THE IMPACT OF LONGEVITY ON PERSONAL FINANCES Living longer, working longer?

In 1950, there were roughly 130 million people aged 65 and over in the world. By 2015, the size of this cohort had grown fivefold to reach 600 million. This number, according to the United Nations, is set to expand further to nearly 1.6 billion by 2050. How will this significant demographic shift impact pension systems and personal finances? Branch Manager at Julius Baer in Guernsey, Stephen Burt, identifies the implications of a growing, ageing population, and what you need to prepare for.

There is good news that an increasing number of countries are realising the importance of keeping older members of the workforce employed. The 2018 PwC Golden Age index revealed that the Organisation for Economic Co-operation and Development (OECD) could increase its total gross domestic product (GDP) by around $3.5 trillion in the long term if the group of 36 member countries merely raise the employment rates of those aged over 55 in their countries to match that of New Zealand, which was ranked second only to Iceland in the survey. To give some specific examples, the Index found that the US, Germany and Greece could experience a long-run boost to their GDP by 4.4%, 10% and 22.8% respectively, if more people aged 55 and over could continue to remain in the workforce. However, it is an undeniable fact that many older workers face greater challenges than those of prime working age (between 25 and 54 years old according to the International Labour Organisation) when it comes to recruitment or access to career development opportunities. In times of economic recession, they are also more likely to be let go with an early retirement package.

What are the consequences on pension systems, investments and spending patterns? The rise of the human tide in the form of ageing and the presence of ageism will inevitably exert stress on pension systems around the world. It is therefore important that every jurisdiction strikes a balance between ensuring the adequacy of old-age benefits for its citizens, and the long-term sustainability of its pension systems. After all, many older people tend to rely on their pension assets,

savings and investments to fund their daily life expenses. However, it is also precisely because retirement monies have become one of the major sources of income for the elderly that they have greater spending power than younger generations. As data from the United Nations shows, nearly 70% of the people in the world receive a pension, and the overwhelming majority of them can be found in North America and Europe. The spending power of our seniors is enhanced given that they are freed from the constraints of raising a family and can thus dedicate greater financial resources and time for themselves.

Financial planning: Preparing better! The prospects of financial planning relating to extended longevity should remain bright. When retirees embark on a new stage of their life, they want to spend time with their loved ones, travel around the world, take up new hobbies, or simply enjoy their autumn years in peace. However, not all older adults are prepared for a cessation of employment. Moving home can be a strain at the best of times and after retiring many will need to downsize or find a home that better suits their circumstances. When planning your financial future, your home needs to be at the forefront of your considerations. It may not be your first consideration right now but, as we know, our needs change with our interests and these change as we age. It’s important to continue working and contributing to society, but your needs and wants are also important. Investing for your future isn’t an option, it’s a necessity. Active market creates prime conditions for Open Market auction The rapidly increasing level of demand for Open Market property, prompted in part by Guernsey’s status as COVID safe haven, added to the excitement of a rare Open Market auction on 28th April. Cooper Brouard are the only Estate Agents on island that handle property auctions of this type and achieved £1.52 million for the sale, which represented a good price for the property. Trevor Cooper officiated as auctioneer and commented that “we had an interesting property in a sought-after location and when combined with high demand it resulted in healthy bidding and a good price for the vendors”. When the stars align, an auction can be the best solution in a number of circumstances as Trevor explains, “If you need a swift sale, for example, or have a deadline to meet, say for emigrating,

then an auction is an efficient method of securing a sale within the time allowed, especially as it doesn’t involve a property chain. Auctions can also be the preferred route when there are a number of parties involved, either amicably or in dispute, or not all on the island. Inheritance is a common example of this, such as an auction I conducted of a west-coast cottage that had been inherited by 38 cousins and remoter descendants from near and far. Corporate owned properties are another applicable sector, especially at times of liquidation, court actions or bank repossessions when transparency is key.” Another positive reason to go to auction is where a property has a real wow factor, that’s when the passion of the buyers is reflected in their bidding!”

Are there any circumstances under which we would not recommend an auction? Of course, and we would carefully and dutifully explain to the owners if we felt that either the property or the market wasn’t right, but it is an option to always consider, even if subsequently disregarded, and particularly in an active market. Open Market properties Every cloud has a silver lining Guernsey’s popularity hit new heights during the Covid-19 crisis, the relative safety here only enhanced by the peace and tranquillity that comes with Island life. As the year gets more thoroughly underway, it becomes increasingly clear that the dark shadow of increased taxation is cast over the UK. The national media is awash with speculation that business owners and tax payers more generally are considering options to mitigate their exposure to any of the more draconian proposals that might be forthcoming. This makes it all the more interesting to imagine that if the trend continues, just how great the influx will be as the travel restrictions subside and are ultimately dispensed with.

Guernsey. A lifestyle choice. Guernsey offers a safe and secure lifestyle, relatively low rates of income tax and no capital taxes. It also offers interesting tax incentives for relocators as well as tax caps that are available to all. The Island has, to date, also been able to avoid the significant lifestyle constraints placed upon other jurisdictions by the Covid19 pandemic. All in all, Guernsey is a quiet and unassuming relocation jurisdiction of choice. It is surprisingly easy to move to Guernsey. Individuals with a British or Irish passport have an automatic right of abode. Until 31 December 2020 EU/EEA nationals had that right, but post Brexit they now need to apply for a visa to reside on the Island. Income tax is fixed at 20% for individuals, Guernsey tax resident companies are subject to tax at the standard rate of 0%, with rates of 10% or 20% applicable to specific income types. The tax year in Guernsey is the calendar year. Tax residence in Guernsey is determined by the number of days spent on the Island in a tax/calendar year. Tax Residence Status There are three tax residence statuses in Guernsey. These are; Principally Resident An individual is “principally resident” if they: • spend 182 days or more in Guernsey; or • spend 91 days or more during the year and 730 days or more during the four preceding years; or • take up permanent residence in the year. Solely Resident An individual is “solely resident” if they: • are “resident only” in the year, and • are not present in a second jurisdiction for at least 91 days in the year.

Those “principally” or “solely” resident are subject to tax at 20% on worldwide income, subject to tax cap elections. Resident Only An individual is “resident only” if they: • are in Guernsey for 91 days or more in a year; or • are present for 35 days or more and have spent at least 365 days in Guernsey during the four preceding years. Those “resident only” are taxable on worldwide income or may elect to elect to pay the “Standard Charge” of £40,000. Payment of the standard charge covers tax due on non-Guernsey source income. Guernsey source income remains taxable at 20%, although the standard charge is also set against any liability arising on the first £200,000 of Guernsey income excluding Guernsey property income. Guernsey Tax Caps Guernsey residents (principally or solely resident) may, by statute, cap tax liability, via; • A £50,000 “Open Market Cap”. This is available for the first four years of Guernsey residence. It requires the purchase and occupation of an open market property, either 12 months before or after permanent arrival in Guernsey, as well as payment of document duty of at least £50,000 on a Category A open market property (this equates to a purchase at about £1.4m).


• The Global tax cap on worldwide income of £260,000. • The Foreign tax cap of £130,000. Guernsey bank interest is considered foreign for this purpose and all Guernsey source income remains taxable at 20%. Guernsey property rental income is outside all tax caps. Incentives for Relocators A new resident to the Island may benefit from the tax caps as noted above. In addition to the tax caps a new resident may receive distributions from a non-Guernsey company free of all Guernsey tax to the extent that the profits distributed by the company were made prior to the individual becoming resident.

UK/Guernsey Tax Treaty The “new” tax treaty between the UK and Guernsey follows the model OECD convention in its design. Giving while living charities support to plan and implement their strategies over a sustained period, enabling them to focus on the delivery of core services, rather than having concerns over where the next cheque is coming from.

Leaving a bequest to a favourite charity has long been a recognised way for philanthropists to give something back to their communities. Legacies are gratefully received and make a big difference to the charities’ coffers. Donors too can feel proud of their generosity, but the one thing they can’t do is see their contributions in action.

The driving force behind the fund is Rupert Dorey, who joined the Foundation as a director in 2019. “Donors are turning away from post-death legacies in favour of ‘giving while living’,” says Rupert. This is a more dynamic, entrepreneurial approach to philanthropy, where one actively donates money to make a demonstrable difference right now, in one’s lifetime. The donor can see the effects of their generosity first hand, creating a win for both donor and recipient.

This is why ‘Giving while living’ is becoming more popular. It perfectly encapsulates the desire for donors to make a real difference in the community in which they live, but also allows them to enjoy first-hand the benefits of their generosity during their lifetime. The Guernsey Community Foundation (GCF) was set up to promote effective philanthropy via the well-directed giving of time, money and ideas and over the course of its ten-year existence, has facilitated far-reaching changes across multiple fields: from social welfare to the arts, the environment to local heritage. And it continues to grow, to the point where it now directs approximately £1.5m per annum to charities and NFPs. To mark the culmination of its tenth anniversary celebrations, GCF is giving locally-based philanthropists a new way to make a difference with an endowment fund into which benefactors can make one-off donations that, over time, will create long term benefits for our community. As the fund grows, it will generate ongoing income and capital gains for distribution to local charities via the Foundation’s pre-existing Grants Programme. This extra injection of funds will allow the Foundation to give

for our community.” Sir Richard Collas, Chair of the Guernsey Community Foundation, echoes Rupert’s sentiments; “Since 2011, the Foundation has had the support of a number of very generous long-term donors, each making a contribution year after year. With the launch of the endowment fund we’re hoping to attract a new generation of philanthropists: people who like the idea of giving a single sum of money in the knowledge that it will generate multiple future payments to the charitable sector. “The endowment fund means that by giving once, donors can, in effect, give time and time again. The Foundation has already taken receipt of a sizeable donation. Over the coming months it plans to seek further contributions from individuals, corporates, family offices and of course from legacies.” As far as Sir Richard is concerned, there has never been a better time to help the island.

In order to be able to offer longer term financial commitments, the GCF Board has decided to create an Endowment type fund. This fund will build up a permanent and expanding pool of charitable capital from which to generate a reliable, predictable and growing income stream in real terms over time. This will be no small task and Rupert says it will take many years to achieve; “We estimate that to match GCF’s current annual contribution to the third sector, the fund will have to raise £20m or more in invested capital. Our initial targets are to achieve around £5m in five years and £10m in 10 years. This is, unquestionably, a long-term project – but one with potentially huge long-term benefits

“Plans for an endowment fund were in train before anyone had even heard the word ‘covid’,” he said. “But the pandemic has left the Bailiwick in greater need than perhaps ever before. It is inevitable that in the coming months and years, the charitable sector – which is already expected to do so much with so little – will have an even bigger role to play in supporting Islanders. The Foundation has given charities millions of pounds over the last ten years. But we want to do more, and the endowment fund – the culmination of a lot of work behind the scenes – is our way of doing just that.
