For the last two years, our city and nation have been faced with unprecedented challenges due to COVID-19. Regardless of the challenges, we remain committed to ensuring Coral Springs is the best city in which to live, work and raise a family.
POLICE (NON-EMERGENCY): 954.344.1800
As a city that is home to 133,759 residents and 4,317 businesses, Coral Springs provides residents and businesses with an attractive community, great customer service, family-friendly events, sports programming, art, culture, and top-notch public safety.
GYMNASIUM: 954.345.2200
Recognizing our local businesses were struggling, we issued $556,000 in grant funding and assisted local businesses to navigate the process to obtain federal, state and local funding totaling more than $4 million. Since the onset of the global pandemic, we have worked to strategize and plan for a return to some sense of normalcy. That includes resuming popular events like Bites-N-Sips, Oktoberfest, and our annual Holiday Parade. We included stimulating the local economy as part of our business plan and implemented “SavorShop-Be Coral Springs”, a Buy Local campaign and kicked off Savor the Springs Restaurant Week. We firmly believe in government transparency and as a result held community meetings, focus groups, and requested feedback about our annual business plan and budget process before passing the FY2022 budget. We are confident that through solid financial forecasting, the approved budget will ensure our city thrives and is sustainable 10, 20 or 30 years down the road! From our top-notch public safety, quality parks, educational opportunities, art, culture, and accessibility to major roadways, it is no surprise so many families and businesses call Coral Springs home.

Coconut creek Commission
As we look back at 2021 and plan for the year ahead, it is impossible not to mention the pandemic and its impact on our community. When COVID-19 reached us in March of 2020, no one knew the far-reaching impacts that this pandemic would have on our everyday way of life. It was the highest priority of the City Commission and staff to take care of our community. We stayed on top of ever-changing Executive Orders, sent out more social media posts than ever before, modified programming and transitioned processes such as permit and dog park applications to virtual applications. We also developed community assistance programs, created a business stabilization grant program, coordinated food drives and fresh food giveaways, and even set up a process with transportation to Broward College for our residents to receive vaccines. (Remember when vaccines were so hard to find? It seems like so long ago!) One of the reasons we were able to provide such programs to our community is through funding. We have been persistent in looking for ways to replace lost revenues and continue these programs. Coconut Creek has been awarded $12.9 million to date in funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act; the American Rescue Plan; the Office of Housing and Urban Development (HUD); and the Federal Emergency Management Agency (FEMA). Thankfully, in 2021, COVID-19 cases began to ease. We were able to re-open facilities and bring back sports events and concerts in the park. Indeed, Coconut Creek was one of the first cities in Broward County to reopen City Hall and facilities. Our employees were ready to get back to serving you, our community – in person! Even today, we must still continue to follow federal, state, and county orders, but are hopeful that the worst is behind us. Fiscal Year 2022 has a lot in store for Coconut Creek. We are excited to bring back the Butterfly Festival – with a Pink tribute band - in person! We will be working to fully transition our Police and Fire Dispatch services from Broward County to Coral Springs, which will ensure we continue to provide the highest level of service to our community. And speaking of public safety, we are celebrating the establishment of our new, City-run Fire Rescue Department! Like our Police Department, the Coconut Creek Fire Rescue Department is community-oriented and fully committed to the City’s mission of providing exceptional and responsive services for Coconut Creek. To ensure we maintain our wonderful quality of life, we will also be working to address major concerns such as the expansions of the Monarch Hill Landfill and Florida’s Turnpike – both of which would directly impact our community. For information about City projects, please visit the City’s website at www.coconutcreek.net/cityprojects. You can also click on the “Contact Us” button on the top right hand section of the City’s webpage to ask a question, report a concern, or even share something positive about our services.

CITY OF COCONUT CREEK
message
COCONUT CREEK CITY HALL Coconut Creek is a hidden gem in South Florida. Once known for its wilderness and farmlands, we have evolved into a diverse, thriving community. In addition to being named one of the “Best Places to Live” by Money Magazine, Coconut Creek has been ranked 8th Best City to Raise a Family in Broward County and the 26th Safest City in Florida among many other accolades and awards. In our most recent resident survey, 97% of our residents are strongly satisfied with the quality of life in “The Creek” and 94% said we are a great place to raise a family. Trademarked as the “Butterfly Capital of the World,” Coconut Creek residents enjoy many recreational facilities including eighteen local parks and two regional parks. The local parks host a myriad sports facilities ranging from youth baseball to pickle ball. This past year, the City added splash pads in the north and south areas of the City, known as CocoIsland and CocoParadise, which have been a resounding hit with our community. Tradewinds Regional Park is home to Butterfly World and has numerous equine and farm attractions. Fern Forest Regional Park boasts the Fern Forest Nature Center and provides a wedding and special event venue, forested walking and bird watching trails, and a connection the Broward County’s C-14 Greenway. To ensure the health and wellness of our community, Coconut Creek’s Parks and Recreation Department provides unique and innovative programming for residents of all ages. Our residents love the year-round outdoor events, including movies and concerts in the park, “Jazz Under the Stars,” and the annual Butterfly Festival and Butterfly Run, as well as a variety of athletic and fitness programs. Our two state of the art fitness facilities offer personal training and fitness classes, all at an amazing value. The City is committed to a healthy balance of growth while
ensuring environmental and resource conservation. With one of the few remaining undeveloped tracts of land in south Florida, located just north of Sample Road, Coconut Creek has a rare opportunity to direct our fate. This land area is referred to as MainStreet. Recognized for its progressive approach to urban planning, Coconut Creek has adopted architectural design standards that will be required for future development in this area. It embraces the City’s desire for sustainability and result in a pedestrian-oriented, mixeduse project that will create the future downtown Coconut Creek. Currently, MainStreet is home to the Coconut Creek Seminole Casino, the widely popular Promenade at Coconut Creek, and Monarch Station, luxury, resort-style apartment homes. Further, development of this area is included in the Parks and Recreation Master Plan to ensure the City’s legacy of parks and open spaces throughout MainStreet’s growth. The safety of Coconut Creek’s residents and businesses is paramount. Our state accredited Police Department meets or exceeds the highest levels of transparency, accountability, and professionalism assuring that the residents, businesses, and visitors of our city are getting the best possible police services delivered on a daily basis. The City’s crime rate decreased by 31.4% from 2019 to 2020. Our police officers take pride in their engagement with the community through many programs including “Do the Right Thing”, Critters in the Creek, and the School Safety K-9 Program. According to Police Chief “Butch” Arenal, community policing is the hallmark of the Police Department. Diversity and inclusion are woven into every aspect of our hiring and training. As our contract with the City of Margate for the provision of fire rescue services came to an end on September 30, 2021, we are excited to have established our own Coconut Creek Fire Rescue Department, tailored to the specific to the needs of Coconut Creek residents and businesses. We are looking forward to enhancing police, fire and EMS dispatch services by contracting these services to the City of Coral Springs’ state-of-the-art accredited E-911 communications system within the next year. Coconut Creek is a safe, well-planned, and financially secure City with a caring, supportive and involved citizenry and staff. We have happy residents, passionate and hardworking employees, and a bright future. Coconut Creek truly is a hidden gem.

GOVERNMENT Coral Springs is run by a city manager, selected by the five-member City Commission – who are elected by residents. The city believes that customers come first, and it is that belief that resulted in a 92% customer satisfaction rating last year. Residents and businesses are asked for input annually so that city staff can develop a strategic plan for each fiscal year. Specific initiatives are developed in response to the priorities identified in the strategic plan. The Coral Springs Police Department, accredited in both national and state bodies, has more than 300 employees – including sworn and civilian staff. The department works with the community in a variety of ways—from creating outreach programs for under-served youth, to free self-defense classes for all age groups to its Citizen Police Academy. The department was recognized by the State of Florida Chiefs of Police Association for its innovative community programming and receive the prestigious Martin Luther King Jr. Monument Award. The Coral Springs Fire Department provides premier service to residents and is continuously searching for ways to improve, through training and by obtaining the best equipment and personnel. The department trains volunteers to be part of the Community Emergency Response Team (CERT), a program where volunteers learn CPR, first aid and basic disaster management. The fire department also serves the neighboring City of Parkland and is part of the Urban Search and Rescue Team. When hurricanes ravaged the Caribbean, specifically, Hurricane Maria in Puerto Rico, our fire rescue professionals assisted were deployed to assist local emergency response teams. In 2005, the county opened the Northwest Coral Springs Family Success Center, making it convenient for residents living in Coral Springs and surrounding cities to access their services. The center is a one-stop shop of social services information, referrals, and services to assist individuals and families in setting goals, learning skills, and accessing the services they need to build a stronger, healthier and self-sufficient family.
HISTORY OF CORAL SPRINGS
Between 1911 and 1939, Henry “Bud” Lyons bought most of the land that became Coral Springs. He created the largest green bean farm in the country and shipped vegetables to the north and west. After he died in 1952, his widow used the property to graze cattle. At the same time, James S. Hunt, president of Coral Ridge Properties, was developing the Galt Ocean Mile and Coral Ridge section of Fort Lauderdale. He was looking to build another city, but by the end of the decade, land was quickly disappearing in Broward County. When he found the Lyons’ property, he persuaded Mrs. Lyons to sell it to him. His singular vision was to transform cow pastures into one of the best places to live
in America. Coral Springs was chartered on July 10, 1963. Hunt had a vision of an ideal city, free of neon signs, billboards, obnoxious house colors and clotheslines. He wanted to present a gracious landscape, beginning with a covered bridge and colonial-style brick buildings. He also planned parks for every section of the city and boulevards planted with flowers. When Westinghouse bought Coral Ridge Properties in 1966, it used the City as its “urban laboratory,” testing the newest appliances, building materials, and even an electric car. With more than 134,000 residents, the city continues to fulfill its promise of renovation and redevelopment with the new Municipal Complex and downtown expansion.

The purpose of creating a CRA is to carry out redevelopment activities that include reducing or eliminating blight, improving the economic health of an area, and encouraging public and private investments in a CRA district. CRAs provide local government with a funding and planning mechanism to redevelop areas where market forces are not performing. The CRA established the Downtown Mixed-Use (DTMU) Zoning District in January 2018 to create a zoning framework that requires all new development within the district to be pedestrian-friendly and mixed-use with an emphasis on the creation of places with an identity to transform Downtown Coral Springs. This mirrors downtown redevelopment trends and allows the city to be more economically competitive and attractive to a diverse demographic. In addition to the Downtown Mixed-Use Zoning, the Commission adopted Design Guidelines to influence the aesthetics of the Downtown and its future redevelopment. The guidelines include but are not limited to architecture such as Art Deco and South Florida Contemporary as well as wall, window, awnings, and other signage. The CRA invested in infrastructure upgrades including new, native landscaping from Coral Hills Drive to 99th Street. Several businesses in the CRA took advantage of the Commercial Enhancement Matching Grant program to renovate the façade of their properties. The CRA expanded the grant program to include the entire CRA and increased the matching amount to $25,000. The purpose of the grant program is to encourage existing building owners and tenants to improve the aesthetics of commercial buildings and enhance the safety of the rear of the buildings. Exciting redevelopment projects began construction in 2020. Cornerstone, located on the Southwest corner of Sample and University, includes residential units, a hotel, entertainment, retail, and restaurants. Demolition of the Financial Plaza started early in 2021 and made way for the construction of Modera, a 352-unit luxury rental project by Mill Creek Residential. The construction of Modera is expected to be completed by the start of Summer 2023 and construction on the Hyatt Place hotel will finish approximately six months later.

economic development The City of Coral Springs Economic Development Office (EDO) is committed to working closely with companies in the community to retain, grow and attract new business. They do so through community partnerships with organizations such as the Coral Springs Coconut Creek Regional Chamber of Commerce, as well as Enterprise Florida, the Greater Ft. Lauderdale Alliance, Broward County Office of Economic and Small Business Development, brokers, and developers. The EDO website, www.CoralSpringsEDO.com, assists local businesses in making informed decisions and provides vital information to entities considering relocating to Coral Springs. Furthermore, a professional GIS software/web application has been installed, offering up-to-date demographic and labor force information as well as an online database of available industrial, retail, and office spaces based on user-defined criteria. The website features local businesses and highlights City attributes. The EDO is committed to investing in existing business outreach and marketing on multiple communication platforms to community and business engagement. The Economic Development Office, the city, and the Property Owners of the Coral Springs Commerce Park Association also continue to work cooperatively to improve the 442acre Commerce Park of Coral Springs. The Commerce Park offers a scenic setting and direct access to major highways like the Sawgrass Expressway, Florida Turnpike, I-95, and only a short drive from all major seaports and airports. The Park is ideal for Emerging Technology, Logistics, Professional Business Services, Corporate HQs, Life Sciences, and Pharmaceuticals.
In 2019, the EDO and the City completed an economic development strategic plan. The nine-month effort engaged residents, businesses and used the latest economic data to capitalize on the city’s human capital, physical assets, and market potential. The purpose of the strategic plan is to improve the business climate and promote businesses from within; establish a vision and define a value proposition for the Corporate Park, capitalize on regional strengths and infrastructure; align marketing and communications tactics with market opportunities for Coral Springs; and define specific geographical development priorities around the city. The activities and initiatives within the plan have been put into four categories (Business Climate, Municipal Functions and Leadership, Physical Environment and Placemaking, Marketing and Communications) and defined as low, medium and high priorities and short, mid and long-term efforts. The City Commission approved a Development/Redevelopment Incentive Program in December 2021 to address functionally obsolete buildings and development/redevelopment opportunities. The program promotes the rehabilitation, development, and redevelopment of properties within the City to retain existing businesses and jobs through redevelopment and revitalization activities and create new jobs through new development.

GREATER ECONOMIC GROWTH
coral springs CORPORATE PARK The 442-acre Corporate Park of Coral Springs is located where the Sawgrass Expressway bends to the South/East between Wiles Rd & Sample Rd (aka Big Bend) – quick access to the Sawgrass Expressway through Sample Road or Coral Ridge Drive allows direct access to major highways. The Corporate Park’s zoning attracts commercial & industrial businesses and it continues to be a significant diverse economic driver where major employers are located in the following sectors: Advanced Manufacturing, Emerging Technology, Logistics, Professional Business Services, Corporate HQs, Life Sciences and Pharmaceuticals. The Corporate Park has license plate readers installed at entrances and streetlights are efficient LEDs. To further enhance the Park, The City of Coral Springs is redesigning the roadway surfaces to the south of 39th Street in 2021-2022. This Stormwater Project is 80% complete and is scheduled to be complete during Summer 2022.
Development projects are planned for 2022 with a total of approximately 470,000 square feet of flex-space and large distribution warehouses. Several more development projects comprising approximately 150,000 square feet of self-storage space, flex space, convenience store/gas station/car wash with six fueling pumps and a distribution center with a café and Italian marketplace with frontage on Sample Road are being delivered in 2022. The existing municipal Westside Complex is being completed in 2022 to be an overall campus master plan. The Park continues to drive commerce and positively serves its local community - directly impacting the regional economy through the creation of jobs and contributing critical tax revenue. The Industrial sector - which makes up the majority of property uses - has shown resiliency and has fared well during 2021, and is expected to stay robust in 2022. Redevelopment of functionally obsolete properties is the essential next step for even greater economic growth. 23
CREATING A CULTURE OF GREEN EXCELLENCE IN COCONUT CREEK, FLORIDA
PASS UP PLASTICS IN COCONUT CREEK The City of Coconut Creek is committed to creating and maintaining a sustainable environment. Reducing singleuse plastics not only has a positive effect on our local community but also on the global community. Discarded plastic items create litter which finds its way into our storm drains and waterways threatening our stormwater management systems and our wildlife. Plastics are the most common type of debris found on our beaches, and in our oceans and waterways. The volume of plastic in our oceans is projected to out-weigh marine life by 2050. Often mistaken as food by fish and birds, plastic threatens the health of marine habitats and wildlife. Pass Up Plastics is a community-wide initiative to reduce the use of single-use plastic items such as bags, beverage bottles, takeout containers, straws, and utensils. Plastics do not biodegrade but instead, slowly break down into smaller pieces called microplastics. It can take hundreds of years for plastic products to decompose as noted in the image below. The City has a goal of reaching 5000 pledges to Pass Up Plastics by residents and businesses, alike. Businesses that sign the pledge will be listed on the website and highlighted for their efforts. Visit the Pass Up Plastics website to sign the pledge and create a sustainable environment for tomorrow. www.coconutcreek.net/sustainable-development/livinggreen/pass-up-plastics

TO CAPTURE THE OPPORTUNITIES PRESENTED, THE CITY OF COCONUT CREEK HAS EMBARKED ON VISIONING AND STRATEGIC PLANNING PROCESS ENTITLED VISION 2030
PLANNING FOR THE FUTURE IN cOCONUT cREEK
As the City of Coconut Creek continues to grow, with an increasingly diverse, multicultural population, the needs and desires of our community are growing as well. To capture this changing environment, over the past two years the City of Coconut Creek embarked on Vision 2030, a comprehensive visioning and strategic planning process for the next ten years. The City retained the services of SBrandConsulting, an expert in local government strategic planning, to assure the vision captured was both representative of the community and feasible to implement. While the process was momentarily paused in 2020 due to the COVID-19 pandemic, in 2021 we were able to pick up where we left off and continue the process virtually. Retaining and enhancing what makes Coconut Creek “special” while preparing for the future was the mission. Our goal was to discuss and generate new ideas about the built environment, sustainability, sense of place, and the City’s overall identity. The City and SBrand Consulting worked collaboratively with our residents, businesses, community stakeholders, Commission members, and staff through surveys, social media outreach, and virtual meetings to develop Vision 2030.
Vision 2030 is the City’s ten-year strategy for the future of Coconut Creek. It is an overarching framework for the City that encourages diversity, equity, and inclusivity and will ensure the comprehensive view of the future desired by our populous is incorporated in future decision-making and planning activities. Vision 2030 will be used as the City develops our annual budget to prioritize programs and facilities offered by the City. To ensure accountability, it will have consensus-based, action steps tied to measurable outcomes. The City’s mission is “to provide exceptional, responsive and sustainable services for the Coconut Creek Community.” Our employees will reflect the values of “service excellence, innovation, continuous improvement, ethics and integrity, and fiscal accountability”. And this will ensure the City achieves our community’s vision of being “an innovative, inclusive, and progressive community with a small-town personal touch.” Thank you to all the community members who provided your vision for the City over the next ten years. To see the Vision 2030 document approved by the City Commission, and all the supporting materials that led to its creation, please visit www. CoconutCreek.net/vision2030.

Residential Living Beginning with the famous “Land Rush Sale” in 1965, when future citizens purchased 1,100 lots, residential value has stood as the hallmark of Coral Springs. By 1968, homes were being constructed at the rate of approximately one per day. Today, this reputation for desirable housing remains strong. The numbers for Coral Springs break down to a median income of $78,872 and an average home price of $630,554. The total housing units in our boundaries stand at 44,854. Because Coral Springs grew as a planned community with high developers’ standards, these homes should hold their market value for generations. Residents also take part in maintaining the beautification of our neighborhoods. They agree to codes and courtesies designed to reflect the professional nature of our neighborhoods. No wonder realtors publicly proclaim Coral Springs as “one of the hottest, strongest markets in Broward County.”
Coconut Creek, the “Butterfly Capital of the World”, is a well-planned city with a unique environmental consciousness nestled between Miami and Palm Beach. Spotlighted as one of the “Best Cities to Live in America” by Money Magazine, and a Top Ten Place to Live in Florida by Movoto and NerdWallet, Coconut Creek is home to 61,000 residents and supports a diverse, growing business community. Coconut Creek’s Mainstreet Project, home to the Seminole Casino Coconut Creek and the Coconut Creek Promenade, a 23-acre, open-air, upscale shopping and restaurant center, has received the “Award of Excellence” for its Design Standards by the Florida Chapter of the American Planning Association (FAPA). When complete, the City’s MainStreet area will be bustling with over 250 acres of LEED-certified businesses, upscale housing, and beautifully landscaped parks and greenways.
