Message from the Faculty Chair The academic programs delivered at Georgetown University in Qatar (GU-Q), centered on the Bachelor of Science in Foreign Service (BSFS) degree, require a diverse faculty of the highest caliber. The GU-Q faculty are established scholars from across the disciplines of anthropology, economics, government, international relations and political science, history, languages and literature, philosophy, and theology. Their qualifications have been earned from some of the world’s most prestigious institutions, while most have also been affiliated with eminent centers of research and teaching before joining GU-Q. Although the strength of our faculty ensured academic excellence was maintained, teaching and learning during the 2019-2020 academic year experienced a sea change due to physical distancing requirements imposed to combat the coronavirus pandemic. The fall semester embraced the usual academic activities, while the spring semester will be remembered as a time that demanded a high level of resilience and flexibility. Extensive work related to emergency preparedness and more specifically to instructional continuity was necessary to quickly and effectively transition to an online environment. Pedagogical and practical resources to support the delivery and enhancement of online and hybrid teaching were also designed.

Within the realm of the virtual environment, new ways of accommodating events and meetings were implemented. Online meeting platforms became an essential part of the educational mandate. As in-person events had to be put on hold, online events replaced them. Students and faculty continued gathering remotely to discuss their current projects, research, or global issues, including the Black Lives Matter movement, a new U.S. administration, and the global health crisis, with GU-Q faculty taking part in one of three “Pandemic Panels” to explore COVID-19 through the lens of governance, regional recovery, and historical and cultural perspectives.

The challenge of facing a global pandemic while continuing to offer the academic excellence for which GU-Q is known, enabled us to develop new administrative and instructional continuity concepts that have prepared us for both an in-person and virtual future.

Publications Members of the GU-Q faculty are prolific and award-winning authors, with publications that reflect a range of disciplinary backgrounds and research interests. Their works address such topics as economics, literature, history, international law, media, metaphysics, politics, and religion. They range in focus from the Gulf and the Middle East, to Africa, Europe, North America, and Asia.

The importance of the research findings is reflected in the prestige of the presses that publish them, which include Brill, Cambridge University Press, Oxford University Press, Routledge, and Springer International Publishing, to name a few. GU-Q faculty have also published with Qatari institutions such as HBKU Press.

The academic year’s publications together constitute a major body of work of the highest standards, and significantly help to establish Qatar as a global center of knowledge production.

As members of the global intellectual community, faculty members regularly deliver keynote addresses and are invited to lecture on their areas of expertise. They both participate in and host international conferences, symposia, workshops, and study groups.

Initiatives and activities hosted by GU-Q provide opportunities to invite renowned colleagues from leading global institutions to speak and interact with faculty and students, those of other academic institutions in Qatar, as well as members of the Qatari public. The public is also invited to participate in book launches by GU-Q faculty members and benefit from faculty expertise at the Faculty Seminar Series.

Online and media presence furthers the university’s aims of disseminating knowledge and bringing together scholars, the business community, and other members of the public across the region and beyond. GU-Q builds and maintains a number of websites, provides expert opinions for the media, and maintains an active social media presence.

“OCEANIC CIRCULARITIES: THE INDIAN OCEAN IN THE MODERN WORLD” ANNUAL FACULTY CONFERENCE February 16-18, 2020 Conference Chair: Uday Chandra This conference brought together new and established scholars producing cutting-edge research on topics ranging from the political economy of trade to the sociocultural dynamics of interlocking littoral societies across this vast oceanic space. Conference organizers received an overwhelming number of excellent abstracts from around the globe. The selected papers represented the very best of scholarship in the emerging field of Indian Ocean studies. The papers and panels in the conference centered around the theme of "circularities," encompassing the mobile connections between people as well as their literary, aesthetic, and religious worlds. Thinking through the myriad crisscrossing circularities that define the Indian Ocean, the conference explored new core concepts and theories of culture, society, migration, diaspora, diversity, hybridity, and postcoloniality.

“ECONOMY IN THE MIDDLE EAST” WORKSHOP March 1, 2020 Convener: Karine Walther Guest speaker: Laleh Khalili In this workshop, the guest speaker introduced her methodological approach and her research on political economy in the Middle East. Attending faculty gave insight into their own research. It followed a broader discussion with questions being raised about how certain issues can be addressed in different ways and from differing disciplinary fields.

“CYBER SECURITY AND NATIONAL SECURITY IN A SMALL STATE” October 1, 2019 Convener: Rory Miller This launch event for the Cyber Security Research Group (CSRG), a joint initiative between GU-Q and the Community College of Qatar (CCQ), drew a large audience of security experts, scholars, and leaders from government and business to discuss “Cyber Security in a Small State: Protecting the Homeland.” Sponsored by Commercial Bank of Qatar and featuring cyber security expert Will Wilson as a keynote speaker, the event delivered the important message that cyber security is one of the most vital issues facing individuals, institutions, and nation states today, and set the stage for future collaboration on the critical issue of security risks and strategies.

“EXPLORING THE FEMININE WITHIN ISLAM” September 17-18, 2019 Convener: Sohaira Siddiqui The cooperative project “Exploring the Feminine within Islam” with the Center for Islamic Theology at the University of Tübingen, Germany, worked to enrich the discourse on Islam and gender—which has so far been conducted mostly in the field of sociology and anthropology—with the voices of Muslim women theologians. In order to address theological concepts on “femininity in Islam,” the project first laid a foundation for an international network. The network aims to bring together women scholars from different countries of origin, discourse spaces, and age groups to contribute new perspectives to scholarly discourse.

Center for International and Regional Studies (CIRS) CIRS provides a number of research opportunities for faculty at GU-Q, and sponsors day-long workshops in which faculty engage with international participants in discussions on a forthcoming publication. In addition, CIRS offers grants to faculty researchers interested in carrying out original fieldwork on issues related to the Gulf, the Middle East, Asia, and beyond.

CIRS STEERING COMMITTEE This standing committee is chaired by the Director of CIRS and includes the Associate Director of CIRS as well as four members of the faculty. The committee’s main objective is to reinforce the integration of CIRS and the GU-Q faculty by ensuring faculty input and perspective in planning CIRS events. THE INDIAN OCEAN WORLD WORKING GROUP The researchers of the Indian Ocean Working group at GU-Q meet regularly to discuss books, plan conferences, symposia, and other events that promote research around connectivities in the Indian Ocean World.

One of the aims is to provide a “remapping” of the region through case studies that offer a wide variety of perspectives on circularities and identities forged in the wider Indian Ocean region.

The group’s core team is from GU-Q, Qatar University, and Northwestern University in Qatar.

Managing National Security Risk during and after the Blockade: Strategic Challenges and Opportunities for Qatar’s Energy Sector

Structure of the Nuclear Family in the Wake of Genetic and Reproductive Technologies Principal Investigator: Ayman Shabana

Principal Investigator: Rory Miller This project (NPRP12S-0210-190067) examines the challenges and opportunities that Qatar’s energy sector has encountered in managing national security risk since the start of the blockade launched against it in June 2017 and how the evolving strategic environment will result in new challenges and opportunities in the future.

New genetic and reproductive technologies pose considerable challenges to the established structure of Islamic regulations concerning the nuclear family, marital connections, and lineage regulations, especially traditional definitions of both paternity and maternity and the extent to which these two concepts should be tied to marriage. This project (NPRP8-1478-6-053) aimed to identify research lacunae in current scholarship on this important topic and suggest ways to fill these gaps.

India’s Politics in Its Vernaculars Co-investigator: Uday Chandra This $1.67 million USD European Research Council five-year research grant investigates the terminology used by India’s politicians. The project started in February 2020 and involves 20 scholars across four continents.

Student Development The vast majority of the academic activities and initiatives in this report are open to students and they are encouraged to participate. Members of the GU-Q faculty are committed to expanding opportunities for student learning beyond the classroom. Students are engaged outside the classroom in a number of ways considered essential for their growth as intellectually curious and socially conscious individuals. GU-Q faculty are also active in advising student-led conferences, organizations, and clubs through which students pursue interests in various intellectual, cultural and social realms.

Nurturing the research and writing skills of their own students as well as contributing to the development of the broader education landscape in Qatar is a top priority for GU-Q faculty. Their efforts are contributing to the development of future generations of academics, both Qatari and non-Qatari. Mentoring student theses at GU-Q is an activity faculty greatly value, and one that has produced a fine body of student research and writing. Faculty also act as mentors and examiners for graduate theses produced at other institutions. The Zones of Conflict, Zones of Peace program is a further initiative that combines creditbearing classroom learning with field work in the area of focus. Together, these activities help students to develop their skills and provides an opportunity to serve in leadership roles in Qatar and beyond.

ZONES OF CONFLICT, ZONES OF PEACE (ZCZP)

COMMUNITY ENGAGEMENT PROGRAM (CEP)

The Zones of Conflict, Zones of Peace (ZCZP) program at GU-Q enables students to study conflict management and resolution in their real-life application across the globe in zones of ethnic, political, religious, and social conflict, with the goal of better understanding both the causes of the conflict and the difficult process of reconciliation.

The Community Engagement Program (CEP) program addresses the needs and issues affecting local and international communities, and encourages global citizenship. With a base in Georgetown’s Jesuit values, the program emphasizes critical reflection through personal, experience-based learning, analytical writing, and discussion.

Each spring, a faculty member teaches the course on a topic of their expertise and then leads a student group travel experience with staff from the Office of Student Development to the country or region under study.

SPRING 2020 Rogaia Abusharaf taught the ZCZP course Narratives of Genocide and Revolution in Postcolonial Zanzibar (CULP 226). The course focused on the lessons of the expulsion of Arabs during the 1964 revolution in Zanzibar. Due to the COVID19 pandemic the accompanying trip was cancelled.

SPRING 2020 Dennis McCornac taught the CEP course Economies of East Asia (ECON 377).

Students examined the economies of East Asia with a focus on Cambodia’s current economic environment, contemporary reconciliation, and development efforts post the 1975-1979 Khmer Rouge genocide.

Due to the COVID-19 pandemic, the accompanying trip was cancelled.

Humanizing Resources: Analyzing Employment Opportunities for the Disabled in Qatar

The project explored the significance of the farm as a case study for the State's efforts to implement food-security measures all the while securing its sovereignty over the control of food production. Although Baladna was established before the blockade, its role in supplying much needed dairy products assumed paramount importance after it. Drawing on interdisciplinary approaches in political science, economics, food sciences, and anthropology, this project is the first of its kind to document broader national visions through the lens of a dairy farm.

The last census with reference to disabilities, conducted in 2010, found out how many disabled people from a total of 1.78 million nationals and residents lived in Qatar. According to the United Nations Economic and Social Commission for Western Asia, the employment percentage for people with disabilities in 2011 was 25% in Qatar, clearly indicating that more is needed to remedy the situation. The overarching purpose of this study is to gauge the effectiveness of current efforts to promote equality with regards to people with disabilities in wider Qatari society.

Understanding Royalist, Nationalist, and Tribal Affiliations in the Post Blockade States of the Gulf Faculty Mentor: Amira Sonbol Prior to the blockade, GCC citizens could freely associate themselves with other Gulf countries by means of a collective Khaleeji (Persian Gulf) identity or through associating themselves with family members from other countries within the Gulf. However, popular discourses within the Gulf since June of 2017 suggest that there has been a sharp rise in nationalist and royalist sentiments throughout the region, most notably in Saudi Arabia, the United Arab Emirates, and Qatar. This project examines the effects of the blockade on these sentiments by collecting data on GCC citizens’ perceptions of royalism, nationalism, and loyalties towards their tribal affiliations.

Qatar's Establishment of Infant Industries in Response to the Blockade September 2018-2019 Faculty Mentor: Alexis Antoniades The project examined the establishment of infant industries in the country as a response to the blockade against the State of Qatar and how the State can protect them from competition until they are able to mature and compete.

Investigating the Resilience of Qatar’s Trade Network January 2019-2020 Faculty Mentor: Jack Rossbach This project investigated the resiliency of Qatar's trade network using state-of-the-art theoretical and empirical tools from economics. A model to simulate the 2017 crisis and blockade of Qatar by neighboring countries was used and the predictions of the model were compared to Qatar's response to the crisis in order to qualitatively evaluate the performance of the model.

GU-Q INSTITUTIONAL REVIEW BOARD Human subject research at the university is governed by the GU-Q Institutional Review Board (IRB). This review body has been established in accordance with the requirements of the Qatar Ministry of Public Health policy and governs research conducted or supported by GU-Q. The IRB is responsible for the review and approval of investigator protocols as well as development and implementation of university policy and procedures governing human subject research.

Members of the IRB generally serve twoyear terms on a rolling basis. This practice allows the board to benefit from the fresh perspectives of new members, widely disseminate knowledge of committee policies and procedures among the faculty, and distribute the workload of regulatory compliance while still maintaining the continuity and institutional memory of the committees.

HELP PROGRAM GU-Q faculty members volunteer their time to teach members of the community who would otherwise not have access to quality instruction through the Hoya Empowerment and Learning Program (HELP). HELP is a student-led initiative that delivers English and Arabic language, as well as financial

and computer literacy classes for members of the GU-Q service provider community.

Participating instructors spend four hours a week teaching classes. Uday Chandra is due recognition for dedicating his time and effort to the HELP program in 2019-2020.

GU-Q COMMUNITY EDUCATION INITIATIVES The Impact of Movement and Displacement on Education A partnership with Education Above All resulted in a joint event on “The Impact of Movement and Displacement on Education,” in the lead up to the official launch of UNESCO’s regional report on education.

Dr. Khalid bin Mohamed Al Attiyah, Deputy Prime Minister and Minister of State for Defense Affairs, marked the 1,000th day of the blockade by speaking at GU-Q to a packed audience of students, faculty, staff, QF colleagues and special guests from the government and diplomatic sectors about “Qatar and the Lessons from a 1,000 Day Blockade.” The event was built on the Small State security course taught by Rory Miller and Fahad Al-Marri.

Arabic Book Club The Arabic Book Club (ABC) at GU-Q continued its regular meetings during the academic year in 2019-2020 in collaboration with the Doha Institute for Graduate Studies.

In January 2020, ABC started a new collaboration with the Qatar National Library, but club activities were unfortunately suspended due to the pandemic. Executive & Professional Education (EPE) at GU-Q developed a customized training program for the Diplomatic Institute of the Qatar Ministry of Foreign Affairs aimed at Qatari diplomats and government leaders.

This open enrollment community course on protocol management taught participants how to optimize relationships by maximizing personal attention and systemizing logistics through lectures, case studies, group discussions, role play exercises, and an etiquette dinner exercise.
