Coral Springs City Commission Although we have faced unprecedented challenges due to COVID-19, the Coral Springs community has come together and remained committed to the health and wellbeing of our residents and our local businesses. City staff has worked to provide local businesses with support and resources that included the Coral Springs Back in Business Grant Program, Coral Springs Small Business Grant Program, the Connecting Local Businesses to Grants and Loans Program and the implementation of the Economic Recovery Task Force. Together, in partnership with the Coral Springs Coconut Creek Regional Chamber of Commerce and Broward Health Coral Springs, we distributed 12,000 cloth masks, along with important safety information and hand sanitizer to local business for their employees and customers, ensuring they are safe and compliant to CDC guidelines before reopening. The Coral Springs Back in Business Grant Program was launched to support the local business community with opportunities designed to address their reopening needs during this crisis. The Back in Business fund helped over 250 Coral Springs companies during the summer. The city was able to allocate $251,000 to award grants in the amount of $1,000 to small businesses. The funds were all distributed and came from the Business Incentive Program and Economic Development operating budget. The City also created the Coral Springs Small Business Grant program utilizing CARES Act funding. This program provided 61 businesses with $5,000 grants to help offset rent, utilities, payroll and other expenses. The City of Coral Springs Budget and Strategy Department launched the “Connecting Local Businesses to Grants and Loans” program to mitigate the effect of the COVID-19 virus within the community by connecting local businesses with possible grant and loan opportunities. The program launched on April 16, 2020, and as a result, Coral Springs businesses have received a total of $1,426,048 in grant and federal funding. A total of 87 businesses reported receiving funding. The program has helped connect local businesses
to grants and loans from the state and federal government, as well as other grant opportunities through extensive research and guidance by city staff. These are mere examples of our commitment to our local business community and though this new year will also come with new challenges, we are hopeful that with the distribution of promising vaccines, we will see the end of the COVID-19 pandemic in the near future.

The City of Coral Springs is a 25 square-mile, South Florida community located at the edge of the beautiful Everglades National Park and voted “Best Place” to watch the sunset, by the Sun-Sentinel. Coconut creek Commission

Coconut Creek Mayor Becky Tooley Looking back at 2020, no reflection can exclude the pandemic. Even with some bumps in the road, Coconut Creek responded with passion. There wasn’t a blueprint or best practice examples for guidance, but we got through the trying times with support from our community, City Commission, staff, supporters, and government agencies. Our City was allocated close to $2.8 million from the Broward County CARES ACT. Staff led in checking on vulnerable populations such as, Assisted Living Facilities, prior to the State stepping in. We provided financial assistance and outreach to our Coconut Creek Family by partnering with the Coral Springs Coconut Creek Regional Chamber of Commerce to assist Coconut Creek businesses and non-profit organizations. Additionally, we provided assistance to residents by suspending water services turn-offs and providing for extended payment plans for water and sewer bills and provided food assistance in partnership with Farm Share, the Coral Springs Chabad, and Feeding South Florida. We provided continuous communication with Coconut Creek community by establishing a dedicated Covid webpage, providing City updates to residents and businesses via social media, call center, webpage, e-newsletters, banners, and signage, and created video messages from the Mayor and Commission. This was also a year of becoming more aware of inequities in our country. We held a Town Hall event called Unity in Our Community, with representatives from Coconut Creek and Broward College, to discuss social justice concerns. There is more to accomplish, but this forum provided the impetus to develop an implementation plan to address those issues. With that said, I am very proud of our Police Department and how they continue to stay committed to being a full-service community policing organization. A true bright spot is our new K9 – Taylor. Our team worked with the School Board to allow Taylor into four Coconut Creek schools to detect guns and ammunition. The pilot program included “Empathy Mapping” of students and staff and an awareness campaign. Coconut Creek is excited to move the responsibility of police and fire dispatch to Coral Springs and to move toward establishing our own Fire Department that will be fully operational October 2021. No discussion of 2020 would be complete without mentioning our continued focus on solid waste and recycling in our community. We are diligently monitoring Waste Management for compliance with our agreement regarding what goes into the landfill. We are represented on the County Solid Waste Working Group and Technical Advisory Committee (TAC) to create a comprehensive solid waste system for the County. Globally, recycling has gone through a massive change. There is not a market for glass and other recyclables. Together, with our Environmental Advisory Board, we are implementing a Recycling Reset Program including community outreach and amending our contract with Republic Services. We have already implemented a new Recycling Drop-Off Center. Although not the ideal scenario, we do recycle. Our garbage and trash does not go to the landfill; it is burned at the waste to energy plant. We look forward to a better, healthier, and productive 2021.

COCONUT CREEK CITY HALL Coconut Creek is a hidden gem in South Florida. Once known for its wilderness and farmlands, we have evolved into a diverse, thriving community. In addition to being named one of the “Best Places to Live” by Money Magazine, Coconut Creek has been ranked 8th Best City to Raise a Family in Broward County and the 26th Safest City in Florida among many other accolades and awards. In our most recent resident survey, 97% of our residents are strongly satisfied with the quality of life in “The Creek” and 94% said we are a great place to raise a family. Trademarked as the “Butterfly Capital CREEKTV VAN of the World,” Coconut Creek residents enjoy many recreational facilities including eighteen local parks and two regional parks. The local parks host a myriad sports facilities ranging from youth baseball to pickle ball. This past year, the City added splash pads in the north and south areas of the City, known as CocoIsland and CocoParadise which have been a resounding hit with our community. Tradewinds Regional Park is home to Butterfly World and has numerous equine and farm attractions. Fern Forest Regional Park boasts the Fern Forest Nature Center and provides a wedding and special event venue, forested walking and bird watching trails and a connection the Broward County’s C-14 Greenway. To e n s u re t h e h e a l t h a n d we l l n e s s of o u r c o m m u n i t y, C o c o n u t C r e e k ’ s P a r k s a n d Recreation Department provides unique and innovative programming for residents of all ages. Our residents love the year-round outdoor events, including movies and concerts in the park, “Jazz Under the Stars,” and the annual Butterfly Run as well as a variety of athletic and fitness programs. Our two state of the art fitness facilities offer personal training and fitness classes, all at an amazing value. The City is committed to a healthy balance of growth while ensuring environmental and resource conservation.

With one of the few remaining undeveloped tracts of land in south Florida, located just north of Sample Road, Coconut Creek has a rare opportunity to direct our fate. This land area is referred to as MainStreet. Recognized for its progressive approach to urban planning, Coconut Creek has adopted architectural design standards that will be required for future development in this area. It embraces the City’s desire for sustainability and result in a pedestrian-oriented, mixed-use project that will create the future downtown Coconut Creek. Currently, MainStreet is home to the Coconut Creek Seminole Casino, the widely popular Promenade at Coconut Creek, and Monarch Station, luxury, resort-style apartment homes. Further, development of this area is included in the Parks and Recreation Master Plan to ensure the City’s legacy of parks and open spaces throughout MainStreet’s growth. The safety of Coconut Creek’s residents and businesses is paramount. Our state accredited Police Department meets or exceeds the highest levels of transparency, accountability, and professionalism assuring that the residents, businesses, and visitors of our city are getting the best possible police services delivered on a daily basis. The City’s crime rate decreased by 2.9% from 2018 to 2019. Our police officers take pride in their engagement with the community through many programs including “Do the Right Thing”, Critters in the Creek, and the School Safety K-9 Program. According to Police Chief “Butch” Arenal, community policing is the hallmark of our department. Diversity and inclusion are woven into every aspect of our hiring and training.

CREEK PALOOZA

As our contract with the City of Margate for the provision of fire rescue services comes to an end September 30, 2021, we are excited to be establishing our own Fire Rescue Department so that we can tailor and enhance service levels specific to the needs of Coconut Creek residents and businesses. In addition, we are looking forward to enhancing police, fire and EMS dispatch services by contracting these services to the City of Coral Springs’ stateof-the-art accredited E-911 communications system. In spite of the COVID-19 pandemic, Coconut Creek continues to be a safe, well-planned, and financially secure City with a caring, supportive and involved citizenry and staff. We have happy residents, passionate and hardworking employees and a bright future. Coconut Creek truly is a hidden gem.

CORAL SPRINGS AND COCONUT CREEK ARE FULL OF OUTSTANDING NON-PROFIT ORGANIZATIONS THAT BENEFIT OUR COMMUNITY IN SO MANY WAYS. The cities of both Coral Springs and Coconut Creek are full of outstanding non-profit organizations that benefit our community in so many ways. The Coral Springs Coconut Creek Regional Chamber of Commerce has implemented “Chamber for Good” a program sponsored by Blue Stream, Cleveland Clinic Florida and the City of Coconut Creek. Chamber for Good connects our community’s nonprofits to those that can help them with their volunteer needs, funding or other methods of support. During these meetings, non-profits are able to get recognition as well as advice from seasoned leaders in the non-profit industry. They are able to get their name out into the community and reach the decision makers that can assist them. For instance, you may have heard of the Do The Right Thing (DTRT) program! The Do The Right Thing (DTRT) program, is a community based initiative which brings the Coconut Creek Police Department together with our community, local businesses, local schools, community

organizations, city recreational centers, and most importantly, our youth. For those native animals that are badly injured, The Sawgrass Nature Center and Wildlife Hospital provides excellent care and educational opportunities to the public. Tomorrow’s Rainbow is an organization that helps children who have lost a parent, providing emotional support to those that need it the most. Florida’s Children First was founded by child advocate attorneys from around the state who have been fighting their own individual battles on behalf of children at risk. But the new organization allows those efforts to be coordinated, strengthened and built into a powerful force. The advocates each have their own specialties and together are ideally positioned to effect real change.

GOVERNMENT Coral Springs is run by a city manager, selected by the five-member City Commission – who are elected by residents. The City believes that customers come first, and it is that belief that resulted in a 92% customer satisfaction rating last year. Residents and businesses are asked for input annually so that city staff can develop a strategic plan for each fiscal year. Specific initiatives are developed in response to the priorities identified in the strategic plan. The Coral Springs Police Department, accredited in both national and state bodies, has more than 300 employees – including sworn and civilian staff. The department works with the community in a variety of ways—from creating outreach programs for under-served youth, to free self-defense classes for all age groups to its Citizen Police Academy. The department was recognized by the State of Florida Chiefs of Police Association for its innovative community programming and receive the prestigious Martin Luther King Jr. Monument Award. The Coral Springs Fire Department provides premier service to residents and is continuously searching for ways to improve, through training and by obtaining the best equipment and personnel. The department trains volunteers to be part of the Community Emergency Response Team (CERT), a program where volunteers learn CPR, first aid and basic disaster management. The fire department also serves the neighboring City of Parkland and is part of the Urban Search and Rescue Team. When hurricanes ravaged the Caribbean, specifically, Hurricane Maria in Puerto Rico, our fire rescue professionals assisted were deployed to assist local emergency response teams. In 2005, the county opened the Northwest Coral Springs Family Success Center, making it convenient for residents living in Coral Springs and surrounding cities to access their services. The center is a one-stop shop of social services information, referrals and services to assist individuals and families in setting goals, learning skills and accessing the services they need to build a stronger, healthier and self-sufficient family.

Business & industry Coral Springs is home to over 6,000 active businesses ranging from the self-employed to major corporate headquarters. The City has a strong industry base in the financial and professional services sector, especially in fintech and insurtech. Logistics, distribution and healthcare/life sciences are strong sectors as well. Major retailers and businesses have begun investing in Coral Springs, including the highly anticipated Trader Joe’s which opened in the Walk as well as Phat Boy Sushi, Cinnaholic, Huey Magoo’s and Nuviva. Royal Eagle Plaza underwent a renovation to accommodate new tenants such as Aldi’s. Other centers with plans to renovate include Ramblewood Square and Riverside Square. Developers and businesses are also investing within the 442-acre Commerce Park of Coral Springs. Exeter Group Property is continuing its multi-million-dollar renovation and development. The Park also welcomed Hughey & Phillips while Exclusive Trim and Advanced Equipment and Services opened new buildings adding hundreds of new jobs to the City. Numerous local businesses expanded in FY20. United Medco, Privacy Glass Solutions LLC and Therapia Staffing all added jobs in the Commerce Park. Broward Health Coral Springs opened a state-of-the art cardiac catheterization lab in Coconut Creek prides itself in providing community investment as a means of attracting new businesses and supporting existing businesses. In response to the COVID-19 pandemic, the Coconut Creek Commission was determined to help during this time of great need, feeling that the city should supplement federal and state programs. City staff created a plan to do just that, and during a May 14 commission meeting, the commission unanimously supported the Economic Development Emergency Business Stabilization Program.

Community Redevelopment Agency (CRA) The vision of the Coral Springs CRA is “To create a vibrant and sustainable downtown in which Coral Springs’ residents, businesses, and visitors can live, work, shop and entertain.” The Coral Springs Community Redevelopment Agency (CRA) was established by the City Commission in 2002 to guide the City in its Downtown redevelopment efforts. The purpose of creating a CRA is to carry out redevelopment activities that include reducing or eliminating blight, improving the economic health of an area, and encouraging public and private investments in a CRA district. CRAs provide local government with a funding and planning mechanism to redevelop areas where market forces are not performing. The CRA established the Downtown Mixed-Use (DTMU) Zoning District in January 2018 to create a zoning framework that requires all new development within the District to be pedestrian-friendly and mixed-use with an emphasis on the creation of places with an identity to transform Downtown Coral Springs. In addition to the Downtown Mixed-Use Zoning, the Commission adopted Design Guidelines to influence the aesthetics of the Downtown and its future redevelopment. The guidelines include but are not limited to architecture such as Art Deco and South Florida Contemporary as well as wall, window, awnings and other signage. The CRA invested in infrastructure upgrades including new, native landscaping from Coral Hills Drive to 99th Street. Several businesses in the CRA took advantage of the Commercial Enhancement Matching Grant program to renovate the façade of their properties. The CRA expanded the grant program to include the entire CRA and increased the matching amount to $25,000. The purpose of the grant program is to encourage existing building owners and tenants to improve the aesthetics of commercial buildings and enhance the safety of the rear of the buildings. The CRA is also installed decorative signposts on the newly-named Walter Skip Campbell Jr. Drive. Light posts on Sample Road are being replaced with new, LED lights to improve visibility and safety along the corridor. Exciting redevelopment projects began construction in 2020. Cornerstone, located on the Southwest corner of Sample and University, includes Class-A office space, 350 residential units, a hotel, entertainment, retail and restaurants. The Northwest corner of the intersection is slated for mixed-use development as well.

economic development The City of Coral Springs Economic Development Office (EDO) is committed to working closely with companies in the community to retain, grow and attract new business. They do so through community partnerships with organizations such as the Coral Springs Coconut Creek Regional Chamber of Commerce, as well as Enterprise Florida, the Greater Ft. Lauderdale Alliance, Broward County Office of Economic and Small Business Development, brokers and developers. The EDO website, www.CoralSpringsEDO.com, assists local businesses in making informed decisions and provides vital information to entities considering relocating to Coral Springs. Furthermore, a professional GIS software/web application has been installed, offering up-todate demographic and labor force information as well as an online database of available industrial, retail, and office spaces based on user-defined criteria. The website features local businesses and highlights City attributes. The EDO is committed to investing in existing business outreach and marketing on multiple communication platforms to community and business engagement. The Economic Development Office, the City, and the Property Owners of the Coral Springs Commerce Park Association also continue to work cooperatively to improve the 442-acre Commerce Park of Coral Springs. The Commerce Park offers a scenic setting and direct access to major highways like the Sawgrass Expressway, Florida Turnpike, I-95, and only a short drive from all major seaports and airports. The Park is ideal for Emerging Technology, Logistics, Professional Business Services, Corporate HQs, Life Sciences, and Pharmaceuticals.

In 2019, the EDO and the City completed an economic development strategic plan.. The nine-month effort engaged residents, businesses and used the latest economic data to capitalize on the City’s human capital, physical assets and market potential. The purpose of the strategic plan is to improve the business climate and promote businesses from within; establish a vision and define a value proposition for the Corporate Park, capitalize on regional strengths and infrastructure; align marketing and communications tactics with market opportunities for Coral Springs; and define specific geographical development priorities around the city. The activities and initiatives within the plan have been put into four categories (Business Climate, Municipal Functions and Leadership, Physical Environment and Placemaking, Marketing and Communications) and defined as low, medium and high priorities and short, mid and longterm efforts. The City Commission approved a Development/Redevelopment Incentive Pilot Program in January 2021 to address functionally obsolete buildings and development/redevelopment opportunities. The program promotes the rehabilitation, development and redevelopment of properties within the City to retain existing businesses and jobs through redevelopment and revitalization activities and create new jobs through new development.

GREEN IN COCONUT CREEK Coconut Creek, like many other areas in the South Florida region, began as a collection of residential neighborhoods designed within a suburban land development pattern. Having no downtown, historical district, main street, or clear historical reference, it was clear that the community needed an identity; different from the adjacent communities. In 1999, the City began to tackle environmental issues and thus, a “green” movement began. The next step for the City was to analyze the many facets of our local government and to plan a path forward to align the City with this green vision.

To capture the opportunities presented, the City of Coconut Creek has embarked on visioning and strategic planning process entitled Vision 2030. Paused due to the COVID-19 pandemic, this process is now back in full swing.

Retaining and enhancing what makes Coconut Creek “special” while preparing for the future is the mission. Generating new ideas and discussion about the built environment, sustainability, sense of place and the City’s overall identity is why we are bringing this effort forward. Working collaboratively with residents, stakeholders, commission members, and staff will help us create a strategy for the future of Coconut Creek. A framework that encourages diversity, equity and inclusivity will ensure we get a comprehensive view of the future desired

by our populous. The City has retained the services of SBrand Consulting, an expert in local government strategic planning to assure the vision is captured in the document and feasible. The Vision 2030 Plan will be used as we develop future budgets and to prioritize programs and facilities offered by the City. The Implementation Plan will have consensus based action steps tied to measurable outcomes. Healthy Living in Springs & Creek Coral Springs and Coconut Creek are very health conscious communities. Our sidewalks are filled with students walking to and from school, children bike riding with their parents and joggers exercising – you are sure to encounter someone you know. There many organized races to run, fundraisers to join and park events for participation. The options are almost endless. For those more interested in leisure sports, like golf, you can relax and enjoy the luscious greens at TPC Eagle Trace or the Country Club of Coral Springs. After a morning of golf, you can always grab lunch at these either of these courses and admire the stunning views. Coconut Creek has a recreation complex that offers activities and classes, covered playground, sports leagues, fitness classes and an indoor basketball court. Coconut Creek is home to many gymnasiums such as Planet Fitness, Orangetheory Fitness and YouFit. One of Broward County’s hidden jewels is the Coral Springs Aquatic Complex at the Sportsplex. This world-renowned facility is home to national a n d i n t e r n a t i o n a l s w i m m i n g , w a t e r p o l o, synchronized swimming and diving competitions. Olympic divers and swimmers from all over the world have come to train at this facility, including Olympic gold medalist, Dara Torres. This center features a large fitness center and aquatic classes for all age groups. If you enjoy yoga, stop by the ArtWalk on Saturdays at 6:30 p.m. for classes taught by Juliana Trejo from Yoga 4 Life Studios. Those interested in holistic healing should check out the Salt Room. seniors IN cREEK The City of Coconut Creek, through our Parks & Rec Department in the South Community Center, offers seniors a variety of fun and educational activities such as fitness, games, discussion groups, potlucks, movies, guest lecturers, book clubs, and parties. Senior Center members enjoy field trips to plays, zoos, and museums at a nominal fee that includes comfortable charter bus transportation. The Senior Center’s inspiring staff strongly encourage seniors to be active. To become a member, you must be at least 50 years old.

Located inside the Center for the Arts, in the heart of Coral Springs, the Museum is one of the most exciting cultural venues hosting a myriad of activities throughout the year! The Museum opened in 1997 with a mission to engage and connect our diverse communities with dynamic exhibits, exceptional art education, stimulating specialty programs and inspired events to ignite cultural enrichment. We have recently expanded our programs and extended our hours to meet the needs and schedules of our community. They have an 8,000 square foot contemporary gallery that changes exhibits about every 8 weeks exhibiting 38

contemporary works from a rtis t n ea r a n d fa r. Th e Museum host classes and wo r k s h o p s fo r a l l a g e s , camps, outreach, and events.
