This, combined with our own Government’s policies is creating uncertainty in the property market and in particular investment by housebuilders in acquiring development land. The positives of the changes to the NPPF are outweighed by the negatives of our economy in terms of delivery of housing and employment land and also key infrastructure. Hopefully, Donald will settle down and our economy and the market will get back on track.

HISTORIC FARM BUILDINGS

There are a huge number of historic farm buildings scattered across the South West, which date from a time when farm machinery was much smaller and farming practices were very different. With the changes in farming over the last half century, many of these buildings no longer have a practical use. The challenge is to find a use for these buildings, which make such a strong contribution to the appearance of the countryside.

Finding a new use for these buildings can be difficult but without a viable long term function it is hard to justify the cost of repairs. Where the buildings are listed there is little choice, as there is a legal obligation to maintain the buildings. This was the situation faced by a large estate in West Somerset. The Tithe Barn is a Grade II listed large building located in a prominent position in the centre of the village. Parts of the barn dated back to the early part of the 17th century with a series of later additions. Apart from the open fronted shelter sheds on the south face of the building, there are very few openings which makes finding an alternative financially viable use extremely difficult. The roof was in a poor state of repair, with failed thatch, slipping slates and tiles. The solution was an application for grant funding from The Department of the Environment, Food and Rural Affairs (DEFRA.)

DEFRA operate a scheme of grants – Farming in Protected Landscapes (FiPL.) The scheme is primarily intended to fund agri-environmental schemes, but does also offer funding for building repairs that will help to improve the visual character of rural areas within the National Parks and National Landscapes. FiPL is a very generous scheme and can in some instances provide 100% of the cost of work. FiPL is administered locally and runs until March of next year though it is unclear how much funding remains.

The Estate’s application was successful and greatly assisted by the FiPL Team at the Quantock Hills National Landscape. Following a competitive tender process Quantock Builders were appointed to carry out the repair work which was extensive and involved the rebuilding of two roof structures and the renewal of all of the roof coverings.

The Development Land and Planning team were involved from the start and obtained Listed Building Consent for the work, prepared the detailed specification, tender package and administered the building contract. As with work to all old buildings there were a number of stumbling blocks along the way with the opening up revealing concealed problems. In spite of the delays and disruption these caused, the project was completed on time and on budget. The fabric of the Tithe Barn is now fit for the remainder of this century, but the search for a new use continues.
