stabbed her to death.

Speaker, AFC reject allegations of sexual assault of minor SPEAKER of the National Assembly Raphael Trotman was empathic in his denial of claims that he sexually assaulted a young man, made on the popular social media site, Facebook. “A malicious and unfounded allegation of sexual molestation has been made against me by an unstable young man, who sadly, appears to have a troubled mind. I categorically deny his wicked assertions,” the Speaker said in a statement. Trotman has since called for a “thorough and professional” investigation into the “scurrilous” allegation. According to him, the young man seems to have been “conveniently encouraged by manipulative and diabolic political” forces.

Children being admitted to private school still under construction AS the new school term kicks off, the building which will house Camille’s Institute for Business and Science Studies is still being constructed. The school is now located in the Diamond Junior Staff Compound, on the East Bank of Demerara (EBD). Although their teachers and students, which include infants are still attending school, concerns have been raised that their health and lives are in jeopardy, as it is unsafe to carry out construction while persons are being accommodated in the building.

Camille’s Institute provides education for all ages of children in nursery, primary and secondary; their services also include a daycare centre. ******************************************** Tuesday 23 Revamped Parliamentary website launched THE National Assembly yesterday launched its revamped, upgraded parliamentary website, www.parliament.gov.gy that seeks to provide relevant information to the public in a timely fashion.

Recognising significant short-falls in the previous website, a contract was signed on November 1, 2013, to upgrade the website with consultant Cirrus Multi-media, with funding provided by the United Nations Development Programme (UNDP) through its “Enhanced Public Trust Security and Inclusion Project 2.”

The website is user-friendly and provides relevant information to MPs, members of staff, members of the media, students and the general public on the major aspects of the functions and various activities of the National Assembly of the Parliament of Guyana.

Prowling jaguar terrorising Cozier Canal residents RESIDENTS living along the banks of the Cozier Canal in the Pomeroon River community have reported that a jaguar is prowling the area during nightfall in search of dogs, its favourite meal. The jaguar is reported to have already killed and eaten numerous dogs in the farming community, but prowls every night in search of more. Accordingly, residents are very scared of the fearsome animal, and have to secure their homes during nightfall. The jaguar reportedly visits homes during the dark of night, and would at times climb up stairs in search of its prey.

In spite of their fear, residents have organised a hunt in the area for the fearsome animal.

One dead, baby among three hospitalised as man sets house ablaze THE charred remains of Jason Munroe 27, of 308 Parfaite Harmonie was removed from his gutted house, while Princess Bobb, 3 years, her mother Zelena Calender, 20, and Shantel Calendar, all of Lot 201 Dairy Parfaite Harmonie were hospitalised after their home was set alight by Clifton Joseph, 38, of Broad Street, Charlestown. The Guyana Chronicle was told by relatives of the three women that the two sisters and the baby were at home, along with Munroe, who shares a relationship with the 20-year- old, when the suspect, who shares a relationship with the 15-year-old, used a window to gain access to the home while they were asleep. The suspect was arrested. ******************************************** Wednesday 24 Obama says global climate deal must include emerging economies (Reuters) – U.S. President Barack Obama said a new global agreement on climate change must include strong commitments from emerging economies and move past the rich-poor country divide that has hampered progress in United Nations negotiations. Obama addressed the U.N. climate change summit with a statement meant to build political momentum for a global deal on climate change in 2015 and a list of commitments his administration has made to address.

He said a “global compact” needs to include strong commitments from some of the world’s emerging economies because the amount of greenhouse gases they emit increases as their economies grow. “This time we need an agreement that reflects economic realities in the next decade and beyond,” Obama said.

PM denies Administration played any part in allegations against Speaker SPEAKER of the National Assembly, Raphael Trotman has allegedly offered a settlement of $1.7M to a young man, who has levelled allegations of sexual assault. This was according to the young man, 22-year-old Jonny Welchman (Jr.), who first made the allegation of assault on the popular social media site, Facebook. Trotman has since denied the claims, adding that the allegations have seemingly stemmed from a political plot. Acting President and Prime Minister, Mr. Samuel Hinds, in an invited comment, rejected the assertions of a political ploy by the ruling party. “I know of us doing no such things,” he stressed.

Global Shapers put smile on faces of 500+ hinterland children OVER 500 students in Regions 1, 8 and 9 have benefited from the Global Shapers Community ‘Head Start! Stationery Drive’ micro-project at the start of the 2014-2015 academic year. Two teams of Global Shapers from the Georgetown hub embarked on a journey to three hinterland communities: Matthews Ridge – Region 1, Fairview -Region 8 and Shulinab – Region 9 in early September. Their mission was to distribute school supplies to approximately 500 or more students in both nursery and primary schools.

This initiative was intended to provide students in remote communities in Guyana’s hinterland with stationery supplies for the new academic year. ******************************************** Thursday 25 GDF Cessna crashes – no one injured THE Guyana Defence Force’s (GDF) Cessna 206, GDF 3 crashed upon landing at Camp Jaguar, New River – which is about 215 nautical miles from Georgetown. None of the four persons on board were injured. A Board of Inquiry (BOI) has since been set up to investigate the circumstances surrounding the accident and is expected to travel to the location. The aircraft’s pilot was Captain Paul Dalgetty. Further details on the crash are expected to be provided on completion of the inquiry, according to the GDF. Colleague MP calls for House Speaker to resign A COLLEAGUE Member of Parliament (MP) on the Opposition side of the House is of the firm opinion that the Speaker of the House, Raphael Trotman should resign to preserve the integrity of the position he holds. The opinion was expressed, on condition of anonymity, in light of the sexual assault allegations levelled against Trotman by 22-year-old Jonny Welchman (Jr.), allegations that could both shadow his office and pose a threat to the integrity of the Speakership. Welshman had also alleged that Trotman offered him $1.7M to settle the matter.

Balwant Singh Hospital launches In Vitro Fertilisation service THE Dr. Balwant Singh’s Hospital launched its In Vitro Fertilisation (IVF) programme, making it the first medical facility here to offer such a service. According to Dr. Madhu Singh, the programme began in January of this year and the hospital was patiently awaiting the results in order to officially launch it.

The first IVF baby conceived in Guyana was birthed on the September 16, 2014. Dr. Singh advised the public that both the mother and baby are doing well, and were discharged from the hospital on September 18, 2014. Dr. Singh further stated that it is the only option for patients with low sperm counts, blocked fallopian tubes or prolonged, unexplained infertility.

President Ramotar meets Guyanese in Brooklyn PRESIDENT Donald Ramotar met with the Guyanese community in Brooklyn, New York, where he updated them on the economic, social and political developments in Guyana. The president in his address spoke of a number of initiatives his government is pursuing to propel the country from a developing middle income country to the “next level”. The Guyanese Head of State highlighted the current achievements, aspirations and challenges his government faces on a daily basis, in its quest to continue Guyana’s social and economic development. ******************************************** Friday 26 Sattaur suing Kaieteur News for over $500M JUSTICE Sandra Kurtzious has granted an injunction against Kaieteur News, preventing the daily newspaper from publishing defamatory statements about Commissioner-General of the Guyana Revenue Authority(GRA), Khurshid Sattaur. National Media and Publishing Company Limited, publishers of the local daily (Kaieteur News), its owner Glenn Lall and editor Adam Harris, were named in the order granting the injunction. The application also called for aggravated damages, in excess of $500M, for libel resulting from the false and/or malicious writings published. The move by Sattaur’s legal representatives follows allegations, made in Kaieteur News articles and columns, which stated that: the GRA Head compromised confidential tax information; he breached his Oath of Office; and was involved in a plot to destroy the newspaper, among other assertions.

Berbice man gets 55 years for killing ‘Scare Dem’ gang member JUSTICE Navindra Singh sentenced Naresh Ramjohn, called ‘Sadam’, to 55 ½ years’ imprisonment for the unlawful killing of ‘Scare Dem’ gang member Anthony Samaroo. The crime was committed in 2008. However, the prisoner became a fugitive and was captured in May 2010 for another matter.

It was while he was in the lockups at Central Police Station in New Amsterdam that Ryan Samaroo, the sibling of the deceased, who incidentally was also in police custody, informed the cops of Ramjohn’s

involvement in his brother’s demise. “Sir, I am innocent of this crime.

Please have sympathy on me,” he rambled, before his lawyer indicated to him to be quiet. The judge told him: “I am disappointed that you showed no remorse. The jury has spoken. You have maintained your innocence. Guess this will go to a higher court. Nevertheless, I find that it was a brutal attack. I do find from the evidence that there may be some contribution of the deceased, whatever aggravating factors they were…

My sentence is 60 years. I have taken off four and a half years for the time you have spent in prison. My sentence therefore is fifty-five and a half years.”

Travelspan suspends service out of Guyana TravelSpan has announced that it would be suspending its service out of Guyana from September 27, but is in the process of finalising a new arrangement with another airline. Recently, the airline has been plagued by inconsistent service which saw a significant number of cancelled and delayed flights that caused major inconvenience to customers and continued losses to TravelSpan. The company also noted “Vision Airlines, effective September 27, the company will be discontinuing its General Sales Agent (GSA) status.” The company had recently trained 14 Guyanese flight attendants and had told the public that it was here to stay. In early 2003, Guyanese passengers were left stranded when the company had again pulled out of the market at that time. Travelspan will announce details of the arrangement with the new carrier in the coming days. ******************************************** Saturday 27 President Ramotar calls for UN Security Council reform PRESIDENT Donald Ramotar is contending that the most important precondition for progress is peace, and at the United Nations’ General Assembly on Thursday he underscored the need for reforms to the body’s Security Council among other calls.

“Many conflicts and potential for conflicts continue unresolved while new threats to global security have risen to dangerous levels… concrete progress in the reform of the Security Council is imperative in order to assure the continued legitimacy and relevance of this important United Nations organ,” he told the Assembly, which met in New York, United States.

Ramjattan’s “buy-out” claim is an invention - Granger -says there is no evidence to support what he is saying ACCUSATIONS which were levelled against the People’s Progressive Party (PPP) by leader of the Alliance For Change (AFC) that they (PPP) were attempting to “buy-out” Opposition Members of Parliament to vote against the no-confidence motion has been described as an “invention” by Leader of A Partnership for National Unity (APNU) Brigadier David Granger.

Granger who had only last week made this point that there was “no buying out” of his MPs, reiterated yesterday at his Party’s weekly press conference that Ramjattan’s claim is “an invention” adding that there is no evidence to support his revelations.

The AFC leader last week made the startling revelation that the ruling People’s Progressive Party was attempting to “buy-out” three Opposition Members of Parliament (MPs) to vote against their sponsored no-confidence motion which is expected to be tabled in the National Assembly next month.

CGX clinches agreement with Prospector to resume operations in Guyana CGX Energy-the Canadian-based oil and gas exploration company which is focusing on the exploration in the Guyana-Suriname Basin has announced that it has entered into a contract with a marine seismic service company named Prospector to resume exploration of its 100% owned Demerara Block, offshore Guyana. CGX said that the contract involves Prospector conducting 3D seismic surveys within 3,116.74 square kilometres of the Demerara Block. The aggregate cost of the surveys will be approximately U.S.$17.9 M with 40% of the costs (or approximately U.S.$M) being paid to Prospector by way of issuance of 15,534,310 common shares and the remainder payable in cash twelve months after the conclusion of the seismic survey, the Company disclosed.

Trotman will resign if charged “I will do what is right and in the interest of Guyana if and when that time comes,” the Speaker of the National Assembly and co-founder of the Alliance For Change (AFC) Raphael Trotman assured. His comments were made during a press conference hosted by the AFC, following the sexual abuse allegations, which were levelled against him by 22-year-old Johnny Welchman (Jr.). “I am a patriot. I love my country. I love that I can serve Guyana as Speaker, but I will do nothing that will injure the reputation of the National Assembly or to interfere or impede the business of the house…anything that will detract from the work of the House, I will not be a part of it,” he said.

Manatee experts conduct assessments to create management plan Following months of negotiations, the Ministry of Natural Resources and the Environment, through the Protected Areas Commission (PAC), recently hosted a team of international manatee experts at the National Park and the Zoological Park. The Team was headed by Dr. Nataly Castelblanco-Martínez from the U.S.-based Oceanic Society and the Co-chair for the IUCN South American Sirenian (Manatee) Specialist Group, and included Mr. Boris Lerebours, a Manatee breeding and reintroduction expert from the National Parks of Guadeloupe. The team conducted initial assessments of the populations and their enclosures at the National Park and Botanical Gardens, using sonar and visual observations. Water samples were also collected and a series of tests are currently being carried out. The PAC is now working with the team to organise a much more extensive follow-up assessment.

President: ‘Flexible,’ transformative agenda needed for SIDS battling climate change

“We call on the international community to reconsider this approach by adding a vulnerability index to the equation. We also call for debt relief as the debts accumulated by most of these countries make their economies unsustainable.” –President Ramotar.

A TRANSFORMATIVE agenda that is “flexible enough” to address the peculiar needs of some countries, many of which are battling climate change, is much needed, according to President Donald Ramotar at Thursday’s meeting of the United National General Assembly.

“The special circumstances occasioned by the vulnerabilities of Small Island and Low-Lying Coastal Developing States (SIDS) bear particular mention in this regard,” he said.

According to him, a flexible transformative agenda will ensure that the progress made in developing countries is not erased in the ongoing fight to mitigate and adapt to climate change.

“Far too often the progress made can be speedily reversed owing to the impacts of climate change and natural disasters.

In this regard, we must spare no effort to ensure that we have a legally binding agreement in 2015,” Mr. Ramotar said.

ACCESS TO FINANCING He highlighted that even as discussions are being had about the post-2015 development agenda, many Caribbean Community (CARICOM) countries face financing challenges, since they are classified as middle- income based on the narrow measure of GDP per capita.

“In addition, many of these countries are heavily indebted as they must make unavoidable investments in building and rebuilding social, economic and productive infrastructure to strengthen their resilience,” he said.

Mr. Ramotar explained that Guyana, like many other SIDS, are classified as Middle Income Countries and the resulting imposition of differentiation and graduation impedes access to concessionary funding.

“We call on the international community to reconsider this approach by adding a vulnerability index to the equation.

We also call for debt relief as the debts accumulated by most of these countries make their economies unsustainable,” Mr. Ramotar said.

He charged that there must be recognition of the fact that the gains made globally were not uniform across countries and regions.

The President said: “In some places, the progress has been dramatic. Asia for instance has had remarkable success in achieving many of the goals.

In Latin America and the Caribbean there has also been considerable progress.

There are, however, some areas where hardly any noticeable change has taken place since the year 2000.”

To this end, he stated that there are clear imbalances that are unsustainable and will only President be addressed through concerted Donald Ramotar global action.

ASSESS THE PROGRESS The Guyanese leader also called on the UN General Assembly to assess the targets set via the Millennium Development Goals (MDGs).

“This UN General Assembly is taking place on the eve of the target year set by world leaders in 2000 to achieve the Millennium Development Goals,” he said. “It is therefore timely to assess the progress made and also to understand why

we could not achieve all the goals in full.”

Mr. Ramotar stressed that such an undertaking is quintessential in moving forward with the post-2015 agenda. “I wish to recall that in the year 2000 when the eight goals were announced, they inspired great hope and enthusiasm throughout the world,” he said, adding that this was particularly so in developing countries and among the world’s poor He said: “It is true that the world has made tangible progress in its efforts to achieve the MDGs. Global poverty has fallen and continues to fall; many more of the world’s children are attending primary schools; health services have improved for a large number of people resulting in a significant decline in child mortality; and the spread of HIV/ AIDS and malaria has been halted and even reversed in some regions.”

However, the President also pointed out that there have been challenges and failures – both factors that make it imperative for the post-2015 framework to include: * A time-bound commitment for delivery of official development assistance for which commitments have already been made; * A global framework for managing intellectual property rights that places the development imperative at its centre; * A global trading architecture that recognises the asymmetries in the global state of development and is suitably responsive to these; and * A framework that ensures private sector investment is consistent with the development agenda.

“The recommendations of the Open Working Group on Sustainable Development Goals and of the Intergovernmental Committee of Experts on Sustainable Development Financing provide a good platform on which to build,” he opined, reiterating the need for a “flexible” transformative agenda.

Jaya Manickchand: Claims of AG’s involvement are ‘comical’ ATTORNEY-AT-LAW, Mrs. Jaya Manickchand yesterday weighed in on the allegations made by the Alliance For Change (AFC) against the AttorneyGeneral (AG) and Minister of Legal Affairs, Mr. Anil Nandlall, describing them as comical.

The AFC’s General-Secretary, Mr. David Patterson, at the party’s news conference on Friday claimed that the AG was involved in the allegations of sexual assault that were made against the Speaker of the House, Mr. Raphael Trotman. He stated that the party is in possession of information to this effect.

The allegations against Trotman were levelled against him by 22-year-old Johnny Welchman (Jr.).

The Speaker of the National Assembly, since the allegations were made, has been most empathic in his denial of claims that he sexually assaulted the young man in question. The allegation was first made public via an entry on the popular social media site, Facebook.

Mr. Manickchand, in a post said: “The AFC's new script in their ‘defence’ of Trotman's sexual assault/

buggery allegations of Johnny Welchman is now that Johnny Welshman was sent to me by AG Nandlall. Now this is comical, to say the least.”

unlikely that the AG would ever “pitch” a potential client her way now, since he has never done so before.

“The AG and I are not friends and are not even friendly. My friends in the legal fraternity and political arena know this too well,” she asserted.

Additionally, Nandlall himself has rejected the AFC’s claims.

“It is with utter shock that I learnt that I am the latest casualty in a long list of persons implicated by the Alliance For Change ( AFC ), in the sexual abuse scandal in which their Founder Leader and Speaker of the National Assembly, the Honourable Raphael Trotman is currently embroiled,” he said.

Nandlall stated that after the allegations were made public, he did in fact speak to Trotman, but was emphatic in stressing his denial of any involvement in, or connection with, either directly or indirectly, the “sexual assault fiasco.”

“It is unfortunate that in their quest to extricate their own, from this morass, the AFC is prepared to implicate so many others,” he concluded.

Jerry Bacchus celebrates 22 years - from pastries in a small glass case to of business fame five ‘prime time’ businesses EVER so often we marvel at the successes of some of Guyana’s most prominent personalities, without stopping for a moment to ponder on their gruelling exploits before attaining fame.

Just recently, Jerry Bacchus, aka ‘Jerries’, celebrated twenty-two years as a ‘prime time’ businessman, and the story behind his successes was truly captivating and motivating.

Today Mr. Bacchus is the owner of five thriving businesses, which he rightly made possible by ‘the sweat of his brows’.

These businesses are: “Runway”, at Ogle Airport, ECD; “Tight and Sweet”, located at the Stabroek Market Square in downtown Georgetown; “Tek um Suh”, located at Bourda Market; “Auntie Rosie”, which is inside the Courts’ Main Street Store; “Jerries Hotel Restaurant and Bar”, located on Waterloo Street, Georgetown; and there is a location at Timehri.

HIS STIRRING JOURNEY In the early 1980s, Jerries, as he is more popularly known, was just a humble soul trudging through the city on a bicycle selling his delicious pastries. He was then learning the art of making various ‘pastry delights’ even as he was earning cash.

He rapidly made new friends and customers, since the notable ‘Jerries Flavour’ became a taste they could not live without. Jerries had this to say of that period: “It was very hard work to bake pastries most of the day and ride around selling in the afternoon. But I braved the odds, since it was my dream to be successful one day”.

His wife, employed at the then Barclay’s Bank in Georgetown, would help him with the baking whenever she was free, especially on weekends.

In 1987, the humble businessman travelled to Brazil, where he stayed until 1991, when he returned to his homeland and displayed his humility by returning to his former trade of selling pastries.

Soon after, he struck gold when a good friend at the John Fernandes Wharf assisted him in obtaining some cash, and he opened his first ‘Jerries’ location on New Market Street, Georgetown. He actually transformed the Black Pussy Cat Liquor Store and opened business there with a single freezer, four cases of Soca soft drinks and a small wooden

glass case.

‘Jerries’ also operated a canteen at the Bishop’s High School for over nineteen years. He had also operated a canteen at the School of the Nations in Georgetown.

“This was my first real effort at setting up my own businesses, and I knew it was a bit risky. But with the support of my many loyal customers, things began to pick up, and we simply took off from there,” he disclosed.

In time, word of his operation spread like wild fire, and his customer base grew rapidly. On January 10, 2010, he was able to open ‘Runway’ Please turn to page 15 at the Ogle Airport, and this

Greater boost for Guyana’s health sector - as visiting Chinese Health Minister Lin Bin and Guyanese counterpart Dr Bheri Ramsaran ink MOU

By Navendra Seoraj CHINA’S Minster of Health, Madam Lin Bin and Guyanese counterpart, Dr. Bheri Ramsaran, yesterday, signed a Memorandum of Understanding (MOU) at the Conference Centre Liliendaal, East Coast Demerara.

Madam Lin Bin in her address stated that this is her first visit to Guyana, but she is still quite aware of the strong relationship between China and Guyana.

It has been some 170 years ago since the first set of immigrants from China came to Guyana, and since then as time went by China and Guyana started working together, and because of the consistent communication and co-operation between Guyana and China, there is now a strong bond between the two countries.

She recalled that there have been bilateral agreements over the years, in terms of China assisting Guyana mainly in the Education and Health sectors.

In 2009 the Chinese Government developed an Eye clinic at the Georgetown Public Hospital (GPHC) which has so far seen 5,000 patients being treated.

But this year China has sent a few of their best and advanced opticians to assist the 11th Chinese Medical Brigade in conducting over 100 surgeries.

Madam Lin Bin also said that the signing of the MOU will now allow China to assist Guyana more in terms of human resources training and disease control.

She gave some encouraging words in her final statement noting that with the right support and hard work, new achievements will be gained.

According to Dr Ramsaran, the constant people-to-people communication has contributed to the strong relationship that China and Guyana shares.

Both parties present emphasised the strengthening of relations between China and Guyana.

Dr Ramsaran added that the work of the medical teams have been greeted with gratitude and appreciation.

He also said that he is looking forward to the 12th Medical Brigade making a much larger contribution to Guyana, Instead of assisting only at the GPHC and in Linden, they should now look to widen their area of assistance and begin rendering assistance to places such as Mabaruma and Lethem, the Health Minister opined.

The Government has recognised the performance of the medical teams from China, so efforts are now being made to invite a Chinese Faculty to strengthen the medical training at the University of Guyana (UG) and to also assist more young doctors at the various hospitals.

Dr Ramsaran also stated that he is indebted to the Chinese for giving the students of Guyana a chance to study in their country, and will always be thankful to have the support of the Chinese Government.

The Memorandum of Understanding will be effective for five years, after which it will have to be renewed.

But the minister noted that if anything goes wrong and the MOU has to be cancelled, it will not affect the development and continuation of any of the ongoing medical programmes

Police to decentralise issuance of passports from Wednesday -certain conditions apply

Alves assures integrity of documents would be maintained THE Guyana Police Force has taken a decision to decentralise the issuance of passports with effect from Wednesday, October 01, 2014.

A police press release to the media on Saturday said that applicants of new and renewed passports can uplift those at various police stations around the country. The police also stated that, with this move, persons would not have to travel to the Central Immigration Office in Georgetown to access this service, as presently obtains, therefore, the Central Immigration Office would no longer be encumbered by persons travelling from all the extremities of the country to uplift those documents.

The police press release detailed that passports would now be issued at the following police stations: Central Police Station in New Amsterdam; the Mackenzie Police Station in Region 10; the Parika Police Station on the East Bank of the Essequibo; Bartica Police Station in Bartica, Region 7; Anna Regina Immigration Office on the Essequibo Coast in Region 2; and the Lethem Immigration Office at the Multi-purpose Building Complex in Region 9.

Additionally, passports would continue to be issued at the Central Immigration Office in Georgetown.

Persons are advised that the service offered at the listed locations is restricted to uplifting passports, and not submitting application forms. They are further advised that when visiting the Central Immigration Office to apply for a new or renewed passport, they must state if they would like to pick up their passports at any of the locations, or return to the city to uplift the document.

It is important to note, the police have said, that for passports sent to Lethem, those would remain at the location for three months, and if not uplifted within that period, would be returned to the Central Office in Georgetown. For the other locations, the passports would remain there for two months, and should there be a failure on the part of the applicants to uplift same, then those would also return to the city.

All the rules which apply at the Central Immigration Office with respect to the uplifting of passports will apply at the decentralised locations.

Contacted yesterday afternoon, Deputy Chief Immigration Officer, Senior Superintendent Dale Alves, told the Guyana Chronicle that the integrity of the passports is assured. He said the passports would be the direct responsibility of the commander of the division or the officer in charge of the police station. He added that the passports would be checked daily to ensure that they are all accounted for.

Alves also related that the move was to ease the travelling to the city by those persons living outside of Region 4. He commented that, outside of Georgetown, the largest number of applicants comes from Berbice.

AFC failing to tie Trotman’s sexual assault allegations to political machinations – AG

By Vanessa Narine “The AFC (Alliance For Change) is desperately attempting to pollute and cloud the matter of the sexual assault allegations a g a i n s t M r. Tro t m a n , by adding a political dimension,but it has abysmally failed,” said the Attorney-General and Minister of Legal Affairs, Mr. Anil Nandlall.

His comments followed statements made by AFC, executive member, Mr. Moses Nagamootoo, who also contends that the allegations are an attempt to derail consideration of the no-confidence motion when the National Assembly comes out of recess on October 10.

The sexual abuse allegations were levelled a g a i n s t M r. T r o t m a n b y 2 2 - y e a r- o l d J o h n n y Welchman Jr. Mr. Raphael Trotman, the Speaker of the National Assembly, since the allegations were made, has been most empathic in his denial of claims that he sexually assaulted the young man in question. According to Nagamootoo, interpretation of the intention for the attack against Trotman is seen in calls already being made to him to resign.

“This concoction or

allegation against the Speaker was intended to rile the Speaker up…the intention is clear. It is to derail the no-confidence motion, to create a parliamentary crisis.

If you don’t have a speaker you have an uncertainty as to where and how the motion will be discussed,” the AFC Member of Parliament (MP) said, last Friday, at an AFC news conference.

LUDICROUS CONTENTION However, Nandlall was emphatic in his rejection of

Moses Nagamootoo these statements. “The AFC has advanced the ludicrous contention that this is a plot hatched to avert their noconfidence motion,” he said.

The AG explained that Nagamootoo’s arguments are

both “clumsy and foolish” ones.

“If for whatever reason, Mr. Trotman is removed or resigns as Speaker, then a new Speaker can be elected by a majority in the National Assembly at its very next sitting. How this simple legal process eludes so many lawyers in the AFC is indeed startling,” he said, dismissingNagamootoo’s arguments.

Nandlall highlighted that the AFC, although Mr. Trotman has moved to the courts and secured and injunction barring the publication of comments from his accuser, continue to be the ones advancing a motive for the publication of the allegations.

“His party is the one that is publishing, or rather, causing to be published, these allegations of sexual misconduct more than anyone else. I find this entire situation most unusual,” he said.

In addition, there are active investigations and civil proceedings, related to the matter, are ongoing.

“The approach of the AFC in their defence of their co-founder against the allegations of sexual misconduct levelled at him is indeed one that is bereft of both logic and common sense,” Nandlall concluded.

Like the AG, the Prime Minister and Minister of Parliamentary Affairs, Mr. Samuel Hinds, has also

dismissed the assertion that the current Administration is employing delaying tactics ahead of the debate on the much-talked-about noconfidence motion.

“I expect that when Parliament resumes the motion will be on the Order Paper and then we shall see where things go from there,” he said.

The Alliance For Change’s (AFC) no-confidence motion was submitted to the Clerk of the National Assembly at the beginning of August. The first inkling the public had that the AFC had planned moving a no-confidence motion against the Government was way back in mid-June, when party Vice-Chairman, Mr Moses Nagamootoo, hinted at it.

He did so by way of an article published in the Stabroek News and headlined: “AFC considering no-confidence motion against Gov’t.” He, however, acknowledged that to do so would require the support of the main Opposition party, A Partnership for National Unity (APNU).

The AFC finally got its wish on Tuesday, August 5, when APNU Leader, Brigadier (rtd.) David Granger publicly confirmed that his party was fully behind the noconfidence motion.

The first page of the M o t i o n re a d s : “ B e i t resolved that this National Assembly has no confidence in the Government.”

His successes began to build up and, in March 2010, his fans were pleased that he had opened the ‘Tight and Sweet’ location. The ‘Auntie Rosie’ location was named after his aunt, who actually taught him the art of making pastries.

“It was my customers who made me successful today, and it’s through their support that I was able to open the ‘Tight and Sweet’ location in March 2010. But I must admit, a sister of mine refused to utter the name of that location for two whole years. She felt the name was just too suggestive,” Jerries disclosed.

In August 2010 his exploits paid off, and this allowed him to establish the ‘Tek Um Suh’ joint at Bourda Market, which opened around the clock for customers. However, he was forced to close shop there in 2012 because of the unsanitary surroundings and the fact that the geographic location of this business attracted junkies who had the gall to ‘prop themselves for ages at the counter’ turning away some customers. This area also was frequented by too many criminal elements.

His biggest location, however, is the Tropicana Hotel’, (2008) which is highly rated by both local and overseas visitors who have stayed there.

The biggest challenge this businessman faces is to have each location function independently. He ‘touches bases’ with each business regularly, and has a total staff complement of more than sixty persons.

With no plans for immediate further expansions, ‘Jerries’ makes it his mandate to employ mostly female staffers and single mothers, since he is of the view that these suffering women need a healthy and honest forum to earn for themselves and families.

Jerries also intends to branch into ‘franchise holdings’ and to focus on intense standardisation and having all his cooking done at one centralised location. Presentation and hygiene are of vital importance to him, and these are high points he enforces among his employees.

Today ‘Jerries’ has over 27,000 followers on the Facebook social network, and has his own website, dubbed www. jerriesguyana.com.

IN a move designed to cater for the ever growing needs of its customers and prospects, Raj Singh Insurance Brokers officially launched its state-of-theart website to the general public recently.

This site is an enhanced version of its initial site created a few years ago, www.rsi-group.com, but which has now been scrapped and replaced by a simple, modern and responsive website, www.rsi.gy.

GCCI President urges entrepreneurs to embrace 21st Century business practices

THE Georgetown Chamber of Commerce and Industry (GCCI) yesterday hosted, at Duke Lodge in Kingston, Georgetown, a one-day entrepreneurship workshop aimed at providing participants with an understanding of fundamental aspects of entrepreneurship, and to equip them with some practical methods used by entrepreneurs.

GCCI President Mr. Lance Hinds, in his opening remarks, urged that persons recognise the importance of these workshops, and noted that the position of the GCCI and the future of the economy depend on the potential of businesses, as both hinge on better growth and diversification of the private sector.

Hinds posited that it is the only way the economy would deliver positive revenue creation, which would assist in social and economic improvement.

In 2014, the rate of growth and development of the local economy is still seen as declining compared to other regional economies.

There is, therefore, a lot of work to be done to improve the situation.

The GCCI President encouraged participants to embrace 21st Century business practices rather than be tied to the traditional practices of decades ago. He stressed that local businesses must focus on getting out to the price-driven international market, instead of staying in the local market.

Hinds underscored that the GCCI has established a framework within which initiatives for private sector expansion are being discussed and improved.

The GCCI believes that the role of entrepreneurship is to transform the economy and to put out new products and ideas. Hinds opined that this would bring success and build better businesses.

He noted that success in a business would not happen through a miracle; a lot of hard work must be done to ensure the development of good businesses.

He also encouraged persons who may have potential ideas for businesses to give it a try; but he urged

Robbery victim overpowers gunman - and summons police to arrest hapless bandit

A MAN whose only name was given as Rodrigues is counting his lucky stars after he was able to overpower a gun-toting bandit who attempted to rob him, confiscate his illegal weapon, and hand the would-be bandit over to the police.

The police, in a statement on Friday, said the incident occurred in the vicinity of the Demico House in the Stabroek Market area, where Rodrigues was approached by a gunman who attempted to relieve him of his valuables.

The police identified the suspected gunman as 25-year-old Calvin Dover of Bent Street,

Wortmanville Georgetown, who was found with a 9mm pistol and eleven rounds of matching live ammunition.

The police reported that Calvin Dover was overpowered and disarmed by his victim, and the ammunition was discovered on Dover’s person. He was handed over to the police, who were summoned to the scene, and was promptly arrested.

Dover is in police custody assisting the police in their investigation, and is expected to face the courts this week, charged with illegal possession of a firearm and ammunition.

Woman dies in Mazaruni boat collision

AS a result of a collision between two vessels in the Mazaruni River, a fire ensued quickly engulfing one of the vessels causing a female passenger to be burnt extensively, who subsequently perished.

THE Maritime Administration Department (MARAD) on Friday said around 13:00 hrs the two vessels collided in the Mazaruni River, in the vicinity of an area known as “All-boys.”

A press release stated that one is an aluminum hull passenger vessel and is propelled by two water jets. The other is a wooden passenger/cargo boat and was being propelled by a 200 horsepower outboard engine.

MARAD has sent a team to the Mazaruni area to begin an investigation into the incident.

Meanwhile, The Transport & Harbours Department (T&HD) vessel “Sandaka” and a small passenger boat “Akeela” collided in the Essequibo River, near the Parika Stelling on Thursday.

A statement said the incident occurred as the Sandaka, which serves the Leguan to Parika route was mooring alongside the Parika stelling, while the master of the Akeela refused to move his boat from the position alongside which is reserved for the T&HD’s vessels.

The Akeela operates the Parika –Wakenaam – Supenaam service and had 23 persons on board, and as the collision seemed imminent, some of its passengers jumped overboard, T&HD said.

Some minor injuries were reported, but there were no fatalities; the AKEELA was damaged but not the MV Sandaka.

Officers from T&HD and the MARAD are investigating this incident.

Businessmen lose millions in cash, jewellery in separate robberies BUILDING contractor Harrygobin Persaud was on Thursday shot twice and up to press time hospitalised at a private city hospital, after he was cornered by a motor car and CG motorcycle and robbed just after leaving a city bank.

The Guyana Chronicle learnt that Persaud, a contractor working at the Winsor Estate housing development project, had just withdrawn $1.2 million to pay his workers when the men cornered him at a bridge in Eccles as he was heading back to the construction site. He told investigators that as he was heading over the bridge, a car came up immediately behind him and blocked him from reversing, while two men on a motor cycle approached him and demanded the money that he had just withdrawn.

The man said that he told them he had no money and he was shot in the left arm; when asked again he repeated the denial and was again shot, this time in the leg. He eventually yielded and handed over the money to the men on the CG motorcycle, by which time the motor car had already left the scene.

The police are of the view that the men were tipped off by workers at the construction site and an investigation is in progress.

Meanwhile, the police yesterday reported that two men entered the business premises of a Mahaicony businessman, 63 year old Gopaul Bridgenandan armed with a handgun and robbed him.

The police said that the men held up the businessman, struck him to the head and took away a quantity of gold jewellery valued at $6 million and 1100 USD along with $780,000 Guyana currency.

The men then fled the scene, discharging three rounds as they fled and entered a motorcar.An investigation into that matter is under way also. (Leroy Smith)

GT&T cable vandalism at Agricola affects CJIA, other important entities

By Leroy Smith AN act of vandalism in which 480 feet of Fibre Optic Cable belonging to the Guyana Telephone and Telegraph Company Limited (GT&T) was destroyed early on Thursday morning, temporarily disrupted telephone and data services of several important entities, several households businesses, and even the country’s main international airport.

Paradoxically, the cable which the vandals took away can be of no use to them, since there was no copper in the cable, but rather another kind of material, which is useless.

Speaking with the Guyana Chronicle at the site where the crew responded and carried out works, Rawle Peters of the GT&T Engineering Department disclosed that the company was not alerted to the cable disruption by any

incoming calls, but after the cable had been compromised an alarm at one of the GT&T exchange stations was triggered, and the team responded by using an internal map of its cables to pinpoint the exact location of the cable disruption.

He said the cable disruption has resulted in the company being forced to abandon scheduled cable replacement works which were planned for yesterday along the path of the East Bank Demerara four-lane extension.

While not divulging details of the initial cost to the company brought on by the damage, Peters told this newspaper that the company has to take into consideration the cost for the damaged cable, the down time by the workers, and the use of equipment and other resources.

As a result of the works which are classified as emergency, the phone company had to respond with teams from its

engineering, construction and maintenance departments.

GT&T Public Relations Officer Alison Parker told this newspaper that one of the real issues to which people pay very little attention in respect to cable damage is the security aspect.

She said that in disrupting the cables, what needs to be considered is the impact on the ability of the community, businesses, and in yesterday’s case the airport, to respond to emergencies and make emergency contacts with the relevant authorities and agencies.

Parker called on the communities to report damage to cables which they may witness, and pointed out that the company will treat those reports with the strictest of confidentiality.

Also present at the site yesterday was Nadia De Abreu, who also works in the Public Relations Department of the phone company.

Madam Lin Bin yesterday visited the Georgetown Public Hospital Corporation (GPHC) to see the good work which the 11th Chinese Medical Brigade

has done so far.

And while she was there she also took some time to visit some of the other wards at the hospital.

Madam Lin Bin was accompanied during her visit to the GPHC by the Chi-

nese Ambassador to Guyana Zhang Limin, members of the 11th Chinese Medical Brigade, Minister of Health Dr. Bheri Ramsaran, CEO of The GPHC, Michael Khan and other doctors and officials of the GPHC.

During her visit she checked out the Eye Clinic where patients who underwent surgery for the removal of cataracts recently were awaiting the removal of their dressing.

These surgeries were carried out by the 11th Chinese Medical Brigade.

This programme, the Brightness Campaign, was started by the Chinese medical team, and has seen over 50 persons undergoing surgeries within three days for the removal of cataracts.

Madam Lin Bin was quite elated when the patients who underwent surgery told her that they are feeling 100% better after undergoing the surgery. She also assisted in some of the removal of the

She further notified the patients that her real purpose of visiting the GPHC is to see whether or not they have recovered, and upon seeing the results she noted how happy she was to see all of them are doing quite well.

She also noted that this programme is another step in developing the relationship between China and Guyana.

After receiving the vote of thanks from the patients of the Eye Clinic, Madam Lin Bin carried on with her brief tour of the GPHC. She then visited the Department of Paediatrics, where she was shown some of the children who are recovering from various surgeries which they had to undergo for certain illnesses.

Afterwards, she visited the Intensive Care Unit (ICU), where she commended the GPHC for the proper

ventilation there.

She stated it is necessary to have proper ventilation for persons who are in a coma and as far as the GPHC is concerned they have that covered.

Before leaving the GPHC, Madam Lin Bin handed over a small token of appreciation on behalf of the Chinese Delegation, to Michael Khan.

According to Khan, the Chinese medical team recently carried out over 50 surgeries in three days, which is highly commendable because all of the patients are doing quite well.

He also stated that apart from the optical surgeries, two other advanced consultants recently came in from China to assist in the carrying out of Laparoscopic Surgery, which saw approximately over eight persons undergoing this surgery.

its benefits to us With the rapid increase in the global population and the high demand for goods and services, the use of Biotechnology is becoming more necessary in the development process and in many sectors of world economies. In today’s world, health services, agriculture, poultry rearing and manufacturing all utilize biotechnology. Because of its widespread use and utility, Biotechnology is now integrated in university and high school education. As Biotechnology advances the emphasis is on improving capabilities to increase its benefits and reduce its risks.

Biotechnology is being widely applied around the world and many developing countries like Guyana are gaining momentum in this area. This form of technology promises to make a significant contribution in enabling development, for example, better health care and enhanced food security.

Biosafety

Biosafety is the term used to describe efforts to reduce and eliminate potential risks to human and environmental health from the use of biotechnology and its products.

The old adage prevention is better than cure, can be applied to this scenario. In other words, the absence of scientific certainty and extreme health hazards should not cause us to presume that the potential threat does not exist.

The Environmental Protection Agency, the implementing Agency of the Cartagena Protocol on Biosafety has been working diligently to develop the necessary legal framework to ensure that theuse of biotechnology does not jeopardize human or environmental health orour biodiversity and genetic resources. This is captured in the legal text as: “Where there are threats of serious or irreversible damage, lack of full scientific certainty shall not be used as a reason for postponing cost effective measures to prevent environmental damage.”

What is being done in Guyana?

During the period 2006-2007, a National Policy on Biotechnology, Biosafety, and Bio-security was drafted and a National Biosafety Framework (NBF) developed. These instruments w e r e developed under the U N E P GEF funded Regional Project for implementing National Biosafety Frameworks in the Caribbean Sub-Region.

Having ratified the Convention on Biodiversity and the Cartagena Protocol on Biosafety,

Guyana continues to embark on several initiatives towards fulfilling its obligations under these agreements. With respect to the Cartagena Protocol, these initiatives are geared towards the protection of biological diversity against the potential risks posed by living modified organisms (LMOs) resulting from modern biotechnology. To this end,

Guyana is in the process of finalizing its draft National Policy and its Biosafety Bill which outline measures to foster integration of modern biotechnology into the economic development of the country, utilizing methods that provide for both biosafety and bio-security.

At the moment, extensive consultations are being conducted in all ten (10)

Administrative Regions to finalize the Biosafety and Biotechnology Bill for Guyana. This is to ensure that the Guyanese populace is aware of what they are consuming and what legal provisions are being put in place to ensure the protection of human health and the environment.

Decomposing body of E/bo mother of two found floating in Puruni River - Male companion last person spotted with woman goes into hiding

Scheme on the Essequibo Coast in Region 2, was found floating in the Puruni

River on Friday after her friends, failing to make contact with her after four days, mounted a search for her. The body was taken to the Bartica Hospital mortuary.

The woman’s sister, Ciceley Glen, told the Guyana Chronicle yesterday that her sister’s friend recalled seeing her in the company of a male last Thursday, but she had never been able to locate her again until her body was discovered floating in the river.

Ciceley said her sister and a friend who would usually travel to the interior made a trip to the Puruni Landing some two weeks ago, and were in process of moving to another interior location since money was not flowing at the Puruni Landing area.

Ciceley said her dead sister’s friend told her about an Amerindian male her sister was seeing even before she had made her

last trip to the Puruni Landing. She understands that this male had been constantly behind her sister to go deeper into the backdam with him, but she would always refuse his request, until Monday afternoon when they left.

That woman reportedly told Ciceley that after she did not see Ciceley’s sister return, she went to the camp where the Amerindian male was staying and asked him for the woman, but he reportedly bent his head while responding that he did not know where the woman was.

It was at that point that persons began looking for Ciceley’s sister, before stumbling on her body on Friday morning. When the body was found and the Amerindian male was informed of her death, he immediately vanished from the camp, and up to press time has not been

located.

The late Leutte began making trips into the interior last year, and according to her sister, Leutte’s third and last trip into the area was made two weeks ago.

The police are looking to have the post-mortem performed on the body on Monday in order to determine the cause of Leutte’s death.

This publication was told that neither the woman’s friends nor her family members are familiar with the name of the man in whose company Leutte was last seen. The police are, however, waiting on the results of the postmortem before they can go in search of the man, according to police sources.

The police, in a press release, said Leutte was last seen leaving a shop in the area in company of the man on Tuesday, but her friend said she had last seen Leutte on Monday evening.

Westwood equals Palmer tally as Europe surge ahead

By Tony Jimenez GLENEAGLES, Scotland (Reuters) - Lee Westwood became the joint fifth highest Ryder Cup points scorer of all-time as Europe left the U.S. reeling on the ropes after another extraordinary day in golf's biggest grudge match yesterday.

The U.S., who trailed 5-3 overnight, edged a recordbreaking fourballs by 2-1/2 points to 1-1/2 but the holders administered a blow to the solar plexus by taking 3-1/2 points from the afternoon foursomes to open a commanding 10-6 overall lead.

Wildcard selection Westwood sent out in the opening foursomes with rookie Jamie Donaldson for the second successive day, repaid the faith of captain Paul McGinley as the pair eased past Zach Johnson and Matt Kuchar 2 & 1.

Westwood's win helped him join the great Arnold Palmer on 23 Ryder Cup points, with only Nick Faldo (25), Bernhard Langer (24), Billy Casper (23 1/2) and Colin Montgomerie (23-1/2) ahead of him.

"I get a huge amount of satisfaction out of that," a tearful Westwood told reporters. "There are no easy games out there and we only made one bogey which is pretty good going in foursomes."

LONDON, England (Reuters) - Chelsea's nearperfect start to the Premier League season continued with a 3-0 victory over Aston Villa yesterday as their main title rivals continued to look vulnerable.

Diego Costa scored his eighth league goal of the campaign and Brazilian duo Oscar and Willian were also on target at Stamford Bridge as table-topping Chelsea made it five wins from six for Jose Mourinho's rampant side.

Edin Dzeko scored twice for Manchester City in a 4-2 victory at Hull City after they had thrown away a two-goal lead.

ROBBIE FRYLINCK's all-round display on his birthday was not enough to stop Dolphins from becoming the first side to be knocked out of the tournament in a game that looked a lot closer in the end than it actually was. Frylinck was solely responsible for that deception, as he blitzed an incredible, unbeaten 63 off 27 deliveries after Dolphins had crumbled to 93 for 9 against the Lahore Lions spinners in a chase of 165. With 72 needed off the last four overs, Frylinck took 41 off the 17th and 18th overs before Lions managed to weather the unexpected storm.

Scores: Lahore Lions 164 for 5 (U Akmal 73*, Nasim 43; Frylinck 3-22) beat Dolphins 148 for 9 (Frylinck 63*; Hafeez 2-18) by 16 runs.

Dolphins had earlier let Lions recover from 34 for 4 on an unusually slow and turning Bangalore surface. Umar Akmal was the architect of the recovery with an unbeaten 73 off 45, and Saad Nasim's 43 off 26 was a worthy support act. It was Frylinck doing early damage with the ball too after Lions chose to bat. Akmal adapted superbly to the conditions. He played square only when he had width, a n d made sure he picked the gaps when he did so.

W h e n he hit, he mostly lofted straight. He was put down by the wicketkeeper Morne van Wyk off Prenelan Subrayen when he was on 20 off 19, and took 53 off the next 26.

The very next over after being reprieved, he lofted the left-arm spin of Keshav Maharaj for a couple of sixes, and then cut and pulled Andile Phehlukwayo's short ones for three boundaries.

Nasim played an intelligent knock, making sure he put the bad deliveries away. When Subrayen bowled his offspin without a deep midwicket, Nasim, deposited him for successive sixes over the same region.

While Lions prospered against spin, Dolphins capitulated. Barring van Wyk and Jonathan Vandiar, none of the top seven seemed keen to bat with sense. Cleveland Forde - the man to beat today at lucrative COURTS 10K WHEN the starter sounds his pistol to signal the start of the 2014 COURTS 10K Road Race today, one person will be on the radar of every athlete competing Cleveland Forde.

Popularly known as the ‘Little Kenyan’, Forde is the two-time defending champion of the COURTS 10K, which will coincide with the company’s 21st Anniversary celebration.

Jeffrey rides clinically to win DeSinco Trading New Degree feature 35-lap race RAYNAUTH Jeffrey rode a clinical race yesterday to win the DeSinco Trading New Degree-sponsored feature 35-lap cycle race yesterday in the National Park.

The day’s programme, organised by national cycle coach Hassan Mohamed, did not see much participation by the senior riders. However, after being sent off, all the cyclists stuck together, but the `work horse’ of the event, Hamza Eastman, who placed third overall won seven of the eight prime prizes that were up for grabs while Jeffrey won the other one.

Jeffrey won the event in a time of one hour 16 minutes 20.06 seconds ahead of Robin `The Park Ranger’ Persaud, Eastman, Enzo Matthews, Mario King and Paul Cho-Wee-Nam respectively.

The cyclists from the start stuck together for 29 laps during which Eastman did most of the pacing, picking up the seven prime prizes, but the lead interchanged several times. After com-

pleting 29 laps, Persaud and Eastman went to the front and opened a small lead until they received the bell for the finish.

With just about 300 metres remaining to the finish line, Jeffrey stormed from the back of the sleeping bunch and quickly opened a 10-metre lead which he maintained to the finish.

In other results, Jamal John won the juveniles 10lap race ahead of Alonzo Ambrose and Christopher Griffith respectively.

“The aim of this tournament is to continue the push for the mobilisation of the sport, GABA teams want to play, and LABA is somewhat quiet at this time, so we're trying to bring everyone together and play some ball. We hope all teams including Ravens get the chance to show a high level of ball,” Singh said.

The pre-season games, Singh said, are to not only bring awareness to the tournament in planning but also give the participating teams some practice, given the fact nothing much is happening in the sport at present.

The five-lap mountain bike race was won by Adrian Sharma. Second was Charles Ketwaroo and third was Stephan Gobin.

The boys and girls’ threelap event was won by Toshawaina Doris. Second was Rondell Samuels.

Jaikaran Sookhai won the five-lap race for veterans Under-50 race, ahead of Kennard Lovell and Linden Blackman who won the veterans’ Over-50.

Monthy Parris won the five-lap race for veterans Over-60, ahead of Maurice Fagundes.

Sherwin Sampson continued his winning ways by placing first in the BMX boys nine to 12 years old three-lap race as well as the three-lap race for BMX boys nine to 12 years old.

Jeremiah Harrison and Alexander Leung placed second and third respectively in the nine to 12 years event, while Taran Garbaran was second in the BMX boys 12 to 14 years event.

Mohammad Hafeez took 2 for 18 in the match.

LAHORE Lions off-spinner Mohammad Hafeez has been reported for a suspect bowling action by the umpires, following the team's Champions League T20 match against Dolphins in Bangalore last evening. Dolphins off-spinner Prenelan Subrayen was also reported.

Under Champions League guidelines, both players could request an official assessment from the BCCI's suspect bowling action committee. For now, while they can continue to play for their teams without assessment, they have been placed on the tournament's 'warning list' as per its rules.

If they are reported again, while still on the warning list, the players will be suspended from bowling in the tournament - and in any cricket organised by the BCCI - until their actions are cleared.

The reports were made by umpires Kumar Dharamsena, Vineet Kulkarni and Anil Chaudhary, who had officiated in the Dolphins-Lions match.

Both bowlers had opened the bowling for their sides and gone on to bowl a full quota of four overs. While Hafeez claimed 2 for 18 as Lions successfully defended 164, Subrayen did not pick up a wicket while conceding 39 runs. Earlier Lions' Adnan Rasool, another off-spinner, had also been reported. HERSTELLING Raide r s F C a n d G ro v e H i Tech recorded full points when rivalry in the East Bank Football Association (EBFA), Ministry of Culture, Youth And Sports (MCYS) Under-13 football league kicked off yesterday at the Farm ground, East Bank, Demerara.

The humidity of the day did not in any way steal any of the energy of the four teams on display as the youngsters sought to get the

better of each other in exciting end-to-end exchanges.

Playing in the feature game, Herstelling Raiders needled Agricola Red Triangle while in the opening encounter a brace from Threvon Pluck guided Grove Hi Tech to a comfortable 5-0 win over Diamond United FC. Herstelling, riding on their second place finish in the CULT Under-17 league, went to business early against the Agricola boys and were rewarded with a

penalty when the ball was handled in the second minute of the game.

Captain and defender Devon Winter stepped up to take the shot and he put the ball away clinically past goalkeeper Christopher Adams, to give Herstelling the lead. The ensuing exchanges did not see any more goals, even as Agricola made a few raids of their own. It was the home team that squandered many other opportunities to stretch their advantage.

In the opening game, Grove got the better of Diamond United, the sixth team to register for the tournament.

Grove, already winning both junior tournaments so far this year (U-15 & U-17) made a bright start in their quest for yet more silverware. Under-15 leading goalscorer Threvon Pluck has already eased into the top place again finding the back of the net twice to set his team apart.

Pluck was on target in the 24th and 34th minutes.

Devon Padmore had put his team in the lead in the 12th minute and his brother Kevin sealed the deal in the 52nd minute, after Solomon Ward had tucked in one of his own in the 45th minute.

The other two teams in the competition, Soesdyke Falcons and Kuru Kururu Warriors will open play on Saturday from 10:00hrs when the league continues at the same venue. Grove Hi Tech will then match skills with Agricola Red Triangle with Herstelling Raiders taking on Diamond United in the feature game.

Dottin shines again but Windies lose in Super Over KINGSTOWN, St Vincent (CMC) – A splendid halfcentury from Player-ofthe-Series Deandra Dottin was not enough as West Indies Women went down to New Zealand Women via a tense Super Over, to concede their three-match Twenty20 International series here yesterday.

Set 112 for victory at Arnos Vale, West Indies recovered from a position of 21 for three in the fifth over to tie the scores at the end of the regular innings, thanks mainly to Dottin’s superbly controlled top score of 54.

However, Dottin had nothing left in the Super Over and fell to the first ball as West Indies manage to scrape five runs. New Zealand then needed only four deliveries to achieve their target, with captain Suzie Bates sealing victory

with a boundary.

The visitors took the series 2-1 following their 4-0 thrashing in the preceding One-Day International series.

New Zealand, however, had seemed en route to an easy win until Dottin turned the game on its head.

Seamers Amy Satterthwaite, with four for 24 and Hayley Jensen, with three for 16, rocked the Windies Women and they lost wickets in a steady stream.

Dottin, however, held firm facing 46 balls and striking three fours and three sixes in a responsible knock that kept her side’s hopes alive.

At 21 for three, Dottin combined with Shemaine Campbelle (13) in a fourthwicket stand of 46. The partnership seemed to be hauling West Indies back

into the contest but Campbelle’s dismissal triggered another slide which saw three wickets tumble for eight runs in the space of 17 balls.

Dottin then squeezed out 15 for the seventh wicket with Shanel Daley (5) and another 18 for the eighth wicket with Anisa Mohammed (five not out), w h i c h l e f t We s t I n d i e s needing 13 to win from the last over bowled by Satterthwaite.

World record match on 'roof of Africa'

IT WAS unlike anywhere else they will have taken guard, played a cover drive or bowled a ball.

A group of cricketers, including Ashley Giles, Makhaya Ntini and Heather Knight, have attempted to set a new world record for the highest-ever match played after setting up stumps atop Mount Kilimanjaro in Tanzania.

After an eight-day trek to what is known as the ‘roof of Africa’ they played 10 oversper-side before one of the more memorable weather interruptions: cloud stopped play at 5730 metres (18,910) above sea level in a dusty and icy crater just below the dormant volcano's 5895-metre summit.

The previous record for the world's highest game had been 5,165 metres, played in the Himalayas at Everest base camp in Nepal in 2009, and this group will hope that their attempt gets verified. The match was initially meant to be a Twenty20, the minimum for an accepted record-attempt, but it is hoped the international rules of a minimum five overs-per-side will allow the record to stand.

For those with an eye for the statistics, the final score was 82 for 5 for the 'Gorillas' team, led by England women's vicecaptain Knight, against 64 for 9 for Giles' 'Rhinos' team. Giles tweeted: "This is absolutely incredible! We are playing cricket on the summit of Africa!"

Fully worth coming all this way, with such an amazing feeling getting to the top, and - I hope - breaking a world record!"

The summit of Kilimanjaro has half the level of oxygen than land at sea level, doubling the energy needed for the match.

Participants also ran the risk of acute mountain sickness and even potentially deadly pulmonary or cerebral oedema - the flooding of the lungs or brain.

A Tanzanian mountain guide, Mukuru Mugapablo, one of a handful of bewildered spectators, said he had seen nothing like it. "I've seen football played on strange pitches, but nothing, nothing beats this game for madness. Altitude up here is a serious issue, people really do get sick ... this is a crazy thing to have witnessed on top of Kilimanjaro," he told AFP. Players are raising funds for charities including Cancer Research and conservation charity Tusk Trust, which works to stem rampant poaching of elephants and other animals.

NOT every day you get to see some of those cars and bikes that are not so appropriate for the streets, but at a Guyana Motor Racing and Sports Club (GMR&SC) event, racing enthusiasts are allowed to be bewildered by their fixation for speed.

Today’s event gets under way at 09:00hrs

and while everyone is in preparation mode for the November 16 leg of the Caribbean Motor Racing Championship (CMRC), local drivers are eager to have a feel of the competition and at the same, have promised to more than check the dependability and velocity of their toys.

While the Group 4 competition is usually the crowd-pleaser, the drivers in the lower classes, more so Groups 1 and 2 are revving up some interest of their own. Fans can expect a jostle between Kasim Hoosein, Daniel Dookie, Shameer Mohammed, Azad Hassan and Sunil Singh in every race.

John Joseph who is based in the U.S. is out to challenge Radio and TV personality WR Reaz, team Full Works Chet Singh, Shane Seejattan, Roshan Ali and Andre Dhanraj.

Shairaz Roshandin can be the man to beat in the Group 3 class, providing that the RUBiS Guyana Inc, MS Roshandin Professional Diesel Work and Total Lubricantsponsored driver can get his Honda Civic in shape.

However, the duo of Danny and Shane Seejattan, Syed Hassan, Reza Allie and Motilall Deodass can pressure Roshandin and by all indications, Group 3 can be the steal of the day’s showdowns.

Danny Persaud will put his ever-dependable Banks Beer-sponsored Mazda Miata to the test once again in the Group 4 category and, coming off a successful second leg

of the CMRC in Trinidad and Tobago last month, all eyes will be on the ace driver and his #29 car.

The likes of Kevin ‘Bush Cow’ Jeffrey and his son Kristian are always favourites and it will be interesting to see how the clash with Persaud and wonder boy Ryan Rahaman will turn out.

WIPA making education priority for members

KINGSTON, Jamaica (CMC) – West Indies Players Association (WIPA) president Wavell Hinds has identified education as a key aspect of the players union’s plans, and says negotiations are under way with several regional institutions to facilitate this.

Hinds, a former Test player, said the new development was part of an overall thrust aimed at ensuring WIPA’s members were prepared for life outside of cricket.
