MARKET UP DATE Last year saw a shift in the dynamics of the development land market. However, we managed to pull off some of the most significant land sales in the South West of England. These include: 1)

The sale of Higher Winsford Farm, Abbotsham Road, Bideford, Devon. The farm was subject of an Option Agreement with Bloor Homes. The sale completed in Q2 of 2023. The farm has outline planning permission (application number: 1/1015/2014/OUTM) for a mixed-use development scheme including up to 750no. dwellings, together with associated infrastructure works.

2)

The sale of land off Tavistock Road, Launceston, Cornwall. The land was subject of an Option Agreement with Vistry Group. The sale completed prior to Christmas. The land has reserved matters consent (application number: PA22/11183) pursuant to an outline planning permission (application number: PA19/05884) for 195no. dwellings, together with associated infrastructure works.

Land north of Burnham-on-Sea, Somerset. We set up a Landowners’ Agreement between the 11no. landowners and an Option Agreement with Barratt Homes Limited. The land comprises agricultural land and extends to approximately 91.65-hectares (226.24-acres). This land may deliver 2,000no.—2,500no. new homes, together with associated infrastructure works.

Land south of Gravity, Woolavington Road, Woolavington, Somerset. We set up a Landowners’ Agreement between the 10no. landowners and a Hybrid Agreement with Persimmon Homes Limited. The land comprises agricultural land and extends to approximately 61.91-hectares (153-acres). The land is located just south of the Gravity Smart Campus which is proposed to deliver 7,500no. jobs and dynamic uses including rail, health, sports and other facilities. The vision outlined by the housebuilder includes 1,400no. new homes, a primary school, mixed-use local centre and mobility hub, football pitches and equipped play areas.

SUSTAI NABL E FARMING INCENTIVE

The Basic Payment Scheme is being phased out. The recently launched Sustainable Farming Incentive (SFI) 2023 Actions provides farmers and landowners with an opportunity to make up the short-fall in income whilst managing the land with an environmental focus. The SFI pilot study revealed that farmers demand flexibility in their actions and, consequently, the updated SFI actions allow farmers to enter into agreements which last for a period of three years and allow for the ‘adding or upgrading’ of actions during the agreement term.

The roll-out of the 2023 SFI actions offers farmers a more flexible alternative to the current Countryside Stewardship Scheme whilst matching the payment rates for options with similar outcomes. It does initially appear that some of the actions available under both Countryside Stewardship and SFI are less restrictive to farmers under SFI and can provide very useful payment rates when ‘stacking’ of actions is permitted. This, however, is subject to the land eligibility and the situation of any other existing agreements already on the land. SFI agreements can be applied for at any time and in tandem with a separate Capital Grants application if infrastructure investment is also of interest.

SFI Actions suitable to a grassland farm include the following:-

NUM2: Legumes on improved grassland- £102/ha



IGL2: Winter bird food on improved grassland- £474/ha



LIGL1: Manage grassland with very low nutrient inputs (outside SDA)- £151/ha
