the call to duty during the American Civil War as a volunteer unit. You may have heard of Company K of the First Michigan Sharpshooters, which was formed 160 years ago in 1861.

According to “The story of Company K: Native Americans from Michigan who saw tough action in the Civil War”: Company K was made up of 139 enlisted Anishinaabe men and one officer from the lower and upper peninsulas. The company tried to muster at the beginning of the Civil War and were denied, Hemenway said.

“There were a lot of stereotypes that natives were barbaric, bloodthirsty and couldn’t be controlled in battle, therefore they weren’t wanted,” he said.

Leftover hard feelings from the War of 1812 didn’t help either, Hemenway added. The ancestors of many members of Company K fought against the United States in that conflict.

But by 1863, as the Union forces suffered mounting losses, the Army reversed its stance and decided to allow native peoples to enter the armed forces.

The Anishinaabe in the First Michigan Sharpshooters were much better marksmen than their white comrades and used unconventional tactics for the era learned from their ancestors, Ostrander said.

Wednesday Evening Virtual Speaker Series. The GTB Culture and Language Department, in partnership with Anishinaabemowin Teg, are providing a Wednesday Evening Virtual Speaker Series from 7:00pm-8:00pm that began in early May. On May 12th I had the opportunity to participate and listen to the presentation “My Woodland Art Style” by Zoey Wood-Soloman. Ms. Soloman read some of her own poetry and displayed some of her artwork.

As a painter, she uses a variety of different mediums to create her artwork.

On May 19th I was able to watch the presentation Traditional Knowledge by Gerard Sagassige. Mr. Sagassige talked about his understanding and perspective regarding our Anishinaabe beliefs, teachings and lifestyle. I encourage everyone to participate if you are able to.

As of press time the following speakers and topics are scheduled: May 26th for Dr. Anton Treuer will speak on Living Our Culture: Tribal Museums and Archives and Preservation of Ojibway Ways; and on June 2nd the featured speaker is Martina Osawamick who will speak on The Womb Life and Preparation of Spirit. Indian Citizenship Act of 1924. The Indian Citizenship Act of 1924 was signed into law by President Calvin Coolidge 97 years ago, on June 2, 1924. The Act granted U.S. citizenship to all Native Americans born in the U.S., whereas before that date citizenship wasn’t automatically granted to Native Americans born in the United States as it is done with others born on U.S. soil. Some historians believe that this law was enacted partially because of all the Native Americans who served during World War I. This reminds me of the Native Americans of Michigan who heeded 2 GTB NEWS

The company would go on to fight in several major battles.

Waabigonii-giizis (June) 2021 Events. Below are a couple notable events for Waabigonii-giizis: Noos-giizhigad (Father’s Day). Noos Giizhigad falls on Sunday, June 6 this year, and wishing all fathers, (great) grandfathers, stepfathers, foster fathers and all other father figures a Happy Noos-Giizhigad! It’s always good to show your appreciation by a phone call, a card, a gift and/or sending up a prayer for your loved one.

Niibin (Summer) Begins. Niibin also officially begins on June 20th. Summer activities included fishing, hunting, gathering birch bark and berry gathering. Some of the best childhood memories are of swimming near the shores of Lake Michigan, looking for Petoskey stones and agates, picnicking, canoeing, camping, cooking hotdogs over the campfire, riding bikes, hiking in the woods, dune climbing, eating cherries, reading, attending fairs and festivals, and going to Pow-Wows!

FishPass Project. This is the latest update as of press time on the legal challenge to the Giigook Mah-jowag (FishPass) Project. A trial was held last month, and the judge in this case ruled that the Project cannot move forward; the Traverse City Commissioners subsequently voted unanimously to file an appeal; please see the following link for the latest news: https:// www.9and10news.com/2021/05/18/traverse-city-to-appeal-rulingin-fishpass-decision/ (Traverse City to Appeal Ruling in FishPass Decision; 9&10 News, 5/18/21).

June / 2021 Waabgonii-Ode’min Giizis (Blossom-Strawberry Moon) Line 5 Pipeline Banishment. As you may already know, over the past several years there has been great concern over the Line 5 pipeline that runs underwater through the Straits of Mackinac, and even though Michigan Governor Gretchen Whitmer ordered Enbridge (a Canadian company that owns Line 5) to cease operations by midnight on May 11th, Enbridge is continuing Line 5 pipeline operations. Many demonstrations and protests have occurred, and on May 19th the GTB Tribal Council passed Tribal Council Resolution No. 21-39.3346, Banishment of Enbridge Energy, Inc. Line 5 Dual Pipelines from the 1836 Treaty of Washington Ceded Territory, Waters of the Great Lakes, and the Straits of Mackinac, that banishes Enbridge Energy’s Line 5 pipelines from the GTB reservation and the lands and waters of our ceded territory, including the Straits of Mackinac. This resolution also resolves to request that any regulatory body with oversight authority, including the following entities, to mandate and enforce this banishment action: Chippewa Ottawa Resource Authority; Grand Traverse Band of Ottawa and Chippewa Indians; Little River Band of Ottawa Indians; Little Traverse Bay Bands of Odawa Indians; Sault Ste. Marie Tribe of Chippewa Indians; the state of Michigan; and the United States. A copy of this resolution is available upon request.

COVID Updates. We continue to meet on a weekly basis with government and EDC staff as we watch local, state, national and world news closely. The most recent lifting of mask mandates has caused some confusion as we attempt to navigate the various rules put in place by local jurisdictions and businesses.

As a sovereign nation we have developed our own rules and procedures, and while GTB government is still closed to the public (except for appointments), we are still meeting electronically and requiring fully vaccinated staff to wear masks in the office, check temperatures, and use the COVID sign-in sheet as we continue to err on the side of caution – and encouraging everyone to obtain their vaccinations. Please refer to the Health Care updates in this issue for further information.

The GTB along with other Michigan Tribes has been advocating for rural broadband for our communities for many years, but it took this pandemic for Congress and the Administration to do something about it.

Finally, with our government-to-government consultations in April and May 2021, there are significant federal dollars set aside for bringing technology to rural America through the recent COVID-19 relief bill, the “American Rescue Plan Act” of 2021. Even more assistance for technology will be coming in a new bill that will target supporting infrastructure in America with a heavy focus on rural America and Indian tribes. Our IT department Director George McClellan and his staff are teaming up with other community and federal agencies and are working hard on this project, but it will not happen overnight. I just want you to know this is a top priority and we are hoping all our communities might be better served within a year. Like the last two months, our April & May calendar was filled with almost daily consultation sessions with the federal government.

I’ve mentioned in last month’s newsletter that President Biden issued an executive order in January requiring all 67 federal agencies to complete government-to-government consultation with tribal governments by April. These are critical opportunities to tell the federal government what we need. It seemed that most agencies waited until April & May to schedule these, so our priority has been to make sure that every consultation is covered so that our Tribe has a say in these discussions.

Remembering Our Nation’s Armed Forces: Memorial Day is the Time to Reflect Upon Our Freedoms and the High Price Paid to Protect Them. Remember Those Who Died to Keep Us Free.

h-Boozhoo Aanii --We must first give thanks to our Creator for guiding all of us through the COVID-19 virus. Also, we must not forget all those that have died, and we can only pray that they have had a safe journey to the Spirit World. It is sad for the many families that could not see their loved ones in hospitals or nursing homes during the pandemic. We are all one family and continue to love each other as taught by our ancestors.

We are hoping and praying that most people will get the vaccinations to protect themselves and their family and community. We want to see all our programs open and fully operational. Remember, if one person does not get vaccinated and someone tests positive in daycare or other human service programs, they all must quarantine, and that affects everyone.

It’s amazing we have been living in a pandemic for one year.

COVID-19 has changed so many things about how we interact in our community and how we serve the members as a government.

When I started in late August 2020, I had never heard the word “zoom” before and now we are slowly becoming experts at zooming, and our membership has been zooming for our Council meetings and they are working toward becoming experts. Our Health Director Soumit Pendharkar introduced us to Telemedicine and many of us as members, who had never used telehealth before, now prefer telehealth visits with their doctor over driving long distances to a clinic office. Technology has allowed us to continue functioning as a government, and it is what has allowed many members to remain connected with their family members while sitting at home.

The problem is that during this past year where technology has been the only way to receive many services and remain in contact with one another, the lack of technology in some areas means that some of us have been left behind, either through very poor internet connections or no internet. Some of us depend on the internet in our daily lives, but our service area is underserved when it comes to internet access. This past year schools shifted to distance-learning from home, and many kids struggled to keep up because of poor internet. This was a problem in our rural service area, and at times GTB members outside of our service area have not been able to receive the same services as those who live in urban communities with strong internet service.

Lastly, Health Department is continuing to offer the COVID-19 vaccine, so if you have not gotten vaccinated, please sign up as soon as possible. In the meantime, now is not the time to stop taking precautions, which include wearing a mask in public, socially distancing, and getting tested if you have been exposed to the virus or are displaying COVID-19 symptoms. New variants of the virus are becoming more widespread and may be more dangerous, even to younger individuals. Let’s continue to protect our GTB community. Everyone Be Safe, Stay Safe.

Grand Traverse Economic Development (GTED) Updates SPOTLIGHT ON ENGINEERING, SECURITY, AND TECHNOLOGY SOLUTIONS, LLC (GTBEST) TBEST was formed to provide information technology G services, physical security, satellite communications, telecommunications and supporting services to the government and commercial customers nationwide.

GTBEST Director of Technology Services James Thomas was hired over a year ago as a consultant to grow the company and build it to secure government contract awards. GTBEST also relies on staffing support from its joint venture GTB Federal IT Solutions, LLC (GTBFIT) as the company has no employees. GTBFIT joint venture partnership is with Diverse Systems Group (DSG) who has a track record for winning awards. GTED has also engaged business development support through an independent contractor Joseph ‘Jaye’ Haggler IV to supplement the capacity to bring on new projects and continue to grow revenues.

Over the past year with us he has proven to successfully bring contracts to the company and assemble teams to complete the projects. His duties include directing daily operations, training, administering budgets, vendor management, process improvement, planning and execution.

GTBEST currently benefits from low overhead, with each project so their able to contribute profits directly to its continued capture of new work. We are developing a relationship with a bonding provider to establish a $4 million bonding capacity. This work is currently being pursued alongside GTEC, and there are many opportunities for the two companies to continue to pursue work together.

SUBSIDIARY CEO UPDATES GTBEST’s 1st quarter resulted in contract awards with FT Huachuca, which was a Fiber Optic Cable Installation Project, Antenna Repair to assemble the provided microwave antenna, hang the antenna on existing tower and properly align it for operation, LMR Site Tower Repair Project which we provided parts, equipment and repairs for Army owned Land Mobile Radio (LMR) towers at Joint Bases Lewis McChord (JBLM) and Yakima Training Center.

In the Human Services Department at GTB, the Anishinaabek Family Services (AFS) and Behavioral Health Services (BHS) work together and collaborate as necessary to provide emergency and on-going services for all of tribal members and families in the six-county service area. AFS provides prevention, intervention, child protection, and adoption services for our tribal members and their families. BHS offers counseling, case management, psychiatric, medication assisted treatment (MAT) and peer recovery support services for your mental health and substance use needs. Our offices are open Monday through Fridays from 8am to 5pm with emergency on-call services available 7 days a week, 24 hours a day. Tele-health or zoom sessions are available to ensure your access to services while the building remains closed to clients.

June is PTSD Awareness Month Once considered “combat stress,” Post Traumatic Stress Disorder has received more attention in recent years. Mental health professionals have acknowledged that PTSD disproportionately impacts American Indian and BIPOC communities. Aaron Morsette (n.d.), member of the Chippewa Cree tribe and Trauma Intervention Specialist at the University of Montana, writes: Tribal leaders frequently state that in order to heal, one must address the "physical, spiritual, emotional and mental" domains of the self. Depending on a person's belief system, they may need to seek care from traditional healer or receive additional [holistic] services. Living a balanced life has always been an integral aspect of healthy American Indian living.

Managing PTSD is not easy, but we’re here to help. Today multiple treatment modalities can be tailored to your needs. We support tribal members experiencing PTSD, both combat veterans and “civilians.”

Water Quality Report

2020 Annual Water Quality Report For Peshawbestown Water System his report covers the drinking water quality for Peshawbestown T water system for the 2020 calendar year. This information is a snapshot of the quality of the water that we provided to you in 2020. Included are details about where your water comes from, what it contains, and how it compares to the United States Environmental Protection Agency (U.S. EPA) and state standards.

Your water comes from three groundwater wells, each over three hundred feet deep. There are no significant sources of contamination in our water supply. If you would like to know more about the report, please contact: Joe Burfield, Grand Traverse Band Department of Public Works (231-534-7376) or joe.burfield@gtbindians.com Contaminants and their presence in water: Drinking Water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the U.S. EPA’s Safe Drinking Water Hotline (800-426-4791).

Vulnerability of sub-populations: Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune systems disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from them health care providers. U.S. EPA/Center for Disease Control guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

Sources of drinking water: The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. Our water comes from wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity.

Contaminants that may be present in source water include: • Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife.

• Inorganic contaminants, such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming.

• Pesticides and herbicides, which may come from a variety of sources such as agriculture and residential uses.

• Radioactive contaminants, which can be naturally occurring or be the result of oil and gas production and mining activities.

• Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.

In order to ensure that tap water is safe to drink, the U.S. EPA prescribes regulations that limit the levels of certain contaminants in water provided by public water systems.

Food and Drug Administration regulations establish limits for contaminants in bottled water which provide the same protection for public health.

Water Quality Data The table below lists all the drinking water contaminants that we detected during the 2020 calendar year. The presence of these contaminants in the water does not necessarily indicate that the water poses a health risk. Unless otherwise noted, the data presented in this table is from testing done January 1 – December 31, 2020. The EPA allows us to monitor for certain contaminants less than once per year because the concentrations of these contaminants are not expected to vary significantly from year to year. All the data is representative of the water quality, but some are more than one year old.

Terms and abbreviations used below: • Parts per million (ppm) or milligrams per liter (mg/l): one part per million corresponds to one minute in two years or a single penny in $10,000.

• Parts per Billion (ppb) or Micrograms per liter (ug/l): one part per billion corresponds to one minute in 2000 years, or a single penny in $10,000,000.

• Picocuries per liter (pCi/L): Picocuries per liter is a measure of the radioactivity in water.

• Millirems per year (mrem/yr): measure of radiation absorbed by the body.

• Maximum Contaminant Level Goal (MCLG): The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety.

• Maximum Contaminant Level (MCL): The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology.

• Treatment Technique (TT): A required process intended to reduce the level of a contaminant in drinking water.

• Action Level (AL): The concentration of a contaminant which, if exceeded, triggers treatment or other requirements that a water system must follow.

• Level 1 Assessment: A study of the water supply to identify potential problems and determine (if possible) why total coliform bacteria have been found in our water system.

• Level 2 Assessment: A very detailed study of the water system to identify potential problems and determine (if possible) why an E. coli MCL violation has occurred and/or why total coliform bacteria have been found in our water system on multiple occasions.

Information about lead: If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. GTB Department of Public Works is responsible for providing high quality drinking water but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www. epa.gov/safewater/lead.

Monitoring and Reporting to the EPA Requirements: The U.S. EPA require us to test our water on a regular basis to ensure its safety. We met all the monitoring and reporting requirements for 2020. We will update this report annually and will keep you informed of any problems that may occur throughout the year, as they happen. Copies are available in the GTB Newsletter. Government employees have reached 83% overall, with 80% having received 2 doses and 3% having received at least 1 dose.

Please help us reach our goal for GTB Tribal Membership living in the 6-county service area age 12 and over to reach 70%. This is currently at 48%.

Below is a summary of COVID-19 vaccination statistics as of May 23, 2021.

-75% of GTB Elders in the 6-county service area have received at least 1 shot.

-48% of GTB Tribal Members living in the 6-county service area age 12 and over have received at least 1 shot.

-15% of GTB Tribal Members age 12 to 15 have received at least 1 dose.

-3,547 doses administered.

-1,862 first doses administered and 1,685 second doses administered.

A reminder that we are currently vaccinating all Tribal Members age 12 and over and members of their households. The GTB Health Department and the GTB Behavioral Health Department are continuing to conduct the Post-COVID-19 survey.

This survey is for GTB Tribal Members, 18 years of age and older, living in the 6-county service area who tested positive. The survey seeks to understand how COVID-19 impacted the lives of those who tested positive. If you would like to participate in the survey, please contact Tamra Newton (Community Health Representative Supervisor) at 231-866-1120. Participation is voluntary, confidential, and a participation incentive of $250 is available based on available funding.

The medical clinic is no longer requiring Covid-19 screening on asymptomatic patients who are not vaccinated. If you are having any symptoms of Covid-19, your appointment will be switched to the Lets Heal Telemedicine platform and Covid-19 testing will be arranged. If you have had an exposure to someone who is Covid-19 positive in the 14 days prior to your appointment, your appointment will be switch to the Lets Heal Telemedicine platform and Covid-19 testing will be arranged. At the time of your appointment, front desk staff will review Covid-19 symptoms with you and provide you with a surgical mask to wear during the appointment.

President of Native Women’s Association of Canada Marks Another Red Dress Day w/out National Plan to Address Violence TTAWA – The following is a statement from Lorraine Whitman, O President of the Native Women’s Association of Canada (NWAC), marking Red Dress Day that is celebrated on May 5 to

honour the memory of Indigenous women who have been lost to violence.

“On May 5, Red Dresses will again hang from trees across Canada, moving with the breeze to symbolize their missing wearers – Indigenous women whose violent deaths leave empty garments and shattered families.

Today, we stand in unity with those who have lost loved ones to this tragedy. We grieve for all of those women, girls, and genderdiverse people whose lives have tragically been cut short. And we embrace those who are left behind to mourn.

It has been 11 years since Métis artist Jaime Black created the first REDress public art installation at the University of Winnipeg to honour Canada’s missing and murdered First Nations, Métis and Inuit women. It was inspired by a demonstration she saw in Bogotá, Columbia in which women, garbed in red, gathered in a public square to grieve for their loved ones who had disappeared.

Since then, thousands of others across Canada and in countries around the world have been hanging red dresses in trees on this day to add their voice to the growing cry of horror at these crimes that the National Inquiry into Missing and Murdered Women and Girls has determined to be a genocide.

But, 11 years later, the deaths and the disappearances continue in this country and, indeed, across the Americas. Eleven years later, the government has produced no national action plan to stop the violence. Eleven years later, Indigenous women are no

safer than they were on that day when Ms. Black hung that first red dress in Manitoba.

The latest statistics say Indigenous women in Canada are still seven times more likely than non-Indigenous women to die at the hands of a killer. This has to stop. Governments must take action.

They have a legal and a moral obligation to protect us.

Today, my heart is with those who are aching for a lost mother, grandmother, sister, daughter or auntie. We see your tears and cry along with you. Please know that the one you are missing will never be forgotten.”

Public Safety Updates TB Fire Rescue would like to congratulate Lt. Gary McGhee n the morning of May 15th, Glen Lake Fire Department was G on his retirement earlier this year. Lt. McGhee retired after O dispatched to a major fire in Glen Arbor. Ten fire depart42 and a half years of service to Northwest and Central Michigan ments with over 40 firefighters from Leelanau, GT, and Benzie including 26 and a half of those serving Suttons Bay and Bingham Townships as a Firefighter and Paramedic.

The Old Mission Peninsula Historical Society is hosting a public event called Harvesting History Sunday, August 29 from 11a.m. to 3 p.m. and will be highlighting many places, including the Mission Point Lighthouse, the replica log church here, The Dougherty House, (built with Native American labor,) the Hessler Log Cabin, and the Council Tree. We are hoping to exhibit Native American crafts, for sale or demonstration, and Native American harvesting techniques. We’d also love it it someone would like to plant a Three Sisters Garden near the Council Tree., or demonstrate native dances or music. We will pay $50 per exhibitor to help defray travel costs. We will be displaying work of other crafters and food traditions also.

The Niizh Animikiig Project received its name from the relation of when the thunder comes, it wakes up creation and brings the rain. As Anishinaabe we value all creation and acknowledge the healing and growth the thunder beings and rain bring. The project will integrate Anishinaabe teachings and lifeways to support our community, children, and families. Previous Prevention Programs that have been successful in our community had strong cultural ties. We are now seeing the long-term benefits of those program’s services and it makes really proud, hopeful and happy for our community.

With the Culture is Prevention, I am so excited to strengthen our Anishinaabe identity, our spirits, and our community through the ways our ancestors left for us. Miigwetch, keep an eye out for upcoming program details.

Grand Traverse Band Education would like to congratulate,

in achieving Co-Valedictorian at Northport Public Schools.

A little about Diego Campos; Diego has been to four high schools. His first was in Auburn, New York, two schools in Florida, and lastly Northport Public School. Diego enjoys playing basketball and soccer.

Diego has interest in the environment and agricultural. He was accepted to Michigan State University, where he plans to study animal science because it will allow him to learn about livestock. After he graduates college, he will become a farmer.

Diego was asked, “How do you feel about being your graduating class’ valedictorian?”

“I feel happy that I am the valedictorian, but I know that I am not the smartest person and that I have a lot to learn”.

What is a message you would like to relay to your peers and younger students?

“Don’t have a backup plan – force yourself to succeed. Hard work pays off”.

To Diego, We are so proud of you!!! You are determined and focused like no other.

You knew what you wanted and went after it, we hope you continue to do that for the rest of your life. Even though you weren't able to stay in school and develop the friendships you would have wanted, you received so many life experiences that many do not have the opportunity for. You got the chance to travel around the United States and now you know where you want to be!

All of us are so proud of you, The Campos, McSauby and Rogers families... you have us all in your corner! We love you and are super proud of you!
