NOK = ENOUGH, sufficient, about to reach a certain maximum level, at a satisfactory level Folkets Parti questions whether today’s political priorities are the right ones and give enough consideration to current problems. In other words, by ‘ENOUGH’ we mean sufficient. Are those with a functional disability considered – and considered important – enough? Has the light rail line been sufficiently thought out and is it reasonable? Is the toll ring not expensive enough already? Are the people at city hall smart enough to make decisions on behalf of all residents? Do politicians prioritise sufficiently? The word ENOUGH has been part of our vocabulary since day one, initially to indicate that we have had enough of high taxes and fees, and now also in relation to socially critical issues we want to address.

When those of us who live in the city are told something we find difficult to believe or that sounds like a really bad idea, we often respond by saying “That makes absolutely no sense”.

In politics, Folkets Parti (People’s Party) asks the questions the other parties either won’t or don’t dare to ask. We joined the City Council four years ago as Folkeaksjonen Nei til mer Bompenger (FNB). Back then, we asked whether the people of Bergen should be expected to pay a road toll every time they used their car and many people in Bergen answered with a loud and clear NO. Since 16.7 percent of residents voted for us, our representatives have been able to ask often uncomfortable questions about a lot of different issues that are the municipality’s responsibility. Unfortunately, far too much of what is proposed and approved in Bergen simply does not make sense. Our goal is for Bergen to be a city where everyday people can afford to live. That is why during the upcoming election, Folkets Parti is asking absolutely essential questions that have a major impact on your wallet. • Should drivers have to continue to pay road tolls to finance roads, light rail and other public transport services? • Should a light rail line be built to Åsane that will result in a significant increase in road toll rates? • Should the public authorities continue to prioritise expensive bicycle lanes used by very few residents? • Should the municipality continue to implement costly, symbolic and often completely ridiculous climate measures? • Should the municipality continue to only allow the construction of expensive homes along the light rail line that are unaffordable to many? • Should the municipality use millions of kroner on cultural initiatives that could just as effectively be carried out by private organisations, such as performing arts in Sentralbadet, the former swimming pool building? • Should the municipality use millions of kroner to acquire kindergartens that could just as effectively be run by private organisations and companies, such as the Damsgårdssundet kindergarten? Folkets Parti’s answer to all of these questions is an emphatic NO. We are the alternative for those who believe that taxpayer money should be used for quality services for the people of Bergen, first and foremost for children and the elderly, who deserve quality care and attention. Our programme shows how Bergen can be developed and managed so that residents with a regular income can also enjoy quality of life.

Folkets Parti – Who we are
Folkets Parti is a political party established in 2014. Until a name change in 2022, the party was called FNB, which stood for Folkeaksjonen Nei til mer Bompenger (People’s Action No to More Road Tolls).
Folkets Parti is more concerned with issues than political ideologies. Our goal is to be the people’s representatives and address those issues that have been overlooked by the other parties.
We were founded as a protest against road tolls, which is still our core focus. Folkets Parti considers the construction of public infrastructure a shared task and its funding a government responsibility.
We are fighting against unreasonable taxes and fees that lead to greater differences.
Folkets Parti is represented in several municipalities and counties. We are first and foremost elected representatives with real-life experience, not career politicians. We are strongly committed to the Constitution and the rights it protects, such as property rights, the right to free enterprise, personal freedom, freedom of expression, freedom of religion, freedom of association and public access to land. We consider all people to be equal.
We want Bergen to be the best city in Norway to live in. That is why we are going into the election with a programme that addresses all municipal tasks.

Our focal areas ENOUGH road tolls Road tolls have given politicians a creative means to fund major investments, but without anyone taking responsibility for the total burden on individuals. Road tolls are antisocial because people with low and average incomes are hit hardest and it limits their freedom of action. Moreover, this source of financing is not sustainable because achieving the goal of less car traffic also reduces the revenue generated. To make up for the shortfall, rates are increased again and again. Folkets Parti seeks to first remove the outer toll ring in Bergen, followed by the remaining road tolls. We are categorically opposed to road pricing. Folkets Parti wants to continue and strengthen the government infrastructure fund that was established in 2013. The purpose of the fund is to ensure the long-term and predictable financing of infrastructure. The yield on this fund is used to finance new roads without road tolls, as well as contribute to the elimination of road tolls on existing roads. We oppose the financing of public transport by motorists.
ENOUGH light rail Folkets Parti says ENOUGH to light rail development. The people of Bergen cannot afford the further development of the light rail system, financed to a significant degree by road tolls. Government funding is insufficient and the proposed solution for Åsane is costly and destructive for the city centre. Further light rail development locks up capital for both the development and operation of other public transport solutions, as a result of which both the city of Bergen and Vestland county lose opportunities to improve public transport in other areas. Folkets Parti wants to preserve the city centre for people and events and opposes the development of the light rail system across Bryggen.
ENOUGH high electric bills Electric bills are hurting people’s pocketbooks and increasing differences among people. Many companies are suffering and jobs are being lost – also in Bergen. Norway’s electricity needs should be met before we export any excess energy. There should be Norwegian rates for local consumption and market prices for electricity that is exported. Folkets Parti supports a maximum electricity price.Electricity is part of the critical infrastructure that should be affordable to everyone.
ENOUGH symbolic politics Folkets Parti wants climate initiatives that are measurable and cost-effective. We seek to eliminate symbolic politics from the climate debate. That is why we oppose fossil fuel-free zones in the centre of Bergen. Moving fossil traffic from one street to another has zero climate impact. The closure of the road along Bryggen only led to more traffic on other streets and no positive climate impact. These types of initiatives are extremely costly. We need to put an end to wasteful climate initiatives and we believe that climate efforts should focus on protective measures against landslides, flooding and vulnerable infrastructure.
East Ring Road first Folkets Parti believes that the East Ring Road is the most important environmental initiative for Bergen and the city centre. A toll-free road for the Fjøsanger - Arna - Vågsbotn Nordhordland Bridge route will reduce traffic over Danmarksplass and through the city centre. This will also give Bergen a sorely needed alternative when traffic problems arise in the Fløyfjell tunnel.
Affordable housing Folkets Parti endorses the release of land in Bergen to build affordable homes. We believe that affordable housing includes building single-family homes, semi-detached homes and flats. A focus on densification along the light rail line leads to conflict and expensive housing and must be replaced by a housing policy that addresses the needs and desires of people with an average income.
Increased support for volunteer involvement Volunteer efforts in sports, culture and humanitarian work must be encouraged through increased financial support and the possibility of exemptions for transport and parking fees. Everyone should be able to use municipal sports facilities and public areas at a reasonable cost. Folkets Parti wants more cultural initiatives in city neighbourhoods. Less public ownership can free up funding for prevention programmes for young people or activities for the elderly.

EXPENSIVE ENOUGH?
Transport and infrastructure
We say YES to cars Good infrastructure for transport and electronic communication is essential in today’s society. Effective and safe transport is important in the daily lives of most people, as well as the business community. Cars are here to stay. Opposing this is synonymous with opposing development and prosperity. In Norway, 90 percent of value creation depends on roads.
We say a definite NO to expanding the light rail line to Åsane Folkets Parti wants to stop the further development of the light rail line as long as road tolls are used to finance it. If the light rail line is to be expanded to Åsane, a different route must be chosen than along Bryggen. Good public transport options are important, but we believe that a light rail train system that costs significantly more than innovative bus services is an irresponsible use of taxpayers’ and drivers’ money. We want public transport options where people live and need to travel.

Cars make it possible to take advantage of opportunities throughout the entire country and are an important part of our emergency preparedness and critical infrastructure. Environmental problems are reduced with more zero-emission cars. The freedom to choose where we live and work depends largely on cars. Cars reduce travel time for many and allow us to own our own time and our own everyday life. Folkets Parti says YES to cars.

Smart and affordable public transport options The municipality of Bergen covers a large geographical area with sprawling neighbourhoods. People need to travel to get to work, school, recreational activities, volunteer work, caregiving and other obligations. We need smart and affordable ways to get from A to B without significant restrictions or high costs. We also want a smarter public transport system based on the latest technology. Better public transport options must be available and a separate rate should apply within the municipality of Bergen. Folkets Parti seeks to establish free bus travel in the Bergen city centre.
E16 Arna-Voss and double-track railway
Park & Ride in all districts
Folkets Parti wants to accelerate the construction of a new E16 road and double-track railway between Arna and Voss, with Arna-Stanghelle as the first section of K5. We believe that K5 should have top priority in the National Transport Plan (NTP).
Folkets Parti wants to establish Park & Ride facilities at transport hubs in all districts to allow people to use public transport for part of their journey. We want to expand express bus services between the various district neighbourhoods and city centre, as well as between the different districts. We also seek to re-introduce free bus service in the city centre. These buses will have to be zero-emission.
Nordhordland tunnel first
Enough bike paths
Folkets Parti thinks that the Nordhordland tunnel should be prioritised among the motorway projects to be carried out in the municipality of Bergen. Moreover, the East Ring Road should be completed to achieve a better traffic flow and reduce through traffic across Danmarksplass and through Bergensdalen.
With its unique weather conditions and topography, Bergen can never be a cycling city. But considerable amounts have been invested in costly bike paths that are used by few. In choosing between measures for pedestrians and cyclists, Folkets Parti believes that walkers should be prioritised. If more bike paths are to be constructed, they should not be financed with toll revenue.
More street parking in the city centre Folkets Parti wants to have more locations in the centre with short-term street parking and to establish parking under Nygårdshøyden, ultimately also with entrance and exit ramps near Dokken. Underground parking must have sufficient clear heights for commercial vans and ambulances. Bergen should be a city for everyone – not only those who can walk or cycle. We want adequate parking to be established for light commercial vehicles. Folkets Parti believes that parking at Bergen Airport, Flesland should be organised to allow for competition between private suppliers and Avinor in order to avoid a monopoly on parking.

Childhood care and education
Early efforts, diversity and quality Folkets Parti believes that all children have the right to a safe childhood. This requires a genuine partnership between schools and families and between teachers and pupils. We believe that early efforts, prevention and the right conditions for children provide a sound foundation for further education and lifelong learning. Folkets Parti is primarily concerned with quality and diversity in kindergartens and schools and believes that they can be just as effectively be run by private and non-profit organisations as by the municipality.
Promoting children’s knowledge and skills Kindergarten and primary school should teach children relevant skills and the ability to continuously acquire new knowledge and develop as individuals. Kindergarten and school plays an important role in familiarising children with the core values of Norwegian society. All schoolwork is based on such values as tolerance, equality and democracy. Folkets Parti seeks to ensure sufficient expertise and resources in kindergartens and schools.

Year-round kindergarten admission Folkets Parti seeks to achieve full childcare coverage and year-round kindergarten admission. Children should be entitled to kindergarten admission from the age of 12 months, regardless of the child’s birthdate. We want a sibling discount scheme for all kindergartens and before and after-school care programmes (SFO).
Good and safe working conditions The working conditions for both staff and children in schools and kindergartens must be safeguarded with continuous building maintenance and inspections by building caretakers. There should be drop-off zones at kindergartens and schools for safe and easy drop-off and pick-up. The municipality is responsible for ensuring a safe school walking route for everyone. There must be enough parking for both staff and visitors.
Freedom to choose teaching materials Better educational opportunities for children with learning disabilities Folkets Parti seeks to establish more dyslexia-friendly schools and faster and earlier diagnosis of dyslexia and other learning difficulties.
All children should have the freedom to choose both digital learning tools and books.We believe that school should be homework-free and that the municipality should also offer summer school programming. Folkets Parti wants to introduce more vocational courses as electives in lower secondary school. Sign language should also be offered as an elective.

GOOD ENOUGH?

Health and care for young people and elderly Good home care services Elderly in need of care must have the possibility to live at home for as long as possible. This requires good home care services. Care benefits enable relatives to actively contribute to care to a greater extent. Nursing home residents should be offered a better range of activities and cultural initiatives. This calls for close partnership between the elderly, family and staff. Elderly couples should be able to live together, even when moving into assisted living or an institution. Dinner is an important well-being component at institutions, making it important that the food is good-tasting and healthy.
Freedom of choice Bergen should be a good place to live for residents of all ages. Our needs and preferences to live a good life change as we age and Folkets Parti thinks you should have the freedom of choice. Good options and services are more important than who provides them. Whether residents are self-sufficient or require public care, personal development and quality of life are just as invaluable for the elderly as for everyone else. Folkets Parti sees to facilitate more volunteer initiatives – and this should not come at a cost.

Sufficient nursing home beds Folkets Parti wants to ensure enough nursing home beds and to improve expertise and permanent staff levels at nursing homes. We want to preserve or establish kitchens at all nursing homes. We also support the construction of a dementia village in Bergen. Offering better services to those who need to live at a nursing home requires that the municipality make it more attractive to work in the healthcare sector.
Quality and comprehensive services for everyone Health and well-being are essential for a good life. The municipality provides many services and should make everyday life as best as possible for those in need of help. This makes it important to strengthen the general practitioner scheme. The municipality should work together with private and non-profit organisations to offer quality and comprehensive services for everyone. The municipality must preserve and strengthen the municipal health centres and general municipal health services in the city. There must be free parking near the buildings where health and care services are provided in all districts. Healthcare professionals must be offered good parking options.
Improved mental health services Folkets Parti wants to strengthen psychiatric services and provide prompt treatment as needed. There needs to be a stronger focus on prevention among young people in terms of both substance abuse and mental health. Mental health and suicide prevention efforts must be strengthened and work training and social support aftercare programmes expanded. Young people experiencing mental health challenges must receive help the same day. Good youth health services must be available in all districts through municipal health centres and easy access mental health support programmes like Ung Arena.
Child welfare services must be strengthened Child welfare services must be strengthened with more expertise and resources, better follow-up procedures, audio and video recordings of meetings,
User-controlled personal assistance (BPA) More customised substance abuse treatment We believe that substance abuse treatment should involve in-house treatment for only a few patients at each location, improved staffing and expertise, as well as the possibility to participate in adapted activities.
BPA is a scheme for individuals with various types of disabilities who need assistance with daily living. Folkets Parti wants to strengthen the BPA scheme. We especially want to reduce the out-of-pocket payment for home care services for BPA users. We also want to adapt restrictions in relation to travel outside of the local municipality with assistance. Individuals with a disability should be eligible for free public transport.

FLEXIBLE ENOUGH?
Housing for all
Varied options for families with children
Housing developments in new areas The densification strategy in Bergen has failed. Folkets Parti believes that the people of Bergen should have the possibility to establish a home where they prefer and not be forced to live in apartment buildings along the light rail line. Making new areas of land available for housing developments in the city outskirts will provide more diverse housing options and help keep housing prices affordable for most people. Housing development should not depend on existing public transport, but what people want in terms of good housing and quality of life. Public transport options must be developed according to need in order to reduce the need for driving.

Neighbourhoods and local communities are important for everyone. That is why Folkets Parti wants residential environments with close proximity to everyday essentials: shops, schools, kindergartens, sports and recreational facilities. This will result in more environmentally friendly urban development. We believe that municipal district plans should entail the increased involvement of residents in the preparation of new development plans. The municipality has special responsibility for ensuring a varied choice of new housing options that meet the needs of families with children – both indoors and outdoors.

User-friendly building permit application process The application process for a building permit should involve offering applicants effective guidance and advice, so that everyone understands what is allowed and what is not. The municipal planning and building services department should only require the necessary documentation and reports. Positive reports should result in granting a building permit, not the demand for new reports. Folkets Parti seeks to reduce application fees.
Stop the destruction of established residential areas Folkets Parti wants to renegotiate the current urban growth agreement, which is based on development and densification in high-pressure areas, thereby making Bergen a less attractive place to live. The municipality should be more restrictive in allowing the densification of existing residential neighbourhoods. The unique character of established areas should not changed in a way that reduces the quality of life for those who already live there.
Parking tyranny must stop
Gradual elimination of property tax Folkets Parti wants to eliminate property tax for homes and commercial buildings in Bergen through a gradual phase-out over several years.
Folkets Parti believes that skilled workers and others who are dependent on their car for work should be able to park close to their homes. A permit should be given for commercial vehicles in residential parking zones, regardless of whether a parking permit has already been given for a personal vehicle. We oppose restricting the number of vehicles in residential parking zones to only one car.

ACCESSIBLE ENOUGH?

Culture and sports for everyone
Personal development on all levels Culture is work for some, a hobby for many others and adds spice to life for most of us. Art and culture are therefore of value to most of us and the municipality’s most important task should be to facilitate personal development on all levels. We seek to establish a responsible economic policy in relation to investments and the management of cultural buildings in Bergen and to avoid economic obligations for the management of new cultural buildings in the city centre. Government-run cultural institutions in Bergen should remain a government responsibility and not be transferred to the county municipality.
Cultural centres in all districts Folkets Parti believes there should be a cultural centre in all city districts and that one should be established in Fyllingsdalen. We also want the restored Eksersérhus to be a cultural centre for volunteer initiatives and amateur culture. We believe it is important to have libraries in all city districts and to strengthen their role as cultural institutions.

Continued commitment to the School of Music and Performing Arts
Permanent outdoor stages Folkets Parti believes that Bergen needs permanent outdoor stages. There should be a venue for all cultural performers who want to put on a performance. Amateur culture should also be given more opportunities, especially in connection with major citywide events and festivals.
The School of Music and Performing Arts must maintain its key role as a provider of cultural education for children. Volunteer and non-profit organisations, associations and culture communicators also play an important role in teaching and inspiring young people and offering varied cultural experiences. We want to promote collaboration between the school and nursing homes in the municipality. This provides students with a performance arena, while offering nursing home residents regular cultural programming.
Fløysletten is an area that is suitable for a permanent outdoor stage for both outdoor concerts and stage productions. Outdoor stages must be made available to such organisations as Fyllingsdalen Theatre and others all year round at an acceptable rate.
Festplassen and other urban spaces Folkets Parti believes that it should be possible to rent Festplassen and other suitable urban spaces at a reasonable rate for such events as Christmas
Lifelong physical activity Young people are not the only ones who enjoy and benefit from physical activity. That is why it is important to facilitate activities that promote good health in adults and the elderly for as long as possible. Folkets Parti believes that the Nordnes Sjøbad and other municipal sports and recreational facilities should be open year-round.
Fysak sports centres in all districts We believe that productive collaboration between schools, sports clubs and volunteer organisations results in good solutions that provide physical activity opportunities to children and young people. Folkets Parti is especially committed to ensuring diverse sports activities so that everyone, regardless of income, can participate in a recreational activity. We are strong proponents of open Fysak sports centres in all city districts in order to offer a wide range of activities to children and young people who do not participate in organised sports. The growing popularity of e-sports is a trend we want to support. That is why we believe there should be an e-sports arena in Fysak sports centres. We also want to facilitate a larger e-sports arena for championships. A sports transport pass should be offered to young people along the same lines as a school transport pass. Inclusion and integration efforts should also be part of the city’s sports and cultural initiatives for children and young people with an immigrant background.

INCLUSIVE ENOUGH?
Employment and welfare
Work for everyone who is able Having a job and working are important and should be the goal for all those with work capacity. Everyone should have the same collective rights and obligations on relocating to Bergen. Immigrants should undergo courses in Norwegian and core societal values and receive work training in order to qualify for a job. We seek to ensure smooth and rapid integration of new residents in the labour force.
Disability access The municipality of Bergen must create conditions that facilitate those with special needs to ensure education and employment for as many people as possible. Folkets Parti believes that the disabled should be offered adapted housing, employment and activity options. Not having access to education or employment can significantly reduce quality of life. We want to lower the dropout and unemployment rate using the tools available to society. This requires, among other things, close dialogue and collaboration between NAV and work organisations. Disabled parking permit requirements should be less stringent.

Municipality as a team player The municipal case handling process should be simplified and more effective to offer predictability to businesses. A successful business community depends on easy access and adequate parking. Communication and transport are the backbone of society. Fast, safe and cost-effective transport of people and goods is necessary for competitiveness, welfare and tax revenue.
Collaboration with non-profit organisations Quality services must be offered to residents with special needs, including a crisis shelter, family centre and child welfare services. Non-profit organisations currently offer effective services to young people, the elderly and substance abusers. The municipality must help safeguard these services. The municipality should also cooperate with the Norwegian Correctional Service with follow-up and work training support after a sentence has been served.
Better framework conditions for the business community
Creation of more student housing Bergen has numerous high-quality opportunities for higher education and is attractive to students. Folkets Parti seeks to facilitate the creation of more student housing. We also believe that the municipality should have greater responsibility for establishing more apprenticeships at municipal organisations. The municipality has a special responsibility to counteract age discrimination in employment.
Folkets Parti wants to help vitalise Bergen by promoting growth and good conditions for residents and businesses alike. Profitable and thriving companies generate tax revenue and better welfare services for all city residents. Bergen has outstanding professional communities in technology, energy, finance, fishing and aquaculture. Folkets Parti wants to be a driving force for business development and strengthen the partnership between education and business. The business community should flourish and grow, while new companies should be established through educational institutions and existing businesses. Bergen should be a place of innovation, technology, partnerships and people with ideas, energy and capability. The business community must have the right conditions for secure and profitable employment. This is why there should be a fixed electricity rate for both consumers and companies.

DEMANDING ENOUGH?
A well-functioning municipality
Doing away with unnecessary bureaucracy Municipal services are financed with taxpayer money. This requires that every level of government must take a rational approach to using this money as effectively as possible, exercise responsibility and choose cost-effective solutions that benefit residents. Folkets Parti believes that much can be achieved through eliminating unnecessary bureaucracy and focusing more on digital services.
Less administration – more services The municipality of Bergen is the largest employer in the region, with around 19,000 employees. Folkets Parti wants to streamline administrative processes in the municipality. We want good services for all residents and are less concerned with where those who offer these services are employed. The municipality needs more ‘heads and hands’ in schools, healthcare and child welfare services.

Service-oriented municipality The municipality of Bergen should be a service-based municipality. All municipal departments and institutions are here to serve residents. Residents who contact them should expect to receive assistance, advice and guidance from service-minded staff.
Restoration and maintenance Folkets Parti believes that the municipality of Bergen has a debt problem. The debt burden must be reduced by investing less in new building developments and projects in the years ahead. The necessary restoration and maintenance of municipal buildings should be prioritised. There should also be a stronger focus on the preventative maintenance of municipal buildings performed by reliable caretakers.
No more climate police Folkets Parti wants to close down the municipal climate agency. Climate measures and accountability are already incorporated into most projects and measures implemented by the municipality. As a result, there is no longer a need for a municipal climate police force.

SMART ENOUGH?
Climate measures that work
Cleaning up nature
Enough symbolic politics Folkets Parti wants a climate policy that is free from symbolic politics. We refuse to accept costly measures with little to no documented effect. The municipality must prioritise energy efficiency measures in building projects and promote the climate-neutral heating of municipal buildings. Folkets Parti wants to protect Norway’s untouched nature, animal and birdlife. We do not want to destroy our nature to become a ‘green battery’ for Europe and therefore strongly oppose building wind power plants on land and at sea.

The best thing we can do for nature, the environment and the climate is to clean up nature on both land and at sea. Less pollution lets nature do its job as best as possible. The climate is then regulated on nature’s terms, as it always has been. The municipality of Bergen should intensify waste sorting efforts and aim to cut the amount of disposable plastic packaging in half – in municipal organisations, the business community and in private homes.

Encouraging zero-emission energy Folkets Parti cares about clean air, land and water. Our overall goal is to upgrade hydroelectric power plants instead of building wind power facilities and to support the research and development of nuclear energy. We need to reduce greenhouse gas emissions by stimulating the use of alternative energy courses and supporting the development of environmentally friendly solutions. The municipality needs to promote a circular economy by supporting the establishment of second-hand markets and other initiatives.
Maintenance of parks and recreational areas Low-emission tourist traffic The municipality of Bergen must take the initiative to establish service stations with biofuel. Tourist buses that drive in the Bergen city centre must be emissions-free. A city pass is to be introduced for cruise passengers that also provides discounts at city sights and attractions.
The municipality of Bergen needs to be restrictive in allowing for the felling of trees and construction in the green areas of the city centre and preserve parks, squares and recreational areas. Public squares and parks should be accessible to and inviting for all residents. New development projects should include parks and green spaces. The municipality should also facilitate more allotments where people can grow fruits and vegetables. Volunteer organisations that maintain recreational areas should also receive financial support.

Western Norway without wind
Enough wind power on land and at sea Folkets Parti opposes wind power, both onshore and offshore. Land-based wind farms result in the extensive destruction of nature and require a large amount of land. We do not have enough knowledge about how offshore wind farms affect marine life. We know that corrosion from the rotor blades pollutes and these sediments in the ocean has a negative impact on marine life. Wind power is an unstable power source.
