‘Don’t be idle spectators in the – ILO DG tells Caribbean process of change’ labour officials

By Navendra Seoraj in Panama City IN a world of constant innovation, climate change and other revolution, Caribbean countries as a collective must be progressive and not be spectators in the process of change.

Those changes have and continue to complement the changes in the world of work, making it essential for labour organisations and leaders to focus on protecting the rights and wellbeing of workers from every level. “We need to understand that changes are taking place in the world of work, so you must not be idle spectators in the process of change, but active architects in creating the world we want,” said Director General (DG) of the International Labour Organisation (ILO), Guy Ryder, during his presentation to labour officials from across the Caribbean at a high-level, sub-regional tripartite meeting in Panama ahead of the 19th American Regional Meeting which is set to commence today.

Ryder believes that solid partnerships and alliances among Caribbean nations are needed in order to have

coherent and effective plans.

He said there needs to be special emphasis on social partnerships and regional integration.

In an attempt to start that process, labour officials, including a team from Guyana, met at the Sheraton Hotel where they discussed “selected key topics for future work in the Caribbean.”

Each country has its particular characteristics and challenges which need to be addressed, said Ryder, adding that it is therefore necessary for Caribbean countries to have their voices individually and collectively heard.

Caribbean nations were encouraged to work together, especially at a time when there are challenges, to stimulate economic growth and deal with high levels of debt which diminishes fiscal space. “We know the international situation is generating a degree of uncertainty in your sub-region as it is in others…we are aware that your region faces challenges of climate change in an acute manner...there are also challenges of migration and people are moving around the globe in greater numbers,” said the director general, adding that

in light of those challenges, there is need for a new focus on labour law reforms.

Although the DG admitted reforming labour laws is not an easy process, he said the meeting provided a space for nations to discuss and think about strategies to meet the decent work objectives.

According to the ILO, decent work involves opportunities for work that are productive and deliver a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration, freedom

for people to express their concerns, organise and participate in the decisions that affect their lives and equality of opportunity and treatment for all women and men.

Countries across the Caribbean have been working towards the decent work agenda. Jamaica and Guyana were lauded by Ryder for moving ahead with the ratification of domestic employees.

Trinidad and Tobago and Barbados were also recognised for their work in addressing issues related to harassment and violence at

work.

The ILO also noted the progress in the areas of building green economies and promoting youth employment and education.

Panama’s Minister of Labour and Labour Development, Luis Ernesto Carles, said the decent work agenda is timelier than ever within the framework of the Sustainable Development Goals (SDGs) since it provides the necessary support to create more resilient and inclusive societies in which employment and social security are fundamental pillars to

achieve them.

“Today’s discussions are extremely important, not only for the Caribbean but also for Latin America, since we live in a globalised world where sub-regional policies have an impact at a regional and global level,” said the minister, adding that important progress has been made in recent decades, in terms of governance and economic development.

He believes that the slow recovery since the crisis of 2008 has shown that structural reforms are necessary to achieve sustainable development with equity, and this will only happen with the concurrence and support of all sectors in the countries, and with the support of the regional community.

The discussions about the future of work that have been carried out in Latin America and the Caribbean only confirm that an integration between the Caribbean and Latin America is becoming more imminent, which should result in mutual benefits in social, economic and cultural terms and governance.

City Hall CoI hears…

No records of millions from Georgetown Restoration Programme City Hall could not produce financial documents to account for just over $70 million from the $500M that they were given in 2015- 2016 for the Georgetown Restoration

Programme, while damage to financial documents have prevented annual audits into the municipality’s finances for the period 2005 – 2012.

This was disclosed on

Monday morning when Audit Manager, Dhanraj Persaud, presented before the Commission of Inquiry (CoI) into the operations of City Hall, being held at Critchlow Labour College and presided over by Former Chancellor of the Judiciary, Cecil Kennard.

Special audits conducted for the spending of the $500 million, which was given to the Council by the Ministry of Communities (MoC), was presented as part of the Auditor General’s report to Parliament in 2015 and 2016.

“For 2016 council could not produce documents accounting for $70.489 million out of the $200 million given to them,” Persaud explained, adding that: “In 2015 the Ministry of Communities provided the Council with $300 million and 2016 $200 million, for res-

toration initiatives in Georgetown. These monies would have been given by Central Government so the findings of this report would be presented in the Auditor General report in Parliament. So the council will be scrutinised by a subcommittee of Parliament.”

It was since earlier this year that City Hall continually could not fully account for the money.

The Public Accounts Committee (PAC) had called for a forensic audit into the spending of the $500 million after Auditor General; Deodat Sharma reported that the management of the municipality failed to provide important financial information. In the 2016 Report of the Auditor General it had been noted that of the $200 million allotted in that year “the Council submitted a report on capital works with expenditure

amounting to $173.505M.” The 2015 Report of the Auditor General had also noted several discrepancies for the $300 million allotted in that year.

Meanwhile, as it pertains to City Hall’s yearly financial audit, which is not presented to Parliament, the CoI heard that while the Audit Office (AO) has received some documents for 2013 – 2015, for the entire period of 2005 – 2012 there was no verification for the financial statements. “For 2013 – 2015 we were able to examine documents. In 2012 some records were submitted but it was damaged so we could not examine the records for the year 2012. For 2005 we received no documents, for 2006 – 2011 we were told that they were all damaged,” Persaud said.

“We were still unable to verify significant items in the financial statement so we would have to provide a disclaimer saying we could not verify these figures. We could not verify several figures so to make a pronouncement on whether they were healthy or not. We could not say.”

Moreover, according to

Persaud, the format in which the statements are being submitted in is not in keeping with proper financial procedures.

As such the AO has not yet conducted audits on City Hall for 2016 and 2017. “Financial statements of the council were not prepared in acceptable standard to the audit office,” Persaud noted.

Persaud explained that the Audit Office is now working with City Hall on the proper format for the documents before they submit the financial statements for 2016 and 2017, and then going through with the conducting of the audit. The financial statements of City Hall for a particular year are supposed to be submitted to the Auditor General’s office by 30 April of the following year.

City Hall’s 2016 and 2017 statements are overdue. The CoI heard that it is the Town Clerk that submits the financial statements to the AO after being prepared by the City Treasurer. The current Town Clerk is Royston King, while the City Treasurer is Ron McCalmont.

President Granger was at the time addressing a large gathering at the Chinese National Day, which was held at the New Thriving Restaurant, Providence, East Bank Demerara. The Guyanese leader said Guyana shares a common desire with China to deepen and strengthen economic relations and trade, while highlighting that the Asian powerhouse plays a key role in this country’s development.

He said since establishing diplomatic ties in 1972, Guyana and China have maintained mutually beneficial, high-level and friendly relations for forty-six years based on mutual respect, mutual non-interference in each other’s internal affairs and cooperation for mutual benefit.

“Guyana recalls its principled support for United Nations General Assembly Resolution 2758 of October 1971 which recognised the representatives of the government of the People’s Republic of China as the only legitimate representa-

tives of China to the United Nations,” President Granger noted.

He said relations have been cemented through continuous cooperation in culture, defence, education, energy, health, infrastructure, medicine, mining and other fields. “This was most evident during the recent visit of His Excellency, Wang Yi, State Councillor and Minister of Foreign Affairs.

During that visit Guyana and China seized the opportunity to strengthen our programme of cooperation for the mutual benefit of both states,” he said.

The President noted that Chinese grant resources support teachers’ training, it’s assistance to the nation’s ICT sector will improve national telecommunications and Chinese materials have helped the recapitalisation of the Defence and Police Forces. “The Belt and Road initiative is a strong indicator of China’s transformative vision for the world.

Drilling of wells to bring unprecedented relief to Region Nine residents - Minister Harmon THE drilling of eight wells, in eight villages in the South Rupununi, Upper Takutu- Upper Essequibo (Region Nine) by the Brazilian Army under its 6th Battalion Engineering Corps, has the potential to bring unprecedented relief to the residents of the Region, Minister of State Joseph Harmon said on Monday.

Minister Harmon was at the time delivering the feature address at a simple welcome ceremony held at the Lethem Amerindian Hostel for the Brazilian team. The Minister of State said the project’s significance should not be understated or underestimated as it will meaningfully improve the lives and livelihoods of residents in the targeted communities.

“We are here in the midst of what I call an ongoing process, whose magnitude and benefits to the Upper Takutu – Upper Essequibo and Guyana should not be underestimated. I cannot emphasise enough the signif-

icance of this project, not just in terms of the benefit to the people of the region but as its occurring within the context of Guyana marking 50 years of formal diplomatic relations with Brazil. This project has the potential to bring unprecedented relief to the citizens of Region Nine and it is part of the fulfilment of Government’s pledge to bring a good life to all the people of Guyana,” said Minister Harmon.

The Minister of State noted too the importance of knowledge transfer and capacity building of Guyanese in the area of well drilling techniques. He said soon Guyana will be in a better position to drill its own wells, not only at the technical level but more importantly, at the community level.

“This is significant because our community members are the first responders and this project is an excellent model of inter-agency collaboration which is a demonstration of an efficient Government. I want

to say that the friendship, which exists between our two countries would be further cemented by the work which you would be doing here in the South Rupununi,” the Minister expressed. The drilling of artesian wells will take place in the villages of Aishalton, Chukrikednau, Shea, Maruranawa, Awaruwaunau, Karaudanawa, Achiwib and Bashraidrun.

Minister Harmon noted that the Agreement between the Co-operative Republic of Guyana and the Federative Republic of Brazil allows for the use of technologies to reduce the impact of droughts in Region Nine was given the green light at the highest levels in both countries and is a clear signal of the strong friendship between the two nations.

“Guyana and Brazil are cooperating within the Union of South American Nations (UNASUR), Community of Latin American and Caribbean States (CELAC) the Common Market of the

South (MERCOSUR) and the Organisation of American States (OAS) to preserve Latin America and the Caribbean as a zone of peace. Our relations has witnessed cooperation in defence, agriculture, energy, health, infrastructure, security, sport, trade, transportation and water. Above all, Guyana continues to be reassured of Brazil’s support on the Guyana Venezuela Border Controversy,” the Minister of State stated.

Director-General of the Civil Defence Commission (CDC), which is the coordinating agency; Lieutenant Colonel Kester Craig said Guyana has embraced the concept of comprehensive disaster risk management while pointing to climate change and the effects thereof.

“The central focus of which is to place greater emphasis on the impacts of climate change, to incorporate more prevention and mitigation measures and to inculcate its components into the national risk man-

agement agenda. This project apart from providing potable water to residents is an effective risk reduction initiative aimed at minimising the effects of droughts as experienced annually in the targeted communities,” Craig stated.

Meanwhile, Regional Chairman, Mr. Bryan Allicock said the digging of the eight wells across the South Rupununi will result in tremendous relief being given to the residents who have suffered from El Niño. The Regional Administration as well as residents, Allicock stated are pleased with the execution of the project.

“I am very pleased and it shows that we have good neighbours. We are very, very happy that our neighbours have put a lending hand and not just drilling wells but also passing on the knowledge. We must thank the Brazilians in honouring this request for this region because our farmers and ranchers suffer every year during the dry season,” Mr. Allicock

stated.

Brazilian Military Attaché at the Brazilian Embassy in Georgetown, Colonel Emmerson Deni, said he is happy that the project is being executed at a time when the two countries (Guyana and Brazil) are celebrating half a century of strong bilateral ties.

Colonel Deni noted that during the drilling phase, there will be technology transfer and capacity building, which will benefit several agencies including the Guyana Defence Force (GDF), the Guyana Water Incorporated (GWI), the Hydro-meteorological Office (HydroMet), Ministry of Public Infrastructure as well as representatives from the eight villages. The Guyanese team will be drilling the last two wells under the supervision of the Brazilians.

GuySuCo on track for second-crop target THE Guyana Sugar Corporation Inc. (GuySuCo) said it is on track to achieve its second crop production target, noting that its three estatesAlbion, Blairmont and Uitvlugt have been performing satisfactorily thus far for the crop.

Albion Estate has achieved and exceeded weekly production targets for five of its seven weeks of grinding, while Blairmont Estate has achieved and exceeded two of its eight week’s target. Uitvlugt Estate has been grinding for six weeks and has achieved

and surpassed one week’s production target, the sugar corporation said in a release.

The achievement of weekly production targets means that employees will be receiving Weekly Production Incentive (WPI) based on the number of weeks for which the targets were reached, GuySuCo said.

According to the corporation, despite some challenges, management and staff on the estates have remained focused and are working tirelessly towards achieving the target of 68,045

tonnes of sugar for the second crop.

Target per estates for the second crop are as follows: Uitvlugt - 10,780, Albion - 38,160 and Blairmont Estate - 19,105 tonnes of sugar.

“The management wishes to express its gratitude to all stakeholders; including the unions, residents, community groups and leaders, who have been supporting the estates and the corporation, and to request that this support be continued throughout the rest of the crop,” the release ended.

By Nafeeza Yahya FIVE young Guyanese fishermen who went missing after a storm ripped their boat to pieces sometime on Saturday evening, have been rescued.

The men who have been identified as: Rondell Vanderstoop, 27, the boat captain; his brother, Norris Dundas, 18; Steve Mc Bean and Andrew Beaton, both 22, all residents of Epsom Village, East Berbice Corentyne; and Rodwell Captain aka “Dudu”, 22, of Kiltearn Village, also in East Berbice Corentyne.

Reports are that the young fishermen left shore on Friday and were making their way out to sea, when sometime around 22:00hrs

According to Leroy Vanderstoop, a sibling of Norris and Rondell, he received a call from a close family friend in the wee hours of Sunday morning, informing him that the boat his brother was aboard had sunk and three of the crew members were missing.

“I got a call that a storm

passed and broke the boat [ on which] my brother was the captain into pieces and that they only rescued two crew members, Steve and Rodwell, [and] that my two brothers and Andrew were still missing, ” he related.

earlier crew members, returned to the area where, some 35 hours later, the three men who were previously unaccounted for, were found alive on a bank.

Speaking with the Guyana Chronicle Beaton explained that from around 22:00 hrs they swam until around 04:00hrs the next day, before they reached shore and were rescued on Monday morning.

“The whole thing happened so fast, it was like a movie, the boat just loose up when the wave them hit we and everybody went in a different direction. I start swimming till I reach shore like 4’o clock time and I see them other bannas a lil bit after. We wait, wait, until this morning (Monday) for help”.

of anonymity said when he heard the news he began to panic, as he recalled the deadly piracy attack in April.

“When I hear Suriname and boat sink all my thoughts run back to piracy and I started to get a really bad tummy ache, I start praying that them boys okay and I glad we prayers answered.”

With the exception of the captain, Rondell Vanderstoop, who has been at sea for over 11 years, the others are relatively new in the fishing industry.

Ann’s Grove man chopped to death at Puruni

ALVIN Royston Daly, a father of six of Anns Grove, East Coast Demerara was killed sometime late Sunday night and early Monday morning.

His badly chopped remains were found at a location at Puruni, in Region Seven (CuyuniMazaruni) where he has been working for some eight months now, according to his relatives.

Based on an image was seen by this publication, the man was chopped in the face, torso, legs, hands and head.

From all indications, persons who worked close to where he did, saw his body lying along a trail and brought it out to the ‘Landing’, then reported the matter to the police.

His reputed wife, Shonnett Andrews told tyhe Guyana Chronicle from her Anns Grove Home on Monday that she was sleeping that morning when her son woke her up, and broke the sad news to her.

She said that on hearing what happened, she immediately got out of bed and went downstairs, where a villager was waiting to show on his cell-phone an image of her husband’s mangled and lifeless body. The sight proved too much for Andrews, and she immediately broke down.

very little information about what really took place, word is that Daly was set upon by no less than four men.

From the little the Guyana Chronicle wasw able to pick up, Daly was due to travel out of the interior one week ago along with his 22-year-old son who worked in the same area. The young man, who identified himself as Alfatir Daly, said that he and his father were working an area, but all they were doing was just making small

amounts of money to eat, so he decided to ease off the mining work and went out to work at a shop.

The young man said that after working for a month at the shop, he managed to raise some money, and told his father that it was time for them to leave the interior and head home, but his father opted to stay on a bit “to make something else.”

The youngster said that after waiting two days to hear from his father, but that was not the case and the only thing he heard was the death new on Monday morning with an accompanying photograph.

Asked whether he knew of anyone in the area with whom his father might have had a misunderstanding, the lad replied in the affirmative, but was quick to point out that the matter appeared to have been resolved.

He, however, told of another incident involving a man who worked closely with him and his father and owed another man quite a sum of money, but that matter, too, was eventually settled.

Up to late Monday, the police were still said to be in the area conducting investigations in relation to the matter, as they seek to bring the killers of the father of six to justice so that the family can have the closure they need to move forward.

In a release on Monday, the GNBA said it conducted preliminary hearings with six errant broadcasters. “Those preliminary hearings were conducted to address the issue of broadcast violations and or fundamental breaches of the Broadcasting legislation. “More specifically, evidence of a breach of good taste and decency, through the broadcast of obscene language in songs and audiovisual content, during Prime Time hours,” GNBA explained.

The broadcasting authority said the hearings were conducted in keeping with its complaints procedure. Subsequent to the preliminary hearings, two of the six broadcasters were referred to the governing Board for formal hearings, with appropriate sanctions, in the circumstances.

“The Authority stands vigorously against fundamental breaches of the Broadcasting legislation, in an effort to ensure the National

Airwaves are reflective of local and international best practices in broadcasting, with due sensitivity to those vulnerable groups in our society and more so, adherence to our legal and social obligations,” it said.

The Authority’s Special Investigative Committee is poised to deliver on its mandate, and will continue to address these matters, in an assiduous manner.

Power is vested in the authority, through the Broadcasting Act of 2011, to suspend or cancel broadcast licences, as the authority deems appropriate, following the necessary inquiries.

“GNBA wishes to emphasise the fact that the Broadcasting Act (Section 30) provides recourse for broadcasters. Importantly, “a person aggrieved by a decision of the Authority, made under Section 28 and 29, may appeal in the same manner as if it were an order of a Magistrate, except that the appeal shall be made to the Full Court of the High Court,” it said.

GNBA is imploring broadcasters to use the Guidelines for Broadcasters and the broadcasting legislation, as a guide, as we work collaboratively towards quality broadcasting in Guyana.

MoE inks contracts for construction of two secondary schools and is being funded by both the World Bank and the Government of Guyana. One of the objectives of the SEIP is to increase enrolment in secondary schools in targeted regions.

THE Ministry of Education (MoE) on Monday afternoon inked two contracts for the construction of two new secondary schools at Good Hope, East Coast Demerara and the West Bank Demerara at the MoE Lot 26 Brickdam boardroom.

The contracts were signed by the Ministry’s Permanent Secretary Adele Clarke and awarded to Roy Basso and Sons for the Westminster Secondary School and Brian Tiwarie of B.K International for the Good Hope Secondary.

They are valued at US$4.5M and US$4.82M respectively.

During the ceremony, Minister of Education, Nicolette Henry said the construction is part of the Ministry’s move towards modern edu-

cational institutions.

Minister Henry urged both contractors to ensure that the schools are built within the standards and expectations of the MoE so that the new facilities can serve the nation’s children and Guyana.

Meanwhile, Permanent Secretary of MoE, Adele Clarke said these buildings will have classrooms that can house 800 to 1000 students outfitted with a multi-purpose hall, administrative building, home economic area, laboratories, library, computer labs, and audio visual room to accommodate the allied arts, visual arts and dance classes.

The construction of the two schools falls under the Secondary Education Improvement Project (SEIP)

related that the schools are expected to be finished within 15 months.

The Westminster Secondary School will be constructed by Roy Basso and Sons Company at a cost of US$4,795,595.67 and the Good Hope Secondary School contracted was awarded to Brian Tiwari of (BK) International US$4,082,506.80.

Senior citizens have rights ON Monday Guyana joined with the rest of the global community in the observance of International Day of Older Persons, under the theme “Celebrating Older Human Rights Champions”.

Initially adopted on October 14, 1990 when the United Nations General Assembly, via Resolution No.45, designated October 1 as International Day of Older Persons, this auspicious day has its genesis in a series of steps that dates back to 1982, when the Vienna International Plan of Action was endorsed by the UN General Assembly.

Progressively, in 1991 the General Assembly adopted the United Nations Principles for Older Persons; then towards the culmination point, as stated above. From the demographics, it is quite clear that we live in a world in which its human resources are fastly aging. It is said that the number of elderly persons will double to the vicinity of two billion by 2050, with a projection of their being more elderly people than children.

This statistic undoubtedly illustrates a sustained growth

of the elderly, which demands a response for preparation for the challenges that such a signpost will inevitably bring.

It is commendable that there is a special day, enshrined by the premier world organisation of nations, the United Nations(UN), and subscribed to by all its member states, that pays full recognition and due respect to this category of human beings, who are well deserving of all the accolades and comfort that can be found to shower them.

And it is only humane, thoughtful and just, that this homage unequivocally be paid to a category of people who would have given so much of their lives to the service of myriad causes, that have made life so much bearable for all of who are present at this moment; especially the younger segment of the population who will one day arrive at that juncture of life’s pathway, life permitting.

But it is painful, that despite their sterling contribution which would have laid the foundation for those of this time to stand on, and benefit from what for many would have been sweat, toil,

and untold sacrifices, that they are often perceived and treated as a category of nuisance, and a burden. And this is a scenario that is concurrent across our world of today.

Many are the stories of elderly persons who would have once contributed to the growth and development of their individual families, but who because of age, are now treated with shameful and shocking disdain of all forms, even, suffering physical abuse in their own homes; being made to feel as a pariah, and in so many instances are finally driven out, joining the pavement dwellers. The fortunate few are sometimes placed in homes of refuge, but are deliberately neglected and forgotten. Such degrading treatment has often hastened these well-deserving seniors to their final resting place.

Such cruelty to the elderly occurs because of a narrow and ignorant perception held by so many, of what it means to be aged: The end of any meaningful participation in productive life and its activities; and as a result,

their obligatory retreat from socialising. This is clearly a denial of their human rights, to which all of us are entitled.

It explains why this year’s celebration and theme that coincides with the 70th Anniversary of the Universal Declaration of Human Rights, is both a reaffirmation and a poignant reminder that there must be commitment to, “promote the full and equal enjoyment of all human rights and fundamental freedoms by older persons”. Particularly, this speaks to two of the four highlights that underline this year’s theme: Promoting the visibility of older people as participating members of society….” and ...ensuring full and equal enjoyment of human rights and fundamental freedoms by older persons”.

In Guyana, there have been initiatives taken by the government in ensuring that the human rights of our elderly are properly observed, and sustained. For example, the National Policy on Aging has as its objective, the social and cultural integration of older persons into the mainstream of society. This is definitely timely, given the debate as

to the still relevance of the elderly to daily mainstream life. In fact, the First Lady Sandra Granger, delivering the address at the second Care for the Elderly Workshop, planned and executed by her office, reiterated that seniors “are not just objects to be discorded once they have [retired]. Senior citizens are important and they have experience and knowledge… that the young people can benefit from…”

Another significant demonstration of the government, in ensuring the human rights of the elderly, is the partnership of the Ministry of Public Health and Social Protection in seeking to implement PAHO/WHO guidelines, for the minimum international standards for health care intended for institutions which offer care services to Guyana’s elderly. This is particularly important, since the elderly are very prone to health challenges which often demands specialised attention and care.

There is also the National Commission of the Elderly, under whose aegis there are 20 New Dawn Clubs. These

are social hubs that offer the elderly opportunities at socialising, recreational facilities, and interaction with fellow oldies. Recently, the commission in its Budget 2019 discussions requested an increase in its subvention for increased services such as snacks for at least 500 pensioners at the Bourda Post Office; in addition to securing an office for better services to senior citizens.

Despite their age, so many senior citizens still continue to serve this nation in endeavours that add great value to, especially the socio-economic development of Guyana and, by extension, its people. And though it may be said, that they are long past their physical and mental capacity, they give service that contributes to the human rights of so many of their younger counterparts. It is only right that they are given every opportunity to not only foster theirs, but also uphold them in a sustained manner. They deserve every human right that is enshrined. They have earned them.

What does a promised gift from Horizons has to do with a swift end to sexual assaults?

Dear Editor,

I READ a letter to the Editor in the Guyana Chronicle titled: “Linden Mayor stands against sexual abuse”, and felt an agony of betrayal for the victims. The mayor clearly is out of her league as a mayor, out of her league as a voice for the victims, and out of her league as one who can speak with authority and conviction on such issues.

Isn’t this the same mayor who was accused of attempting to sweep another sexual abuse issue under the carpet in March 2018?

Whereby, it was alleged that her instructions to victims in that matter sent a frenzy across Linden and, resulted in a pageant being

cancelled? YES. Also, why only now, is it because she is back from her jetting and has nothing productive to do?

Editor, please take a closer look at the October 1, 2018 Letter to the Editor as appeared in the Guyana Chronicle, notice the headline only attracts attention as a person against sex abuse but quickly switches to watering down the ill to claim Linden’s economic state as a bigger issue. Is the mayor hypocritically trying to divert attention to that social ill here, or is she trying to justify the gallivanting of herself and deputy mayor recently in the USA? How could that NO and STOP from defenseless victims at the hands of some cruel bastards, be muted by the head of the town and a woman for that

matter of fact?

What does a promised gift from Horizons, and her trips and fund raisers have to do with a swift end to sexual assaults in the mining town? Trips that I’m sure cost the council the much needed cash she recently claimed they don’t have, and more so, trips which could have been avoided by simple emails.

The same time she took to write a letter to fake her concerns when she was clearly trying to validate her overseas date in Georgia, New Jersey, etc, is on average the same time she could have used to communicate with the people in the USA. The Horizons project was initiated by the last mayor without travelling overseas, as we all read before in the press and across social media.

This mayor travelled more than the last mayor in a few months in office and, still has nothing significant to say she has done for the community. We want to see her active participation in community building instead of gallivanting around the place in showmanship. My simple advice to Arrindell will be to put her house in order before she invites guests. Be a leader in action, not just in talks. Linden needs an end to sexual abuse, a better economy, less frequent flyers and a new mayor for Christmas.

Dr. Lucas should remove self from arbitration process Dear Editor,

HAVING read the letters of George N. Cave (SN 30th, September and 1st October, 2018) the opportunity is being taken to attend to the germane issue of whether the Minister of Social Protection can appoint a chairperson to the Guyana Teachers Union and Ministry of Education’s Arbitration Panel. Good industrial relations practices are guided by laws, conventions, and moreso ethical custom and practices.

To Cave’s question of whether the Ministry of Social Protection can arbitrarily/unilaterally appoint a chairperson to the panel, the answer is a resounding NO. There is a difference between “nominate” and “appointment.” These words are not used interchangeably or conflated in industrial relations. No appointment can be made without the consent of the parties of interest.

In this case, the Teachers’ Union which is a party was not involved in any way in

the selection process of Dr. Leyland Lucas, neither has the Union supported his nomination. As it stands no legitimate appointment as chairperson for the panel exists.

In every Collective Labour Agreement there exists a section called the “Avoidance and Settlement of Dispute.”

And while in some agreements the act of some parties going to arbitration requires agreement between the two parties, in the case of the Teachers’ Union and Ministry of Education (MoE), either party can request same and the other will have to comply.

In industrial relations this process is called Voluntary Arbitration.

History will show that in every case where there were differences between any two parties on the selection and agreement for the chairmanship or single arbitrator, the Department of Labour was always asked to nominate person or persons, who were then considered by the affected parties. Even when such a nomination was made there had to be agreement between

the parties because the process is voluntary.

In establishing a threeman arbitration tribunal, the parties of interest have to nominate one representative each and they can either together or with the assistance of the Department of Labour arrive at a chairperson. After arriving at the chairperson for the panel, the three identified representatives are considered as nominees and only become arbitrators after the instrument, together with the Terms of Reference (ToR), have been issued to them.

It is because of this process that the word “nominate” is placed in the Collective Labour Agreement. The responsible ministry could only issue the instrument after there is agreement between the Teachers’ Union and the Ministry of Education (MoE).

Until such time, that the above, the protocol and practices are adhered to, there is no chairman. The case of the Teachers’ Union and Ministry of Education is not that of Compulsory Arbitration, where the responsible

Minister under the Law, can arbitrarily appoint a chairperson and ask the parties of interest to submit their representatives to sit on the panel. The government is inappropriately applying Section Four of the Labour Act, Chapter 98:01, which deals with Compulsory Arbitration.

Justice must not only be done, it must also be seen to be done. Ministers Amna Ally and Keith Scott, together with the Labour Advisor to the Minister Francis Carryl and Chief Labour Officer (CLO) Charles Ogle, were at the table advocating on behalf of the employer, i.e. the Ministry of Education.

This is a first in Guyana, where the ministry that holds the role of conciliating in labour disputes has chosen not to remain impartial to the process, but immersed itself in alliance with one of the parties in the dispute, i.e. the Ministry of Education.

Consequently, they have disqualified themselves to be seen as impartial and credible conciliators to the process, in establishing the arbitration

UN resolution calls for release of all Baha’is detained in Yemen Dear Editor, A UNITED Nations resolution has called for the immediate release of all Baha’is detained in Yemen due to their religious beliefs and to cease any harassment they are subjected to.

The passing of the resolution by members of the Human Rights Council in Geneva on Friday, September 28, comes amid false and religiously motivated accusations of espionage and apostasy brought against more than 20 Baha’is in Yemen. The charges led to international condemnation by various governments and international human rights organisations, and were widely covered by the media.

The text of the resolution further calls upon parties to ‘cease the issuance of arrest warrants against them [Baha’is], and to cease the harassment to which they are subjected’ and expresses concern regarding ‘allegations of violations of international

humanitarian law, and of violations and abuses of human rights law’ including, ‘severe restrictions on freedom of religion or belief, including for minorities, such as members of the Baha’i faith…”

“The Baha’i International Community strongly welcomes the adoption of a resolution by the United Nations calling for the immediate release of detained Baha’is and the end of harassment against members of the community,” said Diane Alai, representative of the Baha’i International Community to the United Nations. “We have every reason to be concerned about the safety of the Baha’i community in Yemen, whose members have been maliciously and falsely charged amid the ongoing humanitarian crisis in the country.

We are heartened to see the international community taking steps to condemn these baseless actions.” In 2016, over 60 women, men and children participating in an educational gathering organ-

ised by Baha’is were arrested as part of a mass crackdown on the religious community.

Hamed Bin Haydara, a member of the Yemeni Baha’i Community, detained since 2013, was sentenced to public execution for his faith earlier this year and now is one of six Baha’is imprisoned in the country for practicing their faith.

Following a protracted court case and a cruel four years of imprisonment, a final court hearing was held while the defendant was prevented from attending, and was handed the death sentence. In a televised speech broadcast to a wide audience within and outside of Yemen, the leader of the Houthis, Abdel Malik al Houthi vehemently vilified and denounced the Baha’i faith, that further intensifyingthe ongoing persecution of the Baha’is in that country.

Wismar man nabbed with Vagrant takes a dive, and stays – to escape mob-justice for stealing gun, ‘ammo and weed’

A 31-year-old Linden businessman is currently in police custody after being busted with an illegal firearm and cannabis along the Aranka Trail on the Cuyuni River.

According to the police, the bust went down at around 12:30h on Monday when the Silver City, Wismar resident was caught red-handed with an unlicensed 9mm pistol and ten live matching rounds, and 16 grams of cannabis inside of his haversack.

The man is expected to be placed before the Bartica Magistrate’s Court tomorrow and charged.

A VAGRANT on Monday jumped over the Albert Street bridge and into the murky waters of the trench, where he remained submerged for almost two hours.

The reason he went to such lengths was so as to avoid being being arrested for the plywood he reportedly stole from a nearby businessplace.

According to reports, the man, whose name has been given as Carl Fredricks, was seen removing the plywood from the shop and was confronted by civilians.

But when the going got too hot for his taste, Fredericks reportedly dropped the loot and took to the trench, refusing to budge when the police were summoned.

When he finally did come up for air, which was around

15:30hrs, he explained to whoever cared to listen and the police that the reason he jumped overboard was that he had cause to fear for his life.

“The people hold on pon me, and I jump overboard,” was his simple explanation, just before he was taken by the police into custody.

Persons familiar with his modus operandi said it is a regular habit of his. “Just the other day,” said one, “I beat he for stealing my things; this man don’t learn.”

Another labelled him a nuisance, and said she wouldn’t be surprised if she sees him back out on the streets, and up to his regular tricks as usual.

THE Embassy of Mexico in collaboration with the Government of Guyana on Monday opened a two-day workshop aimed at sharing lessons learnt and regulatory insights for Guyana’s extractive sector, specifically in the areas of the oil and gas.

This will see the Mexican Agency for Safety, Energy and the Environment (ASEA) sharing lessons learnt and regulatory insights for Guyana’s extractive sector, specifically in the areas of oil and gas. The training will give participants an overview of empirical findings regarding industrial safety and environmental regulation of the oil and gas industry based on a Risk Management Model developed by ASEA, the main regulator of the Mexican oil industry.

Executive Director, Carlos de Regules said with the management of over 300 oil platforms, six refineries above 60,000km of pipeline, over 100 oil and gas storage facilities and four years of experience in the sector, there is a lot Guyana can learn from.

Since commencing operations, de Regules said, 107

contracts have been awarded, US$200B committed for future investment and 74 companies from over 20 countries have visited Mexico to seek investment opportunities.

“Our lesson four years later is that regulatory certainty is a good deal for the industry. This is what we have found out and we have been working closely with different stakeholders to build these regulations,” he noted.

ASEA has worked with the United States, the United Kingdom, Norway, Canada and other major oil producing countries, and adopted many best practices.

Dr. Mark Bynoe, Head of the Department of Energy, described the exchange of information as timely as Guyana works to build capacity in terms of predictability and regulations in the emerging sector. “It is important that as we go forward, while we cannot eradicate risks, we develop the framework in which it can be managed,” he pointed out.

Also delivering remarks was Head of the Department of Environment, Ndibi Schwiers, who noted that the workshop is important

in building South-South cooperation and will enable Guyana to better understand the environmental safeguards and regulatory regime that Mexico has incorporated in advancing the industry, “even as we [Guyana] work towards developing our capacity to regulate and to monitor the sector.”

The workshop was declared open by Minister of Natural Resources, Raphael Trotman and remarks were also given by the newly appointed Head of the Environmental Protection Agency (EPA), Dr. Vincent Adams.

His duties include reviewing, preparing and recommending to the Board of Directors, new or modified environmental policies, laws, regulations and standards for the fulfilment of EPA’s statutory mandate, among others.

GuySuCo on track for second-crop target THE Guyana Sugar Corporation Inc. (GuySuCo) said it is on track to achieve its second crop production target, noting that its three estates- Albion, Blairmont and Uitvlugt have been performing satisfactorily thus far for the crop.

Albion Estate has achieved and exceeded weekly production targets for five of its seven weeks of grinding, while Blairmont Estate has achieved and exceeded two of its eight week’s target. Uitvlugt Estate has been grinding for six weeks and

has achieved and surpassed one week’s production target, the sugar corporation said in a release.

The achievement of weekly production targets means that employees will be receiving Weekly Production Incentive (WPI) based on the number of weeks for which the targets were reached, GuySuCo said.

According to the corporation, despite some challenges, management and staff on the estates have remained focused and are working tirelessly towards achieving

the target of 68,045 tonnes of sugar for the second crop.

Target per estates for the second crop are as follows: Uitvlugt - 10,780, Albion 38,160 and Blairmont Estate - 19,105 tonnes of sugar.

“The management wishes to express its gratitude to all stakeholders; including the unions, residents, community groups and leaders, who have been supporting the estates and the corporation, and to request that this support be continued throughout the rest of the crop,” the release ended.

Invest in renewable energy – Min. Patterson urges at launch of renewable use campaign GREATER investment in renewable energy will accelerate Guyana’s energy transition, Minister of Public Infrastructure David Patterson said, as his ministry, through the Hinterland Electrification Company, launched a public awareness campaign to encourage the use of renewable energy technologies.

As he delivered the keynote address at the Arthur Chung Convention Centre on Monday, Minister Patterson said though Guyana’s rich renewable energy sources offer the potential for solar energy, hydropower, biofuels, bagasse, biomas, biogas and wind power, they remain largely untapped.

Under this government, the public infrastructure minister said, the renewable

sources could be exploited in partnership with local, regional and bilateral partners.

“We believe that investments in renewable energy can propel Guyana’s energy transition. As I’ve said before, it offers the potential for us to create good green jobs; and significantly reduce energy costs in the country’s electricity sector,” he said.

He added: “For a number of reasons, we have chosen to focus our investments in solar and wind energy technologies because it could significantly reduce energy costs for Guyanese. Businesses will be able to reduce production costs and boost income and this will result in benefits to families, communities and the country at large.

It was pointed out that

the Hinterland Electrification Company has estimated cost of US$14,486,927 for investments in Solar Farms in the communities of Bartica, Lethem, Mahdia, Pork Kaituma, Matthew’s Ridge and Kwakwani.

These initiatives, the public infrastructure minister said, are aligned with the country’s Green State Development Strategy (GSDS) framework document. The GSDS is being designed to achieve, among other things, the transition to 100 per cent renewable energy in the power sector; affordable, reliable and clean energy services for all; ensure security and quality of energy for business growth and increase energy efficiency.

Mental health director casts doubts on TAAMOG Baramita suicide stats DIRECTOR of the Mental Health Unit, Dr. Util Richmond-Thomas is challenging a report of The Amerindian Action Movement of Guyana (TAAMOG) regarding suicide in Region One (Barima/ Waini).

In a Kaieteur News article titled ‘Baramita’s suicide rate almost 7 times national average’ published on September 19, 2018, TAAMOG President Peter Persaud presented what Thomas says is inaccurate data. In the article, Persaud was referenced as stating that some 78 Baramita residents have committed suicide since 2005.

In a media release on Sunday, Richmond-Thomas dissected the article making it clear that: “Persaud did not provide a source of his disputed information, or give an annual breakdown of the self-induced deaths in the interior community.” She noted that while Region One, of which Baramita is only a small part, has had eight suicides in the entire region in 2017, it does not have the first, second or even third highest suicide rate in Guyana.

Moreover, having taken up the position as director over a year ago, she added that there are no available, official figures on suicide dating back to the mid-2000s for Baramita that she can access. The article further referenced Persaud as stating: “All suicides have been committed by genealogically Carib Indigenous people, who make up a majority of the population. With an average of six suicides per year, in a population of about 3,000

residents, Baramita’s suicide rate is 6.7 times the national estimate and 19 times the global average, considering the most recent rates tabulated by the World Health Organisation (WHO).”

Dr. Richmond-Thomas debunked this data, even as she made known her disappointment in the absence of journalism ethics: “It is unfortunate that persons disregard the national good and print articles which are not based on facts for the sake of sensationalism and attention.”

She then surmised that Persaud was pursuing sensationalism in his article to the media “to attract attention…even if that attention is negative.” In addition, the article mentioned the TAAMOG President as stating: “One of the major issues affecting Baramita is alcoholism and the illegal sale of alcohol to its residents. It is plagued by Sexual and Domes-

tic Abuse, including incest and abuse of minors.”

To this, Dr. Richmond-Thomas pointed out that these phenomena are rather “most prevalent on the coastlands because it is the most densely populated.”

She went on to contend that the majority of suicides in Guyana are not merely carried out by depressed persons, but by persons “who are under the influence of alcohol and other recreational substances at the time [that] they are facing a stressor, the most frequent being alcohol.

“The use of alcohol and other recreational substances decrease inhibitions, impair judgement, and give users bravery to commit acts which they would not when operating on a ‘full deck’,” Dr. Richmond-Thomas said further.

She added that self-harm is the strongest predictor of suicides and a significant number of persons who have been indulging in self-harm “come from homes where alcohol and substance abuse is a major stressor”.

Meanwhile, self-harm or suicide figures coming from Region One’s Regional Health Officer, Dr. Cerdel McWatt state that for 2017, 50 per cent of the deaths there were from Baramita.

Others came from residents of St Amslem/Barama River; Hosororo Hill, Wauna and Parakese.

In addition, McWatt’s figures show that 23 other persons attempted suicide in Region One for 2017, but none of them were from Baramita.

Williams said over the next six months, using some US$50,000, persons from all walks of life will be educated on the benefits of renewable energy technologies, noting that the campaign includes workshops, exhibitions, school representations, radio advertisements and television panel discussions.

“In the end, we expect to raise awareness to a level that: stimulates behavioural change in all target groups on how electricity is consumed; increases the general public appreciation, acceptance and support for the widespread adoption of renewable ener-

gy technologies; and encourages stakeholders to, sooner rather than later, review current policy regulatory framework to identify policy and regulatory gaps,” said an optimistic Williams.

The Sustainable Energy Programme was designed to improve the institutional capacities of the public institutions, particularly those in the power sector, through training; and the promotion of non-conventional Renewable Energy Technologies in urban areas and in the hinterlands.

SIGNS OF SUSPICIOUS BEHAVIOUR 1. Attempting to enter a residence or vehicle without proper access.

2. Body language that suggests being watched or chased.

3. Forcibly attempting to enter a locked vehicle or building.

4. Transactions conducted from vehicles, especially near schools or parks.

5. One or more persons sitting in a parked car closely scanning an area.

6. A person seemingly forced into a vehicle.

7. An individual displaying unusual mental or physical symptom.

8. Unusual noises, including gunshots, screaming, sounds of fighting, barking dogs or anything suggesting foul play, danger or illegal activity.

New Amsterdam to lead way in property valuation revamp THE town of New Amsterdam will lead the way in the complete modernisation of Guyana’s property valuation system, set to improve the collection of property rates within Local Democratic Organs (LDOs).

The project will be conducted by the Municipal Property Assessments Canada (MPAC) and AxiLogic Inc. and will eventually expand itself to other parts of the country.

Earlier this year, Cabinet had approved for some $335M to be spent in this regard while a US$125,000 contract signed on Monday will fund a pilot engagement for New Amsterdam to last for 12 months.

At the ceremony, Minister of Communities Ronald Bulkan stated that the updating and modernisation of the current property inventory will commence immediately and will significantly improve future operations.

“It’s one of the measures and components that will allow for Central Government support to the res-

toration of capacity and functionality within our Local Government organs,” Bulkan explained, adding: “As part of the government’s agenda to restore functionality to this system that has been severely damaged and degraded over an extended period of time, the question of the revenue base of our councils is one of the major impediments and it is the desire of central government to work with our local councils to ensure that the sore issue of fiscal sustainability receives the requisite support that is needed.”

Also attending the function were Co-founder and President of AxiLogic Inc. Michael Chettleburgh; Co-founder and Chief Executive Officer (CEO) of AxiLogic Inc. John Psihos and MPAC’s President of Business Development, Antoni Wisniowski.

Chettleburgh said that the town of New Amsterdam was selected due to the state of its existing data and the level of engagement experienced with the council there.

The project follows President David Granger’s State visit to Brazil in December 2017, where the Complementary Agreement to the Basic Agreement on Technical Cooperation between the Government of the Co-operative Republic of Guyana and the Federative Republic of Brazil for the Implementation of the Project Technologies to Reduce the Effects of the Drought in Region Nine was inked.

The Complementary Agreement states that the Government of Brazil shall undertake to “promote the transfer of Brazilian knowledge and experience related to mitigation of the effects of drought; provide the means for implementation of activities foreseen in the Project, send consultants and experts to implement activities to be carried out in Guyana, support the development of the Guyanese technical team’s capacity to drill artesian wells and monitor and evaluate Project implementation.”

The last national valuation exercise in Guyana was conducted over 40 years ago while the long overdue re-valuation of properties continues to challenge councils with inadequate data and inequity complications.

This is according to Bulkan, who reminded that the principal revenue tool

of local council is the collection of property rates within their jurisdiction.

“There are many properties of considerable value and in the absence of reliable information; there are cases where the rates of modest, residential properties are actually at the same level of highly priced properties and it poses a severe impediment to councils to be able to have an equitable rating regime. It impacts seriously and severely on council’s ability to garner sufficient revenue,” he said.

The component which paved the way for such

improvements was the renewal of democracy with the holding of Local Government Elections [LGE] in 2016 and scheduled again for November 12, 2018.

Bulkan said that this will mark the first time, in Guyana’s post-independence history, that successive LGE’s will be held as legally due.

“It is, I believe, ample evidence and testimony to the commitment and sincerity of this administration to restore the system of Local Government to its rightful place in the governance architecture,” he said.

Meanwhile, sensitisation efforts on the updating and modernisation of the property valuation system are set to begin soon in New Amsterdam.

“It’s important for the local owners of properties to understand the context for this exercise that it is about a proper valuation and [developing] a proper inventory so there will be public awareness materials, campaigns, created as a result to educate tax payers or rate payers or property owners what property valuation is, what they can expect from us-the valuation office,” Chettleburgh said.

Finding a path to success

By Naomi Marshall IN Guyana, a large proportion of our urban and rural transport systems remain inaccessible to persons with disabilities - a constraint that is a serious impediment to disability-inclusive development, but two mothers are determined that their children will not be left behind and have been making the personal sacrifice in ensuring that they get an education.

They are however, calling on the authorities to give effect to Persons with Disabilities Act 2010 and fully adopt the draft Special Education Needs Policy that can help eliminate some of the struggles of differently-abled persons.

For 18-year-old Rajni Persaud, a first year student of the University of Guyana pursuing a Diploma in Accountancy, easy access to transportation and even public buildings is key, having been diagnosed with cerebral palsy when she was six months old.

According to Michigan Cerebral Palsy Attorneys, Cerebral palsy is “a group of non-progressive motor conditions often caused by brain damage.” These disorders are characterised by a loss or impairment of body movement, reflexes, balance, muscle control, muscle coordination, muscle tone, and posture. There are four types of Cerebral Palsy – Spastic, Ataxic, Dyskinetic and Mixed Cerebral Palsy.

In Rajni’s case, she has spastic triplegia cerebral palsy which causes stiffness in the muscles of the lower parts of her body, particularly her legs, in addition to her left arm. As such, she depends heavily on a wheel chair to move around.

A BIG ISSUE Her mother, Usha Persaud told the Guyana Chronicle that transportation is “a big issue” adding, that she had decided not to send her daughter to secondary school due to the high cost of transportation.

The family resides at Coldingen on the East Coast of Demerara. “When she wrote Common Entrance I didn’t decide to send her to school back…I used to walk from here (Coldingen) pushing her in a wheel chair from here to meet Enterprise Primary School, everyday…When the rain falls then we take a taxi,” Usha related.

However, with motivation from others Usha said she allowed her daughter to attend secondary school, even though this came at a cost of $5000 per week for a taxi to take Rajni to school. But it paid off as Rajni graduated

Section 5, Sub-Section 8 (Accessibility) of the Persons with Disabilities Act sets the foundation for the Commission to collaborate with the minister responsible for transportation to formulate a public transportation policy aimed at addressing many of the issues that exist today.

DRAFT SPECIAL NEED POLICY In Guyana, the National Commission on Disability (NCD) was birthed out of the Persons with Disabilities Act 2010. As the national focal point on disability in the country, the NCD’s primary function is to provide and protect the rights of people with disabilities. In an interview with the Guyana Chronicle, the NCD Executive Secretary Beverley Pile, while acknowledging that the education system is lacking with respect to effectively meeting the needs of persons with disabilities, noted that there is a draft Special Education Needs Policy that is being used by the Education Ministry though not adopted.

“The draft policy outlines exactly how special education should be conducted in this country – the teacher per children ratio, particularly in the classrooms,” Pile said.

In addition, she said that the draft policy outlines the various areas of expertise needed. “Teachers should be specialised in various areas of disability, like you must be specially trained to teach the deaf, you must be specially trained to teach the blind, you must be specially trained to teach those with intellectual disabilities. These are some of the things that you have within

the policy, not a teacher who comes from CPCE with a little bit of what special education is,” Pile explained.

Last December, the Regional Centre for Stimulating the Development of Children and Young People with Special Educational Needs Associated with Disabilities, was commissioned with the aim of training persons to manage individuals with disabilities.

When it becomes operational, training will include evaluation and diagnosis, language and occupational therapy, psychological treatment, prevention, rehabilitation and social integration services with a psycho pedagogical and socially inclusive approach.

In June, 2018, the Education Ministry, through the National Centre for Educational Resource Development (NCERD), also launched the “Inclusion Professional Development Course” in Region Three aimed at equipping teachers with the knowledge and skills needed to make their schools and classrooms more inclusive for special needs students.

Although some efforts are being made to train teachers, Pile noted that a more in-depth approach is needed. “We need to reach to that part where this is a teacher that deals with the deaf, this is a person who is specialised, that’s the kind of thing the policy speaks to.

Once that gets on stream, we are heading for better education all round in a more structured and qualitative manner,” she said.

According to Pile, lack of sufficient finance to carry out the NCD’s mandate is the biggest stumbling block.

“The biggest challenge is finance. I tell people that disability issues about 10, 15 years ago it was under the carpet, now it’s above the carpet, it’s not on the table yet, it’s above the carpet which tells me of the issues that we have,” she said.

The bandits then quickly flanked her vehicle brandishing firearms which they

It is alleged that after the door was opened, one of the bandits grabbed the victim’s bag with the cash and jewellery and escaped on foot.

The other two bandits then tried starting the vehicle when they couldn’t they ran away with the keys.

The police have confirmed that the robbery did occur and that an investigation has been launched.

Credit Info providing critical info on potential borrowers UTILITY companies and money-lending agencies are recognising the benefits of Guyana’s Credit Bureau, Credit Info, in settling debts with delinquent customers and accessing customers’ credit history.

The bureau utilises the credit reports of all borrowers from various types of credit entities in the country to provide information to lending agencies on the creditworthiness of an individual or business.

At a recent programme hosted by the bureau, representatives from the Guyana Power and Light (GPL); Guyana Water Inc. (GWI); the Guyana Association of Bankers and the Institute of Private Enterprise Development (IPED) shared their experiences thus far.

According to GPL’s Chief Executive Officer (CEO) (ag) Renford Homer, Credit Info is now aiding the company in locating delinquent customers. “Where that information has been useful to us is that because of the other companies and entities that have found relationship with Credit Info and they’ve shared updated information, there have been cases where we’ve been able to access their database, provide certain key information and we’ve been able to locate some defaulters who may have moved from the addresses that were established at the time,” Homer said.

He added that in many cases an amicable arrangement is reached with the customer beneficial to both parties.

“As our customers begin to understand and recognise that we are sharing information of delinquents’ accounts with Credit Info and the fact that this information is going into a central agency that is going to be accessed by other companies who they may approach for financing…they’ll begin to translate a lot of that into the importance of wanting to settle their accounts in a very timely fashion,” he stated.

Speaking, too, was GWI’s Executive Director of Customer Services, Marlon Daniels, who said: “We are mandated by law to share our customer information, our data with the credit bureau and this allows us the opportunity to leverage the services the credit bureau offers to be able to, like our sister utility GPL, go after customers that may be delinquent.”

He later relayed that while GWI prefers to have customers voluntarily pay for their services, in some cases customers need to be

reminded of their obligations.

“Not honouring any outstanding debts, be it a debt to GWI or GPL, it ultimately affects the credit score and that perhaps disallows you from accessing the credit you want. When that happens, a trigger is normally sent to us and the customer voluntarily comes into the utility company to honour their debt. That is a direct spin off from the relationship with the credit bureau,” he said.

Meanwhile, Guyana Association of Bankers representative, Mario Farinha stated that the association which comprises of six different banks in Guyana depends greatly on the credit history of customers to best issue loans.

In this regard, Credit Info’s wide database now assists with risk assessment as Farinha explained: “Prior to [Credit Info], banks would only get information on customers’ history and their past performance through contact by correspondence. Now, with Credit Info in place, by the touch of a button on the computer on the website, we access information immediately and this is very important to us.”

At the same time, IPED representative Robert Williams said that the bureau has opened the pathway for institutions like his to find new scopes of lending. He further stated that Credit Info ought not to be viewed as a “spy” but rather as an agency which customers can also seek to benefit from.

“Because I know of the impact on my credit history and the fact that I may need information in the future, I ensure that I honour all my obligations as far as possible on time,” Williams said speaking of his personal experience. He then urged: “Because Guyana is evolving and is becoming a global player, we must understand the impact of credit and our credit history.”

Credit Info offers scores within the range of 250 to 900 where the average positive score lies between or above 625/650 although the final decision on a good cred-

it score is determined by the lender.

has a ‘predictor’ component which is very useful to lenders.

“What the predictor does, essentially, is based on information present in your credit

profile is make a prediction that should you acquire credit today, that you will default [based on previous patterns] within the next 12 months.

So, if you’re sitting before a

lender, at any point, that predictor gives them a little more insight into what is likely to happen in the future,” he explained.

Meanwhile, Credit Info’s CEO Judy Semple-Joseph stressed the importance of customers knowing their credit score even as the bureau’s ‘Know before you go’ campaign is seeking to address the same.

“By law, every individual is entitled to one free report in every 12-month period and therefore there is the scope, the opportunity for everyone to come at least once per year to get a free credit report,” she said.

Gov’t taking matters in hand –to arrest sudden spike in cancer-related deaths

By Clestine Juan IT may not be the kind of news one was expecting to hear, but according to Minister within the Ministry of Public Health, Dr. Karen Cummings, it’s not the end of the world either, as the government has no intention of taking things lying down.

The subject at issue is the announcement Monday that not only is cancer again on the rise here after being in remission for a number of years, but that what is even more alarming is that it is now rated as the fifth leading cause of death among our womenfolk.

“Over the past years, death and disabilities resulting from cancer-related illnesses were not very significant,” Dr Cummings said.

“Unfortunately for us as a country, the data shows that cancers are slowly moving up the table to sit as the fifth leading cause of death in Guyana,” she told invi-

tees to the launch of Cancer Awareness Month 2018 at the Ministry of Health.

Even more perplexing, she said, is the fact that no one seems able to put a finger on why this is happening.

“We live in a country where treatment and screening for cancers are somewhat limited, but this limitation does not necessarily explain the rise in the tolls,” she said.

Blaming the sudden spike in part on the influx of the fast food industry, lack of physical exercise, tobacco and alcohol use, and irresponsible sexual behaviour, Dr Cummings said the good news, however, is that this new trend we’re seeing can be easily reversed, by addressing it on all possible fronts.

She said that the government, through the ministry of Public Health, has already begun to explore and implement numerous activities to arrest the situation, from appropriately staffing the Chronic Non-Communicable

Diseases Unit; the allotment of adequate budgetary resources to the cause; training health professionals in the area of oncology; the forging of public-private partnerships with non-governmental and nonprofit organisations; research and surveys; the establishment of an oncology unit at the Georgetown Public Hospital Corporation; and making available, free of cost, robust screening and preventative methods.

fight against cancer has been taken to a different battlefield through Policies, Legislations and Regulations such as the Tobacco Control Act 2017, which protects the population against second and thirdhand smoking by allowing for a 100% smoke-free public spaces, graphic health warnings on tobacco product packaging and ultimately

the total ban on tobacco advertising, promotion and sponsorship.

As PAHO-WHO’s Dr. William Adu-Krow observed: “Cancer spares no one: It touches the rich and poor; young and old; men, women and children.

“The rise in cancer incidents and the disproportional high mortality rate continue to impact the well-being of families, and place a substantial demand on health systems and services, and hamper human, social and economic development.

But all is not lost, he said. “Breast cancer can be detected early and treated effectively; this is the message PAHO-WHO is promoting.

When breast cancer is detected early, and if adequate diagnosis and treatment are available, there is a good chance that breast cancer can be cured.”

The bad news, however, is that, “if detected later, curative treatment is often no longer an option.”

He urged that all stakeholders, including civil society, collaborate for the development and implementation of evidence-based policies, guidelines and protocols, as well as capacity building for healthcare providers to prevent and control all types of cancer, not only breast cancer.

“There is a need,” he said, “to strengthen health promotion and health education efforts aimed at improving awareness and understanding among women about the importance of screening and early detection for breast cancer, and not to postpone seeking care in the presence of signs or symptoms.”

Also speaking at the event was General Manager of the Guyana Cancer Institute, Ms Fiona Legall, who noted that her agency has been providing screening for underprivileged woman who cannot afford it and also conducts cancer talks with various corporate entities.

‘Obama Girl’ does it again!

TWO years ago, a young woman named Abbigale Loncke had the golden opportunity to participate in what is popularly known as the YLAI Fellows Programme.

YLAI is short for Young Leaders of the Americas Initiative, and Loncke was one of four Guyanese to have been so favoured.

The programme at reference is one of four, and is part of the U.S. government’s commitment to empower young people around the world, and ensure they have the wherewithal to tackle our shared global challenges.

Suffice it to say, Loncke not only joined the programme, but so excelled at it she was recognised by then US President, Barack Obama at a function in the Peruvian capital, Lima, for her outstanding work as a young

entrepreneur, and later nicknamed ‘Obama Girl’ by her Guyanese compatriots.

She then went on to apply for a Reverse Exchange Programme, which gave her a chance to apply what she learnt during the course of the fellowship in her home country, and with the help of the U.S. Embassy here, host a women’s conference and mentoring workshop.

That workshop, titled “Empowered Leadership in 2017: Unleash Your Promise and Potential...” had as its keynote speakers First Lady Mrs. Sandra Granger, US Ambassador Mr Perry Holloway, and Minister of Public Telecommunications Ms Catherine Hughes.

Now, one year on, Abbigale is on to her second conference, which, like the first, is specifically focused on empowering women and their businesses and the potential growth of our country’s economy by way of the

incoming oil and gas sector.

This time around, however, the event is themed “When Women Prosper, We All Prosper”, and is slated for November 5 and 6 at the Arthur Chung Conference Centre.

According to the young powerbroker, the objective of the conference is to reach women in business at their point of need on a holistic level, as in their need to expand and grow, need for knowledge, need for networking, need to understand the changing business environment in Guyana and need to be supported.

Eating our way to an early death

GPHC Nutritionist, Djamilsa Lambert has spent the last several years teaching people about healthy cooking alternatives.

THERE are almost a dozen food outlets within 50 metres of the Georgetown Public Hospital Corporation (GPHC), and all sell the same types of food.

It is difficult not to take in a whiff of the aroma; some of the dishes are traditional, delicious, and are slowly killing us.

Guyana is facing a diabetes epidemic, and our diet and sedentary lifestyles are the main culprits. In observance of World Diabetes Day last November, Chairperson of the GPHC Kesaundra Alves had called on Guyanese to embrace healthy eating hab-

its. Her message was nothing new; but it was urgent.

In 2016, 160 men and 180 women reportedly succumbed to the disease locally.

According to the International Diabetes Federation, in 2017, there were over 52,000 cases of diabetes in our adult population. This year, that number is believed to have risen.

Chronic Non-Communicable Diseases (CNCDs), among them diabetes, account for 70 per cent of premature deaths in Guyana.

Last December, President David Granger likened the effects of these diseases on our population to a “State of Emergency”. He did so while

launching the Presidential Commission for the Prevention and Control of CNCDs. Despite the glaring ‘stats’ and warnings, people continue to practise unhealthy eating and drinking, both at home and when they purchase food on the road.

Some shop owners are not aware of, or simply do not care about their contribution to the problem. For a few others, healthy foods are not financially viable.

“Have you ever heard anybody argue about which food is healthier? No! They argue about which food taste better,” a local cook, who asked not to be named, stated.

“As a cook, we have to make the food taste good. People don’t care how it’s being prepared; they only care about the taste.”

A shop owner near the hospital shared similar sentiments. “We tried to cut down on the salt and the oil after a doctor spoke to me, but people were not buying the food as much,” he said.

Salt and oil may be part of the problem, but they are certainly not the only culprits; Guyaneses are a carbohydrate-driven lot. Almost everything that we eat are loaded with carbs.

Consultant Endocrinologist at the GPHC, Dr Yaquelin Gonzalez-Ricardo says that most Guyanese suffer from Type-two diabetes. She said it happens when there is a fluctuation in the production of insulin, or when our cells do not use the insulin as well as they should. The doctor said that our diet, which is heavy in carbohydrates, puts pressure on the pancreas to produce more insulin, but that gland can only take so much.

GPHC Diabetes Educator-Nutritionist Djamilsa Lambert told the Guyana Chronicle, “Carbs would be the food that impacts the blood sugar the most. In our country, it’s the bread, the flour and the rice that do the most damage.”

WHAT HAS CHANGED? Priya (only name given), who hails from the East Coast, has been diabetic for a few years, but is still not convinced that it is her food that has contributed to the problem. “Meh grandmother and meh grandfather eat de same food since they were little and nothing happen to them,” she said. “Meh mother eat de same food and she was okay; but now all of a sudden it is we food.”

According to Lambert, food is very traditional in Guyana, and that is why it is a difficult cycle to break.

“Females are likely to be more affected by diabetes in Guyana,” she said. “They learn how to cook from their mothers, and feel that their food should be prepared the same way it was prepared generations ago, but things have changed.”

Lambert said that a large bowl of rice or two rotis might have been necessary several decades ago when

work habits have changed, and so should our diet.

The nutritionist said that our level of activities have also changed. She said most people work at a desk, and that we rarely need to walk, since vehicles, both personal and public transportation, are readily available. “Vehicles stop right at our doorsteps,” she said. Dr. Ricardo told this publication that people need to change their lifestyle to fight diabetes.

“The only way to slow down its progress is prevention (as in change of lifestyle). Such prevention could include varied and nutritious food, daily exercise and periodic medical check-ups,” he said.

Nevertheless, it is easier said than done, and there’re the ‘stats’ to prove it. Longtime diabetic patient, Bibi has tried in vain to overhaul her eating habits. She has been suffering from the disease for almost two decades. I should know; she’s my mother.

It is difficult to eat certain types of food and drink certain beverages religiously your entire life, and then move in a very different direction. There is a Bibi in almost every family, so fighting the disease should be a collective effort.

EFFECTS OF DIABETES The first time I spoke to retired teacher, Olga Chacon from Mabaruma, she told me she was diabetic. She has become somewhat of an advocate, but she can only do so from a wheelchair. The disease took a leg.

“Exercise! Stay fit!” she urges. Chacon used to walk for miles to attend school as a teacher, but as she got older, her level of activities dropped. And coupled with bad eating habits, she developed diabetes. Dr. Ricardo said that many people are not aware of how brutal the disease can become and what damage it can do to our heart, eyes, the feet and kidneys.

She said that although cardiovascular disease is still the number one killer in Guyana, many patients who died from heart complications are also diabetic.

WHAT CAN BE DONE “Eat more vegetables, eat less food and exercise,” the nutritionist recommends.

After dealing with hundreds of patients over the years, Lambert is wary of drastic changes. “People should make small but permanent steps to change their lifestyle,” she said. “Drastic changes do not work.”

For people like my mum, changes in their lifestyle and diet are but a small price to pay for a better life.

Wilder calls out ‘coward’ Joshua before clash with Fury LONDON (Reuters) WBC heavyweight champion Deontay Wilder labeled Britain’s Anthony Joshua a “coward” for failing to secure a bout between the two, hours before the American then clashed with upcoming opponent Tyson Fury at a news conference on Monday.

Joshua’s promotion team Matchroom Boxing did not immediately respond to Reuters for comment by email or phone.

Wilder and Fury began their promotional tour in London for their Dec. 1 fight in Los Angeles with a possible bout against IBF, WBA and WBO holder Joshua in 2019 up for grabs.

Joshua was in negotiations with Wilder’s team earlier this year to organize a fight which would have presented the opportunity for either man to become undisputed heavyweight champion of the world.

McGill Superstars shine against Reliance Hustlers – in T20 match-up ON a brief tour to the Essequibo Coast, McGill Superstars of Canal No. 1 upstaged Reliance Hustlers in a T20 fixture played last Saturday at the Reliance ground on the Essequibo Coast.

Watched by a vociferous crowd, Reliance Hustlers opted to bat first after winning the toss. They were off to a lightening start with Wayne Osborne and Nathan Persaud smashing boundaries at will on the small but picturesque ground.

Osborne, in particular, was quick to dispatch anything that was short and wide. A brutal square-cut that sped to the boundary had the crowd in a frenzy as Osborne displayed an array of strokeplay. In the first 6 overs, Reliance Hustlers rushed to

each for Malcolm Hubbard and Kesham Seuden for 13 and 17 runs, respectively.

The visitors then had a hostile reception early on as 3 quick wickets fell within 3 overs to have them scarily placed at 14-3. A combination of pace and spin initially did the trick for the Hustlers.

GCC hockey teams dominate as GHB Outdoor leagues end THE Guyana Hockey Board (GHB)/Bounty Paper Towels second division and Under-19 division outdoor developmental leagues came to a close on Sunday at Saint Stanislaus College (SSC) ground with the final round of play that saw the Georgetown Cricket Club (GCC) hockey teams dominating.

They took top honours in the men’s and women’s second division along with the boys’ and girls’ under-19 leagues, respectively.

GCC ‘The sequel’ (goal difference +27), won their

final men’s second division match against Hikers 2-1, yesterday to secure the division title on goal difference after tying with Old Fort (+26) with 25 points.

The Sequel’s Dwayne Scott, who is the coach of the national women’s indoor team, was named the most valuable player (MVP) of the division.

Shameer Bhagwandin of Hikers Cadets was adjudged the best goalkeeper, while GHB President and GCC’s player, Philip Fernandes (17) scored the most goals.

In the women’s division, Pizza Hut GCC clinched the title with 22 points, followed by GCC Bingo Spartans, second with 13 points.

Pizza Hut’s Carina Moller top scored with 15 goals, while her teammate Sarah Klautky was the MVP and Donyale Nurse of Saints was the best goalkeeper.

A FEISTY spell of fast bowling from Kester McAllister and stifling slow bowling by Tathesh Shivrattan undermined what was expected to be a comfortable victory for the home team, Demerara Cricket Club (DCC), on Sunday in the ‘GCA Friends of Cricket 100 Overs’ U-17 tournament.

Although the Malteenoes opening bowlers started the destruction, it was an allround team effort that ensured it continued. From ball one, the fielders were diving and sprinting to stop the singles and the pressure did its job.

At one end, McAllister was beating the bat, while at the other end, the off-spinner was frustrating the batmen.

When DCC cracked, they broke into pieces. It started when 16-year-old McAllister bowled Brandon Jaikarran; in a few overs it became three wickets for three runs, then four wickets for five runs.

Although McAllister was the main wicket-taker, Shivrattan was perfect in his line and length. Had it not been for two wides, he could have gone for four straight maidens.

By the lunch break, DCC were 46-6 off of 19 overs

with Jonathan Vanlange (10), who stroked the ball well and Jaafar Pinder (16) showing some resistance. The pair had put on 28 for the seventh wicket prior to the break.

The hope of a comeback after lunch lasted a short time as both batsmen fell in the same over and the slide continued. In the end, DCC were bowled out for 75 runs.

McAllister finished with 3-20 from nine overs, while Shivrattan took 2-11 from seven overs. His spell included four maidens.

Earlier, number six batsman Matthew Jupiter (2x4s) and number eight batsman Y. Seecharran (3x4s) had scored 16 runs each to ensure that Malteenoes passed the three-figure mark. They were bowled out for 108 in 31 overs.

Jamaican Lumley gets Squash certification here NINETEEN- year-old Jamaican, Tahjia Lumley, is the 3rd and youngest athlete from his country to travel to Guyana to attain his Level 1 & 2 England Squash Coaching Award from Guyana National Squash Coach Carl Ince.

He is one of many from the Caribbean and the US to have come to Guyana to become certified at this level.

Tahj was here last year for his final Junior CASA, where he was graced with an inaugural honour; The Junior CASA Sportsman and Leadership Award.

Following that 2017 tournament, Tahj spent a week on Coach Ince’s farm for training after his coach Steve Smith, who himself completed the course here in Guyana in 2013, and mentor Karen Anderson, arranged for the youngster to work with the Level 4 Elite Coach.

He expressed an enormous amount of gratitude for the support both have given him throughout his eight years

in the sport.

Sitting at the Georgetown Club courts on Sunday after finishing his final practical exam, his enthusiasm was barely containable as he recollected meeting who he refers to as “The Great Coach Ince” for the first time.

At 12 years old, Tahj was struck by the calm and relaxed figure whose reputation was legendary in the Caribbean as his team had so many successes. He even remembers the exchange they had that led him to deduce how much Coach looked out for his students.

Eight years on, Tahj enthuses; “To be in Coach’s own backyard training, learning from a man I have looked up to for so long, was spectacular”.

The icing on the cake was when he discovered he would be working alongside another Guyanese squash great; Nicolette Fernandes.

“That”, he said, “was a dream come true!” Along with Sarah Lewis and Samuel Ince-Carvalhal, the four gained a great deal from each

other during the gruelling week of the course. The interaction with Coach and his fellow candidates made what was mentally and physically intensive, one of the best experiences he has had.

“The course was so thorough, professionally conducted and well run…. so amazing, and we were so constructive with each other that even though it wasn’t easy; it was mentally draining; I loved every single moment of it”.

The course teaches and tests individual and group coaching techniques and programmes, child protection, coaches’ code of conduct, safety, and an array of other relevant material.

As Tahj transitions into another chapter of his squash career, he reflects on the pivotal moment that brought him to be standing outside the courts in Jamaica where he asked if he could play.

He explained; “In Jamaica, Squash was more an uptown sport and I am from the inner city, so it was not a

Ticket squabble threatens Windies ODI in Indore MUMBAI, India, ( CMC) – A squabble over complimentary tickets between the Indian Cricket Board (BCCI) and the Madhya Pradesh Cricket Association could see the second One-Day International between West Indies and India shifted from Indore to Vadodara.

The MPCA said last weekend they that had written to the BCCI to indicate they could no longer host the match because of the governing body’s unreasonable demand for tickets.

“This is the decision of our managing committee. The agreement which the BCCI sent us asked for 1250 complimentary passes from us, whereas as per the constitution of the BCCI, they can ask for only 10 per cent [of the share of tickets],” said MPCA secretary Milind Kanmadikar.

“These are all pavilion passes. Our stadium is small and our pavilion capacity is 7 000. Ten per cent of that is 700. If we give the BCCI 700 passes, what will we provide our members and other im-

He fully recognises how powerful sport and supportive people can be; naming many who have influenced the path he has taken, including fellow countryman Chris Binnie.

HBO to throw in the towel on Live Boxing Matches after 45 years

FTER 45 years, HBO said on Thursday last that the network will no longer feature live boxing matches starting in 2019.

“Going forward in 2019, we will be pivoting away from programming live boxing on HBO,” the network said in a programming statement. “As always, we will remain open to looking at events that fit our programming mix. This could include boxing, just not for

the foreseeable future.”

The pay-cable network currently has no more fights scheduled past the Oct. 27 Madison Square Garden middleweight title fight between Danny Jacobs and Sergey Derevianchenko. An HBO rep says its unclear if the network will have any matches in November or December.
